because nobody wants to talk to them about their kids as they don’t want to be looked at in a negative way in the community or face retaliation from the other side,” said an exasperated police officer. Most parents say they do not know what to with their son or daughter. But they want to keep it all hush-hush because they are very scared of their neighbours, coworkers, gurdwaras or members of the community knowing that their kids are involved in this. “And when their kids are hurt then they basically want police to keep quiet,” said an officer.
NOW members of the two groups of young South Asian males that have been clashing in Vancouver’s South Slope for a long time are using their girlfriends to drive them around. Vancouver police sources told The VOICE this week that this is because the rivals know the cars that each member usually drives. An officer noted: “People’s daughters are just as much involved, driving these guys around ... using their parents’ cars. ... The families have no idea that their daughters are driving these guys around.” When police sense that the situation is getting serious, they warn the girlfriends that they may end up getting hurt. But otherwise, it’s the same old, same old. The simmering tensions between the two groups erupted into violence multiple times over the past month once again with more violence and more property damage. Police have seized bear spray, brass knuckles, batons, and baseball bats – but thankfully, no guns. “Basically the parents are still frustrated and unable to control their children – young adults living at home, using their parents’ cars. ... Heer was one of four male occupants of a car that police officers searched at the Esso gas station at Kingsway and Victoria Drive that month and located bear spray and a bag containing a .44 calibre revolver, a box of ammunition and gloves. The Vancouver Police Gang Crime and Major Crime Units said they had been investigating a number of shootings, assaults, arsons and other acts of vandalism, all believed to be related and linked to the two opposing groups. Police sources said that basically it’s a conflict between two groups of South Asian youths, from four different families. There are two main players and each of them has a special friend. “[In August], multiple shots were fired at East 22nd and Slocan Street at the house of one of the alleged chief players. Fortunately, no one was injured. Police sources also told us back then: “Parents aren’t involved – it’s the kids. These are the new kids who are following in the steps of the CONTINUED ON 7

Sukhpreet “Jesse” Shergill charged in murder of Mandeepak “Deepak” Chahal THE Integrated Homicide Investigation Team announced on Thursday that charges have been laid in the June 19 murder of Mandeepak “Deepak” Chahal, 22. Chahal was not known to police. Sgt. Adam MacIntosh said that their investigators arrested Sukhpreet "Jesse" Shergill, 20, of Surrey on Wednesday afternoon (October 29). Shergill has been charged with one count of manslaughter. "We would like to extent our condolences once again to Deepak's family and thank both the Surrey RCMP and the community of Newton for assisting us in this investigation." Mandeepak Chahal said MacIntosh. Chahal was reportedly stabbed to death on June 19 near 65B Avenue and 131st Street in Newton in an altercation near St. Bernadette Elementary School. At the time, IHIT Sgt. Bari Emam said: “Our investigators can confirm that this was not a gang or drug related incident.”

RATTAN'S RUMBLE VARAN, 23, who does not want her full name used, fired off this angry missive to me about how she was recently harassed by some brown guys and she wants to send them a strong message through The VOICE. Here is her account of what went down the week before last: SOMETIME [two weeks ago], I think Wednesday, I had planned to go home for my hour long lunch break. But the car wasn't available for me to drive home. So, I decided to take a bus. Bad decision! I ended up spending most of my lunch time at a bus stop waiting for the bus. Well, I got to eat my favorite ‘aaloo matar’ for lunch. So, not that bad a deal! Another "exciting" incident occurred. I had to make one transfer. I got off the first bus and checked the schedule for the next one: 12 minutes. Lots of pressure. I had to reach home, eat, and catch the bus back to office. To reduce the stress on my tiny brain, I took a

the answer is yes. I know exactly how to deal with this at my personal and emotional level. This and more used to happen every other day when I, and sometimes my cousins, used to walk towards our car parked a few yards away from the bus stop back in India (five years ago). Either my dad or my uncle or my grandpa used to pick us up, but that never stopped the harassers. Unacceptable gestures, comments, following, etc. And, of course, I was not the only one. Every other girl / woman has gone through those moments of embarrassment. So, if this has happened before, what is this fuss about? No, it is not about what happened with me or somebody else. It's not about the victim. It's about the actor, the victimizer. Seriously brown guys!? No, I do not mean to generalize at all and get into
unwelcomed trouble. I have high regard for the ones who deserve it. And, at the end of the story, I will be marrying one. But yes, there is something disastrously wrong with the way our boys are being brought up. Shame on those upbringings that failed to teach respect! I am sorry to say, but shame on those mothers who never took the time out of their busy schedules to sit with their boys and teach them to conduct themselves appropriately and morally. And to the four of you guys, I mean, shame on you! You are in a ‘foreign’ country. Why bring a bad name to your community, your motherland? Do something in life. Go plant a tree, your existence would become useful. I was probably a few years older than you guys. And, not to forget, I am an educated, employed woman with goals and aspirations - dressed fairly formally at the time of the incident. My life is much more meaningful than yours. I would forget this incident completely in a few days. But, you guys clearly have nothing better to do, else you wouldn't be wandering on the streets on a weekday during work / school hours. This incident doesn't really mean anything in my life, but it saddens me to see how immature, insensitive, weak you guys are. Go, pray for yourselves you troubled souls! May God have mercy on you! And, get a life, hopeless beings!

