Trucker Ajitpal Singh Sanghera arrested after $3-million cocaine bust at Blaine
AJITPAL Singh Sanghera, 41, was arrested last Saturday after U.S. Customs and Border Protection, in coordination with Homeland Security InvestigationsImmigration and Customs Enforcement at the Pacific Highway Truck Crossing in Blaine, allegedly found 134 pounds of cocaine, with an estimated value of $3 million, in the tractor-trailer he was driving to Canada. The seizure occurred during an
outbound inspection when CBP officers referred the Canadian citizen’s tractor-trailer for additional examination. While searching the trailer, CBP officers found five small duffle bags on the floor. Inside the duffle bags, officers found 50 plastic wrapped packages containing cocaine. Upon discovery of the cocaine, CBP officers took Sanghera into custody and eventually transferred him over to the Whatcom County
THE Vancouver Police Board says that the Vancouver Police Department “is facing a unique situation due to the creation of the new Surrey Police Department, which has been confirmed by the City of Surrey and BC’s Policing and Security Branch.” Vancouver Police Board’s Finance Committee Chair, Barj Dhahan, in his response to Vancouver Mayor Kennedy Stewart and members of Vancouver City Council regarding a proposed reduction to the police’s operating budget, wrote on April 27: “In addition to the regular rate of attrition of approximately
50 officers retiring per year, the VPD faces an impending threat to retaining talented staff, as invariably a portion of its sworn officers and civilian professionals will transfer to the new Surrey Police Department.” He pointed out: “Currently 41% of VPD staff live in Surrey and its neighboring communities, and the potential for staff to transfer is driven primarily by the area in which staff live.” He warned: “It will take the VPD years to recover from this loss due to the significant lead times needed prior to new staff being

Bellingham Herald reported that Sanghera was nabbed thanks to an anonymous tip with specific information and it is suspected that he is connected to a large international drug trafficking organization. He was booked on suspicion of a controlled substance with intent to deliver and is being held in lieu of $100,000 bail, according to the
newspaper. Sanghera admitted to officers that he owned the truck and had picked up the trailer in Seattle earlier that day. The Bellingham Herald reported that officers found he had crossed into the U.S. more than 40 times so far this year. That, along with the amount of cocaine that was seized on Saturday, indicated to officers that he was part of an international drug trafficking organization.

Surrey gurdwara volunteer will turn 100 on Canada Day SOHAN Singh Walia, who will turn 100 years old on Canada Day, is an inspiration to volunteers at Surrey’s Gurdwara Dukh Nivaran Sahib that has been reaching out to frontline workers with meals. Just last week, the gurdwara provided 150 packages of groceries to Surrey Jamea Masjid to wish Ramadan Mubarak to the Muslim community. And they have been handing out groceries or cooked food to anyone who needs help for quite a few weeks now. They ask you to phone or text them at 604-780-2573 or 604-5371440. At the age of 99, Sohan Singh Walia, of course, has to be cautious because of the COVID-19 pandemic. But he has visited the gurdwara a couple of times to encourage the volunteers, do whatever he can to help and share his life’s experiences with them. Ever since he came to Canada three decades ago from Ranipur village in Phagwara, Punjab, he’s been involved in volunteer work (“seva”) in various gurdwaras in the Lower
‘The judge failed to properly leave the burden of proof on the Crown’ THE B.C. Court of Appeal, in a decision released on May 8, unanimously ruled that a new trial must be ordered for Surrey chiropractor Dr. Maninder Singh Badyal, who was convicted on June 8, 2017, by a Surrey provincial court judge. Badyal, owner of Absolute Health and Wellness Clinic in Surrey, was charged with a single count of fraud over $5,000 in respect of fees charged to ICBC for services that he allegedly did not provide. The billings were in respect of 13 patients. The judge found that fraud was established in respect of 11, according to court documents. The B.C. Court of Appeal ruling noted: “Three issues arise on this
appeal. First, Dr. Badyal contends that the judge made inappropriate use of witnesses’ prior consistent statements in assessing their reliability. Second, he says that the trial judge incorrectly applied the principles that govern the reception and use of similar fact evidence. Finally, he says that the judge did not consistently observe the principle that the Crown bears the burden of proof in a criminal case and applied an overly stringent standard in scrutinizing defence evidence.” The summary of the ruling states: “The judge was entitled to use prior consistent statements to rebut the defence theory that patients
had, through passage of time, forgotten about routine treatment that they received. She made only limited and appropriate use of the statements. The similar fact evidence was admissible, as it was all directly relevant to the charge. The judge was required to satisfy herself that, in using it to bolster her assessment of the reliability of a witness, its probative value exceeded potential prejudicial effect. She did so, and her findings are entitled to deference.” However, the summary notes that several statements in the judge’s reasons suggest that she required the accused to conclusively establish a defence. “The judge’s failure
to explain why the evidence concerning a computer billing system did not serve to raise a reasonable doubt is particularly troubling. In light of these indications that the judge failed to properly leave the burden of proof on the Crown, a new trial must be ordered,” it states. Justice Harvey Groberman’s ruling was concurred in by Chief Justice Robert Bauman and Justice Gail Dickson. Riverside Funeral Home appeals for cooperation in observing safety guidelines THE Five Rivers Management Services Society (FRMSS), responsible for the operation of Riverside Funeral Home in Delta, said on Saturday that it is following the guidelines of the government not only in letter, but also in spirit. The facility is owned and operated by 15 charitable societies in the Lower Mainland. The FRMSS pointed out: “This measure is taken to protect the lives of the staff and the families who visit the facility to conduct last rites / services of their loved ones. To this end, the management has issued instructions to the Riverside Funeral Home staff to restrict the numbers of the family members to 20 persons.” It noted that the number varies from province to province and ranges from 5 to 50 in Canada. It also quoted The Globe and Mail’s Robyn Doo-
little (April 9): “Regular funeral services are more complicated now. No more than 10 mourners are allowed to congregate at a time and guests must maintain two metres of distance. These new rules are in place to prevent a situation like what happened in Newfoundland, where at least 167 cases have been linked to a single funeral home in St. John’s.” Surindar Singh Jabal, President, FRMSS, noted: “The
management has taken a firm stand on the regulations to control the number of individuals permitted to the facility. However, as there is gradual return to normalcy, public would be informed through another press release on easing the restrictions. Until then the spread of coronavirus like [what happened in] Newfoundland in our communityrun Riverside Funeral Home (only one in Canada) must be prevented. Management
could not take the chance of even one member of our staff getting affected and funeral services getting shutdown.” He appealed: “Media is requested to help the community and the community-run funeral home by informing the public about the dire situation humanity is going through and not to use the radio waves to criticize restrictions as this is in the best interest of the public at large.” He emphasized that the management of Riverside Funeral Home is requesting everyone to follow the guidelines for everyone to be safe. On April 6, the FRMSS had appealed to the community for their cooperation to help them follow the important guidelines issued by the BC and federal governments from time to time for the safety of everyone.

Body of young man from India recovered from river in Chilliwack CHILLIWACK RCMP announced on Tuesday that the body of the missing person last seen swimming in the Vedder River near Teskey Rock on Monday has been recovered. The search initiated on the evening of May 11, when the Chilliwack RCMP received a report that a 22-year-old man was believed drowned while swimming with friends at Teskey Rock, has ended. The body of the man was located and recovered by Chilliwack Search and Rescue late Tuesday morning. “The missing young man is a South Asian national
from India, and was swimming with companions in the Vedder River at the time of the incident,” said Cpl. Mike Rail. ”When he entered the river and became visibly distressed, his friends attempted to pull him out of the water without success.” RCMP and BC Coroners Service continue to conduct their investigations of the incident. “The Chilliwack RCMP reach out and offer our support to family and friends during this incredibly demanding time they are facing,” said Rail.

National Police Federation quotes three former mayors to argue this is not the time for police transition in Surrey THE National Police Federation (NPF), which represents 20,000 RCMP members serving across Canada and internationally, this week in its latest attempt to try and keep the RCMP in Surrey said in a press statement: “Well-known Surrey community leaders are joining with 83% of Surrey residents to send a strong a message to Surrey’s MLAs and Councillors that now is not the time to continue with a police transition that will see higher taxes for less police.” Brian Sauvé, President of the National Police Federation, said: “Three highly respected former Surrey mayors, and a retired Surrey RCMP inspector, who is also a community leader, have spoken out on this important issue. THE City of Port Coquitlam on Tuesday declared May 23 as “Komagata Maru Remembrance Day.” The City of Surrey had on May 4 also declared May 23 as “Komagata Maru Remembrance Day.” Raj Singh Toor, Vice President and spokesperson for the Descendants of the Komagata Maru Society, (see photo) who had requested Brad West, Mayor of Port Coquitlam, and the City Council, for the proclamation, thanked them, noting: “It’s a great tribute to those Komagata Maru passengers who suffered a lot during the tragedy.” The proclamation reads: WHEREAS on May 23, 1914, three hundred and seventy-six British Subjects from India of Sikh, Muslim and Hindu origin arrived in Vancouver Harbour aboard the Komagata Maru, seeking to enter Canada, and were forced to leave; and WHEREAS in 2008 and 2016, the BC Government and Government of Canada apologized for this act of discrimination, committing to learn from the mistakes of the past, to ensure they are never repeated; and WHEREAS the City of Port Coquitlam is committed to protecting people from hate, racism, and discrimination and promoting multiculturalism and the full participation of all individuals in society; and WHEREAS the City of Port Coquitlam is home to many diverse cultures, where individuals can practice their beliefs and customs while respecting and learning from other traditions. Minister Anne Kang: Hate has no place in B.C. ANNE Kang, Minister of Citizens’ Services and responsible for Multiculturalism, in response to the increase in hate crimes and incidents towards people of East Asian heritage in B.C., on Friday said in a statement: “I am deeply saddened by the recent rise in racially motivated physical and verbal attacks and vandalism against people of Asian heritage in our province since the COVID-19 outbreak. The Vancouver Police Department reported an increase in hate crimes and hate-motivated incidents for March and April,

