PRABHJOT Singh Katri, (seen on the far right in the first photo and on the far left in the second photo above), 23, who came to Canada from India in 2017 for higher studies, was murdered early on Sunday morning in Truro in central Nova Scotia. (According to the 2016 Census, it’s population was just over 12,000.) After finishing his studies, Katri had been on a work visa and was driving a cab. According to news reports, Katri was returning home when he was attacked not far from the apartment he shared with his

sister and her husband. According to the GoFundMe page set up for Katri, “a crazy group of guys” stabbed him in his throat as he was returning home from his friend’s place. “Prabhjot lost his life within half an hour [of] being stabbed,” it said. Maninder Singh, the victim’s cousin, claimed that his murder was hate-motivated. He said Prabhjot did two jobs to help his family in India and was waiting to apply for permanent residency in Canada. “He was an innocent guy returning back from his job. He

drove a taxi,” the victim’s friend, Jatinder Kumardeep, was quoted as saying. Agampal Singh, another friend of the victim, said that he had no enemies. “We don’t have any idea why this happened. He was a very innocent guy. He didn’t talk with people he didn’t know. And then this thing happens, which has totally destroyed his family and us also. We come to this country for a good future. We are not safe here. I can’t even sleep.” Daniel Laforge, who lives next door, told Global News that Katri

MacNeil said he met with the victim’s family, friends, and members of the local Indian-Canadian community Sunday night to express his condolences, CBC said. Darlene MacDonald, who was Singh’s supervisor at Layton’s Taxi, told Global News: “It was more than just a shock. It was devastating.” She added: “He was a sweetheart, period, end of quotation. And it really fricking sucks.” An online fundraiser had raised more than $80,000 by Wednesday night to send Katri’s body to India.

ACCORDING to a post on Tuesday on the Maritime Sikh Society’s Facebook page, the society’s president, Dr Simardeep Kaur Hundal, met with Truro Mayor Bill Mills, Police Chief MacNeil and main investigating officer Darren Smith at Katri’s family’s residence to discuss justice for the victim. “They all shared their shock and grief at the horrific incident and assured that they will do their absolute best to bring the culprits to justice,” the society said. It added: “Though we cannot share the details, we are satisfied with the direction of investigation. We also request the community members, especially youth, to be patient and trust the system.” The Maritime Sikh Society organized a candlelight vigil in Truro on Friday night for justice for Katri.

Surrey Police Service hires 100th officer as recruitment ramps up AS the first deployment of 50 Surrey Police Service (SPS) officers nears, the SPS announced on Tuesday that it will welcome its 100th police officer as recruiting efforts ramp up to prepare for future operational deployments. The SPS said that September 7 is a significant day for it as 25 new officers are welcomed to the organization, including a constable who was the 100th person to sign into the SPS ledger. This represents the largest single-day addition of staff for SPS. These officers will join their colleagues in advancing the transition of policing in the City of Surrey. Over the next couple of years, the SPS will be hiring over 800 police officers. To align recruitment efforts with the SPS’s phased deployment into police operations, police personnel will be hired in phases. This fall the SPS will be hiring both experienced police officers and new recruits. A pre-requisite for any potential new recruit applicant is to attend a

Sabina Khan pleads guilty to fraud charges after $130,000 stolen through medical office IN September 2018, the New Westminster Police Department received a report of suspected fraud connected to a New Westminster medical office. The victim claimed that cash was missing from the medical office, and that suspicious large withdrawals were appearing in the bank account connected to the business. The NWPD Major Crime Unit launched an investigation into the missing money and soon took conduct over another investigation involving large withdrawals from another medical office located in Vancouver. In total it is believed approximately $130,000 was stolen through both medical offices. After an extensive

investigation, charges related to fraud, forged documents, theft and unauthorized use of a credit card were approved by Crown Counsel. United Truckers Association calls for action from federal parties on Port of Vancouver THE United Truckers Association (UTA) on Wednesday appealed to federal party leaders to commit to intervening into the Port of Vancouver’s looming Rolling Truck Age Program, which if implemented will negatively impact thousands of container truckers and their families. The initiative is an undertaking allegedly designed to enforce

stringent environmental requirements for port container drayage trucks to reduce emissions, in spite of the Port of Vancouver being responsible for just under 6.7 billion metric tonnes of CO2 as a result of their annual coal exports, the UTA said. Further, the requirement to purchase a new truck is a huge post-COVID-19 expense

that is punitive against container truckers due to the standard not being applied to any other category of commercial vehicles in BC, according to the UTA. The UTA said it is looking for federal parties to examine the issue carefully before truck replacement is forced on the local industry on February 1, 2022.

UTA spokesperson Gagan Singh said: “There are two specific actions that we are looking for from the next federal government so that this program can be delayed to allow for further study. There is a history of the federal government stepping into labourrelated issues with Port of Vancouver operations, and the UTA is looking for that precedent to once again be undertaken.” In the 2005 Port of Vancouver labour disruption, where 1,200 drivers initiated a strike, the Government of Canada, under its jurisdiction to regulate federal undertakings, issued an Order-in-Council directing the Port Authority to implement a

Memorandum of Agreement as a condition of licensing companies to operate on Port property. Further, the UTA has a legal opinion that the Statutory Instruments Act also grants powers for revocations by Governor in Council. Finally, the Standing Committee on Transport, Infrastructure and Communities has the ability to study the newly proposed program in detail while hearing from impacted owner operators as potential witnesses, the UTA said. After years of being told that the federal government could not do anything, the UTA said it is looking for bold leadership on such an important strategic

issue directly related to the success of Canada’s supply chain. “There are levers that the UTA knows is available to the federal government, and the party that can commit to looking into such actions will reap the benefits of a significant block of votes basing their decisions on this issue,” said Singh.

Maximum allowable rent increase capped at 1.5% for 2022 B.C.’S maximum allowable rent increase amount for 2022 is being set at 1.5%, based on inflation, the Province announced on Wednesday. This increase cannot take effect prior to January 1, 2022. If landlords choose to increase rent, they must provide a full three months’ notice to tenants using the correct notice of rent increase form. To support British Columbians, the Province enacted a rent freeze at the beginning of the COVID-19 pandemic. The freeze has since been extended to December 31, 2021. The 2022 maximum allowable rent increase is significantly less than what it would have been prior to changes made by the Province in 2018 that limited rent increases to inflation. Prior to that change, maximum rent increases could include an additional 2% on top of inflation. This change has saved families hundreds of dollars. B.C. landlords can only increase rent once annually, if they choose to increase rent at all. The Province also recently banned illegal renovictions (evictions to complete renovations to a property) by requiring landlords to apply to the Residential Tenancy Branch for pre-approval before ending a tenancy.