deep breath, and started walking towards the next stop to kill time. 12 o' clock in the afternoon, cloudy day. I was walking one stop towards home when I heard someone honking. I looked towards my left and a car came in sight. I saw a guy half-leaning out of the left rear window of the car that was going at 70 kmph. Then, I noticed him making a gesture. By the time I realized what had happened, they had already "fled". Yes, they! Four or 5 of them. Within a few seconds after they were out of my sight, I realized they had honked to get MY attention. Clearly, there was nobody else on the sidewalk. And, when I reacted to the sound, the guy, almost falling out of the window, performed his act of indecency. He had actually thrown a flying kiss at me. Sadly for them, I did not feel what they wanted me to feel. I felt nothing, but pity and a deep sense of helplessness. The reason being that they were, what they call here in North America, "brown" guys. Indian, most likely. I instantly wished my brain had reacted at a better speed. I sincerely wished them to take a U-turn and try one more time. I needed time to note down their license plate number. Oh, how I wish I had that number so I could call 911 and report them. Now, the big question! Have I never faced this level of harassment before? Do I not know how to handle this? Well,
RATTAN'S RUMBLE THE first time I saw Indira Gandhi was at a press conference in New Delhi when I was a first-year student at Delhi
University in 1969. My dad’s colleagues were then the number one and number two guys in Delhi Police and one of them, who was also head of security, took me along with him. As a teenager, I was just blown away by her dignified personality. At that time I could never have imagined that I would actually be a cub reporter in her family’s newspaper – National Herald - in 1977 and would actually be told to accompany her as
she toured some flood-hit areas of Delhi following torrential rains in July and August of that year. That was, of course, pretty ironic. You see she had been kicked out by the electorate after the infamous 19751977 Emergency Rule and there were rumours that she was going to be arrested. Everyone took it for granted that she was history. The senior reporters in my newspaper thought it was below their dignity to go along
with her – yes, the very same guys who were sucking up to her just a few months earlier. But the editor had to send a reporter because her secretary had ordered the management to do so and no one seemed quite sure how much power she still wielded in her party. So I was told to cover the event with strict instructions not to ask her any questions. I had just been a couple of years in journalism and was terribly excited.

So there I was just next to her in an open jeep, taking notes in the rain for about two hours as the crowds milled around her, cheering wildly and chanting slogans in support of her. It was all so surreal. The editor and the other journalists just couldn’t believe what I had witnessed. They even toned down my report. The photographer who accompanied me was so excited by it all that he presented me a photo of me with her in the jeep (see above photo). For more than 13 years after that I was with prime ministers and bigwigs of every sort, including foreign dignitaries, in New Delhi but never bothered to keep any photographs – but this was the ONLY one that I have kept with my news report glued at the back. When my report and the photos were published the next day in the newspaper, shock waves reverberated across the capital. Could she really still have such charismatic power? When we arrived back at her residence (which was totally deserted except for a lone police constable standing at the entrance!), I remember actually telling her, even as Sanjay Gandhi and his wife Maneka stood nearby, that people still admired her and she should go out on more visits. She said that she would. She then expected me to ask her questions, but I couldn’t tell her that I had been

ordered by the editor not to do so! After a while, she got irritated and snapped: “You haven’t done your homework!” I am sure she would have died of shock if she had been told that I was the junior-most reporter. When I told my newspaper guys about it, it became a joke for some time: “You haven’t done your homework!” Sorry, but the guys who hadn’t done their homework were my spineless, opportunistic seniors – and that included the editor. What happened after that is wellknown history: Gandhi started visiting places and the mammoth crowds that turned out to greet her so unnerved the fractious coalition government of the time that they arrested her on some charges related to her Emergency rule. That only made her even more popular – and she was swept back into power in 1980 with a stunning majority. At the time I was a reporter with The Times of India. FOR the next four years, I regularly covered events at her house – and her assassination came as a horrible shock to me. That morning of October 31, 1984, I was not assigned to cover any event at her house (I lived relatively close by) and went directly to my newspaper office, only to learn of the tragedy.

