calls for crime in Surrey are not attended to. Police resources are so stretched they are unable to attend to crime scenes. Therefore, out of frustration many citizens do not even bother to call police for crimes they witness in their neighbourhoods. On the other hand, Delta has a policy where

RATTAN'S RUMBLE FORMER solicitor general Kash Heed told me this week that Justice Minister Suzanne Anton has the power to instruct the RCMP not to make cuts in funding for gang and organized crime enforcement. Last week, in my lead story titled “Provincial government versus RCMP: The politics of budget – and change,” I had reported how the RCMP was trying to gain public sympathy and so put pressure on the provincial government to restore the cut of $2.977 million for the fiscal year 2014/15. The total provincial police force budget is $325-million. The Province pays 70 per cent of the costs, while the federal government pays the remaining 30 per cent. After leaking the story to the media and eliciting the expected anti-government reaction by the NDP, the top RCMP officer in the province, Deputy Commissioner Craig Callens, issued a statement that the only

cuts they could make in their budget would be to the Combined Forces Special Enforcement Unit BC and to the Provincial Major Crime program. In other words, gang and organized crime enforcement would suffer. REALLY? Professor Robert Gordon, Simon Fraser University criminologist, told me last week: “It’s highly likely that what’s going on right now is a rhetorical exchange through the media between the RCMP managers and the provincial government. They’re saying if you do this to us, we are going to have to cut back on our gang investigation activity if we are to be able to continue to provide core services to other communities in the province.” Gordon added: “It’s highly likely that this is some sort of leverage point to try to get that money back or at least to have the cuts reduced.” Gordon also suggested that there could be several reasons why the government had made the cuts, including: * Wanting the larger municipalities that are

policed by the RCMP to put more money into the policing part. * Wanting the RCMP to turn over a lot of policing activities to non-sworn officers because it’s cheaper. HEED, a former top police officer, who knows better than anyone else about the inner workings of the police, especially the RCMP politics in B.C., pointed out: “When you look at the cuts that are taking place right now, they are very minimal compared to the overall budget.” So one has to ask what the RCMP’s reasons are in identifying gang and organized crime as the areas they plan to make cuts in. He bluntly added: “There

is some politics being played out here, but the province has the authority under the provincial police act to tell the RCMP that they don’t want the budget cuts in gang and organized crime enforcement. The province can tell them that ‘No, this is the area that we do not want the cuts to take place.’ That’s the job of the Justice Minister.” Heed said: “Everyone’s playing a little bit of a game here which is unfortunate because at the end of the day the public is the one that loses out. We still have a significant gang issue and organized crime issue in the province of B.C.” He also noted: “First of all, we have to remember … the taxpayer pays for all of this and we spend over $1.5 billion a year on policing the province of British Columbia that includes federal, provincial and municipal policing. So there’s a significant amount of funds dedicated to ensure the public safety in the province of British Columbia.” Heed also pointed out: “[Then-premier] Gordon Campbell and the Liberal government

embarked on a 10-point gang suppression program in early 2009 and now we are starting to see cuts come from that particular program and that concerning. “The Minister of Justice has to show some leadership here and demand that the RCMP do not reduce the funding that goes towards gang and organized crime enforcement in the province of British Columbia. These are things that are certainly within her powers to do.” SURREY’S EXAMPLE HEED went on to point out: “You also have to look at where policing is going here in the province of British


Saturday, Aug. 30, 2014 | Indo-Canadian Voice Columbia and there’s no better community right now to identify a different style of policing and that’s Surrey moving towards a two-tier police system, where in fact you have guardians in place, whether they be security guards or something at that level that you are going to put in areas that are very problematic just to be there as a visual deterrent for people committing crime or being able to notify the RCMP if they discover something that isn’t right.” Heed said that is more efficient for the taxpayer. Also, you had

to realize at the same time that you “can’t put a very, very expensive police officer in those areas and expect them to be in there because they’ve got other priorities that they have to deal with.” He added: “So we’ve got to start thinking along preventing crime and preventing violence in our communities and you have to do this by a different style of policing and it’s time for us to consider a two-tier policing system here in the province of British Columbia.” I asked Heed who had to take responsibility for such changes

– the provincial government or …? Heed replied: “The City of Surrey. For example, if you were going to hire several security guards and put them in public places, for example, around the parks, the community centres, the arenas – those particular areas where the city would hire security guards and put them in the area – the deployment of those security guards should be under the direction of the City Manager and not the RCMP.” And the City should pay for it? Heed replied: “Yes, absolutely.

The city should pay for it. The City actually is responsible for providing security for their citizens. The policing is the responsibility under the police act for the provincial government and they delegate that authority under the act to municipalities. But the overall responsibility for securing a community and creating a safe environment lies with the local government.” Heed added: “We have to start thinking outside of the box on solutions to our problems and Surrey is a great area to start thinking about that.”

He noted that candidates for November’s municipal election in Surrey are running on a platform of safety and security and added: “Well, you know, it’s a time to think outside of the box and get away from those traditional approaches and realize that the police, which is a costly item, have a role to fulfill and make sure they are held accountable and fulfil that role. But there are other areas such as ensuring that the community is safe that you can put other pieces in place such as private security or security hired by the City.”

