Former solicitor general Heed says keeping the Vancouver School Liaison Officer program is not justified BY RATTAN MALL WHILE Vancouver Police Deputy Chief Constable Fiona Wilson on Tuesday criticized the Vancouver School Board’s decision to remove School Liaison Officers from Vancouver schools, calling it a “political decision” and saying this would have huge safety implications now and in the future, former B.C. solicitor general Kash Heed disagreed with her. Heed, a former Vancouver Police superintendent and a former West Vancouver Police chief constable, told The VOICE on Thursday that you had to look at whether this was “a feel-good program” or a successful one. He added: “I think given the issues we have with our youth right now, given the issues we have not only with the delinquency part but the gang connections, the drug use, the effectiveness and the cost of that program, [it] does not justify keeping it. The alternative is to come up with some type of contemporary program – one that addresses these issues.” When he was the police chief in West Vancouver, he received criticism because he got rid of the DARE [Drug Abuse Resistance Education] program there. Heed said: “And that’s all based on the evidence of the success and failure of these programs. A lot of these programs are just feel-good programs. And yes, they had some success. But does that limited success justify the cost expenditure on it? In my opinion, no it doesn’t. Are there alternatives? Absolutely! Do we

WHEN I asked Heed about the Surrey school programs, he said: “Yes, there has been some success and I think we have to measure that success in Surrey with the WRAP Program [Wraparound Program] and that they intervene at a very early age. “I believe the intervention has to occur at a very young age. It has to occur with these kids in elementary school in order to be effective. Once these kids have got into the behaviour, the delinquency, the drug use and the violence, forget it. You’ve got to write them off. “I am sorry to say but there is no evidence that says multi-milliondollar programs are going to be that successful in dealing with this.” He added: “Now there are anomalies in this, I admit, but generally speaking, when you look at the research in this area, those feel-good programs have very, very limited success.” Heed referred to the work of famous American criminologist Lawrence Sherman who wrote a 650-page report for the U.S. Congress on these types of programs and concluded that the success of dealing

Francois Joseph Gauthier, 51, charged in Harpreet Singh Dhaliwal’s homicide CHARGES were approved on Saturday, April 24 by BC Prosecution Service following a Vancouver Police investigation into a homicide in Coal Harbour last weekend. Police responded to calls of shots fired outside Cardero’s restaurant near Coal Harbour Quay and Cardero Street around 8:30 p.m. on April 17. Harpreet Singh Dhaliwal, 31, was pronounced dead on scene after first responders were unsuccessful in reviving him. Francois Joseph Gauthier, 51, has been charged with one count of first degree murder and one count of possess a loaded prohibited or restricted firearm without being the holder of authorization or a license under which he may possess the firearm. Gauthier remains in custody until his next court appearance on April 29 at 9 a.m. in Vancouver Provincial Court. Dhaliwal was reportedly linked to the Brothers Keepers gang. “We continue to believe this incident was a targeted killing and that Dhaliwal was the intended victim,” Sgt. Steve Addison said on Monday. “While we don’t think there is an immediate risk to the public, it is always shocking and unnerving when gun violence takes place in such a busy, public place. TV news footage on Saturday night showed a handgun lying on the ground at the scene of the shooting. There was also a distraught man who was prevented by officers from entering the crime scene. A media report later claimed that he was the victim’s brother, Barinder Dhaliwal, and that another brother, Meninder,

was also in the area at the time. A man believed to be Dhaliwal’s brother is prevented by police from entering the crime scene. Also, Vancouver Police earlier this week said there was no evidence that a stabbing at West Hastings and Broughton near the shooting scene 15 minutes later was connected to Dhaliwal’s murder. The stabbing victim was in serious condition. But on Saturday they did not comment on that incident. According to The Abbotsford News’ Vikki Hopes, Harpreet (Harb) Dhaliwal’s brother, Barinder (Brian) “Shrek” Dhaliwal, was the suspected target of a drive-by shooting in 2011 at a home on Bradner Road and was an associate of the Bacon brothers. In 2011, Jarrod Bacon alleged in wiretap evidence presented at his drug-conspiracy trial that Brian could front the $3 million in cash for cocaine. In September 2012, there was another drive-by shooting in which a man got shot in the arm. Following that incident, police installed video surveillance cameras on Bradner Road near the home. Brian was shot in July 2013 on Downes Road and went to a hospital with a gunshot wound. In 2016, he was charged with four weapons offences and pleaded guilty to one in 2018. He was sentenced to a one-year prison term. Harpreet was the victim of shootings in 2017 in Abbotsford and in December 2018 at Lansdowne Mall in Richmond. Another brother, Meninder, survived a shooting in March 2019 in Richmond.

