Work in full swing for formation of Surrey Police Department NUMEROUS officers from the RCMP (from both Surrey and other detachments), as well as from Vancouver Police Department and other municipal police forces are busy touching up their resumes as they look forward to joining the Surrey Police Department that will be recruiting hundreds of police officers – and the Vancouver Police Department that will be losing a large number of their officers to the new Surrey Police. Indeed, work is in full swing for the formation of the newest police department in Canada. Surrey is the largest city in Canada without its own police force. In fact, it will be the largest city in B.C. in a few years, overtaking Vancouver. Terry Waterhouse, General Manager of the Policing Transition, told Surrey Council this week that the Executive Director of the Surrey Police Board has been hired. In fact, three weeks ago That person is Melissa Granum, who had been with Delta Police. Besides Granum, there are 13 other full-time individuals on the policing transition. McCallum had also announced: “Applications for the Surrey Police Board have closed, and the interview process is underway to select the members for SPD’s Police Board.” As this newspaper reported two weeks ago, Vancouver Police Board’s Finance Committee Chair, Barj

The search for 88-year-old Jarnail Sanghera of Delta came to a tragic conclusion on Sunday night after a large-scale effort was mounted to find him. A member of the public located his body on a remote corner of a business property in the 10,000-block of River Way.

group of newspapers this week carried an article in which they quoted Vancouver Police Union boss Sgt. Ralph Kaisers as saying that anecdotally, up to 200 of the department’s 1,300 officers could be lost to Surrey. Kaisers told the media group’s Mike Howell that he’d heard other highranking Vancouver cops have discussed applying to the Surrey force and that would open up opportunities for junior officers in Vancouver to move up in the ranks. Kaisers said he found that other officers in the Lower Mainland were interested to apply to Surrey. That, of course, would mean other municipalities would then have to recruit cops as well. He also pointed out the practicality of working close to where an officer lives, telling Howell: “If they live in Abbotsford, Langley, Maple Ridge, Surrey, it’s going to cut down 30 minutes each way a day. So, an hour a day, every day.” Interestingly, he also pointed out to Howell that Surrey has many of the same crime and social issues that have attracted officers to work in Van-

couver. Kaisers told him: “And then there’s opportunity for advancement and promotion. No sooner than they get up and running, there’ll be all sorts of competitions for detectives positions, etc.” MEANWHILE, the anti-Surrey Police Department forces are still desperately making undemocratic demands and resorting to dirty tactics, including trying to take full advantage of the COVID-19 pandemic crisis to scare Surreyites into keeping the RCMP in Surrey. What is seen as indirect political interference by the RCMP is causing great resentment and Canadians are wondering why the RCMP bosses in B.C. and Ottawa are keeping mum. Is it because, as many Canadians suspect, they are encouraging if not actually directing this movement? For example, just recently a former senior RCMP officer indulged in a vicious personal attack against McCallum. Quite obviously he must have got clearance from the RCMP bosses to reveal confidential matters. Of course, if the RCMP bosses are hiding their heads in the sand once again, it will not come as any surprise to Ca-
nadians who are still reeling from the horrific sexual harassment that RCMP female officers and municipal staff experienced for decades until it suddenly blew up in their face. In fact, the millions and millions of dollars that we taxpayers have to pay now to the victims of these accused male RCMP officers would have more than covered all the expenses for the transition to a Surrey Police Force plus the hiring of many more officers. Here are the facts: 1. Surrey Mayor Doug McCallum and seven of his Safe Surrey Coalition members won the election fair and square on the pledge that they would form a Surrey police force to replace the RCMP. In fact, all the eight new Councillors, including the lone one from Surrey First, voted to ditch the RCMP at the very first Council meeting. 2. The Police Act says that any city with a population of more than 5,000 can decide what type of police force they want. So, when the City of Surrey approached the Provincial Government with its proposal, the latter had no option but to give the go-ahead. In spite of three Councillors ditching McCallum’s group, the mayor still controls
the majority vote in Surrey Council. 3. Among the tactics that the pro-RCMP forces started resorting to was the call for a referendum on the change in policing. However, legally, only the City can authorize such a referendum – the Province or the federal government cannot. Yet despite this fact, the RCMP bosses have been apparently inciting their supporters to carry on with that demand. Of course, as this newspaper has pointed out several times, what came as a slap in the face of those who had mounted this fierce campaign to discredit McCallum was a new Research Co. poll in January that showed that the mayor’s approval rating was 50 per cent. The poll also found that the current administration in Surrey had a higher ranking than the previous one on issues such as promoting tourism (from 39% to 64%), dealing with transportation (from 24% to 57%) and enhancing quality of life (from 36% to 68%). The poll showed that Surrey has done a good job on all fronts. The data was statistically weighted according to Canadian census figures for age and gender – as well as different areas of the city for fairness.
No new COVID-19 related deaths in B.C.; 4 new cases HEALTH Minister Adrian Dix and Provincial Health Officer Dr. Bonnie Henry on Friday announced that there have been no new COVID-19 related deaths in the last day in British Columbia. There has been a total of 164 deaths in the province. They also announced four new cases of COVID-19, for a total of 2,562 cases in B.C. There are 228 active cases of COVID-19 in the province and 2,170 people who tested positive have recovered. Of the total COVID-19 cases, 34 individuals are hospitalized, six of whom are in intensive care. The remaining people with COVID-19 are recovering
at home in self-isolation. Every health region in British Columbia has patients with COVID-19. Since the start of the pandemic, there have been 900 in the Vancouver Coastal Health region, 1,277 in the Fraser Health region, 127 in the Island Health region, 195 in the Interior Health region and 63 in the Northern Health region. There have been no new health-care facility outbreaks. In total, 15 longterm care or assisted-living facilities and one acute-care unit have active outbreaks. Public health teams continue to provide support for community outbreaks at federal corrections facilities, the
processing facilities in the poultry sector and for individuals connected to the Kearl Lake plant in Alberta. Ottawa-based Langar For Hunger feeds over 2,500 frontline workers
LANGAR For Hunger (L4H) volunteers have joined forces with local heroes (health care workers, service providers, restaurants, businesses, etc.) to help fight against the impacts of the COVID-19 pandemic. L4H is a philanthropic platform by which people from all walks of life come together to collectively support the community. L4H’s belief is that serving others is the key to supporting one’s own mental health
and well-being while creating a caring community. L4H was established in 2016 by local professionals headed by Supinder Singh in the Ottawa area to support the community. Since the start of the COVID-19 pandemic, this team has been proactively providing support in various ways such as providing fresh food for frontline medical staff at various hospitals/nursing homes including the Queensway Carleton Hospital, Ottawa Civic
Hospital, CHEO, Ottawa General Hospital, Kemptville Hospital, etc. The largest food donation took place at Bruyere, feeding upwards of 1,100 frontline workers. Langar for Hunger is also providing food for seniors, students, and any other families in need. Additionally, L4H has been supporting local businesses by making all food orders and purchases through local suppliers. The L4H volunteer nation has also been creating home-sewn masks
for hospital and care home visitors, running virtual mental health support sessions, virtual online yoga sessions, and partnered with Canadian Blood Services to donate blood for COVID-19 relief. Past L4H’s projects include providing tornado and flood relief services, running blood donation camps, and providing food, hygiene items and clothing items to local shelters and struggling families. One of their noteworthy
accomplishments took place during the winter of 2019-2020 when L4H volunteers collected more than 7,000 pairs of new socks/mittens/ hats for 10 shelters around Ontario during their annual ‘Sox Box Project’. Why Richmond RCMP Constable Bal Kandola decided to go virtual with her DARE lessons RICHMOND RCMP have taught DARE – Drug Abuse Resistance Education (DARE) Program – to all Grade 5 students in Richmond for 25 years. However, the pandemic almost brought that to a halt. Fortunately, thanks to the passion and commitment of DARE officer, Constable Bal Kandola, this tradition has continued. When the announcement to keep schools closed was first made, Kandola was disappointed at the prospect of not being able to teach the DARE program for the final term of the school year. As she says, however, where there’s a will there’s a way. Kandola reached out to the Richmond School District and offered to provide the program in a virtual format. Since then Kandola has set-up her classroom in the Detachment and started recording her lessons. “We are presently living in an incredibly uncertain world and living some difficult moments,” says Kandola. “I hope that my students are able to stay safe, healthy
learned so much from my students. I speak to my students about having purpose and spirit in everything they do in life. I learned that lesson from one of my student’s years ago,” says Kandola. “In the DARE Program, we speak to students about believing in themselves and being confident. I had asked my students what confidence looked like. One student said that I was confident because I taught them with purpose and spirit. As a police officer, I took pride in that statement as it shows that you can still have passion, purpose and spirit in the job that you do even after 20 years as a police officer. What you put out there is received.” “I so look forward to getting back to the schools and being able to meet such incredibly smart, intelligent, caring and spirited students in person,’ adds Kandola. “However, in the meantime I am happy I can reach out to the students and through DARE give them skills which they can also use to cope with this current situation.”

