Israel, Palestine - and Armageddon! RATTAN'S RUMBLE I have written about the Israeli-Palestinian issue quite often over the years, criticizing Israel for blatantly denying the Palestinians their own sovereign state and for shamelessly encouraging Israeli settlements on Palestinian territories in violation of international law, and criticizing Hamas for its terrorist tactics that have given Israel the opportunity time and time again to retaliate out of all proportion. Of course, as I have written in the past, the Palestinians, too, must recognize Israel’s right to exist as a sovereign state – and the United States and the European nations must guarantee that. Indeed, after Europe and the Christian churches failed to prevent the horrendous Holocaust, they do have a moral obligation to ensure the safety of the state of Israel. But what has got to stop is this ridiculous situation where Palestinians have literally been IMPRISONED in their own land by Israel.
Hamas finds that as a good excuse to attack Israel – and more and more people think that they are justified to do so, especially in view of how Israel has slaughtered innocent civilians under one pretext or the other. The highly respected Economist magazine of London noted: “Having created a huge open-air prison in Gaza, Israel remains committed to a blockade that contains Hamas—but also ensures that ever more Palestinians grow up angry. On the West Bank, Israel’s prime minister, Binyamin Netanyahu, has gone backwards: he has said that Israel cannot relinquish security control of the West Bank for fear of Islamist attack. That implies an intention to consolidate the occupation, thus withdrawing all hope from Palestinian moderates. The West Bank would be likely to explode too, then, while the demographic clock ticked on.” The BBC reported that more than 1,800 Palestinians, mostly civilians, and 67 Israelis, mainly soldiers, have died in the present conflict and that the UN says more than 1,300 were civilians, and more than 400 were children.

Photo by Chandra Bodalia Indeed, UN Secretary General Ban Ki-moon has slammed Israel for shelling UN compounds, which are supposed to be safe zones. That in itself exposes the unbelievable arrogance of Israel. Ban noted: “In the most recent case of shelling on a UN facility, the Israelis were informed of the coordinates 33 times. Attacks against UN premises, along with other suspected breaches of international law, must be swiftly investigated.” The Washington Post noted: “Both Israel and Hamas went into the fight seeking to change the underlying dynamics of a situation that has produced three rounds of combat in less than six years while crippling the
Gazan economy. But after 29 days of fighting that claimed nearly 2,000 lives, it is far from clear that either side has succeeded.” MOST people in the world just can’t understand why powerful lobbies in the United States and some other western countries are so crazy about the state of Israel. This is what I have written about it before: TWO vital factors in this issue are the staggering power of the Jewish lobby in the U.S. and the Christian fundamentalists’ obsession with the idea of Armageddon (end of the world) being connected with the land of Israel and Jerusalem. A few years ago, the
internationally respected magazine The Economist of London wrote about how the American Israel Public Affairs Committee (AIPAC) brought more than 6,000 activists to Washington for its annual policy conference and how the four most powerful people on Capitol Hill (from the House and the Senate) as well as then-Vice President Dick Cheney addressed them. The article noted: “The lobbyists had every reason to feel proud of their work. Congress has more Jewish members than ever before: 30 in the House and a remarkable 13 in the Senate. … Both parties are competing with each other to be the “soundest” on Israel.” [A report in November 2012 stated: “The next Congress will have 10 Jews in the Senate and 22 in the House of Representatives, a decline from the 112th Congress.”] The religious angle is very well brought out in the book, “A History on the End of the World” (2006) by Jonathan Kirsch, a famous American writer of national bestsellers on religious matters who is also an adjunct professor on the faculty of New

The book contains many deep observations especially about how different fundamentalist Christian groups view Revelation and Armageddon and how even presidents have

