PRIME Minister on Sunday thanked Prime Minister of Pakistan Imran Khan for his ongoing help to repatriate Canadians seeking to return home during this crisis. According to a statement from the Prime Minister’s Of ice, the two leaders discussed their respective efforts to ight the COVID-19 pandemic and protect the health, safety, and economic well-being of their citizens. They spoke about the importance of a coordinated global response to the COVID crisis, and in particular support for the needs of vulnerable countries affected by the pandemic. In this regard they welcomed measures such as the debt relief agreed by the G20. The prime ministers agreed to continue cooperating closely and noted the importance of the strong people-to-people ties between the two countries. The Canadian embassy in Pakistan tweeted on Monday that Pakistan International Airlines (PIA) had “conducted the 12th repatriation light from Pakistan to Canada for a total of over 3500 Cdns & immediate family members returned home since April 2.”

Surrey is the largest city in Canada without its own police force CONTINUED FROM 3 for holding a referendum on replacing the RCMP and that only the City can hold one. The Province cannot hold a referendum on a municipal matter. They had also pointed out that the City Council had voted unanimously in favour of a municipal police force and that McCallum had run on the platform that he was going to form his own police force.
They had also pointed out that all the councillors voted for the municipal police force just after the election. But when they got all the pushback from the RCMP and their supporters, they split off into different sections. Councillors who oppose a municipal police force are Linda Annis, the sole Surrey First candidate, along with those who ditched the Safe Surrey Coalition after winning thanks to McCallum: Jack Hundial, Brenda Locke and Steven Pettigrew.

McCallum is backed by Safe Surrey Coalition councillors Allison Patton, Laurie Guerra, Mandeep Nagra and Doug Elford. The legal experts told The VOICE at the time: “The City was clearly within its right to ask for their own police force. The Police Act says that any city with a population of more than 5,000 can decide what type of police force they want. And they had the RCMP since 1951. So now they decided – and it’s their legal right to decide this – that we want our own police force. “And by the way, Surrey is the largest city in Canada without its own police force and governance is the most important thing. By having your own police force, you can govern the police force. You can’t govern the RCMP – all the decisions are made in Ottawa. So that’s a big reason for having your own police force.” They had also explained the process: “When the City said that we want our own police force, they have to go to the Province because the Province is responsible for all the policing in the Province. The Province then has to entertain the application. They can’t say ‘oh, we are not going to give you the opportunity; after all, we like the RCMP.’ They can’t do that. Surrey’s got the right to get their own police force – and they have to pay for it, of course – but it’s their right to do it. So the idea to say ‘well, we want the RCMP by all these petitions and signatures,’ it really doesn’t mean anything after the City
has already decided that.” REGARDING the recent attack on McCallum by Alistair Macintyre, RCMP Assistant Commissioner (Retired), people want to know what he and his male colleagues did regarding all the sexual harassment of female RCMP officers by male RCMP officers. If he did anything, can he show them the proof. And if he didn’t, was he really so ignorant of what was going on in his own force? Just Google “RCMP harassment of women officers” and you can read a zillion reports on this horrific situation that the poor RCMP female officers had to go through – it is unbelievable! This is what RCMP Commissioner Brenda Lucki said last March when an RCMP class action settlement was approved by the Federal Court: “The harassment and retaliation faced by those who will be compensated through this settlement is unacceptable. These women worked alongside us, within our walls, and were entitled to a safe and respectful workplace. The trust of the public flows, in part, from their perception of how we treat each other, so it is essential that the RCMP continues to improve our workplace culture and environment.” Hopefully, there will be no sexual harassment of female officers or other female employees in the new Surrey Police Department!

Saturday, May. 09, 2020 | Indo-Canadian Voice Main KARAM SINGH PUNIAN (see photo) is among the 10 Pearson International taxi and limo drivers who have died since the beginning of the COVID-19 pandemic, according to the drivers’ union. Other drivers who died include Karam Singh Punian and Akashdip Grewal, said Rajinder Aujla, President of the Airport Taxi Association, which represents about 700 drivers operating about 350 vehicles licenced to pick up passengers at Pearson. The Toronto Star reports that Punian, ran twice for Mississauga council and appeared on local radio. According to Aujla, at least six of the
10 dead ATA drivers were diagnosed outright with COVID-19 and the others had suspected cases.
Ontario’s Peel District School Board fired RAVI HOODA (see photo), a school council chair in Caledon, near Toronto, after he posted an Islamophobic tweet. Hooda was a partner with RE/MAX which then terminated their relationship, according to news reports. “Our noise by-law originally passed in 1984 and only included an exemption for Church bells,” Brampton mayor Patrick Brown said in a tweet. “It will now include all faiths within the permitted hours and decibel levels. The Muslim community can proceed with the sunset azan because it’s 2020 [and] we treat all faiths equally.” Hooda replied: ““What’s next? Separate lanes for camel & goat riders, allowing slaughter of animals at home in the name of sacrifice, bylaw requiring all women to cover themselves from head to toe in tents to appease the piece fools for
votes.” Hooda claimed that this tweet had been misinterpreted.

Surrey RCMP: Can you help ID this robbery suspect? SURREY RCMP are requesting assistance from the public to help identify a suspect in a robbery which occurred at a
convenience store in the Cloverdale area. On April 2, at approximately 6:14 p.m., Surrey RCMP responded to a re-
port of a robbery at a convenience store located in the 5900-block of 168th Street. The unidentified male suspect entered
the store, stole money from the cash register, and fled the store. No weapons were produced and there were no injuries to the victim. The suspect is described as a heavy-set South
Asian male with a beard, 6-6’2” tall, 30-40 years old, wearing a grey hooded sweater and black track pants. The suspect is believed to be associated to a dark grey vehicle with large wheels. nounced 29 new cases of COVID-19, for a total of 2,315 cases in British Columbia. There was one new COVID-19 related death in the Fraser Health region, for a total of 127 deaths in the Province. Region-wise, there are 866 cases in the Vancouver Coastal Health region, 1,089 in the Fraser Health region, 125 in the Island Health region (note: two cases were removed from Thursday’s Island Health total due to a data error), 180 in the Interior Health region and 55 in the Northern Health region. In the last day, there have been no new longterm care or assisted-living facility outbreaks. In total, 16 facilities and five acute-care units have active cases. Outbreaks have now been declared over at 18 care facilities. Public health teams are also providing support to a number of community outbreaks, actively contact tracing those who may be directly affected and their close contacts. There has been no change in the number of confirmed positive cases at Fraser Valley Specialty Poultry, United Poultry in Vancouver or at the Mission Institution federal correctional centre. There are now 61 positive cases at Superior Poultry in Coquitlam and 17 connected to the Kearl Lake plant in Alberta. To date, 1,579 people who had tested positive for COVID-19 have recovered. Of the total COVID-19 cases, 73 individuals are hospitalized and 20 of those are in intensive care. The remaining people are recovering at home in self-isolation. Dix and Henry stressed: “We must continue with what we have been doing, because it is working. We have flattened our curve and must keep it there. “Until we move into Phase 2, the orders, restrictions and guidance remain in place. “Our go-forward principles are our playbook for where we are today and how we will move forward. They are the rules to help us decide what is safe for ourselves, our loved ones and our communities. These principles will not change until COVID-19 is no longer a risk to any of us. “Physical distancing is here to stay. We must continue to keep a safe physical distance from anyone outside of our household. “There are no exceptions to staying home if you are ill. Even if it seems to be seasonal allergies, a cold or potentially COVID-19. And if you do have symptoms of COVID-19, contact 811 or your health-care provider to be assessed and tested. “Travelling anywhere increases the likelihood of making us an unintentional carrier for COVID-19. While essential travel must continue, personal travel needs to be minimized, wherever possible. “Our playbook for the pandemic has the ‘rules’ all of us must learn and follow. White man assaults East Asian woman in downtown Vancouver VANCOUVER Police are asking for the public’s help in identifying a white suspect who assaulted a young East Asian woman in downtown Vancouver the afternoon of April 12. The suspect approached the Asian victim at a bus stop near Granville and West Pender streets, punched her in the face and then fled on a transit bus. The assault appears to be unprovoked as there was no communication between the victim and the attacker.
“We are investigating this as a stranger assault and the motive is unknown,” said Sgt. Aaron Roed. The attacker is described as a white man in his mid-20s with a medium build. He was wearing a dark colored t-shirt with a distinctive deer emblem on the front. He was also wearing a grey, long-sleeve shirt underneath his t-shirt and a beanie style hat with grey and yellow stripes. Vancouver Police are asking anyone with

