Gang-related homicides greatly reduced in B.C., outlook for 2015 is encouraging

THE traditional Christmas break that gangs seem to take every year ended last week on Friday night (January 2) when Arundeep Cheema, 24, of Surrey – a “leftover” from the Dhak crime group - was killed in his vehicle in the driveway of a North Delta home he was visiting. Last year, too, the Christmas break ended when Red Scorpions' gang leader Matthew Campbell, 32, was killed on January 2 in Abbotsford. 2014 appears to have had record low numbers in terms of gang-related homicides in British Columbia and hopefully that trend will continue in 2015. Sgt. Lindsey Houghton of the Combined Forces Special Enforcement Unit – BC (CFSEU-BC) told The VOICE this week: “We haven't had the final numbers confirmed to us yet but the last number I saw was only seven gang-related murders in 2014, which is most likely an all-time low, at least in the last decade.” He added: “That is encouraging compared to what we saw just five years ago when there were a lot more. But one

is always one too many.” Houghton said: “January traditionally is one of the higher months for gang-related homicides. They take a break over Christmas and then they get back at their business in January – we've seen that trend over the last number of years where there's traditionally been one, two, three or four happen in January.” He added: “But we hope that 2014 is an indicator on what the “new norm” might be in terms of the number. Nobody wants to see a return to what we had five-six years ago. The people who are involved in this lifestyle live in a very violent, chaotic world where there is

Abbotsford’s Harwindip Singh Baringh’s murder rivalry between Chahil and Dhaliwal crime groups? A civil suit filed by the Director of B.C. Civil Forfeiture in B.C. Supreme Court last month to claim two vehicles – a white Nissan Altima and a blue Nissan Altima - that were allegedly used in a shootout in which Harwindip Singh Baringh, 18, was killed in Abbotsford last October, has revealed that the incident was allegedly a clash between the Chahil and Dhaliwal crime groups. Sources have told The VOICE that the conflict is an extension of the one going on in Vancouver’s South Slope that this paper has been reporting on extensively for the past year. a dark coloured SUV in the 30500 block of Sparrow Drive in West Abbotsford after police responded at 7:45 p.m. on October 2 to reports of shots fired in the area of Sparrow Drive and Goldfinch Street. No other potential victims or suspects were found. A vehicle or two were reported to have sped away. The Integrated Homicide Investigation Team (IHIT) said at the time that it was believed to be a targeted hit, though the motive had not been confirmed. A Google search showed that, according to bcwrestling.com, Baringh was a wrestler from W.J. Mouat Secondary in January 2013 and came 6th in the 100 kg category at the Western Canada Age Class event. A court document claims

Gunshots were exchanged between the occupants of the four vehicles and finally three of the vehicles took off, while the Jeep remained at the scene. Baringh’s body was found in the Jeep by the police. The court document claims that “the white

Altima has been used to engage in a violent ongoing gang conflict between the Dhaliwal and Chahil crime groups.” Since no statement of defence has been filed, The VOICE is not mentioning the names of those involved in the alleged shootout that have been mentioned in the claim by the director of civil forfeiture. IHIT has so far not announced any charges in the murder case.

Hockey dad Terry Litt sentenced for threatening nine-year-old player BURNABY hockey dad Terry Litt, 57, has pleaded guilty to uttering threats to cause death or bodily harm to nine-year-old Rocky Bhala, who was his son’s teammate. He was sentenced on Thursday to a conditional discharge with 12 months probation, the CBC reported. The two hockey players got into an argument after a game at a North Vancouver arena on February 21 and when Litt intervened, it got worse.

The kids had had physical altercations in the past, the court was told. Rocky told CBC that he told the other kid to stop giving him a little punch every time they met and finally “one day when he was having trouble taking off his jersey, I punched him.” The kid’s dad shouted at Rocky that if he touched his kid again, he’d kill him. He repeated that a few times. Rocky said he was traumatized and scared. Litt’s lawyer told the court that

what happened that day was completely out of character. Litt took six weeks of anger management courses. Lit, who has no criminal history, admitted that he had no excuse for his behaviour that day. Litt was told to apologize to Rocky and avoid contact with him and his family. Rocky's father, Ron Bhala, is satisfied with the outcome, but remains upset with the Burnaby Winter Club because the coaches didn't protect his son, the CBC reported.

It has to be their peers or positive mentors in their community and there’s been some phenomenal work done in the community and in the gurdwaras that really other communities could look to as a fine example.”

