Houghton pointed out: “At the start of 2014, in the absence of Jamie and Jarrod (both being in custody), Matthew Campbell was the de facto leader of the Red Scorpions on the outside and he was murdered in Abbotsford and so the number of high-ranking, if you will, Red Scorpions who are out on the streets are fewer now than they were this time last year.” Houghton noted that when the top people in any gang are killed or jailed, “there are people in the middle and other parts of the organization who want to try and fill that gap.” He added: “Many of them are not successful because they don’t have the internal credibility or the credibility amongst their peers or on the streets nor do they have the “muscle” behind them to fill those gaps.”

Justin Trudeau: Breath of fresh air – or marijuana? RATTAN'S RUMBLE HE was supposed to be a breath of fresh air – the young, dynamic alternative to a stale, aging Prime Minister, Stephen Harper. But what all of the mean Conservative propaganda machine could not achieve at it lambasted Trudeau with lies and distortions, Trudeau has been able to achieve for his enemies with blunder after blunder in the Liberal nomination process across the country. It really seems that his past dalliance with marijuana has affected the judgement part of his brain! Just last weekend, retired Lieutenant-General Andrew Leslie was chosen as the Liberal candidate in an eastend Ottawa riding (Orleans) in a nomination battle that was “so contentious police were called to the meeting,” the Globe and Mail reported. The newspaper also pointed out: “Last May, Ryan Davey dropped out of the race to represent the Liberals in a by-election in the Toronto riding of TrinitySpadina, saying the nomination had become a de facto appointment by Mr. Trudeau of star candidate Adam Vaughan. “Another Liberal, Christine

Innes, blocked from running in the by-election over alleged bullying tactics by her team, filed a defamation lawsuit against party officials.” And of course, it also noted: “In Vancouver South, businessman Barjinder Singh Dhahan dropped out of the nomination race last month amid reports Mr. Trudeau and his advisers favoured retired Lieutenant-Colonel Harjit Singh Sajjan.” Indeed, what have Trudeau and his pathetic advisors been smoking?

Justin Trudeau: What have you been smoking, dude? MY sources had informed me last week that the CBC was doing a follow-up on the Vancouver South scandal – yes, I call it a SCANDAL! It fully exposes the IMMATURITY of Trudeau in not understanding the ground realities and allowing himself to be manipulated. In my front-page story in The VOICE of November 29 - “Barj Dhahan forced to bow out of Liberal nomina-

tion race, supporters lash out at party” – I exposed Trudeau’s dictatorial attitude. I also noted that I had predicted this drama in this riding in a write-up last March. I wrote at the time: “That’s the controversial riding where then-Liberal federal minister Herb Dhaliwal was forced to quit by that petty-minded then-Liberal leader Paul Martin who encouraged his poodles led by Shinder Purewal to take over the riding executive because Dhaliwal had been a loyal Jean Chretien supporter. Martin, after having used Purewal to do his dirty work, dumped him and parachuted NDP-turnedLiberal Ujjal Dosanjh into the riding. “Dosanjh narrowly lost to Conservative Wai Young in the last election and with Trudeau’s popularity, the Liberals hope to win back the riding. “The Liberals have two fresh faces: well-known Vancouver entrepreneur Barj S. Dhahan and Lt. Col. Harjit Singh Sajjan, the first Sikh in Canada to take command of a British Columbia regiment. “According to my sources, Trudeau actually favours Sajjan who received a prominent role at the Liberal convention in Montreal two weeks ago when he introduced the star speaker Lt. THE CBC was supposed to air the report on Friday, and then on Monday, my sources told me. I was told there were some legal clarifications that had to be dealt with. Finally, they released it on Tuesday: “B.C. Sikhs quit Liberals to protest Justin Trudeau's 'star' candidate - Party stalwarts in Vancouver South nomination fight say Liberal leader 'manipulated'” Their website piece stated: “A large group of Sikh Liberals in British Columbia is quitting the party, saying Trudeau is being "manipulated" by Sikhs under the banner of the World Sikh Organization.” Rajinder Singh Bhela, former general secretary of the Ross Street Temple told the CBC: “We think this Liberal Party's been hijacked by the WSO,” and former presi-

Other media outlets are requested to contact the WSO before repeating and spreading this misinformation. Allegations that the WSO is linked to, endorses, or supports any form of violence are false and malicious. “Our legal counsel has been in touch with CBC management.

