Amandeep Manj shot dead in Vancouver’s Fairmont Pacific Rim Hotel parkade VANCOUVER Police on Thursday identified the city’s 13th homicide of the year as Amandeep Manj. The 35-year-old was found dead in a vehicle on level three of the underground parkade of the Fairmont Pacific Rim Hotel near Cordova and Burrard streets Wednesday afternoon. Officers responded around 3:30 p.m. after the victim was found unresponsive by a witness. Paramedics attended and he was pronounced dead on scene. Homicide detectives continue to investigate. No arrests have been made. “Early this morning, witnesses called police to report a vehicle on fire near Charles and Penticton streets in East Vancouver,” said Constable Tania Visintin. “Our investigators are working to determine if there is a connection between this arson and yesterday’s murder.” On Wednesday, Visintin said: “This brazen shooting happened in broad daylight at a popular tourist hotel in the city.” She added: “VPD Homicide investigators believe the shooting was targeted. IN August 2009, The VOICE had reported that Vancouver Police Inspector Mike Porteous, Commanderin-charge of Project Rebellion, announced that they had arrested two main players of the Manj crime group, the chief rivals of the Sanghera group. One of them was Amandeep Deep Manj, 23, who was arrested on August 6 as he was leaving his family home in the 3300 block of Fieldstone Drive, Vancouver. A search warrant was subsequently executed at this residence and two firearms were found – a 40 calibre semi automatic handgun and a 22 calibre zip gun. Ammunition was also located inside this residence.

That bill, which denies Canadians the wearing of symbols manifesting their faith such as crosses, hijabs, kirpans,

turbans and stars of David, is just plain wrong, said Dhaliwal in a statement. DHALIWAL said in his statement: “When the Bloc Quebecois Leader sparred on air with debate moderator Shachi Kurl over a question approved by the Debate Broadcast Group about Bills 21 and 96 marginalizing religious minorities (where she rightfully described Quebec’s controversial legislation as discriminatory), it revealed to me the chasm of difference on this subject between some Quebecers and many of us in the rest of Canada today. Notably, a Quebec Superior Court judge has ruled this legislation violates fundamental rights of expression and freedom of religion. Only because the ‘notwithstanding clause’ was evoked by the Quebec Government has this odious manifestation of

discrimination been allowed to stand. “Blanchet’s acerbic response to Kurl’s question on the legislated ban on the wearing of visible religious symbols by public servants in positions of authority, including, most controversially, schoolteachers, has triggered exploitation by the Bloc scrambling to retain its 32-seat momentum captured in 2019 among Quebec voters. Meanwhile, it is noticeable how disingenuous the Conservative, Liberal and NDP Leaders have been in carefully avoiding, and even disavowing, any perception that they support the laudable position articulated by Ms. Kurl, undeniably a politically volatile one. “Shachi Kurl doesn’t need me to defend her and the completely legitimate and appropriate question she posed to Monsieur Blanchet about discriminatory Quebec laws. How can anyone in that Province, or anywhere in Canada - particularly any Party Leader seeking to become Prime Minister of this country after the September 20 general election - seriously explain, or convincingly avoid condemning, the enactment of the Quebec National Assembly which restricts minorities’ job opportunities because of their religious convictions? Denying them the wearing of symbols manifesting their

faith such as crosses, hijabs, kirpans, turbans and stars of David is just plain wrong. Yes, and discriminatory! “It is more than disappointing to witness how O’Toole, Trudeau and Singh have carefully avoided risking Quebecers’ votes by choosing to dodge the truth with lame platitudes and diversionary comments instead of underscoring the validity of Ms. Kurl’s probe - like ‘unfair and offensive (Trudeau)’; ‘we need to work together; respect one another’ (O’Toole). Say, what? Observing the lack of political courage - indeed, the absence of real leadership - so apparent on the part of the Party Leaders who shared the debate stage with M. Blanchet (and who, in response to his exploitation of the question which Shachi Kurl asked on behalf of the Debate Broadcast Group, have chosen to dodge, weave and ‘diss’, in effect allowing vote-getting to Trump truth-telling), is discouraging. Furthermore, given the welcome ethnic and religious diversity of candidates representing all parties in the current election campaign, many Canadians who - like me - are demoralized at this situation regarding Quebec’s discriminatory laws, no doubt are asking what I am: where

do those many would-be MP-candidates from ethnic/religious minorities stand on this topic? Are we hearing anything from them about rejecting this core proposition in relation to Charter rights protection from religious discrimination for Canadians in Quebec? “It is timely now, and so critically important, especially for those of us across Canada who have fought all our lives for greater tolerance and against discrimination in this country, to expose the unacceptable, discriminatory Quebec legislation for what it is. If we permit freedom of religious expression to be sidelined from our conscious truth the way it has been in Quebec, we risk the potentially volatile and socially disturbing results of discrimination to gain a dangerous foothold, a threatening reality which cannot, and must not, be tolerated in multicultural, 21st Century Canada.” (Herb Dhaliwal was the first South Asian to become a federal minister and held the portfolios of Natural Resources; Fisheries and Oceans; and National Revenue. He was first elected to the House of Commons in 1993 from Vancouver South, and was appointed to Cabinet in 1997.)

