DELTA Police are trying to figure out why provincial Corrections Officer Bikramdeep Randhawa was shot and killed in a dramatic targeted hit in broad daylight at a crowded parking lot of Scottsdale Centre Mall on Saturday, May 1. The sheer brazenness of the act has stunned both the police forces and the public. The killer was caught on cell phone video as he ran through the parking lot after the shooting to a getaway vehicle. Randhawa was not known to police. “Our thoughts are with the victim’s family and friends, as they now start to deal with their loss,” said Inspector Guy Leeson, Head of Investigative Services for Delta Police, the following day. Leeson said that based on the behaviour on May 1 of the suspects, the incident is considered to be targeted. However, the motive for the shooting is not known. “We’re looking at all possible aspects as to why this crime was committed,” said Leeson. “We will examine every potential motive thoroughly. Whether it was a case of

mistaken identity, a matter related to his personal life or if there is a possibility the shooting was related to the victim’s occupation.” “We’re asking anyone who knew Mr. Randhawa, or who could have information related to why he was targeted in this manner, to please contact police at 604-946-4411, or Crime Stoppers at 1-800-2228477,” said Leeson. Police also confirmed on Sunday that a suspect vehicle involved in this incident was discovered burned in Burnaby on May 1. No arrests have been made in relation to the shooting and police are not releasing any information about the possible suspects in this matter. Delta Police have been in communication with BC Corrections and other law enforcement partners about possible links to other incidents in Metro Vancouver, but at this point police are not able to determine whether this shooting can be linked to the gang conflict. and 120 Street. They responded immediately and located a male who had been shot. The shooting occurred in the parking lot of the Scottsdale Centre Mall. At 10:45 p.m., Delta Police confirmed that the victim had died. “Despite the best efforts of Emergency Health Services, unfortunately, the victim in this incident did pass away,” said Leeson on Saturday night. He said: “Officers have been interviewing witnesses in the area, and we are also in possession of video that appears to have been filmed immediately after the incident. However, anyone who hasn’t yet spoken to police and was a witness, has dashcam or CCTV video, is asked to please call 604946-4411.” Leeson added: “This shooting took place in a very public manner, and we are very much aware of the possible risk to innocent bystanders. Fortunately, it doesn’t appear there was anyone else injured during this incident, but we ask those who might have any information to contact police.”

While the investigation continued on Saturday night, quite a few drivers were unable to access their vehicles that were behind police crime scene tape. “Our officers worked through the night on this investigation, securing evidence, and were able to significantly shrink the size of the crime scene shortly after 5 a.m. on May 2. We want to thank those drivers for their patience and understanding. We are working hard to ensure we don’t miss even the smallest detail,” said Leeson. Delta police Chief Neil Dubord on Tuesday told the media that officers had to secure a chaotic scene with more than 200 people in the parking lot. Many were in shock form what they had witnessed. He said police were using the latest in 3D drone video to capture images of the crime scene. Also with their new technology, dashcam or phone video could be uploaded directly to the department. Delta Police is not part of the Integrated Homicide Investigation Team. The BCGEU (BC Government

THE Integrated Homicide Investigation Team (IHIT) on Thursday announced that Ali Khudhair has been charged in connection with the May 4 murder of Keryane Arsenault in Surrey’s Guildford. On May 4 at around 9 p.m., police responded to reports of gunshots at a residence in the 9700-block of 161A Street in Surrey, B.C. There they found 20-year-old Arsenault with gunshot wounds, who later died in hospital. Ali Khudhair, 24, was arrested soon after police arrived at the scene. On May 5, Khudair was charged

VARINDER Singh Deo, 43, of Burnaby has been charged with aggravated assault in relation to Sunday morning’s shooting of a 25-year-old Surrey woman. He was scheduled to appear in Vancouver Provincial Court. Shortly after 7:30 a.m. on Sunday, the Burnaby RCMP identified and located Deo who they believed was involved in the 4:10 a.m. shooting on Dubois

Brett Cunningham on Sunday. “She is speaking with police and cooperating with the investigation. “We believe this to be a targeted and isolated incident and have no information to suggest the shooting is involved with the Lower Mainland gang conflict. Male shot at Langley’s Willowbrook Mall

ON Monday, just after 3:30 p.m., Langley RCMP were called to Willowbrook Mall after a report of shots fired was received. Police located one adult male victim suffering from gunshot wounds. The male has been taken to hospital for treatment of his potentially life-threatening injuries. Police said that based on the in-

vestigative theory in this initial phase, this did not appear to be a random act. The area surrounding the scene will be cordoned off for a significant amount of time. Langley RCMP Serious Crime has assumed conduct of the investigation. Police said they are currently in

the evidence gathering phase and no further information would be provided at this time. Shortly after 4 p.m., Langley RCMP were called to a rural Aldergrove berry farm for a report of a vehicle fire. It is yet to be determined if this vehicle fire is related to the Willowbrook event. Anyone with information regard-

