Refreshing justice seven years after the murder of innocent victims Chris Mohan and Ed Schellenberg and four others in Surrey Six case BY RATTAN MALL B.C. Supreme Court Justice Catherine Wedge found two Red Scorpion gangsters Cody Cody Haevischer and Matthew Johnston each guilty of six counts of first-degree murder and one count of conspiracy to commit murder in the 2007 Surrey Six murders. That verdict was greeted with loud applause in the courtroom. Innocent victims Chris Mohan, 22, a South Asian, and Edward J. Schellenberg, 55, of Abbotsford and four other victims who police say led criminal lifestyles - brothers Corey Jason Michael Lal, 21, and Michael Justin Lal, 26, and Edward (Eddie) Sousakhone Narong, 22, and Ryan Bartolomeo, 19 - were
executed in typical gang-style fashion at Apartment 1505 of the Balmoral Towers at 9830 East Whalley Ring Road in Surrey on October 19, 2007. Mohan’s mom, Eileen, waited with amazing patience, determination and courage for seven years to get justice for her beloved kid. She told the media that it was a beautiful day and said she wanted to say to the judge, “Thank you very much for giving me the justice and Christopher the justice that he deserves.” She said she knew her son was smiling down today and that was a good feeling. She lashed out at the gangsters, saying they had no respect for society and didn’t pay taxes. First-degree murder means

an automatic life sentence with no possibility of parole for 25 years. Conspiracy to commit murder has a maximum of life in prison. Before sentencing the judge has to deal with an application
from the lawyers of the accused that their Charter rights were violated during the police investigation. MOHAN was on his way to a basketball game when he was
forced into the apartment where the murders took place. Schellenberg was in the building to repar the fireplace and happened to be in that apartment. The judge noted: “Both Mr. Johnston and Mr. Haevischer (along with Person X) went to suite 1505 with a common purpose, which was to kill Mr. Lal. When the trio arrived at suite 1505, they had to deal with not one, but four individuals in the suite. … The scene was an intense and dynamic one requiring ongoing vigilance of the three men, not only to maintain dominance over the persons already in the suite but to deal with the potential arrival of other unexpected visitors. All
six victims were killed at the same time; immediately thereafter, the perpetrators fled. “It is obvious that the two shooters were a substantial and integral cause of the victims’ deaths. The third person in the trio was backup to the other two; he was instrumental in managing the scene during those chaotic 15 or so minutes, dealing with unexpected arrivals and preventing eyewitnesses from escaping the scene. … His actions were also an essential, substantial and integral part of the killing of the victims.” (See Rattan’s Rumble section for what went down over the past year in the case and what more remains.)

RATTAN'S RUMBLE HERE’S a look back at what went down during the Surrey Six murders trial over the past year: CROWN Counsel Mark Levitz in his final submissions in July told B.C. Supreme Court Justice Catherine Wedge that a powerful body of circumstantial evidence proves beyond a reasonable doubt that accused Cody Haevischer and Matthew Johnston were co-perpetrators in the Surrey Six murders of October 2007. They took part because it was a Red Scorpion motive and they were obliged to assist, said Levitz. Jamie Bacon, a Scorpion leader, who is currently in jail, wanted drug dealer Corey Lal murdered because he didn’t pay a $100,000 tax he had imposed on him. Getting rid of Lal would protect the Red Scorpions’ reputation and, by extension, their business interests. Violence was integral to the business and the gang fostered a fearsome reputation, Levitz said. Haevischer and Johnston
went to Balmoral Tower along with Person X, who cannot be identified because of a court ban. Levitz cited evidence that Haevischer had confessed to killing three of the victims and Person X killed three others. Besides Lal, his brother Michael Lal and associates Eddie Narong and Ryan Bartolomeo as well as bystanders Ed Schellenberg, a fireplace repairman, and Chris Mohan, 22, were murdered. Levitz , defending Person Y, one of two major Crown witnesses, told Wedge that his prime motivation for coming forward was that he was disillusioned with a life of crime and wanted to be done with the game. He had pleaded guilty to two unrelated murders and was serving a life sentence with no possibility for parole for 25 years. He may have hated Bacon and disliked Johnston, who he testified had confessed to the murders, but that didn’t mean he lied at the trial. Regarding the other key witness, who was Haevischer’s girlfriend and can only be identified as K.M. because of a publication ban, Levitz said she felt pressured to do the right thing by somebody she considered her family. He noted that to all intents

BACK in September last year, at the start of the trial, Levitz told Wedge - in the judge-alone trial - that on the day of the murders, Person X went to the building and got a fob from a Red Scorpion associate who lived there to gain entry. He then went to a nearby Korean restau-
rant where Person X received a Glock handgun from another person, who would testify later. The same gun was later traced to three of the murders: Michael Lal, Chris Mohan and Ryan Bartolomeo. Johnston and Person X then went to Haevischer’s apartment in Surrey where two handguns were cleaned with Windex and bullets were wiped clean. Just by chance, police happened to be running an unrelated surveillance operation at the apartment
and evidence from that will be part of the case. The three men then left wearing hoodies and gloves, driving to the Balmoral in Haevischer’s BMW. After the murders, the three were seen driving back to Haevischer’s apartment. Johnson was seen carrying a plastic bag full of cell phones and money. Haevischer and Johnson cleaned the clothes and the cellphones were boiled and later destroyed together

