Pakistani Consul General Dr. Muhammad Tariq determined to project a positive perception of his country BY INDIRA PRAHST Instructor, Department of Sociology and Anthropology, Langara College, Vancouver
THE new Consul General of Pakistan, Dr. Muhammad Tariq, told me in an interview that the negative perception of Pakistan has to be cleared up. “We need to invite people from this part of the world so they see the situation on the ground,” he added. Dr. Tariq was reacting to my own experience in Pakistan a few years ago. Just before boarding the aircraft for Pakistan, I came across a magazine cover with the headline “Pakistan the most dangerous place in the world.” Yet what I experienced was completely different. He suggested that incidents such as the horrific massacre of school children and others by terrorists in Peshawar last December “and the fact that we have been carrying a long war on terror exaggerates this perception of Pakistan.” He noted: “It’s human nature that they focus on negatives, but forget the good things.” And Pakistan for sure has a plethora of good things. Dr. Tariq pointed out that people generally think that Pakistan was created only in 1947, but

the fact is that it has a history that stretches back more than 10,000 years. “Pakistan is home to different civilizations ... and the Indus Valley Civilization,” Dr. Tariq said. “So it’s quite a long journey this land has had. ... We have

In fact, I found out from Wikipedia that “the Karakoram is home to the highest concentration of peaks over 8000m in height to be found anywhere on earth, including K2, the second highest peak in the world at 8,611 m (28,251 ft).” Dr. Tariq highlighted his country’s diverse geographical features stretching from the snow-peaked mountains to the desert. He noted: “It’s quite an interesting and amazing place to see and this aspect probably is hidden from most people, not only in Canada, but also in the rest of the western world.” Dr. Tariq comes to Canada with impressive experience in Pakistan’s Foreign Service. Just prior to his posting here, he worked in the foreign Ministry in Islamabad, first in the South Asia Division, where he also dealt with the issue relating to SAARC, Kashmir, and other South Asian countries and then as Director General dealing with Africa.

number of measures to put the economy on track. One of the biggest challenges for us has been the energy crisis in Pakistan, so the government is working on a priority basis just

Stephen Harper’s MP says “WHITIES” staying home, while “BROWN PEOPLE” being brought in RATTAN'S RUMBLE THERE is deafening silence from Prime Minister Stephen Harper about the shameful racist comments made by his former director of communications, New Brunswick Southwest MP John Williamson. How come Multiculturalism Minister Jason Kenney is keeping his trap tightly shut also? According to iPolitics,
Williamson told delegates at the Manning Networking Conference in Ottawa on Saturday that it makes no sense to pay “whities” to stay home while companies “bring in brown people.” Coming from Williamson, who, according to his website, was “Harper’s Director of Communications and was responsible for overseeing government-wide communications” and “an editorial writer at the National Post and a member of the newspaper’s editorial board” before he became MP, this is indeed a sad reflection on Harper and his fellow Conservative MPs. Of course, Williamson, who “was also named a senior
John Williamson fellow and fellow, respectively, with the Manning Centre for Building Democracy and the Fraser Institute,” had no choice but to offer the usual apology when racists like him are exposed. He tweeted: “Today I used offensive and inappropriate language regarding the
Temporary Foreign Workers Program. For this I apologize unreservedly.” Interestingly, he also tweeted: “I believe different parts of Canada have different labour needs. With respect to my region, I believe employers in my district need to work to fill job vacancies by prioritizing Canadians for available jobs.” What EXACTLY did Williamson mean by “prioritizing Canadians for available jobs”? For him a Canadian is only one who is WHITE – the “WHITIES” as he himself put it. “BROWN PEOPLE” are those unwelcome immigrants who
take away jobs from the “WHITIES”! This is just the same old, same old b.s. that the former Reform Party of Preston Manning and the Fraser Institute have always subtly and not-so-subtly fed Canadians for too long. This incident REALLY EXPOSED the racist scumbags that are still poisoning the multicultural atmosphere of Canada. Williamson’s website also states, “John is married to L i e u t e n a n t - C o m m a n d er Kelly Williamson who serves in the Royal Canadian Navy.” I can only pray that such racist views have not polluted the Royal Canadian Navy also!
$50 million winning Lotto Max ticket presented to BCLC: Who could it be? THE $50 million winning ticket for the March 14, 2014 Lotto Max draw was presented to the B.C. Lottery Corporation on Monday. BCLC said in a press statement: “We can confirm that it is the genuine ticket and have validated it in our system. As is the case with all prize claims BCLC will now undertake the verification process to determine the rightful ticketholder. “The ticket was presented within the required
one-year time frame. There is no time limit associated with prize claim verification. “Given the unprecedented interest in this prize, we will communicate further when the verification process has concluded.” SHOPPERS Drug Mart employee Gayleen Rose Elliott filed a lawsuit last year in B.C. Supreme Court claiming her fellow employee Dalbir Sidhu has the unclaimed Lotto
ticket that belonged to the workplace lottery pool which he ran. And she apparently does not believe Sidhu’s notice of response in which he claimed that he had forgotten to buy the usual tickets on March 14 last year although he had told his colleagues that he
had purchased them. In the lawsuit Elliott claimed that Sidhu initially told her that he had bought the pool’s tickets at a Surrey gas station. She said she could not find the validated tickets for March 14 in the box where their lottery tickets used to be kept. Sidhu then emailed members of the pool that he forgot to buy the March 14 tickets because of a recording error and prior family engagements. She claimed when pool
members approached B.C. Lottery Corp. (BCLC) they were told their chosen numbers were never sold. Elliott claimed that Sidhu has “converted” the ticket for his own benefit. The winning ticket, which has yet to be claimed, was purchased in Langley. Sidhu claimed in his lawsuit that there was no contract among the lottery pool members and that he had managed the pool voluntarily with no compensation.

