Clash of South Asian mayors in Alberta! IT’S a friendly clash — a wager. Calgary Mayor Jyoti Gondek and Edmonton Mayor Amarjeet Sohi — both of whom happen to be South Asians — are whipping up excitement ahead of the Calgary Flames-Edmonton Oilers Paci�ic Division �inals series. The mayor of the city that loses the series will have to eat humble pie by wearing the jersey of the team that wins — as well as full facepaint in the colours of their rival. Usually the wager involves only wearing the winner’s jersey — but these mayors decided to take it a notch higher by agreeing that the losing city’s mayor will be in full face paint celebrating the opposing team at the �irst council meeting following the end of the series. Gondek told the media that the losing city council will also donate either to Kids with Cancer Society in Edmonton or Kids Cancer Care in Calgary in recognition of �ive-year-old Ben Stelter’s �ight with brain cancer. to the front of the line, but the employer isn’t allowing its staff

to do this, and is preventing our members from properly serving Canadians,” said Crystal Warner, national executive vice-president of the Canada Employment and Immigration Union. “Long lines and incorrect information about wait times is frustrating clients and has the potential to create a dangerous work environment for Service Canada staff,” said Kevin King, national president of the Union of National Employees. “We expect to see a

City of Vancouver proclaims May 23, 2022, as “Komagata Maru Day of Remembrance” THE City of Vancouver has proclaimed May 23, 2022 as “Komagata Maru Day of Remembrance.” On Tuesday, Vancouver City Council invited brothers Raj Singh Toor and Jaswinder Toor of the Descendants of the Komagata Maru to read the proclamation and present it to them. The proclamation notes that “2022 marks the 108th Anniversary of the Komagata Maru incident, a dark chapter in Canadian history where a ship carrying 376 British subjects from India including 340 Sikhs, 24 Muslims and 12 Hindus arrived in Vancouver’s Burrard Inlet on May 23, 1914, seeking entry into Canada with hopes of a brighter future.” It points out that on June 29, 1914, Vancouver City Council supported Canada’s “racist and discriminatory laws” by passing a resolution that stated it was “unalterably opposed to the admittance of Hindus and other Asiatic races

in this country.” The proclamation states that “on July 23, 1914, the Komagata Maru was forced to sail back to India where those on board were labelled as political disruptors and 19 passengers were shot and killed by British Indian troops, numerous were injured, and many were jailed for years.” It notes that “on May 23, 2021, Vancouver City Council officially apologized to the victims, their descendants and all those impacted for Vancouver City Council’s June 29, 1914 resolution and the cruel effects it had on the individuals and the families affected.” Vancouver Mayor Kennedy Stewart on behalf of the Council proclaimed May 23, 2022, as “Komagata Maru Day of Remembrance.” The City of Vancouver will also illuminate Vancouver City Hall and Burrard Bridge in orange colour on Monday, May 23.

We would like to extend

a responsibility to ensure the horrific acts of domestic terrorism that occurred in Buffalo are not repeated in Canada, said the NDP. Julian has a private member’s bill that calls for the banning of hate symbols like the Nazi emblem, Nazi flag, and confederate flag iconography in an effort to confront and outlaw these violent and re-traumatizing symbols from our society. “New Democrats will always fight to stamp out against racism, hate and extremism in all their forms. Members of all political parties have a role to play in calling out hatred and violence wherever we encounter it,” said Julian. “We call on the Liberal government to confront the rise in white supremacy and race-based conspiracy theories online and take a stronger stance against racism, hate and extremism. This important work must take place in our communities, our political discourses and in our digital spaces.”

Richmond RCMP: Body of man missing since February 20 found

RICHMOND RCMP announced on Tuesday that the body of a man missing since February 20 was found on May 12. The BC Coroners Service has been notified and is also investigating the man’s death.

Although a full determination has yet to be made, RCMP do not believe that criminality was involved in the man’s unexpected death. No further information will be provided at this time, police said.

WSO deeply concerned by killing of Sikh traders in Pakistan THE World Sikh Organization of Canada said on Monday that it is deeply concerned by the targeted killing of two Sikh traders in Peshawar district in Pakistan. Ranjeet Singh, 42, and Kuljeet Singh, 38, both shop owners in the Batatal Bazaar, were shot dead by unidentified assailants. According to reports, The Islamic State’s Khorasan unit (ISIS-K) has claimed responsibility for the attacks. This is the latest attack on Pakistan’s minority Sikh community over the past several months. In September 2021, a Sikh hakeem [physician using traditional remedies] was

shot dead in his clinic in Peshawar. ISIS-K also took responsibility for that killing, the WSO noted. In March 2020, ISIS affiliated terrorists attacked Gurdwara Guru Har Rai Sahib in Kabul and killed 25 Sikhs, including four-yearold Tania Kaur. WSO President Tejinder Singh Sidhu said: “We are deeply concerned for the safety of Pakistan’s Sikh community. ISIS-K continues to target Sikhs in Pakistan and Afghanistan. We have been in touch with members of Pakistan’s Sikh community and they are feeling vulnerable and unsafe. They do not

know if they will return home safely, if they go out. “We call on the Government of Pakistan to take immediate steps to ensure the safety and security of the Sikh community and to bring those responsible for these killings to justice. “We have seen a tragic exodus of Sikhs and Hindus from Afghanistan because of targeted attacks and discrimination and it would be catastrophic to see the same happen in Pakistan.” Peshawar Sikhs protest killings of two Sikhs.

Harjot Chahal and Alex Lytle sentenced in “straw purchaser” investigation HARJOT Chahal, 26, of Pitt Meadows, and Alex Lytle, 31, of Port Coquitlam, have been sentenced in a 2020 Combined Forces Special Enforcement Unit of British Columbia (CFSEU-BC) investigation into a “straw purchaser” who legally purchased firearms on the behalf of someone else who did not possess a firearms license. The investigation resulted in the seizure of several firearms, ammunition and police-related equipment. In mid-2020, investigators from CFSEU-BC commenced an investigation after learning about the suspicious purchase of a firearm by two males at a Lower Mainland firearms retailer. The investigation revealed that one of the men, who did not have a valid license to purchase firearms and was prohibited from possessing firearms, appeared to be directing the other male to buy a firearm and ammunition. The purchaser had also bought several other firearms in the past year. In early September 2020, a search warrant was executed on a residence and storage

Items seized by the CFSEU-BC. locker leading to the seizure of four long guns, various ammunition, high capacity magazines and police-related equipment. In addition, the investigation leads to the seizure of another three handguns and two long guns. Chahal was charged with two Criminal

Code offences: one count each of trafficking a firearm, and offer to trafick a firearm. Lytle was charged with five offences under the Criminal Code: four counts of possession of a firearm contrary to an order (prohibition), and one count of possession of a loaded/restricted firearm.

