Here’s why the Province won’t take councillors now opposed to a Surrey Police Department seriously … They should stop giving false hope to RCMP officers IN spite of all the vicious propaganda against Surrey Mayor Doug McCallum and his Safe Surrey Coalition councillors Allison Patton, Laurie Guerra, Mandeep Nagra and Doug Elford as they went ahead with their election commitment to form a Surrey police force to replace the RCMP, they did end up achieving that goal last week when the provincial government gave the City of Surrey the green light to do so. Unfortunately, those who failed in sabotaging the process to form a municipal police force are still going all out to try and intimidate the provincial government to reverse their decision – something that will not happen. Sad to say, this is unnecessarily giving RCMP officers in Surrey false hope instead of allowing them to seriously consider their future options, including that of preparing to join the new police department. Such fine talent will surely form the backbone of the Surrey Police Department. The demand for a referendum on a municipal police force has been pooh-poohed by the Province as only the City can hold a referendum. The

into different sections.” Councillors who oppose a municipal police force are Linda Annis, the sole Surrey First candidate, along with those who ditched the Safe Surrey Coalition after winning thanks to McCallum, Jack Hundial, Brenda Locke and Steven Pettigrew. The legal experts also note: “The City was clearly within its right to ask for their own police force. The Police Act says that any city with a population of more than 5,000 can decide what type of police force they want. And they had the RCMP since 1951. So now they decided – and it’s their legal right to decide this - that we want our own police force.
“And by the way, Surrey is the largest city in Canada without its own police force and governance is the most important thing. By having your own police force, you can govern the police force. You can’t govern the RCMP – all the decisions are made in Ottawa. So that’s a big reason for having your own police force.” They also explain the process: “When the City said that we want our own police force, they have to go to the Province because the Province is responsible for all the policing in the Province. The Province then has to entertain the application. They can’t say ‘oh, we are not going to give you the opportunity; after all, we like the RCMP.’ They can’t do that. Surrey’s got the right to get their own
police force – and they have to pay for it, of course – but it’s their right to do it. So the idea to say ‘well, we want the RCMP by all these petitions and signatures,’ it really doesn’t mean anything after the City has already decided that.” They also note: “The only authority that can stop the formation of a Surrey police force would be the provincial government, but why would the provincial government overrule the City Council? Can you imagine the fuss on that!” They also point out that Solicitor Genera0l Mike Farnworth has said that he’s been getting all these emails and so on opposing a Surrey municipal police force and add: “He’s said this was Surrey’s decision – we had to comply with it. Period.”
What came as a slap in the face of those who had mounted this fierce campaign to discredit McCallum was a new Research Co. poll in January that showed that the mayor’s approval rating was 50 per cent. The poll also found that the current administration in Surrey has a higher ranking than the previous one on issues such as promoting tourism (from 39% to 64%), dealing with transportation (from 24% to 57%) and enhancing quality of life (from 36% to 68%). The poll shows that Surrey has done a good job on all fronts. The data was statistically weighted according to Canadian census figures for age and gender – as well as different areas of the city for fairness.