Surrey RCMP Chief slams five South Asians allegedly involved in four related shootings, says they’re involved in low level drug crime SURREY RCMP Officer in Charge, Chief Superintendent Bill Fordy, on Thursday slammed five South Asian males who he said police believed were involved in four related shootings in Surrey on Tuesday and Wednesday. Fordy named them as: * Pardip Brar, 20, of Delta * Indervir Johal, 21, of Surrey * Amrit Kular, 20, of Surrey * Sameh Mohammed, 20, of Surrey * Pardeep Singh, 20, of Surrey All five are known to police. In addition, police are looking for three vehicles that are believed to be associated to the males and shootings: * Grey Volkswagon Passat or Jetta * Black Acura TL * White SUV
Surrey RCMP Chief Superintendent Bill Fordy. All photos by Jay Sharma of Mahi Photo Studio
FORDY said: “The four related shootings involve people who are involved in low level drug crime. From the intelligence that has been gathered so far, there is nothing to indicate that these incidents are tied to organized gangs. However, these people are clearly violent and have shown a complete disregard for public safety.” The VOICE was the first to report online (www.voiceonline.com) on Wednesday that the four related incidents involved South Asians. Fordy said: “Over the past two days Surrey has experienced five shootings and one male from Langley was found with injuries sustained from an unrelated shooting on the Surrey / Langley border. “These incidents are of great concern and I want to assure the public that we are actively investigating each of these files. The six occurrences resulted in three injured males who all attended hospital and have since been released. The victims have been primarily uncooperative with police.” Fordy said that on Thursday morning a briefing was held with their investigative units as well as other partner agencies. He added: “At this point, we believe that all six of these shootings were targeted, and four are related. The most recent shooting on a residence last night and the Langley male that was shot are not believed to be connected to the first four shootings.” Fordy said: “This is a critical time in our investigation and we are asking anyone with information on any of these events to contact the Surrey RCMP or CrimeStoppers if you wish to remain anonymous.” He said: “While we have engaged other law enforcement partners as we typically do during investigations like these, the
Surrey RCMP have retained carriage of these investigations. I will reiterate that, at this point, we do not believe that any of these events are tied to high level gang activity. “For those involved in these shootings or people who know them - I ask you to think about the safety of your family, friends and the general public. The manner that you have chosen to resolve this dispute is careless and unacceptable. “For the citizens of Surrey, I offer you my commitment that we are working extremely hard on all of these events – not only to solve the cases that have occurred but to safeguard against any further incidents.” Timeline: * On March 10, at about 4 a.m., Surrey RCMP were advised that a male with
gunshot injuries had been dropped off at a local hospital. Police attended the hospital and obtained the victim’s details but were unable to identify the origin of the man’s injuries. The 20-yearold man was treated and released from hospital. * On March 10, at 6:45 p.m, Surrey RCMP were advised by the BC Ambulance Service that they were on route to a shooting with a male victim in the area of 127th Street and 78th Avenue. The victim, a 20 year-old Surrey man, was transported to a local hospital where he was treated for his injuries. The male has since been released from hospital. * On March 10, at 11 p.m., Surrey RCMP received several reports of gunshots heard in the area of 128th Street and 76th Avenue. Police immediately CONTINUED ON 4

Pakistanis are friendly and peace-loving people CONTINUED FROM 1 to end it especially through initiation of a number of hydro-power projects. We have a number of mega projects, especially in hydro power sectors - the Tarbela Dam (on the Indus River is known as the largest earth-filled dam in the world). We have been holding a number of events to attract Pakistan investment from abroad and a number of companies are there. Yes, we have challenges, but we are on the right track.
INDIRA: What about Canada? DR. TARIQ: If you would go back into the history of Pakistan, a number of mega projects were carried out with the assistance of the government of Canada, including, Tarbela Dam, Warsak hydro power projects near Peshawar city and you might be aware of Canadian assistance in the building of the Karachi Nuclear Power Plant (KANUPP). So these are some of the important projects and my mandate as a Consul General of Pakistan is to promote trade and have Canadian
investors especially from British Columbia in Pakistan for hydro projects etc. which are of immense importance to us. INDIRA: As you know, Nankana Sahib is the birthplace of Guru Nanak, founder of Sikhism, and Kartarpur Sahib is the gurdwara where Guru Nanak Ji spent the last years of his life. As such, it is the dream of Sikhs to visit these Sikh shrines. When I was there for Vaisakhi, I saw how well protected the visitors were at these sites. So what would you say to people who want to visit Sikh shrines for Vaisakhi? Have the security conditions changed since last year? DR. TARIQ: There are isolated incidents that cannot be generalized. For our Sikh brothers, Pakistan has always been a hospitable country and we have always loved them. It’s always amazing to meet a Sardar wearing his turban and wherever he would go in Pakistan he would always be received with warmth. I don’t think there are any incidents that happened to Sikh pilgrims. ... You must know about how Pakistanis are friendly and peaceloving people who welcome foreigners irrespective of their affiliations. INDIRA: What is new is the relation with Pakistan and Afghanistan? DR. TARIQ: Pakistan and Afghanistan have traditionally symbiotic relations. We have deep-rooted relations and our government has given priority to those relations. They are one of the biggest trading partners of Pakistan and there have been recent high-level exchanges. The President of Afghanistan, Mr. [Mohammad Ashraf] Ghani was in Pakistan recently and they had fruit-
2012 Vaisaskhi celebrations at Gurdwara Panja Sahib at Hasan Abdal, 48 km from Rawalpindi in Pakistan. All photos by Indira Prahst ful interactions. Since then a number of high-level exchanges at the civilian and military level have taken place. I am sure these recent exchanges will take our relations to new heights. INDIRA: How does Pakistan benefit from this relationship? DR. TARIQ: Pakistan has been host to a number of refugees. No other country has been more profoundly affected by the war in Afghanistan than Pakistan. So a peaceful and stable Afghanistan is in our good interest and in the interest of the whole region. We have been working together on a number of projects, including TAPI pipeline. With Afghanistan there is an opportunity to direct commercial and business ties besides our cultural linkages. INDIRA: Kashmir continues to be a contentious issue. What is Pakistan’s position of Pakistan? DR. TARIQ: The solution of Kashmir lies is continued dialogue, Pakistan
being a strong believer in dialogue. Besides Kashmir there are a number of issues, such as water issues and security etc. The Indian Foreign Secretary will be in Pakistan shortly. Pakistan is open to discussing all outstanding issues with India. INDIRA: For you as a Pakistani, there is a lot of love and pride in your nation. So how do you feel when you see a different image of your nation? DR. TARIQ: We have always been a very resilient people. I pointed out earlier that our history is more than 10,000 years old. We have challenges, but we enjoy challenges. A challenge is always an opportunity. We are not bothered or deterred by one or two people who form an opinion about us as Pakistanis because we know about our inherent positive (outlook) and goodness. I was just gathering all these books of the history of Pakistan; there are a lot of books to promote.