Quick Facts * If a landlord served a tenant with a notice of rent increase that takes effect in 2021, it is null and void and the tenant does not have to pay it. * The maximum allowable rent increase is defined by the 12-month average per cent change in the all-items Consumer Price Index for B.C. ending in July the year prior to the calendar year for which a rent increase takes effect. – For example, if a rent increase takes effect in 2022, the maximum allowable rent increase is the 12-month average per cent change in the allitems Consumer Price Index for B.C. ending in July 2021. * The 2022 maximum increase for manufactured home park tenancies will be 1.5%, plus a proportional amount for the change in local government levies and regulated utility fees. * The rent increase does not include commercial tenancies, non-profit housing tenancies where rent is geared to income, co-operative housing and some assisted-living facilities. Province launches BC Vaccine Card THE Province announced on Tuesday that it is launching the BC Vaccine Card, a digital or printed document that shows the stage cardholders are at in their COVID-19 vaccine progress. The government said the BC Vaccine Card will allow vaccinated people to conveniently and securely show their proof of vaccination at higherrisk social and recreational events and settings when new COVID-19 vaccine requirement rules take effect on September 13. This will help increase vaccinations, while protecting people in these settings, keeping businesses open and allowing events to take place. “Getting vaccinated means we can bring people back together and do more, safely, and with confidence that we’re not putting those who aren’t fully vaccinated at risk,” said Premier John Horgan. “We have made the BC Vaccine Card easy for people to get, and easy for businesses to check at a glance. The card is a significant step in getting our economy running on all cylinders, and returning to social events safely with the confidence that those around us are also fully vaccinated.” People can get their BC Vaccine Card online at gov.bc.ca/vaccinecard. Once verified, a person will be able to save a digital copy to their mobile device or print a hard copy to present along with their government-issued photo identification when entering designated businesses and events. People without access to a computer and printer can get their card by calling 1 833 838-2323 at the Get Vaccinated call centre and get their printed copy mailed to them. They can have a trusted friend, family member or support person print their card for them. Or they can visit a Service BC Centre to get one. “The BC Vaccine Card is a show of confidence,” said Adrian Dix, Minister of Health. “It says in our pandemic – when doing the right thing to stop the spread is the mandate

That right now, especially with a surge in cases primarily in groups of unvaccinated people, we’re doing exactly what’s required to save lives.” The BC Vaccine Card will include a secure, individualized QR code and image showing either “vaccinated” or “partially vaccinated.” Businesses can either scan the QR code using a QR reader like a smartphone or tablet or visually verify the person’s proof of vaccination. A mobile QR code reader app will be released in app stores closer to September 13 for businesses that choose to scan the QR code. “Getting vaccinated is the proven choice to protect ourselves and the people around us. The requirement for proof of vaccine will make our communities safer and also ensure that events and gatherings are safer for all of us,” said Provincial Health Officer Dr. Bonnie Henry. “I encourage everyone to get their BC Vaccine Card to protect their community, support their local businesses and each other.” This new requirement is being implemented through orders from the Provincial Health Officer. As of September 13, one dose of vaccine will

be required for entry to these settings. By October 24, entry to these settings will require people to be fully vaccinated with two doses of COVID-19 vaccine. By getting vaccinated prior to September 13, every British Columbian can continue to access the events and settings that will be outlined in the PHO orders. British Columbians invited to help shape anti-racism data legislation BRITISH Columbians are encouraged to help shape B.C.’s anti-racism data legislation so government can better identify existing gaps and create a more inclusive, equitable province. The public consultation will help inform government about how to collect data in a way that is reflective of the needs and experiences of Indigenous, Black and people of colour (IBPOC) communities. “Systemic racism exists everywhere, including in government policies and programs, and we know that too many communities are facing barriers in their lives because of it,” said Rachna Singh, Parliamentary Secretary for Anti-Racism Initiatives, on Thursday. “This engagement will help shed more light on the experiences of people using government services in B.C., so that we can break down these barriers they’re facing, identify gaps and deliver better supports. It will also ensure that our approach to collecting data meets the needs of IBPOC communities and does not exacerbate existing systemic issues.” British Columbians are encouraged to share their stories and experiences to help illuminate recurring themes and issues. SenseMaker, an online tool, will be used to let users share and reflect on their own stories anonymously and in real time with researchers and policy makers. The public engagement will run until November 30 and will be available in multiple languages at https://engage.gov.bc.ca/antiracism/data Alongside this public engagement, Singh will meet with IBPOC community groups for more targeted feedback in fall 2021. There will also be a focused effort to meet with IBPOC individuals who may have also experienced discrimination for other reasons, such as their gender, sexual orientation, faith or ability. Based on feedback from people and communities, the Province is also making grants available to support these conversations. The grants will be open to eligible community organizations and groups wishing to host their own engagement sessions with their community members. “Black, Indigenous and racialized communities have been advocating for collection of disaggregated data for a long time, so we need to give them resources and follow their lead,” Singh said. “It’s important that we hear from communities to get this right, so the data collected helps us fight racism and isn’t used to further perpetuate stereotypes and misconceptions.” Introducing anti-racism data legislation is part of the parliamentary secretary’s mandate provided by Premier John Horgan to tackle racism and make B.C. a more equitable, inclusive and welcoming place for everyone. This legislation, which is expected to be introduced in spring 2022, is essential to fighting systemic discrimination in the province and modernizing government policies and services, such as policing, health care and education. This new legislation will enable the consistent collection, use and disclosure of demographic data to identify the impact of systemic racism on groups and pave the way for crucial next steps to address racial inequity throughout the province.