Former MP Sukh Dhaliwal gets a boost as resentment builds up against WSO-associated candidates AFTER the robust backlash from the Vancouver South riding scandal (see Rattan’s Rumble on page 2) in which businessman Barj Dhahan was forced to step down in favour of Lt-Col. (retired) Harjit Singh Sajjan, whose father Kundan Sajjan and political backer Prem Vinning are well connected to the World Sikh Organization, more and more South Asians in the Surrey-Newton federal riding are likely to support former MP Sukh Dhaliwal whose rival for the Liberal nomination on Saturday is Randeep Sarai who is also backed by Vinning.

Although the WSO made it clear in a press release on Thursday that it “does not, as a matter of policy, endorse or support any specific political party or individual candidates” and so on, the fact remains that one of its most prominent members, Vinning, is a well-known political fixer who is not exactly popular. Also, the shameful manner in which some leading conservative Sikh figures ditched Dhaliwal, who had risked his neck in supporting their peaceful calls for a Khalistan homeland and justice for victims of the 1984 anti-Sikh riots in India

when he was an MP, exposed their rank opportunism. Federal NDP sources told me that they would be jubilant if Sarai won because incumbent

NDP MP Jinny Sims reportedly afraid of facing Dhaliwal in the next election. But she sees Sarai as a weak candidate. Dhaliwal was MP for Newton-

North Delta from 2006 to 2011 until he lost to Sims. Both Dhaliwal and Sims have their base of support. That is why there have been rumours that Sims might have encouraged her supporters to become Liberal members for the nomination process to ensure that Dhaliwal loses to Sarai. The latest Ipsos Reid poll conducted between November 10 and December 1 shows that in B.C. there is a three-way race: Conservatives (33%), NDP (30%) and Liberals (28%). In other words, all three parties are “within striking distance,” as

Ipsos Reid put it. In the Surrey-Newton riding, so far, no strong Conservative candidate has emerged. But if Sarai wins, sources told me that at least one well-known South Asian figure will be ready to run as the Conservative candidate as he will be able to woo away a lot of Liberal supporters. While Dhaliwal has acted with DIGNITY, Sarai has been PUSHY and has ended up putting off too many people – and his WSOassociated supporters have only made matters worse. - RATTAN MALL

Surrey RCMP look for persons of interest, possibly South Asians, in double stabbing on December 1 SURREY RCMP is requesting the public’s assistance in identifying persons of interest in a double stabbing that occurred at a nightclub almost two weeks ago. On December 1 at about 11:45 p.m., Surrey RCMP received a report of a stabbing at Shakerz nightclub in the 10400 block of Whalley Boulevard. Police found two victims inside the

nightclub receiving first aid. The two male victims, a 35-year-old from Langley and a 44-year-old from Chilliwack, were transported to a local area hospital with non-life threatening stab wounds. The victims are known associates to the Hells Angels Motorcycle Club. The suspects are believed to have fled the area in a dark coloured vehicle.

I asked Houghton about any new strategies that the CFSEUBC was planning and he noted: “We continue to evolve our disruption and suppression strategies and our prevention strategies like the “End Gang Life” campaign (www.endganglife.ca) and 2015 will see a number of new products come out related to that and those work hand-inglove with our suppression and our enforcement strategies.” He said: “We now make a very concerted effort to have faceto-face talks with gang members and those people who are either committing or we know are going to commit or are

somehow involved in violence on our streets and communities around the province. That was not something that was necessarily done years ago and it’s something that we are doing now because we recognize that we need to go about changing behaviour, not just take their guns away from them or their drugs, but we need to get to the root causes of their behaviour. “And so we are meeting with them before they get out of prison or meeting with them after they get out of prison or meeting with their families or talking to their parents. We are going and knocking on their door whenever we can just to say ‘hi’ and just to remind them that we are a part of their life if they choose to continue this behaviour.” The CFSEU-BC has been pursuing this for the past year and a half and this will continue to do so in 2015. Houghton said: “We have intensified those efforts over the last year and those will continue to be intensified over the foreseeable future.”

