Gita Gopinath takes over as IMF chief economist Washington (IANS): Eminent academic and former economic adviser to the Kerala government, Gita Gopinath, has taken over as the International Monetary Fund’s (IMF) chief economist. When IMF’s Managing Director Christine Lagarde announced Gopinath’s appointment in October with the formal title of Economic Counsellor and Director of the Research Department, she called her “one of the world’s outstanding economists, with impeccable academic credentials, a proven track record of intellectual leadership, and extensive international experience.” “All this makes her exceptionally well-placed to lead our Research Department at this important juncture. I am delighted to name such a talented figure as our Chief Economist,” Lagarde said. Before coming to the IMF, where she succeeded Maurice Obstfeld,

Gopinath was the professor of International Studies and Economics at Harvard University. She was concurrently appointed in 2016 as the economic adviser to Kerala Chief Minister with the rank of principal secretary. She has also served as a member of the Eminent Persons Advisory Group on G-20 Matters for the

Indian Ministry of Finance. In addition to helping formulate policies for the IMF and set strategies and evaluate performance of nations, she will oversee the World Economic Outlook Report that is considered a major survey of the global economy. A significant aspect of her position will be helping set the conditions

for countries seeking bailouts from the IMF. Often the terms call for stringent financial regulations and unpopular belt-tightening for the recipients. A graduate of Lady Sri Ram College in New Delhi, Gopinath received her MA degree from the Delhi School of Economics. She went on to Princeton University from where she got her PhD in economics in 2001 for her work on international macroeconomics and trade. Gopinath was an assistant professor at University of Chicago before moving to Harvard in 2005. She received the Bhagwati Prize for the best paper published in the Journal of International Economics in 2003 and 2004. In 2014, she was named one of the top 25 economists under 45 by the IMF and was a World Economic Forum Young Global Leader in 2011.

American-Sikhs urge Pakistan to maintain Kartarpur complex in original state

Islamabad (IANS): AmericanSikh communities have urged the Pakistan government to make sure that the Kartarpur Sahib Complex (KSC) is maintained in its original state. The American Sikh Council (ASC) in a statement on Monday said: “Any structural changes and/or additions to accommodate upcoming huge visitors either coming from India, Pakistan or the Sikh diaspora living across globe by lodging to restrooms and more must be done at a distance, away from the main KSC so that the Kartarpur Sahib original farms, natural areas spread around 100 acres of land that belonged to Guru Sahibji, and the forest areas around the River Ravi can retain as much of its originality as possible. “This needs to be preserved in its original landscape for posterity.”

He said Sikhs everywhere yearned to visit Kartarpur and see the fields that their “Guru” tilled with his own hands, the place where he lived, the trees he sat under and feel and touch their forehead on the same dusty soil that their Guru walked on!

Alok Verma removed as CBI chief, opposition attacks government New Delhi (IANS): A day after he resumed duties, CBI Director Alok Verma was on Thursday unceremoniously removed from the post after a 2-1 decision by the high-level Selection Committee, a decision that came under attack from the opposition and legal experts. The decision of the committee came after CJI nominee Justice A.K. Sikri of the Supreme Court sided with the government that Verma should be shunted out of the post on the basis of the findings of the Central Vigilance Commission (CVC), which went into some allegations levelled against him. The meeting was attended by Prime Minister Narendra Modi, Justice Sikri and Leader of Congress in the Lok Sabha Mallikarjun Kharge, the other member of the committee, who gave a dissent note and opposed the majority decision. Shortly after the meeting, Verma was appointed Director General, Fire Services, Civil Defence and Home Guard till January 31 when his tenure would end. The government also brought back M. Nageswara Rao, Additional Director, CBI to look after the duties of the Director, CBI till the appointment of a new Director or until further orders, whichever is earlier, a notification by the Appointment Committee of Cabinet said. Verma, who was removed from the agency’s helm on the midnight of October 23 after his fight with Special Director Rakesh Asthana became public, was reinstated on Tuesday by the apex court on the ground that the government cannot transfer or alter the duties of the CBI chief without going to the Selection Committee. The committee’s members are the Prime Minister, leader of the largest opposition group and the Chief Justice of India. Chief Justice Ranjan Gogoi, who heard the case arising out of Verma’s challenge against the government decision, nominated Justice Sikri as his nominee to attend the committee meeting. The Supreme Court, while reinstating Verma, had said that the Committee should meet within a week and decide the issue afresh. Modi convened the meeting of the committee on Wednesday but Kharge sought the CVC report on the allegations against Verma and also time to study it. The committee met briefly and decided to meet on Thursday. Sources said the Committee took into account the “extremely serious” nature of observations made by the Central Vigilance Commission against Verma. It was of the view that being the head of a very sensitive organisation, Verma was not functioning with the integrity expected of him, they said.