Convictions and sentencing concerning this investigation have now been issued: * Chahal was found guilty of the lesser offence of transferring firearms without authority and received a conditional sentence of 21 months. * Lytle pleaded guilty to possession of firearms, prohibited devices and ammunition while prohibited and was sentenced to eight months in jail. “Straw purchasing undermines the integrity of the legal sale and possession of firearms, putting them in the hands of individuals who intend to use them for a criminal purpose, jeopardizing the safety of our public,” said Inspector Joel Hussey, Investigations Officer for the CFSEU-BC, on Thursday. “The CFSEU-BC Crime Guns Intelligence and Investigations Group (CGIIG) works closely with our policing and government partners to aggressively pursue straw purchasers holding them and the criminals they are linked to accountable and brought to justice.”

Surrey RCMP encourage public to report suspicious activity SURREY RCMP are encouraging the public to report suspicious activity to police following a recent social media post circulating in the community of women being followed by a white van near Tamanawis Secondary and in the Panorama area.

The Surrey RCMP Special Victims Unit (SVU) was advised of the social media post and has reached out to the individual who posted it in order to seek more information. To date, SVU has not received any reported incidents of women being followed by

men in a white van. The Surrey Crime Analysis Unit is doing a detailed search of police files to see whether any recent files match the information in the social media post. “It is important that residents in our community report their con-

cerns to police so they can be fully investigated,” said Constable Gurvinder Ghag, Surrey RCMP Media Relations Officer. “We have specially trained victim services caseworkers who can help witnesses and victims of crime, and walk them through the pro-

Our thoughts are with the families and loved ones who continue to live with the pain, trauma, and loss from this tragedy. “This year, we also express our concern for the continued suffering of the people in Sri Lanka during the current economic and political crisis. City of Delta launches new online registration system

DELTA Parks, Recreation and Culture is implementing a brand-new online registration system.

The first phase of the roll-out process began May 16 and involves the creation of customer accounts within the platform. Anyone who uses Delta Parks, Recreation and Culture facilities will be encouraged to create a new account during this time period as accounts from the previous registration system will not be transferred into the new system. The City says that the new cloud-based system will allow for easy access to activities and schedules for each customer and allows family members to be connected through a primary account. Customers can now make an online profile for themselves and their family members prior to being able to fully use the new system on June 6. Look for Launch Week events taking place in facilities from May 30-June 5 – including the chance to win great prizes for customers who create their account. Starting June 6, customers will be able to begin scanning into the new system at facilities using their newly designed facility card. Passes and drop-in admissions will be processed through the new system. Pre-registration for most drop-in activities will be available online, over the phone, and in person. Customers will be able to pre-register 72 hours prior to the start time of the drop-in activity, in order to secure their spot. Legion Veterans Village Research Foundation receives $600,000

THE Royal Canadian Legion Maple Ridge Branch 88 together with the Earl Haig Society has gifted the Legion Veterans Village Research Foundation (LVVRF) a total of $600,000 to initiate the ongoing mental health, PTSD, technologies and rehabilitation research within the Legion Veterans Village Centre for Clinical Excellence. The funds ($589,000 plus additional $10,000) will be used to create the LVV Centre of Clinical Excellence within the national clinical research networks. This builds on key federal and provincial partnerships as the newly formed non-profit charitable arm of Legion Veterans Village (LVV) launches a fundraising campaign for the LVVRF. In recognition of their contribution, the Foundation will name the main boardroom at the Legion Veterans Village Centre of Clinical Excellence in honour of the Earl Haig Society. “We are so grateful to the Legion Maple Ridge branch and the Earl Haig Society for their long-standing work to support veter-

CBSA’s tips this Victoria Day long weekend to ensure smoother trip for all THE Canada Border Services Agency (CBSA) reminds all travellers crossing the border this upcoming Victoria Day long weekend of what to expect at the border during the busy summer months, whether returning home to Canada or visiting. This summer, travellers are returning to a border that is managed differently, with evolving COVID-19 requirements, which can mean delays during peak periods. The CBSA says it is working to mitigate long border wait times, but there are also things that travellers can do to make the process easier for themselves and other travellers. Travellers can help reduce wait times at the border by coming prepared and by completing their mandatory ArriveCAN submission within 72 hours before arriving at the border. The CBSA says it invests significant effort annually to plan and prepare for peak periods, such as the summer months. It works with bridge and tunnel operators, airport authorities and travel industry groups to plan and review service requirements, enhancement opportunities and required resources so that they can deliver together the best service to all travellers. The CBSA says it has also established modern processes to improve the traveller experience and manage volumes, like the Internationalto-Domestic and the International-to-International programs that significantly decrease connection times, as well as the Primary Inspection Kiosks, and the advance CBSA declaration option. Key tips for all travellers: * Ensure you are eligible to enter Canada. Foreign nationals must meet the entry requirements under the Immigration and Refugee Protection Act and provide appropriate travel and immigration documentation. The final determination on entry is made by a border services officer at the port of entry. * Understand the rules around COVID-19. There are still border measures in place for COVID-19. They vary depending on who is travelling – foreign nationals, returning residents or Canadian citizens. Answer a few questions to find out which requirements apply to you and if you can enter Canada. * Use ArriveCAN. All travellers, regardless of