Support for mandatory vaccination grows: Angus Reid Institute NEW data from the nonprofit Angus Reid Institute finds rising support for mandatory vaccinations to enter public spaces as Canadians – the vast majority of whom are vaccinated – look for ways to end the fourth wave and the renewed restrictions that have accompa-

nied it. Perhaps most surprisingly, support for proof of vaccination in public spaces is now a majority opinion in both Alberta and Saskatchewan, where Premiers Jason Kenney and Scott Moe have denounced the idea. In fact, 54 per cent of Albertans now

support proof of vaccination in public spaces, up from just 40 per cent in late July. Frustration within the largely vaccinated public is clear, with unvaccinated Canadians filling ICUs and forcing the continued cancellation of elective surgeries in multiple provinces. Now, half

who refuse to show proof of vaccination at a public place, and refuse to leave the premises, should be arrested and charged with a crime. The largest group (44%) would prefer that the person be escorted off the premises but not punished further, while 29 per cent would have them fined. * While most vaccinated people across the country are split on the question of whether or not those who refuse the vaccine should receive the same access to medical care as the vaccinated, two-thirds of vaccinated Atlantic Canadians believe everyone should receive the same priority of treatment.

LANGLEY RCMP were called to attend a collision at the intersection of 86 Avenue and 198A Street just before 6 p.m. on Wednesday. Witnesses to the collision told police that as a white Audi SUV, travelling westbound on 86 Avenue, attempted to make a left turn to head south on 198A Street, an eastbound motorcycle crashed into it. The operator of the motorcycle, a 38-yearold male from Surrey, was pronounced de-

ceased at the scene. Next of kin were notified. Langley Traffic’s Criminal Collision Investigation Team and ICARS (Integrated Collision Analysis and Reconstruction Service) both attended to further the investigation. The driver of the Audi, a 36-year-old Surrey male, was not injured. He remained at the scene and was co-operative with investigators, police said.

Hard-earned lessons from 9/11 offer a playbook for combating today’s threats BY CHRISTOPHER WRAY FBI Director (Wray was an associate deputy attorney general in the Justice Department at the time of the 9/11 attacks.) THOSE of us who lived through 9/11 will always remember exactly where we were and what we were doing when the United States was attacked. As a new Justice Department official, I spent much of the day in a jam-packed command center at FBI Headquarters. There was a swirl of activity and emotion—concern for loved ones, anger toward those who attacked us, uncertainty about what might be next. But I will never forget the incredible sense of solidarity in that room. We were united in our resolve to find those responsible and determined to prevent another attack. Now, two decades later, the threats have evolved, but the hard-earned lessons of September 11, 2001, still provide the playbook for confronting today’s challenges. After 9/11, the country united behind a common purpose. We focused on disruption— gathering intelligence to stop bad actors before they could attack. All levels of government removed barriers that had stifled collaboration and prevented informationsharing. Federal agencies strengthened relationships with state and local partners, whose front-line observations proved essential. And with the backing of the American people, a genera-

As a result of changes made in response to 9/11—and thanks to a lot of hard work by the FBI and our partners and some good fortune—we have not experienced another large-scale attack from a foreign terrorist organization on American soil. But make no mistake: As the Islamic State attack and tragic loss of 13 brave American service members and nearly 200 Afghans in Kabul last month painfully reminded us, the threat has not disappeared. To the contrary, over the past 20 years, as technology advanced and the world became more interconnected, familiar threats transformed and new ones emerged. Terrorist attacks once required extensive communications and planning— which took time and created leads for investigators to pursue. Now terrorism moves at the speed of social media. Foreign groups spread propaganda online to inspire lone actors to attack using

easily accessible tools—as in October 2017, when Sayfullo Saipov, an alleged Islamic State supporter radicalized online, plowed a rented truck through a crowd on a Manhattan bike path, killing eight people and injuring more than a dozen others. But the risk of online radicalization is not limited to foreign terrorist ideologies. An expanding array of radical beliefs is increasingly inspiring domestic terrorists. Racial and ethnic ideologies, anti-government and anti-authority sentiments, conspiracy theories and personal grievances—the extraordinary range of dangerous narratives circulated online compounds the challenge of identifying and stopping violent extremists. In addition to making attacks harder to detect, technology has enabled new threats. Twenty years ago, a team of terrorists would have had to successfully execute a complicated plan with a bomb or other conventional weapon to try to cripple the Bowman Avenue Dam in Rye Brook, New York, or shut down operations at Colonial Pipeline. But today, we have witnessed Iranian government hackers and ransomware criminals, respectively, do just those things from behind computers in safe havens abroad. There is no question the threats have become more complex. Thanks to the dedication and sacrifice of the thousands of men and women who stepped up after 9/11, we know how

to respond—by focusing on disruption, strengthening partnerships, and renewing a sense of shared responsibility. Stopping the next attack remains the priority. But those who wish us harm continue to think of new ways to use technology against us. To guard against these ever-changing challenges, the intelligence and law enforcement communities have to innovate and think creatively. As we learned after 9/11, collaboration is essential. Increasingly, that means law enforcement partnering with private citizens and companies. Interrupting fast-moving threats such as lone actors requires individuals to share information with the authorities when something seems amiss. Countering sophisticated cyberattacks requires companies to work with the FBI and not go it alone. Developing such relationships

necessitates a joint commitment to building trust and improving communication. Today’s realities demand recognition that we’re all in this together. The men and women of law enforcement are being asked to do more now than ever—at a time when their jobs are becoming increasingly dangerous. They need our support. To develop the next generation of those willing to run toward danger to protect others, we must rekindle the spirit of unity on display after 9/11. As we mark the 20th anniversary of the September 11 attacks, we mourn the people we have lost, extend our sympathy to their families and loved ones, and express gratitude for those who sacrificed—both at home and abroad—to keep us safe. We owe it to them to recommit to the lessons learned through blood, sweat, and tears in the aftermath of 9/11.

Agreement signed to expedite Little Mountain redevelopment THE Province (through BC Housing), the City of Vancouver and Holborn Properties have signed a memorandum of understanding (MOU) aimed at accelerating construction of social housing at the Little Mountain redevelopment in Vancouver. “Enough is enough with the Little Mountain tragedy that was orchestrated by the previous government that resulted in a low-income community bulldozed, an interest-free loan of hundreds of millions of dollars and a massive empty lot growing weeds in the middle of a housing crisis,” said David Eby, Attorney General and Minister for Housing, on Friday. “We wouldn’t be here today if Holborn had not agreed to abandon their court action and release the original contract to the public. That goodfaith gesture allowed us to enter into an agreement on timelines they also had no legal obligation to agree to.