Province, TransLink to ensure transit service in place to support restart THE Province and TransLink on Friday announced their commitment to ensure transit service is available as British Columbians safely restart the province and its economy in the coming weeks and months. The Province and TransLink said they were working on a comprehensive solution to address the major financial impacts that TransLink, like many transit agencies across the country, has incurred due to the COVID-19 pandemic. Given the progress in these discussions, TransLink and its operating companies will suspend the service reductions planned to begin on May 18 and rescind layoff notices issued to approximately 1,500 employees. The Province and TransLink will also continue to call on the federal government for a national solution to the challenges facing transit systems. With the release of British Columbia’s Restart Plan, TransLink will review all transit service levels to ensure it is balancing the need to help people get around the region, with the need to maintain and respect enhanced safety protocols. Further service and safety-related announcements will be made in due course. Selina Robinson, Minister for Municipal Affairs and Housing, said: “As we begin to restore the economy through BC’s Restart Plan, services like TransLink will be key to British Columbia’s transition and recovery success. Inter-municipal ride-hailing in Lower Mainland THE City of Vancouver announced on Tuesday that it has issued the first inter-municipal business licence (IMBL) for ride-hailing to Kabu-Ride Inc (Kabu). This IMBL allows Kabu to pick up and drop off passengers across the Lower Mainland using one business licence. Participating municipalities include Abbotsford, Anmore, Bowen Island, Burnaby, Chilliwack, Coquitlam, Delta, Harrison Hot Springs, City of Langley, Township of Langley, Lions Bay, Maple Ridge, District of North Vancouver, Pitt Meadows, Port Coquitlam, Port Moody, Richmond, Squamish, Surrey, Vancouver, West Vancouver, White Rock. “Having one ride-hailing business licence for the entire lower mainland will save companies hundreds of dollars in permitting fees and give residents across the region more transportation options, which is especially important during the COVID-19 pandemic,” said Vancouver Mayor Kennedy Stewart. The City’s municipal ride-hailing regulations will remain in place for Lyft and Uber, until they apply for their IMBL. Both companies received their City of Vancouver ride-hailing business licences on January 23. Kabu was the only other business that had received a municipal ride-hailing business licence to operate in the City of Vancouver, on February 19. Effective April 1, 2020, ride-hailing companies wishing to operate in Vancouver and other participating municipalities by purchasing only one business licence for all participating municipalities may apply for an IMBL, provided they have obtained a Provincial TNS licence. Receipt of an inter-municipal business licence is the final step for a company to legally operate ride-hailing vehicles in participating municipalities across the Lower Mainland. Companies must also hold a Provincial Transportation Network Service (TNS) licence from the Passenger Transportation Board, which Kabu-Ride Inc received on February 7, 2020. Licencing costs: * Annual IMBL licensing fee is $155 * Per-vehicle IMBL fees are $150 per standard vehicle and $30 for each zero emission vehicle. reaching the level of safe operations B.C. has been able to maintain throughout the pandemic. B.C. is currently in Phase 1 of the restart plan. Phase 2, which will begin in mid-May, includes: * small social gatherings; * a resumption of elective surgeries and regulated health services like physiotherapy, dentistry, chiropractors and in-person counselling; * provincial parks open for day use; * opening more non-essential businesses in keeping with safe operations plans; * recalling the provincial legislature for regular sittings. Essential businesses that have remained open during the pandemic, so far, have done so safely with the support of WorkSafeBC. Government will build on this successful experience by supporting all businesses as they take steps toward a successful reopening. Sectors that were ordered closed will be asked to work with WorkSafeBC to develop plans to reopen safely. WorkSafeBC is developing industry-specific guidance to help employers bring workers and customers back safely. Any business restarting operations must ensure it is in compliance with the provincial health officer’s orders and in accordance with occupational health and safety guidance provided by WorkSafeBC. The target date for the start of Phase 3, which will include opening up of additional businesses and services, is between June and September 2020, if transmission rates remain low or in decline. Phase 4 will only be achieved when the threat of COVID-19 has been significantly diminished through widespread vaccination, broad successful treatments, evidence of community immunity, or the equivalent. Most provincial parks will reopen, starting May 14, for day-use only. On June 1, many remaining facilities, including campgrounds, will reopen. A small number of parks that attract large crowds, or where reopening would pose a health risk to nearby communities, will remain closed. A strong emphasis on personal hygiene for all British Columbians, including hand washing, physical distancing and staying at home if you are sick, will be crucial for the success of every phase of the plan. While B.C. already has sufficient testing and tracking capacity, by continuing to increase these, the government will be able to identify any flare-ups in COVID-19 case numbers and address them. This approach will support public safety and confidence. “Today, we’ve unveiled our plan for a slow and safe restart. We need to be vigilant, to make sure we keep flattening the curve of transmission,” Horgan said. “There is much more to do. But we will get through this pandemic to better days by working together and keeping each other safe.” ON Thursday, Health Minister Adrian Dix and Provincial Health Officer Dr. Bonnie Henry said: “Yesterday, the Premier announced we will be ready to move to Phase 2 after the May long weekend. This is something we can all look forward to, but we are not there yet. “Staying home as much as possible and being respectful of those around us when we do go out are still very much a necessity for all of us. These principles will not change, even as we move to the next phase: Safe physical distancing, washing our hands and avoiding non-essential personal travel. “It will be a slow and thoughtful restart. As we shift to the next phase, not everyone will be ready to increase their social connection or to restart their business at the same time. “Whether an individual or business, each of us must use the principles we have set out to guide our actions moving forward. “If you are senior, or someone with an underlying illness, your increased risk has

B.C. launches renewal plan for surgeries SURGERIES that were postponed due to the COVID-19 pandemic are starting back up as part of a massive surgical renewal plan. “British Columbians have stepped up to the challenge of COVID-19 by making sacrifices, including thousands of people who have waited for postponed elective surgeries. This has been very difficult for people and their families,” said Premier John Horgan on Thursday. “But these sacrifices have helped flatten the curve in B.C., and now we can move forward, safely, getting people the surgeries they’ve been waiting for.” Beginning this month, the Province will launch an extensive surgical renewal plan that will include calling patients, adding new capacity, and hiring and training

Districts are making sure families learning remotely who do not have access to technology are getting the help they need by loaning out equipment – to date, more than 27,000 computers and devices are being loaned. School communities throughout the province also worked quickly to provide almost 75,000 meals and food supports on a weekly basis to over 16,000 families. Schools are operating under the guidelines established by the provincial health officer and BC Centre for Disease Control to ensure the safety of students and education professionals. These guidelines include controlling access to buildings, maintaining physical distancing amongst staff and implementing distancing strategies for students who are in schools, and maintaining good hygiene practices. The ministry will continue to work closely with all education partners. More information on the phased-in approach to resuming in-class instruction will be available in the weeks to come.

In addition, the number of people who were employed but worked less than half of their usual hours for reasons related to COVID-19 increased by 2.5 million from February to April. As of the week of April 12, the cumulative effect of the COVID-19 economic shutdown—the number of Canadians who were either not employed or working substantially reduced hours—was 5.5 million, or more than one-quarter of February’s employment level. In April, both full-time (-1,472,000; -9.7%) and part-time (-522,000; -17.1%) employment fell. Cumulative losses since February totalled 1,946,000 (-12.5%) in full-time work and 1,059,000 (-29.6%) in part-time employment. Statistics Canada also said that over the medium and longer term, the ability of workers to reintegrate into the labour market will depend on a number of factors, including the degree to which they retain some degree of attachment to their most recent job. In April, there were approximately 5.8 million people who did not work and who could reasonably be expected to return to work when public health and economic conditions allow (not seasonally adjusted). Of these, about two-thirds (3.8 million) had some type of attachment to a specific job, that is, they were employed but worked no hours for reasons related to COVID-19, or they had been temporarily laid off, suggesting that they expected to return to the same job within six months. Approximately one-third (2.0 million) had no connection to a current or recent job. This includes those who were unemployed for reasons other than temporary layoff and those who left the labour force in March or April and reported that they wanted a job. The proportion of people who did not have a connection to a current or recent job was higher among youth aged 15 to 24 (44.6%) than among their core-aged (32.7%) and older (27.3%) counterparts. Men (35.2%) were slightly more likely than women (32.7%) to be in this situation.

