UBC expanding presence in Surrey with $70M land acquisition University acquires three-acre property near Surrey Memorial Hospital

THE University of British Columbia is expanding its presence south of the Fraser River with the $70-million purchase of a property in Surrey. UBC Properties Trust has acquired a 135,000-square-foot property—currently home to the Grace Hanin Community Church—at the intersection of King George Boulevard and Fraser Highway. The site, which is located close to SkyTrain, Surrey Memorial Hospital and other community amenities, is anticipated to be a combination of residential and commercial space which will generate revenue to enable

I helped bring top tier postsecondary education to Surrey with the establishment of SFU’s Surrey campus. I am glad that UBC is now taking the step to establish a major presence in Surrey. The City will be fast-tracking permits for this project to ensure this site is developed as quickly as possible. Construction of the site will bring numerous wellpaying jobs, and when completed, UBC will have access to the largest segment of university aged population in the province right here in Surrey.” McCallum also pointed out that this announcement distinguishes Surrey as home to three of BC’s largest public universities and further establishes the city as an innovation hub within the province. With the addition of UBC, it will complement SFU Surrey’s long standing and successful presence in Surrey and provide another quality option for students in Surrey and south of the Fraser to pursue advanced education opportunities closer to home.

UBC said in its press release that the acquisition of the Surrey site supports the achievement of a key commitment in UBC’s strategic plan to work with partners on the development of the university’s regional presence, as well as providing an exciting opportunity to improve access to postsecondary education in the Fraser region. UBC already has a significant presence south of the Fraser, with nearly 3,500 students, 750 faculty and staff, and thousands of alumni who call Surrey home. The university has numerous partnerships within the city of Surrey and other regional partners around urban design, sustainability, health technology and innovation, data science, traffic safety, K-12 education, immigrant settlement and more. Together with Fraser Health, First Nations Health Authority and the Government of B.C., UBC trains health students and medical residents in the Fraser region. Every year, more than 4,900 health student and medical resident rotations take place in hospitals, primary care settings and clinics across the Fraser, where learners train alongside world-class clinical faculty in areas such as family practice, emergency medicine, midwifery and other specializations. About 200 students in nursing also undertake their training in Fraser Health, while about 100 pharmaceutical science students take part in placements at 57 sites in the Fraser region.

Next year, the university will begin consultation with Surrey and Fraser Valley communities, along with engaging in important dialogue with Indigenous leaders and communities. UBC students, faculty, clinical faculty and staff engagement will also get underway on regional and academic programming needs in order to determine the future vision for the site. More information regarding the community consultation process will be shared in the coming months. SANTA J. IT’S time to set the clocks back one hour as part of the twice-yearly Daylight Saving Time ritual. On Sunday, November 7, at 2 a.m., we “fall back” as clocks will be turned backward one hour to 1 a.m. local standard time. Of course, you are supposed to do that on Saturday night

before going to sleep. In the spring, the clocks are said to “spring ahead,” and in the fall, they “fall behind.” Meanwhile, the debate rages on about whether there should be a permanent Daylight Saving Time. Some don’t want Daylight Saving Time at all, on the other hand.

Indian Consulate General honours Indian veteran servicemen of Greater Vancouver Area

THE Indian Consulate General in Vancouver on Sunday honoured veterans living in Greater Vancouver Area who served in the Indian Armed Forces as part of the ongoing Azadi Ka Amrit Mahotsav (AKAM) to celebrate the 75th anniversary of India’s Independence. The celebration was launched on March 12 — 75 weeks before August 15, 2022, which is the 75th anniversary of India’s independence. Indian Consul General Manish was joined by House Speaker Raj Chouhan, Surrey MP Randeep Sarai and Surrey MLAs Jinny Sims and Jagrup Brar as well as former MLA Gulzar Cheema to honour the veterans who expressed their deep appreciation at being recognized in this manner. The cultural part of the program included songs by Faizan Mansuri, a young IT professional from Gujarat, and classical dance performances by Ruchi Sridhar and Angel Gautam. An abridged version of a documentary film titled “Black Pepper, White Pepper – Stories from the Trenches” was shown during the event to highlight the contribution of Indian soldiers in World War 1 and World War 2. 6 alleged members of Brothers Keepers gang, including 3 females, charged with 27 offences SEVERAL people have been arrested and charged with numerous criminal and drug-related offences after a three-year-long investigation by the Combined Forces Special Enforcement Unit (CFSEU-BC) into the gang calling themselves the “Brothers Keepers” — a prominent and violent gang, Superintendent Duncan Pound, CFSEU-BC’s Operations Officer, announced on Thursday. In 2018, CFSEU-BC began a coordinated provincial enforcement effort, dubbed the “Brothers Keepers Task Force,” which gained vital intelligence about the Brothers Keepers, their drug trafficking network, and violent gang activity that has impacted numerous communities around British Columbia. In July 2020, CFSEU-BC announced the initial results of the task force dedicated to conducting strategic and targeted disruption, suppression, and enforcement on the gang. The CFSEU-BC and other police agencies utilized the Provincial Tactical Enforcement Priority (PTEP) to aid in coordinated and collaborative efforts to identify who to target. In addition, innovative analytical tools, such as Social Network Analysis (SNA), assisted the CFSEU-BC to unveil intelligence and information, previously unknown, about the Brothers Keepers and their networks and connections. As a result of the intelligence collection strategy, CFSEU-BC’s task force initiated several investigations into Brothers Keepers gang members who posed a significant risk to public safety.

