BY RATTAN MALL KASH Heed, former B.C. solicitor general, told The VOICE this week that the RCMP need to properly equip and train their officers and ensure they have proper backup when responding to certain situations. In fact, he believes that following last week’s Supreme Court decision that will allow RCMP officers to have meaningful collective bargaining, the primary focus of their association will be for just that. Heed pointed out the violent attacks on police officers here in Canada as well as those in France recently, though for different reasons, show that “there seems to be a bit of an alarming trend occurring where people for various reasons, whether its mental health issues, whether it is criminal behaviour or whether its terrorist activity ... are directing their anger and violence towards police officers.” He added: “It’s very disturbing.” Heed said: “When we look

HEED said: “When that tragedy happened in Mayerthorpe, Alberta, the recommendations that came out of that report were quite similar to what came out in the report nine years later in Moncton, New Brunswick, and when I read that report – the recommendations – I was actually quite surprised because out of the 64 recommendations only two of them were proactive in regards to ensuring incidents like this don’t occur again. ... ALTHOUGH some say that neo-Nazis are thriving, Tony McAleer, former organizer for the White Aryan Resistance and Executive Director of the organization “Life After Hate,” told me: “What is more to be feared is the mainstream intolerance that is going to come our way in the form of Islamaphobia.” McAleer pointed out: “If you look at the tensions rising in Europe, it is an early warning. We see mosques being firedbombed in Sweden, France and Germany and we are starting to see more and more mainstream people addressing views which would have been considered extremist a few years ago.” I met with McAleer last week in the wake of the horrendous massacre at the office of the satirical Charlie Hebdo magazine in Paris and the killings at a kosher grocery store in Porte de Vincennes, France, by three Muslim gunmen in protest against cartoons of Prophet Mohammed.

A handful of extremists in Paris and the ISIS media coverage has shifted the conversation far more to the right than it was several weeks ago. And we would be doing the exact same thing. We would be taking advantage of those events to draw people closer to the extreme. ... And by redefining what the outer end of extremism is we move the centre. ... So in that context, I think that is the greatest danger- people shifting to a more intolerant viewpoint. PRAHST: What evidence is there to support this view? Did this come out at the conferences in Europe on extremism you recently attended? MCALEER: I was at a few high level conferences that were addressing the issue of the far right in Europe and one that was sponsored by the Swedish ministry of justice. How is it manifested? You have the National Front in France now as a major political party, an anti-immigrant party. We are now seeing intolerance moving from coffee shops to ballot boxes. So we are concerned about where it’s heading. The extreme

If you listen to interviews with ordinary citizens last month alone that shift towards more intolerance has been made. Groups that are at the fringe now don’t seem so much on the fringe when they are about 20 per cent of the voter choice. And if they are more mainstream, then you have a level of extremism coming behind them taking the vacuum that they have left. Where does this momentum end? That is what we should be concerned about. PRAHST: How does this get played out in Canada and how does recruitment into such groups occur? MCALEER: If you look at the two extremists [Martin
Couture-Rouleau and Michael Zehaf-Bibeau] that committed [the recent terrorist attacks in Canada in which Warrant Officer Patrice Vincent, 53, was killed after being hit by a car in St-Jean-sur-Richelieu, Quebec, on October 20, and Cpl. Nathan Cirillo, 24, was killed in the October 22 shooting attack on Parliament Hill in Ottawa], you look at the three in France who committed these acts - they are all born in the country in which they committed these acts. In the case in Ottawa, here one of the men was not born into Islam. It is an interesting phenomenon [conversion to Islam] and happens at a surprising rate. There are a number of converts going to Syria. I looked at the biography of
MCALEER: What I mean is that the ideology of ISIS and white power groups, neoNazi’s ideology of radical politics of the 70s, they are not the people that create extremism. I know - I was one of them. There are a number of things that happened in my life to get me to the point where in the end, I chose an ideology that gave me a sense of belonging and power that gave me permission to express my rage and anger in a violent way towards other humans. The ideology justified it and is the last piece to go on. The root causes are the same which I found to be true when I attended the summit against violent extremism in Dublin where I met 50 former violent extremists from around the world – IRA {Irish Republican Army], FARC [Revolutionary Armed Forces of Colombia], Bloods [African American
street gang founded in Los Angeles], MS13 [Mara Salvatrucha 13 formed in Los Angeles in the 1980s], Mujahedeen, Tamil Tigers, to name a few. PRAHST: People are concerned about the local scene. In Surrey you opened the Canadian Liberty Net. So what is the scene in the Lower Mainland? MCALEER: From skinhead’s to neo-Nazis that were around the 1990s, it seems that in the USA a lot of them got involved in the criminal and prison [scene]. So those people have gone into a different direction which is less focussed on the political aspect of the movements such as white supremacy, and white power which at the time [in Canada] was more about identity. It’s best not to look at the resurgence of what existed in the 1990s but those people that are still looking for an opportunity to breathe new life [into it]. It will show up in a new form here. PRAHST: Visible minorities, in particular Muslims and Sikhs, are feeling vulnerable that this hatred may be projected onto them in the current geopolitical climate. Any thoughts on that?

