BECOMING Mayor of Surrey (riding on former mayor Dianne Watt's coattails) was actually the easy part for Linda Hepner. Controlling crime in B.C.'s second largest city with its diverse problems will for sure prove to be the hardest part. And for good reasons. Don't expect the crime situation in Surrey to improve this year merely because we have been assured of many more police officers joining the Surrey RCMP Detachment. SFU's leading criminologist Dr. Robert Gordon pointed out to The VOICE this week: “I didn't think hiring more policemen in Surrey is going to do anything because almost invariably those police officers are fresh out of [the RCMP] Depot. They have no street sense, no street experience ... They are not going to be very good field police officers for at least two years.” On the other hand, Gordon said that the whole issue of community safety officers is a pretty good idea. However, "it's not the kind of thing that you can place over the top of a broken policing structure in the hopes that somehow it's
mented. ... But I don't think that that [RCMP] is an organization that is terribly receptive to that sort of innovation.” THERE is no magic bullet, noted Gordon. He said: “The Surrey Crime Reduction strategy was a great idea. ... The RCMP seemed to be having some success with it because the crime rate stabilized in Surrey. I suspect they got going to fix it", noting that such officers "are quite common in the United Kingdom but there the police services are much more rationally organized." Nevertheless, he noted: “CSOs are a tremendously useful tool for dealing with a range of community issues and challenges and you can recruit those people from your local community. So they are almost immediately ready to go and provide input on issues of crime and crime prevention for that particular community. complacent. ... You have to keep going back and renewing the initiative at regular intervals to keep it moving.”
Gordon said: “I don't think there is going to be any major change in Surrey in the New Year. I think you probably will continue to see crime rates falling across B.C. and generally in large metropolitan areas, but there will be hotspots and Surrey will probably continue to be one of those hotspots – continue to be wrestling with the occasional murder, they'll continue to wrestle with problems related to the drug trade both on the consumption side and on the production side and they will continue to have problems with crimes that are related to low-income areas and communities that are deprived. ... Surrey has low-income clusters probably in wilder profusion than is the case in other municipalities and it is a tendency for minor crimes both property and crimes of violence to find themselves around the periphery of those communities. None of that is going to change.” There is also the problem of always invariably viewing the problem as being localized instead of viewing it from a regional perspective. Guru Nanak's Free Kitchen reaches out to the Chaldean Christian community at Christmas
GURU Nanak's Free Kitchen (GNFK) once again delivered when it mattered most, and in the process did the community proud. The Chaldean Christian community, mostly refugees from war torn Iraq, were recipients of over 500 hot meals and drinks as well as 400 Christmas toys. When the organisers of the annual Christmas dinner for the Chaldean community, namely Samira and Mani Fallon, approached GNFK, there was no hesitation on behalf of the volunteer-run GNFK to take part in such a humbling event. The Chaldean Christian community is an ethnic community primarily from Iraq. Most have arrived thanks to the Canadian government's humanitarian program because of their severe persecution in
Iraq. The communal meal (Guru ka Langar) was cooked at Sukh Sagar Gurdwara in New Westminster during the day. Volunteers of all faiths took part, including a local veteran-run Aboriginal group. GNFK cooking coordinator Kiran Toor was surprisedat the turnout. “This is what multiculturalism in Canada is all about. Everyone pitched in, from cutting onions and carrots to washing huge cooking pots,” she said. Another core volunteer, Sarabjit Singh, said: “To have a federal minister cooking for more than two hours with GNFK is unheard of. Many thanks to minister Jason Kenney, whose arrival at the kitchen was a surprise, and even more surprising was his cooking skills. He must be a cook as his sec-
ond job!” At the dinner event, hosted by St. Matthews Church at 16079 88th Avenue, Surrey, it was great to see communities embracing each other and dancing together. Local MLA and minister Amrik Virk said: “This is Canada at its best, communities coming together at Christmas to share. We are thankful to the organisers of this tremendous event. It's wonderful to see so many smiling faces, especially the kids who received the toys from the GNFK’s recent toy drive.” Organisers of GNFK hope to make this an annual event. Navneet Bains, GNFK volunteer, said: “Our primary focus is to feed those in need, which we do every Sunday in Downtown Eastside and Whalley in Surrey as well as the First United Church on Hastings Street in
Vancouver. But we have expanded so much recently that we have added more events due to mainly the generosity of the volunteers. We don't ask for financial donations but merely certain food items. The Chaldean Christian community has suffered so much in Iraq, but this is what makes Canada great. We can all pull together to help those in need." Another volunteer, Gurpreet Chana,
added: "I love serving with GNFK at these kind of events. We have no hidden agendas. We just love to serve Guru Nanak's way." It was a joy to see so many happy families especially kids most of whom received Christmas toys for the first time. The Sikh community can feel proud to have contributed to over 500 Chaldean Christians this Christmas.

