OCTOBER 1986: Moe Sihota becomes the first South Asian / Sikh MLA in Canadian history. And 34 years later, just hours before a record nine South Asian MLAs were to be sworn in on Tuesday, Sihota, choking with emotion, spoke to the VOICE about what that means to him and the community. The MLAs: re-elected Raj Chouhan (Burnaby-Edmonds), Ravi Kahlon (Delta North), Jagrup Brar (Surrey-Fleetwood), Rachna Singh (Surrey-Green Timbers), Harry Bains (Surrey-Newton), and Jinny Sims (Surrey-Newton); and newly elected Aman Singh (Richmond-Queensborough), who is the first turbaned Sikh MLA, Niki Sharma (Vancouver-Hastings) and Harwinder Sandhu (VernonMonashee). Sihota, who held a raft of portfolios as the first South Asian cabinet minister in the 1990s, recounted how his interest in politics was sparked as a student at the University of British Columbia (UBC) in the seventies and how he ended up being elected MLA in the riding of Esquimalt-Port Renfrew in 1986. He said: “But that was 34 years ago. So I look back at it now and I, in some ways, am brought to tears and in other ways, I am overjoyed by the fact that nine South Asians, particularly in my political party, will take a seat in the legislature.â€? He added: “So it caused me over the past few days to reflect on it all.â€? Sihota noted: “First of all, I didn’t understand what a role model was. I didn’t see myself as a role model; I just saw myself as someone who stood for office and got elected. “I am stunned to this day how many people stop me from our community and say ‘I saw you on television when you were in office and it told me that anybody in society can make it here in Canada.’â€? He said he didn’t realize how significant the role model aspect was. Sihota said: “But now I am still sitting here and saying, ‘My gosh, there are now nine role models here!’ “And in particular for young males who have no idea who I am ‌ but they can look at a Ravi Kahlon and say ‘Look, I can take my place in society!’ “Young women can look at a Jinny Sims or a Niki Sharma and say the same thing. “And I think that what’s

appreciate that when I first ran, but now that I reflect on the last 34 years and look at these nine, I see that.�

encouraging about these nine is that there is a new generation of role models.� Sihota added: “And the second thing that is kind of related, but equally important, is the fact that each one of them – I guess in my case, myself as well, we validated and they are validating that we have a place in society here, that it just legitimizes our place in Canadian society. “And again, you know I didn’t fully

But surely a Legislature should mirror a province. “And so, whether it’s Ravi Kahlon or Bowinn Ma, or Harry Bains or George Chow, or Jinny Sims or Katrina Chen, and so on down the list - by my count there are probably 15 or 16 members of our caucus that come from ethnically diverse backgrounds - but the fact is now, 34 years later, I can see the face of British Columbia, Indigenous and ethnic, is very much represented in our Parliament. “So what does that say? That says we’ve come a long way.� I asked Sihota what advice would he give to the nine South Asian MLAs in the overall context of inspiring visible minorities to take up more

In UBC in the 1970s, he was on student council where his job was to be the liaison with the provincial government on issues such as tuition fees, student housing and costs of education. He explained: “The provincial government of the day was a Social Credit government and they weren’t receptive to some of the things that we were advocating – we were youngsters, we were idealistic, we didn’t think there should be any tuition at all or the interest rates (on student loans) should be decreased, there should be more accessibility to post-secondary education because it was a great equalizer in society. The government wasn’t receptive to what we were saying and we were deemed as student radicals.â€? At the time, there were a number of IndoCanadians on student council, including Herb Dhaliwal, who would become the first South Asian / Sikh federal minister in Canadian history when Jean Chretien was prime minister, and Gurmail Gill who became a judge at the provincial level. Sihota recounted: “We all were friends in university and we were all motivated by these issues and so we decided to put together a group that would run that included people from all ethnic backgrounds and walks of life. But in particular, in historic terms, it included Herb who was the Director of Finance, and me who was the Director of External Relations (1973-76).â€? Back then there was for the first time a growing number of Indo-Canadian students attending UBC. Their parents came to Canada mostly in the late forties, had children in the early fifties and didn’t go to university because they were out making an income, but they encouraged their children to get an education. Sihota elaborated: “And so we started to socialize together because of our common ethnic bond. We all hung together, we all did well in life ‌ we were all active and because all of us arrived together, in political terms, we set a voting base of about 500 students to whom you could always say ‘here’s a person to vote for’ because our ethnic community tended to support our ethnic candidates provided they were capable. So out of that Herb and I got elected. And out of that process, I replaced Svend Robinson on the University Board of Governors, which is the highest position a student can hold on a campus.â€? SIHOTA said that the late NDP premier Dave Barrett (he was premier for three years between 1972 and 1975) was one

who would often to go to university campuses to recruit for potential candidates. He added: “And I was frustrated the Social Credit wasn’t listening to what we were saying and Dave kind of took me under his

wings and encouraged me to get involved provincially to a point that I became president of the Young New Democrats around 1979 which also corresponded with the time that I moved to Victoria to go to law

school.” Sihota said: “By 1983, after we lost the 1983 election, I was encouraged by Dave and the NDP to seek a seat as a young up and comer along with Glen Clark [who was premier from 1996 to 1999] and Dan Miller [who was premier for six months from August 1999 to February 2000, following Clark’s resignation] because they felt that the party needed younger blood. “And so I was by that time, in 1984, a councillor in Esquimalt – a lawyer practicing in Esquimalt – and the incumbent MLA was retiring. There were a lot of people – not surprisingly – in our party who did not think an Indo-Canadian could win in a Caucasian seat called Esquimalt and Dave was under some pressure to see if there was a more suitable seat for me. But I had roots in Esquimalt, I was married in 1985 and so I was going to run in Esquimalt - and I did and I won.”

