Was it deliberate bias – or was it a lack of intelligence? In either case, this has been a total disgrace that has sullied the name of the RCMP and its supporters. How can residents expect them to uphold the law in an unbiased manner?

Facebook accounts. Will the RCMP bosses do something about this? If not, then everybody – including gangs – should start using these symbols on whatever they want to. This whole matter should be fully investigated by another police force to see why this was – and indeed, is still being – allowed. Both the federal public safety minister and B.C.’s public safety minister should look into this scandal.
SURREY Mayor Doug McCallum in a statement on Tuesday, said: “Regardless of where you stand on policing in Surrey, there is no place for racist remarks at any level. The statements that I have seen from Ivan Scott, of Keep The RCMP In Surrey are of an intolerant nature and are racially charged. I wholly condemn them. Surrey is a city that is built and made stronger by its diversity.”

That’s what you call transparency, Delta Mayor George Harvie? The Surrey RCMP did a good investigation, we must say, and recommended charges of uttering threats and assault. But the B.C. Prosecution Service opted instead to pursue “alternative measures,” an option commonly given to young offenders or adults with no criminal history in which they accept responsibility for the crime and make amends, Global BC points out. Jamie Bacon will serve another 5 years and 7 months in prison for role in 2007 Surrey Six massacre RED Scorpions gang leader leader Jamie (James Kyle) Bacon, 35, was on Friday sentenced to 18 years in prison for his part in the 2007 Surrey Six massacre and 10 years for counselling someone to murder in another case in 2008 as BC Supreme Court Justice Kathleen Ker accepted the joint submission by the Crown and Defence. The sentences will run concurrently. That means that with time already served, he will remain behind bars for another five years and seven months. Last July, thanks to a plea agreement between Crown and defence, Bacon pleaded guilty to conspiring to commit the murder of Corey Lal in the Surrey Six murders and counselling someone to murder an associate, Dennis Karbovanec, in
Jamie Bacon another case in 2008. Ker found Bacon guilty on both counts. But the first-degree murder charge in the Surrey Six murders was to be stayed at the time of sentencing later that month. However, BC Prosecution Service announced that the sentencing hearing had been adjourned from July 23 to August 28. The court
was to pronounce the sentence on September 11. Bacon had been charged with first-degree murder and conspiracy to commit the murder of Corey Lal, one of six people who died on October 19, 2007, at the Balmoral Tower building in Surrey. In 2014, Cody Haevischer and Matthew Johnston were convicted of six counts of first-degree murder and one count of conspiracy to commit murder in relation to this case. Both offenders are now serving life sentences with no chance of parole for 25 years. However, they have appealed their convictions. Chris Mohan, who lived with his parents in their apartment next door to Corey Lal, and gasfitter Edward J. Schellenberg, 55, of Abbotsford, who was

Four other victims who police said led criminal lifestyles – brothers Corey Lal, 21, and Michael Justin Lal, 26, and Edward (Ed-
die) Sousakhone Narong, 22, and Ryan Bartolomeo, 19 – were also executed in typical gang-style fashion at Apartment 1505 of the Balmoral Towers at 9830 East Whalley Ring Road in Surrey that day. According to an agreed statement of facts in court, Bacon was trying to take
over the illegal drug market in Surrey and Corey Lal was the leader of rival dealers. Last May, the B.C. Court of Appeal had announced that Bacon could be tried in the Surrey Six murders case, setting aside the stay of proceedings by a B.C. Supreme Court judge on December 1, 2017. But then in July, a deal was suddenly announced. Bacon’s defence lawyer Kevin Westell told reporters that if the joint submission was accepted, he would serve another five to six years as he would get 12 years pre-trial credit against the 18-year deal. Crown counsel Bob Wright told reporters the joint sentencing submission was 18 years on the Surrey Six conspiracy and 10 on the counselling charge and was expected to be concurrent.

INDIAN media on Tuesday reported that the Indian government has ordered attachment of immovable properties owned by “designated terrorists” Canada’s Hardeep Singh Nijjar in Jalandhar and U.S. lawyer Gurpatwant Singh Pannu in Amritsar. The Tribune newspaper reported that while Pannu heads the banned Sikhs for Justice (SFJ), Nijjar is the chief of the Khalistan Tiger Force (something that Nijjar has denied in Canada). A senior National Investigation Agency (NIA) official said the orders for attaching the properties were issued in accordance with the powers conferred on the anti-terror probe body under Section 51A of the UAPA (Unlawful Activities (Prevention) Act), 1967. Pannu owns land in Khankot village and in Bhainiwal under Sultanwind Suburban in Amritsar district. Nijjar has land at Bhar Singhpura village in Phillaur, Jalandhar. According to The Tribune, an official said: “The orders have been issued as part of the NIA investigation into a concerted campaign by secessionist

SFJ under the banner of Sikh Referendum 2020 for creation of Khalistan.” The outfit was also trying to hold meetings at certain places in the US and other countries to instigate and mobilize diaspora for its illegal activities, the official added. On July 1 this year, it designated Pannu and Nijjar as terrorists, as per the fourth schedule of the Act.

United Truckers Association holds huge Labour Day protest rally THE United Truckers Association (UTA) staged a Labour Day protest “to stand against the rampant law breaking plaguing the local drayage sector” after years of inaction by the Office of the BC Container Trucking Commissioner (OBCCTC). Starting at Guru Nanak Sikh Temple in Surrey, a 100-plus cavalcade made its way downtown to stage a protest of over 300 truckers in front of the Commissioner’s office. A clear message was sent to both the Commissioner and B.C. Transportation Minister Claire Trevena, according to UTA spokesperson Gagan Singh. “Yesterday, we took clear steps to show our deep dissatisfaction with how this industry is being regulated,” said
Singh. “After years of diplomacy and engagement, the UTA is finally ready to step up action until the law is enforced.” Rampant off-dock activity performed by illegal trucks, union collective agreements
permitted to break the law and indentured labour rules for owner operators are all issues that continue to destabilize the drayage industry under the rule of Commissioner Michael Crawford, he alleged.
The conditions that caused the 2005 and 2014 labour disruptions continue to be a problem in 2020, and the Commissioner is publicly stating that he is unwilling to take the necessary steps to fix
these systemic problems, said Singh. “The UTA will continue to respectfully engage with the government, but we are also going to take further actions to demonstrate the urgency of

