IN spite of desperate moves by B.C. Liberal Leader Andrew Wilkinson such as attacking the formation of a municipal police force to replace the RCMP in Surrey and promising all kinds of tax cuts, including no PST for a year, that essentially favour the richer segments of society, a new Research Co. poll has found that the BC New Democratic Party (NDP) has extended its advantage in British Columbia’s provincial electoral campaign. In an online survey of a representative provincial sample, 48% of decided voters in British Columbia would cast a ballot for the BC NDP candidate in their constituency, up four points since a similar Research Co. survey conducted in late September. The BC Liberals remain in second place with 36% (-1), followed by the BC Green Party with 13% (=) and the BC Conservative Party with 2% (-3). The BC NDP holds a nine-point edge over the BC Liberals among decided male voters (47% to 38%) and a 16-point lead among decided female voters (49% to 33%). The New Democrats are also ahead of the BC Liberals among decided voters aged 18-to-34 (45% to 31%), decided voters aged 35-to54 (46% to 33) and decided voters aged 55 and over (44% to 34%). Just under one-in-four decided voters (23%) say they may change their mind and support another party’s candidate in the election

Fewer decided voters in British Columbia are swayed by a desire for stability (11%), a desire for change (10%) or disgust with other contending candidates (4%). The approval rating for Premier and BC NDP Leader John Horgan stands at 65% (-1). The numbers are

lower for BC Liberal Leader Andrew Wilkinson (40%, +1) and BC Greens Leader Sonia Furstenau (33%, -4). Horgan’s campaign momentum is balanced, with 24% of likely voters in British Columbia saying their opinion of him has improved and 24% stating that it has worsened. In contrast, Wilkinson has a negative momentum score (Improved 16%, Worsened 26%) as does Furstenau (Improved 12%, Worsened 16%). On the preferred premier question, almost half of likely voters in British Columbia (47%, +3) select Horgan, with Wilkinson at 27% (=) and Furstenau at 6% (-1). As was the case last month, likely voters in British Columbia are primarily preoccupied with housing,

poverty and homelessness (25%, +1), the economy and jobs (also 25%, +4) and health care (23%, -3). Other issues mentioned by likely voters are COVID-19 (8%, -3), the environment (7%, =), crime and public safety (4%, -4), accountability (3%, =), education (1%, =) and energy (1%, +1). When asked which leader is better suited to handle specific issues, Horgan holds sizeable leads over Wilkinson on COVID-19 (52% to 20%), health care (48% to 24%), education (42% to 23%), the economy and jobs (42% to 30%), housing, poverty and homelessness (40% to 23%), accountability (37% to 28%), crime and public safety (37% to 30%) and energy (34% to 27%). On the environment, Furstenau is in first place (33%), followed by Horgan with 29% and Wilkinson with 18%.

Results are based on an online study conducted from October 5 to October 7, 2020, among 750 likely voters in British Columbia, including 698 decided voters in the 2020 provincial election. The data has been statistically weighted according to Canadian census figures for age, gender and region in British Columbia. The margin of error— which measures sample variability— is +/- 3.6 percentage points for likely voters and +/- 3.7 percentage points for decided voters, nineteen times out of twenty.

Family of 2018 homicide victim Sumeet Randhawa of Surrey makes public appeal

THE Integrated Homicide Investigation Team (IHIT) is requesting public assistance to further the investigation into the 2018 murder of Sumeet Randhawa. On October 11, 2018, just before 2 p.m., Surrey RCMP frontline officers responded to the 6700-block of 130th Street for a male who had been shot in the driveway of a residence. Despite lifesaving efforts by RCMP officers, BC Emergency Health Services and the Surrey Fire Department, 30-year-old Sumeet Randhawa was pronounced dead at the scene. cus remains outstanding and investigators are still working to identify the people responsible. Randhawa was known to police. IHIT investigators continue to actively follow up on all investigative av-

enues but IHIT still needs public assistance to further the investigation. Investigators believe that the incident was targeted and associated to the ongoing Lower Mainland Gang Conflict. “We believe there are

people who have information that will help us. We are appealing to those people, and to the friends and close associates of Mr Randhawa to contact IHIT,” said IHIT Detective Lara Jansen. “It is never too late to do the right thing.” It is nearing the two-year anniversary of Randhawa’s murder and his family is also appealing for assistance from the public for information that may help solve his murder. RCMP underwater recovery team yet to locate body of Bhabjit Aujla of Surrey

THE RCMP’s underwater recovery team has yet to locate the body of a man, whose friends identified him as Bhabjit Aujla of Surrey to The VOICE, who went missing after he lost control of a Sea-Doo on Alouette Lake in Maple Ridge last week on Thursday. Accoording to reports, Aujla and a woman were thrown off the Sea-Doo; however, the woman was rescued by a boater who

was nearby. A Ridge Meadows Search and Rescue team that was informed by B.C. Ambulance Service about the incident at the north end of the lake searched for the man from Thursday until 1 a.m. on Friday and then resumed their search on Friday. An RCMP dive team then started searching for the body. Ridge Meadows RCMP Constable Julie Klaussner told The

VOICE on Monday that parts of the lake were as deep as 500 metres and the rocks at the bottom of the lake had sharp edges. On Friday morning, an RCMP spokesperson told The VOICE that sonar equipment had not been able to locate the body. The victim’s friends told this newspaper that he was 37 years old and was planning to get married soon.