Gutsy East Asian woman forces Richmond RCMP to take action following racist incident JUST how stupid and incompetent was the Richmond RCMP officer who reportedly told an East Asian female victim of racist slurs and apparent threat that because the suspects’ vehicle didn’t belong to a Richmond resident, it would be up to police in another jurisdiction to contact the owners! Clara Kan, 33, told CBC that she and her mother were out for a stroll on Friday afternoon near Garry Point, when two white men in a car allegedly hurled racist insults at them. She told CBC that the men shouted: “Hey you! You f–king ch–k … go back to your country! … Look at you with your masks, you’re what’s wrong with society.” She said that she and her mother yelled back expletives to the men and told them to shut up. They didn’t want anyone to believe the stereotype that Asian women are submissive, timid or easy to scare. She said she tried to fight back by taking photos and filming the men but it didn’t seem to matter to the men, and as she and her mother tried to walk away, the driver revved his engine loudly, apparently as a threat. She told CBC she demanded to know what the driver was planning to do and said, “hit me then.” The car lurched forward and her mother started screaming for help. The two men then drove off. Kan called 911 and gave the licence plate of the suspect vehicle from her photograph. A Richmond RCMP officer arrived within five minutes, but told her that because the vehicle didn’t belong to a Richmond resident, the police in another jurisdiction would have to contact the owners. He also said that the owners may not be the men who were allegedly involved in what had just happened. She even informed the officer that the shipyard next to which the car was parked had surveillance cameras nearby. The RCMP seemed to only act when she shared her story on an Instagram account featuring her dog, which has more than 250,000 followers, and it went viral. CBC said that the RCMP on Saturday issued a statement that said if an incident occurs within the city, it is within their jurisdiction. The RCMP on Monday issued a press statement that was also carried by this website.

This is what was reported on voiceonline.com: ON May 8, Richmond RCMP responded to a disturbance near Garry Point Park where there had been a verbal altercation in which it was alleged that racist slurs were directed at a group of individuals. Frontline officers were dispatched and arrived at the scene within minutes, but prior to police arriving, one of the parties had already left. Richmond RCMP said on Monday that they have since identified and reached out to all individuals involved. The Richmond RCMP Watch General Investigative Services Unit is assisting with the investigation, which remains active and ongoing. Richmond RCMP said they take all allegations of hate-related crimes seriously. They added that racism will not be tolerated in any form and will be investigated to the fullest extent. They are asking anyone who has information pertaining to this incident, to contact them.

Federal government process allows temporary foreign workers get back to work quickly THE federal government on Tuesday announced, effective immediately, a new, temporary policy that will drastically reduce the time it takes for a temporary foreign worker to start a new job.
While this policy is in place, a worker who is already in Canada and has secured a new job offer, typically backed by a labour market test, can get approval to start working in their new job, even while their work permit application
is being fully processed. This will cut what can often take 10 weeks or more, down to 10 days or less. The government noted that with the COVID-19 pandemic impacting almost every sector in Canada, temporary foreign workers and their employers are confronted by new challenges in a rapidly changing job market. Many temporary workers with employer-specific work permits lost their jobs this spring. While some have left Canada, others are unable to leave due to international travel restrictions or the reduction in flights available. Under existing rules, to change jobs they need to apply and wait for a new work permit to be issued before starting to work at their new job. At the same time, many employers in sectors that have ongoing labour needs and who provide critical goods and services to Canadians, such as agriculture, agri-food and health care, find themselves with urgent needs for additional employees. MARCO E. L. Mendicino, Minister of Immigration, Refugees and Citizenship, on Friday announced that effective May 15, Immigration, Refugees and Citizenship Canada (IRCC) will begin accepting applications to the Agri-Food Pilot. The three-year pilot will test an industry-specific approach to help employers in the meat processing, mushroom and greenhouse production, and livestock-raising industries fill ongoing labour needs for full-time, year-round employees. It will provide a pathway to permanent residence for many temporary foreign workers already in Canada. A total of 2,750 applications will be accepted annually throughout the pilot, which applies primarily to people who are already in Canada. Existing travel restrictions continue to apply. Mendicino said Canada is committed to attracting the best talent from around the world through the Temporary Foreign Workers Program to fill skills shortages, drive local economies, and create and support middle-class jobs in communities across the country that will benefit all Canadians. Stay local, keep your community safe this long weekend AS the May long weekend approaches, the government reminds people to avoid all nonessential travel in the province to prevent the spread of COVID-19 and instead stay local if you do decide to enjoy the outdoors. Though some restrictions are expected to ease next week, it remains vital for everyone to maintain physical distancing and take other important measures to limit the spread of COVID-19. This includes staying home if you have any symptoms of illness, washing your hands frequently with soap and water, and not touching your face. Here are some tips to help you enjoy the long weekend while following the public safety guidelines set by the Provincial Health Officer Dr. Bonnie Henry: * Have fun close to home: Now is not the time to travel for tourism or recreation. By continuing to avoid nonessential travel, British Columbians can do their part to protect vulnerable people in communities from COVID-19. Things to keep in mind over this long weekend include: * Do not visit vacation properties: Now is not the time to camp, or to travel to secondary homes or vacation properties in other communities. Access to resources and health care may be more challenging in
smaller communities if someone should become ill or if there’s a community outbreak. By staying home and maintaining physical distancing, British Columbians can take pressure off the already strained resources in these smaller areas. * Do not go pleasure boating right now: Recreational mariners are reminded to avoid non-essential trips on the water and stay close to home. Each call search-andrescue specialists respond to puts them at risk of exposure to COVID-19, as well as requiring them to use precious supplies of personal protective equipment. As well, boaters should be aware that some small coastal First Nations communities have closed their villages to visitors to protect themselves from COVID-19, so boaters may not have access to fuel, supplies and other services.

staff. * Small campfires are allowed but other burning prohibitions remain in place: Responding to unnecessary, human-caused wildfires could increase the risk of BC Wildfire Service staff being exposed to COVID-19 and potentially affect their response capability at the height of the wildfire season. Campfires are currently allowed within the BC Wildfire Service’s jurisdiction but they must not be larger than 0.5 metres in height or width. People who plan to light a campfire as they enjoy day-use activities at provincial parks and recreation sites must remember to fully extinguish it and ensure the ashes are cold to the touch before leaving the area. Prohibitions remain in place for Category 2 open fires, Category 3 open fires, Resource Management Open Fires and other activities (e.g., use of fireworks, sky lanterns, burning barrels and burning cages). In collaboration with provincial public health partners, the Province has extended its own open burning restrictions for all High Smoke Sensitivity Zones in the province until June 15, 2020. * Plan ahead and stick to well-marked trails: During the pandemic, there is also higher risk for B.C.’s 2,500 search-and-rescue volunteers as there is a risk of virus transmission during a call to help those who are lost, stranded or injured in B.C.’s outdoors. British Columbians are asked to do their part: do not venture into the wilderness at this time. If you must go outdoors, plan a day trip, stick close to home on well-marked trails, and make sure to pack the right provisions and clothing for the weather. * Conservation officers will be monitoring activity: Throughout the long weekend, conservation officers will continue patrols to ensure public safety and protect B.C.’s environment, fish and wildlife resources. Help them stay safe and do their work by sticking to the rules and report suspected violations to the 24/7 poachers and polluters hotline at 1 877 952-7277.

Trudeau announces additional support for seniors PRIME Minister Justin Trudeau on Tuesday announced a series of additional measures to help Canadian seniors and provide them with greater financial security in this time of crisis. He said that no Canadian should have to choose between putting food on the table, filling their prescriptions, or paying their bills. Yet too many seniors are facing significant health, economic, and social challenges due to COVID-19. â&#x20AC;&#x153;They helped shape this country, and now they need our help,â&#x20AC;? he said. He added that since the start of the COVID-19 pandemic, the federal government has introduced measures to support seniors. It invested $1.3 billion in a one-time special payment through the Goods and Services Tax (GST) credit in April. More than 4 million seniors benefited from this top-up, which gave an average of $375 for single seniors and $510 for senior couples. It also invested in community organizations that provide
Justin Trudeau practical services to Canadian seniors, including the delivery of groceries and medications. The additional measures include: * Providing additional financial support of $2.5 billion for a one-time tax-free payment of $300 for seniors eligible for the Old Age Security (OAS) pension, with an additional $200 for seniors eligible for the Guaranteed Income Supplement (GIS). This measure would give a total of $500 to individuals who
are eligible to receive both the OAS and the GIS, and will help them cover increased costs caused by COVID-19. * Expanding the New Horizons for Seniors Program with an additional investment of $20 million to support organizations that offer community-based projects that reduce isolation, improve the quality of life of seniors, and help them maintain a social support network. * Temporarily extending GIS and Allowance payments if seniorsâ&#x20AC;&#x2122; 2019 income information has not been assessed. This will ensure that the most vulnerable seniors continue to receive their benefits when they need them the most. To avoid an interruption in benefits, seniors are encouraged to submit their 2019 income information as soon as possible and no later than by October 1, 2020. Trudeau said: â&#x20AC;&#x153;As workers, neighbours, parents, grandparents, spouses, caregivers, and volunteers, Canadaâ&#x20AC;&#x2122;s seniors have shaped this country and contribute to our commu-
nities every day. They are among the most threatened by COVID-19, and we will support them and work to keep them safe.â&#x20AC;? Finance Minister Bill Morneau added: â&#x20AC;&#x153;Protecting the most vulnerable remains at the core of our response to COVID-19, and seniors are particularly feeling the impacts of the COVID-19 pandemic. Government extends the Canada Emergency Wage Subsidy to August 29 FINANCE Minister Bill Morneau on Friday announced that the federal government of Canada will extend the Canada Emergency Wage Subsidy (CEWS) by an additional 12 weeks to August 29. Morneau said: â&#x20AC;&#x153;The COVID-19 pandemic has had a profound impact on Canadians in all communities and in all sectors of the economy. We have been listening to concerns raised by employers of all kinds, and we know that extending the duration of the wage subsidy and broadening eligibility will help more workers and will better position Canada for economic recovery. This will allow more businesses and organizations to retain or rehire

