LAST week’s arrest of Fushpinder Singh Brar, 30, of Surrey in the 2006 shooting case of Mahdi Halane that left the victim a quadriplegic until his death in 2012 at the age of 24 (see story inside for more details), is a loud and clear warning to all South Asians and others out there that if you think you have gotten away with a crime just because so many years have elapsed, you had better give your head a good shake! Even in the Air India bombing case, police are still actively trying to get evidence that will nail some of those suspected to have been involved in the horrendous plot that took place almost 30 years ago on June 23, 1985. South Asian truck driver killed in fiery crash on Highway 99 in Delta THE driver of a commercial gravel truck pulling a trailer travelling southbound on Highway 99 in Delta was fatally injured when he lost control and hit the centre divider during rush hour traffic on Wednesday morning. Reports in Punjabi online newspapers were the first to identify the driver as Ravinder (Ravi) Singh Atwal, 32, of Abbotsford. He was the father of two young kids. The truck and trailer went through the concrete centre barrier, landing on its side in the northbound fast lane and burst into flames. Two vehicles in the northbound lanes were damaged after being impacted by the truck and trailer. The drivers of both vehicles were

Several witnesses attempted to free the trapped male driver and lone occupant of the truck, which by then was fully engulfed in flames. The driver suffered fatal injuries as a result of the incident. His identifica-

tion will not be released pending next of kin notification, said RCMP Constable Mike Moore of the Lower Mainland District Traffic Services. He said that police are continuing their investigation into possible contributing factors. The fire was eventually extinguished by the Delta Fire Department. Highway 99 remained closed in both directions between just before the Massey Tunnel southbound and Ladner Trunk Road northbound. Multiple agencies, including the Integrated Collision Analysis and Reconstruction Service and the BC Coroners Service, attended the scene to investigate. Investigators told CTV

Police still pursuing many unsolved murder cases CONTINUED FROM 1

In October 2007, RCMP’s Project Expedio Task Force arrested Soomel’s older brother, Rajinder, and an RCMP spokesperson said that the Crown counsel office had approved a charge of attempted murder against him. In March 2008, a local newspaper broke the story that Rajinder had pleaded guilty

carried out the hit. Ravinder was found guilty in May 2003 of the September 2000 murder of Gurpreet Singh Sohi in Delta and was sentenced to life in prison, while Uppal was found guilty of manslaughter in February 2004 in the same case.

He was apparently mistaken for another gangster, Randy Naicker, who was later murdered in June 2012 in Port Moody. Incidentally, in June 2014, Colin Victor Stewart of Surrey and James Jones of Vancouver were charged and arrested in Rajinder’s murder. In December 2010, Ravinder Soomel, who was already serving a life sentence, was sentenced to five years in prison in the November 1997 killing of Jason Herle of Abbotsford after pleading guilty to conspiracy to commit murder. Quite apparently, police still hope to track down those who hired the killers of Hayer. And that could lead them to suspects in the Air India case. On the other hand, there are apparently some desperate people who are trying to kill off all those who could help police to identify them.

But apparently there has been no response. The Integrated Homicide Investigation Team (IHIT) released video images of the group of suspects which they located with the help of the public. IHIT also managed to chart out the route that the suspects had taken on their way to the school. Police noted: “Investigators wish to draw particular attention to the clothing worn by two of the suspects. Fushpinder Singh Brar of Surrey arrested and charged in 2006 fatal shooting of Mahdi Halane

SURREY RCMP announced on Saturday that an arrest has been made and charges have been laid in a historic homicide dating back to 2006. During the early morning hours of October 14, 2006, Mahdi Halane was shot in the neck, following a confrontation at a gas station located in the 12800 block of 96 Avenue. Halane’s spinal cord was severed and he was left a quadriplegic until his death in 2012, which was attributed to the 2006 shooting. Surrey RCMP Unsolved Homicide Unit’s (UHU) investigation into this matter has led to the arrest of Fushpinder Singh Brar, 30, of Surrey. Brar was arrested without incident on January 23 in Vancouver and remains in custody. Charges of manslaughter have been approved against him. Brar, a longshoreman, was arrested in North Vancouver (see photo). "Our officers routinely revisit and continue to investigate cases in an effort to move them forward." said Insp. Manny Mann from the Surrey RCMP Major Crime Section. "This latest arrest, and charge of manslaughter, is a direct result of investigators following up on leads and new information received, and we hope it will help bring some closure to the family." Investigators are appealing for additional information on this incident as they believe there are other

