Sizeable BC NDP lead with 47% of decided vote, ahead of BC Liberals (33%) and BC Greens (14%) BC NDP leading in nearly every demographic and regional category FOLLOWING the October 13 BC provincial election leadership debate, Insights West’s election poll shows that despite the controversy over Premier John Horgan’s comments about white privilege, he is widely seen by most to have had the upper hand in the debate and still enjoys a commanding lead in the latter stages of the election race. Since Insights West’s poll in the first week of the campaign, the dip in support that the BC NPD saw following the announcement of the snap election has been regained and they maintain a comfortable lead despite a small gain by the BC Liberals. The BC NDP has increased their lead from 42% of decided voters to 47%, back to the same levels as in June. The BC Liberals have also made small gains and have captured 33% of decided voters, up four points since late September, while the Greens have dipped slightly to 14% (down 2 points) and the BC Conservative vote stands at 6%. The undecided vote has narrowed to 15% from 20%

A further 22% BC NDP voters are “somewhat certain”, and 26% of BC Liberal voters are “somewhat certain”, and both parties have only a handful who say they might change their mind come election day. ALTHOUGH COVID-19 remains firmly entrenched as the number one issue on voter’s minds, postdebate it has dropped slightly from 38% to 32% who consider it the number one issue facing our province today. The economy and jobs together have risen slightly (17%, up 2 points), while housing prices/affordability has held steady (13%). Concerns about the environment have risen slightly (9%, up 2 points), while healthcare (5%), homelessness (5%), and the opioid crisis (4%) have also held basically steady. Currently, BC Liberal voters place a higher priority on economy and jobs (34%) than BC NDP voters (8%) and BC Green voters (8%). Coinciding with the recent spike

in COVID-19 cases in the past few weeks, a larger proportion of those who intend to voter plan to do so by mail (53%) compared to the early stages of the campaign (46%). Currently, 30% intend to vote by mail between now and election day and 23% indicate they already have voted by mail. Of those who have already send in their mail-in ballots, the BC NDP is in the lead with 51% of ballots sent in, followed by the BC Liberals at 24%, and BC Greens at 10%. Consistent with June, it is interesting to note that BC Liberal voters are more likely to cast a ballot in person (56%), while BC NDP voters are more likely to send mail-in ballots (61% mail-in versus 38% in-person), raising the interesting spectre that the election might be closer than polling suggests on election night compared to the final outcome when all mail-in ballots are tallied. THE debate itself doesn’t appear to change the expected course and final election outcome, but based on the results there are a couple of interesting surprises. As expected with the sizeable lead that he has in voter intentions, it is perhaps no surprise that Horgan was seen to perform the best during the debate: 53% of British Columbians who saw/listened to the debate or read about it later rate his performance as either “good” (35%) or “very good” (18%) and he

was chosen by most (28%) over other candidates to be the winner. As expected, his own constituents rated him most highly (80% “very good” or “good”), with 59% of BC NPD voters selecting him as the outright winner. BC Liberal leader Andrew Wilkinson performed nowhere nearly as well, with only 36% rating him as either “good” (25%) or “very good” (11%), and much fewer picking him as the debate winner (14%). More significant however, is the fact that a very small proportion (39%) of his own voters say he was the winner of the debate. Considering that BC Green Party Leader Sonia Furstenau has only captured 14% of the decided vote, her debate performance was very strong, with 48% believing she did either a “good” (30%) or “very good” (18%) job during the debate itself. Further, 14% of British Columbians felt she won the debate, the same number as Wilkinson. DESPITE early resentment over calling a snap election, as found in our earlier poll, it appears many British Columbians are watching the election race closely. A total of 63% of BC residents are watching the election either “very closely” (19%), or “somewhat closely” (45%), and a further 27% are following it, albeit “not very closely”. Only 10% of residents are “not following it closely at all”. That being said, only 47% British Columbian’s

watched/listened to the full debate (20%) or part of the debate (17%), while others watched highlights (10%), or read about it afterwards (12%). BC Green voters are more likely to have watched/listened to part or all of the debate (68%) than BC NDP (50%) or Liberal (51%) voters and are also more likely to be watching the election very/somewhat closely (85% versus 71% of BC NDP supporters and 68% of BC Green supporters). “Despite a couple of fumbles by the BC NDP and BC Liberals though this campaign, and the leadership debate, it doesn’t appear that these snafus have impacted the direction of the overall campaign,” said Steve Mossop, President of Insights West. “And despite earlier concerns about Horgan’s snap election call, it appears as though his stellar handling of COVID-19 pandemic response, and high approval ratings throughout the summer will carry him through to the final week of the campaign with a likely positive outcome for him and his party.” Results are based on an online study conducted from October 1314 among a sample of 1,030 BC residents. The margin of error— which measures sample variability—is +/- 3.1 percentage points, 19 times out of 20. Discrepancies between totals are due to rounding. MPs Garnett Genuis and Sukh Dhaliwal speak most about issues important to Sikhs: WSO THE World Sikh Organization of Canada on Tuesday announced that it has examined key issues with respect to Sikhs in the Canadian Parliament from January 2018 until now to determine which MPs have been raising those issues. January 2018 was used as the starting point in recognition of Prime Minister Justin Trudeau’s India trip in February 2018 which put Sikh Canadian issues at the forefront, and signalled a greater focus from Sikh Canadians on the ability of MPs to speak on important community issues. This analysis captures approximately the last three years of activities, and provides a snapshot more reflective of the current political climate. Although statements and questions by MPs in the House of Commons are only one way of raising issues concerning the community, they are incredibly important, the WSO said. Though the WSO looked at all the Sikh issues MPs spoke about, it said that it focused more closely on the following four issues:

NDP’s Tracey Ramsey (Essex), has used the term ‘1984 Sikh genocide.’ The WSO said it has previously expressed concern that while Trudeau, as leader of the Liberal Party in 2014, issued a statement calling “on the Indian government to pursue the truth, pursue justice for those who carry the scars of 1984, and pursue accountability for all people of India”, since becoming Prime Minister in 2015, no subsequent statement has been issued. Furthermore, despite there being a Muslim Parliamentary Caucus, Ahmadiyya Parliamentary Friendship Group, Canadian Tamil Friendship Group, and many other such similar groups, there is no Sikh Parliamentary Caucus. Sikh caucuses exist in the UK and the USA, however, suggestions to create a similar group in Canada have not yet been accepted. The WSO said: “Representation matters, but only if our representatives speak about issues that matter to us. We invite the Sikh community to take a look at which MPs have been speaking about issues affecting the Sikh community – recognize the efforts of those who have been engaged and encourage those who have been silent to do better.”