been influenced by it – which can be very scary. Kirsch’s well documented book states in one place: “Christian Zionists, in fact, tend to regard the prospect of peace between Israel and its Arab neighbours as an obstacle to the second coming of Jesus Christ and, therefore, the work of the Devil. Peaceful coexistence between Arab and Jews, as they see it, would only hold back the
hands on “Israel’s prophecy clock” by postponing the fateful day when Israel is restored to its expansive biblical boundaries and the Jewish people return en masse to their homeland.” One of the ironies highlighted in the book: “Still, at least some Jewish observers are willing to comment on the strange bedfellowship of fundamentalist Christians and Jews. “This is a
grim comedy of mutual condescension,” Leon Wieseltier, literary editor of the New Republic, told the New York Times. “The evangelical Christians condescend to the Jews by offering their support before they convert or kill them. And the conservative Jews condescend to Christians by accepting their support while believing that their eschatology is nonsense. This is
a fine example of the political exploitation of religion.”” To put it more simply to those not familiar with Christianity, these fundamentalist or evangelical Christians believe that all Jews will finally become Christians and those who do not convert will die when Jesus comes again to Jerusalem! Wily Israeli politicians fully exploit these beliefs while privately mocking them.
Stabbing case judgment: Collective responsibility RATTAN'S RUMBLE BOTH the B.C. Supreme Court and the B.C. Court of Appeal have sent out a loud and clear message to hoodlums: You have to take collective responsibility for your actions. I think it’s a brilliant stand because it will discourage hoodlums from par-
ticipating in group attacks as cowards who think they will get away with it because it is hard, if not impossible, to prove who stabbed the victim or pulled the trigger or delivered a kick or punch. If you were involved in any assault as a group, well then face the music collectively. Three men, Sebastian Miazga, Patrick Avery Plowman and Nolan Mutemba Swallow were convicted of manslaughter in a 2009 fatal attack on Tyson Edwards outside a downtown nightclub. A fourth man was acquitted because the Crown failed to prove he participated in the attack. Three or four men punched
Edwards in the head and upper body and then kicked him in the head and body as he lay on the sidewalk. One of the attackers tried to bang his head against the curb. Someone stabbed the victim in the chest with a knife and two of the wounds proved to be fatal. B.C. Supreme Court Justice Victor Curtis said he didn’t know who used the knife but the attackers acted together as joint perpetrators. The three men’s principal argument was that they could not be convicted of manslaughter because there was no evidence as to who stabbed Edwards and no evidence they knew, or could have foreseen, that a knife would be used during the
attack on him. But the B.C. Court of Appeal dismissed the appeals of the three men. Justice David Frankel noted: “The appellants advance their appeals on the following factual basis: * They participated in a group-attack (i.e., assault) on Mr. Edwards knowing he would likely suffer some non-trivial harm as a result; * The attack lasted approximately one minute; * An unknown member of the group stabbed Mr. Edwards resulting in his death; * They neither knew that one of the group had a knife, nor did they foresee a knife would be used during the attack on Mr. Edwards.” He added: “In my view, those facts
satisfy all the elements of manslaughter, which is a crime of consequences. When the appellants participated in the attack, they engaged in an unlawful act where non-trivial / non-transitory harm to Mr. Edward was objectively foreseeable. As a result, they bear legal responsibility for Mr. Edward’s death at the hands of one of the other attackers, even though they did not intend for Mr. Edward to die or foresee that one of the attackers would use a knife.” This ruling should serve as a strong warning to those who think they can get away with manslaughter or murder or any other crime if they are in a group.
Sikhs targeted again in anti-immigration flyers in Brampton THE Toronto Star reported on Friday that anti-immigration flyers targeting Sikhs have reappeared in Brampton, though Immigration Watch Canada, whose name appeared on the flyers and who had produced such flyers in April, claimed they had nothing to do with it. The single page flyers show the face of a Sikh man with a turban with a red cross through it and carries the words: “Say ‘NO’ to the Massive Third World Invasion of Canada!” It also

The RCMP is determined to fight organized crime in order to provide safe homes and safe communities for all Canadians,” said Inspector Dean Dickson, Team Commander of the RCMP’s Toronto Airport Detachment GTA Serious and Organized Crime section. “The result of this investigation demonstrates how the RCMP and its partner agencies work effectively together to keep illegal
drugs out of our communities.” The RCMP charged Gill, Mallozzi and Gowanlock with importing a controlled substance into Canada, possession for the purpose of trafficking, and conspiracy to commit an indictable offence. Mallozzi is currently in custody. Gowanlock and Gill have been released on bail and are scheduled to appear in court in Toronto on September 2.

with other illicit drugs such as MDMA or methamphetamine. In the last several years, increased seizures and trafficking of Ketamine in Canada have indicated a renewed organized crime interest in the drug. Norephedrine (also known as PPA) is often used as a precursor chemical to produce amphetamines, 4-methylaminorex and other illicit drugs. The investigation commenced when CBSA officers at the Port of Montreal inspected a Toronto-bound sea container containing over 500 sacks of rice that originated from India. Upon further examination of the container, CBSA officers discovered a significant amount of Ketamine and Norephedrine concealed in a number of the rice sacks. CBSA officers contacted the RCMP in Montreal, which subsequently advised the RCMP GTA Serious and Organized Crime section about the drug shipment. The RCMP, along with their partner agencies, conducted a local investigation in order to identify the individuals responsible for illegally importing the Ketamine and Norephedrine into Canada. As a result of this investigation, on July 27, RCMP Toronto Airport Detachment investigators attended a commercial establishment in the area of Highway 27 and Woodbine Avenue in Toronto and arrested three male suspects. “Organized crime plays a