individuals involved who have yet to come forward or be identified. Anyone with more information regarding this case is asked to contact Sgt. ACCORDING to a report in a local newspaper, there was an altercation at the afterhours window of the Chevron gas station at 96th Avenue and 128th Street in the early morning hours of October 14, 2006, between some of Mahdi’s black friends when a South Asian male in the lineup spat on the ground and some of that hit the pants of one of the black males. The South Asian male allegedly used the Nword on him and the black male punched him. The South Asian male and his friends chased the black males through the neighbourhood, allegedly shouting the N-word, but lost track of them. The black males then called Mahdi who was

Consolation prize for defeated Surrey mayoral candidate Barinder Rasode DEFEATED Surrey mayoral candidate Barinder Rasode has received a consolation prize: she has been appointed to the Fraser Health board of directors. Although that news was circulating in the South Asian community for some days, an official announcement was only made when The VOICE – after an email and a phone call to Rasode had gone unanswered for days contacted the government’s media office for verification on Tuesday. The official release stated: “Ms. Rasode was previously a City of Surrey Councillor for six years. Prior to her elected position, Rasode was an Account Executive with Pattison Sign Group and Staff Officer with the Professional Employees Association. Over the years, she has taken an active role in her community through her volunteer activities with the Royal Canadian Mounted Police. She studied Conflict Resolution at the Justice Institute of British Columbia and Political Science at Simon Fraser University.”

could have been “little more than talk on the street.” But that did not prevent them from being killed. - From The VOICE of May 2009 THE Combined Forces Special Enforcement Unit of British Columbia (CFSEU-BC) released a series of six gang prevention and education videos on Tuesday that shine a new light on gangs, gang violence, and the effects that those have on families. In development for close to a year in collaboration with Odd Squad Productions, known for emotional documentaries like Through A Blue Lens, this series of six videos will add to the growing gang prevention components within the CFSEU-BC’s End Gang Life gang prevention and education campaign. Each video runs between seven and 10 minutes long and features interviews with parents who have lost children to gang-related murders, police officers who have spent years investigating gangs and gang-related murders, and former gang members who give rare insight into the world of gangs and gang violence. The videos provide a unique thoughtprovoking look into many of the main myths surrounding gangs and expose the truths and perils of gangs, all with the aim of promoting community conversations about gangs, their effects on communities, and to prevent and deter youth and young adults from entering gang life. Aside from the general public, they are a resource for police agencies, youth, parents, schools, and community groups to watch and incorporate into conversations about gangs, drugs, and crime prevention and education. The Combined Forces Special Enforcement Unit of British Columbia worked in collaboration with Odd Squad Productions and Bright Light Studios to put together this sophisticated video project that dispels many of the common myths around gangs. This compelling and groundbreaking piece of work provides never before seen insight into the lives of real people affected by gang violence. The hope is that it will offer a unique resource for our schools and that the message has a profound impact on all of whom it reaches. Young South Asians at increased risk of Type 2 diabetes A new study by researchers at the University of British Columbia (UBC) shows Type 2 diabetes has drastically increased in people under 30, even surpassing Type 1 diabetes. The study, titled “Diabetes in the young: A populationbased study of South Asian, Chinese, and white people,” (Ke, C., Sohal, P., Qian, H., Quan, H, Khan, N.) published online on January 28 in the UK journal Diabetic Medicine, found that the majority of young people under 30 with diabetes have Type 2 diabetes. In white youth with diabetes, 62 per cent have Type 2, among South Asian youth that number increases to 86 per cent, and among Chinese youth it is 87 per cent. Researchers also uncovered alarming findings about rates of Type 2 diabetes cases, especially for South Asians, who had higher incidences of Type 2 diabetes compared with both Chinese and white people. In those aged 20 to 29, new cases of Type 2 diabetes were 2.2 times higher in South Asians than in white people and 3.1 times higher in South Asians compared with Chinese people. “South Asians are three to five times more likely to develop Type 2 diabetes than the general population,” said coauthor Dr. Parmjit Sohal, a family physician in Surrey