The non-market housing will be prioritized so it will be complete and ready for occupancy no later than December 31, 2024. “Today, we are finally moving forward with an expedited plan to build longawaited and much-needed affordable housing that will mean more of our neighbours can continue to call Vancouver home,” said Vancouver Mayor Kennedy Stewart. “Partnerships like these have been at the centre of record-breaking investments for housing in our city and represent how seriously our current provincial government treats the housing crisis.” As part of the MOU, a planning group will be established to track construc-

tion progress and address any issues that might impact the construction schedules of the non-market housing. This group will meet regularly and include a senior representative with decision-making authority from each party. “The Province and the City of Vancouver continue to do great work in supporting housing affordability and addressing homelessness within our communities,” said Joo Kim Tiah, principal, Holborn Properties. “This is exemplified both by the progress made over the past six months in the construction of Little Mountain nonmarket building ‘AC,’ and this MOU as a sign of commitment from all parties to proceed expeditiously on the remaining four non-market developments on the site. We look forward to maintaining the positive momentum at Little Mountain as it is progressively redeveloped into a thriving, inclusive

and sustainable community.” The Little Mountain redevelopment includes replacing the 224 public housing units that were at the site with 282 new social housing units, including 10 units for the Musqueam Nation. A 53-unit rental housing project for seniors and people with disabilities opened in 2015. A 62-unit rental housing project for families and seniors is under construction and scheduled for completion in winter 2022. The UGET teams regularly deploy to communities around the province, either proactively or reactively, to provide support to police agencies by conducting high visibility enforcement in collaboration with the police of jurisdiction. As we have seen in the past, biker events, such as the one scheduled for Revelstoke this weekend, can attract members of Outlaw Motorcycle Gangs (OMGs). Members of OMGs are often connected to street gangs, drug dealing, and significant violence, said the CFSEU. It pointed out that as has been seen in communities across Canada, OMG members can be a significant risk to public safety when they are present in our communities. In July of this year, Cranbrook residents witnessed two rival OMG groups fight in a violent incident where five people were sent to hospital with stab wounds and resulted in a significant police response to prevent any further violence. CFSEU-BC’s UGET officers will be working with Revelstoke and area RCMP members to

ensure that the public stays safe and there is no repeat of July’s incident. OMG members often use events like this to promote their clubs, recruit new members, and intimidate others. “The attendance of CFSEU UGET teams into the Revelstoke area is appreciated by the local detachment,” said Sgt. 14,400 full-time jobs gained throughout B.C. RAVI Kahlon, Minister of Jobs, Economic Recovery and Innovation, reacting to the release of Statistics Canada’s Labour Force Survey for August 2021 on Friday, said that it shows that B.C. is making great strides in our economic recovery with another 14,400 jobs gained throughout the province – 13,600 of these jobs are among women. All job gains are full-time. He added: “B.C. has one of the lowest unemployment rates and a job recovery rate of 101.1%, leading Canada as the only province with employment above pre-pandemic levels for the third straight month. “In areas throughout the province, our job recovery rate has been strong, led by Prince George at 108.1%. Other notable job recovery rates are in the Cariboo at 105.7%, Thompson-Okanagan at 105.6%, Vancouver Island-Coast at 104.1%, the Kootenays at 102.8%, the Lower Mainland at 102.2%, North Coast-Nechako at 101.4% and Vancouver at 101.0%. “These numbers show we are doing well, but we know there is more work to do. We continue to support the strength of our economic recovery with the BC Vaccine Card coming into effect on September 13, 2021. “Since announcing the BC Vaccine Card, more than one million people have registered for their card. “We recommend that bike owners register their bike through Garage 529, photograph their bike, and record any identifying information about the bike, such as serial numbers, etc.” A Delta resident, who’d had their electric bicycle stolen earlier in the summer in a break-and-enter, recently reached out to Delta Police. They wanted to let police know that they’d seen what they believed to be the same bike, listed for sale on Facebook Marketplace. The resident, fortunately, knew their bike well, and was able to identify several specific characteristics from the bike that they passed along to police. “Our Patrol Support Team, in conjunction with frontline patrol officers, acted quickly on the information,” said Acting Staff-Sgt. Jason Boyce, who oversees the Patrol Support Team. “Police were able to set up a sting operation and met up with the seller.” At the same time as they recovered the bike, officers confirmed the identity of the suspect, and were able to execute two outstanding warrants on him. One warrant was for breach of probation, and another warrant was in regard to unlawfully possessing identification of another person. The suspect is considered to be a prolific property crime offender. Officers have re-united the break-and-enter victim with their bike. “What was key in this case was that the rightful bike owner had significant information to help police correctly identify the bike,” said Boyce. “We recommend that bike owners register their bike through Garage 529, photograph their bike, and record any identifying information about the bike, such as serial numbers, etc.”

Jagmeet Singh promises to end Trudeau’s climate failure NDP Leader Jagmeet Singh called out Justin Trudeau on Tuesday in Toronto for failing to meet any emissions reduction targets, handing out hundreds of millions of dollars in subsidies to big oil companies, and matching the Harper Conservative government’s record for meeting with oil and gas lobbyists. Singh promised to end Trudeau’s record of climate failure and announced new funding to make public transit more green, affordable, and convenient for people. “Mr. Trudeau has a record of climate failure. He’s continuing the Conservatives’ trend of missing every emissions target and he has allowed pollution to increase every year,” said Singh. “He made promises to young people at the climate march in 2019, but turned around and gave big polluters hundreds of

Paddleboarders stranded in First Narrows rescued VANCOUVER Police on Tuesday reminded paddleboarders and kayakers to use caution on the water after 17 wayward paddleboarders had to be rescued from heavy wind and waves near the Lions Gate Bridge on Monday. “This mishap is a good reminder for anyone venturing out on the water to stay close to shore if you don’t have the skills and experience to safely navigate in open water,” said Sgt. Steve Addison. “Unfortunately, this group thought there was safety in numbers, and they greatly underestimated the conditions.” The VPD’s Marine Unit assisted in the rescue just before 3 p.m. on Monday after 30 paddleboarders tried to cross English Bay in high winds and a strong current. The group set out from Jericho, and was trying to reach Ambleside in West Vancouver when more than half the group got caught in the current. “Their lack of experience, combined with wind, tides, and waves created by heavy ma-

rine traffic, pushed the paddleboarders into a treacherous situation,” said Addison. The VPD was called to assist after a VancouverFraser Port Authority tugboat operator spotted the paddleboarders struggling near the Lions Gate Bridge. The Coast Guard and Royal Canadian Marine Search and Rescue also came to help. Working together, the four agencies rescued the 17 stranded paddleboarders and ferried them back to shore. Thirteen others managed to make it across the narrows to the North Shore. The VPD is reminding anyone heading out on the water that human-powered vessels like paddleboards and kayaks are not permitted between Siwash Rock and the Berry Point refinery, located east of the Second Narrows Bridge in Burnaby. Monday’s incident is also an important reminder that the shipping lane in Burrard Inlet can be extremely dangerous due to wind, tides, and heavy boat traffic.