IHIT investigating Surrey man’s death from gunshot wound THE Integrated Homicide Investigation Team (IHIT) announced on Monday that it is investigating a homicide of a 19-year-old man who died of a gunshot wound in Surrey. On April 30, just after 1:30 p.m., the

man arrived in a Surrey hospital with a gunshot wound and subsequently died of his injuries. IHIT said this is believed to be an isolated incident with no further risk to the public. It does not ap-

HERB Dhaliwal, 68, the first South Asian to become a federal cabinet minister, recently got his COVID-19 vaccination shot and sent his photos to The VOICE to encourage South Asians not to hesitate in getting their jabs. Dhaliwal was first elected as a Liberal MP from Vancouver South in 1993. Then-prime minister Jean Chretien appointed him Minister of Revenue in 1997, Minister of Fisheries and Oceans in 1999, and Minister of Natural Resources and Minister with political responsibility for British Columbia in 2002.

Half are valued at $100,000 for engineering scholarships and half are valued at $80,000 for science and math scholarships. “Every high school in Canada can nominate one graduating student each year to apply for the scholarship.” Robin is indeed an outstanding role model for South Asian youth.

BC Liberals demand concrete action after three days of Lower Mainland shootings

THE BC Liberals on Tuesday, noting that gang-related crime and violence continues to spike in Metro Vancouver, called on Premier John Horgan and the NDP to fill 200 vacant positions in the provincial policing contract and reverse cuts to anti-gang initiatives in schools. “We’ve seen three brazen shootings in three days. This situation isn’t going to get better on its own. The NDP has failed to provide local governments and police forces with the targeted resources they need,” said MLA Mike Morris, Opposition Critic for Public Safety and Solicitor General. “John Horgan and the NDP have to make combatting gang violence a priority because our local governments simply don’t have the resources to

Mike Morris do it on their own. We need more than tough words from the Premier — British Columbians deserve action.” The BC Liberals called on the government to immediately prioritize filling the vacant positions under the provincial policing contract, with at least half going to the Combined

Forces Special Enforcement Unit to actively pursue and arrest gang members. They are also calling on the NDP government to reinstate funding that was cut from important antigang initiatives like the Safer Schools Together program. “Leaving 200 positions vacant under the provincial policing contract and cutting funding to the Safer Schools Together program here in Surrey is taking us in the wrong direction,” said Surrey South MLA Stephanie Cadieux. “While police are being pulled away for John Horgan’s roadside travel checks, we’re witnessing gang violence occur throughout the Lower Mainland. We need immediate action from the province before this situation takes more lives.”

Applications opened May 6 for new pathway to permanent residency for essential temporary workers, international graduates MARCO E. L. Mendicino, Minister of Immigration, Refugees and Citizenship, last month announced an innovative pathway to permanent residence for over 90,000 essential workers and international graduates of a Canadian institution who are actively contributing to Canada’s economy. This special public policy will grant permanent status to temporary workers and international graduates of a Canadian institution who are already in Canada and who possess the skills and experience Canada needs to fight the pandemic and accelerate its economic recovery. Eligible applicants could start submitting their applications through IRCC’s online portal starting May 6 at 12 p.m. EDT time. To be eligible, workers must have at least one year of Canadian work experience in a health care profession or another pre-approved essential occupation. International

graduates must have completed an eligible post-secondary program in Canada within the last four years, and no earlier than January 2017. The portal will remain open until November 5 or until the maximum number of applications have been reached: * 20,000 applications for temporary workers in health care * 30,000 applications for temporary workers in other selected essential occupations * 40,000 applications for international students who graduated from an eligible Canadian institution Three additional streams with similar eligibility criteria have also been launched for French-speaking and bilingual candidates, but there is no maximum number of applications. Under all streams of this temporary pathway, applicants must intend to reside in a province or territory other than Quebec to qualify.

Those who have already completed an immigration medical exam (IME) as part of any previous application are invited to submit this information when applying. If the IME cannot be used for this permanent residence application, IRCC will instruct the applicant to complete a new IME. Applicants who have never completed an IME in the past should make every effort to do so before applying. If it is not possible to do so due to COVID-19-related disruptions, individuals should provide proof that a medical appointment is scheduled with a panel physician. Asim Chaudhry His family last saw him on July 20, 2007, at their home in Burnaby when he told them that he was going to the library at Simon Fraser University to study for an upcoming exam. Fatal industrial accident in Richmond AT approximately 1 p.m. on May 5, Richmond RCMP responded to a report of an industrial accident in the 3900-block of Boundary Road. A 25-year-old female employee was transported to hospital by Emergency Health Services, but she later succumbed to her injuries. Next-of-kin notification has been completed; however, the victim’s name is not being released at this time out of respect for the family. Investigators from the Richmond RCMP Serious Crime Unit and WorkSafeBC continue to investigate. The BC Coroners Service has also been notified.