South Asian businesspersons charged in alleged immigration fraud investigation

According to CBC, the charges include 18 counts of counselling or attempting to counsel misrepresentation or helping people misrepresent facts related to their immigration, 50 counts of knowingly misrepresenting or withholding facts that can induce error in administration, and one count of communicating false information with regard to someone’s immigration. The Batths’ first court appearance is October 13 at Surrey Provincial Court. CBC reported that Toor, Singla, Kaler and Grewal “each face multiple counts of counselling or attempting to counsel misrepresentation or helping people misrepresent facts related to their immigration.” They along with the Batths were charged in early September. CBC also reported that court documents filed in 2017 to obtain

a search warrant by the CBSA named the companies run by the four businessmen. Twenty-five other companies are listed in the document, along with 144 foreign nationals. According to CBC: “The court document, filed by CBSA investigator Gary Sidhu, describes an investigation into two types of immigration fraud — schemes to help foreign nationals obtain temporary work permits and permanent residency using fraudulent work experience and credentials, as well as getting employers to “pad” applications to hire temporary foreign workers.” The “padding” of labour market impact assessments (LMIA) creates non-existent jobs that foreign nationals pay for, but when they arrive in Canada, they find there is no job. Toor is president and one of the owners of Oliver-based Desert Hills

Estate Winery. But his business is not listed in the court document, although there is a “Toor Vineyards” which doesn’t exist, CBC reported. Toor faces 18 charges under the IRPA. He also faces 10 charges of possessing a firearm without a licence or registration and one other weapons charge. His first court appearance is October 21 in Penticton. Singla, who is president and founder of Penticton-based Singla Brothers Holding Ltd., faces 10 charges. His first court appearance is October 21 in Penticton. Kaler, who is President of VK Delivery and Moving, faces six charges. His first appearance in court is October 19 in New Westminster. B.C. businessmen Randhir (Randy) Toor, Surinder Paul Singla, Ved Kaler and Gurtaj Grewal are facing charges under the Immigration and Refugee Protection Act in connection with an alleged immigration fraud network, CBC reports. The charges are related to the Canada Border Services Agency (CBSA) investigation into CanAsia Immigration Consultants’ Rupinder (Ron) Batth and his wife Navdeep Batth. None of the allegations have been tested in court. The CBSA raid in Surrey was first reported by The VOICE on October 10, 2017. This newspaper reported: “The office of Can-Asia Immigration Consultants Canada at 128th Street and 80th Avenue in Surrey was searched by the Canada Border Services Agency last week on October 5. “A passer-by who shot some video of the raid from outside sent it to The VOICE. “When The VOICE contacted the CBSA …, they sent the following email: “We can tell you that the Canada Border Services Agency (CBSA) executed a search warrant on a property in Surrey, BC on October 5, 2017. Candlelight vigil in Surrey for Dalit victim of Hathras gang rape in India SOUTH Asians activists came together on Friday, October 2 to raise voices against the recent gang rape by males belonging to an ‘upper caste’ of a Dalit woman – Manisha – in Hathras in the state of Uttar Pradesh, India. The 19-year-old died at Delhi’s Safdarjung hospital on Tuesday morning after struggling for life for two weeks. She was hastily cremated in the dead of the night in the absence of her family members, evidently to destroy evidence about the rape after a fake forensic science laboratory report. Her death has outraged the community of socalled untouchables who have been facing castebased oppression for centuries. Under the ruling rightwing Hindu nationalist Bhartiya Janata Party (BJP) government such

atrocities have grown. The Allahabad High Court has since taken cognizance of the issue. In yet another case of crime against women in Uttar Pradesh, a 14-yearold Dalit girl, was found murdered in Bhadohi district on Thursday last week. Among those who addressed the gathering were Dalit activists Roop Lal Gaddu, Surinder Sandhu, Ajmer Singh, Sukhwinder Kaur and Anita, besides Sikh activist Ranjit Singh Khalsa and an anti-

racism educator Annie Ohana. IAPI members Tejinder Sharma and Gurpreet Singh also spoke on the occasion that kicked off with a poem by Amrit Diwana, a well known progressive poet and writer in the Punjabi community. His poem was based on systemic sexual abuse Dalit women endure in Indian society.

Delta carjacking suspected to be linked to illegal marijuana sales

DELTA Police began investigating a suspected carjacking on Sunday, October 4 in North Delta and quickly determined the incident was likely linked to illegal marijuana sales. A DPD police officer was near the 11800-block of 88th Avenue when he noted a vehicle travelling at a high rate of speed just after 10 p.m. At that time he identified a man and a woman, who claimed to have been carjacked at knife point. The speeding vehicle observed by the officer had apparently just been stolen from them. The driver indicated that she fell on the ground as the car

was being driven away. The driver and passenger claimed to have been lost in North Delta. However, police located the stolen vehicle shortly after the incident, finding boxes of marijuana products and marijuana, plus a purse with a large amount of cash. Police also recovered a knife in the vehicle. “Marijuana may have a more benign reputation, but this incident shows there are clear risks associated to illegal sales of this drug,” pointed out Cris Leykauf, spokesperson for Delta Police. The investigation into the carjacking is continuing.

New storyboard at Surrey’s R.A. Nicholson Park honours victims of Komagata Maru SURREY Mayor Doug McCallum and members of City Council unveiled a new heritage storyboard titled Remembering the Komagata Maru at a local Surrey park this week. Raj Singh Toor, representing the Descendants of the Komagata Maru Society, was also on hand for the unveiling. “This storyboard is an important reflection on a significant moment in Canadian history,” said McCallum. “Surrey is a diverse City, and we embrace people from all over the world. This permanent storyboard reinforces that we will learn from, and not forget the injustices of the past. Racism has no place in our City.”