South Asians Kamaljit Billen and Gurdeep Singh among six charged in California for 136 lb of cocaine
KAMALJIT Billen (left photo), 36, and Gurdeep Singh (right photo), 36, of Yuba City are among six people who have been charged in California’s Sutter County Superior Court with the felony transport of cocaine and possession for sale. At least one of them reportedly has close relatives in B.C. According to the website appeal-democrat.com, Sacramento County sheriff's narcotics detectives spotted two of the alleged co-conspirators transfer several bags between cars in Yuba City on December 21 (Sunday), according to a declaration seeking bail enhancement.
Detectives found 62 kg of cocaine worth more than $1 million in street value in a vehicle. Four people were arrest at a hotel and two others at a traffic stop. Many of them are from Washington state and each is being held in Sutter County Jail on $1 million bail. The Sutter County District Attorney's Office is seeking a sentence enhancement for each count as it alleges that the amount of cocaine exceeds 88 pounds. The maximum sentence is 25 years in county jail.
Rajman Grewal (Mangat) of Brampton charged with kidnapping in bizarre case
TWO South Asian men in Ontario – Rajman Grewal (left photo), 37, of Brampton, also known as Rajman Mangat, and Sukhpal Pannu (right photo), 36, of Cheltenham, also known as Pauly – went missing on December 19. Peel Regional Police announced that Grewal (“his last name has been changed but some may still know him as Mangat”) “was last seen at approximately 6 p.m. on Friday, December 19, when he left his residence in Brampton.” And Pannu was last seen on December
19 “wearing blue / red pajamas with white winter coat.” He left his Cheltenham home in an unknown vehicle heading south on Chinguacousy Road. Pannu was found safe on December 24. Grewal became a “person of interest” in Pannu’s disappearance. He finally turned himself in to the Caledon detachment of the Ontario Provincial Police on the night of December 28 and has been charged with kidnapping. Police say details of the case will come out in court.

seem to be - and the people who they are consulting with seem to be - incapable of sorting it out. I don’t understand why. “It may be that they should think seriously about bringing in other people rather than their favourites to address the crime problem. What they have been doing so far is just turning to the same bunch of individuals who just simply recycle the same ideas and I don’t think that’s taking the city any further ahead.” So who should they be consulting? Gordon replied: “What they need is a genuinely independent blue ribbon panel ... a mixture of expertise coupled with independents coupled with a brutally critical eye so that there can be no interference with their outcomes and the results of these panels be made sub-
ject to public discussion, not hidden – for Council’s eyes only - because what happens then is a great massaging of results. That’s one of the things that they have to do. “There is a great amount of information available right now on the situation in Surrey and they’ve had all these inquiries but you never hear the outcomes other than the one that was struck by the previous mayor to look at the crisis in homicide statistics in 2013. ... That brains trust they put together didn’t seem to produce very much at all.” So what is the solution? Gordon said: “Gathering information is the first step – and analyzing that information.” But he added: “One of the problems with Surrey is that it is just such a huge diverse community that ... it makes it very difficult to
identify particular strategies for action.” HOWEVER, Gordon ended on a positive note, saying: “I will continue to look with optimism at the developments taking place around Surrey City Centre – that whole area around SFU and around the City Hall – that is clearly an area of significant development. “We’ve seen that change quite dramatically over the last five years and that will continue I think to be the developed hub of Surrey. I could see another Metrotown growing in there primarily because of the SkyTrain. “The Guildford Town Centre will continue to be important, but it doesn’t have the SkyTrain which is a major asset which will change things in Central Surrey.”