SUMEET Sharma of B.C. will now be competing at the world powerlifting championships in the Czech Republic in May after winning first place at the Canadian Powerlifting Union National Championships in Winnipeg, Manitoba, in the 93 kg weight category. He bench pressed 160 kg to bag first place, defeating competitors from Alberta, Manitoba, Newfoundland and Labrador, and Prince Edward Island. Sumeet, who works in BC Corrections, bagged a gold medal for Team Canada at the North American Powerlifting Championships in Panama City last October. Since then he has received a raft of invitations from schools across the Lower Mainland to speak to kids and was recently honoured by Khalsa Diwan Society’s Ross Street Gurdwara in Vancouver for being an inspirational role model for youth. He continues to be invited to schools for presentations and will
be speaking at Guru Angad Dev Elementary School in Surrey next month. He told this newspaper a few weeks ago: “I was just one of those kids in high school that was quite overweight and ate deep-fried food and bought lunch from vending machines,” he said. “When I went to Douglas College, I took some health science classes and that really changed my perspective. I started talking to trainers, instructors and getting into fitness. I was about 210 lb. With dieting and eating right I went down to 173 lb within six to eight months.” He tells the kids that his dream had always been to win a gold medal for the country and he did it. “And if I can do it, you guys can do it – whether they want to be a doctor or a lawyer or a nurse or a businessperson, whatever,” he adds. Honouring the health needs of community elders, proceeds will help purchase new specialized wheelchairs and other mobility-enabling equipment urgently needed for use throughout Langley
Memorial Hospital and longterm care residences. Donors at the event, inspired by the cause, stepped forward to fund a total of 20 wheelchairs and two walkers so future Langley Memorial Hospital patients would have the chance to stay active while at the hospital. “My mother spent her last days in Langley’s long-term care residence,” shared Manjit Gill, gala committee member and Langley Memorial Hospital Foundation board member.

Canadian Eyesight Global’s free eye health clinic in Surrey a resounding success THE Canadian Eyesight Global’s free eye health clinic held at the Sri Guru Singh Sabha Gurdwara in Surrey on Sunday, March 1 was inaugurated by National Defence Minister Harjit Sajjan who was accompanied by M.P. Sukh Dhaliwal, M.P. Ken Hardie, and other dignitaries. Rotary Clubs of Surrey, Burnaby, New Westminster and dedicated volunteers have provided unstinted support to these free eye health clinics since 2004.
A dedicated team of Dr. David Neima participated. Over 115 people had their eyes screened. Free eyedrops and optical frames were given to needy people. People with major eye problems were referred to specialist eye surgeons and doctors. Sajjan expressed his appreciation of this noble service being provided by Canadian Eyesight Global since 2004 to the community. Satinder Sidhu appointed B.C. provincial court judge SATINDER Sidhu has been appointed a B.C. provincial court judge along with two others – Jeffrey Campbell and Karina Sacca – to support the judiciary with the resources required to continue providing access to justice, the Province announced on Thursday. Sidhu has been assigned to Surrey, effective March 30. She earned an LLB from the University of British Columbia in 1995 and was called to the B.C. bar in 1996. After beginning her career with the Surrey Regional Crown office, she served as Crown counsel in New Westminster, where she
handled many of the more complicated criminal cases in the busiest Crown counsel region in the province. Sidhu regularly authored papers and presented them at Canadian Bar Association conferences, Crown conferences and the Canadian Police College. She speaks fluent Punjabi. Quick Facts: * The chief judge determines the locations to which judges are assigned in order to meet the needs of the court. * The process to appoint
judges involves the following steps: - Interested lawyers apply to the Judicial Council of B.C. This statutory body, made up of the chief judge, an associate chief judge, other judges, lawyers and lay people, reviews the candidates. - The council recommends potential judges to the attorney general, with the final appointment made through a cabinet order-in-council. * Although judges are located in a judicial region, many travel regularly throughout the province to meet changing demands.