employees in order to be better positioned when the economy rebounds.â&#x20AC;? Morneau said that extending the program will give workers greater confidence that they will continue to get the support they need during these difficult times. The government will consult with key business and labour representatives over
the next month on potential adjustments to the program to incent jobs and growth, including the 30 per cent revenue decline threshold. Any potential changes following the consultation will have as key objectives to maximize employment, ensure the CEWS reflects the immediate needs of businesses, and support the post-crisis economic recovery. In addition, Morneau also announced the approval of regulations to extend eligibility for the CEWS to ensure that it continues to support those employers and workers hardest hit by the COVID-19 pandemic, and protects the jobs Canadians depend on. These regulations extend eligibil-

Trudeau announces $450 million in funding for academic research community PRIME Minister Justin Trudeau on Friday announced $450 million in funding to help Canada’s academic research community during the COVID-19 pandemic. The investment will: * Provide wage supports to universities and health research institutes, so they can retain research staff who are funded from industry or philanthropic sources and are unable to access some of the government’s existing COVID-19 support measures. This would apply even if their work has been temporarily suspended. The government will provide up to 75 per cent

research institutes to maintain essential research-related activities during the crisis, and to ramp back up to full research operations once physical distancing measures are lifted. This will cover up to 75 per cent of total eligible costs, and will support activities such as the safe storage of dangerous substances, and restarting data sets that were interrupted during the pandemic. This investment is part of the federal government’s COVID-19 Economic Response Plan, which has helped protect Canadian jobs, and committed billions in support to Canadians and businesses facing
hardship as a result of the pandemic. It will help sustain Canada’s research excellence and protect research talent, in support of the COVID-19 response and the postpandemic economic recovery. Trudeau pointed out: “Research staff in Canada are the source of new innovations and ideas that help keep us healthy, protect our environment, and drive our economy. We are fortunate to have some of the world’s brightest minds. Today, we are making sure Canadian universities and health research institutes have the support they need to sustain their research capacity

* Establish a Large Employer Emergency Financing Facility (LEEFF) to provide bridge financing to Canada’s largest employers, whose needs during the pandemic are not being met through conventional financing, in order to keep their operations going. The objective of this support is to help protect Canadian jobs, help Canadian businesses weather the current economic downturn, and avoid bankruptcies of otherwise viable firms where possible. This support will not be used to resolve insolvencies or restructure firms, nor will it provide financing to companies that otherwise have the capacity to manage through the crisis. The additional liquidity provided through LEEFF will allow Canada’s largest businesses and their suppliers to remain active during this difficult time, and position them for a rapid economic recovery. * Use key guiding principles in providing support through the LEEFF, including: - Protection of taxpayers and workers: Companies seeking support must demonstrate how they intend to preserve employment and maintain investment activities. Recipients will need to commit to respect collective bargaining agreements and protect workers’ pensions. The LEEFF program will require strict limits to dividends, share buy-backs, and executive pay. In considering a company’s eligibility to assistance under the LEEFF program, an assessment may be made of its employment, tax, and economic activity in Canada, as well as its international organizational structure and financing arrangements. The program will not be available to companies that have been convicted of tax evasion. In addition, recipient companies would be required to commit to publish annual climate-related disclosure reports consistent with the Financial Stability Board’s Task Force on Climate-related Financial Disclosures, including how their future operations will support environmental sustainability and national climate goals. - Fairness: To ensure support across the Canadian economy, the financing is intended to be applicable to all eligible sectors in a consistent manner. - Timeliness: To ensure timely support, the LEEFF program will apply a standard set of economic terms and conditions. * Expand the Business Credit Availability Program (BCAP) to mid-sized companies with larger financing needs. Support for mid-market businesses will include loans of up to $60 million per company, and guarantees of up to $80 million. Through the BCAP, Export Development Canada (EDC) and the Business Development Bank of Canada (BDC) will work with private sector lenders to support access to capital for Canadian businesses in all sectors and regions. * Continue to provide financing to businesses through Farm Credit Canada, the BDC, and EDC, including through the Canada Account. This will ensure the government is able to respond to a wide range of financing needs, including for some large employers facing higher risks, with stricter terms in order to adequately protect taxpayers. ‘Too early to determine whether pandemic will result in benefits to pass on to drivers’ A review of ICBC’s financial situation since the start of the provincial state of emergency shows both positive and negative financial impacts on ICBC’s bottom line. With almost no capital reserves to withstand fluctuations and volatility in the markets, it is too early to determine whether the pandemic will result in benefits to pass on to drivers, the Province said on Thursday. “ICBC is in a challenging position due to the pandemic, faced with uncertain and unprecedented turmoil in the markets, combined with no financial buffer as a result of the old government’s mismanagement,” said David Eby, Attorney General. “There are more than 10 months to go in the fiscal year and many unknowns, but if ICBC’s bottom line ends up better than expected, any surplus will be used to benefit B.C. drivers. In the meantime, we’re focused on supporting people through payment deferrals and making it easier for people to cancel or change their insurance, and on bringing in Enhanced Care coverage next year to save people an average of $400 on their insurance.” If ICBC’s net income results are better than forecast for 2020-21, any additional net income will benefit customers. Any decisions on the use of additional net in-

Options could include rebuilding the financial capital health of ICBC to reduce longer-term pressure on rates, providing a one-time direct relief to customers or any combination thereof. ICBC’s report on the impacts of COVID-19 examined a period of about six weeks after the provincial state of emergency was declared and people were advised to stay home (March 15 to May 2). It found that
over that time: * ICBC opened 46% fewer accident claims (including claims for both damage to vehicles and for injuries) compared to the same time last year, with an average weekly reduction of 7,200 claims. This drop in the number of claims amounts to approximately $158 million in savings for ICBC. However, claim numbers are on the rise again as more vehicles return to B.C. roads; * more than 150,000 customers changed their insurance policies by cancelling their policy (103,700) or lowering their rate class (57,561), resulting in a projected $283-million decline in written insurance premiums compared to what would normally be received for that period; and * ICBC has seen a decrease in the value of its investment portfolio due to the unprecedented downturn in the financial markets, putting pressure on its bottom line. Some of this has already been seen at the end of ICBC’s 2019-20 fiscal year, and early indications suggest the impact could exceed $1 billion in fiscal 2020-21, depending on the length and scope of the global market downturn. The final impact will be determined at the end of fiscal 2020-21. “ICBC waiving cancellation and re-plating
fees alone during the pandemic has saved customers around $5 million, and we will continue to work with those drivers facing financial hardship,” said Nicolas Jimenez, ICBC President and CEO. “We’re committed to delivering essential services and ensuring the safety of our customers, employees and partners. And given these uncertain times, we have a responsibility to consider many factors when making long-term decisions that could adversely affect ICBC’s bottom line – and customers’ insurance premiums – in the future.” ICBC said it remains focused on the longer-term goal of implementing enhanced care coverage and delivering an average 20% rate reduction in 2021 should the legislation be passed. As ICBC transitions to this new care-based model, no basic rate change was needed this year. The 0% basic rate change that took effect on April 1, 2020, is the lowest in nearly a decade. ICBC noted it has taken a number of steps to support its customers during this challenging time. It has waived cancellation and re-plating fees, provided 90-day deferrals and helped customers to cancel or change their coverage at no charge, among many other initiatives designed to ease the financial burden people may be facing.
Shots fired at New Westminster house ON Tuesday, at approximately 1:50 a.m., the New Westminster Police Department responded to a report of shots fired at a house in the area of 20th Street and Hamilton Street. The residents were home at the time of the shooting, but confirm that no one was injured. The suspect fled the scene before officers arrived. The Major Crime Unit has taken conduct of the investigation and is actively searching for CCTV footage and asking any witnesses to come forward. Investigators are also looking for dash camera footage from anyone who was driving in the area between 1 and 2:30
a.m. “New Westminster Police Major Crime Detectives are in the early stages of this investigation, and believe it to be an isolated and targeted shooting,” said Sgt. K-12 students to have optional in-class instruction on June 1 PARENTS will have the choice of bringing their children back to class on a part-time basis this school year as part of BC’s Restart Plan, with the goal of returning to full-time classes in September, provided it is safe to do so. “British Columbians have worked hard to flatten our curve. As we move into the next phase of our pandemic plan after the May long weekend, the science shows us that we’re ready to bring students back to school safely on a gradual and part-time basis,” said Premier John Horgan on Friday. “This will be welcome news for many families who have struggled to adjust to remote and online learning, and for parents who are going back to work. At every step, we will move slowly and make health and safety our top priority. B.C. has done well under the guidance of our provincial health officials, and now is the time to take this next step together.” To make sure schools are safe for students and staff, the number of students in school each day will be reduced, with most receiv-
ing in-class instruction part time. School districts will determine scheduling for classes and transportation arrangements. For kindergarten to Grade 5, this means most students will go to school half time (such as alternating days), while grades 6 to 12 will go to school about one day a week. Children of essential service workers and students needing additional supports will have the option to attend school full time. Families that decide not to send their children to class may continue learning from home. “School is the place where kids learn how to connect with others and grow together, and it’s incredibly important for students who need extra support to get more time with their teachers and support workers,” said Rob Fleming, Minister of Education. “We’ve looked at what measures other jurisdictions are putting in place and we’re taking direction from our provincial health officials, so students, educators and staff know we’re taking every precaution to protect their health and safety.”
Health and safety All boards of education and independent school authorities will be required to implement strict provincial health officer and WorkSafeBC health and safety measures to reduce the risk COVID-19 transmission, including: * desks spaced apart and avoiding groups or gatherings of students in hallways or other common areas; * regular cleaning of high-contact surfaces like door knobs, toilet seats, keyboards and desks at least twice a day, and cleaning the school building at least once a day; * students, educators and staff will be required to clean their hands before entering school property, and there will be more hand-sanitizing and cleaning stations available, with well-stocked supplies; * staggered drop-offs, lunch and recess breaks, with increased outside time; * staff and students (or their parents/guard-
John Horgan ians) must assess themselves daily for symptoms of COVID-19. If any student or staff member has even mild symptoms, arrangements will be made for that person to be returned home; * one student per seat on school buses, unless children are from the same house, with plexiglass separating the bus driver from students; and * students or employees should not share food or personal items like phones, pens or pencils. Clear protocols also need to be in place for the safe and healthy handling of all food items. Gradual approach The Ministry of Education has developed a five-stage approach to operate schools, depending on risk of transmission. Schools will also have plans in place for each stage, ensuring they are ready to make changes if there is a risk of transmission, a second wave or a community outbreak. Each school district and independent school must have its return-to-class and safety plans approved by the ministry before moving to the next stage. The plans will be posted on each district’s website for families to access. The ministry will support boards of education and independent school authorities in building these plans, and operations during the pandemic will be regularly monitored. Since returning to class is voluntary and most students will be attending part time, school leaders will contact families to make arrangements for children to return to inclass instruction. If parents have not heard from their schools by May 22, 2020, they are asked to contact their principal. Parents and caregivers are advised to follow the schedule provided for their child to ensure a safe and orderly restart.