BANK TURN DOWN PROGRESSIVE Intercultural Community Services (PICS) Society celebrated its 34th anniversary by honouring the late Charanpal Singh Gill, the “Founder and Founding CEO” of PICS Society (1987-2017), with Surrey Mayor Doug McCallum unveiling a picture and plaque in his honour at the PICS Head Office. Local MLAs, PICS Board members, staff and management, media and other guests were present. Some of the founding members and founding board members of PICS were also present at the ceremony. The mayor acknowledged Gill’s lifelong accomplishments, dedication, hard work and vision over the years. In September 1987, Gill got together with a few friends and decided to start an organization to support and help new immigrants. They collected $80 to register

Speaking at the ceremony, PICS President and CEO, Satbir Cheema said, “Mr. Gill, devoted his entire life to work for the betterment of the community and he firmly believed in people’s democratic rights to live a happy, healthy and prosperous life. He was a mentor, coach, role model, and leader for our generation, and we used to fondly call him ‘Bhaji’ and later on named him ‘The Living Legend’. It was indeed our privilege and honour to have worked with him.”

Safe Surrey Coalition calls out Brenda Locke’s dereliction of duty as councillor A Surrey policing petition campaign event attended by Councillor Brenda Locke on Saturday saw a ticket issued for blatant disregard of City by-law 13480, which prohibits advertising of any kind in the city’s public parks, the Safe Surrey Coalition said in a statement on Sunday. As a City councillor, Locke has a fiduciary obligation to adhere to City of Surrey by-laws. As such, Locke’s reaction which undermined the statute and questioned the integrity of City of Surrey frontline workers, is disgraceful and unbecoming as an elected representative of the people, the Safe Surrey Coalition added. It pointed out that Locke told the media that “somebody is directing the senior management

staff to do this,” suggesting that by-law officers upholding by-laws are somehow abnormal. Further, she said that “I think it’s quite a stretch of the imagination…the bylaw that they claim was broken,” displaying a shocking disregard for the regulations she is tasked with respecting and abiding by.

Locke is not only inserting herself in what is branded as a citizens’ initiative, but is also encouraging members of the group to break the law, according to Surrey Mayor Doug McCallum. “The by-law is clear and in place for the sanctity and enjoyment of all Surrey residents, regardless of political beliefs, race, religion, gender or cultural background,” noted McCallum. “Councillor Locke is well aware of our obligation as elected officials to make public spaces welcoming for everyone, and yet she has chosen to completely disregard this fundamental principle with her actions yesterday.” It is also ridiculous to suggest by-law officers issuing tickets as part of their daily duties, for a range of infractions, is in any way politically motivated or directed

by interference. This is a part of the core description of the job, and our by-law officers enforce Surrey statutes in every corner of the city, McCallum added. The disrespect levied by Locke is treatment that these men and women working for the betterment of our community don’t deserve, he asserted. “These are people that work hard to make sure our City is being the best that we can be, and so it is very discouraging to hear Councillor Locke’s dismissive attitude towards their work,” said McCallum. “I hope that for the remainder of this already failed campaign, members of the petition campaign can show more respect for the rules and the fine men and women serving with honour and distinction on behalf of the City of Surrey.”

Ontario’s Peel Police seek witnesses in shooting at home connected to Punjabi radio host ONTARIO’S Peel Regional Police investigators are seeking witnesses to an incident that led to shots being fired at a home in Brampton. On September 14, unknown suspects attended a home in the area of Sunny

Meadow Boulevard and Bovaird Drive in Brampton, fired several gunshots at a home and fled the area. The home was occupied, but fortunately there were no physical injuries to any of the residents. Community sources say that the home is

Alleged impaired driver crashes into Ridge Meadows police officer’s vehicle ON September 11, at approximately 1 a.m., a Ridge Meadows officer was working a shift for the Impaired Driving Enforcement Initiative, coined by the detachment as ‘Project Domino Effect’. Police received a report of an erratic driver in the area of 12100-block of Cherrywood Drive. While on patrol for the erratic driver, the officer’s police vehicle was struck by an alleged

impaired driver, suspected to be the erratic driver that police were attempting to locate. An 18-year-old Maple Ridge man was arrested and transported to hospital as a precaution. “The officer sustained non-life-threatening injuries as a result of the collision,” said Constable Julie Klaussner. “The prevention of collisions like these is the reason why this

initiative continues to be a priority for this detachment and will continue to be a priority going forward.” Klaussner said: “At the end of the day we want all our citizens and police officers to make it home safely to their loved ones and families.” This investigation is still ongoing and there are no further details available at this time.

Nova Scotia’s Truro Police makes “substantial progress” in Katri homicide case NOVA Scotia’s Truro Police Service said on Wednesday that it “continues to investigate the tragic and senseless death of Prabhjot Singh Katri which has been ruled a homicide” and that “police are working diligently on this case and have made substantial progress.” In a post on their Facebook page, the Truro Police said: “As this is an ongoing investigation, we cannot speculate on motive, or comment on the circumstances surrounding this tragedy. “Investigators continue to consider all factors in this case, including to determine whether this crime was motivated by hate. “The Truro Police Service is in regular communication with Prabhjot’s family, friends and the Maritime Sikh Society. “This senseless act has deeply shaken our community. We wish to extend our deepest sympathies to the Canadian Sikh Community who is also mourning this loss.” An online fundraiser had raised almost $100,000 by Thursday night to send Katri’s body to India. Katri, 23, who came to Canada from Punjab in 2017 for higher studies was murdered Sunday, September 5. After finishing his studies, Katri had been on a work visa and was driving a cab. According to news reports, Katri was returning home when he was attacked not far from the apartment he shared with his sister and her husband. According to the GoFundMe page set up for Katri, “a crazy group of guys” stabbed him in his throat as he was returning home from his friend’s place. “Prabhjot lost his life within half an hour [of] being stabbed,”