Conservatives continue with same old attacks on Trudeau, but are getting nowhere!

That is because all polls reflect the current reality of MOST Canadians holding pretty liberal views about smoking marijuana which any kid can buy anytime they want even without legalization of sales. I found it terribly amusing that federal Public Safety Minister Stephen Blaney was SO DESPERATE that he used ONETHIRD of his address this week at the

Canadian Association of Chiefs of Police Conference on attacking Trudeau’s marijuana stand! This is what he had to say according to the official press release sent to newspapers: FINALLY, I want to touch on a topic that has been addressed at this conference a number of times this week, Justin Trudeau’s proposal to legalize recreational smoking of marijuana. Canada’s Chiefs of Police have reconfirmed that they oppose legalizing marijuana. The President of the Canadian Medical Association has been very clear about the harmful effects of marijuana, comparing it to smoking. A recent Harvard study showed the harmful effects marijuana has on the developing brains of teenagers and young adults. Yet Justin Trudeau’s signature policy is to legalize the sale of marijuana, which would make it easier for our children to access. Trudeau has made it clear that his vision of legalization would make smoking marijuana a normal everyday activity. He has said that he would allow marijuana to be produced commercially, and he would even allow it to

So police chiefs oppose legalization, doctors oppose legalization, but Justin Trudeau wants it legalized. Canadians – and parents especially – can count on our Conservative Government to put forward policies that protect children’s health and keep our families safe. BUT the fact is that MOST Canadians don’t agree with that as poll after poll has shown! (For the record, I have NEVER smoked marijuana, nor have I ever taken any illegal drug. I am against all illegal drugs, including steroids. I am also

In the latest weekly Nanos poll, 32 percent of Canadians said Trudeau was their preferred choice for prime minister followed by Stephen Harper at 27 percent, NDP’s Tom Mulcair at 16 percent and Green Party’s Elizabeth May at six percent nationally. Also this week, another poll - Ipsos Reid - confirmed the political reality that the Liberals remain ahead of the Conservatives. Ipsos Reid in their press release noted: “In the Spring of 2014, it looked as though the Harper Conservatives had re-fuelled their tanks and were making up some ground on Justin Trudeau and the Liberals, but with a little more than a year to go until the start of the fixed election date campaign scheduled for the fall of 2015, it appears that the Tories [Conservatives] are sputtering while the Grits [Liberals] are cruising.” The latest Ipsos Reid poll conducted between August 14 and 17 for Global News showed: * Trudeau and the Liberals would receive 38% support among decided voters, up 5 points since April. * Harper and the Conservatives would receive 31% of the vote, down 2 points.

MLAs have proposed a five-point plan to support local community concerns and solutions to help fight crime which include: Increased policing with modern policing model; creation of a community court; regulations of recovery homes; development of a mental health action plan; and increased support for non-profit and supportive housing. Surrey needs more police officers on the street. An increase in officers would enable more foot and bike patrol to attend crime scenes and would go a long way to reestablish trust and faith in our law enforcement system. The creation of community courts will provide efficient access to the justice

system and a problemsolving approach to criminal behavior for chronic offenders. The regulations of recovery homes would ensure people with addictions and mental health issues get professional help and are treated in a timely fashion. As a fast growing metropolitan city, Surrey needs to produce more affordable housing for its residents. In a democratic society, such as ours, every citizen has a right to have a safe and secure environment to live in. It is the responsibility of the state to provide people with these assurances. It is imperative people feel safe in their own homes, in their neighbourhoods and in the community.

tremendous work to reduce and solve gang killings, interrupt murder conspiracies and take illegal weapons out of the hands of criminals and off our streets. The B.C. Liberal plan to eliminate Team Six, which is the eyes and ears of this unit, is short-sighted, reckless, and flies in the face of their praise for this unit. Surrey RCMP issue warning as nine-year-old girl lured from home and sexually assaulted AN overnight abduction and sex assault of a nineyear-old girl has Surrey RCMP issuing a warning to the Surrey Central Community. The suspect not in custody. On Wednesday (August 27) at about 10:40 p.m., Surrey RCMP received a report from a mother who said that her nineyear-old daughter had been abducted from her bedroom in the family home in the 9900-block of 128 Street where she

was sleeping, then sexually assaulted and left alone in a nearby yard. Police learned that the victim was lured out her open bedroom window by an unknown male. The male took the girl to a nearby park where it is alleged that she was sexually assaulted. She was then taken to a nearby yard of a neighbourhood home and told by the suspect to remain there while he departed. Moments later the girl fled to her residence and sought help from her mother. The girl was taken to the hospital where she will be cared for by medical professionals. Surrey RCMP Special Victims Unit is conducting the investigation with the assistance of Lower Mainland District Forensic Identification Section and additional investigative