Many child care centres have continued to operate safely throughout the COVID-19 pandemic to support essential service workers in communities across B.C. Updated health and safety guidelines for child care settings released by the provincial health officer will support child care centres that were closed to reopen safely as they are able, and will reassure parents as they return to work that their children will be cared for in a safe environment. Information from the BC Centre for Disease Control states the COVID-19 virus has a very low infection rate in children. As well, children are not the primary drivers of COVID-19 spread in child care facilities, schools or in community settings. Like schools, child care centres will need to take additional precautions to maintain the health and safety of their employees and the children they care for. “We know that parents will continue to make the right child care decisions for their family, based on their individual circum-

Child care centres have sufficient space to support physical distancing between staff without reducing the number of children in care at any one time. * organizing children into smaller groups and/or spreading children out to minimize direct physical contact. * cleaning and disinfecting frequently touched surfaces at least twice a day. General cleaning of the centre should occur at least once a day with common cleaning and disinfectant products. * Setting up hand-hygiene stations at the entrance, so children can clean their hands
when they enter. If a sink with soap and water is not available, provide hand sanitizer but keep out of children’s reach and supervise its use. Additional hand-hygiene opportunities should be built into the daily schedule. * staggering the timings of pickup and dropoff. A daily check at drop-off may be conducted by asking parents and caregivers to confirm their child does not have symptoms of common cold, influenza, COVID-19 or other respiratory disease. Fraser Health’s Chief Medical Health Officer to rescind gym closure order FRASER Health Chief Medical Health Officer Dr. Martin Lavoie is rescinding an order closing all indoor gyms and fitness facilities, effective May 19. The order, issued on April 15, is being rescinded in accordance with Phase 2 of B.C.’s Restart Plan. Indoor gyms and fitness facilities, such as weight training, gymnastics, and martial arts facilities, yoga and dance studios, and other similar facilities, will be permitted to re-open if they can meet provincial requirements to protect staff and clients against the spread of COVID-19. Any facility wishing to resume operations must develop a plan that follows safety measures laid out by the Provincial Health Officer and WorkSafeBC. Guidance for facility operators and for the public related to gyms and other fitness facilities is now available on fraserhealth.ca.

The Ministry of Education is working with all 60 school districts, independent school authorities, First Nations schools, teachers, school leaders, support staff, public health officials and all its education partners to coordinate the next steps for accommodating more students in class. “As we look to create our new normal, reopening our schools to in-class learning is an important step,” said Dr. Bonnie Henry, B.C.’s Provincial Health Officer. “It will look different, but will be done in way that is safe for everyone. I want to assure all the staff, students and families that we will face the challenges that come with this transition together – and we will do it in a measured and thoughtful way.”

Vancouver Police Chief Palmer slams City for reducing police budget ADAM Palmer, Chief Constable, Vancouver Police Department, on Thursday slammed the City for reducing the police budget. He pointed out in a press statement: “Since the pandemic began, police officers have been working 24 hours a day, seven days a week. Patrol officers have been on the frontline, putting themselves at risk, to keep the city safe. Police cannot reduce or defer frontline work, as in-progress emergencies have continued throughout the city.” He added: “Crime has not stopped. Calls from the public have not stopped. I appreciate the hardship faced by employees of the City, the library, and the Park Board who have recently received lay-off notices. I do not want to minimize the impact the pandemic has had on these employees and their families. However, it’s important to take into consideration that there was a corresponding reduction in their workload due to closures as a result of physical distancing rules. This has not been the case for police.” Palmer said: “I’m surprised the City of Vancouver has asked for a reduction to frontline response in the midst of a pandemic – police are an essential, core service. In my view,
Chief Constable Adam Palmer it is problematic to cut an essential service to fund non-essential services. Ninety-seven percent of the VPD’s budget is non-discretionary (i.e. salaries). Therefore, any reduction equals a reduction in police response. “I’m concerned about the lack of transparency in this process. Decisions that have the potential to have a fundamental impact on public safety should not be made in private. The public has a right to know what was debated, and how their elected officials voted. There was zero consultation with the Vancouver Police Board, VPD, or any VPD unions on the motion itself and how it will affect the safety and security of Vancouver residents. I learned about the motion on Wednesday afternoon after it was developed, voted on, and passed.
I would have appreciated the opportunity to present to Council, in a public forum, on the public safety implications. “Last month, the City asked the Vancouver Police Board to reduce VPD’s operating costs significantly. The board provided a thorough, detailed response about how such a reduction would be detrimental to public safety. However, the board committed to ensuring that VPD works to maximize budget savings throughout the year. “It’s important to note that the VPD was asked to reduce costs by not filling frontline positions in response to the 2008/2009 economic downturn. Finally, this year, the department overcame this staffing deficit to return to 2009 staffing levels. WorkSafeBC releases industry-specific guidance for next phase of restart WORKSAFEBC has released industry-specific guidance and resources for employers resuming operations as part of phase 2 of the provincial government’s restart plan. “Every employer is required to have a COVID-19 Safety Plan that assesses the risk of exposure at their worksite and implements measures to keep their workers safe,” said Al Johnson, Head of Prevention Services at WorkSafeBC, on Friday. “We’ve developed both general and industry-specific materials in consultation with industry and labour stakeholders to ensure they
are practical and understandable for workplaces in each sector.” Industry-specific guidelines and resources are now available for the following sectors: * Restaurants, cafes, pubs * Salons and personal services * Real estate * Arts and cultural facilities (Museums, art galleries, and libraries) * Parks and outdoor spaces * Health services * In-person counselling * Office space Sector-specific guidelines for child care and recreation and sports will be available
in the coming days. To complement the protocols for specific industries, WorkSafeBC has also developed general resources intended for all workplaces. These include: a COVID-19 safety plan template, workplace posters, information on cleaning and hygiene practices, and guidance on the selection and use of masks. WorkSafeBC reminds employers that they do not need to submit their safety plan for review or approval. WorkSafeBC Prevention Officers will, however, begin a province-wide verification and inspection initiative to
ensure that employers have their plans in place and are keeping their workers safe. “The planning process should involve workers for their input to ensure their concerns are heard and addressed,” said Johnson. The release of industryspecific information and resources from WorkSafeBC aligns with the provincial government’s multi-phased plan to restart the economy. WorkSafeBC will continue developing industry-specific information and resources for the next phases of the restart, to help employers develop their COVID-19 Safety Plan in advance of re-
opening. Should workers and employers have questions or require additional assistance in reducing the risk of COVID-19 transmission at their workplace, they can call WorkSafeBC’s Prevention Information Line at 1-888-621-7233 to speak directly with a prevention officer to receive advice and direction. WorkSafeBC is also launching an awareness campaign in support of workplace health and safety as restrictions are lifted and more businesses resume operations. The province-wide, multi-language campaign
will focus on how healthy and safe workplaces contribute to a safe and healthy province. Employers and workers will be encouraged to access resources and information on workplace health and safety and COVID-19 prevention at worksafebc.com. The awareness campaign includes radio, TV, out-of-home signage, digital, and social. State of emergency extended in B.C. till May 26 AS B.C. moves toward its new normal, Mike Farnworth, Minister of Public Safety and Solicitor General, is extending the provincial state of emergency to support continued co-ordination of the pandemic response. “Because of our determination and sacrifices over the past months, we’re now in a position to carefully move toward the next chapter in our response to COVID-19, but we must not lose sight of the challenges that are ahead,” said Premier John Horgan on Wednesday. “At each and every step forward, your government will continue in its commitment to keep our communities safe and support people through this difficult time.” The government recently announced BC’s Restart Plan, laying out a series of steps and principles that everyone in B.C. will take together to protect people and ensure that the province can come back from COVID-19 stronger than before. “As we look forward to increasing our social and economic activity in B.C., we must remember that the fight against COVID-19 is far from over,” said Farnworth. “Our province continues to be in a state of emergency, and we will continue in our co-ordinated response to keep people safe, support our
health-care system and ensure our supply chains are secure.” The current state of emergency is being extended through the end of the day on May 26. During the last two weeks of the provincial state of emergency, government has taken action to support British Columbians by: * supporting over 400 people’s transition from unsafe encampments in Oppenheimer Park in Vancouver, and Topaz Park and the Pandora corridor in Victoria, into safer, temporary accommodation as a first step toward more secure housing; * opening applications for the B.C. Emergency Benefit for Workers, a one-time taxfree payment of $1,000 for eligible British Columbians; * making more supports available for communities following a rise in racist incidents targeting Asian people during the COVID-19 pandemic; and * building on measures to help the forest sector by deferring stumpage fees for three months to help people, communities and forest companies. Students, recent graduates can apply for financial relief PRIME Minister Justin Trudeau announced on Wednesday that students and recent graduates could apply for financial relief from the federal government on Friday (May 8). The Canada Emergency Student Benefit will provide students $1,250 per month for up to four months, with an extra $750 for students with disabilities or dependents. The Canada Emergency Student Benefit (CESB) provides emergency financial relief to students and recent graduates who are unable to work, or unable to find work, due to reasons related to

