Surrey’s Hans Family donates $125,000 to help sick children at Surrey Memorial Hospital

Hey, Brown Brother Trudeau, no worries! We know you are NOT racist! JUSTIN Trudeau was immature to have worn brownface makeup (and also blackface makeup) back in 2000 or so. But that doesn’t mean he’s racist. Also, let’s not forget that his father Pierre Elliot Trudeau is known as the Father of Multiculturalism and is still fiercely hated by white racists across Canada because he opened up immigration to brown and other non-white people. Yes, Justin is not a towering intellectual like his dad. But he can be trusted to protect and preserve and advance multiculturalism. That was underscored by the fact that he demonstrated courage when he boldly appointed two TURBANED Sikhs to Cabinet. AS 27 million Sikhs around the world prepare for the 550th celebrations surrounding the birth of Guru Nanak, the founder of their faith, Surrey’s Hans family are planning a unique birthday celebration in his name to help sick children at Surrey Memorial Hospital. Inspired by the success of online fundraising campaigns they had supported in the past, their family created a fundraising page to support Surrey Hospital Foundation’s Children’s Health Centre renewal campaign. Bob Hans and his family are making the first donation, a whopping $125,000. The campaign was launched on September 18, 55 days prior to Gurpurab, to align with the 550th birthday celebrations being hosted across the globe. The Hans family has chosen to use an online fundraising page so the campaign may be easily accessible for all to participate, regardless of their location. “We know the children in our community need more medical services closer to home,” says Bob Hans. “Guru Nanak emphasized the importance of equality of mankind. With this in mind, our family wanted to host a fundraiser that was available to everyone. Using this online format allows anyone, anywhere, to give what they are able. We hope our donation motivates our community, both local and international, to support health care for the children in Surrey. Fraser Valley Bandits announce Dylan Kular as Vice President Abbotsford Basketball Association co-founder, W.J. Mouat Secondary alumnus and community leader takes on senior management role with B.C.’s professional basketball team THE Fraser Valley Bandits announced Wednesday that Dylan Kular, the club’s Director of Business Operations, has been promoted to Vice President in advance of the team’s second season in the Canadian Elite Basketball League (CEBL). As the Bandits’ Director of Business Operations for the 2019 CEBL season, Kular oversaw corporate partnerships, ticket sales and helped develop community initiatives, such as the Bandits’ Community Champion Initiative. In his new role as Vice President, Kular will oversee and facilitate a variety of unique sponsorship opportunities with local and provincial partners and will continue to help the club strive towards fulfilling its ultimate ambition of leaving a sustainable and positive imprint on British Columbia and Canada’s professional basketball landscape. a Bachelor of Liberal Arts and Sciences, with a specialization in marketing and sustainable business development. Since graduating, Kular has dedicated himself towards removing the barriers to entry that exist for youth who wish to access quality basketball programming in the Fraser Valley, particularly in his hometown of Abbotsford. With this in mind, Kular co-founded the Abbotsford Basketball Association (ABA) in January 2016. Since its inception, ABA has grown to become one of the largest not-for-profit basketball associations in the Fraser Valley. In 2018, ABA had nearly 2,000 Fraser Valley youth participate in year-round after school and weekend basketball programming. In addition to helping create opportunities for Fraser Valley youth to learn the game of basketball, Kular currently serves as a Director with both the Abbotsford Police City Basketball Tournament and the Abbotsford Youth Commission, where he uses his platform to advocate for an increase in sports infrastructure and the power of sport as a vehicle for achieving academic and athletic success. Three years ago, Kular helped launch the Valley Summer Games, a multi-sport amateur sport festival with a focus on inclusivity that takes place annually in August. Sports included in the festival are wheelchair basketball, 3×3 basketball, touch football, ultimate frisbee and dodgeball. The 3×3 basketball tournament is the largest in western Canada, with 168 teams participating in 2019. All proceeds from the event go to KidSport BC. For his continued contributions to the development of sport in the province, Kular was recognized as a Community Builder by KidSport BC in 2018.

Of course, the opposition will take full advantage of Trudeau’s mistakes – and that is always fair game in a democracy. Trudeau’s Liberals have also attacked others.

Canadians should assess the full situation before deciding who to support. As far as The VOICE is concerned, we have fought fiercely against racism since the 1990s – our record is there in black and white for all to see! We don’t need anyone to preach to us!

The video posted by Global News showed a brief clip of Trudeau in blackface, wearing a white T-shirt, sticking his tongue out.

