We warmly welcome her appointment as PR to UN.” Haley said in a statement: “This month’s elections have brought exciting changes to America. Our country faces enormous challenges here at home and internationally. Last week, President-elect Trump asked if I would meet with him to discuss those challenges, which I was happy to do. He has asked that I serve our country as our next Ambassador to the United Nations. Pending confirmation by the U.S. Senate, I have agreed. “I always expected to finish the remaining two years of my second term as governor. Not doing so is difficult because I love serving South Carolina more than anything. I was moved to accept this new assignment for two reasons. The first is a sense of duty. When the President believes you have a major contribution to make to the welfare of our nation, and to our nation’s standing in the world, that is a calling that is important to heed. The second is a satisfaction with all that we have achieved in our state in the last six years and the knowledge that we are on a very strong footing.” Trump said in a statement: “Governor Haley has a
proven track record of bringing people together regardless of background or party affiliation to move critical policies forward for the betterment of her state and our country. She is also a proven dealmaker, and we look to be making plenty of deals. She will be a great leader representing us on the world stage.” If confirmed by the Senate, Haley would succeed Samantha Power, who has represented the U.S. in the U.N. since 2013. Born Nimrata ‘Nikki’ Randhawa, she is the daughter of Sikh immigrant parents from Punjab. She was born in Bamberg, South Carolina, a small town with about 3,600 people. Haley had paid a visit to India in November 2015 to build business ties between her state and Indian companies. HALEY’S selection by Trump sends a loud and clear message that Trump will follow a more balanced foreign policy than had been expected after all his fiery rhetoric during a highly divisive election. It also shows that he is quite open to appointing visible minorities and women in key positions. Haley had severely criticized Trump’s stand on immigration and immigrants. As I reported last week, Haley had criticized him back in January while giving the Republican response to President Barack Obama’s State of the Union
address. Haley said at the time: “For me, that starts right where it always has: I am the proud daughter of Indian immigrants who reminded my brothers, my sister and me every day how blessed we were to live in this country.” “Growing up in the rural south, my family didn’t look like our neighbours, and we didn’t have much,” she said. “There were times that were tough, but we had each other, and we had the opportunity to do anything, to be anything, as long as we were willing to work for it.” “My story is really not much different from millions of other Americans,” Haley said. “Immigrants
have been coming to our shores for generations to live the dream that is America. They wanted better for their children than for themselves.” But she also noted that the US could not continue to allow immigrants to come in illegally and “properly vetted legal immigrants, regardless of their race or religion” should be welcomed. Cabinet Status According to Wikipedia: “Henry Cabot Lodge, Jr., a leading moderate Republican who lost his seat in the United States Senate to John F. Kennedy in the 1952 elections, was appointed ambassador to the

Harsha Perera’s research will revolutionize the way cricketers are selected and game strategies are executed BY RATTAN MALL WHILE every major professional sports league in North America employs experts in sports analytics, cricket teams do not as yet have permanent analytics practitioners. Therefore, there is huge potential for the application of these methodologies in cricket, notes SFU PhD alumnus Harsha Perera, who grew up in Sri Lanka and studied at SFU under renowned sports analytics professor Tim Swartz. Perera, who has just published the first research to use big data for evaluating cricket players, told The VOICE: “For example, when it comes to the bidding for star cricketers from around the world in the Indian Premier League (IPL), team owners’ bids can be in the millions of dollars. Yet, the “selection” of players, and the bids made for them, are not based on detailed analytics as used in North America, but rather based on players’ perceived reputations and a high level of “instinct” or “gut feel” on the part of the team owners, which is all very subjective.” Perera added: “For the IPL 2015, 349 players were put up for “auction” of whom 67 players (43 Indians and 24 players from overseas) were “sold”. These transactions took place in the heated frenzy of an auction where emotion, and the

field at SFU. He told The VOICE: “The subject of sports analytics, specifically related to the game of cricket was selected for my PhD thesis due to the rapid increase in the demand for sports analytics across the world, the value that it brings across the spectrum of sports, and, in regards to cricket, the potential demand for analytics fueled by the advent of lucrative T20 cricket.” The first project in the thesis relates to the five-day test match format of cricket. It focuses on “declaration,” which is an important aspect of the game where patience and strategy play
major roles. Declaration is always a gamble, taken with the intention of winning, but fraught with the danger of losing. Therefore analytics, which helps to mitigate the danger of the gamble, can play an important part in a team’s winning strategy by providing team captains, coaches, and managers with a rational basis for their decisions. Perera said: “Our second and third projects are particularly relevant to the fast paced T20 format. The second project provides a powerful analytical methodology for determining an objective optimal team lineup in terms of both batting

Jawahar Padda case put off until January THE case involving Jawahar Padda of Gateway Pizza in Newton has been put off until January as defence required more time. Padda’s next court appearance will be at 9:30 a.m. on January 4 in Surrey Provin-

Three killed in two road accidents in Surrey and Delta THREE people were killed in two road accidents in Surrey and Delta on Sunday morning. In Surrey, two people were killed in a serious motor vehicle crash in the 8100-block of King George Boulevard. Surrey RCMP said that the crash was between two vehicles and both were occupied by only the drivers. Both of them passed away at the scene of the crash. Surrey RCMP Criminal Crash Investigation Team ( CCIT ) along with the Lower Mainland District Integrated Collision Analysis Reconstruction Services ( ICARS ) are conducting an investigation. “At this point of the investigation, it has not yet been determined as to the cause of the crash. Alcohol, drugs or distracted driving are all being taken into consideration,” police said. Police have spoken to several witnesses to the crash. In Delta, there was a collision between a semi-truck and a jeep in the 10400-block of Ladner Trunk Road at around 8:45 a.m. It is believed that the jeep was travelling eastbound on Ladner Trunk Road and went off the roadway to the right, striking a stationary semi-truck and trailer that was parked off the roadway. The driver, who was the lone occupant of the jeep, died as a result of injuries sustained in the collision. Delta Police continue to investigate the circumstances of the collision and are asking for anyone who may have witnessed the collision or were on scene to contact lead investigator Constable Aaron Hill at 604-946-4411.