Haevischer and Johnston sentenced B.C. Supreme Court Justice Catherine Wedge on Friday sentenced Surrey Six killer Cody Haevischer to life in prison with no chance of parole for 25 years, and 18 years for conspiracy. Matthew Johnston gets life in prison with no chance of parole for 25 years, and 20 years for conspiracy. Both get credit for time served. In October, Wedge found Haevischer and Johnston each

guilty of six counts of firstdegree murder and one count of conspiracy to commit murder in the 2007 Surrey Six murders. And in November, the judge dismissed an application by them to have their charges stayed “for abuse of process arising from both systemic police misconduct during the investigation, and inhumane conditions of confinement while on

remand.” Innocent victims Chris Mohan, 22, a South Asian, and Edward J. Schellenberg, 55, of Abbotsford and four other victims who police say led criminal lifestyles – brothers Corey Lal, 21, and Michael Lal, 26, and Edward Narong, 22, and Ryan Bartolomeo, 19 – were executed in typical gang-style fashion at Balmoral Towers in Surrey on October 19, 2007.

We have sort of this motley crew of gang alliances – you have groups like the “856”, you have groups like the Red Scorpions and their spin-offs, there are still members of the Independent Soldiers around, there are still members of the Dhak group around and their cells and the Duhre side of things, and the United Nations.” I asked him if the Dhak-Duhre group was still active and he pointed out: “I think it’s fair to say that the Dhak-Duhre group no longer exists because the Dhak brothers no longer exist and Dip [Sandip] Duhre no longer exists; so historically, we can certainly call them that and refer to them as that, but the workers, if you will, ... have all scattered to form either their own small cells or align themselves with others who they may have been friendly

Field Hockey: Jagdish Gill, Keegan Pereira and Sukhi Panesar on 2015 Men’s National Team, eight South Asians on Senior Development Squad THE Canadian Men’s National Field Hockey Program confirmed its 2015 Men’s National Team (MNT) and Senior Development Squad (SDS) rosters on Monday. The National Team consists of 22 athletes who are considered ready for international competition and who will help guide Canada through various competitions in 2015 and the pursuit of 2016 Olympic qualification. They include three South Asians: Jagdish Gill, Keegan Pereira and Sukhi Panesar. The National Team is led by 27-year-old veteran

THE men are entering a year of competition during which qualification for the 2016 Olympic Summer Games in Rio, Brazil is up for grabs through two qualification pathways. In preparation for these two tournaments, the MNT will take part in many test tournaments throughout the year, for which – as will be done for World League and the Pan Am Games – specific touring rosters will be named. Court orders Vancouver’s Khalsa Diwan Society executive to stay in power until March 1 alleged. The press statement said: “Sikh Sangat wants the fraudulent membership to be cancelled.

