“I'm excited to once again be a Liberal candidate” CONTINUED FROM1 that is accessible, which is a message that I have heard support for from thousands of Newton residents over the past few months. The nomination meeting also showed me that there is a real desire for change in SurreyNewton. As a Member of Parliament, I always made addressing the local concerns of constituents my first priority. In the riding of Newton-

North Delta, residents knew that my office was always ready to take issues directly to Ottawa. I was happy to stand up in the House of Commons and bring forth speeches, petitions, statements and arguments on behalf of the people. In terms of dealing with constituents' files, my office was also the busiest in all of Western Canada. My staff and I took pride in knowing that our efforts were

directly helping the community. The motivations of other elected officials seem to be different from my philosophy. Being on television, only speaking about high profile issues, and trying to gain political influence and power seem to be the priorities that many are most concerned about. For me, politics isn't about getting profile, or receiving media coverage, or even about win-

ning. It is about serving the interests of Canadians. That is where my focus begins and ends, as it should be for every Member of Parliament. Connection to the community in which you live and represent is everything behind being an effective representative of the people. I have always felt connected with Surrey residents because of a common love of our community and everything that it

offers us as residents. I'm excited to once again be a Liberal candidate. I am really looking forward to immersing myself in the community and meeting with all residents, groups and cultural communities who are looking for someone to really listen to their issues and take up their causes. Dhaliwal, who acted with quiet dignity as compared

to Sarai’s pushy methods that put off decent people, garnered 4,561 votes, while Sarai with all the backing of people like Prem Vinning and his group managed just 2,221 votes – thus totally exposing the so-called kingmakers whom people are now openly mocking. I had predicted a backlash in this riding after the scandalous manner in

Sukh Dhaliwal which these WSO types influenced matters in

Vancouver South riding where businessman Barj Dhahan was forced to step down in favour of Lt-Col. (retired) Harjit Singh Sajjan, whose father Kundan Sajjan and political backer Prem Vinning are well connected to the World Sikh Organization. As I noted in an earlier write-up, although the WSO made it clear in a press release on Thursday

that it “does not, as a matter of policy, endorse or support any specific political party or individual candidates” and so on, the fact remains that one of its most prominent members, Vinning, is a well-known political fixer who is not exactly popular. Dhaliwal was MP for Newton-North Delta from 2006 to 2011 until he lost to NDP’s Jinny Sims.

Longest night on Sunday – and then days start getting longer!

SUNDAY, December 21 is going to be the longest night of the year. Depressing, eh? But cheer up – because after that, the days start getting longer. While the earth rotates about the sun, it also spins on its axis, which is tilted some 23.5 degrees towards the plane of its rotation. Because of this tilt, the Northern Hemisphere, where we are based, receives less sunlight, creating winter. On the winter solstice, the sun appears at its lowest point in the sky and its noontime elevation appears to be the same for several days before and after the solstice. That is the origin of the word “solstice” – Latin “solstitium”: “sol” or sun and “-stitium” of a stoppage. As the National Geographic reports, people have celebrated the day around the world and throughout history. In fact, “ancient Rome had a major festival in honor of Saturn, their god of farming, on the winter solstice. The solstice occurred around December 25 on the Roman calendar. About 1,600 years ago, Pope Julius I of the Catholic Church decided that Christmas should be celebrated on December 25, so that a Christian holiday would replace the ancient Roman one.”

