Abbotsford Police breathe a sigh of relief after no major incidents involving two groups of South Asians youths on Halloween BY RATTAN MALL ABBOTSFORD Police were on the alert during Halloween because of the continuing tensions between two groups of South Asian youths that have been going on for months and have been reported in this newspaper several times. But the night went off peacefully. Constable Ian MacDonald told The VOICE on Thursday: “I take it as a positive sign. We deployed a lot of resources on Halloween because we thought if something could happen, Halloween might be the time it takes place. And the good news is we didn't have any major incidents on Halloween.” Earlier last month, Harwindip Singh Baringh, 18, was found shot dead in the driver's seat of a dark coloured SUV in the 30500 block of Sparrow Drive in West Abbotsford. Abbotsford Mayor Bruce Banman, who chairs the Abbotsford Police Board as part of his duties as mayor, said he was committed to seeing justice done in this case and noted: “These kinds of appalling events must be stopped. We known that every community has bad elements, and the whole community is in shock due to the acts of these few individuals, but as your mayor I can assure you that we are committed to bringing the
offenders to justice." The Integrated Homicide Investigation Team that is handling the case has yet to make an arrest in the case.

the youths, he pointed out: “Like most things, it kind of has an immediate effect ... I think for some people, the wiser people, it provides that shock and reality ... but at the end of the day, we have people who have been making stupid decisions for several months and so to try to stop 20 people from making stupid decisions, it takes a lot more work than just sometimes showing them the consequences. It takes a lot more work than the police department and the media and even community leaders telling them how stupid their decisions are.” He added; “I think it's going to be a work in progress for some time, to be honest with you.” MacDonald said the community has been very involved in dealing with this and police appreciate their assistance. He added: “At one level it's such a basic issue – youth making core decisions and maybe needing some mentoring and guiding to make better decisions. Due to the nature and the history of the conflict between the groups, it's a lot more complicated in terms of trying to make it stop. Everything that we can do that will hopefully get people to move away from the conflict is what we are trying.” MacDonald, however, said that the feud is not gang-related and involves some 20 youths on either side.

Mississauga real estate lawyer Rita Grewal vanishes into thin air – allegedly with $3.5 million REAL Estate lawyer Rita Grewal of Mississauga has gone missing with $3.5 million that belonged to her clients in the shape of mortgage funds in a trust account. Hearing panel chairman David Wright in the recent decision on the Law Society of Upper Canada’s application for an interlocutory suspension, wrote: “Activity on her credit cards suggests that Ms. Grewal may have gone to India. Ms. Grewal has not responded to the law society’s inquiries or to this proceeding and has not explained what happened to the money.”
His ruling noted that her account only had $100,000 when her bank froze it. The law society has referred the case to police, society spokesman Roy Thomas told www.lawtimesnews.com. But police – RCMP and Peel Regional Police of Ontario – would not confirm or deny if they had launched an investigation. The RCMP and Peel Regional Police both said they could not confirm or deny if Grewal was the subject of an investigation. She ran her RG Barrister & Solicitor Professional Corporation from a plaza near Pearson International Airport
between February and July this year. Grewal was a lawyer in India and moved here in 2005. She worked as a legal assistant at Carranza LLP, Toronto’s largest ethnic personal injury law firm, and became a full-time lawyer after she was called to the bar in Ontario in 2011, the Toronto Star reported. Her husband also worked for the firm as a file clerk, but the couple split up last year and he returned to India. Grewal was also a board member of Toronto’s South Asian Women’s Centre until last year.
Murder victim Mandeepak Chahal’s family wants accused to face a ‘fitting punishment’ THE family of murder victim Mandeepak “Deepak” Chahal, 22, in an email to The VOICE on Sunday said they want a “fitting punishment” for the accused. The Integrated Homicide Investigation Team announced last week that charges had been laid against Sukhpreet "Jesse" Shergill, 20, of Surrey in the June 19 murder of Chahal, 22. Chahal was not known to police. Sgt. Adam MacIntosh said Shergill has been charged with one count of manslaughter. Chahal was reportedly stabbed to death near 65B Avenue and 131st Street in Newton in an altercation near St. Bernadette Elementary School. At the time, IHIT Sgt. Bari Emam said: “Our investigators can confirm that this was not a gang or drug related incident.” The family in their email said: “The family and friends are very shaken up

Gurmant Grewal and Paul Brar ordered to withdraw from Cloverdale-Langley City riding’s Conservative nomination BY RATTAN MALL THE VOICE was the first to report (last Saturday on our website at www.voiceonline.com) that Surrey businessman Paul Brar and at least one other South Asian candidate (if not both the remaining ones) had been ordered by the Conservative Party to withdraw their nomination from the Cloverdale-Langley City riding. We also reported that the candidates were likely to appeal, but the party would not bend. The second candidate was former Conservative MP Gurmant Grewal. Grewal on Thursday in a lengthy press release highlighted his past achievements and concluded: “I am proud of my record, achievements, and contributions and hoped to bring meaningful solutions to the problems faced by all of us. I have dedicated

the prime of my life to helping to build the Conservative Party and its legacy parties. Though my silence is not my weakness, I have supported my Party and its leaders through thick