VCH: High-transmission neighbourhood residents 30 years of age and older eligible for COVID-19 vaccination

AS part of the B.C. COVID-19 Immunization Plan for priority neighbourhoods, Vancouver Coastal Health (VCH) will offer targeted vaccinations to people 30 years of age and older who reside in the hightransmission neighbourhoods of Cedar Cottage, Grandview Woodland, Hastings Sunrise, Kensington, Killarney, Renfrew-

Collingwood, Sunset and Victoria Fraserview. Residents of these neighbourhoods are encouraged to register to receive a link to book their vaccination appointment. VCH will be opening a COVID-19 vaccine clinic at Killarney Community Centre (6260 Killarney Street) and from May 8 to 14, 17 to 21 and 25 to 28 from 9 a.m.

FRASER Health has invited all grocery workers – unionized and non-unionized – to get im-

munized for COVID-19. All grocery store staff in the region who are 18 years old and

older are eligible to receive the Pfizer or Moderna vaccine. Employers and union repre-

sentatives will provide information to staff about how to register and book appoint-

ments online, as well as an access code. Staff must provide ID and proof of employment

(like a pay stub or work ID) when they arrive for their appointments.

ALL pregnant people who are age 16+ are now eligible to receive the COVID-19 vaccines as a priority population through B.C.’s Immunization Plan. “All Health Canada-approved vaccines are safe and effective, and I encourage everyone to register and receive their vaccine as soon as they are eligible. are pregnant,” said Dr. Bonnie Henry, Provincial Health Officer, on Tuesday. “We have reviewed the data here in B.C. and this shows pregnant people experience severe illness from COVID-19 at a rate that is similar to people who are in their 50s. By prioritizing pregnant people today, we add another layer of protection for them, their babies and their communities.”

Sahel Sandhu and Gurjap Singh Bhullar among 7 accused charged in 2018 CFSEU-BC-led investigation into drug trafficking connected to Brothers Keepers

THIRTY-EIGHT criminal charges have now been laid against seven accused in a 2018 Combined Forces Special Enforcement Unit of British Columbia (CFSEU-BC)-led investigation that proactively targeted alleged drug trafficking related to gang activity in the Mission and Abbotsford areas. In late 2018, CFSEU-BC worked with the Mission RCMP Drug Section and the Abbotsford Police Department in response to intelligence on an alleged drug line connected to the Brothers Keepers gang that was expanding in the Mission and Abbotsford areas. The conflict to control the drug line territory had become violent and a priority for law enforcement. Over the course of several months of coordinated inter-agency work, investigators were able to gather evidence on the drug line and those associated with it. This resulted in numerous drug seizures and a search warrant on a residence located in the 6400-block of Riverside Street in Abbotsford where additional evidence, including fentanyl, cocaine, methamphetamine, packaging and cutting agents, cash, and other items were discovered and seized. In addition to the fentanyl seized, the even more potent and potentially deadly carfentanyl was discovered and seized. Through the course of the investigation, the following was seized: * Fentanyl / carfentanyl / heroin mixture: 540 grams * Cocaine (crack): 110 grams * Cocaine (powder): 52 grams * Methamphetamine: 115 grams * MDMA: 84 grams * Phenacetin (buffer/cutting agent): 18 kilograms * Caffeine (buffer/cutting agent): 1.9 kilograms A total of 38 charges have now been laid in connection to the investigation against seven people:

1. Gregory Joseph Greenlay (28-year-old male) – 2 counts total: charged with 2 counts of trafficking in a controlled substance 2. Meredith Christine Kitchen (41-year-old female) – 10 counts total: charged with 10 counts of trafficking in a controlled substance 3. Brandon Lyle Osberg (39-year-old male) – 10 counts total: charged with 10 counts of trafficking in a controlled substance 4. Terry William Slater (50-year-old male) – 2 counts total: charged with 2 counts of trafficking in a controlled substance 5. Jason Roger Bryant (46-year-old male) – 2 counts total: charged with 2 counts of possession for the purpose of trafficking 6. Sahel Sandhu (25-year-old male) – 7 counts total: charged with 4 counts of trafficking in a controlled substance and 3 counts of possession for the purpose of trafficking 7. Gurjap Singh Bhullar (37-year-old male) – 5 counts total: charged with 2 counts of trafficking in a controlled substance and 3 counts of possession for the purpose of trafficking Gurjap Bhullar was arrested on May 5 by Mission RCMP on outstanding warrants related to the investigation. None of the other accused are in custody and all are wanted on warrants for their arrests. There are no photos available at this time for any of the accused currently wanted. “CFSEU-BC and our policing partners in the province have, and will continue to, aggressively target groups like the Brothers Keepers and those who associate with them in order to secure the evidence needed to bring them before the Courts,” said Superintendent Duncan Pound, CFSEU-BC Operations Officer. “The Brothers Keepers violent drug activity in 2018 and 2019 made them a top priority and, in addition to charges already announced, more successes are expected to be shared in the months to come.”

