BY RATTAN MALL A few months ago I suddenly decided to start updating our website with news every day as soon as possible instead of just getting stories uploaded at the end of the week. And that gave our website a tremendous boost, so much so that we had to switch to another server last month to handle the traffic. Sure, that means that I don’t get a break even when I get back home in the evenings or on the weekends – as I am doing all this by myself – but the thrill of it all and the deep satisfaction of serving our readers, makes it all worthwhile. Of course, sometimes you may have to wait for a story or analysis – because I am human after all! So thank you all from the bottom of my heart for your loyalty in trusting what we post online and forwarding our links. However, our local readers also look forward to the printed paper each Saturday as that has its own value – and charm. In the New Year, we will try

our best to make the website and the paper even more exciting. Please do not hesitate to send us your stories and photos – we love to highlight your achievements, especially of kids, because as it is there are too many negative stories circulating around and, of course, unfortunately we cannot turn a blind eye to them either. You can also email me any story ideas or tips in absolute confidence. There is no way

More than 260,000 people became new Canadians in 2014, a record CANADA welcomed more than 260,000 new citizens this year and the government says it is because of its improvements to the citizenship program as well as recent reforms to the Citizenship Act. Citizenship and Immigration Minister Chris Alexander said on Tuesday that this is “more new Canadians than in any year in Canada’s history and more than double the number from last year.” He made the announcement at a citizenship ceremony this morning in Scarborough, Ontario. Through recent changes to the Citizenship Act, the government has made strides over the past year to improve the citizenship application process, and applicants are already seeing results. * A new citizenship deci-

sion-making process, which came into force August 1, has streamlined the process from three steps to one. Since implementing the new process, more than 115,000 people have become Canadian citizens – a 90 percent increase from the same time period last year. * Canada’s citizenship application backlog has been reduced by 17 percent since June 2014, and is at its lowest level in almost three years. * The government is on track to eliminate the citizenship application backlog and reduce processing times to less than one year sometime in the next fiscal year. To have applicant fees more closely reflect the costs associated with processing citizenship applications, citizenship processing fees will

Chris Alexander Photo by Chandra Bodalia increase from $300 to $530 for applicants whose complete applications are received after January 1, 2015. These applicants will benefit from the processing improvements outlined above, and this is in keeping with user-pay principles and

a move toward full cost recovery in the citizenship program, said Alexander. Applications for a grant and resumptions of citizenship to a minor are exempt from this change. The $100 Right of Citizenship fee for successful applicants remains the same. Other fees for services, such as for citizenship proofs, are not changing. “With a record number of new Canadians this year, it is clear that our government’s changes to the Citizenship Act are having a real impact on the number of new citizens welcomed to the Canadian family. With more than 260,000 new citizens embracing Canadian values and traditions in 2014, we are fulfilling our commitment to reducing backlogs and, improving processing times,” said Alexander.

Quick facts * Since 2006, Canada has enjoyed the highest sustained levels of immigration in its history - an average of one quarter-million newcomers each year. * Canada has welcomed more than 1,550,000 proud new Canadians since 2006. * Changes to the Citizenship Act received Royal Assent on June 19, 2014. These changes are helping to improve efficiency while also strengthening integrity of the citizenship program. * Even with this change, Canada’s fee is still lower than partner countries’ including the United States and United Kingdom. This change allows the government to continue to reduce backlogs, improve processing times and reduce the burden on Canadian taxpayers.

Carjacking suspect in custody in Surrey, baby found safe in stolen car IT’S a miracle that nobody was seriously injured when a carjacker caused a crash involving several vehicles and then stole a vehicle with a baby inside, finally abandoning the car. A suspect was later taken into custody. The drama began at about 12:30 p.m. on Tuesday when Surrey RCMP responded to reports of a male observed with a gun near the area of 186th Street and Fraser Highway. While en route to the scene, officers were advised that a Toyota pick-up truck had been stolen from the area by a white male suspect,

believed to be the male seen with a gun earlier, with a female inside the vehicle. The suspect fled the area in the stolen vehicle and was involved in a crash involving multiple vehicles near Fraser Highway and 68th Avenue. The male exited the vehicle at the accident scene and proceeded to steal a Ford Escape with a baby in the back seat. All available units attended the area immediately in an effort to locate the vehicle and the baby. The stolen Ford Escape was located by patrolling officers within minutes. The vehicle had

been abandoned, with the baby inside, in the area of 96th Avenue and 158th Street. The baby was reunited with his mother, apparently unharmed. Cpl. Bert Paquet told the media: “I saw a response from officers I had never seen before in 20 years of service. All officers everywhere in Surrey, who were

not attached to an urgent file, immediately went and patrolled aggressively looking for the vehicle and the baby.” A gun was recovered from inside the Toyota pickup that was left at the accident scene near Fraser Highway and 68th Avenue. The news deadline for this week’s paper was Wednesday morning because of the holiday season. For stories after Wednesday morning, please go to our website www.voiceonline.com

Pakistani Canadian Cultural Association sends flowers to innocent victims of Peshawar in shape of Quran recitation AS a tribute to the Peshawar ‘martyrs,’ the Pakistani Canadian Cultural Association of BC (PCCA BC) arranged the recitation of Quran (prayer session) at the Fiji Islamic Center, Surrey. Thirty one plus Quran e Karim were recited and blessed to all those who have been martyred by terrorists. Speaking on this occasion, Dr Mohammad Tariq, Consul General of Pakistan in Vancouver, expressed his feelings over the unfortunate Peshawar incident and assured the Pakistani community that the Government of Pakistan is taking all the necessary measures to curb terrorism in Pakistan and bring peace to the region. He sought the community’s help in this regard and appreciated the efforts of the PCCA to arrange the gathering.