Surrey RCMP Auxiliaries honoured for their service and dedication SURREY RCMP Auxiliaries were honoured for their contributions and service to the community last weekend at the annual Auxiliary Awards Dinner. RCMP Auxiliaries are uniformed volunteers supporting their community by engaging in public safety and crime prevention programs alongside police officers, civilian staff, and RCMP volunteers. RCMP Auxiliaries demonstrate tremendous dedication to their community and, on February 28, Surrey RCMP held the annual Auxiliary Awards Dinner to thank them for their service. In 2019 Surrey RCMP Auxiliaries contributed over 5,100 hours of their time at 150 events in the community. “If you drove through a ‘Think of Me’ deployment outside of a school, or attended a large event, such as Fusion Fest, you likely interacted with one of our hard-working Auxiliaries,” says Susan Stickley, Community Programs Manager, Surrey RCMP.
“Our annual awards dinner is an opportunity to thank the Auxiliaries for their service, as well as highlight the stand-out moments from the year.” Auxiliary Shayegan TabatabeiSaleyi, contributed over 500 hours of his time to the community and, for his commitment, was presented with the E Division Recognition Award. Auxiliary Zoe Johnston received her ’30 Years of Provincial Service Volunteer’ pin. She first be-
came an Auxiliary in 1989 and has volunteered all of those 30 years with the RCMP in Surrey, with a particular fondness for the Cloverdale Rodeo. Singh recently graduated from the RCMP Depot training facility and has been posted back to Surrey. THE New Westminster Police Department Major Crime Unit continues to investigate the disappearance of 44-year-old New Westminster resident Nirla Sharma, who went missing in the early hours of Monday, February 24. “Investigators continue to review a significant amount of video footage, and have released a clip that shows Mrs. Sharma walking alone in the Queensborough Landing business area at 3:27 am,” said Sgt. Jeff Scott. “Earlier this week video footage which was believed to be Mrs. Sharma was shared widely, however, the New Westminster Police Department can confirm that footage was not of Mrs. Sharma. We are asking that anyone with dash-cam footage who was driving over the Queensborough bridge on February 24 between 3:30 a.m. and 5 a.m. to please come forward.” Anyone with information into the whereabouts or disappearance of Nirla Sharma is asked to call the New Westminster Police tip line at 604-529-2430. “As the days go by, we become more and more concerned for her well-being,” said Scott. Sharma was last seen at her residence located in the 300-block of Lawrence Street in New Westminster on February 23 at 9 p.m. Sharma was wearing pink pajamas

Sharma typically arrived at work in Burnaby at approximately 6:30 a.m., but she did not attend work that morning. Sharma is described as a South Asian female, standing 5’3”, with a slim build, weighing approximately 138 lbs, with a medium complexion, short black hair and brown eyes. Sharma has a tattoo on her left arm of an OM symbol, and tattoos of a crown on her right wrist, a rose on her tailbone and a design on her left ankle. She was last seen
wearing pajamas; however, she may be wearing a black jacket with a hood and orange Nike shoes.

Federal government announces $9.3 million investment in B.C. seniors

Schulte made the announcement at the Progressive Intercultural Community Services (PICS) Society. PICS will receive nearly $4 million in funding for a project to increase the social inclusion of multicultural seniors aged 55 and older in Surrey. The project is funded through the NHSP pan-Canadian stream. In collaboration with key community organizations from the public and not-for-profit sectors, PICS will develop and implement a plan to improve access to communication, awareness, recreation, technology and transportation programs and services for multicultural seniors. In the context of this project, PICS will design project initiatives to better integrate these services for sociallyisolated multicultural seniors in Surrey, so that they have more opportunities to be active and engaged in their community. The NHSP is a federal grants and contributions program whose goal is to support projects that help improve the well-being and quality of life of seniors, and foster social inclusion and engagement of Canadian seniors in their communities. Budget 2019 invested an additional $100 million over five years in the NHSP. “The social isolation of seniors has real costs on them and their communities. That’s why the Government of Canada is committed to keeping seniors engaged and active. We’re proud to work with the Progressive Intercultural Community Services Society in Surrey and other fantastic local partners around the province to provide programs and services for seniors that are designed to meet their needs. When seniors are respected, valued and included in our communities, their health and well-being is enhanced and our communities benefit,” said Schulte. “Seniors have so much to offer, and we must ensure our communities remain vibrant, inclusive places for them. Finance Minister Carole James announces she has Parkinson’s disease
CAROLE James, Minister of Finance and Deputy Premier, on Thursday announced she had been diagnosed with Parkinson’s disease. She said in a statement: “Last summer, I noticed that I had developed a slight hand tremor and had a few moments when I had trouble with my balance. I attributed it to fatigue. But when I mentioned the issues to my family doctor during a routine check-up, she ordered a referral to a neurologist. “I saw the neurologist at the end of January of this year, went through a series of tests, and the diagnosis came back as Parkinson’s disease. “Parkinson’s is a progressive neurological disease. It’s not a disease that anyone wants. But it is not a terminal diagnosis. Symptoms generally develop slowly, and the progress of the disease varies from person to person. There’s no cure, but there are treatments and medications to deal with the symptoms as they arrive. “I took some time to learn about Parkinson’s and talk the diagnosis over with my family. I also told the Premier, who I want to thank for his ongoing support and friendship. “I’m sharing this news now because I believe it’s important to be open about what I am facing. Between 10,000 and 13,000 people in B.C. live with Parkinson’s. Many of those people worry about stigma and what will happen if they reach out for support. If sharing my story can help others, that’s a good thing. As the symptoms of this very visible disease do surface, there is no need to hide them. “For now, I have a manageable hand tremor and I’m more careful with my balance. I haven’t noticed any other symptoms and I don’t need to start medication yet. “I will continue in my role as B.C.’s Finance Minister, as long as I am able to give 100% to the job, and at the Premier’s discretion, of course. Next week I will continue the Budget 2020 tour throughout the province. I will serve out my term as member of the legislative assembly for Victoria-Beacon Hill. But I will not be running for re-election. “I have had the privilege of serving the people of Victoria-Beacon Hill since 2005, and