Oops, wrong number! What were they smoking? A North Vancouver RCMP Strike Force officer received a phone call on Tuesday for an offer to buy some marijuana from an unknown male caller. Unfortunately, the seller was unaware he had accidently dialed the cell phone of a police officer! Arrangements were made over the phone to purchase an amount of marijuana later that day at an undisclosed location. Police made an undercover buy and subsequently

arrested a 25-year-old male and a 23-year-old female, both Coquitlam residents. The drug dealers now face recommended criminal charges of trafficking in mari-

juana. Police also located an undisclosed amount of marijuana, cocaine, heroin, and methamphetamine in their vehicle – adding an additional recommended charge of possession for the purpose of trafficking. “It is not every day that drug dealers call us to do business with them,” said Cpl. Richard De Jong. “I am sure they were as surprised as we were!” Indeed, what were the drug dealers smoking!

TURNING to South Asian gang members, I asked Houghton about the situation in Vancouver’s South Slope that the VOICE has been covering in detail over the past year. Houghton said: “That conflict still remains and those people involved in the conflict still remain in the community and, as we know, it has spilled over to other communities like Abbotsford for example.” He added: “Abbotsford [Police] have been very vocal about some of the issues that they’ve had in their community and we continue to keep collectively, from the police side of things, working with our partners - whether it’s the VPD [Vancouver police

Department] or Abbotsford or the RCMP detachments we continue to keep our finger certainly on the pulse of what’s happening and ready to intervene if we need to or suppress or conduct enforcement aggressively if we have to do that – and I know Vancouver is prepared to do that as well. Vancouver has made many public appeals and issued warnings and given information about that conflict over the last couple of years – they certainly haven’t been shy about that, which is good.” Houghton praised the South Asian community for taking action on the gang issue. He said: “We’ve seen the work the police have done with the RCMP and the CSFEU with the South Asian community and the gurdwara leadership and the Sikh summit that we

Canadian citizen Sunanda Pushkar, wife of former Indian minister, was murdered, say Delhi Police SUNANDA Pushkar, the wife of India’s former minister of state for human resource development Shashi Tharoor, who was found dead in a five-star hotel in south Delhi on January 17, 2014, was poisoned to death, Delhi Police announced on Tuesday. Pushkar spent five years in the Toronto area and was a Canadian citizen, according to a report in the Toronto Star newspaper last year. Pushkar died the day after a twitter spat with Pakistani journalist Mehr Tarar over an alleged affair with her husband. Her son from a previous marriage, Shiv Menon,

Sunanda Pushkar and Shashi Tharoor. told Indian media at the time that his mother was “too strong” to commit suicide and died due to an unfortunate combination of media stress, tensions and a wrong mix of different medication. A report by a sub-divisional magistrate, who was probing her death, said Sunanda died of poisoning. Indian media at the time said the investigations were incomplete and would continue. The Delhi Police’s announcement on Tuesday triggered demands for the Congress leader’s resignation from the Lok Sabha, India’s House of Commons. IANS reported that Delhi Police Commissioner B.S. Bassi said a murder case had now been registered against "unknown persons" and that the final medical report was clear that Pushkar, 52, died an unnatural death. "She died due to poisoning. Whether the poison was given orally or injected into her body is being probed," he said, adding her viscera would be sent abroad. Ruling out suicide, S p e c i a l Commissioner of Police Deepak Mishra said it was a case of "homicidal poisoning". Tharoor, the Lok Sabha member from Thiruvananthapuram, said he was stunned by the developments and assured full cooperation with police. The Congress said it was not clear from Bassi's comments if Pushkar killed herself or was murdered. The Delhi Police got the final medical report from the All India Institute of Medical Sciences (AIIMS) December