BC Liberals called for greater clarity as confusion grew around vaccine rollout

BC Liberal Health Critic Renee Merrifield on Wednesday called on the Minister of Health to provide greater clarity around the vaccine rollout, including what sorts of measures “hot-spot” vaccine clinics have in place to ensure that vaccines go to community residents and who needs to register for second doses — and how. “A smooth and efficient vaccine rollout is absolutely essential to getting B.C. through this pandemic,” said Merrifield. “However, we are hearing from more and more constituents, and especially those

government continues to do British Columbians a disservice by failing to be clear on how they will be able to receive the vaccine,” said Merrifield. “People should not have to turn to anecdotal accounts on social media to get the most up-to-date information. This disorganized approach only adds to confusion, while also failing to consider language and accessibility requirements. It is high time the Minister steps in and communicates the clear and consistent information that people need, so they can be confident in this vaccine program.”

COVID-19 infection rates remain highest among those under 60 years of age DR. Theresa Tam, Chief Public Health Officer of Canada, on Thursday warned once again that while COVID-19 continues to impact people of all ages in Canada, infection rates are highest among those under 60 years of age. She said in a statement: “Serious illness can oc-

cur at any age and evidence indicates that variants of concern can be associated with more severe illness and increased risk of death. In addition, circulation of COVID-19 in younger, more mobile and socially-connected adults is an ongoing risk for spread into high-risk populations and

settings.” She added: “As of April 28, a total of 102,700 variant of concern cases have been reported across Canada, including 98,706 involving B.1.1.7 variants, 3,384 P.1 variants and 610 B.1.351 variants. These represent the tip of the iceberg, as

there are many more COVID-19 cases that have screened positive for mutations indicative of variants of concern. The B.1.1.7 variant has now been reported in all provinces and territories, and has replaced the original virus as the dominant strain in several areas.”

Health Canada said it would like to reassure Canadians that all AstraZeneca vaccines imported into Canada from this facility are safe and of high quality. Janssen vaccines produced at this site have not entered the country. Health Canada has verified that the 1.5 million doses of AstraZeneca vaccine imported into Canada from this facility meet quality specifications. The Department reviewed test results of all vaccine lots that came into Canada, as well as the company’s quality

control steps implemented throughout the manufacturing process to mitigate potential risks of contamination. Janssen vaccines anticipated to come into the country next week do not come from this facility. Whether a drug or vaccine is manufactured domestically or abroad, Health Canada verifies that both the formulation and the

Site-specific road checks on travel corridors between regions THE Province announced on Friday that it has authorized site-specific road checks on travel corridors between regions to help enforce the non-essential travel restrictions that were announced on April 23 to help keep communities safe and protect British Columbia’s health-care system from COVID-19. On the advice of B.C.’s Provincial Health Officer (PHO), Mike Farnworth, Minister of Public Safety and Solicitor General, issued an Emergency Program Act order to prohibit non-essential travel between three regional zones in the province. The regional zones are: 1. Lower Mainland and Fraser Valley (Fraser Health and Coastal Health regions); 2. Vancouver Island (Island Health region); and 3. Northern/Interior (Interior Health and Northern Health regions). During the first weekend of the new travel restrictions, BC Ferries vehicle traffic was down more than 25% fleet-wide, and passenger traffic down more than 30%, compared to the weekend before. Resort communities and accommodation businesses have contacted the Province to note significant declines in out-of-region visitors and bookings, and BC Parks has reported more than 5,000 cancellations in the past few weeks. Building off this success in limiting nonessential travel, the province will authorize site-specific, clearly marked police road checks to further curb recreational travel. The road checks may be put in place at any time until the order is lifted at 12:01 a.m. on May 25 (after the May long weekend). concerns raised by the public and incorporate the feedback received from racialized communities. I want to be clear that the intent of this order is not punishment, but rather education around non-essential travel prevention to protect us all from the spread of COVID-19. My hope is that every British Columbian realizes the tremendous progress we can make if we stay close to home, and we can give the heroes in our health-care system a fighting chance at putting the current spike in cases behind us.” When stopped at a road check restricting non-essential travel, police will only have the authority to request: * a driver’s name, address and driver’s license * any available documentation regarding driver’s name and address (for example, secondary identification that confirms a driver’s residential address if recently moved) * the purpose of the driver’s travel (documentation regarding travel is not required) Police cannot engage in arbitrary vehicle or street checks. Site-specific enforcement measures will be informed by ongoing discussions with stakeholders on limiting the impacts to the public and racialized communities. If police have reasonable