While she has had to adapt to having an empty classroom, Kandola is extremely happy that she is able to continue to provide this valuable program. “It’s been an adjustment to go online but I am so thankful that I’m able to reach my students,” says Constable Kandola. “I love teaching them so many great life lessons and giving them the tools which they can utilize in life. As Kandola points out, however, the teaching is not a one-way street. “I have

And Surrey RCMP would like to remind car enthusiasts to ensure that showing off their prized vehicles doesn’t include dangerous driving behaviours like street racing, or stunt driving. Over the past two years, drivers and enthusiasts have gathered to “show and shine” in the 2800-block of 192nd Street, in what has been an unofficial event and unsanctioned meet-up. Some of the attendees have engaged in irresponsible and illegal driving behaviour which put the other attendees at risk, and led to multiple vehicle impoundments and violation tickets being issued. Surrey RCMP will be conducting proactive traffic enforcement again this summer. Street racing is when a driver attempts to outdistance, or arrive at a destination before another motor vehicle, or attempts to prevent one or more vehicle from passing. Stunt driving involves driving actions such as lifting a motor vehicle’s tires from the road, intentionally losing traction (drifting), spinning, driving into oncom-
ing traffic, or driving too close to other vehicles. These types of driving behaviours are dangerous and increase the likelihood of a collision causing death or serious injury. Vehicles used in street racing or stunt driving are subject to an immediate seven-day impound at the owner’s expense, including associated violation tickets. A common violation ticket issued for this type of driving is “drive without due care” which carries a fine of $368 and six license points. “Showing and cruising in a vintage or customized vehicle is an enjoyable pastime for many residents, particularly in the summer months,” said Sgt. Dave Chu of Surrey RCMP Traffic Services on Wednesday. “Our efforts to proactively enforce traffic laws are not meant to spoil the summer fun, but to ensure that people are able to enjoy their vehicles in ways that are safe for everyone.” If you witness reckless driving behaviour, call Surrey RCMP at 604-599-0502 or 911 in the case of an emergency.

Body of missing 88-year-old Jarnail Sanghera found THE search for 88-year-old Jarnail Sanghera of Delta came to a tragic conclusion on Sunday night after a large-scale effort was mounted to find him. A member of the public located his body on a remote corner of a business property in the 10,000-block of River Way. Officers secured the scene, and the Integrated Forensic Investigative Services team was called in. Sanghera’s family was notified on Sunday night. “At this time foul play is not suspected,” said Cris Leykauf, spokesperson for Delta Police, on Monday. Delta Police Victim Services has been working with the family, and will continue to offer support. “The search for Mr. Sanghera was the top priority for the Delta Police these past 10 days, with significant resources redirected to the effort to find him,” said Leykauf. Search and Rescue was called out three times, with 78 searchers deployed over an extensive area, including riverbanks and coastlines. Police dogs were brought out, and Air 1 went up four times. “We’d like to thank the Surrey RCMP, City of Surrey, and Metro Vancouver Transit Police’s Physical Security Department for their assistance on this file as they pulled and reviewed video, and checked many areas,” said Leykauf. “And we want to recognize the Commercial Vehicle Inspector who even came in on his anniversary to pull video. So many individuals, businesses and community groups contributed to the effort to find Mr. Sanghera.” Leykauf noted that there have been a number of questions posed about how police conduct a search of this scale, and how they prioritize resources. Simply put, police devote resources to work off the last confirmed sighting, and this must be a systematic process, so that efforts can be best prioritized. A number of people also expressed interest in volunteering in organized searches. The Delta Police rely on South Fraser Search and Rescue, which is a group of highly trained and equipped volunteers, who conduct grid searches, and provide police a detailed map of search efforts. There can be liability and safety considerations, and logistical issues using untrained volunteers. “Although this search had an unfortunate outcome, we do want to underscore the importance video footage plays in this type of search,” said Leykauf. “If you have a property in Delta with CCTV cameras, please consider registering for our Community Watch Program. This helps save police time, and provides a contact per-
Jarnail Sanghera son and phone number that police can call to request video footage.” Finally, she recommends that families with loved ones experiencing dementia or Alzheimer’s consider registering with a program such as Project Lifesaver, endorsed by South Fraser Search and Rescue, or using GPS trackers to help monitor their loved ones, if they are prone to wandering. Due to public interest, a timeline of the search process has been compiled to share with the public, said Leykauf. Timeline of events May 15 Jarnail Sanghera left the family home around 9 a.m. He was reported missing to police at 5:37 p.m. Evening and night – Sanghera’s picture and description is shared with police throughout Metro Vancouver, and a news release is issued by police, shared on social media. Throughout the night – Police search family residence and yard. Area hospitals are checked, and extensive patrols are done of local parks. Surrey RCMP requested to patrol around the Gurdwara and Newton bus exchange. Transit Police are requested to conduct patrols as well. Police receive tip from a person who believes they recognized him from earlier in the day. Their CCTV is from 11:30 a.m. May 15, appar-

followup on other tips of possible sightings, investigative checks of pharmacies, etc.
May 16 9:08 a.m. – Police check with Sanghera’s family to see if they believe the man in CCTV video is indeed Sanghera. A family member confirms it is him. (This is later determined to be a misidentification.) Morning – Police expand area hospital checks. Police conduct area patrols for further CCTV based on the video identification by the family, searching businesses, organizations and homes in the area of 88th Avenue and 120th Street. Many are closed and police need to follow up later. Additional area patrols are done throughout 86th to 88th avenues from 112th to 121st streets; Bear Creek Park, along with area pathways and river. Search and Rescue begin searching based on police information, checking schools, parks, etc. Police continue to reach out via social media – primarily twitter and Facebook. Afternoon, night – Police follow up on possible sightings, looking for CCTV for confirmations. Follow-up information sent to all Metro Vancouver police, and Real Time Intelligence Centre. Traffic camera footage requested from Nordel/120th intersection to establish direction of travel. Hospitals rechecked. Searches conducted of Delview Park, Annieville Park, ND Ballpark. Tips followed up.
May 18 News release is updated with clothing description and tattoo. Some misinformation regarding clothing description was circulating. Social media updated again. The Investigations Bureau assumes lead on the file, given the complexities and resources required. Hospital checks ongoing. Tip follow up continues. Border checks. Partner agencies continue checks.
May 17 Morning – Police patrolled a wide range of area in North Delta from the Alex Fraser bridge, to railway tracks and paths, schools and parks south of 80th Street, etc. Social media is updated with information about Sanghera’s tattoo, and updated clothing description. The video of the mistaken sighting is retweeted on twitter. Transit Police requested to push through information again to members starting new shift; reviewed files from past three days. Afternoon – Update received from family regarding Sanghera, and his health. Family shares tips that had come in as a result of their efforts, and suggests further checks of possible destinations. Family yard and residence rechecked by police in case Sanghera had returned unobserved. Victim Services offered to family. Patrols of North Delta schools conducted, and patrols of parks including Blake Drive Ravine and Burns Bog. Evening/night – Police conduct additional followups based on family information. Extensive