units. Police will on Friday likely be knocking on doors looking to identify anyone that may have seen something out of the ordinary overnight. Police said that at this point of the investigation this incident does not appear to have any links to the South Surrey sex assault on August 18 or the White Rock incident 11 days prior to that. However, as it is still very early in this investigation police are not able to conclusively say there are no links. The move comes in reaction to weather reports of showers forecast for the Labour Day weekend. “We can’t control the weather, but given the incredibly successful Fair so far, we don't want the rain to keep people away,” said McDaniel. “Guest feedback has been extremely positive, crowds have been great and we’ve made the decision not to let this Fair get beat by weather, plain and simple. A lot of people don’t realize that we have over 500,000 square feet of indoor space, and the majority of our big attractions are under cover.” The Fair sees 30% of its overall attendance come during the final weekend, and despite strong attendance and extremely positive reaction to the changes made to the 2014 Fair, the threat of inclement weather usually keeps a higher percentage of fairgoers at home. This unprecedented move will give guests an even greater reason to come enjoy the many shows and attractions that are here for just a few more days and won’t be back for next year. This is the first time in the Fair’s 104 year history that the PNE has offered free gate admission on the Labour Day weekend. Longtime Fair concessionaire Boyd Newton, who has multiple food stands on site applauded the PNE’s approach: “We are having an exceptional year, fairgoers love the entertainment and programming and I think it’s been one of the best Fair’s I can remember. Our sales are up, way up, and I think that we’re as adamant as the PNE management that poor weather on the final weekend isn’t going to beat such a positive year.”

Learning Punjabi and becoming more aware about their rich cultural heritage as well as some members of the gurdwara management, including Balbir Singh Jawanda, Sohan Singh Basi and Mohan Singh Sandhu. As the new school year gets under way, so will the Punjabi classes at the gurdwara. These classes will begin again on Sunday, September 7. The main focus of this initiative is to

FOR more than two years, Punjabi classes have been in full swing at the India Cultural Centre of Canada’s Gurdwara Nanak Niwas (#5 Road, Richmond). This school year’s last Punjabi class was held on August 17. In order to celebrate the conclusion of their Punjabi classes, a function was organized for students and their parents at the gurd-

wara. Kashmir Kaur Johal, a member of the gurdwara management, presented certificates to all of the students who participated in the Punjabi classes throughout the year. Also, a number of young volunteers at the gurdwara were presented with certificates of appreciation. As part of this celebration, the students of the Punjabi classes recited poems,

gurbani, names of the 10 gurus of the Sikh faith, names of colors, body parts, fruits and vegetables, and so on in Punjabi. North American Punjabi Association wants travel agents responsible for death of two youths arrested THE North American Punjabi Association (NAPA) in a letter to Punjab Chief Minister Parkash Singh Badal has demanded an immediate investigation in the death of two Jalandhar (Punjab) youth who are feared to be drowned in Italy. Seeking an immediate arrest of those travel agents who are responsible for these two Punjabi youth, Ravinder Singh and Gurpreet Singh from Sanora village in Jalandhar, who are reported to have died after the boat they were in capsized while on its way from Libya to Italy, Satnam Singh Chahal, Executive Director of NAPA, said that they wrote several

letter to Punjab Government to set up a corporation on the pattern of the state of Maharashtra to monitor Punjabi youths being sent abroad legally, but until now there is no mechanism in Punjab to ensure youths are sent abroad legally. Chahal seeks immediate arrest of those travel agents who sent these two youth without any confirmation of employment abroad. It is really unfortunate that these kinds of incidents are happening in one corner or the other of the world where Punjabi youths are becoming the victims of human traffic smugglers but nothing is being done to deal with human traffic smugglers. If the Punjab government will not take this issue very seriously, then another Malta boat tragedy can occur, Chahal warned. ACCORDING to the Tribune newspaper of Chandigarh, Karnail Singh, the father of victim Gurpreet, said, “We received a call from Dalbir Kaur of Moga, who said her husband Cheter Singh too was on the boat along with the boys.” Cheter was reportedly rescued by the by the Italian army. But the fate of the two youth is still not known. Jagdish Singh, the father of the other victim, said he had received a call from his son a day before the incident that he was leaving for Italy, and that he would not be able to call up home for the next 12 days. “He was very upset for the last four months as he had not been able to earn money due to tension in Libya. A day before the incident, he informed us that he along with many other Punjabi boys was boarding a ship for Italy. I haven’t heard from him ever since,” said Jagdish. The Tribune reported that the families said that though their travel agent had promised them a visa for Dubai, he could only send them to strife-torn Libya after charging them Rs 150,000 each. (CDN$1 = about Rs.55). MEANWHILE, NAPA said it has sent letters to several U.S. senators and congressmen to take all possible steps to release 93 Punjabi youths who are still in different jails and detention centers in the U.S. Chahal said that in response to a Freedom of Information Act request filed by NAPA earlier this year, the U.S. Immigration and Customs Enforcement sent statistics that showed that the 93 Punjabis were in custody as of June 23. Out of these, nine detainees are convicted criminals and 84 detainees are non-criminal immigration violators. Chahal said the figures were based on the basis of Singh and Kaur last names. He said that NAPA is assuming that the actual number is twice as high. He said that although the statistics showed that there were 19 Punjabi detainees at the El Paso processing centre, they had learned that there were actually 33 Punjabis there. Chahal said: “The North American Punjabi Association, being mindful of its obligation to the Punjabi community, will also extend all possible help to secure their release on parole or on bond by providing legal assistance and moral support to the best of our ability and resources. But we will not extend any kind of help to those Punjabi detainees who are convicted criminals.” He said they were trying to track down these detainees.