Abandoned vehicle in Coquitlam leads to arrest of two males and seizure of firearms THE Uniform Gang Enforcement Team (UGET) of the Combined Forces Special Enforcement UnitBC (CFSEU-BC) recently seized firearms and ammunition in the Coquitlam area and arrested two men. On Monday, April 26, UGET officers were on patrol in the area of the Coquitlam Centre Mall when officers noticed a vehicle with a male driver in the parking lot. The driver pulled into a stall and quickly walked away from his vehicle without securing it. UGET officers waited for the driver to return for approximately an hour after which officers approached the vehicle in which they immediately observed keys and a cell phone sitting in the center console. Further observation revealed a non-restricted semi-automatic rifle. The officers were able to identity the male driver and locate his residence nearby. While officers were outside that residence, the male driver and a second male arrived, both were arrested by UGET officers. Officers obtained a warrant to search the residence in the 1100-block of Pinetree Way in Coquitlam. Located and seized as evidence were: – 5 non-restricted, semi au-

FRASER Health, BC Children’s Hospital, and the Surrey School District are working together to provide schools in Surrey with take-home COVID-19 Mouth Rinse/Gargle Sample Collection kits. This initiative will help ensure students who become symptomatic while at school have quick access to COVID-19 testing, while preventing COVID-19 transmission in the school environment. Beginning Thursday, COVID-19 Mouth Rinse/Gargle Sample Collection kits will be available in all elementary and secondary schools in the Surrey School District. Each school has been provided 12 kits that will be utilized exclusively by students who are experiencing the following symptoms: * Fever * Chills

PNE Fair cancelled for second year in a row

THE management of the Pacific National Exhibition (PNE) on Wednesday announced that even a modified, lower capacity inperson PNE Fair will not be possible this summer. “Despite our planning for a number of scalable versions of the PNE Fair, it is now clear that the number of guests required to make an in-person Fair financially viable will not be allowed under anticipated Public Health Orders this summer,” says PNE spokesperson Laura Ballance. “We understand the implications this decision will

have on our staff team, our exhibitor and concessionaire partners as well as hundreds of thousands of annual guests, with whom we

will look for ways to connect with once informed about what the summertime Health Orders will allow. We are committed to

continuing to work with the Provincial Health Office to see what might be possible as the summer progresses.” As the largest employer of youth in the province, the PNE said it is a vital first job employer for generations of British Columbians. ICBC and police launch campaign aimed at the leading cause of fatalities ICBC and police are launching a month-long campaign focusing on speed and urging drivers to slow down as every year, 81 people are killed in speed-related crashes, making speed the number one cause of car crash fatalities in B.C. While British Columbians are asked not to travel outside their health authority in order to help slow the spread of COVID-19, drivers

THE expanded emergency department (ED) at Langley Memorial Hospital officially opened on Tuesday, May 4. “The official opening of the expanded emergency department is great news for people living in this growing and thriving region,” said Adrian Dix, Minister of Health. “The ED will be able to keep up with the increasing demand for emergency services, and health-care workers will have a modern environment with more space to provide quality care to patients and help save lives.” The expanded emergency department increases the number of patient treatment bays from 31 to 49 and the number of trauma bays from one to two. There is also a separate pediatric waiting area for children and a new entrance that

still need to be mindful of their speed. Small changes in speed can have a significant impact: an increase of just one km/h in average speed results in an increase of three per cent

of crashes resulting in injury and four to five per cent increase for fatal crashes (Save Lives – A Road Safety Technical Package, World Health Organization (2017), p. 15). Police will be targeting speeding and other highrisk driving behaviours during May. Speed Watch volunteers will also be set up in B.C. communities to remind drivers of the speed they’re

travelling. The campaign includes new education digital advertising and social media, as well as enforcement radio ads. Chief Constable Neil Dubord, Chair of the B.C. Association of Chiefs of Police Traffic Safety Committee, said: “Those who chose to speed excessively, change lanes aggressively, tailgate, disobey traffic lights and signs are willingly putting

themselves and the public at risk for serious injury or death. Consultation underway to help victims of revenge porn THE Government of British Columbia announced on Thursday that it is undertaking consultations on possible legislation to address the non-consensual distribution of intimate images, also known as revenge porn or image abuse. While the publication of intimate images without consent is an offence under Canada’s Criminal Code, potential provincial legislation could

provide additional tools for people to protect themselves and seek recourse. Richmond Hospital Foundation raising funds to transform in-patient mental health care