29. Police sources told IANS the murder case was registered January 4. A special police team has been formed to probe the murder. Asked why it took almost a year for the final medical report to come, Bassi said the interim report spoke of poisoning but did not say it was an unnatural death. In a statement at Thiruvananthapuram, Tharoor said he and members of Pushkar's family wanted access to all information related to his wife's death. The first autopsy report, submitted January 20 last year, said Tharoor's wife died due to drug overdose. It reported a dozen injury marks on her body. A later autopsy report in July put the number of injury marks at 15. All the injuries were caused by blunt forces except one which was an injection mark. Later, Sudhir Kumar Gupta, who headed the forensic team in AIIMS, alleged that he was pressured to show that Pushkar's death was natural. The AIIMS denied the claim. Gupta was later moved out of his post. Tharoor retained the Thiruvananthapuram Lok Sabha seat. He was later named by Prime Minister Narendra Modi as one of the ambassadors of his Clean India campaign. After Tharoor praised the drive, the Congress dropped him as one of its official spokespersons. The FIR said the latest report from autopsy board, received December 29, 2014, said Pushkar, 52, was neither ill nor suffering from any disease prior to her death. "She was a normal, healthy individual. In view of the above analysis, death due to natural cause is ruled out. The cause of death in this case is poisoning. The poisoning is through oral route, however injectable route too also can't be ruled out," the FIR said. Narrating the sequence of events, the FIR says that then station house officer (SHO) of Sarojini Nagar police station Atul Sood received a telephonic call on Jan 17, 2014 from Tharoor's personal secretary (PS) Abinav Kumar that Pushkar "has done something" in room number 345 of Hotel Leela Palace. A daily diary entry regarding the death was lodged the same day. Pushkar had checked into the hotel at 5:48 p.m. January 15, 2014. The FIR says that the first autopsy, conducted by three doctors of All India Institute of Medical Sciences (AIIMS), opined poisoning as the cause of death. The concerned sub-divisional magistrate sent the report to Sarojini Nagar SHO asking him to conduct further investigation. It also asked him to request the director, Central Forensic Science Laboratory, for early report of viscera examination. The viscera, clothes and medicines found on the spot were sent to CFSL Jan 20 last year. Police got viscera analysis report in March last year and it

7 was given to the AIIMS autopsy board the same month. In its subsequent report in September, the autopsy board opined "the cause of death in the case is poisoning". The FIR says that autopsy board members along with CFSL expert team visited the scene of occurrence Nov 5 and again collected evidence. "The report in this regard was received on December 24, 2014 and the same was sent to autopsy board along with other relevant treatment papers related to the deceased on the same day," the FIR said. LAST year, the Toronto Star report said that Pushkar was a Canadian citizen who moved to Toronto in 1999 with her son, but her stay was “a bit of a mystery.” Pushkar is said to have moved to Toronto with her son Shiv (from her second marriage) from Dubai with a banker of Pakistani origin reportedly after financial losses. Arundeep Cheema, 24, who was killed in Delta on Friday, was a “leftover” from Dhak crime group ARUNDEEP Cheema, 24, of Surrey, Metro Vancouver’s first homicide of 2015, was a “leftover” from the Dhak crime group, Sgt. Lindsey Houghton of the anti-gang unit, Combined Forces Special Enforcement Unit – BC (CFSEUBC), told The VOICE on Monday. Cheema was fatally shot on January 2 around 8:20 p.m. while seated in his vehicle in the driveway of the North Delta home in the 11800 block of 75A Avenue he was visiting. The three were arrested on February 22, 2013, and charged with the first degree murder of Bacon as well as four counts each of attempted murder. Larry Amero, a full-patch Hells Angels member from White Rock, and James Riach of the Independent Soldiers along with two women, one of whom is related to several Hells Angels members in Haney, were with Bacon during the attack. Houghton said Cheema was “one of the many peripheral players” and added: “I think we would classify him as a typical young man who believed the lies and the myths and got involved in this lifestyle at a very young age and he`s now dead at a very young age.” Neighbours told the media last week that they heard sounds like fireworks followed by a vehicle driving away from the Delta neighbourhood. Investigators said the home is known to them. However, whether the shooting was gang-related has yet to be determined. Police had said on Friday that "the shooting appears to be targeted and police do not believe the general public is at risk.” The investigation continues and at this point Delta Police said no suspect information will be released. Stolen vehicle with stolen property rams Surrey RCMP cars ON Sunday at about 10:50 a.m., Surrey R.C.M.P. were advised of a suspicious vehicle, which was turned out to be a stolen vehicle, in the 8600 block of 141st Street. The occupants of the vehicle had apparently been breaking into parked vehicles. The vehicle was seen leaving the area. Police were initially unable to locate the vehicle. Around 11:30 a.m., they found it with at least two occupants parked in the area of the 8200 block of King George Boulevard. Police kept the vehicle in view as they waited for backup. The occupants of the stolen vehicle apparently spotted the police cars arriving in the area and started to drive off. The stolen vehicle then rammed three police cars, severely damaging two of them. The stolen vehicle was also damaged and could not move far after it struck the third police car. The passenger fled from the vehicle before it came to a stop. The driver of the stolen truck, a 23-year-old male of Surrey, was arrested at the scene. He will be appearing in Surrey Provincial Court on a number of charges. In addition, a quantity of what appears to be stolen property was located in the vehicle. Surrey R.C.M.P. are asking anyone who may have witnessed the incident / collisions that occurred in the 8200 block of King George Boulevard to call Surrey R.C.M.P. at 604-599-0502 or to call CrimeStoppers.