In 1986, Sihota became the first South Asian / Sikh MLA to be elected to any federal or provincial riding in Canada. In 1991, he became the first cabinet minister of Indian origin ever in any jurisdiction of Canada in Premier Mike Harcourt’s government. Sihota was appointed Minister of Labour and Consumer Services as well as Minister Responsible for Constitutional Affairs. According to Wikipedia, Sihota continued to serve in several cabinet posts under the Harcourt as well as under the subsequent governments of Glen Clark and Dan Miller. During his career, he created 200 new Provincial Parks, extended Workers Compensation Coverage to farmworkers and changed BC logging practices. Indeed, people still refer to him as the best environment minister BC has ever had. Sihota was NDP President from 2009-2011 and again from 2011-2013.

World Sikh Organization calls for effective outreach to racialized communities in COVID-19 battle THE World Sikh Organization of Canada calls for urgent increased engagement and outreach to racialized communities in the battle against COVID-19. The WSO said that recent attention has been drawn to the disproportionately high rates of COVID-19 in racialized communities and particularly in areas with large South Asian populations such as Brampton and Surrey. As researchers and public health officials have pointed out, this pandemic has exacerbated the structural deficits faced by resi-

dents in these communities. The pandemic has made it clear that we do not all have the same privilege and choices. “A large percentage of the population in these areas are essential workers in manufacturing, distribution and transport industries. These workers keep essential sectors open, making sure Canadians are able to access what they need, when they need it. carious, offering few protections for workers. This can mean no access to sick leave and little protection against unsafe employment conditions, creating additional risk related to COVID-19. Many families live in multi-generational housing, which is a community strength but now presents unique challenges. Furthermore, communities like Brampton receive less health care funding per capita when compared to other communities across Ontario, which means the community has fewer resources to meet the needs of residents,” the WSO noted. Despite the additional risks faced by racialized communities, which is evident across jurisdictions and was known early in the pandemic, there has been a glaring lack of engagement and outreach to communities, including the Sikh community, it added. College of Immigration and Citizenship Consultants Act comes into force

MARCO E. L. Mendicino, federal Minister of Immigration, Refugees and Citizenship, announced on Thursday that the College of Immigration and Citizenship Consultants Act is now in force. This Act provides a statutory framework to regulate immigration and citizenship consultants, and will make the forthcoming College of Immigration and Citizenship Consultants the official regulator of immigration and citizenship consultants across the country. The coming into force of the Act means that Immigration, Refugees and Citizenship Canada (IRCC) is one step closer to the opening of the new College, which is anticipated in 2021. The College will be an armslength institution mandated to regulate the profession in the public interest by protecting both the public and consultants in good standing from dishonest actors who take advantage of vulnerable people. The new College will be subject to significant government oversight to ensure public protection. This includes government authority to establish a code of professional conduct

Marco E. L. Mendicino for licensees of the College, to set the composition of the College Board of Directors, and appoint up to a majority of directors. With this announcement, the government said the minister is honouring his mandate commitment to advance the full implementation of the new professional governance regime for immigration and citizenship consultants. While coming into force of the Act is a required step, opening the College will also require the appointment of public interest directors to the College

board by the government. A notice of opportunity is posted on IRCC’s website for interested parties to apply for the public interest director positions on the College board. The board’s mandate is to manage the activities and affairs of the College. The selection process for the public interest directors is open, transparent and based on merit criteria. It will help ensure that capable, diverse and well-qualified Directors are put in place. Mendicino said: “Today’s announcement reaffirms that our government is committed to the implementation of a new professional governance regime. Female arrested after attempting to grab New Westminster Police officer’s firearm

ON November 21, at approximately 11 a.m., members of the New Westminster Police Department responded to a call from a concerned member of the public who had observed a female in a hospital gown walking in the middle of the street in the area of East Columbia and Richmond Street. The first NWPD member on scene approached the female to see if she needed any help; however, the female charged at the member and physically attempted to remove her service pistol from its holster. A brief struggle ensued until another member arrived and was able to assist in safely

restraining the female. Fortunately, no one was injured and the members took the female subject into custody, police said. “Policing can be a very complex job, and our members always have to be prepared for the unpredictable,” said Deputy Chief Constable Paul Hyland on Tuesday. “We are very proud of how our members responded and resolved this dangerous incident, and happy that no one was seriously injured.” The subject is now facing charges related to assaulting and attempting to disarm a police officer in addition to being connected to necessary health supports and follow-up.

vestigator scam, and the tech support scam by the RCMP Greater Toronto Area (GTA) Financial Crime Section, Toronto West Detachment (TWD) in Milton, Ontario. To address the victimization of Canadians, in October of 2018, the RCMP GTA Financial Crime Section commenced an investigation, named Project Octavia. The focus of the investigation was to combat the CRA telephone tax schemes and other interrelated frauds through public awareness, disruption, and enforcement. These telephone fraudsters who are operating outside of Canada, have been targeting the Canadian public since 2014. Despite a number of police raids on illegal call centres in India, and arrests in Canada, these fraudsters continue to change their façade and target Canadians, say police. Cumulatively between 2014 and 2020, the CRA scam alone has resulted in reported victim losses totaling over $18.5 million. As of October 1, 2020, between the CRA, the

bank investigator and tech support scams, the total reported victim losses are over $34 million. During this investigation, RCMP investigators uncovered “money mules /money mule managers”, and money launderers operating within Canada and overseas. Charged are Vimal Shrestha, 41, and Ms. Bindisha Joshi, 41, of Lalitpur/Kathmandu, Nepal with: • Fraud over $5,000 • Possession of proceeds of crime • Laundering of the proceeds of crime Canada-wide arrest warrants have been issued for both Shrestha and Ms. Joshi as they are believed to be in Nepal. “The serious criminal charges that the two accused are facing sends a clear message: International borders will not cloak offenders with immunity from apprehension and prosecution. Transnational fraudsters who target Canadian victims, will be investigated, charged, and prosecuted,” said Staff-Sgt. SURREY RCMP announced on Thursday that a man has been arrested in connection to alleged threats that were made toward Surrey Councillor Jack Hundial and Prime Minister Justin Trudeau. On November 23, Surrey RCMP received a report of threats of violence that were made toward Hundial and Trudeau. The Surrey RCMP General Investigation Unit (GIU) launched an investigation and on November 25, a suspect was arrested for two counts of uttering threats. Later that day, the suspect, a 42-year old man from Surrey, was released on conditions with a court date scheduled for the new year. The man was not previously known to police. Anyone with information about this incident is asked to contact the Surrey RCMP at 604599-0502, or Crime Stoppers, if they wish to remain anonymous, at 1-800-222-8477 or www.solvecrime.ca. Hundial, a former RCMP officer who is against a Surrey municipal police force, had told the media that he received an online threat through social media directed at him to shoot both him and Trudeau.