WSO calls on India to follow acknowledgment of 1984 genocide with vigorous prosecutions THE World Sikh Organization of Canada has written to Indian Home Minister Rajnath
Singh, welcoming his acknowledgement of the killing of Sikhs in November
1984 as a genocide and calling on him to follow up his announcement with investiga-
tions and prosecutions of those responsible for orchestrating and carrying out the killings. Noting that Rajnath Singh’s acknowledgement has been welcomed by Sikhs in India and across the world, WSO President Dr. Amritpal Singh Shergill in his letter wrote, “India is a signatory to and has ratified the Convention on the Prevention and Punishment of the Crime of Genocide, which recognizes genocide as an international crime and obligates signatories to prevent and punish actions of genocide. While recognition of 1984 as a genocide was a welcome and necessary first step, we encourage your government to now vigorously pursue investigations and prosecutions of those involved.” He added: “The recent deci-
sion by your government to provide enhanced compensation to the victims of the 1984 genocide is appropriate as these families have suffered for much too long, but the most important step to help heal the wounds of 1984 will be to bring the murderers responsible for the killings to justice.” IANS reported: New Delhi: Home Minister Rajnath Singh Friday (last week) distributed additional compensation cheques to the kin of 17 victims of the 1984 anti-Sikh riots at an event here. A home ministry official said that the enhanced compensation will be given to all the eligible victims. "The riot victims who did not get compensation earlier in the UPA government will be provided Rs. 8.5 lakh [Rs.850,000]." "It was a token distribution of the additional compensation cheque to the 1984 riot victims. Each cheque was of Rs. 5 lakh [Rs.500,000]. The remaining riot victims will be provided the compensation amount very soon," the official told IANS. Rajnath Singh distributed the cheques in west Delhi's Tilak Vihar area. As per records, 3,325 people were killed in the riots across the country. Of them, 2,733 were killed in Delhi alone. The others victims belonged to Haryana, Uttar Pradesh, Maharashtra, Bihar, Jharkhand, Madhya Pradesh and Rajasthan, among other states. In 2006, the UPA government had announced a Rs.717crore [1 crore = 10 million] rehabilitation package for anti-Sikh riots victims after the Nanavati Commission, which was set up to probe the riots, submitted its report. According to the package, an ex-gratia amount of Rs.3.5 lakh [Rs.350,000] each to the next of kin riot victims was disbursed. Out of this only Rs.517 crore had been spent and the remaining Rs.200 crore could not
be distributed because of dispute over claimants. Additional relief of Rs.5 lakh [Rs.500,000] was announced by Rajnath Singh in October, five months after the BJP-led NDA government assumed office. The decision to enhance the compensation was taken just before the by-elections were announced for three assembly seats in Delhi. The home minister gave the credit of this step to the Prime Minister Narendra Modi. Describing the 1984 riot as a "genocide", the home minister said: "It was not riot, it was genocide instead. Hundreds of innocent people were killed. The pain of the kin of riot victims cannot be compensated by even paying crores of rupees." After distributing the cheques, Singh said that several persons who had a "role" in the carnage are yet to be punished. "There are several persons who are yet to be punished. I have faith in our judicial system and these persons will definitely get punishment." While addressing the kin of riot victims, he said: "No compensation and relief will take away the pain which these family members are facing for the last 30 years. I know that until these persons are punished, victims will not get relief. I want to assure that government is with you and will be with you in even bad days." Describing the incident as a "black spot" in the history of India, Singh also requested the chief ministers of all states to inform the home ministry about the status of the disbursement of the enhanced compensation amount. He said that the government has now constituted a committee under the chairmanship of retired Supreme Court judge G.P. Mathur to address the grievances related to the 1984 riots. The committee was set up after the home ministry received a large number of complaints from various individuals and associations. The Committee will also oversee the implementation of the payment of enhanced compensation of Rs.5 lakh [Rs.500,000] per person killed during the riots, as approved by the Union Cabinet. The Bharatiya Janata Party (BJP) had earlier demanded re-investigation into all cases related to the 1984 riots. The justice Nanavati Commission had recommended reopening of only four of 241 cases closed by police but the BJP wanted the re-investigation in all other 237 cases.