Canada Emergency Wage Subsidy to be extended PRIME Minister Justin Trudeau said on Friday that the Canada Emergency Wage Subsidy – which provides employers funds to cover 75 per cent of wage costs up to a maximum benefit of $847 a week per employee – will be extended. Details will be revealed next week. The subsidy was to expire on June 6. Trudeau said: “We recognize that as the economy starts to reopen, people will be getting back to work, leaving the emergency response benefit and perhaps going on to the wage subsidy as employers bring people back on and get them back to work as our economy picks up over the coming weeks and months. “That’s why we will constantly be adjusting to make sure Canadians are getting the support they need as we look to carefully
Justin Trudeau and gradually restarting our economy.” Meanwhile, Navdeep Bains, Minister of Innovation, Science and Industry, announced the new Industry Strategy Council, chaired by Monique Leroux.
He said: “By leveraging the existing and trusted Economic Strategy Tables, the Industry Strategy Council will provide a forum for industry leaders to share their perspectives regarding the challenges they are facing as a result of COVID-19. Monique Leroux has one of the most distinguished careers in Canadian finance, and her impressive background makes her the ideal business leader to chair this council.” The Economic Strategy Tables are part of the Government’s Innovation and Skills Plan to create well-paying jobs and strengthen the middle class by investing in high-growth sectors where Canada has a globally competitive advantage. The Tables are chaired by industry leaders in the following key sectors: advanced
manufacturing, agri-food, clean technology, digital industries, health and biosciences, resources of the future, and tourism and hospitality. In response to some particular pressures related to the pandemic, the Government is adding two new Tables, representing the retail and transportation sectors. The Industry Strategy Council will serve as an advisory body to give advice on economic policy to relevant federal ministers. Members of the Council will be announced in the near future and will complement the structure and focus of the Economic Strategy Tables. Over the next 90 days, the Council will meet regularly to identify and understand sectoral pressures that are common across the industries.
Families to receive increased support through Canada Child Benefit PRIME Minister Justin Trudeau on Sunday highlighted that families receiving the Canada Child Benefit (CCB) will get $300 extra per child in May to help them deal with the added pressures of COVID-19. Eligible families will automatically receive this onetime increase as part of their scheduled CCB pay-
ment in May. Those who already receive the CCB do not need to re-apply for this one-time increase. This increase will deliver almost $2 billion in extra support across the country to help families with the high cost of taking care of their kids during this challenging period. This is just one of the many
measures the federal government has put in place to help families weather this crisis. In addition to this one-time CCB increase, we have provided individuals and families with low and modest incomes with a special top-up payment through the Goods and Services Tax credit. This measure gave, on average,
close to $400 for single individuals and close to $600 for couples, injecting $5.5 billion into the Canadian economy. Also, the tax filing deadline for individuals was extended to June 1, 2020. The government said it will continue to monitor and respond to the health, social, and economic impacts of
COVID-19. It stands ready to take additional actions as needed to support all Canadians, including families and children, and stabilize the economy. Trudeau said: “Parents already know how much the Canada Child Benefit helps with the costs of raising kids. By increasing this benefit for May, we are putting

Surrey launches new programs during BC Youth Week THE City of Surrey is launching a series of free online programs for youth during BC Youth Week. In response to the COVID-19 provincial health orders limiting gatherings, Surrey’s Youth Services Team pivoted quickly to maintain vital engagement with over 100 Surrey youth virtually and by phone. The new program, designed in collaboration with the youth themselves, aims to maintain and strengthen connections during the pandemic by offering free weekly online activities, youth nights, virtual games, DIY projects, cooking demonstrations, and more. “Ensuring that our youth have opportunities to make positive connections within the community was a key priority for us before the pandemic. TO ease financial hardship on businesses and to keep employees connected with their jobs during the COVID-19 pandemic, the provincial government has extended the temporary layoff period to 16 weeks for COVID-19 related reasons. Previously under the Employment Standards Act, a temporary layoff longer than 13 weeks in any 20-week period (or about three months in a five-month period) was considered a permanent layoff. With a permanent layoff, employers are required to provide employees with written working notice of termination and/or pay severance to qualifying employees, based on their length of service. Now, temporary layoffs relating to the COVID-19 pandemic can be extended to 16 weeks, if the employee agrees. This change to the Employment Standards Act aligns B.C.’s temporary layoff provisions with the federal Canada Emergency Response Benefit period. The federal period provides 16 weeks of financial support, allowing employees to take full advantage of those benefits. It also allows employees to keep their job, even if they are not working, for 16 weeks of temporary layoff. Employers will be able to quickly resume operations should the public health emergency end within that time. The COVID-19 emergency temporary layoff provisions are not intended to be permanent and will be repealed when no longer needed. COVID-19 Surrey Economic Action and Recovery Plan approved AT Monday night’s Regular Council Meeting, City Council approved the Surrey Economic Action and Recovery Plan. The objective of the plan is to help Surrey’s economy move towards a faster recovery through a series of initiatives centered on encouraging and supporting residents, businesses, investments, and job creation opportunities in the City. By taking these proactive steps, the goal is to recover as soon as possible from the COVID-19 pandemic. “While the safety of our people is first and foremost, City Council has taken a forward-thinking approach when it comes to keeping our local economy afloat during this time of pandemic,” said Surrey Mayor Doug McCallum. “With the Surrey Economic Action and Recovery Plan, the City is taking care of its economic house while keeping a keen
eye on how we can ease the financial burden of our residents and businesses during this challenging time.” The Surrey Economic Action and Recovery Plan is focused around the City’s residents, businesses and development sector. Key highlights include: * 90-day extension on late payment penalties for residential and commercial property tax payments. Late payment charges will now come into effect on October 1, instead of July 3. * Effective immediately, new and in-stream projects that have a construction value of greater than $25 million will benefit from a 50% reduction of many fees relating to the development. * Business licence late payment penalties have been deferred during the current Provincial State of Emergency. Late penalty fees will be applied 30 days after the Provincial State of Emergen-

Since its advent in March, 166 compa-
nies have signed up to Store to Door and over 30,000 online connections have resulted. * Surrey was one of the first cities to launch online fitness classes and library read along storytimes. This resource will continue to be offered with new online videos. * Surrey Libraries, in partnerships with seniors’ organizations, will procure Chromebooks to distribute to isolated seniors, offering instructions on accessing free resources such as eBooks, eAudio, and how to connect online with family and friends. * To support job seekers, Surrey Libraries will host virtual job fairs and online learning to enhance critical job skills such as resume and cover letter writing. * Surrey Civic Theatres is programming a series of pre-recorded and livestreamed performances

Trudeau announces support for farmers, food businesses, food supply PRIME Minister Justin Trudeau on Tuesday announced important measures within agriculture programs and an investment of more than $252 million to support farmers, food businesses, and food processors who provide essential services to Canadians every day by ensuring a safe and reliable food supply. He also announced that the government intends to propose an additional $200 million in borrowing capacity for the sector. The federal government will provide targeted support to
farmers, ranchers, agricultural producers, and food processors by: * Creating a $77.5 million Emergency Processing Fund to help food producers access more personal protective equipment (PPE), adapt to health protocols, automate or modernize their facilities, processes, and operations, and respond to emerging pressures from COVID-19 so they can better supply Canadians with food during this period. * Launching a national AgriRecovery initiative of up to $125 million in funding to
help producers faced with additional costs incurred by COVID-19. This includes setasides for cattle and hog management programs to manage livestock backed-up on farms, due to the temporary closure of food processing plants. Bus fare collection set to resume June 1 BEGINNING June 1, front-door boarding and fare collection will resume on all buses. Temporary plexiglass extension barriers are being added to conventional buses currently equipped with traditional operator barriers. Vinyl barriers will be installed on the remainder of the fleet. “We’ve managed to find an innovative solution which ensures the safety of our bus operators, while also allowing for safe fare collection,” said TransLink CEO Kevin Desmond. “We’ve already started to procure ma-

Nursesâ&#x20AC;&#x2122; union says health employers are putting health care workersâ&#x20AC;&#x2122; safety at risk PPE supply levels remain dangerously low around BC THE BC Nursesâ&#x20AC;&#x2122; Union says it is seriously concerned that provincial health employers may be failing to effectively protect healthcare workers from COVID-19 transmission and infection, and are instead resorting to questionable safety measures like the use of re-processed and expired personal protective equipment (PPE). Since March 20, BCNU has received more than 1,700 complaints from nurses across the province who are increasingly concerned that health employers are unable to provide them with adequate PPE such as gowns, gloves, face shields and N95 respirator masks â&#x20AC;&#x201C; equipment that is critical to protecting them and their patients as the coronavirus pandemic continues. As the province moves in and out of elevated stages of PPE supply risk, BCNU President Christine Sorensen said on Monday she is extremely troubled to hear reports of employers asking nurses to take questionable measures to preserve PPE at the risk of their safety. â&#x20AC;&#x153;Nurses are getting only one mask per shift.
Others have been told to leave their used mask on a piece of paper towel when they go on a break,â&#x20AC;? she said. Sorensen said these first-hand accounts have led BCNU to question what state the pandemic response measures or other disease transmission controls were in before this public health crisis began, and how health employers plan on navigating the challenges that will continue to arise as the COVID-19 pandemic wears on. â&#x20AC;&#x153;Respirators, masks and other PPE are meant to be the last line of defense for care providers, after all other control measures are in place,â&#x20AC;? explained Sorensen. â&#x20AC;&#x153;The fact that some hospital emergency rooms still have triage desks without Plexi-glass barriers, like the ones now present in grocery stores and food processing plants, is quite simply beyond me.â&#x20AC;? BCNUâ&#x20AC;&#x2122;s call to protect nurses comes as workers across North America recognize Safety and Health Week 2020, an annual event that promotes the importance of workplace injury and illness prevention. Sorensen said
Restaurants Canada is calling for solutions to support reopening RESTAURANTS Canada has published an open letter calling on all levels of government to help foodservice businesses remain viable as they reopen their doors to diners and ramp up operations. In the letter, Restaurants Canada President and CEO Shanna Munro commends the countryâ&#x20AC;&#x2122;s restaurateurs for their responsiveness and innovation throughout the COVID-19 pandemic before calling for more government support: â&#x20AC;&#x153;The creativity and resiliency of our industry wonâ&#x20AC;&#x2122;t be enough to prevent widespread permanent closures as restaurants continue to struggle with insufficient cash flow and insurmountable debt.â&#x20AC;? The letter goes on to urge further action in the following areas where restaurants continue to need support to have a fighting chance at survival: * Commercial tenant protections and rent relief. While the CECRA program responds to one of the greatest challenges for restaurants, many will be unable to secure any protection or relief through this mechanism, through no fault of their own. A broader rent relief program is needed to capture businesses that have experienced a significant decline in sales but do not meet the current qualifying threshold. Commercial tenant protections also continue to be needed for those not benefiting from this program to relieve pressure while all stakeholders come to the table to develop immediate and long-term solutions. Some provinces, like New Brunswick and Nova Scotia, have already taken action on this front. Continued leadership is needed from the federal government to encourage other jurisdictions to adopt non-eviction policies. * Help with cash flow and rising debt levels. Most restaurants are small and medium-sized businesses that were already operating with razor-thin profit margins before COVID-19. With little-to-no sales revenue coming in for most foodservice businesses, many have already depleted their reserve funds, or soon will. Existing measures may need to be expanded and new solutions continue to be welcomed to ensure restaurants will have enough working capital to reopen their doors. Due to the perishable nature of their inventories, many suffered unrecoverable losses when physical distancing measures began and will also need support to restock as they reopen. Assistance with labour costs. While the federal governmentâ&#x20AC;&#x2122;s 75 per cent wage subsidy is helping some restaurants keep staff on payroll, those that are now preparing to reopen are concerned about being able to access this support in the months ahead. While further provincial assistance is also being sought, the federal government could send a welcomed signal with an extension of the Canada Emergency Wage Subsidy (CEWS) program by a few months.