Sheikh Murtaza Bachoo, religious consultant of AzZahra Islamic Community Centre of British Columbia, spoke about the contributing factors of terrorism and provided some points on how to tackle them. He indicated that the Pakistan Government should not differentiate acts of terror and fight them all no mat-

ter what shape and form they take. Another religious scholar, Mufti Aasim Rashid, BCMA Media Relations Director, underscored the need to have faith in Allah and unity within the community. He denounced terrorism in all forms and advised the youth of the community to stay away from such groups that

would promote hate. He also mentioned if the Canadian Muslims follow their religious leaders who are making efforts of Din e Islam only here in the Lower Mainland they will not get into radicalization. Only when children start following others who teach their messages on the social media and suddenly you see someone

pack up and leave, that becomes an issue. Mufti Aasim Rashid highlighted the importance of parents to keep checks on their children’s use of the Internet. PCCA- BC will release video highlights of the talks. PCCA-BC President Naveed Waraich highlighted the fact that the community is sending the flowers to the Peshawar children by reciting the Quran over 31 times. He thanked the community members who spent day and night reading the Quran to send blessings to ‘our lovely kids.’ Waraich requested the community to get involved as they spent their time and resources to organize such events for the community with great love and spirit. Public Relations Director Iftikhar Ghumman thanked all the

PCCA directors for arranging the prayers and all the community members who joined the prayers and those for some reason were not able to attend. He also thanked the media who is taking their role very responsibly and providing events coverage so community understands that their representatives are active in this regard.

utter threats of death / bodily harm, unlawful confinement and robbery; and aggravated sexual assault. * Sukhraj Singh Chahal: sexual assault with weapon, unlawful confinement, and robbery. * Gurjinder Sodha: sexual assault with weapon, unlawful confinement, and robbery. In both incidents, the victims were sex trade workers who were picked up by two males that were unknown to them. The suspects drove the victims to secluded areas where they were sexually and physically assaulted. On August 12, 2012, a female engaged in a high risk activity as a sex trade worker was picked up by two strangers in the area of King George Boulevard and 91st Avenue. She was driven to a secluded area of Colebrook Road where she was violently sexually and physically assaulted.

The suspects charged as a result of these offenses are Simranpreet Dhillon and Sukhraj Chahal. On October 18, 2012, a second sex trade worker was picked up by two strangers in the area of King George Boulevard and 105th Avenue. She was driven to a secluded area in the 12800 block of Colebrook Road where she was also violently sexually and physically assaulted. The victim suffered serious but non-life threatening injuries and was taken to local area hospital where she endured a lengthy recovery. Simranpreet Dhillon and Gurjinder Sodha have been charged for these offences. The Surrey RCMP’s Child Abuse and Sexual Offence Unit were actively engaged in these investigations from the outset. This engagement included regular contacts with the group specifically targeted

by these individuals in order to enhance their safety. These ongoing communications between sex-trade workers and RCMP officers are ongoing. The team of investigators who were assembled definitively linked the investigations and began gathering evidence through various means. After a lengthy and complex investigation, the suspects were identified and arrested and have been charged with a total of 17 criminal offences. Investigators are concerned that there may be more victims who have yet to speak with police. As a result, the Surrey RCMP is appealing for potential victims or witnesses to come forward. Anyone with information is asked to contact the Surrey RCMP Child Abuse and Sexual Offence (CASO) Unit at 604599-0502 or Crime Stoppers, if they wish to remain anonymous, at 1-800-222-TIPS.

Sukh Dhaliwal totally thrashes Randeep Sarai in Surrey-Newton by 4,561 votes to 2,221 votes (This story put up on the website on December 13th night went viral, garnering thousands of hits within 24 hours. It got the second highest hits in 2014!)

BY RATTAN MALL SUKH Dhaliwal thrashed the living daylights out of Randeep Sarai at Saturday’s federal Liberal nomination for SurreyNewton, thus totally humiliating the World Sikh Organization-associated individuals who were backing Sarai. Dhaliwal, who acted with

quiet dignity as compared to Sarai’s pushy methods that put off decent people, garnered 4,561 votes, while Sarai with all the backing of people like Prem Vinning and his group managed just 2,221 votes – thus totally exposing the so-called kingmakers whom people are now openly mocking. I had predicted a backlash in this riding after the scandalous manner in which these WSO types influenced matters in Vancouver South riding where businessman Barj Dhahan was forced to step down in favour of Lt-Col. (retired) Harjit Singh Sajjan, whose father Kundan Sajjan and political backer Prem Vinning are well connected to the World Sikh Organization. As I noted in an earlier write-up,

Sukh Dhaliwal although the WSO made it clear in a press release on Thursday that it “does not, as a matter of policy, endorse or support any specific political party or individual candidates” and so on, the fact remains that one of its most prominent members, Vinning, is a wellknown political fixer who is not exactly popular. Dhaliwal was MP for Newton-North Delta from 2006 to 2011 until he lost to NDP’s Jinny Sims.

Murder victim Mandeepak Chahal’s family wants accused to face a ‘fitting punishment’ (This story posted on our website on November 2 has received thousands of hits. And the story of his murder posted in June received the sixth highest number of hits this year.) THE family of murder victim Mandeepak “Deepak” Chahal, 22, in an email to The VOICE on Sunday said they want a “fitting punishment” for the accused. The Integrated H o m i c i d e Investigation Team announced last week that charges had been laid against Sukhpreet

“Jesse” Shergill, 20, of Surrey in the June 19 murder of Chahal, 22. Chahal was not known to police. Sgt. Adam MacIntosh said Shergill has been charged with one count of manslaughter. Chahal was reportedly stabbed to death near 65B Avenue and 131st Street in Newton in an altercation near St. B e r n a d e t t e Elementary School. At the time, IHIT Sgt. Bari Emam said: “Our investigators can confirm that this was not a gang or drug related

Mandeepak “Deepak” Chahal with his nephew.

Saturday, Dec 27, 2014 | Indo-Canadian Voice incident.” The family in their email said: “The family and friends are very shaken up by the loss of Deepak to such a senseless crime. As you may already know violence has been a major ongoing issue

in Surrey and surrounding areas. The family wants to ensure that the accused faces a fitting punishment which will also help set precedent and as an example that you cannot get away with taking away someone’s life so

easily and that violence will not be tolerated in our community. “The justice system needs to crack down on these people who carry weapons for no reason. We need to ensure that the perpetrator receives a harsh

enough punishment rather than a slap on the wrist. Why are such young kids walking around with weapons in the first place?” Shergill’s next court appearance is on November 26. Deepak moved to Surrey with

his family from Williams Lake (where he grew up) in 2006. He was in his second year of a fouryear electrical program at BCIT. He was working as an electrician for Nightingale Electrical company.