Man stabbed at Lougheed Town Centre SkyTrain Station

A man who confronted a group of males that was smashing bottles at Lougheed Town Centre SkyTrain Station was stabbed after trying to halt the dangerous activity, Metro Vancouver Transit Police said on Friday. At approximately 8:40 p.m. on Thursday, September 16, a man walking along Lougheed Highway noticed a group of three men standing outside Lougheed Town Centre SkyTrain Station, throwing glass bottles onto the sidewalk below where he was walking. The man approached the group in an effort to stop them throwing glass bottles. One of the men in the group shoved the man to the ground. As he rose to his feet, he was allegedly attacked by the whole group who began throwing punches. The victim attempted to defend himself, but at some point noticed that he had been stabbed and was bleeding profusely, said Sgt. Clint Hampton. Metro Vancouver Transit Police officers and Burnaby RCMP arrived moments later and conducted patrols of the area, but were unable to locate the individuals. The victim remains in hospital with serious, but nonlife-threatening, injuries. Suspect 1 is described as a white male, early 20s, 5’3” tall, slim build, short dark hair, wearing a grey hoody (hood down), black shorts, carrying a skateboard. Suspect 2 is described as a dark-skinned male, early 20s, 5’6” tall, average to husky build, dark brown tall afro, wearing a red hoody. Suspect 3 is described as a white male, early 20s, 5’6” tall, slim build. Transit Police say they never recommend that anyone put themselves in harm’s way; however, the man in this incident did what he believed was right by trying to stop this group’s dangerous behavior. attempted to conduct a traffic stop with a black sedan that was westbound on 82 Avenue just past 128 Street. When the officer engaged their emergency lights, the driver of the sedan reached outside their vehicle window and fired two shots at the officer. The officer pursued the vehicle for a short distance before pulling over in the interest of preventing further danger to the public. The officer was not physically injured in the incident; however, they are shaken by what transpired, police said. The photo released on Saturday (September 11) is of a vehicle whose driver may have information that will assist in the investigation. The driver is not a suspect in the

shooting. Police are looking to make contact with this person and urge them to call Surrey RCMP at 604-5990502. The witness vehicle is described as a dark-coloured SUV. It was eastbound at the intersection of 82 Avenue and 128 Street at approximately 8:55 p.m. on Friday, September 10. (Witness vehicle circled in attached photo). The suspect vehicle is described as a black sedan. Obtaining a more detailed description of the vehicle and the driver are a top investigational priority, the RCMP said. More details may be released as they come available. Investigators are requesting anyone who was a witness to this incident, or

anyone with dashcam footage related to this incident to contact Surrey RCMP. Anyone who sees the suspect vehicle is urged not to approach it, and should call 911 immediately. The driver of this vehicle is considered to be armed and dangerous. The Surrey Gang Enforcement Team and the Combined Forces Special Enforcement Unit of B.C. (CFSEU-BC) assisted in the area on Friday night and the Integrated Forensic Identification Service collected evidence. First Surrey Police Department officer to die in the line of duty 94 years ago honoured IN June 1927, a 26-year-old man from Abbotsford named George McDonald joined the Surrey Police Department. He took up residence in Cloverdale and began working with the small police force (three police officers, a Chief and two auxiliary members) that began in 1887, shortly after Surrey’s incorporation in 1879. Unfortunately, Constable McDonald’s law enforcement career was cut tragically short by an on-duty motor vehicle crash. On September 4, 1927, at 3:30 p.m., he was riding a motorcycle, conducting traffic enforcement on Pacific Highway, when he engaged in a pursuit of a speeding motorist. During the brief pursuit, the of-

ficer attempted to avoid a farm vehicle entering the roadway when his motorcycle was clipped and veered into oncoming traffic. McDonald received medical assistance at the scene and was transported to Royal Columbian Hospital where he later succumbed to his injuries on September 9, 1927. Ninety-four years later, on September 9, 2021, Surrey Police Service and some of McDonald’s family joined together for the unveiling of a framed photo and two engraved door plaques which will remain in prominent locations in the SPS buildings to recognize the first Surrey police officer who died in the line of duty.

McDonald is also among the honoured in the BC Law Enforcement Memorial and was successfully nominated by SPS Chief Constable Norm Lipinski for inclusion in the Canadian Police and Peace Officers National Memorial in 2022. SPS said they hope the citizens of Surrey will join McDonald’s family, Surrey Police Service and the Provincial and National Policing Memorial organizations in honouring a hero who served his community and made the ultimate sacrifice.

