‘Erosion of civil liberties’: India slips 10 places to 51st spot on Global Democracy Index

New Delhi (IANS): India slipped 10 places to 51st position on the 2019 Democracy Index’s global ranking, according to The Economist Intelligence Unit (EIU), which cited “erosion of civil liberties” in the country as the primary cause for the downtrend. India’s overall score fell from 7.23 in 2018 to 6.90 on the Index that provides a snapshot of the current state of democracy worldwide for 165 independent states and two territories. On India, the report said, the country dropped ten places on the Democracy Index’s global ranking to 51st. The primary cause of
the democratic regression was an erosion of civil liberties in the country. The index is based on five categories—electoral process and pluralism; the functioning of government; political participation; political culture; and civil liberties. Based on their total score, the countries are classified as one of four types of regime: “full democracy” (scores greater than 8); flawed democracy — scores greater than 6 and less than or equal to 8; hybrid regime — scores greater than 4 and less than or equal to 6; authoritarian regime —
scores less than or equal to 4”. India was included in the “flawed democracy” category. Meanwhile, China’s score fell to 2.26 on the 2019 index, and the country is now ranked 153rd, close to the bottom of the global rankings. “Over the past year discrimination against minorities, especially in the north-western region of Xinjiang, has intensified. Digital surveillance of the population continued apace in 2019, representing a further constraint on individual freedoms,” the report said. Among other emerging economies, Brazil was ranked 52nd
with a score of 6.86, Russia stood at 134th with a score of 3.11. Meanwhile, Pakistan was ranked 108th on the overall list with a score of 4.25, while Sri Lanka was at 69th place with a score of 6.27, Bangladesh (at 80th with 5.88 score). The overall list was topped by Norway, followed by Iceland and Sweden. Other countries in the top 10 include New Zealand at the fourth place, Finland (5th), Ireland (6th), Denmark (7th), Canada (8th), Australia (9th) and Switzerland (10th). North Korea was at the bottom of the global ranking at 167th place.
Chandigarh (IANS): ‘Kirat Karo’, ‘Naam Japo’ and ‘Vand Chhako’ is the theme of Punjab’s tableau at the Republic Day parade in New Delhi on January 26, an official said on Wednesday. “The tableau of the state is dedicated to the ideology of Guru Nanak Dev to mark the year-long celebrations of the 550th Prakash Purb of the founder of Sikhism’, an official spokesperson said here. The spokesperson said the state has made an endeavour to showcase the basic philosophy of Guru Nanak Dev Ji, which has an even stronger relevance in contemporary times, in terms of his message of ‘Kirat Karo’ (earn livelihood by honest means), ‘Naam Japo’ (constant chanting
of the name of God) and ‘Vand Chhako’ (share the fruits of labour). He said the tableau gives a serene aura of the all-pervasive teachings of Guru Nanak Dev.

Star campaigners of AAP, BJP and Congress in Delhi Assembly poll New Delhi (IANS): The Aam Aadmi Party (AAP), here on Wednesday, made public the list of 39 star campaigners for the February 8 Delhi Assembly polls with Chief Minister Arvind Kejriwal’s name on the top. Deputy Chief Minister Manish Sisodia, Punjab state head Bhagwant Mann, Delhi state convenor Gopal Rai, Rajya Sabha members Sanjay Singh, Sushil Gupta and N.D. Gupta also figure in the list, which was submitted to the Delhi Chief Election Officer on Monday. Cabinet Ministers Satyendra Jain, Imran Hussain, Rajendra Pal Gautam and Kailash Gahlot
will also campaign across the city. Sitting MLAs Saurabh Bhardwaj, Rakhi Birla, Jarnail Singh, Somnath Bharti, Sanjeev Jha and Amantullah Khan; election candidates like Durgesh Pathak (from Karawal Nagar), Shoaib Iqbal (Matia Mahal), Atishi (Kalkaji), Raghav Chadha (Rajinder Nagar) and Dilip Pandey (Timarpur) are also in the list. Music composer Vishal Dadlani, Pankaj Gupta, Prithvi Reddy, and national spokespersons Preeti Menon and Ajoy Kumar, along with a number of MLAs from Punjab, like Aman Arora, Harpal Singh Cheema and Rupinder Kaur ‘Ruby’, and