Three categories of students are eligible for
the CESB: 1. Students enrolled in a post-secondary education program To be considered a post-secondary program for the purpose of the CESB, a program must meet ALL of the following criteria: Taken at post-secondary level (means education at a university or college level, including education of a technical or vocational nature and vocational training at the secondary level in Quebec); A series of courses that last at least 12 weeks and lead to a degree, diploma, or certificate; and At a listed institution (from the Government of Canada’s Master List of Designated Educational Institutions or the Master List of Certified Educational Institutions, or Quebec’s Répertoire des Établissements d’enseignement et des Programmes d’études; or an Indigenous Institution recognized by a province or territory). Failure to meet any of the three criteria listed above would make a person ineligible. The CESB will be available to both part-time and full-time post-secondary students, as well as summer students. Canadians in apprenticeship programs who meet the eligibility criteria (currently enrolled in a PSE program) would also qualify for the CESB so long as they do not qualify for, or are in receipt of, the CERB, and do not earn more than $1,000 (before taxes) per month. 2. Students who have graduated from or left their post-secondary studies no earlier than December 2019 3. - a protected person. There are no age restrictions for who is eligible for the CESB. When applying, students must attest that for COVID-19 related reasons, they are: - unable to work; or - seeking work but are unable to find it; or - working but unable to make more than $1,000 (before taxes) over the four-week period for which they are applying. Benefits payments for eligible Canadians to continue until Fall 2020 DIANE Lebouthillier, federal Minister of National Revenue, on Friday announced that benefit payments will continue for an additional three months for those who are not able to file their 2019 returns on time. Eligible Canadians who are presently receiving the Goods and Services Tax/Harmonized Sales Tax (GST/HST) credit and/or the Canada child benefit (CCB) will continue to receive these payments until the end of September 2020. As previously announced as part of Canadaâ&#x20AC;&#x2122;s COVID-19 Economic Response Plan, the tax filing deadline has been extended from April 30 to June 1. The Canada Revenue Agency (CRA) expects many Canadians will need to take advantage of the extended deadline. Therefore, if the 2019 tax return is not assessed, and to allow time to calculate benefits and/ or credits for the July to September 2020 payments, payment amounts will be based on information from 2018 tax returns. If 2019 tax returns are not received and assessed by early September 2020, estimated
benefits and/or credits will stop in October 2020 and the taxpayer will have to repay the estimated amounts that were issued as of July 2020. The CRA encourages Canadians to file their tax returns by June 1, or as soon as possible in order to receive the right amount of benefits based on their 2019 tax return, and in order to ensure continuity of benefits beyond September 2020. The CRA has helpful information and a step-by-step guide to help Canadians complete their taxes. To help file taxes, free virtual clinics will be offered by local organizations, in partnership with the CRAâ&#x20AC;&#x2122;s Community Volunteer Income Tax Program (CVITP) and the joint CRA and Revenu QuĂŠbec Income Tax Assistance â&#x20AC;&#x201C; Volunteer Program. These clinics will be held on an interim basis to help those with low and modest incomes and a simple tax situation who are looking for support during tax season. Lebouthillier said: â&#x20AC;&#x153;We know many Canadians are facing hardship as a result of the financial, physical, and emotional strain

15 new COVID-19 cases in B.C.; five more deaths HEALTH Minister Adrian Dix and Provincial Health Officer Dr. Bonnie Henry on Friday announced 15 new COVID-19 cases, for a total of 2,407 cases in British Columbia. Unfortunately, there were five new COVID-19 related deaths, four in the Fraser Health region and one in the Vancouver Coastal Health region, for a total of 140 deaths in British Columbia. There are 359 active cases of COVID-19 in the province, and 1,908 people who tested positive have recovered. Of the total COVID-19 cases, 51 individuals are hospitalized, 12
Adrian Dix of whom are in intensive care. The remaining people with COVID-19 are recovering at home in self-isolation. Every health region in British Columbia has patients with
COVID-19. Since the start of the pandemic, there have been 878 in the Vancouver Coastal Health region, 1,164 in the Fraser Health region, 126 in the Island Health region, 181 in the Interior Health region and 58 in the Northern Health region. There has been one new acute-care outbreak at the Abbotsford Regional Hospital. In total, 15 long-term care or assisted-living facilities and five acute-care units have active cases. There has also been one new community outbreak with two confirmed cases at the Oppenheimer Group, a fruit and
vegetable processing plant in Coquitlam. The public health investigation is ongoing, active contract tracing is underway and the plant remains open at this time. NOW IN SURREY Surrey RCMP began an investigation after being tipped off on a possible illegal cannabis store operating at a residence in the 16400-block of 24A Avenue. The Surrey RCMP Drug Unit executed a search warrant at the residence on April 23 and located evidence of alleged drug trafficking, including indications of illegal online cannabis sales. As a result of the investigation, officers located and seized a number of items consistent with drug trafficking, including cocaine and MDMA. Police also located drug cutting agents, drug packaging and processing materials. Multiple cell phones were seized along with various packaged cannabis products, and $1,700 in cash. A man and woman were arrested and later released pending further investigation. No charges have been laid at this time. “This is a great example of Surrey residents helping to address the illicit drug trade in the community,” said acting Proactive Enforcement Officer, Staff-Sgt. Ryan Element on Monday. “Despite the legalization of cannabis, we will continue to enforce drug laws and target illegal drug activity in Surrey.” Police said this is a good reminder to the public that it is not only illegal to sell cannabis from an unauthorized dealer, it is also illegal to purchase cannabis from an unauthorized dealer, regardless if the purchase is in-store or online. Targeted shooting at residence on Abbotsford’s Yukon Crescent ON Friday, at 11:19 p.m., Abbotsford Police were called to the 33000-block of Yukon Crescent for a report of shots fired. Officers located a residence that had been shot at. There were several adults in the residence at the time of this incident; fortunately, no one was injured. Investigators are in the preliminary stages of this investigation; however, they believe this was a targeted attack. Abbotsford Police Major Crime Detectives have assumed this investigation and are asking to speak to witnesses to this incident. Mortgage rates just hit another record low A weaker-than-expected read on Aprilâ&#x20AC;&#x2122;s coronavirus-affected retail sales released Friday contributed to the decline in rates, as investors moved into the relative safety of the bond market, pushing yields down. There are now close to 4.7 million borrowers in mortgage forbearance programs, mostly in government-backed loans, according to Black Knight. There are also lenders remaining at higher rates. â&#x20AC;&#x153;Not every lender is there, though, and any scenarios where the buyer has a lessthan-perfect profile may not even be close to alltime lows,â&#x20AC;? said Matthew Graham, chief operating officer of Mortgage News Daily. â&#x20AC;&#x153;Lenders are increasing fees for riskier borrowers due to the economic uncertainties brought on by the coronavirus and the
rising number of borrowers struggling to make their monthly payments.â&#x20AC;? There are now close to 4.7 million borrowers in mortgage forbearance programs, mostly in government-backed loans, according to Black Knight, a mortgage data and analytics firm. Those borrowers can delay monthly payments for at least three months and as long as a year, but the payments do have to made at a future date. Low mortgage rates are contributing to a fasterthan-expected recovery in homebuyer demand. As states restart, buyers are heading back to open houses. Others are stepping up their virtual shopping. Both real estate agents as well as homebuilders have reported higher interest from buyers in just the last two or three weeks.

Housing Market Slows, but Resilient in Response to Pandemic
Vancouver, BC: May 13, 2020. The British Columbia Real Estate Association (BCREA) reports that a total of 3,284 residential unit sales were recorded by the Multiple Listing Service® (MLS®) in April 2020, a decline of 50.8 per cent from April 2019. The average MLS® residential price in BC was $737,834, a 7.8 per cent increase from $684,430 recorded the previous year. Total sales dollar volume in March was $2.4 billion, a 46.9 per cent decrease over 2019. “We expected to see a sharp drop in sales for April as we confronted the COVID-19 pandemic,” said BCREA Chief Economist Brendon Ogmundson. “However, buyers and sellers are adapting to a new normal, and activity should pick
up as the economy gradually re-opens.” While home sales were down by more than half compared to this time last year, the supply of homes for sale, which normally rises through the spring, was down close to 10 per cent on a seasonally adjusted basis and down 23.7 per cent year-over-year. That slide in total active listings means that prices remained firm despite the sharp fall in sales. Year-to-date, BC residential sales dollar volume was up 9.6 per cent to $15.3 billion, compared with the same period in 2019. Residential unit sales were down 1.7 per cent to 20,164 units, while the average MLS® residential price was up 11.6 per cent to $758,614.