New Westminster Councillor Puchmayr to bring motion against India’s CAA
NEW Westminster Councillor Chuck Puchmayr on Sunday told a rally held against India’s Citizenship Amendment Act (CAA) and the recent violence that claimed more than 40 lives in New Delhi that he was determined to bring a motion against the CAA in the City Council on Monday, March 9.
Puchmayr, who was MLA for New Westminster and has been elected councillor several times, announced that he will be bringing a motion to denounce CAA and urge the Canadian government to break its silence over what was happening in India. Scores of people participated in the rally organized by

Taxi industry to benefit from distance-based insurance product
REGULATORY changes introduced on March 5 by the provincial government will direct ICBC to offer a new insurance product for the taxi industry. “We have been listening to the industry and to drivers, and we heard that offering a distance-based insurance product would help keep costs down for parttime drivers,” said Claire Trevena, Minister of Transportation and Infrastructure. “Our government will continue to look at ways to ensure fairness for the taxi and ride-hail industries.” These amendments will enable ICBC to offer a new, distance-based product to fleet and non-fleet taxis starting May 1. The insurance product will be based on the per-kilometre distance travelled, similar to ride-hailing vehicles. Taxi operators who are interested in this new product will be able to switch their insurance over starting May 1. Operators who wish to keep their current form of

BC Container Trucking Commissioner’s office issues stakeholder consultation report THE Office of the British Columbia Container Trucking Commissioner (OBCCTC) has issued a consultation report that summarizes responses heard from stakeholders during consultation around proposed changes to the current container trucking services licence and application process and tag management policy. Consultation with stakeholders began on September 25, 2019, and concluded on February 28, 2020. The OBCCTC heard from various stakeholders through written submissions, industry advisory committee meetings, focus groups and consultation sessions. “It was an extensive and fulsome process with participation from a wide range of stakeholders. I would like to thank everyone for their input,” said Michael Crawford, B.C. Container Trucking Commissioner. “Stakeholders have helped us shape the licence reforms and tag policy amendments. Our aim is to increase compliance, increase the efficiency and effectiveness of the Gateway and to encourage professionalization within the industry.” Decisions made around licence reforms and tag policy amendments will be incorporated into the upcoming licensing application process.