vaccination status, are required to submit their information in ArriveCAN (free as a mobile app or by website), up to 72 hours before entering the Canada. ArriveCAN collects contact, health and travel information to protect the health and safety of travellers and expedite processing at the border. It is the fastest, easiest and most secure way for travellers to show they meet public health requirements. – Travellers must ensure they have the most up-to-date version of the ArriveCAN app (consult the Google Play Store or the App Store for iPhone.) – Travellers should print or take a screenshot of their ArriveCAN receipt and bring it with them when they travel. – Travellers without a smartphone or without mobile data can submit their information by signing in online through a computing device. If travellers are unable to enter their information themselves, they can have a friend or family member enter the information for them. * Have all your documents ready. Travellers should have the following ready to present to the border services officer: their ArriveCAN receipt, passport or travel documents, proof of vaccination, and identification for all persons in the vehicle. * Plan ahead and check border wait times. Travellers crossing the border by land are encouraged to plan to cross during non-peak hours such as early morning. The Monday of holiday long weekends tend to be the busiest, with longer border wait times. * Entering Canada by water. Unless exempt, all travellers entering Canada by water must report their arrival to the CBSA without delay. All travellers, including those with a right of entry (Canadian citizens, permanent residents and persons registered under the Indian Act), must submit their mandatory information in ArriveCAN before, or when, entering Canada at a marine port of entry. * Be prepared to declare. Travellers returning to Canada should be ready to declare all goods purchased and/or received while outside the country. It is recommended that gifts not be wrapped as we may need to examine them more in-depth. Have your receipts readily available from purchases made outside of Canada. * Know your exemption limits. NDP: Kevin Falcon welcomed federal cuts to healthcare funding EVEN as BC Liberal Leader Kevin Falcon lashed out at Premier John Horgan and the NDP government after being sworn in as an MLA, the NDP hit back by bringing up yet another part of his previous political record.

The NDP noted that when in 2011, Stephen Harper’s Conservative government announced plans to reduce annual increases to the Canada Health Transfer, finance ministers from nearly every province opposed the cut.

MRS. VIJAY VARSHA SIDHER It is with great sadness that the family of Mrs. Vijay Varsha Sidher shares the news of her passing away on April 27. Her antim sanskar was held at the Riverside Crematorium on May 9 in Delta. Vijay was born in Lyallpur, Pakistan. She completed her Bachelors in Science followed by her Masters in English Literature. Vijay went on to become a science and English teacher in a girls’ high school in Malpur, Punjab. In 1977 she immigrated to Canada with her husband, Dr. Harmesh Sidher. For 23 years, Vijay worked as a public servant with the BC government. She volunteered with several community organizations including: the Vancouver and Surrey Hindu Temple kitchens every Sunday for many years, the Surrey Art Gallery library and was instrumental in Vivek Canada activities towards providing education to rural children in India. Transit Police Constable Randeep Randhawa charged

THE BC Prosecution Service (BCPS) announced on Wednesday that a charge of dangerous driving causing bodily harm has been approved against South Coast British Columbia Transportation Authority Police Service (Transit Police) officer Randeep Randhawa in connection with their involvement in a motor vehicle incident on November 4, 2020, in Surrey. An information charging Constable Randhawa with one count of dangerous driving causing bodily harm

was sworn on May 18 under Provincial Court file number 248979. The first appearance on this matter is scheduled for June 15 in Surrey Provincial Court. The charges were approved by an experienced Crown Counsel with no prior or current connection with the officer. The BCPS said that as this matter was now before the court, it will not be releasing additional information or commenting further at this time.

24-year-old charged with sexual assault, sexual interference in Surrey SURREY RCMP announced on Friday that charges have been laid after a man allegedly inappropriately touched a child in a store on Sunday evening. On May 15 at 8:30 p.m., Surrey RCMP received a report that a man had groped a three-year-old child in a store located in the 12400-block of 88 Avenue. The child’s father along with other bystanders kept the suspect on scene until police arrived. Police spoke with witnesses, reviewed CCTV from the store and arrested the suspect. The man was later released with a court date while the investigation continued. Surrey RCMP Special Victims Unit took conduct of the investigation and

submitted a report to Crown Counsel recommending charges. On May 18, 24-year-old Adam Alexander Newbigging was charged with sexual assault and sexual interference and a warrant was issued for his arrest. He was arrested the following day and remains in custody awaiting a court appearance. “The nature of this incident and the fact it involved a young child in a public place is very concerning,” says Surrey RCMP Media Relations Office, Cpl. Vanessa Munn. “This incident had an emotional impact on all parties involved and we have taken steps to ensure appropriate referrals have been made so that everyone gets the support they need.”

Street racing in Pitt Meadows results in impounding of two cars RIDGE Meadows RCMP impounded two cars after an alleged street racing incident in Pitt Meadows which took place last weekend. In response to community feedback around speeding and dangerous driving, the Ridge Meadows RCMP’s Road Safety Traffic Team (RSTT) are engaged in enhanced proactive patrols. On Saturday, May 14, an RSTT member was performing an active patrol in an

unmarked police car when, at around 8:30 p.m., they observed two vehicles lined up side by side in the 19000-block area of Airport Way in Pitt Meadows. The cars, a 2022 Infiniti Q 50 and a 2021 Audi A4, proceeded at a high rate of speed, driving westbound beside each other on the two-lane road. Both cars were stopped, the drivers issued violation tickets and the cars impounded for seven days.

Putting money back into the pockets of everyday people BY AMAN SINGH NDP MLA for Richmond-Queensborough I know families in B.C. are facing increased costs these days, at the gas pumps and in other aspects of their daily lives. This is absolutely a challenging time and as New Democrats, we are committed to making life more affordable for people in B.C. The recent increase in prices at the pump are the result of Russia’s unprovoked attack on Ukraine, and the conflict is impacting the price of oil around the world. As we recover from the pandemic and economies continue to re-open, demand on gas supply is increasing across North America. We are seeing record high gas prices

across Canada, including here in British Columbia. That is why our government is working hard to alleviate costs for drivers and put money back into the pockets of everyday people – saving money on child care, tolls, MSP and more.