Wilkinson says more details needed in B.C.’s restart plan B.C. Liberal Leader Andrew Wilkinson on Wednesday called on the government to expand the scope of their COVID-19 restart plan, saying that it does not offer British Columbians the clarity and guidelines they had hoped for. “People all across the province have stepped up and made sacrifices to help stop the spread of COVID-19 and we owe everyone a debt of gratitude for those continued efforts. But at the same time, people have been waiting patiently for a detailed economic recovery plan, which didn’t happen today,” said Wilkinson. “Parents still have no details about school or summer camps and small businesses across the province have no information about criteria for reopening or increased supports until then.” On Tuesday, Wilkinson had sent a letter to Premier John Horgan with ideas of what can be done to help B.C.’s economy get back on track. It included temporary tax breaks, a short-term commercial rent relief plan and a freeze on any further additional costs that would hurt small businesses in the coming months. Unfortunately, today’s vague plan did not reflect those suggestions, he said. “Hundreds of thousands of people are out of work in this province and countless businesses are at risk of closing their doors for good. What we saw from government today provided very few specifics and is leaving people with more questions than answers,” added Wilkinson. “Every day we hear from people struggling to make ends meet throughout our province. The plan announced today offered no new supports to help people struggling right now or provide them with the direction and guidelines they need to be confident in British Columbia’s economic recovery.” The BC government’s four-phase plan laid out
a timeline for recovery without any details of how the province will recover from the damage done to British Columbia’s economy by COVID-19. “Government needs to be focused on getting businesses safely functioning again and rebuilding employment,” said Wilkinson. “Now is the time for government leaders at all levels to put aside ideology and act together to support both people and our local businesses. At stake is the future prosperity of British Columbia. This will not be easy, but I believe we have the people, the ideas, and the ‘know-how’ to get it done.” Wilkinson’s suggestions: * Establish an increased testing and monitoring plan to ensure we remain in control of the ongoing COVID-19 public health threat; • Develop and release a transparent pandemic management plan, including a long-term procurement strategy for health supplies and PPE; • Establish a timely review process for sectorby-sector re-opening plans developed by the private sector, including timelines; • Launch a B.C. is Back economic growth and job creation plan for British Columbians, to include: – a 60-90-day holiday on Provincial Sales Tax, Hotel Tax and EHT; – a short-term commercial rent relief plan that includes a no-eviction backstop to help small businesses, particularly retailers, who have seen a significant loss of revenue; – an increase in our tourism marketing budget to attract visitors when it is safe to do so; – a rural B.C.-specific strategy that helps position rural B.C. for post COVID-19 prosperity; and – a moratorium on new regulations and policies that would add costs for B.C. businesses.

Another Strong Week for Mortgage Applications Record low mortgage rates last week may have offered up plenty of incentive for home buyers, even in a pandemic. Mortgage applications for home purchases increased 7% this week, which follows a 12% uptick last week, the Mortgage Bankers Association reports. Mortgage applications are viewed as a gauge for upcoming home sales. This marks the third week in a row that purchase volume in mortgage applications has increased. The strongest growth in purchase applications was reported in Arizona, Texas, and California, the MBA reports. The increase is occurring as half of the states in the U.S. have lifted some sheltering restrictions and have started to begin resuming more economic

Srinagar (IANS): With the killing of the Hizbul chief commander, Riyaz Naikoo, on Wednesday, Operation Jackboot - conceived and supervised by National Security Advisor Ajit Doval - has claimed its last high-value target. Jackboot was conceived when the south Kashmir districts of Pulwama, Kulgam, Anantnag and Shopian were claimed as ‘liberated areas’ by the militants. Homegrown militancy had become a big problem for the security forces. The Burhan group of Kashmiri youth -- Burhan Wani, the poster boy and chief commander of the Hizbul, and his associates Sabzar Bhat, Waseem Malla, Naseer Pandit, Ishfaq Hameed, Tariq Pandit, Afaqullah, Adil Khandey, Saddam Paddar, Wasim Shah and Anees -- had added a new touch to militant activities. Foreign terrorists were relegated to the background as the 11 local faces were enough to attract scores of youth from the valley to join the militant ranks. Homegrown militancy had become the newfound romance for many educated, unemployed Kashmiri youth moved and motivated by the Burhan gang as the group caught their imagination. Local policemen were harassed, tortured and, in many cases, killed to dissuade them from joining the anti-militancy operations. It was common knowledge in the Valley that whenever a group of local militants showed up in any village of these districts, they sang and held parties without any fear of being caught or trapped. They had built a powerful network of local informers, since all 11 members of Burhan group were
local boys. Any whiff of the movement of the security forces would reach the group seconds after there was any activity in the camps of the security forces in these districts. The National Security Advisor had to make a tough call. But then he was known to have “eyes and ears” in Kashmir which were not even known to the top brass of the security forces. These were called “Doval Sahab Kay assets” in intelligence circles. Operation Jackboot claimed its victims with surgical precision. It even included those local commanders who were not in the picture that had gone viral showing Burhan with his 10 associates. For example, Lateef Tiger, a top Hizbul commander and a close associate of Burhan not in the group of 11 was among the three militants killed by the security forces in Shopian district on May 3, 2019. Burhan had already been eliminated on July 8, 2016. Much in the style of ‘Operation Wrath of God’ of the Israeli government’s secret retaliation
against the Palestine Liberation Organisation after the Munich massacre at the 1972 Summer Olympics, Doval appeared to have written the obituary of each member in the poster of Kashmir’s homegrown militancy. Others from the group who were eliminated were Sabzar Ahmed Bhat (May 2017), Wasim Malla (April 2015), Naseer Ahmed Pandit (April 2016), Afaqullah Bhat (October 2015), Adil Ahmed Khanday (October 2015), Saddam Paddar (May 2018), Wasim Shah and Anees. Besides Md Rafi Bhat who was killed along with Paddar, another Burhan associate, Tariq Pandit, was arrested in 2016. After the elimination of Burhan, Hizbul desperately needed a local face who could replace him and become the new poster boy of homegrown militancy. There was none better than Riyaz Naikoo to fit the bill and the void left behind by Burhan. Naikoo was an educated school teacher known to be some sort of a mathematical wizard. He was also a painter who loved painting roses. He wore
glasses like Burhan did sometimes. Naikoo was the one militant commander who saved the Hizbul from complete disintegration when Zakir Musa split from the group in 2017. Musa formed his own group called Ansar Ghazwatul Hind that claimed to be the Indian affiliate of the Al-Qaeda. Musa was killed in Dardsara village of Tral tehsil of Pulwama district on May 23, 2019. Naikoo had become the most wanted militant commander in the post-Burhan gang phase and for this he carried a reward of Rs 12 lakhs [Rs 1.2 million] on his head. Naikoo rose in the ranks of the Hizbul Mujahideen eight months after the killing of Burhan Wani. His elimination on Wednesday not only avenged the deaths of security personnel killed on May 3, but also came as a major relief for the security forces for Naikoo was a master propagandist. After taking over the spoils from when Musa left the Hizb, Naikoo launched a massive campaign asking Jammu and Kashmir policemen to give up their jobs and join the Hizbul ranks. He also urged terrorists to stage gun salutes at the funeral of terrorists. He also planned the abduction of families of police officers who did not shun the force. He proved more dangerous because of his propaganda. He also held a considerable amount of sway with the youth and was capable of recruiting in large numbers. In the post-Article 370 phase he had announced major dark plans not just for the youth but even the younger ones. The 35-year-old Hizbul commander had been on the run for the last eight years.