Statement issued by police, requesting all property owners to check properties, sheds, unlocked vehicles, etc. Air 1 conducts search. Police meet again with family, sharing further screen grabs from follow up video they sourced, and determine that Sanghera is not the individual pictured on the video on 88th Avenue. May 20-24 Substantial investigative efforts continue. Police refocus CCTV review efforts now that 88th Avenue sighting is dismissed, and determine new sightings. Prime Minister Trudeau, Premier Horgan on Komagata Maru incident anniversary PRIME Minister Justin Trudeau on Saturday issued the following statement on the anniversary of the Komagata Maru incident: “More than a century ago today, 376 passengers aboard the Komagata Maru steamship arrived in Vancouver. Like millions of immigrants coming to Canada before and since, these passengers came seeking better lives for their families. “After a long journey from India, the majority of the passengers— who were Sikhs, Muslims, and Hindus of South Asian origin— were told they could not set foot on Canadian soil, due to the discriminatory laws of the time. They were refused entry and, for two months, were confined to the ship and denied regular access to food and water. “Despite the efforts of local South Asian communities, the Canadian government of the day only allowed a few passengers into Canada and the rest were forced to return to India, where some were later killed and many others imprisoned. “Four years ago, I stood in the House of Commons to apologize on behalf of the Government of
Canada to all those whose lives were changed by this tragic event. While no words can fully erase their pain and suffering, we must learn from the mistakes of our past and make sure to never repeat them. The Komagata Maru incident continues to resonate in our history as a reminder to treat each other with respect, champion the rights of all, and embrace inclusion and respect for diversity as a great strength. “Today, we remember the victims

After being forced to leave Canadian waters, 19 people were killed, and others were imprisoned upon return to India. “On this day, I think of the people who were on that ship and how they must have felt. I wonder how they would have enriched our country if given the opportunity. Some were students and labourers, others were ex-soldiers from the British Indian regiments. All of them shared the dream of making British Columbia their home. “Racism is part of our history in British Columbia, and our work continues to right the wrongs of the past. 20 bricks of suspected cocaine seized at Pacific Highway POE in B.C. YET another truck driver has been nabbed at the CanadaU.S. border in B.C. allegedly trying to smuggle deadly cocaine into this country. On May 9, trucker Ajitpal Sanghera of Canada was arrested after U.S. Customs and Border Protection, in coordination with Homeland Security Investigations-Immigration and Customs Enforcement at the Pacific Highway Truck Crossing in Blaine, allegedly found 60.64 kilograms of cocaine in the tractor-trailer he was driv-
ing to Canada. On Wednesday, Canada Border Services Agency (CBSA) announced that 20 bricks of suspected cocaine were seized on May 1 at the Pacific Highway Port of Entry’s Commercial Operations. Working collaboratively with the CBSA Pacific Region Intelligence Section, border services officers conducted an examination on a commercial tractor-trailer and noticed anomalies. With the help of a CBSA detector dog,

Vancouver proclaims May 29 as Day of Action Against Racism VANCOUVER Mayor Kennedy Stewart has issued a multi-lingual proclamation declaring that this Friday will be a Day of Action Against Racism and that, as a City of Reconciliation, Vancouver is committed to addressing racism
and hate. The proclamation, which also recognizes that racism has long been a part of Vancouver’s history and that we need to learn the mistakes of the past, is part of a province-wide campaign
to raise public awareness and encourage individuals, businesses, community organizations, and associations to take a public stand against racism. As a city, we need to unite to address racism and recognize that people of all ethnicities, cultures and faiths contribute to Vancouver’s strength and well-being, said Stewart. “Earlier this week, for example, I held a meeting with leaders from the Asian community and allied organizations to discuss the surge in haterelated crimes, especially those that are racemotivated. Around that virtual roundtable, and in spite of the troubling impact on too many members of this community, the group came back again and again to positive solutions that draw on Vancouver’s core strength – its diversity,” he added. Since the COVID-19 pandemic was declared, there has been a significant increase in the number of anti-Asian racist and xenophobic incidents. Last week, Vancouver Police Department (VPD) announced that 77 hate crimes and incidents have been reported to them in 2020, compared to 51 in the same period last year. with the Emergency Operations Centre (EOC) to support community resilience, help lower barriers to accessing timely, critical information and work to ensure historically underrepresented groups disproportionately impacted by the pandemic are part of emergency response. This team has organized an ongoing series of virtual town halls for groups that have been historically discriminated against and marginalized to provide feedback and ask questions to the City Manager and COVID-19 Task Force Chief. The City has also provided funding to the Chinatown Business Improvement Association to cover additional security costs for the area, and is in frequent contact with community groups in the neighbourhood to offer additional support. “Racism, hate and xenophobia have no place in our city, and the recent spike in anti-Asian sentiment is extremely disturbing”, said City Manager Sadhu Johnston. “I have heard, during the town halls and in general from community, that targeted xenophobia and anti-Asian racism is making it even more of a struggle for people to cope with the impacts of the pandemic. We are committed to ensuring that every resident feels welcome in Vancouver and will continue to take action, both during the pandemic and beyond, to address racist behaviour.” The City has created a set of translated resources, including posters and social media graphics, which residents and businesses are encouraged to download (LINK) and share to help reiterate that there is no place for racism in Vancouver. Anyone who experiences or witnesses racism or a hate crime can report it to the police, or to an organization such as the BC Human Rights Commission. VPD is working to reduce barriers that may prevent reporting, including developing a system that will allow victims to report non-emergency incidents in Cantonese and Mandarin.
Vancouver Police arrest suspect after racist incident targeting East Asian women VANCOUVER Police arrested a man on Saturday afternoon after he smashed the window of a vehicle parked in Chinatown with two East Asian women inside. “This was a random, unprovoked incident and would have been very terrifying for the victims,” said Sgt. Aaron Roed. “It was particularly concerning for responding officers, considering the anti-Asian crime and incidents we have seen in Vancouver recently.” The women were confronted by the suspect after they parked their car near East Pender and Columbia streets. While they were in the car, he yelled obscenities at them and then smashed a window with a chisel he was carrying in his bag. Police were called and officers were able to locate and arrest the suspect with the help of a witness. The man was transported to the VPD jail and released on an undertaking to appear which requires him to report to court on a future date.

his vehicle at 10820 No. 5 Road when a blue BMW pulled up beside him and the male inside allegedly started yelling racial slurs at him. The complainant said when he exited his vehicle, the male also got out and continued yelling racial slurs. The complainant then got back into his vehicle and locked his doors. But the male continued making racist remarks while allegedly pounding on the complainant’s front passenger side window. As this continued, the complainant said he decided to exit his vehicle a second time to seek refuge in a local business. But the male followed him, which is when the alleged assault occurred. Richmond RCMP canvassed the area for video surveillance and subsequently identified and arrested a suspect in a few days. However, according to the complainant there were other people in the area who witnessed this incident. “An incident like this affects everyone in our community. While various evidence has been
gathered, we want to hear from anyone who may have witnessed it,” said Cpl. Adriana Peralta. “We can also provide an opportunity for victim support, in many languages, and we are asking anyone who hasn’t already to come forward.” The male in question is described as: - White - 5’8 - With a fairly athletic build - With very short hair that was greying on the side - Spoke with an accent The male was wearing: - A blue dress shirt - Grey vest - Black dress slacks This investigation remains active. BURNABY RCMP on Thursday released a video of an assault on a 84-year-old woman that took place last month on April 3. The video shows the suspect approached the elderly woman and tripped her as she walked on Central Boulevard near Metrotown Skytrain Station in Burnaby. The elderly woman was shaken, but fortunately was not seriously injured. While the suspect’s face is not clear in the video, police are hopeful that those who know the suspect may recognize something from the video that will assist them in identifying her. However, in recent weeks, they have noted some concerning incidents in which members of the Asian community in Burnaby have been targeted. Burnaby RCMP have responded to calls for service in relation to victims who were subjected to racial slurs and others where a business had racist graffiti sprayed in and around their premises. “There is no place for crimes of this nature in our City,” said Chief Superintendent Deanne Burleigh, Officer-in-Charge, Burnaby detachment. “We want every resident of Burnaby to know that our officers are diligently investigating every complaint being made to us.” Burnaby RCMP say they have stepped up foot and bicycle patrols in crime hotspots across the City in recent weeks and are asking for continued vigilance from the community in reporting any crimes targeting members of the Asian community in the City.