tion to Sher-E-Punjab – comprising current ownership of the land upon which the transmitter that arguably broadcasts into Canada is located, past managerial capacity and familial relations with members of Sher-EPunjab’s present management and ownership – the most appropriate course of action, in my view, is to deny his application until such time that a determination can be made into the nature of his past and present involvement with Sher-E-Punjab and whether that involvement constitutes, in some measure, the unauthorized broadcast of radio programming over the air to Canadians. “Failure to conduct such an
examination could result in the granting of a licence to an entity that may be involved in the act of broadcasting in whole or in part in Canada without a licence, a result that, in my view, would call into question whether the Commission’s licensing principles, which support the integrity of the licensing process, have been properly applied in this case. This would be, in the words of I.T. Productions, a “travesty of regulatory fairness.”” Under the sub-heading: “Surrey would be better served by Surdel Broadcasting Inc.,” Shoan wrote: Leaving aside South Fraser’s ties to Sher-E-Punjab, I am further of the view that the strongest application over the course of the entirety of the public hearing was that of Surdel. The majority decision, in two brief paragraphs, notes two essential features of Surrey; it is growing at a rapid pace and it is an ethnically diverse city. This hardly does Surrey justice; in many ways, Surrey is a unique phenomenon in the country. It is not merely growing quickly; it is growing more quickly than nearly any other metropolitan city in the country. It is not simply ethnically diverse; it is more ethnically diverse than virtually any other city in the country. While Surrey counts a total of about 463,000 people, almost 45% of Surrey’s population reported a “nonofficial language” as its “mother tongue,” and 30% of the population indicated a language other than English or French as the “language spoken most often at home.” More particularly: * about 142,000 Surrey residents are of South Asian background (or 30% of the total Surrey population); * of the 104,000 people that identified Punjabi as the language spoken most often at home in the Vancouver census
metropolitan area (CMA), 71% (or 73,620) are located in Surrey; * visible minorities represented 53% of the total population in Surrey in 2011. South Asians represented by far the largest group, accounting for 58% of Surrey’s visible minority population and almost a third of its total population; and * of the total 142,445 South Asian people in Surrey, almost 52,500 (or 37%) are of second and third generations. So what is Surrey? Surrey is young, ethnically diverse (primarily South Asian) and growing quickly. In the face of these facts, my colleagues have decided to license the only Englishlanguage application that offers little of substance to this emerging demographic of the marketplace. The majority decision offers little in the way of persuasiveness in terms of what aspects of South Fraser distinguish it from others in this proceeding and deserving of a licence. They note that the service will “fill a programming void by introducing a first local English-language service dedicated to a Surrey audience” and offer “local news and community information.” They further note that South Fraser’s application will add to the diversity of voices in the market and that it “submitted a good business plan with sound revenue projections for a service with broad appeal.” While these statements may be true, the contemporary Triple A/AC format proposed by South Fraser is already offered by at least two stations in the Vancouver CMA marketplace (CHHR-FM and CKPK-FM) with several others offering elements of these formats in their music programming. Thus, there is little uniqueness to South Fraser’s offering. Secondly, as an Englishlanguage service offering to the residents of Surrey, Surdel’s application offers: a. more local programming (126 hours); b. greater news programming (3 hours, 40 minutes); and c. a healthy 18% emerging artist commitment each of which exceeds the commitments offered by South Fraser. Thirdly, in my view, Surdel’s proposed format is far more reflective of the Surrey market than that of South Fraser. It has proposed a specialty format with a strong focus on World Beat music. In its application, Surdel stated that its “proposed new format would take into account the unique