Amarjeet Kaur Saini, 41, of Brampton arrested for advanced-fee airline ticket scam ONTARIO’S Peel Regional Police investigators from the Fraud Bureau have arrested and charged a woman in relation to an advanced-fee airline ticket scam. Between 2018 and 2019, the woman, who purported to be an Air Canada employee, offered cheap airline tickets for sale on Kijiji and communicated with her victims via WhatsApp, without ever meeting with them in person. Victims purchased airline tickets from the woman and made payments to her for the tickets. However, upon arriving at the airport on the day of their flights, the victims discovered that their tickets had been cancelled. On Thursday, October 15, Amarjeet Kaur Saini, a 41-year-old woman from Brampton, was arrested and charged with defraud the public. She was released with conditions and will be attending the Ontario Court of Justice in the City of Brampton on December 21. To date, $35,465.70 has been the total amount of money that has been defrauded. Investigators believe that there may be more victims. Peel Regional Police said they are dedicated to the protection of individuals and groups in the community. In many fraud-related cases, people in vulnerable situations are coerced, manipulated, and taken advantage of for the profit of the fraudster. Anyone with information is asked to call investigators from the Fraud Bureau at (905) 453–2121, ext. 3335. Charges laid in connection to Westminster Pier Park fire ONE person has been charged following an investigation into the Westminster Pier Park fire. As a result of the investigation, an arrest was made and a search warrant was executed in New Westminster. The fire occurred on September 13 and engulfed the old pier section of the riverfront greenspace. Detectives collaborated with members of the New Westminster Fire and Rescue Service during the course of their investigation. Sean Warnick, 49, of New Westminster has been charged with mischief to property and arson with damage to property. He has been released from custody with conditions for an upcoming court appearance.

Canada Revenue Agency (CRA) telephone scam, the bank investigator scam, and the tech support scam. In October 2018, the RCMP GTA Financial Crime Section commenced an investigation, named Project Octavia, whose focus was to combat the CRA telephone tax scam and other interrelated scams through public awareness, disruption and enforcement. These telephone scammers, who are operating out of India, have been targeting the Canadian public since 2014. Despite a number of police raids on illegal call centres in India, these scams continue to victimize Canadians. The criminal organization responsible for these scams recruits a number of individuals in the capacity of “money mules” to ultimately receive the victim funds and then launder the scam proceeds. In many of these incidents, individuals here in Canada on student visas have been recruited before coming to Canada, or while here, to carry out these fraudulent activities. Cumulatively between 2014 and 2020, the CRA scam

alone has resulted in reported victim losses totaling over $18 million. When the bank investigator and tech support scams are included, the total reported victim losses are over $35 million. During this investigation, RCMP investigators uncovered “money mules /money mule managers” operating in Canada, who assist with laundering of the proceeds of these serious, cyber-enabled, financial crimes. Naman Grover, 22, of Mississauga, Ontario was charged with: • Fraud over $5,000 • Possession of proceeds of crime • Laundering proceeds of crime A Canada-wide arrest warrant was issued for Grover, as there is information that he may have left Canada recently. The Project Octavis investigation is continuing and further arrests and charges are anticipated. “The RCMP and our many partners continue to work together to dismantle these criminal organizations. Money mules are a crucial component of this complex scam as they facilitate

the flow of victims’ funds to members of these illicit organizations.” said Inspector Jim Ogden, Officer in Charge of the Greater Toronto Area Financial Crime Section at (TWD) in Milton. “Arrests and charges send a clear and important message – those who get involved as money mules will be arrested, criminally charged and prosecuted. Taking part in the illegal activities of these criminal organizations has other serious consequences, including revocation of student visas.” If someone on the phone is asking for your personal or banking information, hang up and report the activity to the Canadian Anti-Fraud Centre. If the caller is threatening you or your family, hang up and contact your local police. Abbotsford Police seek to identify South Asian suspect in sexual assault incident on transit bus ABBOTSFORD Police investigators on Wednesday released bus surveillance images of a man who sexually assaulted a woman on a BC Transit bus. The incident under investigation took place in Central Abbotsford at 6:40 p.m. on Saturday, October 3. The suspect approached the 17-year-old victim as she was waiting at the Bourquin Crescent Bus Exchange. The man followed the victim onto bus #9, where he began making unwanted sexual advances and engaged in unwanted touching. The suspect got off the bus after a few stops. The suspect is described as a South Asian man between 60 and 70 years of age. He has a white beard and was wearing a blue