Sher-e-Punjab talk show host wants RCMP to charge kabaddi player who allegedly assaulted him (This story in September also went viral, receiving the fourth highest number of hits in 2014.) BY RATTAN MALL HARJIT Singh Gill, Sher-e-Punjab talk show host, told The VOICE this week that he wants to press charges against a kabaddi player who he claims assaulted him at the radio station last week. The incident followed Gill’s talk shows on a story about a kabaddi player from India who allegedly didn’t get proper medical attention after breaking a bone in the final match between Vancouver Kabaddi Club and Azab Kabaddi Club the weekend before last at a tournament in Surrey. Ajit Singh Badh, CEO of Sher-E-Punjab Radio, told The VOICE that “the Vancouver’s kabaddi sponsor said some wrong information had been given on the radio” and he told him to come over to talk it over. Badh said that six people turned up and “one of them started abusing. Police are investigating. The person took off Harjit’s turban.” (The VOICE will only mention the name of the kabaddi player who allegedly assaulted Gill if and when he is formally charged.) Richmond RCMP Cpl. Stephanie Ashton told The VOICE that police had taken statements from both Gill and Badh. The officer handling the case was to follow up with them and see what they want to do. She explained that in these circumstances it is up to the complainant as to whether they want to go any farther than just have it reported. She added that based on the reports, it looks like there are grounds for police to do something. However, nobody was hurt. Gill told The VOICE: “I already asked them to press the charges. I need them to charge them. They attacked the media. That’s what it is.”

player “was screaming ... and after two hours the ambulance showed up ... They were all absorbed in the game while nobody took care of the player.” Gill alleged that the “organizer of Vancouver Kabaddi Club Gian Binning” went to the hospital only at 10:30 p.m. Gill said the doctor told them that Dulla was on a player’s visa and it would cost them $15,000 to 18,000 for an operation. The club’s management allegedly told the doctor that they would let him know the next morning. The doctor said Dulla needed immediate surgery. The management took Dulla to a hospital specialist the next day and were reportedly told that they would have to pay up before any surgery could be performed.

Gill said Dulla is from a very poor family in India and the player was afraid that they would deduct the cost of the surgery from his contract money. So the management allegedly suggested that he get his surgery performed in India. Gill said last week on Monday he gave the news about the player on his radio program and commented that “it is very unfortunate what we did to a superstar player. ... I didn’t mention any names; I only said the Vancouver Kabaddi Club must do the surgery and all the people are so angry.” He said that the club sent Dulla back to India and arranged two more seats for him so he could go back laying down. Gill said Dulla had surgery done last week on Friday morning. Gill told The VOICE that he spoke to Dulla’s grandfather this week and he told him that the doctor said Dulla could have died because of blood-clotting. The doctor said that he could give no guarantee that Dulla would be able to play kabaddi again. Gill said the grandfather said that he had heard Canadians were so compassionate that they could not even bear to see an animal dying on the road and his kid was screaming in pain for two days and nobody seemed to care. Gill said he spoke about Dulla’s injury on his show last week on Monday and Tuesday and the Vancouver club management started phoning the studio on Wednesday saying they wanted to meet him. Gill said the club’s Gian Binning said he wanted to talk to him to clarify his side. He asked them

why they didn’t respond during his show on Monday and Tuesday when “the lines were open.” He said six people turned up at the radio station on Friday last week and they included Kashmir Singh Dhaliwal. Gill alleged that while Binning was talking to him, the kabaddi player who belongs to another kabaddi club “started the nonsense with me.” He alleged: “That’s why they were here they wanted to attack me and insult me.” He said he told them that he didn’t have their phone numbers to contact them for their side of the story and they should have “come on the open lines” during the talk shows. He alleged: “They were trying to pressure me that I wouldn’t give any negative news in the future.” And added: “It’s totally an attack on the media. That’s what the police officer’s saying.” Gill claimed that he was talking to the kabaddi club’s president when the kabaddi player started talking “nonsense” and he told him that he was not supposed to talk because he did not even belong to the Vancouver club. Gill then got up to leave, saying, “I am not going to talk to you.” That’s when the kabaddi player allegedly pushed him against the wall. Gill said: “Gian Vinning said he`s coming alone but he brought another five people only to assault me. ... They wanted to use their power to shut me up – nothing else, nothing else. I was fighting for the poor guy (who) is not known to me.” THE VOICE phoned Kashmir Singh Dhaliwal for his club’s version. Dhaliwal, who was very cooperative, also suggested after the interview that I speak to Binning as well because Dhaliwal himself was not present at the kabaddi match. I called up the cell number that Dhaliwal gave me several times over two days, but Binning didn’t get back to me. I even called Dhaliwal again to verify the number he gave me and he confirmed that it was the right one. (Incidentally, all the interviews were taperecorded, including the phonecalls at Bining’s number.) Dhaliwal told me that Binning arranged a meeting with Badh for the club because they wanted to “clarify” matters. He said although Harjit Gill said that Dulla did not receive any help, they had all the medical receipts to prove that he did get help: there is a hospital receipt for $1,200, another for the specialist for $300. Dhaliwal said the specialist said the player requires surgery, but that if it was performed here it would be five times more expensive than it would be in India, so it was “best” if he got his surgery done in India. Dhaliwal said that he wasn’t present there, but Binning and another person were and he learned of this from them. Dhaliwal claimed that the two asked the player what he wanted to do and he reportedly said: “I will get it done in India.” Dhaliwal added that Bining and the other person told the player that they would pay for all the surgery expenses in India. “They paid all the expenses for him here. We bought him a ticket [for the flight to India] and we have a copy of the ticket,” added Dhaliwal. Dhaliwal said the kabaddi player from another club brought up the topic of the ticket and he and Gill “had an argument and we intervened and separated them.” Dhaliwal at first told me: “There was some pushing and shoving, but there was no major matter.” But when I pointed out to Dhaliwal that pushing was assault, he said: “Nobody pushed anyone. They were trying to do that but people intervened and separated them.” I asked him if the kabaddi player touched Gill and Dhaliwal replied: “No ... they were trying, but the others prevented them from touching each other.” Dhaliwal said an ambulance came to the place “within half hour and took him to hospital and they did whatever had to be done.” Dhaliwal said that what he told me was what he had heard from the club management because he was busy with the gurdwara election matters. (But Binning didn’t return my repeated calls).