This initiative is part of IKEA’s commitment to provide approximately $2.3 million in product and supply donations to support local communities impacted by the COVID-19 pandemic. These products will support vulnerable communities, including newcomers, refugees, children and seniors to ensure they have a safe and comfortable home during these challenging times. TransLink: Fare collection and front-door boarding to resume, bus seating restrictions eased ON Monday, June 1, Coast Mountain Bus Company (CMBC) will resume fare collection and front-door boarding on buses throughout the region. Bus seating restrictions will also be eased, and buses will be able to accommodate approximately twothirds capacity before being deemed full.
CMBC says that the increase in passenger capacity on buses will allow it to accommodate the growing number of customers who are returning to the transit system, in alignment with British Columbia’s Restart Plan. It has restored bus schedules to what they were before the COVID-19 pandem-
ICBC announced on Thursday that after successfully reintroducing additional knowledge tests on May 4, it will now be expanding appointments to include all knowledge tests effective June 1. Starting Thursday (May 28), customers can call to book an appointment for all types of knowledge tests at offices throughout the province.
Locations offering testing and their availability can be confirmed when booking an appointment. Scheduled appointments will allow ICBC to provide an important service to customers while ensuring our commitment to physical distancing guidelines. Due to anticipated demand, ICBC is encouraging customers to come prepared by studying the learning

* Wear a non-medical mask or face covering while waiting for or taking transit if you’re able to do so. * Use bus seating when possible so operators can best estimate the number of customers on board. * Allow more time for your commute. As part of the Safe Operating Action Plan announced last
week, CMBC has doubled bus disinfecting sprays to twice per week in addition to daily cleaning schedules. Customers will also notice changes at transit hubs designed to create space where possible, including installing two-metre spaced decals at some bus stops and station entranceways to help guide customers.
ICBC reinstates all knowledge tests by appointment guides and taking the practice knowledge test several times to give them a greater chance of qualifying on the first attempt. Customers can call ICBC’s driver licence contact centre at 1-800-950-1498 and leave a voicemail message requesting a knowledge test. Customers will receive a callback from an ICBC representative, who will identify avail-
able testing locations and book the appointment. All appointments will be 45 minutes per knowledge test and the number of available appointments will vary depending on location. ICBC will not be offering stand-by appointments at this time. Translation services for knowledge testing will also be reinstated effective June 1 adhering to WorkSafeBC
guidelines. ICBC says the expansion of knowledge testing is part of its ongoing commitment to support customers during the COVID-19 pandemic. ICBC says it is putting extensive effort into a plan to safely resume road testing, which includes engaging with staff and WorksafeBC on the use of appropriate personal protective equipment, which it
is working actively to source. There is no timeline yet for resumption but progress is being made and ICBC will keep customers informed. ICBC says it continues to consult with WorkSafeBC and follow the advice of the provincial authorities to find ways to resume further operations that ensure the health and safety of our customers and staff.

Surrey public and school playgrounds reopening June 1 EFFECTIVE June 1, 125 playgrounds throughout the City of Surrey’s park system and all playgrounds within the Surrey School district’s elementary schools will be reopened. The decision to reopen has been made with direction from
the Provincial COVID-19 Health and Safety Guidelines which states that “playgrounds are a safe environment” and that everyone should be mindful of “appropriate personal hygiene practices before, during and after outdoor play.”

Vancouver takes careful, phased approach to re-opening THE City of Vancouver announced on Tuesday that while managing its significant response to the COVID-19 crisis, it has also been developing its plan to support economic and community recovery, restart its own services, and rebuild for the future as we all adapt to the “new normal” in our city. The City said its Restart Smart Vancouver plan lays out a carefully considered and phased approach to reopening and reinvigorating the city. The plan emphasizes safe access to community activities and services for residents, and support for local businesses – Vancouver residents are being asked to “stay strong and stay local”. “I know Vancouver residents are looking forward to safely venturing out more, and that businesses are anxious to reopen or offer

Second urgent and primary care centre opens in Surrey PEOPLE in Surrey will now have better access to sameday urgent and primary care with the opening of a second new urgent and primary care centre (UPCC) in Newton. “The new Surrey urgent and primary care centre will connect people who don’t have a family doctor with the health care they need,” said Premier John Horgan. “This is one of 17 urgent and primary care centres opened in communities around the province, along with new and upgraded hospitals and primary care networks that will deliver better, faster health care to all British Columbians.” The Surrey-Newton Urgent and Primary Care Centre, located at 6830 King George Boulevard, is operated by Fraser Health. It was developed
in close collaboration with the Surrey-North Delta Division of Family Practice, which assisted in the clinic’s design and planning. Whalley is the home of Surrey’s first urgent and primary care centre, which opened in November 2018. The Surrey-Newton Urgent
and Primary Care Centre will offer same-day care for people who need health care within 12 to 24 hours but do not require an emergency department, such as people with sprains, cuts, high fevers and minor infections. The centre is initially open Monday to Friday from 5 p.m.
to 9 p.m., and 9 a.m. to 9 p.m. on weekends. Beginning in July, it will provide both longterm planned primary care services and urgent primary care services, 12 hours a day, seven days a week, like other UPCCs in the province. Starting in July, the centre will support regular, day-to-day care for people who do not have a primary care provider. It will also help residents who lack a primary care provider to easily access services and find ongoing primary care through a regular family doctor or a nurse practitioner. “We are listening to people in B.C., and that is why we are delivering on our primary care strategy to meet the healthcare needs of a rapidly growing and aging population,” said Adrian Dix, Minister of Health.
“With this new centre, we are helping thousands of people who do not have a family doctor get their daily health-care needs met and help secure a primary care provider.” Dr. Victoria Lee, President and CEO, Fraser Health, said, “Fraser Health is excited about improving access to care for more people in the region. This second Surrey urgent and primary care centre will provide patients with much-needed comprehensive and teambased care services close to home.” A team of health-care workers will join the centre, including family physicians, nurse practitioners and registered nurses, as well as allied health providers (pharmacist, social worker and clinical counsellor) and support staff.
This is the 17th urgent and primary care centre to be announced under the government’s primary care strategy and is the fifth in the Fraser Health region, following North Surrey, Burnaby, Ridge-Meadows and Abbotsford. First announced in 2016, the three-story, woodframe residence on the Hamilton Lands in east Richmond is part of a larger 10-year rejuvenation strategy for long-term care across Vancouver Coastal Health (VCH). “We’re working to balance quality, comfortable care in the community with the urgent need for safety and protection of our most vulnerable residents,” said Health Minister Adrian Dix. “Hamilton Village Care Centre will provide that for Richmond seniors.” Hamilton Village was designed on the small house model now considered a best practice in
long-term care; residents have their own rooms with ensuite washrooms and small dining rooms that offer a more intimate, family-style setting. It promotes a neighbourly feel to the living space, offers flexibility, privacy and a range of social settings for residents. The care centre was built and will be operated by Trellis Seniors Services Ltd., and all 135 beds
will be publicly funded. “The modern, small-house design of Hamilton Village Care Centre will improve the quality of life for its residents,” said Mary Ackenhusen, President and Chief Executive Officer of VCH. “We’re proud to be innovating for an improved resident experience and better outcomes for seniors in our region.”
The expansion of long-term care in Richmond is an important step in meeting the care needs of residents who can no longer live safely at home with support. In accordance with Public Health, and with infection prevention and control measures introduced throughout the province in March, residents have been moving in slowly, no more than two per day, to support safe transitions and admissions. The new residents are arriving from acute care, from other non-outbreak long-term care facilities, as well as those from the community who have significant safety risks at home. They are initially quarantined for 14 days and continually screened for symptoms of COVID-19. A staff-to-resident ratio able to provide the provincial
target of 3.36 hours-per-resident-day will be maintained as residents move in over the coming weeks, and all staff are trained in infection prevention and control, and outbreak protocols. VCH says that it’s thanks to preparation and capacity planning that Hamilton Village Care Centre opened ahead of schedule. The planned date for move-in was in mid-May, but
its early completion allows for additional capacity throughout VCH. Trellis prioritized completion of the project, and the City of Richmond ensured swift approvals and permits. “These are extraordinary times for families in Richmond and everywhere,” said Mary McDougall, President of Trellis. “We are happy to help ease some of the worry by providing safe care for seniors.”

service areas, such as patios, to support physical distancing requirements and industry recovery during the COVID-19 pandemic; * supporting people working on the front lines in B.C.’s health-care system, social services and corrections by providing temporary COVID-19 pandemic pay as part of a cost-shared program with the federal government; * announcing that parents will have the choice to bring their children back to class on a part-time basis this school year as part of BC’s Restart Plan, with the goal of returning to full-time classes in Sep-
tember 2020; and * supporting people who were living in encampments in Victoria at Topaz Park and on Pandora Avenue to move into secured temporary accommodations, with wraparound supports to protect their health and safety. Taxation workers’ union gives over $120,000 to Food Banks Canada, Red Cross THE Union of Taxation Employees (UTE), a component of the Public Service Alliance of Canada that represents approximately 28,000 employees working at the Canada Revenue Agency (CRA), notes that its members are working long hours and weekends to ensure Canadians get the help they need during these crucial times. However, the union says it believes it has an important social role to play in our society and has a reputation for its caring and generosity in cases of need and has contributed to some very worthy causes as needs arise. Its members personally contribute year after year to the CRA Workplace Charitable Campaign for the United Way. Furthermore, UTE supports a charity of choice, the International Children’s Awareness, to whom it provides financial and human resources. UTE is donating one thousand dollars ($1,000) per victim, for a total of $22,000 to the Red Cross – Stronger Together Fund. The second donation is to Food Banks Canada. In 2019, there were over 1.1 million visits to Canadian food banks. As a result of the COVID-19 pandemic, there have been significant job losses, layoffs and business closures which are predicted to increase the demands on food banks by between 30 and 50%. The pandemic has had an impact on many Canadian working middle class families, including some of the UTE members and their families. UTE is making a donation in the amount of $100,000 to Food Banks Canada. UTE has also invited its 60 Locals to consider supporting this very worthwhile cause by directly donating to their local food banks.