Ujjal Dosanjh to receive inaugural Wallenberg-Sugihara Civil Courage Award UJJAL Dosanjh will be the recipient of the first Wallenberg-Sugihara Civil Courage Award by the Wallenberg-Sugihara Civil Courage Society on January 18 at the 10th Annual Vancouver Raoul Wallenberg Day. Lieutenant Governor Judith Guichon will be present. The Civil Courage Award is given to an individual associated with British Columbia, who at personal risk helped improve the lives of others and society, while defying unjust laws, norms or conventions of the time and place as exemplified by Raoul Wallenberg and Chiune Sugihara. Dosanjh will receive the award “for his actions as a critic of sectarian violence and his advocacy for social justice, often at great risk to his per-

NDP asks government to send clear message to Indian government to respect human rights of prisoners NEW Democrats on Wednesday called on Minister of Foreign Affairs to send a clear message to the government of India that the human rights of all those in custody must be respected. Official Opposition Human Rights Critic Wayne Marston in a statement said: “New Democrats are concerned about the condition of Gurbaksh Singh, a peaceful protestor in Punjab who has been on hunger strike for 54 days since November 14, 2014, to highlight the treatment of prisoners detained under counterinsurgency laws in India. “The Punjabi-Canadian community has expressed serious concern about the plight of prisoners currently in detention, including Professor Devinderpal Singh Bhullar. Many are worried about reported irregularities in the application of the law, including holding prisoners beyond the normal term of their sentences.” IANS adds from New Delhi / Hyderabad, India: Punjab Deputy Chief Minister Sukhbir Singh Badal Thursday urged union Home Minister Rajnath Singh to get released 13 Sikh prisoners, mostly Khalistani terrorists and supporters, who were "languishing" in prisons despite completing their sentences. But the Bharatiya Janata Party (BJP), which runs the central

government, differed on this issue with the Akali Dal, its alliance partner in Punjab. Badal, who is also the Shiromani Akali Dal president, led a party delegation that appealed to the union home minister to direct various state governments holding Sikh detainees to release them. He said that some of these prisoners were "aged and even blind". The detainees had "completed their required sentence and are eligible for release under the premature release policy", he said. Badal told reporters after meeting the home minister in New Delhi that he sought their release on "humanitarian grounds". "There are many prisoners who have served their sentence... There are people who are 80-90 years old. Some of them are blind. They have been in jail for 25-30 years," he said, adding his party sought their release "on humanitarian grounds" He emphasised that the demand did not make the Akali Dal "anti-national". Punjab Chief Minister Parkash Singh Badal had earlier written to his counterparts in Uttar Pradesh, Rajasthan, West Bengal, Karnataka and Gujarat, the Delhi lt governor and Chandigarh's administrator seeking "premature release" of the prisoners. Hyderabad that the BJP did not agree with the Akali Dal demand. "The BJP doesn't agree with this," he told a news conference, when asked about the request from its ally. Badal, who was accompanied by senior party leader Sukhdev Singh Dhindsa and Shiromani Gurdwara Parbandhak Committee (SGPC) president Avtar Singh Makkar, said Rajnath Singh had promised to go through the list of prisoners submitted by him. Badal refused to share the list with the media. Briefing the home minister, Badal said that there were 182 life convicts in jails in Punjab who had undergone the minimum sentence and could be

considered for premature release subject to prescribed policy parameters. He said that "there was a sentiment in Punjab that those detainees, who had already completed their sentences and were eligible for premature release, should be released forthwith". "When a prisoner spends more than the stipulated period in jail but is still not released despite eligibility for the same it causes resentment amongst his near and dear ones and also gives rise for agitation among particular sections of society," Badal told Rajnath Singh. Badal pointed out that while the Punjab government could not move the cases of premature release of the 13 detainees

in other states, it could not exercise the power of remission in case of the 182 prisoners in Punjab jails following a restraining order passed by the Supreme Court in July 2014. He said that the Punjab government had decided to move an application before the Supreme Court to allow it to exercise the premature release policy for all lifers who have completed their required sentence and were eligible for remission. "Our party is only endorsing the sentiments of the Punjabis and no one should try to label it as an anti-national party. The same yardstick has been used by the centre to free some convicts earlier. Our national credentials are impeccable. The SAD has not only participated in the freedom struggle but was also in the forefront in the fight against emergency," Badal claimed. The 13 detainees in other states include Waryam Singh (Uttar Pradesh), Gurmeet Singh (Rajasthan), Daya Singh Lahoria (West Bengal, but lodged in Delhi's Tihar jail), Lal Singh (Gujarat, but lodged in Nabha jail in Punjab), Gurdeep Singh Khaira (Karnataka), Devinder Pal Singh Bhullar, Paramjeet Singh Bheora and Jagtar Singh Hawara (all three lodged in Delhi's Tihar jail), Gurmeet Singh, Shamsher Singh, Lakhwinder Singh, Subeg Singh and Nand Singh (all lodged in Chandigarh).