Abbotsford Police release composite sketch of South Asian sexual assault suspect ABBOTSFORD Police Major Crime detectives are asking for the public’s assistance in identifying a man believed to be responsible for a sexual assault which occurred in mid-August in West Abbotsford. The assault took place in the 32700-block of Chilcotin Drive on August 14 at 2:26 p.m. A male, dressed to blend in with maintenance workers in the area, sexually assaulted an adult woman as she was watering her plants. Investigators believe that the man was waiting for the woman in her backyard. The suspect fled the area prior to police arrival. The suspect is a clean-shaven South Asian man in his 30s, with short black hair and a slim build. He was wearing work clothing described as a grey short sleeve button up flannel shirt, ripped jeans, work boots and brown oversized work gloves. He spoke English with a heavy accent. Bonnie Henry, Provincial Health Officer, and Stephen Brown, Deputy Minister of Health, on Friday announced 155 new cases, including nine epi-linked cases, of COVID-19 cases, bringing the total number of cases to 11,189 in British Columbia. THE BC NDP on Friday continued its attacks on BC Liberal candidates who it accused of sexism, homophobia, and transphobia. It said that this past summer, BC Liberal candidate Lorraine Brett praised the widely-condemned anti-trans blog of author J.K. Rowling. The blog included transphobic messaging like: “I refuse to bow down to a movement that I believe is doing demonstrable harm in seeking to erode ‘woman’ as a political and biological class and offering cover to predators like few before it.” “But, as many women have said before me, ‘woman’ is not a costume.” Lorraine Brett tweeted: “J.K Rowling’s best work! Thank you @jk_rowling” The tweet has been deleted but can still be found. The BC NDP also noted that BC Liberal Leader Andrew Wilkinson has defended Langley East candidate Margaret Kunst, who voted against a rainbow crosswalk just three weeks ago and was subsequently caught lying about the reasons for the vote. Kunst and Wilkinson claimed it was a “process” vote and that Kunst wasn’t against rainbow crosswalks. But it was later revealed that Kunst promised homophobic group ARPA in writing two years ago that she would vote against all rainbow crosswalks. BC NDP candidate Selina Robinson said: “The BC Liberals don’t have a Laurie Throness problem. They have a much deeper problem with sexism, homophobia, and transphobia. Andrew Wilkinson has completely failed as a leader by permitting these hateful views in his party. Is Andrew Wilkinson fit to be a leader? (This piece was posted on our website voiceonline.com on Tuesday) WHAT is it that BC Liberal Leader Andrew Wilkinson doesn’t get? His behaviour during the Zoom fundraising roast for retiring BC Liberal MLA Ralph Sultan (West Vancouver-Capilano) in September in which BC Liberal MLA Jane Thornthwaite (North VancouverSeymour) made utterly disgusting sexist remarks about NDP MLA Bowinn Ma (North Vancouver-Lonsdale) – and his reaction to the controversy that followed last weekend – has exposed him as a leader who hesitates to take tough decisions and seems unsure of his values. Thornthwaite, who has disgraced herself and her party, made putrid comments about how Ma and Sultan sat closely together at a public event and how Ma, “a very pretty lady,” knew how to “get Ralph going.” She said: “Ralph would be sitting on the middle of the couch and Bowinn would be right up right there and cuddling, cuddling, cuddling, a little bit of cleavage there, and Ralph would be enthralled.” Indeed, Thornthwaite has a filthy mind. Her behaviour was definitely repulsive. That this comes from an MLA of a party that pretends to have socalled Christian values, exposes the hypocrisy of the BC Liberals. All those Liberal MLAs enjoying the vulgar comments made by Thornthwaite was appalling, to say the least. What made matters worse, was that neither Thornthwaite nor Wilkinson apologized

I have always and will always support more women in politics.” Only later did she tweet: “I wish to add this. The comments I made at the roast for my colleague Ralph Sultan fell flat and were inappropriate. I unreservedly apologize for making these comments. I have reached out to Bowinn Ma to apologize to her directly as well. I commit to doing better moving forward.” Wilkinson in a tweet in Sunday said: “Jane Thornthwaite has apologized for comments she made during a Zoom retirement event for Ralph Sultan. On reflection, those comments were inappropriate, and it was right for Jane to apologize. I want to apologize to @BowinnMa, as this never should have happened.”

He added: “I understand why many people are upset, and I continue to be committed to doing everything I can to make sure women are welcomed, encouraged, and treated with respect in politics and public life.” Vancouver Sun columnist Vaughn Palmer noted on Tuesday: “The minimal response was reminiscent of Wilkinson’s recent failure to stand up strongly for LBGTQ+ rights in respect to controversies involving two Liberal candidates. “In defence, Wilkinson says he has “gay and lesbian members in my family.” If so, they must be embarrassed by his tolerance of candidates who in one case opposed a rainbow cross walk and in another helped fund a publication promoting conversion therapy.” BC Green Party Leader Sonia Furstenau tweeted on Sunday: “This is appalling. If women are not warm in the workplace, we are castigated as rude. If we are friendly, we get this. @BowinnMa is incredibly professional and her ability to forge friendships across party lines makes the legislature better. She is owed an apology.”

680,000 voters had requested vote-by-mail packages as of October 13 ELECTIONS BC said on Tuesday that it had received an unprecedented number of voteby-mail package requests this election. As of October 13, 680,000 voters had requested vote-

by-mail packages. In the 2017 provincial election, 6,517 voters voted by mail. A breakdown of the number of packages issued

by electoral district is now available on the Elections BC website https://elections.bc.ca/ In total, 670,033 vote-by-mail packages have been issued to voters. Issued packages include those that have been sent to voters or are being prepared to be mailed. Some voters who have been issued a voteby-mail package may not have received it yet. Elections BC is working as fast as possible to process package requests, produce vote-bymail packages and send them to Canada Post for delivery. It is possible that voters, especially those who request a voting package this week, will receive their vote-by-mail package after the recommended deadline to return it by mail on October 17. Voters in this situation should plan on returning their package in person to a designated drop-off location, or vote in person during advance voting or on Election Day. Voters who have requested a vote-by-mail package must destroy it if they choose to vote in person, and should not return the vote-by-mail package to Elections BC. Voters who have received their vote-by-mail package are encouraged to return it to Elections