Paramjit Singh Bogarh pleads guilty plea in case of his young wife murdered in 1986

On Thursday, her husband Paramjit Singh Bogarh pleaded guilty to one count of accessory to murder after the fact in relation to the killing and was sentenced to five years in prison by B.C. Supreme Court Justice Martha Devlin in Kelowna. However, he was credited with three years’ time already served, reports CBC. Crown prosecutor Ann Katrine Saettler told the court Bogarh’s brother Narinder committed the murder while Bogarh was at work. He returned home to find his son Manpreet alone in the house with his wife’s body. The son had wandered through his mother’s blood and left bloody footprints all over the home. Bogarh was aware Narinder had killed his wife, but he lied to the RCMP by telling officers his young son witnessed a white man attacking his mother, Saettler said. Narinder escaped to Vancouver where he was treated in a hospital for lacerations on his hands and eventually fled to India,

In 2018, Bogarh was arrested and extradited to Canada on charges of first-degree murder and conspiracy to commit murder, CBC reports. A trial on those charges was scheduled to begin earlier this week, but Bogarh pleaded guilty to the lesser charge of accessory to murder after the fact. Saminder’s son, Manpreet Nehal, told the court as a child he was constantly afraid his father and uncle would return to kill him and he was afraid to go into a washroom alone or be alone at the schoolyard. Despite efforts Canadian authorities have not been able to extradite Bogarh’s brother Narinder to Canada to face trial.

AS the testimony continued Monday in the second-degree murder trial of Tejwant Danjou, 70, of Surrey, who is accused of killing his partner Rama Gauravarapu, 56, in their West Kelowna hotel room on July 22, Constable Rick Goodwin, testified that Danjou had told him that Gauravarapu was having an affair, and he wanted police to look for evidence of the alleged infidelity in a truck parked in Surrey, reports Global BC. One of the arresting officers, Constable Bradley Hartridge, testified that after finding Gauravarapu in a bloody room in the West Kelowna Best Western, where she died, they began looking for a suspect. Hartridge and an officer and dog from the K9 unit began following a trail of blood droplets that led from the hotel to a nearby Tim Hortons restaurant. Danjou was spotted lying face up in a dumpster, covered in blood. Danjou was taken to Kelowna General Hospital by ambulance and treated with Aspirin for a cardiac event. Dr. Jeffrey Eppler, the responding emergency physician, testified that this type of cardiac event can be brought on by extreme physical or emotional stress. He also testified that Danjou gave him no impression he was suffering from mental or cognitive issues, nor did he seem severely intoxicated. Surveillance video, depicting the final hours of the life of a woman who was killed at an Okanagan hotel, was shown in court on Wednesday. Global BC reports that court watched as the couple checked into the hotel the day before Gauravarapu’s death. The video shows them going in and out of the hotel several times. On the day that Gauravarapu is murdered, Danjou can be seen walking down the hallway with his arm around her shoulders. Surveillance video from the Mission Hill Winery shows them wine tasting for quite some time. In court, Danjou sat wearing a red prison jumpsuit, leaning forward with his head resting in his hand as he watched the surveillance video on his screen in the prisoner’s box. Goodwin, who found Danjou in a dumpster a short distance from the hotel, testified that Danjou had a faint smell of alcohol on his breath but nothing overwhelming. He said that Danjou was polite and wanted to call him by his first name. The defence questioned if Danjou appeared to be “off ” during Goodwin’s interactions with him, pointing out that the accused had asked the constable’s first name four or five times, even though the officer had told him several times.

