Speculation on cabinet reshuffle by 26/11 mastermind indicted by Indian Prime Minister Narendra Modi Saeed Pakistani court Fixing the economy may start with change of Finance Minister
New Delhi (IANS): After the winter session of Parliament gets over, the Narendra Modi government will have two issues at hand to focus on: emerging law and order situation in the North-East due to opposition of Citizenship Amendment Bill and reviving the Indian economy. While much of North-East’s law and order will be handled by the respective states, the clouds over the economy could be the reason for a cabinet reshuffle. On Wednesday, Sushil Modi, Bihar’s Deputy Chief Minister, was appointed as the convener of a Group of Ministers on Integrated Goods and Services Tax (IGST) replacing Finance Minister Nirmala Sitharaman. This sparked speculation on a change in the Finance portfolio. Sitharaman had met deputy chief ministers of Puducherry and Delhi, and finance ministers from Rajasthan, Madhya Pradesh and Punjab on December 4, where all the states raised objections to the delay in payment of compensation. This decision, after that meeting, is being seen as a precursor to what may happen in case there is a cabinet reshuffle. The Finance Ministry was quick to clarify and point to technicalities, saying the Finance Minister could not have headed the IGST panel since she is also chairperson of the GST Council. However, that clarification did not answer the question why Sitharaman was named as the convenor of the panel.
Finance Minister Nirmala Sitharaman
This is reason enough for the corridors of power to be abuzz with speculation that fixing the economy may start with change of Finance Minister. So who will take on the responsibility of the Ministry, at a time when GDP projections have tumbled to 5 per cent? While some in the corridors of power say it can be Piyush Goyal and his Railway Ministry will be given to someone else; others think Prime Minister Narendra Modi might bring in a technocrat with core domain expertise to be Finance Minister. Modi has already experimented similarly by bringing in former Foreign Secretary S Jaishankar as Foreign Minister. Jaishankar is credited with managing international perception in favour of India post abrogation of Article 370 on August 5 this year. A few fresh faces could be brought into the Modi cabinet. With Shiv Sena exiting the
NDA, Arvind Sawant had to resign from the Union council of ministers. But sources say BJP wants to bring in another Marathi-speaking orator in his place to counter Sena’s growing anti-BJP rhetoric in Parliament. With NCP supporting the Sena, the BJP has reason to be apprehensive, given NCP’s penetration in the Maratha heartland. Nitish Kumar’s Janata Dal (United) stayed away from the swearing-in after being given just one cabinet portfolio, when Modi 2.0 came to power. With Nitish Kumar standing by BJP on the Citizenship (Amendment) Bill (CAB), in spite of inner-party friction, the BJP may reward JD(U), at the Centre. Also, with seat sharing arrangements reaching a finality, the BJP wants to make the ‘deal’ sweeter for JD(U). With 11 MPs of AIADMK, which stood rock solid behind the Modi government over the CAB in the Rajya Sabha, the Tamil Nadu party too may get one ministerial berth in the upcoming reshuffle. A young face from the NorthEast may be brought in to articulate the government’s stand in those states. “Someone new maybe... Someone who can talk well, talk powerful,” said a BJP source. But the cabinet reshuffle, if it does take place, will happen after the Jharkhand Assembly election results are out on December 23.
Islamabad (IANS): Hafiz Saeed, the mastermind of the 26/11 Mumbai terror attack in which more than 160 died in 2008, was indicted on Wednesday by an anti-terrorism court in Lahore. Saeed, the chief of the proscribed Jamaat ud Dawa (JuD) was indicted along with other JuD leaders, who were booked in July for offences pertaining to terror financing, reported Dawn. On Saturday, the court had delayed the indictment owing to unavailability of one of the suspects in a case registered by the Counter terrorism Department (CTD) on charges of terror financing. On July 3, the top 13 leaders of the JuD were booked in nearly two dozen cases pertaining to terror financing and money laundering under the Anti-Terrorism Act (ATA), 1997. The CTD, which registered the cases in five cities of Punjab, declared that the JuD was financing terrorism from the massive funds collected through non-profit organisations and trusts including Al-Anfaal Trust, Dawatul Irshad Trust, Muaz Bin Jabal Trust, etc. These non-profit organisations were banned in April as the CTD, during detailed investigations, found that they had links with the JuD and its top leadership. Subsequently, on July 17, Saeed was arrested from Gujranwala on charges of terror financing by the Punjab CTD. He was sent to prison on judicial remand after the CTD presented him before a Gujranwala ATC. In April 2012, the US announced a bounty of $10 million on Saeed for his alleged role in the 2008 Mumbai attacks that killed 164 civilians.

Rajya Sabha passes Citizenship Bill, Sena abstains New Delhi (IANS): The Rajya Sabha (upper house) passed the Citizenship Amendment Bill 2019 (CAB) on Wednesday with 125 members voting for and 105 against the Bill. Earlier, the demand for referring the Bill to the Select Committee was rejected. The members of Shiv Sena, the latest Congress ally, were absent at the time of voting. The Janata Dal (United) voted for the Bill. The CAB paves the way for citizenship to hundreds of thousands of illegal immigrants living in various parts of the country, even if they lacked any document to prove their residency. The cut-off date for being eligible for the Indian nationality is December 31, 2014, which means those applying for citizenship should have entered India on or before this date. Citizenship will be granted with retrospective effect. The Lok Sabha (lower house) had passed the Bill on Monday. Seeking all members’ support to the legislation, Home Minister Amit Shah requested the opposition not to use politics to divide the society. Replying to the debate, Shah said 44 members had presented their views, suggestions and objections in the House. “I want to present few facts. This Bill should have not been brought. There was no need to amend the Citizenship Act if the country was not divided. Also, had some previous government acted, we would have not brought the Bill,” he said. Stressing the need of the Bill, Shah said, “For how long we will keep on delaying the problems of the country? The Liaquat-Nehru Pact (or the Delhi Pact) happened on April 8, 1950. Both the countries agreed to treat minorities with dignity and allow them to freely follow their religion. It was a promise. But eventually the promise was broken.” He assured the House that the Bill would allow illegal immigrants to say the truth that they were

