Vancouver Mayor Conviction of Surrey realtor Tanpreet Kaur Athwal in 2007 murder Stewart denounces recent acts of of Amanpreet Bahia upheld THE B.C. Court of Appeal in a unanimous judgment released on Monday dismissed an appeal by Tanpreet Kaur Athwal who was given a life sentence in November 2017 with no parole for 25 years in connection to the 2007 murder of Amanpreet Kaur Bahia. According to court documents, in November 2017, a jury found Tanpreet Kaur Athwal guilty of first-degree murder in the stabbing death of Amanpreet Bahia, who was killed in her home in Surrey in 2007. She was alone with her two youngest children at the time of the murder. The Crown prosecuted Athwal for aiding the murder. The jury was told that to find Athwal guilty of the offence, it had to be satisfied beyond a reasonable doubt that the Crown proved she: (1) knew someone intended to kill Bahia before the murder occurred; (2) intended to and actually aided that person in the killing; and (3) knew the killing was planned and deliberate. The Crown alleged that Athwal planned the murder with Baljinder Bahia, the victim’s husband. She then arranged for and financed the killing. The individual who inflicted the stab wounds was Eduard Baranec. The purpose of the murder was to enable an intimate relationship (including marriage) between Athwal and Baljinder Bahia. Following a “Mr. Big” operation that targeted Baranec, in which he disclosed the killing and implicated Athwal and Baljinder Bahia, all three alleged perpetrators were arrested and charged with first-degree murder. Athwal was tried separately from Baljinder Bahia and Baranec. [A “Mr. Big” operation is one in which an undercover officer poses as a member of a fictitious criminal organization in order to extract a confession from a suspect.] According to the summary of the ruling released on Monday, Athwal appealed the murder verdict on three grounds. She contended that: “(1) the trial judge erred in her admissibility analysis of hearsay statements tendered at the appellant’s trial; (2) statements made by the appellant to an undercover police officer
Homicide victim Amanpreet Kaur Bahia. were erroneously admitted without a “Hart” voir dire; and (3) the judge should have declared a mistrial when a sheriff misconducted herself at the trial.” [Hart deals with the admissibility of confessions made in the course of a Mr. Big operation. A mini-hearing within a trial. A voir dire is a separate hearing within a trial to determine whether evidence is admissible.] The Court dismissed the appeal. It stated: “The appellant has not established that the trial judge misdirected herself on admitting the hearsay statements or that her exercise of discretion was clearly wrong and resulted in a miscarriage of justice. Nor did the decision to forego a voir dire in respect of the appellant’s statements to the undercover officer constitute an error in law. The appellant waived the necessity of a voir dire. Finally, the trial judge’s refusal to grant a mistrial is entitled to considerable deference on appeal. police sting in Saskatchewan that wasn’t connected to the Bahia case started to unravel the whole mystery. Eduard Baranec ended up telling an undercover officer who posed as a member of a fictitious criminal organization about the Bahia murder and his connection to realtor Tanpreet Athwal. Baranec had received $15,000 to murder Bahia, according to the audio recordings and other evidence the Crown presented in court The police then started zeroing in on the victim’s husband Baljinder Singh Bahia as they suspected he had hired Baranec to carry out his wife’s murder. A video-taped confession he made to police was part of the key evidence that was presented in court. The court heard that Athwal and Baljinder Bahia were suspected of having an affair and allegedly schemed to kill Amanpreet Bahia. Baljinder Bahia, Baranec and Athwal were charged in February 2011 and were ordered to stand trial after a preliminary hearing in provincial court in May 2012. A trial was scheduled for January 2014, but was postponed several times. On October 8, 2016, almost 10 years after the murder, a jury in New Westminster found Baljinder Bahia and Baranec guilty of first degree murder and the B.C. Supreme Court justice sentenced both men to life with no eligibility for parole for 25 years. The justice described the murder as “cold, enormous cruelty.” Well-known community member Perminder Chohan, who was the victim’s uncle, told the media: “She was very hard working. She was so innocent. And how her life was gone, and how it impacted everybody’s life around her, it’s very sad. It was very sad to see how she was murdered.” Jugraj Kahlon, the victim’s brother, who came from India for the verdict, told the media: “The person who did this, they have to pay, but this is not satisfaction. Maybe now she will rest in peace. We lost our sister. Now we are thinking about their kids. They will never have their mother. They will never have their father.”

Photo by Sukhwant Singh Dhillon VANCOUVER Mayor Kennedy Stewart, following several reports of racism and hateful acts in Vancouver, said in a statement on Wednesday: “In recent days, Vancouverites have yet again been reminded that hate and racism lurk in our city and that we all have a role to play in calling these actions out and standing up for diversity and inclusion. “Racist vandalism at Musqueam village, anti-Semitic and white supremacist graffiti in Riverview Park, and verbal and physical assault against people of Asian ancestry are just the latest examples of a hateful minority doing real damage to residents targeted by these hurtful acts and our entire community’s fabric. “I know the vast majority of Vancouver residents share my disgust at these acts, and I applaud those that are fighting back, like those who installed anti-racist messages on heart shaped cards at c̓əsnaʔəm village [Marpole, originally a Musqueam village named c̓əsnaʔəm]. These acts of love and compassion are exactly the kind of response we need whenever we see acts of hate. “I encourage everyone in our city to take any opportunity they can to also take a stand. In real life, and online. Push back against people who say hurtful things, and report offensive and hateful graffiti to the City through 3-1-1. “For my part, I will be bringing up this issue in all of my upcoming outreach meetings with various sectors including large employers and leaders in the tourism and hospitality sectors and ask them for their support as well. I will also raise this issue with my fellow big-city mayors through the B.C Urban Mayors’ Caucus. “As I’ve said many times. we cannot rest when it comes to dismantling systems of oppression and lifting up the lives and voices of those who have been marginalized. And we must always call out hate and racism, whenever and wherever we see it.”