SHIRLEY Bond, former deputy premier, was on Monday elected the B.C. Liberal party’s interim leader until a leadership competition can be held. She was the first female to hold the position of Attorney General in British Columbia’s history, a title she held while Minister of Justice. Official Opposition once again. My past role, and the role of the new interim leader, requires a great deal of humility and a willingness to listen to people from all over B.C., to learn from them so that our work reflects the dreams and desires of the people of our province. Indigenous communities will need to be engaged as partners on projects and initiatives that will bring prosperity to everyone who lives here. That work must now be undertaken with renewed energy and commitment, so that our caucus and our party can fully reflect the views of everyone who calls this land their home, and work with them to provide a prosperous, respectful, and healthy future for everyone. New conversations are happening about what is important to people now. Things like access to housing that works for the different ways that people live their lives. Affordable and efficient transportation and quality healthcare must be a priority for every government going forward. Equality and oppor-

tunity for everyone and protection of LGTBQ2S rights need to be integral parts of policies and plans throughout government, because these are fundamental to the fairness and equality that we all seek. Our party, the interim leader, and our members have a lot of work to do. We need to rebuild and renew – and that starts with tough conversations and sincere reflections. I know I’ve had many of those myself in recent weeks and I know there are many more to come for all of us as we work toward a leadership race that will define our new leader, and our positions and profile heading into the next election. There are still many conversations to have about how we can do better. Some of those conversations are taking place right now, some of them publicly. I can confidently say that I did my best for our team and for British Columbia, and I am deeply grateful for the opportunity to serve our province and all of the people who consider this great place their home.

“Drive-by” toy drive at all Surrey fire halls – November 25-30 THE Surrey Fire Fighters Association and the Surrey Christmas Bureau hope everyone will join them in a six-day toy drive to help fill its toy shelves in time for Christmas. Surrey Tree Lighting Festival kicks off the holiday season, virtually SURREY Tree Lighting Festival, presented by Coast Capital Savings, took place virtually on Saturday, November 21. The event was streamed on Facebook and YouTube Live to residents throughout Surrey and the Lower Mainland and garnered thousands of views. Hosted by Santa and Mrs. Claus, the virtual event featured local performers Warren Dean Flandez Bukola, Quinn Pickering, the Royal Academy of Bhangra, Illest Illusionz and Andrew Allen. Five $100 gift cards were given away during the livestream while viewers experienced holiday comedy, baking with Mrs. Claus and

monologues from the North Pole. The livestream ended with a finale of Mayor and Council virtually lighting Surrey’s 60-foot Christmas tree. “Surrey Tree Lighting Festival has been a holiday tradition for

Surrey Homelessness & Housing Society gives $3.9M to City for 3 major capital housing projects

THE Surrey Homelessness & Housing Society (SHHS) has granted the City of Surrey $3.9 million to support three capital projects with long-term impact. Funding will cover renovation costs and longterm leases to support the growing needs of people experiencing homelessness, or who are at risk of homelessness in Surrey. “We have been moving quickly to provide for the urgent needs of our residents

also balance this with investments that ensure our longterm needs are addressed,” said Surrey Councillor Laurie Guerra, President of the Surrey Homelessness and Housing Society. “These funds will transition people out of homelessness in areas where it is needed most, as we continue to work towards our vision of eradicating homelessness in our City.” The responsive grant will be distributed over 10 years to

support the following capital projects: * The Olive Branch Shelter – 10732 City Parkway: The Olive Brand Shelter will provide 46 beds for men and women, with the intention of accommodating those who are currently living in the Emergency Response Centre (ERC) at the North Surrey Recreation Centre. SHHS will cover costs of the renovation and lease for a 5-year period, so residents will remain sheltered. The

Olive Branch Shelter welcomed guests on November 16, 2020. * The Cove Shelter – 10607 King George Boulevard: Providing 42 shelter beds for men and women, the SHHS grant will cover costs of the renovation and lease for a 3-year period. The opening of this shelter in November 2019 enabled individuals living in an outdoor encampment to move indoors and into shelter.

* Newton Modular Housing Project – 13620 80th Avenue: SHHS will cover the costs of the lease for a 10-year period, providing 40 supportive housing units for men and women. Surrey seeks public feedback to help shape new Fleetwood Community Plan THE City of Surrey has launched a new survey asking residents, business owners and community stakeholders to help shape the heart of Fleetwood. This survey, open now until December 20, is part of ongoing engagement to support the development of the new Fleetwood Community Plan. It builds off earlier engagement where residents explored growth options in Fleetwood. The Fleetwood plan area stretches from Green Timbers Urban Forest in the west to the Agricultural Land Reserve in the east. The area, which is expected to double in population by 2050, in-

cludes the first phase of the 16-kilometre Surrey Langley SkyTrain extension. It will be home to three future SkyTrain stations in Surrey, including 152nd Street, 160th Street, and an interim terminus station at 166th Street. The extension will better connect Fleetwood to the rest of Surrey and the Lower Mainland. The City has posted preliminary findings from a survey completed earlier this Fall. In the survey, residents explored how they wanted to see growth occur in Fleetwood. Participants considered three growth options: concentrated, dis-