The police arrived at the Red Robin Restaurant, where Anukur Mehta, directed it to the suspect, Jeffrey Burgess, Wtae-TV reported. Mehta told the police that Burgess was seated next to him at the bar and began making racial and ethnic slurs. He told Mehta that “things are different now” and “I don’t want you sitting next to me. Man charged with arson in vacant home fire in Vancouver JOHNATHAN Lewis Durocher, 38, of Vancouver has been charged with arson causing damage to property in connection with a fire at a vacant home on Drummond Drive on Vancouver’s West Side on Sunday afternoon. Firefighters, who were called to a home on Drummond Street at West 2nd Avenue at around 3 p.m. on Sunday, arrived in time to see a man running out of the burning building. He was detained and turned over to police minutes later. Arson investigators believe the fire was purposely set. Police are continuing to investigate other recent Vancouver fires to determine if there is any connection to Sunday’s arrest. “We need the public to remain vigilant, particularly in areas of vacant homes,” said Constable Jason Doucette, “Please report any suspicious activity to 9-1-1 immediately.” Anyone who may have information on any of the fires is asked to call police. ALOK Uppal, 40, and Dana Sutherland, 33, have been charged with a number of drug and weapons related offences after two shotguns, a variety of drugs, and a number of weapons were seized from two Calgary homes following a short-term investigation by Alberta Law Enforcement Response Teams (ALERT). ALERT Calgary’s organized crime and gang team searched homes in the Dover and Mission neighbourhoods of Calgary on November 10 with Calgary Police Service providing assistance. Uppal and Sutherland were arrested. The pair were allegedly involved in street-level drug sales and ALERT began its investigation following a tip from the public. As result of the searches, the following items were seized from both homes: * Two shotguns and ammunition; * 39 grams of cocaine; * 13 grams of methamphetamine; * 13 grams of marijuana; * 15 grams of hashish; * 70 Codeine pills; * 110 unknown pills; * 17 Lorazepam pills; * 5 grams of an unknown powder; * $3,647 cash proceeds of crime; * Nine replica firearms * Various weapons, including a collapsible baton, swords, nunchuks, and knives. The drugs seized have an estimated street value of $10,000. Uppal was charged with two counts of possession for the purpose of trafficking, possession of property obtained by crime, and three counts of breach of probation. Finance Minister Mike de Jong opens London Stock Exchange strates the Province’s confidence in the outlook for India, and positions B.C. to participate in internationalization of the rupee and India’s economy. Being the first foreign government to issue a Masala bond, B.C. continues its reputation as an innovator and leader amongst its AAA-rated peers in diversifying sources of funding, the government said. More than US$1.1 billion (INR 7,500 crore or £900 million) of rupee-denominated bonds have been issued in London since July 2016, and London is regarded as the leading global centre for offshore rupee finance. This celebration comes on the heels of de Jong’s trade trip to India in October, where he met with Arun Jaitley India’s Minister of Finance, senior government officials, and business leaders. The investment yields 7.5 % semiannual. * Net income from the INR investment will be used to support and expand the Province’s trade and investment activities in India. * Provincial Treasury makes a preliminary estimate of the net income the Province will generate from the matching Masala investment and liability as about CAD$2 million over the life of the bond, after all expenses and assuming today’s foreign exchange rate. * The Province has used strategic bond issuance before to advance important socio-economic and trade relationships, and to diversify the international investor demand for B.C. bonds. * The Province was the first foreign government to issue a bond in the ‘offshore’ Renminbi market in 2013 followed by a second issue in 2014. In 2015, the Province became the first sovereign government to establish a Panda bond program in China’s ‘onshore’ Renminbi market. In 2016, the Province issued its first Panda bond under the program.