I recognize that, and I take full responsibility for it. I know that I let a lot of people down with that choice, and I am deeply sorry. I come from a place of privilege, and I’ve endeavoured in my life to put the advantages and the opportunities I’ve been given to serve our country, to fight for peoples’ rights. TIME magazine on Wednesday published a photo of Prime Minister Justin Trudeau taken from the 2000-2001 yearbook of West Point Grey Academy, a private Vancouver school, where Trudeau was a teacher, in which he wore brownface makeup. The magazine said it got the yearbook from Vancouver businessman Michael Adamson, who was part of the West Point Grey Academy community and felt that Trudeau’s photo should be made public. Trudeau, then 29 years old, was at an “Arabian Nights”-themed gala. He had on a turban and robes with his face, neck and hands completely darkened. TIME noted: “Of the individuals in six photographs from the event published in the yearbook, Trudeau appears to be the only one who darkened his skin.” The National Council of Canadian Muslims (NCCM) is calling on Trudeau to apologize. “Seeing the Prime Minister in brownface / blackface is deeply saddening,” said NCCM’s Executive Director Mustafa Farooq, “The wearing of blackface / brownface is reprehensible, and hearkens back to a history of racism, slavery, and an Orientalist mythology that is unacceptable. While we recognize that people can change and evolve over two decades, it is critical that the Prime Minister immediately and unequivocally apologizes for his wearing of brownface / blackface”. Trudeau apologized for his action while speaking to reporters on his campaign aircraft on Wednesday, saying that he didn’t think it was racist at the time, adding, “but now we know it’s unacceptable.” He said: “I shouldn’t have done that. I take responsibility for it. It was a dumb thing to do.” Trudeau added: “I’m disappointed in myself, I’m pissed off at myself for having done it, I wish I hadn’t done it, but I did it. And I apologize for it.” Trudeau also said that in high school he wore makeup

I would think that anyone approached today that had laughed at a caricature on radio or TV that had depicted others in a “racist” manner and while not intentionally trying to encourage or support racism would apologize for their lack of sensitivity. Would people accept our apologies for our past actions? Trudeau recognized what he had done was wrong and that he is sorry for what he had done. He said that he understands how what he had done is considered racist. He has profusely apologized. If we choose NOT to accept Justin Trudeau’s apology then everyone that has ever laughed at a racist joke or dressed for Halloween in an ethnic costume that is not their ethnicity or depicted others in a manner that could be laughed at cannot expect any sort of acceptance or forgiveness if they apologized for their past actions or behavior. It says that if you have now understood what you had done was wrong then that’s too bad. You did it and you can no longer be accepted as a nonprejudiced individual as you go forward with your life in today’s society. You did it and must always bear that “your prejudiced” label of hav-

those prejudices. If Sheer apologized for what he had said and how he spoke about the LGBTQ community in the past would you accept his apology or would you still consider him, even as he is stumping to be the elected Prime Minister of Canada, as prejudiced against LGBTQ persons? What is it that is said is in the Bible … “Let he who has not sinned throw the first stone.”

University (UBC) RCMP seek info in car-jacking UNIVERSITY RCMP are seeking the public’s assistance in locating a stolen vehicle and identifying the suspects responsible for a brazen daylight robbery (see stock photo). Shortly before 6:30 p.m. on Tuesday, September 17, police received a report that a vehicle had been stolen at gunpoint. The victim was returning to her vehicle on the 10th floor of

Saint-scientist Dr. Khem Singh Gill passes away FORMER Vice Chancellor of Punjab Agricultural University, Dr. Khem Singh Gill, passed away this week at the age of 89 years. Born on September 1, 1930, in village Kaleke,

Moga, Punjab, in the family of Sardar Lakha Singh and Sardarni Tej Kaur, he was married to Bibi Surjit Kaur and had two sons and one daughter.

The farmers of Punjab admire him for two reasons – one, for his expertise as an agricultural scientist and, two, for his humble and tireless sewa (volunteering) for the cause of uplifting rural education. It is truly difficult, to reckon how many lives have been touched and enriched by Dr Gill’s perseverance and his Midas touch. True to his name – Khem (in Punjabi means kherra, happiness, bliss), one always found him cheerful. He invariably greeted everyone with a beaming smile. An agricultural scientist of international repute, he dressed modestly donning a white turban and supporting a white flowing beard. One could easily take him as a saint. While, none of his ancestors either on the paternal side or the maternal side had ever gone to school, Dr. Gill stood first in middle school examination. Sardar Sarwan Singh, Headmaster, Bhupindra High School, Moga, paid ten rupees from his pocket for his college admission. It was he who mentored him to join Khalsa College, Amritsar, for pursuing higher studies in agricultural sciences. This snowballed into a huge contribution to the Green Revolution in India. Dr. Gill joined Punjab Agricultural University in