It’s been 30 years since then, but those events – Gandhi’s assassination and the horrendous massacre of innocent Sikhs by mobs incited by some Congress Party leaders in Delhi – remain indelibly etched in my mind. I was also assigned to cover her funeral on November 3, 1984 – and I still keep the special press pass that I was issued on the occasion to be at the cremation site near Raj Ghat (Mahatma Gandhi’s memorial). I also keep a clipping of one of the stories I wrote then. It was a scoop and it’s titled: “Sikhs in DAP [Delhi Armed Police] at PM house disarmed.” Here is what I reported based on information I garnered from some police sources at the time: NEW DELHI, November 1. All Sikhs in Delhi Armed Police, who were posted at the Prime Minister’s residence, were disarmed and sent off in the wake of her assassination. But members of the elite Special Task Force have been left untouched. The two assassins of Mrs. Indira Gandhi were highly motivated as the sequence of events pieced together by the intelligence agencies shows. Sub-inspector Beant Singh of Delhi Police went on leave on October 19 and 20 when he spirited away his family which is believed to have either
been smuggled abroad or sought refuge in some place of worship. Yesterday, Beant Singh got his duty changed from the afternoon shift to the morning one and put himself on duty at the heavy iron gate between the compounds of 1, Safdarjung Road, and 1, Akbar Road known as the “link gate.” When Mrs. Gandhi arrived at the gate, Beant Singh opened the gate and stood behind it. As she came forward, Beant Singh suddenly fired at her from his revolver. The shot hit Mrs. Gandhi on the upper part of her chest and she fell on her right side, saying, “Ye kya kar rahe ho” (What is this that you are doing)? Although he had five rounds in his revolver, he fired only one and then stood aside for the other assassin, Constable Satwant Singh, to move in. Constable Satwant Singh then fired the entire magazine of his stengun into Mrs. Gandhi. Intelligence sources say that he fired about 25 rounds. Although normally there are supposed to be 34 rounds in the magazine, the Delhi Armed Police personnel keep only about 25 in their stenguns so that the spring of the mechanism stays in perfect order. These weapons are unloaded every two hours as the shifts of 60 to 70 constables change. Guards on duty at the prime Minister’s house all told the intelligence that they heard one distinct shot and then a burst of the stengun. After the firing, both Beant Singh and Satwant Singh threw down their weapons and the former calmly announced in Hindi, “Ham ne jo karna that kar diya, tumne jo karna hai karo” (We’ve done what we had do. You do what you want to). While the stunned staff of the Prime Minister stood around, members of the elite Special Task Force of about 30 highly trained police inspectors directly under the Intelligence Bureau lifted Mrs. Gandhi and rushed her to the All-India Institute of Medical Sciences. Incidentally, it was a Sikh member of this group that took the

Because of the complete lack of resistance offered by the two, the ITBP men were caught unawares when suddenly Beant Singh grabbed for the stengun hanging at the side of one of the ITBP men. As he clutched it firmly, the guard, who is an expert in judo, hit him in the groin. But as he kept struggling, the guard fired at him. Even as this scuffle was going on, Satwant Singh, who had a kirpan, tried to attack the ITBP man. However, another guard saw him and shot at him. The two assassins were then rushed to hospital. Intelligence sources point out that the sequence of events shows the high motivation of the assassins. Beant Singh fired just one round only to “inspire” his subordinate who had a stengun to move in. The two were aiming “only” for Mrs. Gandhi as they made no attempt whatsoever to harm anyone else there including (her special assistant) Mr. (R.K.) Dhawan. Both the assassins threw down their weapons once they were convinced that they had “done their job” and even calmly announced so. However, their sudden attempt in the confinement room to grab the weapon remains baffling.