PREMIER Christy Clark will be off to India with her 13-year-old son, Hamish, on a personal trip right after Christmas. Clark told the Kelowna Daily Courier that they will help build a school in an Indian village as that will teach her son all about empathy. She told the newspaper: “It will show him one of the ways he can do things to make other people’s lives better.” Clark’s press secretary Sam Oliphant told The VOICE on Tuesday that he didn’t have any further details at this time because this is a personal trip for the Premier. ACCORDING to timeanddate.com, the winter solstice occurs in Surrey, B.C., on December 21 at 3:03 p.m. But interestingly, it says that the winter solstice doesn't always occur on December 21. Sometimes it comes on December 22, which will happen again in 2015. December 21 or 22 solstices happen more often than December 20 and 23 solstices. The last December 23 solstice was in 1903 and will not happen again until 2303. A December 20 solstice has occurred very rarely, with the next one in the year 2080. So why do the dates vary? The website explains: “The Gregorian calendar, which is used in most western countries, has 365 days in a common year and 366 days in a leap year. However, the tropical year, which is the length of time the sun takes to return to the same position in the seasons cycle (as seen from Earth), is different to the calendar year. The tropical year is approximately 365.242199 days but varies from year to year because of the influence of other planets. I’m always rather incredulous when Minister Jason Kenney boasts about his goal of attracting the young and the brightest to Canada, and then in the next breath drops a new bombshell about how much harder it is to sponsor relatives. The reality is that if the young and the brightest do not have any hope of bringing their parents with

Conservatives have done nothing to convince Canadians that the program is fair. Instead, I and my NDP colleagues have raised thus far unanswered questions about “queue jumping”: How will Canadians know that those first are actually first to enter the country or first to be processed? How will applications be tracked? Will applicants end up in limbo if they submit an application, and do not receive an invitation? So in saying, “this is not my Canada,” here is what I mean when it comes to immigration: My Canada has an immigration policy focussed on nationbuilding, which requires a balance of family reunification and economic immigrants. My Canada also has an immigration policy that is fair and transparent. Nation-building and accountability are clearly not the foundation on which this Conservative government has built its immigration policy. And when I think about that, it scares me. And I begin to not recognize my Canada.

Thursday’s homicide victim identified as 17-year-old Jaylen Sandhu THE Integrated Homicide Investigation Team was called in on Friday to lead a homicide investigation which occurred on Thursday (December 18) in the 16300 block of 88 Avenue in Surrey. Just after 2 p.m., Surrey RCMP responded to a report of an assault in progress at this location. On Thursday, Surrey RCMP had said: “A male victim was located with multiple stab wounds and taken to local area hospi-

tal. Reports of shots being heard have not been confirmed at this point. Officers are interviewing witnesses and canvassing the area for further information.” IHIT Staff-Sgt. Jennifer Pound said: “The victim was able to run away from the scene and sought assistance from a nearby residence. He was then transported to the hospital but he succumbed to the injuries he sustained a short time later. The suspect fled the scene and

there have been no arrests affected in connection to this homicide.” The next-of-kin was notified and the victim was confirmed to be 17-year-old Jaylen Sandhu. THE Conservative government has made it more challenging than ever for families to reunite; has presided over the arbitrary rejection of visitor visa applications (resulting in missed weddings, missed funerals, and perhaps most sadly, missed goodbyes to dying loved ones); has allowed spousal sponsorship wait times balloon; and has lengthened wait times for those who have earned citizenship to obtain it. At the same time, it has also

created a new Express Entry program to facilitate the entry of economic immigrants into Canada, one of which many, including employers, are skeptical. Purportedly, the new program will be so smoothly administered that it will see eligible applicants fast-tracked within six months’ time. Skepticism, however, is understandable considering the fiasco this government made out of the former Skilled Workers stream. For those unfamiliar with this government’s mismanagement of that program, Conservatives dealt with a 300,000 applicant backlog quite simply: by pressing the delete button. With that came the betrayal of all those applicants’ trust, and left millions of dollars in administrative costs unaccounted for. My own personal concern about the Express Entry program is that it is far from transparent. Once again this government is placing an inordinate amount of power into the hands of one Minister – in this case, Chris Alexander. The

them, they simply won’t choose Canada. Things are looking nearly as bleak for those looking to gain citizenship under this government. Conservatives say they want to eliminate the backlog and reduce the processing times for citizenship applications to less than one year by 2015-2016. And yet, the application backlog has doubled in seven years, increasing from 179,141 in 2006-2007 to 387,600 by the end of fiscal year 2013–2014, and processing times have doubled over the last four years.