New Delhi (IANS): The Indian government is going to operate 149 flights to bring back Indians from abroad in the second phase of the ‘Vande Bharat Mission’, India’s biggest ever evacuation exercise. New Delhi (IANS): The Supreme Court on Wednesday declined to entertain an interim bail plea filed on medical grounds by former senior Congress leader Sajjan Kumar, who is serving life imprisonment for his involvement in the 1984 anti-Sikh riot case. A bench headed by Chief Justice S.A. Bobde and comprising Justices Indu Malhotra and Hrishikesh Roy, after examining Kumar’s medical report, said: “You do not need any medical hospitalization”. Earlier, the apex court had directed Kumar to appear before an AIIMS board, which would determine whether he needs to be hospitalized. Senior advocate Vikas Singh, representing Kumar, contended before the bench his client is more than 70 years old and suffering

Ottawa (IANS): Canada’s Calgary Zoo has announced that it will return two giant pandas to China due to the COVID-19 travel restrictions which have made it very difficult to transport bamboo to feed the animals. The Calgary Zoo closed temporarily on March 16 amid the pandemic, reports Xinhua news agency. Direct flight cancellations between China and Calgary, a city in the western province of Alberta, resulted in Canadian airline WestJet stepping up to move the bamboo from Toronto to Calgary, but fewer flights between China and Toronto as a result of the pandemic removed this option. The zoo said it tried to find new bamboo suppliers to feed the pandas, “Er Shun” and “Da Mao”, but encountered logistic issues. “We believe the best and safest place for Er Shun and Da Mao to be during these challenging and unprecedented times is where bamboo is abundant and easy to access,” Calgary Zoo President and CEO Clement Lanthier said. The two pandas arrived in Canada in 2013 as part of a 10-year agreement between Canada and China over the animal’s protection and research.

Modi talks of self-reliance; takes total package to 10% of GDP New Delhi (IANS): Prime Minister Narendra Modi on Tuesday announced a massive financial package to revive, reform and make the country self-reliant, while at the same time welcoming foreign capital and strengthening of supply chains. In a televised address to the nation, Modi talked about new infrastructure and rational tax systems for a quantum leap of growth. Besides, the Prime Minister announced stimulus measures which will take the total amount announced by the Ministry of Finance and the RBI to a total of Rs 20 lakh crore or 10 per cent of the GDP [1 crore = 10 million; 1 lakh = 100,000].

goods. Modi said that the package will give emphasis on land, labour, liquidity and laws. The package will also focus on the farmers and the labourers who support the nation during the times of crisis. Modi further said that the package will give rise to a rational tax system, strong financial system besides encouraging businesses and bringing in investments into India. Industry experts welcomed the announcements, saying that there are many ways in which the schemes announced on Tuesday can be financed, including from the extra Rs 200,000 lakh crore the Centre will get from higher levies on
petrol and diesel. Apart from this, the government has already used the escape clause in the FRBM [Fiscal Responsibility and Budget Management] Act. The announcement came at a time when the official data showed that contraction in manufacturing and electricity sector’s output on the back of the COVID-19 outbreak and the subsequent lockdown to curb its spread plunged India’s factory production in March 2020. The factory output crashed by (-) 16.7 per cent during the month under review from a growth of 4.62 per cent in February and 2.7 per cent recorded in the corresponding month of last year.
India pitches for Japanese companies as they move out of China New Delhi (IANS): India is making a pitch for attracting Japanese companies in the post COVID-19 scenario after the Japanese government announced incentives for its companies to move out of China. Invest India has prepared a paper on “Why is India the best place for Japanese investments in the post COVID-19 world” authored by Devika Chawla, Strategic Investment Research Unit, and Seerat Kohli, Japan Plus, Invest India. The paper has also been put up on the Twitter handle and Facebook page of the Indian embassy in Japan. Invest India is a non-profit venture under the Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry. It is the National Investment Promotion and Facilitation Agency of India and acts as the first point of reference for investors in India. The paper argues that there is widespread uncertainty about China’s future global role and
trade practices. It examines the recent announcements by the Japanese government offering massive incentives to their companies to move out of China and argues why Japan should look towards India as the foremost destination for diversifying its supply chains away from China. The implications of this package will be wide and far-reaching, both in terms of geopolitics as well as economics. Specifically, the decision to promote relocation of Japanese companies away from China, its largest trading partner, indicates a growing consensus in Japan to move its supply chains back to the country, or to other preferable countries such as Vietnam, Thailand and India. It points out that China has been rapidly losing its attractiveness among Japanese countries for a while now, an example of which can be seen from the fact that about 159 Japanese companies operating in China have relocated to comparable countries like Vietnam and Thailand.
United Nations (IANS): The UN on Tuesday slashed India’s economic growth projection for the current fiscal year to 1.2 per cent, which would still be the second-highest growth rate among major economies, trailing only China. The mid-year World Economic Situation and Prospects (WESP) update expects India’s rate of gross domestic growth to increase to 5.5 per cent in the next fiscal year. The growth rate for the world ravaged by
COVID-19 is projected to shrink by 3.2 per cent this year, with the developed countries bearing the brunt with their economic growth dropping by 5 per cent, according to the update. The 1.2 per cent estimate for India for the current year is a drastic COVID-19-fuelled cut from the 6.6 per cent made in January made by the UN Department of Economic and Social Affairs. China is expected to grow by 1.7 per cent
“Such diversification and shifting of Japanese firms away from China is estimated to create a $730 billion economic opportunity for developing geographies like ASEAN and India. “The ongoing COVID-19 crisis presents a golden opportunity for India and Japan to further boost their already successful relationship,”, the paper argues. There is little doubt in anyone’s mind that the post COVID-19 world will be starkly different from the one preceding it in many significant ways as the world looks towards an economic and social reset, it said. “Among other things, this pandemic has highlighted the world’s over-dependence on China, particularly in areas such as medical equipment and medical textiles, as a result of which, there has been a growing consensus between and within countries such as India and Japan about not only promoting their domestic industries but also diversifying their reliance on China for manufacturing activities,” it said.
The paper points out that these convergences bring Indian and Japanese interests closer and the opportunity presented by Japan’s announcement of funding its multinationals to relocate away from China, must be fully leveraged by India as the most preferable destination to secure such investments from Japan. India has a variety of factors and reasons to be the favourite destination for Japanese investments, including its global role and position as a key international player capable of replacing China, its large market size offering immense opportunities for trade, its consistently strong growth rates, its vast pool of cheap yet skilled labour and last but not the least, its open and democratic values, a major feature that differentiates India from China. “A deepening of the Indo-Japanese relationship proves a win-win for both; promoting India as the prime place for Japanese companies to invest in, goes a long way in that direction,” it said.
UN slashes India’s growth rate to 1.2% for 2020-21 this year and increase its rate to 7.6 per cent next year. The WESP update reduced India’s growth rate for the last fiscal year to 4.1 per cent from the 5.7 per cent estimated in January. The UN projection for the current fiscal year is less than the 1.9 per cent made by the International Monetary Fund (IMF) last month. The UN expects South Asia’s economies overall to shrink by 0.6 per cent during the
current year. The UN update said, “The global economy is expected to lose nearly $8.5 trillion in output over the next two years due to the COVID-19 pandemic, wiping out nearly all gains of the previous four years. The sharp economic contraction, which marks the sharpest contraction since the Great Depression in the 1930s, comes on top of anaemic economic forecasts of only 2.1 per cent at the start of the year.”

New Deal: In all 15 new, enhanced measures to revive economy New Delhi (IANS): Union Finance Minister Nirmala Sitharaman on Wednesday announced 15 new and some enhanced measures to revive and support businesses, and workers under the mega stimulus package -- Self-Reliant India Movement -- which was announced by Prime Minister Narendra Modi last evening. Sitharaman announced a slew of fiscal and regulatory measures for Micro, Small and Medium Enterprises (MSMEs), real estate, NBFCs, power distribution and general businesses. Attempts have also been made via these measures to decrease the regulatory burden on companies, while increasing the take-home pay of employees. But the big takeaways were for the MSME sector which is considered to be the backbone of economic activity. In terms of measures, the Centre has decided to give a new definition to MSMEs. This will denote the type of companies that will be included in the sector. Accordingly, the investment limit for defining MSMEs has been revised upwards. Besides, she highlighted that additional criteria such as turnover has been considered for defining MSMEs. In terms of fiscal measures, the Minister announced that Rs 3 lakh crore [1 crore = 10 million; 1 lakh = 100,000] “Collateral-free Automatic Loans” for businesses, including MSMEs, will be provided to meet operational liabilities built up, buy raw material and restart business. She further announced another scheme worth Rs 20,000 crore for “Subordinate Debt for Stressed MSMEs”. A Rs 50,000 crore “Fund of Funds” for MEMEs which face severe shortage of equity was also announced. The Centre has also decided not to go in for global bidding for government procurement for tenders up to Rs 200

The securities under the scheme will be fully guaranteed by the Central government. Further, the FM has also announced Rs 45,000 crore partial credit guarantee scheme for NBFCs. Under the scheme, first 20 per cent loss will be borne by the Centre, and even unrated papers will be eligible for investment, enabling NBFCs to reach out even to MSMEs in far-flung areas. Additionally, a Rs 90,000 crore liquidity injection plan was announced for the financially stressed power distribution companies. Borrow gold from religious trusts for public benefit, says former Maharashtra CM Mumbai (IANS): In a potentially controversial statement, senior Congress leader and former Maharashtra chief minister Prithviraj Chavan on Wednesday suggested that the government should utilise the huge quantities of gold lying with various religious trusts in the country to finance the rebuilding of the economy post COVID-19 pandemic.