It has also allowed us, and our partners, to focus on strategic disruption and enforcement efforts, so they have the greatest chance of impact,” said Pound. “CFSEU-BC continues to work with our partner agencies to ensure a collaborative Provincial law enforcement effort to tackle gangs, firearms, opioid trafficking and organized crime violence. Together, law enforcement will suppress, disrupt, and take long term enforcement action against groups like the Brothers Keepers who show such wanton disregard for the well-being of British Columbians,” said Assistant Commissioner Manny Mann, CFSEU-BC’s Chief Officer. The Brothers Keepers Task Force will continue to assist other agencies with coordinating intelligence and investigations. Several investigations by CFSEU-BC and its partner agencies are at various stages. Further announcements in relation to charges can be expected from the CFSEU-BC’s partners, police said. The CFSEU-BC thanked the many RCMP detachments, municipal police departments and investigative units across British Columbia, the Correctional Service of Canada, British Columbia Corrections, B.C. Sheriffs Service, the Integrated Homicide Investigations Team, Canada Border Services Agency, and others for their ongoing commitment to reducing the threat that organized crime groups pose to British Columbians.

UBC’s Surrey expansion is next step in Safe Surrey Coalition’s plan for the future

Adding local educational options critical to city retaining youth and families as residents, says Mayor Doug McCallum THE Safe Surrey Coalition’ said on Tuesday that it’s first-term benchmarks for the future (Public Safety, Transportation, Smart Development and Education) are now rounded out with the announcement of the expansion of the University of British Columbia (UBC) into Surrey. The purchase of three acres of land near Surrey Memorial Hospital sets a path for another significant addition to Surrey’s educational options for young people looking to build a future in the community in which they grew up. The announcement represents a multi-year recruitment effort by the Safe Surrey Coalition caucus and a critical component for sustainable growth, said McCallum. “I was Mayor when SFU came to Surrey and have seen the huge effect that institution has had on

young families can envision a path forward without having to leave the city.” With those attending UBC are forced into choosing between long daily commutes or moving out of

Surrey altogether, this is a positive development for students charting their educational trajectory, according to Surrey Councillor Allison Patton. “With a daughter that will graduate from high school over the next few years, I as a parent am pleased that Surrey’s students will have more local choices for the continuation of their education,” said Patton. “Family support and togetherness is something that many young people want to maintain during their post-secondary pursuits, and UBC’s upcoming Surrey campus will help to better facilitate that aspiration.” The Safe Surrey Coalition said that the transition to the truly local Surrey Police Service, the construction currently under way on the Surrey-Langley SkyTrain extension,

It was the only house on the block, probably the only house in my small town, that had their Christmas lights on during Halloween. I’m sorry to say that as a young girl, I was embarrassed, not wanting to be different or stand out. Delta Police share video of missing man Anmol Jagat DELTA Police are releasing video that shows the last known location and direction of travel of missing person 21-year-old Anmol Jagat. He was last captured on video at 12:42 a.m. on October 24 walking northbound in the 8100-block of 112A Street in North Delta. He is believed to have headed northbound on 112 Street after this. Any individuals or businesses with CCTV or dashcam which could have captured Jagat walking in this area are urged to review their footage. South Fraser Search and Rescue was deployed October 30 in an effort to help locate Jagat. Search and Rescue personnel conducted an extensive search along the Fraser River, on Annacis Island, in the bog and in several wooded areas and paths in North Delta. Police have continued to pursue a number of other investigative avenues, including drone and helicopter searches, in addition to foot patrols and a canvass of the area, but unfortunately have not met with any success.

Jagat is described as: * 6’1” tall with a medium build * with long black hair and wears glasses * last seen wearing black pants, black shoes, a white jacket and a green shirt, with a black toque. “Anmol’s family is extremely concerned for his safety, and says disappearing in such a manner is not in his character,” Cris Leykauf, spokesperson for Delta Police, said last week. She noted the family only moved to North Delta three months ago from outside BC, so Anmol is not that familiar with the area. He’s known to like forested areas, and does not use transit. Maple Ridge homicide victim is Daniel William Delmark THE Integrated Homicide Investigation Team (IHIT) on Tuesday identified the victim of the shooting on Monday in Maple Ridge as 57-yearold Daniel William Delmark of Maple Ridge. On November 1 at approximately 6:41 p.m., Ridge Meadows RCMP responded to shots fired in the area of 25387 102 Avenue. First responders found a male victim suffering from bullet wounds. Despite life-saving measures by EHS, the male succumbed to his injuries. Daniel Delmark is not known to police and has no connections to the ongoing Lower Mainland Gang Conflict, police said. IHIT is continuing to investigate with the assistance of Ridge Meadows RCMP, the Integrated Forensic Identification Section, and the BC Coroners Service. The scene has been secured but the investigation is still in its initial stages. Canvassing for witnesses and video surveillance is ongoing. Homicide investigators are seeking video surveillance and dashcam video of any person or vehicle in the area of Lougheed Highway, 100