The provincial championship was hosted by Lions Weightlifting Club on December 13 at Lord Tweedsmuir School in Cloverdale. Other lifters who won gold medals were Ishmeen Dhesi (53 kg) and Jeenal Billen (58 kg).
SURREY’S Lions Weightlifting Club’s Prabdeep Sanghera has made the cut for Sports Canada’s Athlete Assistance Program (AAP) despite a late start. She was also declared the best female weightlifter at the BC Provincial Championship on December 13. The Athlete Assistance Program’s objectives are to financially support Canadian athletes identified by National Sport Organizations (NSOs) using criteria established by Sport Canada as performing at or having the greatest potential to achieve top 16 results at Olympic / Paralympic Games and World Championships; to assist Canada’s carded athletes in preparing to engage in full-time or part-time career activities; and to enable Canada’s carded athletes to participate in year-round national training and competition regimes to further their athletic goals. Sandhu said: “It was a very scary and challenging move for her and a very tough decision for me to make her miss the Commonwealth Games where she could have easily won a medal and not to let her compete in the earlier tournaments, and then to make her compete only in the last three competitions. I am happy that this strategy worked. When you are working with high level athletes, you have to make these kinds of difficult decisions. The new appointees included three Companions (C.C.), 13 Officers (O.C.) and 79 Members (C.M.). Shaf Keshavjee was appointed Officer to the Order of Canada. Recipients will be invited to accept their insignia at a ceremony to be held at a later date. The Order of Canada, one of our country’s highest civilian honours, was established in 1967, during Canada’s centennial year, to recognize outstanding achievement, dedication to the community and service to the nation. Shergill wrote, “The Sikh community in India, Canada and across the world is deeply troubled by the deteriorating health of Bhai Gurbaksh Singh and trusts that you will take prompt action to release
these Sikh prisoners who have completed their minimum sentences.” Shergill said the release of the Sikh prisoners would be an important confi-
dence building measure with the Sikh community who continue to feel the trauma of the events of 1984, for which the perpetrators have still not been brought to justice. The WSO said it prays for the health of Gurbaksh Singh and calls on the Indian authorities to immediately accept his reasonable demands. Sikh prisoners who have served their minimum mandatory sentences must be treated like other inmates in the Indian system and allowed the opportunity to return to their families and rebuild their lives.

SURREY RCMP are requesting the public’s assistance in identifying a suspect involved in an apparent firearm pointing incident approximately one month ago. Officers were recently able to obtain a composite drawing of the suspect. On November 29, at approximately 11:30 p.m., Surrey RCMP received a report of a weapons offence in the area of 152nd Street and 20th Avenue. Upon attendance, officers learned that an 18-year-old female was walking home from a friend’s house in the area when an unknown male pointed a black handgun at her and told her not to run. The female quickly walked away and ran southbound on 152nd Street before returning to her residence. The female advised that she was wearing headphones at the time and took them off because she heard someone talking. She then observed the male near an entrance to a pathway approximately 10 feet away (west of 15140 20th Avenue on the south side of 20th Avenue). The suspect is described as a South Asian male, in his early 30’s, approximately 5’8”-5’9”, with short black hair and stubble on his face, wearing a black trench coat, black shoes, and possibly jeans. Officers attended to the location along with a Police Service Dog but were unable to locate any evidence at scene. Officers continue to followup on all avenues of investigation including speaking with businesses and residents in the area and canvassing for any video surveillance. U.S. deports University of Washington student from India who made social media threats THE former University of Washington (UW) student from India who was arrested in June for threatening a campus shooting on social media was deported last week on Wednesday by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI). Keshav Mukund Bhide, 24, departed on an international flight from Seattle-Tacoma International Airport. Special agents from HSI and the FBI escorted Bhide to the airport and confirmed his departure. He cannot return to the U.S.
for 10 years. According to court records, in June police learned of multiple social media threats by a Google user "Foss Dark." Some of the comments discussed support of the University of California, Santa Barbara shooter, Elliot Rodger, whose killing spree
in May left six dead and seven injured. Further investigation connected "Foss Dark" to Bhide and revealed his intentions to carry out an attack against women on the UW Seattle campus. Bhide was arrested and charged in both state and federal court. He was convicted of cyberstalking in King County Superior Court December 11 and sentenced to a six-month suspended sentence. In an agreement with federal prosecutors, the federal indictment for making interstate threats will be dismissed when he departs
the United States. In October, the university notified HSI's Student and Exchange Visitor Program (SEVP) it had terminated Bhide’s student status. HSI special agents initiated
removal proceedings against Bhide and on December 18 an immigration judge ordered him removed. As part of the removal order, Bhide is banned from returning to the U.S. for a period of