He was selected for Rockefeller Foundation fellowship for pursuing a doctorate degree from the University of California, Riverside Campus. He was the only Sikh student with unshorn hair and turban at the campus and always got respect from everyone. A dedicated plant breeder, Dr. Gill developed more than 30 varieties of different field crops. These include 17 improved varieties of wheat, five high-yielding hybrids and composites of pearl millet, three varieties of linseed, two of sesame, one of barley and two of cluster bean. Of these, nine varieties of wheat and five of pearl millet were released at the national level. Most of these varieties were resistant to diseases like yellow rust, brown rust, Karnal bunt, ergot and / or loose smut. As the team leader of Wheat Improvement Programme, Dr. Gill did stupendous work on the development and identification of improved cultivars of wheat, which revolutionized wheat production. Another incredible achievement of Dr. Gill is the commercialization of the concept of multiline varieties for the management of wheat diseases especially stripe and leaf rusts. PAU was the first to develop multiline varieties in wheat in India. He joined as Vice Chancellor of the Punjab Agricultural University in 1990 and played a key role in strengthening research facilities at the Regional Research Stations of the University. ‘Shabash, shabash’ (well done) were his favourite words to encourage his fellow scientists. Anyone, who showed him results, he invariably patted with a ‘shabash’. According to his juniors, this used to be so inspiring that one would go back to work with an invigorated spirit. Dr. Gill was a Fellow of Third World Academy of Sciences, Italy, Indian Society of Agricultural Sciences, and Indian National Science Academy; President, Indian Society of Genetics and Plant Breeding (1982); Senior Vice President of International Triticale Association, Australia and Brazil; The Genetic Association of India; Founder Member, National Academy of Agricultural Sciences, India; and International Federation for Women in Agriculture; Founder President, Crop Improvement Society of India, etc. Dr. Gill was decorated with several awards including Padma Bhushan by the Government of India (1993), Rafi Ahmad Kidwai Memorial Prize in 1976, National Professor of Eminence (ICAR), Fellow, Indian National Science Academy, Team Research Award by ICAR, Appreciation Award by United States Department of Agriculture, Washington, FICCI Award, Fellow, Academy of Sciences for the Developing World (TWAS), Medal for Wheat Research and as a Trustee of the Board by the Mexican Government, CIMMYT, Mexico, etc. Dr. Gill founded the Crop Improvement Society of India. He remained President, Indian Society of Genetics and Plant Breeding, and Vice President of Indian Society of Genetics. He was adviser for wheat, maize and triticale research at the global level, and also had the privilege of being the member of the Board of Trustees and Programme Committee of the CIMMYT, Mexico, and Senior Vice-President of International Triticale Association. Dr. Gill made advanced study visits to 23 countries. Through the Akal Academies, he started a value-based quality education in rural areas of Northern India. Delta Council seeks fairness in regulations for taxis and ride-hailing services Delta Mayor says he wants a level playing field for the taxi industry AT the September 16 regular meeting, Delta Council rejected a motion to oppose the Passenger Transportation Board’s policies around ride-hailing in British Columbia.

The City says Delta residents have faced significant challenges with transportation. The community of Delta as a whole is underserved by public transit, and Deltans getting

stranded in Vancouver at night is common due to the lack of transit and antiquated taxi regulations. The impending arrival of ridehailing companies will help improve transportation options for Delta residents. However, regulations for ride-hailing companies and for taxis need to be fair and equitable. Mayor George Harvie said: “I am in full support of ride-hailing. The motion brought forward by Councillor Lois Jackson would have sought to stop the roll out of ride hailing services, and as the Mayor I cannot support any motion that is detrimental to Delta families. I support any solution that improves the ability for Deltans to get home safely at all hours. “My only concern is that there is fairness in requirements by the Provincial Government for ride hailing services and our taxi industry. I will be sending a letter to the Premier, the Minister of Transportation, and the Pas-

IT seems that Kater continues to captivate customers across the Lower Mainland. Just last June, B.C. Liberal MLA and former minister Rich Coleman created quite a stir when he tweeted: “I was challenged by a friend to try Kater, the new ride share service. I did twice. The App is very good. The service was great. Car arrived in 5 mins, brand new Camry hybrid, great driver. Part of the solution?”

Now, Jordan Bateman, Vice President, Communications and Marketing for the Independent Contractors and Business Association (ICBA), who’s been wellknown for his public policy work, has written about his exhilarating experience with Kater. Bateman was staying in downtown Vancouver with his wife to celebrate the 20th anniversary of their engagement. After watching TheatreSports improv on Granville Island, they headed back to Robson Street for dinner. But with empty stomachs, they were in no mood to walk there. However, with the Aquabus service having wrapped up for the evening and with only two taxis around and half a dozen parties trying to grab them, they had to settle on trying Kater. Bateman wrote in The Orca (theorca. ca): “I’ve been a Kater skeptic, but it was very much an Uber-like experience. We watched our Kater work its way to us on the map, and our ride arrived within 6 minutes. We hopped into a brand new, sparkling clean vehicle, and went to Robson. “The Kater even had a karaoke machine in the back, complete with mics and disco lighting, so we did the only thing one could do in such a situation: we sang and laughed.” They were on Robson in 10 minutes and shelled out $3.35 for the base fare, $6.80 for the distance, and $3.10 for the time. “We added a $5 tip and we left a fivestar rating,” wrote Bateman. Pretty cool, eh!