Massive ‘Tiranga and Maple Car Rally’ in Brampton celebrates growing ties between Canada and India Peel Regional Police Chief warns against violence or criminality
ON Sunday, February 28, the Indo-Canadian community hosted a massive “Tiranga and Maple Car Rally” of hundreds of cars to celebrate the growing ties between Canada and India. The organizers said that in this time of the COVID-19 pandemic that has claimed so many lives around the globe, Prime Minister Justin Trudeau and Indian Prime Minister Narendra Modi had come together in an effort to save lives by the supply of millions of vaccines. “We thank India for practicing the ancient Vedic value of ‘Vasudhaiva Kutumbakam’ which means ‘the world is one family’. Supplying vaccines to Canada reaffirms this value and the friendship shared by the two great democracies. We also recognize India’s efforts of meeting a global demand by sharing its vaccine supply with over 40 countries from around the world,” the organizers said in a statement. “We thank the efforts of the Trudeauled Canadian government for their timely decision to secure COVID-19 vaccines from India. India has promised an immediate supply of 500,000 vaccines in the coming week followed by another supply of 2 million vaccine doses in the coming months. The action will save the lives of countless Canadians. Today is a proud moment for Indo-Canadians who have made significant contributions to the Canadian society.” They added: “Finally, we would like to thank the Peel Regional Police and Ontario Provincial Police for their timely response to unruly elements who tried to threaten, attack and intimidate peaceful participants. ON Thursday, Peel Regional Police Chief Nishan Duraiappah on Thursday issued a statement concerning ongo-
ing protests in the Region of Peel. He said: “The Peel Regional Police supports the right to peaceful assembly and lawful protest and will work with organizers to facilitate this in an organized manner considerate of community safety and the current stay-at-home orders. “Our service is aware of video footage that has been widely shared on social media. It captures a physical altercation and other concerning behaviour during a protest/car rally held on February 28, 2021, in Brampton. We are currently investigating those incidents. “There will be no tolerance for violence or criminality, and all reported incidents will be investigated, and those involved may be charged. This has been and will continue to be our service’s approach in support of the well-being and safety of our community. “At this time, our region remains under the stay-at-home order. All gatherings, protests, and peaceful assembly must follow existing Provincial Regulations and City By-Laws. Tickets may be issued to individuals or organizers who do not comply with this order.”

New Westminster’s Q to Q Ferry docks and trail to be named in commemoration of Komagata Maru NEW Westminster City Council on Monday unanimously passed a motion to name the Q to Q Ferry docks in Queensborough and downtown (New Westminster Quay) as well as a trail, which is attached to the dock on the Queensborough side, in commemoration of the Komagata Maru. According to a federal government website: “On May 23, 1914, the Komagata Maru reached Vancouver’s harbour via Hong Kong and Japan carrying 376 prospective South Asian immigrants who hoped to settle in Canada. … Their arrival provoked massive opposition from the public, and prevalent ideas of race and exclusion held by the majority of the local population led to an outpouring of racial rhetoric and considerable effort to force the ship’s return to India.” Councillor Chinu Das told The VOICE that the decision to name them in commemoration of the Komagata Maru was taken “because our feeling was that the two things that were denied to the passengers of the Komagata Maru were to dock on this soil and to walk on this soil; so it was symbolic in that kind of recognition.” She said that an apology from the City will also be included because the words that the Council and Mayor in 1914 “chose to talk about the Komagata Maru incident were very offensive even if you think of them in terms of ‘well those were the ideologies of that time.’” She added that there should have been some measure of respect in handling it as elected officials. “They should have handled it differently. … They could have spoken more respectfully of the passengers,” she noted. The initiative was taken by Raj Singh Toor, the grandson of one of the passengers on the Komagata Maru, and Vice President and spokesperson for the non-profit Descendants of the Komagata Maru Society. In August 2019, he wrote an email requesting that the New Westminster City Council recognize the suffering of the Komagata Maru passengers. In October 2019, Toor attended Council and requested that the City consider naming a street, park or other City asset after the Komagata Maru. The Council directed City staff to do a report on the connection of New Westminster and the Komagata Maru incident. The report presented to Council that was prepared by Robert McCullough, Manager

City of New Westminster of Museums and Heritage Services, states: “Research has not uncovered conclusive evidence of direct support offered by New Westminster’s South Asian community to the passengers of the Komagata Maru. However New Westminster was home to one of three prominent BC South Asian communities at the time; the others were Abbotsford and Vancouver. For this reason, it is likely that members of this community were supportive of passengers on board the vessel. Furthermore, research within municipal assessment roles from 1913 and 1916 has identified one individual – Met Singh – who may have been a member of the Komagata Maru Shore Committee. The Shore Committee was a group of BC residents that organized to support Komagata Maru passengers through fundraising efforts, legal services and the provision of food and water. Met Singh owned two properties along Ewen Avenue across the street from today’s Sukh

SFU Library Archival records indicate that Mitt Singh worked at lumber mills in both Vancouver and New Westminster. It is feasible he and Met Singh are the same individual and there are different variants to the spelling of his name. Research into this connection is ongoing.” Toor, who has been doggedly advocating for naming of some road or park or other city asset to commemorate the Komagata Maru in different cities, thanked New Westminster Mayor Jonathan X. Coté and City Councillors as well as the City staff for “making this a reality.” He said: “With this motion, we can see a new and much brighter chapter of the Komagata Maru story being written, and it is showing B.C. to be a much more tolerant and inclusive community.”