Gurmeet Singh Haher will also campaign for the AAP. THE BJP released its list of star campaigners for the upcoming Delhi polls, on Wednesday, featuring Bollywood star Sunny Deol and party’s biggest crowd puller Prime Minister Narendra Modi. Apart from Modi, Union Home Minister Amit Shah, BJP president J.P. Nadda, Defence Minister Rajnarth Singh, Road Transport Minister Nitin Gadkari and ABVP’s general secretary (Organisation) B.L. Santosh are among 40 star campaigners of the party. Some of the inclusions are very tactical like that of union minister Smriti Irani. Her ability to flawlessly converse in Bengali can be used by the party during its campaign amid a sizeable Bengali community in the national capital. Santosh’s southern origin is expected to be used in areas like Karol Bagh and Mayur Vihar where there is a sizable presence of south Indians. Similarly, Manoj Tiwari, who is not just Delhi BJP Chief but a popular Bhojpuri singer and actor along with Ravi Kishen, are there to woo the significant Purvanchali voters who hail from Bihar and Eastern Uttar Pradesh. Tiwari’s popularity transcended the bhojpuri industry when he sang ‘Jiya Ho Bihar Ke Lala Jiya Tu Haazar Sala’ in popular Bollywood movie ‘Gangs of Wasseypur’. BJP wishes to milk this to the hilt. Sunny Deol, the BJP MP known for his “ye dhai kilo ka haath” dialogue that many expected from him during Lok Sabha campaign in Punjab’s Gurdaspur, is also included in the list. So is yesteryear’s star Hema Malini, who is a BJP MP from Mathura. Then there is a “pahadi” community that has made Delhi their home for long. While BJP’s new President Nadda is being projected as their own man, Himachal Pradesh chief minister Jairam Thakur, his protege, former Uttarakhand CM Ramesh Pokhriyal Nishank and Anurag Thakur will be pressed to reach out to them. Meanwhile, all seven BJP MPs from Delhi will be extensively campaigning in assembly constituencies that fall under their Lok Sabha jurisdiction. For instance, Tajinder Bagga’s Hari Nagar assembly constituency falls under Parvesh Singh’s Lok Sabha area and he will have a primary responsibility towards this. However, the BJP has a tough task ahead in Delhi, where all poll trackers have predicted it to be way behind the Aam Aadmi Party. Nevertheless,
Arvind Kejriwal it has a strategic selection of 40 star campaigners to hit the streets in an effort to undo that. THE Congress has finalized list of 40 star campaigners for Delhi assembly elections, which includes the names of Sonia Gandhi and Rahul Gandhi. Apart from Sonia and Rahul Gandhi, the Congress has also listed Priyanka Gandhi as a star campaigner. However, the surprise inclusion is Navjot Singh Sidhu, the former Punjab minister, who resigned after differences with chief minister Capt Amarinder Singh. Former prime minister Manmohan Singh has also been included in the list. Chief ministers of Congress-ruled states - capt Amarinder Singh, Bhupesh Baghel, Ashok Gehlot, Kamal Nath, V. Narayanasamy have also been assigned to campaign for the party in capital elections. The list also includes four film stars turned politicians - Raj Babbar, Shatrughan Sinha, Khushbu Sunder and Naghma Morarji. Ghulam Nabi Azad, Nadeem Javed, Kirti Azad, Ragini Nayak are also in the list. Former chief ministers - Harish Rawat and Bhupinder Singh Hooda are also in the list, with young leaders Sachin Pilot, Jyotiraditya Scindia and Randeep Surjewala. Former union minister Shashi Tharoor is being roped in for Delhi elections to counter the AAP narrative. The Congress is contesting on 66 seats in Delhi elections, the voting for which is scheduled on February 8. The party is trying to regain its lost ground as the outgoing assembly did not have any Congress member. The Congress is banking on 15 years rule of Sheila Dikshit who has been given prominence in the theme song of the campaign. However, the biggest surprise is the exclusion of Sandeep Dikshit, a two-time MP, from the list.