immigrants and seek citizenship. “The cries and tears of these people were never heard or cared for for so many years,” the Minister said. On why minorities from Bhutan, Myanmar and Sri Lanka had been left out, Shah said the government had allowed citizenship to people coming from Sri Lanka and Uganda and amendments were made accordingly. “We named three countries only to help people coming from these countries. We don’t need to distract from the problems now,” he said and added, the Bill was introduced in 2015 and gone through parliamentary committees. “Solving the problem is the priority, keeping citizens in mind, … is the aim of our government,” Shah said. Remarking that the constitutions of Afghanistan, Bangladesh and Pakistan state that they are Islamic countries, Shah said, “Are Muslims minority in these three countries? When countries’ religion is Islam then cases of persecution of Muslims are very few.”
The Home Minister said we had provisions for Muslim victims of persecution and they had been given citizenship on a case by case basis. He also highlighted how Chidambaram as the Home Minister had accorded citizenship to Hindus and Sikhs in Rajasthan. Asking the opposition to stop befooling minorities. “I have always said minorities in India need not be scared of anything. This CAB will not affect any Mulish brother and sisters. Why is the opposition creating a divide?” the Home Minister said. “On September 26, 1947, Gandhi said, Hindus and Sikhs living in Pakistan can fearlessly come to India. It is duty of India to give them shelter and job,” he backed his arguments by quoting Mahatma Gandhi. CONGRESS interim Chief Sonia Gandhi described it as a “dark day” in the constitutional history of the country and said passage of the Bill marks the victory of “narrow minded and bigoted
forces” over India’s pluralism. In a statement, Gandhi said, “Today marks a dark day in the constitutional history of India. The passage of the CAB marks the victory of narrowminded and bigoted forces over India’s pluralism.” Hitting out at the government, the Congress leader said that the Bill fundamentally challenges the idea of India that the forefathers fought for and, in its place, creates a “disturbed, distorted and divided India” where religion will become a determinant of nationhood. She said the CAB is not just an affront to the eternal principles of equality and religious nondiscrimination that have been enshrined in our Constitution, but represents a rejection of an India that would be a free nation for all her people, irrespective of religion, region, caste, creed, language or ethnicity. Gandhi further said that in its design, its grave implications, this flawed legislation is antithetical to the “spirit of the freedom movement and violative of the soul of our nation”. She said, “Ours is a nation that has historically offered refuge and protection to the persecuted of all nations and of all faiths. We are a proud nation that has never been broken by the insecurity of a few, for we have always stood firm with the knowledge that free India can only remain free if her people are liberated, if her voices are heard, and if our institutions, our governments and our political forces dedicate themselves to securing the inalienable rights of the citizens of this country.” Sonia Gandhi also took a dig at the government over passing the Bill in the 150th birth anniversary year of Mahatma Gandhi. “In this moment of anguish, I would like to reiterate the Congress Party’s determination to be relentless in our struggle against the BJP’s dangerously divisive and polarizing agenda,” she added.
Former IPS officer says he expected Modi to be given clean chit in Gujarat riots Gandhinagar: GT Nanavati: Akshay Mehta judicial inquiry commission which probed the 2002 communal riots in Gujarat has given a clean chit to Narendra Modi, the then Chief Minister, and his Council of Ministers regarding any involvement in the riots, rejecting allegations that Modi had issued “instructions” to the police then to “allow the Hindus to vent their anger against the Muslims.” Former IPS officer RB Sreekumar said he had not expected anything different from what the report had come out with. “The then-PM Atal
Bihari Vajpayee’s sanctioning Modi for ‘not pursuing raj dharma’ and the orders issued by the Supreme Court from time to time concerning various riot cases justifies the allegation that the minorities were discriminated against by the BJP government led by Modi,” he said. The commission’s report was tabled in the Gujarat Assembly by Minister of State for Home Pradeepsinh Jadeja on Wednesday, five years after it was submitted to the then government and 17 years after the riots shook the state.
The commission, which partly blamed the “inadequate and ill-equipped” police force and a section of “irresponsible media” for the spread of violence in the state in the aftermath of the Godhra train carnage, did not find any evidence to blame the political leaders or civil and police officers for the riots. It described as “negative” the role of three senior IPS officers then — RB Sreekumar, Rahul Sharma and Sanjiv Bhatt — in the riots. Sreekumar and Bhatt had filed affidavits before the commission, raising doubts on the role of the
NEW
then CM in handling the riots while Bhatt had also filed an affidavit in the Supreme Court , claiming that he was personally present at the “meeting” of senior IAS and IPS officers where Modi reportedly issued “instructions to the police to allow Hindus to vent their anger against the Muslims for three days.” The commission said Bhatt had failed to submit any authentic proof about his “presence” at the meeting or any such instruction issued by Modi. All three officers are now either retired or suspended from services.