Nine boys and men arrested after shots fired between vehicles in South Surrey ON Monday (November 21) at approximately 3:10 a.m., Surrey RCMP responded to a report of shots fired in the parking lot of a hotel in the 1100-block of King George Boulevard. Officers attended and located shell casings in the area as well as persons that police believe may be associated to the incident. A total of nine boys and men were arrested. One person was treated for minor injuries as a result of broken glass fragments. The initial investigation has revealed that an altercation occurred between individuals resulting in shots being fired between vehicles. Two vehicles were seen fleeing the area with one of them being located shortly thereafter. Investigators believe the second vehicle associated to this incident has also been located in another jurisdiction and are working to confirm this information. Police said indications are that this was a targeted incident involving individuals known to each other. Officers conducted neighbourhood canvassing and spoke with several witnesses to obtain further information. 34% of Canadians say economic conditions in general are the most important issue, only 5% feel the same about immigration BY BRUCE ANDERSON & DAVID COLETTO Abacus Data Inc. IN our latest survey of national opinion, we explored the issues people are concerned about across Canada today. * One in three (34%) say that economic conditions in general are the most important issue facing Canada today. This is the number one concern of 47% in Alberta, and a much smaller 27% in BC. * Another 9% say unemployment is their biggest preoccupation. Again, this number is 17% in Alberta, making it the second ranked issue in that province. This means that roughly two out of three (64%) Albertans put the economy and unemployment on the top of the priority list, almost twice as many as do across the country overall (34%). * Health care ranks as the 2nd most important issue among people over 45, but only ties for 4th among those under 45. * In BC, housing is the 3rd most important issue. In Ontario, housing is only the 6th most important issue. In the other provinces, less than 1% mention it as the top issue. Across the country, housing garners twice as many mentions as top issue among those under 45 compared to those over that age. * Immigration is considered the most important issue by 5%, terrorism 2% and foreign policy or defence 1%. Concern about immigration is twice as high in Manitoba / Saskatchewan as it is in Ontario. * The environment / climate change is considered the top issue by 8% nationally. Women and those under 45 put a greater emphasis on this issue than men and older people, but the differences are modest. This issue ranks 5th among men and tied for 4th among women. BC leads in concern on this issue. The preoccupations of Canadians vary substantially based on their partisan leanings. * Among NDP voters, the top 3 mentions
were the economy (27%) poverty / inequality (25%) and the environment / climate change (14%). * Among Conservatives, the top three were the economy (51%), health care (10%) and unemployment (10%). Immigration was mentioned by just 6%, and terrorism (3%), defence / foreign policy (0%), and law and order (4%) were much farther down the list of top issues. The environment / climate change was mentioned by 1% of Conservative voters. * Among Liberal supporters, the top three were the economy (38%), health care (18%), poverty / inequality (13%), followed by climate change (9%).
Democrats to say it is their top issue, but even at that, only 6% of those who voted Conservative last fall put it at the top of their priority list.” The survey was conducted online with 2,200 Canadians aged 18 and over from Novem-
ber 11 to 13. A random sample of panelists was invited to complete the survey from a large representative panel of over 500,000 Canadians. The margin of error for a comparable probability-based random sample of 2,200 is +/- 2.1%, 19 times out of 20.

Housing is clearly a concern for young people and especially those in BC. The economic pain in Alberta is profoundly evident in these numbers too. “Beyond this, three other things stand out. “One is the wide gulf between Conservatives and others in terms of the urgency they feel about the climate change issue. “The second is that notwithstanding the unsettled global conditions and tensions few Canadians seem highly preoccupied with defense, security, terror or law and order issues – these were a lot more prominent during the years of the Harper administration. “Finally, while screening immigrants has become a major topic of conversation in the CPC leadership race, immigration is far from a major preoccupation across the country. “Conservative voters are twice as likely as Liberals and three times as likely as New

Two tech initiatives launched to help keep Surrey safe THE Surrey RCMP and the City of Surrey on Tuesday announced the launch of two new technology initiatives under the City’s new Public Safety Strategy. These initiatives will allow residents and businesses to become more engaged and play a larger role in keeping Surrey safe. The new Surrey RCMP App is a convenient, one-stop-shop for mobile device users to access information and resources on emerging crime trends, Surrey RCMP events, crime mapping, crime prevention and contact information. Users will also be able to view missing persons, most wanted persons, and photos of unidentified suspects right from their phones to assist police and the community. Project IRIS (Integrated Resources for Investigation and Safety) is a voluntary program that allows residents and businesses to register the location of their closed-circuit television (CCTV) cameras in a secure, online database. IRIS will help police to gather evidence more efficiently by reducing the time needed to track down security cameras after an incident. Project IRIS allows the public to proactively contribute to public safety. The footage recorded on a business or resident’s camera may be the missing piece that helps police to solve a crime committed in the community. “As technology continues to evolve and shape the way we access information, it is important that we adapt the way we communicate with the community,” said Chief Superintendent Dwayne McDonald, Surrey RCMP Officer in Charge. “These initiatives will leverage existing community resources, expedite evidence gathering, and help connect the public and the police in more mobile friendly ways.” “Using technology to help inform and connect citizens about public safety programs, services, and initiatives is a key component of our new Public Safety Strategy,” said Surrey Mayor Linda Hepner. “Together with our Surrey RCMP partners, we are committed to supporting innovative tools and solutions that provide ease of access to data and encourages reporting and information sharing.” The Surrey RCMP App is compatible with Apple and Android operating systems and is now available to download for free from the iTunes App Store and Google Play. The app is also part of the “My Surrey App”, which provides Surrey residents with mobile access to a variety of City services and City apps. Businesses and residents can now sign up online to register their CCTV camera locations as part of Project IRIS at www.surrey.ca/iris. Registration is completely voluntary and participants can withdraw at any time. The registry only records the location of cameras; no video footage is collected and the information in the database is secure and can only be accessed by authorised City staff. Registration does not give the Surrey RCMP or the City access to cameras or its recordings, but helps to find camera owners in the event of an incident in the area. If contacted, the camera owner can choose whether or not to share their recordings. The