This week, new BC Liberal leader Kevin Falcon took his seat in the Legislature. His words may suggest that he is thinking about everyday people struggling with affordability, but his past actions tell us otherwise. As a BC Liberal cabinet minister, Kevin Falcon gave big tax breaks for the top one per cent, while increasing fees for everyone else. To pay for these tax breaks, he increased basic car insurance by 11%, skyrocketing ICBC rates for drivers. Our government has lowered costs of ICBC car insurance by an average of 20%, saving drivers an average of $500 every year. When we reduce costs for people, families can put that amount towards things like groceries and kids’ activities. When he was Transportation Minis-

ter, Kevin Falcon put tolls on the Port Mann and Golden Ears Bridges, costing families up to $1,500 a year just to get to work, take kids to school, or expand their small business. While he continues to stand by this decision, our government has removed these tolls for good, and is continuing to invest in transit and infrastructure projects that will improve commute times so we can all spend more time at home with our loved ones, and less time stuck in traffic. On top of reducing car insurance rates by an average of $500 a year, our government recently announced ICBC Relief Rebates of $110. These cheques are currently being delivered to people across B.C. to help offset the costs of rising gas prices. While Kevin Falcon and his friends

called these “stupid little cheques,” I know that they will help families across the province to make ends meet. As we welcomed Kevin Falcon to the Legislature this week as the MLA for Vancouver-Quilchena, I’m reminded of the reasons why we’re all here. When Kevin Falcon said “this is the best job they’ll ever have” when referencing our BC New Democrat MLAs, perhaps he was right. While our government is committed to making life better and more affordable for all British Columbians, we know that Kevin Falcon and the same old BC Liberals are here to protect the wealthy and well-connected at the expense of people like you and me – teachers, nurses, millwrights, small business owners, and farmers.

Trafficking stolen property charges laid against Surrey pawnshop owner SURREY RCMP’s investigation into alleged criminal activity facilitated through a pawnshop has led to multiple criminal charges against the pawnshop owner. Surrey RCMP’s Property Crime Target Team initiated an investigation into trafficking of stolen property in December 2020. A pawn shop located in the 7100-block of King George Boulevard was believed to be conducting business with prolific

property crime offenders. All pawn and second-hand businesses are required by City of Surrey Bylaws to report to police all property which they intake through a Regional Automated Property Information Database (RAPID). Businesses are required to provide detailed descriptions of the property they intake, including serial numbers, which are cross-referenced with the Canadian Police Information Center (CPIC) to

detect stolen property. On May 3, Giovanni Robert Cipparone, 39, was charged with four counts of possession for the purpose of trafficking in property obtained by crime, and four counts of possession of property obtained by crime. Cipparone has been served a summons to appear in court later this month. “Prolific property crime offenders are responsible for committing a disproportionately large number

of offences in Surrey,” said Cpl. NDP documents reveal B.C.’s primary care centres chronically understaffed: BC Liberals THE BC Liberals said on Thursday that as one in five British Columbians remain unattached to a family doctor, documents from the Minister of Health show that the NDP government’s Urgent and Primary Care Centres (UPCCs) are critically understaffed and aren’t serving to connect the nearly one million unattached patients in desperate need of a family doctor. “For months, the Minister of Health has been dodging questions about the lack of family doctors in B.C. repeatedly pointing to UPCCs as a potential solution to the crisis,” said Shirley Bond, BC Liberal Critic for Health. “Now we see the NDP’s UPCCs and Primary Care Networks (PCNs) are horrendously understaffed and failing to address the needs of British Columbians without a family doctor. Richmond’s PCN has been running for three years, and it is supposed to have 32 full-time equivalent physicians but, today, has just one doctor. In Abbotsford, their UPCC has only half a doctor when there are supposed to be six. It’s no wonder that less than two per cent of the million people without a family doctor have found any attachment through UPCCs.” Across the province, UPCCs and PCNs are staffed at a fraction of what they should be. 1. In the North Shore Primary Care Network, there are supposed to be 17.5 full-time equivalent physicians — there are just three. 2. In South Okanagan Similkameen’s Primary Care Network, there are seven nurse practitioners, but zero doctors out of the 6.4 approved full-time equivalent physicians. 3. In the White Rock and South Surrey Primary Care Network, there are only 33 per cent of the doctors there are supposed to be. “With each day that passes, the crisis in our health care system deepens,” noted Bond. “Nearly a million people do not have a family

Falcon’s plan to cancel Massey Tunnel would hurt Richmond, delay a solution for years: NDP

BC Liberal Leader Kevin Falcon’s plan to cancel the Massey Tunnel project would keep commuters stuck in traffic for three extra years and make our community a worse place to live, say Richmond’s NDP MLAs. “In addition to delaying a solution by years, Kevin Falcon is rejecting the consensus reached by community leaders that the tunnel is right for Richmond,” said Henry Yao, NDP MLA for Richmond South Centre, on Thursday. “The tunnel is the right fit because it fixes the gridlock while avoiding the negative impacts that would be created by the BC Liberal bridge.” The NDP says that Falcon’s plan to go back to the 10-lane toll bridge would require a new environmental assessment and take nine years to complete. Starting that process in 2024 would delay completion of the crossing until 2033, three years later than the tunnel is set to open. It would also mean writing off millions of dollars that has already been committed to work on the tunnel. “The BC Liberal toll bridge would turn Richmond into a parking lot because it has no plan to direct traffic,” said Aman Singh, NDP MLA for Richmond-Queensborough. “We’re managing traffic by building the Steveston Interchange. And unlike the BC Liberals, we’re addressing the bottleneck without unfair tolls.” Falcon’s promise to cancel the project was criticized by Richmond Mayor Malcolm Brodie, who told Global News: “I just don’t think it’s an idea that should go forward. To go back in time, back to the future to a 10lane bridge which, really, very few want.” “If Kevin Falcon consulted anyone at all, he would know that people in our community want the tunnel,” said Kelly Greene, NDP MLA for Richmond-Steveston. “His delayed bridge project would be terrible for people in Richmond.”