Air India group to send 64 flights to 12 countries to bring back Indians New Delhi (IANS): National passenger carrier Air India on Thursday operated its first evacuation flights under India’s “Vande Bharat Mission” from New Delhi to Singapore. The Boeing 787 Dreamliner aircraft departed the national capital’s IGI Airport around 11.30 p.m. Besides Air India, its subsidiary Air India Express operated two flights from Kerala to Gulf on Thursday. Air India Express operated the Cochin-Abu DhabiCochin and Kozhikode-DubaiKozhikode service. These are the first in the 64 ferry services which will be operated by the two airlines from
May 7-13. Civil Aviation Minister Hardeep Singh Puri had announced on Tuesday that the Air India group will operate 64 flights to 12 countries to bring back over 14,000 stranded people in seven days from May 7. Passengers would be required to pay a fixed amount for the service. For instance, the oneway all-inclusive fare between Chicago to New Delhi will be Rs 100,000, while that for Dhaka-Delhi is Rs 12,000 and for Manila-Delhi it’s Rs 30,000. Addressing the media via video conferencing, the minister said that during the first week of the mammoth air rescue op-
eration, 14,800 Indian nationals will be brought back, while the total number of people to be repatriated back to India in the entire operation could be more than 190,000. In terms of operational aspects, Air India will operate 40 flights, while Air India Express will fly 24 services to countries such as Malaysia, Singapore, the Philippines, Bangladesh, Oman, Bahrain, Qatar, Kuwait, Saudi Arabia, the UAE, the US, and the UK. Puri said that not only the role of the airline but that of airports and state governments is vital since these authorities have to manage the returning pas-
sengers. On their part, the state governments are required to provide quarantine zones for the returning Indians. Puri said that in the first week, flights will bring back Indians to 10 states, adding that services to more states could be started in the coming weeks, depending upon the speed at which facilities are prepared to host these returnees. He said that passengers would be required to pay a fixed amount for these flights, since the financial position of Air India is precarious and that the airline requires an injection of Rs 500-Rs 600 crore [1 crore =
10 million] per month for it to stay afloat. Besides, the minister said that participation of private airlines in the air rescue plans will be taken after the first week of operations. Puri added that he is aware of the financial constraints being faced by the industry. However, he did not disclose any timeline for the resumption of domestic operations, but said that these will resume only after seeing the “behaviour of the virus” and the ground level preparations to handle any situation. Lately, despite its precarious financial position, the national
passenger carrier has emerged as one of the few airlines in the world that have evacuated more than 9,000 passengers during the Covid-19 crisis. The airline till date has carried out massive flight operations to China, Japan and Europe to bring back stranded Indians, mostly students and pilgrims. Additionally, the airline has been instrumental in repatriating foreigners to Israel, UK and Germany. Moreover, Air India and its subsidiary Alliance Air has reached every corner of the country to supply essential medical equipment.
Swift response to Visakhapatnam gas leakage from chemical plant saves lives Visakhapatnam (IANS): The swift response of the official machinery in Visakhapatnam in the aftermath of the gas leakage from a chemical plant on the city outskirts early on Thursday may have helped in saving many lives. Though the number of villages and the population affected had initially raised fears of many fatalities, the speed at which the police, disaster response force, revenue and other wings of the administration reacted ensured timely medical attention to the victims. The presence of the police force on the ground due to the lockdown, the availability of medical personnel for the ongoing Covid-19 situation and diverting the buses arranged for transportation of migrant workers for evacuation saved the day for the authorities. It was at around 3.45 a.m. that Styrene gas leaked from the LG Polymers plant at RR Venkatapuram,
apparently due to the failure of the safety system. The high concentration of gas in the vicinity of the plant soon engulfed five surrounding villages, jolting the residents out of their sleep. With difficulty in breathing, irritation in eyes and nausea, they rushed out of their houses and ran helterskelter. Many including children and women collapsed while running and fell unconscious. As the survivors recounted, nobody knew what was happening and everyone wanted to save themselves. Residential areas in a range of 1.5-2 km were affected by the gas leak. As Styrene is a heavy gas, it did not spread but settled in the area surrounding the plant, affecting a population of 12,000. While the tragedy had claimed 11 lives on Thursday, 340 people were rushed to the King George and other hospitals in the city. The condition of 15 of those affected is stated to be critical.
Officials said that 22 cows, calves, buffaloes, six stray dogs and a cat also perished in the incident. It was through a call on dial 100 that the police received the alert about the gas leak. A Rakshak or police patrol vehicle nearby was alerted and it reached the scene within 10 minutes and alerted other Rakshak vehicles and fire services. Soon, 108 ambulances rushed to Venkatapauram to shift the affected people to the hospital. The mike systems fitted to the police vehicles were used to appeal to the people to come out of their houses and reach safer places. The Quick Reaction Team of the police, National Disaster Response Force, State Disaster Response Force, Andhra Pradesh State Police and other police forces were pressed into service. About 800 people were evacuated. Police Commissioner R.K. Meena himself shifted the affected people to the hospital in his vehicle.
One of his deputies took ill while evacuating people. The police and other authorities also conducted door-to-door search to ensure that no one was left behind. Indian Navy also chipped in. It provided five Portable Multi-feed Oxygen Manifold sets to the King George Hospital (KGH). Technical teams from the Naval Dockyard Visakhapatnam (NDV) rushed to the KGH to assist in quick installation to provide oxygen to a large number of patients. The Portable Multi-feed Oxygen Manifold system was designed by the NDV to enable one jumbo size oxygen bottle to supply oxygen to six patients simultaneously during Covid-19 Pandemic. Officials said 25 such sets were provided to the district administration for use in Covid designated hospitals earlier.
‘Chief Ministers requested Prime Minister to reopen liquor shops’ Hyderabad (IANS): Union Minister of State for Home G. Kishan Reddy on Wednesday revealed that the Centre allowed reopening of liquor shops during the third phase of the nationwide lockdown
following requests from Chief Ministers of different states. He said during a videoconference with Prime Minister Narendra Modi, these Chief Ministers, including of BJP-
ruled states, sought reopening of liquor shops, citing loss of revenue to the states since the beginning of the lockdown in March. The Chief Ministers told the Prime Minister that their
states don’t even have money to pay salaries to their government employees. Reddy revealed this during a webinar organized by the Federation of Telangana Chambers of Commerce
and Industry (FTCCI) on ‘Understanding MHA guidelines’. The Ministry of Home Affairs (MHA) has allowed reopening of liquor shops in all three zones -- green, orange
and red. Karunendra S Jasti, President, FTCCI, said the industry was pained to see the reopening of liquor shops in red zones but not the shops dealing in essentials.

Centre raises excise duty on petrol, diesel by historic levels New Delhi (IANS): The government has taken the opportunity provided by unusually low global oil prices to raise excise duty on petrol and diesel by a historically high margin to raise revenue that has been severely impacted by the Covid-19 related lockdown. It raised excise duties on petrol by Rs 10 per litre and diesel by 13 per litre - that has the potential to raise the retail price of the two petroleum products between Rs 10-15 per litre depending on the taxation structure in different states. The government has raised the additional excise duty in the form of road cess on petrol and diesel by Rs 8 per litre. It has also raised special additional excise duty on petrol by Rs 2 per litre and diesel
by Rs 5 per litre. The centre would, however, get a tax bonanza and gain in excess of Rs 1,75,000 crore for full year. As per a notification issued by Central Board of Indirect Taxes and Customs, the new rates are effective from May 6. Government sources said that revenue generated from these duties shall be used for infrastructure and other developmental item of expenditure and could handy for any economic package that may be needed to fight the lockdown imposed to check Covid-19 spread Retail sale prices of petrol and diesel will, however, not change on account of this increase in duties, sources said. Therefore, it will have no impact on the consumer. Oil companies were building the buffer
by not revising petrol and diesel prices for last over 50 days though prices were falling. The increased excise rates on petrol and diesel is double blow for fuel customers on dates like Delhi where the state government on Tuesday also raised VAT on the two products to 30 per cent raising its retail price by Rs 1.67 per litre in case of petrol and about rs 7.1 per litre in case of diesel. The government in March had taken Parliamentary approval to raise special additional excise duty on petrol and distal by Rs 8 per litre to Rs 18 per litre from earlier Rs 10 per litre in case of petrol and to Rs 12 per litre from the earlier Rs 4 per litre for diesel. Though duty were not raised then, it was always on cards.