is committed to protecting the privacy of those registering on the database in

Canada to acquire 18 new Super Hornet aircraft to supplement CF-18s until permanent replacement
THE Canadian government on Tuesday announced that it will launch, within its current mandate, an open and transparent competition to replace the legacy fleet of CF-18 fighter aircraft. This competition will ensure the right aircraft at the right price while maximizing economic benefits to Canadians, the government said. In addition, Canada will immediately explore the acquisition of 18 new Super Hornet aircraft to supplement the CF-18s until the permanent replacement arrives. The government will enter into discussions with the U.S. Government and Boeing regarding use of these jets for an interim period of time. Before proceeding, the Government reserves the right to decide if they can provide the interim fleet at a cost, time, level of capability, and economic value that is acceptable to Canada. Canada’s current fleet is now more than 30 years old and is down from 138 aircraft to 77. As a result, the Royal Canadian Air Force (RCAF) faces a capability gap. Canada has an obligation to NORAD to have a certain number of fighter jets mission-ready at all times, as well as an obligation to NATO. The number of mission-ready planes Canada can put in the air today is fewer than its NORAD and NATO obligations combined. The RCAF does a good job risk-managing that gap, and has been doing so for a number of years, the government said. Taken together, these measures will ensure that our women and men in uniform have the equipment and support they need to do the important job we ask of them every day. Defence Minister Harjit S. Sajjan said: “Every government has to decide the level of risk they are willing to accept to Canada, and our women and men in uniform. Having to manage our commitments to NORAD, NATO, and our ability to respond to unforeseen events is not a risk this government is willing to accept. The interim fleet provides the most effective way forward to help ensure Canada remains a credible and dependable ally.” Public Services and Procurement Minister Judy Foote said: “As we promised, our government will be conducting an open and transparent competition to replace the longserving CF-18 jets. We will also begin discussions with Boeing for the purchase of an interim fleet to deal with the capability gap. This is about getting our women and men in uniform the equipment they need to do their jobs and protect Canadians in the most effective way possible while maximizing economic benefits for the middle class and those working hard to join it.” Innovation, Science and Economic Development Minister Navdeep Bains added: “Today’s announcement demonstrates how our government
is working to generate strong and sustained economic benefits for Canadian companies. The replacement of Canada’s CF-18 fleet will help grow Canada’s aerospace sector, create
high-value jobs, and support Canadian innovation.” General Jonathan Vance, Chief of the Defence Staff, said: “History and a future fraught with risk demands that the Canadian Armed Forces be ready and capable to respond to threats to Canada and North America, and support our allies and those in need. Our women and men in uniform are the guarantors of Canadian sovereignty, and protectors of Canadian values
and interests abroad. I am delighted that our women and men in the RCAF
are embarking on a journey that assures our defence for the long-term.”

Sikhi Awareness Foundation funding children’s education in India THE Sikhi Awareness Foundation (SAF) is a local Canadian nonprofit from Surrey that has been working in India since 2014. SAF provides aid to children, families, and individuals in need across the subcontinent through various initiatives such as delivering hot meals to the hungry, building and repairing homes, providing financial and emotional support for families of farmers who committed suicide, and most significantly, supporting children’s education through their “Educate a Child” program. Despite the country’s recent economic takeoff, India is home onethird of the world’s poor and many children across the country are living in extreme poverty. Without access to basic necessities such as food, clean water, decent sanitation facilities or proper health care, they suffer from serious medical problems and poor nutrition. Furthermore, these poor living conditions often expose children to potential exploitation. According to UNICEF’s 2015 State of the World’s Children report, 12% of children in India were involved in child labour and 47% of girls were married before the age of 18. Living under the burden of poverty, children are forced to work in inhumane conditions just to survive and many young girls are married off simply because their families have no means of providing for them. SAF believes an important step in ending the cycle of poverty and exploitation many children in India face is through education. By providing children with a proper education, we can equip them with the tools to lift themselves and the people around them out of poverty. SAF has been investing in children’s education, from grade UKG to grade 12, in India for about three years through their “Educate a Child” program. The program allows people from around the world to sponsor children living in extreme poverty who require financial aid. Many of the children we help come from labour families and young mothers. By supporting the education of these children, SAF is giving them opportunities to live a different life and are effectively combating the social problems that stem from poverty. Every child in the program receives financial support for tuition fees, textbooks and school uniforms, along with coverage for any medical expenses incurred by the child or any member of their immediate family. There are currently over 200 children sponsored through this program by SAF from places across North India, such as Punjab, Rajasthan, Himachal Pradesh, as well as Jammu and Kashmir. Through this program, SAF has observed promising results, seeing some of their graduates go on to post-secondary education as well. Now, after the success of their “Educate a Child” program, SAF is looking to expand their operations by opening their own pri-
mary school. Bright Star Academy, an English-medium school in Alwar, Rajasthan, was established in the summer of 2015 and
educates underprivileged children from grades 1 to 5. The school has over 107 students from Sikh, Hindu, and Muslim backgrounds,
the majority coming from scheduled castes. In September of this year, the founder of the school approached SAF for help in funding

Plan for $2 billion in transit and road improvements for Metro Vancouver approved THE Mayors’ Council and TransLink Board of Directors on Wednesday approved a plan for $2 billion in transit and road improvements to be implemented as Phase One of the 10-Year Vision for Metro Vancouver Transit and Transportation, marking the beginning of a multi-year investment in transit and transportation across the region. Metro Vancouver now has the most advanced, integrated and sustainable transportation investment plan in Canada. With the 10-Year Vision underway, the region is at the forefront among Canadian cities in delivering a major, multi-modal, regional transportation infrastructure program, according to TransLink. The Phase One Plan will bring noticeable improvements to the way residents travel throughout Metro Vancouver, by reducing overcrowding on transit and on HandyDart, providing new services to areas which