Already, over 85% of eligible people in B.C. have received their first dose of the vaccine, and over 77% have received two doses. These numbers are very encouraging, but we are not out of the woods yet. When you choose to get vaccinated, you are choosing to protect yourself, your loved ones, your neighbours, and your community. You are choosing to protect kids who are too young to get vaccinated, and people who are immunocompromised and may not develop the same immune response or protection from the vaccine. Soon, proof of vaccine will be required to access certain social and recreational events, services, and businesses in B.C. With rising case numbers, proof of vaccination provides an alternative to another round of business closures. Many industries and businesses have expressed support for this policy because it will give them stability and keep their customers and staff safer. This vaccine requirement will apply to restaurants, bars, theatres, concerts, casinos, indoor sports events, gyms, post-secondary on-campus student housing, weddings and conferences with 50 or more people. You can find the full list of businesses, along with more details about the program, at gov.bc.ca/vaccinecard. By choosing to get vaccinated, you are making the choice to support your local restaurants, gyms, and sports teams, and to attend indoor festivals, events, and celebrations in your community. This requirement is not forever but it’s an important tool we need to use to keep people safe right now. If you’re vaccinated, it’s easy to get your Vaccine Card. You can go online and save it to your smartphone, so it’s close at hand whenever you need it. Or you can print a paper copy and carry it in your wallet. If you don’t have access to a smartphone or a printer you can call 1-833-838-2323 to have a paper copy mailed directly to you. For people who need information in another language, there are many options available. The website has information in Chinese, French, Punjabi, and Tagalog. The phone line offers translation in over 140 languages and is open from 7am to 7pm every day. People who are visiting B.C. from another province can show their proof of vaccination from their home province. Those coming from outside of Canada can use the same proof of vaccination they used when entering the country. If you live in B.C. but you got one or both doses of vaccine somewhere else, you can easily update your record online. The pandemic has taken a toll on all of us, including many of our favourite businesses and events. The vaccine card will allow us all to get back to a sense of normalcy and allow businesses to continue to serve people, with a much lower risk of transmission.

Missing South Asian man located deceased SURREY RCMP announced on Wednesday that the 40-year-old South Asian man reported missing on August 31 was located deceased on September 5. Criminality does not appear to be a factor in his death and the investigation has been turned over to BC Coroners Service, police said. 11 Vancouver Police officers injured, assaulted in long-weekend violence 108 police officers were assaulted between January and July

NEARLY a dozen Vancouver Police officers are recovering after being injured or assaulted during the Labour Day weekend. “Policing is a tough job, and every day our front-line officers put their own safety at risk,” said Sgt. Steve Addison on Wednesday. “Unfortunately, we continue to see officers getting hurt while trying to do their jobs and keep others out of harm’s way.” Recent incidents of note: – A 21-year-old woman was arrested near

Knight Street and East 54 Avenue on Monday after a man was stabbed and robbed of his bike. The officers suffered minor injuries, and the suspects were taken to jail. – Two officers were patrolling on Powell Street in East Vancouver on Monday night when they spotted a man who had a B.C.-wide warrant for a violent offence. The man realized he was going to be arrested and took off running. He scaled a fence as he attempted to flee, but the officers were able to arrest him after a short chase. Three officers suffered injuries during the pursuit, including one that required hospitalization and stitches. – Staff at a Kitsilano grocery store called police

on Sunday to report a man acting violently and causing a disturbance. When officers arrived, there was a physical confrontation, resulting in three officers getting hurt. One officer suffered cuts and scratches. Another officer had blood spat on him. A third suffered an injured ankle and is now off work. Police said the spate of weekend injuries follows a larger trend of police officers being assaulted in Vancouver. Between January and July, 108 police officers were assaulted in the city – a 64 per cent increase from 2018. “Every police officer understands the dangers and risks associated with their work,” said Addison. “However, we’re concerned by the number of people who now seem emboldened and feel entitled to assault officers and put their lives at risk.”

VANCOUVER Police are investigating the death of a driver while at the drive-thru of a fast food restaurant early Wednesday morning. Officers were called by Vancouver Fire Rescue Services to the MacDonald’s on Main and Terminal streets at around 5:30 a.m. to assist with a single-car collision. Surveillance footage shows the driver dropping an object out of his vehicle while paying for items. When he went to pick up the item, the vehicle rolled forward, colliding into a structural piece of the restaurant. The driver was unable to free himself from the vehicle as he was pinned between the vehicle door and frame. “Efforts were made by first responders to revive the man, but tragically, he died on scene,” said Constable Tania Visintin. The VPD’s Collision Investigation Unit and BC Coroner Services are now investigating.

Conservative Leader Erin O’Toole announces his plan to give working Canadians $1/hour raise COnSErVATiVE Leader Erin O’Toole on Monday released his plan to lift up Canadians by doubling the Canada Workers Benefit. “Canadians are struggling, and for too long our most vulnerable workers have been left behind without the

proper support to provide for themselves and their families,” said O’Toole. “Canada’s Conservatives believe that it’s time to make work pay and help those most in need.” Canada’s Recovery Plan will double the Canada Workers

Benefit up to a maximum of $2,800 for individuals or $5,000 for families, paying it as a quarterly direct deposit rather than a tax refund at year-end. This will help 3.5 million families pay the bills and put food on the table. For

someone earning between $12,000 and $28,000 per year, it represents a $1/hour raise. A Conservative government will also double the disability supplement from $713 to $1,500, helping almost 90,000 workers with disabilities. “Increasing this benefit and