grounds to believe that a person has travelled for a non-essential purpose, they can direct the traveller to turn around and leave the region. These measures will be limited to site-specific and authorized police operations on travel corridors between regions. The goal of these road checks is education and further discouraging people from travelling for non-essential reasons. If compliance measures are deemed necessary by police, fines can be handed out. At the discretion of police, a contravention of this Emergency Program Act travel order may be subject to a $575 fine. The RCMP will deploy a trained, dedicated team to manage and enforce road check locations, and ensure interactions are in line with the intent of the order and all existing police policy and police standards. While the travel order puts legal limits only on travel between regional zones, the PHO’s guidance remains unchanged throughout B.C.: everyone should continue to stay within their local community – essential travel only. Legislation for paid COVID-19 vaccination leave now in force AMENDMENTS to the Employment Standards Act providing workers with up to three hours of paid leave to get each dose of their Harry Bains COVID-19 vaccine are now in effect, retroactive to April 19. Bill 3 is now law and ensures that no employee will lose pay if they need time away from work to get vaccinated. Both full-time and part-time employees can take up to three hours of paid leave. “Guaranteeing paid leave for workers to get vaccinated is an important way to keep workers safe, while reducing risks to businesses. Our government believes it’s in everyone’s interest to remove all barriers to a worker getting vaccinated when they are eligible to do so,” said Harry Bains, Minister of Labour. “Supporting workers to get their COVID-19 vaccine when it’s their turn will greatly benefit everyone. Workers will be able to protect themselves and their families from this terrible virus, businesses can protect staff and customers from getting sick, and communities will benefit from reducing the chance of an outbreak.” This leave is helping make it as easy as possible for British Columbians to get their vaccines, as a part of B.C.’s Immunization Plan, which also includes flexible clinic hours and online registration to book vaccines. The legislation responds to the feedback received during consultations with the business community, labour organizations, Indigenous partners and other stakeholders. The legislation improves on the regulatory change made on April 1 that provides unpaid job-protected leave for workers to take the time they need to receive the COVID-19 vaccine. This unpaid leave remains in place to supplement the new paid time off, for example to accompany dependant family members to get vaccinated or in the event a worker needs more than three hours of paid leave to travel to their vaccine appointment. Increased funding, expanded eligibility to help almost 20,000 businesses THE B.C. government announced on Monday that it is adding more than $75 million to the Circuit Breaker Business Relief Grant, bringing the amount available for hard-hit B.C. businesses to more than $125 million. The grant remains open to the 14,000 restaurants, bars, breweries, wineries, gyms and fitness facilities impacted by the March 31, 2021, provincial health officer’s orders. The orders remain in place until May 25. The grant is now also open to the more than 5,300 hotels, motels and other short-term accommodations impacted by the April 23 emergency order to restrict travel between B.C.’s regional zones. With this funding in place, almost 20,000 businesses can apply for relief through the Circuit Breaker Business Relief Grant. “For many B.C. businesses, the next few weeks will be some of the toughest since the pandemic began,” said Ravi Kahlon, Minister of Jobs, Economic Recovery and Innovation. “These additional funds will help businesses cover costs like rent and employee wages to help them through this difficult stretch. We hope for better days ahead for B.C. businesses and to be able to have the kind of summer we all want.” With the increased funding, the Circuit Breaker Business Relief Grant will provide a total investment of $100 million to continue to support the restaurants, bars, breweries, wineries, gyms and fitness facilities impacted by the extended provincial health officer’s orders. “Businesses have been through a lot over the past year, and we want them to know that while they are doing their part to help keep everyone safe, we’ll continue to be there for them with financial support to carry them through,” said Selina Robinson, Minister of Finance. “With another $75 million in relief grants available and an expanded eligibility criteria to include accommodation providers, this latest round of funding will support businesses through this difficult period.” The grant has been clarified to include highintensity fitness facilities that were partially or fully closed as a result of the provincial health officer’s orders issued in November 2020 and updated on March 31, 2021. Almost $25 million is available to the hotels, motels and other B.C. owned short-term accommodation providers affected by the recent travel restrictions. “People in the tourism and hospitality sectors are facing significant challenges as their businesses and livelihood continue to be under extreme pressure from COVID-19,” said Melanie Mark, Minister of Tourism, Arts, Culture and Sport. “We are providing these supports to ensure these businesses can not only continue to create jobs and drive local economies, but also to protect this province’s legacy as a world-renowned destination when it’s safe to welcome visitors back to B.C.” With the increased funding, eligible businesses will receive up to $20,000 to help with expenses like employee wages, rent, maintenance and utilities. The individual amount a business received will be based on the number of employees. Businesses that previously applied for, or received the grant that opened on April 12, 2021, do not need to apply again. They will automatically receive the additional funding. Applications will be processed on a first-come, first-served basis, and applicants are encouraged to apply as soon as possible. Applications will be accepted until June 4, 2021, or when the funds are disbursed. The Circuit Breaker Business Relief Grant is one of the ways the B.C. government is continuing to support businesses that have been impacted by the pandemic, while building towards a more innovative, sustainable and inclusive economic future. THE federal budget is drawing praise from Canadians on the centre-left, and ire from Conservatives, along with centrists concerned about deficit spending. New data from the nonprofit Angus Reid Institute indicates that while just over half of the country deem the first budget in two years to be “more good than bad” (49%) or “excellent” (4%), the rest deem it to be “more bad than good” (28%) or “terrible” (18%). Among the items Canadians aware of the budget like best are new taxes on foreign homebuyers (54%) and on purchases of luxury items such as planes and boats (49%). The Trudeau government’s showcase $10 a day child care program, meanwhile, is a favourite of two-in-five (41%).