Support for government and teachers’ union tied as parents resigned to no school Tuesday, talks continue Friday A softening of public support for teachers in the ongoing labour dispute between the BC Teachers’ Federation and the BC Government now puts backing for both sides in a virtual tie with days to go before the scheduled start of the new school year. These are the findings of a new survey, commissioned and paid for by Angus Reid Global that also show British Columbians have little hope for a deal before schools are supposed to open Tuesday September 2, and as parents dig in and make alternate plans. The online survey shows 36 per cent of respondents are most inclined to support teachers in the dispute and 35 per cent back the BC Government. 23 per cent say they support neither side. Support for teachers among parents or direct caregivers to children in school is also split, with 38 per cent taking the teachers’ side over government’s (34%). This represents a softening of support for teachers among parents/caregivers from an earlier ARG poll conducted in June, when they said they supported teachers two-to-one over government (49% to 25%). Wages: Consistent with findings from June, most respondents (46%) want both sides to compromise on wage negotiations, while 42 per cent say teachers are asking for too much

money, and 12 per cent say the government offer is too low. The latter measures mark a definite shift in opinion over the summer. In June, 36 per cent felt teachers were seeking too much, and one-fifth (21%) felt government was lowballing its offer. Class size and composition: There is also noticeable shifting in opinion on the other key bargaining issue in this dispute: the size and student-teacher makeup, or composition, of individual classes. This decadeold issue has included orders by the courts to restore previous class size and composition requirements. The BC Government is appealing the latest court ruling, arguing the costs involved in restoring previous standards are too high. In June, nearly two-thirds (62%) of all respondents said the BC Government should “fund the education system in the way the court has ruled”, while two-infive respondents (38%) said the “BC Government is right to appeal the court decision.” Today, opinion is more evenly split, with 55 per cent saying government should obey the courts, and 45 per cent supporting the decision to appeal. No hope for a deal: The latest numbers also clearly indicate that British Columbians - including those with kids in school –

have little faith in a settlement between both sides by September 2nd. Fully 89 per cent say it’s unlikely the BCTF and the BC Government will be reach an agreement by Tuesday. 11 per cent believe an agreement in the next 96 hours can be achieved. Impact on families, alternative plans: When asked about the expected impact a looming strike would have on parents and their families, half (51%) said the job action would have an impact, but they would be able to manage around it, while about a third (29%) said the strike would have a “major” impact, and one-fifth (20%) said the strikes would have “not much impact” on them. In terms of length of strike, most respondents with children in public school say they can manage for as long as it takes (41%) while roughly one-fifth (17%) equally say they can manage a few days or a few weeks. Eight per cent say they’re already at a breaking point and can’t manage. Among parents who say they will need to make alternate plans for childcare, most say they’ll rely on friends and family, or haven’t quite figured out what do to yet. However, public sentiment towards this gesture is dismissive: 39 per cent of parents, and 37 per cent of respondents overall describe the gesture as a genuinely helpful offer for parents, while 61 per cent of parents and 63 per cent of respondents overall believe the government is playing politics with the offer. How should the dispute be resolved? Respondents are almost evenly split on three possible ways to resolve the dispute. One-quarter (26%) say both sides should go back to the bargaining table and negotiate. 28 per cent say a mediator should be involved (mediator Vince Ready has opened exploratory discussions between both sides this week) while one-quarter support arbitration. 16 per cent say teachers should be ordered back to work through legislation. MEANWHILE, talks in the teachers' dispute resumed Friday with mediator Vince Ready. Ready had said on Wednesday that he was meeting with both sides in B.C. Teachers' Federation dispute on Thursday in Richmond to conduct exploratory talks to determine if a negotiated deal could be reached before Tuesday. On Thursday, BCTF President Jim Iker had said he was encouraged that the two sides would continue talks Friday. The BC Public School Employers’ Association (BCPSEA) said on Thursday they had confirmed with Education Minister Peter Fassbender and the BCTF that they would continue the suspension of the employers’ lockout and that they are prepared to enter mediation at the call of Ready. They added: "As the Minister indicated, his proposals are not pre-conditions to mediation but rather, are intended to pave the way to focus on the key matters at issue — compensation, and class size and composition." EDUCATION Minister Peter Fassbender on Wednesday when asked by the media if he was confident classes would start on Tuesday, replied: "I’m going to say I sincerely hope – whatever path it takes – whether we have a settlement this weekend, or we have you back in school with a process underway."