Taliban name ex-Guantanamo detainees and wanted man to new caretaker government (CNN): The Taliban on Tuesday announced the formation of a hardline interim government for Afghanistan, filling top posts with veterans of the militant group who oversaw the 20-year fight against the US-led military coalition. No women or members from Afghanistan’s ousted leadership were selected for acting cabinet positions or named to advisory roles, in spite of the Taliban’s promises of an inclusive government and more moderate form of Islamic rule than when it was last in power, from 1996 to 2001. The Taliban named Mohammad Hassan Akhund, a close aide of the Taliban’s late founder Mohammad Omar, as acting prime minister and Abdul Ghani Baradar, one of the group’s co-founders, was appointed his deputy. Mohammed Yaqoob, a son of Omar, was appointed acting defense minister. The selection conveys a vision for the future that will do little to allay concerns among foreign governments, as the Taliban seeks international recognition and desperately needed aid. Without access to funds frozen by the US and other nations as well as the International Monetary Fund, Afghanistan faces a deteriorating humanitarian and economic situation. Global leaders and lenders are still waiting to see how the Taliban will treat opposition, women, as well as religious and ethnic minorities. “We represent the whole of Afghanistan, and we talk on the level of the whole of Afghanistan and our struggle was based on the whole of Afghanistan. We are not

Zabihullah said in a statement that the new government would protect “the country’s highest interest” and uphold Sharia law as interpreted by the Taliban. The militant group said it would name permanent leadership soon. The lineup of senior positions, which includes former Guantanamo inmates, members of a US-designated terror group and subjects of an international sanctions lists, presents the first snapshot of how the Taliban’s leadership of Afghanistan will begin to take shape. Like many in the Taliban’s incoming cabinet, interim Prime Minister Mohammad Hassan Akhund is under United Nations sanctions. A long-time Taliban member, he has been leader of

the group’s Shura, or Leadership Council, for about two decades. Some analysts had originally tipped Abdul Ghani Baradar for the top role. Baradar served in the Taliban’s political bureau in Doha, Qatar, and led the Taliban’s peace talks with the US. He recently arrived back in Afghanistan after a 20-year-exile and reportedly met with CIA chief William J. Burns. Two senior members of the Haqqani network, a US-designated terror group aligned with the Taliban and al Qaeda, will also be in the interim government. Both have been sanctioned by the UN and the US. Sirajuddin Haqqani, the network’s leader, will be the acting interior minister. Haqqani has been one of two deputy leaders of the Taliban since 2016. A member of the FBI’s “most-wanted” list, he has a $10 million bounty on his head. Khalil Haqqani, Sirajuddin’s uncle, was appointed as acting minister for refugees. He has a $5 million bounty for his past

relationship with al Qaeda. Two other members of the Haqqani clan were also named to positions in the interim government. Four men receiving senior positions in government had previously been detained by the US at Guantanamo Bay, and were released as part of a prisoner swap for Sgt. Bowe Bergdahl in 2014: The Taliban appointed Noorullah Noori to acting minister of borders and tribal affairs, Abdul Haq Wasiq as acting intelligence director, Khairullah Khair to acting minister of information and culture and Mohammad Fazil Mazloom to deputy minister of defense. A fifth detainee released in the 2014 trade, Mohammed Nabi Omari, was appointed as the new governor of the southeastern province of Khost last month, according to Taliban. They were mostly mid- to highlevel officials in the Taliban regime that was swept from power in 2001 and had been detained early in the war in Afghanistan. The announcement Tuesday came a day after the Taliban claimed control of the last holdout Afghan province and amid the biggest street protests since the militant group seized control of Afghanistan in mid-August, taking over the capital Kabul and storming the presidential palace without firing a single shot. Among the hundreds of protesters were women demanding equal rights under Taliban rule and full participation in political life. The demonstrations were broken up by the Taliban, with reports that some protesters were violently beaten and others detained.

Afghan journalists thrashed with cables for covering anti-Taliban protest New Delhi (IANS): Taliban authorities in Afghanistan have been detaining and assaulting journalists and imposing new restrictions on media work, the Human Rights Watch said. Demand is growing for the Taliban to stop the assaults, drop the restrictions and ensure that Taliban members responsible for abuses against protesters and journalists are appropriately punished. On September 7, Taliban security forces had detained Taqi Daryabi and Nemat Naqdi, both journalists from the Kabul-based media outlet Etilaat-e Roz. The reporters were covering a protest by women in Kabul demanding an end to Taliban violation of women and girls’ rights. Etilaat-e-Roz reported that Taliban authorities took the two men to a police station in Kabul, placed them in separate cells, and severely beat them with cables. Both men were released the next day after which they received treatment at a hospital for the injuries they suf-

fered on their backs and faces. “Taliban authorities claimed that they would allow the media to function so long as they ‘respect Islamic values’, but they are increasingly preventing journalists from reporting on demonstrations,” said Patricia Gossman, Associate Asia Director at Human Rights Watch, adding: “The Taliban need to ensure that all journalists are able to carry out their work without abusive restrictions or fear of retribution.” The Taliban authorities also detained a Tolo News photojournalist, Wahid Ahmadi, on September 7, and released him the same day. They confiscated his camera and prevented other journalists from filming the protest. Since early September, Afghan women and girls in several cities have been holding protests against Taliban’s violation of women and girls’ rights, including denial of their right to education and access to employment. Women have spearheaded these

Against muzzling of press but can’t create separate avenues: Supreme Court New Delhi (IANS): The Supreme Court on Wednesday said it does not want freedom of the press to be muzzled, but it also cannot create a separate avenue for journalists to approach it directly in connection with quashing of First Information Reports (FIRs) against them. The apex court made this observation while hearing a plea filed by Foundation for Independent Journalism, which runs news portal The Wire, and three of its journalists seeking quashing of three FIRs lodged against them in Uttar Pradesh over some news reports. A bench of Justices L. Nageswara Rao, B.R. Gavai and B.V. Nagarathna granted two months protection to news portal and three of its journalists -- Seraj Ali, Mukul Singh Chauhan and Ismat Ara -- in three FIRs. The bench told the petitioners’ counsel that they

have to go to the high court and argue for quashing the FIRs. “We will protect you in the interim,” it noted. “We are aware of fundamental rights and don’t want freedom of press to be muzzled,” it said, but also added that if the petitioners’ plea is allowed, then it would “open a Pandora’s box”. “We cannot create a separate avenue for journalists to directly come to this court under Article 32 for quashing of FIRs,” noted the bench. As Nitya Ramakrishnan, counsel appearing for petitioners, sought the court’s permission to withdraw the petition to pursue other remedies available under the law, the bench ordered: “No coercive steps shall be taken against the petitioners for a period of two months from today. Writ petition is, accordingly, dismissed as withdrawn.”