Akal had a very talented team of young players aged 17-19 years with only three or four players over 20 years old. Eight players from this team will be playing in the U18 in the Canadian National Soccer Championships in October. In the semi-final, Akal beat BCT United 2-0 in a very exciting and intense game. BCT United team had a very powerful team but the young Akal team totally outplayed them. Many coaches and supporters commented that this match was the best they had seen in many years. In the final Akal FC-BCT Dasmesh Tigers match, the latter had a physical advantage and favoured a more direct approach. Unlike South Fraser’s proposed format, Surdel’s format strikes me as specifically tailored to Surrey’s reality. Lastly, Surdel’s application provided, in my view, the strongest financial projections of all of the applicants for the 107.7 MHz proceeding. Whereas South Fraser projects to barely break even after seven years of operation, Surdel confidently projected to turn a decent profit after year 2 and, over the full licence term, predicted a healthy surplus. Upon questioning, it confirmed that it already owned the building that would house the studio and would be aided by its experience as a newspaper entity. In my view, having established relationships with local advertisers in the marketplace, Surdel would have been ideally placed to launch an effective and successful radio station in both the short and long term. In his conclusion, Shoan wrote: “In sum, given the preceding arguments, I am of the view that Surdel Broadcasting Inc. should have been granted the 107.7 MHz frequency for use in Surrey. Who’s controlling the Red Scorpions now? CONTINUED FROM 1 people who aren’t necessarily calling themselves by a specific name but they operate within small, sometimes very tight-knit groups, and these groups go by the names of who their identified leader is or some other name that they seem to choose and that name may change two or three times year.” SO are the Red Scorpions history? Houghton said: “The Red Scorpions still exist and members of the Red Scorpions are still around and they still call themselves the Red Scorpions.” He pointed out that about two weeks ago, Red Scorpion member Cory James Lesperance was arrested from a neighbourhood just outside Red Deer city limits. As this newspaper reported online (voiceonline.com), Lesperance, 29, originally from B.C., now faces a total of 14 drug and weapons related charges as the result of the police investigation that focused on the Red Scorpions’ drug trafficking operation and their infiltration of the Alberta market. Three associate members were also arrested. Houghton said: “That’s just a reminder that yet again reinforces what we’ve been saying for a very long time - that B.C. gang members move around and
travel all over not only British Columbia, but Western Canada and Eastern Canada and internationally to conduct their business. They have a wide area of influence.” So who’s controlling the Red Scorpions now? Houghton said: “We would still consider [the two surviving Bacon brothers] to be leaders of the Red Scorpions despite the fact that they are incarcerated.” He added: “But on the outside, the last leader of the Red Scorpions ... Matthew Campbell ... was murdered earlier this year in Abbotsford. So right now they’re in a bit of flux in terms of leadership on the outside. There are some people who we believe are sort of controlling things on the outside but to call them the leaders of the Red Scorpions I think would probably be inaccurate because you still have the Bacon brothers in jail. “They are still the figurehead of the gang. They are the symbol of the Red Scorpions. I don’t anybody when you say the words Red Scorpions doesn’t automatically think of the Bacon brothers. And a lot of that has to do with the Surrey Six [murders] and those tragic events. But
their names are synonymous [with the Red Scorpions].” [Innocent victims Chris Mohan, 22, and Edward J. Schellenberg, 55, of Abbotsford and four other victims who police say led criminal lifestyles - brothers Corey Jason Michael Lal, 21, and Michael Justin Lal, 26, and Edward (Eddie) Sousakhone Narong, 22, and Ryan Bartolomeo, 19 - were executed in typical gang-style fashion at the Balmoral Towers in Surrey on October 19, 2007.] ANOTHER gang with influence in small communities around B.C. and even as far away as Yellowknife and Alberta and Ontario is the 856 gang that originated in Aldergrove, Houghton said. That’s the gang he spoke about at a press conference last week that this newspaper reported online (voiceonline.com). The CFSEU-BC had almost $400,000 worth of drugs that were reportedly seized from the gang on display. Named for the phone prefix in the Aldergrove area, the “856” gang is a violent criminal group that have been in existence for close to a decade and have been featured in local and other media for their involvement in assaults, drugs, weapon-related, propertyrelated, and other types of crimes. This is not an insignificant group by any stretch (of the imagination). There are probably about a dozen core members but they have a lot of associates, a lot of people who do their bidding and operate their drug lines.” He added: “What they do is they look at small communities as an opportunity for them to muscle their way, sometimes by very violent means, into these communities to take over the drug lines. And that can often lead to violence in certain communities because there isn’t a community in existence that doesn’t have some sort of availability of drugs. “So they have to muscle their way in and either take over by absorbing whoever is [operating] in that community or they have to violently do it. And they don’t care how it’s done as long as they are able to do it. “And we do our best, of course, as everybody
knows to keep tabs on them and keep that violence to a minimum and when there are enforcement opportunities like there was with the announcement last week, we take those when we have the evidence.” SO which is the gang that police consider to be the most powerful in B.C.? Houghton said: “You look at a group like the Hells Angels – by just sheer numbers they have over a hundred full patch members of the Hells Angels and then they have dozens and dozens of close associates and they’re disbursed throughout the province. “Not only that, but they’re an international organized crime group. They have chapters and clubhouses and members all around the world. So they’re not only internationally connected but they’re in existence throughout every single province in this country and they have been so for decades and