THE Richmond Hospital Foundation said on Thursday that with the goal of continuing to deliver bestin-class mental health care, plans are underway to redesign Richmond Hospital’s In-Patient Acute Mental Health Unit. These infrastructure upgrades will build on the well-established Person and Family Centred Care (PFCC) project by creating a welcoming and therapeutic physical space that matches the skills of the staff and enhances the experience of patients and families.

Surrey: Site preparation begins for new Newton Community Centre AS part of the new Surrey Invests program, work is underway for the future home of the new Newton Community Centre with the demolition of the former RONA buildings at 6965 King George Avenue. Human remains found in Hope identified as those of Trina Hunt of Port Moody oN March 29 at 10 a.m., human remains were found in the area south of Silver Creek in Hope, B.C. The circumstances were deemed suspicious and the Integrated Homicide Investigation Team (IHIT) took conduct of the investigation. IHIT said it worked with the B.C. Coroners Service to identify the human remains. The remains have now been identified as those of 48-yearold Trina Hunt of Port Moody, who had been missing since January 18. Foul play is suspected in her death and

Five people arrested in Downtown Vancouver protest

A protest in Downtown Vancouver on Saturday led to five people being arrested by police after hours of attempted negotiation. “At its peak, a group of 150 people blocked the intersection of Granville and Georgia Streets while surrounding a boat,” said Constable Tania Visintin. “They blocked traffic in all directions and caused major traffic disruptions. Protesters placed a 15-foot boat on Georgia Street.” After allowing the group to peacefully assemble and express themselves for several hours, VPD officers asked the protesters to leave the area so the intersection could reopen. Most attendees were cooperative with police and left the

Suspect arrested and charged for three violent assaults at Surrey SkyTrain stations A suspect has been arrested and charged for three separate assaults, including one where a man was rendered unconscious, following an investigation by the Metro Vancouver Transit Police. The first incident occurred on April 9 at approximately 8 p.m., when the suspect entered Surrey Central SkyTrain Station and allegedly, purposely and without provocation, body checked a SkyTrain attendant working at the station. The victim described the incident as a “hockey check,” and although he was thrown off balance, he was able to regain his footing. In the second incident, which occurred on April 14 at about 4:35 p.m., the suspect followed the victim off the SkyTrain at Scott Road SkyTrain Station. While the victim stood at the Compass Vending Machine, the suspect allegedly ran toward and violently body checked the unsuspecting victim so hard that he was thrown to the ground. The latest incident occurred on April 17 at approximately 7:55 p.m. The suspect allegedly shoulder checked the victim at Gateway SkyTrain Station. He then tried to instigate a fight with the victim, stating multiple times, “hit me,” while striking the victim on the chest. When the victim and his girlfriend tried to leave, the suspect blocked their path. The victim’s girlfriend was able to call 9-1-1.

Fearful for his safety, the victim did his best to run from the suspect but was pulled back as the suspect grabbed his backpack. A security guard from an adjacent building tried to assist the victim, but the suspect was allegedly able to wrap his arm around the victim’s neck, choking him until he lost consciousness. The suspect then fled the area. Thankfully, the victim sustained only minor physical injuries. Arrested and charged with two counts of assault and one count of assault by choking is 44-year-old Benjamin James McBeath, of no fixed address, who is well known to police. He has been remanded in custody, with his next court appearance scheduled for May 5. “Everyone has the right to feel safe while using transit. Violence of any kind will never be tolerated. In the April 17 incident, the level of violence used against a complete stranger for no apparent reason is of particular concern. A traumatic event like this can have a lasting, negative psychological impact on any person. The suspect’s alleged actions could have had dire consequences for the victims and were completely abhorrent,” said Sgt. Clint Hampton on Wednesday. But after over a year of the COVID-19 pandemic, it’s clear that we should also be talking about mental health all year round. The pandemic has affected almost every aspect of our lives. Many people have been experiencing increased anxiety, stress, depression, and grief, among other mental health concerns. People living with substance use challenges have also been impacted by an increasingly toxic drug supply. At such a critical time, New Democrats are committed to making sure everyone who needs mental health care and support is able to access it – now and in the future. Last month we released our 2021 provincial budget, which includes the largest-ever investment in mental health and substance use care in B.C.’s history - $500 million. Canada sending medical supplies to support COVID-19 response in India