BC as soon as possible. Elections BC recommends voters mail their completed package by this Saturday, October 17, at the latest. After October 17, Elections BC recommends voters return their completed package in person at any designated drop-off location. ADVANCE voting for the 2020 B.C. general election began on Thursday, October 15 and runs until Wednesday, October 21. The advance voting period is seven days this election, up from six in the last provincial election in 2017. An extra day has been added to give voters more opportunities to vote, and to help reduce numbers in voting places as a pandemic response measure. Some voting places won’t be open on every advance voting day. Advance voting places will be available from 8 a.m. to 8 p.m. local time on the days they are open. Elections BC said that providing safe in-person voting opportunities has been a key focus for it. Since the beginning of the pandemic, it has worked with the Provincial Health Officer, Dr. Bonnie Henry, and WorkSafeBC to develop safe voting plans. BC Liberals: Horgan payoff to friends adds tens of millions to cost of Cowichan Hospital THE BC Liberals said on Tuesday that new documents show that BC NDP Leader John Horgan’s insider deals with his union boss buddies will add more than $160 million in costs to the Cowichan Hospital. This raises the question of how much of the NDP’s $9 billion capital spending will be doled out to Horgan’s hand-picked union friends, they added. “This is outrageous and needs to stop, taxpayers can’t afford to have John Horgan and the NDP taking care of their friends and everyone else getting stuck with the bill,” said BC Liberal candidate Todd Stone. “We’ve seen soaring costs for the Pattullo Bridge, for highway construction, and now a $160 million tab for a hospital. BC Liberals will put a stop to this and ensure the money is being spent on much-needed projects around the province. As well, we’ll open the worksites to all construction workers in the province and get these projects built.” Government documents show the cost of the new hospital — which Horgan has tried to use as an election tool — would cost $718 million. But that the NDP’s so-called Community Benefits Agreement would add another $164 million to the cost — an increase of 23 per cent. “It’s bad enough that John Horgan came here and tried to re-promise the hospital,” said BC Liberal candidate Tanya Kaul, who is running in Cowichan Valley. “To find out the cost of the hospital will soar so he can dole out cash to his buddies is astounding. We have many people who want to work on this project and the NDP’s has blocked them and the Cowichan Valley deserves better. The NDP’s record of building zero hospitals is zero, while the BC Liberals built 14 in office. We need to get this facility built and only the BC Liberal party will do it.” The BC Liberals said the NDP has been lying about the cost of the payoffs to their union friends, denied the cost implications, and covered up analysis by government officials, which they now know supports the concerns they have raised all along. The additional $164.2 million could pay for: * The Full Stuart Lake Hospital redevelopment: $116 million * Lions Gate Hospital Acute Care Facility: $166 million * The Burnaby Centre for Mental Health and Addictions: $101 million (105 beds) * The Dogwood Complex residential care: $58 million (150 beds)

NDP: Average family to save additional $3,400 a year under Horgan’s plan THE BC NDP said on Friday that after delivering the largest middle-class tax cut in BC history by eliminating MSP bills, its leader John Horgan says his plan to move BC forward will save an average family of four an additional $3,400 a year. “When the BC Liberals were in power, they gave tax cuts to those at the top and made

everyone else pay for it with tolls and higher medical premiums,” said Horgan. “We’ve worked hard to bring the cost of living down, but we know there’s much more to do. Our plan will help more families build a secure and affordable future.” The NDP said Horgan made the comments after speaking with people whose lives

were made easier by his BC NDP government. He noted that the BC Liberals doubled MSP and the cost of housing, car insurance, and hydro all skyrocketed on their watch. BC NDP’s Starchuk and Brar announce two Surrey school expansion projects A re-elected NDP government will move forward with expanding both Clayton Heights Secondary and Fleetwood Park Secondary schools to eliminate up to 40 current and future portables and provide good learning environments for Surrey students. The announcement was made on Wednesday by BC NDP candidates Jagrup Brar (Surrey-Fleetwood) and Mike Starchuk (Surrey-Cloverdale). “The BC Liberal neglect of schools, particularly here in Surrey, hurt a generation of students,” said Starchuk. “When they had the responsibility to act in the face of overcrowded schools, the BC Liberals shunned that responsibility – only building one school in their last three years. Current cost estimates sit at around $38 million for each school. “Parents have made the expansion of Fleetwood Park Secondary a priority and we’re standing here today to say that we’re listening,” said Brar. “Enrolment at Fleetwood Park Secondary has been steadily climbing for years to the point where it is 350 students over capacity – so we will act quickly to build this expansion before this problem becomes a crisis.” “The expansion of Clayton Heights Secondary will mean it is ready for continued growth, providing greater security for families who want to become part of our community,” said Starchuk. “And, beyond the numbers, this project will deliver a better learning environment for our students.” In its first three years, the John Horgan NDP government invested in more than 100 school construction and upgrade projects – 18 alone in Surrey. Between October 1 and 15, the B.C. Greens raised $441,321.07. This total beats the previous record set during the 2017 election when the B.C. Greens raised

BC Liberals and BC NDP slam each other on housing AFTER BC NDP Leader John Horgan’s announcement on Monday on renters’ rebate and extending rent freeze, $400 annual rebate, the BC Liberals said that “as John Horgan makes more empty promises on housing, he fails to include a few key facts.” “The average rent in Vancouver has increased by more than $2,000 a year under the NDP,” said BC Liberal candidate George Affleck. “The vacancy rate hasn’t budged and the cost of housing has gone up under the NDP,

the opposite of what he promised. We need a real plan to help people and that’s what the BC Liberals are offering.” He said Horgan promised 114,000 affordable housing units and less than 3,000 units have actually been built — it will take nearly 100 years for the NDP to deliver on the promise in full. Horgan also promised a $400 renters’ rebate that never materialized. The BC NDP fired back, saying that Wilkinson would roll back their supports for renters and raise rents.

It said Wilkinson was famously slammed for his out of touch claim that renting is just a “wacky time of life” that people outgrow: “It was fun. It was part of growing up and getting better. We’ve all done it. It’s kind of a wacky time of life, but it can be really enjoyable. Being a renter is a fact of life; it’s a rite of passage.” When he was called out for his comments he doubled down: “It is an unstable time of life in your early 20s and you hope to get it settled down and move on in life, and that is part of

growing up.” (Global, Feb 2019) The BC NDP said: “But it’s not just his words. Wilkinson has opposed every major action taken by John Horgan and the BC NDP to support renters and tackle the housing crisis. “Wilkinson opposes the BC NDP capping annual rent increases to inflation – which saves the average BC renter $333/year or $420/year for a Vancouver renter in a two bedroom. “His then-housing critic Sam Sullivan even wants to get rid of rent increase limits entirely, claiming “rent control

actually harms renters.” (CBC, Sept. 17, 2018) “Wilkinson opposes the BC NDP’s additional protections for renters facing eviction or on fixed term leases. “Andrew Wilkinson has also promised to cancel the speculation and vacancy tax which has turned 11,000 empty condos into new rental homes for people (CMHC), and give a tax break to people with homes over $3 million – a measure that raises $200 million for investments in housing supply.”