7 issue which has reached the headlines, I must say that it is not specific to Pakistan. No country has a perfect human right record. There are some issues like blasphemy laws in Pakistan making international headlines. The blasphemy laws exist in many countries. The existing Blasphemy Law is the continuation of the Blasphemy Law introduced by the British Government in India. The law is non-discriminatory. Since 2007 to 2010, 253 persons have been convicted under this law of which only 9 were non-Muslims. Similar laws prohibiting Holocaust denial exist in European Union legislation. The basic aim of the blasphemy law is to prevent the use of religion for inter-religious violence. An independent judiciary, free media and a vibrant civil society provide safeguards against the misuse of this law.
Gurdwara Darbar Sahib Kartarpur in Narowal district, Pakistan INDIRA: I know there are many books about Pakistan’s history. Last year, I was gifted a new book on Sikh shrines when I was in Lahore. It is important because in the Western world there is a perception that Pakistan excludes minorities. DR. TARIQ: We have many people from different communities: Christian, Hindu, Sikh and others. The constitution of Pakistan provides full liberty to the minorities to practice their religion. With regards to the minority
INDIRA: Locally here what are some events you will be involved in with the Pakistan community? DR. TARIQ: The Pakistan community is mostly in the Surrey region and some here in Vancouver. They have been actively involved in organizing events and some have been organizing for the March 20 (Pakistan Day celebrations). The Pakistan community is newer and small as compared to some other communities especially our Sikh brothers who have been here for more than 100 years. The Pakistan community is growing and is able to project themselves in a nice way, as peaceloving people and law-abiding Canadians of Pakistan origin. Whenever they need our support, we make sure we are there to support them.

REGIONAL POLICE FORCE REALLY NEEDED: With five shootings in two days in Surrey (three males were injured and fortunately
nobody was killed) it is obvious that what the Lower Mainland needs from West Vancouver to Abbotsford is a Regional Police Force. It is not

the Surrey RCMP’s fault because crime does not stop at its border. Unfortunately, because of some petty-minded mayors, on the one hand, and a gutless provincial government, on the other hand, Lower Mainland residents continue to suffer – not that a Regional Police Force will solve everything: No, it won’t, but it will definitely lower serious as well as petty crime. It will provide MUCH BETTER coordination than any socalled joint task force can. Until then, get used to more shootings and keep your fingers – and toes! – crossed that a stray bullet doesn't have your name on it! Enjoy the shootings until then! SHMINDER SINGH JOHAL: The B.C. Court of Appeal has ruled that it was “entirely fit-
ting” that Shminder Singh Johal of Richmond “received the harshest punishment” of the three men who were convicted in a massive cocaine smuggling operation. They were arrested in 2007. Former Canada Border Services Agency officer Baljinder Singh Kandola was sentenced to 15 years in prison and Johal, a car parts importer, received a sentence of 18 years in 2012 by B.C. Supreme Court Justice Selwyn Romilly. Herman Riar was sentenced in January 2010 to 12 years in jail. Johal was the “overseer,” Kandola the “facilitator” and Herman Riar, the transporter of the drugs. Johal’s lawyer argued that the judge erred in finding his client was the ringleader and therefore more culpable than Kandola. But the three Appeal Court judges found the attempt to distinguish between a “leader” and an “overseer” in the criminal operation “elevates form over substance.” The court dismissed the appeal. CANADA TRYING TO KICK OUT TWO PAKISTANIS: Canada is trying to deport Jahanzeb Malik, a Pakistani who came to Canada as a student in 2004, who allegedly tried to recruit an undercover police officer to help him bomb financial buildings and the U.S. consulate in Toronto. The Canada Border Service Agency told a hearing on Wednesday that he is an ISIS supporter. The National Post newspaper reported that Malik is separated from his wife who had sponsored him and has been arrested several times for fraud and violent crimes. Meanwhile, the authorities are trying
to boot out another Pakistani, Mohammed Aqeeq Ansari, who was arrested in Toronto following an RCMP investigation. It will be good to get rid of them! NINA GREWAL VS KEN HARDIE?: Nina Grewal should get ready for Ken Hardie, the well-known former TransLink spokesperson who’s announced his intention to seek the federal Liberal nomination in her riding of Fleetwood-Port Kells. Hardie has name recognition with mainstream media – and he will bury Grewal in any debate, which, of course, Grewal will avoid like the plague! It might be tough to defeat Grewal unless there is a Trudeau Tsunami across Canada. But you never know.
JASON KENNEY: Jason Kenney made an ass of himself for putting up a misleading photo on his Twitter feed last Sunday to mark International Women’s Day that shamelessly misidentified a Shia Muslim ceremonial re-enactment as women chained by Muslim extremists. Kenney’s message thanked Canadian Forces for joining the fight against the Islamic State’s “campaign to enslave women & girls.” Slamming the Islamic State is a good thing, but if you lose your credibility, you end up becoming the loser!
Our very own photographer Chandra Bodalia (left) gives federal Liberal Leader Justin Trudeau (right) some valuable advice on how to run his campaign (just kidding!)