The Nirmal Singh Gill murder incident in Surrey [in 1998 at the Guru Nanak Sikh Gurdwara parking lot] was fuelled by racism, ideology and alcohol. Those incidents can arise as the tensions rise but I would look for the mastermind piece to show up somewhere else. ... If one wanted to capitalize on the [anti-]Islamic sentiment today, and launch something forward, it would not be in the form that neo-Nazism may grow, but as a by-product of it. It will be something that comes more into the mainstream, more acceptable views and more acts of violence - mainstream ideology going further to the right. PRAHST: You made an interesting point earlier about the nature of violence today. Can you expand on this?
MCALEER: Are neo- Nazis carrying guns here? In the Lower Mainland, neo-Nazis are not carrying guns, but in the USA as part of criminal gangs, it would not surprise me. There was a case in Florida where a guy ... got a short sentence for organizing paramilitary training. PRAHST: What about the enjoyment and brutality of the violence we are seeing today? MCALEER: Violence for them is exciting. You get an adrenalin rush; its power, it’s like bungee jumping. ... I was never a tough kid growing up. ... I was far from from being a good fighter. I had to learn that. When I got involved, it was an adrenalin high for me. For half an hour it felt good, like scoring a goal in soccer. You see, there are a number of things that come into play. Looking at the more extreme elements of violence, nobody goes
3 straight there. It’s an acclimatization and desensitization process. Each act of violence we commit is just like any addiction and there is an element to it that is very addictive. There is a neuro-chemical cascade of excitement and each step forward makes us capable of going further to the next step. PRASHST: How does this violence factor into recruitment? MCALEER: Someone who has taken a thousand steps [towards violence], it does not take much to go further. To be capable of doing those kinds of things we are seeing, you have to be completely disconnected from your own humanity and yourself. So leaders know when a person is disconnected. In any extremist group you get those people that are the go-to people for murders. ... I don’t think the leaders need to be consciously aware of the psychology behind it; they
are intuitively aware of it. ... They know who they are going to send.

MCALEER: The mission of ‘life after hate’ is engaged in education about racism and intolerance, and we work to assist those trying to get out of extremist groups. But foremost is to inspire people to a place of compassion and forgiveness. The belief is that the more compassion I develop for myself, the more I diminish the capacity to harm another.
MCALEER: I came out feeling powerless because I was bullied and I gravitated towards a lifestyle and subculture that made me feel powerful. Violence is about power; it’s an expression of power. ... In the current climate we have to be vigilant with youth who are vulnerable. I think over the last 20 years, there is a huge desensitization to violence - the meaning of people dying. There is such a culture of violence. It’s not only videogames, but also how nations interact with their foreign policy, how leaders of those countries have interacted with other nations, etc. PRAHST: What is a recent strategy in your group that you are

MP Jinny Sims slams Immigration Minister Alexander for denial of visas to attend funerals NDP MP Jinny Sims (NewtonNorth Delta) has in a letter to Citizenship and Immigration Minister Chris Alexander urged him “to take on the important task of delivering compassionate, consistent and fair treatment of Canadian families in times of crisis and grief.” Sims wrote: “I have had to face many constituents frustrated with their inability to have close family members come to Canada for a final visit with parents, children or siblings. I do
my best to help them with these applications by writing support letters and contacting staff at CIC, but, too often, these applications are denied. “In just the last month, I have seen a case of a daughter unable to visit her mother before her death and who was again refused when she applied for a TRV to attend the funeral. In the same month, a son was unable to visit his father in the hospital prior to his death and was, also, denied a
visa to attend the funeral. While the rest of the community was celebrating Christmas and the New Year, these families were dealt the double blow of the death of a family member and the struggle with the Canadian Immigration system.” Sims noted: “These cases are neither unique nor rare. I have dealt with far too many grieving families who are given the further difficulty of visa refusals at such a difficult time. They approach my office upon
receiving the news that a close family member will not be able to be present with them to share both their grief and support.” She told Alexander that they must work together to create an immigration system that is compassionate and understanding, adding “too often those who have a genuine need to visit Canada are subject to regulations that are neither transparent nor consistent.”