New Delhi: The Supreme Court on Thursday awarded one year’s rigorous imprisonment to Punjab Congress leader Navjot Singh Sidhu in a 34-year-old fatal road rage case. A Special Bench of Justices A.M. Khanwilkar and Sanjay Kishan Kaul reviewed the apex court’s May 2018 judgment, which had let off Sidhu with a fine of Rs 1,000 saying such roadside brawls were a “very common sight in this country”. The decision came in a review petition filed by the family of the victim, Gurnam Singh, who died in the road rage incident in 1988. The Punjab and Haryana High Court had found Sidhu guilty of committing culpable homicide not amounting to murder. In appeal, the apex court, four years ago, had set aside the High Court verdict. The top court had held him guilty of the lesser offence of causing voluntary hurt. Justice Kaul, reading out the judgment, said the court felt, on the basis of the facts placed before it, that it would have to review the judgment in terms of sentence. The Review Bench held that it would serve the ends of justice to sentence Sidhu to a period of oneyear rigorous imprisonment in addition to the earlier award of a fine of Rs 1,000. The case had returned to haunt Sidhu after over three decades, especially when the family of the victim upped the ante by filing an application contending that the facts of the case show he was responsible for causing more than hurt but was actually liable for far more grievous offences like culpable homicide or even murder. Singh’s family had filed for a review of the judgment in 2018

itself. The court had issued a formal notice to Sidhu, represented by senior advocate A.M. Singhvi and advocate Karthik Ashok, specifically on the quantum of sentence, in September 2018. During the hearing of the case, the court had observed that if the facts ultimately show a different offence, the punishment would also change. Senior advocate Siddarth Luthra,

for Singh’s family, had said the apex court’s own judgment proved, “the fact of the injury caused to the victim, the fact that the injury was caused ante-mortem, and the fact that it was caused intentionally by the respondent [Mr. Sidhu]”. Luthra had argued that “when there is death of a human being, it may either be culpable homicide (amounting or not amounting to

murder) ... Offences affecting life are distinct from the offence of hurt. If hurt results in death, intended or unintended, the offence would fall within the category of an offence affecting life”. Countering, Singhvi and advocate A. Karthik had said the family’s application, on top of filing for a review petition against the May 2018 judgment, was a “review of a review”. Entertaining the application would give rise to a dangerous precedent. The senior lawyer had argued that the prosecution could not prove any personal enmity or motive behind the death. It was even “highly doubtful” whether the injury had eventually caused the death. Besides, Sidhu had never violated any conditions of bail and there was no lack of cooperation on his part at any time during the entire journey of 34 years of the case.

Andhra to rename a district after Ambedkar Amaravati IANS: The Andhra Pradesh government on Wednesday decided to rename the newly-created Konaseema district as the Dr B.R. Ambedkar Konaseema district. A notification to this effect is likely to be released soon. The decision came following demands from various parties, Dalit groups and public representatives to rename the dis-

trict after the architect of Indian Constitution. Some organisations had also staged protests demanding the government to rename the districts as Dr B. R. Ambedkar Konaseema district. With Amalapuram as its headquarters, Konaseema district was created along with 12 other districts on April 4, taking the total

number of districts in the state to 26. A district each was named after freedom fighter Alluri Sitharama Raju, former Chief Minister and Telugu Desam Party (TDP) founder N. T. Rama Rao, who was popular as NTR, spiritual leader Satya Sai Baba and 15thcentury saint poet Tallapaka Annamacharya, popularly known as Annamayya.

The YSR Congress Party (YSRCP) government headed by Y. S. Jagan Mohan Reddy had come under criticism from Dalit groups and others for not naming a district after Ambedkar. Meanwhile, leaders of the YSRCP and different organisations have hailed the decision of the state government.

Karnataka Governor let down Christians on anti-conversion law: Archbishop Bengaluru (IANS): The Christian community in Karnataka on Wednesday reacted strongly to the move of Governor Thaawarchand Gehlot to give assent to the anti-conversion bill. “The Christian community feels that it is let down by the Governor of Karnataka,” Archbishop of Bengaluru and Karnataka Region Catholic Bishop’s Council President, Rev. Dr. Peter Machado said. “The Karnataka Governor has given assent to the contemptuous Bill called ‘Protection of Right to Religious Freedom” which is now a law. The entire Christian community across the state of Karnataka is deeply hurt and is disturbed that the Government has let down the Christian populace living in the state,” he said. the options available to it to democratically ensure that this act will not come into force. On Monday, a delegation, headed by Machado, had appealed to Gehlot to refrain from giving assent to the Protection of Religious Freedom Bill. He said that the entire Christian community in Karnataka opposes the Bill, also known as the anti-conversion bill, in one voice. “It is indeed a matter of great concern that the anti-conversion bill would become a tool for the fringe elements to take law into their own hands, and vitiate the atmosphere with provocations, false accusations, communal unrest in the otherwise peaceful state of Karnataka, the Archbishop said. A few stray and sporadic incidents of conversion should not portray the entire community in bad light, he added. The government’s statistics prove beyond doubt that, since Independence, there has been hardly any growth in conversions, and it is all fabricated to suit the political agendas of some political parties, he said. According to Census data, the percentage of Christian population in the country in 2001 was 2.34 per cent, and, as per the 2011 data, declined marginally to 2.30 per cent, he noted. Also, in Karnataka, the situation is in no way different, he said, adding that as per the statistics, Christians in Karnataka, as per the 2001 census, comprised 1.91 per cent, while it significantly decreased to 1.87 per cent in 2011. “If there were rampant conversions, as claimed by some, the Christian population, both in state and nation, would have seen a considerable increase in numbers. But the facts and figures indicate that a lot of hue and cry, over religious conversion, is

unrealistically magnified and grossly exaggerated,” Machado maintained. “Hence, we, the representatives of the Christian community in Karnataka, strongly appeal to Your Excellency to refrain from giving assent to such an undesirable and discriminatory Bill in the interest and welfare of the Christian minority community, and also to maintain peace, harmony and unity among all the religious communities in the state and in the country,” he said. The community questions the need for such an exercise when sufficient laws and court directives are in place to monitor any aberration of the existing laws, he said. With the state Backward Classes and Minorities Welfare Departments issuing an order to conduct a survey of both official and non-official Christian missionaries and institutions and establishments functioning in the state, Machado said: “When all the relevant data is already available (through the Census) with the government, why do we need yet another futile exercise? Why is only Christian minority community targeted and marked for this arbitrary, fallacious and illogical move? What is the motive that is driving them to do so?” “It is a well-known fact that thousands of schools, colleges and hospitals are run and managed by Christian community across the state and country as well,” he said. “May we reiterate the point that not a single incident of forced conversion has been reported so far. Then, where is the complaint coming from and what is the motive behind such false and fabricated news? Let the Government prove whether any one of them has ever been influenced, compelled or coerced to change his or her religion,” the Archbishop said.