Amrik Virk loses Advanced Education portfolio, moved to another ministry, but NDP says he should be fired BY RATTAN MALL GOING, going, gone! Amrik Virk was moved from the Advanced Education portfolio on Thursday and appointed the Minister of Technology, Innovation and Citizens' Services. Andrew Wilkinson, who was Minister of Technology, Innovation and Citizens' Services, is the new Minister of Advanced Education. Christy Clark announced the change in cabinet after months of controversy about Virk’s role in “underhanded executive compensation practices”, as NDP Advanced Education Critic David Eby

put it, when he was on the Kwantlen Polytechnic University board of governors. Just last month Clark had refused Opposition demands to remove Virk from the portfolio after the NDP released emails that showed Virk did participate in the discussions about a hidden bonus for then-University of Regina dean of business Ann Lavack to lure her to become vicepresident academic (VPA) for KPU. Virk, who was an RCMP inspector when he was on the KPU board of governors in April 2011, emailed: “Given the low pay level of a VPA at Kwantlen and the difficulty in drawing candidates within the current pay scale, the research leave is one way to ‘top’ off the pay level.” Virk said he had forgotten about the email. Finance Minister Mike de Jong also came to Virk’s defence, telling media that Virk had already admitted to his past disclosure inadequacies. He ordered a renewed investigation of the new emails. On Thursday, the government announced that an examination of new material provided in the review of K w a n t l e n Po l y t e c h n i c a l University’s board of directors had been completed and it found that some of KPU’s administrative staff and the search consultant were aware of an offer letter and pre-employment contract for former Kwantlen vicepresident and provost, Anne Lavack. Rob Mingay, the assistant deputy minister directed to conduct the review, had completed the original review of allegations related to contracts for executive staff in June. De Jong asked him last month to review the new information tabled in the legislature to determine whether it changed the findings of fact, conclusions or recommendations in his original report. Mingay found the new information serves to revise the statements of fact contained in the report and the conclusions that can be drawn from them, based on the new information tabled in the legislature. The change to the conclusion only serves to reinforce the importance of the recommendations in the

THE NDP said that the B.C. Liberals were “rewarding a minister who broke executive compensation rules and then hid his involvement for months.” “Minister Amrik Virk broke executive compensation rules while on the board at Kwantlen Polytechnic University, then he went to extraordinary lengths to hide his actions from the public. But rather than removing him from cabinet, the B.C. Liberals are once again protecting their friends, shuffling him to another portfolio,” said New Democrat advanced education spokesperson Kathy Corrigan. “Minister Virk treated the public and the legislature with disdain during his time on this file, and now the premier is rewarding him with a new cabinet post.” Corrigan also noted that Virk has shown himself to be uniquely unqualified for his new role. “It is unfathomable that a minister who has hidden information from the public should be selected over all other government MLAs to be the minister in charge of Freedom of Information; and that the same minister, who blamed his problems accessing email for his inability to hand over relevant evidence in the KPU compensation investigation, should be our new minister of technology,” said Corrigan. In light of the confirmation on Thursday from Rob Mingay that Virk was actively involved in compensation rule-breaking, the premier should have acted immediately to relieve Virk of his cabinet post. “Minister Virk should have done the honourable thing months ago and stepped down. Failing that, the premier had a duty to the public to step in and fire him. Instead, the B.C. Liberals protected their friends, and put the people of this province last,” said Corrigan. BHULLAR Wrestling Club celebrated its second annual Christmas party on December 16 at which the club’s kids were presented medals for completion of their first year. Some students received special recognition awards for their excellence shown at practices. Coach and club president, Jag Bhullar, is organizing a national level tournament for elementary and high school athletes, called the Western Canada Age Class Championships 2015, on January 16 and 17 at the Richmond Olympic Oval. “This is the first tournament of its kind to be held out of Richmond. We are anticipating approximately 800-plus competitors from all over Canada and the United States, as well as about 1000-plus spectators. FIELD Hockey Canada has confirmed the 12 athletes who have been selected to represent Canada at the 2015 Indoor Mason Cup from January 2-4, 2015, in Denmark. The tournament will feature top club teams from across Europe including former Russian club champion Dinamo Elektrostal, Denmark’s Orient Lyngby and Stagelse HK, as well as National Teams from Switzerland and Sweden. Canada’s participation in the tournament is a part of its ongoing preparation for the 2015 Indoor World Cup, which will be held in Leipzig, Germany from February 4-8. VICTOR Ghirra’s giving spirit is alive and well with help from the Benevolent Brotherhood Society, Ghirra family, the Cooperators Insurance agencies and Vancity Credit Union who all pitched in to gather more than 3,500 toys in Richmond on Saturday afternoon. The toy drive dedicated to the man with the golden heart inspired people from across the Lower Mainland to give and put smiles on thousands of children’s faces for Christmas this year. Michael, Bobby and Sanj Ghirra, Victor’s brothers, were very pleased at the turnout this year: “Victor’s kind acts have inspired so many. More and more people hear our brother’s story and they feel inspired to give. We believe because our brother Victor was such a genuine, kind person it is so hard to find anyone ever like him.”