Local COVID-19 patients have better ICU outcomes, says new study THE overall mortality rate for COVID-19 patients admitted to intensive care units (ICUs) across the Lower Mainland during the first peak of infection was significantly lower than in other regions around the world, finds a new study. The case series, published on Wednesday in the CMAJ (Canadian Medical Association Journal), tracked the outcomes of 117 patients with COVID-19 admitted to six intensive care units in Metro Vancouver between February 21 and April 14. As of May 5, 85 per cent of the patients had recovered or were still recovering, and 61 per cent had been discharged home. Researchers compared the overall mortality rate of 15 per cent for patients in ICUs at Vancouver General Hospital, Surrey Memorial Hospital, Lions Gate Hospital, St. Paul’s Hospital, Royal Columbian Hospital and Richmond Hospital with those from previous case series which had recorded mortality rates as high as 62 per cent for patients in intensive care in Wuhan, China; 50 per cent in Seattle, Washington; 26 per cent in Lombardy, Italy; and 23 per cent in New York. Patients in the local study had similar demographics and severity of illness as patients in the Lombardy, Seattle, New York, and Wuhan case series, noted the authors. Also similar were the critical care interventions used in each region, which included mechanical ventilation, prone ventilation, and high-flow oxygen therapy. “One notable difference though, was the ready capacity in our intensive care units,” said Dr. Donald Griesdale, senior author of the study, critical care physician at Vancouver General Hospital, and associate professor at UBC’s Faculty of Medicine. “We did not get overwhelmed by a surge of patients with COVID-19 as they did in other parts of the world,” he added. “We had the capacity to ensure that all patients with COVID-19 had access to critical care if they needed it — we didn’t have to make choices about who should go into the ICU.” That capacity was made available in midMarch, before our local surge of patients, by cancelling non-urgent and elective surgeries and by increasing the number of available ICU beds in Metro Vancouver COVID-19 centers. Local health authorities were propelled to early action after Canada’s third case was reported in the Vancouver Coastal Health region on January 28, followed by the country’s first outbreak, and then first death, in early March. “It was all hands on deck,” said Dr. Anish Mitra, a critical care physician at Surrey Memorial Hospital, and co-first author on the study along with VCH researcher Nicholas Fergusson. “There was no opportunity for complacency.” According to the study, about 40 per cent of local patients were admitted to an ICU on a daily basis, compared to the New York case series, for example, in which 22 per cent of COVID-19 patients were admitted to the ICU at some point in their treatment. “This study doesn’t determine the cause of the outcomes, but we do know that even in the absence of a pandemic, greater capacity strain at the time of ICU admission can lead to increased mortality,” said Mitra.

Vancouver homeowners can wait until Sept. 30 to pay property taxes VANCOUVER: Homeowners, you can now take until the end of September to pay your taxes in Vancouver. Council voted Tuesday night to move the July 3 deadline into the fall for owners of residential properties. The delay also applies to those who own commercial real estate in the city. The province previously announced a delay in the penalty date for commercial taxpayers, and the cityâ&#x20AC;&#x2122;s charter requires tax payment and penalty dates to be aligned. Property owners now have until Sept. 30 to make their payment. Statements will be mailed out by June, and those who want to pay early may do so. Late penalties will take effect as of Oct. 1. â&#x20AC;&#x153;COVID-19 has put a lot of strain on the finances of residents and business owners as well as the city it-

Use of hydroxychloroquine in COVID-19 cases defended by India
New Delhi (IANS): NITI Aayog member V.K. Paul on Thursday said the Indian Council of Medical Research (ICMR) had recommended hydroxychloroquine (HCQ) as prophylaxis with full responsibility, and as per the clinical protocol the drug might be used for therapeutics also. (NITI Aayog is a policy think tank of the Government of India.) The World Health Organisation was not the only platform where the drug was being tried, he said responding to a media query on the government’s stand on use of HCQ in the COVID-19 cases as WHO had suspended its solidarity trial on Tuesday. “It’s not just WHO solidarity test where the HCQ
is being tried. Many countries are also doing trials. Its effect in tissue culture is well known and benefits outweigh risks, if any. We with full responsibility have recommended HCQ and given guidelines for its use. We should continue using the drug with precautions prescribed in the guidelines. “We will also use it in treatment as per the clinical protocol. Have faith. We will also revise the guidelines as we keep getting relevant data,” Paul said. ICMR Director General Dr Balram Bhargava on Tuesday had said India would continue to use HCQ as prophylaxis despite its suspension from the solidarity trial of COVID-19.
Paul also mentioned a few more medicines and therapies, which are in advance stage of trial for COVID-19. They are Favipiravir, Itolizumab, Phytopharmaceutical (a plant-based drug), Microbacterium W, convalescent plasma, Arbidol, ACQH, HCQ, Remdesivir and BCG vaccine. Scientists are studying these drugs and therapies, both in and out of the solidarity trial. On May 26, WHO Director General Tedros Adhanom Ghebreyesus had announced “a temporary pause” in clinical trial of HCQ on Covid-19 patients, while the safety data of the anti-malaria drug was being reviewed.
Legendary hockey player Balbir Singh Sr, who passed away on Monday morning at a private hospital in Chandigarh, was cremated with full state honours at the Sector 25 electrical crematorium. He was 96. He had been in a critical condition for nearly a fortnight.

‘Little Kashmir’ in Telangana: Tribal farmer harvests maiden apple crop Hyderabad (IANS): Four years of hard work of a young tribal farmer in Telangana have literally borne fruit. Balaji Kendre has proved that with innovative thinking, determination and hard work any goal can be achieved. Growing apples in the arid lands of Telangana is no mean achievement. The 37-year-old knew that the hilly rugged terrain of Komaram Bheem Asifabad district is no Kashmir Valley but he
was determined to prove that anything can be grown in the soil of Telangana. After four years of untiring efforts, Balaji has succeeded in replicating famed apple orchards of Kashmir on a three-acre field in the remote village of Dhanora in Kerameri area of K.M. Asifabad district, earlier a part of Adilabad district bordering Maharashtra. Balaji, whose parents had migrated to Telangana from the neighbouring state,
is not a traditional farmer. A Class 12 dropout, he always wanted to try new things. “Four years ago, a thought came to my mind. Why not grow apples here. People laughed at me but I started working on it and found that a variety of apples is grown in a region in Himachal Pradesh where the maximum temperature touches 40 degrees,” said Balaji, who also received the best farmer award from the Telangana government in 2017. He started with a few plants and encouraged by the results, got in touch with farmers in Himachal Pradesh. He was convinced that he could grow apples in Keriameri, located at an altitude of 220 m above sea level. He found that with its hilly terrain, cooler climes and streams, the region is suitable to cultivate apples. The farmer placed an order of 50 saplings and after transporting it to Dhanora, he began seriously pursuing his dreams with organic farming. As the saplings grew and bore the flowers and then fruits, he informed the officials in the Agriculture Department. The experts told him to wait for a couple of years and advised him to grow some other trees in the vicinity for the right climate and protection of the apple crop.
He also received the help and guidance from agriculture scientists of Hyderabadbased Centre for Cellular Molecular Biology (CCMB). Meanwhile, the number of trees grew to 400 and this year he had his first crop of HR-99 variety apples. He is keen to present fruits from the first crop to Chief Minister K. Chandrashekhar Rao who is impressed with his achievement and has invited him for a meeting. Minister for Forests and Environment Indrakaran Reddy on Tuesday visited Balaji’s field and interacted with him about the crop. The minister praised the farmers for his innovative approach. Balaji’s success has raised hopes among many farmers in Dhanora and surrounding villages. Some have even started cultivation and are taking help from Balaji.
Fight COVID-19, do not destabilise Opposition government: Congress tells Modi New Delhi (IANS): Amid political speculation in Maharashtra, the Congress on Tuesday asked Prime Minister Modi to fight the COVID-19 pandemic, and not the opposition, alleging that the BJP is trying to destabilise the opposition government in that state. “Modi ji,instead of wasting time in destabilising the opposition-run state government and creating a rift there, the Union government could have fought the pandemic... the country would have avoided seeing these days,” tweeted Congress Chief Spokesperson Randeep Surjewala. “Wake up and do not dream of pulling down the state government,” tweeted Surjewala.