Open burning of any kind is banned in Surrey from May 1 AS we move closer to the summer season, the Surrey Fire Service wants to remind Surreyites that seasonally high temperatures and dry weather do result in an increase in the potential for brush fires and nuisance smoke throughout the City Of Surrey. Between January 1 and April 27, Surrey

Fire Service has attended 168 brush / grass fires and 210 burning complaints. Last year, between May 1 and October 1, the Surrey Fire Service responded to 335 brush / grass fires and 358 burning complaints. Open burning/backyard fires are not al-

Racist incident hotline to provide culturally safe venue to report incidents, receive support

THE Province announced on Friday that it will consult with community stakeholders to develop a racist incident hotline in response to the recent increase in racist activities throughout B.C. In Vancouver, anti-Asian hate crimes have increased over 700% in 2020 com-

pared to the previous year. The hotline is intended to be a multilingual service, not delivered by police, for British Columbians to report racist incidents and receive support and referrals. “Government has a moral and ethical responsibility to tackle discrimination in

The data collected from the hotline will be used to support future anti-racism initiatives, including legislation that will pave the way for race-based data collection. By identifying areas of increased racist incidents through the hotline, government can use the data to inform future actions to

STA calls on Surrey MLAs, school trustees to commit to improved safety in schools in COVID-19 hotspots THE President of the Surrey Teachers’ Association, Matt Westphal, on Thursday called on Surrey school trustees and local MLAs to commit to improving safety in schools given that five of the BC CDC hotspot zones fall within the Surrey school district. To date there have been 217 exposure letters sent to schools in just one hotspot zone, East Newton. In addition, eight classes beginning isolation this week fall within four of the five hotspot zones in Surrey. Noting that it’s impossible to maintain physical distancing in overcrowded schools, Westphal said this is a core concern when several schools are over 100% capacity. He gave the example of Sullivan elementary at 140% capacity and Sullivan Heights sec-

ondary at 160% capacity. Both schools are situated within the Panorama hotspot zone. Sullivan secondary has had 48 COVID-19 notifications since September with each notification often including more than one positive case. To bring public attention to the need for action in hotspot zones, the Surrey Teachers’ Association is running a car caravan past the offices of Surrey MLAs on Friday, April 30. The caravan will begin around 3:30 p.m. at Sullivan Heights, near the offices of MLA Jinny Sims and will continue past the offices of MLAs Harry Bains, Rachna Singh, Garry Begg, Bruce Ralston and Jagrup Brar. A second group will depart Guildford (at 104 Avenue and 152 Street) on the same circuit.

Westphal is calling for schools in hotspot zones to have the immediate implementation of: * Reduced class sizes along with the provision of more remote learning options. * Implementation of a mask mandate for K – 3 students. * Improvement of ventilation in classrooms and other workspaces. “Teachers tell me that every day students share concerns about taking the virus home to their families,” said Westphal. “Some students call their parents to pick them up early from school because they’re afraid of getting infected in overcrowded classrooms where their peers are not wearing masks. Many of our students live in multi-genera-

tional families and are well aware of how the virus has struck down older people.” Westphal also said MLAs and school trustees all have important roles to play. Together, they provide leadership and direction to school districts. They have a responsibility to ensure staff and students are safe at all times and especially during a deadly pandemic. “We want all Surrey MLAs and all school trustees to take our concerns seriously. We urge the district to act soon to increase the safety of staff and students in hotspot zones,” said Westphal. The Surrey Teachers’ Association said it believes that staff and students in Surrey should always feel safe at school.

