New Delhi (IANS): The Justice S.N. Dhingra Commission, which re-examined 186 closed cases in the 1984 anti-Sikh riots, castigates prosecution and police for delaying the appeals after which case records were destroyed. Solicitor General Tushar Mehta, representing the Centre, told the bench that they have accepted the recommendations made in the report and will take necessary steps. “The whole effort of the police and administration has been to hush up the criminal cases concerning riots,” said the report. The Commission noted that hundreds of affidavits were received by Justice Ranganath Misra Commission with respect to killing, arson, looting done by

the rioters with names of accused persons. Instead of directing the registration if FIRs on the basis of these affidavits directly to the respective police stations, “Committee after Committees were formed and this further delayed registration of cases for years”, said the report. According to victims’ lawyer Harpreet Singh Hora: “The victims have been stating since beginning that police and authorities acted in collusion. Now the findings of this report endorses it. “This is going to be a long battle for my legal team and I will fight till the last to get them justice.” According to Hora, SHO Survir Singh Tyagi of police station Kalyanpuri had disarmed Sikhs

and he was involved in conspiracy with others, and this case will be referred to the riots cell now. The special investigation team (SIT) headed by Dhingra said the Delhi Police clubbed 498 complaints (rioting, arson, looting, burning, causing injuries and murders) under an omnibus FIR [First Information Report], and just one investigating officer was assigned to this case. “It was humanly impossible for one investigating officer to investigate 500 cases, to trace witnesses of each crime, to prepare challans and to proceed in the court against all the accused persons,” said the SIT report. The SIT in its report said that the perusal of the files shows that the FIRs were not registered by

the police incident-wise or crimewise. The report made several critical observations on the conduct of police while registering FIRs in rioting cases. “If one FIR was registered in respect of one incident of murdercum-riot-cum-arson-cumlooting, a house or shop in an area were clubbed in the same FIR and in the name of investigation almost nothing was done,” said the report. Harpreet Singh Hora, representing the victims, said: “Clubbing of charges is not allowed for different offences. In cases where police have not put separate charges for distinct offences, then it is a violation of section 218 CrPC [Criminal Procedure Code].”

Chandigarh (IANS): The Punjab government on Saturday screened Deepika Padukone starrer “Chhapaak” for 15 acid attack surviving women in Zirakpur near here. Social Security, Women and Child Development Minister Aruna Chaudhary said, “I salute the bravery and courage exhibited by the acid attack survivors in the face of heavy odds.” She said the government is undertaking steps to ensure safe and secure public places for women. The government provides a pension of Rs 8,000 per month to the acid attack survivors. There is a provision of compensation of Rs 300,000 per victim and as many as 40 victims have been compensated so far.

way towards Jammu when he was detained at Mir Bazaar in Kulgam district. “There is no question of taking a valley operating terrorist for surrender to Jammu. He was posted in the anti-hijacking squad at the Srinagar international airport. His duties were confined to the airport security and he had nothing to do with anti-militancy operation. “It is a clear case of police officer shaming his uniform after an apparently illustrious career,” said a senior police officer. The police have recovered grenades and AK 47 rifles during a search at Singh’s residence in Srinagar. “Money must have been the only motive for Singh to help the militants,” sources said. The 57-year-old officer hails from Ovarigund Tral in south Kashmir’s Pulwama. The family owns orchards in Tral and his parents live with his brother Naseeb Singh in Delhi. “Singh had received many militant threats in the past which was the reason for him to move to a relatively safe location at Indira Nagar in Srinagar, sources said. After completing his graduation from Amar Singh College in Srinagar, he joined police as a sub-inspector in 1990. His wife is a teacher and he has three children, two daughters, who are doing MBBS in Bangladesh, and a son who is in school. During his 10-year stint in the Special Operations Group (SOG) in the nineties, Singh gained prominence for taking part in anti-militancy operations. For his role he was given an out-of-turn promotion and made inspector in the late 90s. During an operation he was injured in the leg