Canadian employers underprepared to leverage Express Entry skilled immigrants: York University expert JUST a few days ago, Citizenship and Immigration Canada introduced fast-track entry for skilled immigrants, promising their arrival within six months of applying under an electronic system. But will the new system succeed? That’s not imminent in the near future, suggests a recent York University study, considering that local organizations are not fully prepared with wellthought out strategic inte-

gration plans for hiring immigrants arriving in the country quickly under the new system. The success of the Express Entry — whose inaugural draw to select permanent residency candidates under economic immigration is scheduled for later this month — will depend primarily on Canadian employers’ understanding of these skilled workers in the context of organizational strategy and readiness to integrate them into

the company’s existing work culture, says study author Professor Jelena Zikic, in the School of Human Resources Management. “In the current scenario, the quick arrival of a skilled migrant does not guarantee his or her successful integration and the success for local employers,” Zikic points out, noting organizations “must go beyond simply acknowledging the possible benefits, by not only looking into

unnecessary financial grief for honest riders and taxpayers.” The 2,762,363 “fare not paid” button pushes do not include fare evasion on SkyTrain, West Coast Express, SeaBus, or the West Vancouver blue bus network. Further, many bus drivers have previously told media outlets they have stopped pressing the button as “there are so many freeloaders and TransLink doesn’t do anything about it.” The buttons were pushed 2.5 million times in 2011. “If only TransLink had managed the Compass card and fare gate rollout properly, we’d have a better system to measure and prevent fare evasion,” said Bateman. “Instead,

TransLink drivers pressed 'fare not paid' button 2.76 million times in 2013 TRANSLINK bus drivers pressed a special button in their coaches to record a “fare not paid” more than 2.76 million times in 2013, according to documents released on Tuesday by the No TransLink Tax campaign. The information was obtained by the Canadian Taxpayers Federation (CTF) through a Freedom of Information request. “These bus drivers should be checked for carpal tunnel syndrome from having to repeatedly push that fare evasion button,” said No TransLink Tax spokesperson and CTF B.C. Director Jordan Bateman. “TransLink executives have turned a blind eye to millions of fare cheats, causing

THE 3rd Annual South Asian Health Expo will be taking place on Sunday, January 25 at Crown Palace Banquet Hall in Surrey. Foreign Affairs Minister Baird congratulates Sri Lankans on successful presidential election as Maithripala Sirisena wins FOREIGN Affairs Minister John Baird on Friday congratulated “the millions of Sri Lankans who went to the polls and peacefully exercised their democratic right to vote.” He said: “We welcome Maithripala Sirisena as president of Sri Lanka. “We wish to recognize the key role played by Sri Lankan civil society during the election process, noting that this was the first time that domestic observers were granted access to the counting centres. “Canada also commends the critical role played by Sri Lanka’s Election Commissioner in creating the conditions for Sri Lankans to freely express their will. “It is our hope that President Sirisena seizes his mandate from the people of Sri Lanka to foster a transparent, responsive and pluralistic government. IANS reports from Colombo and New Delhi: Barely two months after he defected to the opposition and became its presidential candidate, Maithripala Sirisena, Friday took the oath as Sri Lanka's new president, defeating Mahinda Rajapaksa who had called the election two years early hoping an easy third term. Opposition leader Ranil Wickremesinghe, who as prime minister signed a historic peace accord with the now vanquished Tamil Tigers in 2002, was sworn in as the prime minister at the Independence Square in Colombo. The outcome was a stunning setback for Rajapaksa, who first became the president in 2005 and then crushed the Tamil Tigers in 2009. Sirisena, Rajapaksa's health minister until he switched sides in November, won over 51 percent of the votes cast in Thursday's presidential battle. The swearing-in ceremony was attended by High Commissioner Y.K. Singh for India, which had followed the election keenly. Even before the Election Commission announced the result, Indian Prime Minister Narendra Modi became the first world leader to congratulate Sirisena, 63, on his "historic" victory and urged him to visit India. Modi also called for "genuine reconciliation" under Sirisena's leadership in Sri Lanka, where the killings of thousands of Tamils in the last stages of the war that destroyed the Tamil Tigers in 2009 is a major issue. In recent times, Muslims and Christians also turned against Rajapaksa after coming under attack from Sinhalese-Buddhist hardliners while rights groups charged him with war crimes. Vancouver Whitecaps FC release complete 2015 MLS schedule, first game set for March 7 against Toronto FC IN conjunction with Major League Soccer, Vancouver Whitecaps FC released their complete 2015 MLS regular schedule on Wednesday – exactly two months ahead of their season opener against Toronto FC on March 7 at BC Place. Whitecaps FC will play 34 regular season matches over 34 weeks, including 26 Saturdays, five Wednesdays, and three Sundays. Carl Robinson’s side will meet Western Conference sides Colorado Rapids, FC Dallas, Portland Timbers, Real Salt Lake, San Jose Earthquakes, and Seattle Sounders FC each three times. BC Lions announce coaching departures, extend Lumbala THE BC Lions Football Club officially confirmed on Tuesday that offensive line coach Dan Dorazio, defensive line coach Carl Hairston, running backs coach Kelly Bates and receivers coach Joe Paopao will not return to the team in 2015. “My thanks go out to each of these men for their time and their dedication to our club,” said VP of Football Operations and GM Wally Buono. “We wish them the very best in the future.” The club will make a formal announcement regarding its 2015 coaching staff in the coming days when all positions have been confirmed by