Avenue and 102 Avenue around 264 Street. The key times for footage is between 6 to 7 p.m. “We are still determining what transpired,” said IHIT Sgt. David Lee. “What is confirmed is that Mr. Delmark was not known to police. RICHMOND RCMP cordoned off traffic near the intersection of Westminster Highway and No. 4 road on Tuesday after a two-vehicle collision involving a blue Kenworth truck and a white BMW sedan shortly after 9 a.m. One person was pronounced deceased at the scene. Three others were taken to hospital with life-threatening injuries. One person was ejected from his vehicle, and there were a number of fish strewn about the intersection as a result of the collision. Richmond RCMP’s Criminal Collision Investigation Team (CCIT) is on scene and they have been in contact with investigators from the Integrated Collision Analysis and Reconstruction (ICARS) team. Drivers are advised that this intersection will likely be closed for most of Tuesday and they should plan an alternative route to avoid traffic congestion in the area. Drugs and alcohol do not appear to have been factors; however, speed and driver inattention have not yet been ruled out. This is the second fatal collision on Richmond streets in the past 24 hours. Surrey Board of Education will not mandate COVID-19 vaccines for staff AFTER carefully considering the matter, the Surrey Board of Education has decided to not mandate COVID-19 vaccines for staff. “Our Board recognizes the importance of vaccines, and we continue to encourage anyone that is eligible to get vaccinated,” said Terry Allen, Vice Chair of the Surrey Board of Education, on Tuesday. “We approached our decision not to implement a mandate in a very measured way and considered information from many sources, including Fraser Health, the Ministry of Education and the B.C. Public

School Employers’ Association. “We have an obligation to our community to keep our schools open and to continue providing a safe learning environment for our students. Schools are a low-risk setting for transmission and public health experts have assured us that our schools are safe and that we do not need 100% vaccination rates for safe operation.” The Surrey/White Rock areas have high community vaccination rates, with over 90% of those eligible already having received at least

one dose and about 87% with two doses. Furthermore, we know that in-school transmission continues to be low, according to a news release. In making a decision, the Board weighed both the pros and cons, and paid particular attention to the guidance of public health. In a presentation to the Board, public health officials stated that if there were a vaccine mandate for all staff, efficacy in minimizing transmission would be limited, particularly in areas of high vaccination coverage. They also cautioned that a mandate may exacerbate inequities (lower vaccination rates among low-income, racialized minorities) and further entrench those who are opposed to vaccinations. “Given all the information we considered, the Board decided not to pursue a vaccine mandate at this time unless directed by Public

Health,” said Allen. “The Board of Education also will not be seeking voluntary disclosure of vaccine status, but we will be gathering information on vaccine status which is already provided by public health.” The Board followed the provincial process closely and made this decision with input from key partners and stakeholders. The Board, all of whom are fully vaccinated, will continue to support vaccinations by hosting clinics and continuing to promote vaccination to its school communities, according to the news release.

THE Vancouver School Board announced on Thursday that after careful consideration, it will not mandate COVID-19 vaccines for staff. “As a Board, we continue to be very committed to ensuring schools are safe and inclusive places to learn and work,” said Carmen Cho, Vancouver School Board Chair. “We are pleased that approximately 90 per cent of eligible youth and adults in the Vancouver Coastal Health region are vaccinated, and we continue to strongly encourage anyone who has yet to be vaccinated to make an appointment and do their part to keep everyone healthy and

In making this decision, the Board said it carefully considered all implications of a vaccine mandate for staff, including information and guidance of public health officials.

89-year-old man seriously injured in home invasion VANCOUVER police are searching for the suspect in a violent South Vancouver home invasion that has sent an 89-year-old man to hospital with life-threatening injuries. “This incident is absolutely frightening,” said Constable Tania Visintin on Thursday. “Preliminary evidence suggests there is no relation between the victim and the suspect and that it was purely a random, isolated incident.” At 4:30 p.m. on Friday, October 29, VPD officers were called to a home near East 35 Avenue and Victoria Drive after an unknown man entered the home through the unlocked front door. The 89-year-old home owner was as-