Sources say Singh’s record against militancy helped him to get away with all his ‘misdeeds’. “It must have been a regular affair for him to harbour militants,” sources said. “In the past he was subject of many inquiries regarding extortion and corruption but was exonerated in all the cases.” Singh is also said to have carjacked a truck carrying timber, owned by a relative of former Chief Minister Ghulam Mohideen Shah. “He was never questioned, and the incentive for actively working against militancy could have played a part in exonerating him for all his crimes.” A decorated officer, he was also part of a UN peacekeeping mission in 2003 for a year. Sources said he has two properties in Srinagar and one in Jammu. After serving in the Special Operations Group of J&K Po-

lice he was transferred to the traffic police. Sources said after his arrest he stands suspended. “He was one bad apple that has been shunted out from the force, he will be punished and dismissed from service,” sources said. According to sources, Naveed who was arrested with Singh, was the most wanted Hizbul Mujahideen militant in Kashmir and was involved in the killing of non-local truckers and threatening fruit farmers after the abrogation of Article 370. Sources said Naveed was also a 2012-batch police constable. He had been arrested once and released later. Naveed was transferred to Leh before he was moved to Budgam where was put on a guard duty. In September 2017 he deserted the police and escaped with five AK 47 rifles while on duty. Meanwhile, the state government on Wednesday stripped Singh of the Sher-e-Kashmir Police Medal following his arrest. The withdrawal of the medal was done through an order issued today by the Home Department signed by Shaleen Kabra, IAS, Principal Secretary to government, Home Department. The order said that the J&K has stripped the Sher-e-Kashmir Police Medal for Gallantry awarded to DSP Davinder Singh consequent to his arrest on January 11 while trying to assist terrorists to travel outside J&K and recovery of arms and ammunition which amounts to disloyalty and conduct that has brought the force into disrepute. The medal was awarded to him on August 14, 2018.

Why isn’t opposition allowed to visit Jammu and Kashmir?: Congress New Delhi (IANS): The Congress on Wednesday questioned the Modi government on the move of sending 36 Union Ministers to Jammu and Kashmir while opposition leaders barred from visiting the Union Territory.

“Ostensibly 36 Union Ministers have been instructed to blitzkrieg Jammu and Kashmir [between] Jan 18th -23rd 2020. 51 visits in Jammu,8 planned for Srinagar. If this is correct why should opposition be de-

barred from J&K?” party leader Manish Tewari said in a tweet. This will be the first of kind visit by so many Union Ministers since the erstwhile state of Jammu and Kashmir was stripped of its spe-

cial status under Article 370 of the Constitution and was bifurcated into two Union Territories -- Jammu and Kashmir and Ladakh. The Union Home Ministry is coordinating the visit of the Council of Ministers.

The group of Central ministers will visit Jammu and Kashmir, including sensitive areas in the Valley, starting January 18. The ministers will visit different districts in both the UTs between January 18

and January 24. Minister of State for Home G. Kishen Reddy, has written a letter to Jammu and Kashmir Chief Secretary B.V.R. Subrahmanyam, informing him about the scheduled visits.

Parliament’s Budget session to begin from January 31 New Delhi (IANS): The Budget session of Parliament, the third of the seventeenth Lok Sabha, will commence on January 31 and subject to the exigencies of government business, it is likely to conclude on April 3 with a 19-day recess in between, an official communique said on Wednesday. President Ram Nath Kovind will address both Houses of Parliament assembled together in the Central Hall, Parliament House at 11 a.m. on January 31. “In order to enable the standing committees to consider the