Head Coach Jeff Tedford. An announcement was also made on Tuesday that veteran fullback Rolly Lumbala has signed a contract extension through the 2016 season. Lumbala appeared in all 18 regular season games last season for the Leos making it four consecutive years the Idaho grad has not missed a start. The seven-year vet was originally selected by the Lions in the second round of the 2008 CFL Draft (ninth overall) and has now logged 117 career games along with nine playoff appearances and a Grey Cup title in 2011.

Prime Minister Harper announces Canada Apprentice Loan program now accepting applications PRIME Minister Stephen Harper on Thursday announced that the Canada Apprentice Loan initiative was now open for business and accepting applications. The initiative will help those already apprenticing to complete their training and encourage more Canadians to pursue a career in the skilled trades, allowing participants to take advantage of the many job opportunities across Canada. Harper was accompanied by Jason Kenney, Minister of Employment and Social Development and Minister for Multiculturalism, Kerry-Lynne Findlay, Minister of National Revenue, James Moore, Minister of Industry, Alice Wong, Minister of State for Seniors, Dan Albas, Parliamentary Secretary to the President of the Treasury Board, Nina Grewal, MP for Fleetwood–Port Kells, John Weston, MP for West Vancouver—Sunshine Coast—Sea to Sky Country, and Senator Yonah Martin. These loans will help apprentices address the costs they encounter during technical training, including educational fees, tools and equipment, living

expenses and forgone wages. It will be managed by the Canada Student Loans Program, within Employment and Social Development Canada. Apprentices registered in a Red Seal trade apprenticeship will be able to apply for loans of up to $4,000 per

period of technical training. The loans are interest-free until after loan recipients complete or leave their apprenticeship training program, up to a maximum of six years. Those interested in applying for the Canada Apprentice Loan can do so through the Canada Apprentice Loan Online Service which is available through Canada.ca/apprentice. The Canada Apprentice Loan is one of many initiatives that the Government has undertaken to encourage apprenticeships and career training. Other significant efforts include apprenticeship grants, Employment Insurance benefits for apprentices taking technical training, tax credits and deductions for employers and apprentices. * It is estimated that at least 26,000 apprentices a year will benefit from over $100 million in Canada Apprentice Loans. * According to Statistics Canada, almost 360,000 people are enrolled every year in over 400 apprenticeship and skilled trades programs; howev-

er, only half of apprentices are completing their programs, (in part, because of the financial demands incurred during their technical training.) * There are approximately 2.9 million skilled trade workers in Canada which represent 17 per cent of the workforce. * Red Seal trades include 57 skilled trades, such as bakers, bricklayers, carpenters, electricians, gasfitters, heavy equipment operators, ironworkers, machinists, painters, plumbers, sheet metal workers, and truck mechanics, to name a few. * The Conference Board of Canada predicts that Canada will need one million additional skilled workers by 2020. * From March through June 2014, the Government of Canada held discussions on the Canada Apprentice Loan with key stakeholder groups including training providers, apprenticeship organizations and industry representatives as well as with provincial and territorial governments.