Party sources told us that when candidates sign their nomination forms they are told that the party can reject their forms without giving any reasons. Neither Brar nor Grewal were
provided any reasons. Sources said that the party had received a deluge of complaints against some candidates, but exactly what the party believed against Brar and Grewal will probably never be disclosed. However, they said it had to be something serious. On Wednesday we reported on line that the third South Asian candidate Dave Hayer was still in the race. The nomination meeting is scheduled for November 8 (Saturday) at AJ McLellan Elementary School at 16545 61 Avenue. The other contenders for the nomination are life insurance salesman Mike Garisto, former Langley city councillor Dean Drysdale, and Surrey business lawyer Tako van Popta. South Asians comprise only 10 per cent of the riding’s population. East Asians form another 10 per cent and the rest are all white.

UBC women's field hockey player Poonam Sandhu has become the first player in Canadian university sports history to win five women's field hockey national titles in a row. This has been achieved in other sports but not in women's field hockey until Sunday. Sandhu won Canadian Interuniversity Sport (CIS) titles with UBC in 2009, 2011, 2012, 2013 and 2014. She sat out the 2010 season to play for Canada at the Commonwealth Games. Healthcare experts join Senator Asha Seth to discuss protecting mothers and children against chronic diseases SENATOR Asha Seth recently hosted the Canada-India Network Society (CINS) for a high-level discussion on the importance of maternal, newborn and child health in the prevention of chronic diseases around the world. The night featured informative lectures by Dr. Arun Garg, President and Chair of the CINS, and Dr. Devendra K. Gupta, Head of Pediatric Surgery at the prestigious All-India Institute of Medical Sciences in New Delhi and President of the World Federation of Associations of Pediatric Surgeons (WOFAPS). Jason Kenney, Minister of Employment and Social Development and Minister for Multiculturalism, opened the evening with a powerful statement of support for Seth’s initiatives to improve maternal and child health. Seth spoke on the key role that early childhood development
plays in the prevention of adult chronic illnesses. She said: “Evidence continues to show that by the age of 12, one out of five Canadian children already suffers from a chronic illness. But new studies show that early childhood development programs with health care and nutritional components can help prevent or delay the onset of adult chronic disease. This means that through proper education on nutrition and health we could have the power to reduce healthcare costs and improve the wellbeing and productivity of Canadians.” Dr. Garg outlined three areas of focus to improve prevention of chronic diseases: “Creating a strong network of communication in the eradication of noncommunicable diseases, individual and organizational development projects that focus on research and innovation, and commitment to collaborative
health development to provide early support and ongoing engagement against chronic diseases such as diabetes, cancer, and heart disease.” Dr. Gupta followed by highlighting that “there are more than three billion children under the age of 14, and two-thirds of these children are found in the developing world. A large percentage of these children, especially those under five, still suffer and die from malnutrition, malformations, and cancer due to lack of facilities and transportation.” Investing on early health to improve later health was the main point of the evening as lecturers encouraged the support of organizations and initiatives that work towards ensuring that mothers have access to regular prenatal and postnatal care, especially while children are less than five years old. Stabbing at Surrey’s Princess Margaret Secondary School AN altercation between students in a Grade 12 shop class on Thursday shortly after 2 p.m. at Surrey’s Princess Margaret Secondary School in the 12800 block of 72nd Avenue resulted in a male student being transported to a local area hospital with multiple stab wounds to his back. Surrey RCMP Sgt. Dale Carr said that the male suspect fled the school on foot. Officers identified the suspect as a student
and began actively searching for him. The 17-year-old suspect was arrested at about 4:30 p.m. without incident at his residence. Charges of assault causing bodily harm are being recommended. Carr added: “The knife used in the commission of the offence has been retrieved by police.” The school was placed on lockdown for some time. The 18 year old victim is recovering in hospital with non-life
threatening injuries. Surrey RCMP's General Investigations Unit and Youth Section continue to investigate the circumstances of the incident. Halloween was a nightmare for Surrey RCMP SURREY RCMP officers were kept busy this past Halloween responding to over 550 calls for service which is a 25% increase in calls compared to Halloween last year. A considerable amount of extra resources were planned for and deployed throughout the evening to
deal with this increase in service. While the majority of residents celebrated in a fun and safe manner, one-third of these calls were fireworksrelated. Almost 200 bylaw files were created and dispatched for fireworks and thousands of fireworks were seized by officers. Surrey RCMP said they

B.C. New Democrats pay tribute to members of the Indian Army BRUCE Ralston, MLA for SurreyWhalley, paid tribute Tuesday in the British Columbia legislature to members of the Indian Army who fought alongside Canadians on the western front in Europe during World War One. The Indian Army recruited soldiers from across India, yet the Punjab, although only 10 per cent of the Indian population in 1914, formed 66 per cent of the cavalry, 87 per cent of the artillery, and 45 per cent of the infantry. Ralston also acknowledged the work of Surrey resident Steven Purewal who tells this important story by creating the exhibition: Duty, Honour, and Izzat: the call to Flanders Fields.