Deputy CM New Delhi (IANS): In its fight against the Covid-19, Uttar Pradesh has proved that ‘UP badal raha hai’ (the state is changing). “The situation (relating to the spread of the pandemic) here is far, far better than Delhi, Maharashtra or Rajasthan,” said Deputy Chief Minister Keshav Prasad Maurya. “We have the largest population in the country but the number of Covid-19 cases are much less than several other states. Opening of liquor shops and labour migration blamed for significant spike in Covid-19 cases New Delhi (IANS): Just a week ago, it seemed that coronavirus cases were starting to plateau, as the Centre claimed that its growth had been more or less linear and not exponential. Yet, as many as 3,900 new cases and 195 deaths were reported on Tuesday. Medical experts reckon that it’s a significant spike, which could have emerged from increased testing, migration of people across states and flouting of social distancing guidelines. In major cities, coronavirus is spewing fire and the bump in cases is pronounced. Speaking to IANS, Arvind Kumar, Chairman of the Centre for Chest Surgery and Director at the Institute of Robotic Surgery in Sir Ganga Ram Hospital, said, something had gone wrong in the past one week. The spurt in number of cases was not a good sign in the country’s fight against coronavirus, he said. “On the one hand we have lockdown and the other we see serpentine queues outside liquor shops. Also, why did the government allow labour migration at this stage. They could have been asked to stay back till the end of lockdown. “All these factors are bound to play a major role in the increase in coronavirus cases. Of course, we are also testing more than before, which would lead to identification of more cases,” said Kumar. He said it’s the real increase in number which could be due to movement of people and increase in testing. It could continue for three to
six weeks after migration of people. The trend undermined the largely held notion that things were under control, he added. Explaining the spike, the Health Ministry said some states were not reporting cases in a timely manner. The total number of coronavirus cases in the country is 49,391 and 1,694 people have succumbed to the disease. 14,182 people have been cured -- a recovery rate of 27 per cent. Avi Kumar, consultant in Pulmonology at Fortis Escorts Heart Institute, said, “After an increase in testing, we have seen a rise in positive as well as negative cases. The recovery rate has also improved. But throwing social distancing norms out of window and allowing migration of people would tend to have a role in the spurt in cases.” He stressed the Kerala model of re-quarantine and chalking out a model of home delivery to maintain social distancing among people. “After this migration of people, the next 2-3 weeks will play a major role in deciding whether we have flattened the curve or hit the peak,” said Kumar. Sourabh Sachar, a senior resident in radiology at Safdarjung Hospital, said the disregard to social distancing norms in the last few days had potentially contributed to the spike in cases along with increased testing. “It’s imperative that in orange and especially red zones, we don’t let our guard down and social distancing and hygiene norms are strictly followed. Otherwise, the gain made in the last five weeks might be lost,” Sachar said.

The committee has contained the spread (of Covid-19) in Agra to considerable extent,” said Maurya. During the nation-wide lockdown, Uttar Pradesh was one of the few states which provided jobs to labourers and skilled workers by launching government-run construction projects. On being asked about the scale of job opportunities and nature of work, Maurya said that over 100,000 skilled and unskilled labourers have been provided jobs.

Congress CMs accuse Centre of taking decisions arbitrarily New Delhi (IANS): The Chief Ministers of the Congress ruled states on Wednesday accused the Centre of non-cooperation in dealing with the Covid-19 pandemic, taking decisions arbitrarily without consulting them, and not providing them funds. The Chief Ministers were deliberating on the lockdown 3.0 situation with Congress interim President Sonia Gandhi. At the meeting, held via video conferencing, Sonia Gandhi questioned the exit
strategy of the Centre post May 17 when lockdown 3.0 ends. “After May 17th, what? and after May 17th, how? What criteria is the Government of India using to judge how long the lockdown is to continue?” she asked. Punjab Chief Minister Amarinder Singh, who has set up two committees -- one to strategize on how to come out of the lockdown and the other on economic revival -- said, “The concern is people sitting in Delhi are
deciding on classification of zones without knowing what’s happening on the ground.” Chhattisgarh Chief Minister Bhupesh Baghel said, “The states are facing dire economic crisis. They need to be provided immediate assistance.” He said in his state 80 per cent of the small industries have restarted and nearly 85,000 workers have returned to work. Puducherry Chief Minister V. Narayansamy also accused
the Centre of taking onesided decisions. “The Government of India is deciding on zones without consulting the states and this is creating an anomalous situation. People sitting in Delhi can’t tell the states. No State or CM is consulted. Why?” asked the Chief Minister. “PM isn’t saying a word on the economic package for states,” he added. Rajasthan Chief Minister Ashok Gehlot raised the issue of the stimulus package for the states. “Until exten-
sive stimulus package is given, how will states and country run? We have lost Rs 10,000 crore [1 crore = 10 million] of revenue. States have repeatedly requested Prime Minister for a package, but we are yet to hear from GOI,” Gehlot said. In the meeting, former Prime Minister Manmohan Singh advised the Chief Ministers that they needed to “deliberate and ask as to what is the strategy of the Centre to get the country out of the lockdown?”
Former Congress president Rahul Gandhi suggested that the “The central piece of strategy to fight Covid-19 is to protect the elderly as also those who are diabetic and with heart condition.” Former Finance Minister P. Chidambaram stated, “States are bleeding in terms of finances, but no money is being allocated by GOI. A number of newspapers have brought out the unavailability of finances with states.”
Multiple Indian Covid-19 vaccines set to enter trial stages New Delhi (IANS): With the focus shifting from containment to treatment of Covid-19, Prime Minister Narendra Modi conducted a detailed review of the current status of India’s efforts in vaccine development, drug discovery, diagnosis and testing. The government expressed confidence in the competence of Indian vaccine companies, their manufacturing capacity and global presence while stating that “over 30 Indian vaccines are in different stages of development,
with a few entering the trial stages.” Similarly, in drug development, three approaches are being taken. First, the repurposing of the existing drugs and at least four drugs are undergoing synthesis and examination in this category. Secondly, the development of new candidate drugs and molecules are being driven by linking high performance computational approaches with laboratory verification. Thirdly, plant extracts and products are being exam-
ined for general anti-viral properties. In diagnosis and testing, several academic research institutions and start-ups have developed new tests, both for the RT-PCR (reverse transcription polymerase chain reaction) approach and for antibody detection, said the government. In addition, by linking laboratories all over the country, capacity for both these kinds of tests has been enormously scaled up, the statement added. Meanwhile, the problem of importing reagents for test-
ing has been addressed by a consortia of Indian startups and firms, meeting the current requirements. The government insisted that the current thrust also holds promise for the development of a robust long-term industry in this area. The Prime Minister noted the extraordinary coming together of academia, industry and government in a combined manner with speedy but efficient regulatory process in this hour of crisis when all entities need to work together.
Modi is believed to have said during the meeting that such coordination and speed should be embedded into a standard operating procedure. Appreciating the scientific coming together of computer science, chemistry and biotechnology in drug discovery, Modi suggested that a hackathon be held on this subject, linking computer science to synthesis and testing in the laboratory. The Prime Minister said that the successful candidates from the hackathon
could be picked by the start-ups for further development and scaling up of their efforts. “This kind of pride, originality and sense of purpose should dominate our approach going ahead,” Modi is believed to have told those present in the meeting. This stock taking and secretion for a homegrown vaccine for Covid-19 come closely on the heels of Modi stressing on “self sustenance” as the way forward in many of his addresses off late.
Delhi orders release of 4,000 Markaz attendees New Delhi (IANS): The Delhi government has issued an order to release about 4,000 Tablighi Jamaat members who attended the religious congregation at the Nizamuddin Markaz last month and have completed their due quarantine period. According to official sources, the government has also asked for action against
those facing legal cases. “Close to 4,000 people related to the Tablighi Jamaat event in Nizamuddin Markaz were caught from different parts of the city in March-end and April beginning. While more than 1,000 were found positive for coronavirus, rest were kept in quarantine centres across the city,” an of-
ficial said. The official added that while those infected have been cured, the others have completed their isolation period. “The government has taken the decision to release them with the due procedure,” the official said. More than 2,300 people were evacuated
from the Markaz building in Nizamuddin in March-end. The people from different parts of the country and world were found living under one roof without following any social distancing guidelines. Later, the administration also hunted and caught several people who took part in the congregation last month.

Punjab ex-DGP booked in 29-year-old ‘abduction’ case Chandigarh / Shimla (IANS): Former Punjab Director General of Police Sumedh Singh Saini, once considered a blue-eyed boy of militancyera police chief K.P.S. Gill and credited with eliminating militancy in the state, has been booked in connection with the 29-year-old ‘abduction’ case of youth. A case of kidnapping, wrongful confinement, criminal conspiracy and under other sections of the Indian Penal Code (IPC) was registered against Saini in Mohali town on Wednesday on the complaint of Balwant Singh Multani’s brother. The kidnapping case was related to a bomb attack on Saini by Khalistan Liberation Force militants in 1991. At that time, he was the Senior Superintendent of Police and posted in Chandigarh. He survived with injuries but his three security personnel were killed. A Central Bureau of Investigation probe into Multani’s disappearance began in 2007 against Saini but he got the relief from the Supreme Court and the probe stopped. Saini, who was removed from the top post by Chief Minister Parkash Singh Badal in 2015 following incidents of sacrilege of Guru Granth Sahib and subsequent violence in the state in which the police force was accused of excesses that left two people dead, has not had cordial relations with current Chief Minister Amarinder Singh. In fact, Saini had challenged the Vigilance Bureau’s closure report in the multi-crore Ludhiana City Centre scam involving Amarinder Singh. For quite some time, Amarinder Singh had been seeking a probe into the fake gun battles and extra-judicial killings alleged to have taken place during militancy in Punjab. Taking cognizance of the revelations made by a

The former DGP called Bilaspur Superintendent of Police Divakar Sharma on the phone when police deployed at the Swarghat border, the state entry point in Bilaspur district, denied him entry. He wanted to visit his orchard in Karsog in Mandi district. “Since Saini was not having a travel pass, we have asked him to return,” Sharma added.