VANCOUVER’S Khalsa Diwan Society of Ross Street Gurdwara has been ordered by the court to remain in power until March 1. So the new executive that Gurdwara President Sohan Singh Deo announced last October has to wait until the court can decide on objections by the Sikh Sangat Seva Society that is alleging an unfair membership process. Deo had in a press release announced that as “only one slate of candidates” was nominated by the October 8 deadline, Kuldip S. Thandi and his slate were elected unopposed to the executive committee for 2015-2017. The press release stated: “This is the first time since 1989 that these elections were held by acclamation.” However, the Sikh Sangat Seva Society in a statement on October 9 said: “We are still in litigation and nothing has been worked out or resolved. Lawyers are communicating and they have been served that no election can take place until everything is resolved.” The Sikh Sangat Seva Society said in a press release this week that they had requested the court that the old committee remain in power until the case is heard. “KDS lawyer challenged that this was not possible as some of the current members do not want to remain in power and also the bank could cause problems for the society for the loan, therefore the new committee must take power. The judge questioned in disbelief what problems the bank could cause and, seeing the overwhelming evidence, ordered the current executive to stay in power until March 1. The case is to be heard at the end of February 2015,” the press release stated. Deo confirmed to The VOICE on Thursday that the court had ordered them to remain in power. The Sikh Sangat Seva Society mentioned a raft of allegations against the current executive in their press statement, including irregularities in the enrolment process, faulty memberships, forgery, dumping of memberships, and appointing a third party for the enrolment process just two months before the deadline. The Sikh Sangat Seva Society said that the executive from Khalsa Diwan Society Vancouver went to court on December 8 asking for the adjournment of its petition. “They wanted to have their “new” committee take power and instead of the one-day hearing next week they wanted to have a week-long trial in the New Year. This option would have let their group keep their power and if they lost the case, they could appeal it while keeping control of the gurdwara. The full trial and then the appeal could have taken well over a year or more,” it said in its press statement.

Randeep S. Match charged with second-degree murder in death of Tarsem ‘Shane’ S. Dhaliwal RANDEEP Singh Match, 33, has been arrested and charged with second-degree murder in the death of Tarsem ‘Shane’ Singh Dhaliwal, 35, Staff-Sgt. Jennifer Pound announced on Thursday. On January 19, Dhaliwal was reported missing by his family to the Surrey RCMP and two days later his body was found in a vehicle in the 18900 block of 92 Avenue in Surrey. Evidence quickly led investigators to believe that Dhaliwal met with foul play and the Integrated Homicide Investigation Team was deployed and assumed conduct. IHIT said it worked diligently on the case and as a result Match was arrested in Abbotsford on December 10 without incident. “While the motive cannot be discussed as this matter is before the courts we can say that the victim and the accused were known to each other and this was a targeted attack,” said Pound. MATCH and Manindervir Singh Virk, who were each convicted of one count of possession for the purpose of trafficking in November 2011, were sentenced to five and a half years in prison in September 2012. Match was banned from possessing weapons for 10 years. The two Abbotsford men were arrested in September 2009, when the Abbotsford Police Department was informed by U.S. Border authorities that some men had entered the U.S. illegally and then quickly retreated back into Canada. A police dog located two duffel bags and two backpacks with 40 bricks of cocaine, valued between $1.4 million and $2 million. Match and Virk were found hiding in berry bushes. A third person escaped. The Crown had suggested eight years in prison for the two men. The judge had noted in his ruling that Match was born in India and came to Montreal in 1998. He was a landed immigrant. After spending some years in Montreal, he moved to Abbotsford where he was living with his wife, their two daughters, and his wife's grandmother. Match completed Grade 10 in India. After coming to Canada, he was placed in Grade 9. The school he attended was French speaking and he did not do well there because of the language barrier and soon dropped out. After leaving school, he went to work at a company assembling furniture. When he moved to Abbotsford, he first worked at a nursery. In 2000, he obtained his truck driver's licence. He worked for a trucking company for a few years before buying his own truck and he became an owner / operator. In 201, he changed careers and took a job installing carpets.

Federal Liberal Leader Justin Trudeau's shine is wearing off POOF! All that shine around federal Liberal Leader Justin Trudeau seems to be wearing off as an Ipsos Reid poll conducted between November 10 and December 1 on behalf of Global News shows. The poll of 8,268 Canadians (6,502 decided voters) shows that if an election had been held last week, the Liberals would have received 34% of the decided vote (down 4 points since September), while the Conservative Party under Prime Minister Stephen Harper would have got 33% of the vote (up 2 points). The Liberals’ seven-point lead prior to the fall session of Parliament was just a one-point lead – in other words, a statistical tie. The NDP under Thomas Mulcair would have received 24% of the vote (up 1 point). Fifteen percent of Canadians (15%) remained undecided. The large sample size of the poll allowed for an examination of the vote within each of the provinces with greater statistical accuracy than a typical national poll of 1,000 respondents. In BRITISH COLUMBIA (N=990), a three-way race showed the