Many Canadians proudly trace their roots to ancestors who served in the Indian Army, Ralston added.
The main branch of Surrey Public Library in Surrey City Centre recently hosted an historical exhibition entitled Duty, Honour and Izzat: The Call to Flanders Fields. The exhibition tells the history of India's contribution to World War I and of the soldiers who came disproportionately from the state of the Punjab. Soldiers were recruited from across India, yet the Punjab in 1914, although only 10 percent of the Indian population, provided 66 percent of the cavalry, 87 percent of the artillery and 45
percent of the infantry. In 1914 the Indian army was second in size only to Britain within the Empire. The origins of this recruitment could can be traced to the Anglo-Sikh wars of 1846 and 1849. British officers were so impressed with their Sikh military opposition that they raised two regiments, the 14th Ferozepore Sikhs and the 15th Ludhiana Sikhs as well as the Punjab Frontier Force. Other Indian regiments from the Punjab fought on the Western Front in 1914, and later the 14th Sikhs served in Gallipoli in 1915. After the British army encountered a massive German force in 1914, an urgent appeal was
made to support the Empire. A Canadian expeditionary force of 30,000 arrived in England in October 1914 and later saw action on the Western Front in 1915. The Indian Expeditionary Force first entered combat in the First Battle of Ypres, where they were joined with British troops to hold that part of the Flanders territory of Belgium and France. Six months later, Canadians landed and fought jointly with Sikh soldiers in the Second Battle of Ypres. It was of this battle-torn region of Flanders that John McCrae wrote In Flanders Fields. Ultimately, over 73,000 Indian soldiers were
killed in World War I — a heritage shared with Canada, which lost 66,000 lives during the same war. Steven Purewal, a Surrey resident, was moved to create the exhibition to tell the unrecognized story of that shared military connection. "We have a joint heritage, a joint history. By not recognizing it, it undermines our ability to have a better common future," he said. As we mark the 100th anniversary of the outbreak of World War I and prepare to remember on November 11, we can acknowledge that common heritage.
Jason Kenney tours South Asian World War 1 Centennial Exhibit in Surrey, meets Sikh community leaders
JASON Kenney, Minister of Employment and Social Development and Minister for Multiculturalism, recently toured the South Asian World War 1 Centennial Exhibit in Surrey. The tour was provided by Steven Purewal, Managing Director of Indus Media Foundation and creator of the exhibit and Indian ex-servicemen in B.C. Kenney learned about the significant contributions made by Indian soldiers, particularly those from the Punjab region, during WW1. Specifically, they were involved in the famous battles of Flanders Field, Vimy Ridge and the battles of Ypres. This exhibit aims to engage youth and raise awareness amongst the different communities about this important part of our imperial history, which Canadians and Indians share in common.
The following day, Kenney met with executives from the BC Sikh Gurdwara Council, representing eight Sikh gurdwaras from the Greater Vancouver Area. Here they discussed issues of importance to the Sikh community in Canada and expressed their condolences for the tragedy that took place in Ottawa on October 22.
Soldier who served with slain Cpl. Cirillo to resume duty CPL. Branden Stevenson, who served with Cpl. Nathan Cirillo when he was fatally shot allegedly by Michael Zehaf-Bibeau on October 22 at Ottawa’s National War Memorial, announced on Monday that he will soon be resuming his duties at the Memorial although it will not be an easy task for him. In a statement issued through the Department of National Defence, Stevenson said: “Nathan Cirillo was my friend, though he was more like a brother. We met in Grade 9 and from that time on, we were pretty much inseparable. He was the first from our group of friends to join the Canadian Armed Forces and it earned him the nickname 'Army Nate.' It was his love of the Army that inspired me to join, and I remember going to his house to practice my swearing-in ceremony.We did everything together from hanging at the mall to going on double-dates, so it was an incredible honour when we were both chosen to come to the National War Memorial to stand-to as sentries. We were very proud to be here together watching over the Tomb of the Unknown Soldier, honouring all those who have fallen.”

Tragedy of November 1984 in India: Trudeau, and MPs Sims and Sandhu FEDERAL Liberal Leader Justin Trudeau and NDP MPs Jinny Sims and Jasbir Sandhu issued statements this week on the tradgedy of November 1984 in India when Sikhs were brutally massacred. TRUDEAU said: “This week, I joined with Parliamentary colleagues and friends to solemnly mark the 30th anniversary of the 1984 anti-Sikh massacres that took place in New Delhi and in other cities across India. “These orchestrated mas-
sacres, committed following the assassination of Indira Gandhi, were an atrocity that resulted in the loss of thousands of innocent lives, and for which justice has not been served. “Even after nine commissions of inquiry, there are far more questions than answers, and those responsible for these brutal massacres have still not been brought to justice. “This week, I joined with Parliamentary colleagues and friends to solemnly mark the

