NUMBER 39
AN immigrant who has been in Canada for just two months and planned to return to India in December to wrap up some unfinished business, fell prey to a scam when he responded to an advertisement in an ethnic newspaper offering the “cheapest air tickets.” The victim, who did not want his name published because he felt embarrassed, told this writer that he ended up shelling out $1,035 for a return ticket for a non-stop Air Canada flight in December from Vancouver to New Delhi - only to find that it had been cancelled just the day after his credit card payment went through. However, the tenacious immigrant tracked down one of the people allegedly behind the scam to Delhi, even unearthing her bank account, home address and phone number. He is hell-bent on bringing her to justice through the Indian police. When the victim called the number 778-7200121 given in the ad by MyInstantHotel.Com with the address 201 Portage Avenue, Winnipeg, on September 13, the man on the line offered a return ticket for only $1,035 - $24 less than the advertised amount – apparently to make it even more attractive. The man identified himself as Rohan Verma, manager of reservations and operations for the company. Verma offered the victim an Air Canada return ticket for December 13. He was to fly back to Vancouver on January 3. The man then asked the victim for his credit card details as a guarantee. However, the victim refused to provide this information and told him that he would make the payment once Verma booked
his ticket. On September 14, Verma sent the victim a demo ticket and asked for his credit card information. But the victim refused to give him any information. On September 16, Verma provided his bank details (a TD bank account with transit number 1180) and told the victim that only after he had deposited the money and sent him the receipt, he would issue the ticket. But the victim told him that unless he received the ticket, he would not deposit the money. On September 17, Verma sent him an e-ticket and told him to check it on the Air Canada website and then deposit the payment and send him the receipt. The victim checked the website and found it was a valid ticket. He also called the Air Canada call centre. On September 18, he texted the victim to deposit the money in the owner’s bank account. He said that Paramjit Kaur was the owner of the travel agency and their head office was based in India. He provided her bank details. The victim deposited Indian Rs. 53,500 through his Indian bank account and Verma texted the victim that the payment had been received. On September 19, when the victim checked the Air Canada website, he was shocked to see that the ticket was “gone.” “It was showing that the payment didn’t go through and that’s why they had cancelled my booking,” he added. When the victim contacted Verma, the latter

How one of those allegedly involved in the scam was tracked down CONTINUED FROM 1 told him not to worry about that as he would get it fixed. He said he missed the payment deadline and he would get the ticket reissued and sent to him. On September 20, Verma informed the victim that his ticket had been reissued and it had been sent to him. The victim said he was “very satisfied” with the outcome and he actually referred Verma to one of his relatives. However, on September 22 (last Sunday), when just out of curiosity he decided to take another look at the Air Canada website, he found that his ticket had been cancelled again because the payment hadn’t gone through.
On Sunday evening, the victim started calling Verma again and also sent him an email to which he replied that he would contact him the next morning. The victim said that since Monday morning, he had called him a number of times and sent him a raft of texts and emails, but there had been no response. The victim then started tracing the alleged scammers through the internet. He said he first found out who Paramjit Kaur is. When he tried to contact the agency, SKH Global Travels Pvt. Ltd. in Delhi, he found that no phone number or email was working. He then started probing further about Paramjit Kaur because in India you cannot open a fake account nowadays because of very strict rules, he said. He
traced her account in Punjab National Bank in Delhi’s West Patel Nagar. Through one of his relatives in India, he traced her address in Mandirwali Gali as well. (He showed the address and her bank account number to this writer). The victim then sent Verma a stern email and informed him that he had gathered all the details about his operations and threatened to expose him to Delhi Police and others if he didn’t refund his money. He gave him Tuesday’s deadline. The victim managed to get a hold of Paramjit Kaur in India at 6:57 a.m. on Tuesday (September 24). The moment she realized who the caller was, she disconnected the call, the victim said. Minutes later, Verma sent him
an email at 7:07 a.m., stating “Your reissued ticket will be sent.” The victim noted that the woman must have informed Verma right after she disconnected his call. The victim said he sent Verma a text just before meeting this writer, but had yet to receive a response. However, once this story was posted on our website voiceonine.com on Tuesday night, Verma sent an email to the victim informing him that he would send his ticket on Wednesday morning. Then on Wednesday morning he sent another email saying that he was going to send him a Lufthansa air ticket. We will keep you posted about any developments, but the victim wanted to alert others about the scam in the meantime.

BANK MORTGAGES GURU Nanak’s Free Kitchen (GNFK) and the City of Surrey (Parks Division) successfully hosted a 550-tree planting event in honour of the 550th birthday of the founder of Sikhism, Guru Nanak Dev Ji. The event attracted over 200 tree-planting volunteers including local politicians. Free hot vegetarian meals and drinks were served to all those that attended. “We are thankful to the City Parks Department, especially Robin Landucci, for allowing us the opportunity to plant 550 trees. The event was a huge success due to the efforts of the local community,” said Dilpreet Kaur, one of the organizers. Local MLA Harry Bains said: “Wow, what a wonderful event. It’s inspiring when the community comes together for Mother Nature. We need more events like these which makes positive impacts to our environment.”
Surrey Mayor Doug McCallum said: “We are thankful to GNFK and it’s volunteers that have gathered so many volunteers to plant over 550 trees at Hazelnut Community Park. We will need to do more for our parks and we will support local community groups that want to support such initiatives.” The event started at 11 a.m. with a Sikh prayer from local Sikh priest, Giani Nurinder Singh of Dukh Niwaran Gurdwara, Surrey. He said: “We encourage everyone to plant trees at their homes. Let’s do our bit for Mother Nature. I am so humbled to be part of this noble event and I congratulate all the volunteers who dedicated their time to plant hundreds of trees.” The event is part of a global initiative to plant 1,000,000 trees in honour of Guru Nanak Dev Ji. “I really enjoyed planting