139 complaints or cases of fraud NRI marriages received from US, 22 from Canada: Indian Minister New Delhi (IANS): The US tops the list of eight countries from where complaints or cases of fraudulent NonResident Indian (NRI) marriages have been received, with 25 complaints received so far this year, the Indian Parliament was told Wednesday. Minister of State in the ministries of Overseas Indian Affairs and External Affairs General V.K. Singh (retd) said in the Lok Sabha that the Indian missions provide assistance to the complainant in the form of financial help for legal procedures, counselling and taking necessary action as per the need and requirement of the case. In the list circulated by the minister, covering three years from 2011-12 onward

to the present, the largest number of complaints or cases of fraudulent NRI marriages have come from the US. In 2011-12 it was 26, followed by 49 complaints in 2012-13, 39 in 2013-14, and 25 in the current year, with the total working out to 139 complaints. Canada followed with a total of 22 complaints or cases over the three years, with the highest of 11 complaints filed this year so far. Britain has 13 complaints or cases filed over the three year period, with the highest of eight complaints filed this year so far, the list shows. The other countries from where complaints or cases have been reported are New Zealand, Germany, the Philippines, Australia and

Singapore. Singh said the Ministry of Overseas Indian Affairs (MOIA) implements the scheme for giving legal/financial assistance to Indian women deserted by their overseas Indian/foreigner husbands through the empanelled NGOs and legal organisations. Such assistance under the MOIA's Scheme is provided through Missions/Posts in the US, the UK, Canada, Australia, New Zealand, Malaysia, Singapore and the Gulf countries. The amount of assistance provided per case under the scheme to deserted Indian women is up to $3,000 in developed countries and $2,000 in developing countries, an official statement said.

Court of Appeal sets asides Gurdev Dhillon’s convictions but refuses to acquit him IN February 2013, Surrey RCMP Chief Superintendent Bill Fordy apologized after special prosecutor Peter Wilson concluded that there was “a miscarriage of justice” in the case of Gurdev Singh Dhillon who was convicted of sexual assault in October 2005 for an offence that was said to have occurred on July 7, 2004. Wilson approved a charge of sexual assault against Mohammed Zaaid Ukhttar and Sital Singh Bhatti in the case. Dhillon’s lawyer Paul Briggs told the media at the time that the DNA of two different people was found on the victim’s underwear and neither sample matched Dhillon’s DNA, according to what the special prosecutor told him. Dhillon, who had a good job in Canada, was deported after serving two thirds of his four-year sentence. His wife left him and finally divorced him. Ina statement the Criminal Justice Branch said: “The case against Mr. Dhillon included an in court identification of him as one of the perpetrators of the sexual assault, and other evidence of his presence at the scene. Based on the evidence before the Court, the trial judge was satisfied beyond a reasonable doubt that Mr. Dhillon was one of two men who were alleged to have sexually assaulted the complainant. Following his conviction, Mr. Dhillon was sentenced to four years in prison. Subsequent appeals to the Court of Appeal from both conviction and sentence were dismissed in 2006.” The CJB added: “In 2011, as a result of ongoing investigation by police into the identity of the second alleged perpetrator of the sexual assault, Crown Counsel learned of the existence of material evidence that had not been disclosed to the Crown either at the time of Mr. Dhillon’s trial or his appeal from conviction. Because this material was not in the possession of Crown Counsel, it was never disclosed to Mr. Dhillon or his counsel at any point.” Briggs told me at the time that Dhillon had got in touch with him and he was “trying to move forward to help him.” IN a ruling released last week, the B.C. Court of Appeal refused to acquit Dhillon and instead set aside his convictions. The summary of the ruling states: “The Supreme Court of Canada remanded the appellant’s application for leave to appeal to this Court to consider fresh evidence and whether the convictions constitute a miscarriage of justice. The Crown concedes the fresh evidence should be admitted and the convictions set aside. The remaining issues concern the appropriate remedy and whether costs should be ordered against the Crown.” The summary adds: “While the fresh evidence demonstrates the convictions constitute a miscarriage of justice, an acquittal is not the appropriate remedy. The fresh evidence is not sufficiently cogent to exclude the reasonable possibility of a conviction. In other words, an acquittal would not be the only reasonable verdict on retrial. “The normal remedy would thus be a new trial. However, this is a clear case that justifies entering a judicial stay of proceedings, pursuant to s. 686(8) of the Criminal Code, to prevent an abuse of process. In particular, due to the Crown’s non-disclosure, the appellant suffered irreparable prejudice at his original trial. This prejudice would be perpetuated if a new trial were ordered. “Further, the appellant has already served his full sentence and it would therefore not be in the interests of justice to order a new trial. Costs should not be ordered against the Crown. The Crown’s failure to disclose the reports did not, in the circumstances, constitute a marked and unacceptable