Health Canada approves COVID-19 vaccine from Johnson & Johnson; first single-dose vaccine to be authorized HEALTH Canada on Friday authorized the COVID-19 vaccine manufactured by Janssen Inc. This is the Johnson & Johnson vaccine, developed by subsidiary Janssen Pharmaceuticals. Health Canada received an application from Janssen Inc. for authorization of its COVID-19 vaccine on November 30, 2020. After a thorough, independent review of the evidence, the Department said it has determined that the vaccine meets Canada’s stringent safety, efficacy and quality requirements. The Janssen vaccine is the first single-dose COVID-19 vaccine to be authorized in Canada, and can be stored and transported at
refrigerated temperatures (from 2˚ to 8˚C) for at least three months, facilitating distribution across the country. The vaccine is authorized for use in people over 18 years of age, and is a viral vector-based COVID-19 vaccine. The vaccine was authorized with terms and conditions under Health Canada’s Interim Order Respecting the Importation, Sale and
Advertising of Drugs for Use in Relation to COVID-19. This process allowed Health Canada to assess information submitted by the manufacturer as it became available during the product development process, while maintaining Canada’s high standards, according to Health Canada. The terms and conditions of the Janssen vaccine authorization require the manufacturer to continue providing information to Health Canada on the safety, efficacy and quality of the vaccine to ensure the benefits of the vaccine continue to be demonstrated through market use. The Department said it is committed to openness and transparency. As such, Health Canada is publishing a number of
documents related to this decision, including a high-level summary of the evidence that we reviewed to support the authorization of the vaccine. More detailed information will be made available in the coming weeks, including a detailed scientific summary and the full clinical trial data package. Health Canada will continue to monitor the safety of the Janssen COVID-19 vaccine once it is in use, in collaboration with the Public Health Agency of Canada, the provinces and territories and the manufacturer. The Department will monitor for any adverse events that may develop after immunization, and will take appropriate action, if required, to protect the health and safety of Canadians.
VCH opens COVID-19 vaccination clinics to eligible seniors, Indigenous people on March 15
VANCOUVER Coastal Health (VCH) announced on Monday that COVID-19 vaccination clinics will open to eligible seniors on Monday, March 15. People 80 years of age and older, and Indigenous (First Nations, Métis and Inuit) people 65 years of age and older, will be eligible to be vaccinated as part of Phase 2 of the B.C. COVID-19 Immunization Plan. VCH will have vaccination clinic sites across
Vancouver, Richmond and Urban and Rural Coastal communities. Most vaccination clinics will be open seven days a week, between 9 a.m. and 5 p.m. with evening appointments also available. Dedicated sites have also been established for Indigenous (First Nations, Métis and Inuit) people, which will offer services that are culturally safe, with ceremonial plans in place. MORE than 400,000 people in British Columbia will be immunized from March to early April as the Province moves into Phase 2 of the largest immunization rollout in B.C.’s history. Those in Phase 2 receiving their first vaccine dose in March and early April include: * seniors and high-risk people residing in independent living and seniors’ supportive housing (including staff); * home-care support clients and staff; * Indigenous (First Nations, Métis, Inuit) peoples born in or before 1956 (65 years and older); and * seniors born in or before 1941 (80 years and older). On March 1, first-dose immunizations begin for those living and working in independent living centres and seniors’ supportive housing, as well as home-care support clients and staff. Health authorities will directly contact those in this priority group to book appointments – no need to call. Beginning March 8, seniors aged 80+ and Indigenous peoples aged 65+ who are not living in independent living or seniors’ supportive housing can make one call to book their appointment through their local health authority call centre according to a staggered schedule. Mobile clinics will be available in some rural communities and for people who are homebound due to mobility issues. In Phase 3, British Columbians will register and book their appointments to receive their first and second doses of COVID-19 vaccine through an online registration tool. People born between 1942 and 1946 (ages 79-75), and Indigenous peoples born between the years of 1956 and 1960 (ages 6460), will be able to register for an appointment online or by phone by March 31, 2021. As of February 26, 2021, 252,373 people in B.C. had received their first dose of the COVID-19 vaccine, including 73,808 who had received their second dose. Enhanced Care confirms improved crash benefits
CARE, recovery and wage-loss benefits for people injured in crashes will be even more generous than originally proposed, under the new Enhanced Care coverage regulations, the Province said on Friday. “Extensive consultation with medical, health-care and disability advocacy stakeholders has strengthened Enhanced Care, which will ensure people get the care they need, when they need it and for as long as they need it,” said Mike Farnworth, Minister of Public Safety and Solicitor General. “The regulations we’ve finalized prove that, along with more affordable auto insurance, British Columbians will have much better benefits starting May 1.” Highlights of the Enhanced Accident Benefits include: * No overall limit to the medical and rehabilitation benefits available under Enhanced Care. Originally, the intentions paper released in February 2020 proposed a new maximum accident benefit of at least $7.5 million. The current maximum in accident benefits is $300,000. * Treatments such as physiotherapy, occupational therapy, chiropractic care, dental care, counselling, medical equipment and other supports and services. * If needed, help with daily living activities like cleaning, meal preparation and personal care during recovery will be covered to higher maximum benefit amounts than before. * Enhanced Care will provide all the care people need if they are injured in a crash. But people will continue to choose their own doctors and preferred health-care providers to lead their care. * More compensation if a serious or lifealtering injury is suffered from a crash than was originally proposed in February 2020. A new benefit will provide approximately $265,000 in lump sum cash compensation if a person is catastrophically injured in a crash – up approximately $15,000 from the original sum proposed – or up to approximately $167,000 in lump sum compensation if a person suffers a serious, but noncatastrophic, permanent impairment. * A higher maximum income replacement benefit amount if unable to work due to injuries sustained in a crash. The maximum wage loss replacement will increase to 90% of net income based on a maximum gross annual income of up to $100,000 – up from the $93,400 maximum benefit amount proposed last year. There will also be optional income top-up coverage available for higher-wage earners. * New grief counselling and caregiver benefits, plus much more substantial death benefits for a surviving spouse and eligible dependants. Since government outlined its initial proposed suite of Enhanced Accident Benefits a year ago, government and ICBC have conducted more than 50 engagement and consultation meetings with members of the medical, health-care, disability advocacy and road safety advocacy communities. “Providing insurance coverage that truly makes available all of the care and support you need if you are injured in a crash – especially for those who suffer the most serious, life-altering injuries – is at the very heart of our new care-based model,” said Nicolas Jimenez, President and CEO of ICBC. “Importantly, you will choose your own doctor and health-care provider to lead your care, and they will work with ICBC to develop your customized recovery plan and get you back on the road to recovery.” Drivers who are responsible for crashes will still pay higher auto insurance premiums. Although there will be a ban on most lawsuits related to bodily injury caused by a vehicle, dangerous drivers convicted of certain Criminal Code offences, such as impaired driving, could still be sued in a civil claim for certain damages and may be