SURREY RCMP Gang Enforcement Team (SGET) is continuing to send a loud and clear message to those engaging in criminal activity with multiple arrests and seizures in Newton and Guildford. In a single week of targeted enforcement, SGET arrested four alleged drug traffickers, a catalytic converter thief, and seized five crimerelated vehicles. Between August 29 and September 1, SGET entered into five significant investigations because of pro-active traffic stops. Vancouver protest leads to arrest of two people VANCOUVER Police arrested two people on Monday after they blocked eastbound traffic on a major roadway for several hours. A group of 30-40 environmental protesters gathered outside an MLA’s office near Broadway Avenue and Ash Street. “The protest was impeding eastbound vehicle traffic along Broadway Avenue,” said Constable Tania Visintin. “The protesters

were given several warnings to move off the road. The majority of the protesters moved towards the sidewalk, however two people refused.” A man and a woman were arrested for mischief and intimidation by blocking or obstructing a highway. Both were released pending a future court date.

B.C. Vaccine Card now in effect THE Province said on Monday that the BC Vaccine Card was now in effect throughout British Columbia, bringing people together to enjoy certain businesses and recreational events safely. Starting September 13, new COVID-19 vaccine requirements will apply so businesses can stay open and people can feel safe in these settings, while vaccination rates continue to rise. “Today’s implementation of the BC Vaccine Card is a vital achievement in our B.C. pandemic,” said Adrian Dix, Minister of Health. “It says we have vaccines to fight COVID-19, that we are getting our vaccines to stop the spread, and that we can have confidence in attending certain events and activities knowing that those around us are vaccinated, too.” Businesses can now download the BC Vaccine Card Verifier App from the Google Play and Apple App stores and use the app to verify customers BC Vaccine Card, or visually verify the person’s proof of vaccination. A government-issued photo is required for those 19+. Council advances three major infrastructure projects from Surrey Invests initiative

SURREY City Council has taken action to speed along the development of three major infrastructure projects from the Surrey Invests initiative. A project management contract for the Chuck Bailey Recreation Centre Expansion and a design contract have been awarded for the 152 Street and Nicomekl River Bridge Rehabilitation and Twinning project, while a development permit was approved for the Coverdale Sport and Ice Complex. “Surrey is the fastest growing in the province and it is vital that public amenities keep pace with our growth,” said Surrey Mayor Doug McCallum. “Since the budget was passed last December, Council has made tremendous headway in advancing the Surrey Invests initiative as quickly as possible. The three major infrastructure projects that we have moved forward is proof that Council is committed to delivering these much-needed improvements to our residents in the shortest time possible.” Turnbull Construction was awarded a contract for the project management of the Chuck Bailey Recreation Centre Expansion, COWI North America Ltd. was awarded the design contract of the 152 Street and Nicomekl River Bridge Rehabilitation and Twinning project, and Council approved a permit for the development of the Cloverdale Sport and Ice Complex. India and Canada can fight the climate battle together BY AJAY BISARIA India’s High Commissioner to Canada AS India celebrates the 75th year of its independence, it has again reaffirmed a commitment to strong climate action. India’s Prime Minister Narendra Modi has set a target for the country for its centenary in 2047: selfreliance in energy production through a mix of solar energy, electric mobility, a gas-based economy and as a global hub for green hydrogen. India is not alone in the quest for a greener future. At Cornwall in June, leaders of the world’s largest market democracies marked a recognition that while humanity battles a devastating global pandemic, the grave threat of climate change continues to gather. Extreme climate events and warmer weather this summer have underlined the immediacy of the climate challenge. Interacting with G7 leaders, India’s Prime Minister reiterated India’s strong commitment to climate action. At an earlier climate summit of global leaders in April, he had pointed out that climate change was already a lived reality for millions around the world, as he called for concrete action with speed, scale and global scope. With this challenge before the world, Canada and India have an opportunity to effect positive change. Together. In 2015, at the Paris Climate Summit, our two countries played a crucial role in forging a consensus, delivering one of the most significant international agreements the world had seen. Six years in, India has not only achieved – but exceeded – most of its Paris commitments (pre-2020) targets. According to the 2020 Climate Transparency

Report, India was the only G-20 nation that would meet its climate commitments. A UNEP Emission Gap Report confirmed that India’s per capita emission remained 60 per cent below the global average and a recent report submitted to the UNFCCC points out that India has reduced its emission intensity by 24 percent. With the massive addition of renewable energy capacity, India is just short of its 2030 target of 40 percent installed nonfossil fuel electric capacity. Drawing inspiration from a traditional ethos of living in harmony with the environment, India is committed to a path of sustainable development with low carbon and climateresilient practices. Scaling renewal energy fixes and implementing practical solutions – such as LED lighting which led to energy saving of more than 47 billion units of electricity per year and a reduction of more than 38 million tonnes of CO2 emissions annually;

providing clean cooking fuel to 80 million rural households; implementing a clean energy cess on coal production akin to carbon tax since 2010; building greener and cooler buildings in new Indian smart cities; enhancing tree cover by over 76,000 hectares under a greening India mission; and structural changes to make India’s farming practices more sustainable – tell the story of a nation determined to effect change. Canada reflects this will too. This vision for ‘A healthy environment and a healthy economy’ displayed Canada’s ambitious goals for reducing energy intensity, enhancing energy efficiency, reducing pollution, and using technologies to create resilient and sustainable communities. Canada has set itself an unambiguous goal to exceed its 2030 Paris agreement emission reduction target. Our leaders have repeatedly matched actions with deeds, in their belief that climate change cannot be fought from silos of domestic or international issues. It requires a holistic approach, complementary policies, and teamwork among nations and sectors. India has called for further research and innovation in new, sustainable technologies and support for developing countries. Canada can be a natural partner for India in this quest for technology-based solutions. As a climate-responsible developing country, India has welcomed partners to create templates of sustainable development in India. These partnerships will also help other developing countries who need affordable access to green finance and technology. U.S. President Joe Biden and Prime Minister Modi launched this April an India-US Climate and Clean Energy Agenda 2030 partnership, that will help mobilize investments, demonstrate