departure from the reasonable standards expected of the Crown.” BRIGGS told the Vancouver Sun last week that Dhillon, who has remarried in Punjab and has a young son, can now take steps to return to Canada. Time to tackle domestic violence from the grassroots BY GARY THANDI, MSW RSW SO tragically another South Asian woman has been murdered and the person arrested for the crime is her spouse. This event was once again followed by the media reaching out to members of the South Asian community for comment, and many community members coming forward to speak about the issue. And these leaders once again had to do a bit of a balancing act, wanting to speak out about the issue of domestic homicide and domestic violence in South Asian communities and give it the attention it deserves, while also making sure they don't stereotype these communities.

They point out, correctly, that domestic violence is a scourge that impacts all communities and societies. They also make valid points about the need to break the silence and for victims to get help – and for the need for men to speak out against the privileges they often receive simply by being men. So if what they are saying is correct, then why isn't it happening more often? After all, most of the South Asian men I know are sickened by the violence and many of the South Asian women I know are also willing to speak out against it. Frankly, and this is based on 15 years of observations and experience in the social service sector (as a probation officer, social worker, counsellor, program manager and currently leading a nonprofit counselling and support agency), it's because the systems designed to deal with domestic violence – both in terms of prevention and intervention - are not necessarily doing what they were originally supposed to do – support victims and keep them safe, support children who witnessed the abuse,

and hold perpetrators accountable while attempting to change their attitudes. If people don't have faith in these systems, how likely are they to turn to them to help keep them safe? And if they discovered these systems didn't help them, how likely are they going to be to tell others to rely on them if in crisis? Furthermore, how likely are they to actively discourage others to turn to these systems, given their own negative experiences? While the impact of these systemic shortcomings impacts all cultural groups, the lack of culturally responsive systems can especially impact South Asian families in Surrey. I think it's time we had a community-based response to domestic violence, one that is developed by our communities. Instead of waiting for others (that is, the governments) to do something, we need to do it. We may not be able to change some of these current systems completely, though through a collective effort we can make sure these systems are more culturally responsive to community