RCMP say accusation of booze being handed out by Doug McCallum is wrong (This piece in November received the fifth highest number of hits in 2014.) RCMP told The VOICE on Monday that the accusation made by Kal Dosanjh on his Facebook that “[Surrey mayoral candidate Doug] McCallum set up a tent beside the advanced polling Center yesterday [Saturday], and was handing out booze,

Kal Dosanjh

food and pamphlets, against the law” was wrong. The location was the Election Depot at 7452 132 Street. Dosanjh, who’s running for a Council seat with mayoral hopeful Barinder Rasode’s One Surrey team, had added: “When confronted by two by law officers he sent them on their way. Two RCMP officers arrived with the elec-

tions officer and shut it down,” and made other negative comments. Surrey RCMP Cpl. Bert Paquet told us that there was no booze involved in the incident.

Paquet said: “We were contacted by the Chief Election Officer. We went there and saw a tent up there with people offering tea and refreshments. So we asked them to pack

up and leave which they did without any issues.” Paquet said there was no indication that alcohol was seized and “there’s certainly no charges being laid.”

130 to 180 gangs in B.C.: Who are the most powerful? Who are the most dangerous? (This story on gangs put up on the website in early August keeps on getting hits almost every week. It seems that it has become a standard reference for many people.) BY RATTAN MALL DON’T get fooled into believing that everything is hunky-dory just because you have a couple of weeks without a shootout or someone getting whacked! With an estimated 130 to 180 gangs or criminal groups in B.C. you can’t expect much peace. Gang expert Sgt. Lindsey Houghton of the Combined Forces Special Enforcement Unit – BC Houghton told me: “Now those groups could be as few as three or four people or they could be like the Hells Angels and have over 100 members in their gang.” I asked Houghton what the gang landscape in B.C. looked like now because the Red Scorpions appeared to be in disarray with the Bacon brothers either dead or in jail. He pointed out: “Alignments are always changing. It’s an extremely fluid and dynamic environment that these people find themselves in. As police, we are constantly target-

Saturday, Dec 27, 2014 | Indo-Canadian Voice CONTINUED FROM 9 There are still remnants of the United Nations and Independent Soldiers and other gangs. Houghton noted: “Most of what we see nowadays are people who aren’t necessarily calling themselves by a specific name but they operate within small, sometimes very tight-knit groups, and these groups go by the names of who their identified leader is or some other name that they seem to choose and that name may change two or three times year.”

saying for a very long time that B.C. gang members move around and travel all over not only British Columbia, but Western Canada and Eastern Canada and internationally to conduct their business. They have a wide area of influence.” So who’s controlling the Red Scorpions now? Houghton said: “We would still consider [the two surviving Bacon brothers] to be leaders of the Red Scorpions despite the fact that they are incarcerated.” He added: “But on the outside, the last leader of the Red Scorpions ... Matthew Campbell ... was murdered earlier this year in Abbotsford. So right now they’re in a bit of flux in terms of leadership on the outside. There are some people who we believe are sort of controlling things on the outside but to call them the leaders of the Red Scorpions I think would probably be inaccurate because you still have the Bacon brothers in jail. “They are still the figurehead of the gang. They are the symbol of the Red Scorpions. I don’t anybody when you say the words

SO are the Red Scorpions history? Houghton said: “The Red Scorpions still exist and members of the Red Scorpions are still around and they still call themselves the Red Scorpions.” He pointed out that about two weeks ago, Red Scorpion member Cory James Lesperance was arrested from a neighbourhood just outside Red Deer city limits. As this newspaper reported online (voiceonline.com), Lesperance, 29, originally from B.C., now faces a total of 14 drug and weapons related charges as the result of the police investigation that focused on the Red Scorpions’ drug trafficking operation and their infiltration of the Alberta market. Three associate members were also arrested. Houghton said: “That’s just a reminder that yet again reinforces what we’ve been

ANOTHER gang with influence in small communities around B.C. and even as far away as Yellowknife and Alberta and Ontario is the 856 gang that originated in Aldergrove, Houghton said. That’s the gang he spoke about at a press conference last week that this newspaper reported online (voiceonline.com). The CFSEU-BC had almost $400,000 worth of drugs that were reportedly seized from the gang on display. Named for the phone prefix in the

Aldergrove area, the “856” gang is a violent criminal group that have been in existence for close to a decade and have been featured in local and other media for their involvement in assaults, drugs, weapon-

related, property-related, and other types of crimes. Houghton said: “A number of them were arrested in Yellowknife, Northwest Territories, late last year. This is not an insignificant group by any stretch (of the

imagination). There are probably about a dozen core members but they have a lot of associates, a lot of people who do their bidding and operate their drug lines.” CONTINUED ON 13

Saturday, Dec 27, 2014 | Indo-Canadian Voice CONTINUED FROM 11 He added: “What they do is they look at small communities as an opportunity for them to muscle their way, sometimes by very violent means, into these communities to take over the drug lines. And that can often lead to violence in certain communities because there isn’t a community in existence that doesn’t have some sort of availability of drugs. “So they have to muscle their way in and either take over by absorbing whoever is [operating] in that community or they have to violently do it. And they don’t care how it’s done as long as they are able to do it. “And we do our best, of course, as everybody knows to keep tabs on them and keep that violence to a minimum and when there are enforcement opportunities like there was with the announcement last week, we take those when we have the evidence.” SO which is the gang that police consider to be the most powerful in B.C.? Houghton said: “You look at a group like the Hells Angels – by just sheer numbers they have over a hundred full patch members of the Hells Angels and then they have dozens and dozens of close associates and they’re disbursed throughout the province. “Not only that, but they’re an international organized crime group. They have chapters and clubhouses and members all around the world. So they’re not