Punjabi pop singer Moosewala booked for lockdown violation Chandigarh (IANS): Punjabi pop singer Sidhu Moosewala and five police personnel were booked by Punjab Police on Monday after a video showing the singer shooting at a firing range went viral on the social media. The cases were registered on directions of Director General of Police Dinkar Gupta, who had ordered suspension of DSP Headquarters, Daljit Singh Virk. After the video went viral, Gupta had directed the Senior Superintendent of Police in Sangrur to conduct a preliminary enquiry, which prima facie established that the DSP had facilitated the shooting at the firing range in Badbar village at a time when the entire state is under curfew.
Two aides of Naikoo’s accomplice nabbed in Amritsar Chandigarh (IANS): In a major breakthrough, the Punjab Police have traced the inter-state links of slain Hizbul Mujhahideen commander Riaz Ahmed Naikoo with the arrest of two accomplices of his close associate, Hilal Ahmed Wagay, from Amritsar on Wednesday. Given the gravity of the offences and the crossborder ramifications of the case beyond Punjab, the Centre has directed the National Investigation Agency (NIA) to take over further investigations into the case to unravel the entire conspiracy, which has footprints leading across the border via Jammu and Kashmir. Naikoo, the commander of banned terror outfit Hizbul Muzahideen (HM), was gunned down by security forces in south Kashmir on Wednesday. Wagay, who was arrested on April 25 by the Punjab Police, had subsequently shared the details of his disclosures with the Centre as well as the Jammu and Kashmir government. Giving details of Wednesday’s arrests, Punjab Police DGP Dinkar Gupta said the duo was traced
through investigations into the trail of Hizbul terrorist Wagay, who was nabbed from Amritsar, where he had come to collect money on the instructions of Naikoo. The arrested persons have been identified as Bikram Singh and Maninder Singh, both from Amritsar. The police seized 1 kg heroin along with Rs 32 lakh [Rs 3.2 million] in Indian currency from their possession, unveiling the Pakistansponsored conspiracy to smuggle narcotics and weapons into the state, Gupta said. While Rs 20 lakh [Rs 2 million] cash was recovered from them at the time of their arrest, the remaining amount was seized from their homes later, following the grant of police remand by the court. The interrogation of the two accused further revealed that both Bikram and Maninder, along with their cousins Ranjit Singh, Iqbal Singh and Sarwan Singh, dealt in drugs and weapons smuggled from across the border.

Punjab Chief Minister pegs April revenue shortfall at 88% Chandigarh (IANS): Pegging the April revenue shortfall at 88 per cent, Punjab Chief Minister Amarinder Singh, here on Wednesday, said with all tax revenues dried up and only 1.5 per cent industry operational, Punjab was facing a difficult situation. Participating in a virtual meeting of Chief Ministers of Congress-ruled states with party chief Sonia Gandhi, along with former Prime Minister Manmohan Singh and Rahul Gandhi, he shared Punjab’s Covid-19 containment strategy and the roadmap for economic revival amid absence of the central support. Sonia Gandhi asked the Chief Minister to convey her con-
gratulations to Punjab farmers for a smooth procurement season. The Chief Minister said over 100 lakh tonnes [1 lakh = 100,000] wheat had arrived at mandis, and the procurement process was expected to be complete by mid-May. As against the estimated revenue of Rs 3,360 crore [1 crore = 10 million] for April, only Rs 396 crore had been received, he said. The power consumption had declined 30 per cent causing a daily loss of Rs 30 crore in tariff to Punjab State Power Corporation. The state’s Rs 4,365.37 crore GST arrears were yet to be paid by the Centre, he said. The initial report of the group of experts, headed by Montek
Singh Ahluwalia, on the economic and industrial revival of the state was expected in three months, he said and added, it would take one more month to refine and finalise it. However, despite the financial crunch, the Punjab government was committed to contain coronavirus and taking steps to upgrade the healthcare system, he said. The Chief Minister said the decision on classification of zones as red, orange or green should be left to the states, which, in turn, could authorise the Deputy Commissioners to demarcate the area as per the ground realities. He pointed to Patiala being classified red zone, even
though Nabha -- a major milkproducing area -- was located in the district. Punjab has four containment zones and four red zone districts. Fifteen districts are in the orange zone and the remaining three in the green zone. Sharing an update on the Covid-19 in the state, which has reported 1,451 positive cases with 25 deaths (mortality rate of 1.72 per cent), the Chief Minister said there had been a spike in cases after Punjabis residing in other states, like Rajasthan and Maharashtra, started returning. Of the 4,200 Nanded returnees, 969 tested positive, though only 23 were symptomatic. Stating that some results are
awaited, he said the situation would stabilise in three-four days once all such people were tested. All returnees are now being checked and quarantined, he added. The Chief Minister warned of high risk of spread of infection from those returning to the state, especially workers returning from the Gulf states in crowded ships. Four ships ferrying migrants, mostly labourers, were expected in few days, while the first plane with NRIs would reach Punjab on Thursday, he said. The Chief Minister said around 20,000 international travellers were expected to return to Punjab in three-four weeks, in addition to around 12,000 who
had registered in other states for coming back. On the migrant workers wanting to go back from Punjab, he said 10 lakh [1 million] had registered. Of this, 85 per cent belonged to UP and Bihar. The state, he said had sanctioned Rs 35 crore to foot train travel cost of these workers. Three trains left on May 5 for UP and Jharkhand, and six more were scheduled for May 6. All returnees to Punjab would be kept in one-week isolation until tested for coronavirus, he said. Persons testing negative would be placed in home quarantine for two more weeks, while those testing positive would be admitted to containment wards, he added.

Punjab exempts women cops with kids under five from Covid-19 duties Chandigarh (IANS): Punjab Director General of Police (DGP) Dinkar Gupta on Tuesday barred all police personnel with medical issues, as well as women cops with children under five from the frontline duty in a bid to protect them from undue exposure to the risk of Covid-19. The decision has been approved by Chief Minister Amarinder Singh, who has asked the DGP to ensure all protective and welfare measures for the corona warriors. The DGP said there had been concerns expressed on this count during several
calls received on the newly launched tele-counselling facility for anxious police corona warriors and their families. At present, there are over 48,000 police personnel engaged in curfew enforcement and relief measures across the state and the tele-counselling facility was launched on April 20 to equip police officers and their families with additional information and skills to cope with the psychological aspects of the Covid-19 duties, including a high degree of risk of contracting infection.

With 21,000 non-Resident Indians wanting to return, CM for mandatory quarantine Chandigarh (IANS): With 21,000 NRIs wanting to return home, Punjab Chief Minister Amarinder Singh on Tuesday issued a series of directives to contain Covid-19, including mandatory screening of all returnees with mandatory hotel or home quarantine. Besides, for those coming from high-risk regions of India, institutional quarantine is a must. To deal with the additional pressure, the state government has decided to rope in universities and staterun labs, with the Chief Minister sanctioning Rs 12 crore [Rs 120 million] for equipment and operation-
al expenses for six such institutions. The state has decided to come to the rescue of the Central government testing facilities which are unable to enhance their capacities due to nonavailability of kits from the Indian Council of Medical Research (ICMR). The Chief Minister has directed such centres to purchase kits for use for testing in Punjab from the open market, for which the state will bear the expenses. The state is currently testing 2,800 people a day, a significant increase from 1,500 per day last week.
The Chief Minister asked the Deputy Commissioners to prepare a list of private hotels that can be utilised for paid quarantine, while asking the Health Department to make an inventory of functional or non-functional private hospitals. The decisions were announced by the Chief Minister at a virtual meeting with health and medical experts. Amarinder Singh ordered a readiness audit of level I and II facilities, pointing out that as of now 21,000 Punjabis settled abroad want to return home. He directed the expert com-
mittee to formulate its own guidelines and protocols and not take any chances. Making it clear that he did not believe in the reliability of the certificates that the respective nations were required to give to the returnees, the Chief Minister said the NRIs should be given the option for quarantine, on payment basis, in hotels and at home, under supervision, pending testing, which should be done within 4-5 days of arrival. On those coming from within the country, the Chief Minister said given the Maharashtra (Nand-
ed) experience, wherein 27 per cent of more than 1,000 Punjabis who had returned so far had already shown positive results, the state would take no chances. All such returnees would have to be quarantined in state centres, he added. Earlier in his presentation, expert K.K. Talwar underlined the need for RT-PCR testing of all those returning from red zones. “If positive, they should be shifted to Level I, II or II healthcare facility as per the clinical status, and if negative, they should be strictly home- quarantined for 14 days, put on COVA
app, and follow-ups done by health teams,” he said. Punjab has also stepped up community surveillance, with 50 lakh [5 million] tests conducted so far, Principal Secretary Medical Education and Research D.K. Tiwari said. The community surveillance is being carried out mainly to identify and track those who had sneaked into the state without being screened at the entry point, he said. The immediate close contacts and family members of such persons are also being screened, he added.
Blame on Punjab drivers for corona infections misleading: Minister She said that the first batch of stranded pilgrims came via private buses arranged locally from Nanded. They started their journey for Punjab on the night of April 23. The second batch of 11 Tempo Travelers started moving towards Punjab on April 24 late night and reached Punjab on April 26 late night, the Minister said. Similarly, Sultana added, the third batch of 13 buses carrying pilgrims started their journey to Punjab from Sri Hazoor Sahib from April 25 late night and April 26 early morning and reached Punjab on April 27 late night and in early morning on April 28. On the other hand, Sultana
said, Punjab government’s buses left for Nanded on April 25 and reached there early morning on April 27. She said that these buses started their journey to Punjab on April 27 night and started reaching Bathinda from April 29 afternoon onwards till April 30 early morning. It is a matter of fact that a few private vehicles had left Nanded even before the buses started bringing pilgrims home and the passengers who travelled in these private vehicles have tested positive, including one of the drivers belonging to Nanded, she said. Chavan had told the media that the possibility of the Punjab drivers, who
transported the pilgrims from Nanded to Punjab in buses, spreading Covid-19 infections among them could not be ruled out. Punjab’s Covid-19 cases