This resulted in the seizure of a quantity of suspected restricted and prohibited handguns, over 800 plants and dried cannabis from an illegal grow operation, and approximately 400 grams of suspected cocaine. The group was found to be cultivating cannabis outside of Health Canada regulations in the GTA. On several occasions the group used a Jet Ranger helicopter to fly the illegally grown cannabis across the Canada-U.S. border between the ports of entry at low altitudes to avoid detection. The helicopter, a truck and trailer were seized as offence-related property. An investigation into the origin of the handguns is ongoing. ON Sunday, just before midnight, Burnaby RCMP frontline officers responded to a report of a fight between the passengers of a party bus stopped on the side of the Trans-Canada Highway at Gaglardi Way in Burnaby. Witnesses describe passengers from the bus exiting the vehicle and getting into a physical confrontation on the highway where two young men suffered stab wounds. A 17-year-old Surrey male was taken to hospital with serious and life-threatening injuries. A second 17-year-old Surrey male was taken to hospital with minor injuries. The bus was believed to have been traveling through Burnaby from Vancouver to Surrey at the time of the altercation. At this time, it is believed that this incident was targeted. Toronto Police looking for young white male in four ‘hate-motivated’ assaults on South Asians
SURREY RCMP announced on Thursday that charges have been laid against 28-year-old Jaal Kueth in relation to an assault with a weapon which occurred on City Parkway on September 9 shortly after 12:15 p.m. A Surrey RCMP frontline officer was conducting patrols in the area when they came across a man suffering from a lifethreatening injury. The officer immediately applied life-saving measures to the victim with the assistance of an RCMP Emergency Response Team medic and the BC Ambulance Services. With the assistance of witnesses, officers quickly located and arrested the suspect nearby, in the 13700-block of 102nd Avenue. The suspect remained in custody and a charge for aggravated assault was sworn against Kueth on Thursday afternoon. The injured man was transported by BC Ambulance Services to the hospital, where he remains, receiving additional medical treatment. “According to medical staff, without timely first aid, including direct pressure on the wound, the victim in this incident would not have survived,” said Staff-Sgt. THE Toronto Police Service on Wednesday announced that it would like to make the public aware of four incidents in the Lake Shore Boulevard West and Dwight Avenue area in its ongoing hate-motivated assault investigation. Police say the same young white man is believed to be responsible for all four attacks. All four victims are of South Asian descent. On Tuesday, August 25, in the Lake Shore Boulevard West and First Street, a man approached a 21-year-old man and began striking the man without warning. The suspect removed the man’s turban and then began running eastbound on Lake Shore Boulevard West. On Monday, August 31, in the Dwight Avenue and Birmingham Street area, an unknown man approached a 23-year-old man and began striking him on his head. He then began running northbound on Dwight Avenue. An image of the suspect was released in a bid to identify him. On Thursday, September 3, a man approached a 27-year-old man who was walking with a 26-year-old woman in the Lake Shore Boulevard West and Twenty Ninth Street area. The suspect, without warning, began to strike the 27-year-old man several times. The victim yelled for help and 911 was called. The suspect then began running southbound on Twenty Eighth Street. On Friday, September 4, a man approached a 32-year-old man in the Lakeshore Boulevard West and Legion Road area. The suspect shouted racially charged comments towards the victim while holding an object in his hand. The victim attempted to call police and the suspect then took his phone and threw it to the ground. The victim tried to get his phone, at which point the suspect

The RCMP said they have made contact with his family who have indicated that they are aware of the outstanding warrants but currently his whereabouts are unknown and all attempts to locate him at previously known addresses have been met with negative results. In April 2018 Tyabji-Sandana pleaded guilty to attempting to possess acetyl fentanyl, a less potent version of fentanyl in Calgary. He was arrested and charged with one count of importing a controlled substance after a drug bust in Calgary in 2015. Vancouver International Mail Centre intercepted a parcel declared as a “muffler” that was destined for a Calgary resident. As the officer was conducting an examination of the parcel, an unknown white powder was found and the officer suspected it to be fentanyl. The officer sent a sample of the unknown substance to the CBSA Laboratory, which confirmed her suspicion and CBSA engaged the support of the RCMP to further the investigation. The RCMP then began working with Calgary Police Service and on July 22, a warrant was executed on a Calgary residence in the 2400 block of 14 Street S.W., resulting in one arrest. Through the investigation, 122 grams of fentanyl was seized with an estimated value of $348,000.

METRO Vancouver Transit Police have arrested a man for an alleged indecent act in front of two teenage girls while on a bus. On Wednesday, August 26, at approximately 7:20 p.m., the two girls boarded a bus at Park Royal Mall. They noticed a man was staring at them while biting his lip and making gestures with his tongue. Shortly after, the suspect allegedly began openly performing an indecent act, while continuing to stare at the girls. One of the girls discreetly used her cellphone to film the suspect before leaving the bus at Lonsdale Exchange. After the incident, one of the girls told her mother, who in turn reported the circumstances to the Metro Vancouver Transit Police. Police said their General Investigation Unit worked relentlessly to identify the suspect. On September 1, Leon Stevens, a 35-yearold North Vancouver man, was arrested and charged with an indecent act and exposing genitals to a person under the age of 16. Stevens has an extensive police history. At the time of the incident, he was bound by multiple release orders for charges of sexual interference of a person under the age of 16, sexual assault with a weapon and obtaining sexual services. Stevens has since been remanded in custody. His next court appearance is scheduled for September 18 at the Surrey Provincial Court. Last month, Metro Vancouver Transit Police launched its latest anti-sex offence campaign, bringing awareness around sexual offending on public transit and to encourage victims and witnesses to report such incidents. Police said reducing sexual offences on the transit system is one of their top priorities. All passengers have the right to feel safe, without the fear of any unwanted touching, groping or gestures. 11,700 drivers were ticketed for speeding in school and playground zones in B.C. WITH many teachers and children returning to school this week, B.C. roads will be busier than usual, and ICBC is asking drivers to leave extra travel time, stay focused on the road and watch for children, especially around school zones. Every year in B.C., 380 children are injured in crashes while walking or cycling, and five are killed. Last year, 11,700 drivers were ticketed for speeding in school and playground zones in B.C. Police and Speed Watch volunteers will be closely monitoring drivers’ speeds in school zones to help children get a safe start to the school year. Parents are encouraged to review ICBC’s tip sheet with their children and go over their daily route to and from school with them. ICBC has new road safety learning resources on icbc.com to help B.C. teachers give children and youth the foundation they need to stay safe. The free, downloadable materials are customized to each grade level from preschool to grade 10, and include a teacher’s manual and handout booklet for students. COVID-19: $1.6 billion for fall and winter preparedness plan THE Province is investing $1.6 billion in a fall and winter preparedness plan that will significantly build upon and strengthen measures that respond to the health-care requirements of COVID-19. The plan will provide new support to seniors in long-term care homes and assisted-living facilities, by ensuring more British Columbians than ever before can get a flu shot, and by reducing the chance for transmission of COVID-19 in B.C. hospitals. “The actions we are taking today are a big step to help protect everyone in our province as we head into the fall, and in doing that, will also help lessen the impact the pandemic has had on our economy,” said Premier John Horgan on Wednesday. “We know people have stepped up to stop the spread, and right now we need good people to step forward to help deliver these lifesaving initiatives.” The Government of B.C. is dedicating $44.1 million to launch the Health Career Access Program and recruit an estimated 7,000 health-care workers in long-term care homes and assisted-living