They said the CVC found evidence of influencing of investigation in the Moin Qureshi case. There was also evidence of taking of bribe of Rs. 2 crore. The CVC was of the view that his conduct in the case is suspicious, and there is a prima facie case against him. “The CVC also felt that the entire truth will come out if a criminal investigation is ordered,” the sources said citing the Committee’s view. In the IRCTC case related to former Railway Minister Lalu Prasad, the CVC felt that it can be reasonably concluded that Verma “deliberately” excluded a name from the FIR for reasons best known to him. The CVC found evidence against Verma in several other cases as well. The CVC also found instances of wilful non-production of record, and fabrication of record. The Committee also took note of Verma’s attempts to induct officers of doubtful integrity in the CBI. On the criticism that Verma was not given an opportunity of being heard on the charges against him, the sources said Verma was given an opportunity to present his case before the CVC in the presence of retired Justice A. K. Patnaik. The Supreme Court also provided a copy of the CVC report to Verma’s advocate. The mandate of the Selection Panel headed by the PM is limited to the appointment of the CBI chief and transfer of the CBI chief, the sources said. The Committee felt that as a detailed investigation, including criminal investigation, was necessary in some cases his continuation as CBI Director was not desirable and he should be transferred. In his dissent note, Kharge demanded that the Committee restore to Verma the full powers he enjoyed by the office of the Director CBI to ensure proper functioning of the organisation and to restore normalcy. He also sought an additional period of 77 days being the number of days lost by him on account of the “patently illegal” orders of the CVC and the personnel department on October 28. Kharge said an independent investigation must be carried out to verify the actual events that took place on the night of October 23-24 with respect to Verma’s removal as CBI Director. Referring to the events of the midnight drama in October and the way the government hastened the exit of Verma would “point to the fact that the entire exercise was in furtherance of a pre-meditated decision to remove Verma as CBI Director with reasons and processes being manufactured as an afterthought”. He urged the Committee to allow Verma to explain himself before it on the charges against him before any decision is taken in the matter.

The Congress criticised the committee’s decision and said Modi had shown that he was “too afraid” of an investigation into the Rafale deal. “By removing Alok Verma from his position without giving him the chance to present his case, PM Modi has shown once again that he’s too afraid of an investigation, either by an independent CBI Director or by Parliament via JPC,” the Congress tweeted.

Curb social media to check radicalization: Army Chief New Delhi (IANS): Army chief General Bipin Rawat on Wednesday said that there should be curbs on social media to check the phenomenon of radicalization. “A lot of people are getting radicalized and are getting convinced that the acts of terrorists or whatever the terrorists are doing, there is sense in what they are doing,” Rawat said in response to a question at a session on terrorism in the 2019 Raisina Dialogue, India’s flagship annual

geopolitical and geo-strategic conference. “These people who get radicalized, if they have funds available with them, they are also able to muster funds and give it for supporting terrorist activities,” he said. “So, I think the biggest issue is curb on the social media to ensure that radicalization does not happen through disinformation or misinformation or false news that has been spreading.”

Stating that while media and social media must first be controlled, he said that if one country starts controlling a particular media, it is taken to mean that media rights are being curbed. “Therefore, I think, the international community must get together and ensure that the source of the social media is prevented from spreading false information and disinformaion because lot of funds is coming from people who are getting radicalized,” Rawat said. “Radicalization through social media is also becoming one of the causes for raising of funds by the terrorist organisations.”

Stating that terrorism was becoming a new form of warfare, the Army chief said a weaker nation was using terrorists as a proxy to put other nations to come to terms with it. “And, therefore, if this is going to happen, then there will be states which will be funding the terrorists and allowing them to move around the manner in which they want to move,” he said. “Yes, there is definitely a nexus between drugs and guns, they go together. So, unless you are able to first control the movement of drugs, you cannot control the movement of funds and guns.”