Province activates advanced COVID-19 response to protect British Columbians
TO protect people in B.C. against novel coronavirus (COVID-19) and mitigate the impact of this illness on communities, the B.C. government and the provincial health officer have developed the British Columbia Pandemic Provincial Co-ordination Plan to respond to the evolving outbreak. Premier John Horgan has appointed a deputy ministers’ committee to oversee a whole-ofgovernment approach to implementing the plan, reporting directly to a new cabinet committee that he and Health Minister Adrian Dix will co-chair. “From the first day the world learned of this outbreak, B.C.’s public health officials have delivered the most robust response of any jurisdiction in this hemisphere. Through this coordination plan, we will ensure they have the support they need so we are prepared for all possibilities,” Horgan said on Friday. B.C.’s COVID-19 pandemic response plans include a wide range of planning and preparedness actions to help individuals, local governments, health-sector organizations and businesses to plan for the possibility of a pandemic. The plan focuses on delaying, containing and preparing the province to minimize serious illness and economic disruption. “The COVID-19 situation continues to evolve here in B.C., Canada and other countries in the world. We are at a critical point in the fight against the virus and we will ensure B.C.’s health system and population are ready for any scenario,” said Dix. Phase 1 of the plan is underway, addressing identification and containment — continuing strong public health testing and close collaboration with the federal government on border surveillance, to identify and isolate individuals who test positive for the virus and their close contacts. The priority is to delay the onset of widespread community transmission for as long as possible. Phase 2 would escalate cross-government co-ordination to quickly direct actions and resources, as required. It also prepares for the use of emergency powers set out in the Emergency Program Act and Public Health Act. It would ensure provincial business and service continuity – with four priorities: 1. Protecting Population 2. Protecting Vulnerable Citizens 3. Protecting Health Workers 4. Supporting Health-care Capacity Protecting Population actions would include increasing testing capacity and expanding communication with at-risk groups. It would also enact government continuity plans to prepare for the possibility of high absence rates due to illness, or if employees are absent in order to care for family. It would also provide supports for businesses and institutions to manage the same challenges through a sustained three- to four-month outbreak; including grocery stores, public transportation, schools and the tourism sector. Protecting Vulnerable Citizens actions would include ways to protect seniors in long-term care, assisted living and home and community care, which could include reducing the number of people coming into facilities, screening visitors and increasing testing for illness of residents and health-care workers. Protecting Health Workers actions would include implementing standardized preparedness plans at the local level to support health-care workers to respond to a wider outbreak and provincially manage and co-ordinate supply chains for hospital, community and primary care. It would also bring in additional health-care capacity for specific communities under stress by establishing a list of health-care workers who could be rapidly redeployed for a sustained period. Supporting Health-Care Capacity actions would use established emergency operation committees across health authorities to assess the ability to plan and respond at a local level to a community-wide outbreak

in hospitals; and * ensuring bed equipment capacity. It would also ensure readiness to implement hospital-wide protocols to safely triage and separate anyone presenting with respiratory illness.
“The COVID-19 pandemic response plans and materials are developed in partnership with our experts at the BC Centre for Disease Control, based on our provincial influenza pandemic plans that all health authorities had implemented in 2012, as well as the lessons we had learned from H1N1 and SARS in the past,” said Dr. Bonnie Henry, B.C.’s provincial health officer. “Thanks to the great efforts made by our public health leaders and health-care workers, we have kept the risk of COVID-19 spread low in B.C., but it is important for people, communities and organizations to build resiliency and have plans in place, not just for the possibility of a pandemic but emergency in general.” Of British Columbia’s 21 confirmed COVID-19 cases, four B.C. patients have now fully recovered. With the exception of one patient who is in the intensive care unit at Vancouver General Hospital, all other individuals with COVID-19 are in isolation at home with support and monitoring from public health teams. As of Friday, March 6, the BC Centre for Disease control has tested 2,803 samples for 2,008 people.