Maharashtra Governor, Punjab Chief Minister laud Sonu Sood Mumbai (IANS): Governor of Maharashtra Bhagat Singh Koshyari has praised Bollywood star Sonu Sood for extending help to stranded migrant labourers, and ensuring safe travel for them. Amid the ongoing lockdown due to the COVID-19 pandemic, Sonu has been arranging transport for stranded migrant labourers to ensure they can go to their native places. The governor complimented
the actor on Twitter. “Governor Bhagat Singh Koshyari called up actor, film star @SonuSood and complimented him for his dedicated work in facilitating the safe transportation of migrant people from various states to their home states,” read a post on the official Twitter handle of the office of the Governor of Maharashtra. Decades later, Nehru remains most hotly debated Indian politician ever New Delhi (IANS): Four days after the Karnataka BJP blamed India’s first Prime Minister for the country’s migrant crisis, state Chief Minister B.S. Yediyurappa joined many in paying homage to Jawaharlal Nehru on his death anniversary on Wednesday. The relationship between Nehru and the BJP has been one in which the ruling party uses India’s first Prime Minister as a punching bag for almost everything which is wrong with India. Yet Nehru continues to resonate among Indians for his liberal, socialist and what has come to be known as Nehruvian approach to governance. Nehru, as opposed to his daughter Indira Gandhi, whose reign was scarred by the Emergency, is known to go by the rule book, a firm believer as he was in accountability. India’s first Prime Minis-
ter, one of the most powerful men in the subcontinent, was hauled up for his alleged abuse of parliamentary privilege: He was accused of disclosing details of the American fleet to the public, even before making a statement in Parliament. Rather than brazening it out, Nehru had apologised. One thing for which he is known and, both loved and questioned, is his idea of socialism. Many believe it was well articulated in his historic ‘Tryst With Destiny’ speech: “A moment comes, which comes but rarely in history, when we step out from the old to the new, when an age ends, and when the soul of a nation long suppressed finds utterance... We have to build the noble mansion of free India where all her children may dwell.” Decades later, his great grandson and former

Congress President Rahul Gandhi described him as “a brave freedom fighter, the architect of modern India”. communique to reiterate the commitment to plebiscite. To date, particularly since India abrogated Article 370, the BJP has pinned the blame solely on him and the Congress, portraying him as a leader who had an apparently soft approach to sensitive issues. Soon after India’s historic decision on August 5 last year, Union Home Minister Amit Shah in an event organised by the Samkalp Former Civil Servants Forum at Nehru Memorial Museum and Library (NMML)in New Delhi last September, said, “In 1948, India went to the United Nations. That was a Himalayan blunder. It is more than a Himalayan blunder.” He was referring to Nehru’s action. In the same event, Shah alleged, “The 630 princely states were merged with the Union of India completely but Jammu
and Kashmir remained an issue since 1947.” Nehru himself was overseeing Jammu and Kashmir. However, senior Congressman and Nehruvian leader Jairam Ramesh disagrees. In a veiled dig at Prime Minister Modi who had once “bragged about his 56 inch ki chhati”, Ramesh said, “The self-styled 56-inch-chestman and his drum beaters have been systematically distorting, defaming and destroying Nehru and his legacy, something that Mr Vajpayee never did.” Ramesh said that Nehru instead stood for an “open, pluralistic, liberal democracy” and “building a secular state in a multi-religious society”. He alleged everything Nehry stood for is under attack now, including the proverbial idea of India. “We can rescue the idea of India only by reaffirming the ideas of Nehru”, he said.

14-day home quarantine must for all returnees: Punjab Chief Minister Chandigarh (IANS): Ruling out any complacency despite Punjab posting the highest 90 per cent recovery rate in the country, Punjab Chief Minister Amarinder Singh said, here on Saturday, 14-day home quarantine was compulsory for all those coming to the state. Screening of all those entering the state would be done at the border entry points, as well as railway stations and airports. Those found symptomatic would be sent to institutional quarantine, he added. The Chief Minister was taking part in his Facebook live programme a#AskCaptain’. Rapid testing teams would monitor the home quarantined people, those found symptomatic would be tested at hospitals and isolation centres, he said making it clear his government would not rely on any certificates of testing from any part of the country or the world. He cited example of returnees from Maharashtra and Rajasthan, as well as Dubai,
Amarinder Singh who carried medical certificates showing COVID-19 negative but tested coronavirus positive on reaching the state. Those returning to India via special international flights are required to undergo institutional quarantine, as per the central government guidelines. With a large number of Punjabis returning home, and more businesses being keen on resuming activities, the Chief Minister underlined the need for strict caution. “We
have kept the situation under control and will not let the pandemic spread further,” he said. The Chief Minister said there was likelihood of infection from Punjabis returning home, and the state was taking no chances and had made elaborate arrangements for their testing and quarantine. Five flights came on Saturday. Over 20,000 people are expected to come from abroad on 88 flights, and 60,000 from other states. “I will not let this infection spread any further in Punjab,” he said. The Chief Minister thanked labourers who had chosen to stay back and contribute to Punjab’s economic strength. Nearly half of the migrants who had registered online to return home had decided to stay back and had started working in the industry, said the Chief Minister. “This is your state and you are part of it,” he remarked. Stating that it’s vital for industry to function to ensure livelihood, he said 1.5 lakh of the
2.56 lakh [1 lakh = 100,000] industries in the state had resumed operations. Keep following social distancing norms stringently at workplaces to beat the virus, he added. The state government is reaching out to embassies of various nations, looking to shift manufacturing and businesses out of China. Punjab was in talks with various embassies, like Japan, Korea and Taiwan, and had offered all possible support, in terms of land, infrastructure and other facilities, he said. Of the 2,028 cases in the state, 1,819 had recovered, he said and expressed the confidence that 200 patients under treatment would also be fine soon. “There is no patient on oxygen support, only one on ventilator support,” he said. He said the high recovery could be attributed to strict discipline by Punjabis in following social distancing norms. It was unfortunate, however, that 39 people died in the state, he added.
Balbir Singh Sr: A hockey legend who held the Indian flag high Chandigarh (IANS): The old adage goes give him an inch and he’ll take a mile. As a prolific goal scorer, Balbir Singh Senior was exactly that. A legend who could sound the board from anywhere, the decorated former India captain was part of Indian teams that won three Olympic gold medals. Balbir breathed his last in a private hospital in Chandigarh on Monday. He was 96 and was in a critical condition for nearly a fortnight. Part of India’s golden generation where the team bagged the 1948, 1952, 1956 Olympic gold and an Asian Games silver (1958), Balbir was one of the two surviving members from that famed team of ‘48. His demise leaves Keshav Dutt as the only surviving member now. “One can only remember him as the greatest goal-scorer India has ever seen,” Olympic gold medallist and former India defender Gurbux Singh told IANS. Having played against him as a youngster at local tournaments, 84-year old Gurbux added that Balbir used to give little away but always had a calm head on his shoulders.
“They were our heroes. He (Balbir) was not very talkative. But he would hardly lose temper. His scoring ability was great. His hit was very powerful. He did not dribble a lot but would convert half-a-chance. As a defender, you could not give him an inch when he was inside the ‘D’,” said Gurbux. So just how good a centre-forward was Balbir?
His record for most individual goals scored in an Olympic men’s hockey final remains unbeaten. Balbir had set this record when he scored five goals in India’s 6-1 win over Netherlands in the gold medal match of the 1952 Games. On his Olympics debut in 1948 against Argentina, Singh scored six goals, another record. India never missed the podium when Balbir was part of the team both as player, manager or coach. India’s only World Cup title came in 1975 when he was manager. In 1971, India bagged bronze in the World Cup when he was the coach. Spotted as a promising hockey player by Harbail Singh, who was the then coach of Khalsa College hockey team, Balbir took giant strides from an early age and was selected to represent Punjab University, which, at that time, covered colleges from a large region consisting of undivided Punjab, Jammu & Kashmir, Sindh and Rajasthan. The Punjab University team clinched All India Inter-University titles with Balbir as the skipper three years in a row: 1943, 1944 and 1945. He was a member of the last team of undivided Punjab that won the title in 1947 National Championships. In post-independent India, Balbir who had moved to Ludhiana with his family, was posted in Punjab Police. He captained the Punjab Police team from 1941 till 1961.