10 years. Should he re-enter or attempt to re-enter the U.S. during that period, federal prosecutors may refile the federal charges against him, court records state.

California police officers were justified in killing Army vet Parminder Singh Gill, says District Attorney’s Office THE San Joaquin County District Attorney's Office says that two Lodi police officers acted reasonably to protect themselves when they opened fire on Army vet Parminder Singh Shergill, 43, on January 25 in Lodi, about 90 miles east of San Francisco. The Sacramento Bee newspaper said this week that the report on the incident states: “Once Shergill turned towards the officers, facing Cpl. Bratton, Shergill’s action elevated his threat
level. … Given Shergill’s height and distance from the officers, it is reasonable to believe that Shergill would have covered the distance in a matter of seconds.” The officers fired 14 bullets into Shergill’s body. The newspaper said that according to the report the officers had to take the following into consideration as they went after Shergill: He was off his medications and acting erratically; they had been told he assaulted his mother that morning; he
had military experience; he was carrying a knife and heading back toward his
family’s home. Shergill's family has said he suffered from post-traumatic stress disorder after participating in Operation Desert Storm in the 1990s, according to the media. Kulbinder Sohota, Shergill’s sister, told the newspaper that she was devastated by the DA’s decision not to prosecute the officers and said the family will pursue a federal civil rights lawsuit that alleges that the two police officers were improperly trained as to how to
respond to people with mental illness, and that they killed Shergill without good cause. The media also reported that the family’s attorney said witnesses saw no knife in Shergill's hand, and he didn't charge at the officers. He said everyone in the neighborhood knew him as a kind and gentle man. The officers had responded to a 911 call made by Shergill's sister-in-law in which she told a 911 dispatcher that Shergill was a
paranoid schizophrenic who was going crazy and was attacking her mother-in-law inside the house. One media report said that the 911 call released by police included "my brother in law, paranoid schizophrenic and he's going crazy. He's yelling, he's attacking my mother in law." Another recording contained a radio call by an officer: "He has a knife in his right hand, he's refusing my commands." Just after that, Shergill was shot and killed.

THE labour dispute between the provincial government and the BC Teachers’ Federation (BCTF) is regarded as the #1 story of the year for British Columbians, a new Insights West poll has found. The online survey of a representative provincial sample asked residents to rate the five most important stories of 2014 out of a list of 15. The education dispute garnered the largest proportion of mentions in the top five (with an overall score of 382 points). The ongoing public debates about the Northern Gateway and Kinder Morgan pipelines are ranked #2 and #3 by British Columbians (with 316 and 311 points respectively), followed by crime in Surrey (303 points), and the tailings pond breach at Mount Polley (300 points). The other stories that made the Top Ten are the conclusion of the “Surrey Six” murder trial and the Translink / SkyTrain shutdown (each with 283 points), the apology to the Chinese community in British Columbia for “historical wrongs” (279 points), Trevor Linden joining the front office of the Vancouver Canucks (266 points) and discussions related to liquefied natural gas (LNG), including the tax regime (also 266 points). “While most residents consider the education dispute as the top story of 2014, the amount of interest in pipeline discussions has not waned across the province,” says Mario Canseco, Vice President, Public Affairs, at Insights West. “In Metro Vancouver, residents were also gripped by crime in Surrey and the SkyTrain shutdown.” When asked to select a “Newsmaker of 2014”, 42% of residents gave one of their three votes to Premier Christy Clark. Labour negotiator Vince Ready is second (26%), followed by Trevor Linden, who took over as President of Hockey Operations for the Vancouver Canucks (25%), BCTF President Jim Iker (22%), Vancouver Mayor Gregor Robertson (20%) and former Canucks head coach Pat Quinn (20%).