Protecting Canadians from barbaric cultural practices: Zero tolerance [EDITOR’S NOTE: The Conservative Government deserves praise for this legislation. We have always said that so-called “cultural excuses” in shameful crimes have no place in any decent, civilized society no matter what your religion or ethnic background is. Some lawyers have tried to use “cultural excuses” in the past to justify certain criminal acts and Canadian judges must not be swayed by this.]
CITIZENSHIP and Immigration Minister Chris Alexander on Wednesday announced the tabling of legislation that will strengthen Canadian laws to prevent barbaric cultural practices from happening on Canadian soil. The Zero Tolerance for Barbaric Cultural Practices Act sends a clear message to individuals coming to this country that harmful and violent cultural practices are unacceptable in Canada. These practices are incompatible with Canadian values and will not be tolerated. The Act would amend the Immigration and Refugee Protection Act (IRPA), the Civil Marriage Act and the Criminal Code. It would provide more protection and support for vulnerable immigrants—primarily women and girls—including: * Creating a new inadmissibility under IRPA that would render permanent residents and temporary residents inadmissible if they practise polygamy in Canada; * Strengthening Canadian marriage laws by amending the Civil Marriage Act to codify the existing legal requirements, at the national level, for “free and enlightened consent” and establishing a new national minimum age for marriage of 16; * Helping to protect potential victims of early or forced marriages by creating a new specific court-ordered peace bond to be used where there are grounds to fear that a person would commit a forced or early marriage offence, including the mandatory surrendering of a passport to prevent a child from being taken out of the country to facilitate a forced marriage; * Criminalizing certain conduct related to early and forced marriage ceremonies in the Criminal Code, including the act of removing a child from Canada for the purpose of such marriage; * Limiting the defence of provocation so that it would not apply in so-called “honour” killings and many spousal homicides; and * Including consequential amendments to the Prisons and Reformatories Act and the Youth Criminal Justice Act to include the aforementioned peace bond. These changes build upon existing federal initiatives that are providing vital support, protection and services for newcomers to Canada, specifically women and girls. “With the Zero Tolerance for Barbaric Cultural Practices Act, we are strengthening our laws to protect Canadians and newcomers to Canada from barbaric cultural practices. We
are sending a strong message to those in Canada and those who wish to come to Canada that we will not tolerate cultural traditions in Canada that deprive individuals of their human rights. Our government will continue to stand up for all victims of violence and abuse and take necessary action to prevent these practices from happening on Canadian soil,” said Alexander. “Our Government has been clear on its stance against polygamy and other barbaric practices that constitute gender-based violence. These important legislative changes build on the work that is already being done to make it clear that family violence— including violence committed in the name of so-called “honour”—is absolutely unacceptable. This Act includes important tools to prevent early and forced marriages and to protect victims from exploitation and violence,” said Peter MacKay, Minister of Justice and Attorney General of Canada. “This new legislation reaffirms our Government’s ongoing efforts to end violence against women and girls. This includes our investments through Status of Women Canada to give communities the tools they need to end barbaric cultural practices,” said Dr. K. Kellie Leitch, Minister of Labour and Minister of Status of Women. “Violence against women and girls is a heinous abuse of human rights and has no place in Canadian society. The Zero Tolerance for Barbaric Cultural Practices Act sends a clear message that any form of harmful cultural practices is unacceptable and will not be tolerated. I am proud that our Government continues to take strong action to ensure the equality, safety and security of women and girls in communities all across Canada,” said Rona Ambrose, Canada’s Health Minister. Quick facts * Globally, between 2004 and 2014, an estimated 100 million girls will have been forced to marry before their 18th birthday. * The 2013 Speech from the Throne stated that: “Sadly, millions of women and girls continue to be brutalized by violence, including through the inhumane practice of early and forced marriage. This barbarism is unacceptable to Canadians. Our government will take steps to ensure that it does not occur on our soil.” * For the purposes of this initiative, the term “barbaric cultural practices” encompasses forms of gender-based family violence, such as early, forced and polygamous marriage and “honour”based violence. * In 2011, the Supreme Court of British Columbia upheld the constitutionality of the Criminal Code prohibition on polygamy (section 293) and found it consistent with the Canadian Charter of Rights and Freedoms.

Doug McCallum and Safe Surrey Coalition will leverage old City Hall land for new hospital SURREY mayoral hopeful Doug McCallum and the Safe Surrey Coalition are pledging to use cityowned land around the old City Hall as an enticement to the BC government to secure a new hospital for the City of Surrey. The 15 acres surrounding the former home of City of Surrey staff and services currently are perfectly situated for a new health care facility. In spite of a new tower opening that added 151 beds on June 1 and a new Emergency Department in operation since October 1, 2013, Surrey Memorial Hospital is still struggling with demand. The emergency room is now serving 10,000 patients a month, which is a 25 per cent increase from 2013. The irresponsible decision made with regards to the old City Hall by the current mayor and Council can be mitigated by using the vacant lands as a means to secure a new hospital, says McCallum. "We are growing far too fast to rely solely on over-