HEED also pointed out another disturbing aspect to some of the recent inci-
dents where the suspects have a long history of violent criminal behaviour. He said: “Why are these people out there roaming our streets? We have to look at that. Are we putting the right people in jail? Are we putting those violent offenders that have created havoc in our society in jail? We have to look at that. I don’t think we are.” Heed added: “These people are out there roaming the streets and I can tell you right now these individuals aren’t the only ones – there are a dime a dozen out there right now, people that have violent criminal histories that are out there walking around freely as we speak.”

B.C. Securities Commission fines former notary public Rashida Samji $33 million, orders permanent market ban for fraud A British Columbia Securities Commission panel has fined Rashida Samji $33 million for committing a $100 million fraud on at least 200 investors. The panel also ordered that Samji be permanently banned from participating in B.C.’s capital markets. In July 2014, the panel found that between approximately 2003 and January 2012, Samji, a former notary public, perpetrated a fraud when she traded securities to 200 or more investors for proceeds of at least $100 million. The panel determined that Samji ran a Ponzi scheme. She told investors that she would hold their money in trust, and that it would be used only to secure letters of comfort for the financing of a British Columbia winery. Investors were to earn fees for securing the letters of credit.

None of this was true. In its sanctions decision, the panel noted that, “Samji perpetrated a fraud each time she traded securities to an investor”, and that she breached securities laws “many times in her dealings with hundreds of clients”. Furthermore, the panel wrote, ‘The magnitude and duration of the fraudulent investment scheme and the number of investors affected justify a significant penalty”. In addition to the $33 million fine, the panel ordered that Samji pay to the commission $10,811,799, the amount determined to be the difference between the monies deposited by the investors pursuant to the fraud, and the monies paid out to them. The panel also ordered that Samji resign any position she holds as a director or officer of an issuer or registrant. She is permanently prohibited from trading in securities, purchasing securities or exchange contracts (with limited exceptions), and from becoming or acting as a director or officer of any issuer or registrant. She is also permanently prohibited from becoming or acting as a registrant or promoter, from engaging in investor relations activities, and from acting in a management or consultative capacity in connection with the securities market. IN November 2013, Samji was charged with 28 counts of fraud and theft following an investigation into a multi-million dollar ponzi scheme by the RCMP Federal Serious and Organized Crime (FSOC) supported by the Vancouver Police Department that started in February 2012. It was alleged that between January 1, 2010, and August 31, 2012, about $40 million was obtained fraudulently from over 100 victims. These charges represent $17 million dollars that was allegedly defrauded from 14 individuals between 2006 and 2012. This is part of a larger fraud that allegedly stretches back to 2003, according to the RCMP. On November 6, the 28 charges of fraud and theft were sworn against Samji and on November 7, she was taken into custody without incident while leaving her residence. She was released on a $100,000 nodeposit surety and 13 bail conditions. The trial has been scheduled for April 2015.

Bhangal was convicted in February 2013 and the following month he was given four months of house arrest in spite of the Crown’s request for three months in jail. days after the alleged assault, when in fact it was the other way around. The alleged victim testified that she had hoped to record a confession from him. At the second trial, although Ontario Court Justice Ian Cowan last week found the alleged victim credible, he also found a defence witness credible and said he was “ultimately left in doubt, from the evidence of the defence and evidence as a whole.” Because of that, the judge said “doubt must be exercised in favour of the defendant” and ordered an acquittal. The Toronto Star reported that the complainant told the court that when she was with Bhangal that day in his SUV to count lawn signs for data for the upcoming provincial election, he parked on a secluded road to smoke and then kissed her by force and groped her under her shirt. She told her immediate supervisor at work and her mother and then called the police the following week. But Bhangal testified that he and the complainant were accompanied by a senior manager. Two witnesses supported his version of events. The senior manager testified that he never spoke to police. The other witness testified that while she told police that she saw Bhangal and the complainant leave to check signs, she never mentioned that the senior manager had accompanied them because she said police never asked her about any other employees. The judge found the senior manager’s evidence credible although the Crown suggested that Bhangal conspired with the two witnesses to provide himself with an alibi.