B.C.’s top baby names of 2013: Olivia for girls, Liam for boys FOR the second straight year, and the fourth time in five years, Olivia was the top name for girls born in B.C. in 2013, according to the Vital Statistics Agency. Liam reclaimed the number one spot for baby boys replacing Ethan, which was tops in 2012, after
edging out Liam the previous year. The top five names for girls born in British Columbia in 2013 were Olivia, Emma, Sophia, Emily and Ava. For baby boys born in 2013 in B.C., the top five names were Liam, Mason, Ethan, Lucas and Benjamin.

Weapon used in mass murder in Edmonton was stolen in Surrey in 2006 EDMONTON Police Chief Rod Knecht said Tuesday that the 9mm handgun used in all the three crime scenes involving nine deaths on Monday (December 29) was reported stolen in Surrey in 2006. It was registered in B.C.in 1997. He said the suspect had a criminal record involving drugs and violence dating back to 1987. He said the mass murder of eight people was domestic violence. Edmonton Police said that the Medical Examiner’s Office has confirmed that Cyndi Duong, 37, died Monday as a

result of a gunshot wound. Southwest Division members found the deceased female’s body, while responding to a weapon’s complaint Monday evening in a residence near Haswell Court. Autopsies on the remaining seven victims and the lone male suspect will take place on New Year’s Day, at which time cause of death and identities of the victims should be confirmed. Police responded to a weapon’s complaint around 6:52 p.m., Monday, near Haswell Court and 16 Avenue. Upon arrival, members discovered a deceased middle-aged female.
North Division patrol officers responded to a suspicious circumstances call on Monday at an address near 83 Street and 180 Avenue at approximately 8:30 p.m., returning to the same address at approximately midnight, following a secondary check-on-welfare call involving a suicidal male. At that time, officers were unable to locate the suicidal male in question, but upon entry, discovered the bodies of seven deceased individuals: three adult females, two adult males and two children, one female and one male. Homicide detectives, with the assis-
tance of Fort Saskatchewan RCMP, subsequently located a deceased male at a restaurant in that city, located approximately 40 km northeast of Edmonton, who matched the description of the suicidal male allegedly associated with the second homicide scene at 83 Street and 180 Avenue. Media reports said the Fort Saskatchewan restaurant was the VN Express Vietnamese and Chinese Restaurant whose windows and doors seemed to have been blown out. An SUV with a smashed side window was parked in front.

Murdered Albertan gangster Theoren Gregory Poitras’ vehicle recovered THE Integrated Homicide Investigation Team announced this week that it has recovered murdered Albertan gangster Theoren Gregory Poitras’ vehicle. Poitras, 25, was found murdered in the 3400-block of Regina Avenue in Richmond on October 2. He was a resident of Richmond at the time of his death and was known
to police in Alberta for his involvement in gang activity. Although the motive has not been confirmed, IHIT believes this to be a targeted shooting and the suspect(s) immediately departed the crime scene following the shooting. Poitras was in possession of a red 2007 Suzuki Grand Vitara that was taken from the crime scene following the shooting.
This vehicle was recovered in Pitt Meadows in November 2014 and forensic analysis has recently confirmed this to be Poitras’ vehicle. “IHIT is looking to speak with anyone who may have information about this homicide or anyone who may have information about the friends and associates of Mr. Poitras,” said Staff-Sgt. Jennifer Pound.
Back in October, IHIT was looking for information from anyone who may have been in the area of Talmey Elementary School in Richmond BC between 11:30 p.m. on October 1 and 1:30 a.m. on October 2 who observed any suspicious persons, vehicle or circumstances. IHIT is now asking anyone