Canada wins Hockey 5s silver medal at Youth Olympic Games

Nanjing, China: The Canadian Under-18 men's field hockey team is headed home with a Youth Olympic Games silver medal after dropping a close final match in a shootout to World No.1 Australia in Nanjing, China, Wednesday morning. For the third straight match, Canada had a chance to win the game in a penalty shootout. But unlike their previous two tests (a quarterfinal win over Pakistan, and a semifinal victory over Spain) the Canadians came up one goal short. The Youth Olympic Games were the first major international competition in which this new adaption of field hockey - Hockey 5s - was played and the Canada showed as one of the world's best. The final match, however, started as most in the hockey world may have expected, with extreme pressure from the Australians. Within the first minute, Canadian goalkeeper Liam Manning was forced to make two big saves to keep the game scoreless. It wasn't long, though, before the Australians broke through, as in the third minute Alec Rasmussen gave the Aussies the 1-0 lead. Canada had their chances in the first period, namely from captain Brandon Pereira who created several chances on his own but was not able to beat the Australian backstop. In the second period, Canada came out with more purpose. They controlled possession of the ball and it eventually paid off with a goal. A shot from Vikram Sandhu

was deflected in unintentionally by an Australian. The game was tied in the nineteenth minute. Australia quickly regained the lead in the twenty-first minute when Max Hendry picked up his own rebound and put it by Manning. The game stood at 2-1 Australia after two periods. Canada went down to three men after a card in the third period, and with the advantage Rasmussen picked up his second of the game to make it 3-1 for Australia. The gold medal seemed to be all but won by the guys from down under. But as they had shown throughout the tournament, the Canadians proved to be resilient. Amrit Sidhu scored on a great solo effort with two minutes to go to bring the game to 3-2. And then, with only thirty second to play, Sidhu deflected in a shot from Balraj Panesar to tie the game at three. Sidhu was Canada's highest scoring player, with nine goals in regulation and four in the shootout during the tournament. Canada's third playoff match,

like the first two, was going to a penalty shootout. The first four shooters - two from each side - scored, including Sidhu and Panesar for Canada. The difference came in the third and final round when Canada failed to convert. Australia's Corey Weyer beat Manning on the final shot and the Australians won the gold. Canada won the silver and earned every ounce. After two wins and two losses in the pool stage, the Canadians were out to prove their worth in the playoff round. They did with wins against the high-scoring Pakistan and a rematch victory against the undefeated Spanish, and Canada headed to the final with Australia also looking for redemption after a pool stage loss. While many may have discounted the Canadians from the beginning, they didn't do so for themselves. Punjab House Speaker says education is the key to building strong Punjab VETERAN Punjab Assembly and former national Parliament Deputy House Speaker Dr. Charanjit Atwal has made education his number one priority both as a politician with the Shiromani Akali Dal (SAD) party and as an individual, saying it is the foundation which great nations are built on and if Punjab and the entire nation of India is to make the great leap forward, it should make equality of education, especially at the primary and secondary level, the key fundamental right of all citizens irrespective of the economic, class or caste differences. "Education is of the utmost importance for all humans, all nation, because without it you can't be a good citizen, politician, economist, social being," said Atwal, who was visiting B.C. He recounted his long career in Indian politics that began in his student days in 1957 and has seen him being elected MLA in Punjab and MP to India’s Lok Sabha (House of Commons) numerous times, which eventually led to him being appointed Speaker of House in 1997 in Punjab and later as the Deputy House Speaker in the Lok Sabha in New Delhi. Atwal pointed out: "Education is the foundation of every great society and we cannot ignore that if we want to build a great country. We need to stress basic education and make primary and secondary education compulsory because it is a fundamental right under

RIGHT INSURANCE the constitution.” He added: "But more important than the right to an education is in fact the 'right education' for students, by which I mean that we need an equal opportunity and equality of education for all the children of our nation. We can't have the public schools begin English curriculum at grade 6 level and others starting English right from kindergarten - No! The syllabus must be the same for all students as that is the only way to make sure that when they reach higher education, they are prepared to go beyond the secondary school level - even those who don't have a good understanding of the world.” Atwal said he is pushing to get changes made to the education system in Punjab, including bringing in mandatory exams starting from grade 1 so students can prepare better for higher levels, but that change is slow. Although he isn't one to toot his own government's horn, but Atwal said he is proud of his government's small steps like finally hiring thousands

of new teachers after neglect in this regard for more than a decade. "We have done some good things like hiring 45,00050,000 new teachers for government schools as they are the backbone of the school system and without them we cannot really educate the young properly," he said. "I would like to see five teachers per school in primary education and not one." Atwal's ongoing initiatives for his education-first agenda includes an Adopt A School initiative for all NonResident Indians (NRIs), especially Punjabis, to go back to their villages and adopt a school, which they can support with mere interest on their deposited money in Punjab. "Many NRIs go back and make a gate or some other such thing which is great but not very effective. So I urge them to go back and deposit their money - 10 to 20 lakhs ($18,000-$35,000) - in a bank in their village and use the interest to support their village school in whatever way they see fit," Atwal said.