AN audit of a local business conducted late last month by Vancouver Police and Commercial Vehicle Safety and Enforcement (CVSE) investigators, has found that the company was completing vehicle inspections with no authorized inspector working at the facility. Vancouver Police Department Traffic Unit investigators determined that 40 vehicles had been inspected since the authorized inspector stopped working at the facility. Budget Brake and Muffler, located at 245 East 2nd Avenue in Vancouver, has been issued close to $24,000 in fines, and the owner has been charged with 40 counts of unauthorized person
signing inspection report, contrary to Section 25.10(3) of the Motor Vehicle Act regulations. Each violation comes with a fine of $598. The fines total $23,920. The owner has surrendered his inspection facility designation and his ‘Facility Operator’ certificate to CVSE. Of these 40 vehicles affected, 17 were commercial vehicles — including 16 limousines and one tow truck — with the remaining being private vehicles. For public safety, the VPD is contacting all the vehicle owners to advise them their inspections are invalid, and that they will need to have them inspected at a valid facility.
Surrey RCMP investigate shooting at Whalley residence
ON Friday, March 6 at 10 a.m., Surrey RCMP responded to a residence in the 10800-block of 139A Street after receiving a delayed report of possible shots fired at approximately 2:30 a.m. Officers were able to confirm a firearm had been discharged and subsequently took several individuals into custody from the two associated residences. The area around the residences may remain closed off for some time as the investigation continues.

BC Liberals announced on Thursday that they have officially opened the party’s nomination for Vancouver-Point Grey, encouraging prospective candidates to submit applications and begin the due diligence process for an election that could come at any time. “Time and again, the current MLA for Vancouver-Point Grey has let down his constituents. On David Eby’s watch, the NDP government has wasted tax dollars on a failed referendum, jacked up taxes and ICBC rates, cut funding for transit, mental health, and education, and lost countless court cases at taxpayers’ expense,” said Jas Johal, BC Liberal MLA for Richmond-Queensborough and a member of the party’s election readiness committee. “While David Eby continues his audition to replace John Horgan as NDP leader, the BC Liberals will put forward a strong new candidate who will stand up for young families and all the hard-working residents of Vancouver-Point Grey.” Prospective candidates may now submit a letter of intent to the party in order to receive an application package. The date of the candidate selection meeting will be determined in the coming weeks by the party’s election readiness committee, in consultation with the local riding association. BC Liberal nominations are currently open in nine ridings, with more to come imminently. Candidate selection meetings are currently scheduled for Port Moody-Coquitlam on March 8, and Oak Bay-Gordon Head for April 4.

Legislation introduced to transform ICBC, deliver lower rates
LEGISLATION was introduced on Wednesday to transform ICBC, deliver lower auto-insurance rates and dramatically improve care benefits, making ICBC more accountable to British Columbians.
“British Columbians deserve peace of mind that if they are injured in a crash, they’ll be looked after, instead of being fought for years in court,” said David Eby, Attorney General. “They deserve low and stable car insurance rates. This bill will
achieve both goals, saving people an average of 20% on their insurance and taking care of people if they are injured. It is long overdue.” If amendments to the Insurance Vehicle Act are passed, this new way of doing auto insurance
in B.C. will lower premiums on average by 20%, saving drivers about $400, starting in May 2021. ICBC’s proposed Enhanced Care coverage will also significantly increase the amount of care and recovery benefits available to anyone injured in a crash, providing enough care for a lifetime for those who need it, to a maximum of at least $7.5 million, up from $300,000 today. Wage loss payments will be 60% higher than today, to a maximum of up to $1,200 per week or 90% of net wage loss for those earning up to $93,400 annually. The most seriously injured will get even more care and recovery benefits, including a new permanent impairment benefit that will provide financial compensation of up to $250,000. Other proposed changes to the Insurance Vehicle Act formalize ICBC’s ability to offer injured people pre-litigation payments. By putting this process in legislation, an injured person who qualifies can have confidence that their ability to sue is preserved when they accept an up-front pre-litigation payment. Before this change was announced in January 2020, if a person decided to take ICBC’s settlement, they had to agree to not seek additional money through the courts. Pre-litigation payments can be offered to people injured in car crashes that occur prior to May 1, 2021, when ICBC’s Enhanced Care coverage would take effect. Amendments to the Insurance Corporation Act will eliminate the authority of any government to direct ICBC to make payments to government from its excess optional capital. Between 2009 and 2016, the previous government transferred $1.2 billion from ICBC’s excess optional capital to lower its own borrowing requirements. “ICBC should be accountable to British Columbians, and this bill, if passed, should give increased confidence that ICBC will be accountable to them by delivering lower rates and high-quality benefits in the event of a crash,” Eby said. “The changes in this bill won’t just benefit people injured in crashes next spring, they will benefit people injured now. The changes will also help us keep costs low for drivers until May 1, 2021, when drivers will enjoy some of the lowest rates in Canada.” Should the amendments be passed and receive royal assent, any government would be prohibited from accessing ICBC’s excess optional insurance capital as of the end of this fiscal, and the Enhanced Care coverage would apply to accidents on or after May 1, 2021. Tanya Fawkes-Kirby, Managing Director, Canadian Association of Occupational Therapists, B.C. Branch, said: “It’s the goal of an occupational therapist to help clients to return to their daily activities as quickly as possible. But the reality is that it often takes a lengthy period of time to recover from an automobile accident. These changes will provide our clients with better recovery support, for as long as they need it so they can return, as much as possible, to their pre-crash activities.” Justina Loh, Executive Director, Disability Alliance BC, said: “If a person becomes catastrophically injured in a motor vehicle collision, we want to ensure that they will get the medical treatment and rehabilitative equipment they need. Even in situations where a person caused the collision, or was involved in a single-vehicle crash, we are encouraged that severely injured people will be able to access the increased care and benefits for their lifetime.”