Both options focus growth and density around future SkyTrain stations, and in Fleetwood Town Centre. Building off these findings, staff are now asking residents to envision what downtown Fleetwood might look like in the future. The multi-year process to create a new Fleetwood Community Plan began in Fall 2019 with an open house at the Surrey Sport and Leisure Complex. A preliminary draft of the plan will be

ready for public review in Spring 2021. It will include draft concepts for land use, transportation, and parks and open spaces. The planning process will move into a second stage after Council consideration. Stage 2 work will include a review of utility servicing, financing, urban design, and other supportive policies. Masks must be worn on TransLink indoor or sheltered stations and stops TRANSLINK said on Friday that customers must now wear masks while boarding or waiting for transit at any indoor or sheltered stations and stops, as a result of the Provincial Government’s Ministerial Order mandating mask use. Specific changes customers must now observe are as follows: * In addition to transit vehicles, masks are now required at any

indoor or sheltered location where people are boarding or waiting for transit, including stations, platforms, bus stops, bus loops, and bus exchanges. * Face shields are no longer a suitable option in place of a nonmedical mask or face covering. * TransLink will suspend the issuance of exemption cards given that it is not able to exempt customers from a Ministerial Order. The Ministerial Order does allow

for certain exemptions, which can be found here. * Transit Police will conduct standard inquiries with any customer not wearing an appropriate mask or face covering. Approximately 95 per cent of customers are wearing masks on transit and TransLink expects all customers to comply with the changes required as part of the Ministerial Order. Transit Police will enforce the Ministerial Order

and can issue fines of $230, subject to the exemptions set out in the Order. Customers who observe others not following the rules can report these instances to TransLink’s Customer Information team. This information will help Transit Police target enforcement in problem areas. Customers should not to attempt to enforce the Ministerial Order themselves.

Vancouver’s Empty Homes Tax enters fourth year with 25 per cent fewer vacant properties

VANCOUVER property owners can now start making their Empty Homes Tax (EHT) property status declarations for the 2020 tax year. Residential property owners are required to complete a declaration, even if they live in their property or rent it out. Declaration instructions are being mailed out to all property owners over the coming weeks, along with their advance property tax notice. Owners have until February 2, 2021, to make their annual declaration. Only one declaration per property is required. Declarations can be made quickly and easily online at vancouver.ca/eht-declare. If you require help, call the City on 3-1-1 or

chat live with an advisor on its website. The City continues to encourage homeowners to register for their online services account at vancouver.ca/tax, where they can view tax notices before they reach them in the mail, and other important tax information. The EHT was introduced to encourage property owners to make their empty and under-used properties available as rental homes. Figures released on Wednesday, in the 2019 Empty Homes Tax Annual Report, demonstrate that the tax is working, the City noted. A 25-per-cent reduction in the number of vacant properties was recorded from 2017 to 2019. Another key indicator the City

Province introduces mask enforcement measures, extends emergency

MIKE Farnworth, Minister of Public Safety and Solicitor General, is aligning the Province’s measures under the Emergency Program Act (EPA) with the Provincial Health Officer’s (PHO) guidance that masks must be worn in indoor public places. The Province is also formally extending the provincial state of emergency, allowing health and emergency management officials to continue to use extraordinary powers under the EPA to support the Province’s COVID-19 pandemic response. The state of emergency is extended through the end of the day on December 8. “We’ve entered a second wave of COVID-19 in British Columbia and additional steps need to be taken to protect our health,” Farnworth said on Tuesday. “Now more than ever, we all need to follow the guidelines of the PHO. Last week, the PHO provided guidance that masks should be worn in all indoor public places. This new order under the EPA will ensure we have the tools necessary to enforce the mask mandate as recommended by the PHO.” This ministerial order on masks ensures a coordinated response to COVID-19. Masks are now required to be worn by all British Columbians, 12 years and older, in many indoor public settings. These include: * malls, shopping centres, coffee shops, and retail and grocery stores; * liquor and drug stores; * airports, city halls, libraries, community and recreation centres; * restaurants, pubs and bars; * places of public worship; * on public transportation, in a taxi or ridesharing vehicle; * common areas of office buildings, court houses, hospitals and hotels; * common areas of sport and fitness centres when not engaged in physical activity; and * common areas of post-secondary institutions and non-profit organizations.

Working with public health officials, Emergency Management BC anticipates issuing further orders to enforce requirements for masks in common areas of apartment buildings, condos and workplaces. This first order covers the high-traffic public settings where people who do not know each other often interact. For the purposes of this order, a mask or face covering is defined as a medical or non-medical mask that covers the nose and mouth. Face shields are not a substitute for a mask, as there is an opening below the mouth. People who cannot wear a mask or who cannot put on or remove a mask without the assistance of others are exempt. A person may not be able to wear a mask for a psychological, behavioural or health condition, or due to a physical, cognitive or mental impairment. Masks may be removed temporarily in indoor public places to identify the individual wearing the mask, to consume food or beverage at a location designated for this purpose, while participating in a sport or fitness activity in a sport facility or while receiving a personal or health service that requires the mask to be removed. “Education is key, which is why we’re having businesses review their plans and getting the word out to communities in several languages,” Farnworth said. “Businesses should provide signage on the mandatory mask policy and inform customers about the requirement. Of course, despite any range of efforts, some people will break the rules knowing full well what they’re doing. These measures give police and other enforcement officials the tools to intervene with and penalize problematic individuals and groups.” Anyone without a mask in an indoor public place or who refuses to comply with the direction of an enforcement officer, including the direction to leave the space, or who responds with abusive or belligerent behaviour, may be subject to a $230 fine. Watchful neighbour helps foil break-in attempt in Surrey A neighbour’s keen eye and Surrey RCMP’s quick response has resulted in charges against two men for a break and enter in progress in South Surrey. On November 24, shortly after 2:30 p.m., Surrey RCMP received a report from a concerned citizen of suspicious activity at a neighboring residence in the 13300-block of 14A Avenue. Two men were seen attempting to break in to the home and eventually making entry.