BRAMPTON: Investigators from Peel regional Police’s 21 Division Criminal Investigation Bureau have arrested five South Asians in relation to an extortion plot that occurred within the region. And one of those arrested is a police officer, the Toronto Star newspaper confirmed on Thursday. He is Gurdeep Panaich, 39, of Brampton, who is a sergeant in the York Regional Police, is charged with extortion and obstruct justice. The police force spells his first name Gurdeep as “Gurdip.” The Star said he joined the force in 2001 as a uniformed patrol officer before being assigned to the Criminal Investigations Unit, the Mental Health Support Team and the Major Case Management Unit and was most recently stationed in Markham. Panaich has won awards for his work, including one for an investigation into a forged passport lab and a Chief of Police Award for supporting of a wounded American officer. this monument. Irene Lanzinger, President of the BC Federation of Labour, said that this accident was preventable as there was gross violation of traffic laws while carrying these workers to the farms. The van carrying these workers had wornout tires and the accident was the result of the burst of a front tire. There were more passengers than seats, which had no seatbelts. The driver did not have a valid driving license to drive this van. She stressed the need to frame a comprehensive policy for the safety of farm workers and to implement all the proposals of the panel formed after this accident. She also demanded that the government frame a law to punish the farm owners who commit an act of criminal negligence resulting in injury or death of farm workers. MLA Raj Chouhan, Councillor Moe Gill, Avtar Gill, President of Tarksheel Cultural Society of Canada, Charan Gill, Kuldip Sekhon and Sukhjit Gill also addressed the gathering. MLA Harry Bains and former MP Gurmant Grewal were also present. In the end, Sarabjit Sidhu’s daughter, Avneet, and husband, Jagjit Sidhu, thanked all the donors and Abbotsford City Council for making this the first and only monument in the memory of farm workers in B.C. and Canada a reality. They also conveyed their gratitude to all the participants for amiing this ceremony a grand success. - BY GURMAIL GILL, Secretary, Tarksheel Cultural Society of Canada

Outstanding badminton coach Abdul Shaikh, 81, inducted into Canada Games Hall of Honour ABDUL Shaikh is as solid and steady as they come even at age 81. Last month, he was one of four people inducted into the Canada Games Hall of Honour. The award was presented on February 12 at Prince George, just before the start of the Canada Winter Games where he was as coach of the BC badminton team. He will also be going to Wood Buffalo, Alberta, this summer as coach of the team for the Western Canada Summer Games. Since its inauguration at the 2007 Winter Games in Whitehorse, the Canada Games has held Hall of Honour induction ceremonies every two years, to coincide with the Summer and Winter Games. “The Hall of Honour has become a true hallmark of the Canada Games, where we can pay tribute to the special people who have given so much to the movement,” said Sue Hylland, Canada Games Council President and CEO. Shaikh, whose involvement in the Canada Games began in 1971, was honoured in the Builder category for his exceptional contribution to the development and
advancement of the Canada Games Movement. “My experience as a competitor in the Canada Games in Saskatoon in 1971 was memorable in that I won the gold in the Individual Men’s Doubles in badminton in partnership with Cam Dalgleish,” said Shaikh. “I also went as coach of the Saskatchewan badminton team at the 2003 Canada Games, and coach of the BC badminton team at the 2011 Canada Games.” The Hall of Honour distinction by no means marks the end of Shaikh’s involvement in the Games. In fact, Shaikh was already headed to Prince George in February as Coach of Team BC Badminton. Joining Shaikh as Team Manager was Phyllis Chan, a long-time pupil,
National Team athlete, 2011 Canada Games medalist, and now a coaching apprentice under Abudl’s guidance. “For Team BC to have its coach recognized at the Games brings us tremendous pride. Abdul is such a truly remarkable man, and very deserving of this honour.” Her remarks are echoed by Badminton BC’s Executive Director Penny Gardner. “Shaikh’s prolific career as both athlete and coach has earned him recognition from a number of Canadian institutions, but his involvement in the 2015 Games as Team BC’s coach makes this occasion extra special.” Abdul was the Racquets Professional at the prestigious Vancouver Lawn Tennis and Badminton Club for 30 years. He taught badminton and squash, and assisted the Tennis Professional. On his retirement from the club, the badminton hall at the club was named “The Abdul Shaikh Badminton Hall” in recognition of his service. Abdul is still a mentor coach for the young athletes and coaches, and conducts Coach Education Programs.

Trudeau slams Harper’s scare tactics against Muslims to divide Canadians FEDERAL Liberal Leader Justin Trudeau on Monday slammed Prime Minister Stephen Harper for his politics of fear and division, and outlined his inclusive vision for the country, in a speech to the McGill Institute for the Study of

ship that recognizes we are strong not in spite of our differences, but precisely because of them, and that means bringing Canadians together, not dividing them against one another.” Trudeau argued that Canada’s success is rooted in its unique idea of liberty, which is, at its core, about inclusion. While Canadians identify with both the elements that unite and distinguish them from one another, such as language, culture, religion, gender, and sexual orientation; equally, they appreciate that these contribute to – and do not define – a person’s identity. Trudeau cautioned that preserving Canada’s unique concept of liberty will not continue without effort, and that despite having built vital institutions around it, like the Charter of Rights and Freedoms, it will require real political leadership to sustain. “The idea of Canadian liberty, of inclusive diversity, has made an unimaginably more diverse society harmonious,” said Trudeau. “Canada has proven that a nation can be built on shared values, and those of us lucky enough to benefit from Canadian liberty’s many blessings need to be strong and confident custodians of its character.”