Punjab sees COVID-19 recovery rate at 91% Chandigarh (IANS): Besides posting the highest COVID-19 recovery rate of 91 per cent in the country, Punjab has also done exceedingly well in keeping all critical mortality rate amongst the lowest at 1.3 per cent, with majority of those fatalities resulting from comorbidity. Out of 40 deaths occurring mostly in patients aged over 50, 31 persons (77 per cent) were afflicted with serious underlying illness like end-stage kidney disease and cancer and
HIV, besides uncontrolled diabetes and high blood pressure, said Principal Secretary Health and Family Welfare Anurag Agarwal. Chronic illnesses like heart disease, hypertension, diabetes and obesity were major associated illnesses as contributing factors in the remaining 23 per cent of cases, he said in a statement, pointing out there were a few cases which had no underlying chronic illness. Deaths in most cases have occurred in patients who were
already suffering from serious illness which might have led to mortality in natural course of events, he said. As many as 1,918 patients have already fully recovered out of total 2,106 positive cases reported so far. Underlining scientific, systematic and aggressive contact tracing coupled with the effective enforcement of lockdown, Agarwal said doubling rate of Covid-19 in Punjab has been about 100 days for last few days, which is encouraging.
Punjab Chief Minister seeks cash transfers to migrant workers, poor Chandigarh (IANS): Punjab Chief Minister Amarinder Singh on Thursday appealed to the Prime Minister for cash transfers to all migrant workers and poor, and providing greater employment to rural poor under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). “My appeal to PM Narendra Modi, seeking government of India’s immediate intervention for cash transfer to all migrant workers and poor, providing greater employment

Punjab hikes fees of medical colleges Chandigarh (IANS): To ensure better medical education and infrastructure facilities for students, the Punjab Cabinet on Wednesday decided to increase the fee for the MBBS course in government and private medical colleges. According to a spokesperson for the Chief Minister’s
Office, the fee for the MBBS course in the state for government medical colleges was last notified in 2015 and for private colleges in 2014. With the massive surge in the price index in the years thereafter, these colleges are facing fiscal problems and are unable to meet the norms of Medical Council of
India, thus necessitating a fee hike, the spokesperson said. These colleges had, in fact, been seeking fee hike for a long time as they were facing hardships to provide good infrastructure and impart quality education to the students at the current fee rates, he added.

In all cases, where patients are found to be COVID-19 positive irrespective of the underlying disease, as per ICMR guidelines the death is counted as a COVID-19 death, Agarwal pointed out underlining state’s mortality rate is significantly lower than the national average of three per cent. Further, in many cases samples of dead have been taken some of which have turned out to be positive and all these deaths have been taken as COVID-19 deaths.
This was done so as not to miss out on contact tracing of possible positive cases, Agarwal added. Expert committee headed by K.K. Talwar, a former director of the PGI Hospital in Chandigarh, also guided the state to analyse and review the cases of deaths and take corrective action accordingly. The review of the death cases was also taken up by the expert committee in details and update the doctors working in the state.
Eight patients presented with end-stage kidney disease and were on dialysis, which in itself is life-threatening, besides nine patients had uncontrolled diabetes, again a serious condition, Director Health Services Avneet Kaur said. Few cases were severely immunocompromised as they were HIV positive. Such patients are very prone to acquire infections and have little capacity to fight with these infections, she added.
Punjab brings one million acres under cotton cultivation
Chandigarh (IANS): The Crop Diversification Programme in Punjab has received a good response with the state nearly accomplishing its goal to bring 12.5 lakh [1 lakh = 100,000] acres under cotton cultivation, up from 9.7 lakh acres in 2019, an official said on Tuesday. Diversification of the cropping pattern away from paddy helps in saving water, improving soil fertility, avoiding winter stubble burning and preserving the environment. Additional Chief Secretary (Development) Vishwajeet Khanna said the state has recorded sowing of cotton over 10 lakh acres and the target of 12.5 lakh acres would be achieved soon. He said the Agriculture Department has made timely and adequate arrangement of fertilizer and hybrid seeds of BT cotton well in advance to ensure sowing of cotton crop across the state amid the lockdown due to COVID-19. Cotton is the second major traditional crop of southern Punjab due to which the Malwa region is known as the ‘Cotton Belt’. The Additional Chief Secretary said in the districts of Malwa, cotton sowing has already crossed the mark of 10 lakh acres. The last year target of 9.80 lakh acres (3.92 lakh hectares) was enhanced to 12.5 lakh
acres (five lakh hectares) this year, which is expected to be completed in the first week of June. He said the sowing had been over by the last week of May during previous seasons but would be completed a bit later this year as wheat harvesting started only on May 15 this year with a delay of two weeks amid COVID-19 restrictions. Giving details of cotton sowing in the districts, Khanna said so far Bathinda district has recorded the maximum sowing of 3.39 lakh acres, followed by Fazilka with 2.38 lakh acres and 2.10 lakh acres in Mansa. In Sri Muktsar Sahib district, 2.02 lakh acres area is under cotton cultivation while Sangrur recorded 7,800 acres, Faridkot 5,800 acres, Barnala 1,870 acres and 1,257 acres in Moga district. A total of 6.62 lakh acres was brought under cotton cultivation in 2018, followed by 9.7 lakh acres in 2019. The department has also coordinated with the Cotton Corporation of India (CCI) to buy last season’s remaining cotton produce from farmers at the assured MSP and for this 19 markets have already been made operational in the cotton belt. The CCI has also assured its support for the purchase of cotton in the next season.

Punjab seeks fiscal stimulus of Rs 51,102 crore from Centre Chandigarh (IANS): Amid mounting economic woes, the Punjab government on Wednesday decided to seek a fiscal stimulus of Rs 51,102 crore [1 crore = 10 million] from the Centre to help the state tide over the financial crisis triggered by the COVID-19 pandemic and the prolonged lockdown that ensued. A draft memorandum to this effect was approved by the Council of Ministers, at a meeting chaired by Chief Minister Amarinder Singh. The Cabinet also authorised
the Chief Minister to make necessary amendments to the draft memorandum before submitting it to the Government of India. In addition to the direct fiscal stimulus of Rs 21,500 crore, the state plans to seek waiver of the long-term CCL debt as imperative for the fiscal recovery of the state government. Additionally, all Central schemes should be 100 per cent funded by the Central government for this fiscal, as per the draft memorandum. According to an official spokesperson, listing health
infrastructure as a key priority in the post- COVID-19 scenario, the state proposes Rs 6,603 crore for improvement of public health infrastructure from a long-term perspective. This also included sanction for setting up of an advanced centre of virology at a cost of Rs 650 crore, for which the state has already offered the required land free of charge. To contain the Covid-19 contagion in the rural areas, assistance of Rs 5,068 crore has been sought in the draft memorandum for liquid and solid waste management in the

The memorandum seeks Rs 12,560 crore for the agriculture and farming sector, mainly for upgradation of farm infrastructure, providing income support, interest subvention etc., with an additional amount of Rs 1,161 crore identified as assistance needed for the animal husbandry and dairy sector. For urban development, the state has proposed a National Urban Employment Guarantee Act (NUEGA) to guarantee
employment in urban areas, along with an additional capital outlay of Rs 2,302 crore under schemes like AMRUT, Smart City, PMAY etc., with certain relaxations. This is in addition to a grant of Rs 1,137 crore on account of revenue loss. The Cabinet took note of the fact that the lockdown has jeopardised the concerted efforts of the state for achieving fiscal consolidation over the past three years. While the Government of India has considerable fiscal leverage, the state governments
have extremely limited fiscal space, especially after the implementation of the Goods and Services Tax, it noted. Punjab is one of the highest debt-stressed state in the general category states, i.e. Punjab’s outstanding debt to the GSDP ratio is 40.7 per cent, which is significantly higher than Maharashtra (17.9 per cent), Karnataka (18.2 per cent), Gujarat (20.2 per cent), Tamil Nadu (22.3 per cent), Andhra Pradesh (28.9 per cent), Kerala (30.9 per cent) and West Bengal (37.1 per cent).