walkways and bike paths. The plan reflects input gathered through public consultation that demonstrated
strong support from Metro Vancouver residents and businesses for new transportation investments. Phase One of the 10-Year Vision will be funded by a $370 million contribution from the federal government and $246 million from the provincial government, with the remaining $1.3 billion of capital and operating costs coming from TransLink’s existing funding sources, cost savings and efficiencies, as well as new regional revenues including modest property tax and transit fare increases. With Phase One approved and set to rollout starting in January, the Mayors’ Council and TransLink will begin development of the plan for Phase Two, which will be put forward for public consultation in 2017. “Confirming Phase One funding is a major milestone in delivering on the Mayors’ Council’s 10-Year Vision that will keep people moving across Metro Vancouver,” said Vancouver Mayor Gregor Robertson. “Phase One of the 10-Year Vision delivers the region’s biggest transit expansion in nearly a decade, kick-starting immediate and urgently needed improvements in our transit system while laying the groundwork for the Broadway Subway and SurreyLangley LRT projects. I look forward to working with all levels of government to make the entire 10-Year Vision a reality.” “For too long, transportation investments have not kept pace with population growth, but with this plan we can begin to address transit overcrowding and road congestion. We’re responding to what residents have been asking for: better transit service across the region and moving forward on important infrastructure like Surrey-Langley LRT,” said Surrey Mayor Linda Hepner, Vice-Chair of the Mayors’ Council. “TransLink is ready to deliver the services and investments in the Phase One Plan,” said Kevin Desmond, CEO of TransLink. “Our team has put in months of detailed planning and preparation. Now we are looking forward to putting this preparation into action, and delivering the positive change we heard our customers demand during the public consultation last month.” Transit and transportation improvements to be delivered during Phase One will include: * 10% increase in bus service * 15% increase in HandyDART service * 20% increase in rail service following delivery of new rail cars (Expo Line, Millennium Line and Evergreen Extension, Canada Line, West Coast Express) * Pre-construction and consultation on Broadway subway and SurreyLangley light rail * New funding for improvements to the Major Road Network * Expansion and improvements to cycling and walking networks Investments included in Phase One extend across the entire region. Metro Vancouver residents will start to see the improvements in January 2017 – including initial expansion of service on SeaBus, Expo Line, Millennium Line and Canada Line. Bus service improvements will start to roll out in April 2017, and further rail service increases will occur as new fleet is delivered starting in late 2018.

BC municipal governments on unsustainable spending path: CFIB THE Canadian Federation of Independent Business (CFIB) this week released a report examining municipal spending across the country, which reveals 97 per cent of British Columbia’s municipalities have increased their operating spending at an unsustainable pace since 2004. The 9th edition of the BC Municipal Spending Watch ranks 152 municipalities based on 2004-2014 inflation-adjusted operating spending growth and the most recent spending levels per capita in 2014. This iteration places a special focus on the 20 largest municipalities. The worst ranked municipalities in the province show operating spending far outpacing that of inflation plus population growth (a sustainable rate), and have higher than average operating spending per capita. The report shows none of the provinces’ 20 largest cities managed to maintain spending levels at a sustainable rate. The Township of Lang-
ley, Abbotsford and Delta performed worst. Maple Ridge, Port Coquitlam and Kelowna were the top three performers of the group. “While a few of the largest cities have been a bit more fiscally sustainable, it’s troubling to see none were even close to keeping their spending in line with the reasonable benchmark of inflation plus population growth,” says Aaron Aerts, BC Economist. While the BC population in 2014 was 12 per cent higher than in 2004, the total inflation adjusted municipal operating expenditures rose 48 per cent, four times faster than population growth. Over the past decade, the cumulative spending over inflation and population growth was $8.6 billion. Over this period, only five of the 152 municipalities managed to keep operating spending at or under the rate of inflation and population growth. “Had municipalities kept their operating spending at the rate
of inflation plus population growth over the past 10 years, the BC family of four could have saved, on average, around $7,400 in municipal taxes,” adds Aerts. “Spending growth of this magnitude is simply unsustainable.” “The vast majority of municipalities continue to spend at unsustainable rates. Thankfully, a few mayors and councils have attempted to get on a better path. The rest appear to ignore the reality that excessive growth in spending will result in higher taxes on businesses and residents,” Aerts notes. The CFIB report makes a series of recommendations to enable municipal governments to better control growth in operating costs, including limiting spending increases to the rate of inflation and population growth, conducting formal core service reviews, increasing fiscal transparency, and adopting sustainable wage growth policies.

Surrey man charged after targeted shooting in Coquitlam JONATHAN Fall, 28, of Surrey is facing multiple charges relating to firearms offences following a drive-by shooting in a residential neighbourhood in Coquitlam last month. Coquitlam RCMP responded to a report of shots fired into an unoccupied vehicle along the 1200-block of Thomas Avenue shortly after 10 p.m. on October 10. The suspect vehicle fled the scene and was located a short time later
by police in Surrey. Both the driver and passenger were taken into custody without further incident. The shooting was considered to be a targeted incident as both parties involved were known to each other. The Coquitlam RCMP Investigative Support Team assumed conduct of the investigation and gathered an extensive amount of evidence and information to
support criminal charges. On November 18, Fall was taken into custody and charged with discharge firearm in a reckless manner, careless use of a firearm, possession of a weapon, and transport of a non-restricted firearm. Fall was released from custody and is scheduled to appear in court on November 28 at the Port Coquitlam Provincial Court House.

B.C. government getting out of the business of insuring high-end luxury cars; NDP forces government to act on ICBC THE provincial government is moving forward to no longer insure the high-end luxury car rate class (cars worth $150,000 and over) so that the broader ratepayer is not subsidizing these cars. The owners of these cars will have to go to private insurance instead, Minister of Transportation and Infrastructure Todd Stone announced on Wednesday. The high-end luxury car market is a growing market, with 3,000 cars insured this past year, a 30% increase compared to three years ago. The government is acting now to address the rising costs to repair these cars and to eliminate any pressures they cause on basic rates. The government will get to work on the necessary legislative chang-
es to have ICBC no longer insure these high-end luxury cars. This means that in the future, private owners of these cars will have to purchase their insurance through private insurance. Drivers will still be required to carry a certain amount of coverage to protect themselves and other drivers, but it will not be provided through ICBC’s public insurance plan. While this work is underway, the government will immediately take steps so high-end luxury car owners will pay more than double for their basic insurance and ensure their premiums fully cover all costs of any repairs. These interim changes will be formally implemented as soon as possible. “Right now, whether a person