so they are unique in that respect and they’re one of the first gangs, if you want to call them that, in Canada.” But Houghton also noted: “Many of them have been arrested and convicted and the last I heard it was about 18 per cent of British Columbia full-patch members are either in jail, have been convicted or recently convicted of criminal offences – so almost one out of every five of them.” He said: “They’re heavily involved in criminal activity and have been for many, many years and everybody knows that - and in the gang world - perhaps less so than it used to be - but in the gang world, they were somewhat revered and feared. The name Hells Angels is very well known – it’s a ubiquitous name in our society.” Houghton also pointed out that the richest gang would be the Hells Angels. He said: “They have been in existence for decades and they’ve been operating for decades and they’ve amassed a huge fortune – millions and millions of dollars.” He noted that the Hells Angels don’t operate the same way as United Nations gang founder Clay Roueche and his gang or the Red Scorpions did. AND who did Houghton consider to be the most dangerous in the sense that they were reckless? He said: “That’s where there is a huge difference. The Hells Angels are traditionally not like that.” He noted that members and associates of crime groups like the Red Scorpions, the Independent Soldiers, the United Nations and the
Dhak-Duhre, “whose power has waned a bit,” are the ones that “have been committing the most violence in our communities and those are the ones who concern us greatly because they don’t care for the most part about public safety.” Many of them are not calling themselves by those gang names, but the fact is that they are former members of those gangs. Houghton said: “They’re the ones who are fighting over drug lines. You look at the Surrey Six trial and the murder of those six people
was over drug lines and the most violent thing that could happen in our community is fighting over turf and that’s what these people do.” He added: “They don’t care about the 99.9 per cent of society – the rest of us, if you will – they want to fight over the small piece of pie that is the drug market and they’re willing to put everybody at risk including themselves to fight over that.” Houghton noted that we are talking access to millions and millions of dollars worth of drugs and
profits from drugs. But the point that police always want to make is: ‘What do those people have to show for it? Former Dhak-Duhre crime group member and his lieutenant arrested in CFSEU-BC drug trafficking investigation A man from Vancouver and another from Vancouver Island have been arrested and over a kilogram of cocaine seized following a multijurisdictional Combined Forces Special Enforcement Unit of BC (CFSEU-BC) investigation. CFSEU-BC Sgt. Lindsey Houghton said in a press release that in early 2014, CFSEU-BC’s Vancouver Island office began an investigation into the alleged drug dealing activities of a former member of the Dhak-Duhre crime group who was residing in Vancouver and his Vancouver Island-based lieutenant. Both were suspected of controlling and actively running multiple drug lines in the Greater Victoria and
Nanaimo areas. The investigation reached a point where on June 20, CFSEU-BC partnered with the Victoria Police Department’s Crime Reduction Unit to take strategic enforcement action against the primary target’s right-hand man. A search warrant was obtained for a suspected drug stash house located inside an apartment in the 800 block Craigflower Road, Esquimalt. A search of this residence yielded about 737 grams of cocaine. The lieutenant and his sister were arrested at the apartment and later released pending the laying of criminal charges. The investigation concluded on July 30 when CFSEU-BC members observed the primary target meeting with his lieutenant in Vancouver. The Vancouver Island based suspect was seen leaving his boss’s residence at the 2500 block of Franklin Street in Vancouver in a taxi cab and going to the Horseshoe Bay ferry terminal where he boarded the ferry to Nanaimo. Investigators were waiting in Nanaimo and the lieutenant was arrested there for possession for the purpose of trafficking. He was searched and was found to have concealed about 424 grams of powdered and crack cocaine and 59 grams of buff in the crotch of his pants. CFSEU-BC investigators quickly determined that while they were dealing with the man in Nanaimo, their primary target was en route to Vancouver Island on the ferry to Swartz Bay. He was arrested in his vehicle with the help of the Sidney RCMP after getting off the ferry and a small quantity of Oxycontin seized. While both men were in custody, investigators obtained a search warrant for the primary target’s residence on Franklin Street in Vancouver. While a search of the residence did not yield any more drugs, numerous items to support trafficking charges were seized. These included a money counter, paraphernalia used for cooking crack cocaine, and empty kilogram wrappers. The total amount of drugs seized during the investigation was: - 1.161 kilograms of cocaine worth an estimated $69,500 - 59 grams of buff worth an estimated $100 - 4 tabs of Oxycontin worth an estimated $120 Both men were released from custody after the search pending drug-related charges being laid by Crown Counsel. This multi-jurisdictional investigation impacted several communities on Vancouver Island and the Lower Mainland.
Hindu priests to CBSA: No women officers, please! THERE is anger and disgust among Canada Border Services Agency officers and many Canadians following CBSA managers allowing five Hindu priests not to be screened by women border guards at Toronto's Pearson airport’s Terminal 3 on July 28 because of their religious beliefs, CBC News reported Thursday. A CBSA officer told the CBC they were told before their shift not to switch work stations with other officers without first asking a supervisor because five persons had requested to be handled only by male officers. Customs worker and local union president Mark Weber told CBC that many of his members were outraged at this discrimination. An officer told CBC: “Everybody is upset that this request was even entertained by the CBSA. People are saying 'What is next? If white supremacists come through, do we move all non-white officers from the line?'” The officer said: “You are a guest in my country. What do you mean you don't want to deal with me because I'm a woman? We are considered law enforcement officers. I can't imagine any police force entertaining something like that.” Weber said his union might complain to the Canadian Human Rights Commission and wants CBSA managers to clarify the policy regarding such requests.