Although the rates for youth remain much lower than in older patients, Type 2 diabetes is a growing health problem, doubling the risk of heart disease, kidney disease, and a significant risk factor for early death. “Over the last few decades, lifestyles have changed dramatically. Many now live in urbanized environments where people are generally less active, and eat more highcalorie foods. These changes have led to an

astounding increase of young people with diabetes,” said Dr. Calvin Ke, first author and a resident in Internal Medicine at St. Paul’s Hospital. “We need to act urgently to prevent diabetes in young people.” Type 2 diabetes can be controlled and prevented, or at least delayed, with proper nutrition and exercise. The researchers believe these increased rates in youth are a signal that we need to encourage healthy lifestyles beginning in childhood in order to prevent these diseases. “Current Clinical Practice Guidelines recommend that screening for Type 2 diabetes should start at age 40 in the general population,” said co-author Dr. Nadia Khan, an Associate Professor at UBC Faculty of Medicine. “This study suggests that screening for Type 2 diabetes in highrisk South Asians may need to start at younger ages.” There are about 382 million people with diabetes in the world and this number is estimated to increase to 592 million by 2035. Canada, with a population of about 35 million, has about 3 million people with diabetes. Diabetes is one of the leading causes of heart attack, stroke, kidney failure, adult blindness, and non-traumatic limb amputations in Canadian adults. Many container truck drivers upset, Port Metro Vancouver says changes needed for stability, NDP raises issue in Parliament MANY angry container truck drivers and company owners held an open meeting on Tuesday at Surrey’s Grand Taj Banquet Hall to demand a solution to the crisis they are facing following denial of licences to them by Port Metro Vancouver. They wanted to know why they have been given a raw deal while 68 companies received 1,450 tags to transport containers. Those left out are facing financial disaster, they claimed. On Wednesday, the truckers met in Delta and then drove their vehicles down Highway 91 to Vancouver via Richmond in protest. BUT Peter Xotta, Vice President, Planning and Operations, of Port Metro Vancouver in a statement issued on Monday said the changes were needed for stability and that there was a program available to ease the transition. He said: “For years, the local container trucking sector that serves Port Metro

for impacted individuals will be available through the Province’s WorkBC program, and the federal Service Canada program. “There was a broad range of criteria established for deciding what companies were accepted to the reformed Truck Licensing System. Consultation took place with all involved parties between October and December of 2014. The final criteria was made public in December. They include basic entry standards such as the ability to pay charges to fund the provincial auditing program and Port Metro Vancouver’s costs, ability to provide a compliance bond and adequate insurance, and meeting basic environmental standards. Additional criteria looked at items such as past history in the Truck Licensing System, and status with WorkSafeBC. Companies were rated based on the criteria, and 68 companies representing 1,450 truck tags were approved. Debriefing meetings will be made available

to companies with unsuccessful applications to discuss why applications were not approved, and offer guidance in the event the application process is opened in the future. “The goal of the reform is to stabilize the container trucking sector and ensure drivers earn a good living. It is unfortunate, and unavoidable, that some will no longer be licensed to access the port, but they are still able to provide driving services that do not require port access.” NDP MP Jasbir Sandhu (Surrey-North) raised the issue in the House of Commons, asking the federal government to stop passing the buck. Sandhu noted that although almost 600 port workers were at risk of losing their jobs following a new licensing system instituted at Port Metro Vancouver, the provincial and federal governments still couldn’t care less. He said: “First these families

make it through a bitter strike, now they’re still waiting for the agreement they negotiated to be honoured and they find out they could lose their jobs – enough is enough.” Sandhu added: “Liberal and Conservative governments are playing political football with good-paying, middleclass jobs. The government should work to end future disruptions and help these families.” NDP MP Jinny Sims (Newton-North Delta) said: “I’m worried about more job losses for the people of Surrey and surrounding areas. All over again, we’re seeing behaviour startlingly close to what we saw a year ago, with the Liberal Premier and federal Conservatives slinging mud back and forth.” The MPs noted that earlier this week Premier Christy Clark went on record blaming the federal Conservatives for the latest of the beleaguered Port’s problems.

Province says it is ensuring fair compensation for truckers, resolving issues of undercutting within industry THE Government of B.C. announced on Wednesday that it is making two changes to the minimum rates in order to create a fair and equitable system that will provide a living wage for container truckers serving Port Metro Vancouver. This will ensure the continued operation of Canada’s largest port. In December, the Province introduced a rate structure that included minimum hourly and trip rates for licensed container trucks serving the port. Upon final review and with recommendations from Unifor and the United Truckers Association, the Province will make two adjustments to the rate structure.