clean technology and enable green collaboration. The International Solar Alliance (ISA), launched in 2015, is an expression of India’s vision to bring clean and affordable energy within reach of all and to enhance international collaboration with countries with solar potential. So far, 98 countries have signed the Framework Agreement of the ISA, with 79 of them ratifying it. India has also announced the launch of the Coalition for Disaster Resilient Infrastructure (CDRI) to help less developed countries enhance their capacities to build climate change and disasterresilient economies and infrastructure. India has been delighted to welcome Canada as the latest member of this coalition. We hope Canada joins the ISA too, particularly given its strengths in solar infrastructure. India and Canada are the world’s largest democracies – by population and by area – united in our common values and shared aspiration for a sustainable and prosperous future, backed by strong domestic consensus for climate action. In February, Prime Ministers Modi and Trudeau agreed to continue close collaboration in fighting global challenges, including through climate action. The leadership commitment is matched in both our countries by corporate and societal resolve to beat back climate change. If we are to build back better and greener, as world leaders have committed to do, we must recognize that while our individual voices carry weight, our two countries can jointly spark an engine for economic growth and scaled climate innovation. We could define together the story of how humanity acts in the face of this perilous challenge to our only planet.

Wanted: 90 local teens by Surrey Libraries for children’s reading program SURREY Libraries is calling out to teens between the ages of 14 and 18 to volunteer to mentor younger children in the popular Envision Financial Reading Buddies program. With program registration set to open soon, the Library is searching for 90 local teens eager to step up and help out. “This is such a rewarding experience for teens,” says Sara Grant, Youth Services Manager at Surrey Libraries. “It’s a great opportunity to build leadership skills, gain volunteer experience, and make a positive impact on the lives of the younger kids.” Teen volunteers are paired with a Little Buddy – an emergent reader in grades 2 to 4 – and spend one hour each week practicing reading together online using MS Teams. The goal is to help the young readers gain confidence and improve their reading skills. The program has other benefits too. It can foster a special bond between teens and their Little Buddies. “Teens can be surprised by the connection they make with their Little Buddy,” says Grant. “They discover common interests, have fun playing games, and just enjoy each others company. It’s truly heartwarming.”

Envision Financial, the program sponsor. “We want to help encourage our young readers to find the joy in reading, and what better way than to have young leaders in our community work with our Little Buddies.” Teens interested in volunteering can apply online at surreylibraries.ca/reading-buddies. Applications are now open and no previous experience is necessary. The fall session of Reading Buddies runs for six weeks, October through December, citywide.

Young readers in Grades 2 – 4 interested in becoming a Little Buddy are encouraged to register online starting September 27. Limited spaces are available. Surrey Libraries has been running the Reading Buddies program since 2004 and over 5,000 teens and Little Buddies have benefited from the program. Horgan says he has bigger issues to deal with as cruise ship industry threatened again: BC Liberals DESPITE comments from Premier John Horgan that he has bigger issues to deal with, a U.S. congressman is once again proposing legislative changes that would allow cruise ships to bypass B.C. ports on their way to Alaska, threatening billions of dollars in revenue and thousands of tourism jobs across the province. “John Horgan has been dismissive of the very real threat this legislation poses to B.C.’s port and tourism economy since we first raised it with him back in the spring, calling it a blip,” said Opposition Tourism Critic Teresa Wat, MLA for Richmond North Centre. “Once again we are seeing U.S. politicians tabling legislation that could devastate our cruise ship industry and John Horgan still doesn’t seem to care.” The cruise ship industry brings an estimated $2.5 billion to British Columbia’s

economy every year. Victoria lost an estimated $130 million in tourism revenue in the 2020 season, while the entire B.C. tourism industry lost $16.4 billion of an annual $20 billion in GDP. It is estimated that the industry supports 20,000 direct and indirect jobs. “The people whose families and livelihoods are counting on a successful return of the industry need the Premier to get serious about this issue,” said Todd Stone, Opposition Critic for Jobs, Economic Recovery and Innovation. “Taking cheap political shots like he did last time didn’t work then and it won’t work this time. John Horgan needs to work with the Americans to solve this problem so that our people and communities who depend on the cruise ship industry don’t have to watch their livelihoods sail past their ports next season.”

Mayors call on next federal government to work quickly to build Surrey-Langley SkyTrain, support Transport 2050 IN an open letter sent on Wednesday to leaders of the four main parties as well as local candidates, the Mayors’ Council called on those hoping to form the next government to be ready to work quickly with TransLink to build the SurreyLangley SkyTrain, fund the transition to zero-emission buses and deliver permanent transit funding to support the region’s new long-term transportation plan, Transport 2050. The Mayors’ Council’s priorities for the next government mirror its submission to the 2021 federal budget as well as the election platform of the Federation of Canadian Municipalities: * Commit to a multi-year solution to pandemic-induced transit operating shortfalls; * Deliver permanent capital funding for transit expansion starting