Supreme Court uses extraordinary powers to free Rajiv Gandhi killing case convict Perarivalan New Delhi (IANS): The Supreme Court on Wednesday invoked its extraordinary powers to do complete justice under Article 142 of the Constitution, as it ordered the release of A.G. Perarivalan, sentenced to life in the assassination of former Prime Minister Rajiv Gandhi. A bench of Justices L. Nageswara Rao, B.R. Gavai, and A.S. Bopanna said: “In the exceptional facts and circumstances of this case, in exercise of our power under Article 142 of the Constitution, we direct that the appellant is deemed to have served the sentence in connection with crime... The Appellant, who is on bail, is set at liberty forthwith.” Perarivalan is currently on bail. His death sentence was commuted to life sentence and terrorism charges were withdrawn. The top court noted that Perarivalan was 19 years of age at the time of his arrest and has been incarcerated for 32 years, out of which he has spent 16 years on the death row and 29 years in solitary confinement and there has been no complaint relating to his conduct in jail. “On the two occasions that the appellant had been released on parole, there had been no complaint regarding his conduct or breach of any

During the hearing, the apex court had questioned the Tamil Nadu Governor, for not deciding on the state government’s recommendation to release all convicts in the case, which was made to the Governor way back in September 2018. It took strong objection to the Governor sitting on Cabinet’s recommendation to release Perarivalan for over three years, and then forwarding it to the President. The top court emphasised that the advice of the state cabinet is binding

on the Governor in matters relating to commutation/remission of sentences under Article 161. It added that it is the satisfaction of the Council of Ministers on whose aid and advice the President or the Governor generally exercises all his powers and functions. “In the instant case, the Governor ought not to have sent the recommendation made by the state cabinet to the President of India. Such action is contrary to the constitutional scheme elaborated above,” it noted.

The bench said it was fully conscious of the immunity of the Governor under the Constitution with respect to the exercise of powers and duties of his office, however non-exercise of the power under Article 161 is not immune from judicial review. “The reference of the recommendation of the Tamil Nadu Cabinet by the Governor to the President of India two and a half years after such recommendation had been made is without any constitutional backing and is inimical to the scheme of our Constitution, whereby ‘the Governor is but a shorthand expression for the state government’ as observed by this Court.” Senior advocate Rakesh Dwivedi, representing the Tamil Nadu government, submitted that the Governor is not constitutionally empowered to sit in judgment of the recommendation of the Council of Ministers. A G Perarivalan alias Arivu, 50, was only 19 when he was arrested on June 11, 1991. He was accused of having bought two 9-volt ‘Golden Power’ battery cells for Sivarasan, the LTTE man who masterminded the conspiracy to assassinate Rajiv Gandhi. The batteries were used in the bomb that killed the former Prime Minister on May 21 that year.

Congress party workers, covering their mouth using white clothes, staged state-wide protests against the release of Perarivalan. While, CLP leader K Selvaperunthagai led the protest at Rajiv Gandhi Memorial in Sriperumbudur in Kanchipuram, TNCC president K S Alagiri led the protest at Chidambaram in Cuddalore District. Earlier, the Congress had expressed its disappointment over the Supreme Court’s verdict, saying the BJP had created the circumstances for the order. “A terrorist is a terrorist and should be treated as one. Today, we are deeply pained and disappointed at the decision of the Supreme Court ordering the release of Rajiv Gandhi’s assassin,” said Congress communication department head Randeep Surjewala. Meanwhile, DMK leader and Tamil Nadu Chief Minister M K Stalin, who met Perarivalan and his family, on Wednesday, welcomed the Supreme Court’s verdict ordering his release and said that “the Supreme Court order also clarified that the Governor cannot interfere in the powers of an elected state government.” The opposition AIADMK also welcomed the order, recalling steps taken by the late J Jayalalithaa for Perarivalan’s release.

Nikhat Zareen bags gold at Women’s World Boxing Championships

New Delhi (IANS): Star Indian boxer Nikhat Zareen clinched the gold medal at the 12th edition of the IBA Women’s World Boxing Championships after registering a dominating 5-0 victory in Istanbul on Thursday. Living up to the expectations, Nikhat thrashed Thailand’s Jitpong Jutamas without breaking a sweat in the 52kg final with judges scoring the bout 30-27, 29-28, 29-28, 30-27, 29-28 in the Indian’s favour. National Commission for Scheduled Castes directs Punjab to stop eviction of villagers

Punjab farmers end protest on Chandigarh borders; consensus on demands

Chandigarh (IANS): The stalemate between protesting farmers and the Punjab government led by Bhagwant Mann ended on Wednesday with a consensus on most of their demands. They later called off their protest that began a day earlier on the borders of the state capital Chandigarh, similar on the lines of the year-long protest against the Centre’s farm laws at the Delhi borders that ended with the revoking of the three Central farm laws. The meeting between the Chief Minister and leaders of 23 farmers’ unions under the banner of the Sanyukt Kisan Morcha lasted for over two and half hours here. After the meeting, Rural Development and Panchayats Minister Kuldip Singh Dhaliwal reached the protest venue in Mohali, near here, where thousands of farmers had been staging a sit-in protest since Tuesday. He said the meeting of the farmers with the Chief Minister was fruitful and the farmers decided to end the protest. There was a consensus on 12 out of 13 demands of farmers. The prominent demands include minimum support price (MSP) for the purchase of maize, basmati and moong (pulses) that the government has assured, ending staggered paddy cultivation from June 18, electricity prepaid meters not to be installed, besides a compensation of Rs 500 per quintal for those who suffered losses due to early onset of early summer. The farmers on Wednesday threatened to break the barricades set up on borders to march to the Chief Minister’s residence in Chandigarh if their demands were not met. After the meeting, farmer leader Jagjit Singh