only internationally connected but they’re in existence throughout every single province in this country and they have been so for decades and so they are unique in that respect and they’re one of the first gangs, if you want to call them that, in Canada.” But Houghton also noted: “Many of them have been arrested and convicted and the last I heard it was about 18 per cent of British Columbia full-patch members are either in jail, have been convicted or recently convicted of criminal offences – so almost one out of every five of them.” He said: “They’re heavily involved in criminal activity and have been for many, many years and everybody knows that - and in the gang world - perhaps less so than it used to be - but in the gang world, they were somewhat revered and feared. The name Hells Angels is very well known – it’s a ubiquitous name in our society.” Houghton also pointed out that the richest gang would be the Hells Angels. He said: “They have been in existence for decades and they’ve been operating for decades and they’ve amassed a huge fortune – millions and millions of dollars.” He noted that the Hells Angels don’t operate the same way as United Nations gang founder Clay Roueche and his gang or the Red Scorpions did. AND who did Houghton consider to be the most dangerous in the sense that

they were reckless? He said: “That’s where there is a huge difference. The Hells Angels are traditionally not like that.” He noted that members and associates of crime groups like the Red Scorpions, the Independent Soldiers, the United Nations and the Dhak-Duhre, “whose power has waned a bit,” are the ones that “have been committing the most violence in our communities and those are the ones who concern us greatly because they don’t care for the most part about public safety.” Many of them are not calling themselves by those gang names, but the fact is that they are former members of those gangs. Houghton said: “They’re the ones who are fighting over drug lines. You look at the Surrey Six trial and the murder of those six people was over drug lines and the most violent thing that could happen in our community is fighting over turf and that’s what these people do.” He added: “They don’t care about the 99.9 per cent of society – the rest of us, if you will – they want to fight over the small piece of pie that is the drug market and they’re willing to put everybody at risk including themselves to fight over that.” Houghton noted that we are talking access to millions and millions of dollars worth of drugs and profits from drugs. But the point that police always want to make is: ‘What do those people have to show for it? They are either all dead or all in jail.”

faces a second-degree murder charge in connection with his wife Narinder’s death, the Integrated Homicide Investigation Team announced Monday. “Sadly, on July 20 (Sunday) just before 4:30 p.m., Narinder Kaur Kalsi, with her family by her side, was taken off life support and pronounced deceased,” said IHIT Staff-Sgt. Jennifer Pound. IHIT had initially received charge approval for aggravated assault against Kalsi in a “domestic-related” attack on her on July 13, but after his wife’s death, the charge was upgraded. At about noon on July 13, Surrey RCMP were called to Kalsi’s residence in the 19400 block of 32 Avenue where they located his wife with life-threatening injuries. She was airlifted to a hospital by BC Ambulance Service and placed on life support. Kalsi was taken into custody. SOURCES informed The VOICE on Wednesday morning last week (July 16) that Kalsi was beaten up by some inmate at the Surrey Pretrial Centre and that he was coughing up blood and had to be rushed to Surrey Memorial Hospital. Surrey RCMP confirmed the assault. Cpl. Bert Paquet told us that the alleged assault took place at 8:30 p.m. on Tuesday. Paquet said: “Our officers attended to the facility as well as a local hospital where Kalsi was transported. Kalsi suffered facial injuries. However, he’s expected to make a full recovery. A 42year-old male has been identified as a suspect, as our investigation continues. Serious Crimes is investigating this matter. This assault does not appear to be linked to the ongoing [IHIT-led] investigation.” It is well known that prisoners who are charged with crimes against women or children are beaten up by other inmates. Kalsi could have been killed. Apparently, the pretrial centre guards botched up. Our story was followed up by other media once it was posted on our website at www.voiceonline.com on Wednesday afternoon. On Thursday, the Canadian Ramgarhia Society replaced Kalsi with Sardul Singh Rehal as president, stating they were deeply saddened by the tragic incident and that the management of Gurdwara Sahib Brookside categorically condemned all kinds of violence. There has been utter shock and disbelief in the South Asian community over this incident.

MOST-READ STORIES ON OUR WEBSITE IN 2014

Associates of Sandip Duhre and Dhak brothers are still flourishing (This story, which was posted on our website in February, is another one on gangs that keeps on receiving hits) BY RATTAN MALL THEY may not be organized into one group or coordinating their activities, but make no mistake about it the Dhak-Duhre alliance is still a force to reckon with. Sgt. Lindsey Houghton of the Combined Forces Special Enforcement Unit – B.C. (CFSEU-BC) told me this week: “They are still a number of people who were associates of both Sandip Dhure and the Dhak brothers when they were still alive – there are still associates of them who are a part of their criminal group, if you will, who are still alive, well and continuing their criminal enterprise here in British Columbia and beyond.” Explaining the complex situation, Houghton noted that those who were a part of the Dhak-Duhre alliance remain on one side of the gang landscape. On the other side is the so-called Wolfpack – the Hells Angels, the Red Scorpions and the Independent Soldiers. A lot of members of both alliances have been shot and killed. Interestingly, Houghton noted: “What has happened though – and this is something that is very unique to the British Columbia gang landscape – is that many of the

Scorpions’ gang leader Matthew Campbell of Abbotsford, was also part of the Dhak-Duhre associates. Houghton said: “That I don’t know, but what I can tell you is that the person who was killed – Mr. Campbell – was on the other side of the Dhak-Duhre alliance. He was a Red Scorpion and as we all know because of their infamy either the Red Scorpions were led by or associated to the Bacon brothers, which was on the opposite side of the Dhak-Duhre alliance.” Sukhveer DhakHoughton added: “Some of the reasons behind these murders could very well be something very fresh or recent. It’s like dropping a pebble into a pond and we often look back to the murder of Gurmit. Gurmit was a flashpoint murder in terms of the gang violence especially in southern British Columbia and it goes beyond just Metro Vancouver because from that we saw a number of shootings, attempted mur-

ders and murders including the murder of Jonathan Bacon in Kelowna [on August 14, 2011] and in that was Larry Amero, a Hells Angel, he was targeted, as well as James Riach, who was CONTINUED ON 16