needs while still ensuring those who commit violence are held accountable. AS it stands now, the police response is swift and strong, of arresting if an assault has taken place, and that needs to continue. We cannot minimize violence and those perpetrating it need to know there are consequences. Having said that, our communities need to come up with alternatives to the criminal justice system - a system that ideally can work alongside this system. Because after the police intervention, the systems that follow are slow and in many cases counter-productive. The fact the court system doesn't help perpetrators of violence is one thing, but the fact that it doesn't help many victims and their children is the more concerning part. The court system is perceived as being impersonal and adversarial. Many victims have great difficulties going through it. It often drags out, especially if it goes to trial. Given many of the South Asians perpetrators and victims going through it are married, the money spent on a lawyer comes out of both the perpetrator AND the victim's bank account. Having a court system that holds the perpetrator accountable for his actions is necessary, but our current system doesn't necessarily do that – trials are usually dragged out, which basically leaves these families in a holding pattern and highly stressed, uncertain of what will happen next. And the longer the delay, the more time for the perpetrator to minimize or deny his behaviours. Long court delays are then followed by long delays in counselling. In many instances all that the victim wanted was for her spouse to stop being abusive and to get help – but the reality is that such help hasn't traditionally existed as funding is only available for those who have been convicted. This means no opportunities exist for helping families sooner. We basically wait until the violence occurs before doing something about it. And these current counselling services only work with the perpetrator – leaving the victim out of the healing that could take place if both were involved in counselling. At the very least, better coordinated counselling between the couple could help the victim develop a plan that could help her be safer. We know that not all couples should reconcile, and sometimes the justice system needs to keep them separated for the sake of the victim's safety, but that concern doesn't necessarily apply to a lot of couples. Our current systems don't seem to know how to deal with these couples, despite these couples being the majority of cases. SO how does a grassroots initiative to end domestic violence begin – one that doesn't simply rely on the current system to address the issues? Well it begins with our South Asian communities coming together, united by the desire to come up with prevention and intervention strategies that are culturally relevant to our needs. We may not be able to change current systems, but we can certainly figure out ways to help families deal with it better, or maybe even avoid it by supporting those families before the violence can even begin. We can wait around for someone else to deal with it (though based on experience, chances are that's not going to happen) or we can do something about it ourselves. If there was faith that help was available and that change is possible, maybe then the victims – or even the perpetrator – would get help. We'll never know unless we try. New Burnaby Board of Education sworn in, includes Baljinder Narang and Harman Pandher

THE Burnaby Board of Education held its inaugural public board meeting on Tuesday, December 9 at Burnaby Central Secondary. The seven trustees-elect, Ron Burton, Katrina Chen, Meiling Chia, Larry Hayes, Baljinder Narang, Harman Pandher, and Gary Wong, were sworn into office by the Judge Pedro de Couto. The Board then nominated and acclaimed Burton as Chair and Pandher as Vice Chair. Narang was elected as district representative to the Provincial Council of the BC School Trustees’

Association (BCSTA). Chia was elected as the alternate representative to the BCSTA Provincial Council. Burton, acknowledged the significant contributions of departing trustee, James Wang, who is now a Burnaby City Councillor. He also recognized the hard work and dedication of Narang who has represented the Board as Chair for the past two years. He welcomed back incumbent trustees Chia, Hayes, Pandher and Wong and introduced new trustee Chen. Burton is one of the longest serving trustees in

the province. This is his tenth term and he was first elected in 1987, when the Burnaby School District included 45 schools and enrolled 17,000 students who spoke 40 different languages at home. Today, there are 49 schools, an enrolment of 24,000 students and more than 70 different languages spoken at home. In his inaugural Board Chair Report, he reflected on the highlights of the last threeyear board term and looked at the new fouryear term ahead. “Every learner is unique. We are proud of the work we have done to support programs that best meet the needs of each learner, while being fiscally responsible,” Burton said. “We look forward to continuing to work with our staff, partners and community so that each learner has the opportunity to reach their full potential.” Photos by Chandra Bodalia

Three teenagers charged for robbing South Asian high school student in Brampton A video that shows two white girls assaulting and robbing a 16-year-old South Asian high school student of Brampton, Ontario, went viral after being posted to LiveLeak.com titled “Young Indian girl gets bullied by wannabe thugs from Brampton” - and then to Reddit and YouTube. It was also shared on social media. CityNews Toronto reported on

Monday that three teenagers were charged in connection with that incident on Sunday. The video was then shared thousands of times on social media. The video shows two white teenagers assaulting the South Asian girl and robbing her cell phone, warning her not to disclose that to anyone. The voice of a male can also be

heard but he is not seen in the video. Peel Regional Police told the media that the incident took place on October 24 and two 17-year-old girls and one 17year-old boy were each charged with robbery. Peel Regional Police spokesperson Const. Lilly Fitzpatrick told The VOICE that the charge of robbery auto-

matically involves assault or threat of assault, so laying a charge of assault would be like laying a double charge for the same offence. She explained: “If there was no violence involved it would

just be a charge of theft.” She added: “Assault or the threat of assault ... is one of the things we have to prove to maintain the charge of robbery.” The teenagers cannot be identified because of their ages. The victim suffered no injuries. The Peel District School Board said it also investigated the