White Rock Council opposes PTB’s operational policy for licensing ride-hailing companies WHITE Rock Council members have voted 6 to 1 in favour of a motion opposing the B.C. Passenger Transportation Board’s Operational Policy for licensing ride-hailing companies at a special meeting. The resolution said that the PTB’s “Operational Policy: ‘Introduction of Transportation Network Services, 2019’” allows ride-hailing companies to unfairly compete against B.C.’s taxi companies for passengers, and without having to comply with the same onerous rules, restrictions and requirements that the board places on taxi companies. It further said that the pol-

icy allows individual ridehailing companies to operate unlimited numbers of vehicles, and not operate any “accessible” vehicles that are capable of accommodating wheelchairs and other needs of persons with mobility impairments, while at the same time the board severely restricts the numbers of vehicles that individual taxi companies may operate, and requires taxi companies to operate “accessible” vehicles that are capable of accommodating wheelchairs and other needs of persons with mobility impairments. The Council resolved that the City of White Rock will

expeditiously write to the PTB requesting that its Operational Policy for licensing ride-hailing companies be immediately withdrawn. It also resolved that the City “will, in writing, request that the PTB facilitates a comprehensive, fulsome public consultation process wherein BC’s cities, municipalities, regional districts, public transit agencies, disabled persons’ advocacy organizations, and the general public are invited and enabled to provide their views as to the terms, restrictions and requirements that should be included in operating licences that are issued to ride-hailing firms

Surrey RCMP and Surrey Bylaws target underage drinking in Strawberry Hills SURREY RCMP and Surrey Bylaw Enforcement have joined together to conduct targeted enforcement focussed on underage drinking in chauffeured vehicles. Recently, Surrey RCMP received information alleging alcohol consumption by youth and young adults on “party buses” and limousines in the Strawberry Hills area of Newton. It was alleged that youth and young adults were paying a fee and being permitted to consume alcohol on board. As a result, Surrey RCMP and Surrey Bylaw Enforcement embarked on overt enforcement to ensure the safety of young people who may be participating in these events.

On August 31, at 9 p.m., Surrey RCMP Traffic Enforcement Team members conducted a traffic stop with a party bus. The bus was found to have 40 intoxicated youth passengers, all aged between 15 and 18 years old. Officers also located open liquor with youth inside the bus. The driver of the bus received multiple violation tickets related to the bus being operated over the 35-person capacity, having open liquor in a vehicle, and not holding a chauffeur’s license. Police and Bylaw Enforcement have also conducted follow up with the owner of the party bus, reviewing the expectations of compliance with the Motor Vehi-

cle Act and Liquor Control and Licensing Act. “We will be continuing to conduct this type of targeted enforcement in our efforts to keep the community safe,” said Sgt. SPEATBC: “Be the change you want to see in the world!” WHAT a great event and a showcase of volunteerism to help the students, immigrants and the community! On Saturday, September 14, Society of Punjabi Engineers and Technologists of British Columbia (SPEATBC) organized a job fair and technical seminar at Kwantlen Polytechnic University, Surrey Campus located at 12666 72nd Avenue, Surrey.

SPEATBC organizes the technical seminar every year, but adding a job fair to this event, was a great initiative taken by the team. The efforts and detailed work done by SPEATBC team was much appreciated by the community, the speakers and the employers. The event started at noon with networking opportunity for the attendees.