saulted when he confronted the suspect. The suspect fled before officers arrived. “Right now, we believe there is a public safety risk as we don’t know who is responsible for this,” said Visintin. “Major Crime Detectives continue to investigate and make this a priority investigation.” The victim was taken to hospital where he remains in serious condition. Almost 600 lives lost in B.C. to extreme heat in summer 2021 THIS past summer’s record-breaking heat claimed the lives of at least 595 British Columbians, according to updated data released by the BC Coroners Service. “The BC Coroners Service is committed to gathering as much information as possible about each of these deaths to inform future, evidence-based prevention efforts” said Lisa Lapointe, Chief Coroner. “I extend my sincere condolences to all of those who lost a loved one as a result of last summer’s unprecedented heat dome. By identifying patterns and factors in the tragic deaths that occurred unexpectedly last summer, our province will be in a better position to prevent future similar tragedies.” Multiple heat-related deaths were recorded in communities throughout B.C. this summer. The largest number of deaths took place between June 25 and July 1, when a heat-dome weather event resulted in numerous temperature records being set throughout the province. At least 526 deaths occurred during this event, and several of the deaths recorded in the days and weeks following were due to injuries sustained during the heat-dome period, according to the BC Coroners Service. Consistent with International Classification of

Diseases definitions, the BC Coroners Service considers a death heat-related when: * the localized environment or the body temperature of a decedent is consistent with hyperthermia; or * there is no direct temperature at the time of death, but there is evidence to support that heat had a significant causal effect on the death. Nearly three-quarters of the deaths recorded between June 25 and July 1 occurred in either the Fraser (273) or Vancouver Coastal (120) health authority regions. The provincewide death rate during this period was 10.1 per 100,000 residents. Individuals aged 70 or older accounted for 69% of deaths. No heat-related deaths among children were reported. The BC Coroners Service expects to have completed individual investigations of each of the 595 heat-related deaths by early 2022. At that time, the service will convene a death review panel consisting of subject-matter experts who will create recommendations intended to prevent similar deaths. The findings of the panel are expected to be publicly released in late spring 2022. “While we expect the findings of the death review will significantly contribute to efforts

to increase public safety, we must take steps to prepare for future extreme weather events now,” Lapointe said. “The effects of climate change are both real and unpredictable. Having a plan to regularly check in with loved ones who live alone, being aware of cooler and air-conditioned areas in your neighbourhood, and heeding early warnings about extreme weather are simple steps that will help ensure we are all properly prepared and safe.” Additional key preliminary findings: * The highest numbers of deaths were re-

corded on June 28 (131 deaths) and June 29 (231 deaths). * The percentage of female (51%) and male (49%) heat-related deaths were similar. * The highest rates of death by Health Service Delivery Area were in Fraser North (17.4 per 100,000), Fraser East (15.1 per 100,000) and Vancouver (13.7 per 100,000). * The three townships experiencing the highest number of deaths were Vancouver (99), Surrey (67) and Burnaby (63). * Ninety-six per cent of heat-related injuries occurred in a residential setting.

That’s why it’s crucial to decriminalize people who use drugs.” Since the Province declared a public health emergency in 2016, 7,700 British Columbians have died because of a toxic drug supply. Prior to the outbreak of COVID-19, B.C. saw a decrease in death due to toxic drugs. However, the COVID-19 public health emergency reversed this trend, causing toxic drug poisoning deaths to reach an all-time high. “B.C. is in the midst of two public health emergencies: COVID-19 and the toxic drug crisis,” said Dr. Bonnie Henry, B.C.’s Provincial Health Officer. “The intersection of these two emergencies has produced tragic results. B.C.’s application to Health Canada to decriminalize people who use drugs is a vital step to keep people alive and help connect them with the health and social support they need.” By treating substance use as a public health challenge rather than a criminal act, the Province says it will create new pathways to support those seeking treatment. “Criminalizing members of our communities who use drugs has resulted in decades of causing further harms to many who are already suffering from mental or physical health challenges and/or the effects of emotional or physical trauma,” said Lisa Lapointe, B.C.’s Chief Coroner. “Decriminalization will help shift our focus from punishment, which has resulted in social isolation, stigma and fear, toward a medical model that recognizes substance use as a health issue. This is an important step that, combined with increased access to safe supply and implementation of an evidence-based model of treatment and recovery, will help to save lives.” The Province says that it is transforming health and substance-use services throughout B.C. as outlined in A Pathway to Hope, the Province’s mental health and addictions road map. It says that decriminalization is a crucial component in ending the toxic drug crisis as it continues to create a full continuum of care that includes prevention, prescribed safer supply and other harm-reduction measures, treatment, and recovery supports. A broad range of partners and stakeholders played a vital role in developing the application. The Province says it worked with health and social service providers, Indigenous partners, people with lived and living experience, municipalities, law enforcement, advocacy organizations and clinical and research experts. The submission is intended to support further discussions between Health Canada and the B.C. government on an approach to decriminalization in B.C.

Three suspects charged in English Bay police swarming THREE men have been charged following the high-profile assault of Vancouver Police officers at English Bay in June. “Thanks to tips from the public, we were able to identify these alleged agitators and arrest them,” said Constable Tania Visintin on Thursday. “We presented the evidence to BC Prosecution Service, which this week approved criminal charges.” VPD’s beach patrol officers were called to investigate a large fight and a possible assault involving 10 people at English Bay at around 7 p.m. on June 18. As officers were trying to diffuse the situation and disperse the crowd, one man was arrested when he began causing a disturbance and refusing to leave. This arrest caused dozens of beachgoers to surround the police, making the situation extremely volatile. Anthony King, 26, and Chas Verrier, 21, have been charged with assault police officer and obstruct police officer. The third suspect, a youth, has been charged with assault police officer and obstruct police officer.