Riverside Palace Banquet Hall was decorated with plenty of holiday cheer. Santa Claus himself made an appearance and was eager to take photos with guests. Guests were welcomed with treats and kids hopped into the bouncy castle as generous individuals made their drops and were assisted by volunteers. Victor was involved in many charitable initiatives, but one charity that Victor was really touched by was BC Children’s Hospital. A heartwarming story that depicts Victor’s character was when he would every Christmas, buy thousands of dollars of toys and go to Children’s Hospital to donate them to needy children. When they would ask, “Who are you and where are these toys from - which organization?” Victor would simply reply, “It doesn’t matter who I am or where I am from, these

Parent and Grandparent Program re-opening January 2, maximum of 5,000 applications to be accepted CITIZENSHIP and Immigration Minister Chris Alexander announced on Friday that the Parent and Grandparent Program (PGP) will re-open on January 2. Alexander highlighted the success of the PGP, stating that Canada has welcomed more than 70,000 parents and grandparents since 2012. This number represents the highest level of parent and grandparent admissions in nearly two decades. Thanks to the government’s Action Plan for Faster Family Reunification, the backlog has already been reduced by nearly 54 percent. Parents and grandparents

who wish to visit their family in Canada can also apply for the Parent and Grandparent Super Visa. It remains a fast, convenient option for parents and grandparents wanting to spend an extended period of time in Canada with their families. To date, approximately 45,000 Super Visas have been issued with an approval rate of over 80 percent. Any PGP applications received before January 2 will not be accepted. Detailed information on how to apply, including application forms and guidelines, is currently available on Citizenship and Immigration Canada’s

(CIC) website, enabling applicants to begin filling in their forms and gathering documentation. A maximum of 5,000 new, complete applications will be accepted in 2015. With more than 1,000 Super Visas being issued monthly, this has become one of CIC’s most popular initiatives. “Canada has one of the most generous family reunification programs in the world and we are taking action to reduce backlogs and improve processing times—so that families are reunited with their loved ones more quickly,” said Alexander.

Guru Nanak’s Free Kitchen’s 2nd annual toy drive nets over 3,500 toys for kids in need

GURU Nanak's Free Kitchen (GNFK) 2nd Annual Toy Drive collected over 3,500 new toys for kids in need. In partnership with the Surreybased Sikh Academy Elementary School, families turned up in droves to wrap new toys. An emotional Paul Hundle, coordinator of the event, was

turned up at the event. Surrey MLA and Minister for Advanced Education Amrik Virk made his second consecutive appearance at the event. He addressed the GNFK volunteers by thanking them for their hard work in making this event successful. Also in attendance was the

noble cause. GNFK is not affiliated to any religious institution and is a volunteered-based organisation that simply relies on community donations. Apart from the weekly food drives (Sunday's at Hastings / Main in the

Dario Bartoli murder: Police again appeal to witnesses to come forward THE Integrated Homicide Investigation Team on Monday once again appealed to witnesses to come forward in the murder of Dario Bartoli, 15, who was assaulted by a group of people on Saturday morning on 18th Avenue and died in hospital. Staff Sergeant Jennifer Pound said that while the IHIT have spoken with some associates

and witnesses, there are many more that they need to reach and were asking all individuals who have details in regards to this murder to come forward. She added: “There is much rumor and speculation as to what occurred the evening Dario was killed and for that reason we ask individuals who have information to come to police before turning

to social media.” Pound said: “We know the scene was dynamic and the incident happened quickly. We have yet to confirm if or what weapons were involved or the size of the suspect group. To classify this as a “swarming” is premature.” She added: “Early indications support the theory that this was an alcohol fuelled alterca-

tion between two groups that turned tragic.” SURREY RCMP received a report on Saturday (December 13) at about 2:40 a.m. that two teenage males, a 14-year-old and a 15-year-old, fled to a residence in the 15600 block of 18th Avenue after having been assaulted by a group of four to five people.