The Province will remove the $50 rate initially provided for moves within five kilometres − a change truckers said was needed to maintain current remuneration levels. The Province will also remove the $40 trip rate for employee drivers and the hourly rate provisions for owner operators. These changes will simplify driver pay structures, and ensure consistent and fair remuneration for sector participants. The Province has been working closely with Transport Canada and Port Metro Vancouver to keep the port sustainable and economically viable while also developing a structure that provides fair wages for truckers. The

changes announced today have been reviewed by Vince Ready and Corinn Bell, and build on their earlier recommendations targeted toward stabilizing this sector. These adjustments are in line with the Province’s goal of resolving issues of undercutting within the container trucking industry. In early February, trucker remuneration will be overseen by a container trucking commissioner. Upon appointment, the commissioner’s first priority will be to review the concept of the Round Trip Rate, as requested by Unifor. This ensures the Province has fully met its commitment to the 14 points in the March 2014 Joint

17-year-old South Asian wounded in targeted shooting on Sunday in Surrey lucky to be alive A 17-year-old was initially in serious but stable condition after suffering multiple gunshot wounds last Sunday in what was apparently a targeted shooting in Surrey. He was released from hospital a couple of days later and police said he was lucky to have survived. Sources told The VOICE that the victim is South Asian and is known to police. On Sunday (January 25) at about 10:15 p.m., Surrey RCMP received reports of shots being fired in the 13000 block of 73rd Avenue. Police found evidence of a shooting on the roadway, but were unable

to locate a victim. Officers conducted neighbourhood canvassing and spoke with several witnesses to obtain further information. Police found a vehicle with shot-out windows nearby. At about 10:30 p.m., Surrey RCMP were advised by a local area hospital that a 17-year-old victim had driven himself to hospital suffering from multiple gunshot wounds. Officers are still in the early stages of their investigation, but believe the two incidents are related. Initial indications are that the shooting is targeted. Police found a vehicle with shot-out windows nearby.

B.C. Liberals need to change course after a decade of ignoring truckers BY JOHN HORGAN B.C. New Democrat Leader

THIS week, 600 hard-working container truck drivers lost their jobs. While we have long known that many drivers were going to lose their jobs,

what’s missing is transparency about who is making the decisions and why they are being made. All truckers are asking for is for this difficult process to be done in an open manner, and they are asking the premier to

do her part to ensure that things are being done fairly. Unfortunately, while Premier Christy Clark said all the right things last March - when she raced to take credit for ending the labour dispute between truckers and Port

Metro Vancouver - these days, it seems she has moved on to the next photo op. It’s hard to take the premier at her word. After all, it was her government that ignored the concerns raised by truck drivers as far back as 2005. In 2005, members of the Vancouver Container Truck Association stopped work, effectively shutting down Port Metro Vancouver. While the dispute was resolved and truckers went back to work, the issues underlying the dispute were never fully resolved. Those underlying issues came up again in 2013, and representatives of UNIFORVCTA – the union representing the truckers - warned that a large-scale disruption was imminent if the provincial and federal governments did-

n’t take action. But the B.C. Liberals did nothing to resolve ongoing issues and avoid a work stoppage. Finally, in March 2014, truckers were forced to go on strike. Rather than working productively to end the dispute, the B.C. Liberals blamed truckers and called for back-to-work legislation. New Democrats stood with truckers and protested the legislation, filibustering the bill for hours to give both sides time to solve the dispute outside the legislature. When the dispute was resolved with the 14-point plan proposed by mediator Vince Ready, the premier was first in line for a photo-op claiming that the end of the dispute was the result of her and her government’s hard work. She even went so far to call labour issues “a big part of her premiership.” She failed to mention the years her government had spent ignoring these issues – years when they could have been resolved without the shutdown of the port, which brought heavy storage fees for thousands of businesses and disrupted the lives of hundreds of truckers. Today, when truckers are looking for answers, the premier is nowhere to be seen.