in 2026, supplemented with stimulus transit funding in 2022-2025, as

* Quickly complete the federal funding agreement for the SurreyLangley SkyTrain. BC economy: Increase in revenues and reduction in deficit CURRENT forecasts show an increase in revenues and a reduction in the deficit for the 2021-22 fiscal year as British Columbia’s strong vaccination rates are supporting a swift economic recovery in many sectors, the province announced on Monday. In the Province’s first quarterly report, the year-end deficit is projected to be $4.8 billion – roughly half of what was previously predicted in Budget 2021. This improvement is attributed to stronger-than-anticipated recovery in many sectors of the economy, leading to higherthan-expected revenues. “We have all been impacted by the pandemic, and the collective actions of British Columbians have brought us through this unprecedented challenge together. This is the driving force behind B.C.’s faster-than-expected economic recovery and our improved outlook,”

said Selina Robinson, Minister of Finance. “Because of this shared commitment, we’ve been able to see strong recovery in many sectors, while we continue providing targeted supports to the people and businesses that need it. The strong performance this quarter puts B.C. in a better economic and fiscal position than originally anticipated.” The Province’s first quarterly report saw an overall increase of $6.2 billion in provincial revenues compared to Budget 2021. This is primarily due to gains in personal and corporate income tax revenues, natural resource revenues and federal funding largely related to B.C.’s pandemic response and recovery measures, as well as child care. Upward changes to revenue are partially offset by higher expenses, mainly due to this year’s devastating wildfires and additional spend-

ing for the delivery of key services, as well as federally funded investments in early learning and child care and improvements in longterm care facilities. B.C.’s real gross domestic product (GDP) is forecast to see continued strength, growing by 6% in 2021 and, as the recovery continues, by 4% in 2022. Higher retail sales, exports and housing activity, as well as total employment surpassing pre-pandemic levels, all contribute to an improved outlook for British Columbia. While the Province’s fiscal outlook shows improvements from Budget 2021 based on the first quarter, there continues to be an elevated level of uncertainty in the revised forecast as a result of the evolving pandemic in the province and globally. The forecast allowance will remain unchanged to provide continued prudence.

help support people, businesses and communities through the pandemic and into recovery. Key supports provided to date as part of this spending include the COVID-19 paid sick leave employer reimbursement program, the Small and Medium Sized Business Grant program and the Circuit Breaker Business Relief Grant program to support businesses affected by closures, funding to support return to school measures in the K-12 sector, supports for the tourism sector, as well as one-time grants for B.C.-based events through the new Fairs, Festivals and Events Recovery Fund. THE Surrey Hospitals Foundation announced on Thursday that Canadian businessman Jim Pattison is making a $4 million matching donation to kick start a fundraising campaign to upgrade the 10-year-old Jim Pattison Outpatient Care and Surgery Centre (JPOCSC) in Surrey. The Surrey Hospitals Foundation has a fundraising goal of $8 million by end of 2021 to purchase critical diagnostic medical equipment for the Centre. “I’ve always believed in giving back to the community and particularly in the area of health care,” said Pattison, Chairman and CEO of the Jim Pattison Group. “This Centre has served the residents in Surrey and the Fraser Valley, and I am happy to be part of helping the Surrey Outpatient Centre with their new medical equipment.” The 188,000 square-foot award-winning LEED Gold outpatient facility located at the Green Timbers site near Surrey Memorial Hospital (SMH) was opened in 2011, constructed at a cost of $237 million, to relieve pressure on the health care system by consolidating the services that don’t require an overnight stay at SMH, into one stand-alone facility. Its specialized clinics, surgical and diagnostic services have been key resources for the Fraser Health region, which serves 1 in 20 Canadians, and its unique services are utilized by patients throughout British Columbia. When its doors were opened, JPOCSC had approximately 100 clinicians and 50 clinics. Today, the medical physician team has grown to 527 and the Centre boasts 56 clinics. Vancouver Police stretched thin during violent weekend VANCOUVER Police said on Monday that they were kept busy during the weekend, with a series of shootings, stabbings, and other major crimes that sent several people to hospital with serious injuries. “Our frontline officers and specially trained detectives have been going full tilt since Friday in an effort to stem the violence and make headway on these cases,” said Sgt. Steve Addison. “Dozens of police officers have been assigned to these investigations. We’re doing everything we can to solve them and to prevent more violence.” More than 30 officers were already investigating the case of a 76-year-old woman who was violently sexually assaulted when the spate of violence started Friday night and continued through the weekend. By Monday morning, VPD officers had responded to several serious stabbings and two shootings, along with a number of other serious crimes.

Cases of note: * A 26-year-old man was stabbed steps away from Pigeon Park, in the Downtown Eastside, around 6:30 p.m. on Friday. It was the second day in a row he had been stabbed, and he had been released from hospital only a few hours earlier. The man suffered a lacerated kidney and internal bleeding, but is expected to live. * A woman walked up to the police station at Main and East Cordova streets just before 10 p.m. on Friday after being stabbed in the abdomen, hip, and buttocks. After she received medical attention, officers followed a blood trail from the victim for more than a block. Investigators believe the victim may have been lured into a lane by a man and woman she knew, and was then assaulted. The victim’s injuries are not lifethreatening and the investigation is ongoing. * Officers responded to a social-housing complex in the Downtown Eastside around 1:30 a.m. on Sunday after a 21-year-old woman was