facilities throughout the province. The program will provide a path for approximately 3,000 applicants who may not previously have had healthcare experience to receive on-the-job training. New hires in the program will start in a healthcare support worker position and receive paid training that leads to full qualification as a healthcare assistant. “It’s anticipated that up to 7,000 health-care workers will be hired this fall and winter,” Horgan said. “We’re looking to people who have lost their jobs due to COVID-19, particularly those who were employed in the hospitality industry. They understand service. They understand the importance of treating people as individuals and they know it’s essential to treat people with respect and dignity. jobs ensure seniors get the quality care they need and deserve – 7,000 new health-care workers will make a huge difference in the lives of our seniors.” To further protect vulnerable British Columbians, the Province is providing $374 million to bolster public health measures, including significantly building out the fall flu immunization campaign. As part of this, 45,000 Fluzone-High Dose immunizations will be made available to all long-term care and assisted living residents. Fluzone-High Dose is a higher dose vaccine designed specifically to protect people over 65 from influenza. An additional 450,000 influenza vaccine doses will be made available in the 2020-21 influenza season, for a total of approximately two million doses. “The COVID-19 pandemic makes it more important than ever to protect yourself and your family from influenza,” said Dr. Bonnie Henry, B.C.’s Provincial Health Officer. “By getting immunized against influenza, you’re protecting yourself and those who are vulnerable to complications from the flu. Staying healthy also helps to reduce strain on our health-care system as we deal with COVID-19. Getting the flu shot is safe and effective, and this year more than ever, I ask everyone who can to get a flu shot.” The Government of B.C. is also dedicating $42.3 million to ease the pressures off B.C. hospitals and reduce the chance of COVID-19 transmission in the hospitals. Hospital at Home, an innovative program that has succeeded in Canada and around the world, allows patients who meet the criteria to be offered 24/7 care at home rather than being admitted to hospital. Through in-person and virtual visits, patients will receive safe, effective care from nurses and physicians experienced in hospital medicine and acute care. Hospital at Home will launch through the Victoria General Hospital, then through additional hospitals over the coming months. The Health Career Access program, enhanced fall immunization campaign and Hospital at Home are vital new additions to the B.C. pandemic response, but do not stand alone. A constant focus is to ensure that strength is added where necessary, and that it supports or enhances existing initiatives. “On April 20, we announced help to rural, remote and Indigenous communities so they have access to critical health care during COVID-19 and beyond,” Horgan said. “On August 12, we announced we were hiring approximately 600 additional health professionals to increase contact tracing capacity. To date, 86 have been hired, approximately 200 are in the interview and offer stage, and the remainder are in the screening phase. Work to increase testing continues, and this fall, lab capacity will allow for 20,000 tests per day. The Ministry of Health also continues to ensure the Province is equipped with personal protective equipment (PPE).” Through its experience with COVID-19, the Province has learned and adapted to ensure its strengths and resources are developed and positioned to protect and keep safe those who are most vulnerable to the virus. “All of these initiatives support our ongoing efforts to keep British Columbians healthy and stop the spread,” Horgan said.

B.C. Liberals: Auditor General report says NDP fails to support economic recovery B.C.’S Auditor General Michael Pickup on Friday released a report that reveals the NDP government has been sitting on hundreds of millions of dollars that was originally promised to support businesses manage their response to the pandemic, said the B.C. Liberals. “Back in March, we came together across party lines and voted for an immediate aid package to help support individuals and businesses deal with the unprecedented consequences of COVID-19,” said BC Liberal Critic for Economic Development Jas Johal. “The revelation that [Premier] John Horgan and the NDP have been hoarding money that could have kept people working and eased the stress on small business owners is absolutely appalling. John Horgan misled British Columbians about what his government was doing to help them, which as it turns out, wasn’t what the NDP promised.” Pickup’s report shows that when the $5 billion COVID-19 fund was announced, the NDP specified $2.8 billion was allocated for individuals with the remaining $2.2 billion allocated for businesses. The report criticizes the NDP government for underfunding that promise, and notes only $100 million have been identified as business spending. The NDP added further insult to injury last week by abruptly ending deferrals on major B.C. taxes. Businesses must now pay a total of $6.3 billion in deferred taxes by the end of September and were not given the option to use payment instalment plans, said Johal.
B.C. Liberals call for NDP to commit to fall session of Legislature THE BC Liberals on Tuesday called on Premier John Horgan and the NDP to reconvene the B.C. Legislative Assembly next month to ensure proper accountability and supports for British Columbians as the province continues to face the challenges of COVID-19. “So far we’ve heard no confirmation from John Horgan and the NDP that they intend to resume the Legislature for October. As our province faces unprecedented challenges from the COVID-19 pandemic, it’s vital that elected officials do their jobs and represent the voices of their constituents in the Legislature during this crisis,” said Jas Johal, MLA for Richmond-Queensborough. “There are people, non-profits, and small businesses in every corner of this province suffering right now and for the NDP to not commit to a fall session would be a slap in the face to every single one of them. British Columbians deserve leadership, action, and accountability from their government.” The Legislative Assembly is tentatively scheduled to sit for a fall session from October 5 to November 26, but the NDP government has yet to commit to that timeline — or any — for a return of MLAs to the Legislature. “B.C. has been coping with COVID-19 for six months now, and the NDP has still yet to put forward any plan to remobilize our struggling economy. Alberta, Ontario, and Quebec have all announced economic recovery plans, leaving B.C. as the largest province in the country without one,” said Johal. “Our province is in dire straits and charting a path forward requires input from all parties in the Legislature. Federal government announces extension of rent relief for small businesses DEPUTY Prime Minister and Finance Minister Chrystia Freeland and the Minister of Small Business, Export Promotion and International Trade, Mary Ng, on Tuesday announced that Canada Emergency Commercial Rent Assistance (CECRA) for small businesses will be extended by one month to help eligible small businesses pay rent for September. All provinces and territories continue to participate in this initiative and collaborate with the federal government to provide rent supports to those small businesses most in need. Current CECRA application deadlines will also be extended to accommodate this extension. Across the country, thousands of small businesses that were forced to close or were especially hard hit have been able to use CECRA to help cover rent and position themselves to reopen as the economy reopens. As of September 7, over 106,000 small business tenants have been supported, representing 994,000 employees, for a total of over $1.32 billion in rent sup-
Chrystia Freeland port. The government is continuing to process thousands of applications worth hundreds of millions of additional dollars of support. Property owners are encouraged to continue to make use of CECRA for eligible tenants and to work to provide flexibility where possible to their tenants as they recover from the crisis. The federal government also continues to support the provincial banning of commercial evictions during the pandemic. Freeland said: “Across Canada, small businesses are working hard to grapple with this crisis so they can serve their communities and provide jobs. Our government recognizes that while small businesses’ needs are evolving, many still require support to face the challenges of the COVID-19 pandemic. That is why we are extending the rent relief provided through CECRA by an additional month, to ensure that Canadian businesses hit hardest by COVID-19 get support when they need it most.” Ng added: “As we work to safely reopen our economy, our government understands that things are still tough for our small business owners and that rent remains a major expense. That’s why we are extending the Canada Emergency Commercial Rent Assistance by one month to include September. We will continue to be there for our small business owners as we rebuild. Quick Facts * Those who qualified for CECRA based on existing program parameters will be able to apply soon for the additional one month based on having at least a 70 per cent revenue decline for April, May and June, without reassessing whether they continue to have at least a 70 per cent revenue decline in July, August or September. Participation in the one-month extension is voluntary. Both existing applicants to the CECRA and new applicants are able to opt for the September rent reduction. * CECRA provides forgivable loans to qualifying commercial property owners, whether they have a mortgage on their property or not. The loans cover 50 per cent of three to six monthly rent payments for eligible small business tenants during April, May, June, July, August and September. * The loans will be forgiven if the qualifying property owner agrees to reduce their small business tenants’ rent by at least 75 per cent under a rent reduction agreement, which will include a term not to evict the tenant while the agreement is in place. The small business tenant would cover the remainder, up to 25 per cent of the rent. * Existing applicants will need to reapply for the month of September. New applicants will have the choice of applying for the three-month initial period, four months, five months or six months. * Eligible small business tenants are businesses that are paying less than $50,000 per month in gross rent in a given location, with annual revenues of less than $20 million (at the ultimate parent level), and who experienced at least a 70 per cent drop in pre-COVID-19 revenues on average for the period of April, May and June. * Details on the September extension were available on the CMHC website on Wednesday.