Again, the province is showing no leadership, and Premier Clark is avoiding key questions about decisions which have left 600 truckers out of work. On February 1, the premier will become responsible for much of this system. If she truly cared about truck drivers, as she claimed to last March, she would be back at the table, working to ensure that the criteria used to determine which companies received licenses is not only transparent, but that in this case it was applied, and applied fairly. Instead, she is pointing fingers elsewhere and doing nothing to mitigate job loss or ensure quick action on the transitional support needed. After a decade of failing to address the concerns of truckers outside of photoops, Premier Clark and her B.C. Liberal government have shown time and again that you just can’t take them at their word.

RCMP have arrested a Surrey male youth in connection to multiple personal robberies in the City of Surrey. Sources told The VOICE the suspect was a South Asian. In October 2014, officers of the Surrey RCMP Robbery Unit began investigating cases where victims were being robbed when attempting to buy or sell mobile phones on a classified advertisements website. Once the victim and suspect agreed upon a price for the phone online, arrangements would be made to meet, usually at night in a residential area of Surrey. When the victim met up with the suspect, they were subsequently assaulted and robbed of their phones or money. After identifying a suspect, the Surrey RCMP High Risk Target Team (HRTT) set up surveillance of the suspect and the suspect was arrested without incident on January 16. The suspect, a 17-year-old male from Surrey, was found in possession of a large amount of cash, as well as pepper spray.

Based on the location and description of the suspect, investigators believe he is responsible for a number of these personal robberies. “Our officers were able to link several of the cases and began investigating these incidents, focusing on a single suspect,” says Cpl. Bert Paquet of the Surrey RCMP. ”Charges have not been laid yet, as our investigation continues, but we anticipate several counts of robberies will be recommended.” The youth was released from custody on conditions, pending his first court appearance scheduled for March. World Sikh Organization helps student barred from wearing kirpan at Law School Admission Test THE World Sikh Organization of Canada has successfully assisted a Sikh student barred from wearing his kirpan into the Law School Admission Test (LSAT). Basra was given the option of either removing the kirpan and being allowed to write the test or forfeiting the exam and writing another day in which he would once again be told to remove his kirpan. Basra decided to call his wife and have her take his kirpan. After briefly stepping out of the room to hand over his kirpan, Basra was told to once again 'check-in' to the exam. At the end of the exam, he was given a "Violation Slip" which read, “Student was in possession of small pocket knife for religious reasons. Sikhism. Called LSAC was approved to discard of item and was readmitted student called spouse to come to retrieve item.” The Violation Slip was placed in Basra’s LSAC file. Basra contacted the WSO about this

The WSO's legal counsel Balpreet Singh quickly initiated a dialogue with LSAC, which admitted that the kirpan had wrongly been barred from the test centre and offered an apology to Basra. The Violation Notice that was placed in his LSAC file has been removed and Basra was also given the opportunity by LSAC to include a note that would accompany his law school applications explaining the incident that took place and how it affected his performance in the test. LSAC has assured WSO that in the future LSAC staff will be instructed to allow Sikhs to wear the kirpan. WSO also provided an informational document on the kirpan to LSAC that can be shared with staff. WSO BC Vice President Jasbir Kaur Randhawa said, "It's somewhat ironic that a Sikh was told he couldn't wear his kirpan to the Law School Admission Test, when it is in fact Canadian law that explicitly protects the wearing of the kirpan. We are glad that the situation was quickly resolved but it is surprising that an incident like this took place in the first place." Basra said, "This incident was unfortunate. I have never experienced this degree of unprofessionalism. But despite my humiliation, this was a great opportunity to create awareness, acceptance and unity. I would like to extend my appreciation and gratitude to Balpreet Singh and the World Sikh Organization of Canada for their support and confidence throughout." National Selection Weekend held in Toronto earlier this month. A total of 80 finalists from a pool of 630 applicants attended the weekend of interviews, workshops, speakers and idea generation. “The Next 36 will challenge me to adapt to a rapidly moving environment as well as learn and apply a large amount of knowledge in a very short amount of time,” says Sidhu, a fourth-year student in Mechatronic Systems Engineering (MSE). “I will be pushed outside my comfort zone and coming out I will be very prepared to handle the obstacles of building and growing a company.” Over the next seven months, program interns from across the country will build their companies with the support of mentors, a unique academic program and a pool of business advisors. First working remotely while completing their academic year, they will converge in Toronto again in May to work on their