More than Rs 60 million cash seized ahead of Delhi polls: Different teams, which are keeping a tight vigil on the Delhi Assembly elections, have seized more than Rs 6 crore [Rs 60 million] from the day when the Model Code of Conduct came into place. Out of this, more than Rs 1 crore [Rs 10 million] was seized by the Income Tax Department.Addressing a press briefing at the State Election Commission here on Wednesday, Ranbir Singh, Chief Electoral Officer of Delhi, said: “Valued items worth more than Rs 1 crore has been seized during different raids. The total seizures till now are estimated to be 6.39 crore.”Apart from this, 130 illegal weapons have also been seized whereas 2,782 licensed weapons have been deposited. A total of 110 cases have been registered under Arms Act and 121 people have been arrested so far.He also said that action has been taken against 1,437 people under the CrPC [Criminal Procedure Code] while action has been taken against 32,131 people under the Delhi Police Act. After messing with the state’s economy through various destructive measures, including the PPAs, the Shiromani Akali Dal (SAD) was trying to use the issue against his government to promote their vested political interests, he said. The Chief Minister pointed out that his government had won the case on the issue in a lower court, but the Supreme Court decisions went against them. The state government was fighting the case now in the apex court, he added. He himself had sat on dharna against an India Bulls plant when in the Opposition, said Amarinder Singh. The then Akali government had got the Gidderbaha NTPC power project cancelled to sign a memorandum of understanding with India Bulls for setting up the plant, going against the prevailing practice of inviting global tenders for power projects and also forcibly evicting farmers from their land in Gobindpura for the controversial project. The Chief Minister asserted that his government was committed to protecting the interests of Punjab and its people, and will ensure that nothing detrimental to them is done. Terming the Opposition walkout during the Governor’s address as unfortunate, the Chief Minister lamented that such behaviour in the House had become a way of life. Will love to come back to India, says repatriated Pakistani boy Amritsar (IANS): A 17-year-old Pakistani boy, who returned to his native place on Tuesday after languishing in a juvenile home in India for nearly two years, said he would love to come back to this country, but with a visa. Expressing gratitude to Indian officials for his safe return, Mubshar Bilal told the media ahead of his repatriation that he was excited to meet his family, comprising brothers, sisters and the mother. The boy, who was languishing in a juvenile home in Punjab’s Hoshiarpur town for inadvertently crossing the international border in February 2018, was later reunited with his family.

Army deserter accused of stealing guns flees Chandigarh (IANS): An army deserter who is accused of stealing rifles and ammunition from an army institute in Madhya Pradesh, managed to escape from Punjab Police custody on early Tuesday, officials said. Harpreet Singh (25) was undergoing treatment for injuries at the civil hospital in Hoshiarpur.

“He managed to flee from the hospital toilet,” Hoshiarpur SSP Guarav Garg told the media. His handcuffs were removed as he asked to use toilet. The police in the entire region are on alert. Four police personnel were suspended for negligence. Harpreet was arrested from Tanda town on December 9 along with Jagtar Singh, the

son of Khalistan Zindabad Force militant Harbhajan Singh. He was admitted to the civil hospital on December 31 with a fractured arm. Harpreet and Jagga had allegedly stolen two INSAS assault rifles, three magazines and 20 cartridges from the training centre. Jagga is lodged in the central jail in Hoshiarpur.

Punjab to fill 3,186 posts in education department Chandigarh (IANS): The Punjab government on Tuesday decided to fill 3,186 posts of various cadres in teaching and non-teaching staff in schools. The Cabinet led by Chief Minister Amarinder Singh approved the School Education Department proposal to this effect. The move will help plug a major gap in the school staff, thereby improving the standards of education, an official spokesperson said after a meeting of the Cabinet. During the meeting, the Chief Minister underlined the need for a serious relook at the school curriculum from the point of making students job-ready. Pointing out that vocational courses had been introduced for senior classes in various fields, such as hospitality and

mobile phone repair, etc., he stressed the importance of more thrust on vocational teaching. In line with the proposal of the School Education Department, the Cabinet gave nod to fill 132 posts of Deputy District Education Officer, Principal of Government Senior Secondary Schools, 311 Headmasters or Headmistresses, 2,182 masters or mistresses in various subjects, 32 Block Primary Education Officers (BPEOs), 500 Elementary Trained Teachers, four law officers and 25 legal assistants. The annual financial implication of the move, for the first three years during the probation period, would be Rs 42 crore [Rs 420 million] per annum approximately.