US to give $3.6 million aid to India for COVID-19 battle New Delhi (IANS): The US Centers for Disease Control and Prevention (CDC) has committed $3.6 million to assist India’s efforts to combat the COVID-19 pandemic. A US government statement said the initial tranche of funding will seek to further strengthen and support
the Central government’s efforts to increase laboratory capacity for SARS-COV-2 testing, including molecular diagnostics and serology. The funds will also support the development of Infection Prevention and Control (IPC) centers that can improve the ability of hospital networks to de-
tect COVID-19 cases and strengthen local health systems through enhanced surveillance and monitoring systems. The CDC will work with local partners to assist in the development of a strong public health workforce to support India’s capacity to respond not only to
this pandemic, but also to future threats as well, the statement said. It will also include planning for health emergency operation centres. In addition, the statement said, the CDC India programme will provide technical assistance for the ongoing crisis emergency and risk com-

New Delhi (IANS): The Congress has asked the Prime Minister to meet the Chief Ministers on a regular basis to strengthen the federal structure of the country, said party Treasurer and close Sonia Gandhi aide Ahmed Patel, adding this system should continue after the pandemic. “Important to institutionalise the recent frequent meetings even after we overcome this (coronavirus) pandemic,” tweeted Patel. He said regular meetings between the Prime Minister and Chief Ministers would strengthen the federal structure. “In the last 6 years such meetings have rarely been held,” said Patel. His statement came after the Prime Minister met the Chief Ministers on Monday, where several of the latter pointed out that states should decide on opening up of the econ-

Punjab paying price for Maharashtra government’s negligence: Amarinder Singh New Delhi (IANS): Punjab Chief Minister Captain Amarinder Singh in an interview lashed out at the Maharashtra government for allegedly lying that migrants working in Nanded went through the COVID-19 test. On reaching Punjab, 969 of them tested COVID positive which Singh blames on the Maha Agadhiled Maharashtra government in which the Congress is an ally of the Shiv Sena. The Chief Minister said the COVID numbers are all set to spike in the coming days with a large section of the Punjab population being brought back from abroad. Here are excerpts of the interview in which he talked about home delivery of liquor to rubbishing claims that the Railway Ministry is shouldering the main share of the cost for bringing migrant labourers home: Q: Many Indians stranded abroad are being brought back from COVID affected countries to India and this will continue in the next few days. With a sizable Punjabi population living outside India, is that a cause for concern for the state government?
Amarinder Singh. A: Well, the concern is definitely there. It was, in fact, the influx of NRIs in February-March that triggered the first wave of COVID cases in Punjab. So the danger of a large number of Punjabis coming back at this stage and spreading the infection, when the situation is already serious, is real. But that does not mean that we don’t want to welcome our brothers and sisters back home. Most of them have their families or businesses etc here. Naturally they want to come back. The challenge is how to ensure their safe return, and also to ensure that their return does not mean an increased risk of infection among their families, neighbours and others in the state.

the same time, and when we tested them later, we found many of them to be positive. And the worst part is most of them were not symptomatic. In fact, of the 4200-odd persons who had returned from Nanded, 969 had tested positive, though only 23 of them were symptomatic. Some of the test results are still awaited. Unfortunately, even though we were assured by the Maharashtra government that all the pilgrims being sent back from Nanded had been tested thrice, it turned out that they had only been screened and no testing was done. We are paying the price for their negligence. In fact, we are expecting the number to spike further with NRIs and migrants from other states coming back. Of course, they’ll all have to undergo mandatory quarantine and testing, as per the protocols we have put in place for them. But there is bound to be an increase in the positive cases over the next few weeks. Q: Up until when do you foresee this lockdown to stay in your state? A: I cannot offhand give you a timeline. It really depends on how the situation pans out over the next 10 days. Going by the way things are moving, the trends are extremely worrying, with experts warning of a peak in cases across the country. And as I have maintained all along, saving lives is our first priority. So while the effort to get business and economy back on track will continue, the extent of the relaxation is not something we can
define at this stage. That is the way things are working around the world. There is easing of relaxations, but it is subject to the situation not worsening. As and when the time arrives, we will decide whether to continue with the curfew or lockdown and to what extent, in which areas. Q: One Congress ruled state – Chhattisgarh – has implemented home delivery of liquor. Do you think other states too should replicate it? A: In Punjab, we have already started the home delivery of liquor effective May 7. It is necessary to maintain social distancing and prevent crowding at the shops, which also we opened on Thursday. There are of course conditions attached to the home delivery model, in terms of license fee, number of bottles that can be ordered etc. Q: Recently, it was claimed that the Railway Ministry is bearing 85% of the cost for transporting migrant labourers while the Punjab Special Chief Secretary has gone on record to state 100% of the cost is being borne by Punjab for migrants leaving from the state, calling everything else “notional”. What is the truth? A: Yes, that is the way it is working out effectively. The Railways in this case has smartly chosen to charge 15% of the per head cost for a chartered train from the states, instead of showing them as relief trains for transporting the workers.
And this 15% of chartered train fare works out to the second class sleeper ticket fare. So we end up paying the full cost of the ticket for the labourer. I don’t know why and how the Railways has been allowed to get away with this. The Railway Ministry needs to look into this and address the issue urgently, since there are lakhs more workers waiting to travel from and to all corners of the country. Q: Aarogya Setu App is being made mandatory for all employees in India now. Do you share any privacy concern over its usage like others? A: I believe there are security and privacy concerns related to the app, which Rahul Gandhi had highlighted and which even some experts had endorsed. As long as there are fears and apprehensions on this count, people will not accept it easily. So while such technology might seem essential to tackle COVID at present, due care needs to be taken for the protection of data on the app. The app should not, at any cost, be used for the surveillance of the people. The privacy of the citizens should not be compromised at any cost. Even in Punjab, we have our own COVA app for managing COVID, but we are making sure that there is no scope for misuse and it is not used as a surveillance tool except for the limited purpose of tracking COVID suspects, or those travelling and hence prone to the risk of infection.

Unorganised labour to be priority in Centre’s relief package: Punjab Chief Minister Chandigarh (IANS): Expressing disappointment at the Centre’s failure to address the humanitarian crisis resulting from the lockdown, Punjab Chief Minister Amarinder Singh on Wednesday said immediate intervention in the unorganised labour sector should have been a top priority in the fiscal relief package, the first tranche of which was announced by Union Finance Minister Nirmala Sitharaman. “It was unfortunate that the Finance Minister had not deemed it fit to balance the
needs of the MSMEs [Micro, Small and Medium Enterprises], NBFCs [Non Banking Financial Company] and the housing sector with the urgent requirements of the lakhs of migrant labourers facing unprecedented problems due to the current crisis,” said the Chief Minister. Citing the Prime Minister’s emphasis on securing ‘jaan’ with ‘jahan’, Amarinder Singh said the first set of announcements from the Finance Minister showed no intent at protecting lives, without which there could,
in fact, be no livelihood. “The MSMEs, the housing sector, etc, have to first survive, and then take the leap to the revival stage. And how will they survive without their workers, who have left them in hordes and seem in no mood to return any time soon?” asked the Chief Minister, urging the Central government to take note of the woes of the labourers, especially in the unorganised sector, to address the immediate challenges for the national economy. While the implications and
impact of the relief announced by the Union Finance Minister would need more analysis, the Chief Minister said on the face of it, the MSMEs had not received the much-needed bailout package. Instead, they were being offered loans, which will only end up plunging them into a deeper debt crisis. Even the MSMEs working in the critical health sector have not received any special incentives to give them the impetus that they need right now to support the COVID-19 battle, Ama-
rinder Singh lamented the absence of any serious thought in prioritising the nation’s needs at this critical juncture. Pointing out that Punjab had 2.52 lakh [252,000] industries, of which only about 1,000 were large, the Chief Minister said given the magnitude of the problem, the Centre would need to come out with a massive package for the MSMEs to resume operations. And only when the MSMEs start opening up will the migrant labour return to the state, he added.
The announcements made on Wednesday, said the Chief Minister, appeared to be aimed at reviving the economy in the long term, and not focused on giving the urgent financial support needed by the critical sectors of the economy. The Chief Minister hoped that the next set of announcements from the Finance Minister would see some concrete announcements for the unorganised labour sector, in particular, and also address the grave unemployment crisis staring the country.

Punjab, Haryana procure 185 lakh tonne wheat Chandigarh (IANS): With a bumper crop, wheat procurement in food grain states Punjab and Haryana has reached 185 lakh tonne [1 lakh = 100,000] amid the ongoing lockdown in the wake of the Covid-19 pandemic, officials said on Thursday. The wheat procurement in Punjab is almost double than its neighbouring Haryana.
Sanjeev Kaushal, Additional Chief Secretary with the Agriculture and Farmers’ Welfare and Cooperation Department, said a total of 65.66 lakh tonnes of wheat has been procured from 424,868 farmers in the state in the past 21 days. He said a total of 6.25 lakh tonnes of mustard has been procured till Wednesday. Also, 3114.13 tonnes of gram have been
procured. Punjab, which contributes 30-35 per cent wheat to the national kitty, is expecting to harvest about 185 lakh tonnes and the market arrival is likely to be about 135 lakh tonnes, amounting Rs 26,000 crore [1 crore = 10 million], officials said. The minimum support price (MSP) of wheat is Rs 1,925.