New trades seats in 2014, new career opportunities in 2015 IN 2014, as part of B.C.’s Skills for Jobs Blueprint, the Province invested $6.8 million to fund an additional 1,424 critical trades seats at 14 public post-secondary institutions throughout B.C. In 2015, these new critical trades seats will be coming online, making it even easier for individuals to get the training for in-demand jobs. Careers in construction and other trades offer good wages, benefits and job satisfaction. The additional trades seats have significantly reduced wait lists. Students can begin their studies sooner and begin their new career

quicker. The online trades seat finder instantly shows where available spaces are located. The trade seat finder is part of the Trades Training BC website. The expanded BC Access Grant makes trades training more accessible for students in financial need. Eligible students may receive up to $16,400 in non-repayable funding to study indemand foundation trades programs such as steamfitters, heavy-duty equipment mechanics, carpenters, welders and millwrights. These careers are just some of the top 60 in-

demand jobs listed in B.C.’s 2022 Labour Market Outlook. For example, one individual named Safety Enofe received the full Access Grant amount of $16,400 to support him during his training in Northern Community College’s Power Engineering and Gas Processing program. The additional trades training seats, the online trades training seat finder, and access to non-repayable funding through the BC Access Grant means students can more easily step into an in-demand career that can provide good wages and benefits for their fam-

ily. * There are expected be one million job openings in B.C. by 2022. * Retirements are driving job openings across all occupations, while economic growth is boosting openings in occupations like skilled trades. * Retirements are expected to result in 68% of job openings; the remaining 32% as a result of economic growth. * More than 78% of jobs will require some form of post-secondary education, and 44% of job openings will be in the skilled trades and technical occupations.

Charlie Hebdo magazine attack: Seven killed as Paris double hostage crisis ends Paris (IANS): At least seven people were killed Friday, including three gunmen, after security forces brought to an end two tense hostage dramas in separate locations in the French capital. While Cherif and Said Kouachi, the two brothers wanted in the attack on the offices of Charlie Hebdo magazine that claimed 12 lives, were killed in a printing company's office at Dammartin-en-Goele, northeast of Paris, the third gunman, along with four hostages, were killed at a Jewish grocery store at Porte de Vincennes in southern Paris, media reported. The killing of the Kouachi brothers was confirmed by Bernard Corneille, the mayor of the nearby village of Othis, CNN reported. The lone hostage they had taken was rescued alive. In the other incident at Porte de Vincennes, five people, including the hostage taker Amedy Coulibaly, were killed at the kosher grocery store. While Coulibaly was killed in a security operation, the other four, all of them hostages, were killed at the beginning of the incident, police confirmed. After Couliobaly was gunned down, BFMTV reported that police at the scene shouted "get down!" and "we've got him". An accomplice of Coulibaly, Hayat Boumeddiene, a 26-year-old woman wanted in connection with Thursday's fatal shooting of a policewoman, escaped from the grocery store in the confusion as hostages ran away, CNN reported citing police union spokesman Pascal Disand. Earlier, a police operation was launched in the area where the Charlie Hebdo attackers were holed up, Efe news agency reported citing a statement issued by Interior Minister Bernard Cazeneuve. An elite unit of the Gendarmerie got into place to carry out an operation, added the minister. According to the television channel RTL, the suspects, who were brothers of Algerian descent, had entrenched themselves in a printing company office in the town and had taken a hostage. At around 7.40 a.m. GMT, the two men stole a vehicle belonging to a woman in the town of Montagny-Sainte-Felicite and identified themselves as the Kouachi brothers who were wanted for the Wednesday attack on the Charlie

A witness quoted by RTL said he had heard two shots, and helicopters arrived soon after along with the security forces who ordered residents to stay in their homes and keep their windows closed. Meanwhile, Coulibaly, the perpetrator of Thursday's Montrouge shooting, took several hostages at Porte de Vincennes, 20th Arrondissement, south Paris, after firing gunshots around 3 p.m. Friday, Xinhua news agency reported citing BFMTV. On Thursday morning, a 20-year-old policewoman was killed in a shooting in Montrouge. The gunman wearing a bulletproof vest opened fire on her and a civilian who was responding to a traffic accident. HOODED gunmen dressed in black burst into the office of French satirical magazine Charlie Hebdo on Wednesday in Paris, killing 12 people including eight journalists in a coordinated strike. The youngest of the three suspects, Hamyd Mourad, 18, in the attack surrendered voluntarily earlier, a media report said. He may have helped two other suspects to escape, Xinhua quoted police as saying. Among those killed on Wednesday was a cartoonist who drew a controversial cartoon of the Prophet Mohammed, reported IANS. World leaders denounced the cold-blooded mayhem that left over 20 people injured, four in critical condition, and forced French President Francois Hollande to rush to the scene and call it "an act of barbarism", media reports said.