The 15-year-old male was transported to hospital with critical injuries. Police said that at about 10:20 a.m., he succumbed to his injuries. Taxes up in Surrey, but mayor says city has lowest taxes per capita in region SURREY City Council approved the 2015 budget at Monday night’s Council meeting. Recreation, culture and public safety are key priorities that feature prominently in the budget. The financial plan calls for a number of the development and improvements for Recreation and Culture facilities. The total cost of the projects proposed for the City is valued at $205 million. Here are a few of the major recreation and culture capital projects to be undertaken over the next five years: * New recreation and cultural facility in Clayton * The building of the second phase of the Surrey Museum * Four new ice sheets for Surrey * Renovations to City Centre Artist Space To help fund these projects a new flat $100 Recreation and Culture Parcel Tax has been implemented. The R&C Parcel Tax will generate approximately $16 million per year towards new capital initiatives in Surrey. The budget also makes provision for the hiring of an additional 100 RCMP officers to bring the

total to 803 officers in Surrey. Provisions have also been made to increase municipal support staff for the RCMP. “As the second largest city in British Columbia, and with one-third of our population under the age of 19, investing in infrastructure for our youth is a top priority,” said Mayor Linda Hepner. “The hiring of additional RCMP officers will bring us in line with the recommendations of two independent research projects while still maintaining the lowest taxes per capita and spending in the region.” Since 2007, Council has held the line on property tax increases to 2.9% per annum and that trend continues for the 2015 budget. For the average single family residence this amounts to an increase of $46.20. “The 2015 Budget addresses many important priorities for Surrey,” said Councillor Tom Gill. “By investing back into our community with additional police officers, new recreational and cultural centres and keeping the lowest taxes per capita, we are making this a better city for all who live and work in Surrey.”

Container truck drivers to meet on Sunday in Surrey to discuss port protests UNION and non-union container truck drivers servicing Port Metro Vancouver will be meeting at Dhaliwal Banquet Hall, 8166 128th Street, Surrey, on Sunday, December 21 at 2 p.m. to discuss action following Monday's proposal from the BC government for sector-wide wage cuts. "A deal is a deal. Truck drivers have every right to expect that the wages and round-trip rates negotiated will be honoured," said Gavin McGarrigle, Unifor's BC Area Director. "We're used to companies undercutting each other, but the BC government is undercutting the rates we negotiated with them in March. These draft rates will not bring labour peace at the Port," said Paul Johal, President of Unifor -Vancouver Container Truckers' Association (VCTA). Container truckers shut down Port Metro Vancouver for nearly four weeks in March 2014 as a result of undercutting by trucking companies and long wait times at the port. Truckers went back to work after a Joint Action Plan was signed with the Port, the BC government, and the federal government. The plan included commissioning a report from mediator Vince Ready and Corinne Bell, which was published in September. It was intended to provide feedback on procedural and regulatory issues with the plan, not as a way to undermine the negotiated wage rates, says Unifor. THE Government of B.C. said Monday it has listened to the

truckers serving Port Metro Vancouver and was releasing its proposed rate structure, which will soon be brought into force, providing fair wages for these truckers moving forward, plus other improvements. The Province said it is taking steps to resolve undercutting within the container trucking industry that made it difficult for truckers serving the port to consistently earn a fair wage. This undercutting raised tensions and negatively impacted the port’s operations. The B.C. government said it has worked hard with the Government of Canada, Port Metro Vancouver, mediators Vince Ready and Corrin Bell, industry, labour and truckers since March to improve wages and working conditions for truckers. It is a complicated situation and it has been hard to find a solution that pleases everyone. The government thanks all parties for their input. There are new rates for truckers, retroactive to April 3, 2014. In March 2014, a Joint Action Plan was agreed upon by the United Truckers’ Association, Unifor, and the provincial and federal governments. With the imminent provincial regulations coming into force, 12 of the 14 actions in the Joint Action Plan will now be complete for this sector, including: * Minimum rates for all truckers that serve the port on and off dock. * A 2% fuel surcharge in place.