There was also resentment among the Sikhs and others that the person who took over the Golden Temple and turned it into a heavily armed fortress – Jarnail Singh Bhindranwala – had actually been actively encouraged by Rajiv Gandhi himself who once welcomed him and his illegally armed bodyguards to New Delhi even as police officers were told not to take any action against them. The Congress Party wanted to use him against the Akalis. But he proved to be nobody’s puppet and the Indian intelligence feared that he was going to declare an independent Khalistan from the Golden Temple and thus give Pakistani troops an excuse to attack India just as India had attacked former East Pakistan and established an independent Bangladesh in 1971. SO how did things get so out of control? After Gandhi lost her younger son Sanjay Gandhi in an aircraft accident, she seemed to be emotionally shattered - it showed on her face. I think she never really got over Sanjay’s death. Her other son, Rajiv Gandhi, was a complete misfit in poli-
tics (after all he was dragged from his carefree Westernized lifestyle as a pilot married to an Italian into the horrible Machiavellian politics of India of which he knew precious little). He allowed himself to be manipulated by other devious advisors and just couldn’t fathom Punjab state politics – Darbara Singh (Punjab’s Congress boss) versus Giani Zail Singh (Punjab’s former chief minister and the then Indian President), and the different Akali Party factions that were constantly changing their positions on the Khalistan movement in trying to be one up on each other and on the Congress Party. in New Delhi was just unbelievable and in that atmosphere normally sane, balanced people spewed out the worst communal venom against one another. I found it impossible to reason with either Hindus or Sikhs or even Christians and Muslims (being a Christian myself) – it was an explosive mix of fear, hatred and revenge. Many of them later admitted their fear at the time and said: “I am ashamed of what I said then. I am ashamed of how I reacted then.” Even police and administrative officials feared that the country would fall apart and the fear of a full-scale revolt by Sikh soldiers in the Indian Army sent shivers down everyone’s spine. There were a few incidents of Sikh soldiers mutinying upon learning of the massacre of thousands of innocent Sikh men and male children and the sexual assault of Sikh women in the Capital itself. It was this horrendous massacre that set the stage for the 1985 Air India bombing – which could have been avoided, of course, if the Canadian government had paid heed to the Indian government’s warnings about such a possible plot at the time.

CONTINUED FROM 4 imagined that Indira Gandhi’s assassination (October 31, 1984) would be carried out by a trusted member of her own inner security – a Sikh inspector, Beant Singh, who was actually quite close to the Gandhi family – right in the compound of her own official residence. Beant
Singh was aided by another Sikh member of her security, Constable Satwant Singh. The fact that she was killed by the very people who were supposed to defend her caused great shock, anger and resentment. TAKING advantage of this, Congress goons (goondas) - residing in the so-called resettlement
colonies (which were constructed in the outlying areas of Delhi to forcibly move poor squatters in the posh areas of the Capital during the Emergency Rule of 1975-77) - who were firm supporters of their patrons HKL Bhagat and Sajjan Kumar in particular unleashed a reign of terror against the Sikhs. Bhagat and his goons evidently thought they would show their misguided loyalty to the new boss – Rajiv Gandhi. In the poorer colonies, the Sikhs didn’t stand a chance. Mobs grabbed Sikh male kids from the hands of their terrified mothers, cut off their hair and murdered them brutally. Days after the riots, when I was finally allowed by my newspaper to visit some of the resettlement colonies, I could still see pieces of burned hair laying here and there, although the police and other authorities tried their very best to clean up and destroy as much evidence as they could. In the posh colonies, Sikh homes and their thriving businesses – shops, factories, gas stations, etc. – were raided and / or burned down. Even smaller gurdwaras were vandalized. My report on one of them was completely censored by my paper. An estimated 3,000 Sikhs, almost all males, were brutally murdered even as the police stood by, the media messed up their pants and Congress

bosses seemed paralyzed by fear and uncertainty. The new prime minister, Rajiv Gandhi, seemed to be too busy making funeral arrangements for his mother. According to reports, soldiers of the Indian Army from a nearby city were called to take control of the deteriorating situation but the authorities suddenly realized that most of them were Sikhs and if they saw how their fellow Sikhs had been murdered, they could react very negatively. So they were ordered back and other troops were called from a more distant city. I have never seen such fear in the Capital – the streets were deserted for days. As I zoomed around on my motorcycle in the New Delhi area, I never bothered to stop at a red light at day or night. The only vehicles I occasionally came across were those of the cops. But the riots were really not a Hindus versus Sikhs affair. It was a Congress Party-backed goons versus innocent, helpless Sikhs affair plain and simple. And even most Congress Party people were aghast at what transpired. There were numerous cases of Hindus, Muslims and Christians giving shelter to Sikhs at the risk of their own lives. But what could people do in the face of goon attacks backed by the people in power? Everybody knew who the main players were – HKL Bhagat and Sajjan Kumar. But who would have the guts to give evidence against them? And the way the Congress government continued to handle the whole affair gave any potential witness no reason for confidence. Other prominent names mentioned were those of Jagdish Tytler and Lalit Maken. The latter was assassinated along with his wife by Sikh terrorists at their Delhi residence itself. In fact, people, once they recovered from the initial shock of the assassination and the riots, openly cheered the assassination of anyone believed to be connected with the riots by saying: “One more goon (goonda) is dead!” They hoped that all the suspects would be killed.