Here is part of Trudeau’s speech: “I want to tell you about someone. Her name is Rania El-Alloul, and she just endured something that no Canadian ought to be put through. “Rania arrived in court in Quebec last month on a routine property matter. She is a single mom who is working hard to raise her kids. Like millions of women who face similar circumstances, she has a hard time making ends meet. She was petitioning the court for help. “Like a million other Canadians, Rania professes the Muslim faith. She presented herself to the court wearing a hijab, a headscarf very commonly worn by Muslim women — and women of other faiths I might add. For her, it is an important part of her personal identity, and an expression of her religious liberty. “Imagine her shock when the presiding judge refused to hear her case unless she removed her headscarf. Not without reason, she said that order made her feel as if she were not Canadian. “Rania’s story is part of a troubling trend that Mr Harper seems keen to accelerate and exploit. “Last year, after more than seven years of accepting the practice, his Minister of Immigration declared by fiat that women would no longer be able to wear a niqab during citizenship ceremonies. The federal court of appeal overturned the policy. “But a few weeks before Rania suffered her unjust indignity, Mr Harper made an announcement at a campaign rally in Victoriaville, Quebec. “What did Mr Harper say at this rally? Despite broad consensus that he has no reasonable chance of success, he announced that his government would appeal the decision because he found the wearing of a niqab “offensive” and was convinced that most Canadians did too. “Within hours of that rally, the Prime Minister’s party was using it as a fundraising pitch, declaring flatly — and I quote — that wearing a niqab is “not the way we do things here.” Within a week, I am sad to say that a distinguished graduate of McGill, Minister Chris Alexander, was declaring in the House of Commons that even Rania’s hijab represented an indefensible perversion of Canadian values.” “As I said earlier, my friends, fear is a dangerous thing. Once stoked, whether by a judge from the bench or a Prime Minister with a dog-whistle, there is no way to predict where it will end. “... Cloaking an argument about what women can wear in the language of feminism has to be the most innovative perversion of liberty that conservatives have invented in a while. It is of course not the first time the most illiberal of ends has been packaged in the language of liberation. “You can dislike the niqab. You can hold it up it is a symbol of oppression. You can try to convince your fellow citizens that it is a choice they ought not to make. “This is a free country. Those are your rights. “But those who would use the state’s power to restrict women’s religious freedom and freedom of expression indulge the very same repressive impulse that they profess to condemn. “It is a cruel joke to claim you are liberating people from oppression by dictating in law what they can and cannot wear. “Whatever happened to a free society’s requirement that we can disagree with a person’s choices, but must defend their right to make them? “But what’s even worse than what they’re saying is what they really mean. We all know what is going on here. It is nothing less than an attempt to play on people’s fears and foster prejudice, directly toward the Muslim faith. “This is not the spirit of Canadian Liberty my friends. It is the spirit of the Komagata Maru. Of the St Louis. Of “none is too many.” “Canada is where a million Muslims live and thrive in a free and open, secular democracy. The world needs more of that, not less of it.”

grams for the Muslim community to play a substantial role in providing assistance to those who seek it. The symposium, held at Surrey Central Library, was well attended. Surrey-Green Timbers NDP MLA Sue Hammell and Newton-North Delta MP Jinny Sims were also present. Hammell applauded the efforts put forward by the MFB and told the participants that “this program is just what any community needs. Sims lent her support to the program and its focus on emphasizing the importance of building collaborations and partnerships, noting: “Mental illness is a growing disease ... hitting all communities. We are all
neighbors, let’s work together. The panel of speakers comprised of MFB executives Azim Dahya and Asad Asadullah, UBC assistant professor and psychiatrist, Dr. Sheik Hosenbocus, Fraser Health social worker, Sana Siddiqui, and SFU doctoral candidate Ehsan Jozaghi. The speakers discussed various factors contributing to the challenges faced by Canadian Muslims, such as
Islamophobia, generational conflicts, and cross-cultural communication and identity. The importance of building and restoring trust, and finding issues that are common across cultures were highlight-
ed as a means of increasing access and decreasing feelings of isolation and other barriers to health care. Speakers touched upon community transformation using a holistic, faith-based approach. Dahya signified HOPE’s role as “a light that aimed to bring “progressive change to the community by providing a confidential space for its clients, connecting them with relevant resources, and supporting them through their
path to recovery. Dr. Hosenbocus also discussed how the process of rehabilitation falls entirely within the framework of Islamic values and the importance of understanding mental health as a branch of physical well-being. Overall, the symposium was an excellent opportunity for members of the healthcare and Muslim communities to engage in open discussion, share perspectives and experiences, and collectively offer solutions and future directions for growth. 'Brown' people not to blame for problems with TFW Program: NDP MP Sims RECENT comments by a Conservative MP regarding the Temporary Foreign Worker Program show the lack of respect Conservatives have towards workers and highlights just how much
they have mismanaged the program, says the federal NDP. “The Conservatives need to stop blaming Canadians and temporary foreign workers for a program that they are responsible for mishan-
dling, said NDP Employment and Social Development Critic Jinny Sims. “The problem is not ‘brown’ people but rather the abuses we’ve seen of the program that drive down wages.
Conservatives have only made things worse, added Sims. “New Democrats have a plan to fix the problems and it starts with having the Auditor General fully investigate the program.
These offensive comments come on the heels of the Conservatives fear-mongering and playing divisive politics. “The Liberals created the deeply flawed program and the

of Parliament for a very diverse riding in Canada, I was outraged to hear the racist comments over the weekend. I am extremely disappointed that these comments came from one of my
parliamentary colleagues. As parliamentarians, we have a duty to represent all of our constituents regardless of where they come from and their ethno-cultural background.

“I am pleased that MP Williamson has publicly apologized for his comments and has recognized the inappropriateness of his comments. “The Conservative Party, of which I have been an active member since its formation, is a party that embraces Canada’s pluralism and diver-
sity. It actively promotes the inclusion of visible minorities in our political process. Conservatives were the first to have an MP of Chinese heritage, the first to have a black federal cabinet minister, the first to have a Hindu MP, and the first to appoint Senators of Pakistani, Filipino and
Vietnamese heritage. Finally, it was a Conservative and the first female federal cabinet minister, Ellen Fairclough, who put an end to Canada’s racist immigration policy. However, Prime Minister Stephen Harper has yet to issue any statement on Williamson’s comments.
No remains ahead in Metro Vancouver Transit Plebiscite MOST Metro Vancouver residents say they plan to vote No when the mail-in ballot for the Transportation and Transit Plebiscite reaches their home, a new Insights West poll has found. In the online survey of a representative sample of adult Metro Vancouver residents, 55% say they will “definitely or “probably vote No (+2
points since February), while 33% (-5) claim they will “definitely or “probably vote Yes. Among voters who claim to have made a “definite choice, No continues to outrank Yes by a considerable margin (37% to 15%). The survey showed respondents a copy of the ballot that will be included in the voting packages, which be mailed to
Metro Vancouver residents later this month. Half of female residents (50%) say they will vote No, along with three-in-five male residents (61%). Large majorities of residents aged 55+ (58%) and 35 to 54 (56%) are also currently No voters, along with 47% of those aged 18 to 34. For details, go to our website: www.voiceonline.com