There were more than 10 employers including recruitment companies and immigrant support societies. The technical seminar started with a welcome speech from SPEATBC’s President, Mukesh Sharma, who emphasized the importance of volunteer work, mentorship, helping each other and working in collaboration. different backgrounds. Dr. Nemy Banthia, Professor at UBC, spoke about IC Impacts and their work with the Indian government. Catherine Steele talked about the importance of pronunciation at work. Balraj Mann, Managing Director of BM group, shared his inspiring story of an ordinary immigrant. Attendees learnt about City of Surrey’s bio-fuel facility from City’s General Manger, Robert Costanzo. Caroline Westra of Engineers and Geoscientists of BC talked about registration as a professional engineer and mentorship program. Jacqueline De Raadt of ASTTBC provided information on registration as Applied Science Technologists and Technicians in BC. All the speakers and the employers were awarded with an appreciation award. There were approximately 150 people who attended the event and most of them were new to SPEATBC. Scholarship winners received their scholarship award from SPEATBC’s Title Sponsor - YAAT; Diamond Sponsor - Destination One; Silver Sponsor – Stantec; and SPEATBC’s past president. In his closing remarks, Sharma thanked all sponsors, media partners, employers who set up their booths, speakers and SPEATBC members for supporting SPEATBC. An investigation with FBI led to arrest of Cameron Ortis: RCMP Commissioner RCMP Commissioner Brenda Lucki on Tuesday said that the RCMP was supporting an FBI investigation in 2018 when through the course of this file they uncovered possible internal corruption. She added: “We took immediate action and launched an investigation into the alleged activities. Our focus has been to diligently pursue this investigation.” That led to the arrest of Cameron Ortis, Director General of the RCMP’s National Intelligence Coordination Centre, for alleged criminality under the Criminal Code and the Security of Information Act. Ortis was arrested on Thursday, September 12. He’s been employed by the RCMP since 2007. Prior to his duties in the National Intelligence Coordination Centre, he held positions in Operations Research and National Security Criminal Investigations Directorate. Lucki said: “By virtue of the positions he held, Mr. Ortis had access to information the Canadian intelligence community possessed. He also had access to intelligence originating from our partners both domestically and internationally. This level of access is appropriate given the positions he held.” She added: “This is an ongoing investigation and we are assessing the impacts of the alleged activities as more information becomes available. We are aware of the potential risk to the operations of our partner agencies in Canada and abroad and are working in partnership to ensure mitigation strategies are in place. “Once the RCMP became aware of the alleged activities, we worked with partners to take immediate steps to safeguard the information. Together, we are working to assess the level of impact to operations if any. “In the last week, cooperation and support amongst the security and intelligence community as well as our law enforcement partners has been remarkable. We thank them for their ongoing support. “We recognize that these allegations, if proven true, are extremely unsettling. Canadians and our law enforcement partners can trust that our priority continues to be the integrity of our investigations and the safety and security of the public we serve.” Lucki noted: “I want to emphasize that the charges have not been proven in court and there is a need to protect the ongoing investigation and allow due process to occur.” She said: “The news of his arrest has shaken many people throughout the RCMP, particularly in Federal Policing as well as the broader domestic and international security and intelligence communities who worked with Mr. Ortis.” Lucki said: “I want to emphasize that the alleged actions of Mr. Ortis are by no means reflective of the important work carried out by employees of the RCMP – regardless of rank or category of employee – on a daily basis. As Commissioner of the RCMP, I am mandated with the safety and security of Canadians and I would not be able to achieve this mandate without the support and dedication of all those we employ.” As reported here on Monday, according to the Globe and Mail, Ortis, 47, is a native of Abbotsford, B.C. He graduated from the University of British Columbia with a doctorate in political science and a keen interest in security in the digital age. During his studies, he got job offers from government agencies and private companies. According to his LinkedIn profile he started working as an adviser for the federal government in 2007. The Globe and Mail reports: “As recently as last month, he was working on a probe of defrauded Russian tax money being laundered through Canada,” according to Bill Browder, an anti-Putin campaigner. Browder said he had met with Mr. Ortis in 2017 to press for an RCMP investigation of the tax scheme uncovered by Browder’s late employee, tax lawyer Sergei Magnitsky, in the 2000s. Browder told the newspaper that Ortis “seems like the last person one would expect to be a spy for a foreign country.” The Globe and Mail later reported that the RCMP discovered one of its internal documents on a laptop belonging to Vincent Ramos, a Vancouver businessman linked to organized crime, was seized by American authorities in March, 2018, that sparked the investigation that led to

criminal organizations. He pleaded guilty in the U.S. to conspiring to distribute narcotics and

racketeering and was sentenced to nine years in prison earlier this year.

Gulzar honoured by Indians Abroad for Pluralist India LEGENDARY director, lyricist and poet Gulzar from India was presented a lifetime achievement award by the

Indians Abroad for Pluralist India (IAPI) for keeping the flag of secularism high under right-wing nationalist threats.

According to Wikipedia, Gulzar was awarded Padma Bhushan in 2004, the thirdhighest civilian award in

India, the Sahitya Akademi Award and the Dadasaheb Phalke Award — the highest award in Indian cinema. He has won several Indian National Film Awards, 21 Filmfare Awards, one Academy Award and one Grammy Award. He also wrote the theme song for Motu Patlu, an Indian animated sitcom. Gulzar also wrote poetry, dialogues and scripts. He directed films such as Aandhi and Mausam during the 1970s and the TV series Mirza Ghalib in the 1980s. He also directed Kirdaar in 1993, according to Wikipedia. Gulzar made the first ever Hindi film on Sikh genocide and has penned short stories and poems on related topics often inviting the wrath of right-wing trolls. Released in 1996, Maachis is the story of Sikhs who suffered state-sponsored violence during the 1980s. It was a first honest attempt of any Bollywood director to look into the inconvenient truth of 1984 and the subsequent events that devastated the Sikh minority. In June, 1984 the Indian government ordered the military to attack the militants in the Golden Temple complex. The army operation left many worshipers dead and important historical structures destroyed. As a result, the then-prime minister Indira Gandhi was assassinated by her Sikh bodyguards on October 31, 1984. Her murder followed state engineered mob violence against the Sikhs in different parts of India. In the national capital of New Delhi alone, close to 3,000 Sikhs were slaughtered. BCCLA supports expansion of voting rights to permanent residents in UBCM vote NEXT week at the 2019 Convention of the Union of BC Municipalities (UBCM), councillors and mayors from across the province will have the historic opportunity to endorse Motion B109, a resolution seeking to strengthen democracy in the province. The British Columbia Civil Liberties Association (BCCLA) strongly encourages the endorsement of the resolution, which requests that the BC government make the legislative change necessary to enable permanent residents to vote in local government elections in the province. A permanent resident is someone who has been granted the status by immigrating to Canada, but is not a Canadian citizen. Permanent residents have protection under Canadian law and the Canadian Charter of Rights and Freedoms. Permanent residents are bound by laws and must pay taxes. They have the right to get most social benefits that Canadian citizens receive (including public health insurance), can live, work, and study anywhere in Canada. Voting rights have never been fixed in Canada; they have evolved along with the shifting values of Canadian society. The BCCLA believes that it is time to enfranchise permanent residents with a municipal vote, especially against the backdrop of declining voter turnouts and restrictive

SIX new underground stations will connect communities and neighbourhoods to make it easier and more affordable to live, work, shop and access services along Broadway, when the extension of the Millennium Line is completed, the Province announced on Wednesday. The station entrance locations were based on technical analysis and input from project partners. This location will provide better access to Vancouver General Hospital and the rest of the medical district.