158 British Columbians lost to toxic illicit drugs in March

AS the province’s public health emergency regarding substance related harms enters its sixth year, the BC Coroners Service reports that toxic illicit drugs have claimed the lives of 158 British Columbians in March 2021. This raises the total number of deaths in the province for the year to 498. “Once again, we are reminded of the incredible toll that the toxic drug emergency is having on communities throughout our province,” said Lisa Lapointe, Chief

Coroner, BC Coroners Service. “The illicit drug supply in British Columbia is volatile and unpredictable, and anyone using a substance from this unregulated market is vulnerable to serious injury or death.” The 158 deaths represent a 41% increase over the 112 deaths recorded in March 2020 and ties the previous high for March established in 2018. For the third consecutive month, more than five British Columbians lost their lives to illicit drugs every day, and the yearly total to date surpassed

High-risk sex offender Jatin Patel to reside in Vancouver

VANCOUVER Police are warning the public that Jatin Patel, a high-risk sex offender, will be living in Vancouver. Patel poses a significant risk to adolescent females and sex workers in the city. Patel, 46, is currently serving a seven-year Long Term Supervision Order for a conviction of sexual assault. Patel is South Asian, five foot two, and has a medium build. He has short, black hair and brown eyes. Patel must comply with the following conditions: * cannot consume, purchase, or possess alcohol; * cannot consume, purchase, or possess drugs other than

Shooting near Coquitlam Town Centre Mall

COQUITLAM RCMP announced on Monday that they are currently investigating a confirmed shooting near Coquitlam Town Centre Mall that took place at approximately 4:06 p.m. Police said that officers were on scene to secure evidence, interview witnesses and follow up on information. They said it was unclear at this point if there were connections to the Lower Mainland Gang Conflict. One male victim was

Shots fired at Pitt Meadows residence

ON Monday, at around 2:45 a.m., Ridge Meadows RCMP received a call from a resident reporting what sounded like gunshots followed by a car speeding away in the 18800-block area of 122 Avenue of Pitt Meadows. Police found bullet holes in a residence and shell casings in the area. The residence is not known to police and has no history of criminal activity. The early investigation has revealed this was a targeted incident directed at an incorrect address. There were no injuries. The suspected vehicle is described as a dark coloured sedan. Pitt Meadows residents can expect police to be in the area collecting evidence which will include door-to-door canvassing for home

security footage. Recovery of trucks and appliances worth $440,000 by Delta Police in cooperation with other police forces

DELTA Police pieced together a recent theft of two trucks from one area of Delta with the theft of two trailers from another area and then worked with other Metro Vancouver forces to successfully recover nearly all the stolen merchandise. Police were called on April 19 about the theft of two tractor trailer trucks from a business

located in Tilbury. Together, the trucks were valued at $75,000. Later the same day, a report about two stolen tractor trailer units came in to police. The trailers were taken from Annacis Island. Both trailers were full of appliances – which are in high demand these days, as the pandemic has disrupted the supply

chain for such items. In total, about $280,000 (retail value) worth of appliances was stolen, in addition to the $85,000 value of the two trailers. “The constable working on the theft of the trucks then began working on this new complaint to determine if the files might be linked,” explained Inspector Ciaran Feenan, Head of Frontline

Surrey RCMP urge caution after recent increase in drug toxicity deaths

SURREY RCMP are urging members of the public to exercise caution after a recent increase in drug toxicity deaths in Surrey. Between April 21 and April 27, Surrey RCMP were called in response to six separate deaths believed to be caused by drug toxicity. At this time, it is unknown if the deaths are related to the use of illicit substances from the same source; however, it is suspected that the deaths are linked to the use of fen-

tanyl/heroin (opiates). Five of the six decedents were located in private residences and it is believed that they were using drugs alone. “Sadly, Surrey RCMP have attended 70 fatal overdoses in our community this year, with 20 of those occurring in April, so far,” said Sgt. Members of public help police arrest man during foot pursuit in Whalley

SURREY RCMP on Tuesday arrested a man for breaching conditions thanks to a call from the public and their help during a foot pursuit in Whalley. On April 27 at approximately 2 a.m., Surrey RCMP responded to a call reporting a vehicle alleged to have its rear plate covered in the 9500-block of 132 Street. Police attended the area and spoke to a man and woman associated to the vehicle in the parking lot of a convenience store. During the interaction with police, the man suddenly dashed off. Members of the public who witnessed the incident intervened, stopping the man, which allowed the officer to catch up and make a detention. Further investigation determined that the man was breaching court ordered conditions, including allegedly breaching a condition not to attend the convenience store where he was located. Twenty-five-year-old Cory Ulmer Brown of Surrey was charged with two counts of breach of probation and remanded in custody. “This police file has a lot of great layers to it,”

Mamata set to retain Bengal, DMK clear winner in Tamil Nadu New Delhi (IANS): The Mamata Banerjee-led Trinamool Congress looks poised to retain power in West Bengal, while the DMK led by M.K. Stalin will come to power in Tamil Nadu with a big majority. As per the CVoter Exit Poll for Times Now/ABP News, the NDA is winning Puducherry, barely retaining Assam and losing Tamil Nadu. The exit poll stated that the Mamata Banerjee-led Trinamool is likely to retain West Bengal, while the Pinarayi Vijayan-led LDF is set to return to power for the second time in a row in Kerala. The survey stated that in West Bengal, the incumbent Trinamool Congress is likely to retain power for the third consecutive term amid a robust challenge from the BJP. The survey suggests that the Left, which had ruled the state for more than three decades, is likely to be reduced to a marginal player, despite forming a pre-poll alliance with the country’s grand old party - the Congress. Delhi and Madras High Courts pull up Centre on pandemic management