As a result of the timely report from the neighbour, police were able to immediately start rolling in the direction of the crime in progress. Officers were en route to the location, even prior to the home’s alarm being triggered by the suspects. The caller stayed on the phone with dispatchers, providing a detailed account of the suspects’ actions until officers arrived at the residence within minutes of receiving the 9-1-1 call. Officers intercepted the

two suspects before they had an opportunity to flee. Both men were arrested and held in custody for court. On November 25, 34-yearold Leo Hamm and 31-year-old Kalman Hlavacs were charged with break and enter. “This is a great example of how valuable witnesses are, particularly during a crime in progress. The prompt actions of this neighbour and the quick response of offi-

cers led to the arrests of these suspects,” said Cpl. Surrey RCMP seize drugs and gun in weekend proactive enforcement TWO significant seizures of drugs and a firearm were made by Surrey RCMP in one night, as a result of proactive and targeted enforcement. Shortly after 7:30 p.m. on November 20, a member of the Surrey RCMP Community Response Unit (CRU) was conducting targeted enforcement when they stopped a vehicle near 109th Avenue and 139A Street. The vehicle was driven by a man who was prohibited from driving and had two outstanding arrest warrants for driving while prohibited, for which the man was arrested. Through further investigation, officers located plastic bags containing smaller packages of suspected drugs, approximately $2,000 cash, two cans of bear spray, and other items consistent with drug trafficking. The man, and the passenger in the vehicle, were both subsequently arrested for possession for the purpose of trafficking. THE COVID-19 pandemic has many people turning to online shopping this holiday season and Surrey RCMP say they want to help keep the season holidays merry and bright by providing some tips to help protect the public from crimes related to online shopping and online marketplace apps.

Online Marketplace App Robberies Online marketplace apps are a convenient way for people to buy and sell merchandise. Unfortunately, they are also a convenient way for criminals to commit personal robberies. Criminals use apps such as Facebook Marketplace, Craigslist,

Kijiji, and Letgo to arrange face-to-face meetings with their victims. Victims are often lured using ads that offer high-value items at low prices. When the meet-up takes place, the victims are robbed of their cash or highvalue item. Surrey RCMP Robbery Unit recommends these tips if you plan to meet an unknown person to buy or sell an item: * Insist on a public meeting place during the day, such as local businesses with regular foot traffic. * Gather as much information as possible so you know who you’re dealing with, such as their full name and cell phone number.

* Do not meet in a secluded place or invite strangers into your home. * Only meet during daylight hours or in a well-lit and heavily populated area. * Be especially careful when buying or selling high value items. * Tell a friend or family member where you’re going and when you’re meeting the buyer/seller. * Take your cell phone and a friend along to accompany you.

Four men charged for allegedly operating illegal gaming house in Burnaby FOUR men have now been charged after an illegal gaming investigation by the Combined Forces Special Enforcement Unit – British Columbia’s (CFSEU-BC) Joint Illegal Gaming Investigation Team (JIGIT) resulted in a search warrant on a business on July 4. In October 2019, CFESU-BC JIGIT began an investigation into a suspected illegal gaming house operating in a Burnaby business called “Big Shots Café”. On the evening of July 4, CFSEU-BC JIGIT, with the assistance of the CFSEU-BC’s Uniform Gang Enforcement Team (UGET) and the Lower Mainland District Emergency Response Team (LMDERT), executed a search warrant at the business and located several individuals participating in activity that appeared to be that of an illegal gaming house. Cannabis edibles found in Halloween bag results in illegal lab shutdown in Delta A complaint from a parent about finding cannabis edibles inside their child’s Halloween treat bag evolved into a significant drug investigation. Fortunately, the parent spotted the candy and warned other parents in the area, and Delta Police received no other complaints or information about children consuming cannabis. “Our officers were very concerned and launched an investigation, attempting to trace the source of the candy and locate the supplier,� said Inspector Guy Leeson, officer in charge of the Delta Police Crime Reduction Unit, on Monday.

“There was some great police work done on this investigation, and really good information sharing among officers,� he said, resulting in the Crime Reduction Unit being able to shut down an illegal cannabis extraction lab. The incident also serves as a valuable reminder for parents to always check their children’s Halloween candy, before allowing them to consume any treats, police said. Police executed a warrant on a residential home in North Delta on November 20 and determined the dwelling was dedicated to can-

nabis production, extraction, packaging for street sale, as well as advertising. Thousands of cannabis edibles were seized. The site has now been dismantled, and police do not believe there is any ongoing risk to the public from the property. A man and a woman were arrested during the execution of the warrant. Police anticipate recommending a number of charges, including distribution to minors, possess for purpose selling and prohibited synthetic production.

Large-scale immigration fraud scheme: CBSA FOUR Richmond residents are among five people who have charged following a five-year investigation, Project Husky, by the Canada Border Services Agency (CBSA) into a largescale alleged immigration fraud scheme. The investigation began in 2015 based on Immigration, Refugees and Citizenship Canada officials’ identification of suspicious documents submitted as part of permanent residency applications. On the surface, these appeared to be nomination certificates from the Government of Yukon issued under the Yukon Business Nominee Program. However, the Government of Yukon confirmed these documents were non-genuine and had not been issued by their office. Since the non-genuine documents were detected during the processing of applications, none of the applications to immigrate to Canada were approved. Therefore, no one obtained permanent resident status as a result of this alleged scheme. The CBSA Criminal Investigations Section executed numerous search warrants in British Columbia and Yukon seeking evidence of the alleged fraud scheme. Strong October real estate market could decline in NovemberHomeNews Canadian homes sales declined marginally by 0.7% in October from a month earlier, but actual activity compared to a year ago increased by 32.1% because of how many people have chosen to upgrade their households, likely as a result of the COVID-19 pandemic, according to the Canadian Real Estate Association. “Many reasons have been suggested for why this is when many traditional drivers of the market, economic growth, employment and confidence in particular, are currently so weak,� Shaun Cathcart, CREA’s senior economist, said in a news release. “Something worth considering is how many households are choosing to pull up stakes and move as a result of COVID-19 and all the associated changes to our lives. We could be seeing a lot of moves, or churn in the market, that would not have happened in a non-COVID world.� The CREA data revealed that new residential listings on the Multiple Listings Service shot up by 15.9% last month compared to October 2019, reaching 76,015 nationwide. New residential listings in Ottawa surged by 52.7% year-over-year in October, followed by the Greater Toronto Area at 36.4% and Greater Vancouver at 36%. In Fraser Valley, Victoria and Greater Montreal, new home listings increased by 30.9%, 29% and 27.9%,