Each year, the Surrey Heritage Advisory Commission funds new heritage story-

boards and other interpretive features throughout the City. This program ensures Surrey’s diverse history is accessible in locations city-wide. To date, over 50 heritage storyboards exist across the City. The storyboard is located in R.A. Nicholson Park, 12140 75A Avenue, not far from the Komagata Maru mural and commemorative street signs on 75A Avenue. The storyboard is located on the pedestrian path just behind the Strawberry Hill Hall. According to a federal government website: “On May 23, 1914, the Komagata Maru reached Vancouver’s harbour via Hong Kong and Japan carrying 376 pro-

Their arrival provoked massive opposition from the public, and prevalent ideas of race and exclusion held by the majority of the local population led to an outpouring of racial rhetoric and considerable effort to force the ship’s return to India. In response to this backlash, the local South Asian community came together to fight the deportation of the passengers. While a legal challenge mounted, the community was unsuccessful and the vast majority of the passengers were forced to leave.”

Mendicino is introducing a temporary public policy that will reduce the income requirement for the 2020 tax year to the minimum necessary income, instead of the minimum necessary income plus 30%. THE BC NDP announced on Friday that British Columbia gained 54,800 jobs in S e p t e m b e r, more than 70% of them full-time, as the province John Horgan outpaced the national average. BC has recovered 301,700 jobs since the pandemic struck, returning to 96.3% of pre-pandemic employment levels. The unemployment rate dropped 2.3 points to 8.4%, significantly below the national average of 9%. NDP: Wilkinson desperate to cover up his Surrey Hospital land sale

THE BC NDP said on Friday that the last time BC Liberal Leader Andrew Wilkinson was in charge of the Surrey Hospital, he sold the land it was supposed to be built on. Now Wilkinson is frantically papering over his Surrey Hospital past and playing politics with people’s health care in Surrey. Under the BC NDP, Surrey’s new hospital is full steam ahead with a tremendous amount of work already completed: * An architectural firm has been hired: On July 30, 2020, Fraser Health awarded a $1.2M contract to IBI Group Architects (Canada) Inc. for design services for the hospital. It says that “The NSH (New Surrey Hospital) Project will be located on a greenfield site in the Cloverdale area in Surrey.”

* Clinical service planning is underway: On Oct. 30, 2019, Fraser Health announced

they were about to award a $250,000 contract for clinical service planning to Resource Planning Group (RPG) because “RPG is ready to commence the full scope of work immediately.” Fraser Health also awarded a $205,619 contract to Cannon Design for “strategic clinical planning consultant services” in 2018 for the concept planning stage. * John Horgan’s BC NDP government owns the land at 5500 180 Street, which is the site of the new Hospital and added a cancer centre to the plans. * The project has an estimated budget of $1-2 billion, and is in the BC NDP’s $23 million capital plan from Budget 2020. * The concept plan has been approved and the business plan is being finalized, which will be followed by procurement

and construction. * Construction is expected to start by the end of 2021. A stroke during the pandemic Vancouver woman sees a surprising upside to the timing of her stroke. Adrienne Martin’s stroke journey started in January 2020. She was experiencing occasional numbness in her right arm, right leg and right side of her face. At times she had trouble speaking. She knew what she wanted to say, but it took extra effort to get the words out. Adrienne went to emergency, where she had a CT scan and electrocardiogram, but nothing showed up. In a follow-up appointment with a neurologist, he thought her symptoms were related to migraines. That made sense – Adrienne had suffered from migraines since she was a teenager. Garry Thind As such, Elections BC has notified all of the parties involved in this matter that its investigation file has been closed, and that there is no evidence that the Election Act has been violated. Elections BC has also reminded all registered political parties that a voter must request their own vote-by-mail package. The vote-by-mail system in B.C. has numerous checks and balances to ensure the integrity of the process. These include, but are not limited to, voters providing personal information to identify themselves when registering to vote or requesting a vote-by-mail package (including photocopies of ID for unregistered voters), sending packages only to the address of the registered voter, and the requirement for voters to sign their certification envelope before submitting it to Elections BC. Elections BC actively screens vote-by-mail package requests for suspicious patterns as part of its election integrity program, and takes preventative measures as necessary. Horgan: BC NDP plan includes completing Surrey-Langley Skytrain expansion project

BC NDP Leader John Horgan said on Thursday that his new $9 billion infrastructure plan will create 18,000 jobs a year and get people moving faster—building roads and expanding public transit across the province. As part of this new funding, Horgan committed to completing the entire Surrey-Langley Skytrain expansion project to Langley. “Investing in public transit and roads is a win-win-win. It cuts gridlock and commutes times, it reduces carbon pollution, and it creates good jobs,” said Horgan. “Our plan will get people moving faster and more affordably while we get through the pandemic and build an economic recovery for everyone.” The new Recovery Investment Fund will deliver new roads and expanded public transit across the province. Surrey Mayor Doug McCallum and seven of his Safe Surrey Coalition members won the election fair and square on the pledge that they would form a Surrey police force to replace the RCMP. In fact, all the eight new Councillors, including the lone one from Surrey First, voted to ditch the RCMP at the very first Council meeting. 2. The Police Act says that any city with a population of more than 5,000 can decide what type of police force they want. So, when the City of Surrey approached the Provincial Government with its proposal, the latter had no option but to give the go-ahead. In spite of

three Councillors ditching McCallum’s group, the mayor still controls the majority vote in Surrey Council. 3. Among the tactics that the pro-RCMP forces started resorting to was the call for a referendum on the change in policing. However, legally, only the City can authorize such a referendum – the Province or the federal government cannot. Yet despite this fact, the RCMP bosses have been apparently inciting their supporters to carry on with that demand. And, as we bluntly pointed out: “The fact is that the opposition is actually directed against the South Asians in Surrey. There has been blatant racism and many South Asians will stop cooperating with the RCMP if they succeed in sabotaging the new police force. “That will create a very dangerous atmosphere in Surrey and will endanger everyone’s life. Wake Up Surrey strongly condemns BC Liberals’ opportunistic stand to pause policing transition WAKE Up Surrey on Monday strongly condemned the BC Liberal Party’s “opportunistic statement to pause the policing transition in our city and hold a possible future referendum.” Founding member Gurpreet Sahota pointed out: “Since June 2018, our working group has participated in over 130 meetings with various stakeholders including members of the BC Liberal Party and their leader. It is outrageous during the midst of a provincial election to announce such a statement, simply to divide our residents further for political reasons.” For the past two years, Wake Up Surrey has attempted to engage with all levels of government, community stakeholders and residents on the