Efe news agency said that illustrator and editorin-chief known as Charb and three more cartoonists -- Cabu, Tignous and Wolinski -- were among the fatalities. Two policemen were also killed. The France edition of The Local news portal quoted the gunmen as shouting in Arabic: "We have avenged the Prophet!" and "God is Great!" The attackers made a well-prepared getaway in a car after shooting in the magazine's office for several minutes. Video clips of the street outside showed two hooded men sprinting on a pavement, firing at a seemingly wounded policeman sprawled on the ground before getting into a black car. As France tried to come to grips with the horror, a grim President Hollande said the killings were an attack "against our freedom of speech, a barbarous act against the journalists who had proven they could act in France with all the freedoms that the republic defends". Hollande said "Charlie Hebdo" had received threats on numerous occasions after publishing caricature of the Prophet Mohammed and had been afforded special protection. The magazine was firebombed in 2011 after it published a controversial series of cartoons depicting the Prophet Mohammed. With Wednesday's attack, Hollande said, "we need to show that we are a united country" and "react firmly but also display national unity... They (killers) will be hunted down and brought to justice". France, the target of Islamist fighters in reprisal for its military

strikes against Islamist strongholds in Iraq and elsewhere, foiled several terror attacks in recent weeks, President Hollande said. Indian President Pranab Mukherjee and Prime Minister Narendra Modi joined world leaders to denounce the carnage. "Terror and violence have no place in any corner of the world," Mukherjee said. "The world must unite to root out terror from every country and society." Modi called the attack as "condemnable and despicable". "Our solidarity with the people of France. My thoughts are with families of those who lost their lives." US President Barack Obama denounced the "outrageous attack" in Paris. British Prime Minister David Cameron said: "The murders in Paris are sickening. We stand with the French people in the fight against terror and defending the freedom of the press." With lower gas prices, more motorists can now afford a road trip By Cedric Hughes

IF you decided to celebrate this Festive Season by staying home, news reports of record levels of disruption on the roads may suggest you made a wise decision. Early on the American Automobile Association (AAA) was quoted as projecting that “more than 98 million Americans will hit the roads or skies – the highest since AAA began keeping records in 2001.” Many who stop-started along the highways and waited at gas stations and at the border will say AAA got it about right. Predicting high seasonal traffic volumes was not a difficult guess. There seemed to be, after all, the ‘perfect storm’ for it: gasoline prices in some places 34% lower than a year ago, the extra-long holiday that usually comes from a midweek Christmas—and, in many parts of the continent, good enough weather for clear roads and good visibility.

Prediction and anecdotal experience beg the question of whether or not there exists measurement of the relationship between gas prices and traffic volume, holiday times and traffic volume, or weather and traffic volume. Google “relationship between gas prices and traffic volume” and you will see that this is the subject of a lot of interest. Government offices, research institutes, economic think tanks have independently studied, cross-referenced and synthesized a great deal of data in an effort to understand the effect of gasoline pricing. The focus is not only on traffic volumes but also on traffic safety, the type of vehicles consumer purchase, commuting habits including the effect on public transit usage and even residency preferences. Much of the analysis is related to the idea of gasoline purchases increasing with decreasing price. You will also note that most of these research efforts were prompted by the dramatic rise in gasoline pricing that set-in in the late 2000s and that seemed to be, if not a

‘new normal,’ at the least a very long-term proposition. But here we are in 2015 with a dramatically different state of affairs regarding gasoline pricing and predictions that are all over the map as to how long they will remain low or even decline further. And this comes hard on the heels of many longerterm adjustments having already been made to high prices. With the recent sharp decline in gasoline prices, it seemed unthinkable that in our new culture of fuel efficiency and carbon free transportation a low price at the gasoline pump would prompt such a sudden up swell of enthusiasm for Christmas roadtrips. Well, fuel costs do tend to determine our outlook. Motor vehicle sales in the United States ended the year 2014 at the best levels since 2006. And the once ultra-attractive hybrid vehicle has lost some of its glory, with, for example, the Ford Motor company maintaining a temporary closure of operations at a Detroit area hybrid manufacturing facility.