Surrey Police Board approves development of City’s first policing Indigenization Strategy THE Surrey Police Board has approved the development of an Indigenization Strategy as one of the first steps toward the advancement of the Surrey Police Service. The intent of the Indigenization Strategy is to ensure the priorities and perspectives of Surrey’s Indigenous population are built into the foundation of the Surrey Police Service’s

THE City of Surrey launched a survey on Wednesday to collect feedback from residents, business owners and community stakeholders about their current experience and future priorities related to transportation in Surrey. Data from the survey, as well as feedback collected from upcoming online open houses, stakeholder interviews and focus groups, will guide the creation of a new transportation plan for Surrey, which is anticipated to grow by 300,000 people over the next 30 years – that’s 50% more than today. “Transportation is an important issue that impacts our environment, business community and the daily lives of our residents,” said Surrey Mayor Doug McCallum. “To develop an effective, viable plan that addresses the needs of all residents, we need to first understand what is most important to our community and how best to move forward. Surrey is one of the fastest growing major cities in Canada. With your input, you can help shape this plan that will address our population growth, leverage new technology

and the future of transportation networks in our city.” The plan will be developed over the next 16 months with extensive community engagement, with an expected completion in 2021. Upon completion it will identify a long-range vision for Surrey beyond 2050 and replace Surrey’s current transportation strategic plan developed in 2008. In addition, the plan will include a framework for how to prioritize future transportation investments, develop baseline metrics to measure progress, and develop action plans that identify key objectives, projects, and initiatives for the next 10 years. With feedback from the community, the plan will be guided by five pillars: grow the transportation network, prioritize human life above all else, tackle the climate crisis, innovate through technology and new mobility, and balance equity. BC Liberals: Failed Horgan policies force City of Vancouver into a bind on tent cities decision THE BC Liberals said on Wednesday that during the televised debate on Tuesday, BC NDP Leader John Horgan, after being pressed on whether he supports his NDP cabinet minister’s suggestion of permanent tent cities, confirmed that “all options are on the table,” raising the concern of residents throughout the province that more tent cities are coming to their communities. They said that Horgan’s inaction to address homeless-

ness has forced the City of Vancouver to spend $30 million to tackle the issue. “John Horgan and the NDP’s failed strategy forces cities like Vancouver down a path that will perpetuate the problems facing society’s most vulnerable. The province needs to show leadership and play an important role in providing the supports these people so desperately need,” said BC Liberal Leader Andrew Wilkinson. “Unlike John Horgan and the NDP, the

BC Liberals have a comprehensive plan to address the growing problems of crime, addictions, and homelessness in British Columbia’s communities.” In stark contrast to the NDP, a BC Liberal government will put an end to tent cities by investing in full wraparound clinical supports and addiction and recovery treatments for those struggling with mental health and addictions and help get others who need help the supports they need, said the

NDP: Wilkinson refuses Horgan’s call to reveal tax plans before election day THE BC NDP said that in Thursday’s debate, their party leader John Horgan challenged BC Liberal Leader Andrew Wilkinson to reveal his tax plan before election day. It noted: “Wilkinson refused to commit to telling British Columbians what his tax plans are. Wilkinson’s platform promises to “review all provincial taxes” – but not until after the votes are counted. What is he hiding?” According to the BC NDP, as BC Liberal Leader, Wilkinson has opposed a total of $3 billion in taxes on the wealthy and big businesses, including: - Wilkinson and his MLAs spoke against the $1.8 billion Employer Health Tax 348 times in the legislature. - In 2018, Wilkinson said “I’d like to, first of all, get rid of the unnecessary NDP taxes that have been piled on this year. BC Liberals: Students paying for lack of NDP support THE BC Liberals said on Thursday that school boards across the province are in danger of having to cut staff and services because John Horgan and the NDP are refusing to keep them whole during the pandemic. “It’s mind-blowing that the

NDP think clawing back money from schools is the right thing to do,” said BC Liberal candidate Dan Davies, who is seeking re-election in Peace River North. “School districts need more support as they try and find new ways to deliver safe

instruction and what does the NDP do? They cut funding — it’s absurd.” If enrollment is down, the NDP is reducing the amount of funding available to school districts. This comes after the NDP slashed $12 million from the In-

dependent Distance Learning budget earlier this year, the BC Liberals said. The North Okanagan-Shuswap School District, as an example, now faces a deficit of $2 million, with more staff reductions expected to take place to deal

with their funding cuts. “Parents, students, and teachers all expect a safe learning environment, one where they feel safe and supported,” said Shuswap BC Liberal candidate Greg Kyllo. “The NDP failed to plan for the return to school,

failed to provide a hybrid learning model for all students, and now is taking money directly out of classrooms. They need to make these school districts whole and let them focus on education.”

When Wilkinson told protestors to bring “embarrassment and disrepute onto the government” THE BC NDP pointed out on Wednesday that BC Liberal Leader Andrew Wilkinson on Tuesday declined to fill in the gaps on his detail-free vague idea of stopping protests. But

when Wilkinson was President of the BC Civil Liberties Association – in 1994, six years after he left medicine – he literally wrote the manual on civil disobedience.

Wilkinson penned a set of rules for getting arrested in a way that is “truly within the frame of civil disobedience” in which he recommended that protestors stage arrests

in high-profile places to maximize publicity. Wilkinson wrote: “protestors must accept the penalties with equanimity, knowing it is the law, not them, that is

BC NDP to launch second medical school at SFU’s Surrey Campus A re-elected BC NDP government will launch BC’s second medical school to expand the health care workforce—training more doctors, nurses, nurse practitioners, and the public health professionals that have guided British Columbians through the pandemic. “COVID-19 has driven home just how important the people who work in our health care system are to our safety and security,” said John Horgan, Leader of the BC NDP, on Tuesday. “A new medical school will ensure we are training and graduating the next generation of health heroes to work right here in British Columbia. It will give more opportunities for young people to achieve their dreams in the fastest-growing part of our province.” BC NDP candidate for Vancouver-Kingsway, Adrian Dix, announced that the new medical school will be established at Simon Fraser University, with a central facility at the SFU Surrey Campus and learning centres distributed across the Fraser Health Authority. The school will include a partnership with Fraser Health, and one with the First Nations Health Authority to develop training to meet the needs of Indigenous communities. “The first graduating class could be 2023-24,” said Dix, “We’re training hundreds more nurses and health care assistants with new Urgent and Primary Care Centres and Primary Care Networks that will add 1,300 doctors and nurses over the next few years. Attempted child abduction in South Vancouver VANCOUVER Police are investigating an attempted child abduction in South Vancouver that occurred on Wednesday afternoon and are asking for the public’s help in identifying the suspect. “A young girl was approached, she listened to her gut and knew something wasn’t right,” said Constable Tania Visintin on Thursday. “She was able to get to a place of safety before the situation escalated.” On Wednesday at about 3:30 p.m., a 13-yearold girl was walking home from school near Kerr Street and South East Marine Drive when she was followed by a man driving a black, four-door, newer model sedan with a grey interior. The driver stopped and told the girl to get into his vehicle.