In an accident involving an e-bike, scooter, or skateboard and another motor vehicle, the accident victim can claim for personal injury compensation from the at-fault party. • For example, if a distracted driver was wholly or partially responsible for the accident, the rider of the electric bicycle can bring a tort claim against the negligent driver for compensation for pain and suffering, past and future wage loss, and other types of damages. If the rider can establish the driver’s negligence, he or she can recover damages from the driver’s vehicle insurance policy. If the rider bears some fault for the accident (for example, because he or she was operating a motorized scooter
or motorized skateboard on a BC road or sidewalk adjacent to a road), or some responsibility for the injuries sustained (for example, by failing to wear a helmet), his or her compensation will be reduced based on the apportionment of fault. • What if the accident was entirely the fault of the operator of the e-bike, scooter, or skateboard, or if the accident was between two riders of electronic bicycles, scooters, or skateboards? ICBC does not require operators of such “low-powered vehicles” to carry third party liability coverage. In these situations, it is worth exploring other sources of insurance coverage, such as the at-fault operator’s tenant or home insurance. Depending on where and how the accident occurred (e.g., a skatepark, a driveway of a home, a parking lot), there may also be a claim against a private property owner, commercial property owner, or municipality.

Richmond RCMP is actively investigating a series of 15 suspicious fires, 14 of which have taken between January 4, 2020 and April 18, 2020. The first fire is believed to have taken place on July 13, 2019. There was then a 6-month gap at which point the remaining 13 fires occurred. In each of these incidents either hedges or garbage bins have been deliberately set on fire. Fortunately, so far there have been no injuries and minimal property damage. Richmond RCMP are, however, concerned for the public's safety as there is always a risk for serious injury or significant property damage as a result of these deliberate fires. The incidents have occurred in the geographical area spanning west to east from McCallan Road to St. Albans Road and north to south from Bennett Road to Afton Drive. All of the fires have taken place between 11:00 pm and 6:00 am. Despite numerous investigative measures taken by police the identify of the individual responsible remains unknown. 2020 Cadillac XT6 AWD Sport: Elegance personified!
By Veeno Dewan The new-for-2020 XT6 is Cadillac’s newest SUV, slotting in below the Escalade in the lineup as a three -row luxury SUV, sharing some of its DNA with the XT5, CUV. The XT6 is longer, giving it an elegant, athletic appearance thanks to the stretched wheelbase. The look is clean, broad shouldered and expensive. Styling-wise, the two available trims are distinguished by subtle details: The chrome window trim on the Premium Luxury model, is replaced by gloss black on the Sport model that also has
the gloss black grille which also gets unique wheel choices (standard 20-inch, 21-inch optional), as well as smoked taillamps instead of the all red units. There is only one engine op-
tion across the model range: a 3.6L V6 shared with the XT5, making 310 hp and 271 lb-ft of torque, hooked up to conventional or dual-clutch ninespeed automatic. The XT6 cabin featured Semi Aniline black
leather seats and a really cool looking bronze Ombre carbon fiber look trim on the dash, and door panels- it actually looked wonderful! Metal accents, leather trim in all the right places and glossy textured surfaces all added to the ambience and richness. A note on build quality, fit and finish – all up to the best of German imports in my opinion: It’s excellent! Cadillac does not skimp on standard features as the XT6 is well-equipped for safety with such standard options as: forward collision assist with pedestrian detection, rear cross-
traffic alert, lane-departure alert with lane-keep assist, front and rear park assist, and seven airbags, as well as AWD. A 360-degree parking camera coverage, a wide-angle rear-view mirror camera is also available, The XT6’s OnStar system adds further safety and security in the form of integrated cellular and GPS systems. With GPS built in, the XT6 can call for an ambulance after a crash and transmit coordinates automatically even if there is no cellphone aboard. To sum up the Cadillac XT6 Sport is a smart, fastidiously engineered and well-presented
premium SUV. The base models are temptingly affordable and have everything you could want. Our tester at $81,424 was is expensive and that’s down to the killer cabin, and options. 2020 Chevy Silverado 1500 High Country Diesel Review by Veeno Dewan General Motors fourth-generation 2020 Chevrolet Silverado pickup is much improved in every way I am happy to report with a bigger and better choice of powertrain combinations, including a diesel option, more technology, and new features. The all-new platform is lighter, wider, and taller and rides on
a longer wheelbase stretched by 3.9 inches. The front features elongated narrow headlights, a typically big Chevrolet grille and some aerodynamic aids. GM has also introduced the first power liftgate that can be moved up or down with the key fob, interior button, or manually. There is a larger corner step to access the bed

Artificial intelligence to help avert blindness
HOW can doctors diagnose and treat 425 million worldwide diabetes patients? That number keeps going up and up, projected to reach 700 million by 2045. There are millions more with undiagnosed prediabetes. Add more millions with undiagnosed hypertension. All these people are destined to lives defined by cardiovascular problems and complications that include debilitating conditions like blindness. Diabetes is swamping healthcare systems worldwide. Let us be clear: whatever we have been doing to fight the problem, it is not working. But now, Artificial Intelligence (AI) is offering new possibilities. Using new technologies, data science, vast quantities of medical images, and computer algorithms, it is possible to fight diseases differently. The medical model of a patient and a doctor is outdated. We need to put AI on our healthcare team and use analytical methods to predict problems before they occur and to help doctors and patients make better decisions. Computer-assisted retinal analysis (CARA) is one such technology. Developed by DIAGNOS, a Montreal-based company, CARA uses retina scans to detect early warning signs of big health problems. And CARA can do it on a scale that will make a big difference in fighting the diabetes epidemics. The retina, the back part of the eye, is the only area of the body where doctors can easily see the condition of arteries and veins without invasive procedures. Early detection of atherosclerosis (hardening of arteries) in the retinas of diabetes patients signals a warning that the same problem is occurring in coronary arteries. This is why the retina is called, “the window to the heart”. Prevention is always better than cure. But this is easier said than done in many parts of the world where highly trained retinal specialists are in short supply. We are more fortunate in North America, but retinal checkups are mainly the purview of ophthalmologists focused on your eyes, not your cardiovascular system. Type 2 diabetes has become a worldwide epidemic and an expensive problem for every health care system. Type 2 diabetes is not just a singular disease. Rather, by triggering atherosclerosis, it decreases blood supply to many parts of the body with catastrophic results. For example, long standing diabetes increases the risk of blindness, heart attack, and kidney failure, which may require renal dialysis or a kidney transplant. Doctors can only treat so many patients. So this problem is an example of where we can leverage technology to screen of millions of people. CARA can scan an eye in two seconds. Furthermore, it can scan hundreds of patients for hours without getting tired or making errors. We need to use AI to detect retina changes and prevent diabetes – averting countless cases of blindness and other problems, improving lives, and saving dollars. Andre Larente, president of DIAGNOS, recently remarked, “CARA can now look at a patient’s retina, discover the presence of hypertension and predict a chance of stroke in 12 to 24 months.” Given that CARA can do this across very large populations of patients, at low cost, it’s easy to see the appeal of this technology from a health care and economic perspective, not to mention the incentive to individual patients to reduce their risk profile. There’s no doubt that the capacities of ar-
tificial intelligence are changing the way we can fight illness, and companies like DIAGNOS are important partners in medical practice. The key is in scaling up. CARA has accumulated a vast database of retinal photos of patients worldwide. This data can be used for predictive modeling. So the next step will be in getting this data into the hands of those who can take steps to stop the progression of illness, change conditions leading to disease, and prevent these avoidable health problems in the first place.