ICBC rate hike the B.C. Liberals’ latest blow to affordability: NDP THE B.C. Liberals are allowing rates to skyrocket at ICBC, making life even less affordable for British Columbians, say the New Democrats. “The 5.2-per-cent hike proposed today follows years of hikes by Premier Christy Clark’s government,” said New Democrat ICBC Spokesperson Mable Elmore on Tuesday. “While she has

been premier, her government has brought in big rate hikes in three out of four years, increasing rates by a total of 23 per cent – that’s $140 more every year for the average driver.” Because of ICBC’s policy of rate smoothing, drivers can expect a rate hike next year that is within 1.5 per cent of this year’s – that could mean yet

Surrey Telephone Town Hall: Solving Surrey’s transportation problems RAPID transit, bus service, the Pattullo Bridge replacement, and improving the movement of people and goods in Surrey will be among the topics discussed at a telephone town hall on transportation being hosted by Councillor Barinder Rasode. “Residents tell me all the time they’re fed up with inadequate transit service and more needs to be done to solve the transportation issues in Surrey,” says Rasode, who sits on the City of Surrey’s Transportation Committee. “People are stuck in their cars and unable to rely on transit to get around our city, and that’s not acceptable. And, the situation will only worsen as more families move to Surrey.” She adds the issues are top of mind right now as summer vacation comes to an end and commuters head back to work, students start university classes, and youth extra-curricular activities kick into high gear. “Families are spending hours a day getting to and from work, as well as driving their kids to hockey practice and dance lessons. Our residents

deserve better and I believe that creating a reliable and safe urban transportation system is vital to the social and economic success of our city,” says Rasode. Peter Holt, a local transportation advisor and former CEO of the Surrey Board of Trade, will join the discussion to offer his unique perspective on the situation. Over the next 25 years, the population of Surrey is expected to grow by 50 per cent, to approximately 750,000 people. Rasode says the city needs to prepare for this growth by improving roads and intersections, as well as delivering the rapid transit Surrey deserves. She says she will be providing callers with an update on some of the key transportation projects in the city to answer questions, listen to concerns, and gather feedback.

Richmond Olympic Oval: Less than a week to go to 1st TAFISA World Martial Arts Games

IN less than one week over 300 competitors from around the globe will compete in the 1st TAFISA World Martial Arts Games inside the Richmond Olympic Oval from September 4-7. Countries competing in the event include Austria, Azerbaijan, Canada, Great Britain, Germany, INDIA, PAKISTAN, Poland, South Africa, Uganda and the United States. The competitive portion of the event runs September 5-7 and features martial arts ranging from the exotic – such as Xtreme, Musical, and Chinese Weapons Forms – to the actionpacked grapple and point sparring forms. Athletes will compete to earn medals designed by 2010 Olympic Games medal designer Corrine Hunt. The opportunities Canadian Eyesight Global provides for impoverished citizens in India are lifealtering; the power of sight is the most desired aspect of the human experience, and without eyesight, it is impossible to give light to the world. This philosophy became the driving force behind Canadian Eyesight Global – the epitome of a new outlook. Jubbal, who grew up in Lucknow, India, witnessed the rampant poverty there from a young age. Since then, he has sought to help countless individuals, including children, who are unable to afford primary eye care. He first approached his local Rotary Club at Burnaby-Hastings with the idea of Project Eyesight India in 1989. They quickly offered their support, and six Rotarians

even joined Jubbal on a visit to India to experience the initiative firsthand. Many of the members were in for a dose of culture shock, traveling from a veritable paradise to rural India. Their efforts were noted by people in high places, and while working in New Delhi, then-Deputy High Commissioner of Canada Gary Smith and Paul Durrant, then-First Commercial Secretary of CIDA, visited their operations. In 1992, four new clubs were developed in Akhnoor, Udhampur, Sultanpur Ludhi, and Jalandhar South, in which the majority of members were women. During the development of these new clubs Rotary Burnaby-Hastings, with the support of Rotary International and CRCID/CIDA, generously donated $90,000 for 15,000 operations. To increase awareness of the project, a fundraising dinner was held at Bear Creek Community Centre on November 28, 1992.

THE year 1996 proved pivotal in the continuous success of Project Eyesight India. Rotarians across Canada and India gathered behind the program and ensured that 31,500 cataract surgeries were administered. There were over 6,000 operations conducted in 1996 alone. In addition to providing treatment for patients, 12,000 preventative consultations were provided to nip any imminent problems in the bud. This success and initiative did not go unnoticed. Both the Government of Canada and Rotary International recognized the importance of Project Eyesight India and its contribution to society. On September 12, 1997, the Governor General of Canada, Romeo LeBlanc, awarded Jubbal the Queen’s Meritorious Service Medal (MSM) in Quebec City. A year later, the Indo-Canada Chamber of