policy needs to be fair for all British Columbian ratepayers, and we want to ensure that the regular everyday driver is not paying for the additional repair costs of these cars through their insurance rate.” The average private passenger car in B.C. is worth approximately $15,000, which is 10 times less than the growing number of luxury highend cars on the road (cars worth above $150,000). When these more expensive cars get into a crash, it costs approximately six times more to fix them because they are rare, and they are built using highend technologies and more expensive materials. However, until now, the owner has paid similar rates for their basic insurance. Last year, for example, the average repair cost for a high-value luxury car was approximately $13,000, compared to the average repair cost of approximately $2,500 for a typical private vehicle. For example, the cost for parts to repair the fender, grille, headlight and intercooler on a 2015 Bentley Flying Spur W12 was approximately $38,000 alone. While the cost to repair this car is substantially more than the everyday car, the basic insurance rates of about $1,000 per car are about the same. The new rates will apply to private passenger cars only, and not commercial trucks, pick-up trucks, collector cars or limousines. The new rule also will not apply to RVs. The B.C. government and ICBC will start working on necessary framework and policy changes immediately. THE government was forced into taking some action as a day earlier the NDP had accused it of keeping the public in the dark about looming ICBC increases. “The public should know the impact of B.C. Liberal incompetence before the election,” said Adrian Dix, New Democrat spokesperson for ICBC. “Christy Clark says that this has nothing to do with her, that this is just a dispute between ICBC and the independent regulator, the B.C. Utilities Commission, but it has everything to do with her. She and her government raided ICBC’s money that was supposed to go to pay claims. They took the money and drivers will pay the price. Christy Clark wasn’t observing an accident, she was driving the car. “It is the B.C. Liberal-appointed ICBC executives who are defending B.C. Liberal policies and who are attempting to block the public from getting access to ICBC’s financial information.” ICBC representatives have argued that it is not in the public’s interest to know the financial projections for the next four years, but the B.C. Utilities Commission doesn’t agree and has given them only until tomorrow to answer. “We own ICBC, and we’re also the customers,” said Dix. “Voters have the right to know the truth about their government’s mismanagement before the election. The public deserves the truth.”

RCMP and Chinese Ministry of Public Safety to co-ordinate enforcement efforts against illegal fentanyl trafficking into Canada THE RCMP and the Chinese Ministry of Public Safety have announced their commitment to work together to co-ordinate enforcement efforts against illegal fentanyl trafficking into Canada. The announcement was made on Thursday by Public Safety Minister and Solicitor General Mike Morris and Health Minister Terry Lake. They added that China is also co-operating with the federal government to make precursors to fentanyl controlled substances under Chinese law. The ministers said in a statement: “This is a critical step that aligns with B.C.’s advocacy in our fight against the overdose crisis, and we welcome this swift action. Provincial and local enforcement will remain critical, but this is a step forward. We look forward to the same level of commitment from the federal government on a national strategy to
Carfentanil – 100 times more toxic than fentanyl – detected in Vancouver drug seizure THE Vancouver Police on Tuesday announced that the deadly opioid analog Carfentanil has been detected in a September 2016 drug seizure in Vancouver’s Downtown Eastside. On September 20, a man who was reported to be in possession of a firearm was checked by police in the north lane of Powell Street near Heatley. When he was searched, he had a can of bear spray and several grams of a narcotic believed to be heroin. He was charged with drug-related offences. Two samples of that drug were submitted to Health Canada for analysis. On Tuesday (November 22), Health Canada advised that the samples contained trace amounts of the highly toxic opioid Carfentanil. Carfentanil is believed to be 100 times more toxic than fentanyl. Police are warning opioid drug users, and anyone associated with them, to be aware of the signs of overdose. Early signs of an opioid overdose include severe sleepiness, slow heartbeat, trouble breathing or slow, shallow breathing or snoring, cold, clammy skin, and trouble with walking or talking. If any of these signs are observed in someone who is believed to have taken illicit drugs, call 9-1-1 immediately. Drug users are advised to never inject, snort, or swallow drugs alone, and to call 9-1-1 immediately if overdose symptoms start. international borders. “The overdose crisis is a complex issue that no single tool will solve. That’s why B.C. established the Joint Task Force on Overdose Response, which is tackling the overdose
crisis across many fronts. Law enforcement is working at all levels of government to interdict the supply of toxic drugs, and health officials are working diligently to address the immediate health needs. To that end, B.C. is expanding access to life-saving naloxone, supervised consumption services, and opioid addiction treatment medications and services. “We launched a broad campaign to alert people of how to prevent, identify and respond to overdoses. We are investing in research, education and training through the new B.C. Centre on Substance Use, to ensure addiction treatment is effective and evidence-based. And we remain firmly committed to improving the system of mental health and substance use services, including our commitment to create 500 new substance use beds, which we will reach in 2017 as promised.”