Surrey Police Service selects three inspectors WITH more than 80 years of municipal policing experience between them, Chief Constable Norm Lipinski on Thursday welcomed Inspectors Earl Andersen, Steve Drennan and Ryan Hall to the Surrey Police Service (SPS). These are the first three inspectors that will be supporting the Executive Management Team in leading and guiding the organization within the three bureaus of the SPS. Each of these inspectors bring a depth of varied and exemplary service and expertise to Surrey, having served in municipalities in both B.C. and Alberta, said Lipinski. Andersen is currently the Inspector in charge of Traffic Section in the Vancouver Police Department. He has served in several different sections and capacities in his 30-plus years of police service in that organization, including planning, research, policy and crime analysis. Drennan comes to Surrey Police with over 25 years of policing experience from the Calgary Police Service. He is currently the Acting Superintendent of Community Policing North Division. These new measures targeting illegal and imitation firearms will give police additional tools and help make our communities safer,” said Mike Farnworth, Minister of Public Safety and Solicitor General. “At the same time, we recognize most firearm owners in B.C. are law abiding. As such, these changes

Three youths arrested following assault with a weapon at Surrey’s Panorama Ridge Secondary
SURREY RCMP announced on Tuesday that the third suspect in Monday’s assault with a weapon at Panorama Ridge Secondary School in Newton has turned themselves in to police. On Monday, two other suspects were arrested. All three suspects were held in police custody. The assault occurred at approximately 11:30 a.m. on Monday outside of Panorama Ridge Secondary School. The injured youth was taken to an area hospital in stable condition. Police placed the school on a hold
and secure until the safety of all of the students was confirmed. Police said all of the suspects are youth and were not known to police. The initial indications are that the assault is related to an ongoing dispute among parties known to one another. This incident is not related to gang activity and there is no indication of an ongoing risk to safety at the school. Preventing renovictions, extending rent freeze to benefit tenants THE Province announced on Monday that legislative changes, if passed, will extend the rent freeze to December 31. These changes, if passed, will come into effect on July 1, and are in addition to earlier protections introduced in 2018. With the Province having already introduced and extended a rent freeze during COVID-19, the new legislative changes to freeze rents until the end of the year will
mean all renters who have received notice of a rent increase that would have taken effect after March 30, 2020, and before January 1, 2022, can disregard those notices. Starting in 2022 and beyond, rent increases will be capped at the rate of inflation, fulfilling a commitment by government. “We know many people who rent in our communities have been challenged by high rents,” Chandra Herbert said. “That’s why our gov-
ernment cut rent increases almost in half by capping them to inflation, and then when the COVID-19 pandemic hit, we stopped rent increases altogether and now we’re extending that to the end of 2021. We know there’s more to do, but with these new changes, we’re continuing to make progress.” Prior to 2017, the maximum allowable rent increase was as high as 4.3%, well above inflation.
B.C. extends business recovery grant program THE B.C. government has extended the deadline for the Small and Medium Sized Business Recovery Grant program to ensure businesses have the time they need to apply. One of the main requirements has also been lowered to ensure more businesses are eligible. “We continue to listen to B.C. businesses about what they need to navigate through the
second wave of this pandemic and position themselves for a strong recovery,” said Ravi Kahlon, Minister of Jobs, Economic Recovery and Innovation, on Thursday. “This funding has been set aside for businesses to help them rebuild, keep people employed and support B.C.’s economic recovery. We are committed to making sure hard-hit businesses can access these criti-
cal funds.” The time to apply for the Small and Medium Sized Business Recovery Grant program has been extended from March 31 to August 31. The previous requirement for a business to have experienced at least a 70% revenue loss at some point in March or April 2020 has been adjusted. Now, a business is required to demonstrate only a 30% revenue
loss in any one month between March 2020 to the point of application. “I sincerely appreciate the B.C. government’s willingness to continue to adjust this program to meet the needs of businesses, particularly those in tourism and hospitality,” said Walt Judas, CEO, Tourism Industry Association of BC. “This is the type of response that will help businesses get through these difficult times.” The $345-million Small and Medium Sized Business Recovery Grant program provides fully funded grants to businesses that employ up to 149 B.C. resi-

TODD Stone, BC Liberal Critic for Jobs, Economic Recovery and Innovation, said on Thursday he is pleased to see that the NDP has finally taken the Opposition’s advice and extended the deadline for its botched Small and Medium-Sized Business Recovery Grant program. “I’m glad the NDP government is making these changes which the BC Liberals have been advocating for since last year,” said Stone. “Unfortunately, this has taken so long that many small businesses have already closed down, and it might be too late for many others. Countless businesses could be in a better position
today had the NDP not stubbornly refused to budge on extending the program deadline.” While the changes have once again relaxed some requirements of the program, Stone is urging the government to make further adjustments, including: * Eliminating the requirement for applicants to have been in business for 18 months from the date of application; * Reducing the red tape associated with the program by speeding up the application and approval process — recognizing government already has most of the information it is requesting from these businesses.