New Delhi: The Madras High Court on Thursday wondered what the Centre had been doing for the last 14 months, instead of jostling now, when the second wave of Covid-19 is at its peak. The court said there cannot be ad-hocism in dealing with a pandemic and that the Centre should have acted in a planned and informed manner with expert advice. Chief Justice Sanjib Banerjee made the observations when Additional Solicitor General R. Sankaranarayanan listed out the measures being taken by the Centre now to control the pandemic and said that the second wave was unexpected. The submissions were made during the hearing of a suo motu public interest litigation petition. The Delhi High Court also posed some tough questions to the Centre, asking it to explain why

Delhi has been allotted less oxygen that it needed whereas other states such as Maharashtra and Madhya Pradesh have been given more than what they had asked for. Senior advocate Rahul Mehra, representing the Delhi government, had claimed that while Delhi’s requirement was 700 MT per day, it was allocated 480 and 490 MT (metric tones) , and the Centre has not increased it. The court was informed that Maharashtra, which had demanded 1,500 MT, was allocated 1,661 MT, and Madhya Pradesh, which had asked for 445 MT, had been allocated 543 MT. Facebook blocks hashtag calling for Modi to resign, unblocks it after outcry New Delhi: Social media giant Facebook on Wednesday temporarily blocked posts with a hashtag calling for the resignation of Prime Minister Narendra Modi over the government’s handling of the COVID-19 pandemic. The blocking comes a couple of days after the Indian government had asked social

media platforms to take down around 100 posts which it alleged were done to create panic about the Covid-19 situation in India by “using unrelated, communally sensitive posts and misinformation”. Following this, microblogging website Twitter had removed over 50 posts from its platform. A majority of these tweets were critical of

the Centre’s handling of the coronavirus pandemic. As per The Guardian, Facebook’s temporary block led to hiding of about 12,000 posts highlighting the plight of patients and families dealing with the pandemic amid shortage of beds and medicines. “We temporarily blocked this hashtag by

mistake, not because the Indian government asked us to, and have since restored it,” a Facebook spokesperson said in an e-mailed statement. A lot of users on Twitter and other platforms had drawn attention to the blocking of the hashtag before Facebook moved to restore the blocked posts.

Bharat Biotech cuts price of Covaxin for states Hyderabad (IANS): Bharat Biotech on Thursday announced that it is slashing the price of its COVID-19 vaccine Covaxin to Rs 400, from Rs 600 earlier, for state governments. The announcement came a day after the Serum Institute of India (SII) cut the price of Covishield to Rs 300 from Rs 400 earlier. The two vaccine makers slashed the prices after the Central government

reportedly made a request to them amid the row over different pricing for the Central and state governments. Bharat Biotech said in a statement on Thursday that it deeply concerned with the critical pandemic circumstances that India is facing at this time. “Recognising the enormous challenges to the public healthcare system, we have made Covaxin available to state governments at a price of Rs 400 per

dose,” the Hyderabad-based company said. “We wish to be transparent in our approach to pricing which was determined by internally funded product development, several operationallyintensive BSL-3 manufacturing facilities (the first of its kind in our country) and clinical trials,” it added. The company stated that for the last one year, Team Bharat Biotech has

been fearlessly handling live SARSCoV-2 virus strains, tirelessly working round the clock while overcoming many challenges given the uncertainty of the pandemic. Bharat Biotech had on April 24 announced the prices of Covaxin. It fixed at Rs 1,200 as the price per dose for private hospitals. This is twice the cost fixed by the SII for Covishield. For exports, it has priced India’s first

indigenous COVID-19 vaccine at $15$20 (Rs 1,125-1,500). Ever since the launch of the COVID-19 vaccination programme in India, Bharat Biotech and the SII have been supplying their vaccines to the Centre at Rs 150 per dose. While Bharat Biotech is likely to continue the supplies to the Centre at the same price, the SII had hinted at revising this to Rs 400.

New Delhi (IANS): Qatar Airways on Thursday said it will ferry key medical aid and equipment to India from global suppliers free of charge. The airline intends to transport 300 tonnes of aid from across its global network to Doha where it will be flown in a three-flight cargo aircraft convoy directly to destinations in India “where it is most desperately needed”. Qatar Airways’ Group Chief Executive, Akbar Al Baker said: “The State of Qatar has a long and special relationship with India, and we have watched with great sorrow as Covid-19 has once again caused a significant challenge to the country.” “As one of the world air cargo leaders, with an extensive international network, we stand ready to provide humanitarian support by transporting these much-needed supplies, and help the country fight back against this appalling virus.” The airline said the cargo shipment will include PPE equipment, oxygen canisters and other essential medical items, and consists of donations by individuals and companies around the world in addition to existing cargo orders.