Air India new scheme aims to fill vacant business class seats

New Delhi (IANS): With an aim to lure more passengers and sell-off its vacant seats in business class, financially stressed Air India has launched a scheme for passengers to upgrade their economy class tickets to business class. Breifing reporters about the new scheme Air India CMD Pradeep Singh Kharola said that passengers can save up to 75 per cent on cost if they upgrade via the new online offer to destination in the US, Europe, Australia, Japan and Hong Kong and on flights among six metro cities of the country. The scheme launched in December allows passengers to bid an incremental amount or difference between economy class fare they have already paid and that of the business class seat. There would also be a cap on the minimum bid a passenger can make.

In case of a passenger, who made the bid, but was not able to get the upgrade, the entire amount will be returned. Besides, the financiallystrained airline is trying to rationalise catering cost by loading extra on-board meals, that can be served on the return journey of international flights. According to Kharola, the airline has already started to stock extra meals for the entire two-way trip to destinations like Stockholm, Copenhagen, Birmingham and Madrid. Accordingly, the airline intends to save on catering expenses as domestic vendors cost three to four times less than their international counterparts. Further, the airline plans carry extra meals on the flights to Gulf region. In addition, the airline has recieved a bid from Life

Insurance Corporation of India (LIC) for its iconic 23-storey -- Air India Building -- located at Nariman Point in Mumbai. The cash-strapped airline has recieved loans worth Rs 2,000 crore from the National Small Savings Fund, while the Central government will be infusing Rs 2,345 crore into the financially strained national carrier under its ‘Turn Around Plan’. The steps to financially revive the airline, comes after the government had offered to sell 76 per cent stake in Air India. However, the state-owned carrier failed to attract any bidder. On May 31, the Ministry of Civil Aviation said that “no response” was received even during the extended submission deadline for the EOI bids under Air India’s divestment process and the “further course of action will be decided appropriately”.

Khaira floats new party; lashes out at AAP, Badals and Amarinder Singh Chandigarh (IANS): Former Aam Aadmi Party (AAP) leader Sukhpal Singh Khaira on Tuesday floated a new regional party Punjabi Ekta Party (PEP) and said the new party will fight the Congress, Shiromani Akali Dal (SAD) and AAP. Khaira, who resigned from the AAP on Sunday, accused the Congress and SAD of being hand in glove and ruining Punjab in the past over two decades. Six sitting AAP legislators -- Kanwar Sandhu, Nazar Singh Manshahia, Master Baldev Singh, Pirmal Singh, Jagdev Kamalu and Jagga Issowal -- were seen at the launch of the new party.

Sukhpal Khaira These legislators, who are still part of the AAP, were however not seated on the

stage as Khaira announced the new party. Khaira, who was suspended from the AAP in November for “anti-party activities”, said the new party would work for the people of Punjab, especially youth, farmers and women. A sitting legislator, Khaira had earlier ruled out his resignation from the Punjab Assembly even after quitting from the AAP. Khaira said the Assembly Speaker will decide on his status. He said that he and other legislators will not resign from their Assembly seats as they did not want to burden the exchequer with fresh

elections on these seats. The AAP’s Punjab unit leadership had on Sunday demanded Khaira’s resignation from the Assembly after he quit the party. AAP MP Bhagwant Mann had challenged Khaira to resign as legislator and seek re-election. Citing “dictatorial attitude” of AAP chief Arvind Kejriwal,

Khaira on Sunday resigned from the party’s primary membership. “I am constrained to forward my resignation from the primary membership of AAP as the party has totally deviated from the ideology and principles on which it was formed post Anna Hazare movement,” Khaira, who was Leader of Opposition in the

Assembly till August, wrote in his letter to Kejriwal. The AAP got 20 seats in the 117-member assembly in the February 2017 assembly elections. H.S. Phoolka recently submitted his resignation as a legislator to the Assembly Speaker. Phoolka also quit the primary membership of the AAP last week.