AirAsia crash: 30 bodies found so far
MORE bodies have been recovered from the Java Sea, five days after AirAsia flight QZ8501 crashed, according to BBC. Some were reported to be still strapped into their seats. The total number of bodies found so far is 30. Although specialist equipment has arrived to help in the search for the plane and its "black box" flight recorders, high waves prevented any operation from being carried out. The plane is almost certainly at the bottom of the relatively shallow Java Sea. The cause of the crash has yet to be determined, said BBC. The head of Indonesia's search and rescue agency, Bambang Soelistyo told reporters in Jakarta that the fuselage was at a depth of about 25-30m (80-100ft). The plane, an Airbus A320-200, had 162 passengers and crew on board -- 155 Indonesians, three South Koreans, a Malaysian, a Singaporean, a British, and a French national. The plane was believed to have crashed in the East Java Sea located between Sumatra and Kalimantan islands. It took off Sunday morning for Singapore before going missing 42 minutes later. THE pilot of the AirAsia flight, which went missing en route from Indonesia to Singapore, was known for his extraordinary performance as a jet fighter pilot before he joined the airline, a media report said Tuesday. Iriyanto, 53, started out his career as an F-5 and F-16 fighter pilot after having graduated in 1983, the Jakarta Post reported. He joined the 14th squadron at Iswahjudi Air Force Base (AFB) in Madiun, East Java, and stayed there for around 10 years. "He was one of the best graduates," the report quoted an official who trained Iriyanto as saying. "Iriyanto was known as one of the 'Flight Leaders' on F-5 Tigers, the leading fighter jet in the 1980s," he said. Iriyanto also served with Indonesia's Merpati Airline and Sriwijaya Airline prior to joining AirAsia, the report added. According to AirAsia statements, Iriyanto had logged a total of 20,537 flying hours, of which 6,053 flying hours were logged during his tenure with the airlines, while the co-pilot, French national Remi Emmanuel Plesel, had 2,247 hours. the past years produced only pessimism. Hundreds of schools had been attacked, unknown numbers of children killed and injured, thousands of innocent people had been killed, Benazir Bhutto had been assassinated for declaring that she wanted to end terrorist attacks, Salman Taseer, the Governor of Punjab had been murdered by his bodyguard for wanting justice for a poor Christian woman falsely charged with blasphemy, and yet everything had been brushed away with conspiracy theories and justifications. Girls’ education had been particularly attacked, with the well-known attempt to murder Malala Yousafzai for affirming her right to education, yet many in Pakistan and in the diaspora had blamed Malala and found justification in the attention she had received in the West. Speakers from the Shia, Ahmadiyya, Ismaili, and sexual minority communities spoke of the attacks on their and other minority communities, including the Hindu and Christian communities, in Pakistan, and suggested that the impunity these attacks enjoyed in Pakistan provided the context for the massacre in Peshawar. The time had come to end this impunity and violence.