Indian navy chief in Canada on four-day visit New Delhi (IANS): Indian Navy chief Admiral Robin Dhowan began a four-day visit to Canada Tuesday to foster closer ties between the two countries' marine forces. Dhowan is visiting Canada on the invitation of the commander of Royal Canadian Navy (RCN) and reciprocates a visit by the RCN commander to India in January 2013, a navy release said. During his visit, the navy chief was to visit Esquimalt Naval Base at Victoria, the headquarters of the Maritime Forces Pacific of the Canadian Navy. At Ottawa, Dhowan was to have bilateral meetings with senior Canadian Forces officers including the officiating Chief of Defence Staff Lt Gen G. R. Thibault and RCN commander Vice Admiral M.A.G. Norman. The release said that the visit is aimed at fostering closer navy-to-navy ties with Canada and explore avenues for enhancing cooperation between the two forces.

Manraj Hayer and Khaleed Devji new recruits to UBC Men’s Hockey THE UBC Thunderbirds men's hockey program on Tuesday introduced the first members of its latest recruiting class. Two goaltenders and two forwards, all British Columbians, will be joining a UBC team that finished with an 11-15-2 regular season record last year. They include Manraj Hayer and Khaleed Devji. MANRAJ HAYER (5'10 left winger / Vancouver)
Hayer played four seasons of major junior hockey with the WHL's Everett Silvertips. The Vancouver native amassed 38 goals and 65 assists for 103 points in 194 career regular season games for Everett. He recorded an additional seven points (one goal and six assists) in 14 playoff games. "UBC has a great academic reputation and allows me an opportunity to play in front of my friends and family," said Hayer. "My familiarity with coach [Tyler] Kuntz was a big factor in my decision and looks like he has the team going in the right direction. I'm very excited to be joining UBC for the upcoming season and can’t wait to get started." Hayer will begin his studies in the Faculty of Arts. "Manraj is a person with tremendous character, and a strong work ethic,"
said Kuntz. "His combination of skill and work ethic will complement our group both on and off the ice. Manraj has been well coached and has very good habits. We welcome Manraj with open arms and look forward to his contributions to the Thunderbird Hockey family." KHALEED DEVJI (5'10 goaltender / Vancouver) Khaleed Devji is transferring to UBC from Salem State University, an NCAA Div. III school in Massachusetts. He went 1-1 during his rookie season with the Vikings in 2012-13. "UBC was an easy choice for me as Vancouver is my home town and I love the city," said Devji. "UBC is also renowned for its high academic rank and sense of community, which I highly value. In addition, both my sisters have graduated from UBC and it allows me to continue the family tradition." Prior to his university career, Devji went 34-37-2 over two years with the BC Hockey League's Coquitlam Express. The Vancouver native also appeared in seven playoff games, going 25. "Khaleed comes to UBC as a tremendously popular player with our current group," said Kuntz. "He has a previous working relationship with Eric Williams and will be a great asset to a strong goaltending group moving forward with our program. Khaleed will push his teammates to get better and work extremely hard to earn his keep. We are excited to welcome Khaleed to our family." The other two recruited are ERIC WILLIAMS (6'0 goaltender / Langley), who comes to UBC after four years in the Western Hockey League and a short stint in the East Coast Hockey League, and ROBERT LINDORES (6'1 right winger / Port Alberni), who returns to BC after spending the last two seasons playing for the NCAA Division I hockey program at Northern Michigan University. UBC begins the 2014-15 Canada West regular season on the weekend of September 2627 when the Thunderbirds host the defending CIS champion Alberta Golden Bears. The campaign will conclude in midMarch in Halifax, the home of the 2015 CIS men's hockey University Cup.