CAB: 2 die in police firing as Assam remains on boil Guwahati (IANS): Amidst reports of two protestors dying in police firing, thousands of people defied curfew to hit the streets as the raging agitation against the Citizenship Amendment Bill saw the house of an MLA and a circle office being set ablaze, while the government removed two key police officers on Thursday. The army conducted a flag march in Guwahati and three districts, and the authorities extended the suspension on Internet services for another 48 hours from 12 noon on Thursday, even as most airlines cancelled flights to and from Dibrugarh and Guwahati, and train movement was halted. The two protestors with bullet wounds were taken to the Guwahati Medical College and Hospital, where one was declared dead before the other died while being treated. Several others were said to
have been injured during the protests which intensified after the controversial legislation was passed by the Rajya Sabha on Wednesday, two days after it got through the Lok Sabha. As the state capital Guwahati continued to be the epicentre of the protests, the government removed city police commissioner Deepak Kumar, who
was replaced by Munna Prasad Gupta, while state additional general of police (Law and Order) Mukesh Agarwal was also transferred out, making way for G.P. Singh. In an appeal to the people, state chief minister Sarbananda Sonowal called for maintaining peace and calm. “I assure the people of Assam
full protection to ensure their identity as a whole,” Sonowal said in a statement here, urging the masses to “please come forward and create a situation of peace and tranquility”. “I hope the people will consider this appeal sensibly,” he said. However, despite the curfew in Guwahati, thousands of protes-
tors assembled at the Latasil Playground in the city hub to attend a meeting called by All Assam Students Union (AASU), which has been at the forefront of the agitation. Leading cultural personalities of the state, and other civil society figures joined the protest also called by the Silpi Samaj (artistes forum). Actor Jatin Bora announced his resignation from BJP, while the state headquarters of its partner Assam Gana Parishad (AGP) came under attack. Officials said protestors set fire to the house of MLA Binod Hazarika’s house in Chabua, and went on rampage torching vehicles and the circle office. With the situation worsening, two army columns conducted flag marches in Guwahati, while three other columns were out on the streets in Tinsukia, Dibrugarh and Jorhat districts.
Most flights to and from Guwahati and Dibrugarh have been cancelled by various airlines, while the railways suspended all passenger train services to Assam. “Indigo Airlines has cancelled one flight to Guwahati from Kolkata. The flights to Dibrugarh are being cancelled by most airlines due to the ongoing protests. However, Indigo will operate a ferry flight to bring back the stranded passengers from Dibrugarh,” an NSCBI Airport spokesperson said. A Northeast Frontier Railway official said the decision to suspend passenger train operations to Assam and Tripura was taken on Wednesday night in view of the security situation. A large number of passengers were stranded at Guwahati and Kamakhya with the railways short-terminating longdistance trains at Guwahati.
43 die in Delhi fire; threats forced neighbours to keep mum New Delhi (IANS): Despite being aware of the possible threat to life and the dangerous conditions, the “corruption and fear of power” prevented neighbours from raising alarm that could possibly have averted the Anaj Mandi fire and saved lives. Speaking to IANS, a neighbourhood resident said, “We tried to raise alarm
with the factory owners. But our mouths were shut with threats.” The risk of disaster has always been lurking in these self-styled industrial areas with few inches thin wall separating houses, tiny passages and electric wires dangling just few meters above the head of a standing man.
“Another incident of fire had taken place here a few days ago. Three-four people died. But it was pushed under the carpet using threats and bribes,” said a 25-yearold resident of a house behind the gutted factory. “Apart from incidents like fire, people also get injured working in these units. Even young children are
employed. But nothing happens as the authorities have turned a deaf ear and shut their eyes to it,” said another neighbour. Earlier in the day, the Forensic Science Laboratory (FSL) team visited the spot to examine the crime scene and collect evidence. Forty-three people died in the fire that broke out at a
factory in the wee hours of Sunday. The police have registered a First Information Report (FIR) against the factory owners and others under section 304 of the Indian Penal Code (IPC) and arrested two people, including the building owner Rehan, in the case. “The case has been trans-
ferred to the Crime Branch,” said Anil Mittal, Additional PRO, Delhi Police. On Monday, the two accused were produced before a Delhi court, which remanded them to 14-day police custody. The police told the court that many deceased were yet to be identified and the post mortems were being done.
India’s foreign satellite launch count touches 319 Sriharikota (Andhra Pradesh) (IANS): India on Wednesday successfully placed into orbit its latest radar imaging earth observation satellite RISAT-2BR1 and nine foreign satellites from four countries using its PSLV rocket. In the process, India touched 319 foreign satellite launch mark ever since 1999. Declaring this will be the last rocket mission of ISRO for 2019,
its chief K. Sivan said in 2020, there will be the maiden launch mission of new rocket Small Satellite Launch Vehicle (SSLV) and other rockets. India’s latest radar imaging earth observation satellite RISAT-2BR1 now up in the sky will send sharp clarity images for surveillance, agriculture, forestry and disaster management. People prefer onion over free trip to Goa! Hyderabad (IANS): Three kg onions trumping a free trip to Goa, sounds incredible but is true. With onion prices at all-time high in most parts of India, a leading online bus ticketing marketplace included the commodity in the list of prizes for customers booking the ticket on its platform. Other prizes on Abhibus.com were an all-expense paid trip to Goa, an iPhone or an e-bike. AbhiBus was surprised to find that more people were opting for onions than a trip to Goa. AbhiBus decided to make this

place their bets on onions over trip to Goa or other aspirational options, reflects how the pod shaped their daily lives,” Abhibus said. Before this, whenever AbhiBus ran an offer that had Goa trip as an option, it always trumped all other prizes. But it’s the firsttime that consumers have relegated Goa to the second spot. Every day AbhiBus will an-
nounce 20 lucky winners and deliver the ‘jackpot’ (3 kg onions) to their homes. According to the company, anyone booking tickets on www. abhibus.com till December 15 can enter the contest by selecting their preferred option. “AbhiBus is constantly innovating to provide customers with solutions and offers that meet their ever-changing needs, in-
cluding making travel fun and enjoyable. Our priority is to keep the customer in the centre to offer strong customer support,” said Rohit Sharma, COO AbhiBus. “The contest around onion is an example of the customercentric approach and the response we are getting testifies our ability to meet customer needs,” he said.
More than 54 per cent opted for onions as their prize ever since the offer was made on December 10. The Goa option received 46 per cent response. “That customers are willing to
India’s foreign satellite launch CONTINUED FROM PAGE 4 said. He said for the last 26 years of PSLV rocket team was led by eminent persons like Srinivasan, former ISRO Chairman Madhavan Nair, R.V.Perumal, Ramakrishnan and others. Sivan said the PSLV rocket has five variants now. The rocket that first had a capacity to carry 850 kg, now has a carrying capacity of 1.9 ton. He said the PSLV rocket has lofted a total of 52.7 ton till date and out of that 17 per cent consists of customer satellites. At about 3.25 p.m. the rocket Polar Satellite Launch Vehicle-QL (PSLV-QL) standing around 44.4 metres tall with a one-way ticket hurtled itself towards the skies ferrying 10 satellites. With the fierce orange flame at its tail brightening up the evening skies, the rocket slowly gathered speed and went up and up enthralling the people at the rocket port while the rocket’s engine noise like a rolling thunder adding to the thrill. Guiding the rocket was the Vikram Processor-1601 designed by Vikram Sarabhai Space Centre (VSSC) and realised by the Chandigarh based Semi-Conductor Laboratory coming under Department of Space. The Vikram Processor is used for rocket’s navigation, guidance and control and also for general processing applications. It was the 50th flight of PSLV rocket and 75th rocket mission for the Sriharikota rocket port.
Sharing the ride with RISAT-2BR1 were Anine foreign satellites from the USA (four multi-mission Lemur satellites, technology demonstration Tyvak-0129, earth imaging 1HOPSAT), Israel (remote sensing Duchifat-3), Italy (search and rescue Tyvak-0092) and Japan (QPS-SAR - a radar imaging earth observation satellite) for an unknown fee contracted by NewSpace India Ltd, the new commercial arm of ISRO. Just over 16 minutes into its flight, the rocket first slung RISAT-2BR1 and a minute later the first of the nine customer satellites was ejected. The launch mission concluded in about 21 minutes when the last of the customer satellites was put into orbit. With this successful mission, ISRO has put into orbit 319 foreign satellites. The PSLV-QL is a four stage/engine expendable rocket powered by solid and liquid fuels alternatively. The rocket has four strap-on booster motors to give additional thrust during the initial flight stages.

