THE White House on Sunday announced that U.S. President Donald Trump will travel to Houston, Texas, on Sunday, September 22 to underscore the important partnership between the United States and India as he participates in an event with Indian Prime Minister Narendra Modi. The event, “Howdy, Modi! Shared Dreams, Bright Futures,” is expected to draw tens of thousands of people. “It will be a great opportunity to emphasize the strong ties between the people of the United States and India, to reaffirm the strategic partnership between the world’s oldest and largest democracies, and to discuss ways to deepen their energy and trade relationship,” the White House added. The next day, Trump said that he would meet Modi as well as Pakistani Prime Minister Imran Khan “soon”, while maintaining that tensions between the two South Asian neighbours had been reduced. He made the comments while speaking to reporters at the White House on Monday. He said “a lot of progress was made”, in reference to de-escalation of tensions between India and Pakistan. “I’ll see Prime Minister Modi and I will - we’ll - be meeting with (Prime
Ministers of) India and Pakistan and I think a lot of progress has been made there... Lot of progress,” he responded to a question. Trump did not say when or where he would meet with Khan. But according to reports, the meeting may take place on the sidelines of the UN General Assembly session in New York later this month. On Wednesday, Trump held out the possibility of making a significant announcement when he addresses the Houston rally. When a reporter travelling with him on Air Force One asked him on if he would have any announcement to make, Trump
replied, “Could be.” Trump said that Modi had asked him to come to the rally and he agreed. Trump said Modi has “got a big crowd coming and I guess the crowd just got a lot bigger because they just announced - he asked, would I go, and I will go.” He said, “I have a very good relationship with Prime Minister Modi,” and added: “by the way, great relationship with Pakistan and with India.” While Trump did not hint at what the announcement could be and was tentative about it, India and the US are reported to be racing towards a trade deal.
Islamabad (IANS): Pakistan on Wednesday refused to grant overflight to Prime Minister Narendra Modi’s aircraft due to India’s removal of Article 370 in Jammu and Kashmir. Pakistan Foreign Minister Shah Mahmood Qureshi, in a video
interview, said that India had made a request that Modi’s aircraft be allowed overflight on September 20 while flying towards Germany en route to the US, and on its return journey on September 28. “But keeping in mind Kashmir and India’s attitude and its human rights
violations, we have decided against granting overflight. And the decision has been conveyed to the Indian High Commission,” he said. Last week, Pakistan had similarly refused permission for President Ram Nath Kovind’s aircraft for overflight through Pakistani airspace.

Several languages are not India’s weakness: Rahul to Shah New Delhi (IANS): Two days after Union Home Minister Amit Shah pitched for ‘one nation, one language’, and asked people to maximize the use of Hindi, former Congress President Rahul Gandhi on Monday slammed the move saying having many languages are not India’s “weakness.” “Oriya, Marathi, Kannada, Hindi, Tamil, English, Gujarati, Bengali, Urdu, Punjabi, Konkani, Malayalam, Telugu, Assamese, Bodo, Dogri, Maithili, Nepali, Sanskrit, Kashmiri, Sindhi, Santhali, Manipuri... India’s many languages are not her weakness,” Rahul Gandhi tweeted. His remarks came amid the furore across the country over Shah’s remarks of ‘one nation, one language’. Following the remarks of Shah, several groups and people in southern states staged protest and several opposition parties including the DMK and others slammed the BJP government. The Congress has also criticized the Union Minister saying one should not stir up any controversies on a sensitive issue which has been settled with maturity by India’s constitution makers.

Can Sonia revive Congress? New Delhi (IANS): It has been over a month since Sonia Gandhi took charge of the Congress once again but the party is still to recover from the severe setback it suffered in the Lok Sabha elections and there seems to be no clear plan in sight about its revival. The grand old party, which could manage to win only 52 out of 542 seats in the Lok Sabha polls, is ridden with infighting and desertions, besides seemingly the lack of direction. In the 2014 Lok Sabha elections, it had won 44 seats. Amid despair and son Rahul Gandhi’s decision to step down from the post of party president, Sonia Gandhi was appointed as the party’s interim chief on August 10 at a meeting of the Congress Working Committee (CWC), its highest decision-making body. Rahul relinquished the post, to which he had been appointed in 2017, taking moral responsibility for the electoral debacle. The immediate task at Sonia Gandhi’s hands is to ensure cohesion in the party, stop desertions and prepare for the Assembly elections due in Maharashtra, Jharkhand and Haryana in the next few months. On September 12, she held a meeting with all the party general secretaries, states’ in-charge and state unit chiefs and emphasized on the need for coordination, while invoking the ideology of the party as well as that of Mahatma Gandhi. She advised party leaders to not only agitate on social media, but also to go to the people and highlight the misdeeds of the government over economic slowdown and retrenchment in several sectors. Some sections in the party say Sonia Gandhi has taken some “corrective steps” over the last one month, but some others feel she has failed to take any measures to revive the party after the Lok Sabha poll drubbing. “We cannot see a revival plan till date. No major decision has yet been taken,” a party leader told IANS. The party leader pointed out that a decision on ‘one-man, one-post’ is yet to be implemented in the central leadership. Giving examples of party leaders holding multiple posts, he said Leader of Opposition in Rajya Sabha Ghulam Nabi Azad also holds the post of General Secretary and Haryana in-charge. Similarly, Madhya Pradesh Chief Minister Kamal Nath is also the state unit chief and Rajasthan Deputy Chief Minister Sachin Pilot is also the state unit chief.