New fairness officer to build trust in ICBC processes If passed, proposed amendments to the Insurance Corporation Act will fulfil government’s commitment to advance trust and confidence in ICBC by establishing a fairness officer. To ensure greater independence from ICBC, the officer will be appointed by government. The officer will have the
authority to review and make recommendations to resolve customer complaints about the policy and process ICBC used to make a decision in their case. As well, the officer may make broader recommendations to enhance fair decisionmaking. “Our customers expect to be treated fairly,” said Nico-

B.C. legislation strengthens transparency, modernizes local election financing
THE B.C. Government is strengthening local election campaign financing rules to increase accountability and transparency for elections, ensuring people are at the centre of local politics. The changes will modernize and strengthen the tools available to investigate and enforce campaign financing rules. “In 2017, one of the government’s first initiatives was landmark legislation to put an end to big money in politics. We are continuing our work to make sure people are at the heart of decisionmaking,” said Josie Osborne, Minister of Municipal Affairs. “The changes we

Wage and rent subsidy amounts to remain unchanged through to June

These extensions would provide certainty and continued support for workers, businesses and other affected organizations in the face of ongoing challenges presented by the pandemic. With regard to furloughed employees, the government intends to continue to align
the wage subsidy rate structure with the benefits provided through the Employment Insurance program from March 14 to June 5. This means employers who qualify for the wage subsidy would be able to continue to claim up to a maximum benefit of $595 per week per employee to support remuneration of their furloughed workers. Through the pandemic, applicants have demonstrated revenue declines by comparing revenue to the previous year. Given that we are approaching a full year of the COVID-19 pandemic, the government said applicants would be able to continue to use a pre-pandemic 2019 reference month, effective

SURREY RCMP announced on Friday that 20-year-old Jake Eric Henderson has been charged with four counts of robbery in relation to four separate gas station robberies that occurred in Cloverdale. Two 16-year-old males arrested after drug cache found in Whalley condominium
THE Surrey RCMP Drug Unit has arrested two youths after discovering a drug cache in a Whalley condominium linked to a suspected diala-dope operation. This investigation began in early February in relation to suspected drug trafficking activity at an underground parkade in the 10700-block of University Drive. Further investigation led drug investigators to a unit inside the condominium tower related to the parkade. On February 25, a search warrant was executed at the condominium, leading to the discovery of a drug cache and packaging site. Two 16-year-old males were arrested, one of whom is alleged to have been in possession of a loaded handgun at the time of his arrest. During the investigation, police
located and seized bulk and prepackaged quantities of suspected
powder cocaine, crack cocaine, methamphetamine, fentanyl, and
MDMA. In addition to the loaded handgun, a loaded pistol grip shotgun was seized along with $11,000 in cash. Neither of the youth suspects have any known connections to the Lower Mainland gang conflict. Both youths have been released from police custody. Charges have not yet been laid. A report to BC Prosecution Service is anticipated pending further investigation.
“It is concerning to see youth involved in drug trafficking,” said Staff-Sgt. Commercial Indicator Reaches High in Q4 2020 The BCREA Commercial Leading Indicator (CLI) reached a new high since the start of the series in 1999. The CLI rose from 139 to 144 in the fourth quarter of 2020, representing the second consecutive increase after four consecutive quarterly declines. Compared to the same time last year, the index was up by 5 per cent. Although the CLI is responding to a sharp rebound in economic, financial and employment conditions, there is more here than meets the eye. Growth in these conditions would normally imply an improvement in demand for retail and office space. However, the complexities of the COVID-19 pandemic and related public health restrictions are driving a wedge between what we see in the data and what is being experienced on the ground. Health restrictions in BC were tightened in the fourth quarter of 2020 to address rising COVID-19 cases. Despite this, manufacturing sales continued to recover, bolstered by strong demand for wood products to supply new home construction in Canada and the US. The increase in wholesale trade was driven by higher sales in motor vehicles and building materials, as many households undertook home renovations in the second half of 2020. Retail sales also continued to grow in the fourth quarter, but at a slower pace than the previous quarter as travel and health re-

strictions decreased mobility in retail spaces. Employment growth in key commercial real estate sectors such as finance, insurance, real estate (FIRE) and leasing increased by about 10,400 jobs in the fourth quarter. Combined with employment growth in the previous quarter, this resulted in a full recovery of job losses in the FIRE sectors from the first half of 2020. Manufacturing employment was also up by about 5,700 jobs in the fourth quarter. Employment growth in this sector in the second half of 2020 nearly made up for all losses in the previous four quarters. The CLI’s financial component was positive in the fourth quarter of 2020, as REIT prices rose and risk spreads fell, and investors gained confidence in the recovery of the global economy following widespread rollouts of the COVID-19 vaccine.

Mississauga, ON.,–Mitsubishi Motor Sales of Canada, Inc. (MMSCAN) recently announced pricing and availability of the 2021 Mitsubishi Outlander Plug-in Hybrid Electric Vehicle (PHEV) crossover. Outlander PHEV is upgraded for 2021, and features a significantly revised powertrain, an enlarged battery pack offering extended all-electric range, and increased performance from a new, more efficient, 2.4 liter inline-four cylinder engine. The Outlander PHEV enters 2021 with an extensively upgraded powertrain. The vehicle is equipped with a more powerful and efficient 2.4L internal combustion engine rated at 126 hp and 149 lb.-ft. of torque, and the previous 60kW rear-axlemounted electric motor has been replaced with a more powerful 70kW unit. Combined, total system output is increased to 221 hp, up 31 hp from the previous model. The Outlander PHEV’s main drive battery capacity also grows from 12.0 kW/h to 13.8 kW/h, resulting in an increase of all-electric range from 35 to 39 km for a total combined range of 509 km. 34 countries in queue to receive COVID-19 vaccines: Indian External Affairs Minister New Delhi (IANS): India is giving away millions of doses to its neighbours, friendly and estranged alike. Recently, neighbouring countries in South Asia like Nepal and Sri Lanka have received the shots in plenty while around 40 nations have been benefited by the goodwill gesture of India. However, India is in no mood to slow down and would be offering the doses to 34 more nations, External Affairs Minister S. Jaishankar informed IANS. He said that around 34 countries are in the queue to receive COVID-19 vaccines from India within a few days. “We have provided vaccines to around 40 countries and around 34 are in the queue to receive them further. We have finalised the list of who will be obtaining the vaccines within the next few days,” Jaishankar told IANS. He said that vaccinating the world along with India’s own people comes as a moral responsibility for India, adding that ‘the whole world
trusts’ the country for this. “Being the world’s biggest vaccine manufacturer, it’s natural that India will not just immunise its own population, but will extend it to the other parts of the world. The whole world trusts us on this,” Jaishankar said. When asked about the countries who would be benefiting further, he said that they are scattered across the globe. “It includes our