Dr. Muhammad Tariq pointed out that the issue of minorities was not specific to Pakistan and should not be confused with the killings in Peshawar, which was a heinous act against the majority Sunnis and indicated that the terrorists did not discriminate between their targets. He pointed out that the Government of Pakistan, the political parties and the security establishment had come together to affirm a determination to root out terrorism and had established military courts to deal with terrorist acts. Musa Ismail and Qari Abdul Wahab, representing the BC Muslim Association, condemned the killings in Peshawar and affirmed that such acts of violence were wholly against the teachings of the Quran. The people who perpetrated such acts in the name of Islam were violating its fundamentals and using the name of the religion without understanding it. Islam was a religion of peace. The first attribute of Allah is that He is merciful. The Prophet spoke strongly against the killing and harming of innocent people. He saw the killing of a child as an act of violence against heaven. Yet these false teachings were spreading even in diaspora communities, and the community had to be on guard to prevent their spread and to maintain the safety and openness of our adopted homeland in Canada. Representing the Hindu Temple in Burnaby, Pandit Manoj Dutt Vashistha expounded the Sanatana Dharma as affirming the oneness of humanity and enjoining respect for and peaceful co-existence with all. He expressed the solidarity of his temple with the grieving families of the bereaved and prayed for peace. Rev. Edith Baird of the United Church reminded the gathering that the birth of Jesus that was celebrated a few days past had brought the message of peace on earth and goodwill to all men. But peace, she said, went hand in hand with justice and could only come when we found justice. She remembered the lifelong sorrow into which the families of the dead in Peshawar had been cast and expressed our share in that sorrow. Giani Harminder Pal Singh of the Khalsa Diwan Society, the oldest Sikh organization of North America, noted that the Society had recently commemorated the anniversary of Guru Gobind Singh’s youngest sons being bricked alive in a wall by Wazir Khan, the Governor of Sirhind 300 years ago. At that time Nawab Sher Mohammad Khan, ruler of Malerkotla and a close relative of the governor, had vehemently protested that this inhuman act was against the teachings of the Quaran and Islam and had walked out of the court. Today, the Sikh community of British Columbia condemns the murder of children in Peshawar and stands in solidarity with their parents, the people of Pakistan and people everywhere in seeking an end to terrorism. Itrath Syed, a long-time activist for the rights of Muslims and particularly Muslim women, affirmed the importance of girls’ and women’s right to education. She pointed out that though this gathering was in response to the killing of children in Peshawar, behind this incident was the killing of unnumbered children in many wars and acts of violence across the world, and that many children have been killed and are being killed in drone attacks in Pakistan. She maintained that the attacks on minorities in Pakistan were indeed relevant as the background for the present massacre because they provide the context of intolerance that made this possible. But though the people and the government’s immediate reaction is to respond militarily against the perpetrators, this had to be avoided. Violence can only breed more violence. Instead, the drone attacks must be stopped immediately and no child be killed as collateral damage. The special laws for FATA allowing for collective punishment must be abolished. Civil society must be expanded and strengthened. The rule of law must be established. Children must have the right and access to education. For the full report please visit www.voiceonline.com

Road user fees discussion continues

IN early November, the Amsterdam-based GPS producer TomTom released its 2013 ‘Travel Index’ ranking Vancouver as the most congested city in North America— more congested than Los Angeles, Toronto, and New York, ranked respectively at 2nd, 7th and 9th on TomTom’s ‘top ten’ list. Few commuters stuck in the various wellknown choke points in Vancouver —on ramps to the various bridges, for example, or on downtown arteries in rush hour —would dispute this. But, at the same time, those who have also driven in the other above-mentioned cities might still question this distinction. TomTom says congestion is getting worse in Vancouver, but, on balance, it doesn’t feel like it. Over the last decade the road and public transit infrastructure improvements made throughout the lower mainland, the
BC interior, and the Vancouver to Whistler corridor have made a difference. And they indicate awareness on the part of our legislators, transportation policy experts and planners that infrastructure matters, needs attention and requires ongoing funding. Agreement on securing this funding and allocating it to the various projects is an ongoing challenge and big part of the transportation debate. South of the border transportation experts are also aware … and worried. Writing in the latest Eno Centre for Transportation newsletter, Roger Dow, the President and CEO of the US Travel Association forecasts that: “Without significant investments to improve the performance of the National Highway System or provide alternative modes of transportation like high-speed rail, American highways will be as congested on a typical day as they are on Labor Day. For example, Labor Day congestion will be the reality on I-95 between Palm Beach and Melbourne, Fla., as soon as 2020, and between New York and Washington, DC, as soon as 2024. “For the country that built the transcontinental rail-
road, federal highway system and once boasted an aviation system that was the envy for the world, this is simply unacceptable. “As recently as 10 years ago, Republicans and Democrats worked together to invest in America’s transportation i n f r a s t r u c t u r e . Congressional leaders made high-performing infrastructure a priority to meet demand and grow our economy. “But times have changed. Referring to transportation funding, Sen. Jay Rockefeller, (D-W.Va.), said it best earlier this year: ‘We in Congress have simply not done our jobs when it comes to investing for the future.’” Mr. Dow goes on to say that the situation has now “grown so dire,” and the problem of solving it so complex, that it is too expansive for any one state to resolve on its own, too expensive for any one company to fund and too important for any elected representative to relinquish their role. He says the time has come to consider user fees as part of the solution, a reversal of the traditional position taken by the transportation industry. He concludes by exhorting the federal government to “get back in the game and
jump-start investments in transportation solutions.” Road users in both Canada and the US don’t like the prospect of road user fees but discussion of this ‘solution’ isn’t about to end any time