Dissent within Congress brewing against Punjab Chief Minister? Chandigarh (IANS): A simmering dissent is brewing between Chief Minister Amarinder Singh and his legislators over their party’s government in Punjab.

their day-to-day working and deliberately ignoring the party’s interests. The workers too are largely feeling disillusioned. Besides, from the Congress central leadership, there is a demand to suitably compensate “sulking” legislator Navjot Singh Sidhu, who has been pushed to sidelines, by re-inducting him into the Cabinet and some changes in the portfolios. “The central leadership wants to use Sidhu as a trump card in the next elections if there is a vacuum in party leadership. For a long time, Sidhu can’t be kept on the sidelines as he was the star campaigner in the last state assembly elections,”
a senior party leader told IANS, requesting anonymity. In the run-up to the assembly elections in March 2017, Amarinder Singh played an emotional card, saying it will be his last election. “Secondly, a certain section of senior legislators such as Rana K.P. Singh want to be at the helm with important portfolios,” he said. Three-time legislator Rana K.P. is currently the Speaker. For over a month, four ruling party legislators, all belonging to Amarinder Singh’s wife parliamentary constituency Patiala, are airing their anger against the government on several issues, including lack of development funds, at Congress Legislative Party (CLP) meetings and at public platforms. Sensing growing resentment, the Chief Minister has called all the legislators in groups next week in Chandigarh to hear their grievances and allocate funds in the presence of Punjab Pradesh Congress Committee chief Sunil Jakhar. Sidhu, who used to swear loyalty to Rahul Gandhi, had to exit from the government after differences with party veteran and Amarinder Singh. Sidhu, who had been at loggerheads with Amarinder Singh, formally resigned on July 14. Since then he has limited public appearances. Sources said the common grouse against the government is going soft on former Chief Minister Parkash Singh Badal and his family as their businesses are flourishing right under the nose of the government. Some ministers, it is learnt, believe the bureaucracy is ruling the roost, political feedback is not taken periodically and the Chief Minister’s Office works incognito. Former senior bureaucrat Suresh Kumar was handpicked by Amarinder when he became the Chief Minister. The officer, known for his impeccable, honest and upright approach, is often referred to as the “Super CM” in Punjab’s political circles in the past 32 months. “Many legislators are upset. Just to quell the dissent and to give a new face to the cabinet, the reshuffle is the only option left with Amarinder Singh. In that reshuffle, Sidhu can be compensated by re-induction,” a Cabinet minister told IANS. Also, the Chief Minister wants to compensate his “close aide” Rana Gurjit Singh, who was forced to quit in January 2018 after embroiling in controversies related to the multi-crore rupee benami sand mining auctions and conflicts of interest in his role as a minister and his family’s business interests. “If Sidhu is adjusted at the instance of the party leadership, then Rana Gurjit Singh will get the Cabinet berth,” said the minister, requesting anonymity. But seeing the tone and tenor of Amarinder Singh’s assertions, Sidhu’s “rehabilitation” in political circles is seen in the fag end of the government. In his latest “snub” with the Pakistan Railway Minister Sheikh Rashid’s disclosure that Kartarpur Corridor was the brainchild of their Army Chief General Qamar Javed Bajwa, Amarinder Singh, 77, also urged Sidhu to be more cautious in his dealings with the Imran Khan government. The “scion of Patiala”, who fought in the 1965 India-Pakistan war, advised Sidhu not to allow his personal friendship with the Pakistan Prime Minister cloud his judgement in any way, as that could be harmful for India’s interests. The Congress had won 77 seats in the 117-member state assembly in 2017 after projecting Amarinder Singh as its chief ministerial nominee, only one short of 78 figure required for a twothirds majority. In the October assembly by-election, the Congress won three seats, while the opposition Shiromani Akali Dal won one.