The aim is to make this an annual event, and discussions are already underway between the organizers, Guru Nanak’s Free Kitchen, and the City of Surrey Parks

Abbotsford-area Liberal candidate Jati Sidhu apologizes to police for Facebook ad
JATI Sidhu, the Liberal candidate for Mission-Matsqui-Fraser Canyon, has had to apologize to Abbotsford Police for a Facebook ad that pictured him with a local police officer. The Abbotsford News reported that he told them last Friday that the ad was created by a Montreal company that selected the photo from thousands of images. The ad was removed from the ad within half an hour, he added. The Abbotsford Police issued a statement that they are non-partisan. However, the ads went out to Facebook feeds of constituents again on Sunday. Jati told the Abbotsford News on Tuesday that he was dismayed at what had happened. He said that he fully appreciated that the police department was nonpartisan and politically neutral. Abbotsford Police spokesperson

The Facebook ad that got Sidhu in hot water. Constable Jody Thomas told The VOICE on Thursday that Jati was spoken to about removing the post because Abbotsford
Police don’t have any political views. But the ads reappeared showing Jati with a local police officer. She added: “Jati was spoken to [again] by the Abbotsford Police Department to have the post removed because it was not appropriate.” Thomas said they have not had any more complaints. So evidently the ads are not appearing any longer. A person who answered the phone at Sidhu’s campaign office and didn’t want to be identified told The VOICE that the photo in the ad was from an event that Sidhu had attended previously in his riding and he was chatting with one of the local police officers. He added: “There was no intention that it implied support from the police department. It was just a file photo that was used in an ad addressing questions of mental health and addiction.”

Liberals: There was no plan for capital gains tax on primary residences’ sales RESPONSE by John Aldag, Liberal candidate for Cloverdale-Langley City: IN response to your article titled “Is Trudeau
Proposing to Introduce Capital Gains Tax on sale of primary residences?” from Sept. 14, 2019 Indo Canadian Voice (page 2). I would like to clarify the facts by submitting
the following response: The public deserves to know that regarding the recent letter from Andrew Scheer circulating online about a “secret” Liberal plan to “tax the sale of your home at 50%.” – there is no such plan, and there never was. Andrew Scheer’s letter is a blatant misrepresentation – perhaps to distract from the strength of our government’s plan to ensure middle-class Canadians have access to safe and affordable housing. Here are the facts: 1. The Parliamentary Secretary to the Minister of Families, Children and Social Development held a series of town halls on behalf of the Minister and was asked to report back on some of the ideas to consider, plus what some of the town halls were saying to give a broad cross section of ideas that were circulating. 2. One of the ideas that emerged form housing town halls was a sliding scale on the capital gains tax on the sale of principle residences – as a way to counter specula-

John Aldag tion and flipping of properties. 3. This was never a recommendation – it was an idea, and we chose to take a different approach in our housing strategy. Here’s what our government has done: * Introduced Canada’s first national housing strategy in 2017 – a $40-billion, 10-year plan to help Canadians access housing that meets their needs and that they can afford. * Introduced the First-Time Home Buyer Incentive, providing eligible Canadian families up to a 10% shared equity mortgage to help make their mortgage payments more affordable. * Increased the Home Buyers’ Plan withdrawal limit from $25,000 to $35,000, providing families greater access to their RRSP savings to buy their first home. * Strengthened the enforcement framework by improving monitoring of private sector partners and collaborating with government leads in order to deter financial crime in real estate, including mortgage fraud and money laundering. Here’s what a re-elected Liberal government will do: * Expand the First-Time Home Buyer Incentive, making homes valued at up to $789,000 (in Greater Toronto, Vancouver and Victoria) eligible for up to a 10% shared-equity mortgage – vastly improving access to the program for Cloverdale – Langley City families to help keep their monthly mortgage payments affordable. * Introduce a national speculation and vacancy tax of 1% annually on properties owned by non-Canadians who don’t reside in Canada. * Our government is working hard to ensure that the middle-class, and those working hard to join it, can find a safe and affordable place to call home, while the Conservatives voted against the First-Time Home Buyer Incentive and have no plan to help address the real concerns Canadians have about being able to own their own home. Mr. Scheer’s letter also says that our government raised taxes for middle-class Canadians, which couldn’t be further from the truth. In 2015, we campaigned on a promise to cut taxes and create opportunity for the middle class, and we’ve done exactly that. (Department of Finance proof: https:// www.fin.gc.ca/n18/data/18-077_1-eng.asp) The fact is, we lowered taxes for the middle class saving the average person at least $720/year, introduced the tax-free Canada Child Benefit, and helped Canadians create over 1 million jobs since 2015. Those are verifiable facts.