‘Amarinder government protecting those behind sacrilege cases’ Chandigarh (IANS): A retired High Court judge who probed incidents of sacrilege of Guru Granth Sahib when the Shiromani Akali Dal (SAD)-BJP government ruled Punjab on Wednesday alleged that the Congress government of Chief Minister Amarinder Singh was trying to shield those responsible for the sacrilege cases. Justice Zora Singh, a retired judge of the Punjab and Haryana High Court, who probed the sacrilege cases and the violence related to it in 2015, told the media here that the present government in Punjab was unwilling to make the report of the Zora Singh Commission public. “It is painful that the Commission constituted by the government to bring

those responsible for the desecration of Sri Guru Granth Sahib at Bargari and firing incident at Behbal Kalan in which two persons were killed was not in public domain,” said Justice Zora Singh, who recently joined the Aam Aadmi Party (AAP). The one-man Commission was constituted by then SAD-BJP government in Punjab. It submitted its report in 2016 but no action was taken by the SADBJP government. The Congress government, which came to power in March 2017, junked the Commission’s report and set up its own inquiry Commission under Justice Ranjit Singh (retired). Zora Singh said the Amarinder Singh government

was shielding those behind the sacrilege incidents and the firing on people protesting against the sacrilege cases by not taking action against them. “The Amarinder government has failed to make the report public,” he said, adding that he had done full justice during the inquiry. He said that his report had clearly identified the culprits behind the incidents and the government and the Punjab Police were dragging their feet on taking action in the matter. “The Parkash Singh Badal government, in cahoots with the police, did not want the accused to be brought to book and protected them,” Zora Singh alleged.

No funds from centre, work yet to start: Amarinder on Kartarpur corridor New Delhi (IANS): Punjab Chief Minister Amarinder Singh said on Monday that the central government had not

sanctioned any funds for the construction work to start on the Indian side of the Kartarpur corridor.

“While Pakistan has already started work on the construction of the road on their side, development work had yet to

start in the Indian Punjab as the state government had not got any funds from the Centre for acquiring land for building the infrastructure,” he told the media. The Kartarpur Sahib gurdwara is located around 4 km from Dera Baba Nanak town in Punjab’s Gurdaspur district. Most of the work of the project has to be carried out inside Pakistan. Referring to the controversy surrounding the visit of Punjab cabinet Minister Navjot Singh Sidhu to Pakistan in November, Amarinder Singh said he (Amarinder) had given the permission to Sidhu to visit Pakistan for their groundbreaking ceremony for the Kartarpur corridor. “No minister can leave with-

Chandigarh (IANS): Following a joint ambush near the international border with Pakistan, Border Security Force (BSF) troopers and the Punjab Police counter intelligence wing on Monday recovered 5 kg of heroin along the international border with Pakistan in the Ferozepur sector. The recovery was made following a search carried out in the area of border out post (BoP) Barreke in Ferozepur sector, around 300 km from Chandigarh, on Monday, a Border Security Force spokesman said. The recovery was made following a joint special ambush by BSF troops and the counter intelligence wing. BSF troopers had observed suspicious movement ahead of the border security fence early on Monday. When the smugglers from Pakistan tried to carry out their smuggling activity, the BSF troopers challenged them and opened fire However, the smugglers escaped from the spot towards Pakistan, taking advantage of the darkness and dense fog in the border belt. The spokesman said that the area was cordoned off and a search was carried out later on Monday following which the heroin was recovered. The recovered heroin is valued at over Rs 250 million in the international market. The BSF recovered over 230 kg of heroin along the international boundary with Pakistan in 2018. Punjab shares a 553-km long international border, with a barbed wire fence, with Pakistan.

Chandigarh (IANS): The Punjab Police on Tuesday recovered around Rs 30 million in cash from an SUV in the state’s Mansa district. The money was being carried by a couple, Nirmal Singh and Sukhchain Kaur, who hail from Sirsa district in neighbouring Haryana, police said. Mansa district police chief Mandhir Singh said the cash was recovered from the SUV during special checking being done near the bus stand in Mansa. The cash was in notes of Rs 2,000 and Rs 500 denomination. The police chief said that when questioned, the couple could not give satisfactory answers as to why they were carrying so much cash. He said the income tax department had been informed about the recovery. The police are on alert in Haryana and some parts of Punjab as the judgement of a CBI court into the murder of Sirsa-based journalist Ram Chander Chhatrapati, in which controversial Dera Sacha Sauda sect chief Gurmeet Ram Rahim is an accused, is likely to come on Friday (January 11).