In Karnataka, the party lost its 14-month coalition government to the BJP in July after several MLAs switched sides. In Uttar Pradesh, the Congress leader pointed out, all the district committees of the party were dissolved in July this year but no decision has been taken since to reconstitute those. “And now there are by-polls in 13 Assembly constituencies (of UP),” he said, adding, “So, who is going to lead the party there?” On the other hand, a Congress general secretary, wishing not to be named, told IANS, “Sonia Gandhi has done a lot of work in the last one month. She has saved the party from splitting in Haryana and Maharashtra, by taking corrective decisions at right time before it was too late.” As an example of Sonia Gandhi’s “achievements”, the party leader referred to the appointment of former union minister Kumari Selja, considered close to her, as the Haryana Congress chief by replacing Ashok Tanwar, a close confidante of Rahul Gandhi. “While doing so, she also appointed former Haryana Chief Minister Bhupinder Singh Hooda as the chairman of the Election Committee and the CLP as well as the leader of the party in the state, thus ending his threat to the party, which he gave during his mega rally in Rohtak on Au-

Guterres rules out UN involvement in Kashmir United Nations (IANS): UN Secretary-General Antonio Guterres on Wednesday ruled out any direct involvement in resolving the Kashmir issue unless both India and Pakistan agreed to it. At a news conference here, he
said that his capacity for helping resolve the situation “is related to good offices and good offices can only be implemented when the parties accept it.” His statement was in line with India’s position that Kashmir is a bilateral matter under the
terms of the Simla Agreement of 1972. But Guterres said that he will continue to advocate for a settlement of the Kashmir dispute. He was answering a question from a Pakistani journalist on
what he could do to resolve the Kashmir dispute and about his reaction to the clampdown in Kashmir after India rescinded its special constitutional status last month. “I go on with a clear opinion that human rights must be fully
respected in the territory,” he said. He said his capacity to find a solution to the India-Pakistan dispute “relates to advocacy.” “Advocacy was expressed and will be maintained” on the issue, he said.

It’s a pertinent question today in view of the debate on opioid usage in North America. A recent report in JAMA Network Open, published by the American Medical Association, confirms what I have argued, that North Americans have become wimps when confronted with pain. So who is responsible for this? I first became aware of what was happening to pain control many years ago. I had an impacted wisdom tooth which my dentist said must be removed. So I called a dental surgeon in Toronto, whom I had known for years, and made an appointment for this procedure. Following the tooth’s removal, he said, “Be sure to take this painkiller every six hours as there will be significant pain.” But since I have never taken painkillers without good reason, I ignored his advice. The following morning the dental surgeon called and asked my wife how I was feeling. He was surprised to hear I was at the hospital performing surgery. I had some pain, but not enough to take a painkiller. This study looked at the percentage of patients in Canada, the United States, and Sweden, who took an opioid prescription for seven days after laparoscopic (keyhole) surgery to remove the appendix, gallbladder, meniscus of the knee, or breast lump. The results were shocking. It showed that 79% of Canadians and 76% of Americans used opioid prescription drugs following these procedures. But only 11% of patients in Sweden needed an opioid drug! You do not need to be a statistician to surmise that something has gone awry in North America. But there is more to this problem than opioid drugs. A report in the Journal of the American Medical Association shows that 16.7% of Americans filled one or more prescriptions for psychiatric drugs, most of which were meant to treat depression. Even more worrying, they were taking them to treat long-term depression. Again, you need neither be a statistician nor a sociologist to detect a societal problem. This mania for pills of many kinds has not happened overnight. There’s little doubt that my dentist friend and many doctors are over over-prescribing opioid drugs and other pain medication. But you cannot lay the all blame on the medical profession. For some years, patients have begun to believe that in our modern society, there should be complete freedom from even minor pain. This fact has been driven into their psyche, night after night, by big pharma TV ads. Millions of dollars are spent on over-dramatized, almost laughable TV ads, that show how easy it is to be totally rid of the least pain. Today, there are also fewer requirements to consult a doctor to obtain a prescription for a variety of painkillers. Just walk into any pharmacy to see the displays of overthe-counter drugs available to cure various aches and pains. Unfortunately, we have become victims of “pillitis”. Besides, it’s not just the problem