MARC Garneau, Minister of Foreign Affairs, Harjit S. Sajjan, Minister of National Defence, Patty Hajdu, Minister of Health, and Karina Gould, Minister of International Development, on Wednesday announced that Canada is sending up to 25,000 vials of the antiviral remdesivir (brand name Veklury) and up to 350 ventilators from its National Emergency Strategic Stockpile to help respond to the critical situation across India. This support complements Canada’s work with its international partners to respond to needs caused by this pandemic and to help save lives. The government is also providing support through UNICEF’s response to the pandemic in India with the urgent provision of 1,450 oxygen concentrators. The funds for these operations come partly from the $230-million contribution to the therapeutics pillar of the Access to COVID-19 Tools (ACT) Accelerator, announced last December. This support is in addition to Canada’s $10-million support to the Canadian Red Cross Society, which is supporting the Indian Red Cross Society’s procurement of essential supplies and medicines. The supplies identified for this donation will not compromise continued efforts of the COVID-19 response at home in Canada. The Canadian Armed Forces will provide

Chandigarh (IANS): Punjab Chief Minister Amarinder Singh on Monday digitally launched online programs started by the Guru Nanak Dev University (GNDU) in Amritsar for the Punjabi diaspora. Reviewing the functioning of the Higher Education and Languages Department, the Chief Minister ordered the release of Rs 50 million for establishing a language award to promote Punjabi. The Chief Minister said the online courses would go a long way in helping youngsters learn the Punjabi language, and imbue them with the spirit of ‘Punjab, Punjabi and Punjabiyat’. This endeavour would also keep the Punjabi youth abreast of Punjab’s rich and glorious cultural heritage, thus connecting them with their ancestral roots. Government formation in Assam to be delayed over choice of Chief Minister

Punjab grants ‘thrust sector’ status to oxygen units Chandigarh (IANS): Amid the oxygen crisis triggered by the spiralling Covid-19 cases, the Punjab government on Wednesday announced thrust sector status for all oxygen production units, while appointing a nodal officer to coordinate with the Customs Department for quick clearance of foreign aid. Chief Minister Amarinder Singh said with the way things were going currently, the situation was likely to worsen in the coming days, with nobody knowing how many more waves of Covid-19 would hit the country and the state. The status, approved at a virtual cabinet meeting chaired by the Chief Minister, will

apply to oxygen production units with minimum capacity of 700 cylinders per day equivalent to five metric tonnes (MT), oxygen cylinder manufacturers or fabricators and oxygen concentrator manufacturing units. Oxygen refilling units will not be covered by the special status. With this decision, the units, both old and new, will become eligible for 100 per cent exemption from change of land use (CLU), external development charges, property tax, electricity duty, stamp duty and investment subsidy by way of reimbursement of GST up to 125 per cent of the fixed capital invest-

Mamata writes to Prime Minister, seeks free vaccine for all Kolkata (IANS): Hours after taking oath as the Chief Minister of West Bengal for the third time in a row, Mamata Banerjee on Wednesday wrote to Prime Minister Narendra Modi advocating her long-standing demand of free-of-cost vaccination against Covid-19 for all, ensuring adequate supply of essential drugs and increasing the allocation of medical oxygen, making it obvious that Covid control will be her top priority after assuming office. “At the very outset, I would again like to emphasise on free vaccination for all. You may kindly recall my letter dated February 24, 2021, wherein I had requested you to permit the government of West Bengal to allow procurement of vaccine from the designated points for providing vaccination to the people of the state free of cost. This has not been addressed,” the Trinamool Congress supremo said in the letter. “At present, vaccine availability is too inadequate to provide it to the eligible beneficiaries and the government of India’s direction to extend vaccination to the 18 plus category makes it un-

Worried about the rising demand of oxygen in the state, Banerjee asked the Central government to increase the allocation of the life-saving gas to avoid shortage. “The consumption of medical oxygen in West Bengal has risen from 200 MT to 400 MT per day and it is likely to go up to 500 MT in the next seven days. The concerned authorities may kindly be advised to allocate at least 500 MT medical oxygen per day out of the total oxygen produced in Bengal on an urgent basis to prevent any shortage,” she said. Later in the day, Banerjee said in a press conference, “I am thankful to the industries that they have allowed us to use industrial oxygen for medical purpose.” The Chief Minister also expressed concern over the shortage of oxygen cylinders in the state. You will have to give 700 MT oxygen to Delhi, Supreme Court tells Centre New Delhi (IANS): The Supreme Court on Thursday told the Centre that the national capital must get at least 700 tonnes of oxygen every day, which has been requested by the Delhi government to meet the demands of the Covid patients. A bench comprising Justices D.Y. Chandrachud and M.R. Shah told the Centre: “You will have to give 700 MT oxygen to Delhi.” It added that if nothing is to be hidden, let it come before the nation how allocation and distribution is done transparently by the Centre. Defending its stand, the Centre’s counsel submitted that the Delhi government is using the institution of the Supreme Court to speak against it. Solicitor General Tushar Mehta, representing the Centre, submitted before the top court that there has to be an audit because there is systemic failure, but it is not against political leadership or officers. “The Centre was given mandate twice by the people of this country, and we are very much concerned. We cannot be Delhi-centric,” he submitted. Senior advocate Rahul Mehra, representing the Delhi government, said it was submitted by Mehta that there is no dearth of oxygen in the country. “Just to emphasise on April 28, there was a 113 percent increase in Delhi demand of oxygen from 490 to 700 MT. Now an attempt is being again made to give less than 560 MT which was given after intervention of this court,” he submitted.