Major Indian channels removed from Chitram TV App IN a major breakthrough, sending a strong message to organized pirates of content in the digital space, certain members of Indian Broadcasting Foundation (IBF) have succeeded in their efforts to remove their channels from recently launched android and ios applications of Chitram TV on Google and Apple play stores, according to a press release by Zee TV. Chitram TV is an IPTV/OTT service provider which has been illegally broadcasting the signals of the Indian origin channels Zee, MSM (Sony), Star and Viacom and certain other regional Indian television networks which are members of IBF for quite some time. Recently Chitram TV launched its mobile application on android and ios devices in an attempt to widen its distribution and reach. The broadcasters took up the issue of Chitram’s illegal broadcast and Apple and Google have now removed these channels from their ios and Android platforms. This is a major victory for the members of IBF in their fight against online piracy, states the press release. These Indian broadcasters, who have joined hands to collectively fight digital piracy, are considering initiating legal proceedings against Chitram TV and other pirate platforms in multiple jurisdictions outside. None of the members of IBF (viz. Zee, MSM (Sony), Star and Viacom) has authorized Chitram TV to carry their channels on any media platform let alone digital. IBF understands that Chitram TV continues to distribute the Indian channels via IPTV/OTT particularly outside India. IBF members have buckled up to fight the pirates like Chitram TV to preserve the integrity of their channels and content, according to the press release. With the rapid advent of technology enabling the dissemination of content across digital platforms, there are enormous revenue opportunities for broadcasters and other content owners. The Indian channels which are available in more than 100 countries around the world are extremely popular amongst the South Asian diaspora. All of these channels have launched their own digital platforms and mobile apps but piracy has been a major stumbling block in revenue monetisation. Isolated efforts of the broadcasters could have achieved little. Now that the Indian broadcasters stand united in their fight against digital piracy, their efforts will provide a greater impetus in the global effort to combat digital piracy. According to court documents, law enforcement began investigating the defendants when a car rental company reported that 20 kilograms of cocaine had been found in the trunk of a rental car that had been returned on December 8 by Kim. Investigating officers learned that on December 21, Kim was present at a hotel in Yuba City with Byun, Chungil and Caubat. All the defendants were arrested by police after 60 kilograms of cocaine were transferred to Billen and Singh in the hotel parking lot.

On Tuesday afternoon, the Vancouver Police Fugitive Unit received information that an Alberta felon was living in an East Vancouver home. The 36-year-old man was on the run after being ordered to serve a three-and-a-half year sentence for drug offences. Officers lifted the sofa, removed the fabric from the bottom and found the wanted fugitive hiding inside. Even veteran police officers were amazed at his hiding spot. “In my 24 years of police service, I have never in my career seen a suspect hide inside the body of the sofa,” said VPD Inspector Ian Upton. Adam Harlock is now being returned to Alberta to finish his sentence. His new accommodations might not include a sofa as comfortable as the one he was found hiding in.

Deepak Obhrai receives Global Visionary Award in India DEEPAK Obhrai, Parliamentary Secretary to the Minister of Foreign Affairs and for International Human Rights, was recently presented with the Global Visionary Award by the Vision World organization of Ahmedabad, India. The award was presented to Obhrai on January 10 at a cer-
emony held in Ahmedabad on the sidelines of the Pravasi Bharatiya Divas and Vibrant Gujarat Summit hosted by the Government of India. The Global Visionary Award is in recognition of Deepak Obhrai’s “exemplary contribution to Canada’s public life, parliament, and strengthening of Indo-Canadian bilateral
relations.” A distinguished past recipient of the Global Visionary Award is India’s Prime Minister Narendra Modi. In 2009, Obhrai was awarded the Pravasi Bharatiya Samman award, the highest honour given to overseas Indians, by the President of India. In 2014, the Indo-American Friends Group of Washington D.C. pre-
sented him with the Pride of India Award for his work on increasing Indian diaspora participation in pluralistic political activity. Citation: Shri Deepak Obhrai, a Canadian politician has been a de facto Ambassador of India in Canada dedicated to Indo-Canadian friendship and cooperation. Shree Deepak Obhrai with his family roots in India was born in Oldeani, Tanzania. 64 years old Deepak Obhrai is a leading politician devoted to the service of Canada where he has settled down since 1977. Shree Deepak Obhrai's varied social services led him to active politics and he was first elected to the Parliament of Canada as a Candidate of Reform Party in 1997. He has been continuously elected to the Parliament in 2000, 2004, 2008 and 2011. In 2000 he represented Canadian Alliance and in the last three terms he has been elected as a member of the Conservative Party of Canada.