Ahead of polls, BJP reaching out to Christian community in Kerala New Delhi (IANS): Realising the importance of Christian voters ahead of the Assembly elections in Kerala, the BJP has started reaching out to the churches in the southern state. In central Kerala, the Christian community plays a decisive role with the Catholic church having huge influence. The BJP’s move to reach out to the Christian community ahead of the Kerala Assembly polls is seen as an attempt to gain the confidence of the community, which has got significant influence in the constituencies in central Kerala. As per the 2011 Census, about 45 per cent of
Kerala’s total population belong to the minority communities, including Muslims. Around 40 Assembly constituencies falling in Thrissur, Chalakudy, Ernakulam, Kottayam, Idukki and Pathanamthitta are known as Christian heartlands, will be crucial for every political party. BJP Kerala spokesperson Sandeep Vachaspati told IANS that the party is reaching out to all sections of the society with Prime Minister Narendra Modi’s vision of ‘Sabka Sath, Sabha Vikas’. Another BJP leader said that the Catholic church has huge influence among its 35 lakh-strong community and the three different Catholic
groups dominate the per cent Christians in Kerala. “There are some misunderstandings or communication gaps with the Christian community which we are trying to sort out,” he said. Recently, the BJP poll co-in charge for Kerala and Deputy Chief Minister of Karnataka N. Ashwath Narayan had met a senior Catholic priest. Kerala BJP chief K. Surendran had also met SyroMalabar church head Cardinal George Alencherry. Surendran’s meeting with Alencherry took place in the middle of the party’s ongoing ‘Vijaya Yatra’, which he is leading.
A party leader said that during the meeting, Narayan tried to dispel whatever differences were there with the Christian community and sought his cooperation. The 140-member Kerala Assembly will go to the polls on April 6. The results will be declared May 2. Currently, the BJP has only one member in the Kerala Assembly. Sources said the BJP may field a few Christian candidates for the upcoming polls.
Mayawati slams BJP on law-and-order issue in Uttar Pradesh
Lucknow (IANS): Bahujan Samaj Party (BSP) president Mayawati, on Wednesday, attacked the Yogi Adityanath government in Uttar Pradesh over the law-and-order situation in the state and accused it of adopting an insensitive attitude even in serious cases. Every type of crime is at its peak in Uttar Pradesh and there is a very bad state of crime control, she alleged. “Everyone is concerned about painful and embarrassing incidents of Dalit and women harassment. Even in such serious cases, the insensitivity and negligence of the government is unfortunate,” she said in a tweet. Mayawati also targeted the BJP government at the centre over the issue of Dalit rights. “Dalit oppression and murder of a man in Hathras and ruthless killing of a Dalit RTI activist in Gujarat prove that lives of Dalits, oppressed and women are not safe under the BJP gov-

Her remarks come in the backdrop of a 50-year-old man being shot dead in Uttar Pradesh’s Hathras district, allegedly by a man accused of molesting the victim’s daughter. In Aligarh, the semi-naked body of a 17-year-old Dalit girl in a village, with signs of sexual assault and her skin peeled off from being dragged through the fields, has been found. The Aligarh police, which had formed five teams to crack the case, had detained 12 suspects for questioning on Tuesday. The girl’s body was found from
a field in Aligarh’s Akrabad area on Sunday night. Aligarh’s Senior Superintendent of Police (SSP) Muniraj G. told reporters, “The postmortem report has revealed the cause of death to be strangulation and smothering. External injury marks were found on the victim’s body. Her skin had peeled away. There were nail marks on her body. But a preliminary examination by a team of doctors who conducted the post-mortem did not find any internal injury. A forensic report will clear the picture.” The vaginal and rectal swabs of the girl have been sent for forensic examination and the report is awaited. The police have registered an FIR under IPC sections 376 (rape), 302 (murder) and also under the POCSO Act against an unidentified person. The girl, who was living with her grandmother, used to accompany the old woman to the
fields, but on that fateful day, the girl had gone out alone. According to the complaint, the girl left at around 11a.m. to collect fodder for the goats at home. “When she did not return after sunset, her family started looking for her. Later, a local spotted her body in a wheat field. Her clothes were scattered all around and it appeared that she had been sexually assaulted,” the complaint said. In Bulandshahr district, six days after she went missing, the body of a 13-year-old girl was recovered from a pit. The family of the girl has claimed that she was kidnapped and raped, after which she was killed and her body was buried in a pit. According to police, the girl, a resident of Siraura village, had gone to work on a field with her mother and sister on February 25. While working, she felt thirsty and went to a nearby home to ask for water.
When she did not return, the family started looking for her but could not find her. They even searched for her at the house near the field but only found a drunk youth there. A missing person complaint was filed at the Anupshahar police station on February 28. Since then, efforts were on to locate the girl but no clues to her whereabouts could be found. On Tuesday, a local informed that someone had buried a body in a plot roughly 100 metres away from the field from where the girl had gone missing. Following this, villagers gathered at the spot. The villagers found a pit covered with fresh dirt in the yard of the house and informed the police that reached the spot. The pit was dug up and the body of the missing girl was recovered. The body has now been sent for a post-mortem. Meanwhile, the father of the
girl has said that his daughter was raped by the drunk youth, who then killed her and buried her body. According to him, his daughter had speech impairment and used to stammer while talking. Bulandshahr SSP S K Singh said that two people lived in the house from where the body was recovered -- a father-son duo. While the father has been arrested, the son is currently absconding. Bulandshahr district magistrate Ravindra Kumar, who also visited the site when the body was dug out, said, “It seems to be a case of murder. Since the victim was a minor and a boy was seen at this house, sexual assault cannot be ruled out. The strictest possible action will be taken in the matter and efforts are on to arrest the boy at the earliest.” He also said that financial aid will be extended to the family of the victim.