Shortly after 8 p.m. on Thursday (August 7), officers pulled into the Esso gas station at Kingsway and Victoria Drive, where they recognized four men in a car parked at the pumps. The men were all known to the officers as individuals associated to this current gang and drug conflict in the South Slope. Suspicious activity inside the vehicle led to all four men being detained and officers locating bear spray and a bag containing a .44 calibre revolver, a box of ammunition and gloves. FOREIGN Affairs Minister John Baird on Friday announced that S a n j e e v Chowdhury’s term as Consul General in Rio de Janeiro, Brazil, has been extended. Chowdhury has been in Rio de Janeiro since 2011. Chowdhury (BComm, Saint Mary’s University, 1990; MBA [International Management], Thunderbird, American Graduate School of International Management, 1991) joined the Department of Foreign Affairs and International Trade in 1995 as an officer with the G-7 Summit. Between 1995 and 1997, he worked in the Parliamentary Relations Division, then in the Media Relations Division. Chowdhury then accepted an assignment as assistant trade commissioner in Mumbai. He returned to Ottawa in 2000 to become a financial analyst. From 2001 to 2002, he served as press secretary to the minister of foreign affairs. From 2002 to 2003, he was director of operations to the deputy prime minister and minister of finance at the Privy Council Office. From 2003 to 2006, he served as consul general in Ho Chi Minh City. During this time, he had two short assignments as acting high commissioner to Sri Lanka and as acting consul general in Mumbai. In 2006, he returned to Ottawa to become deputy chief of protocol. Between 2007 and 2008, he held two director positions related to Canada’s role in Afghanistan, then became director of operations on the Afghanistan Task Force at the Privy Council Office. In 2009, he became director general of programs at the Summits Management Office.

McCallum says it’s shocking that Surrey RCMP have only 36 officers available for shifts; RCMP reaction SURREY mayoral candidate Doug McCallum on Thursday said that as a result of his filing three Access to Information (ATIP) requests on August 5, the RCMP has released shocking figures regarding staffing levels and the amount of officers available for patrol. Out of 673 officers in the Surrey RCMP detach-

In response to the release of figures just days after McCallum’s ATIP requests, Councillor Barinder Rasode (who has also voted to close Police Committee meetings for the past six years) commented to the Surrey Leader newspaper that she was “pleasantly surprised that it's in the range that it's been for a number of years.” Rasode offered a similar response when the 20-year contract was signed with the Surrey RCMP in 2012: “We're really happy. We're the largest detachment in Canada and our city manager worked diligently for three years on a contract that was very complex and we're really happy with the results."

This is the kind of irresponsible response that characterizes the current Surrey City Council’s lackadaisical approach to crime and safety, said McCallum. “We have the largest RCMP detachment in Canada, and yet we can only muster 36 officers for patrol of our streets? I am amazed by Councillor Rasode’s acceptance of the status quo,” said McCallum. “These are not figures that are pleasant. They are in fact extremely concerning.” In 2012, Rasode trumpeted a new clause in the contract that "allows the city to have information and meetings to do an analysis to make sure we're also getting value." Where then is this analysis, and why hasn’t action been taken to ensure such “value,” asked McCallum. “City Council told citizens that there would be a higher level of scrutiny over the policing services provided by the Surrey RCMP, yet the figures released today tell a far different story,” said McCallum. “If the residents of Surrey cannot rely on their elected officials to ensure accountability, then there is a serious problem with leadership when it comes to ensuring the safety and security of Surrey’s streets.” HOWEVER, Superintendent Trent Rolfe, Acting Officer in Charge, Surrey RCMP, in a statement on Friday said: “There have been recent reports stating a staffing number for our General Duty shifts. The Surrey RCMP did not release this number and the number reported significantly understates the actual number of resources policing the City of Surrey. We do not publicize these types of statistics due to public and officer safety concerns. “It is important for people to realize that policing a city goes far beyond General Duty. We have numerous specialized units who are also actively on duty, providing police service to the City of Surrey. These units include Investigative Services, Traffic, Bike Unit, Special Victims Unit, Crime Reduction Units, Drug Section, Surrey Gang Enforcement Team, Robbery Unit, and many more. While each of these units are tasked with specific duties, they are actively patrolling the streets and reacting to incidents that occur as well as supporting patrol officers in specific investigations. In addition, the Surrey RCMP has the operational support of the Lower Mainland Regional Police Service and integrated units including IHIT, Emergency Response Team (ERT), Air 1, and others. "We deploy our officers strategically in order to effectively respond to calls for services and ensure the safety of our officers, including strategic placement in our five District Offices. The total establishment for the Surrey RCMP is 619 plus 54 integrated members, for a total of 673 police officers serving Surrey. There will also be 30 new members for fiscal year 2014/15 who are not yet in place."