Premier Christy Clark avoids making bold decision by indexing minimum wage to provincial CPI PREMIER Christy Clark could have made another one of her past bold moves on increasing B.C.’s minimum wage (the hated former premier Gordon
Campbell had kept it frozen to oblige his rich business friends), but she chose to avoid doing that and instead very conveniently indexed
increases in the general minimum hourly wage and liquor server wage to B.C.’s Consumer Price Index (CPI). Clark let Shirley Bond,

Minister for Jobs, Tourism and Skills Training, and Minister Responsible for Labour, make that disappointing announcement on Thursday. Of course, no reasonable person would have expected her to increase the minimum hourly wage to $15 right away as the B.C. Federation of Labour wants. But an increase to $11 at least would have been the right and decent thing to do. Ontario’s minimum wage is $11. Bond said the government is committed to reasonable and predictable yearly minimum wage increases linked to B.C. CPI. Going forward, from 2016 onward, the minimum wage will be determined using a formula calculated upon the percentage the B.C. Consumer Price Index (CPI) increased in the previous calendar year. In years where
there is a negative CPI change, the minimum wage would stay the same. In addition, this indexing formula is being applied to the period since the last minimum wage increase in 2012. Effective September 15, 2015, the general minimum hourly wage will increase from $10.25 to $10.45 and the liquor server wage from $9 to $9.20 per hour. The daily rate for live-in home support workers and live-in camp leaders, as well as the monthly rates for resident caretakers and the farm worker piece rates (for harvesters of certain fruits and vegetables) are increased proportionate to the 20-cent increase in the general minimum hourly wage. All of the new rates will take effect on September 15, 2015. The government will
announce the yearly increase to the minimum wage in March to take effect September 15 each year, giving businesses the necessary lead time to implement the new minimum wage without undue hardship. Currently in B.C., people earning minimum wage represent 110,400 employees, or 5.9% of the paid workforce, below the national average of 7.2%. Of those B.C. employees earning minimum wage during 2014: * 100,800 (91%) worked in the service producing sector. * 62,500 (57%) were part time workers. * 7,800 (7%) were defined as being the head of the family. * 57,800 (52%) lived with their parents. * Of the minimum wage earners living with their parents, 47% were attending school.

As a resident of Surrey for over 30 years, DeolFallon says she has a deep understanding of the important issues and priorities of Surrey residents. Her press release stated: “With strong ties throughout the community, she has an extensive background in business administration, franchise operations, sales and marketing, as well as experience in government working in the office of the Honourable Jason Kenney, Minister for Multiculturalism. Having served as the Conservative Party of Canada’s Regional Organizer in British Columbia, Mani also has an appreciation for the grassroots efforts of Canadians and the thousands of volunteers who contribute to Canada’s political system.” “I passionately believe in the leadership of Prime Minister Stephen Harper. His government has grown the Canadian economy despite tough global economic times, shown strength on the international stage, and a deep commitment to the prosperity of British Columbia. munity safe and keeping taxes low for families, I look forward to working hard to win the nomination so that I can join the Prime Minister’s team in the next election and ensure Surrey Centre has a strong voice in Ottawa,” said Deol-Fallon. “I am now raising my family in the same neighbourhood I grew up in and am proud to call one of Canada’s most diverse ridings home. I want to ensure Surrey Centre not only remains a great place to live, work, and raise a family, but has even greater opportunities for the next generation of Surrey residents.” Deol-Fallon ran for the Conservative Party in the 2011 election, narrowly losing in a tight three-way race in the riding of Newton-North Delta. With her broad private and public experience, as well as firsthand knowledge of what is necessary to be a strong candidate during an election, she says she brings a wealth of experience to the nomination race and will be a strong voice for all residents of Surrey. DEOL-FALLON was born in Duncan, B.C. Her grandfather immigrated to Canada from India in 1906 and brought with him a strong work ethic and a desire to build a life in a country that would give his future family an opportunity to thrive. A small town upbringing, along with the example set by her parents, instilled the importance of family and the value of hard work in Mani at a young age. Mani has lived in Surrey Centre since 1981, when the family moved to Surrey, seeking greater economic opportunities. Watching her father work double shifts to put food on the table, Mani became all too familiar with the challenges faced by families across the riding as many struggled to not only provide the basics for their families but to ensure the safety of their children and elders. As a result, Mani developed a lifelong commitment to volunteer in her community to improve the lives of her neighbours, a commitment that can be seen in her passion for politics and her desire to increase the opportunities in Surrey Centre. Mani has a degree in International Relations from U.B.C. and has continued with part-time studies at BCIT in an ongoing effort to continue to broaden and improve her skillset. With an extensive background in business administration, franchise operations, sales and marketing, Mani has experience dealing with multi-million dollar budgets as well as human resource challenges. Mani also believes in the importance of giving back to her community, demonstrated in her volunteer efforts. Mani has sat on numerous boards including the South Asian Family Association and the Motion Picture Theatre Association of B.C. Newly appointed to the Diversity Advisory Committee to the City of Surrey, Mani continues to not only contribute to her community but stay engaged in the issues of the day. Mani has been married for over 20 years to her husband Matthew and is raising two young daughters, Jaymie and Ruby in the same neighbourhood she grew up in.