People have rejected BJP in MCD by-polls, says Kejriwal New Delhi (IANS): Securing victory in four out of five municipal wards by-elections, the results for which were announced on Wednesday, Aam Aadmi Party (AAP) national head and Delhi Chief Minister Arvind Kejriwal said the people of Delhi have rejected the BJP. By-polls were held in Kalyanpuri, Trilokpuri, Chauhan Bangar, Rohini C and Shalimar Bagh North. Of these five seats, four fell vacant after the AAP councillors won assembly polls in February last year. The Shalimar Bagh seat has been vacant since the death of BJP’s Renu Jaju last year. Results for five municipal wards, show that the Aam Aadmi Party (AAP) won four and the Congress won one. While addressing a gathering of party leaders and workers at the party office Kejriwal said, “People of Delhi have chosen AAP with four seats, and have defeated BJP with 0 seats. I want to congratulate the people of Delhi and AAP volunteers who worked hard for this victory. The results show that the people of Delhi have shown faith and trust in the work done by the Aam Aadmi Party. The people have given their approval of the good work done by us. This shows that the people of Delhi are very happy with the work done by AAP.” He said if someone asks about the achievements of AAP, people from across the country will tell how we have improved schools, hospitals, electricity and water supply and roads.

Earlier in the day Kejriwal had tweeted, “The people of Delhi once again voted in the name of work. Congratulations to all. The public has been perturbed by the 15-year BJP misrule in the MCD. People are now desperate to form the Aam
Aadmi Party government in the MCD as well.” The by-poll results of Municipal Corporations of Delhi have come as a setback for the BJP, which had been ruling the civic body for three consecutive terms. Terming the result as setback, Delhi BJP chief Adesh Gupta told the IANS that out of five municipal wards four were with the AAP and one (Shalimar Bagh) was with the BJP but the party failed to retain it. Gupta has accepted that the results did not come as per the party’s expectations and corrective steps will be taken after detailed analysis of reasons behind defeat. “We’ve sought detailed reports from the poll in-charge of these five municipal wards asking to list the reasons for defeat. Once the report comes, we will identify the shortcomings and correct them before next year’s municipal polls,” Gupta said. A senior Delhi BJP leader claimed that the rising fuel and cooking gas prices forced the urban poor to vote against the party. “During campaigning at several places, people complained about rising fuel and cooking gas prices. They asked us to request the union government to control the prices that were adversely affecting the household budget,” said Delhi BJP leaders. Another leader pointed out that the disconnect with people found reflection in the results. “For last six months, we have been raising issues like
AAP-led Delhi government stalling release of funds amounting to Rs 13,000 crore [1 crore = 10 million] to the civic bodies or a scam of Rs 26,000 crore in Delhi Jal Board. But results show that people have other concerns and they did not believe the allegations levelled by us against the AAP government,” he said. A senior Delhi BJP leader raised question over organizational functioning and said the humiliating defeat is result of not keeping checks and balances of reports submitted to the state leadership by the workers. “There is no check on reporting of workers including office bearers. Everything is accepted without verifying the report submitted to state leadership. Even in a meeting held after Sunday polling, several leaders including office bearers made claims of party victory with huge margin. But the results show us a different picture,” he said. The results have come as a shocker for the BJP which failed to open its account in the bypolls just a year before the civic polls in the national capital. In the 2017 municipal polls, the BJP won 181 seats out of 272. Since the 2007 municipal polls, the BJP has been ruling the civic bodies in Delhi. “The humiliating defeat raised an alarm in the party ahead of next year’s municipal polls,” said a party insider.

Why is Ansari being kept as a ‘state guest’, asks Akali Dal Chandigarh (IANS): Shiromani Akali Dal (SAD) legislator Bikram Singh Majithia on Wednesday asked the Congress government in Punjab to explain why it was keeping ‘underworld don’ Mukhtiar Ansari as a ‘state guest’ in a Ropar jail on a trumped-up charge for two years. Briefing the media about the issue that he raised during Zero Hour in the assembly, Majithia said crores were being spent to defend Ansari in the Supreme Court even though the government did not have funds for social welfare schemes and gov-

He said Ansari was arrested and brought to Punjab on the basis of a vague complaint against “one Ansari” which was registered at the Mataur police station in Mohali on January 7, 2019. He said following this the state police registered a case against him on January 8 and presented him in a court on January 22. He said afterwards when Ansari was sent to judicial custody the government got into reverse gear.
“A challan was not presented in the case for 60 days which could have resulted in automatic bail for Ansari but the latter did not apply for it proving both the state and the criminal were moving in conjunction with each other. “Subsequently, the government is assisting the underworld don to manufacture one excuse after another to ensure he is not moved out of Punjab even for court dates in Uttar Pradesh. All that is left is to give Ansari a cabinet rank to rehabilitate him completely.” Stating that there was a time
when criminals used to run away from Punjab to Uttar Pradesh after committing a crime, Majithia said the opposite was true now. “Punjab is becoming a hub for criminal activities and gangsters are being allowed a free run in jail as was witnessed in the case of Jaggu Bhagwanpuria also earlier. Gangsters are running extortion rackets and ordering killings from jails even as the jail administration refuses to install jammers. “The situation has become such that recently even a Congress leader of Faridkot was gunned down by gangsters,” he added.
Punjab Chief Minister going back on poll promises: BJP Chandigarh (IANS): BJP general secretary and party in charge for Punjab, Dushyant Gautam, on Wednesday called Amarinder Singh a ‘U-turn Chief Minister’, accusing him of going back on his electoral promises. “After making a complete U-turn on his electoral promises, the CM has now taken a U-turn on decisions he took as the CM of the state,” Gautam said in a state-
ment, reminding him of his statements and “contrary events” that followed. “It is shocking how Cabinet ministers, MPs and MLAs and even IAS [Indian Administrative Service] and IPS [Indian Police Service] officers are blatantly flouting his decision. In fact, the CM too violated his own orders on three occasions,” said Gautam. He added: “On April 14, 2017, the