Scheer to prioritize George Massey Tunnel replacement, other projects that shorten commute times A new Conservative government will prioritize critical infrastructure projects that shorten commute times like the George Massey Tunnel replacement in the Greater Vancouver Area, Conservative Leader Andrew Scheer announced on
Friday. “Canadians are sick and tired of being stuck in traffic and waiting for delayed public transit,” said Scheer. “Canada’s Conservatives will get on with real projects that reduce congestion
and deliver faster commute times for everyone, whether you drive or catch public transit.” Examples of the type of projects that would be prioritized for funding include: * The George Massey Tunnel Replacement Project (British Columbia) * The Ontario Line and the Yonge Subway Extension (Ontario) * The third link between Quebec City and Levis (Québec) Scheer pointed out how, despite making a $187-billion infrastructure spending commitment in the 2015 election, Justin Trudeau has failed to deliver important projects for Canadian commuters. “He’s made billions in promises but hasn’t delivered. When it comes to getting shovels in the ground and getting projects built, Justin Trudeau is not as advertised,” Scheer said. A new Conservative government will also restore transparency to infrastructure spending by scrapping Justin Trudeau’s $35-billion Infrastructure Bank which has been nothing but a waste of taxpayer dollars, adding countless layers of red tape, delaying desperately needed transportation infrastructure, and doing nothing to de-
Andrew Scheer crease commute times. Scheer added, “As Prime Minister, I will ensure that all infrastructure projects that have already been committed to will move forward. Going forward, a new Conservative government will have a strategy in place to prioritize future transportation projects on whether they lower commute times and also provide more housing options for Canadians.” Quick Facts:

* Statistics Canada found that 1.5 million Canadians spent at least an hour commuting to work in 2016. * According to the Parliamentary Budget Officer (PBO), for every dollar Trudeau promised for infrastructure, he only spent 60 cents: “the Government failed to spend about 40 per cent of its planned infrastructure budget.” * Analysis showed that for all his spending, there are no substantial results to show for it. * In its analysis of Budget 2018, the PBO reported: “Budget 2018 provides an incomplete account of the changes to the Government’s $186.7 billion infrastructure spending plan. PBO requested the new plan but it does not exist.” * If given four more years, Trudeau’s debt and never-ending deficits will delay badly needed infrastructure, threatening the future of important projects like the George Massey Tunnel replacement.

Jagmeet Singh’s plan to provide relief for B.C. renters HELP is on the way for Canadians struggling to pay their rent every month with NDP Leader Jagmeet Singh’s plan to offer rental benefits of up to $5,000 each year. “Instead of taking the housing crisis seriously, Justin Trudeau’s Liberals have made phony promises. Their plan actually spends less on affordable housing than during the previous ten years under Stephen Harper’s Conservatives,” said Singh on Thursday in Campbell River, B.C. “If we want to fix this mess, we need to have the courage to act. That’s why New Democrats will deliver immediate help for families who are struggling most to pay their rent.” The NDP’s rental benefit will be targeted at families who are paying more than 30 per cent of their pre-tax income on housing, as immediate help to make ends meet. The NDP says Trudeau has told renters to wait for help, while spending 4.5 billion

LOOKING FOR taxpayer dollars on a pipeline and refusing to take on the money laundering and speculation that has driven up housing prices in B.C. “We know it will take time to build the affordable housing people need; this is about getting families that are hurting the most relief right away – not waiting a decade from now, like the Liberals are proposing,” said Singh. The NDP’s New Deal for People also delivers a bold plan to fight the climate crisis, lower cell phone bills,
and provide dental care and universal prescription drug coverage to make life more affordable for families in B.C. and across Canada. Quick Facts: * According to an analysis by the PBO, the Liberals’ National Housing Strategy spends 19% less on affordable housing as a proportion of GDP than the previous 10 years, including under the Conservatives. * Experts have accused the
4-year-old rushed to hospital after falling through third-story window in Surrey ON Saturday (September 21) at approximately 3:30 p.m., British Columbia Health Services called Surrey RCMP to advise that they were on scene in the 10,100-block of 153rd Street, where a four-yearold child had fallen from a third-story window. An ambulance had transported the child to the hospital for treatment. After speaking to the people on scene and those from

neighbouring residences, it was determined that the child had been climbing on furniture in the residence. The child slipped and fell against a screen that gave way and the four-year-old fell through the window, landing on grassy area in front of the residence. Surrey RCMP officers of the General Investigation Unit attended the hospital and spoke to family members of the child. The injuries
were non-life-threatening, with a fracture being the most serious injury. The child is believed to make a full recovery, police said. Surrey RCMP would like to remind parents that it is important to ensure that windows and screens are fully secured. Young children do not understand the dangers that doors and windows on upper floors pose if they are not properly secured.