BC Hydro scam surfaces in Coquitlam
ON the afternoon of January 13, a local business received two phone calls from a 1-800 phone number claiming to be calling from BC Hydro. The caller told the shopkeeper they had an hour to purchase three $500 and one $498.84 money orders from a grocery store to pay for their overdue power bill, which was close to $2,000. Otherwise their power would be shut off.
Fortunately, the shopkeeper didn’t fall for the scam, and reported the call to the police so they could prevent others from being victimized, said Cpl. Jamie Chung. This is why it is so important to report crime or suspicious activity. Your information is vital to the RCMP’s Crime Reduction Strategy. ‘Yes’ still ahead in transit plebiscite, but Metro Vancouverites appear confused and one third (35%) say they intend to send a message to TransLink and the Mayors by voting No.
SUPPORT for the Yes side in the Metro Vancouver Transportation and Transit Plebiscite continues to be soft, as a large proportion of residents acknowledge having little information about what will happen in their community if the vote is successful, a new Insights West poll has found. (Results are based on an online study conducted from January 9 to 12 and have a margin of error of +/- 4 percentage points). The online survey of a representative sample of Metro Vancouver residents shows that 61% are aware of the upcoming plebiscite, and 53% claim to be “very” or “somewhat” familiar with it. Residents were shown the ballot authorized by the provincial government in late December, with the question: “Do you support a new 0.5% Metro Vancouver Congestion Improvement Tax, to be dedicated to the Mayors’ Transportation and Transit Plan?” This question differs from the one proposed by the mayors and used in the previous Insights West survey, conducted in December, which outlined an “increase to the Provincial Sales Tax” and mentioned “independent audits and public reporting” in the question itself, and not only on the ballot. Upon seeing the new ballot, 46% of Lower Mainland adults say they will “definitely” or “probably” vote Yes (-6 since December), while 42% (+3) are “definitely” or “probably” voting No. As was the case last month, No is ahead of Yes (24% to 16%) among voters who claim to have made a “definite” choice. The Yes option is still popular with residents aged 18-to-34 (52%, -6), but has fallen markedly among those aged 35-to-54 (44%, -8) and remains stagnant among those aged 55 and over (45%, +1). Residents of Metro Vancouver who drive to work or school are now more likely to be No voters (49% to 40%), while Yes is still the favoured option for those who take transit (61%, -8) and those who bike or walk (51%, -11). “While the Yes side is still ahead, the proportion of definite supporters remains low,” says Mario Canseco, Vice President, Public Affairs
at Insights West. “Drivers are now more likely to say they will vote No, and the level of support from transit riders, cyclists and walkers has dropped noticeably in a month.” Half of the people who voted for the BC Liberals (49%, +2) and the BC New Democratic Party (NDP) (49%, -6) in the 2013 provincial election say they will “definitely” or “probably” vote Yes in the plebiscite. The Yes Voters Seven-in-ten Yes voters (71%) concede that, while they are not satisfied with TransLink’s performance, they think the plebiscite is the best way to deal with current and future transit problems. Three-infive Yes voters (63%) believe the plebiscite addresses the traffic, service and road problems we have in the Lower Mainland, and half (49%) think having annual independent audits and public reporting will promote transparency. It is important to note that only 11% of Yes voters say they have confidence in TransLink to do a good job to ensure that these transportation projects are implemented properly, and only 17% trust the Mayors to make the best decision when it comes to funding these projects. The No Voters Three-in-four No voters (74%) think there are other ways to fund these transportation projects, and want TransLink to explain how funds are spent before residents vote on any tax increase. A similarly high proportion of No voters (71%) say they do not have confidence in TransLink to do a good job to ensure that the projects are implemented properly. In addition, almost half of No voters (46%) do not trust the Mayors to make the best decision when it comes to funding these projects,
Projects and Campaigning When asked about the most important projects for them, residents cite maintaining and upgrading the region’s major roads (27%), increasing service on SkyTrain, Canada Line, SeaBus and West Coast Express (22%) and building rapid transit along Broadway in Vancouver (13%) as their top three personal priorities. Just over a third of Metro Vancouverites (36%) say they have enough information on exactly which projects will take place in their community if the plebiscite is successful. There are some striking differences on this question, with half of Yes voters (50%) saying they are aware of
what will happen, compared to only 24% of No voters. “Awareness and familiarity are nowhere near the levels seen for British Columbia’s previous mail-in ballot experience: the referendum on the harmonized sales tax (HST),” continues Canseco.
“With only a few weeks left before the ballots are mailed out, most residents are unacquainted with what a victory for the Yes side will mean to their community and their commute.” Two-in-five residents (42%) believe the provincial gov-
ernment, including the Premier and the Transportation Minister, should openly support the Yes side. Most BC Liberal (49%) and BC NDP voters (52%) in the 2013 election share this view.

He called for reducing the barriers to trade, investment, and high-tech collaboration. “American companies are ready to help build the infrastructure that will be the catalyst for the next wave of Indian growth,” he said and outlined other areas of cooperation including deeper security cooperation, including in maritime security in the Asia-Pacific, and climate change.