First turbaned Sikh woman in Canadian Navy a milestone: World Sikh Organization THE World Sikh Organization of Canada said Wednesday it helped Master Seaman Wanda McDonald become the first Sikh woman to wear the turban while serving in the Royal Canadian Navy (RCN). McDonald, a Sonar operator based out of Halifax, Nova Scotia, joined the RCN in 1997 and became interested in the Sikh faith three years ago. After deciding to become an initiated or ‘amritdhari’ Sikh, she requested permission to wear the turban on duty. The WSO regularly provides information to the Canadian Forces with respect to Sikh practices and articles of faith. When McDonald made her request to wear the turban, the WSO was once again consulted and provided information and advice on the significance of the turban to both Sikh men and women. The Canadian Forces now
allow both Sikh men and women to wear turbans and the Sikh articles of faith while serving. McDonald has now been given permission and has begun to wear her turban full time while on duty. She said on Wednesday, "As the first Sikh woman in the Royal Canadian Navy to be approved to serve while wearing a turban, I feel fortunate to be given this opportunity. Military service is a very rewarding career, and I
hope that my example will inspire other Canadian Sikh women to follow this path; to be able serve their country without worrying about having to compromise their identity as a Sikh. I would especially like to thank legal counsel Bhai Balpreet Singh Ji, and the World Sikh Organization of Canada for the assistance they have provided in this process.” WSO President Dr. Amritpal Singh Shergill said, “It is another milestone for Canadian Sikhs to see a Sikh woman proudly serve her country in the Canadian Forces while fearlessly being allowed to follow the teachings of her faith. Although he won by only 2,800 votes in 1997, in the following election in 2000, he defeated the then-Liberal star candidate Peter Warkentin by 11,000 votes. After redistribution, the riding became NewtonNorth Delta in the 2004 election. Grewal claimed that even though there were new residents in this area, “there are residents who have been living there for a longer period of time in comparison with (those in) other parts of Surrey. So I am confident (of their support) … done a lot of door knocking.” He said he wanted to return to Ottawa to help move issues that he had championed earlier for the sake of the community.

Alexander said the increase of admissions for 2015 also demonstrates the government’s commitment to reducing wait times and continuing to make progress on the last of the large economic immigration program backlogs. Increasing admission levels will also help with the launch of Canada’s new application management system, Express Entry, on January 1, 2015. The 2015 levels plan allows admissions space to process existing applications as well as new applications that will be received for key economic programs under Express Entry. The new system will enable Canada’s immigration system to be more flexible and responsive to the needs of employers, as well as to changing economic conditions and priorities. Every year the government, in consultation with the provinces and territories, sets the total number of permanent residents that are expected to be admitted to Canada the following year.

Reforms to end the live-in requirement, reduce family separation, give more options to caregivers CITIZENSHIP and Immigration Minister Chris Alexander on Friday announced significant reforms to the Caregiver Program that acknowledges the valuable contributions caregivers make to Canadian families and the economy. Changes to the program include ending the live-in requirement, and providing eligible caregivers with two pathways that will lead to permanent residence within six
months. One pathway features criteria for child care providers that are very similar to current requirements, but without the need for the caregiver to live in the home of their employer where they may be vulnerable to abuse. In addition, caregivers in a variety of health care occupations, including registered nurses, registered psychiatric nurses, licensed practical nurses, nurse aides, orderlies, patient service
associates and home support workers, will also have a pathway to permanent residence. Eligible caregivers in this stream would be able to gain their work experience either in providing in-home care or care in a health-care facility to an elderly person or a person with a disability or chronic medical condition. This pathway offers more career options for eligible caregivers, and targets workers in
occupations that are expected to face labour shortages in the future. Applications in this stream would also be processed within six months. The government said it is taking aggressive action to reduce the backlog of applications for permanent residence through the Live-in Caregiver Program. As part of the 2015 Levels Plan tabled in the House of Commons, Canada will wel-
come 30,000 new permanent residents in this category. Reducing the backlog and processing times will mean that eligible caregivers will be reunited sooner with their families. Caregivers who have already applied for Live-in Caregiver Program work permits, and any who apply based on an employer’s approved Labour Market Impact Assessment submitted before November 30, will also
be able to complete the work requirement on a live-in basis and eventually apply for permanent residence. “We have listened to the concerns of caregivers across Canada and have taken action to improve Canada’s Caregiver Program. Our government’s changes protect caregivers from abuse and reduce family separation,� said Alexander.