The driver is described as a white man with a dark or tanned complexion. He appeared to be between 25 and 35 years old and between 5’9 and 6 tall with an athletic build. He has short dark brown hair and dark brown stubble on his face. He was wearing a black short-sleeved t-shirt and “Ray-Ban” style sunglasses. It appeared the man had a clear plastic wrap over a tattoo on his neck. “Investigators are looking to speak to the driver of this black sedan or anyone who may have information about this incident. Furthermore, police are looking for information about any male who may have recently obtained a tattoo on his neck,” said Visintin. Police are urging residents in the area to

Stabbing in Vancouver’s Strathcona Park VANCOUVER Police are investigating a stabbing in Strathcona Park. The 46-year-old male victim is in hospital. “This man has some major stab wounds to his body,” said Constable Tania Visintin on Friday. “With the amount of people in the park, we believe there is someone who has information on what happened.” The victim is believed to have been stabbed inside a tent in the park around midnight. At 8 a.m. this morning, a woman found the victim on the corner of Raymur Avenue and Venables Street wrapped in a towel soaked in blood. “The victim is in hospital in critical but stable condition. It is very troubling to know this man was suffering from his extensive injures for eight hours or more before paramedics or police were called,” said Visintin.

Record September for BC Housing Markets Vancouver, BC: October 14, 2020. The British Columbia Real Estate Association (BCREA) reports that a total of 11,368 residential unit sales were recorded by the Multiple Listing ServiceŽ (MLSŽ) in September 2020, an increase of 63.3 per cent from September 2019. The average MLSŽ residential price in BC set a monthly record of $803,210, a 15.3 per cent increase from $696,647 recorded the previous year. Total sales dollar volume in August was $9.1 billion, an 88.3 per cent increase over 2019. “The provincial housing market had a recordsetting September,� said BCREA Chief Economist Brendon Ogmundson. “Both total sales and average prices were the highest ever for the

Did radiation protect President Carter from pancreatic cancer?

WHAT do former U.S. President Jimmy Carter and Gifford-Jones have in common? They were both born the same year and have remarkable staying power! But Carter has lived under the shadow of pancreatic cancer all his life. His father, brother, and two sisters died of this disease and his mother also suffered from it. Carter has also lived through metastatic melanoma, a skin cancer that had spread to his liver and brain. How did he do it? Rod Adams, an atomic energy expert, has said that moderate radiation exposure may have helped to protect the former president from developing pancreatic cancer. During the nuclear meltdown at Chalk River in 1952, Carter was a naval officer working on the secret nuclear program. He was among those dispatched to help dismantle the reactor. This required working in a high radiation field for 90 seconds at a time. The President claimed his urine was radioactive for six months afterwards. Then in 2011, the New York Times reported that Carter had been exposed to CT scans every six months. The purpose was to see if any cancer lesions had appeared in his pancreas. Doctors decided to stop these examinations, concerned that radiation was increasing the risk of cancer. It’s commonly understood that radiation causes cancer. Even school children studying two-time Nobel laurate Marie Curie know her research on radium contributed to her death at age 66. But is exposure to radiation always dangerous? One fact is certain. Jimmy Carter is still alive, his now 30 post-presidential years taken up in humanitarian projects. So, Adams asks, “Is it possible that President Carter’s lifetime exposure to radiation was the kind of mod-

erate dose that has been shown to stimulate his human defensive and repair mechanisms?” Why does this idea interest us? It goes against everything that been said about radiation for years. This column has stressed that radiation is like an elephant. It never forgets the total amount received during a lifetime. That’s why readers are advised not to ask the doctor, “Can I have an X-ray to help find the reason for unexplained abdominal pain?” Or, “Could an X-ray be ordered to make sure a sprained ankle is not broken?” It’s good to avoid even low-dose dental X-rays that aren’t needed. CT scans of the pancreas every six months seem outrageous. A CT scan of the abdomen delivers 500 times more radiation than a routine X-ray of the lungs and 1,000 times that of dental X-rays. It makes no sense to have an MRI, if an ultrasound, which is radiation free, provides the same information. But is Rod Adams right, that a small to moderate amount of radiation could be beneficial? It’s always worth pausing and opening the mind to listen to experts who have researched the subject. Rod Adam’s article triggered interesting responses. One reader wrote, so long as “the assumption remains that the lowest radiation is hazardous, we will continue spending billions to protect the public against less radiation that it is receiving from nature.” Another reader noted, “About 150 United States military personnel, about 170 Canadian military personnel and about 20 construction company employees joined the 862 staff members at Chalk River to implement the clean-up.” But little was done to study the long-term health of these individuals. Jimmy Carter believes his longevity is due to never having smoked. This was a good decision. But more studies are needed to learn if radiation exposure may have protected him from pancreatic cancer. In 2015, he won the melanoma battle, adding to his good fortune. But the question remains, what’s the right approach to radiation exposure? And the answer seems to be consistent with Gifford-Jones’ common sense

Hoisting Khalistan flag: National Investigation Agency raids six places in Punjab New Delhi (IANS): The National Investigation Agency (NIA) has carried out searches at six locations in Punjab in connection with a case linked to banned US-based secessionist group Sikhs for Justice (SJF). The agency conducted the searches on Tuesday in Ferozpur, Ludhiana and Moga districts of Punjab following an incidence of hoisting of Khalistani flag by SFJ cadres at the Deputy Commissioner’s Office in Moga on the eve of Independence Day on August 14 this year. The NIA said that the crime was committed by miscreants who were offered cash rewards at the behest of SFJ’s General Counsel Gurpatwant Singh Pannun -- who along with eight other proKhalistani activists was designated as ‘terrorist’ by the Union Ministry of Home Affairs (MHA) on July 1. The searched premises belong to accused Akashdeep Singh, Jogwinder Singh, Inderjeet Singh, Jaspal Singh and Ram Tirath, the NIA said. The agency also searched a cyber cafe belonging to accused Jaspal. During the searches, the NIA seized various electronic items like pen drives, laptops, hard discs and other incriminating documents. Two miscreants hoisted a yellow coloured flag with Khalistan written on it on the terrace of the four-storied building of the Deputy Commissioner’s office complex in Moga on August 14. While coming down, they cut the rope of the Indian national flag near the main gate of the building and dragged the tricolour. A case was registered at the