It’s all about greed and that’s what fuels this and all the way down to the street-level drug-trafficking.” Houghton said the Dhak-Duhre alliance was formed for a number of reasons “because of what was happening on the other side and to make their criminal enterprise bigger and more efficient and then make more money because the Dhak drug operation was very lucrative for the two brothers.” He added: “But as we know, the two brothers were killed, first Gurmit, then Sukh and then other people within that Dhak-Duhre faction took over those drug lines and there was some fighting to take those drug lines over and some of those people have been killed and the ripple effect continues. “And that’s what fuels a lot of the gang violence on our streets – the fight over neighbourhood or community-level dial-a-dope drug trafficking network.” I asked Houghton if Jimi Sandhu, who was arrested last Saturday (February 1) and charged with second-degree murder in the January 2 death of Red

And so these things are still connected even if by a very thin thread – many of the events are still connected back to two or three of these watershed moments in terms of gang violence and the murders that we’ve seen in the last five-six years.” [Manjinder “Manny” Hairan, 29, who was shot dead on January 15, 2013, in Surrey, is believed to have also been involved in the Kelowna shooting along with Dhak associate Jujhar

Sukhvir Dhak Khun-Khun, 25, of Surrey, Michael Kerry Hunter Jones, 25, of Gibsons, and Jason Thomas McBride, 37, of North Vancouver were arrested on February 22, 2013, and charged with the first degree murder of Jonathan Bacon as well as four counts each of attempted murder.] Houghton said: “In his circles, Gurmit was beloved. He was charismatic. The people that worked for him really liked him. That doesn’t take away from what he did certainly; we all know what he was involved in and we all know from some of his interviews and things like that and behind the scenes that he regretted

some of what he was doing but he couldn’t get out. And that’s very telling in terms of the behaviour of these people. “You look at the tragedy – the life lost: Gurmit was killed right in front of his family. It was absolutely terrible. And we know that in the last eight years since 2006 there’ve been roughly 150 gang-related murders in the province of B.C. – 25 percent of those murder victims have had children and Gurmit was one of them. So there are over 50 families whose children will now grow up without their fathers or their mothers and that is very, very sad – it doesn’t need to happen.”

THEY waited for hours: some patient, some restless, some angry. But in the end they came out of the show totally blown away by SLAM – The Tour. “I have seen hundreds of Bollywood shows, but this was surely the most entertaining. It was so good that people forgot about the delay hassles,â€? one concert goer told The VOICE. The show on Saturday night was delayed by a few hours because Chicago’s busy O’Hare and Midway airports were among the hardest hit after an Illinois air traffic control center shut down after a fire and attempted suicide there Friday. Shah Rukh Khan’s Facebook comment: “In Vancouver‌SLAM may have a start delay as Chicago flights gone off schedule. Do bear with us. Der hogi Andher nahi!â€? Is South Slope of Vancouver headed back to notorious days of Bindy Johal versus Dosanjh brothers type of rivalry?

(This was yet another story on gangs, put up on our website in February, that evoked lot of interest – and still gets hits. We have also done follow-up stories on this situation throughout the year.) BY RATTAN MALL

TRADITIONALLY, South Slope of Vancouver has been

a hotbed of South Asian gangs since the days of Bindy Johal and brothers Ron and Jimmy Dosanjh. Especially since the murder of notorious gangster Ranjit Singh Cheema, just one South Asian group seems to be dominating the area, police sources told me this week. Cheema was gunned down

Kash Heed, who had been with Vancouver Police for decades, told me at the time: “He was part of that original group back then when Bindy Johal was around and he hung around with Bobby Kandola and the Los Diablos gang many, many years ago. But he kind of branched out and had his own little group of people going on. When you are involved in that you often will be involved with various people based on what type of deal you are going to get – drug trafficking or something like that. They are in it to make money.” Some members of the group that is dominant now were recently released from jail and their associates have been reportedly “influencing high school kids like the old days,” police sources said. Police have been targeting elementary school kids to try and prevent them from getting involved in selling small amounts of dope and carrying out robberies. But some of the older school kids have already gone the way of Bindy and the Dosanjh brothers, police sources lamented. They said there are “two groups of these kids who started beating each other up and hating each other over stupid things” that escalated into the brutal murder of a college student a year ago in which he was almost beheaded with a sword. Two youths were arrested in April. “It started over petty stuff just like Johal and Dosanjh over high school things – a girl

Ranjit Singh Cheema was involved and then as they got older, they have continued to hate each other and now its escalated to murder because some of them have gotten into criminal activities like drugs and now they answering to higher ups in the South Slope and that’s causing this violence to pick up,” police sources revealed. These youths have been “robbing stores, stealing cars, selling drugs, cell phone stuff.” Police have all the intelligence on them and are actively monitoring them. The sources said the youths are “being supplied or motivated or organized by the higher group … it’s that group that’s trying to control it and has control and power right now.”

Police sources added: “Right now they are on the defensive because some of them are on probation they are a little bit off-balance right now – they are just laying low right now – but it will pick up.” Right now police are reportedly engaging in the typical street tactics and told me: “You let them know you are there, you let them know you are watching them, you let them know what they are up to, where they’ve been: what bars and so on … always active and contacting them in some way. So that’s suppressing them, but as soon as they feel they can get away with it, then they are going to rear their heads again.” Police are wondering if things will heat up by this summer.