However, once the probation period is over and the employees are given the full scale, the annual financial implication will be Rs 197 crore per annum approximately, said the spokesperson. All these posts, except Principals, Headmasters and BPEOs, would be filled through the Directorate of Recruitment, already set up in the department since October 12, 2015. The posts of Principal, Headmaster and BPEO will be filled through the Punjab Public Service Commission. In order to utilise the services of clerks optimally, the department has proposed to follow the methodology for rationalisation of clerks to dispose of the official work expeditiously as well as efficaciously.

Pet Therapy: Unconditionally good for you? HARRY Truman, when elected President of the U.S., was well aware of the potential hazards of his job. He famously remarked, “If you want a friend in Washington, get a dog.” Truman was a good judge of character and knew a dog would always provide him with unconditional loyalty, regardless of cutthroat politics in Washington. But if dogs are suitable companions for Presidents, are they also good for the rest of us? A recent report from the Mayo Clinic asks, “Is medicine going to the dogs?” The an-

swer is “Yes, but in a good way.” Hospitals and doctors are increasingly aware that dogs bring joy and rehabilitation to patients with a variety of health problems. There are more than a dozen registered therapy dogs and handlers at the Mayo Clinic’s Caring Canines program. They make regular visits to some patients as part of their medical therapy and offer special visits on request to others. onset of illness and impersonal hospital settings can make days of looking at four walls seem like an eternity. A visit from a dog can bring sunshine into a patient’s life and do more good than the pharmaceutical drugs being prescribed by medical staff. Animal assisted therapy makes sense in many circumstances – for instance, with the elderly in long-term care facilities, patients suffering from dementia, or those receiving cancer treatment or fighting anxiety. In fact, few patients say no to a dog wagging its tail at their hospital door. But some patients and their families may wonder whether there are health risks when dogs enter a hospital room. The Mayo Clinic and other hospitals using pet therapy insist on strict regulations ensuring dogs are clean and healthy. But patients must also realize they too must follow sound hygiene, whether in hospital or on other occasions. I recall one occasion of concern when at a friend’s home for dinner. He patted his dog, ran his hands down the dog’s tail and then picked up ice cubes for my drink. And Fido may have pooped, just before my rum and coke! Years ago, I wrote about what I considered another sound way to help older patients at Sunnybrook Veterans Centre in Toronto. At that time a pub allowed veterans one alcoholic drink at noon and another before dinner. I spent several hours witnessing how effective it was in the treatment of depression and loneliness for long-term patients. A friendly server was part of the therapy. I watched one welcome a veteran in a wheelchair who had lost both legs saying, “Charlie do you want your usual drink?” I’m confident the moderate consumption of alcohol offered healthy benefits. But another advantage was the camaraderie and alternative to a stark hospital room for a period of time. I also remember the shock from surgical nurses when I allowed my post-operative patients an alcoholic drink on their third recuperative day. It reassured them that they were on the way to recovery. If I’d had access to therapy dogs, I would have encouraged their participation in the re-

covery process. I’ve advocated that patient-focused pubs in hospitals would do more good than most of the medicines prescribed, particularly for long-term patients. A policy that supports a bedside drink is a start, but there is no comparison to the social benefits of a cozy pub. The same is true of Fido or any other welltrained animal. Pet therapy offers a pleasant distraction and an elevation of happiness that can be remarkably healing. I’m partial to dogs. Kartik Aaryan and Sara Ali Khan’s Love Aaj Kal: First Poster Released,Trailer Out Tomorrow Couples who love Bollywood movies have something to look forward to this Valentine’s Day. Filmmaker Imtiaz Ali, who is known for presenting love stories in a unique way, is all set to bring his latest romantic drama, Love Aaj Kal, to the silver screen on 14th February 2020. The film -- which is said to be based on the same theme as Imtiaz Ali’s 2009 film, also titled Love Aaj Kal -stars Kartik Aaryan and Sara Ali Khan in the lead roles. Its first poster has just been unveiled and was shared by Sara on Instagram, with the following caption, “Meet Veer and Zoe. Come get wound up in our whirlwind wonderland #LoveAajKal Trailer out tomorrow ” The poster shows Kartik and Sara lying down in an intimate pose. Kartik’s eyes are closed while