Will not implement CAB in Punjab, says Amarinder Singh Chandigarh (IANS): Terming the Citizenship Amendment Bill (CAB) as a direct assault on India’s secular character, Punjab Chief Minister Amarinder Singh on Thursday said his government would not allow the legislation to be implemented in the state. Asserting his commitment to the protection of the Constitutional ethos of the country, Amarinder Singh said the Congress, which has a majority
in the state assembly, would block the “unconstitutional” Bill in the House. His government, on its part, would not let the legislation rip apart the secular fabric of the country, whose strength lies in its diversity, said the Chief Minister, a day after the controversial Bill was passed in the Rajya Sabha. The Parliament had no authority to pass a law that defiled the Constitution and violated its ba-
sic principles and fundamental rights of the people of India, said the Chief Minister, declaring CAB to be ‘null and void’ on account of the fact that it was against the tenets and values contained in the Constitution. Pointing to the divisive nature of the law, Amarinder Singh said any legislation that seeks to divide the people of the country on religious lines was illegal and unethical, and could not be allowed to sustain.
It was the duty of an elected government to safeguard the cherished values ingrained in the Constitution and not destroy them, said the Chief Minister, making it clear that he would not let such a Constitutional violation take place under his regime. “How can you leave out a large section of the Indian population from the protection they have been getting since we declared India a “sovereign,
socialist, secular, democratic republic, assuring its citizens justice, equality and liberty?”, asked Amarinder Singh, pointing out that by linking citizenship with religion, the CAB would hit at the very foundation of the nation. “What if other countries, where Indians are settled in large numbers and have acquired their citizenship, decide to bring in similar legislations? What will happen to those In-
dians if the countries of their stay decide to withdraw their citizenship on account of their religious beliefs?” asked the Chief Minister. Instead of using brute majority in Parliament to push the Bill through, the central government should have discussed the matter with all parties and tried to evolve a consensus, if at all it felt the legislation was in the interest of India and its people, he added.
Pak using social platform to harm India: US terror expert Chandigarh (IANS): Noted American expert on terror and internal security Peter Chalk on Wednesday warned of use of social platforms by Pakistan to attack Indian economy. He blamed his country for playing double role on Islamabad.
terror ideology for luring youth, spreading hatred and propaganda. Pointing to the sensitive location of Punjab as a border state with a hostile neighbour and the growing challenge of narco terrorism with linkages in Jammu and Kashmir, Amarinder Singh stressed on the need for
modern-day policing to thus remain technologically updated and professional in its approach. “We cannot ever allow the state to relive those horrible days it went through as we all know what is happening again now,” said the Chief Minister.
The Punjab Police launched the annual lecture series last year in commemoration of the memory of the late K.P.S. Gill, former Director General of Police, who led the police bravely into its comprehensive victory over state-sponsored terrorism.
KPS Gill He said Pakistan could be harnessing the power of the social media to launch attacks on the Indian economy, even as he warned that the ISI “may well leverage encrypted social media sites, secure telecommunication platforms and online mapping technology to covertly facilitate jihadist recruitment drives or directly support terrorist strikes” in Kashmir. The best offensive mechanism to deal with Pakistan, he said, was to work with friendly and partner countries to put pressure on Islamabad, and also to convince these nations that they could also not escape the wrath of terror outfits operating from Pakistan soil. Delivering the second K.P.S. Gill Memorial Lecture in Mohali near here, he warned the US was playing a double role with Pakistan because of its strategic interest in Afghanistan, the reason why it wasn’t taking a tougher stand against Islamabad. In the context of the growing use of drones and lone wolves to launch attacks, the American expert called for compulsory registration of such technology and legislations to counter the threat. To ensure credibility in such counter-attacks, it was important to involve NGOs, human rights organisations and the community at large, he said in response to a question that 100 per cent radicalization could not take place online and human contact was a part of the process. Admitting that such groups become easy targets of extremists, Chalk said they do not easily succumb to terrorist threats. In an apparent reference to Referendum 2020, he said an intensive social media effort aimed at radicalising young Sikhs was currently being waged by pro-Khalistani militants based in Pakistan and diaspora groups operating out of the US, Britain and Canada. “There are growing indications that the ISI is orchestrating much of this activity as part of a wider campaign to co-join instability in Punjab with unrest in Kashmir,” he warned. In his keynote address, Punjab Chief Minister Amarinder Singh pointed out that in the globalised world, terror could easily straddle international geographical boundaries, with the use of internet and social media further contributing to promoting terror and

Two-year time limit for starting a lawsuit In BC, the basic limitation period for starting a personal injury lawsuit is two years from the date of loss. The general rule is that you must either settle your ICBC claim or file a court action within two years from the date of the car accident. If you do not file a court action against the other driver in your ICBC claim within the twoyear limitation period, your claim will be “statute barred” unless exceptional circumstances exist. Exceptions to the two-year time limit for starting a lawsuit

injury claim: * “Promptly” report the accident to ICBC (ideally this would be within 24 hours of the accident, but serious injuries or catastrophic injuries may prevent you from doing this); * Provide a written statement describing the accident to ICBC within 30 days of the accident; and * File a proof of claim form (a CL-22 Insurance Claim Application) with ICBC within 90 days of the accident. If deadlines are not met, your ICBC claim may be denied – contact us if your claim has been denied as exceptions may apply in your case. Note as well that there may be other applicable deadlines or different deadlines depending on the type of ICBC claim (for example, if you were injured in a hit and run car accident).

Depending on the circumstances of the accident and the accident victim, the limitation period may be extended or shortened. For example: * The two-year limitation period does not apply to claims by infants (i.e., persons under the age of majority (19) at the time of the accident) or
persons under mental disability. * If you are bringing a lawsuit against a city or town, it must be commenced within six months of the date of loss (and there are even shorter deadlines for giving written notice to the municipality). * If the accident occurred outside of BC, the time limitations for bringing an insurance claim or lawsuit may be different in the jurisdiction where the accident occurred. Questions about ICBC deadlines? If you have been injured in a car accident, it is advisable to consult with an ICBC claims lawyer as soon as possible after the accident. That being said, even if some time has passed since the accident and you are worried that you may be out of time, give us a call. Why am I still working at 95?
I’M often asked, “Why don’t you stop working?” It’s a good question as many of my friends have left this planet. But I don’t want to get rusty, so I’m happy to have a work routine. Besides, an article from the Harvard Medical School indicates there are health benefits to working longer. At the time of the Roman Empire, people often died in their twenties. Infectious diseases were the primary cause of death. Nicole Maestas, an associate professor of health policy at Harvard studies the economics of aging, health and disability. She says, “Today, people who reach 65 years of age, will on average live to 84 years for men and 86 for women. So it’s natural they may be working longer.” Maestas says there are many reasons. For instance, there are more jobs in today’s information economy requiring less physical work. People are also in better health than 50 years ago. She adds, “People are also better educated and that some, due to a longer life, must work to support themselves.” The U.S. Bureau of Statistics reports that 32% of people ages 65 to 69 are working and 19%, ages 70 to74, are employed. But will working longer increase longevity? The Journal of Epidemiology and Community Health reports that an 18-year study of 3,000 people shows even working one more year beyond retirement was associat-
ed with a 9-11% lower risk of dying, regardless of health. Another study of 83,000 older people over 15 years, published by the Journal Preventing Chronic Disease, had this interesting finding. Those who worked past age 65 were about three times more likely to say they were in good health and half as likely to have serious health problems, such as heart disease and cancer, than those who had retired! Other studies have linked working past retirement with a decreased risk of heart attack and dementia. But postponing retirement is not always a prudent decision. For instance, if you have a stressful job that you hate, retiring sooner may add years to your life, as stress can kill. A study of 14,000 people, published in the British Medical Journal, found retiring was linked to a substantial reduction of physical fatigue and depressive symptoms. Like most things in life, it all depends. But I believe there are few things in life that are better than getting up each day to a job you truly enjoy. So back to that question, “Why don’t you stop working?” My answer is a very simple one. I am fortunate to have enjoyed a surgical practice and medical journalism for so many years. There are agonizing times in surgery when you have to tell a family that there is nothing further that can be done to save a loved one. This is when you wish you had decided to be an engineer or sell used cars. In journalism you also soon realize that constant newspaper deadlines never leave you. And that you can’t expect all readers or editors to love you all the time. But so long as readers respond positively, Hell will freeze over before I stop writing. In fact, finding a way to keep contributing, even after I’m gone, is part of the reason for my new website. Getting older has its problems but there are some benefits. Abraham Lincoln recognized this when he once remarked, “In the end, it’s not the years in your life that count. It’s the life in your years.” And Aristotle correctly remarked, “There are no boy philosophers.” Einstein also philosophized, “I have reached an age when,