Will saying no to meat save us? nutrients. Some of these we can grow ourselves in gardens at home or buy from regional farmers. Letâ&#x20AC;&#x2122;s take this moment of crisis to rethink. Eat less meat. Get the calories you need from healthier choices. Maybe shed a few pounds. Weâ&#x20AC;&#x2122;ll be better off if we do â&#x20AC;&#x201C; for the sake of the planet, the animals, and our own good health. AS governments, workers, and health authorities debate reopening meat packing plants hit by outbreaks of the coronavirus, maybe now is the time to rethink how much meat we eat. In 1989 Margaret Thatcher, former U.K. Prime Minister, gave an impassioned speech before the United Nations General Assembly. The greatest threat to the world community, she said, â&#x20AC;&#x153;is more and more people, and their activities: The land they cultivate ever more intensively; The forests they cut down and burn; The mountain sides they lay bare; The fossil fuels they burn; The rivers and seas they pollute.â&#x20AC;? Some would now add, people are eating too much meat. Dr. Walter Willet, Harvard Universityâ&#x20AC;&#x2122;s renowned advocate for healthy diets, has argued for years that health consequences of meat consumption are compounded by the environmental harm of methane-emitting cattle. More recently, over 15,000 scientists signed a â&#x20AC;&#x153;Warning to Humanityâ&#x20AC;? declaring the world population must drastically cut back on eating meat. Itâ&#x20AC;&#x2122;s not just the cattle. Large amounts of energy are needed to produce fertilizer to grow the corn that feeds them. Fertilizer often ends up in rivers and lakes creating low oxygen dead zones. Tons of manure further pollutes our waterways. And using antibiotics in animals leads to resistant bacteria. Thereâ&#x20AC;&#x2122;s more bad news for meat lovers. Consumption is associated with a higher risk of cardiovascular disease, stroke, Type 2 diabetes and cancer. Why is meat so dangerous? Researchers report that processed meats contain nitrites and nitrosamines that are carcinogenic in animals. In addition, red meat contains high levels of saturated fat. So, whatâ&#x20AC;&#x2122;s a dedicated carnivore supposed to do to save the planet? Nutrition scientists explain that we need to seek some balance. This isnâ&#x20AC;&#x2122;t new advice. Centuries ago, Aristotle, the Greek philosopher, preached â&#x20AC;&#x153;Moderation in all things.â&#x20AC;? And this column has repeatedly stated that moderation is the key to longevity. Meat is a concentrated source of protein which prevents muscle loss as we age (sarcopenia). So, stop eating meat and you may be unable to get off the toilet later in life. Beef also contains vitamin B12 for brain health and is a source of zinc and iron. But there are other good sources of protein and nutrients. Eating fish is one option, as it will also provide omega-3 essential fatty acids. According to the American Journal of Clinical Nutrition, the amount of omega-3 in the blood is just as important as cholesterol blood level. The fallacy is that those who eat fish believe they have adequate blood levels of omega-3 fatty acids. Yet study after study shows that North Americans consume less than the required amount for optimum levels, risking mental, joint, cardiovascular and other health problems. A strategy to consume the high volumes of fish needed to achieve optimal fish oil absorption may lead to other environmental and biodiversity issues. So an omega-3 supplement may be the best approach. Perhaps the current crisis will motivate us to eat more local food. We can get protein from many sources beyond industrial meat packing plants and fish farms. Chicken, eggs, milk, cheese, nuts, seeds, peanuts, broccoli, oats, lentils, quinoa, even brussels sprouts, all contain protein plus many other

Vancouver Police seize about $3 million worth of street drugs, 8 handguns VANCOUVER Police have seized nearly $3 million worth of street drugs and eight handguns after a four-month investigation into the flow of illicit opioids into Metro Vancouver. “This was a collaborative effort involving officers from the Organized Crime Section, Emergency Response Team and Patrol Officers leading to this substantial seizure of drugs,” said Inspector Bill Spearn on Wednesday. “We believe this will have a significant effect on the drug trade and will impact the health and safety of the local community.”
Early in 2020, the VPD’s Organized Crime Section launched Project Transit to target offenders engaged in the distribution of illegal opioids. The investigation culminated
in the execution of five search warrants on April 29. Four warrants were executed in Vancouver and one in Richmond. The following items were seized:
* eight handguns, all nine mm semi-automatics * two 50-round drum magazines for nine mm ammunition * 20 kilograms of what is believed to be fentanyl
with a bulk street value of $1.6 million * one kilogram of cocaine with a bulk street value of $60,000 * six kilograms of methamphetamine with a bulk
street value of $90,000 * 13 kilograms of cannabis shatter with a bulk street value of $500,000 * 320 kilograms of cannabis bud with a bulk street value of $700,000 * 26 kilograms of cutting agent with a bulk street value of $26,000 Police arrested eight people when the warrants were executed. All suspects were later released without charges pending further investigation. The investigation is active and police expect charges to be recommended in the coming months. Tip from public leads to seizure of drugs, weapons by Surrey RCMP
A stash of illicit drugs, weapons and cash has been seized from a Newton residence following an investigation by the Surrey RCMP Community Response Unit (CRU). The investigation began on March 27, after Surrey RCMP received a tip from the public regarding suspected drug trafficking. The Community Response Unit took conduct of what became a month-long investigation, culminating in the execution of a search warrant on April 28 at a residence in the 6000-block of 140th Street. As a result of the investigation, officers seized over $15,000 and $275 USD in cash, knives, swords, an imitation (air-soft) gun and alleged drug trafficking paraphernalia. Suspected illicit drugs in various quantities including methamphetamine, fentanyl, cocaine and pills were also seized from the residence. Four adults, two males and two females, inside the residence were arrested and subsequently released pending further investigation. No charges have been laid at this time. “This is another example of how the community can play a significant role in helping us keep the community safe,” said Community Response Team Staff-Sgt. SURREY RCMP: 25 years of the Youth Intervention Program IN honour of BC Youth Week (May 1-7) the Surrey RCMP is recognizing an important milestone, the 25th year anniversary of the Surrey RCMP Youth Intervention Program (YIP). The Youth Intervention Program has been supporting young people in the community since 1995. Full time counsellors work with youth and their families to help divert them away from the criminal justice system through counselling, family support and referrals. Referrals to the program are made by Surrey RCMP officers who encounter youth during their calls for service. In 2019 alone YIP received over 220 new referrals. While they’re not meeting face-to-face right now due to the COVID-19 pandemic, YIP Counsellors continue to provide support to youth and families by phone. “Our Youth Intervention Program staff are able to offer assistance to youth who, for a variety of reasons, have made some poor decisions early on,” says Amanda Peters, Intervention Services Manager. “YIP Counsellors look beyond the crime to try and understand the underlying issues behind the actions, and how we can help encourage

better choices moving forward.” The Youth Intervention Program is one of Surrey RCMP`s longest running youth diversion programs, and part of an overarching strategy to help steer youth away from activities which place them at a high risk for criminality and to promote good choices for kids at a young age. RCMP Dive Team recover bodies of 2 children from lake THE bodies of two children were recovered on Sunday night by the RCMP Dive Team after a “side by side” style off-road vehicle carrying a family of five lost control and became submerged in approximately 15 feet of water in Chillwack on the Foley Creek Forest Service Road. Shortly before 1 p.m. on Sunday, Chilliwack RCMP, Chilliwack Search and Rescue, BC Ambulance and Air Ambulance and Chilliwack River Valley Fire Department had been called to the scene of the tragic accident. Two adults and one child were able to escape but the two remaining children were unaccounted for and the RCMP Dive Team was called in. Sgt.