respectively. Month-over-month, the sales-to-new-listings ratio was 74.3% in October with 2.5 months of inventory—an historic low. However, according to Erica Mary Smith, broker of record and co-founder of Stomp Realty in Toronto, activity slowed in late October, possibly as a consequence of rising COVID-19 infections in the city, and she expects that to be reflected when statistics for November are released. “Every listing from June to September was gone within three days, but I started seeing a slowdown in late October,� she said. “Activity is slow because people don’t even come out to see the product anymore, which can be attributed to them being too nervous to go out. I think it’s going to be slow in November—I will be shocked if sales are up in November, especially because I see more buyers out looking for deals. On Sunday, October 4th, at 7 a.m., Burnaby RCMP responded to a report of two burned vehicles in the area of Beresford Street and Dow Avenue. While at this scene, police were alerted to another fire that was already extinguished approximately 100 metres away. This fire involved a tent that was occupied by two people. As they continued their investigation, Burnaby RCMP Frontline officers located an additional scene just north of Central Boulevard on Bonsor Avenue. Three vehicles were damaged, including one which was partially burnt. In this instance the suspect's attempts to fully burn the vehicles were unsuccessful as he was confronted by a witness and fled. After conducting a thorough canvass in this neighbourhood, police have established that this arson occurred at 6:30 a.m.

Haryana Police used water cannons and then tear gas to try and stop the farmers’ march to Delhi. Chandigarh (IANS): Tens of thousands of farmers on Thursday braved tear gas and water cannons and managed to break police barricades ahead of the PunjabHaryana border in Shambhu near Ambala, heading to Delhi. Several protesters and policemen were injured. According to the All India Kisan Sabha, there were over 50,000 farmers at the spot. Bracing overnight rains and chilly winds, thousands of protesting farmers assembled at various places along the Haryana-Punjab borders amid mounting tension. They had been stopped by the Haryana Police while heading towards the national capital for their ‘Delhi Chalo’ protest against the three Central Farm Laws. A huge contingent of police comprising the Rapid Action Force was deployed to deal with any untoward situation. Residents of several towns located along the Punjab-Haryana borders faced a harrowing time due to the heavy deployment of the security forces and snapping of the

bus services in the past 24 hours. Farmers swarmed roads and other open spaces. Several link roads entering Haryana were also been barricaded. Unfazed by the heavy security deployment and barricades on the highway with mounds of earth and huge rocks, a protesting farmer Gurdev Singh told the media at the Shambhu border near Ambala city, “We will break all the barricades if we are not allowed to move ahead.� Farmers said they were ready to face even bullets. Section 144 of the CrPC was imposed and borders were turned into a fortress. A day earlier, farmers had major scuffles with the Haryana Police which failed to stop them from proceeding further despite heavy deployment of men and use of water cannons. The major scuffle between the farmers and the police broke out at the Shambhu border on the national highway when the farmers broke the blockades and managed to proceed to Delhi for staging a demonstration. Despite the use of water cannons,

As they reached Kurukshetra district, the local farmers joined them. “The police must release our activists and vehicles. We will march towards Delhi, breaking the barricades,� Charuni said. The police had taken nearly 100 farmer leaders from Haryana into “preventive custody�. As per the police estimates, around 300,000 farmers from both the states are set to reach Delhi as part of their ‘Delhi Chalo’ agitation. The farmers affiliated to 33 organisations are part of the United Farmers Front, an all-India body of over 470 farmers’ unions that will participate in the indefinite protest in the national capital from November 26.

The protesting farmers have threatened to block all the roads leading to Delhi if they are denied the permission to travel towards the national capital. Barred from entering Haryana, the leaders of farmers’ organisations announced that they will sit on ‘dharna’ at the Dabwali barrier between Bathinda and Sirsa districts for a week. BKU (Ugrahan) President Joginder Ugrahan said, “If we are not allowed to cross Haryana and head towards Delhi on Thursday, our protest destination will be the border points for a week.� The main focus points of the protesters originating from within Haryana will be the four major national highways leading towards Delhi, i.e., Ambala to Delhi, Hisar to Delhi, Rewari to Delhi and Palwal to Delhi. Farmers protesting against the farm laws have expressed apprehension that these laws would pave the way for the dismantling of the minimum support price system, leaving them at the ‘mercy’ of big corporate entities.

1984 riots: Key witness against Tytler alleges threat, files complaint New Delhi (IANS): Abhishek Verma, one of the key witnesses in the 1984 anti-Sikh riots case involving former Congress MP Jagdish Tytler, has filed a complaint alleging that he is being threatened. Verma has sent his complaint to the SHO of Maidangarhi police station, saying, “I am the main witness in the case of CBI vs Jagdish Tytler for the 1984 anti-Sikh riots. I have been receiving threats by email, phone calls and letters from the day I was included as the witness.” Controversial arms dealer Verma further added that the threats have been advanced not only to him, but also to the trial court judge, who was hearing this case, in December 2019. “Today I have received another threat on my official email. In the mail, Congress supporters who are the henchmen of Jagdish Tytler have not only threatened to blow me up with a bomb, but also the judges trying the

Jagdish Tytler case against Tytler,” Verma said. The latest threat mail received by Verma reportedly said, “No matter how many bodyguards you keep, you won’t be able to escape because we would blow up your house and car with RDX. You won’t be able to attend the trial of this case.”