Pati Patni Aur Woh Movie Review PATI PATNI AUR WOH is the story of the adventures of a cheating husband. Abhinav aka Chintu Tyagi (Kartik Aaryan) tops in his exams and secures a comfortable job in the PWD department in his hometown Kanpur. His parents (K K Raina and Navni Parihar) compel him to go for arranged marriage. He meets Vedika Tripathi (Bhumi Pednekar) for this reason. Sparks fly and they both get married. They even shift to their own house. Three years pass. A bit of boredom kicks in for Chintu. His parents taunt him for not having a child. Vedika meanwhile wants to shift to Delhi for a better life and she leaves no chance to diss Chintu for being content in his cocoon in Kanpur. In the midst of all this, Chintu one day meets Tapasya Singh (Ananya Panday). She comes through a reference to seek help for setting up a boutique in Kanpur. Chintu is given the opportunity to help her select a good plot. Chintu gets smitten by Tapasya and starts spending time with her. Tapasya finds out about his marital status. Afraid that she might stop meeting him after knowing that he has a wife, Chintu lies to Tapasya that he’s in an unhappy marriage and that his wife is cheating on him. Tapasya feels bad for Chintu and slowly even she starts to like him. All is going well for Chintu until one day Tapasya finds out the truth. What happens next forms the rest of the film. PATI PATNI AUR WOH’s basic idea is based on the premise of the original film. Jasmeet K Reen’s adaptation of the script however is not a copy paste job. A lot of modifications are done keeping in
mind the changing times and also because audiences have seen many such films. Hence the second half especially provides lot of surprise which is not seen in any other film of this league. Mudassar Aziz’s screenplay has a few rough edges here and there but overall it’s very tight, neat and more importantly, entertaining. Mudassar Aziz’s dialogues are one of the highpoints. The one liners are so witty and funny that they will surely be greeted with whistles and claps. Mudassar Aziz’s direction is excellent and does total justice to the plot in hand. He adds a lot of freshness to the film in so many respects. Firstly, it’s praiseworthy how the names of the towns are mentioned in such a cool way in the beginning. Secondly, the manner in which Kartik and Bhumi’s characters address each other with their respective surnames is cute. The fact that Vedika retains her maiden surname gives a hint of the progressive nature of the script in the beginning itself and later on, one gets to see it in all its glory. Also, Chintu is
naughty but he’s never vulgar. He never refers to Tapasya in an objectionable manner. The director however slightly slips in handling the climax twist. It’s no doubt unpredictable but seems difficult to digest. PATI PATNI AUR WOH’s beginning scene is quite well shot and sets the mood totally. The beginning of the flashback however is when the film drops. The intention is good since the makers are trying to show how Chintu’s life has turned monotonous. Individually it works but as a part of the film, it fails to totally entice. The fun begins once Vedika enters the scene and how Chintu goes head over heels over her. What adds to the fun is that the dialogues are hilarious. Also the film has a lot of many other characters and they also contribute to the madness. This is especially in the second half once Vedika finds out the truth and she goes all out to show her anger. These developments ensure that the film doesn’t turn too serious or sad. The makers had promised lot of entertainment and laughter and the film provides that in abundance!

Panipat row: Protests in Jaipur, Bharatpur, Bikaner
Jaipur: The protest against film Panipat for portraying king Surajmal in bad light escalated when protesters smashed window glasses of the Inox cinema hall here on Monday. Also, the show at Raj Mandir, the renowned cinema hall, was cancelled. Bharatpur observed a shutdown against allegedly wrong portrayal of the erstwhile king in the film. Bikaner too witnessed protests with some people getting shut the doors of a cinema hall. In the state capital, people gathered in large numbers at the Surajmal Square, which has became a protest site. State Rajasthan Minister Vishwendra Singh, a descendant of Surajmal, joined the protest and demanded immediate ban on the film. Speaking on the occasion, he accused film producers and directors of tampering with history to raise viewership. Earlier, they produced Jodha-Akbar, then Padmavati, whose name had to be changed to Padmavat after violence in state, and now they have come up with Panipat without studying its context, he said. “The film projects that we demanded the Agra Fort (for helping the Marathas). That’s not the reality. Maharaj Surajmal expanded his kingdom through his bravery,” Singh said. “We can’t term censor board wrong. This is the fault of producer and director. They never do in-depth research. The filmmakers should get in touch with the family of a person being depicted in a film, and do comprehensive research,” said the descendant of Surajmal. The matter would be raised in a court, he said
and added, yesterday was Sunday and we could not follow it up. “On Tuesday we shall be meeting lawyers,” Singh said. On violence over the film, he said, “I criticise this violence. It will not help anyone. I know Ashutosh Govalkar wants this violence to happen, which could increase viewership of the film.”A complaint has also been filed against film producer, director and script writer at the Mansarovar police station by one Ram Avatar Palsaniyan and others. Rajasthan Chief Minister Ashok Gehlot on Monday took to Twitter to demand intervention of the Censor Board to settle the locals’ claims with regard to Gowariker’s ‘Panipat’. “This situation where so many reactions are coming out regarding Panipat should not have come up. the Censor Board should intervene in the matter and take cognizance of the same. Distributors should build a dialogue with the Jat community without any delay,” the Chief Minister tweeted. Before production of a film, characters of the film should be studied to be portrayed properly to prevent any dispute at a later stage, Gehlot said. “I believe art should be respected. An artist should be respected. But any caste, religion and legends should never be shown disrespect,” he remarked. The film is based on the Third Battle of Panipat, fought between the Marathas and Afghan king Ahmad Shah Abdali in 1761. Source: IANS