"With the cityowned lands next to the old City Hall sitting vacant and unused, there is a real opportunity to begin substantial conversations with the provincial government for a new hospital." At 317 square kilometres, the City of Surrey is almost three times the size of Vancouver. The distance between Surrey Memorial to the North and Peace Arch to the South is 17 kilometres, which is increasingly dangerous for such 590,610 population that is spread out over such large geograph-
ic area. The old City Hall site represents a location that is conveniently placed between the two existing facilities. Furthermore, with land costs often a major stumbling block to proceeding on constructing new hospitals, the City of Surrey can take a proactive approach to negotiating with the provincial government. With 1,000 new residents moving to Surrey every month, adequate health care capacity is becoming a real concern for local neighbourhoods, says McCallum. "I have heard this issue brought up by residents throughout this campaign, and so I think that it is important for the City of Surrey to do what it can to initiate a formal process with the BC government," says McCallum. "$150 million might have been wasted on an unnecessary new City Hall, but we can bring a positive to this mistake by using the lands we own to secure a desperately needed new hospital for the City."

IANS REPORTS: At least 60 people were killed and more than 120 injured when a young suicide bomber wearing a suicide vest blew himself up not far from the Wagah border. The deafening explosion tore through scores of men, women and children returning from the daily flag lowering ceremony held at the border by the Pakistan Rangers and India's Border Security Force (BSF). The event, popular on both sides of the border, draws an unusually high number of visitors, tourists included, on Sundays. The Nation newspaper quoted a survivor, Asif Rashid, as saying that the blast, just 10 minutes after the ceremony, was "huge, very powerful". "It was like doomsday. I saw it with my eyes," he said at the Services Hospital where he was taken to treat minor injuries on his foot. The man had gone to the border with his wife to see the ceremony. Another witness described the bombing as terrible and appalling. "I rushed to the scene and saw scattered bodies, human flesh, injured men, women and children on the road," the witness, identified only as Khan, told the Nation. Pakistani media reported that a state of high alert had been declared across Punjab. News reports said that the dead included three Pakistan Rangers personnel and 13 members of two families. After the explosions, relatives of the victims were seen urging people to donate blood. "It was a suicide attack. The bomber had been waiting for the people outside the parade venue and he detonated his explosives minutes after the ceremony ended," Rangers Director General Tahir Javaid Khan said. A bomb disposal squad officer said at least seven kilograms of "very high quality" explosives were used in the bomb packed with ball bearings and iron shrapnel. The responsibility for the attack was claimed separately by the Jundullah and Tehreek-i-Taliban Pakistan-affiliated Jamaat-ulAhrar outfits. Prime Minister Sharif condemned the bombing -- the attack was also denounced by Indian Prime Minister Narendra Modi and the US -- and said that military operations against Islamist militants would continue. Punjab Law Minister Mujtaba Shujaur Rehman claimed the suicide bomber managed to cross four security checkposts. Two of the four posts had been set up after a threat to the event was reported by intelligence agencies Sunday morning.

“Muslims for Remembrance Day� Campaign MEMBERS of the Ahmadiyya Muslim Community will pause across Canada to reflect on the sacrifices of our service members who have given their lives for Canada. With the recent attacks on our soldiers on Canadian soil, this year’s Remembrance Day takes on an even deeper meaning, they say. The Ahmadiyya Muslim Community Canada says it is proud to launch its 4th Annual Muslims for Remembrance Day campaign. This nationwide campaign was started in 2011 to remember and show their support for the sacrifices of our armed forces. The Ahmadiyya Muslim Community Canada will once again show its support for our troops and veterans that have died for this country and those who are protecting today. This year, the Muslims for Remembrance Day will be celebrated on November 7 in nine cities across Canada. Sikh Remembrance Day Ceremony in Kitchener, Ontario THIS year as we mark the 100th anniversary of the start of World War I, a war in which over 425,000 Canadians served overseas people are being invited to attend the annual Sikh Remembrance Day Ceremony at the historic location of the military grave of one of those Canadian soldiers - WWI hero Pvt. Buckam Singh. Buckam Singh's war medal and grave were discovered by SikhMuseum.com after having been forgotten for nearly a century. Buckam Singh's grave is a unique historic site in Canada as it is the only military grave in Canada of a Sikh soldier from the World Wars. His war medal is the only known surviving military medal of a Sikh Canadian soldier from the World Wars. The Sikh Remembrance Day Ceremony has now become the largest annual gathering of Sikh soldiers and veterans in North America. Surrey’s election outfit messes up ballot papers
SURREY-ITES just can’t understand how the City’s Chief Election Officer could issue a press statement on Monday evening stating that the ballot cast prior to the temporary 55-minute suspension of voting on Saturday (November 1) will be counted on November 15 after the polls close at 8 p.m. – even though the ballot papers did not mention the party of two Council candidates, Maz Artang and Michael Bose, both of whom are members of mayoral candidate Barinder Rasode’s One Surrey party.
This obviously has put these One Surrey’s candidates at a disadvantage and perverted the whole election process. This has also wasted taxpayers’ money. The Surrey CEO issued the following press statement: “Further to the media release issued Saturday, November 1, 2014, Independent legal counsel has confirmed that Surrey Election Officials took appropriate steps to ensure the integrity of the voting process. The Chief Election Officer also con-
firms that all the ballot boxes containing all ballots cast prior to the temporary 55 minute suspension of voting on November 1, 2014 were segregated and secured. “All ballots, including those cast prior to the temporary 55 minute suspension of voting on November 1, 2014, will be counted on November 15, 2014 after the polls close at 8:00 p.m. The segregated ballots, along with all the other ballots, will be counted and reported on a poll by poll basis as normal practice.
“The Ministry of Community, Sport and Cultural Development, the Ministry responsible for local elections, is pleased that Surrey’s Chief EO has taken the steps to ensure the integrity of voting process. “Surrey voters may continue to cast their ballots before general election day on the remaining four advance voting days: November 4, 5, 6, & 8. A map and list of polling stations across Surrey, including voting wait times, are available on www.surrey.ca/elections.”
Restaurant employees stabbed in Newton; Rasode and McCallum’s reactions
SUNDAY’S stabbings at a restaurant in Newton took place in the area where hockey mom Julie Paskall was robbed and murdered just a block away in the parking lot of the community center on December 29 last year. Police told media that two employees noticed a man in the back of Wings restaurant near 72nd Avenue and King George Boulevard around 12:30 p.m. and tried to hold him until police arrived, but the man reportedly stabbed them with a knife from the kitchen and fled.
The employees were taken to hospital and are expected to recover. The incident happened while there were many customers in the restaurant. The suspect is a white male in his 40s with a heavy build. He was wearing glasses and wore a black jacket with red writing on the back. SURREY mayoral candidate Barinder Rasode noted on Monday that the Surrey RCMP had released new crime statistics that support what the community has
been saying for over a year – crime is on the rise in Surrey and help is needed. "The numbers don't lie and it's time for Linda Hepner and Surrey First to stop denying the facts and take some responsibility,” said Rasode. The new statistics show that total crime is up by 21 per cent over last year, and property crime is up 27 per cent. Rasode said auto theft, fraud, and stolen property crimes have skyrocketed, which is affecting people in their daily lives. And, attempted murder, abduction and kidnapping are also up, which has left