Hepner cast the first ballot and many others followed suit. The array of creativity and effort exemplified by the students in creating these gingerbread buildings were nothing short of spectacular. Plan for a safe ride home

People are busy planning get-togethers or meeting friends to watch a game and some of these activities may involve a few drinks. If your festivities include alcohol, plan ahead for a safe ride home before you head out. While attitudes towards drinking and driving have changed considerably since the launch of CounterAttack more than 35 years ago, there are still people who take chances or make excuses for drinking and driving. Impaired driving remains a leading cause of car crash fatalities in B.C. On average, every December four people are killed in crashes involving impaired driving. These are preventable tragedies and that’s why police across the province will be out in full force tar-

Surrey RCMP Auxiliary Constable Program now recruiting SURREY RCMP are currently looking for committed and responsible citizens with a strong interest in law enforcement to help make a difference in Surrey by joining the Auxiliary Constable Program. As an auxiliary constable, you could be directing traffic at a large community event, participating in a community forum on criminal justice, or assisting with an emerging crime situation. You are also a valuable resource for the community on crime prevention information and community policing programs. Registration is now open for inter-

ested candidates to sign up for the program’s information sessions. Two years ago Auxiliary Constable Gurvinder Ghag attended one of those information sessions when she was looking for a way to give back to the community and be a good role model for her two boys. “I enjoy everything about the program – from ride-alongs to community events,” says Ghag. “I am so happy to be able to contribute to my community and have such a positive impact on public safety.” In addition to English, she is also able to speak and read Punjabi, which is a valuable asset to the

community and the RCMP. “Auxiliary Constables are an essential part of our policing model and truly representative of the community we serve,” says Surrey RCMP Cpl. Bert Paquet. “Their commitment and dedication to the success of our operations is immeasurable. We often refer to them as our ultimate volunteers.” Auxiliary constables are uniformed volunteers under the command of the Royal Canadian Mounted Police. They participate in community policing activities in support of public safety and crime

prevention. Auxiliary constables assist police with communitybased policing and crime prevention programs in a volunteer capacity, and may also assist police officers in the field under certain circumstances. Applicants to the Auxiliary Constable Program must meet the following requirements: * Age 19 years or older * Canadian Citizen (preference given to those who live or work in Surrey) * Proficient in English language * Minimum education high school diploma or equivalent

Fraser Health focuses on South Asians and clinical prevention services FRASER Health has started a new research project intended to engage in a dialogue with South Asian community members who are 40 years or older about how they can maintain and improve their health. Clinical prevention includes a range of activities that are recommended to help prevent illness or find it earlier so that it is more treatable and has less of an impact on people's lives. They are activities that you do with your health care provider such as immunization, screening, preventative medication and lifestyle counselling. As many chronic diseases share common and modifiable risk factors, a cost-effective delivery of priority clinical prevention services should reduce the burden of disease and the resulting demand for health care, thereby enhancing the sustainability of our health care system. Research shows that ethnic minorities are less likely to access clinical prevention services but there is little information about how health care providers can make these services more acceptable and accessible for people with diverse backgrounds. Some of the specific topics to be addressed in the research include: blood pressure, alcohol use, cholesterol, mammograms, colorectal exams and pap smears. Research findings are intended to inform existing and emerging programs by providing insight about how information and services can be tailored to meet the values and needs of South Asian populations. The proposed project will address the following research question: "What are the barriers and facilitators to clinical prevention uptake for the South Asian population?" with the purpose of identifying effective methods to increase the uptake of clinical prevention services. "South Asian communities are diverse, and their needs are diverse," states research team member Gary Thandi. "Such research can significantly increase our knowledge of both the barriers and opportunities that exist when reaching out to South Asian communities."