need for a comprehensive strategic plan to help address the increasing gang violence and youth crime in our city, he noted. Working team member Sarbjit Sandhu added: “In addition to improving our community policing model, this is a multifaceted social problem which requires parents to be further engaged with our vulnerable youth, the need for further investment in mental health, greater focus at the school district level regarding early assessment of at risk youth, more targeted prevention and intervention funding, improving the delays in the judicial system as many gang related cases are dismissed, introduction of a community court in our region, improving our civil forfeiture laws and most of all, having all

stakeholders working together under one strategic plan.” Sahota said that since November 2018, Wake Up Surrey has been closely monitoring the proceedings regarding the transition to the Surrey Police Department. He said: “Under the stewardship of former Attorney General Wally Oppal, this has been a very complex and rigorous process, while sometimes divisive also. We understand the concerns of citizens for greater transparency and teamwork from all stakeholders involved. We are hopeful the implementation of the Surrey Police Board will help alleviate the dysfunction and help build citizen trust in our new policing model which is for the long-term benefit of our city and its residents.” Wake Up Surrey said it is most

concerned by the divisive nature of the BC Liberal Party statement on Sunday regarding the policing transition. THE BC Liberals announced on Friday that they will implement a $1 billion plan to bring $10-aday child care to low-income families and affordable child care for families who need it most. They said: “Unlike the fake promise of $10-a-day child care by John Horgan and the NDP three years ago, the BC Liberals are presenting a real plan that B.C. parents can count on.” “The COVID-19 pandemic has hit low-income families harder than most, which is why $10-aday child care now, not later — on top of eliminating the PST for one year — will mean huge

savings for those who need it most,” said BC Liberal Leader Andrew Wilkinson. “John Horgan’s fake promise to parents was never going to happen. Under our billion dollar BC Liberal investment, we will provide $10 a day child care spaces for low-income families and affordable child care for families who need it most.” Under the BC Liberal plan, families with annual household incomes of up to $65,000 will have access to $10-a-day child care and there will be stepped rates for families with incomes up to $125,000.

Only 2 per cent of child care spaces in B.C. are currently offered at the $10-a-day rate after Horgan himself admitted it was simply “a slogan” after the 2017 election campaign, said the BC Liberals. “Parents and kids who need child care now will have already graduated high school by the time the NDP’s promised plan actually kicks in,” said Wilkinson. “Unlike John Horgan and the NDP, who are bribing parents with fake promises, our fully-costed plan will make sure those who need affordable child care actually get it.” A similarly subsidized child care program in Quebec saw government revenues from income taxes of parents back in the workforce, mostly women, covered more than 100 percent of the program’s cost. The BC Liberals also noted their plan to create thousands of new child care spaces will be announced in the coming days. A BC Liberal Government will: * Implement a $1.1 billion income-tested child care plan to deliver: - $10-a-day for families with annual household

incomes up to $65,000; - $20-a-day for families with annual household incomes up to $90,000; and - $30-a-day for families with annual household incomes up to $125,000. * Implement a new, online province-wide electronic application that is voluntary for parents and required for all providers receiving government funding. A parent will have the option to reject an invitation for an available space and wait for the next one. * Encourage and support a variety of non-profit and market-based child care providers. * Expand access to before-and-after school care in schools and create incentives for employers to support child care options for their employees. * Work collaboratively with the federal government to further expand child care options. * Expand training and support for better-qualified child care workers. * Replace the Minister of State for Child Care with a full Ministry of Child Care to manage licencing, funding, and oversight.

NDP: Wilkinson puts progress on affordable childcare at risk

THE BC NDP said on Friday that BC Liberal Leader Andrew Wilkinson will put at risk BC’s progress reducing the cost of childcare for middle and low-income families. It said that Wilkinson and his colleagues have consistently opposed the BC NDP plan that reduced the cost of childcare fees: * In 2018, Wilkinson and his colleagues voted against a budget that invested more than $1 billion over three years in childcare including an affordable childcare benefit, a childcare fee reduction programs and an investment in thousands of new spaces. (Budget 2018 highlights, Page 3) * In an interview with Global News, Wilkinson said the BC NDP plan to “drive down the price by $350 a month, sounds like a good idea. It’s very expensive.” (April 28, 2018) The NDP said that Wilkinson also chose Chilliwack-Kent BC Liberal candidate Laurie Throness as his childcare critic. * Throness criticized efforts to improve wages for childcare workers saying “it doesn’t make a lot of sense to pay an ECE worker to take care of a child instead of paying their own mom or dad to do the same thing.” (Hansard, April 24, 2018).

* He later claimed that childcare is pointless because parents are legally obligated to care for their children: “We have one full-time, 24-houra-day space for every child in B.C. By law, childcare is now, and always has been, universal and 24-7.” (Video) * Throness suggested that instead of investing in childcare, government should provide incentives to “replace human workers with software and machines.” (Black Press, March 1, 2018) * Earlier this year, Throness claimed childcare is harmful to children. (Terrace Standard, March 6, 2020) The BC NDP said its platform commits to continue building affordable, quality, inclusive childcare for everyone. BC NDP candidate Katrina Chen said: “For 16 years, the BC Liberals did nothing to make childcare more affordable. BC Liberals: $8-billion plan to Rebuild B.C., commit to bridge replacing George Massey tunnel