Mount Pleasant Neighbourhood House wins AMSSA Diversity Award MOUNT Pleasant Neighbourhood House has been honoured for its commitment to social inclusion at this year’s annual AMSSA Diversity Awards. The awards are organized by the Affiliation of Multicultural Societies and Service Agencies of BC (AMSSA) to recognize members’ innovative contributions to diversity in the prov-
ince. Receiving AMSSA’s Riasat Ali Khan Diversity Award on behalf of the House, Morie Ford, Family Literacy Outreach Coordinator, spoke passionately about her work. “Racism and exclusion have no place in the Canada that those of us in this room know and love. There are other values that helped shape our coun-
try,” said Ford. “Those values include inclusion, immigration, diversity, respect, multiculturalism—and it is those values that this award celebrates today.” Ford oversees the Family Literacy Outreach program, which matches volunteer English tutors with new immigrants to Canada and their children, helping families develop their

English skills, connect to community resources, and explore their new neighbourhood. This ethos of community and diversity is at the core of all the services provided at the House. Mount Pleasant Neighbourhood House offers programs for immigrants, refugees, newcomers and longtime neighbours. Each year the House serves more than 7,200 people from all walks of life, and every generation—from infants to seniors. Participants, volunteers and staff come from more than 40 countries and many Indigenous nations from around the globe. “Diversity and social inclusion are basic tenets of our work at Mount Pleasant Neighbourhood House,” said Executive Director Jocelyne Hamel. “This is the red thread—our collective passion—that is woven throughout all our programs and service.” The award ceremony was attended by the family of Riasat
Ali Khan, the renowned religious and community leader who founded Vancouver’s oldest mosque in 1963. Khan spent 40 years championing diversity and helping immigrants integrate into Canadian communities, before he tragically passed away in 2003. Founded in 2005, AMSSA’s Riasat Ali Khan Diversity Award honours his memory and celebrates organizations that promote diversity. Winners must show excellence in innovating, developing, supporting, and implementing a program relating to settlement, integration, multiculturalism, diversity, and inclusion. For volunteer Ryan Avola, Mount Pleasant Neighbourhood House succeeds at “bringing as many voices as we can together to learn about each other’s stories and find the best ways to support each other and lift each other up.” Award winners are also recognized for collaborating with
the community, showing leadership in promoting diversity, creating a positive outcome, and inspiring others to make change. “Any time you get too stuck in your own world, your own experience, you kind of miss out on the ways that you can be doing that work with other people,” said Avola. “And you learn about the work that’s already been done, and you can build together and learn from each other, and that’s very important.” (Photo: Mina Khan) If you’d like to support Mount Pleasant Neighbourhood House and its work to promote diversity and inclusion, you can join them at their upcoming fundraiser, The Winner’s Circle, on Wednesday, October 2, 7-10 p.m., at Heritage Hall 3102 Main Street, Vancouver. Liberals to plant two billion trees, says Trudeau LIBERAL Leader Justin Trudeau on Friday announced in Montreal that a re-elected Liberal government will plant two billion trees, using the power of nature to help fight climate change and reach net-zero emissions by 2050. Trudeau said Canada’s vast forests, grasslands, and wetlands help clean our air, safeguard our water, and provide crucial wildlife habitat. But just as nature is under threat by climate change, it can also be a critical ally in the fight against it. Natural climate solutions like planting trees and protecting grasslands can also help get Canada significantly closer to reaching its emissions-reduction targets. “Nature isn’t just part of our identity as Canadians. It’s part of the solution to climate change. And it’s a solution we can start using today,” said Trudeau. “Trees are a fundamental part of a cleaner future. They’re renewable. They’re sustainable. And, eventually, they recycle themselves. All we have to do is plant the first one.” A re-elected Liberal government will use the power of nature to fight climate change: * It will launch an ambitious program to plant two billion trees over ten years, as part of a $3 billion effort to deploy natural climate solutions. - This program will also take concrete action to conserve and restore Canada’s forests, grasslands, agricultural lands, wetlands, and coastal areas; * It will support about 3,500 seasonal jobs in tree planting; * It will help cities expand and diversify their urban forests; and * It will protect Canada’s trees from infestations, and help rebuild our forests after a wild-fire. This builds on a strong Liberal record of protecting the environment, including: * Committing to increase Canada’s land and ocean conservation to 25 per cent by 2025 and 30 per cent by 2030;

anti-gang presentation that is tailor-made for Surrey youth, parents, educators and community groups. The first module, “Understanding Gangs launched in 2017 after SGET police officers identified a need for gang related information that was specific to Surrey. Over the past two years, “Shattering the Image has been presented to thousands of youth and hundreds of adults including educators, parents, and new immigrants. Surrey RCMP say that as SGET members spoke with youth during “Shattering the Image presentations, they saw an opportunity to highlight the importance of choices and influences. This led to the development of a second “Shattering the Image module that aims to develop leadership in youth, and impress on them the importance of both being a positive role model and having a positive role model. “Shattering the Image – Men-

Kreshnik Ismailaj pleads guilty to conspiracy to murder in Kevin LeClair’s death KRESHNIK Ismailaj, 38, was arrested in Ontario on July 27, 2018, in connection with the shooting death of 27-year-old Kevin LeClair on February 6, 2009 in Langley. On Thursday (September 26), Ismailaj pleaded guilty to the charge of conspiracy to murder in B.C. Supreme Court. “This guilty plea comes 10 years after the homicide of Mr. LeClair and speaks to the determination of IHIT [Integrated Homicide Investigation Team] investigators and dedication of our partners, CFSEU-BC [Combined Forces Special En-
forcement Unit – B.C.] and the B.C. Prosecution Service, to see an investigation through to the end no matter how long it may take,” said Superintendent Dave Chauhan, Officer-in-Charge of IHIT. “These partnerships are key to ensuring a successful conclusion to events that impact the safety of our citizens throughout the Lower Mainland from our specialized units to our frontline officers.” “Kreshnik Ismailaj, along with a number of his fellow gang members, are responsible for an unprecedented level of gang violence in the history