Filmmaker prepares to tell the story of Vancouver gangs from the inside out VANCOUVER has long been recognized as a hub for Canadian gang activity. Locality, ethnicity and access are often debated and yet the problems persist. For young filmmaker Mandip Sandhu, the issues around criminal activity are not about these broad boxed categories, it is about real life. With a coloured background himself, at one time Sandhu fell prey to this often alluring lifestyle, but was one of the lucky ones to have found his way out. He took these experiences and went on to pursue a degree in Criminology and to involve himself as part of the rehabilitation system by working at a halfway house for newly released federal parolees. Unfortunately, after many years of watching the revolving door of offenders, disillusionment set in and he decided to battle this war in a different way. Channeling his creative spirit, Sandhu began screenwriting, eventually
enrolling in a screenwriting program at SFU’s Praxis Center as well as volunteering on independent films and acting as an extra. This initial foray into filmmaking work turned into recurring extra opportunities on film and television. He took these as ways to soak in everything he could about filmmaking, spending a large part of his time on set chatting with production crew and learning about every facet of the industry. He knew that he didn’t just
want to write a story, he wanted to be the person to shoot the screenplay and bring his stories to life in the vision that only he can see. With a passion for raw reality storytelling, he now feels ready to produce his passion project, The Line, which speaks to the precarious line that is so easily crossed for many into a lifestyle that is difficult to retract from. The film follows former drug trafficker, JT after he is released from serving five years for manslaughter in a gangland shootout. Although reformed, he has been disowned from his family. Back on the streets, he soon finds that his only option to survive is to get back in the game in the midst of a full blown gang war. The goal of The Line is to not just to tell an authentic story in a very genuine way, but also to create a visually stunning film that really pushes the envelope far as Canadian projects go. “There are numerous debates over what others perceive the problem is,
often those who have never even been close enough to the realities of this world to truly understand it,” states Sandhu. “The influences and problems are deeper than any one issue and we cannot begin to change it by looking slapping a label on it. I don’t have answers but I do have a perspective as someone who’s been

there and chosen to overcome it.” Sandhu has either been involved or studying the stories of local criminal activity for over 20 years, and has spent countless hours interviewing, researching and engaging with different sectors of this community. This film is the culmination of these efforts along with his own equity. Taking the quality of production very seriously, Sandhu has spent $15,000 of his own dollars on the pitch clip and trailer alone and has now launched an Indiegogo campaign to raise the funds necessary to go into full production in February 2015. It was decided to shoot a full length trailer as part of this pitch to help showcase the style of storytelling and production value he would like to see in the finish project. All dollars raised from the Indiegogo campaign are being matched dollar for dollar by private investors. North Shore taxi companies hope W. Vancouver and N. Vancouver district pass motions opposing Uber GURDIP Singh Sahota, General Manager of North Shore Taxi, is hoping that West Vancouver and the District of North Vancouver follow the example of the City of North Vancouver and pass a motion that would prevent Uber from operating in their jurisdictions as well. The City of North Vancouver
passed a motion earlier this month, stating that it reaffirms “its commitment to enforce its current vehicle for hire bylaws for all vehicles for hire within the City of North Vancouver” and calls “upon the Prvovince of BC to continue to ensure all vehicles for hire in the Province be required to acquire a licence
through the Passenger Transportation Board on an equal basis and on the basis of public need, the suitability of the applicant, and the heakth of the taxi industry.” The motion also stipulated that the City write to the Minister of Transportation and Infrastructure to that effect. Last week, Mayor Darrell
Mussatto sent a letter to Minister Todd Stone about the City of North Vancouver’s support for the taxi companies. Sahota said this week: “We thank Mayor Mussatto and the entire Council, for their unwavering support in our efforts to stop Uber from operating illegally on the
North Shore. I hope that we can get similar support from our other two municipalities and that they too will pass similar motions and also write to the Minister. I would also like to thank Paul Gill and Charanjit Jawanda of Sunshine Cabs Ltd., for their support and cooperation in this matter.”