Then she gave another math problem. “It is release on the date which is a number 8, when added with the month and year number, again adds up to 8,” she said. Not only this, she also asked her fans to guess the release date with emojis, before revealing the answer. The film also stars Sanya Malhotra as Shakuntala Devi’s daughter Anupama and Amit Sadh in a pivotal role.

I am overwhelmed with the love and support that the fans gave the character,” Salman said.
The actor opened up about how Chulbul Pandey is not just a character for him but is an entirely different persona that he likes to embrace. “Once I wear my police vardi and moustache, I am no more Salman Khan, I am Chulbul Pandey,” he added. Directed by Prabhudeva and produced by Salma Khan, Arbaaz Khan and Nikhil Dwivedi under the banner of Salman Khan Films, the film also features Sonakshi Sinha, Arbaaz, Amole Gupte, Mahie Gill and Tinnu Anand. Preity Zinta makes a special ap-
pearance, and the film marks the debut of actor-filmmaker Mahesh Manjrekar’s daughter Saiee Manjrekar. It is slated to release on December 20.

Ford v Ferrari (PG) **** Full Throttle!
It’s pedal to the metal and all out fun in Ford v Ferrari. Based on real events this 20th Century Fox retelling of a great racing rivalry is lots of fun. Few movies can hold an audience cues’ attention for 2 1/2 hours but this one can sure can. Catch all the excitement at lucky Cineplex Cinemas and Landmark Theatres across B.C. Off we go the mid 1960 where we see firsthand that famed Italian automaker Ferrari has a “lock” on winning auto races in Europe. Or so we ( and they) thought, France’s famed 24 hour Le Mans is the race to win and an American “upstart” automobile company (Ford) decides to take up the challenge. Call the Detroit behemoth a bit reluctant to get

in the corporate boardrooms Director James Mangold pulls off a terrific movie that is full of tension and excitement. Gripping racing footage with Bale at the controls is as tense as can be. Full of unexpected detours and a standout supporting cast including Josh Lucas here’s a film that will make audiences yearn for more. Fun from start to finish whether your a car nut or not that’s Ford v. Ferrari.

The new 2020 Ford Mach E All electric SUV…Sold Out! The long awaited reveal of the new 2020 Ford Mustang MachE in November was a complete success for Ford as the automaker announced all First Edition models are now sold out. Ford’s on-line video documenting the presentation of the allelectric Mach-E SUV has been watched more than 6.5 million times with more than 1.6 million people visiting the model’s dedicated website This all-electric SUV brings style, speed and 482 kilometers of driving range to the all-electric segment. With this batterypowered utility vehicle, Ford is
aiming to deliver a product that hits the EV market’s sweet spot with its Mustang inspired styling, notably in the strong rear haunches and iconic triple split taillights. Like a Tesla, the
Mach-E lacks traditional door handles. Instead, you use electrically operated push buttons to get in. The five-door Mustang’s seats five and is part of an $11.5 bil-
lion investment Ford is making in electrification. In the US, a range of different trim levels will be available including Select, Premium, First Edition and California Route 1, as well as GT and a GT Performance Edition. Two different batteries will be offered in this vehicle. Both of the lithium-ion type, the standard-range unit works out at 75.7 kWh and contains 288 cells. The extended-range battery has 376 cells and weighs in at 98.8 kWh. Both have a warranty of 8 years or 100,000 miles. As for powertrains, the base
Mach-E features a single, rearmounted electric motor powering just the aft wheels. Fourcorner traction is also available, which adds a small motor to the front axle. GT models feature a large electric motor at each end for more speed. Models fitted with the extended-range battery pack and allwheel drive will offer around 332 horsepower and 417 pound-feet of torque. GT and GT Performance Edition models are even more powerful with an estimated 459 horsepower and a tremendous 612 lb-ft of torque. MagnaRide sus-
pension will also be fitted and Ford estimates a driving range of around 235 miles. Ford will make about 50,000 units of the Mustang Mach-E during the electric SUV’s first year of production, with priority for First Edition deliveries. The first vehicles will start arriving in late 2020 and that will also include the Premium version, with the Mach-E Select and ultra-efficient Mach-E California Route 1 due early 2021 followed by the sporty Mach-E GT later that spring. Pricing and availability in Canada is to be decided.
Toyota Revs Up Lineup with New 302 Horsepower RAV4 Prime uses regular-grade gasoline -just not much of it. The RAV4 Prime employs the same version of Electronic On-Demand All-Wheel Drive (AWD) as the RAV4 Hybrid. In both models, a separate rear-mounted electric motor powers the rear wheels when needed, including proactively on acceleration startup and
the market. The RAV4 Prime also has a manufacturer-estimated 2.6 Le/100 km fuel consumption. Welcome to a new chapter of Toyota SUV performance. The 2021 RAV4 Prime will be available in SE and XSE grades, both emphasizing athletic onroad performance and premium comfort and style. With more powerful motor-generators, a newly developed highcapacity 17.8 kWh Lithium-Ion battery and a booster convert-
er, the 2021 RAV4 Prime yields an 83 horsepower (hp) jump in total system output over the RAV4 Hybrid and has the most horsepower in its segment. The resulting boost in performance is striking: Toyota’s projected 0-96 km/h acceleration in 5.8 seconds is quicker than the RAV4 Hybrid (7.8 seconds) and in a league with luxury/performance SUVs that come nowhere near this Toyota’s remarkable fuel economy. And, notably, the RAV4 Prime
also in reduced-traction conditions. Starting with the 2020 model year, every Toyota Hybrid Battery Warranty is being increased from 8 years or 160,000 kilometres to 10 years from original date of first use, or 240,000 kilometres, whichever comes first. The Toyota RAV4 Prime, a 2021 model that
will arrive in summer 2020, breaks ground as the most powerful and quickest RAV4 ever while also being the most fuel-efficient. The Toyota RAV4 Prime, a 2021 model that will arrive in summer 2020, breaks ground as the most powerful and quickest RAV4 ever while also being the most fuel-efficient.