Superintendent Dave Chauhan Photo: IHIT of British Columbia. The hundreds of officers and support staff, from dozens of police agencies and units, working the associated investigations have remained determined and committed over the years to ensuring that those responsible are brought to justice,” said Superintendent Paul Dadwal, CFSEU-BC Operations Officer. “With this latest conviction and sentencing, it should, yet again, send the message to individuals involved in organized crime-related violence that police will relentlessly pursue justice, regardless of how long it takes.” LAST January, this newspaper reported: “In 2008 and 2009, the Lower Mainland of British Columbia was in the midst of the worst gang violence in its history. The two main rival groups, the Red Scorpions and the United Nations, were openly shooting each other’s members and innocent victims were killed in the crossfire. Police agencies across the region began joint investigations into the members and the groups, which culminated, over time, in the arrests and convictions of dozens of gang members and their associates. “In February 2009, LeClair, a Red Scorpions gang member, was murdered in a brazen daylight shooting at a strip mall in Langley. While his murder was one of many, it prompted one of the longest and most involved joint investigations in CFSEU-BC’s history, one that continues to this day.

“The violence associated to the United Nations gang, including the murder of LeClair, resulted in the CFSEU-BC and Integrated Homicide Investigation Team (IHIT) joining forces. As a result of the combined efforts, between 2008 and 2018, there have been 18 arrests and 12 convictions of UN gang members and associates for serious offences, including murder and conspiracy to commit murder. “One of those people that has been charged with the murder of LeClair and despite the best efforts of police, has continued to escape arrest, is Conor D’Monte, a high-ranking UN gang member.”

Violent assault leaves Abbotsford nurse with broken jaw, serious head injuries BCNU calls for government to take immediate action to address systemic violence A nurse is lucky to be alive after she was viciously attacked by a patient / perpetrator while
on shift at Abbotsford Regional Hospital (ARH) early Tuesday morning, according to the BC
Nurses’ Union. The patient / perpetrator, who used an exercise weight as an improvised
weapon, ambushed the nurse leaving her with a broken jaw, fractured cheek bone, damaged teeth, as well as other serious facial and head injuries. “I’m deeply troubled by this latest gruesome and excessively violent attack on one of our nurses,” said BCNU President Christine Sorensen. “It’s time the government steps up and provides funding so that health authorities can ensure safety protocols are in place and nurses’ safety is made a priority.” Both WorkSafeBC and police have sent investigators to ARH. The patient / perpetrator was taken into police custody on Tuesday and later returned to ARH for additional medical treatment. He has since been charged with aggravated assault and the Crown recommends he remain in custody. “It concerns me that this person was able to get his hands on a weapon and attack this nurse, who was there just do-
ing her job and caring for patients,” said Sorensen. Since 2017, BCNU has been running the campaign, ‘Violence. Not Part of the Job’, which has successfully raised awareness about the systemic violence nurses experience on a daily basis. In BC, public polling has found that nine out of 10 people feel more needs to be done to keep nurses safe. Tuesday’s attack comes just days after BCNU sent a letter to Dr. Victoria Lee, Fraser Health Authority’s President and CEO, calling for immediate action to address the deteriorating conditions in ARH’s emergency department. While the assault happened in a different unit within ARH, ongoing violence, staffing shortages and recruitment and retention challenges have many nurses self-reporting moral distress, and burning out. MEANWHILE, Abbotsford Po-
lice announced on Thursday that a 62-year-old male patient, Neale Heath, has been arrested and charged with aggravated assault in connection with the attack on a nurse at Abbotsford Regional Hospital. On September 24, just after 2 a.m., Abbotsford Police patrol officers were called to the hospital for a report that an on-duty nurse had been assaulted. Police determined that the nurse had been attacked by a patient, resulting in serious injuries to her head and face, requiring immediate medical attention. The Abbotsford Police’s Major Crime investigators are continuing their investigation. If anyone has information to share about this incident, call 604-859-5225, text 222973 (abbypd), or, if you need to report anonymously, contact CrimeStoppers at 1-800222-8477 (TIPS) or online at solvecrime.ca.