Dallewal told the media that the Chief Minister has accepted their demand to divide the state into two zones instead of four for the sowing of paddy. “Now half of the state would be able to sow paddy from June 14, while the rest from June 17. We have been asked to divide the districts into two zones. Earlier, the government had ordered that the sowing would start from June 18 in a staggered manner in the four zones,” he said. The government assured the farmers that they would get MSP on moong (lentils) and a notification in this regard has already been issued. At the meeting, the Chief Minister asked the farmers to immediately go for paddy nursery so that paddy transplantation could be ensured within the stipulated time schedule. He apprised the farm leaders the government has already issued a notification to

procure the entire crop of ‘moong’ on MSP of Rs 7,275 per quintal. He also assured them that the government is already in the mode of finalizing modalities to procure maize too on MSP to give boost to its ambitious program of crop diversification. On the issue of MSP for basmati, the Chief Minister said he would call on Union Home Minister Amit Shah to impress upon the government of India to immediately announce MSP on basmati so as to encourage the farmers to go for its cultivation in a big way by shifting from water guzzling paddy. He also told the farmers that he would also take up the contentious issue of the Bhakra Beas Management Board (BBMB) with Shah for expeditious resolution to the satisfaction of all stakeholders. Mann urged the union leaders to give him some time for at least one year to bring farmer-friendly reforms in the agriculture sector. At the same time, he urged them to shun the path of agitation and if they had any grouse against the government they should sit across the table to finally find an amicable solution. Responding to another issue raised by the farm unions, Mann said the government would soon come out with a comprehensive policy for bestowing ownership rights on the cultivators who had been in possession of panchayat land and cultivating the same since long to convert the barren land into cultivable. In a related development, the Cabinet led by the Chief Minister approved Rs 1,500 per

acre incentive to the farmers for sowing of paddy through the Direct Seeding of Rice (DSR) technology. A sum of Rs 450 crore [Rs 4,500 million] has been earmarked to provide incentive to the farmers for promotion of less water consuming and cost effective DSR technology. This step would be instrumental to save nearly about 15-20 per cent water as compared to the conventional puddling method during the lifecycle of crops. The alarming situation that has arisen out of fast depleting groundwater mainly due to water guzzling traditional method of paddy transplantation needs bold measures to check this serious trend immediately. At present, the water table is falling at rate of 86 cm per year, leading to a precarious situation, where no underground water will be available across the state in coming 1520 years. According to a spokesperson for the Chief Minister’s Office, this technique will encourage majority of farmers to adopt as it needs far less water for irrigation, improves percolation, reduces dependence on farm labour and improves soil health and help enhancing yield of both paddy and wheat by 5-10 per cent. The tempers of the protesting farmers had run high a day earlier as the Chief Minister failed to meet the leaders over their demands and left for Delhi. Late in the evening, Mann said the agitation was “unwarranted and undesirable” and asked the farm unions to join hands with the government for checking the depleting water table.

Punjab Chief Minister launches program to redress grievances

Chandigarh (IANS): Punjab Chief Minister Bhagwant Mann on Monday launched a first-of-itskind program of his government, ‘Lok Milni’ (public interaction) for redressal of people’s grievances on the spot. “This is a humble step of my government to make sure that we facilitate the people for resolving their long-pending administrative issues,” said the Chief Minis-

ter while launching this program here. Mann said the interactive program is aimed at ensuring a single-window platform to the people for redressal of their complaints. Addressing a complaint, the Chief Minister asked the department of Social Justice and Empowerment to immediately release the pending arrears of the ‘shagun scheme’ to the eligible beneficiaries. asked the Water Resources Department to ensure that drinking water was supplied to each and every beneficiary without any prejudice. On the complaint of Seema Rani, whose husband had passed away during COVID-19 two years ago, the Chief Minister asked the officers to ensure that she gets a job at the earliest as per government’s policy.

2022 BMW i4 eDrive40

Auto review by Veeno Dewan. The 2022 BMW i4 eDrive40 is a revelation, a sporty All-Electric vehicle that does not look weird or excessively over styled like so many EV vehicles out there. The i4 is all-electric with mostly new architecture, suspension, and electronics. Its five-door fastback profile is well styled and it thankfully does look like a traditional BMW with its tight premium styling. Only a blue ring surrounding the blue and white propeller roundel on the hood denote its EV credentials. BMW calls the I4 its first “performance-focused” EV. The 2022 BMW i4 arrives in two versions: eDrive40 and M50. The eDrive40 is equipped with a single rear-mounted electric motor that produces 335 horsepower and 317 lb-ft of torque. Step up to the performance orientated M50 and you’ll get a dual-motor powertrain for all-wheel drive and a combined motor output of 469 hp and 538 lb-ft. In Sport Boost mode, output increases to 536 hp and 586 lb-ft for about 10 seconds. In terms of charging, a Level 2 charger supplies up to 11 kW, and DC fast charging happens at up to 200 kW. BMW says, in terms of charging time, 150 km is available in 10 minutes and 10-80 per cent in 35 minutes. We

tested the i4 eDrive40 that has an all-electric range of an impressive 475- 484 km, before recharging is needed. Standard equipment on the eDrive40 model priced at a base of $54,990 includes: 18-inch wheels, LED headlights, Sunroof, Power liftgate Keyless entry and ignition, Dual-zone auto-

Inside, the interior is an all-contemporary BMW, and current 3- and 4 Series BMW owners will feel completely at home in terns of driver controls and ergonomics. Only a few touches of blue trim around the BMW roundel on the steering wheel and some more on the centre console delineate the EV specification. High quality materials, real or faux leather and a neat fastidious cabin are all hallmarks. There is a cool new glass panel in the dash that houses two widescreen displays. In front of the driver is a 12.3-inch configurable info display and to its right is a 14.9-inch touchscreen control display that integrates with the main screen. The new iDrive 8 interactive system is smooth and responsive in operation. Front and rear cabin ambience is great with comfortable, well bolstered front seats upfront and good gen-