But Gill told the media that he would try and start the mill as soon as possible. This is the second fire at the mill in the past year. It was spot-

RCMP say Zehaf-Rideau prepared video recording of himself before attack RCMP Commissioner Bob Paulson said Sunday: “The RCMP has identified persuasive evidence that Michael ZehafBibeau’s attack was driven by ideological and political motives. Zehaf-Bibeau had prepared a video recording of himself just prior to conducting this attack. The RCMP is conducting a detailed analysis of the video for evidence and intelligence.” But he added: “You must understand that we cannot release this video at this time and I would ask for your patience in this regard.” Paulson said that the RCMP investigation into the October 22 terrorist attack in Ottawa is “advancing and has revealed a great deal about Zehaf-Bibeau’s movements and actions prior to the attack.” He went on to say: “The RCMP believes that the knife carried by
Zehaf-Bibeau was retrieved from his aunt’s property in Mont Tremblant. Zehaf-Bibeau had lived there years earlier and appeared to have stored the knife on the property. We are still looking into the origin of the gun used by Zehaf-Bibeau. It is an old and uncommon gun. We suspect that he could have similarly hidden the gun on the property but our inquiries continue. “We have identified the source of funds for Zehaf-Bibeau’s preattack activities. Zehaf-Bibeau had been employed in the oil fields of Alberta and had saved his money. He had access to a considerable amount of funds. We are investigating all of his disbursements in the period leading up to the attack. “The RCMP is also investigating Zehaf-Bibeau’s interactions with numerous individuals in the

The RCMP
undertakes to get as much information to the public as quickly as we can.” MEANWHILE, in a lengthy written statement to Postmedia News on Saturday, ZehafBibeau mother, Susan Bibeau said she never told the RCMP that her son wanted to go to Syria. “I specifically said Saudi Arabia,” she added. RCMP Deputy Commissioner Mike Cabana told the media that their earlier statements by police in this regard were incorrect, but he claimed that extremist travellers destined for Syria often go first to places like Saudi Arabia or Turkey. However, the mother believed that her son had met with someone who had gone to Syria to fight. She said her son believed that the U.S. government was responsible for killing thousands
of innocent Iraqi civilians. She believes that her son snapped when he was unable to get a passport. She believes that her son’s serious addiction to drugs affected his mental condition and he often spoke of the Devil. He

The fundraiser began in the pouring rain on Saturday, October 25 at 9 a.m. and ended on Sunday, October 26 at 3 p.m. The Heart and Stroke Foundation’s mission is to reduce death from heart disease and stroke by 25% by 2020. Held at the York Business Center in Surrey, the fundraisers tried getting the message out to people of South Asian decent that they are three times more likely to be affected by heart disease. The participants presented a cheque for $10,000 to the Heart and Stroke Foundation.

Peter Mattoo is the only South Asian running for Delta Council PETER Mattoo, a 34-year Delta resident, who officially filed his nomination papers to run as a candidate for Delta Council last week, is the only South Asian candidate that will appear on the ballot in Delta in the municipal election. Running a campaign aiming to “shake up the status quo,” Mattoo is speaking out about the lack of different voices, cultural heritage or opinions on the current Council. “We have a popular mayor and a group of incumbent candidates that continue to speak the same rhetoric that has been used for decades,” says Mattoo. “I truly believe that Delta needs a wider group of voices on Council that better reflect the
diversity within the community.” Mattoo, a family man with a trades and educational professional background, says he is tired of important priorities such as monitoring development around Burns Bog and increasing transportation options being passed onto committees for study, because no action is ever taken. Young people are leaving the city they grew up in because of a lack of affordable housing options. Seniors lack resources and facilities to lead an active lifestyle. Business development in the community is stagnant because of lack of policies by the current mayor and Council, Mattoo points out. These are issues that are falling on deaf
ears within Municipal Hall, yet are top on the mind of voters he meets at the doorsteps, adds Mattoo. “There is a huge gap between the needs of the community and the activity or lack thereof happening at Municipal Hall,” he says. “I've been door-knocking consistently for the past month, and I realize how alienated and ignored Delta residents are by their current civic leadership.” Mattoo says is looking to make history as the first South Asian elected official in Delta. One Surrey to create Economic and Sporting Hub in Cloverdale, says Barinder Rasode BARINDER Rasode and the One Surrey team will redevelop the Cloverdale Fairgrounds to create an economic and sporting hub in Cloverdale. The plan includes building a trade centre, sporting facility and new transit connections to serve Surrey’s fastest growing town centre. “Cloverdale is a community of young families and we can’t ignore the sporting needs and economic potential of this rapidly growing area,” said Rasode. “The City has long been promising a trade centre on this prop-