BC Association of Chiefs of Police doesn’t support decriminalization of 4.5 grams of illicit drugs for personal use THE BC Association of Chiefs of Police said in a statement on Monday that does not support the recommendation to decriminalize 4.5 grams of illicit drugs for personal use. Noting that the Province of BC will be submitting a proposal to Health Canada requesting an exemption to Section 56(1) of the Controlled Drugs and Substances Act (CDSA), the BCACP said that although it supports the decriminal-

ization of small amounts of illicit drugs for personal use, it recommends a more measured approach that will see incremental increases as required, and supported by evidence. The BCACP said that in addition to the need for further evidence-based research, its concerns with the 4.5 grams threshold include: * Predatory drug traffickers will exploit this high threshold, creating public safety con-

cerns; * Increase in public consumption; * Expanded online illicit sales; * Motor vehicle related offences; * Public consumption (e.g., schools, playgrounds); * Impacts to children and youth; and * Absence of adequate treatment and health support options.

The BCACP said the devastating effects from the opioid crisis in British Columbia continue to escalate and it acknowledges the tragic toll this has had on communities across the province, affecting individuals from all walks of life. It said it remains committed to working collaboratively with its stakeholders in a manner that does not adversely compromise public safety.

Charges in 1989 child sexual assault in Vancouver VANCOUVER Police announced on Tuesday that they believe they’ve solved a decades-old child sexual assault, after evidence from the crime scene was linked to a suspect more than 30 years later. “Crimes against children can cause life-long trauma and stress that may never fully go away,” said Constable Tania Visintin. “Even when a case goes cold, we never give up hope that we will one day find the missing clue that helps bring closure and accountability.” In the early hours of February 16, 1989, a teenaged girl was pulled into a car and sexually assaulted near East 16th Avenue and Main Street.

VPD detectives investigated the case and obtained evidence from the crime scene, but couldn’t identify a suspect at the time. “We never stop investigating violent crimes” said Visintin. “In 2017, after receiving new information, we assigned a team of investigators to re-examine this case, and that team managed to identify a suspect.” Earlier this year, B.C. Prosecution Service approved charges of sexual assault, assault, uttering threats, forcible confinement and theft under $5,000 against 55-year-old Joseph Richardson. Richardson was arrested last month in Ottawa, and remains in custody.

Surrey installs new cenotaph at Sunnyside Lawn Cemetery in time for Remembrance Day

Sunnyside Lawn Cemetery Cenotaph. THE City of Surrey, in partnership with Veterans Affairs-Canada and the Last Post Fund, have erected a new Memorial Garden at Sunnyside Lawn Cemetery. The project was initiated this summer beginning with the removal of the existing cenotaph, originally built in 1955, which showed structural weaknesses caused by natural elements and the passage of time. “The freedoms that we enjoy today are a result of the sacrifices made by Canada’s war veterans,” said Surrey Mayor Doug McCallum. “As each year goes by, it’s more important than ever that we never forget. We are pleased that the Memorial Garden’s new cenotaph at Sunnyside

Lawn Cemetery is complete in time for the community to honour our Canadian veterans this Remembrance Day.” The new Memorial Garden, designed by Dan Bellan Design, consists of three aluminum arches which appear to descend from the front and ascend from the rear. The middle arch includes a two-sided aluminum clad on granite that provides an interpretation of the memorial in both official languages. The three tall open arches allow people to walk through reflecting on the sacrifices of Canadian and Allied Veterans who served in times of war and peace. Charges laid in September shooting at Newton residence SURREY RCMP announced on Friday that charges have been approved against a 42-year-old Alberta man in relation to a shooting at a residence in the Newton area. On September 23, Surrey RCMP responded to a shooting in the 8800-block of 140B Street, that left two men injured: a 23-yearold man and a 47-year-old man, who were transported to hospital with non-life-threatening injuries. One of the victims was known to police and had been previously shot in the driveway of the same residence. On November 1, after an indepth investigation by the Surrey RCMP Serious Crime Unit, 42-year-old Travis Bowcock was charged with six criminal offences in relation to the shooting on September 23. Bowcock remains in custody, awaiting trial on the following charges: * One count of attempt murder; * One count of aggravated as-

sault; * One count of using a firearm in the commission of an offence; * Two counts of discharging a firearm with intent; and * One count of personating a peace officer. Bowcock has been in custody since October 13, when Surrey RCMP frontline officers arrested him for being in possession of a loaded firearm in the 18600-block of Fraser Highway. Multiple firearms charges were laid against Bowcock in relation to that incident, which lead