stabbed in the chest and a 33-year-old man was stabbed in the arm. VPD officers found the victims outside on the sidewalk, and later located a crime scene inside the building. While investigating the stabbing, officers heard a gunshot ring out from a room on the fourth floor. VPD’s Emergency Response Team was called in to assist, and arrested the shooting suspect after he allegedly exited the room while holding a sharp object. Both stabbing victims were taken to hospital and are expected to survive. * The Emergency Response Team was also dispatched to a highrise near Burrard and Georgia streets after shots were fired by a person in the building on Sunday morning. Investigators zeroed in on an apartment linked to a known gang member and arrested three people, including the alleged shooter. A 23-year-old man was taken to jail and faces charges. The investigation is ongoing, with members of VPD’s Major Crime Section, Patrol Division and Orga-

nized Crime Section on the case. Nobody was seriously injured during the shooting. In addition to these major incidents, VPD officers also monitored a number protests during the weekend and launched dozens of other investigations related to missing persons cases, assaults, and traffic collisions. “Although our officers were stretched thin this weekend, we still encourage anyone who sees a crime or needs police assistance to call us right away,” said Addison. “If there’s crime happening in your neighbourhood or you feel unsafe, we need to know about it so we can help.” All in-progress incidents, or anything that could put someone’s health and safety at risk, should be immediately reported to 9-1-1. Less serious incidents, where there are no safety concerns and the suspect has left, can be reported online or to VPD’s non-emergency line at 604-717-3321.

Richmond RCMP seek dashcam video in Monday’s shootings INVESTIGATORS with Richmond RCMP’s Serious Crimes Unit continue to investigate two shots-fired incidents that allegedly occurred on the afternoon of Monday, September 13. At approximately 12:30 p.m. on Monday, Richmond RCMP received a report of an alleged shooting that took place around 12 p.m. near Dyke and No 4 roads. While officers were investigating this incident, Richmond

RCMP received a report of a second shooting at approximately 1:10 p.m. in the 10000-block of Granville Avenue. At approximately 3:12 p.m., a man who is believed to be connected to the shootings was taken into custody in Vancouver. Police said no one was injured in either of the shootings or during the arrest. On Thursday, police said the suspect who was arrested is

a 64-year old man from Richmond. The man has been remanded in custody. At this time, there appears to be no further threat to public safety, nor does there appear to be any connection to the local gang conflict. Investigators are now looking for dash-cam video that may have recorded the suspect’s vehicle in various locations as the events transpired. Calling himself a “whistle-blower” who sought to highlight corruption in the highest public office, he said that the probes came a month after he had accused the then Home Minister Anil Deshmukh of graft, extorting Rs 100 crore [Rs 1,000 million] per month from Mumbai hoteliers through now dismissed Mumbai cop Sachin Vaze. Objecting to Singh’s plea, the state, through senior advocate Darius Khambata, said that the Central Administrative Tribunal was the appropriate forum for Singh’s grievances as the enquiries were of administrative nature pertaining to his conduct as the Police Commissioner. Senior advocate Mahesh Jethmalani representing Singh argued that these were criminal enquiries as there was a reference to the CrPC’s Section 32 and hence his only remedy was before the high court. The probes pertain to violation of services rules in the sensational Antilia case and allegations of corruption levelled by policeman Anup Dange who accused Singh of shielding people with mafia links and that one of the top cop’s relative demanded a Rs 2 crore bribe to reinstate him in the police

force. Khambata further argued that Singh’s contentions on the maintainability contradicted his own plea in which he accepts that these are administrative enquiries and said writing letters would not “immunise” him from the same. He also said that Singh’s primary grievance was to the Director General of Police Sanjay Pandey heading the probes and pointed out that Pandey had recused himself from the enquiries which have been assigned to different officers now. Jethmalani’s contention, among other things, was that Pandey was an ‘emissary’ of the government trying to convince Singh to withdraw his complaint and offering to mediate on the issue. After he was posted as Commandant General of Home Guards, Singh had alleged in his letter that Deshmukh had fixed the Rs 100 crore per month collection target for Vaze. Now dismissed, Vaze was nabbed in connection with the abandoning of a SUV with 20 gelatin sticks and a threat note near Antillia, the home of industrialist Mukesh Ambani in February, and the subsequent killing of the vehicle’s owner Mansukh Hiran in March.

Bhupendra Patel was on Sunday elected the new Gujarat Chief Minister, replacing Vijay Rupani, who abruptly resigned on Saturday. High alert in Punjab with arrest of four of ISI-backed module

Chandigarh (IANS): Punjab Chief Minister Amarinder Singh has ordered a high alert in the state following the arrest of four more members of an ISI-backed terrorist module involved in a bid to blow up an oil tanker with an IED tiffin bomb last month, making it the fourth case of a Pakistani terror module being busted in the state in the past 40 days. Two Pakistan-based men, including a Pakistani intelligence officer, have also been identified and booked in the case, in which one person was arrested earlier, Director General of Police (DGP) Dinkar Gupta disclosed on Wednesday. Taking serious note of the increased attempts by terror groups to disturb peace, the Chief Minister has directed the police to be on high alert, particularly in view of schools and educational institutions reopening, as well as the festival season and the Assembly polls ahead. He has asked the DGP to ensure a high level of security arrangements, especially in busy places, such as markets as well as at sensitive installations across the state. Giving details of the arrests, the DGP also identified International Sikh Youth Federation (ISYF) chief Lakhbir Singh Rode, alias Baba, a native of Rode village in Moga district, who is currently based in Pakistan, and Pakistani intelligence of-