THE B.C. Liberals said on Monday that under them, drivers stuck in the worst traffic bottleneck in Western Canada will finally see a new 10-lane bridge built to replace the George Massey tunnel, the NDP insider scheme will be scrapped and they will add $8 billion over three years to their Rebuild B.C. plan to build more schools, hospitals, transit and roads in every corner of the province. They said that years of Premier John Horgan and the NDP had given British Columbians a long list of broken promises and plenty of studies but next to nothing when it came to any new infrastructure being built. RCMP notify IIO after alleged robber shoots himself in Surrey THE BC RCMP said on Thursday that they have notified the Independent Investigations Office of British Columbia (IIO BC) of an incident in Surrey which resulted in serious injuries to one man. At approximately 2:11 a.m. on Thursday, Surrey RCMP received a report of a possible robbery in progress near a business in the 15900-block of Fraser Highway. The caller indicated that a man with a knife was attempting to rob people. The responding officer pulled into a parking lot and as they were pulling up, the man allegedly produced a firearm and shot at the officer who was still seated in their police car. The man then allegedly turned his gun on himself, suffering a serious injury. Emergency Health Services was contacted and the injured man was taken to the hospital. The Surrey RCMP officer is not physically injured; however, this was a disturbing and lifethreatening incident and they are receiving support. The IIO BC is investigating to determine whether police actions are linked to the man’s injuries.

Many will remember where they were on that historic day. Many will remember their school assemblies on that day children. Many who were born after Independence may have thoughts about what it would have been like to have been around on those euphoric times leading to Fiji’s independence on the 10th of October. Not all of the 50 years of that journey as an independent country have been plain sailing. There has been testing times and trying moments. But we have weathered each of these. Only 3 days after our independence, Fiji assumed its seat in the United Nations General Assembly – as a full and equal member of the world community. Fiji proudly established full diplomatic relations with Canada subsequently and our relationships have grown and expanded ever since. Though a small Pacific nation, Fiji has made its presence felt with Canada and on the international stage ever since. For over 40 years of our independence, Fijians have served the cause of international peace from the Middle East, to Balkans in Eastern Europe, to Africa and to Timor-Leste in the Pacific. NDP: Wilkinson’s plan to keep legal costs in car insurance would cost people $400 more

THE BC NDP said on Tuesday that BC Liberal Leader Andrew Wilkinson’s plan to cancel the BC NDP’s Enhanced Care model and keep sky-high legal costs in the system would cost drivers hundreds more each year – for both public and private car insurance. Evidence from Ontario, Alberta, the former BC Liberal government, and private insurers themselves shows that private insurance costs more and makes it harder for many drivers to get coverage, noted the NDP. But even if private insurance wasn’t more expensive, Wilkinson would cancel the single most important measure: cutting down on the astronomical legal costs that are driving up insurance rates for everyone, according to the NDP. The BC NDP’s Enhanced Care model cuts down on hundreds of millions every year in legal costs, allowing ICBC to improve care for people and reduce car insurance by 20% starting May 1, 2021. That’s an average savings of $400 a year. That legislation passed on July 15, 2020. The BC Liberals voted against it, ran an online petition campaign, and spoke against it in the legislature 16 times. Personal injury law firms received $500 million in settlements from ICBC last year. 14 of those firms have donated a combined $154,926 to the BC Liberals. The Trial Lawyers Association of BC is registered as a third party advertiser and is distributing leaflets attacking the BC NDP in swing seats, including Oak Bay-Gordon Head, the NDP pointed out. It added that Wilkinson’s plan to keep hundreds of millions in payments to law firms will cost people more – regardless of whether people are buying public or private insurance.

119 new COVID-19 cases in B.C.; no new death DR. Bonnie Henry, Provincial Health Officer, and Stephen Brown, Deputy Minister of Health, on Friday announced 119 new cases of COVID-19, including four epi-linked case, in British Columbia. The total number of cases now stands at 10,185. Fortunately, there was no new COVID-19-related death, and the total number of deaths remains at 245 in the province. There are 1,406 active cases of COVID-19 in the province, 3,180 people who are under active public health monitoring as a result of identified exposure to known cases and 8,502 people who tested positive have recovered. Currently, 68 individuals are hospitalized with COVID-19, 19 of whom are in intensive care. The remaining people with COVID-19 are recovering at home in self-isolation. Since the start of the pandemic, there have been 3,728 cases of COVID-19 in the Vancouver Coastal Health region, 5,253 in the Fraser Health region, 225 in the Island Health region, 559 in the Interior Health region, 331 in the Northern Health region and 89 cases of people who reside outside of Canada. There has been one new health-care facility outbreak at the Good Samaritan Delta View Care Centre. In total, 15 long-term care or assisted-living facilities and three acutecare facilities have active outbreaks.

ON Thursday, October 1, Surrey RCMP, the CFSEU-BC’s Anti-Trafficking Task Force, E Division RCMP Federal CLEAR team, Surrey Fire Department and Vancouver Police Department Drug Section engaged in a joint operation to dismantle a sophisticated illicit drug lab and stash site located in commercial buildings. (The operation at at 124th Street and 82nd Avenue was first reported by The VOICE on October 1.) Because of the size and complexity of the two large facilities, one located in the 8200-block 124th Street and the other in the 12800-block of 76th Avenue, it took officers from the three agencies until Monday, October 5 to safely dismantle the equipment, remove all of the toxic materials, and mitigate any future risks to the public. The materials removed from two locations are still being catalogued and Health Canada laboratories need to conduct their various analyses, but early indications are that these appear to be two large suspected fentanyl-related production labs. Items seized from the two locations include: * A 9mm handgun * A .22 cal Beretta handgun (stolen from a break and enter in Coquitlam) * Approximately 4 kilograms of white powder believed to be fentanyl-related (Health Canada analysis pending), and * Over 1100 liters of precursors and waste was identified (Health Canada took samples – analysis pending) * Approximately 6.8 kilograms of fentanyl (analysis pending) * Small amount of cutting agent (analysis pending) The investigation is ongoing and further updates will come later once results from the Health Canada analysis are returned and