to him being remanded into custody. In an attempt to obtain further information and advance both ongoing investigations, Surrey RCMP said they were releasing a recent photo of Travis Bowcock. Investigators are requesting that any possible witnesses or anyone who may have knowledge of Bowcock’s activities leading up to these offences contact Surrey RCMP at 604-599-0502. “Criminal activity and gang violence are not confined to the boundaries of municipalities or provinces,” said Cpl. Vanessa Munn, Media Relations Officer for the Surrey RCMP. “Mr. Bowcock travelled from his home in Alberta to commit these alleged crimes, putting our community at risk. India’s Covaxin approved by WHO, Health Minister hails ICMR, Bharat Biotech scientists New Delhi/Hyderabad (IANS): The World Health Organization (WHO) on Wednesday approved Covaxin, India’s first home-grown vaccine against COVID-19. The WHO’s Technical Advisory Group (TAG) granted the Emergency Use Listing (EUL) approval to Bharat Biotech’s Covaxin vaccine, which has demonstrated 77.8 per cent effectiveness against symptomatic COVID-19. The TAG has determined that the Covaxin vaccine meets WHO standards for protection against the COVID-19 pandemic and the benefit of the vaccine far outweighs risks and the vaccine can be used, the WHO said in a tweet. “Covaxin vaccine was also reviewed by WHO’s Strategic Advisory Group of Experts on Immunization (SAGE), and recommended use of this vaccine in two doses, with a dose interval of four weeks, in all age groups 18 and above,” the global health body said. It is also formulated to adhere to a multi-dose vial policy, thereby reducing open vial wastage, saving money to procurement agencies and governments alike. The Phase 3 trial data for Covaxin was available during June 2021. The SAGE of WHO had reviewed Covaxin data on October 5 in a meeting and granted EUL on Wednesday.

There are 30 owl species in India, and most of these are in the International Union for Conservation of Nature (IUCN) Red List of Threatened Species and Schedule I of the Wildlife Protection Act.

Big, bold announcement by Modi at COP26, net zero goal by 2070 Glasgow (IANS): Offering a new mantra and raising its pledge for combating climate change, Prime Minister Narendra Modi told world leaders at the COP26 that India will target a net zero goal by the year 2070 and aim at increasing its non-fossil fuel energy to 500 GW in its energy mix by 2030. Terming it as ‘Panchamrut Ki Saugat’ - India’s contribution to climate action called as Nationally Determined Contributions (NDCs), Modi while speaking on the first day of the high-level segment at the COP26 said India will reduce its carbon intensity by 45 per cent by 2030 starting with reducing projected carbon emission from now till 2030 by 1 billion tonne and committed to have renewable energy component of 50 per cent by 2030. Modi gave a new mantra for sustainable development through sustainable lifestyle. Displaying his penchant for acronyms, Modi said ‘One Word One World’ movement mantra -- ‘Life, Lifestyle for Environment’ can be a mass movement wherein instead of mindless and destructive consumption, there should be mindful and deliberate utilisation. Modi meets Pope, extends invitation to visit India New Delhi/Rome (IANS): Prime Minister Narendra Modi met Pope Francis last week on Saturday at the Vatican and invited the head of the Catholic Church to visit India. Taking to Twitter after his first-ever meeting with the Pope, Modi said: “Had a ve\ry warm meeting with Pope Francis. I had the opportunity to discuss a wide range of issues with him and also invited him to visit India.” According to officials, the meeting which was initially scheduled for only 20 minutes, continued for an hour during which they discussed a wide range of topics, including the fight against climate change and removing poverty. The last Papal visit to India took place in 1999 when Atal Bihari Vajpayee was the Prime Minister. It was Pope John Paul II who had come to India then. Meanwhile, Catholics in Kerala were elated, said Cardinal Baselios Cleemis, Major Archbishop of the Syro-Malankara Catholic Church. The Cardinal said: “We are all deeply excited and happy that from the news what we hear in the media that Modiji has invited Pope to visit India. Christians in general and Catholics in particular have been waiting

once the visit is officially cleared, numerous things have to fall in place and each and every aspect will have to be planned in detail.” During their meeting in 2014 soon after Modi assumed office, Cleemis gave a memorandum stating that the Union Government should extend an invite to the Pope to visit India. New Delhi (IANS): The results of the byelections for three Lok Sabha seats and 29 Assembly constituencies have been encouraging for the Congress in the states of Rajasthan, Himachal Pradesh and Karnataka where the party is now better placed than the BJP. In the three Lok Sabha seats, the result shows that the BJP has won in Khandwa (Madhya Pradesh), Shiv Sena in Dadra and Nagar Haveli and Congress in Mandi (Himachal Pradesh). Congress candidate Pratibha Singh won the Mandi Lok Sabha seat, the home district of Chief Minister Jai Ram Thakur, by defeating BJP’s Brigadier (retired) Khushal Thakur, a decorated officer who played a crucial role in the 1999 Kargil war. Singh won by a slender margin of 8,766 votes. In Dadra and Nagar Haveli, Shiv Sena candidate and the widow of late Mohan Delkar, Kalavati Delkar won by more than 50,000 votes. The Congress has however, fared well where it was in direct contest with the BJP. In Bihar too, Congress has not been the first choice despite the party contesting alone. The main contest was between the RJD and the JDU. The Congress won all three Assembly constituencies -- Arki, Fatehpur and Jubbal-Kotkhai -- of Himachal Pradesh. The Congress won both the seats -- Vallabhnagar and Dhariyawad -- in Rajasthan. Congress leader