Based on the NIA’s recommendations regarding the anti-India activities of the SFJ, the MHA had, in the beginning of September, ordered the attachment of properties of SFJ’s key leaders -- Gurpatwant Singh Pannun and Hardeep Singh Nijjar. Pannun is the SFJ’s General Counsel while Nijjar is allegedly the ‘Referendum 2020’ Canada coordinator. The NIA said that the SFJ is presently making efforts to propagate the ‘Referendum-2020’ on social media. The MHA declared the SFJ as an ‘unlawful association’ under the Unlawful Activities (Prevention) Act through a notification dated July 10 last year.

‘Hurried’ cremation was violation of fundamental rights: High Court Lucknow (IANS): The Lucknow bench of the Allahabad High Court has said that the ‘hurried cremation’ of the woman victim in Hathras was in gross violation of fundamental and human rights. It was done in the late hours of the night, without following proper rituals and without handing over the corpse to the family of the deceased. The court, in its detailed order issued on Tuesday after the hearing on Monday, said that the larger issue which this incident raises impacts such rights of other residents of the entire state of Uttar Pradesh. The court, referring to certain precedents, observed that right to dignity and fair

treatment enshrined under Article 21 of the Constitution of India is not only available to a living person, but also to his/her body after death. The court order said that “no one should indulge in character assassination of the victim just as the accused should not be pronounced guilty before a fair trial.” The court, which took up the matter suo motu, is hearing the account of the government and the family of the 20-year-old Hathras woman who died last month after brutal torture and alleged gang rape. The order said that though the administration may not have categorically refused the family members to see the face of the deceased but

the fact remains that it was not shown to any of them in spite of their repeated requests. Thus, the expanded fundamental right to life to live with dignity and to exist with dignity even after death as well as right to decent burial/cremation appears to have been infringed, hurting the sentiments of not only the family members but of all persons and relatives assembled on the spot. The order pointed out, “Thus, one of the crucial issues that springs up for our consideration, apart from criminality which is under investigation by the police/ CBI for the purposes of trial, is whether the hasty cremation of the dead body of the victim in the odd

hours of the night without revealing her face to the family members and allowing them to undertake the necessary rituals in the absence of their consent and presence would amount to denying decent cremation in gross violation of her fundamental/human rights as enshrined under Articles 21 and 25 of the Constitution of India. If so, who is responsible for the same so as to fix their accountability and liability and how the family of the victim be compensated for it.” It said, “The anxiety of the court as of now is on two counts; firstly, whether there was any violation of fundamental rights of the deceased victim and her

Land acquisition for Yogi’s New Ayodhya project begins Ayodhya (IANS): Part of Chief Minister Yogi Adityanath’s ambitious plan to establish a new, modern Ayodhya adjacent to the mythological temple town of old Ayodhya, the Uttar Pradesh government has issued a notification under section 28 for the acquisition of land and a team of Housing Development Board (Awaas Vikaas Parishad) has reached Ayodhya. Within a week, the process for the acquisition will start. The project has been approved by the state government making the Housing Development Board of Uttar Pradesh as the nodal agency that has issued gazette notifications under section 28 for the land acquisition. The gazette process is expected to be completed by Saturday and the acquisition team of Housing Development has opened its camp office in the office of the Ayodhya Development Authority.

Hathras (Uttar Pradesh) (IANS): CBI investigations into the Hathras rape and murder case hit their first roadblock when the investigators found that the CCTV footage of September 14, the day the victim was brought in to the hospital, has been ‘lost’. Chief Medical Superintendent of the Hathras district hospital, Indra Veer Singh, said that the hospital would have saved the footage if the police had asked them to. “Previous footage gets deleted every seven days and new footage gets recorded over it. We do not keep a back-up unless specifically asked to,” he said. The victim had first been taken to the district hospital for treatment after the incident and the footage could have provided

crucial evidence about her condition after she was allegedly attacked. The CBI team had visited the hospital to record statements of doctors and examine evidence. CBI sources said that the footage would have helped them ascertain the condition of the victim when she was brought there, who attended to her and who spoke to her when she was there. A police officer said the hospital has “nothing to do” with the crime-related investigation. “Unless a crime takes place in the hospital or negligence is reported, this has no bearing on the criminal investigation. These are unrelated things. That is why CCTV footage was not taken into account,” he said.

Prime Minister to release Rs 75 coin to mark 75th anniversary of FAO New Delhi (IANS): On the occasion of 75th anniversary of Food and Agriculture Organization (FAO) on October 16 this year, Prime Minister Narendra Modi will release a commemorative coin of Rs 75 denomination to mark the long-standing relation of India with FAO. The Prime Minister will also dedicate to the nation 17 recently developed biofortified varieties of eight crops. “The event marks the highest priority accorded by the government to agriculture and nutrition, and is a testament of the resolve to completely eliminate hunger, undernourishment and malnutrition,� said a state-

Early detection remains the best

treatment in breast cancer. It is recommended that women should start having yearly mammography at the age of 40. Women with dense breast tissue should have yearly highquality breast ultrasound with their mammogram. When breast cancer is detected early then there is a good chance that it could be treated with breast saving surgery, the experts noted.