Modi’s wishes for Nadda peppered with caution and comparison New Delhi (IANS): Amid chants of ‘Jai Shri Ram’, Prime Minister Narendra Modi seemed to throw a challenge for J.P. Nadda, the new party president, saying “Amit Bhai Ka karyakal hamesha hamesha yaad rahega (the tenure of Amit Shah will be remembered forever.” Setting the tone for Nadda’s tenure, Modi said, it’s ‘sangharsh’ (fight) and ‘sangathan’ (organisation) that make BJP what it is today. “We’re not here for a short while, we’re here to serve Mother India for a long time,” he said. India ignores Trump’s mediation offer on Kashmir New Delhi (IANS): India on Wednesday ignored yet another attempt by US President Donald Trump to offer mediation with Pakistan on Kashmir. Trump on Tuesday at World Economic Forum (WEF) summit in Davos had revealed that he and Pakistan Prime Minister Imran Khan were “working together on some borders” and discussing the Kashmir issue. “We’re working together on some borders, and we’re talking about Kashmir and the relation to what’s going on with Pakistan and India. 555 Delhi Sikh pilgrims to celebrate Vaisakhi in Pakistan New Delhi (IANS): Sikh devotees in large numbers are preparing to travel from Delhi to Pakistan on April 11, to celebrate Vaisakhi at Gurudwara Panja Sahib. 555 pilgrims from Delhi will enter Pakistan via Attari border and reach Hasan Abdal, in Pakistan. During the 10-day Paki-
stan visit, the devotees will visit other Sikh holy places before making the return journey on April 21. Manjinder Singh Sirsa, President of Delhi Sikh Gurudwara Management Committee, on Sunday said that Sikhs and Sahajdhari Sikhs living in the national capital having
valid identity proof and Indian passport with at least one year validity are eligible to apply for the pilgrimage to Sikh holy shrines in Pakistan. According to the itinerary, the devotees will cross Attari Border on April 12 and reach Gurudwara Panja Sahib by a special train on the same
day. After celebrating Baisakhi at Gurudwara Panja Sahib on April 13 and 14, they will leave for Nanakana Sahib on April 15. The pilgrims will visit Gurudwara Nankana Sahib, Gurudwara Sacha Sauda, Gurudwara Dera Sahib (Lahore), Gurudwara Rori Sahib (Aminabad) and Gurudwara Kartarpur Sahib (Narowal), Janamsthan Guru Ram Das, Shahi Kila, Smadhi of Maharaja Ranjit Singh and other local Sikh Pilgrim and heritage sites before returning from Lahore to Amritsar on April 21. Sirsa asked interested Sikh devotees to deposit their passports with ADSGMC, at Gurudwara Rakab Ganj Sahib Complex, by February 15. The DSGMC will deposit the required documents with the external affairs ministry by Feb 25 and will be forwarded to the Pakistan High Commission. The pilgrims will be issued visa after scrutiny by Indian as well as Pakistan Agencies. He said that the DSGMC had borne all expenditures of the sikh devo0tees for Baisakhi Yatra during last three years in commemorations of 550

been allocated the lowest quota of five pilgrims. Punjab bans 15-year-old diesel-run three-wheelers Chandigarh (IANS): The Punjab government on Wednesday announced a ban on threewheelers that are older than 15 years and run on fossil fuel.
They will be replaced with electric or compressed natural gas (CNG) engines. Tandrust Punjab Mission Director K.S. Pannu said a large
number of three-wheelers that are more than 15 years are operating in the state. He said the Punjab Pollution Control Board has already
banned the registration of new diesel or petrol three-wheelers in Amritsar, Jalandhar, Ludhiana, Fatehgarh Sahib and Mohali districts.
The ban on autos in Patiala and Bathinda districts is underway, he said. In major cities the CNG supply stations have been set up.