eral all-round roominess, only rear headroom is compromised a little by the sloping roofline. Cargo space is rated at 470L and 1,290 L with the rear seats down. On the road, the i4 offers quick straight-line acceleration and handling performance is exceptionally stable. There is excellent traction on all road conditions and when accelerating out of a corner. Body roll and front dive are both well taken care of and modulated. Note that the i4’s battery resides in the floor, keeping the centre of gravity low for excellent stability. Selecting the eco drive mode delivers the best efficiency and combined with the highest regenerative braking setting engaged enables one-pedal driving for the majority of the driving time. BMW has made the i4 very quiet even by EV standards and both wind and road noise are very well insulated making the car enjoyable and relaxed to drive. Fuel Economy comparable to gas engine figures are around: 2.5 / 2.4 / 2.5 Le/100 km, city/hwy/ combined km range. Downsides are few, attractive must-have options jack up the price rather frighteningly! And performance is not as exhilarating as the gas engine BMW sedans due to the weight of the large capacity battery. However, the i4 won’t disappoint BMW fans who want the key advantages of an EV: namely, responsive, quite acceleration, proper green credentials and just as importantly that blue and white badge on the hood. It’s also an attractive proposition if you want an EV that looks serious and has brand name cache. Highly recommended as the premium sports performance EV to get. Auto review by Veeno Dewan BMW has introduced a very worthy entry into the BEV (Battery Electric Vehicle) segment with the arrival of the new BMW iXDrive50. A reimagined take on the luxury premium SUV, the iXDrive50 is a mid- sized five- seater with unique styling cues inside and out. The iX has excellent range, and a truly wonderful interior, and is also built sustainably. It is a tall, wide vehicle with a big greenhouse, trademark twin kidney grilles and a tidy LED lightbar rear end. It is about the same size as BMWs mid-size X5 and X6 crossovers, and its passenger and cargo space is equally comparable. The powertrain comprises a 105.2 kWh lithium-ion battery pack that drives two electric motors, one on each axle for an AllWheel Drive setup. In total, the ixDrive50 produces 523 hp and 564 lb-ft of torque and will reach 0-100 km/h in a respectable 4.6 seconds, with a creditable 521 km of allelectric range on a single charge. The large battery will need overnight Level 2 AC charging and will require DC fast charging wherever you can. The iX uses a CCS socket and can charge at 200kW. The iX is set to compete with established all-electric rivals such as the Audi e-Tron and the Tesla Model X. In Canada there are three levels of the iX, from the iX xDrive40 (C$82,825 MSRP) through to the xDrive50 at $92,825k), or the M60 at 124,585. with a 610-hp all-electric powertrain capable of a 0-100 km/h time of 3.8 seconds, that’s quicker than the legendary BMW M3! We tested the mid-range iXDrive50 in a very attractive Dark Graphite Metallic paint and with Design Loft, Stone Grey interior. The iX’s cabin design is wonderful, you gain sumptuous diamond-stitched leather trim on the seats and an optional, crystalglass finish on the iDrive controller, volume control and gear selector. There is classy walnut veneer trim between the seats in the optional luxury package. The smart ergonomic controls can be accessed by tactile switchgear, iDrive controller, steering wheel buttons, touchscreen, voice, and gesture control. Other high-tech elements include a gorgeous, curved touchscreen instrument panel and a hexagonal-shaped steering wheel.

The rear cargo hatch at 1,005L is very good, but note there is no front trunk or:”frunk” as its known. BMW offers a comprehensive set of stan-

25 dard driver-assistance features in the iX too numerous to mention. On the road, the iX has strong, near silent very quick acceleration and offers a smooth, comfortable ride. The single -speed transmission is pretty faultless in operation. Handling is good, the large heavy underfloor battery makes for good stability and control around corners. The iX is a bit of porker in terms of overall weight but is still pretty maneuverable in tight parking lots and crowded urban road areas thanks to the rear wheel steering system. The brakes are also well modulated with three levels of braking regeneration adjustment. BMW also offers an Adaptive Mode, which automatically detects obstacles in front and adjusts the amount of regenerative braking automatically if needed. Not many negatives, the rear windows don’t roll all the way down, there is no front trunk, and in typical BMW fashion your eyes will water as your tick the options boxes for extra equipment packages and features! But to sum up, the BMW iX is a game changer with its excellent range, superbly executed cabin and smooth ride. The Burnaby RCMP is sharing the suspect’s image and description in hopes it may assist in identifying him. Fraser Valley sales dip below 10-year average for first time in nearly two years

SURREY, BC: Property sales in the Fraser Valley decreased by over 35 per cent in April 2022 compared to the previous month, and while the figure is still the sixth-highest April on record for the past ten years, it marks the first time monthly sales have fallen below the ten-year average since June 2020. In April, the Fraser Valley Real Estate Board (FVREB) processed 1,637 sales on its Multiple Listing Service® (MLS®), a decrease of 45.7 per cent compared to April 2021 and a 36.6 per cent decrease compared to March. “We would typically see a flurry of activity around this time of the year,” said, FVREB President, Sandra Benz, “however that’s not been the case so far. While it’s still too early to say whether this trend will endure, the slowing of sales combined with an increase in active listings is helping to restore a semblance of balance to the market, which is encouraging for homebuyers.” Last month, the Board received 3,622 new listings, a decrease of 27.8 per cent compared to April 2021, and a decrease of 20.9 per cent compared to March 2022. The total month-end active inventory in April was 5,387, 14.6 per cent higher than in March. “In an effort to stem inflation worries, the government has moved quickly to implement interest rate hikes,” added FVREB CEO Baldev Gill. “In fact, we’re already back to rate levels we haven’t seen since 2019. This will put an added burden on home-

How do you know you’re deficient in Vitamin C?

VITAMIN C is an essential nutrient found in citrus fruits and as a dietary supplement. Now, a reader asks, “How do I know if I have a deficiency of vitamin C?” It’s a good question, as studies show that 14 percent of North Americans aren’t getting even the meagre recommended daily dose. Many more aren’t getting the high doses needed to decrease the risk of heart attack, stroke, and chronic inflammation. What are symptoms of vitamin C deficiency? Bleeding Gums, Tooth Loss, and Easy Bruising Vitamin C is needed to produce collagen, the glue that holds cells together. If there’s too little C, weakened blood vessels bleed when brushing teeth. The tragedy is teeth are lost not just by tooth decay. Many teeth are lost due to weakened gums from lack of collagen. Easy bruising is also the result of weakened blood vessels that rupture under the skin. Bruises may cover a large area or appear as small purple dots under the skin. Slow Healing Wounds Low vitamin C decreases the rate of collagen production and slows wound healing. Consult with the surgeon on increasing vitamin C intake before an operation. This allows time to build up adequate blood levels of C. It’s also prudent to continue vitamin C following surgery to help in wound healing. On rare occasions, a severe lack of C could cause a wound to open, increasing the risk of infection. Few doctors realize that following a stressful operation, vitamin C blood levels can plummet! Taking vitamin C after surgery also helps prevent constipa-

tion, an annoying problem which causes more stress on the incision.

In addition, weakened arteries may start to bleed, causing additional swelling and pain in the joint.