Provincial deficit forecast now $12.8 billion for the 2020-21 fiscal year THE Province announced on Thursday that the COVID-19 pandemic’s impact on provincial revenues and unprecedented government spending on supports for people and businesses has led to an updated provincial deficit forecast of $12.8 billion for the 202021 fiscal year. The deficit is on track with the Province’s July fiscal and economic scenario. “The pandemic has threatened lives and livelihoods, and our government responded with one of the most supportive, comprehensive action plans in the country,” said Carole James, Minister of Finance. “Since the Province’s July fiscal and economic scenario, we have seen stronger than expected consumer spending, housing activity and employment gains. These gains are offset by increased prudence to help B.C. weather the long road ahead.” The Province’s first quarterly report confirms revenue declines in taxation, natural resources and other sources that were anticipated in July. However, the overall impacts on revenues and expenses are lower, with a $5.7-billion decline from Budget 2020, compared to a $6.3-billion decline shown in the July scenario. Improvements from July’s update include better than expected employment gains, retail sales and housing activity, resulting in revenue gains in provincial sales tax, personal income tax and property transfer tax. The updated deficit forecast includes a $1-billion forecast allowance as part of government’s commitment to economic prudence in response to the heightened uncertainty brought by COVID-19. The first quarterly report also includes a summary of COVID-19 investments to date, with details of the $7.6 billion in COVID-19 response measures that have supported people and businesses since the beginning of the fiscal year. The COVID-19 Action Plan has included supports such as workers benefits, rent supplements, income and disability assistance supports, and economic recovery funding. Another $1.8 billion in temporary relief measures for people and businesses include supports such as the Climate Action Tax Credit, pandemic pay for front-line workers and the reduction of school tax for commercial properties. As part of the COVID-19 Action Plan, $1.5 billion has been earmarked for economic recovery measures to be announced in September.

Surrey man arrested by Richmond RCMP in car theft ON August 17, Richmond RCMP received a report of a stolen vehicle from outside a residence in the 8700-block of No. 1 Road. Two males were seen on surveillance video making off with the vehicle. On August 28, 32-year-old Mitchell William Coubrough of Surrey was arrested for his involvement in the theft. He currently faces a number of charges including theft of a vehicle, breach of probation and two counts of driving while prohibited. Cpl. Ian Henderson said on Sunday: “The Richmond Property Crimes Unit has invested significant time and resources into this ongoing investigation. One suspect has been identified and arrested, and the stolen vehicle has been recovered. But Richmond RCMP continue to work on identifying the second suspect in this matter, and hope to bring him to justice soon.” Coubrough remains in custody. His next court appearance is scheduled for October 14 in Richmond Provincial Court.

Cambie trial: Supreme Court decision a victory for all patients, says BCNU NURSES are celebrating a BC Supreme Court decision on Thursday that upholds important sections of the BC Medicare Protection Act that ensure patients do not need to pay out-of-pocket for medically necessary health care. The decision marks the close of a five-year long trial slowed by years of delays. The plaintiffs, led by Vancouver’s for-profit Cambie Surgery Centre, were aiming to have the laws that make up BC’s single-payer health insurance system – commonly known as medicare – struck down. “We are pleased the court has found that access to health care based on patients’ needs, and not simply their ability to pay, is not a violation of Canadians’ charter rights,” said BC Nurses’ Union President Christine Sorensen.
Christine Sorensen Sorensen noted that BCNUsupported patient intervenors in the trial provided important testimony to support evidence showing that universal public health care is the safest, most efficient and most cost-effective way to provide care for all. She said for-profit health care promoters failed to provide the evidence needed to
show that private medical clinics improve the health of Canadians. “We know that for-profit clinics do not reduce wait times, and far from being a ‘relief valve,’ they are a drain on the public health-care system,” she said. “The physicians, nurses and other health care professionals who work at these facilities can’t be in two places at once. The more they work in for-profit clinics, the longer the wait times in public facilities.” Sorensen said this reality has been made worse by the province’s shortage of specialty-educated nurses, such as operating room nurses, that are desperately needed in public hospitals. “The more care that can be provided in the public system the better,” she added. The trial was the latest chapter in a protracted legal battle over the constitutionality
of medicare, and revolved around the practice of extrabilling, where a doctor or private clinic charges a publicly insured patient additional fees for medically necessary services. Lawyers for Cambie requested several adjournments throughout the proceedings in an attempt to properly prepare evidence and respond to arguments from the BC government, the defendant in the trial. Cambie owner, Dr. Brian Day, who has fully admitted to breaking the BC Medicare Protection Act, had been litigating for more than five years prior to the trial’s commencement in 2016 to prevent the province from enforcing the law in the interest of all British Columbians, the BCNU pointed out. Sorensen said the corporate plaintiffs’ motivations were never really about surgical
wait lists or patient suffering, but about doctors being allowed to charge patients whatever they want for necessary medical services. “These clinics might claim to act on behalf of patients, but their real motive is profit,” she said. “Nurses care for all,” she added, “and we believe surgeries should be provided based on medical need not the size of your bank account.” Sorensen said that nurses, as health-care professionals, have always been concerned about private medical clinics’ business practices. “They are a direct threat to medicare and the health and well-being of Canadians. BCNU has consistently advocated for equity in the provision of health care. In fact, it was BCNU that began ringing the bell in 2003 over forprofit clinics’ unchecked and
illegal billing for publicly insured services,” she added. During the trial, nurses welcomed the provincial government’s 2018 announcement that it would enforce Bill C-92 regulations in the BC Medicare Protection Act authorizing the BC Medical Services Commission to refund patients in cases of extra-billing and fine the doctors who billed them. However, the plaintiffs successfully sought an injunction against enforcement of the legislation pending the outcome of the trial. “We now expect to see full enforcement of the regulations,” said Sorensen. “It is no longer ‘business as usual’ at for-profit surgical clinics in this province, and Dr. Day and others should no longer be allowed to flout our public health-care laws and take advantage of vulnerable patients.”