* South Granville – on the northeast corner of Broadway and Granville Street near the South Granville, Burrard Slopes and Granville Island neighbourhoods. * Arbutus – at the northeast corner of Broadway and Arbutus Street. Liberals to ban assault rifles in Canada A re-elected Liberal government will ban assault weapons and strengthen gun control in Canada, Liberal Leader Justin Trudeau announced in Toronto on Friday. Gun crime in Canada is on the rise. In 2017, there were

2,500 more victims of gun violence than in 2013, and many of these incidents involved intimate partners. Today, Canada has no clear classification for assault rifles — making it legal to buy several military-style weapons.

Vancouver Police present new drone policy to Police Board VANCOUVER Police on Tuesday released a new internal policy for the use of drones for police operations within the city. Three drones have been purchased and will be put into operation if the Vancouver Police Board approves the related policy at a meeting on Thursday. “Remotely-piloted aerial systems, more commonly known as drones, are used by police agencies across the country,” said Steve Eely, Superintendent, Operations, VPD. “The system will greatly enhance our ability to keep the city safe. We are committed to full transparency with our policy for the use of the equipment and want Vancouver residents to fully understand when and how the equipment will be used.” The policy has been under development for several months now, and was developed in consultation with key stakeholder groups, including

the Office of the Information and Privacy Commissioner and the BC Civil Liberties Association. The new equipment will have many operational purposes, including investigation of motor vehicle collisions, crime scene analysis and reconstruction, search and rescue, and analysis of a disaster zone after a disaster or major event. The VPD will not use the drones for surveillance. The VPD’s three operational drones include a larger unit and two smaller units. In addition, the VPD has purchased three drones for training purposes only. The proposed policy, and accompanying report which clearly outlines uses and cost, is available on the Vancouver Police Board’s website. If the policy is approved, the VPD will aim to incorporate the equipment into its operations before the end of 2019.

Scheer to invest $1.5 billion to replace and purchase new MRI and CT machines A new Conservative government will invest $1.5 billion in its first term to purchase MRI machines and CT machines to replace aging equipment and add machines across the country, reducing wait times for potentially life-saving tests for Canadians, Conservative Leader Andrew Scheer announced on Friday in Saint John, N.B. “Hundreds of thousands of Canadians wait longer than the recommended time for an MRI or a CT scan. That is just not good enough”, said Scheer. “This investment will help our health care providers to deliver quality services with the most up-to-date technology, giving patients quicker access to reliable, potentially life-saving tests.” He said that Justin Trudeau’s never-ending deficits and out-of-control spending have put Canada on track to hit $1 trillion in debt by 2035. Scheer said a new Conservative government will conduct a review of all business subsidy programs in order to eliminate $1.5 billion in corporate handouts that don’t create jobs and support economic growth in Canada. Those savings would instead go towards new measures to help hard-working Canadians. “Under Justin Trudeau, Canada’s wealthiest and most politically connected have received billions of dollars from Canadian taxpayers, who are working harder than ever and just not getting ahead,” Scheer said. “I will put an end to handouts to wealthy executives, shareholders, and foreign companies and instead put that money in Canadians’ pockets so they can get ahead.” A new Conservative government will also review innovation programs to ensure that they are supporting Canadian companies with patents, technologies, and economic benefits that remain in Canada. Conservatives believe that government support should help Canadians by creating jobs and opportunities. (GIS) payments — a monthly benefit that goes to the poorest seniors — goes up with age. Today, as many as 238,000 seniors live in poverty. “Over the last four years, we’ve expanded benefits for older Canadians — helping lift 50,000 seniors out of poverty,” said Liberal Party Leader Justin Trudeau in Fredericton, NB. “But we know many seniors still struggle to keep up with their bills as they age. After a lifetime of hard work, people should have peace of mind knowing their retirement savings won’t run out, and that their government will be there to help.” A re-elected Liberal government will take meaningful action — working in partnership with provinces and territories — to further strengthen the supports that seniors rely on every day: * It will put up to $729 more in the pockets of seniors each year, by increasing OAS by 10 per cent once they turn 75. This will help lift more than 20,000 seniors out of poverty, of whom twothirds will be women; and * It will give up to $2,080 in additional benefits, every year, to those who’ve lost a loved one, by increasing the Canada Pension Plan (CPP) and Quebec Pension Plan (QPP) survivor’s benefit by 25 per cent. Since 2015, the Liberals said they have taken real action to help more Canadians retire with confidence, including: * Restoring the eligibility age for OAS and GIS benefits to 65 from 67; * Making the most significant enhancement to the CPP since its creation — which will raise the maximum CPP benefit by up to 50 per cent once fully rolled-out; * Giving single seniors nearly $1,000 more a year to help pay the bills, through their boost to the GIS top-up; and * Increasing the GIS earnings exemption, so that low-income seniors who choose to keep working can keep more of their hard-earned income. “Andrew Scheer voted against lowering the OAS eligibility age from 67 to 65, which boosts seniors’ retirement savings by thousands of dollars and lets them retire earlier, so they can spend more time with their grandkids,” said Trudeau. “His party also pledged to reverse the changes we made to strengthen the CPP. Seniors deserve more from their government, and if re-elected, we will continue to work to make sure they have a safe, secure, and dignified retirement.”