The alleged threat was received months after the Delhi High Court had directed the police to continue providing security to Verma, one of the key witnesses in the 1984 antiSikh riots case involving Tytler. A single judge bench of the high court comprising Justice Yogesh Khanna had on September 28 issued a notice to the Delhi Police and the Central Bureau of Investigation (CBI) in this matter. On October 5, a separate bench of the high court had asked two senior Delhi Police officers to file a reply on a contempt petition filed by Verma, alleging non-compliance of an order to grant security to him. This came after Verma sought contempt action against the Deputy Commissioner and Additional Deputy Commissioner of Delhi Police (south district) for alleged wilful disobedience and for not complying with the directions passed by the Chief Metropolitan Magistrate on August 18 to continue provid-

ing police security to him as per his previous security arrangements. Verma was earlier provided with three security personnel for his personal security as well as for his family members who too were receiving threats. The case relates to the riots at the Pulbangash gurdwara in North Delhi where three people were killed on November 1, 1984, a day after the assassination of then Prime Minister Indira Gandhi. Tytler, who has denied his role in the riots, was thrice given clean chit by the CBI in the case, but the agency was directed by the court to further investigate the matter. The victims had filed a protest petition challenging the CBI’s closure reports in the case. The agency had re-investigated the case related to the killing of Badal Singh, Thakur Singh and Gurcharan Singh near the gurdwara after a court in December 2007 refused to accept its closure report.

India bans 43 Chinese mobile apps over national security concerns New Delhi (IANS): Continuing with its ban orders on Chinese apps, the Indian government on Tuesday blocked 43 new mobile apps, including shopping website AliExpress owned by e-commerce behemoth Alibaba. Other popular apps that have been banned include WeWorkChina, CamCard and Snack. These apps have been banned by the Ministry of Electronics and Information Technology (MeitY) for engaging in activities which are “prejudicial to the sovereignty and integrity of the country, defence, security of the state and public order”. The ministry banned these apps based on reports received from the Indian Cyber Crime Coordination Centre, Ministry of Home Affairs. The Indian government had on September 2 banned 118 apps on national security concerns, including the immensely popular PlayerUnknown’s Battlegrounds (PUBG) Mobile, Baidu and couple of virtual private networks (VPNs) that allowed access to TikTok that was banned earlier. Other popular banned apps were Baidu Express Edition, ShareSave by Xiaomi, WeChat Work, Tencent Weiyun, Tencent Watchlist, Alipay, GO SMS Pro, ZAKZAK Pro and Live, Smart AppLock and Ludo World-Ludo Superstar, among others In July, the government barred 47 Chinese apps from operating in the country, which were largely clones of the 59 apps that were banned in June. On June 29, the government banned 59 Chinese apps, including TikTok, WeChat, UC Browser and Xiaomi’s Mi Community, over national security concerns amid the border tussle in Eastern Ladakh which led to the death of 20 Indian soldiers in a bloody clash with Chinese PLA troops in the Galwan Valley in June. Other Chinese apps in the banned list were Club Factory, SHAREit, Likee, Mi Video Call (Xiaomi), Weibo, Baidu, BIGO LIVE and more. Upset by India’s latest ban on 43 Chinese mobile applications, China on Wednesday urged the Indian government to restore the trade relations for mutual benefit. “China and India are the opportunities of development to each other rather than threats. Both sides should bring bilateral economic and trade relations back to the right path for mutual benefit and win-win results on the basis of dialogue and negotiation,” said an official statement issued by the Chinese embassy in New Delhi. The Chinese Communist Party regime “firmly opposes the Indian side’s repeated use of national security as an excuse to prohibit some mobile applications with Chinese background,” the statement said. The embassy further claimed that the Chinese government has “always required overseas Chinese companies to abide by international rules, operate in compliance with laws and regulations and conform to public order and good morals.” Spokesperson of the embassy Ji Rong said that China hoped India “provides a fair, impartial and non-discriminatory business environment for all market players from various countries including China, and rectify the discriminatory practices violating WTO rules.”

Government accelerates efforts to extradite 26/11 conspirator Rana to India New Delhi/Washington (IANS): India has accelerated its efforts for the extradition of Tahawwur Hussain Rana, the Pakistani-Canadian doctor and the co-conspirator of the 26/11 Mumbai terror attacks, as his prison sentence in the US is nearing end. The mentor of Lashkar-eTaiba terrorist David Headley, the key conspirator of the attacks 12 years ago in which 165 people were killed and over 300 were wounded, Rana has been in a US prison in Los Angeles for plotting a terror attack

on Danish newspaper Jyllands-Posten. Though the Chicago court in the US had held him guilty in 2011 for supporting Lashkar, the globally

banned terror group, it acquitted him in the Mumbai terror attacks case. However, in 2013, India’s National Investigation Agency (NIA) charged Rana, in absentia,

in a Delhi court and sentenced him to 14 years in jail. Since then, the government has been trying to get him extradited to India. Top sources told IANS that the NIA and the Ministry of External Affairs are making concerted efforts for Rana’s extradition now that his sentence in the US is coming to an end. “Technically, his extradition is feasible now,” an official source said. Investigators in India believe that Rana is a “bigger catch” than Headley and his extradition to India will be

a huge success for India’s counter-terror grid. Rana and Headley were arrested in the US in 2009 for plotting attacks on the offices of the Danish newspaper, which had published cartoons of Prophet Mohammad. In Islam, any drawing or picture of the Prophet is considered “blasphemous”. Born in 1961, Rana, a former doctor who served in the Pakistani Army, had immigrated to Canada and turned into an immigration service businessman. Before the terror attacks, he had travelled to Mum-

bai and stayed at Taj Hotel, one of the dozen places the Lashkar suicide squad attacked in a coordinated manner on November 26, 2008. His friend David Coleman Headley (1960 born Dawood Sayed Gilani) is a Pakistani-American, also serving prison in the US, had pleaded guilty in the Mumbai terror attacks case. In 2013, he was sentenced to 35 years in federal prison but his plea that he should not be extradited to India, Pakistan or Denmark was accepted by the US court.