132 new cases of COVID-19 in B.C.; no new deaths HEALTH Minister Adrian Dix and Provincial Health Officer Dr. Bonnie Henry on Friday announced 132 new cases of the novel coronavirus (COVID-19), for a total of 6,962 cases in British Columbia. Fortunately, there were no new COVID-19-related deaths; the total number of deaths remains at 213 in the province. There are 1,461 active cases of COVID-19 in the province, 3,198 people who are under active public health monitoring as a result of identified exposure to known cases and 5,273 people who tested positive have recovered.
Currently, 49 individuals are hospitalized with COVID-19, 10 of whom are in intensive care. The remaining people with COVID-19 are recovering at home in self-isolation. Since the start of the pandemic, there have been 2,419 cases of COVID-19 in the Vancouver Coastal Health region, 3,600 in the Fraser Health region, 190 in the Island Health region, 465 in the Interior Health region, 204 in the Northern Health region and 84 cases of people who reside outside of Canada. There has been one new health-care facility outbreak at Evergreen Ham-
lets long-term care facility. In total, 14 long-term care or assisted-living facilities and three acute-care facilities have active outbreaks. There have been no new community outbreaks, although there continue to be community exposure events. Alerts are posted on the BC Centre for Disease Control’s (BCCDC) website, as well as on health authorities’ websites, providing details on where the potential exposure occurred and what actions to take – whether you need to self-isolate or monitor for symptoms. Wilkinson to Horgan: Don’t play games with election! B.C. Liberal Leader Andrew Wilkinson on Wednesday slammed Premier John Horgan, alleging that at the same time as Provincial Health Officer Dr. Bonnie Henry laid out the steps needed to deal with the uncertainty of what the pandemic will bring this fall, Horgan gave the strongest indication yet that he plans

Fraser Health launches COVID-19 back to school resources for parents and teachers THIS week, children across British Columbia transitioned back to school after the summer break. For many, this was their first time setting foot into a classroom since the COVID-19 pandemic earlier this year. To address public health concerns parents and teachers may have during back-to-school season, Fraser Health has created new online resources to answer common questions. “While the return to school is traditionally an exciting time for parents, teachers and students alike, this year people may have questions about the public health measures that are being taken to support the return to in-classroom activities,” said Dr. Ingrid Tyler, Fraser Health Medical Health Officer. “Fraser Health Public Health continues to work closely with school districts and our Ministry of Health and Ministry of Education partners to support students’ return to school. World Suicide Prevention Day – September 10 WHO do you talk to when you need to get outside your bubble? As we continue to take care of each other from a distance, mental health surveys tell us that loneliness is having an impact on our mental health, and loneliness can be a factor in suicidal thoughts and feelings, says the Crisis Centre of BC. World Suicide Prevention Day was on September 10, and the Crisis Centre of BC wants everyone to know that they are available 24 hours a day, 7 days a week. As part of efforts to make sure people can reach out when and how they want to, the Crisis Centre commissioned two surveys from Insights West, just prior to the COVID-19 pandemic and again in August. The surveys confirmed that British Columbians are experiencing mental health con-
cerns, with Metro Vancouver showing the biggest drop in mental health: 28% more Vancouverites respondents marked their mental health as fair to poor now, compared to before the pandemic. The Crisis Centre found old-fashioned phone calls matter to individuals and communities when reaching out to a crisis centre. Sixty-five per cent of people reported they would call when they needed to connect, and 72 per cent would use the phone to find out how to help someone they were worried about. In an era where texting is everywhere, the Crisis Centre wanted to know why people in distress preferred phones. Reasons to call included: talking is quicker and easier than texting, you’re more likely to get an immediate response, you know you are talk-
ing to a real person, and you are confident you have the person’s full attention. “Our voice communicates 80% of what we are trying to say, so hearing and being heard makes the sense of being connected to another person more real. I’m not surprised our phone service is the preferred option”, said Stacy Ashton, Executive Director of the Crisis Centre of BC. “We also recognize that getting through a crisis is not a one size fits all type of solution, so we want to make sure we are there for you when and however you need us”, she remarked when asked about alternatives for connecting with a crisis centre. Crisis Centre of BC staff and volunteers are trained to connect with people over the phone and through province-wide chat services that extend to the Yukon. With phone
services being a preferred option, chat services are available if that’s your comfort zone. According to the survey, some reasons people choose text/online chat services are because it feels less intimidating, and protects you from being overheard. Do we all need respiratory masks? WILL the so-called progress of civilization eventually destroy us? Indigenous Peoples, hundreds of years ago, did not devastate nature the way we do today. Oceans are loaded with plastics and soil with dangerous contaminants. Now, is the air we breathe gradually destroying our brains? A report published in Proceedings for the National Academy of Sciences has grim news. We’ve known for decades that breathing in dirty air damages lungs. But research now reveals that long-term exposure to particulate matter, sulfur dioxide and nitrogen dioxide is linked to decreased brain function. The lungs are a vital gateway to the body. Their surface area is the size of a tennis court and during a 24-hour period we breathe in 10,000 liters of air. The World Health Organization estimates that ambient air pollution results in over 4 million deaths per year worldwide. The causes include chronic obstructive lung disease, stroke and cardiovascular disease. China, with its massive industrialization, is seeing significant health problems due to smog. Xin Zhang, a researcher at Beijing Normal University, says, “We speculate that air pollution probably puts greater damage on white matter in the brain, which is associated with language ability.” Women will be pleased to know that stud-
ies show they have more white matter than males, suggesting men may suffer greater cognitive declines from damaging air pollution. Jonathan Samet, dean of the Colorado School of Public Health, notes that research on air pollution and brain health has intensified over the past decade. However, like Zhang, Samet indicates more research is needed to explain how small particles coat lungs, how they impact the brain, and how many other organs also suffer. Dan Costa, an environmental toxicologist from the University of North Carolina, says that “when a toxic product enters the body, its implications are everywhere so it can also include the reproductive system.” There is general agreement that inhaling small particles results in them entering the blood stream. There is every reason to suspect they cross the blood-brain barrier and set up an inflammatory reaction in the brain. The fact that inflammation can cause either minor or serious health issues is nothing new. For years now, chronic inflammation has been linked to atherosclerosis (hardening of arteries) and coronary artery disease. People in several East Asian countries have long worn face masks as a courtesy to others when they have a cold, but now, more frequently, in circumstances where there is