people feeling unsafe. "It’s ironic that Doug calls his team Safe Surrey, because when he was mayor, crime shot up and Surrey was the auto theft capital of North America. His only concrete action was to muzzle the police," said Rasode. “And, now Surrey First is denying that crime is on the rise and ignoring the community’s cry for help. Will Surrey First finally acknowledge that crime is a problem, and will Doug realize these are symptoms of chronically underfunding a police force during his time as mayor?” Rasode and the One Surrey team said they believe the city deserves a government that will take concrete and immediate action to fix Surrey’s crime problem. SURREY mayoral hopeful Doug McCallum and the Safe Surrey Coalition questioned the validity of public safety claims made by both Linda Hepner and Barinder Rasode following the release of new Surrey crime statistics that show an upward trend. The Surrey RCMP have released their 3rd Quarter Crime Stat Report, which shows that overall crime for the year is up 21 per cent when compared to the first nine months of 2013. The report also shows increases of 14 per cent in violent crimes, 27 per cent in property crimes, 23 per cent in other criminal code offenses and a 25 per cent jump overall increase when comparing quarter 3 in 2013 to quarter 3 in 2014. Alarmingly, Surrey is now being confronted by mayoral candidates that continue to quote statistics that do not reflect current realities, or do not match up to their record in office. On October 30, Hepner stated on a Shaw cable television debate that "The fact of the matter is our crime has gone down 50% in the past nine years." On May 15, Hepner told CTV News that she was "too busy to talk about crime and her ideas about solving it." She also was a part of the Council (along with Rasode) who approved only 12 new RCMP officers for 2014 when the RCMP initially asked for 27. This was eventually changed to 30 in May 2014 after a string of murders shook public confidence. These officers have still not been added to the force. McCallum said that Hepner is now politically promising 147 new officers in the two years, when the fact is that the City of Surrey has never hit the mark of one officer for every 700 residents that was recommended in the 2007 City of Surrey Crime Reduction Strategy. On January 1, 2012, Barinder Rasode was the Surrey First anointed Chair of the Police Committee and offered this quote in response to a murder: "I understand for a family that’s gone through this now, stats don’t mean much. But this rash of recent murders is really an anomaly – violent crime has actually gone down." - January 1, 2012 This is in direct contradiction to her current political concern for crime in the city, which she was shockingly silent about in her more than three years as Chair of the Police Committee. By contrast, McCallum has a documented record of cleaning up Surrey's Whalley area as mayor with a tough on crime approach that saw the closure of dozens of drug dens in the area, as well as increased police patrol and presence that dramatically decreased violent and property crime. "A sudden concern for public safety by my two opponents is nothing more than election inspired ploys for votes, because their records certainly do not match up to their current empty promises," said McCallum.