savagery ever perpetrated, the Pakistani Taliban senselessly slaughtered 126 school children in a brazen terror attack launched by its heavily armed gunmen and suicide bombers on an army-run school in Pakistan’s Peshawar city in retaliation to Pakistan Army’s operation against extremists in North Waziristan. The horrifying attack was carried out by a group of paramilitary uniform-wearing terrorists who stormed the Army Public School complex in Peshawar, the capital of Pakistan’s Khyber Pakhtunkhwa province bordering Afghanistan, Pakistani media said. The heartless attackers went on a rampage, massacring the school children, with many being shot in the head and chest from point blank range. The vicious terror strike, staterun Radio Pakistan reported, left 126 students dead and 122 injured. ARY News put the toll at 129. The attack brought to mind Russia’s Beslan school tragedy in which nearly 400 people were killed in 2004 by Chechen extremists. Television footage showed the surviving school children shocked and in tears. Some of them had blood on their faces. One of the students was carried away on a stretcher while another leaned onto a security personnel who helped him away. Frightened and traumatised children recalled the horror. “We were in the auditorium. Suddenly firing started and our teacher asked us to lie down. After one hour, the army came for our rescue,” a visibly shaken student rasped. A teacher said that the firing started from the back door of the auditorium. Soon after the terrorists struck, a suicide bomber blew himself up outside the school auditorium. Another young student said: “It was the fourth period. We were in our classes. They (the terrorists) were carrying guns in their hands.” “Our principal told our teacher that the students have to be evacuated. Suddenly we saw army personnel arriving,” he added. The injured students writhed in pain, with their white shirts and green sweaters stained with blood. A child who was swathed in bandages was in tears as he narrated the terror attack. The Taliban, which had shot at Malala Yousufzai who went on to share the Nobel Peace Prize with India’s Kailash Satyarthi, claimed responsibility for the attack that left Pakistan and the world numb with grief. The terror group called it a “revenge attack” for the army operations in North Waziristan. The wounded and bloodied were taken away to hospitals, that later faced blood shortage, while anxious parents waited for news outside. Prime Minister Nawaz Sharif, who flew down from Islamabad to Peshawar, said that till terrorism is not brought to an end in Pakistan, this kind of terror act will continue to happen. “This is in retaliation of our military operation against the terrorists,” said Sharif who called it an act of cowardice which will not be tol-

He added: “This increase is keeping with the proposal that I recommend-

ed to the Police Committee in October and will increase our establishment from 703 police officers to 803.” Fordy said: “I plan to significantly enhance our first responders’ police presence (i.e., General Duty), and review our needs in Traffic Services, our Youth Unit, and Investigative Services. This increase will allow our police officers to spend more time engaged in proactive policing initiatives across the city. The increase in municipal employees will allow for additional support to the police officers that will be joining the detachment. “While we are all eager for these new resources to arrive, the process to increase staffing does take some time. The City of Surrey will now write a letter to the province's attorney general and minister of justice requesting this increase, followed by the province making the same request to the federal minister of public safety and emergency preparedness. The Government of Canada will then send written approval back to the province and the City. Once this approval is received, RCMP staffing will work to fulfill the request.