He attempted to yell for help, but unfortunately, the bus operator was unable to hear him. The victim was on his way to a program at Kwantlen Polytechnic University, where he is working toward improving his independence and job skills. ADDRESSING delegates at the Union of BC Municipalities (UBCM) annual convention in Vancouver on Thursday, BC Liberal Leader Andrew Wilkinson called on Premier John Horgan and the NDP to stop ignoring local elected officials and focus on the needs of British Columbians. “Resolutions passed here at UBCM show that mayors and councils from across the province are fed up with empty promises and NDP arrogance,” said Wilkinson. “Whether it was demanding consultation over modular housing projects or pleading for a respectful relationship going forward, municipalities want John Horgan and the NDP to start listening. They will not be ignored anymore.” Only two years into his mandate, Horgan has come under fire for the NDP’s heavy-handed approach to dealing with local governments. Issues such as the NDP’s controversial Speculation Tax and Employer Health
Andrew Wilkinson Tax have angered communities in all corners of the province and are still being forced down the throats of municipalities against the wishes of countless mayors and residents. “Local governments may have been willing to give John Horgan time to find his footing as a new Premier, but patience is running out and municipalities across B.C. are fed up,” added Wilkinson. “And it’s not just local governments. Yesterday over 200 logging trucks rolled into downtown trying to bring John Horgan’s attention to the forestry crisis that he has ignored for years.” Wilkinson’s morning speech
drew attention to British Columbia’s 140 forestry-dependent communities and the forestry workers who travelled to UBCM to send a message. He cited the fact that 2019 alone has seen 89 curtailments and shutdowns, including 10 permanent or indefinite closures. All without any concrete action from John Horgan and the NDP. Wilkinson’s speech also addressed the growing need for a respectful approach to mental health and addictions. “As a former doctor, I know that addiction is first and foremost a medical issue, so let’s treat it that way. People need healthcare that includes treatment and recovery options,” said Wilkinson. “We need to treat people with the dignity they deserve and find pathways to get people off drugs. One size does not fit all for mental health and addictions recovery. British Columbians deserve to live healthy lives and we need to be listening and helping them achieve that.”

Andrew Scheer to launch inquiry into SNC-Lavalin corruption scandal CONSERVATIVE Leader Andrew Scheer on Thursday announced in Liberal Leader Justin Trudeau’s riding of Papineau that a new Conservative government would launch a judicial inquiry into the SNC-Lavalin corruption scandal. A new Conservative government will also introduce the No More Cover Ups Act to allow the RCMP to access information protected by cabinet confidence by making an application to the Supreme Court of Canada. This will prevent corrupt politicians from hiding behind cabinet confidence to escape police investigation. Scheer said that as confirmed by hours of Parliamentary testimony, taped conversations, and an Ethics Commissioner’s guilty verdict, Trudeau politically interfered in SNC-Lavalin’s criminal prosecution by trying to “circumvent, undermine, and ultimately attempt to discredit” former Attorney General Jody Wilson-Raybould. However, to this day, Trudeau refuses to waive cabinet confidence, keeping important details of the scandal secret and preventing several key witnesses, including Wilson-Raybould, from disclosing evidence. “Justin Trudeau has covered up his role in the SNC-Lavalin corruption scandal every step of the way,” Scheer said. “He blocked three Parliamentary investigations, refused to co-operate with the Ethics Commissioner, and is currently blocking the RCMP from obtaining key evidence. As Prime Minister, I will call a judicial inquiry so Canadians can finally get the answers they deserve.”
“No longer will a corrupt Prime Minister be able to be the gatekeeper of his own misconduct,” said Scheer. “These measures will safeguard our democracy against the whims of sleazy and unscrupulous politicians. Justin Trudeau has so far avoided consequence for the SNC-Lavalin corruption scandal, but the Canadian people will deliver their verdict on October 21.” Quick Facts: * In 2017, Justin Trudeau became the first Prime Minister in Canadian history to be found guilty of breaking ethics laws for accepting a vacation from a lobbyist. In August, he was found guilty again for his role in the SNC-Lavalin corruption scandal. * Trudeau abused the power of his office to shut down two separate Ethics Committee investigations and a Justice Committee investigation. * In his final report, Trudeau II, Ethics Commissioner Mario Dion noted, “During this examination, nine witnesses informed our Office that they had information they believed to be relevant, but that could not be disclosed because,
according to them, this information would reveal a confidence of the Queen’s Privy Council and would fall outside the scope of Order in Council 2019-0105.”
* Right before the election, Canadians learned the RCMP is being prevented from investigating possible obstruction of justice because Trudeau refuses to waive cabinet confidence.

Liberals to cut home energy bills and fight the climate crisis A re-elected Liberal government will help Canadians lower their energy bills, make their homes more energy-efficient, and give them the tools to prepare for climate related disasters, Liberal Leader Justin Trudeau announced on Wednesday in Delta, B.C. Today, many Canadians live in homes that aren’t energy efficient – which means higher utility bills and more pollution. Meanwhile, more and more homes are in danger of being destroyed from the ever-increasing number of floods and wildfires. Climate change is real, and it’s happening now. As a country we must come together to fight it, and we also need to deal with its consequences, say the Liberals. “It’s expensive to adapt to a changing climate. We are going to help you replace those drafty windows or your old furnace – so you can cut your utility bills and keep our environment healthy,” said Trudeau. “We have a decision to make. We can go back to the Harper years, when the Conservatives did nothing about climate change, or we can fight for a better future. The choice is that clear.” A re-elected Liberal government will make life more affordable for Canadians, cut our emissions, and protect the environment. * It will help retrofit 1.5 million homes to help Canadians make their homes more energy efficient, and better protect them from climate-related risks; * It will help homeowners and landlords pay for retrofits by giving them an interest-free loan of up to $40,000; * It will help people buy newly built homes that are certified zero-emissions by giving them a Net Zero Homes Grant of up to $5,000; and * It will invest $100 million in skills training, to ensure there are enough qualified workers to keep up with energy audits, retrofits, and net-zero home construction. The Liberals say they will also be there for Canadians when disaster strikes, by: * protecting homeowners who are at high risk of flooding and don’t have adequate insurance protection, by creating a low-cost national flood insurance program; * helping Canadians better understand the risks they face when they buy a home, by working with provinces and territories to complete all flood maps in Canada; * developing a national action plan to assist homeowners with potential relocation for those at the highest risk of repeat flooding; and * help Canadians whose jobs and livelihoods are affected when disaster strikes, by working with stakeholders and experts to design an E.I. Disaster Assistance Benefit.