Mehta, professor of geography and environmental sciences at Thompson Rivers University in Kamloops, British Columbia, has been a pioneer in trying to change outdated opinions about the dangers of pollution. He warns of risks to fetal brain development stemming from prenatal air pollution exposure. Today much of the research on pollution has focused on automobile emissions. But Mehta lives in British Columbia, where many rural families heat their homes burning wood in stoves and fireplaces. He cautions, “People who heat their homes with wood burning appliances have higher indoor air pollution levels,” adding that they put neighbours in harm’s way from these emissions that “generate significantly more particulate matter than dozens of diesel trucks and cars combined.” He wonders if wearing high quality respiratory masks to protect our health will become as common as sunglasses. The British Columbia Real Estate Associationâ&#x20AC;&#x2122;s (BCREA) latest Market Intelligence report, The Unusual World of Pandemic Economics, points to uneven job losses across sectors, an increase in many householdsâ&#x20AC;&#x2122; rate of savings, swift government
aid, a tighter-than-ever housing supply and low interest rates as the drivers behind BCâ&#x20AC;&#x2122;s recent housing market highs. â&#x20AC;&#x153;The COVID-19 recession has battered many sectors of the BC economy. However, looking at recent data in the housing market, it would be difficult to tell there was
a recession at all,â&#x20AC;? says BCREA Chief Economist Brendon Ogmundson. â&#x20AC;&#x153;In a typical recession, we would see falling demand and rising supply, but this recession is anything but typical.â&#x20AC;? Previous BCREA forecasts anticipated housing prices would return to the pre-COVID-19 baseline in early 2021. However, a surge of pent-up demand into an undersupplied market has prices at pre-COVID-19 levels well ahead of schedule. â&#x20AC;&#x153;Pandemic economics are proving to be very unusual. Many of the trends we are seeing are without precedent and significant uncertainty remains, but we are cautiously optimistic that this housing recovery will continue,â&#x20AC;? notes Ogmundson.

She earned her Bachelor of Science degree in aeronautical engineering from Punjab Engineering College in 1982 and Master of Science degree in aerospace engineering from University of Texas-Arlington in 1984. She was awarded PhD in aerospace engineering from University of Colorado in 1988. Chawla flew on STS-87 (1997) and STS-107 (2003) and has logged 30 days, 14 hours and 54 minutes in space, according to NASA. She died in 2003 in the Columbia space shuttle disaster. The shuttle disintegrated over Texas during re-entry into Earth’s atmosphere. The mishap happened 16 minutes prior to scheduled landing.

Pakistan’s Sikh community wants rare religious scripture placed at shrine Lahore (IANS): The Sikh community in Pakistan said that it wants a handwritten copy of Guru Granth Sahib, which is currently on display at a museum in Lahore and estimated to be 300 years old, to be placed at the Gurdwara Dera Sahib, according to a media report. The handwritten copy of the Sikh holy book, according to experts, is very rare, The Express Tribune said in a report. “While there is no date on it, the writing and ink shows it is more than three hundred years old,” said Aliza Saba Rizvi, a researcher and in charge of the section of the Lahore Museum dedicated to Sikhism. According to Rizvi, the manuscript, along with other artefacts were received by the museum as a donation from various individuals and organization over a long period of time. “This is a rare copy of the Guru Granth Sahib,” Rizvi said, adding that a similar copy of the holy scripture is at the Golden Temple in Amritsar, India. Now the Sikh community in Pakistan wants the holy scripture to be placed inside the Gurdwara Dera Sahib, a shrine situated in the heart of Lahore, which stands at the spot where Guru Arjan Dev died in 1606. “This ancient copy of Guru Granth Sahib must be kept in a Gurdwara Sahib,” The Express Tribune quoted a senior member of the community as saying. “It cannot be kept in a closet like any ordinary book,” said Sardar Bishan Singh, former head of the Pakistan Sikh Gurdwara Prabandhak Committee (PSGPC). “It needs to be placed inside the Gurdwara with the respect it deserves,” said Singh. The community leader said he would place the demand on the agenda for the next meeting of the PSGPC. Singh suggested the museum should transfer the rare scripture to the Gurdwara or hire a member of the community to take care of the holy book as prescribed by Sikh customs.