Commerce in Toronto conferred a Hall of Fame 1998 Humanitarian Award to Jubbal, sponsored by Royal Bank Financial Group, and presented by Paul Martin. Jubbal was Rotary Club BurnabyHastings President in 1997. Rotary Club of Burnaby-Hastings, with support from Rotary International, donated $25,000 to

conduct cataract surgeries. CRCID/ CIDA matched this donation, for a total of $50,000 that year. The first 10 years of Project Eyesight India were crucial in the project’s development, garnering support from Rotarians and larger communities within Canada and India. In 2001, Jubbal was once again elected as President of the Rotary Club of Burnaby-Hastings, helping to bring an even greater awareness of Project Eyesight India to the community. In 2003, Canadian Eyesight International was registered as a charitable organization. It soon evolved into Canadian Eyesight Global, and the birth of an even more involved, progressive organization was made possible by a dedicated team of numerous surgeons, doctors, and business leaders. A collective of eager volunteers joined them, all of whom sought to make a difference on an even grander scale. Rotary and the larger community soon became the organization’s backbone. With the philosophy “help those who help you first” in mind, free eye health clinics were then held in the Greater Vancouver area and Toronto. The first eye care camp was held at Khalsa Diwan Society Gurudwara Sahib in 2004, and was well received by the public. Three hundred and six people attended to have their eyes checked and were provided with appropriate medications by local ophthalmologists and optometrists. There was a total of three eye care camps held that year, two in Greater Vancouver, and one in Mississauga, Ontario. Since 2004, there have been quarterly eye screenings conducted for the general public. A fundraiser was held at the Mirage Banquet Hall that same year. The positive responses to each of these eye care camps and dinners continued to provide the support for the movement in both Canada and India. The impact of this project on the Canadian and Indian communities was later shared with other Rotarians when Jubbal attended the 2009 International Rotary Convention held in Birmingham, England.

AFTER 25 years of tireless service in Canada and India, Jubbal found that in order to help people help themselves, he must first be able to reach those people. This idea was supported by Rotary Club of SurreyGuildford that donated an air-conditioned ambulance van designed to travel to the villages in Amritsar and Tarn-Taran once a week. This ambulance has maintained its set schedule of four trips a month to each of the villages since 2010. There have been free eye screening camps conducted in several states of India including Punjab, Haryana, Madhya Pradesh, Uttar Pradesh, Maharashtra, and Gujarat. Canadian Eyesight Global has organized thousands of free cataract surgeries, and countless individuals have been treated for avoidable blindness in rural parts of India since 1989 with over 250 Rotary Clubs, dedicated volunteers, local hospitals and para-medical staff

A society named Sri Guru Hargobind Sahib Mata Sulakhani Eye Hospital was registered in Amritsar, Punjab, to support the activities of the impressive development of the Canadian Eyesight Global Project enabled Jubbal to attend and participate in the International Rotary Convention in 2010 in Montreal, Canada, further spreading the organization’s mission of hope and assistance. Canadian Eyesight Global’s message reached several other Rotary International Conventions, including the Rotary International Conventions in New Orleans, USA (2011), Bangkok, Thailand (2012), and Lisbon, Portugal (2013). Twenty-five to thirty thousand Rotarians attended each of these conventions. Booths dedicated to the cause were erected at the conferences free of

29 ability to provide a lifechanging service for someone in need is undeniably fulfilling, and a small step goes an extremely long way. Children like Gurpreet, a boy who was born blind in 2009 with cataracts in both eyes, are forever changed by the efforts of Canadian Eyesight Global. The seven-month-old in Amritsar, whose father brought him to an eye camp,

charge, offered by Rotary International. The Rotary Club of Surrey-Guildford sponsored Canadian Eyesight Global, organizing booths at five different Rotary International Conventions. SURREY RCMP said Wednesday that two suspects have been arrested following a robbery and an assault at a mobile phone store Tuesday evening. On August 26 just before 6 p.m., Surrey RCMP received a report of a robbery at a mobile phone store in the 18600 block

Arrest in mobile phone store robbery in Surrey of Fraser Highway. Two suspects allegedly entered the store and forced the clerk into the back room before making off with an undisclosed amount of money and merchandise. During the course of the robbery, the clerk was involved in an altercation with one of the

suspects and received minor slash wounds to his arm. He was taken to hospital with minor injuries. Witness information provided to police allowed officers to quickly track the location of a potential suspect vehicle to the 14200 block of 64th Avenue. Within minutes of the

robbery, officers conducted a vehicle stop in this area and successfully took the two suspects into custody without incident. Charges of robbery and assault with a weapon are being recommended against the two suspects, 20 and 16 years old, from Surrey. Challenging the suspect dur-

ing a robbery is not something that police recommend. In this instance the victim ended up with knife-related injuries. Although not life-threatening, the outcome could have been disastrous. The Surrey RCMP provides tips on their website on what to do if you are faced with someone committing a