inequalities, will be celebrated on Saturday, March 21 at the annual “Stop Racism event. This free event will take place at Kwantlen University in Surrey, and is organized by Asian Pulse TV and Kids Play. This day draws our attention to the fact that racism is a global reality. With the current geo-political climate and the war on terror, issues such as Palestine, Syria, Kashmir, protests in Europe, neo-Nazi movements, and the anti-terrorism law Bill C-51, to name a few, have impacted Canadians on local levels as well with increased experiences of racism on individual and structural levels. The ongoing media coverage of the war on terror and its violence, and how racialized and religious communities, in particular Sikhs and Muslims, are being misrepresented has profoundly impacted such communities and infringed on their freedom to express their identities and faith. The increase in Neo-Nazi and other far right movements

A Sikh devotee at Gurdwara Panja Sahib, Hasan Abdal, in Pakistan. Photo by Indira Prahst worldwide that target racialized and Jewish communities has led to a mobilization of anti-racists groups as a form of resistance to confront this global phenomenon. Last month, I interviewed Tony McAleer, former organizer for the White Aryan Resistance (WAR) who served as a skinhead recruiter, proprietor of Canadian Liberty Net and executive director of the organization, "Life After Hate." He has inspired many youth and helped them to exit the neo-Nazi lifestyle. When Mc Aleer gave a talk to my sociology students at Langara last month, they treasured having learned from a neo-Nazi’s past experience firsthand. Next week, at the Stop Racism event, McAleer will be part of the panel to speak and will present on lived experiences of being in neo-Nazi movements, what attracts people to them and prevention through life after hate. The event will open with an Aboriginal greeting and prayer by Alana Anderson. Originally from the Campbell River reserve and daughter to the current Hereditary Chief, Anderson facilitates a Traditional Regalia Making Program about native cultures, traditions, ceremonies, protocol, regalia, drumming and singing native songs and volunteers with the Aboriginal Ministry Children Family Development with the foster children aging out called HOYJA (Honouring Our Youth Journey Adult). This will be followed by speakers to engage on topics of racism in Canada and current geopolitical climates, media representations and terrorist labels, Islamaphobia, anti-semitism, neo-Nazi movements, and personal narratives. The first speaker is Jodi Derkson with FAST, BC Regional Director of Educational Program, who will present on anti-Semitism, map out its historical roots, and dispel myths about Judaism. A short video clip of Holocaust survivor Max Eisen will be shown and the presentation will culminate in a look at the current rise of anti-Semitism and what humanity can do to quash its hateful emergence. This will be followed by a talk by Tony McAleer. With the barrage of negative media representations of the current war on terror and issues in Punjab, I will present on the “violent gaze towards the turban, and interrogate the binaries and the inheritance of frames about
Saturday, Mar 14, 2015 | Indo-Canadian Voice the turban from current neo-liberalist discourses. I further illuminate the impact such a gaze can have on dignity, identity formation and in perpetuating further violence on the Sikh and Muslim body. Charan Gill, founder of PICS and prominent community activist who has been involved in antiracism movements (which at one point included challenging Mc
Aleer’s racist website in Surrey), will speak about his lived experiences, the continued struggle to end racism, how it has transformed in BC and Canada and the nature of hidden racism in the present day. Sadia Sameeullah, outspoken activist and speaker within the Muslim and Pakistan community, will address the rising Islamaphobic sentiments
23 towards the Muslim community in current geopolitical climates. The event will open for a question and answer period to the public, where university and college students from racism and ethnic relations classes, youth from kids play, will be attending to engage and participate in the discussion, together with members of First Nations and Aboriginal, Muslim, Sikh, Jewish and other communi-
ties, scholars and the general public. According to Kamilla Singh, Director and Producer of Asian Pulse TV and one of the organizers of the event: “The reason for organizing this anti-racism event is to empower, educate and bring awareness to the community about the importance of living in a society where we all can live freely and be able to practice our
religion or culture. By doing such events we become allies and voices of those who are not able to stand for themselves.” If you want to learn, listen and engage, you are welcome to attend the event including a free lunch at 12 p.m. (noon) sharp at Kwantlen University in Surrey in the auditorium. See events section for more information.
South Asian suspect in fatal pedestrian hit-and-run in Surrey SURREY RCMP has now identified the driver and vehicle involved in a fatal pedestrian hit and run collision that occurred early Thursday morning and would like to thank the members of the public for their assistance in providing numerous tips to investigators. Sources told The VOICE the driver is South Asian. While officers have identified the driver as a 31-year-old male from Surrey, investigators have still not located this individual and are appealing for him to come forward to police. “No matter what your reason was for not stopping, it is always
better to come forward and speak with us now as opposed to us tracking you down later,” says Surrey RCMP Sgt Dale Carr. Officers have determined that the trailer unit (TransX) and the semi-truck cab are from two different companies. The driver being sought by police is employed by the company who owns the semi-truck cab. The victim has also been identified as a 55-year-old male of no fixed address. The victim’s family has been notified, however, police say they respect their need for privacy and will not be releasing his name. Surrey RCMP’s Criminal
Collision Investigation Team (CCIT) continues to collect physical evidence and speak with numerous people to advance their investigation. Criminal charges have not yet been recommended in this matter. Anyone with further information about this incident including the location of the driver is asked to contact the Surrey RCMP CCIT at 604-599-0502 or Crime Stoppers, if they wish to remain anonymous, at 1-800-222-TIPS or www.solvecrime.ca for additional ways to leave a tip.