Paid leave for workers facing domestic or sexual violence
UP to five days of paid leave will be available for employees impacted by domestic or sexual violence, or parents of a child or dependent impacted by this kind of violence, thanks to new legislation. “People faced with domestic and sexual violence should not have to lose pay when dealing with the aftermath,” said Mitzi Dean, Parliamentary Secretary for Gender Equity, on Tuesday. “The changes introduced today help support people so they can attend medical appointments and make the necessary changes to ensure they and their children are safe.” With up to five days of paid leave from work per year, employees will be able to attend to their needs, or the needs of their dependent children or adults, without the worry of losing income from missing work. Employees will have paid leave, allowing them to attend medical, counselling or other appointments, look for a new home or school for their children, and rebuild their lives. “Domestic and sexual violence are deeply traumatizing crimes,” said Tracy Porteous, Executive Director, Ending Violence Association of British Columbia. “Although the road ahead may be the most difficult one that survivors will encounter, it can make a huge difference having informed and respectful people and processes in place that provide those harmed by these crimes the time to begin to heal. “That’s where workplaces come in. In my 38 years working in this field, I have known too many survivors who have lost their jobs simply because they needed a few days away from work to deal with the aftermath of violence. Bravo to the Province for putting this support in place.” These amendments build on improvements made to the Employment Standards Act last year that provided up to 10 days of unpaid, jobprotected leave from work for those impacted by domestic or sexual violence. Sardar Gurdev Singh Johal of village Dhani Pind passed away peacefully in his beloved Punjab on February 24, 2020. He was born on April 7, 1933, in Punjab. He came to Canada in 1972 and worked hard to build a better life for his family. He worked in farming, gaining respect as a grower in the blueberry industry for many years before retiring. One of his proudest achievements was serving the Khalsa Diwan society of Vancouver as Vice president in 1980 and President in 1981. He is survived by his wife of 65 years, 3 sons, 9 grandchildren and 2 great grandchildren. He will be remembered for his love of politics and welcoming personality. He loved to spend time with his family and friends and always wanted people around him. He will be greatly missed by all those who cared for him and had the privilege of spending time with him. ciation. “Paid leave will make it easier, especially for people with children, to escape abusive situations. Our membership has expressed concern about affordability, but we all agree that we, as a
part of our wider community, have a responsibility to help people escape abuse in any way we can.”