Surrey needs 200-member community policing team: Barinder Rasode COUNCILLOR Barinder Rasode on Friday called for a new community policing team, consisting of 200 personnel, to address the growing crime problem in the City of Surrey. The team will target problem areas and deliver new crime prevention and public safety programs. “I have repeatedly heard that we need to put more resources into community policing if we’re actually going to fix Surrey’s crime problem, because our RCMP officers can't resolve the issues on their own.” said Rasode. “We need to create a second tier of policing that will deliver an integrated, well-orchestrated community safety strategy.” The team would include 120 community safety officers to patrol and serve Surrey’s six rapidly growing town centres. These members would be trained by the City and the RCMP and would address the unique needs of individual neighbourhoods, conducting foot and bike patrols and other specialized tasks. By-law officers within this section would be given a new role and new powers as Community Peace Officers. They would assist the police and allow the City to more effectively enforce its bylaws.
Rasode said that more needs to be done to help high-risk youth, and the number of officers working within the schools has not kept up with the growing population. “One-third of Surrey’s population is under the age of 19, and we must make sure they’re guided on a path to success. That means finding and helping the youth that need our support,” she said. Rasode is proposing 38 school liaison officers work inside Surrey’s 19 high schools to assist and mentor teens. She is also proposing a 24-member Business Watch Program to enhance relationships between businesses and the police, and to address the crime and nuisance activity that is affecting their livelihood. Delta Police say they are concerned after 5th rollover incident at intersection IN the past two months there have been four semitruck rollovers in the intersection of the Highway 91 Connector / Highway 17 Intersection (SFPR). There have been five rollovers in this area since the road opened in December 2013, say Delta Police. The speed limit through the area is 80 km/hr but the majority of these incidents have been low speed rollovers as the trucks negotiate the curve and the slope going on / off Highway 17. The roadway in this area slopes in two directions – downhill north to south, but also northeast to southwest. This is quite apparent if you stand at the intersection and look at the roadway, police say. Police are concerned that the road design / construction could be a contributing factor to these collisions, and that the design of the intersection amplifies the other factors involved in the rollovers. In and of themselves, the rollovers do not usually result in any significant injuries to the truck drivers, particularly if they are wearing seatbelts. However, the possibility exists that if the issue is not meaningfully investigated and addressed, at some point one of these trucks will roll onto a passenger vehicle, likely resulting in significant injury, if not fatalities. Several of the trucks have rolled in to dedicated bicycle lanes. These rollovers cause considerable significant commuter travel disruption and frustration – not to mention the financial cost and time the Delta Police spends investigating the collisions, or the financial cost and time lost to the trucking companies. The Delta Police say they have brought their concerns forward to the Ministry of Transportation and have been advised that the ministry is conducting a review of this issue.

CARIBBEAN Medical University School of Medicine recently celebrated the first anniversary of their Vancouver satellite office, as well as the receiving of full accreditation from the Canada's Ministry of Training, Colleges and Universities for Caribbean Medical University's Premedical Program in Canada. The CMU program has been well-received by the community in BC with more and more students coming out to the regular information seminars and eventually registering with the school to begin their journey of becoming a doctor. "I feel these brave young men and women who take upon themselves the arduous and committed path of becoming physicians are true heroes of society as they are enabling themselves to save lives daily as a profession while furthering medical research and healing practices for all of humanity. Citizens encouraged to take role in crime prevention THE City of Richmond this week introduced the Crime Prevention Guide, a free community-focused guide providing personal and property safety information and tips to make it easy for people to take an active role in crime prevention. “Community safety is one of the top priorities of Richmond City Council,” says Mayor Malcolm Brodie. “The RCMP and City’s continued focus on prevention services in both the local residential and local business communities has lead to the creation of the Crime Prevention Guide. This year’s theme is Funny Business. Every child receives a reading log to keep track of their reading. Every Friday from now to August 29, YVR will come alive with fun-filled activities, free entertainment, delicious food samples and deals for travellers and locals alike. Running Fridays from 9 a.m. to 3 p.m., the event features live entertainment by local performers and beats courtesy of the Lower Mainland’s hottest DJs. For the little ones, caricaturists and balloonists will be onsite, complemented by face painting and photos ops with the beloved YVR mascots.

Plus, back for a second consecutive year is the popular YVR Take-Off Fridays’ Paper Airplane Competition, scheduled for Friday, July 11 at 11 a.m. Participants of all ages are invited to vie for the chance to scoop up huge prizes, as they square off to create an airplane that will soar past their competitors. Paper airplane expert Ralph Heldt will coach participants on the aerodynamics of paper airplanes and which folding methods will yield the farthest flights.