Women can be inducted into armed forces through NDA, Supreme Court told New Delhi (IANS): Nudged by the Supreme Court, the Centre on Wednesday informed the apex court that it has taken a decision to allow women into the National Defence Academy (NDA). Additional Solicitor General Aishwarya Bhati, representing the Centre, submitted before a bench headed by Justice Sanjay Kishan Kaul that there is “good news”, as a decision has been taken at the highest level that women will be inducted into the NDA, and the chiefs of the three Armed Forces have also agreed. “A decision has been taken at the highest level of forces and the government that girls will be in-

ducted into the National Defence Academy,” she said, adding that the decision had been taken late Tuesday evening. However, the government informed the bench also comprising Justice M.M. Sundresh that it needs some time to frame guidelines to pave the way for women to take NDA courses and sought exemption for the exam this year. Justice Kaul said that the court has been periodically nudging the authorities to do it themselves, and sometimes things only move when the court steps in. “Armed forces are respected forces of this country. But on gender equality, they have to do more”, he said.

“We are extremely glad to know that the armed forces themselves took the decision to induct women into the NDA. We know that reforms cannot happen in a day... The government will place timelines of the process and the course of action,” he said. Bhati said it will be path-breaking and generational reform. However, the top court emphasised that it is important for it to take a stand on these issues. “We want them to take a proactive approach themselves in ensuring gender equality rather than waiting for courts to intervene,” the bench noted. The top court also asked the Cen-

tre to inform “What it is doing now? What is it planning to do in the future?” Bhati submitted that Centre will place a detailed affidavit. “On June 24, the exam was postponed to November this year. Please grant status quo in these exams as this needs procedural and infrastructural changes,” she added. The top court was hearing a Public Interest Litigation (PIL) filed by advocate Kush Kalra, seeking the NDA to open its doors for women aspiring to join the Armed Forces. The plea was argued by senior advocate Chinmoy Pradip Sharma. The plea also sought a direction

from the court to allow women to get trained in the Indian Naval Academy as well. On August 18, the Supreme Court had said the mindset is not changing and emphasised why judicial orders are required to allow women candidates to take the entrance exam for the NDA, even after the top court’s judgment expanding the horizons and extending the permanent commission in the Army to women. The top court passed an interim order allowing women to take the exam slated on September 5. It told Centre to file its reply by September 20 and adjourned the hearing to September 22.

Azad, Wasnik, Veerappa Moily are from the G-23 group, Moily and Wasnik have mended fences with Rahul Gandhi, sources said. However, in the elections, the BJP is also likely to get two seats, one in MP and the other in Assam where Sarbanda Sonowal is likely to be sent from the state. The seat in Puducherry will go to the NDA. It remains to be seen if the Puducherry seat goes to the BJP or not. From West Bengal, Congress turncoat Sushmita Dev is likely to be nominated by the Trinamool, but for the polls in Tamil Nadu both the seats will go to the DMK and its allies as it’s working on to take PMK on board.

Punjab, J&K Police jointly seize Rs 16.4 million drug money Chandigarh (IANS): Following leads provided by the Punjab Police, its counterparts in Jammu and Kashmir in a joint search operation with the Indian Army have seized two bags carrying Rs 1.64 crore [Rs 16.4 million] drug money from Rajouri district, officials said on Wednesday. The drug money is allegedly linked with the seizure of 17 kg heroin, which was recovered by the police in Amritsar (Rural) on August 26 after arresting Ranjit Singh, alias

Sonu. Sonu was using two specially designed and fabricated compartments fitted underneath his Toyota Innova cab to smuggle the consignment. Sharing details, Punjab Director General of Police (DGP) Dinkar Gupta said during interrogation Sonu said he picked the consignment from Nowshera area of Jammu and Kashmir from drug suppliers Sikander Hayyat, Mansur Hussain and Zaffar Hussain.

“Following inputs of Sonu, a police team from Punjab was sent to Nowshera and with the support of Jammu and Kashmir Police, the teams had managed to arrest Sikandar and Zaffar on August 29, while Manzur could not be arrested as of now,” said the DGP. Later, on the disclosures of Sikandar and Zafar, the police from Punjab recovered Rs 29.5 lakh [Rs 2.95 million] drug money from their home at Nowshera, he said, adding that on the revelations of Sikander and Zaffar the police on September 4 recovered four kg more heroin concealed in the Innova car.

Gupta said during further interrogation the duo revealed about the drug money concealed by a third accomplice Manzur Hussain on his premises. “Acting on the inputs provided, the J&K Police along with Indian Army launched a search operation and recovered cash of Rs 16,470,600 from two bags. However, efforts are on to nab Manzur Hussain,” he said. Sonu, during his initial interrogation, exposed the jail link, revealing that he had picked this consignment on the instructions of Ranjit Singh, who is currently lodged in Faridkot jail, and Malkeet Singh, lodged in Muktsar Sahib jail.

Demand to declare Batala as district under review: Punjab Chief Minister Chandigarh (IANS): Punjab Chief Minister Amarinder Singh said the demand for declaring Batala as a district was already under consideration and a final decision would be taken after due consideration of various issues involved. He had received a similar representation from another Congress leader last month and was looking into the matter, said the Chief Minister on Monday, in response to the demand raised by his cabinet colleagues Tripat Rajinder Singh Bajwa and Sukhjinder Singh Randhawa. Further, there have been some reports in the media over the past few days indicating that citizens of Batala have also publicly raised the demand for a new district to be carved out of their region, he pointed out. The Chief Minister expressed surprise that neither Tripat nor Sukhjinder had seen the reports in the public domain nor deemed it fit to discuss the issue with him before shooting off a joint letter in this manner. “Had they come to me and spoken about it, I would have told them that I am already looking into the matter, and would have even consulted them in this regard,” said Amarinder Singh in a statement, taking a dig at the two ministers. Amarinder Singh said MP Pratap Bajwa

had already demanded a district status for Batala, in his letter dated August 11 and had cited Batala’s historic importance and its connection with Guru Nanak Dev, who had married Mata Sulakhni in Batala in 1487. The Chief Minister said he was cognisant of Batala’s significance to the state’s history and culture, as well as the public sentiment. He would discuss the issue with various stakeholders before taking a decision, he added. His government, said Amarinder Singh, had identified 103 places in 79 villages and 24 towns, blessed with Guru Sahib’s visit (Charan Chhoh) during his lifetime. Funds had been allocated and efforts were being made to ensure development of each of them in different ways, he said, adding that a lot of thinking and consultation had gone into the process. The Chief Minister further said steps were continuously being taken to explore ways to ensure the infrastructural development and progress of all historic towns and places in the state, especially those which are in any way linked to any of the Gurus. He would do everything in his power to ensure that Batala also gets its due, he added.