Actor Jimmy Shergill booked in Punjab for COVID-19 violations Chandigarh (IANS): Actor Jimmy Shergill and National award winning director Eeshwar Nivas were among 35 booked for flouting COVID-19 lockdown rules while shooting in Punjab’s Ludhiana, police said on Wednesday. They were shooting for the web series ‘Your Honor’, a remake of Jimmy Shergill an Israeli web show, in a private school without permission and following Covid appropriate behaviour. A case was registered against them on Tuesday night. A crew of 150 members was shooting at a set at around 8 p.m., two hours after the curfew to contain the virus came into effect, when the police raided the place. Nivas, along with two others, was arrested but later granted bail. A case has been registered under Sections 188 (disobedience to order duly promulgated by public servant) and 269 (negligent act likely to spread infection of disease dangerous to life) of the Indian Penal Code and Section 3 of the Epidemic Diseases Act.

Ensure timely payment to farmers through new system: Punjab Chief Minister

Chandigarh (IANS): Punjab Chief Minister Amarinder Singh on Wednesday directed all procurement agencies to ensure prompt lifting and timely payment to farmers through the newly introduced direct benefit transfer (DBT) system. Reviewing the wheat procurement progress at a virtual meeting with his Cabinet, the Chief Minister was informed that the payments are now being directly transferred into the bank accounts of the farmers who are numbering approximately 1 million. He urged all those farmers, ‘arhtiyas’ or commission agents, labourers, employees of procurements agencies and other stakeholders, above the age of 45, visiting the grain markets

The Cabinet was also informed that the Punjab Mandi Board had set up ‘farmers help desks’ in the grain markets across the state, where IT professionals along with board officials were assisting the farmers in their registration on the Anaaj Kharid portal to ensure timely payment directly into their bank accounts under the DBT scheme. It was also informed that till earlier seasons the Department of Food transferred the payments into the bank accounts of nearly 22,000 commission agents for making further payments to the farmers.

Chandigarh (IANS): Taking a tough stance, Punjab Chief Minister Amarinder Singh categorically said on Tuesday that if his former cabinet colleague Navjot Singh Sidhu “wants to contest against him, then he is free to do so but that would only lead to Sidhu meeting the fate of General J.J. Singh who had lost his security deposit”. In an interview to a private channel, the Chief Minister challenged Sidhu to clearly spell out whether he is a member of the Congress party. “If yes, then his continuing rant against his Chief Minister and the government amounts to gross indiscipline,” said Amarinder Singh, adding that the Congress dissident ought to choose the side he is on because “he is indulging in breaking the discipline of the party,

Navjot Sidhu and the BJP won’t take him back and as far as the SAD is concerned, they are also peeved with him”. Without mincing words, the Chief Minister lauded Punjab Pradesh Congress Committee (PPCC) President Sunil Jakhar and said that he “is doing a good job and discharging his responsibility well so there is no ques-

tion of Sidhu being appointed in Sunil Jakhar’s place”. “It has been just four years since Sidhu joined the Congress and as such there are many people who have started their career with the Youth Congress who are much senior to him. On the issue of Cabinet minister Sukhjinder Singh Randhawa and Jakhar tendering their resignations over the state government’s handling of the 2015 sacrilege cases, the Chief Minister said that he had rejected the same. ing, the Chief Minister said that a new SIT has been approved which would take the case to its logical conclusion. However, he also said that the judgement has gone beyond its brief and it is not a judicial but a political judgement. On the issue of delay in the case, Amarinder Singh clarified that the recent judgement of the high court had nothing to do with the sacrilege cases and was related to the firing at Kotkapura. The sacrilege cases are going on and already a number of arrests have been made, he said. The Chief Minister said it was the previous SAD government which had handed over the cases to the CBI and the present Congress government had to approach the Supreme Court to get

back the case files. Coming to the issue of oxygen supply in the state in view of the Covid pandemic, Amarinder Singh said that Punjab needs 300 MT oxygen daily, but there has been no positive response from the Central government. He further said that the state government is leaving no stone unturned to ensure best possible medical care for the COVID-19 patients and it has adequate number of L2 and L3 beds and is in the process of preparing 2,200 more. “On the vaccination front, we have only one day of stock left and that is why the health department has been directed to order 30 lakh [3 million] doses of Covishield for the 18-45 age group,” the Chief Minister said.