Locke said: “I have good relationships with members of our provincial government and will work with them in the best interest of the City of Surrey. I know there are significant opportunities to improve the existing relationship between our two levels of government. If elected, I will rely on my existing relationships with those members of the government to obtain Surrey’s fair share of social infrastructure funding – which the current city government has not viewed as a priority. The fact is, without the assistance of the Province, Surrey will not be able to address the pressing issues of homelessness and social housing, to name but two, with any hope of success.”
Trudeau condemns vandalism against Alberta mosque
FEDERAL Liberal Party Leader Justin Trudeau on Saturday said that the defacing of the mosque in Cold Lake, Alberta, was completely unacceptable, as was the defacing of campaign materials belonging to candidates for the municipal election in Toronto. He added; “The vandals who carried out these acts are criminals and cowards, and their actions run counter to basic Canadian values and rights embodied in and protected by our Charter of Rights and Freedoms.” He noted: “However, as we saw on Wednesday, in Canada the negative actions of very few are quickly overwhelmed by courage, positivity, and neighbourly grace. ... It was especially heartening to see so many residents of Cold Lake come out to help repair and clean up the mosque.”

Doug McCallum and Safe Surrey Coalition release five-point Comprehensive Transportation Platform SURREY mayoral hopeful Doug McCallum and the Safe Surrey Coalition released its five-point Comprehensive Transportation Platform Monday morning after local concern was expressed that a transportation plan needed to consider all residents and their various modes of transportation. The five outlined priorities represent the only Surrey transportation platform that offers specific proposals encompassing public transit users, drivers and cyclists: 1) Achieve mixed source funding commitments for LRT within 12 months and begin construction within 24 months 2) Introduce more community shuttle buses into Surrey via the Translink Optimization Program 3) Implement measures to ease traffic congestion within the City of Surrey 4) Accelerate the City of Surrey Cycling Plan; increase cycling funding to five per cent of transportation budget 5) Improve shelter, lighting and security measures at major transit hubs and bus stops This kind of mixed approach is necessary to keep Surrey moving amidst the fastest growth in Metro Vancouver, according to McCallum. PRIME Minister Stephen Harper’s announcement on Thursday about “new measures to help make life more affordable for Canadian families” are worth some $4 billion a year. The proposed new measures include: * The Family Tax Cut, a federal tax credit that will allow a higher-income spouse to transfer up to $50,000 of taxable income to a spouse in a lower tax bracket. The credit will provide tax relief – capped at $2,000 – for couples with children under the age of 18, effective for the 2014 tax year. Income splitting is helping seniors across the country, which is why the Government says it is now proposing similar relief for families.

New Cultural Corridor to unite arts, heritage and business groups in Surrey, says Linda Hepner SURREY mayoral candidate Linda Hepner has announced Surrey First’s Cultural Platform, which includes a new Cultural Corridor to reflect Surrey’s rich cultural diversity, expand opportunities to celebrate the city’s art and heritage, and create employment opportunities for students and others in the field. Surrey’s Cultural Corridor will extend from Surrey City Centre down through South Surrey along King George Boulevard, and will become an economic engine that combines arts, heritage and business groups. Partnering with the Surrey Board of Trade, investment will transform the arts community from a
niche entertainment sector to a vibrant, accessible and growing job-creator. Students from SFU’s School of Interactive Arts and Kwantlen’s School of Design will get work experience and launch careers with companies that locate along the Cultural Corridor and Innovation Boulevard. Surrey First’s platform also include plans to complete construction of a 350-seat Performing Arts Centre in South Surrey, spaces to host exhibits, shows and performances, and construction of Phase 2 of the Surrey Museum expansion among other initiatives. “All of this is part of our effort to involve all
of our residents in Surrey’s arts and culture scene, which is expanding along with our growing city” said Hepner. “As Surrey continues to grow, we look to
cities around the world and note that arts and culture are major drivers in those centres. The artist as an automobile designer CARS, computers, and glass have merged as a basis for artistic expression recently in the fanciful visions of designers involving the ancient paradoxical properties of glass — its fragility but also its strength. One explores the possibilities for glass fragility — a vision of the self-driving car as a bed-
room on wheels under a glass dome inspired by the stained glass windows of Durham Cathedral in Northern England. This creation by artist/designer Dominic Wilcox was on display at the London Design Festival (September 13 to 21, 2014.) If cars can now be programmed not to crash together as they
drive automatically then their shape and look can change radically. The suggestion is that the vehicle body, released from the demands of crashworthiness, can be about fragility or aesthetics or whatever else best suits its passengers for engagement in activities other than driving or way-finding or even sight-see-

possibilities modern glass technologies bring to a host of products and industries including the automotive industry.