BJP ally SAD to stay off Delhi poll fray New Delhi (IANS): The Shiromani Akali Dal (SAD), BJP’s alliance partner in Punjab, announced on Monday that it won’t contest the forthcoming Assembly elections in Delhi. “India is a secular country with rich religious, cultural, linguistic and ethnic diversity. The saga continues: Rotten law, rotten politicians, and rotten eggs
HOW long will patients, those dying in pain, have to endure the political nonsense surrounding the law, Medical Assistance in Dying (MAID)? The government has announced it will conduct yet another survey to determine if Canadians want to modify its incomplete law. Why another survey, another expense? The current MAID law has horrendous and painful consequences. For instance, a signed “Advanced Directive” of a patient diagnosed with Alzheimer’s disease or, another type of dementia, has no bearing once a patient has lost capacity to give consent. It’s lunacy to expect a patient to reconfirm consent when their brain is comatose, they’re incontinent of urine and feces, and living in diapers. Why won’t MPs and Senators realize this is unspeakable cruelty to force life this way? Another unconscionable condition is that MAID cannot be used until a dying patient’s death is imminent. This means that patients dying of cancer, or gasping for air from heart failure, or dementia, whose lives are a living hell, must continue to suffer because death may not be fast approaching. The psychological and physical suffering may go on for months, sometimes years. We don’t let dogs suffer this way. But for unfathomable reasons some show no remorse for letting humans suffer at the end of life. Those who oppose MAID often argue that this legislation will result in abuse. They fear people who do not wish MAID will be vulnerable to outside pressure or influence. But there is no evidence this has happened in other countries that have legalized MAID, and there are multiple safeguards in place. In May 2019, I wrote that there is a solution for those who disagree with MAID. Individuals could sign an affidavit stating that under no circumstances do they wish to participate in it. For further protection they could wear a bracelet stating their opposition. This is what many patients do who suffer from diabetes or other medical problems. I sent this proposal to every MP, Senators and the Prime Minister. Regrettably only one Senator replied, but offered no support. I received a ton of support from readers. A typical reply was, “Politicians take years of useless studies to make the wrong decision”. Others wrote they did not want to be treated like children and could make up their own minds when they wanted to die. These replies prompted me to write another col-

My intention was to send a second message to MPs and Senators that while I have a great respect for our democratic system of government, I have no respect for the over 400 MPs and Senators that force patients to continue to endure mental and physical agony when they want to die. What about the rotten eggs? I admit I was being a trifle facetious, about going to Ottawa with a bag of rotten eggs. But I remain profoundly frustrated. Some readers said they would gladly supply the rotten eggs. Others replied they would be happy to help me toss them. Don’t be surprised if I ultimately decide it’s the only action that will wakenup politicians. What will happen? I hope this unjust law will be changed. A nice thing about movies is that you can learn. It’s not all about superheroes, car chases or sheer entertaining. Documentaries perform a valuable function of informing , engaging and opening eyes. Enter the fabulous world of dance with Cunningham. Not to be confused with the once upon a time noted British Columbian drug store chair or Ron Howard’s famous Ritchie character our current movie explores the wondrous life of famed New York choreographer Merce Cunningham. Presented by Mongrel Media this insightful story is now unfolding at Cineplex’s International Village theatre which still offers the luxury of free parking which is grand! Old black and white photos and film clips show how one determined man broke all sorts of barriers to create a dance company that became not only the talk of the town but that of the nation. And then they went global. Not bad for a man who started from scratch and began to make waves in all sorts of circles. Where this documentary excels is it’s examination of actual dance routines experimented with and perfected by its determined leader and visionary. Set to music composed by original Seattle born collaborator John Cage
we get up close and personal with the man behind a new dance movement. Bold and innovative are these beautifully choreographed dance numbers performed at first by a very closely knit family or artists. Back in those early days of the 5Os and 60s it’s fascinating to see the road trips this new New York troop set out on across America .. Playing at first to small university crowds and various festivals eventually things caught on and the rest, as they say, is history, Ready for the world Merce’s unique blend of movement and passion was a hit with the avant-garde set attracting the attention and respect of people like cultural icon Andy Warhol. of movement was all about. Attention to detail was a cornerstone to the success including painstakingly made costumes fit for each routine, Together with his dancers they created magic with fresh, innovative and bold routines that set the world on fire. This 1h 33m documentary is a must for fans of dance. Different strokes for different folks perhaps best sums up the ups and downs of this creative genius. While audiences In France simply did not get “it” those in England were wowed away.