Don’t file new cases against ex-Director General of Police Saini, Supreme Court tells Punjab New Delhi (IANS): The Supreme Court on Wednesday asked the Punjab government not to file new cases against former Director General of Police Sumedh Singh Saini, who is seeking quashing of a fresh First Information Report lodged against him in the 1991 case of alleged murder of junior engineer Balwant Singh Multani. Senior advocate Mukul Rohatgi, representing Saini, submitted it seems that ev-

ery day his client would have to challenge a new case. “Now my client says a third case has been registered. How will one man fight against the might of the state. The vendetta needs to be stopped. Why can a probe continue on the statement of the approver. What the state is doing to my client is unfair,” he submitted. Rohatgi reiterated that his client is fighting the state government and the Chief

Minister. A bench, headed by Justice Ashok Bhushan and comprising Justices M.R. Shah and R. Subhash Reddy, sought a response from the state government within four weeks. Senior advocate Gopal Subramanium, representing the Punjab government, contended he would make a statement on the next date of hearing of the matter. The bench told Subrama-

nium: “Please don’t rush and proceed in such a manner which may cause problems.” The bench observed that the matter has not proceeded in the last one month, and asked the state government to not proceed further. “You withdraw the latest petition from the High Court,” it added. Meanwhile, senior advocate K.V. Viswanathan, representing the victim’s family, said:

“I too need time to file reply. There is a need for closure for the family.” On September 8, the Punjab and Haryana High Court had dismissed Saini’s plea for quashing the case or transferring it to the CBI. It had also dismissed Saini’s plea seeking anticipatory bail in the alleged murder case. The top court on September 15 had granted interim protection from arrest to Saini in the fresh FIR.

Multani, a resident of Mohali, was picked up by police after a terrorist attack on Saini, who was then the Senior Superintendent of Police in Chandigarh, in 1991. Later, police claimed Multani had escaped police custody. In May, Saini was booked at a police station in Mohali along with six others in the case and in August, the murder charge was added after two of the accused policemen gave details of the incident.

Punjab farmers to hold state-wide protests on October 17

Chandigarh (IANS): Less than 24 hours after the talks between the Centre and representatives of farmer unions ended on a stormy note, farmers belong to 29 organisations on Thursday declared they would intensify their nonviolent stir and announced statewide protests in Punjab on October 17 against the three farm laws passed by Parliament. The groups announced they would stage sit-in protests outside the residences of the state BJP leaders, besides deciding to continue with the suspension of trains and blocking of road networks

near toll plazas. “There will be state-wide protest in Punjab on October 17. Our ‘rail roko’ agitation and ‘gherao’ of toll plazas in the state would be intensified and effigies of Prime Minister [Narendra] Modi will be burnt,” a spokesperson for the farmers’ unions told the media here. The BJP leaders ranging from district presidents to MPs to MLAs, both present and former, would be held captive in their residences as they were involved in “provocation”, he said. Also, businesses owned by two large corporate houses, including

their petrol pumps, would not be allowed to operate, the spokesman added. These decisions were taken at the meeting called by the unions here to chalk out the next course of action after a delegation of farmers walked out of a meeting with Union Agriculture Secretary Sanjay Agarwal, demanding the presence of the minister and accusing the Centre of adopting “double standards”. “If needed, we will ‘gherao’ the (Punjab) Governor and Prime Minister Modi too,” he said. “The next course of the agitation

will be decided at the meeting on October 20,” he added. Reacting to the failure of “talks”, Chief Minister Amarinder Singh said he was shocked by the “humiliating treatment” meted out to farmers by the Centre that had added salt to the wounds of the farmers by sending an officer to meet them. “Don’t our farmers deserve even the courtesy of the Union Agriculture Minister meeting them personally,” he tweeted. Shiromani Akali Dal (SAD) chief Sukhbir Singh Badal also came down heavily against the “gross

betrayal of the farmers and their organisations by the BJP government in Delhi” on the pretext of the so-called talks between the representatives of both the sides. The farmers, said Amarinder Singh, were angry and anguished at the farm laws enacted by the BJP-

Contrary to the falsehoods Sharma was trying to spread, the state has been taking all steps to ensure the security of the BJP leaders amid the farmers’ protests, he added. beefed up and a total of 16 police personnel, including commandos, are deployed with him currently, he said. In fact, the Chief Minister said, all BJP leaders and office-bearers in the state have been provided adequate security for the past 8-10 days since the farmers’ agitation gained momentum in the state. Director General of Police Dinkar Gupta was personally in touch with Sharma and has also directed all district police chiefs to stay connected with BJP

leaders for advance information about visits and programmes of the BJP MPs, MLAs and leaders so that adequate security arrangements can be made, he said. Meanwhile, Governor V.P. Singh Badnore in a communique to Chief Secretary Vini Mahajan sought a complete report on the attack on the BJP leader in Hoshiarpur town. He said immediate action should be taken to book the culprits and proceed against them as per the law.

as the state’s agriculture and economy. With the Cabinet decision, the Punjab Governor has been authorised to convene the 13th (Special) Session of the 15th Punjab Vidhan Sabha, as per Clause (1) of Article 174 of the Constitution. The 12th session of the

15th Punjab Vidhan Sabha concluded on August 28 in which a resolution was passed by the majority to reject the contentious farm ordinances -- the Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Ordinance, 2020; the Farmers (Empowerment and

When it comes to car accidents, what is illegal activity? Driving while impaired by drugs or alcohol, street racing, and stunt driving are three well-known examples of illegal activity. These clearly dangerous driving behaviours increase the risk of car accidents and can cause significant injuries to other drivers and users of the road. Such illegal activity can lead to both criminal penalties and civil consequences. A driver may be ticketed and required to pay a fine, or subject to imprisonment in serious cases (for example, a car accident which caused death). The driver may also be personally liable for all the civil damages arising out of motor vehicle accident. Other examples of illegal activity When it comes to car accidents and illegal activity, there are other perhaps less obvious offences to be aware of, as they may impact insurance coverage, ICBC claim eligibility, and policy limits (in other words, the maximum amount of insurance that can be paid out to an accident victim). Examples include driving while prohibited, driving while your licence is suspended, driving without insurance, and failure to notify ICBC if a vehicle you own or were driving is involved in an accident that injured someone or damaged property. These offences may result in denial of ICBC coverage and can lead to an at-fault party being personally responsible for civil damages. Failing to stop after a car accident Hit and runs are another example of illegal activity that can lead to profound consequences. It is a crime for a driver to fail to stop at the scene after a collision involving another person or vehicle. It is also an offence for a driver to leave the scene of an accident without providing assistance to an injured person, or for a driver to fail to provide his or her name and address. A hit and run accident in BC carries the potential for serious criminal penalties and has a significant impact on personal injury claims arising from the accident, both for the atfault driver and the accident victim.