race for Vancouver South riding in favour of Lt. Col. (retd.) Harjit Singh Sajjan, a former Vancouver Police officer. In spite of several phone calls to Dhahan about BY RATTAN MALL this over the past few days asking him about this development, he refused to return my calls. FOR the past week sources had been telling me On Thursday morning, he finally admitted that that federal Liberal Leader Justin Trudeau had he was withdrawing from the nomination conbeen pressuring Vancouver entrepreneur Barj test on a local Punjabi talk show. The party Dhahan to drop out of the Liberal nomination apparently tried to persuade him to switch over to another riding, but he refused. Jagdeep Sanghera, who has Just one call for all been two-term past president your painting needs! of the riding association and who was until now the chair Mandeep Purewal of the election readiness committee, told The VOICE on Special Jagga : 604.338.7147 Thursday morning: “I have Discount for 4 Quality Work 4 Fast Service stepped aside from the elecRepaint 4 Free Estimates tion readiness chair due to We Specialize in: decisions made by the elec• Town Houses Apartments • Spray Painting tion readiness (committee) • Commercial & Residential • Roller Painting • Pressure Washing • Interior & Exterior not allowing an open nomina• Sky Paint for Ceiling • Any kind of Paint Job • Stucco Paint • New & Old Homes tion and have chosen not to

be part of the executive that has ignored … open nomination. After 30 years of being involved with Vancouver South I have stepped aside.” Later on Thursday, Sanghera fired off a letter (see below) to the “Vancouver South Federal Liberal EDA Executive” accusing the “green light committee” of “[ensuring] that a decent and ethical man has had his reputation dragged through the mud by accusing him of fraudulently signing up members and thus guaranteeing bad publicity” and alleging that “this was done for the sole purpose of ensuring that only one candidate was green lit for the nomination process.” Some angry supporters of Dhahan told me that they will switch over to the Conservative Party and made all kinds of accusations against various South Asian individuals who they allege are manipulating things that will result in a loss to Trudeau. DHAHAN finally called me after the radio talk show. I asked him if he was forced to step aside and

he responded: “It`s my decision. I decided to withdraw in the end for the best interests of our community, for also the best interests of the party.” I asked him if he was going to stick to the party or whether he was having second thoughts about it. Dhahan said: “Well you know we are obviously disappointed. I am disappointed, so are nearly 3,500-4,000 members who with open hearts joined the party. But it is what it is. As for me, for my family, for a lot of our friends, our own values and the things that we believe in and the things that we want in this country in the future are the ones that we believe the Liberal Party best expresses those.” I asked Dhahan if it’s true that he was offered another riding, but he declined the offer. Dhahan said: “There were talks and I was offered another riding, but as we thought about it, for me Vancouver South is home. My wife’s family has been here for six decades, mine for almost five decades, the whole riding is like our own home and I can’t go elsewhere – this is where it was!” He added: “Things happen in life. Things happen in politics. If I have withdrawn this time, it does not mean that in the future I will not seek nominations.” LATER on Thursday, Jagdeep Sanghera fired off the following letter [edited here for space reasons] to the “Vancouver South Federal Liberal EDA Executive”:

Consultation

IT is with great sadness that I resign from the position of Election Readiness on the Vancouver South Federal Liberal EDA Executive. I have been an active and loyal Liberal for 30 years but feel compelled to cease holding an official position in a Party that is clearly not following the Leader’s call and the public expectations for fair and open nomination meetings. ... The EDA was given the gift of two fine, qualified candidates, Barj Dhahan and Harjit Sajjan, to run for nomination and we could have used this to build great publicity but the Green Light committee and Bruce Young have ensured that a decent and ethical man has had his reputation dragged through the mud by accusing him of fraudulently signing up members and thus guaranteeing bad publicity. This was done for the sole purpose of ensuring that only one candidate was green lit for the nomination process. If some of Barj’s volunteers signed up members incorrectly and thus had not followed Barj’s instructions to them, then the party should just remove these people from the membership list. Or the Party can do a complete membership audit in BC as there are many rumours of other EDAs having increased their membership lists without following all of the rules but only Barj’s memberships were audited. This has been a problem within the Party for many years and is ignored for years or they only apply the rules against some candidates and not others. ... This is going to cause political problems not only in Vancouver South but in surrounding EDAs as many of our members and voters will view this as a dishonest process and will not give their support to a Party that talks one way but acts another. If Harjit had beaten Barj in a fair contest this would not be an issue although I suspect that Barj would have won, which is why the Party has decided to go the dishonest route. I thought that after the disastrous election results of 2011 that we had learnt some hard lesson regarding how we govern ourselves but with just a sniff of possible electoral victory we have reverted back to type with dirty politics coming into play.

Mississauga real estate lawyer Rita Grewal vanishes into thin air – allegedly with $3.5 million (This piece in November was another hot favorite on the website.) REAL Estate lawyer Rita Grewal of Mississauga has gone missing with $3.5 million that belonged to her clients in the shape of mortgage funds in a trust account. Hearing panel chairman David Wright in the recent decision on the Law Society of Upper Canada’s application for an interlocutory suspension, wrote: “Activity on her credit cards suggests that Ms. Grewal may have gone to India. Ms. Grewal has not responded to the law society’s inquiries or to this proceeding and has not explained what happened to the money.” His ruling noted that her account only had $100,000 when her bank froze it. The law society has referred the case to police, society spokesman Roy Thomas told www.lawtimesnews.com. But police – RCMP and Peel Regional Police of Ontario – would not confirm or deny if they had launched an investigation. The RCMP and Peel Regional Police both said they could not confirm or deny if Grewal was the subject of an investigation. She ran her RG Barrister & Solicitor Professional Corporation from a plaza near Pearson International Airport between February and July this year.

Lucky 13 for Surrey RCMP’s Auto Crime Team, unlucky for 13 alleged offenders A number of prolific auto crime offenders were arrested in a two-week period in December by a specialized team targeting auto crime in Surrey. In 13 days earlier this month, Surrey RCMP’s Auto Crime Target Team (ACTT) arrested 13 auto crime offenders in various parts of the city. Dozens of charges have been recommended against the suspects whose crimes also included stolen property, fraud, drugs, and numerous breaches of their conditions. In one particular case, 25 charges were recommended against one individual by officers. Property crime, including auto crime, accounts for almost 40% of crime in Surrey and has been on the increase across the Lower Mainland this year. The Surrey RCMP’s ACTT works to identify, track and arrest property offenders whose crimes, left unchecked, could potentially lead to more serious offences. Many times a stolen vehicle will be the first offence in a string of others committed that could present additional risks to the public. “With these recent arrests, a number of prolific property crime offenders have been taken off the streets and many will be spending the holiday season behind bars,” says Surrey RCMP ACTT Sgt. Gary Rodricks. “As part of our crime reduction strategy and in partnership with other law enforcement personnel, we are taking steps towards reducing the prevalence of property crime in Surrey.” Along with enforcement efforts, Surrey RCMP has also been involved in a number of proactive educational campaigns including the Protect It. Lock It. Keep It and Observe It. Report It campaigns. These initiatives inform residents about how they can play an active role in crime reduction and reduce their chances of becoming a victim of crime. Throughout the holiday season, Surrey RCMP officers will be checking areas with high concentrations of vehicles such as shopping complexes, park and rides, and other facilities to ensure public safety and to monitor prolific auto crime offenders. Volunteers will also continue to conduct parking lot audits and run ICBC's Lock Out Auto Crime Program at various locations throughout the city.