ICBC warns Labour Day long weekend is one of the most dangerous on B.C. roads EVERY year over the Labour Day long weekend, an average of four people are killed and 560 injured in 1,900 crashes across the province. Driver distractions, speed and impaired driving are the top contributing factors in Labour Day long weekend casualty crashes, says ICBC. As many plan one last summer road trip this long weekend, ICBC is urging drivers to be well prepared and leave plenty of time to get to your destination to avoid rushing and the temptation to drive aggressively. In a recent ICBC survey, 25 per cent of respondents' main safety concern on a road trip was other drivers being aggressive, followed by traffic (18 per cent), road conditions (14 per cent), getting into a crash (10 per cent) and speeding drivers (8 per cent). Tips: * Pre-trip check: Make sure any camping or outdoor equipment is securely tied down to your vehicle before you take off. Check your engine oil, coolant levels and lights, and inspect your vehicle tires, including the spare, to make sure they're in good condition and properly inflated. * Pack an emergency kit: 70 per cent of those surveyed keep an emergency kit in their vehicle. Follow their lead and pack yours with essentials such as food and water, a flashlight, first aid kit, booster cable and

emergency signal cone. * Assign a designated texter: If you need to keep in touch with family or friends during the drive, ask your passengers to make or receive calls and texts for you. If you have to take a call, pull over when it's safe to do so or use your phone in hands-free mode. If you know someone is behind the wheel, avoid texting, calling or answering to help keep them safe. * RVs: You'll likely spot many recreational vehicles on the highways this weekend. Vancouver Police canine unit nets car thief – again THE Vancouver Police Canine Unit assisted in the arrest of three young people after an investigation into a stolen car revealed a repeat performance. In May 2014, a woman reported her car had been stolen from outside her home. Ten days later, police located the car, arrested the suspected car thief with the assistance of a police dog and returned the car to the rightful owner. Last night, the owner of the car called back to police to report that she believed someone had been taking her car overnight and returning it over the last few days. Patrol officers initiated an investigation and observed a young man as he attempted to steal the car. Officers were able to immediately take the alleged car thief into custody, but two other suspects fled on foot. A police dog team was called in who tracked and located both of them a block away, hiding up on the rear deck of someone else’s home. It was determined the thief was the same individual arrested and charged in the original theft back in May, and that the car keys had never been recovered. All three suspects, two young men from Vancouver and a young woman from Surrey, are young offenders and the men are known to police. Charges of theft of auto over $5000, breach of probation and trespass at night have been recommended.

Home ownership in Canada more attainable than ever for newcomers BUYING your first home in Canada can be a challenging experience. As a newcomer who may not understand the mortgage process in Canada, it can be even more so. Many newcomers don’t understand the nuances, and have certain precon-

ceived notions that don’t always hold true, like requiring a credit history to obtain a mortgage. According to a recent poll from the Royal Bank of Canada, 56 per cent of newcomers to Canada believe a Canadian credit history is required in

order to get a mortgage in Canada. This is a myth that many believe, but the reality is much brighter for newcomers, and easier than many people may think. “Newcomers to Canada who have been in Canada less than five years no

Summer: A time for serious money for vintage sports cars

THE long-established pattern in road safety statistics showing summer as the season of the most crashes, fatalities, and injuries is an unpleasant reality. Last week, Road Rules looked at the possible causes—more traffic and less concern about risk, given that it is, after all, the season of ideal road conditions. Death and injury on the roads, environmental impact from internal combustion engines, a car manufacturer’s ‘cost is everything’ approach to the design of critical components—with these topics regularly headlining car news, and repeated announcements of the end of our collective fascination with the car, all invite the response “no surprise”. But recent events on California’s Monterey peninsula also prompt a

‘not quite so fast’ comment. Summer is also the season of the ‘Show and Shine’ and nothing quite recalls the magic of the automobile than a line-up of lovingly detailed automobiles sparkling in the summer sunshine. And with the showiest and shiniest ‘show and shine’ of them all, namely the 64th Pebble Beach Concours d’Elegance which took place on Sunday August 17, 2014 and launched a record-setting week — $400 million of car auction sales, up 28% over 2013 sales, clearly, some vestiges of that old magic have more than lingered. First, some background on the Pebble Beach Concours d’Elegance. Held annually on the third Sunday in August, about 200 of the most prized collector cars and motorcycles in the world roll onto the eighteenth fairway of the famed Pebble Beach Golf Links. What began years ago as a small social event combined with a road race through the pine and cypress forests of Pebble Beach, has grown into the top-ranked collector car competition attracting competitors and car enthusiasts from around the world. The Concours selfdescribes as “not a con-

test of speed, but of elegance. Automobiles and motorcycles are judged for their historical accuracy, their technical merit and their style—and the best garner reward and recognition.” The 2014 show surprised with its Best in Show winner, a 1954 Ferrari 375 MM Coupe once owned by filmmaker Roberto Rossellini. This was the first Ferrari to win this prestigious title and the first postwar car to win Pebble Beach Concours in its modern incarnation (post-1968). Whether cause or effect, the Ferraris were also the darlings of the Monterey car auctions, fetching nine of the ten top prices paid. At the Bonhams Auction in Monterey, a 1962 Ferrari GTO sold for $38 million, “a record for a car bought at auction (eclipsing the previous mark of just under $29 million for a MercedesBenz W196 Formula 1 Racing Single-Seater).” At the RM auction on August 16, a 1964 Ferrari GTB/C Speciale earned $26.4 million, the fourthhighest price ever at auction. And at the Gooding and Co. Auction, a '61 Ferrari 250 GT SWB California Spider sold for $15.2 million. Reflecting on this out-