Sachin Pilot said, “What is more important, is for people to see who is most viable option that they need to support against BJP, and I think Congress is fast emerging as that option.” Meanwhile, the Trinamool Congress swept all four seats in West Bengal, while the BJP and allies have gained grounds in the northeast. In West Bengal, in three of the four assembly constituencies that went for the byelections, the security deposit of BJP candidates has been forfeited. The security deposit of BJP candidates in Gosaba, Khardha and Dinhata have been forfeited, putting a huge question mark on the party’s performance. The JD(U) has won in Bihar’s Kusheshwar Asthan and the RJD in Tarapur. The candidates of the ruling National People’s Party (NPP) and ally United Democratic Party (UDP) were leading in the Mawryngkneng, Rajabala and Mawphlang Assembly seats in Meghalaya. In MP’s Khandwa Lok Sabah seat, BJP has won with a handsome margin of votes. The party has also won Jobat, and leading in Prithvipur but is behind the Congress in Raigon. In Maharashtra the lone seat went for the byelection has been won by the Congress and it has wrested Hanagal seat from BJP in Karnataka which is the home turf of the Chief Minister, but the major setback has been for TRS which lost Hazoorabad seat to the BJP.

Ram temple in Ayodhya to open for ‘darshan’ from December 2023 Ayodhya (IANS): As the construction work of the grand Ram temple in the city of Ayodhya in Uttar Pradesh is going on in full swing, its foundation work is likely to be completed in November 2021 and from December 2023, devotees will be able to worship ‘Ram Lala’ in the new grand temple dedicated to Lord Ram. Gopal, the Vishwa Hindu Parishad (VHP) leader, who is looking after the construction of the Ram temple at Ayodhya, is a confidante of Champat Rai, the General Secretary of Shri Ram Janmabhoomi Teerth Kshetra Trust. Gopal told IANS that the foundation work of

the temple is almost complete with one and a half metre raft work which is going at a fast pace. This work will be completed in the next 15 days and with this the work of construction of the foundation of the temple will be completed in November this year. He said the Shri Ram Janmabhoomi Trust is trying to open the temple doors for the devotees by December 2023. Before that the purpose of completing the construction of the temple is to place the deity Lord Ram here. Giving information about the construction work of the foundation of the temple, he said

the construction work has been done up to a depth of 40 feet. The sand has been removed from there and once the raft work is completed, the foundation work of the temple will near completion. Informing about the stones being used for the construction of the temple, the VHP leader said granite is being transported specially from Bangalore. The stones used in the temple construction have been sent from Bansi Paharpur in Rajasthan and more such stones will be transported here.

PETA offers Rs 50,000 reward for information on dog abuser hit by cow New Delhi (IANS): People for the Ethical Treatment of Animals (PETA), India has offered a reward of up to Rs 50,000 to anyone who can provide information about a person whose footage of harassing a dog and then getting hit by a cow has gone viral. In the video shared on Twitter by Bhubaneswar-based Susanta Nanda of the Indian Forest Service, a man is seen cruelly picking up a dog by both ears and pressing both sides of the animal’s skull. The woeful dog can be seen yelping in pain with background voices of people seemingly doing nothing to stop the abusive man. Just then, a cow can be seen rushing in and pushing the abuser to the ground allowing the dog to escape. PETA India said it needs information about the abusive man so that it can lead to a case, his arrest and conviction. “Anyone with information about the identity of the abuser is urged to contact PETA India’s animal emergency helpline on (0) 9820122602 or e-mail Info@petaindia.org. The informer’s identity will be kept confidential upon request,” PETA India said in a release. “We’re calling on anyone with information to come forward immediately to help dogs and humans because, as psychologists warn, violent people often move from abusing animals to targeting humans,” PETA India Emergency Response Team Associate Manager, Meet Ashar said.

“This hero cow reminds us never to be silent spectators to abuse. If you see an animal being abused, try to stop the cruel act and call the police immediately,” she added. PETA India - whose motto reads, in part, that “animals are not ours to abuse in any way” - notes that acts of cruelty to animals indicate a deep mental disturbance. Research in psychology and criminology shows that people who abuse animals often don’t stop there, many move on to hurting humans. On October 22, 2021, at approximately 9:20 pm, New Westminster Police Department (NWPD) responded to an altercation on Bole Street between 10th Street and Maple Street in New Westminster. One male victim was found with injuries from a stabbing and was transported to Royal Columbian Hospital. Life saving interventions were administered, however, the victim did not survive. The victim has been identified as 23-year-old Lionel Lawrence from New Westminster. Lionel Lawrence is known to police and is linked to the ongoing Lower Mainland gang conflict. IHIT is continuing to investigate with the assistance of NWPD, the NWPD Forensic Identification Section, and the BC Coroners Service. Investigators are still completing witness interviews and canvassing is continuing. Any information related to the suspects and suspect vehicle is crucial to advancing this investigation.At this time, homicide investigators believe that there are two suspects involved. Both suspects left the scene in a darkcoloured vehicle travelling south on 10th Street. IHIT believes that there may be a key individual that was present at the scene who may hold valuable information. “We know there were other witnesses in the area,” says Sergeant David Lee of IHIT, “their information is important and we encourage them to come forward and do the right thing.”