From their passports being impounded to losing their jobs after being stuck in India, at the receiving end of the matrimonial laws, a host of Indian men from across Australia, Britain and the US, as also Europe have now started support groups to counsel each other on how to tackle the issue. Ranjana Kumari, Director of the Centre for Social Research, however, was livid at the clamour over the "misuse" of anti-dowry laws. "How can people talk about the misuse of the laws when we still continue to have thousands of dowry deaths every year? Aren't other laws misused? The Income Tax Act or the Companies Act are misused, have they been repealed," Ranjana Kumari asked while speaking to IANS. "There may be genuine victims, but so long as the social evil of dowry exists and innocent lives succumb to it, the laws will have to be there," she added. California-based techie Anindya Chatterjee, who runs one such online, has urged amendments in the statutes.

"Once a case of 498A (of the Indian Penal Code relating to cruelty) is registered against an NRI, although just an accused, he is treated as a criminal by the police and society. Besides, the law enforcers look at NRIs as easy meat and resort to indiscriminate action like arrests, warrants, look-out notices or impounding passports, which often result in the guy losing his job," Chatterjee told IANS in an email from Los Angeles. Recently acquitted in a dowry case by a Kolkata court, Chatterjee said his frequent visits to India to attend the proceedings cost him his job with a reputed company and he had to settle for a low-paying job. Faced with similar ordeals, over 100 men from across Britain have joined Chatterjee's "Justice2NRI.Org" to share their experiences and provide suggestions and advice to each other. Similar is the plight of London-based IT professional Hardik Mehta, who is now stuck in Mumbai for nearly a year after his wife filed a dowry case. "While the police are quick to take action even without verifying the veracity of the complaints, the courts, after taking a lifetime, often come to conclusion that the complaints are baseless. The complaint against me was filed in 2008 but the court is still in the process of verifying it. I have lost my job in London and because of the social stigma attached, I am finding it difficult to cope here," Mehta, who too runs a similar group, told IANS in an email. Many of the NRIs claimed that a broad consensus was growing against marrying Indian women. "Besides a growing consensus against marrying Indian women, the dread of demonic Indian laws like the Domestic Violence Act or the Dowry Act can be judged from the fact that several embassies including those of the US, Germany and Canada have issued travel warnings," said Satish Babu, a member of the Marital Justice group of Britain-based NRIs. "It's heartening to see Prime Minister Modi reaching out to the Indian diaspora but he needs to look into the laws that have rendered even the thought of visiting India a dread for us," said Melbourne-based CA Yogesh Gupta who had to shell out Rs.10 lakh as surety to secure bail after he was arrested under the anti-dowry law. With the number of NRIs facing prosecution steadily increasing in Australia, Deepa Bhatia, whose son is a "victim", has written to Modi urging his intervention. "A lot of us now refrain from doing business with Indians to avoid travelling to the country which is so dear to us. While many of us are eager to answer Modi's call and contribute towards India's development, he has to look into this issue," Melbourne-based Bhatia, an entrepreneur, told IANS. Citing the national conviction rate of a measly 15 percent in cases under section 498A, men's rights activist Amit Gupta said it was imperative to make the martial laws gender-neutral to prevent their misuse. "The misuse of the provision is evident from the fact that the all-India conviction rate for 2013 stood at a mere 15 percent while the police had prrepared chargesheets in almost 93 percent of the cases," the Delhi-based Gupta told IANS in an email, citing an NCRB report. "The fact that every eight minutes a married man commits suicide in India reflects the extent of the misuse of the marital laws," said Gupta, convener of the Save India Family Foundation (SIFF), a platform of 50 men's and family rights organisations that has launched an Android Application and toll free helpline for helping out "men in distress".