donor registration in BC. “We know that a kidney transplant cannot cure kidney disease, but it is a kidney patient’s best hope for a better quality of life,” says Karen Philp, Executive Director, The Kidney Foundation of Canada (BC and Yukon Branch). “Right now the demand for kidney transplants far exceeds the supply and with British Columbians facing some of the longest wait times in Canada, this means far too many kidney patients will die waiting. This is not acceptable. We need to act now to change this situation.” Kidney Transplants: British Columbians Have Spoken summarizes hundreds of insights and ideas from British Columbians, addressing critical issues faced by kidney patients and their families and how to help improve their quality of life. Three of the top recommendations
identified by British Columbians included: 1) Confusion and difficulty around the process of registering to be an organ door topped the list. British Columbians feel strongly that increased accessibility is key to help increase the very low organ donor registration rates, and this included unanimous support to return to the process of organ donor registration with driver’s license renewal. 2) Lack of awareness about kidney disease and how serious it is, not just by the general public but also by high-risk populations and even family doctors, was a dominant theme throughout the research. To address these issues, British Columbians called for an innovative public awareness and media campaign, mandatory education for family doctors and more highprofile public engagement opportunities including community gatherings. 3) Financial barriers (such as travel costs related to transplant surgery and loss of income while recovering from surgery) for both transplant recipients and living organ donors was another big concern. British Columbians said examination of current financial programs and how they can better support living kidney donors and kidney transplant recipients who live outside Vancouver is needed. Philp goes on to say The Kidney Foundation of Canada is committed to increasing organ donor registration and kidney transplants by 50% over the next five years. “Our research, together with the recommendations coming out of this report, represents an important first step for us in achieving this goal and it will inform where we go from here.” Research undertaken for the report included speaking with British Columbians through focus groups, online polling, a provincial survey and 12 community meetings held in Abbotsford, Courtenay, Kamloops, Nanaimo, Penticton, Prince George, Richmond, Surrey, Terrace, Trail, Vancouver, and Victoria. Kidney patient Teresa Atkinson, who is on the kidney transplant wait list, says. “For people like me who will die without a kidney transplant, these are hopeful times. The public obviously cares about the issue, and that can only help our cause.” To download full report: http://www.kidney.ca/bc/communityconversation

For a parent or grandparent outside Canada, the wait for a new case at “Step 1” is “45 months.”As of January 1, 2015, more than 40,000-plus persons were in “Step 1” (the ‘inland processing inventory’). After a case leaves “Step 1”, it goes to “Step 2”, which is the ‘overseas processing inventory’. Based on Citizenship and Immigration Canada’s own method for calculating and reporting processing times, tens of thousands of parent and grandparents in “Step 1” need to additionally wait more than five years at “Step 2” for their permanent resident visa. New cases need to wait nine years. delay. “A Three Year Plan: (i) Reduce the intake of new cases to 2500 per year; (ii) increase the commitment of parent and grandparents to be landed to 24,000 – 26,000 per year in each calendar year; (iii) modify the Super Visa strategy to allow a second period of two years of time during the same tenyear period, if the parent has been absent from Canada a minimum 12 months during the 14-month period immediately preceding an application for a second period of two years; and (iv) in future, after the three year plan; don’t take in more files in a year that can be processed in a year. “There needs to be a balance between the needs of two groups: people who have been waiting to be reunited with relatives in Canada and have applied to immigrate, and people who are waiting to be reunited with relatives in Canada and have not yet applied to immigrate. The needs of the people who have already applied outweigh the needs of the people who wish to apply. “The root cause of the parent and grandparent immigration processing time issue is the failure by previous governments to cap the annual intake of applications for parents and grandparents, and not take in more applications in a year that could be processed in a year; and, the policy to prevent disclosure of CIC data showing the massive annual growth in inventory in applications for parents and grandparents. Preventing disclosure of evidence helped prevent a political hit. Delaying the political decision to cap intake delayed the political hit. “Unhappy Canadian families should look for detailed explanations from the responsible politicians at the time who prevented disclosure of the evidence of massive inventory growth of applications for parents and grandparents, and who would not make a political decision whether or not to cap intake. “Politicians created the unhappiness. Politicians are fixing it. This is a legacy issue that will require three more years to resolve.”

ROAD RULES

Keeping up with the traffic flow
By Cedric Hughes
ON which part of the roadway and at what speed you may drive your car are legally defined in sections 145 to 160 of the BC Motor Vehicle Act. A number of these sections address particular roads and particular designated lanes, but most set out the basic rules that all licensed drivers must obey: drive on the right side of the road and if safe to do so, at the posted speed limit. These sections address what to do when you are overtaking a vehicle in front of you driving at a slower speed, namely pass to the left of the slower vehicle at a safe distance, and return to the right side of the highway only when safely clear. In turn, they also say that the driver of the overtaken vehicle on “hearing an audible signal given by the driver of the over-
taking vehicle” must cause the vehicle to give way to the right, and must not increase the speed of the vehicle until completely passed by the overtaking vehicle. On multi-laned roadways, the rules say you cannot pass on the right of another vehicle, except when the other vehicle is left turning or when “there is one or more than one unobstructed lane on the side of the roadway on which the driver is permitted to drive.” These days most roads are multi-laned. On most major highways the right lanes are enter and exit lanes and the left lanes are ‘express’ lanes in which the drivers are expecting the traffic flow to be steady, unimpeded, and more or less continuously moving at the posted speed limit. On urban arteries with many controlled intersections, the centre lanes are more like express lanes but all drivers need to be alert to higher levels of lane changing in the traffic flow than generally occur on major highways. Traffic volume is the most common impediment to traffic flow. More vehicles entering
and exiting the flow and more vehicles travelling through controlled intersections along an urban artery tend to reduce the overall average speed of the flow. But certain individual driving behaviours have a disproportionate impact, namely drivers who, for whatever reason, drive more slowly than the average flow speed and who, for whatever reason, do not move into the slower moving part of that stream, namely to the right. Most experienced drivers have encountered other drivers who are driving at a leisurely pace—the driver unaffectionately known as a ‘left lane hog’ —further complicating what is already enough of a challenge in getting from point A to point B. New rules are in the works, however, to counter traffic impeding behaviour. British Columbia’s Transport Minister, Todd Stone, recently announced that legislation will soon be introduced to give police more power to stop and penalize such inconsiderate and unaware drivers. He explained that while the police already ticket ‘lane hogs’, “the way that the legislation is
currently written, … does not provide [the police] with the tools that give them the high degree of confidence that actually pulling someone over and giving them the ticket will
stand up in court.” "The Road Rules" strives to provide helpful information about driving in British Columbia. We welcome your comments on our published articles and your sugges-
tions for topics you would like us to address. Phone: (604) 602-1828. Punjabi and Hindi: (604) 897-0207. Email: cedric_hughes@hughesco.com. (www.roadrules.ca)