Sikhs being counted as separate ‘ethno-religious’ group in US census
New York (IANS): In a break from the US constitutional separation of state and religion, the administration of President Donald Trump has introduced Sikhs as a distinctive group to be counted in the ongoing census and not as Asian Indians. Because of the legal prohibition against asking questions about religion, Census Bureau officials said they consider Sikhism a “cultural” or an “ethno-religious” identity. Sikhism does not appear as a category to tick off on the census forms that US residents are legally required to fill out, but Sikhs can tick off the “Other Asian” category and write in their religion as a sub-category instead of listing themselves under Asian Indian or other listed racial and ethnic identities, according to the Census Bureau. But while anyone can write-in any religious or ethnic or linguistic identities beyond the categories that appear on the form, only Sikhs and some others are given a code that will allow them to be tabulated separately when the 2020 reports are made. “’Sikh’ will be included as a distinct detailed population group within the ‘Asian’ racial category, and not classified as ‘Asian Indian’ as it was in the 2010 Census when it was viewed as a religious response,” according to the
Census Bureau. The bureau did not say where Sikhs who were not of Asian origin, like many members of the Sikh Dharma of the Western Hemisphere, who are racially White, can write-in their separate identity. “The Census Bureau included ‘Sikh’ codes as part of the draft 2020 Census code list within the 2018 Census Test Redistricting Data Prototype,” it said. Asian Indian appears as one of the ethnic or racial categories that can be ticked off on the form along with Chinese, Filipino, Japanese, Korean and Vietnamese. Pakistanis do not have a category to tick off on the form, but the form suggests that they can write in their ethnicity under “Other Asian.” The provision for Sikhs to write in their identity was publicised in January. Rachel Marks, the chief of the bureau’s racial statistics branch, explained to Newsday how they got around the ban on religion questions by classifying Sikhism as an “ethno-religious” category rather a religion. She told the newspaper that while the census is prohibited by law from soliciting information on religion, Sikhs fall into the ethnoreligious category because their religion is “intertwined to become more of a cultural
identity”. The Census Bureau has been working with the Sikh community during the past decade, she told Newsday and “they told us they really needed this, to be counted separately”. The effort to count Sikhs meshes in with the move to count various ethnic groups that had been swept under the general categories of White, Black or “Other Asian.” In a statement to the newspaper, Marks and Census Bureau’s Race and Ethnic Research Director Nicholas Jones, said the Census Bureau is “committed to producing data for detailed race and ethnic groups, including distinct detailed groups like the Sikh, Irish, Jamaican and hundreds of other populations”. Marks told Newsday that there was a precedent for counting “ethno-religious groups” and cited the Amish, a reclusive Christian sect that eschews most modern technologies. New York City has launched a video in Punjabi language to reach “Sikhs, who are predominantly Punjabi language speakers”. Vishavjit Singh, a Sikh community advocate and artist who wore a “Sikh Captain America uniform” is featured in the video which the city broadcast as public service announcements on local Punjabi TV channels, the city
said. Appealing to illegal immigrants, City Census Director Julie Menin said: “We thank Vishvajit Singh for making sure his community knows that there is no immigration or citizenship question on the census and that all responses are completely confidential and cannot be used by anyone, including law enforcement, your landlord, or ICE (Immigration Customs Enforcement agency).” City Census Deputy Director Amit Singh Bagga recalled that his father had suffered “painful discrimination” after 9/11 and said: “There can be no more important exercise for all of us Sikhs to participate in than that which truly allows us to be seen, heard, and respected and that is the census.” “If we are not counted, we will be invisible when it comes to the dollars and cents that come right into our communities for schools, hospitals, roads, and more - not to mention that we will be deprived of representation that truly reflects the needs and priorities of our communities,” he asserted without explaining how funds can be allocated on the basis of religion or “etho-religious” identity as the budgets do not channel money explicitly for such groups or how legislative constituencies can be gerrymandered for Sikhs.
4,442 cases pending against sitting, former MPs/MLAs, Supreme Court told New Delhi (IANS): Data provided by all the High Courts to the Supreme Court has revealed that 4,442 cases are pending against sitting and former MPs and MLAs in different courts, including special courts designated to try these cases. A report compiled by amicus curiae and senior advocate Vijay Hansaria said: “In 2,556 cases sitting legislators are accused persons. The number of legislators involved are more than total number of cases since there are more than one accused in one case, and the same legislator is an accused in more than one case.” The report was filed on an order passed by the top court on a Public Interest Litigation by BJP leader and advocate Ashwini Upadhyay, who urged the court to give directions for speedy trial of criminal cases against sitting and former lawmakers. The top court
had directed the Registrar Generals of all High Courts to bring on record the information in connection with pending cases against lawmakers. “There are 413 cases in respect of offences which are punishable with imprisonment for life, out of which in 174 cases sitting MPs/MLAs are accused,” the affidavit said. Hansaria also provided the state-wise list of cases where trials are pending due to stay orders from superior courts. “Trial of 352 cases have been stayed by the High Courts and this Court,” said the affidavit. According to the report, in Uttar Pradesh, there are 1,217 pending cases, out of which in 446 cases sitting legislators are accused. In Bihar, there are 531 cases, out of which in 256 cases sitting legislators are accused, in Tamil Nadu (324 pending cases), in Maharashtra (330 pending cases), and in Orissa
(331 pending cases), among others. Hansaria has suggested special courts should be set up in every district for MPs/ MLAs. “Each High Court may be directed to assign/allocate criminal cases involving former and sitting legislators to as many Sessions Courts and Magisterial Courts as the respective High Courts may consider proper, fit and expedient having regard to the number and nature of pending cases. Such decisions may be taken by the High Courts within four weeks of the order,” said the affidavit. The affidavit said that many cases are registered under the Prevention of Corruption Act, Prevention of Money Laundering Act, Arms Act, Prevention of Damage to Public Property Act and defamation under section 500 IPC. Hansaria suggested that the special courts should prioritise cases involving of-
fences punishable with death or life imprisonment. “Each High Court shall register a suo motu case with the title ‘In Re: Special Courts for MPs/MLAs’ to monitor the progress of cases pending in the state and ensure compliance of directions of this Court,” said the affidavit. Hansaria suggested that forensic laboratories should give priority in furnishing the report in respect of cases being tried by the Special Courts and will submit all pending reports within one month. “Each Special Court will send a monthly status report to the High Court and the High Court, on examination of the same, will issue necessary directions to ensure speedy disposal of cases. The case shall be heard by the High Court at such interval as may be necessary, however, at least once in three months,” said the affidavit.

Rhea accepted before Narcotics Control Bureau that she procured drugs for Sushant New Delhi (IANS): Actress Rhea Chakraborty has in her statement to the Narcotics Control Bureau accepted her role in procuring drugs for late actor Sushant Singh Rajput and also handling the finances. “During her statement, Rhea Chakraborty revealed about her involvement in procurement of drugs and financial transactions and also her instructions to Samuel Miranda, Dipesh Sawant and Showik Chakraborty,” NCB said in its application for judicial custody for 14 days for Rhea. “Therefore it is clear that the respondent is an active member of drug syndicate connected with drug supplies. It is also clear from the statement that the present respondent used to procure drugs for Sushant Singh Rajput for consumption purpose. The present respondent used to manage finance for drug procurement along with Sushant Singh Rajput,” NCB said in the application. During his statement, Rhea’s brother, Showik has revealed that he used to facilitate the delivery of drugs through Abdel Basit Parihar by Kaizen Ebrahim and Zaid Vilatra. “These deliveries used to be received by the aides of Sushant Singh Rajput and every delivery and payment was in con-

Samuel Miranda has also given a similar statement that he used to procure drugs on the direction of Sushant Singh Rajput and Rhea Chakraborty and the financial matter was being dealt by Rhea and Sushant. During his statement, Dipesh Sawant disclosed that he used to receive
drugs for Sushant on his directions and on several occasions Rhea also instructed him. Furthermore, the financial issues for purchase of drugs were also being dealt by Sushant and Rhea. Dipesh Sawant used to receive drugs with Samuel Miranda for the consumption of Sushant. NCB has pieced together the drug dealers operating in Mumbai who were being directed by Showik Chakraborty who is already under arrest by NCB. As per NCB application, during the voluntary statement of Zaid Vilatra disclosed the name of Abdel Basit Parihar as a receiver of the ganja/ marijuana. During his statement, Parihar revealed that he purchased and sold ganja through Zaid and others. “He used to supply drugs from Zaid Vilatra and Kaizan Ebrahim as per the instructions of Showik Chakraborty”, NCB said. There are instances where Parihar was facilitated to arrange the drugs and he was in contact with Samuel Miranda and Showik Chakraborty. Miranda was an employee of Sushant Singh Rajput and was also arrested alongwith Showik. Interestingly, NCB says that Parihar is an active
member of a drug syndicate connected with high profile personalities and drug suppliers. He used to pay and receive money via credit cards, cash and payment gateways. Parihar was arrested on September 3. Rhea, who was arrested on Tuesday by the Narcotics Control Bureau (NCB), has been charged with abetment in possession, sale, purchase, consumption, transportation of substances under the Narcotic Drugs and Psychotropic Substances Act (NDPS). This constitutes prima facie offences under Section 20(b)/22/27/28/29 of the NDPS as per the Crime Information Report of the NCB. There have been seizures of drugs or substances from Rhea. “During the investigation of a case under PMLA, central investigation agencies had cloned the mobile phone of one Rhea Chakraborty, wherein her apparent involvement in purchase, possession, sale, consumption, transportation and usage of contraband covered under NDPS Act is visible”, the NCB report said. Analysis of Whatsapp chats of Rhea with other entities reflects the angle of conspiracy, the NCB said.