THE Canadian Radio-television and Telecommunications Commission (CRTC) on Monday set out best practices for TV service providers to ensure Canadians are offered real choice regarding their services and have information about their options. To follow these best practices, providers should, among other things: * provide information about the new choices that will be available as of December 1; * keep their offers simple and transparent; * offer deals and discounts regardless of the entry-level package selected; * provide online tools allowing subscribers to easily add or remove channels; and * offer different options to obtain a set-top box. The CRTC is also renewing the licences of most TV service providers for one year, rather than the usual sevenyear term. This will enable the CRTC to closely monitor the TV providers’ practices as they implement the new TV choices. These new options will enable Canadians to create their own package for TV services. Canadians are encouraged to shop around to ensure they are aware of what is available in the market if their service provider’s offers don’t meet the needs or the budget of their household. There are many online tools on the CRTC’s website to help Canadians find the best services and negotiate with their provider. Jean-Pierre Blais, Chairman and CEO, CRTC, said: “Starting on December 1, Canadians will have greater flexibility in choosing how they subscribe to TV services. We have set out best practices for television service providers and created online tools to help Canadians navigate this new world. B.C.’s steady approach to poverty reduction is working, says government CHILDREN and Family Development Minister Stephanie Cadieux said in a statement on Thursday in response to First Call’s 2016 BC Child Poverty Report Card: “No one wants to see families living in poverty, and government is working to reduce poverty in British Columbia through a focused approach that grows the economy and creates secure, well-paying jobs — including the more than 180,000 jobs created since the launch of the BC Jobs Plan. We’re also providing targeted supports like affordable housing, social assistance and affordable child care. “We have committed $855 million this year to create up to 5,000 new units of affordable housing for families and 2,000 new rental units throughout the province. To further support British Columbians, the rental assistance program helps about 10,800 families per year. “Our innovative Single Parent Employment Initiative, which provides individuals on income and disability assistance with the opportunity for 12 months of funded training for in-demand jobs, is helping participants get the training and education they need to move off assistance and find a good job, while fully exempting child support payments from assistance calculations. To date, nearly 4,000 single parents have signed up for the program, close to 700 of whom have already found employment. “Effective January 1, 2017, changes to the Medical Services Plan will see approximately 40% of B.C. families paying reduced premiums or no premiums at all. We’ve also raised the minimum wage to reflect B.C.’s overall economic growth. It will be raised again in September 2017. “Making child care affordable is a big priority, and we’ve supported the creation of more than 4,300 new licensed child-care spaces since 2014, invested in 47 new BC Early Years Centres throughout the province, and introduced the new BC Early Childhood Tax Benefit to help families with the cost of raising young children. “B.C. families also generally have one of the lowest overall tax burdens in Canada, including income taxes, consumption taxes, property taxes, health-care premiums and payroll taxes. B.C. currently has the lowest provincial personal income taxes in Canada for individuals earning up to $122,000 a year and a single individual can earn more than $19,000 before paying provincial income taxes. “There is no easy solution for poverty, but B.C. is in a better position than many other jurisdictions. “In fact, between 2006 and 2014, the total number of British Columbians living in low income dropped by approximately 162,000 – or 27%. During that time, the number of children living in low income in B.C. fell by 50%. “With the new federal child benefit, an additional 16,100 children throughout B.C. are forecast to be
lifted out of poverty during 2017. No other province in Canada has matched B.C.’s declining child poverty numbers. “Poverty is a persistent problem across Canada. A formal poverty plan does not guarantee success. Some provinces have seen their child poverty rates increase substantially since bringing in a formal poverty plan. “We are making progress, but it takes time. There is still work to do. We will continue to improve affordability for low-income British Columbians so they have the opportunity to build their skills and secure positive futures for themselves and their families.”
B.C.’s child poverty rate unacceptable, says Horgan A report out on Thursday showing that child poverty in B.C. is consistently high and above the Canadian average is just one more symptom of a Christy Clark government that puts donors and party insiders before the best interests of British Columbians, said B.C. New Democrat Leader John Horgan. “One in five children in British Columbia live in poverty,” said Horgan. “It’s clear that when Christy Clark talks about things being good in B.C. – she means for her friends and donors, who got a billion dollar tax cut, not for families struggling to make ends meet.” Horgan noted that 50 per cent of children in single parent families live below the poverty line in B.C. – many of them parents who have seen the Christy Clark government claw back bene-
fits like child support or subsidized bus passes over the last two years. Meanwhile the wealthiest two per cent of British Columbians got a billion dollar tax cut. “New Democrats are standing up for single-parent families – we demanded Christy Clark stop taking child support benefits away from B.C.’s poorest children. After a year of dragging their feet – New Democrats forced her to end this poverty creating policy,” said Horgan. “But just a year after the child support clawback ended, the Christy Clark government turned around and started charging people on disability, including parents, a monthly fee to get access to a bus pass. Mean-spirited policies like these are why B.C. continues to have
one of the highest poverty rates in the country.” B.C.’s New Democrats have repeatedly introduced private member’s bills to bring in a poverty reduction strategy in British Columbia. B.C. is the only province in the country that doesn’t have one. “British Columbia is the most unequal province in Canada,” said Horgan. “More than half of British Columbians live paycheck to paycheck. Yet Christy Clark hikes bills and fees like hydro, like MSP, like ICBC premiums for ordinary people, while giving the wealthiest two per cent of British Columbians a tax cut. “The result is what we see today –high poverty – and children going to bed hungry.”