Tankers with oxygen are being sent out to the cities across India by “Oxygen Express” – special trains by the Indian Railway.

Earlier, Delhi Chief Minister Arvind Kejriwal said his administration “won’t let anyone die” of oxygen shortage if it got the earmarked 700 tonnes of oxygen supply every day from the Centre.

Put pressure on Centre to assist on Covid-19, Punjab Chief Minister tells MPs Chandigarh (IANS): Punjab Chief Minister Amarinder Singh on Thursday urged Congress MPs from the state to put pressure the Centre to augment supplies of oxygen, tankers, vaccines and vital medicines to help the state government effectively fight the deadly second wave of the pandemic. Exhorting the MPs to push the Centre to enhance the state’s quota of oxygen and dispatch additional tankers on priority to enable lifting of the full allocated quota of 195 metric tonnes (MT) on a daily basis, he said Punjab was being meted out step-motherly treatment by the Centre in the matter of supplies needed urgently to battle Covid-19. The Chief Minister said that BJP-ruled neigbouring Haryana had got a bigger oxygen quota and more tankers than Punjab. Expressing concern over the issue, the MPs, from both Houses of Parliament, promised to utilise their MPLAD funds to set up oxygen generation plants in government hospitals, to complement the state government’s efforts in tackling the exponential rise in patient load in Punjab, where a large number of patients are also coming from neighbouring states for treatment. Besides shortage of oxygen, tankers vaccines and medicines, the state was facing issues even on the ventilators front, since there was no BEL engineer to install 108 of the 809 ventilators received from the Centre, said the Chief Minister. Amarinder Singh told the MPs that despite the state’s repeated pleas and his personal letters to the Prime Minister and the Home Minister for in-

crease in oxygen quota for the state by 50 MT, the state was still struggling with insufficient oxygen supply. The 195 MT quota allocated was inadequate for the state to meet its present needs, and even that could not be completely lifted due to shortage of tankers, he noted, adding that the state was currently facing a backlog of 120 MT from nearby sources (Dehradun, Panipat, Roorkee). The situation, he said, was grim as the state was currently managing on a 12-hour supply cycle. On the vaccination front, the MPs expressed concern over the low supplies and repeated delays from the Centre. The Chief Minister said the state government was continuously engaging with both, the Central government and the Serum Institute of India, to expedite availability. “The Centre’s apathy towards Punjab was also reflected in the fact that many other states had been given more vials of Tocilizumab, whose import and distribution was controlled by it,” he said. The state had sought 650 vials but was given only 200 in the initial stages, which were distributed to government and private hospitals, he added. Even Remdesivir continued to be in short supply, as delivery of the 50,000 vials allocated to the state was extremely slow, he said. The meeting also took serious note of the “poor response” of the Central government institutions in matter related to health and medical infrastructure in the state.

The victim in the May 1 shooting in North Delta has been identified as 29-year-old Bikramdeep Randhawa of Surrey. Mr. Randhawa was not known to police. “Our thoughts are with the victim's family and friends, as they now start to deal with their loss,” says Inspector Guy Leeson, head of Investigative Services for Delta Police. He says that based on the behaviour on May 1 of the suspects, the incident is considered to be targeted.

However the motive for the shooting is not known. “We're looking at all possible aspects as to why this crime was committed,” says Insp. Leeson. “We will examine every potential motive thoroughly. Whether it was a case of mistaken identity, a matter related to his personal life or if there is a possibility the shooting was related to the victim's occupation.” Mr. Randhawa was a provincial Corrections Officer. No arrests have been made in relation to the shooting and police are not releasing any information about the possible suspects in this matter. Delta Police have been in communication with BC Corrections and other law enforcement partners about possible links to other incidents in Metro Vancouver, but at this point police are not able to determine whether this shooting can be linked to the gang conflict.