Surrey First commits to $141 million in new construction under “Build Surrey, The Next Generation” A new ice rink for Cloverdale and a new Performing Arts Centre in Surrey’s City Centre are among Surrey First’s priorities as it commits to Build Surrey, The Next Generation – a continuation of the successful $800 million Build Surrey program. Created by Surrey First, Build Surrey has already funded rec centres, sports fields, arts facilities and more in Cloverdale, Fleetwood, Newton, Guildford, South Surrey and City Centre. $200 million was invested in and around Surrey’s City Centre, including the new City Hall and Plaza, the new library, Innovation Boulevard and other projects that have resulted

Under Build Surrey, The Next Generation, $141 million will be invested in projects that will continue the success of Build Surrey to date, says Surrey First: * A new $60 million ice rink will be built in Cloverdale under a public-private partnership, to complement $39 million in projects already completed such as the Cloverdale Recreation Centre, the Cloverdale Youth Park, the Surrey Visitors Centre and more * The City will begin extensive consultations with the community on the future of the Cloverdale Fairgrounds. Linda Hepner wants facial recognition technology to help solve crimes SURREY First mayoral candidate Linda Hepner wants to put facial recognition technology to work solving crimes, just as Calgary Police are now doing. “I want to talk with our local RCMP and the City of Calgary to see how we can put this kind of technology to work in our city,” said Hepner. “Putting facial recognition technology to work will help police do their job even faster, and that’s an important part of proactive policing.” The Calgary Police Service says it will use new facial recognition technology to compare photos and videos from crime scenes against their database of roughly 300,000 mug shots, in an effort to identify suspects and people of interest. Before they had the technology, Calgary Police sometimes spent weeks or months trying to determine whether suspects seen on closed circuit television or identified by witnesses were already in the police picture database. “When it comes to policing, timing is important,” said Surrey First council candidate Dave Woods who spent 40 years with the RCMP. “The faster you can iden-
tify suspects, or people of interest, the faster you can solve a crime.” NEC Corporation, which produces the technology, says their new NeoFace Reveal technology can carry out identification searches in seconds with greater
accuracy. American police forces have used different versions of the technology, but the Calgary Police Service is the first to use the latest version of the facial recognition software. Trained technicians, rather than police
officers, analyze the matches and pass their findings on to police for follow-up. Meanwhile, officers wearing body cameras can send images they collect at crime scenes to technicians who look for database matches.

Doug McCallum and Safe Surrey Coalition pledge solution to Surrey truck parking within 100 days SURREY mayoral hopeful Doug McCallum and the Safe Surrey Coalition are pledging to find a workable solution to overweight truck parking in Surrey within 100 days of taking office. Currently, the City of Surrey Zoning By-Law No. 12000 (Part 4) states that "overweight vehicles are not permitted to be parked or stored either inside or outside a building or structure on any lot in a residential zone." The solution lies with being creative by allowing trucking pro-
fessionals to have greater access to parking via the use of industrial zoning, said McCallum. "City Council can look at additional light and high impact industrial zoning that will not only create economic growth, but also allow for areas that can accommodate these vehicles," he said. "There are thousands of families across Surrey that rely on the trucking industry for their livelihoods, and it is unacceptable that the current Mayor and Council have not offered a solu-
tion over the past nine years." With absolutely no residential access, as well as no street parking within city limits between 7 a.m. and 7 p.m., the trucking industry has received little to no cooperation from the City of Surrey, noted McCallum. Thomas Viji Santosham, 74, of Penticton killed in motor vehicle incident THE BC Coroners Service confirmed on Wednesday that the man who died after a motor vehicle incident near Penticton on October 31 is Thomas Viji Santosham, 74, of Penticton. Santosham was the driver and sole occupant of an SUV heading southeast on Farleigh Lake Road East about 12 km west of Penticton shortly after 6:30 a.m. on October 31 when it left the road and rolled into Farleigh Lake. Shortly after 8 a.m., a neighbour spotted the vehicle in the water and called 911. Santosham was recovered, deceased, from the lake by the RCMP Dive Team later in the day. The BC Coroners Service and RCMP Traffic Services continue to investigate this death. An obit in a Penticton newspaper said that Santosham was born in Vellore, South India, on June 14, 1940. He was a loving and devoted husband, father, brother, grandfather and friend. As a child Tom travelled extensively with his diplomatic family. He earned degrees in Naval Architecture and Engineering at Glasgow, Scotland. He continued his studies when he moved to Vancouver in 1964 and completed his Masters and Post Doctorate degrees in Mechanical Engineering. At UBC he also met his wife of 46 years, Penny White. They were married in 1968 in Guyana, South America, where his father was the Indian High Commissioner. Penny and Tom raised their two children, Peter and Ruth in the Kerrisdale area of Vancouver. For several years he worked for Lockheed International where he led the establishment of operations in Rio de Janeiro, Brazil. He then spent two decades in the Department of International Trade Development with the BC Government and retired as Manager of International Operations. Shortly after retiring, he was asked to design and teach a course in Global Marketing at the College of the Okanagan. Teaching continued to be a great joy in his life right up until the end. He was an active, valued member of St. Saviour's Anglican Church as well as the Order of St. Luke's and was training to be a Licensed Lay Minister.