Vancouver company leads the way in innovative home deconstruction

VANCOUVER: An innovative Vancouver company is trying to change the way houses are torn down by salvaging every last scrap of reusable material — and it turns out to be good for not only the environment, but also the bottom line. This week, Unbuilders got to work taking apart a West Side Vancouver home built in the 1930s with old growth Douglas Fir. “For us, that’s a really precious material. It’s part of Canadian history, really, what that material is,� said Adam Corneil, company founder and CEO. “And we want to make sure that material goes back in the supply chain as opposed to into the landfill.� In a traditional demolition, the house would be knocked down in a single day using an excavator, and the materials would be sent to the landfill or ground up and incinerated. Unbuilders normally takes homes apart by hand to reclaim and recycle every usable piece of material. The process normally takes about three weeks — but on the Elm Street house the company is working on this week, they are using a crane for the first time and anticipate being done in a third of the usual time. The crane allows employees to dismantle the house in large sections and then ship those pieces off the lot to be further broken down and salvaged. Speeding up the process allows them to clear a lot faster so that builders can get onto the site to begin reconstruction. The City of Vancouver actually has a bylaw requiring small and medium sized homes built before

1910 to be deconstructed instead of demolished but it only applies to about 10 or 12 houses per year in the city. That bylaw could soon be upgraded to include all homes built up until the 1950s, and if that happens, Corneil estimates it would apply to about 700 teardowns in Vancouver every year. He says other municipalities in B.C. and across Canada are considering similar bylaws. “What you’re going to see over the next five years is a rollout of deconstruction policy across the board,� said Corniel. “So, we’re the first of our kind in Canada, doing what we do, but this will be the typical way that houses are taken down and taken apart in the future.� Along with the windows, doors, and appliances, most of the salvaged wood will wind up at Habitat for Humanity’s Restore, where it will be sold and the profits invested into building more homes. The much sought after larger pieces of old growth wood are often snapped up by furniture makers who incorporate them into their designs. “There’s a need for the material. CONGRESS general secretary Priyanka Gandhi Vadra on Thursday accused the BJP of building a narrative to defame the Hathras victim, saying she deserves justice and not slander. She charged that a narrative is being built by the ruling party in Uttar Pradesh for holding the woman responsible for crimes committed

No government decision yet over procurement of 30 armed drones from US New Delhi (IANS): The Defence Ministry has not yet reached any conclusion over procurement of 30 armed drones from US-based General Atomics as the Indian Air Force has raised apprehensions over their usefulness. The deal is valued at approximately $3 billion. With the disputed borders with China and Pakistan active at the same point of time, the Defence Ministry has clearly stated that they are not in a hurry to sanction procurement in the name of emergency. During deliberations over the issue in the ministry, apprehensions were raised over the armed drones’ efficacy in the current threat situation. Chief of Defence Staff General Bipin Rawat, who has been tasked to look into inter-services defence acquisitions, was present during the discussion. Sources said that the Air Force has stated that drones even when armed would be ineffective in contested airspace. India was earlier looking for procurement of 30 drones from General Atomics. The three services were expect-

ed to get 10+10+10 of the MQ-9 Reaper, which has already been approved by US President Donald Trump’s administration. The US administration had approved sale of armed drones to India equipped with missiles and other systems. The Indian Navy was also looking for drones to expand its monitoring of the Indian Ocean and to further strengthen surveillance of its coastal boundaries. The drones which will be armed with missiles and radars will be used for maritime reconnaissance. MQ-9 has an endurance of

over 27 hours, speeds of 240 KTAS (knots true airspeed), can operate up to 50,000 feet, and has a 3,850 pound (1,746 kilogram) payload capacity that includes 3,000 pounds (1,361 kilograms) of external stores. The aircraft carries 500 per cent more payload and has nine times the horsepower. It provides a long-endurance, persistent surveillance or strike capability for the war fighter. To date, the MQ-9 has been acquired by the US Air Force, US Department of Homeland Security, NASA, the Royal Air Force, the Italian Air Force, the French Air Force and the Spanish Air Force.

It is learnt that the former state Director General of Police was under depression for sometime now. Shimla Superintendent of Police Mohit Chawla confirmed the incident. After his retirement from the CBI, Kumar had settled down in Shimla and worked briefly for a private university located near here as its

chancellor. The university is currently facing charges of issuing fake degrees. A senior police officer told

IANS that a suicide note was found from the crime spot. He along with his wife was seen strolling in the evening in the city, a neighbour told the police. A 1973 batch IPS officer, Kumar is survived by his wife and son. Kumar served as DGP for the state between 2006 and 2008 before being appointed director of the CBI for two years. He served as Governor of Nagaland from 2013 to 2014. During this period, he was briefly also the Governor of Manipur.