Surgeons at Burnaby Hospital say they have lost confidence in FHA SURGEONS at Burnaby Hospital say they have lost confidence in the management of Fraser Health Authority (FHA) surgical services and are calling for changes to deal with the hospital’s unacceptably long surgical waitlists. Many of the surgeons at Burnaby Hospital, as well as other medical staff, have even come to believe that the hospital and its patients would be better served if the facility was under the wing of another health authority that could show more concern for the citizens of East Vancouver and Burnaby served by the hospital, such as Vancouver Coastal Health or Providence Health Care. Dr. David Jones, Burnaby Hospital’s former medical director and part of the surgical team, said on Monday the FHA has unfairly tried to place the blame for long surgical waitlists at Burnaby Hospital on the surgeons. He pointed to repeated requests by Burnaby Hospital surgeons for a fair share of FHA funding resources; funding that would allow the hospital to open several currently empty operating rooms and reduce the waitlist.

Quick Facts: * Immigrant investor programs are currently in place in more than 30 countries worldwide. * The Government of Canada ended the previous Immigrant Investor Program and the Entrepreneur Program as neither program was determined to have contributed to Canada’s economic growth. Research indicated that immigrant investors under the previous programs were less likely than other immigrants to stay in Canada over the medium to long term. * By requiring a non-guaranteed investment of $2 million and including more selection criteria for skills and abilities, the Immigrant Investor Venture Capital Pilot Program will test a new approach to immigrant investor programming in Canada. * Investments into the Immigrant Investor Venture Capital fund will be used to seed innovative Canadian start-ups with high growth potential. * Immigrant investors who are selected will be required to obtain a due diligence report from a designated service provider in order to prove that their net worth of at least $10 million has been obtained from lawful, profit-making business activities.

Is a collision repair company a good investment?

AN upward trending stock chart published in the newspaper Globe & Mail’s ‘Report on Business’ last week was good news for investors in Boyd Group Income Fund, a Winnipegbased fund the units of which include such brands as Boyd Autobody & Glass in Canada and Gerber Collision & Glass in the United States. These companies are part of Boyd Group, which has grown from one repair shop in Winnipeg established in 1990 to 318 shops today— doubling in size since 2011— and is now one of the largest collision and windshield repair operators in North America. Reportedly, the Boyd Group is the only publicly traded such group in what is described as the “highly fragmented North American auto repair industry,” collectively valued at more than $30-billion. The Globe & Mail report indicates that all

seven analysts who focus on Boyd Group are recommending it as a “buy,” which means they see potential for more growth and target price increases. For road safety advocates dreaming of a ‘zero crash future’, however, the climb of the Boyd Group chart is a worrisome snapshot. The underlying analysis is even more disturbing. It would be one thing if it at least stopped after identifying the usual conditions that foster business stability and growth: First of the classic business analysis reasons is that improving systems making for a strong position to meet the ongoing demands of business ‘feeders’—in this case auto insurers who tend to refer their insureds to the larger, more established repair shop chains. Secondly, cash flow is assured as receivables are low risk given that about 90 per cent of Boyd Group’s business is paid through insurance. Thirdly, this industry appears to be “ripe for consolidation”. Fourthly, in Boyd Group’s case the prospect of 20 per cent per year growth “through a combination of same-store sales growth and acquisitions of both single and multi-store operations.” Fifthly, the lower Canadian dollar is also beneficial given that 90 per cent of Boyd Group’s revenue is from the US.

But the analysts go on to sketch out the bigger picture—the context—that substantiates their belief that along with these business factors profitability is almost assured. Here it is. The auto collision and repair industry is a safe bet because crash rates, they say, are on the way up. More drivers and more congested roads mean more crashes. Lower gas prices mean more driving and more crashes. Even the weather is now involved. More icy weather in North America supposedly means more crashes. National Bank Financial analyst Trevor Johnson summed it up this way: “People, unfortunately, are always going to be crashing their cars, especially when the weather is bad.” In short, while alerting investors to the need to consider the traditional underlying business factors boding well for Boyd Group, they also tout fundamental factors that will multiply crashes and hence grow the bottom line not just for Boyd Group but also for the industry as a whole. To put it another way, this same group of analysts outlined the risks for Boyd Group: “trouble finding and integrating new acquisitions”; “weakening relationships with insurance companies”; and “a drop in vehicles collisions.” But

not to worry, they say, since all of these risks are low. All of this, however, may be contradicted by the advent of amazing anticollision technologies that are now standard on luxury vehicles and will be