Home quarantine for international travellers with negative report in Punjab Chandigarh (IANS): Amid easing of restrictions, Punjab Chief Minister Amarinder Singh on Wednesday announced that those flying in from abroad with COVID-19 negative certificates, up to 96 hours old, can now go for home quarantine. International travellers who getting themselves tested on arrival at the airport, as part of the Centre’s new directives, can also go home for quarantine if found negative, he said, adding that Punjab was currently at the 17th position in the country in terms of COVID-19

The Chief Minister said after the decline in testing due to rumour-mongering and fake propaganda, the number of COVID-19 tests had again touched around 28,000 per day as the police had cracked down heavily on miscreants spreading misinformation in the state. Chandigarh (IANS): The Shiromani Akali Dal (SAD) on Tuesday condemned the Congress government in Punjab for increasing the fee for MBBS course in government medical colleges by 75 per cent and demanded immediate rollback of the hike. In a statement issued here, former minister Daljit Singh Cheema said that it seemed the government had not learnt any lesson from the COVID-19 pandemic.
“The need of the hour is to reduce MBBS fee to ensure students from ordinary backgrounds can become doctors. It is these students who will be ready to serve the state in rural areas. Instead of following this policy and subsidising medical education to bring it within the reach of the common man, the Congress government has increased fees in both government as well as private medical colleges,” he said. Cheema said students taking admission to government medical colleges would now have to pay a fee of Rs 7.80 lakh [Rs 780,000] instead of Rs 4.4 lakh [440,000]. He said in case of private medical colleges, the fee has been hiked from Rs 13.4 lakh [Rs 1.34 million] to Rs 18 lakh [Rs 1.8 million]. Similarly, the fee under the management quota in private medical colleges has been hiked to Rs 48 lakh [Rs 4.8 million] and that under the NRI quota to Rs 81 lakh [Rs 8.1 million], Cheema said. “Parents, who will have to spend an additional Rs 6-7 lakh [Rs 600,000-700,000] on boarding and books, cannot cope with this huge expense during a time when the economy is on a downswing,” Cheema added.

Foreign Contribution Regulation Act licence to Golden Temple for 5 years
New Delhi (IANS): The Union government has granted a Foreign Contribution Regulation Act (FCRA) licence to Sri Harmandir Sahib at Amritsar in Punjab for five years. SFJ woos Punjab farmers with hiked grants ahead of ‘Referendum 2020’ New Delhi (IANS): Undeterred by the attachment of properties of Sikhs For Justice (SFJ) key leaders -- Gurpatwant Singh Pannun and Hardeep Singh Nijjar -- the banned outfit is now offering Rs 3,500 each as grant to woo Punjab farmers ahead of its anti-India campaign ‘Referendum-2020’, intelligence sources have said. The US-based secessionist group has announced to provide the money on a monthly basis to each of the Punjab farmers who have defaulted on agricultural loans, as part of its strategy to get their support for ‘Referendum-2020’ campaign now planned to be held in November. Intelligence agencies as well as National Investigation Agency (NIA), which is probing cases against the SFJ, got the inputs on the grant offer for farmers a day after the Ministry of Home Affairs (MHA) ordered the attachment of immovable properties of Pannun in district Amritsar and Nijjar in district Jalandhar of Punjab. The SFJ revised its earlier announcement under which Punjab farmers with up to five acres of land were to get Rs 3,000 each to help them repay their agricultural loans. Reiterating the SJF’s commitment to work for secession of Punjab, SFJ General Counsel Pannun said: “India can take my land but will not be able to stop the Referendum 2020.” Earlier, the SFJ had also cautioned Union Rail Minister Piyush Goyal not to run trains in Punjab, giving a call for ‘Rail Roko’ in the Indian Punjab on September 13. In an email to the Minister, the SFJ claimed to highlight the “Indian’s government’s criminal negligence towards increasing farmer suicides in Punjab due to agricultural loans”. In exercise of the powers conferred under Section 51A of the Unlawful Activities (Prevention) Act, 1967, the MHA on Tuesday ordered the attachment of immovable properties of Pannun and Nijjar for their role in SFJ’s campaign under the banner of ‘Referendum 2020’ for the creation of ‘Khalistan’. Based on the NIA’s recommendation, the MHA had ordered the attachment of Pannun’s 46 kanals of land in Khankot village in Amritsar and 11 kanals and 13.5 marlas in Sultanwind suburban in Bhainiwal area in the same district. Nijjar’s 11 kanals and 13 marlas of land in Bhar village in Jalandhar’s Singhpura was also confiscated. Pannun is the SFJ’s General Counsel while Nijjar is ‘Referendum 2020’ Canada coordinator, according to the NIA. The NIA said that the SFJ, headed by Pannun, is presently making efforts to propagate ‘Referendum-2020’ on the social media. The SFJ is also
Punjab for blocking 45 sites for spreading rumours on COVID-19 Chandigarh (IANS): Intensifying their crackdown against rumour-mongers spreading, Punjab has asked the Centre for blocking access to 45 sites indulging in false propaganda after the social media platforms concerned failed to act against them. With 13 more accounts and links blocked by various platforms, the total number of URLs and links blocked for spreading false propaganda in the state has gone up to 121, while the Central government’s intervention has been sought in 45 more, Punjab Police Director-General of Police, Dinkar Gupta, said. Facebook has blocked 47 URLs, Twitter has blocked 52 while YouTube has blocked 21. In addition, 292 more URLs and links carrying malicious content have been reported to the social media platforms for blocking, said the DGP. The police have also issued a look-out circular for one Satinder Singh, currently residing in Vienna in Austria. Satinder was allegedly responsible for posting fake videos and advising people in Punjab from going to hospitals for COVID-19 treatment. The lookout notice seeks to arrest him to face trial as soon as he sets foot in the country. Anchors of Fastway TV USA and Fastway NEWS have been booked for trying to spread misleading facts about ASHA workers, following directions from Chief Minister Amarinder Singh to initiate stringent action against miscreants based in foreign countries if they try to vitiate the atmosphere in Punjab with false propaganda and fake information. A total of 18 FIRs have been registered against persons involved in rumour mongering, said the DGP. These include the FIR registered against Lok Insaf Party leader and MLA Simarjit Singh Bains.

The group has used the Canadian cyberspace twice for launching its voter registration for the referendum in Delhi and Jammu and Kashmir on the instructions of Pannun, who has been playing a major role in the ‘Referendum 2020’ campaign. The SFJ enjoys the backing of Pakistan-based handlers in providing money and logistic support to radical Sikh elements in Punjab to carry out subversive activities. The group is headed by Avtar Singh Pannun and Gurpatwant Singh Pannun, who have been advo-
cating the cause of Khalistan as well as the online secessionist campaign for the referendum. However, the SFJ’s agenda has been rejected by the Sikhs across India in spite of the InterServices Intelligence-sponsored propaganda on