Doug McCallum calls on Surrey fire fighters to justify Starchuk endorsement after use of slur SURREY mayoral candidate Doug McCallum and the Safe Surrey Coalition are questioning the Surrey Fire Fighters Local 1271 endorsement of Surrey First City Council candidate Mike Starchuk, who used an inappropriate slur during a community forum last week: "When we go into a building when everyone is running out, we look pretty stupid, but really when you're running inside a building with less people than you need, that's re****ed." Safe Surrey Coalition candidates Laurie Guerra and Beau Simpson have immediate family members that live with disabilities, and were personally disgusted with Starchuk's
remarks. Simpson was also the editor of quarterly newspaper called Possabilities, which profiled the abilities of individuals in the community living with disabilities. The awardwinning publication routinely rallied against the use of the rword. "I have been an advocate for autism awareness since my son was diagnosed at the age of six, and I was truly shocked to hear about Mr. Starchuk's use of such a slur within a public forum," said Guerra. "My sister has dealt with physical and mental disability all her life, and as Editor I engaged directly with the disability community, so the use of that word is something that
I find personally offensive," added Simpson. The Surrey Fire Fighters endorsement is that much more confusing considering the Surrey Fire Fighters Charitable Society's support of organizations such as the BC Special Olympics Society and the Down Syndrome Research Foundation. The Global Down Syndrome Foundation classify slurs such as the one used by Starchuk as "politically incorrect, hurtful and dehumanizing." The Special Olympics have launched global awareness efforts "taking a stand against the r-word" with the R-Word Campaign, designed "to communicate the hurtful nature of
the r-word and remove it from daily use." In light of all the positive community work that the Surrey fire fighters do with the aforementioned organizations, the silence by the organization
regarding Starchuk's outburst is unacceptable, according to McCallum. "The obligation of the Surrey Fire Fighters to speak out rises above politics or an election campaign," said McCallum. "I
call on the fire fighters to denounce such language publicly, as their current silence speaks volumes about the kind of commitment they have to the charitable causes they are involved with."
Provincial Fire Fighters Association throws support behind Surrey First THE association representing fire fighters across BC is urging its members who live in Surrey to vote for Surrey First on November 15. Surrey’s own firefighters local has already endorsed Surrey First, but the endorsement letter from the provincial association was sent this week to all members who live in Surrey, including those who might work as fire fighters in other municipalities. The November 3 letter, written and sent by Michael Hurley, President of the BC Professional Fire Fighters
Association states: “Surrey First has a clear and demonstrated record of support for fire fighters and public safety. With candidates like recently retired IAFF member Mike Starchuk, this support of public and fire fighter safety will no doubt continue. “We urge all members to vote on November 15 and to please consider casting your ballot in support of our own Mike Starchuk for council, Linda Hepner for Mayor and the rest of the Surrey First Team.”

The confusing roundabout WE live in the ‘modern roundabout era’ the beginning of which reportedly started in 1963 in England when vehicles in intersection circles were first given the right-of-way. Prior to this change, entering traffic had the right-of-way, which, at high traffic volumes, tended to lock up the traffic flow. Circular intersections have a long
history and many different names. In 1906, Eugene Henard, the Architect for the City of Paris, proposed a gyratory traffic scheme involving one-way travel around a central island for some of the major intersections in Paris. Traffic circle and rotary were other names given to such intersection designs. Debate about the right-of-way
rule in roundabouts has also had a long history and was part of the reason why North American road designers from the 1950s preferred signalized intersections and, on freeways, grade-separated interchanges. This preference continued through to the 1990s when the problems of increasing urban gridlock and decreasing road safety lead to consideration

fiers that strategically landscape the centres to help drivers focus their attention on yielding to the traffic in the circle. The basic usage rules are simple enough: 1. Slow down on approach. 2. Keep to the right and travel counter clockwise around the centre island. 3. Yield the right-of-way to any vehicle already in the roundabout. 4. When two vehicles enter the circle at the same time, the vehicle to the right has the right-ofway. Depending on the size of the roundabout —i.e. whether it is single or multi-laned—and any additional signage, and its usage by other road users including cyclists and pedestrians, more rules come into play: 1. In multi-lane roundabouts ensure you are in the proper lane for the direction in which you wish to travel—to turn left stay in

the left lane, to turn right use the right lane, and to go straight use either lane. 2. Do not change lanes while in the roundabout. 3. Signal before you exit. 4. At pedestrian crosswalks in advance of the roundabout or crossing the lane from which you intend to exit, yield to pedestrians who may be crossing or about to cross. One criticism of roundabouts is that many road users still seem unsure of these rules. Roundabouts are here to stay, so understanding the applicable rules is essential.

THE City of Richmond has unveiled a new, state-of-theart, mobile public education trailer that will significantly boost Richmond’s community safety through fire and life safety education programs for all ages. The ribbon-cutting unveiling event took place, with sponsoring partner Canadian Western Bank (CWB), on Saturday, November 1 at Richmond’s No. 1 Fire Hall. “This mobile education trailer is the first of its kind in British Columbia,” said Mayor Malcolm Brodie. “Our purchase of it is a direct result of Council’s priority to community safety; Fire-Rescue’s goal of service excellence in prevention, education and emergency response; and Canadian Western Bank’s generous contribution to our community.