NDP will build 500,000 new affordable homes across Canada within a decade NDP Leader Jagmeet Singh on Tuesday pledged his support for families struggling with the high cost of housing and underscored the Liberal government’s failure to provide the help people need on affordable housing. “Across this country, I hear from people struggling to keep a roof over their heads. They tell me they lie awake at night worrying that they won’t be able to make ends meet each month,” said Singh in Ottawa. “I meet young moms and dads, students, and seniors who have seen things get worse over the last four years as the Liberals ignored the housing crisis. I’m here to tell them, New Democrats see you and we’re on your side.” Years of Liberal and Conservative governments have forced Canadians to fend for themselves as housing costs go up and the availability of suitable places to live goes down. The Parliamentary Budget Officer recently found that the

Liberals’ National Housing Strategy will spend 19% less on affordable housing as a percentage of nominal GDP than the ten years previous. “The economy is doing well, but not for everyone,” said Singh. “We need to do better to make sure that everyone has a safe and affordable place to call home. That’s why New Democrats will make affordable housing a priority, and work with communities to expand and improve existing housing, to reduce energy demand, create jobs and save people money every single month.” The NDP says Singh’s New Deal for People is a bold plan to address the housing crisis which the Liberals have neglected for the last four years. The NDP’s plan includes a pledge to build 500,000 new affordable homes across the country within a decade, as well as help for nocost energy efficiency upgrades that will save money and create jobs.

Jagmeet Singh to establish National Automotive Strategy; have $300-million Auto Innovation Fund NDP Leader Jagmeet Singh on Saturday vowed to establish a National Automotive Strategy to help attract and retain investment in the sector. The NDP’s commitments include a $300 million Auto Innovation Fund, updating government fleets to Canadian-made zeroemissions vehicles and shifting consumer incentives to made-in-Canada vehicles only. Singh was in Oshawa to talk about his strategy for retaining and attracting the good-paying auto jobs that workers in communities across Ontario’s manufacturing heartland rely on. Oshawa is bracing for the loss of thousands of jobs when vehicle production ends at the local GM plant this year. “Workers should never, ever feel abandoned by their government – but the Liberals and Conservatives have left workers in Oshawa on their own to deal with these devastating job cuts,” said Singh. “New Democrats will always support the auto sector, but we’ll do it with strings attached – jobs need to stay here in Canada.” Oshawa’s story isn’t unique. Communities across southern Ontario have seen hundreds of thousands of manufacturing jobs disappear on the watch of Liberal and Conservative governments alike. It’s time for you to get ahead.” As Prime Minister, Scheer said he will: * Cut taxes for every working Canadian by implementing the Universal Tax Cut; * Support commuters with the Green Public Transit Tax Cut; and, * Support young families by making EI maternity and parental benefits tax-free. According to Scheer: * The Trudeau Liberals cancelled two previously available tax credits (arts and fitness). * In 2017, Trudeau falsely claimed “low-income families don’t benefit from tax breaks.” In fact, claimants of the two cancelled tax cuts came from all income tax brackets, and from every region of the country. * Nearly 1.78 million Canadian families claimed at least one of two previously available tax credits (arts or fitness) in 2014 alone. * That year, more than 698,000 Ontario families, more than 411,000 Quebec families, more than 223,000 B.C. families and more than 217,000 families in Alberta families benefitted from these credits. * Some 210,000 families making $40,000 or less (i.e., households in the lowest income tax bracket) applied for and received these tax credits.

Vancouver Police renew concern about safety in Oppenheimer Park and Downtown Eastside