Pleasure intermingled with pride, as India’s celebration of the Olympic glory continued days after the return of the heroes. The lawns of the Chief Minister’s farmhouse in Mohali were lit up with the spirit of revelry and the aroma of the savouries that Amarinder Singh had painstakingly prepared for his cherished guests. But I loved every minute of it,” said the Chief Minister, with the enjoyment of it all sparkling in his eyes. “They (the sportspersons) worked so hard to win us glory, what I have done for them is nothing in comparison,” he remarked, looking his usual dapper self as he greeted the guests personally, with no sign of fatigue from all those hours of cooking and supervising the arrangements. And the hospitality of Amarinder Singh clearly knew no bounds, as he could be seen serving his guests personally, straight out of the ‘patilas’ in which he had cooked his choicest dishes earlier.

Coming from the U.K, I was raised on hot hatch back cars, whether three or five doors, they were always such fun and affordable as new cars and even cheaper with a few years on the odometer. I had a Lotus engineered Sunbeam, Renault 5 GTM, Volkswagen Golf GTI, as well as a Ford Cosworth engined XR3! Back in the day there was no such thing as a premium hot hatch, so it was a great surprise to come across the 2021 Mercedes- Benz AMG A35 hatchback. A Canadaonly model, with the AMG treatment. Our gloss back tester looked sleep and slippery sitting on 18-inch black wheel rims with a rear spoiler. At the back, the large chrome exhaust tips signals its bad intentions. The A35 comes with the AMG sport tuned suspension, and the optional AMG ride control with 3-stage dampers. Also added are uprated steering and braking systems. At the heart of the matter is a turbocharged 2.0-litre 4-cylinder engine with 302 Horsepower producing 295 lb.-ft. of torque mated to an AMG Speedshift DCT 7-speed dualclutch transmission linked to 4MATIC AWD. In this configuration, the AMG A35 can scoot from 0- to 100 km/h in only 4.7 seconds. The cabin is nearly identical to the MercedesBenz A-Class with sleek thin 10.25-inch screens that display driver information and infotainment, the ultra-cool radial turbine vents, and design elements in chrome, satin metal, and seats in Artico leather. Masks Recommended for REALTORS® and Clients as BC Introduces New COVID-19 Measures The British Columbia Real Estate Association (BCREA) recommends REALTORS® and your clients once again wear masks while conducting open houses and private showings as a result of rising COVID-19 case numbers and the BC government’s recent announcement that beginning August 25, people 12 and older - both vaccinated and unvaccinated - will be required to wear a mask in indoor public spaces. The government also announced that proof of vaccination through a provincial vaccine card will be required for participation in discretionary activities beginning on September 13. BCREA is currently seeking more information about the mask mandate and vaccine card as they relate to real estate transactions, but in the interest of keeping the public safe and stopping the spread of COVID-19, BCREA recommends Realtors and clients be vigilant and wear masks in indoor spaces when conducting real estate transactions. We also recommend brokerages review their health and safety plans and act accordingly. The government has indicated that the mask mandate is temporary and will be reassessed as the BC vaccine card is fully implemented. Until then, masks will be

Healthy conversations about weight should not be taboo

THIS week launches a series of columns on the current crisis – not the COVID pandemic, which will eventually come to an end, but rather, the seemingly endless escalation of the type 2 diabetes pandemic. We begin this week with the greatest culprit: obesity. Worrisomely, changing attitudes about weight are making matters worse. We’ll continue next week with an article on the interplay between diabetes and COVID, followed the subsequent week by a challenge to powerful media houses to do better. Finally, as we know from your letters that this column helps prevent many from falling victim to avoidable health problems, we’ll do a three-part series on the signs of pre-diabetes and where you can turn for help. So, let’s turn to obesity, one of the greatest risk factors for type 2 diabetes. How can we resolve the obesity pandemic that worsens every year? Recently several well-respected researchers have argued that weight loss is not the solution and obesity is not the problem! Rather, the goal, they say, is “good health”. But is ignoring the major health hazards of obesity an effective way to slow down the tsunami of type 2 diabetes? In the consultation room, doctors need to be frank with their patients, and it would help if everyone else didn’t contradict the message. Make no mistake, obesity is not good for one’s health. But “body shaming”, the label applied to those who humiliate people with critical comments and attitudes about body size or shape, has made any supportive discussions about weight issues taboo. Health promoting support is vastly different from stigmatizing discrimination. A study published in the Journal of Obesity showed that weight discrimination stigma was associated with increased risk of becoming more obese! So what’s the right approach to take if you are concerned about a family member or friend? Experts recommend discussing ways to improve lifestyle, eating healthier foods, and exercising more. This column has argued for years that a daily step on the bathroom scale should be a tactic for healthy weight maintenance. When paired with diet and exercise, the scale can be an essential tool for those who need to lose excess pounds. Is it possible to be healthy and obese? Research shows that 30 minutes of exercises in obese individuals, even if weight loss is not achieved, significantly improves physical health compared to sedentary peers. Other researchers have studied healthy men comparing their cardiovascular fitness to the amount of belly fat. The results show a relationship between the location of body fat and the risk of heart attack and diabetes. It’s the belly fat – called visceral fat that is stored around important internal organs – that poses the greatest problem. Even being thin does not equate to good health if hidden visceral fat is present in the belly. Surgeons are well versed on belly fat. It makes operations more technically demanding, with more blood loss, and more anesthesia required for longer operations. Following surgery, incisions are more apt to become infected, and if patients are less active, a fatal pulmonary embolism (blood clot) is more likely. A natural product called “AppleSlim”,

sourced from unripe green apples in Central Asia that contain high concentrations of apple polyphenols, attacks visceral belly fat. In addition to fighting obesity, the green coffee bean extract in AppleSlim lowers blood pressure. But the key message this week is, don’t let obesity unnecessarily elevate your risk of developing diabetes. If you are struggling with excess weight, don’t struggle alone.