TORONTO, ON: The fifthgeneration Toyota RAV4, on the market for barely a year, is going more places than it has ever gone before. The arrival of the first-ever RAV4 TRD Off-Road model was announced earlier this year, and at the 2019 Los Angeles Auto Show, Toyota debuts a new premium, fun-to-drive RAV4 performance model with an estimated 302-horsepower, advanced all-wheel drive, sport-tuned suspension and exclusive design features. It just happens to also be the first-ever RAV4 plug-in hybrid electric vehicle (PHEV). And so, in addition to an ability to do 0-96 km/h in a projected 5.8 seconds, which is the second quickest acceleration time in the Toyota lineup, it can drive an estimated 60 kilometres on battery alone on a single charge, which is the highest EV range of any PHEV SUV on

FCA Canada: Ram Truck Wins AJAC Technical Innovation Award Windsor, Ontario: Ram Truck recently accepted an Innovation Award from the Automobile Journalists Association of Canada (AJAC). The AJAC Innovation Awards presented by the Canadian International Auto Show, was presented to Ram Truck in the Technical category in recognition of the game-changing, new Blind Spot Monitoring with Rear Cross Path and Trailer Detection system. The Blind Spot Monitoring with Rear Cross Path and Trailer Detection was co-developed with leading supplier Continental and is available on Ram 1500 and Ram Heavy Duty. It
works by scanning the blind spot zones behind the vehicle to help ensure safer maneuvering, while automatically sensing and accounting for the
length of a trailer – something other trucks still require you to do manually. “At Ram we know our customers value safety innovation as
much as they do capability, luxury and efficiency,” said Reid Bigland, Head of Ram Brand. “Blind Spot Monitoring with Rear Cross Path and Trailer Detection is a game-changing technology that is designed to operate quickly and seamlessly, making trailer towing safer and easier for Ram drivers of all abilities.” AJAC is a long-running and respected national association of automotive journalists who test drive and report on new vehicles for various media outlets across the country. For the first time this year, its coveted Innovation Awards were handed out as part of
“TestFest,” an annual vehicle evaluation event in Southern Ontario, which is part of AJAC’s Car and Utility Vehicle of the Year Awards program. The AJAC Innovation Awards presented by the Canadian International Auto Show are voted on by a panel of seven expert automotive journalists. For 2019, 10 new technologies made the finalists list; four in Ram’s Technical category. Judges weigh factors including what impact the technology has on the marketplace and how it benefits the end consumer to select winners. In 2009, the Ram Truck brand launched as a stand-alone di-
vision, focused on meeting the demands of truck buyers and delivering benchmarkquality vehicles. With a full lineup of trucks, the Ram 1500, 2500/3500 Heavy Duty, 3500/4500/5500 Chassis Cab, ProMaster and ProMaster City, Ram continues to outperform the competition and sets the benchmarks for awards such as: Most powerful: 1,000 lb.-ft of torque with Cummins Turbo Diesel, Highest towing capacity: 15,921 kg (35,100 lb.) with Ram 3500, Heaviest payloads: 3,483 kg (7,680 lb.) and 2019 Ram 1500: Canada’s most awarded light duty pickup of the year
New 2020 Jeep Wrangler EcoDiesel: Ultimate Fuel Efficiency and Driving Range. Windsor, Ontario: The most capable SUV ever will soon be available with the most fuel-efficient and highest-torque-rated Wrangler engine ever with the introduction of the new 2020 Jeep® Wrangler EcoDiesel. The expected fuel economy ratings will deliver the highest driving range on one tank of fuel ever for Wrangler. Wrangler four-door models will offer the new 3.0-litre EcoDiesel V-6 engine, rated at 260 horsepower and 442 lb.-ft. of torque, with engine stop-start (ESS) technology standard. To handle greater torque loads, the EcoDiesel V-6 connects to a newly added TorqueFlite 8HP75 eight-speed automatic transmission, calibrated for low RPM shifts and the on- and off-road rigors of Jeep Wrangler duty. There are more than 40 individual shift maps to optimize shift points for fuel economy, performance and 4x4 capability.
Rock-Trac two-speed transfer case with a 4.0:1 low-range gear ratio on Rubicon models and the Command-Trac part-time two-speed transfer case with a 2.72:1 low-range gear ratio on Sport and Sahara models. The third generation of the turbocharged 3.0-litre EcoDiesel V-6 engine delivers
“One of the most common questions consumers have asked us over the last few years has been, ‘Will you please offer a Jeep Wrangler diesel?’ I’m pleased to answer that with a resounding ‘Yes!” said Jim Morrison, Head of Jeep Brand – North America. “I recently drove the new Jeep Wrangler EcoDiesel on the Rubicon Trail and can unquestionably attest to its incredible off-road capability. Combining that unmatched off-road capability
increased torque and horsepower, along with superb fuel economy and minimal levels of noise, vibration and harshness (NVH) to meet the needs of Wrangler customers. Engine upgrades build on the EcoDiesel V-6 engine’s previous success – the attributes and performance of which
made it a winner of “Wards 10 Best Engines” for three consecutive years (2014, 2015, and 2016). The 3.0-litre EcoDiesel V-6 engine is produced at the FCA Cento facility in Ferrara, Italy. The 2020 Jeep Wrangler EcoDiesel will go on sale in the fourth quarter of 2019.
with the vehicle’s fun-to-drive on-road performance, bestever Wrangler fuel economy and incredible driving range underwrite the fact that our customers knew exactly what they were asking for.” All Jeep Wrangler EcoDiesel models – Sport, Sahara and Rubicon – feature third-generation Dana 44 front and rear heavy-duty axles. Additionally, all Wrangler EcoDiesel models feature a 3.73 axle ratio. Two transfer cases are offered: The