Get notified about air quality in B.C. communities BRITISH Columbians are now able to sign up for public health notifications advising people of potential or existing poor air quality in their communities. People can enter their email on the Government of British Columbia’s air quality website to automatically receive air quality advisories and smoky skies bulletins. Both serve to alert the public about existing or potential poor air quality, while
providing appropriate health advice and protective actions that can be taken. “All British Columbians need and deserve clean air, and we also deserve to know right away when there are pollutants in the air that may affect our health or well-being, said George Heyman, Minister of Environment and Climate Change Strategy, on Wednesday. “I urge people, especially
those with pre-existing health conditions or who are more vulnerable, to sign up for these notifications so they can stay healthy and take preventative measures if needed. There are currently 76 community-specific sites that provide hourly data to a central database where they are processed, stored and posted near real-time on the B.C. air quality website.
Air quality advisories are issued for individual communities and usually result from local activities occurring within or near that community. Examples of local pollutant sources include vehicle emissions, industrial emissions, residential wood burning and road dust. Advisories are sent when measurements of an air pollutant in a community exceeds its short-term provincial air quality
objective. “Poor air quality poses health risks to people with chronic conditions like asthma and chronic obstructive pulmonary disease, and it can particularly affect the elderly, pregnant women, infants and small children, said Dr. Bonnie Henry, B.C.’s Provincial Health Officer. “The new auto-alert function will allow easy access to the level of risk in your area, so you
can take steps to protect your health and the health of your family. Smoky skies bulletins are specific to wildfire smoke, which can occur over large distances and change quickly. These bulletins are issued when areas of the province are being impacted or have reasonable potential to be impacted by wildfire smoke within 24 to 48 hours.

and Conservatives have failed people here for too long. British Columbians deserve a real partner in Ottawa: a New Democrat government that has the courage to do what’s right to make sure that everyone has an affordable place to call home.” According to the NDP, while the B.C. government has done the hard work to tackle the housing crisis, Trudeau has failed to do enough on the money laundering and speculation that’s driving up real estate prices. The NDP’s urgent action plan includes a dedicated RCMP unit to fight money laundering and a national registry that prevents companies from hiding who profits from real estate, along with a tax on foreign buyers to address housing speculation. “New Democrats understand the priorities of British Columbians, and we will fight for them,” said Singh. “Working families have paid the price long enough for the pretty words and empty promises. We’ll take real action to make housing more affordable, because we’re in it for you.” The NDP’s plan to make life more affordable for B.C. families includes bringing down the cost of cell phone bills, and bringing in dental care and universal prescription drug coverage. New Democrats say they will also fight the climate crisis with a bold plan to defend Canada’s land, water and coasts, while creating good-paying jobs that families can rely on.

* In April 2019, B.C.’s expert panel reported that money laundering funded $5.3 billion in real estate purchases and was responsible for increasing housing prices by 5% across the province. * The report found that B.C. didn’t have a single federal RCMP officer dedicated to investigating money laundering. * Currently, it would take the average young person 29 years to save enough money for a down payment on a home in Vancouver. * The NDP’s plan will immediately create a dedicated RCMP anti-money laundering unit – with B.C. as a priority. We will invest $20 million in additional funding each year, half of which will go to B.C., to ensure that dedicated officers work on money laundering. * Building on the leadership of the B.C. government, the NDP would require corporations, trusts and partnerships that currently own or buy land to disclose who owns them by creating a national beneficial ownership registry. Tax authorities, police, and regulators would be able to use the information to crack down on tax evasion, fraud, and money laundering. * The NDP will also bring in a national foreign buyer’s tax to curb speculation that’s fueling high housing prices. The 15% Foreign Buyer’s Tax will apply on the sale of homes to individuals who aren’t Canadian citizens or permanent residents, on top of existing provincial taxes. This will raise an estimated $320 million in the first full year of implementation.

One of BC’s first female fire fighters retires after 27 years with the Surrey Fire Service