A Maiden’s Prayer: A family story based in 1970s Sri Lanka BY SRIANTHI PERERA

A well-written novel can transport a reader to a different time and place. When the story is written with humor and pathos—true reflections of life— the experience can be even better. Along those lines, let me introduce the literary novel, A Maiden’s Prayer. Set in the 1970s in the Southeast Asian tropical island of Sri Lanka, the story centers on an extended family trying to marry a male relative. Berty Rajakaruna, a Jane Austenian-type of bachelor, is trying to figure out whether marriage is worth trying to reclaim his family estate from the clutches of a scheming sister. The estate is crumbling but special because it was founded by his great-great-grandfather, who was a Mudaliyar (comparable to a country squire) under British rule. The novel contains many themes, including: –Sri Lankan culture: The story opens a window on a hitherto unknown culture to Western thought. Each chapter is a vignette with social, political or cultural context woven together by the thread of Berty Rajakaruna’s life. –Astrology: It examines Sri Lankan beliefs in the power of Vedic Astrology and the role an individual’s character plays in precipitating his karma. Astrology is the basis of many arranged marriages of the day. –Buddhism: The story is framed by what he and his party workers suffered was minor compared with what the victim’s family was going through. They are the ones who have really been pushed around, he said, adding that it was “no big deal” for him to be pushed around by the cops in UP. His and his party’s job was to protect the people of India, which is why he went to Hathras and had come to Punjab to stand with its farmers, said Rahul, adding that “in our fight against injustice we will take the lathis and pushes.” “Imagine your son or daughter being killed like this and your family being targeted for protesting and demanding justice, that is how I felt,” he said, adding that he went there not just for the Hathras victim and her family but for the sake of lakhs of Indian women who suffer, and thousands of women who are raped in the country every day. Asked why he was not present in Parliament during voting on the farm Bills, Rahul said he was a son too, and had a son’s duty towards his mother. His mother had to go for medical check-up and since his sister could not go for some family reasons, it was his responsibility to do so, he added.

The political environment of the day shaped the day-to-day life of this family. Above all, A Maiden’s Prayer speaks to the universality of the human experience. This tiny island in the Indian Ocean is a world apart, but how connected are we in our needs, desires, fears and emotions?

Ram Vilas Paswan’s death casts pall of gloom in Bihar Patna (IANS): Ram Vilas Paswan, who became the champion of Dalit politics in Bihar, passed away on Thursday. With his demise, he has left behind a void in regional and national politics. Whether it is the ruling party or the opposition, leaders from all political parties are heartbroken over the departure of a politician who evoked the respect of his contemporaries, cutting across party lines. Paswan, who left an indelible impression on Dalit politics, was born on July 5, 1946, in Shahrabanni village in Bihar’s Khagaria district. His political journey began in 1969 when he became a member of the Bihar Legislative Assembly by winning on a joint Socialist Party ticket. He was an officer in the Bihar Administrative Service before joining politics. Paswan spent the entire duration of the national Emergency in the mid-1970s in jail. He joined the Janata Party after the Emergency was lifted. He won the Hajipur parliamentary seat in the 1977 general election by more than

400,000 votes on a Janata Party ticket, which is a milestone in the nation’s electoral history. With this record victory, he became a shining star on the nation’s political firmament. Senior politician Shivanand Tiwari says Paswan may have been in any political alliance but he was never personally hostile to anybody. Talking about his memories of Paswan, he said that he had not sent him an invitation by mistake for a wedding at his home. “When he came to know about it, he reached my

doorstep without waiting and complained why I hadn’t invited him. At that time, we were in different parties,” added Tiwari. After the 1977 record, Ram Vilas Paswan won the 1980 and 1989 Lok Sabha elections and then became a minister in the central government. For the next several years, he held a number of portfolios ranging from rail to telecom and coal. He was a member of several political alliances with the BJP, the Congress, the RJD and the JD-U and continued to be a minister in the central government. Paswan was Minister for Food and Consumer Affairs in both the governments led by Narendra Modi. Paswan broke his ties with the NDA after resigning as a minister in the then Atal Bihari Vajpayee government after the Godhra riots in Gujarat. He then joined the Congress-led United Progressive Alliance (UPA) and was a two-time minister in the Manmohan Singh cabinet. In 2014, Paswan once again quit the UPA and joined the NDA. He was included in the

Union Cabinet in both the Narendra Modi governments formed in 2014 and in 2019. Paswan, who created a unique record by working with six Prime Ministers, was once famously described by RJD President Lalu Prasad on a lighter note as a ‘weather scientist’ of politics indicating his proclivity for gauging the popular mood and the direction in which the political winds were blowing. The seasoned politician who founded the Lok Janshakti Party (LJP), also participated extensively in Jayaprakash Narayan movement in the 1970s. Those who know him say Paswan joined politics to touch the lives of those on the margins of society. He used to get emotional whenever he saw anybody battling poverty. Vashistha Narayan Singh, the state president of JD-U, who has been associated with Paswan for 45 years, says that they were together in Phulwari jail in Patna during the JP movement. “This is an emotional moment. Even if he met me in the Rajya Sabha, he would always enquire about my well-being.”

Rahul’s Punjab ‘Kheti Bachao Yatra’ ends at Haryana border Patiala (IANS): The three-day Punjab ‘Kheti Bachao Yatra’ of Congress MP Rahul Gandhi and Chief Minister Amarinder Singh culminated on Tuesday at the border along Haryana, with a vow by the two leaders to not budge even an inch from their principled stand in support of the farmers, who were “under attack by the Centre’s draconian farm laws”. After confrontation and heated arguments between Congress leaders and the police on the interstate border, Rahul along with activists were allowed to enter Haryana where they were received by Haryana leaders, comprising former Chief Minister Bhupinder Hooda and state party chief Kumari Selja.

A day earlier, Haryana Chief Minister Manohar Lal Khattar said the state government didn’t have any reservation “if Rahul holds tractor rallies and road shows in Haryana, but he would enter the state without crowd”.

Punjab Chief Minister rejects farmers’ ultimatum on Assembly session Chandigarh (IANS): Punjab Chief Minister Amarinder Singh on Wednesday rejected the one-week ultimatum of the kisan unions for holding a special Assembly session to negate the farm laws, saying he will do what he feels is necessary in the interest of the farmers. While he had already said that he would be calling a special session of the Vidhan Sabha to bring in necessary amendment Bills, the Chief Minister asserted that ultimatum is not the way to force the government into taking hasty steps. His sole interest lies in protecting the state’s farmers and the farm sector at all costs, and not in appeasing the farmers’ bodies, the Chief Minister said, adding that he will take whatever decision is needed in the best interest of the farming community.