ficial Qasim as being behind the terror module. Those arrested on Tuesday have been identified as Rubal Singh, Vicky Bhutti, Malkeet Singh and Gurpreet Singh. While Rubal, also wanted in a murder case of September 1, was picked up from Haryana’s Ambala around 5 p.m., the other three were nabbed from their villages in Ajnala, and Amritsar. Their fifth accomplice, Gurmukh Brar, was arrested earlier by Kapurthala police, on August 20. The DGP said Qasim, and Rode had promised to transfer over Rs 2 lakh [Rs 200,000] to the terrorist module for carrying out the blast. Investigations into the financial aspects are also being carried to unravel the money trail, he added. Rubal and Vicky Bhutti were in touch with Qasim, who was working in close collaboration with Rode. Rode and Qasim had reportedly tasked the four members of a terrorist module to blast an oil tanker for causing maximum damage to people and property. The terror attempt was made on August 8, when, at about 11.30 p.m., the Ajnala police received information that an oil tanker parked at Sharma Filling Station Ajnala, located on the AmritsarAjnala Road near Bhakha Tara Singh village had caught fire.

Unsolved Crime: Shots Fired Date: September 10, 2021 Location: Surrey, BC Details: File #2021-138278

At approximately 8:55 p.m. a Surrey RCMP Frontline Officer attempted to conduct a traffic stop with a black sedan that was westbound on 82 Avenue just past 128 Street. When the officer engaged their emergency lights, the driver of the sedan reached outside their vehicle window and fired two gunshots at the officer. The officer pursued a short distance before pulling over in the interest of preventing further danger to the public. The officer was not physically injured in the incident; however, they are shaken by what transpired. At this time, the vehicle is described as a black sedan. Investigators are requesting anyone who was a witness to this incident, or anyone with dashcam footage related to this incident to contact Surrey RCMP at 604 599 0502.

BC Home Sales Returning to Normal While Supply Hits Record Low Vancouver, BC: The British Columbia Real Estate Association (BCREA) reports that a total 9,507 residential unit sales were recorded by the Multiple Listing Service® (MLS®) in August 2021, a decrease of 7.1 per cent over August 2020. The average MLS® residential price in BC was $901,712, a 17.2 per cent increase from $769,691 recorded in August 2020. Total sales dollar volume was $8.6 billion, an 8.9 per cent increase from last year. “Home sales around the province have essentially returned to normal after a record setting spring,” said BCREA Chief Economist Brendon Ogmundson. “However, we continue to see a drought in the total supply of listings as well as downward trend in new listings activity.”

The other pandemic that keeps killing

WANT some good news about the current viral pandemic? Vaccines are taking effect across global populations and will eventually end this horrible nightmare. But we’ve yet to face, let alone resolve, the truly catastrophic health crisis plaguing humankind. It’s a disease for which there are no vaccines. Worse still, it is a completely unnecessary health tragedy that will continue unabated to kill millions of people worldwide year after year. It’s called type 2 diabetes and the coronavirus has made it deadlier. According to the Centers for Disease Control (CDC) in the U.S., one in ten North Americans has diabetes. And 40 percent or more of the people who died of COVID-19 had diabetes. According to an analysis of CDC data, people aged 25 to 44 showed a sharp increase in diabetes deaths. And this included long-term medical complications prior to death. Why has this occurred? Type 2 diabetes, the main culprit, is a lifestyle disease. The human pancreas that produces insulin becomes exhausted due to obesity from too many calories and inactivity. School closures and restrictions have added to the problem for children. If you have friends with diabetes, ask how they spend the day checking their numbers. If blood sugar is too high or too low, adjustments are vitally needed. They have to check with a laboratory every few weeks to see if the numbers are right. And often they may need to add insulin to survive. For these millions of diabetics, atherosclerosis (hardening of arteries) is their mortal enemy. This results in a decreased flow of oxygenated blood to all organs of the body. The later diabetes is diagnosed, the longer this lack of oxygenated blood triggers degenerative medical complications. One of the most frightening complications is the experience of sudden pain in the toe and then the sight of it gradually become black. Such toes must be amputated and sometimes later the leg is lost to the disease as well. Another major complication is blindness or kidney failure requiring either renal dialysis or a kidney transplant. About 50 per cent of diabetics die of heart attack. So far nothing has been able to stop the pandemic of type 2 diabetes. Although it is unpopular to say it squarely, the main problem is obesity. The solution involves both a huge reversal in individual lifestyle choices and major systemic changes in the goods society produces, the way we build our communities, the economics of work and play, and more. It has been said many times, jokingly, that due to high sugar content of some breakfast cereals, it would be safer to eat the box! And everyone should step on the bathroom scale every day, as scales never lie. Motivating individuals to take responsibility amid all the system problems is not a popular prescription. But changing behaviours would do more good in a few months of diligent effort than the billions of dollars being pumped into drugs, surgery, and public relations campaigns. Here’s the key point. It’s been said that wars are too important to be left to generals. The type 2 diabetes pandemic is too important to be left to doctors.

Let’s challenge the news media. Doctors need help in getting the message out that fighting type 2 diabetes is both a healthcare priority and a needed urgent fix to save our health care system from bankruptcy.