Vancouver Police Chief Jim Chu announces his retirement AFTER 36 years with the Vancouver Police, the last seven and a half as Chief Constable, on Friday Jim Chu announced that he was retiring. Vancouver Mayor and Police Board Chair Gregor Robertson thanked Chu for his years of service to the VPD and the community and said that the board would begin a national search for his replacement. Chu says he will stay in his position until his successor has been chosen possibly late in May. Chu emailed every member of the VPD Friday morning with the following statement: “TODAY, I will be announcing my retirement to the public. After 36 years in policing with the VPD, seven-and-a-half of those years as Chief Constable, I believe now is the right time for me to move on to other challenges in life. “It has been a distinct honour
and pleasure to serve with hundreds of talented and committed women and men (sworn, civilian and volunteer) over those years. What we have accomplished together and the good times we often had while doing it form the basis of my fondest memories. “In these last seven-plus years, I have been fortunate to lead an organization comprised of amazing people who, working together, have created a safer city. Our police department enjoys tremendous communi-
ty support and is known internationally for our innovation, expertise, and community partnerships. “A major factor for my decision to retire now is succession planning. There are members of the VPD executive team who will be highly sought after in the near future for vacant police chief positions in other cities. I would like the executives who have been dedicated to the VPD, and who are very capable and ready to lead this organization, to have an opportunity to be police chief here, in one of the best cities in the world. “I am very appreciative of the ongoing guidance and support of our civilian governance authority, the Vancouver Police Board. Over the next few months, as I learn of the steps the Police Board is taking to select your new chief, I will pass on the information to you as soon as I can. I do believe that this search will be nation-
al in scope. These processes typically take several months and I have committed to the Police Board that I will continue as Chief in the interim. I am not leaving for another job or position. “Thank you for your ongoing dedication and commitment to the VPD. Your work has contributed to the VPD being the best police service in Canada. While the uncertainty associated with a leadership transition can be distracting, I know our organization is strong and will continue to provide excellent police services while this renewal of leadership takes place.” CHU told the media that he was proud of many accomplishments during his tenure, but what might have the most significance for the community is the fact that the crime rate has been falling steadily for the past seven years. The stats indicate that the city
continues to approach the vision of the VPD to make Vancouver Canada’s safest major city, a ranking that will continue to be the goal of the next chief. “I have had the privilege to work with Chief Chu both as Mayor and as Chair of the Police Board, and he and his team have succeeded time and again in making Vancouver a safer city,” said Robertson. “Whether it was crucial work on the tragedy of Missing and Murdered Women, combating a gang war in 2008 and 2009, safely welcoming the world for the 2010 Olympic and Paralympic Games, or his national leadership as President of the Canadian Association of Police Chiefs, Jim’s vision and expertise have contributed immensely to making Vancouver an even better place in which to live, work, or visit. The chief has Vancouver’s deepest thanks
for his exemplary service and his dedication to the safety and betterment of our city.” The NPA extended its best wishes and deepest thanks to Chu for his 36-years of selfless service to the citizens of Vancouver. CBSA seize 17 kg of suspected heroin from Pakistan at Toronto Pearson International Airport ON January 16, during a routine inspection at Toronto Pearson International Airport, Canada Border Services Agency officers monitoring a baggage offload on a flight from Pakistan noticed one backpack that was heavy. During further examination officers discovered six wrapped bricks inside the backpack. The bricks contained a substance that field testing proved positive for suspected heroin. The packages of suspected heroin weighed 17 kg and were
turned over to the Peel Regional Police. The investigation is still ongoing. “I want to congratulate the officers involved in this significant seizure of suspected heroin from Pakistan. Our officers are always on the lookout for illegal goods.

Canadian Cancer Society urges British Columbians to know risks of flavoured tobacco, reduce smoking rates DURING National NonSmoking Week 2015, the Canadian Cancer Society BC and Yukon is encouraging British Columbians to know the risks of flavoured tobacco in an effort to bring down BC’s smoking rate from 13 per cent to 9 per cent. While BC has Canada’s lowest tobacco use rates, youth are especially susceptible to experiment with flavoured tobacco products which can lead to nicotine addiction. “Smoking is still the leading cause of cancer deaths in BC. In spite of increased public awareness about the harms of smoking, our youth are increasingly using flavoured tobacco products. This must change,” says Kathryn Seely, Public Issues Director, Canadian Cancer Society, BC and Yukon. “From grape to strawberry, mint and even chocolate, flavoured tobacco is designed to look and smell appealing but it is just as risky and addictive as regular tobacco products.” Data released as part of the 2014 Youth Smoking Survey
showed that almost half of all BC high school students who used tobacco products had used flavoured tobacco products. Fruit and candy flavoured tobacco reduce the harsh effects of cigarette smoke for youth who are experimenting with smoking, making it easier for them to become addicted to tobacco. "It is astonishing that tobacco – a legal product - kills one out of every two people when used as intended,” says Seely. “We want to see the BC government take a firmer stance on tobacco control to reduce BC’s smoking rates to single digits.” To help bring the provincial smoking rate down to 9 per cent, the society is calling for: * An increase in tobacco taxes from $47.80 up to $50 per carton (200 cigarettes); * Regulations that would make outdoor patios of bars and restaurants as well as beaches, parks and playgrounds smoke-free; * A ban on the sale of e-cigarettes to minors and a ban on e-cigarette use in places
where smoking is banned; and for * The BC government to take action to ban flavoured tobacco products next year, if the federal government does not ban the products this year. Coinciding with National Non Smoking Week 2015, the Canadian Cancer Society is encouraging teens to know the risks of flavoured tobacco through an edgy public awareness campaign entitled Now Available. THE Integrated Homicide Investigation Team has been called to Whistler to investigate a death in a hotel. IHIT says the investigation is in the early stages. At this point the only information available is that one person has died as a result of an altercation in a Whistler Hotel. Whistler RCMP was called to the hotel just after 3 a.m. on Tuesday.
This was not a targeted attack however there is no risk to the public in relation to this incident, says IHIT Sgt. Stephanie Ashton. Whistler RCMP said police were dispatched to a local hotel for a complaint involving an adult male. “When members arrived, the adult male was observed to be unresponsive and in medical dis-
tress and first aid was administered. That person was later pronounced dead at hospital,” police said. They added: “Given the attendance of police this set of circumstances warranted IIOBC [ I n d e p e n d e n t Investigations Office of BC] notification. They have been advised accordingly.”