Punjab assembly again passes resolution to withdraw farm laws Chandigarh (IANS): Even as he led the state Assembly in seeking unconditional withdrawal of the three farm laws, Punjab Chief Minister Amarinder Singh on Friday asked 10 questions from the nation to expose the intent of the Centre behind the legislations. Singh said the farm legislations were unacceptable to the farmers and the state. He also appealed to the government of India to withdraw all cases and notices against the agitating farmers to build a congenial environment for an amicable solution. Introducing a resolution calling for repeal of the farm laws by the Centre, the Chief Minister declared in the Assembly that these laws cannot be accepted and allowed to remain on the statute book to the detriment of the farmers. Not only are they against the principles of cooperative federal-

The resolution, which was later passed unanimously, expressed the angst of the members against the “inconsiderate and unresponsive attitude” of the government of India, which has aggravated the situation and enhanced unrest and anguish among the farmers.
It demanded the unconditional withdrawal of the farm laws in the interest of the farmers and the state, and to continue with the existing system of MSP-based government procurement of foodgrains. While Shiromani Akali Dal (SAD) MLAs were suspended by the Speaker over unruly behaviour when the Chief Minister was speaking on the issue, AAP members had staged a walkout before it was put to vote. Ostensibly, these laws are aimed to achieve the objective of doubling the income of farmers, but it does not appear to be so, Singh said while tabling the resolution, pointing out that the farmers consider these a threat to their livelihood, and as a result, they started an agitation against these laws, demanding that these may be withdrawn. Singh said his government had right
from the beginning, since June 5, 2020 when the three Ordinances on the issue were promulgated by the Centre, opposed the laws. He termed as unfortunate the fact that the three Bills passed unanimously by Punjab assembly to counter the ill-effects of the farm laws had still not been granted the Presidential assent under Article 254 (2) of the Constitution. Underlining the need to immediately repeal the Central farm laws, the Chief Minister raised 10 vital questions to the nation, exposing the lacunae that make the legislations unacceptable under any circumstances. He went on to ask, among other issues: Who benefits from completely unregulated private mandis? Who benefits from 100 per cent waiver of mandi fees, cess, and taxes in a private mandi? Who benefits by debarring government officials from offering MSP to farmers
in a private mandi? And Who benefits when we abolish the institution of arhtiyas, mandated by law to provide mandi services strictly at rates fixed by the government? Though nobody dares speak out aloud, the response to these questions is clear, said the Chief Minister, adding that his government was fully conscious that the government of India has no choice but to withdraw these legislations, and allow the time-tested existing agriculture marketing systems to continue, ensuring socio-economic security of the farmers and farm workers. The House resolved to once again urge the government of India to withdraw these laws unconditionally in the larger interest of the farmers and the state and continue with the existing system of MSP-based government procurement of foodgrains.
Akali Dal demands two-day debate on farmers’ issues Chandigarh (IANS): The Shiromani Akali Dal (SAD) on Tuesday requested the Vidhan Sabha Speaker to allocate two days for an exclusive discussion on issues concerning the farmers during the ongoing budget session. It also demanded that the Congress government announce a minimum support price (MSP) for vegetables and fruits. The SAD legislative wing, which handed over a representation in this regard to Speaker Rana K.P. Singh under the leadership of Sharanjit Singh Dhillon, said the twoday discussion, besides covering the issues of the farm loan waiver promise, farmer suicides and the Congress government’s failure to take up the issue of repeal of the three agricultural laws with the Centre, should also spell out the way forward. The representation said one such way ahead was announcing MSP for all vegetables and fruits immediately.
It said this measure would provide much needed security to vegetable and potato growers as well as kinnow growers, among others. The SAD legislators, while informing the Speaker that the state was in the midst of an agrarian crisis, said “the major reason for this is the complete loan waiver promise made by then Pradesh Congress President Amarinder Singh in January 2017.” They said Amarinder Singh had clearly promised that in case the Congress party forms the government in Punjab it would waive off all farmer loans be it from government or private banks, cooperative societies or arhatiyas or commission agents. The legislators said the Congress government’s failure to implement the loan waiver scheme had resulted in 1,500 farmer suicides and indebtedness had increased because the people believed the Chief Minister and did not pay their
loan instalments. They said the Congress party had also promised Rs 10 lakh [Rs 1 million] compensation and a government job to the families of all the farmers who committed suicide due to indebtedness but even this promise was not kept. The SAD legislators said similarly farmers were very perturbed at the failure of the Punjab government to come to the aid of those protesting against the farm laws. They said the Punjab government participated in meetings in which the three agricultural Ordinances, which later took the shape of laws, were finalized. The lawmakers added that the Punjab government had also amended the Agricultural Produce Marketing Act (APMC) in 2017, months after it formed the government in the state. “The amended APMC has the same provisions as contained in the three central Acts and that is why farmers are de-
manding it be scrapped.” They said the Punjab farmers were also angry that their government had not defended them against persecution by Delhi Police and that the Chief Minister had failed to take up the issues of farmers with the Centre. The SAD legislators also point-
ed out that other agricultural issues which needed a resolution included timely release of hundreds of crores owed to sugarcane farmers and ensuring an increase of the state Assured Price on the pattern of Haryana and Uttar Pradesh. The members, while requesting the Speaker to allow this
discussion on priority, said not doing so would be tantamount to betraying the ‘annadaata’. “We are confident that you will not disappoint the peasantry and will go down in the annals of history as the custodian of the House who put the ‘annadaata’ first”, they told the Speaker.

IT’S said, “Being wrong is acceptable, but staying wrong is unacceptable.” So think twice if you believe a high fish diet alone is providing you with enough essential fatty acids (EPA and DHA) to decrease your risk of heart attack. We were shocked when blood tests showed, despite our healthy diets, that our absorption of fish oils was not making the grade. What are people getting wrong? And how can you get it right? Oil and water do not easily mix, and most oils pass through your water-based body until enzymes in the small intestine break down fats. But it’s a mistake to believe this process is perfect.