He was reacting to reports that at a meeting held on Wednesday, the kisan unions have issued an ultimatum to the state government for convening a special session of the Vidhan Sabha to amend the laws for countering the Centre’s agricultural legislations. The unions’ threat to gherao his residence or the houses of the state ministers and Congress leaders would not force him into taking any decision which may eventually turn out to be detrimental for the interests of the farmers, said Amarinder Singh, making it clear that he would not compromise the farmers’ interests under pressure or threats from the unions. He pointed out that he had taken suggestions of all these unions a few days back on the way forward on the farm laws, and would ensure that nothing

is allowed to obstruct his government’s efforts to save the livelihoods of the farmers and secure the future of their children. On the decision of the kisan unions not to heed his appeal to allow goods trains to pass amid their ‘rail roko’ protests, the Chief Minister said it was regrettable since by not relaxing their agitation, these organisations were damaging the interests of the farmers as well as the state. The state government needs to urgently transport foodgrain, coal, fertiliser and petroleum on priority, besides lifting paddy grain from the mandis, for which the RBI had already authorised the first tranche of around Rs 30,220 crore against credit limit till October end, he pointed out, urging the unions not to endanger the farmers’

interests by their decisions. The Chief Minister said if the current stocks of wheat and rice are not lifted from the godowns, there would be no stor-

age capacity left for the next harvest. Further, he noted that the state’s coal stocks were critical, and if not replenished soon

there would be severe power shortages, which would hamper the wheat sowing operations.

General Motors’ Electric Vehicles: New Advances OSHAWA, Ont.: General Motors will be the first automaker to use an almost completely wireless battery management system, or wimps, for production electric vehicles. This wireless system, developed with Analog Devices, Inc., will be a primary driver of GM’s ability to ultimately power many different types of electric vehicles from a common set of battery components. The technology is expected to drive GM’s Ultium-powered EVs to market faster, as time won’t be needed to develop specific communications systems or redesign complex wiring schemes for each new vehicle. Instead, the advances help

to ensure the scalability of batteries across GM’s future lineup, encompassing different brands and vehicle segments, from heavyduty trucks to performance vehicles. Much like the pack design of GM’s Ultium batteries, which is flexible enough to incorporate new chemistry over time as technology changes, the wBMS’ basic structure can easily receive new features as software becomes available. With expanded over-the-air updates provided by GM’s allnew Vehicle Intelligence Platform, the system could even be upgraded over time with new softwarebased features via smartphone-like updates.

By reducing wires within the batteries by up to 90 per cent, the wireless system can help extend charging range by creating lighter vehicles overall and opening extra room for more batteries. This wireless sys-

tem also provides a unique repurposing capability for battery reuse in secondary applications more easily than conventional wired monitoring systems. When the wireless packs are capacity-reduced to the point

During the pandemic are we drinking too much Chardonnay? WINSTON Churchill, Great Britain’s wartime Prime Minister, once remarked that, “he had gotten more out of alcohol than alcohol had taken out of him.� During the Nazi bombing of London perhaps an alcoholic drink eased his tension. But recent reports from Tufts University in Boston and the University of California, question the increased use of alcohol during this viral pandemic. So, should we cut back on glasses of Chardonnay?

How much has the viral pandemic affected us? According to a Nielsen report, alcohol sales in the U.S. increased by 55% in March 2020. In China, where the infection started, sales of alcohol increased twofold. When we drink alcohol, enzymes in the liver break down the alcohol molecule creating a compound called, acetaldehyde. This is a toxin, that if taken to excess, can cause liver damage, pancreatitis, and various can-

cers. So, are potential risks too high? A recent study published in the journal Neurology followed 20,000 low to moderate drinkers, middle-aged to elderly, for nine years, to check on their brains. These were compared to those who had never touched alcohol. Researchers discovered low to moderate drinking improved brain function and its rate of decline. But another study showed that 14 drinks a week had the opposite effect. What about red wine that has been associated with improved cardiovascular health? This column has reported that moderate drinkers live longer that teetotalers. Studies have also shown alcohol slows down the formation of blood clots, decreasing coronary attack and stroke. But Dr. Alice H. Lichtenstein, Director of Cardiovascular Nutrition at Tufts University, says, “There is no proof that moderate alcohol consumption offers any protection. People who drink moderately also make other healthier diet and lifestyle choices like not smoking.� There is also general agreement among authorities that excessive amounts of alcohol over time is a carcinogen. This can result in cancers of the neck, esophagus, liver, colon and breast. Alcohol also interferes with the breakdown of estrogen, increasing the risk of estrogen sensitive breast malignancies. Too much Chardonnay can also weaken the immune cells in the lungs and other organs. That’s the last thing we want during the pandemic. Another thing that we don’t need is mothers who drink during pregnancy. It’s tragic when mothers drink to excess and their child suffers from fetal alcoholic syndrome. There’s no miracle treatment for these innocent children. The main philosophy of this column for over 45 years has been Rule #1, prevention. Rule #2, never forget Rule #1. This means making sound lifestyle decisions starting early in life. It is the best passport for long life. The debate over the use of alcohol may never end. But this column contends that sound advice is to enjoy moderate consumption of alcohol. Excessive use has proven to lead to

tragic consequences. Future studies may point otherwise. But until that happens it is interesting to consider what some brilliant minds have remarked about the drinking of alcohol. For instance, Hippocrates, the Father of Medicine, centuries ago supported the use of alcohol. Sir William Osler, the esteemed Professor of Medicine at McGill in Montreal, Johns Hopkins, and Oxford universities, claimed that alcohol was for the elderly what milk is for the young. Add to this the wise counsel of Cardinal Richelieu who remarked, “If God forbade drinking, would he have made wine so good?� And let us not forget that Jesus supported the use of alcohol. After all, he changed water into wine.