some others after 24 years, was the experience I had traveling around with two young white guys who had gone to school with Sabir – Anders Robinson, who flew in from Alberta, and Jonathan Brown. Both Anders and Jonathan wore spiffy “achkans” and fancy traditional Indian shoes usually worn at weddings – and turbans. And they were all smiles, so proud of their appearance. I decided to go with them in their vehicle as we headed from my friend’s house in Brampton to the wedding ceremony. They were in the front seats and I was in the back. At a red light, I noticed a white guy two lanes away staring at them with a quizzical expression that I found terribly amusing. I did expect him to blurt out something and told Anders and Jonathan to be prepared for it.

Anders Robinson and Jonathan Brown flank Sabir and Gurpreet Ahluwalia. We weren’t disappointed as he soon rolled down his window, stuck out his head and yelled: “You guys aren’t from India, are you?” We all had a good laugh as the lights turned green and we had to move on. Then on our way back home after the wedding, we stopped at a Starbucks and all the customers looked really amused. The white woman in front of us in the lineup was all excited and asked them why they were wearing turbans and the Indian dress and shoes. “Are you a boy band? … Just tell me your name – I know most of them,” she inquired in an excited tone. “And why aren’t you dressed like them?” she asked me, as I was wearing a regular suit. I told her I was their security guy and to keep a distance from them, much to everyone’s amusement. We finally told her about the wedding and then she asked them if she could take a photo. As she focussed her camera on them, her daughter whispered something in her ear. I asked her what her daughter had told her and she replied that she wanted their fancy shoes to be included in the shot as she had been focussing primarily on their turbaned heads. Then at another red light, a black guy rolled down his window and politely asked Anders and Jonathan if he could take a photo of them, and they posed for him with big smiles. On the other side, some South Asian guys took out a camera too, but then the lights changed and everyone had to move on. Anders and Jonathan were so thrilled with all the neat attention that they refused to take off their turbans all day! This got me wondering why they had attracted so much attention because here in B.C. I guess it wouldn’t have been such an “adventure.” Sikh groups have been organizing turban-tying events besides doing turban-tying at mainstream events, among other things. This kind of activity helps break down prejudice. I guess Sikhs in Brampton need to do more to reach out to other communities. It was also neat meeting popular Punjabi singer Gursewak Mann, brother of Harbhajan Mann, who is a relative of Sabir’s wife, Gurpreet. He even sang at the wedding reception. He told me he was also a pilot and had actually grown up in the Lower Mainland in B.C. He and his brother are working on a new album. I also got to meet with the NDP’s star MPP (as MLAs are called in Ontario), Jagmeet Singh, at the wedding. He had just been re-elected last Thursday from Bramalea-GoreMalton.

Driving in countries where the rules of the road are ignored

By Cedric Hughes

IF you may be watching more television than usual over the next week or two, you may want to consider the two-season Canadian series Don’t Drive Here. It’s a documentary on the Discovery Channel that is part travelogue and part ‘how to’ drive weird and often not so wonderful two-, three-, four- and more-wheeled vehicles in some of the most traffic congested, road-rulesfree cities around the world. The program has impressed some commentators and reviewers as humorous in a Canadian sort of way. No doubt this has a lot to do with the host, the exuberant Andrew Younghusband whose antics that are fun to watch. He sweeps you up into his quest to try and learn to drive like a local in cities that top the lists of worst places to drive in the world. In

these places most tourists with any interest in self-preservation must by sheer effort of will resign themselves to being driven. Trying to do what Mr. Younghusband does is unthinkable. Hence the suggestion: Don’t Drive Here …okay, but just watch me try it! Otherwise it is difficult to see the humour in the conditions you will see and vicariously experience. And the way in which these conditions are described and revealed and explored is puzzling. The underlying premise is that driving in these cities is extremely risky and unsafe in comparison with driving in our cities, but then, instead of challenging this premise by modeling at least an attempt at safe driving, Mr. Younghusband invariably succeeds and survives by adapting. This makes for some hair-raising moments. In Rome, for example Mr. Younghusband interviews underage—at least by our licensing standards—drivers through the open windows of their cars while he is riding alongside them on a motorcycle. If you are the least concerned about the huge potential for any such side by side motoring chat to end dis-

astrously, it’s hard to focus on the substance of the interview. Enough of this sort of thing and you start to feel that, paradoxically enough, the show somehow manages to present an alternative to our back-at-home riskaverse, strictly controlled use of our roadways. You may find yourself wondering whether we are missing something in abstaining from driving like a madman. But then, when the really sour note is hit and disaster ensues in traffic, the demand for safe driving is seen as incontrovertible. For example, a chat with a taxi driver about how many people he has seen killed on the road—“That many?”— put in sharp focus that what we are seeing is errant behavior. Don’t Drive Here is a species of ‘Reality TV’ and partakes of all the usual strangeness of this genre – perhaps repulsive, but also fascinating. Perhaps you can’t take your eyes of the obvious lunacy. Are you learning anything the least bit helpful to your day-to-day life experience? This is reality after all, as recorded and edited by a filmmaker. Shouldn’t there be some life lesson that justifies watching this sort of program? One

answer is that with regard to a crazy driving documentary that focuses on other parts of the world, we are reminded to be grateful that we live in a country that generally has reasonable laws

that are enforced fairly. "The Road Rules" strives to provide helpful information about driving in British Columbia. We welcome your comments on our published articles and your suggestions for