Border museum provides a rare insight into pre-Partition media Attari (IANS): The important role played by the vernacular media in the country’s freedom struggle, which contributed to the end of the British rule in August 1947, has found a new platform right near the international border between India and Pakistan. A new gallery of rare images of old vernacular newspapers of pre-Partition Punjab has recently been unveiled at the Museum of Peace at ‘Sarhad’ (border) complex, around two km from the Attari-Wagah border. Titled ‘Pre-Partition Punjab - Vernacular Press’, the gallery displays issues of some of the oldest Urdu dailies of those times, including ‘Paisa Akhbar’, ‘Zamindar’, ‘Daily Inquilab’ and ‘The Akali (Amritsar)’. The issues of these old vernacular newspapers, some of them from the 19th and early 20th century, have been sourced from archival sources in Lahore by a retired bureaucrat, D.S. Jaspal. “The role of the vernacular press in pre-Partition Punjab and its critical influence on events leading to 1947 is a very neglected area of study,” Jaspal told IANS. “By the first quarter of the 20th century, Hindus, Muslims and Sikhs had their own media which used nationalism as a platform to project and promote their identity interests,” Jaspal, who served as Secretary in Punjab’s Information Department for several years, pointed out. Started in 1885 at one paisa per copy, ‘Paisa Akhbar’ blazed a new trail in journalism and by 1898 commanded the highest circulation of

The first issue of ‘The Akali’ was published in Punjabi from Lahore on May 21, 1920. In October 1922, it merged with the “Pradesi Khalsa”, a daily run in Amritsar by Master Tara Singh, an extremely popular leader of the Shiromani Akali Dal who was a founding member of the Shiromani Gurudwara Prabandhak Committe, and shifted to the Sikh holy city, where it was published in Urdu-Persian script. Master Tara Singh, was its Editor. The language of the earliest

vernacular papers like “Paisa Akhbar” and “Zamindar” had a high degree of Persian content, which was gradually discarded in favor of Urdu to increase circulation by catering to a wider readership. The new gallery is displayed at the ‘Museum of Peace’, conceived, designed and curated by Jaspal as a celebration of the common composite culture of pre-partition Punjab in general and Amritsar-Lahore in particular. Located within the Sarhad restaurant complex, an Amritsari-Lahori cuisine specialty restaurant, near the Attari-Wagah border, 30 km from Amritsar, the museum is India’s first open-air, walkthrough, story-telling museum. It has no entry fee. It has 48 large panels mounted on sturdy 7-feet-high pedestals that depict pre-partition Punjab in three sections, beginning with the rule of Maharaja Ranjit Singh. Different panels display Ranjit Singh’s military conquests - the capture of Peshawar Fort, Jamrud Fort and the Zamama Gun.

Sonakshi Sinha wraps up ‘Kalank’ schedule

Mumbai (IANS): Actress Sonakshi Sinha on Tuesday completed the shooting of the upcoming multi-starrer film “Kalank”. She took to social media and shared a picture of herself, expressing her happiness on being a part of the film. She wrote: “Just the beginning of the year, and the end of a new film! It’s a wrap for me on ‘Kalank’... a project I am proud to be a part of! Can’t wait for you all to see it.” “Kalank” also features Alia Bhatt, Sanjay Dutt, Varun Dhawan, Madhuri Dixit-Nene and Aditya Roy Kapur. Alia was interacting with the media at the trailer launch of “Gully Boy” along with his co-actor Ranveer Singh, director Zoya Akhtar and producer Farhan Akthar and Ritesh Sidhwani on Wednesday in Mumbai. Alia will be next seen on screen with Ranveer Singh in “Gully Boy” and after that she will feature with Ranbir Kapoor in “Brahmastra”. Asked what was the difference between the two actors, she said: “There are lots of similarities. Both are superb human beings and outstanding actors. “Both of them are really special to me and the only difference between them is that with one of them I am doing ‘Gully Boys’ and with the other I am doing ‘Brahmastra’.” Alia is playing the role of a medical student in “Gully Boy” which is based on underground rapping and hip-hop scene of India. She is also collaborating with Zoya Akthar and Excel Entertainment for the first time in a film. Sharing her experience of working with them, Alia said: “It was a brilliant experience working with Zoya and working with Excel. I think they have such a fantastic team. I have never worked with a better team...