The program brings together third- and fourth-year MSE and entrepreneurship students to develop a market-inspired technological product and then pitch for the funds to take it from bench-top to market. The Next 36, Canada’s leading undergraduate entrepreneurship development program, sets out to address Canada’s deficit of high impact entrepreneurship by offering resource-rich education programs to promising young entrepreneurs. The program provides its entrepreneurs with mentorship from some of Canada’s top business leaders, access to funding from venture capitalists, and academic instruction from some of the world’s leading business experts. CANADA Revenue Agency (CRA) announced on Wednesday that businessman Ajit Singh Gill pleaded guilty in Surrey Provincial Court on January 26 to failing to file the 2010 corporate income tax return for 0696563 B.C. LTD. Gill was fined $1,000 and given two weeks to pay the fine. The outstanding return has since been filed. The preceding information was obtained from the court records. When taxpayers are convicted of failing to file tax returns, in addition to any fines imposed by the courts, they must still file the returns and pay the full amount of taxes owing, plus interest owed, as well as any civil penalties that may be assessed by the CRA. If you have ever made a tax mistake or omission, the CRA is offering you a second chance to make things right through its Voluntary Disclosures Program (VDP). If you make a valid disclosure before you become aware that the CRA is taking action against you, you may only have to pay the taxes owing plus interest. THIS past November, alongside my friend and colleague, MLA Sue Hammell, I held a town hall on Mental Health and Suicide Prevention. The turnout was huge and the outpouring of stories shared by brave families and individuals was incredibly moving. A common thread emerged as the meeting progressed: too many have been unable to get the services and support they need for loved ones suffering from mental illness. There are many qualified support workers, police and health care professionals who work their hardest every day to care for those struggling with mental illness. Despite their heroic efforts, the demand for services is growing. In order to address this, all three levels of government must

commit more resources towards treating mental illness. I want to thank Morgan Forry, who has certainly enlightened me to the cause, and has taken up the fight for better mental health care resources in a very big way. He is using his own money and time to champion a petition calling for a federal Ministry of Mental Health. He is taking the petition right across the country, meeting with fellow Canadians and making the case for more mental health care facilities and services, including after hour care and care in rural areas. I have been presenting his petitions in the House of Commons in order to bring more attention to the need for care in our city and all over Canada. I have also made a personal commitment to speak up about mental illness and mental health issues in the House of Commons, in media interviews and in conversations with constituents. Together, we can challenge the stigma that surrounds mental illness by talking openly about it

Morgan Forry within our families, workplaces, schools, sports teams and other meeting places. For too long, people have suffered alone. If we begin to speak more openly about it, we help those experiencing mental illness feel supported, understood, less alone and unashamed. Small acts – a conversation, signing a petition or checking in on those alone, or the families of those suffering – make a big difference. I will continue to work on this issue and am grateful for the work being done every day by families, volunteers, community organizations and mental health professionals.

Famous mural about the Punjab region comes to Surrey Art Gallery Orijit Sen: From Punjab, with Love

January 31−August 2 AN awe-inspiring mural from renowned Indian graphic artist and designer Orijit Sen is making its home at the Surrey Art Gallery for six months. “From Punjab, with Love” is a digital reproduction of Sen’s famous 75-metre-long fibreglass and acrylic mural at the Moshe Safdie-designed Virasat-eKhalsa Museum in Anandpur Sahib, India. The Surrey Art Gallery is presenting a nearly 10metre-long digital print that represents this astonishing tableau of Sikh and Punjabi history done in a highly detailed miniature style. Long considered the gateway to the Indian subcontinent, the Punjab is a vast geographical

area with a long and storied history. Sen’s epic mural renders this culturally rich region in compelling ways that blend busy human populated landscapes with a diverse natural world of flora and fauna that is increasingly under threat from modernization. The mural “From Punjab, with Love” blends history and the everyday with festivals, weddings, women washing clothes, shopping, cooking; men ploughing the fields, tying turbans, riding motorcycles; children flying kites, enjoying school life, playing sports—a panorama of traditional and modern Punjabi life. Sen writes about the inspiration for the mural: “The parallel realities of the past and the present seem to bring to their [Punjabis’] everyday existence

design projects in India, the United Kingdom, and Russia and is a co-founder of People Tree, a centre for design, crafts and sustainable living based in Delhi. This exhibition is presented in

Harper announces anti-terrorism measures, BCCLA says it’s not sound security policy