VANCOUVER Police on Thursday expressed concern about the deteriorating level of public safety in Oppenheimer Park and the neighbouring area in the Downtown Eastside. Emergency calls for police to Oppenheimer Park increased by 87 per cent from June to August as compared to last year. “Since the beginning of the year there has been a significant spike in crime and street disorder stemming out of Oppenheimer Park, and sprawling into the Downtown Eastside,” said Deputy Chief Constable Howard Chow, Operations. “We are seeing a substantial increase in violent crime, and officers have seized a significant amount of weapons, including firearms.” So far, this year, police have seized 453 firearms in four different districts of the city. Forty-nine per cent (223) of those have been in ‘district two’ alone, which includes Oppenheimer Park and the Downtown Eastside. “We first raised this issue publicly in July, and it has only gotten worse,” said Chow. “In my 30-plus years with the VPD, I have never seen such high numbers of weapons seized in one district alone. The numbers almost average out to one gun seized each day so far this year. I am also very concerned about the high levels of aggression we are seeing towards police.” Assaults against police officers this year have gone up in district two by 68 per cent when compared to 2018 – jumping from 19 incidents last year to 32 this year. This past weekend, VPD patrol officers had bottles thrown at them by bystanders as they were responding to a call in Oppenheimer Park. Charges laid in Paul Prestbakmo homicide in Surrey THE Integrated Homicide Investigation Team (IHIT) on Thursday announced that second-degree murder charges have been laid against two male youths with respect to the death of Paul Prestbakmo.

On August 16, at about 3:23 a.m., 45-year-old Paul Prestbakmo was fatally stabbed in the 1800-block of 152nd Street in Surrey. IHIT took conduct of the investigation and quickly advanced the case with support from its many partners. IHIT and Paul’s family made an appeal to the community for witnesses to come forward and many responded. Witness development was key to this investigation and the information gathered helped shed further light and assisted investigators in piecing together the circumstances surrounding Paul’s death. On September 19, two youths, aged 15 and 16, were each charged with second-degree murder in connection with Paul’s death. The 15-year-old youth has been in-custody since August 22 for failing to abide by court imposed conditions. The 16-year-old youth has been in-custody since August 21 for the same reasons. “IHIT investigators worked steadfastly to secure and compile the evidence for charge approval and today’s outcome would not have been possible without their tireless efforts,” said IHIT Sgt. Frank Jang. “We recognize that this is a very difficult time for Paul’s family as they are grieving his death and we hope that we were able to provide them with some answers.” “A violent incident like this has significant impacts on both the victim’s family and the surrounding community, as their sense of safety is upended,” said Surrey RCMP Cpl. Stricter fines for commercial truckers for not chaining up starting October 1 COMMERCIAL truckers will now face higher fines for not carrying chains when required, as well as not installing them during mandatory chain ups on B.C. highways. During previous winters, drivers faced a baselevel fine of $121 for not carrying chains or not installing them when required to do so. Drivers will now be fined $196 for not carrying chains when and where required, and $598 for not installing chains during mandatory chain ups. These fines will go into effect October 1, when winter tire and chain-up regulations begin on most B.C. highways. The stricter fines support the enhanced chainup regulations implemented last November to improve safety and reliability of B.C. highways during winter conditions. The fine increases were not implemented at that time, as the ministry wanted to provide the industry with sufficient time to adjust its practices to the new regulations. Previous regulations only required vehicles over 27,000 kilograms to carry and use traction devices, with only one wheel needing

Indian firm agrees to $2.5M settlement for visa fraud, inducing aliens to enter and remain in U.S. DALLAS, Texas — An Indian management consulting firm based in Chicago agreed in August to a $2.5 million global settlement for visa fraud and inducing aliens to enter and remain in the U.S. Mu Sigma – a large, advanced analytics service provider headquartered in Chicago, Illinois, with its main delivery center in Bangalore, India – was illegally circumventing U.S. government H-1B visa regulations by actively employing B1 visitor visa holders under contract within the U.S. In addition, the company’s invitation letters for the B1 visa holders misrepresented the nature of the B1 visitors’ intended business. Furthermore, company officials illegally instructed potential B1 business visitors and company handlers how to avoid detection by U.S. authorities. Mu Sigma B1 visa holders who were illegally working in the United States were also paid in India at India-based wages, which are substantially lower than their U.S. counterparts. This unlawful employment tactic greatly increased Mu Sigma’s profit margins and the company’s ability to provide low bids for end-user contracts. Mu Sigma also required its employees to sign bond contracts that unlawfully sought reimbursement of up to $10,000 of the H-1B visa costs if an employee ceased employment before an agreed upon date. Additionally, to circumvent U.S. laws that might delay or prevent their entry into the U.S., Mu Sigma instructed its H-1B employees to misrepresent to U.S. consular and border officials their intended destination of employment within the U.S. This lengthy investigation began in 2013 after a Mu Sigma employee whistleblower alleged to authorities that Mu Sigma managers were circumventing U.S. government H-1B visa regulations by actively and unlawfully employing B1 visitor visa holders under contract within the U.S. This investigation involved criminal violations of visa fraud, and inducing aliens to come to and remain in the U.S. This investigation identified about 400 potential B1 visa violators, and more than 300 instances of illegal visa bond contracts, during the defined five-year statute of limitations. Investigating special agents also identified nine Mu Sigma executives and managers who actively participated in these schemes. On August 28, HSI’s Dallas Document and Benefit Fraud Task Force, in coordination with the USAO, reached a $2.5 million final global settlement with Mu Sigma for allegations of H1B and B1 visa abuse. Of the $2.5 million settlement, $1.6 million will satisfy the civil allegations, and $900,000 will satisfy the criminal allegations.