IN 1992, Nancy Innes was playing and coaching basketball at SFU when she saw a recruitment flyer for the Surrey Fire Service (SFS). The then 26-year-old student applied and soon realized women firefighters were a rarity. In fact, at that time, there was no glass ceiling to break because there were no full-time female fire fighters in the Metro Vancouver area. On September 14, 1992, Nancy Innes became the first of two fulltime female fire fighters to join the Surrey Fire Service and eventually rising to the rank of Fire Suppression Captain. “Women fire fighters are not uncommon today, but 27 years ago they were non-existent in Lower Mainland fire departments,” said Surrey Mayor Doug McCallum. “Nancy Innes is truly a trail blazer and inspiration for women who want to make a career out of firefighting. I want to congratulate Captain Innes for the long, distinguished and groundbreaking career she has had with our Surrey Fire Service.” The Surrey Fire Service says it is proud of its
progressive and barrier-free approach to its recruitment. “I want to commend Captain Innes for her contributions to the Surrey Fire Service,” said Fire Chief Larry Thomas. “Nancy is proof that women can have long and fulfilling careers as fire fighters. As Nancy moves into a well-earned retirement, I know her pioneering work will inspire other women to fill her place within the ranks of the Surrey Fire Service.” Currently, the SFS has 40 women in its uniformed ranks in roles ranging from frontline firefighting and dispatch to assistant fire chief. The SFS offer “Women in Firefighting” workshops designed to enhance recruitment of women to the fire service.
Mayors’ Council urges federal parties to commit to permanent transit funding to avoid project delays THE Mayors’ Council on Regional Transportation on Tuesday renewed its call for political parties to commit to a permanent transit fund during the federal election campaign – warning that rapid transit projects including SkyTrain to Langley and to UBC and other Phase Three Plan projects will be delayed if there is uncertainty about federal funding beyond current commitments. Representatives of the Mayors’ Council, the Federation of Canadian Municipalities (FCM) and the Union of B.C. Municipalities (UBCM) gathered at the annual UBCM Convention in Vancouver to underline the importance of the next federal government establishing a permanent federal funding allocation to transit agencies, to expand service in order to keep up with growing public demand. “Without federal commitments through a permanent, predictable transit fund, our most critical transit projects are at risk of delay, and we face a future where traffic congestion and overcrowding on transit gets worse,” said New Westminster Mayor Jonathan Cote, Chair of the Mayors’ Council. “One million more people are coming to Metro Vancouver in the next 20 years – that means expanding our transit system is absolutely critical if we’re going to protect our environment and quality of life, and keep our economy growing.” Current funding commitments to TransLink from all levels of government – including federal funding up to 2027 – have been almost fully allocated to approved projects that are part of the 10-Year Vision. With transit ridership in Metro Vancouver growing faster than anywhere else in North America and the region’s growth in population and economy certain to add even more riders, moving forward with the next wave of transit expansion will be key to meeting public demand, reducing congestion and avoiding transit overcrowding. Through its Cure Congestion campaign, the Mayors’ Council has joined FCM in calling for a permanent federal funding allocation that would deliver $34 billion for the 10-year plan (2028-29 to 2037-38) with $30 billion in allocation-based funding and at least $4 billion for the complimentary merit-based stream, with consistent funding of $3.4 billion each year during the 10-year period. FCM has also called for immediate funding to accelerate the adoption of electric buses and other low-to-zero emission transit and municipal fleet vehicles. Permanent funding would enable TransLink to complete the 10-Year Vision and accelerate planning for future transit projects to be identified as part of the Transport 2050 plan. Scheer announces four-point plan to make home ownership more affordable
CONSERVATIVE Leader Andrew Scheer on Monday announced that a new Conservative government would introduce four new measures to make it easier for first-time homebuyers to buy a home. “With his poor judgement and tax hikes, [Liberal Leader] Justin Trudeau has put the dream of home ownership further out of reach for so many, especially young Canadians,” Scheer said. “As Prime Minister, I will fix his bad policies and work to get more homes on the market to lower the price of housing.” As Prime Minister, Scheer said he will: 1. Fix the mortgage stress test to ensure that first-time homebuyers aren’t unnecessarily prevented from accessing mortgages and work with OSFI to remove the stress test from mortgage renewals to give homeowners more options. 2. Increase amortization periods on insured mortgages to 30 years for first-time homebuyers to lower monthly payments. 3. Launch an inquiry into money laundering in the real estate sector and work with our industry partners to root out corrupt practices that inflate housing prices. 4. Make surplus federal real estate available for development to increase the supply of housing. Canada’s Conservatives say they know the government has an important role to play to put home ownership within reach for more Canadians. When you work hard, save, and invest in your future, the government should help you – not stand in your way. Quick Facts: * New data shows the country’s youngest buyers are affected most by the Trudeau Liberals’ stress test. * Justin Trudeau’s latest homebuyer “incentive” has so many terms and conditions that most first-time homebuyers don’t qualify. What’s more, it only targets select cities. * Right now, more than 80 per cent of middle-income families are paying $800 more in taxes a year than they did in 2015. The cost of housing continues to skyrocket, and the carbon tax means that everyday necessities like gas, groceries and heating your home keep getting more and more expensive. It’s harder than ever before to save for a down payment or monthly bills. * Trudeau has proven that he can’t be trusted to help Canadians get ahead. If he’s given four more years, his carbon tax will cost Canadians hundreds of dollars a year. Life is expensive enough for Canadian families without Trudeau costing them even more. Scheer’s plan: * Scrap the Trudeau Carbon Tax, lowering the cost of everyday essentials like gas, groceries, and home heating.
* Introduce the Universal Tax Cut, saving an average couple $850. * Take the GST off home heating costs, saving your family $107 every year. * Introduce the Green Public Transit Tax Credit, saving a family of four who take transit up to $1,000. * Make maternity benefits tax-free, putting up to $4,000 back in the pockets of new parents. * Introduce the Children’s Fitness Tax Credit, allowing parents to claim up to $1,000 for sports activities. * Introduce the Children’s Arts and Learning Tax Credit, letting parents claim up to $500 for arts and learning programs. * Expand the Age Credit, benefiting the
lowest-income Canadians the most and giving a senior couple up to $300. * Boosting the government’s matching