B.C. working to strengthen protection for home buyers THE Province announced on Thursday that it is introducing legislation that requires cooling off periods for resale properties and newly built homes in order to better protect consumers in B.C.’s real estate market. This change will be similar to the cooling off periods already in place for pre-construction condominium sales. BC Financial Services Authority (BCFSA) is being asked to consult with key stakeholders and experts and review other potential consumer protection measures. This includes looking at the blind bidding system, as well as condition waiving in offers and other practices that may pose risks to consumers. These issues are being investigated in the context of a period of continued robust real estate market activity, where concerns have been raised that buyers may be purchasing a home without everything they need to make fully informed decisions. “People looking to buy a home need to know they are protected as they make one of the biggest financial decisions of their lives. Especially in periods of heightened activity in the housing market, it’s crucial that we have effective measures in place so that people have the peace of mind that they’ve made the right choices,” said Selina Robinson, Minister of Finance. “With this step, we’re moving ahead to protect people and their interests in the real estate market by bringing in a cooling off period for homebuyers and

looking at additional measures to ensure effective safeguards are in place.” Cooling off periods are limited periods of time in which buyers can change their minds and cancel the purchase with no or diminished legal consequences. BCFSA will consult with key industry stakeholders and experts to help determine the parameters of a cooling off period for resale properties and newly built homes and will present advice to government in early 2022. Enabling legislation for cooling off periods will be drafted and targeted for introduction in spring 2022. “Ensuring fair markets and promoting public confidence in B.C.’s real estate market is a key priority of BCFSA, and we welcome the direction from the minister to lead this valuable consultation work,” said Blair Morrison, CEO of BCFSA and superintendent of real estate. “BCFSA’s goal is to ensure that British Columbians are protected when buying and selling homes – one of the most important financial transactions of their lives. Both buyers and sellers need to be supported and have time to make good financial decisions.” On August 1, 2021, BCFSA became the single regulator for all financial services in B.C., including real estate. The creation of a single authority responsible for regulating real estate in B.C. helps ensure a more co-ordinated approach to regulating all parts of the financial sector and better protects British Columbians buying and selling homes.

Celiac disease: Has the diagnosis been missed?

SOME health problems can be hard to pinpoint. An accurate diagnosis of celiac disease can be easily missed. Among adults in particular, symptoms can be so subtle it can go undetected for years, causing other problems that further complicate a definitive diagnosis. Researchers at Duke University examined a randomized sample of 2,835 people over the age of 55, finding 2.13 percent had this disease but didn’t know it. Today, celiac disease affects one percent of the population in Western countries. Celiac disease is an autoimmune disorder. Sufferers encounter trouble when eating foods containing gluten, found in wheat and other grains. The immune system attacks small, finger-like protrusions, called villi, lining the small intestine, causing inflammation and scarring of the intestinal wall. As the Gifford-Jones Law states, one problem leads to another. The villi in the small bowel become less effective in absorbing nutrients from food. Poor absorption of nutrients leads to problems for bones, muscles, and organs. Research has shown that people recently diagnosed with celiac disease are commonly deficient in fiber, iron, calcium, magnesium, zinc, folate, niacin, riboflavin, vitamin B12, and vitamin D. If celiac disease is not treated, nutritional deficiencies can cause more problems, such as anemia, neuropathy (nerve disorder) causing pain, numbness, tingling in the extremities, and weakening of the bones (osteoporosis), along with fatigue. Classic symptoms are diarrhea, bloating, pain, and weight loss. But since these symptoms may not be severe enough to prompt attention, people may live with it for years before the progression of disease leads to the medical tests required for diagnosis. For example, a study published in Digestive and Liver Disease found that of more than 2,000 adults tested 52 to 74 years of age, two percent were diagnosed with celiac disease. Most of the people had mild or no symptoms. To diagnose celiac disease, physicians look for a family history of type 1 diabetes, autoimmune thyroid disease, or liver problems. Blood testing follows. It’s important the blood tests for celiac disease are done before trying a gluten-free diet. Eliminating gluten from the diet might make the blood test appear normal. A serological test looks for antibodies in the blood. Elevated levels of antibody proteins indicate an immune reaction to gluten. There is also a genetic test to rule out celiac disease. The challenge is that a genetic mutation causes the problem, but unlike some conditions in which positive genetic tests confirm disease, a positive result for a celiac suggests a small likelihood, not certainty, of disease.