Kinder Morgan could inflict political damage on Trudeau Liberals: poll A new poll by Insights West shows strong opposition to increased oil tanker traffic on British Columbia’s south coast, especially among voters who supported Justin Trudeau’s Liberal Party in the 2015 federal election. The province-wide online poll of a representative provincial sample, commissioned by Dogwood Initiative, found British Columbians remain opposed to oil tanker expansion by a factor of two to one: 64 per cent of respondents who voted Liberal in 2015 agree, while just 27 per cent support more oil tankers. “Many British Columbians believe the approval of the Kinder Morgan project would go against the current prime minister’s campaign pledges on climate change and relations with First Nations,” said Mario Canseco, Vice President
Justin Trudeau of Public Affairs at Insights West. “This includes a majority of those who chose to support the Liberal Party in last year’s federal ballot.” Two-in-five voters in Metro Vancouver, where the majority of Liberal seats in B.C. are located, said
they would be less likely to vote Liberal next election if the federal government approves Kinder Morgan’s pipeline and tanker project. Fully 31 per cent of Liberal voters say they would be less likely to support Trudeau’s party if the project goes ahead. Dogwood campaigner Sophie Harrison said the damage to the Liberal brand in B.C. could last for years. She noted: “Justin Trudeau’s government was brought to power by a surge in youth voter turnout and a consolidation of the progressive electorate. If he approves Kinder Morgan’s Texas tanker proposal, a lot of that support is going to collapse.” She added: “In the coming days, we’ll be looking for more Liberal MPs in B.C. to follow Terry Beech and Ron McKinnon’s lead, speak-
ing out on behalf of constituents who oppose this project.” Other highlights include: * 62 per cent of British Columbians polled agree a Kinder Morgan approval would contradict Prime Minister Trudeau’s promises on climate leadership and a “new relationship” with First Nations. Among Liberal voters in B.C., 58 per cent agree with this assessment. * 74 per cent of British Columbians and 78 per cent of Liberal voters in B.C. say they are less likely to support oil tanker expansion when considering the impacts on the South Coast’s 80 resident orca whales. * Among young voters in B.C. (under 35), opposition to oil tanker expansion overwhelms support four to one.

B.C. teachers get extra year to test, refine new curriculum for grades 10 to 12 B.C. teachers and students in grades 10 to 12 will have more time to start using the draft new curriculum and help refine it, thanks to a one-year extension of the implementation period. “Teachers, principals and trustees asked for more time to work hands-on with the redesigned curriculum – and it’s the right thing to do to make sure that we get it right for our students,” said Education Minister Mike Bernier on Thursday. “Curriculum in the high school years is more complex, is tied in to provincial exams and evaluated strictly. So it’s critical teachers have enough time to use the draft 10-12 curriculum and help shape it with their feedback.” Many teachers started using the draft grade 10-12 curriculum this past fall, and are providing feedback on its success with students. curriculum will be implemented at the beginning of the 2018-19 school year, based on feedback provided by teachers and educators. “The new curriculum has been designed by teachers for teachers – and thanks to their efforts it’s been successfully brought to life in kindergarten through Grade 9,” Bernier added. “The world is changing and our new curriculum is making sure our kids learn the skills they need to succeed in that changing wor ld.” Making sure students are ready to succeed is also the reason behind Thursday’s announcement of enhancements to the Foundation Skills Assessments (FSA) – the reading, writing and numeracy tests given to all students in grades 4 and 7. The tests provide parents and teachers with a critical overview of how students are doing. Teachers and education experts advised the ministry to have students write the FSAs much earlier in the school year. This way teachers and parents will get a snapshot of student learning in key areas sooner – and use the results to address any challenges a student may be having. Starting next school year, the tests will be written in October and November instead of January and February. The Province is also enhancing its reporting of school-level FSA results. Instead of simply releasing the data as was done in the past, the ministry will include FSA results in broader school reports that look at a wide range of education outcomes. “Parents want to know how well their child and how well their child’s school is doing,” Bernier said. “We are going to make sure they get that information in a way that’s useful to them.”

Demonetisation hits Non-Resident Indians’ weddings, travel plans Dubai (IANS): Indians living in the UAE are mourning the demonetisation of high value currency by the Indian government, which has hit their families back home, ruining many NRI weddings, travel and house construction plans, a media report said. Several Indian families living abroad, who had plans to visit India around the year-end, are keeping a close watch on the prevailing situation. According to travel agents, if the present cash shortage situation in India doesn’t improve in a few days, many families are going to cancel their visit to the country, Khaleej Times reported. NRIs living in UAE told Khaleej Times they are getting distress calls from families back home, telling them how difficult it is to withdraw cash from banks and ATMs to meet their basic needs. NRI weddings and house construction plans are among the worst affected as workers and contractors refuse to accept the demonetised Rs 500 and Rs 1,000 notes that used to constitute more than 80 per cent of money in circulation in India. Afsal, a restaurant manager in Dubai, was quoted by the paper as saying: “The situation back home is more serious than what we see in the media. It is not a good time to spend more money and every NRI family is enforcing strict credit controls on family budgets.” “In the absence of correct change and shortage of small denomination notes in India, people have no other option but to spend more money for unwanted things. Just for buying an item worth Rs 200, the customer spends Rs 1,800 extra to adjust the change. Many shops don’t have change and traders are even planning a strike in protest,” added Afsal. Tourists visiting India are stuck with cash shortage. A travel agent said: “Many NRI families have cancelled their travel plans in view of the severe cash shortage in India. Even though they have money in banks, they cannot spend that because of cash withdrawal limits from the government. While some can use credit cards, those from the rural and semi urban areas cannot use plastic cards.” An Indian expatriate living in Dubai said: “My daughter has to pay her pending hostel bill but she has no time to go and wait in the long cue by skipping her classes. The ATMs have run out of cash and she is struggling a lot.” “NRIs who are planning a vacation to India have many big plans but since they can withdraw only Rs 4,000, their plans may change,” said Gopi K.L., an Indian social worker in the UAE. “My many friends in India are not sending children to school because they have no money. In hospitals, even in emergency cases, bill payments are affected. Another problem is in vegetable, fruits and fish markets. Vendors can give credit for one or two days, but they further cannot buy stuff without sufficient cash flow,” an NRI in Dubai was quoted as saying. The government of India demonetised 500 and 1,000 rupee notes from November 8 midnight. The government maintains that there is no shortage of cash and there is enough stock of currency notes with the Reserve Bank of India.