The XC60 slot above the smaller XC40 and below the flagship XC90 SUV. First up is the attractive styling – influenced by the larger XC90 and the wonderful interior design. For 2021, the XC60 with the T8 plug in hybrid powertrain is now called “Recharge,” in line with all Volvo’s electrified model. Keyless entry is now standard, along with illuminated door handles and upgraded Google and Android carnality. Volvo offers the 2021 XC60 with three powertrains. The base, T5, has the 2.0iter turbocharged engine and delivers 250 horsepower and 258 pound-feet of torque. With front-wheel drive or the optional AWD, the mid-range T6, has both a turbo- and supercharger, boosting output to 316 hp and 295 lb-ft. All models feature all-wheel drive. Canada’s Mortgage Stress Test and Its Effects on the Real Estate Market When it comes to buying a house you may notice that it’s not cheap. It can even be scary at some points. Each individual sooner or later in his life, feels the urge to make a family or live on his own apart from parents, so there will always be the desire for buying houses. In some countries, like Canada, housing is quite expensive. As a new millennial without enough funds, you may need some help to buy your desired house. You can ask for a mortgage from private or non-private lenders like banks to help you. The process may involve a mortgage stress test. In this article, I will try to specifically shed some light on this mortgage stress test. New rules took effect on January 1, 2018. The mortgage stress test is exactly as it sounds. It is the way of checking how you and your finances might be affected by a stressful situation that happens in your life or environment, like facing unemployment. Would you still be able to meet your ends or not? Because of this stress test, many new homebuyers have become disappointed and left the market due to lost purchasing power and tighter mortgage rules. The new stress test rules have also made it more difficult for current homeowners to refinance or renew their mortgage since it requires the use of the 5-year benchmark rate published by the Bank of Canada or the customers mortgage

interest rate plus 2.0%—whichever is higher. However, this stress test in some ways has been beneficial for Canadians because the government has tried to prevent homebuyers from getting stuck in bigger debts that they would not be able to pay back. As a result, from the 1st January 2018 on, all candidates have to take this test. This new adjustment applies to the present borrowers planning on switching lenders as well. The Office of the Superintendent of Financial Institutions (OSFI) is an independent federal government agency regulating entities including all banks in Canada. Even private lenders that are not under OSFI’s jurisdiction can lend money to Canadians freely. These lenders are not obliged to put their mortgage applicants through the stress tests as traditional banks must. CONTINUED ON NEXT WEEK

Bridging generations online for health

EVERYWHERE, people are fed up with enforced isolation. While adhering to stay-at-home orders at the urging of public health officials and in empathy with frontline health care workers, the restrictions are taking a toll on the physical and mental wellbeing of all. While senior citizens can be especially impacted, it is less commonly acknowledged that younger people, particularly teens, struggle with isolation too. For older adults, enduring long periods cut off from family and friends is known to cause depression, generalized anxiety disorders, decreased sleep, and functional impairment. Research published in Lancet Public Health warns that social isolation can also accelerate cardiovascular and brain aging, exacerbating dementia. Likewise, students of all ages are suffering from lockdowns. They are not getting the exercise and outdoor time they need. Schooling has been repeatedly disrupted. The entire cohort of first-year university students in 2020-21 has missed a formative experience. Many in this highly social generation have shifted to virtual friendship circles and online entertainment. Others exist in boredom and loneliness, absent engagement with anyone. Dr. David Nabarro, a Special Envoy on COVID-19 for the World Heath Organization, made headlines last October when he articulated the WHO’s position that “The only time we believe a lockdown is justified is to buy you time to reorganise, regroup, rebalance your resources, [and] protect your health workers who are exhausted.” Yet, despite repeated regrouping, the virus is easily out maneuvering the experts. And the lockdowns and movement restrictions continue. So what can be done? A prescription for patience is the order. But there is ample opportunity to harness this awful pandemic to connect isolated people – young and old – in innovative, health-inducing ways using online platforms. Research shows that matching up young people with older people on digital platforms has a remarkably positive impact on both generations. This is not a new idea. The aging of the “baby boomers” has had many researchers advocating for policymakers to leverage this generation as a massive learning resource. There is ample evidence of benefits to the boomers. One study showed that older adults providing internet‐based tutoring to fifth‐grade students became comfortable using computers, had improvements in mood, and had an enhanced quality of life from the interactions. In a Canadian program, older adults pro-

vided second-language coaching to young people through video conferencing. An evaluation determined that participants of all ages valued the program with youth reporting benefits from the language immersion. Older adults demonstrated high levels of motivation to participate. The pandemic has many more programs underway. Dr. Li Feng Tan, a researcher at Alexandra Hospital in Singapore, runs intergeneration programs that bring older and younger people together for exercise, dance, charades, bingo, Pictionary, music classes, performances, and virtual tours. A comparison of in-person programs with virtual programs found that online platforms have engage more participants within the hospital, enabled engagement by patients in different wards, and eliminated the risk of cross-infection, a major concern during the current pandemic.