Punjab MLAs-Chief Secretary duel over liquor policy intensifies Chandigarh (IANS): The face-off between the Punjab legislature and the administration over liquor policy intensified with a Minister here on Wednesday coming out in support of Congress legislators, demanding a probe into the Excise Department revenue losses in the past three years. A day earlier, Chief Secretary Karan Avtar Singh was divested of the charge of Financial Commissioner (Taxation) as Chief Minister Amarinder Singh’s colleagues, led by Finance Minister Manpreet Badal, announced to boycott a meeting attended by the bureaucrat. The charge against the Chief Secretary is his son’s stake in the liquor business. Sukhjinder Randhawa, a Minister, demanded an inquiry into the revenue losses in the Excise Department. “I agree with Amarinder Singh Raja and appeal Chief Minister Punjab Amarinder Singh to initiate enquiry into the revenue loss to

the Excise Department for the last three years,” he said. Randhawa also tagged Gidderbaha legislator Amarinder Singh Raja’s tweet, which said: “Dear Capt Amarinder Singh, it’s my humble request to kindly also initiate enquiry against Chief Secretary Karan Avtar Singh on revenue loss of over Rs 600
crore [1 crore = 10 million].” Raja also demanded that the Chief Secretary be removed for holding a free and fair probe. Randhawa, Jail Minister, was among the Ministers who last week staged a walkout against the Chief Secretary at a pre-Cabinet meeting for his alleged misbehaviour over the revision of the excise policy. Joining chorus against the Chief Secretary, Congress legislators Raj Kumar Verka, Sangat Singh Gilzian, Kulbir Singh Zira and Barinder Singh Pahra also demanded probe. Meanwhile, the Chief Minister has approved the excise policy for this financial year with compensation to the liquor contractors for the losses incurred during the lockdown. After this, liquor contractors opened their vends on Wednesday. The government has left it on contractors the option to supply liquor at the customers’ doorsteps.
On Tuesday, Shiromani Akali Dal (SAD) chief and former Deputy Chief Minister Sukhbir Badal demanded registration of an FIR either against the Chief Secretary or the Ministers over allegations of conflict of interest in the liquor ‘loot’ in the state. He said the people must know the real issue behind the collision between the Chief Secretary and the Ministers and the Congress leaders, who accused the senior officer of being “corrupt and arrogant”. “Instead of making a laughing stock of the high constitutional institutions of the cabinet and the Chief Secretary, time has come for taking a concrete legal view and penal follow-up on allegations of liquor loot,” Badal said. Badal alleged the Congress leaders were trying to “legalise” the illegal home delivery of liquor, which continued during the lockdown.

Management Act has been registered, Director General of Police (DGP) Dinkar Gupta said on Tuesday. Gupta said the weapons recovered from them included a 12 bore double-barrel rifle, a 32 bore Beretta pistol, two 32 bore pistols, a 12 bore pistol and a 315 bore pistol, along with two rounds each of 315 bore and 32 bore. was reportedly in direct contact with several gangsters and drug smugglers currently in prison. The DGP said Gurpreet’s questioning had revealed that he was in direct contact with Shubham Batala, gangster and prime accused in the case of armed robbery of nearly Rs 7 crore [Rs 70 million] from a jewellery shop in Amritsar in 2018.
Shubham was arrested in 2019 and is currently lodged in Central Jail in Amritsar. Based on the forensic and technical investigation conducted so far, it has been found that Gurpreet was in contact with Shubham, and supplied weapons to his associates in Tarn Taran and Ferozepur areas. The DGP further said on the basis of investigation of the team led by SSP Dhruv
Dhaiya, three other associates of the gang, all residents of Ferozepur, have been identified. They were found to be actively involved in supply of weapons into Tarn Taran. He said Surya has been identified as another key associate of Shubham, who was involved in the illegal weapons’ supply in coordination with Gurpreet. Investigation revealed Gur-
preet was in direct contact with Kuldip Singh, who is the brother of Ranjit Rana, the prime accused in the 532 kg heroin drug haul case, and arrested recently by the police. Gupta said Kuldip, an accused in three cases of NDPS Act, including a case of 22 kg heroin registered in 2014 in Amritsar, is currently lodged in Central Jail in Amritsar.

Obese Patients at Higher Risk of COVID-19 Complications for care when they do seek help. The good news for those who are overweight is that a COVID-19 infection is not always a death sentence, as many patients recover. Shakespeare was a literary genius. But his health advice needs a rewrite. Today, our health will be the better for “a lean and hungry look”.
IN the play, Julius Caesar, William Shakespeare wrote, “Let me have men about me that are fat. Yond Cassius has a lean and hungry look. Such men are dangerous.” Ceasar saw no risk in well-fed men. But fast ahead 500 years, and we now know that being overweight is a major health hazard. Several reports show this is especially true for those attacked by COVID-19. A study of 17,000 hospital patients with COVID-19 in the UK showed that those overweight had a 33% greater risk of dying than those who were not obese. Another study by the British National Health Service showed the risk of dying from COVID-19 doubled among obese people. Researchers noted that having additional risk factors related to obesity, such as diabetes or heart disease, makes the rate even higher. In the U.S., several doctors have noted the same problem. Dr. Jennifer Lighter, Assistant Professor of Pediatrics at New York Langone Health, reports in the Clinical Infectious Diseases Journal, obese patients are two times more likely to need hospital treatment, and three times more likely to end up in intensive care. So, although Shakespeare’s lean Cassius is more dangerous, he’d fare better in a viral pandemic. We’ve known for decades that a normal weight guards against Type 2 diabetes, hypertension, heart attack, and some cancers. But trying to pinpoint disadvantages of extra pounds when assessing COVID-19 is not so easy. Professor Naveed Sattar, at the University of Glasgow, Scotland, says, “Because people are more overweight, they have a greater demand for more oxygen. So that means their system is actually undergoing greater pressure.” Dr. Dyan Sellayah at the University of Reading adds, “Eventually the obese body becomes overwhelmed by the lack of oxygen getting to the major organs.” Other researchers believe that fat cells may act as a reservoir, or safe zone, where the COVID-19 virus can hide. Or, that it’s simply a mechanical matter where excess fat makes it harder for the diaphragm to move decreasing oxygen supply. Surgeons are accustomed to large masses of fat around abdominal organs, and we know this increases the risk of surgical complications. But we also know that abdominal fat is more metabolically active. This is why it’s easier to gain this type of fat, but also easier to lose it in this location. The Lancet has recently reported that more people from black, Asian and minority ethnic communities are dying of COVID-19. Dr. Sellayah believes they have a specific type of fat tissue that is more prone to inflammation. At times this can trigger an over-reaction of the immune system, called a ‘cytokine storm’, and is potentially lifethreatening. But more research is needed, as others argue the disparities may be explained by socioeconomic factors. It’s not the first time obese people have faced increased risk from viral diseases. Arya Sharma, Professor of Medicine at the University of Alberta and Scientific Director of Obesity Canada, reports that obesity was a significant risk factor in the SARS and H1N1 epidemics. Dr. Sharma feels that obese people with COVID-19 face another problem, discrimination. This means they are less likely to seek medical treatment and wait longer

The lawyers at Simpson, Thomas & Associates have represented many accident victims who have been seriously injured by aggressive drivers. Following too closely, ignoring traffic control devices, failing to yield the right of way, improper passing, abrupt lane changes – these are just some of the examples of high-risk, aggressive driving that can cause car crashes. It is important to know how to respond or diffuse the situation if you encounter an aggressive driver. Here are the top five tips on how to deal with aggressive drivers. 1. Yield the right of way if an aggressive driver does not. There are many instances where the rules of the road require a give-and-take – four-way stop intersections are a prime example. When aggressive drivers don’t wait their turn, they put everyone else on the road at risk of a major accident. Lawyers at our firm have seen cases where aggressive drivers challenge for the right-of-way when turning left at an intersection or when exiting a parking lot, causing a crash that injures other drivers, passengers, and pedestrians. If you encounter an aggressive driver, take the proverbial high road and yield the right of way. 2. Leave space around your vehicle so you can react to an aggressive driver. Allow enough room around your vehicle so that you have time and space to respond if faced with a driver who engages in risky driving behaviour. For example, when approaching a red light at an intersection, leave extra room ahead of your vehicle so that you can pull out or forward in the event that an aggressive driver approaches to quickly from behind or stops too close to your vehicle. 3. Keep your vehicle at a safe speed. When another driver is tailgating your vehicle, the instinct is often to increase your vehicle’s speed to put some distance between vehicles. Others may respond to tailgating by slowing their vehicle’s speed significantly to encourage the aggressive driver to pass (or worse, block the passing lane to “annoy” the aggressive driver). Instead, drivers should maintain a safe speed, signal, and change lanes when appropriate to allow the aggressive driver to pass. Don’t let another’s risky driving make you a risky driver too. 4. Stay calm and avoid confrontation. If you encounter an angry driver or driver who makes a mistake such as cutting your vehicle off or taking your parking space, do not respond with aggressive behaviour such as yelling, excessive honking, or rude hand gestures that may escalate the situation or ignite a “road rage” incident. You should stay calm and be polite, even if other drivers do not. 5. Report aggressive drivers or dangerous driving. If the situation warrants, you should report an aggressive driver to the authorities. Make note of the driver’s licence plate and call the non-emergency police phone number when it is safe for you to do so (remember, do not use your phone while operating a vehicle). If you see driving behaviour that is so reckless or dangerous that it could result in immediate harm to others, pull your vehicle over safely and call 911 to make the report immediately.