Sara has a serious and thoughtful expression on her face. The poster also mentions the years 1990 and 2020, giving the audience an idea of the story’s timeline. Refreshed 2020 Honda Civic Type R Breaks Cover at Tokyo Auto Salon TOKYO: The 2020 Honda Civic Type R made its world debut at the Tokyo Auto Salon. The new model year brings a number of changes and improvements to Type R’s winning formula, including revised styling, improved aerodynamic performance, and the addition of standard Honda Sensing® safety and driver-assistive technology. The new 2020 Civic Type R incorporates numerous changes to improve its already stellar driving dynamics, including new two-piece brake rotors and new brake pads designed to reduce fade and improve high-speed braking efficiency. Suspension revisions for 2020 will include updated dampers for better ride comfort, stiffer rear bushings for better grip, and a new front suspension housing bracket to reduce friction and improve steering feel. Exterior design enhancements will also include a new larger front grille opening for improved engine cooling, and the 2020 model will be available in a new, Type R-exclusive Boost Blue. For the 2020 model year, drivers can also expect added refinement, including a new Alcantara™wrapped steering wheel and a new shifter with a restyled knob and shorter shift throws. The 2020 Civic Type R also adds the Honda Sensing® suite of safety and driver-assistive technologies,

Active Sound Control, which modifies interior sound in concert with chosen drive mode. The Type R’s selectable drive modes and sophisticated design make it both a thrilling companion on a mountain road or a racetrack and a remarkably

civilized daily driver with a degree of flexibility unmatched in its competitive set, especially at the price. Additional information about the Canadian-spec 2020 Civic Type R will be available closer to its on-sale date later this year.

The five member family that extends from the A-Class hatch and sedan, CLA Coupe, and seven seater GLB, has grown to include the GLA 35 4MATIC. Exceptional driving dynamics are ensured by the 2.0-litre four-cylinder turbocharged engine, which produces 302 hp and 295 lb-ft of torque. Further enhanced by an optimally tuned 8-speed dual-clutch transmission, and variable all-wheel drive, the GLA 35 rockets from 0-100 km/h in 5.1 seconds. “With the new GLA 35 we are rounding off our attractive portfolio of compact entry-level models to the world of MercedesAMG,” says Tobias Moers, Chairman of Mercedes-AMG GmbH. “Our wide portfolio in this segment now has five models with which we are able to meet wide-ranging customer wishes. This has allowed us to transfer our AMG philosophy of Driving Performance to our dynamically growing compact segment. The muscular design, superior performance, and thrilling handling make the new GLA 35 a sporty crossover with hallmark AMG genes.” The exterior design of the GLA 35 features unmistakable design features and elements distinctive of AMG. The AMG-specific radiator grille, trim on the louvres of the outer air inlets, and a front splitter in silver chrome or high-gloss black as an option, clearly indicate the GLA as a fullyfledged member of the Mercedes-AMG family With the optional AMG Night Package, an even more individual appearance is assured through design features in high-gloss black, dark-tinted glass from the B-pillar to the rear, and black chrome-plated exhaust tailpipes. Inside the vehicle, the high-tech and sporty ambience of the new GLA is evident throughout. Characteristic AMG elements add to the design of the GLA, and include seat upholstery in ARTICO man-made leather/DINAMICA microfibre in black with red contrast topstitching. Carbonfibre structures grace the interior trim and add to the sporty character of the GLA. An interior in black/neva grey ARTICO man-made leather is also available. There are also four optional leather upholsteries. The combination of sporty design and sophisticated details continues all throughout the vehicle and is even evident in the innovative MBUX infotainment system.