The Central government is treating farmers as “enemy of the State”, SAD leader Harsimrat Kaur Badal alleged on Thursday, condemning the use of force to stop them from marching towards Delhi in protest against the Centre’s farm laws. Badal had resigned from the Union Cabinet in September in protest against three farm sector Bills, which later got the

President’s assent after being passed by Parliament. She was the Union minister for food processing industries. The Centre should not adopt a policy of confrontation with farmers. It should instead talk with them and resolve their grievances, Badal told the media. “Using force against farmers on Constitution Day has turned the day a ‘black day’ for ‘annadattas’ of the country,” the Shiromani Akali Dal (SAD) leader said. “The BJP-led Central government is treating farmers as an enemy of the State. We witnessed the same treatment when Punjabis were stopped from going to Delhi during the Asiad Games. Such repressive tactics can have very dangerous repercussions as we have seen in the past,” Badal said.

Hyundai Canada announces pricing for the first-ever Sonata N Line

MARKHAM, ON, –Hyundai Canada announced pricing for the first-ever Sonata N Line of high performance vehicles starting with the 290-horsepower Sonata N Line sedan. Engineering wise power is based on the 2020 Sonata’s new 2.5-liter four-cylinder engine, the N Line version adds a turbocharger, a different cylinder head, and unique internals. These changes put the horsepower at 290 at 5,800 rpm and the torque at 311 lb.-ft. at 1,650-4,000 rpm. These numbers are a significant increase over the standard Sonata’s 191-horsepower 2.5-liter four-cylinder engine or its optional 180-horsepower turbocharged 1.6-liter four-cylinder engine. People in pain need protection from false pot promotion

WHAT’S the worst kind of pain? At the top of the list is debilitating chronic pain that, despite painkillers and other treatments, is unrelenting day after day. Chronic pain gradually destroys the soul. A study of suicide cases between 2003 and 2014 found evidence that as many as 10% of cases involved chronic pain. Now, with the availability of marijuana for medical treatment in Canada and most US states, is new hope being corrupted by false advertising? No one should suffer pain that can be safely managed. The addition of medical marijuana as a treatment option has helped many. But despite heavy regulation, there are unscrupulous entrepreneurs ready to make a quick buck, and they are banking on your trust. What hurts, is that they are taking your money while also betraying your hope for pain relief. People enduring chronic pain have probably heard their doctor say, “You have intractable pain and there is no cure.� Given new availability of medical marijuana, it should not be surprising that many have wanted to try it. Chewable gummies are particularly attractive because they are so easy to take. You can find dozens of products online marketed as “300mg CBD Gummies�. CBD is short for cannabidiol, derived from the hemp plant. Hemp contains less THC, the psychoactive component of marijuana plants. While research continues, there is substantial evidence that CBD can help with both musculoskeletal and nerve pain. But the marketing and labeling of these gummies is a despicable mess. Let’s focus on the dosage. Getting the dosage right for any medication is important,

and for hemp or marijuana it can be tricky. So, it’s good advice to consult your doctor. Don’t rely on the misleading information found on websites promoting these products. Typical dosages for CBD can range from less than 10 to more 300 milligrams daily. That’s a big range. Finding the dosage that meets the needs of different people usually means starting with a low dose and gradually increasing by about 5 milligrams daily until the desired effect is achieved. Most research to date suggests it’s safe to take up to 1,500 mg daily. So back to those CBD gummies. It is very important to know what dose is in a single gummy. We shopped around to find out. Misleading and downright fraudulent information abounds. Dozens of products mislead consumers into thinking there are 300 mg of CBD per gummy. Not true. This is the total CBD in each bottle of 30 gummies. Other products falsely state on the label “300 MG Per Gummy� when in fact there are only 10 mg in each gummy. Indeed, a single gummy at 300 mg of CBD is an extremely high starting dose! Just two gummies would be 600 mg of CBD. It’s absurd. A phone call to these producers confirmed the outright error, and yet, these products remain on the market. Some companies have received warnings, but seemingly with no consequence. For unsuspecting consumers seeking pain relief, this amounts to gross negligence by producers and regulators alike. Product websites show people cured of pain. But there’s scant information to clarify dosages and guide consumers on how to use this kind of medication in the treatment of pain. How can this be allowed by health authorities? P.T. Barnum, the circus promoter, said, “There’s a sucker born every minute.� Entrepreneurs make a lot of money with such deceptive slick promotion. How many people in chronic pain with limited funds are fooled by ads about quick relief of pain and are still suffering. It’s shameful, and people in pain deserve better. Driving without a licence is a breach of your ICBC insurance policy A condition of all ICBC insurance policies is that the driver of the insured vehicle must be “authorized and qualified by law” to operate a vehicle. Whether you are driving without a licence because you accidentally missed the renewal date, did not have your driver’s licence properly reinstated after a suspension or prohibition, or did not have a driver’s licence in the first place (for example, by deliberate choice or because you are underage), you are in breach of the “authorized and qualified by law” condition. The implication of this breach is that ICBC can deny your entitlement to insurance coverage in the event of a car accident that causes property damage or personal injury. Implications of driving without a licence in the event of a car accident In BC, if you are driving without a licence or if you allow someone who is unlicensed to drive your vehicle, you can be held personally responsible for property damage and personal injury caused to other people in the event of an accident. If you were at fault for the accident, ICBC will attempt to deny you coverage, leaving you exposed to personal liability for damages. Compensation for the most serious accidents that cause permanent impairment, catastrophic injury or death can be valued in the multimillion-dollar range.