The upcoming gasoline tax referendum

MODERN technology has given us buttons, levers, knobs, and keys for performing most essential activities. While gassing up has never been less physically demanding, if you are the least bit inclined towards reflection on the impact of buying gasoline…things get very complicated at the gas pump very quickly.
Gassing up in Metro Vancouver, British Columbia now may tend to focus us on political and philosophical issues related to taxation. The grade of gas your vehicle requires for optimal performance, its base price, the transit levy, the carbon tax and then the sales tax—every component of your bill has been and remains the subject of environmental, biological, sociological, economic, and political debate. No matter how persuasive what you read or hear one day, the next brings rebuttal and discredit. Nothing is settled. At this moment two questions in particular are calling for attention. The first concerns the upcoming
referendum on the question of increased funding for Translink, the corporation responsible for the regional transportation network in Metro Vancouver including public transport and the major roads and bridges. Currently Translink is funded one-third from property taxes, one third from other non-government sources such as transit fares, advertising, and property development, and one-third from fuel taxes. As of 2012 the fuel tax is 17 cents per litre. Vancouverites must answer ‘Yes’ or ‘No’ to whether or not they “support a new 0.5% Metro Vancouver Congestion Improvement Tax, to be
dedicated to the Mayors’ Transportation and Transit Plan?” Elections B.C. is planning to conduct the provincially funded referendum by mail-in ballots, which will be sent out March 16 for return by May 29, 2015. A simple majority of 50 per cent plus one will be a win in the tax debate. If the ‘Yes’ vote prevails, the new ‘sales’ tax—however it is labeled — will apply to the majority of goods and services sold or delivered in the Metro Vancouver region. The debate is ongoing. Every time you gas up presents the opportunity to reflect on what you are hearing and what your answer will be. The second question is the efficacy of BC’s 7
cents a litre carbon tax, first adopted in 2008. To date the only jurisdiction in North America to have enacted such a tax, BC is under widespread observation in this regard as falling gas prices spur North America wide calls for the same. Local cheerleaders claim that fuel consumption in BC declined up to 2012 while economic growth “bettered the Canada average.” But the 6% increase in gas consumption since 2012 has overwhelmed the 4.8% drop between 2008 and 2012 and critics are massing the details that, taken together, debunk “the…appeal that [carbon taxes] can improve the environment while
encouraging economic growth.” BC sold the carbon tax on the basis of revenue neutrality. Whether or not a precipitously sharp decline in gasoline prices such as we have now was properly accounted for in this regard remains to be seen. Registration is now open for interested candidates to sign up for the Surrey RCMP Auxiliary Constable Program’s mandatory information sessions being held next month. Auxiliary Constables are uni-
formed volunteers under the command of the Royal Canadian Mounted Police. They participate in community policing activities in support of public safety and crime prevention. Auxiliary Constables assist police with community-based policing and crime prevention programs in a volunteer capacity, and may also assist police officers in the field under cer-
tain circumstances. “Auxiliary Constables are an essential part of our policing model and truly representative of the community we serve,” says Surrey RCMP Cpl. Bert Paquet. “Their commitment and dedication to the success of our operations is immeasurable. We often refer to them as our ultimate volunteers.” Applicants to the Auxiliary
Constable Program must meet the following requirements: * Age 19 years or older * Canadian citizen (preference given to those who live or work in Surrey) * Proficient in English language * Minimum education high school diploma or equivalent * Valid BC Class 5 driver’s license * Physically fit with a certificate