satisfaction over the work done so far by all the departments, despite the severe financial crunch faced by his government as a result of the “gross mismanagement of the state by the SAD-BJP coalition in the 10 years of their rule”. Terming the half-way mark of his government as “an occasion to stop and review the work of the past and to draw out a detailed strategy for the second half”, the Chief Minister underlined the need to go forward with focused action plans. He asked the ministers to work closely with the MLAs in their
respective areas to get their inputs and feedback on a regular basis. He also directed them to pay special attention to the development works identified and initiated by the MLAs in their constituencies. It was important, said the Chief Minister, to look at the future strategy from both, political and administrative viewpoints. “Politically, we need to identify how to engage better with the people, take our achievements to them, and prioritise their issues that need urgent attention,” Amarinder Singh stressed.

Amarinder Singh’s push for Digital Punjab Mission Chandigarh (IANS): The Punjab Government will soon have a special IT Cadre for effective implementation of its ambitious e-Governance initiatives as part of the ‘Digital Punjab’ mission. The decision to create such a cadre was taken on Monday by the Council of Ministers at a meeting held under the chairmanship of Chief Minister Ama-
rinder Singh. The selection criteria as well as the management of the cadre for various categories of posts would be finalised by a committee constituted by the Chief Minister. The personnel recruited under the cadre would be deputed to various state government departments for the purpose of extending technical guidance
and support for e-governance programme and initiatives. The cadre will provide technical assistance to the departments involved in the execution of various e-governance projects by ensuring their timely implementation, as well as support in business process re-engineering and simplification of the processes. The move will also help foster
the state’s IT capabilities by building a cadre of IT professionals to be recruited through a well-structured process, an official spokesperson said after the cabinet meeting. The need for the cadre was felt by the government on account of the general lack of capacity in various departments for proper implementation of administrative and governance
reforms, e-governance and backend computerisation initiatives. The specialised IT manpower would help the departments coordinate closely with the Department of Governance Reforms, enabling efficacious implementation of enterprise architecture and various egovernance projects, including e-office.

2019 Chevrolet Spark Affordable, stylish and well equipped compact By Autoreviewman The 2019 Chevrolet Spark is an affordable, stylish and well- equipped compact car that offers more than you would think. It is a neat, good looking car with nice styling. The rear set of doors have hidden door handles that cleverly integrate into the rear of the window frame, that give the side profile a cool coupe look. It is not all curvy and weird looking. It offers handsome straight edged good looks that only the American’s seem to do so well. For 2019, the Spark gets a revised front fascia fresh up, with a new grille, and new projectorstyle headlights. Also new: are alternative wheel designs, a revised Infotainment 3 System, two illuminated USB ports, available low-speed forward automatic braking, an updated infotainment system, and white interior lighting. Motivation is courtesy of the Spark’s 1.4-liter inline 4-cylinder engine producing 98 horsepower and 94 lb-ft of torque. There is a standard 5-speed manual transmission or an optional automatic. The 2019 Chevrolet Spark has an impressive list of standard and available safety features: 10 airbags, traction control, hill-start assist, StabiliTrak stability control with Brake Assist, LATCH connectors for the two rear seats, anti-lock braking
and a rear-vision camera. Lane-departure warning, forward automatic braking and forward-collision warning are available on the upper scale models along with rear park assist is standard and other features. CX-5 has a typical Mazda sporty look and feel, with sharp styling, comfortable seats and a high driving position dominate, the available 40/20/40 rear seat folds at the push of a button. The clever tri- split seat allows you to seat two people and still carry a long load. Cargo capacity is 966 liters (34.1 cu. ft.) behind the rear seats and 1,852 liters (65.4 cu. ft.) with the rear seats folded. On the road, the sporty, the turbo 2.5L proved

It’s a neat sporty cabin with some interesting touches to the dash. At this price point there are some hard plastics around the interior, but they look durable and well fitted. On the road, the Spark is surprise with its fun to drive nature. What it makes up for in lack of horsepower is in engaging driving dynamics. The Spark’s independent MacPherson strut front and
torsion-beam rear suspension offers a good controlled ride. The rack-and-pinion steering with power assist is a standout with good feedback and an almost light sports car feel. The small engine labours slightly with four passengers on acceleration, and the cabin can get a tad noisy. Fuel economy at an estimated 7.9Lper 100km combined. Downsides are few, the Spark is one the best bargain, sub $10,000 cars on the market, being very well- equipped and nicely packaged.