BCREA 2021 Second Quarter Housing Forecast Vancouver, BC: The British Columbia Real Estate Association (BCREA) released its 2021 Second Quarter Housing Forecast today. Multiple Listing Service® (MLS®) residential sales in the province are forecast to rise 33.6 per cent to 125,600 units this year, after recording 94,013 sales in 2020. In 2022, MLS® residential sales are forecast to pull back 20.3 per cent to 100,150 units. “Home sales across the province are on pace to shatter previous records,” said Brendon

Ogmundson, BCREA Chief Economist. “However, there are early signs that markets are calming from the frenetic pace of recent months and could balance out over the second half of this year.” Many markets, especially those outside of major metro areas, remain very low on supply. As a result, market conditions are extraordinarily tight and prices are rising rapidly. We are forecasting a 14.3 per cent rise in the MLS® average price this year, followed by a further 3.1 per cent in 2022.

Vancouver CMA will see home prices continue to increase As a gateway city in Canada, dosed borders have a disproportionate impact on Vancouver’s housing market. The main disruption has been and will continue 1o be a smaller pool of renters in the city than otherwise because migrants to Vancouver tend to be young. House prices will increase mainly due to the relatively good position of household budgets from berth government transfers and lower interest rates. They will also increase because the pool of buyers in Vancouver is relatively unaffected by the negative economic shocks of COV1D-19. Higher home prices inVancouverareaisoa-

As the price is bid up, a smaller pool of buyers will be able to continue to make transactions. Therefore, the current high levels of sales activity in Vancouver is expected to fall back to the long run average sales level. This will mean that elevated starting levels that were experienced over the past five years will be maintained rather than falling back to a long term average.

Is your lack of energy due to anemia?

WILLIAM I of Germany remarked on his deathbed, “I have no time to be tired.” But often people suffer from being tired and having low energy years before they leave this planet. For some with fatigue, a prescription for 8-hours daily use of a pillow is the best treatment. But over three million Americans and one million Canadians have undiagnosed anemia, a condition due to low levels of red blood cells that carry oxygenated blood to the body’s tissues. Is it possible that anemia may lead to misdiagnosis of Alzheimer’s disease? What should you do if you are feeling fatigued and weak for no obvious reason? A methodical approach is warranted. First, if the problem is anemia, then it is usually easy to correct, particularly if due to diet. Therefore, there is no need to panic. But you should see your doctor to rule out more serious problems. For instance, anemia can be due to a cancer of the bowel when the malignant growth is bleeding. Other causes might be intestinal diseases, such as ulcerative colitis, Crohn’s disease, celiac disease, or peptic ulcer. Inherited conditions such as sickle cell or bone marrow disease can lead to anemia. But the major cause of fatigue and anemia is iron deficiency, more commonly seen in women. This is not surprising since women lose blood menstruating. Pregnant women are at increased risk and should be taking a multivitamin with folic acid. Older women may be losing blood from a non-malignant fibroid in the uterus. There’s good reason for a discussion about vitamin B12. A lack of this vitamin, or poor absorption, may cause pernicious anemia having serious consequences if not diagnosed and corrected. Dr. Alice H. Lichtenstein, a professor at Tufts University’s Friedman School of Nutrition Science and Policy, says, “As we age many of us produce less stomach acid which is required for the absorption of vitamin B12.” Moreover, many elderly patients are taking acid suppressing medication decreasing the absorption of vitamin B12. What is tragic is when a severe lack of B12 causes symptoms of dementia such as confusion, irritability, numbness, and tingling in the hands and feet. This is a rare situation, but in some instances, these patients have been wrongly diagnosed as having Alzheimer’s disease. B12 would solve their confusion. So, how can you prevent iron deficiency anemia? First, get rid of one misconception. Many people believe that red meat is the best source of iron. In fact, there are many other choices, including seafood, poultry, beans, lentils, tofu, dark green leafy vegetables, cashews, and fortified cereals. Vitamin C increases iron absorption, so include foods rich in C such as strawberries, raspberries, and tomatoes. Enjoy a glass of orange juice. Vegetarians should know that vitamin B12 is primarily found in animal products, so they may be at particular risk of developing this deficiency. Be careful to include non-animal foods such as nutritional yeast and fortified cereals and plant-based milk substitutes in the diet. To ensure enough B12, consult a doctor to learn whether

B12 supplements might be advisable. Some people are tired all the time and have plenty of iron in the blood. These individuals may be suffering from another variety of fatigue – the kind due to a boss that cannot be stood, a family problem that would take a team of psychiatrists to settle, financial difficulties, or stress-related problems in these trying times. Or the key to resolving fatigue could be as simple as getting a better pillow for more restful sleep.