PRIME Minister Stephen Harper on Friday announced that the government has introduced legislation to protect Canadians from the evolving threat of terrorism and keep our communities safe. But the B.C. Civil Liberties Association said that this “radical” expansion of national security powers was not sound security policy and presented a real danger to Canadians. Harper said that the world is a dangerous place and, as most brutally demonstrated by last October’s attacks in Ottawa and Saint-Jean-sur-Richelieu, Canada is not immune to the threat of terrorism. The proposed legislation will provide Canadian law enforcement and national security agencies with additional tools and flexibility to keep pace with evolving threats and better protect Canadians here at home. In line with measures taken by Canada’s allies, the government is taking additional action to ensure the law enforcement and national security agencies can: counter those who advocate terrorism; prevent terrorist travel and the efforts of those who seek to use Canada as a recruiting ground; and disrupt planned attacks on Canadian soil. The proposed legislation includes checks and balances to ensure it respects the rights of Canadians and complements other legislation passed by the government in order to better protect Canadians and

secure institutions, including the Combating Terrorism Act and the Strengthening Canadian Citizenship Act. The proposed legislation includes a comprehensive package of measures that will: * criminalize the advocacy or promotion of terrorism offences in general; * counter terrorist recruitment by giving our courts the authority to order the removal of terrorist propaganda online; * enhance the Canadian Security Intelligence Service (CSIS)’s powers to address threats to the security of Canada while ensuring that courts maintain oversight; * provide law enforcement agencies with enhanced ability to disrupt terrorism offences and terrorist activity; * enhance the Passenger Protect Program by further mitigating threats to transportation security and preventing travel by air for the purpose of engaging in terrorism; * make it easier for law enforcement agencies to detain suspected terrorists before they can harm Canadians and to toughen penalties for violating court ordered conditions on terrorist suspects; * enable the effective and responsible sharing of relevant national security information across federal departments and agencies to better identify and address threats; * Although not part of this proposed legislation, the government is also working with

The Mystery of Low Gasoline Prices

THE complex reasons for our current low gas prices relate directly to Canada’s economic health and to our national security. Recent events have prompted identification of three such reasons. Early last week (January 21,

2015), the West Texas Intermediate oil price benchmark dropped to US $46.39 per barrel, less than half the price WTI traded for six months ago. This development was duly noted at oil and gas conference underway at the same time in Calgary presented by the Conference Board of Canada. Attendee Edward Morse, the global head of commodities at Citigroup said: “The largest refining market in the world, the U.S. market, has been depriving OPEC countries … incrementally, and perhaps on an accelerated basis, of their largest market... Slightly more than 10 years

ago, the U.S. and Canada imported more than 2.6 million barrels of crude per day. Today [they] … are importing roughly 300,000 barrels per day from outside of North America. As a result, Saudi Arabia is keen to flood the market with oil and keep prices low, thereby forcing U.S. and Canadian players to cut their production. The result would be the Saudis and OPEC regaining market share at North American refineries.” In summation, Mr. Morse added: “It will be a big sweat before it’s all over.” At the end of the same week, the death of the Saudi King and the seizure of control of the government of Yemen

through force of arms by rebels have highlighted the extent to which Saudi oil pricing policy may also have other effects. In a syndicated article dated January 26, 2015, Charles Krauthammer of the Washington Post Writers Group explains that, with the fall of Yemen, Iran has effectively secured a “pincer-like” grip over the Arabian peninsula and that consequently the Saudis, “are fighting back the only way they can — with massive production of oil at a time of oversupply and collapsing prices, placing enormous economic pressure on Iran. It needs $136 oil to maintain its budget. The

price is today below $50.” As the newspaper National Post noted recently, “Western Europe, the Americas, Japan, and Australasia (have been given) a $1 trillion Christmas gift in the reduced world oil price…” All of this is having at least a momentary effect on the way we live. A road trip or a Sunday drive may suddenly be an affordable outing for many people. The question remains, however: How long will the price reduction last? Is this just a temporary anomaly, or is this the way it will be for some time to come? Whatever the answer

rush, don’t signal every time you change lanes or often aren’t fully focused on the road when you’re busy and in auto-pilot. Set a goal and make a plan to help you fix one of your bad driving habits. There isn’t much better motivation to help you stick to your resolution than potentially avoiding being involved in a car crash! Despite our best efforts, the reality is that crashes happen.