He showed the court photos of the six victims laying on the floor of the Balmoral apartment as he related what happened. The bodies were found in two groups of three. On one side of the living room in front of a loveseat near the fireplace Corey Lal, Edward Narong and Ed Schellenberg lay face down on their stomachs side by side. He said the evidence will establish that the heads of all three were covered when they were shot. He said forensic evidence will show that Corey Lal was shot three times in the back of the head and two bullets were found in his head. Narong was shot twice in the back of the head or neck and one bullet was found in his head. Schellenberg was shot twice in the back of the head and both bullets were found in his head. The other three victims were found on the other side of the love seat. Michael Lal was shot twice in the back and had a gunshot wound to a hand. Mohan was shot twice on the side of his face and neck. Bartolomeo was shot four times in the back of his neck and head. Bartolomeo and Mohan were found face down while Michael Lal was found face up. Levitz said a Glock and an Ultrastar handgun, found inside the apartment, were used to fire 19 shots – the magazine capacity of the two weapons. NORMAN Carothers, who was then the building manager of Balmoral, told the court that after searching for Schellenberg for more than half an hour, he finally went and knocked on apartment

1505. He propped the door open with Schellenberg’s dolly because he suspected a gas leak. Then he started hollering for Schellenberg. He said he grabbed someone who he thought was Schellenberg and dragged him for a short distance. Then he saw the scene and backed out. He called his wife to contact 911 because something had happened up there with everybody on the floor and blood. His wife, Tracy Carothers, told the court that she was so concerned about apartment 1505, which was frequented by people who were apparently buying and selling drugs, that she suggested to Schellenberg that it wouldn’t be a good environment for his nephew Zach, who was servicing the units with him. So Schellenberg decided to go to apartment 1505 himself. Before she spoke to him, she had knocked on the door of apartment 1505 and was greeted by two Asian men and the apartment’s tenant, who she knew as Chris Baldini. She also came across a young Asian man in the hallway who walked into that apartment. Schellenberg entered the apartment as she left the floor. Tracy testified that the security cameras in the parkade had been stolen and had not been replaced by October 19, 2007. ZACHARY Brown, who was servicing gas fireplaces with his uncle Schellenberg, testified that while he was in apartment 1508 he heard “four or five steady noises” which he described as “sort of a background noise” coming from another part of the floor. He said they were “very steady and grouped together” and “was one, two, three, four, five.” Under cross-examination, he confirmed that he initially he had told police that he didn’t think the

noises were gunshots but “sounded like hitting on the wall.” Brown also told court that he had serviced the apartment of murder victim Chris Mohan whom he called “just a nice kid like myself ” and who was wearing basketball shorts and a sweater. He said when he had completed the last job of the day, he saw his uncle’s van parked outside. When he returned home, he received a call from the resident of the last apartment where he had worked that there had been a gas leak and “something bad had happened.” HELEN Lee told Wedge that she was with her three-year-old son in the Balmoral Tower parkade after attending a Bible study when she was almost hit by a black BMW that suddenly backed up about 2:25 p.m. on October 19, 2007. She said the men, who wore hoodies and leather gloves, appeared to be very angry and that scared her. So she took her kid and ran to her car. The men wore hoodies and leather gloves. She saw the men getting out of the BMW as she pulled out. She said she phoned her friend in the building to warn another person to wait before leaving because of the scary men. She thought they were thieves. She also told the court that she saw one of the men with a hoodie and gloves holding a door open in the parkade. Lee testified that the day after the murders her husband along with the husband of a friend who had also seen the men in the BMW took a statement the women and their husbands had written about the incident to the police. Police took their formal statements some days later. Young Mee Kim, who had also attended the Bible study at Balmoral Towers, testified that
she was headed to her vehicle in the parkade when she three young men who got into a black BMW. As she was driving out, the BMW sped past her in the wrong side of the exit ramp. She said Lee who left the Bible study before she did and had warned her about the strange men she had seen entering the parkade. Both women were cross-examined by defence lawyers. JUSTIN Lal, who was sentenced to a year in prison for drug trafficking, told the judge that Corey Lal and Edward Narong were the leaders of the drug group. He testified that he started dealing drugs with the two at the age of 15. They used to traffic heroin and cocaine from Vancouver to Abbotsford and the Balmoral Towers apartment was the central point of their drug dealing. Chahil dropped off Narong at the Balmoral on the day of the murders. They were to go to a Vancouver Canucks hockey game. But he never saw Narong again. Chahil told court under crossexamination that Narong wore expensive jewellery and carried tens of thousands of dollars. THE trial brought out some weird facts about gangs. Earlier this year, a Crown witness who can only be identified as “Y” and who was a gang enforcer testified that he was surprised when Red Scorpion gangster Jamie Bacon confessed that he had killed two men in east Vancouver back in May 2004 for Sandip Duhre. Phil Hothi and Herman Dhillon were shot at the house of Chinese-Canadian drug dealer Tommy Ho Sing Chan, who was himself shot dead at downtown Vancouver’s Richard’s on Richards nightclub in 2006. Vancouver Police told the media

Duhre himself was shot dead in January 2012 at the Bar One restaurant in downtown Vancouver Sheraton Wall Centre in the 1000-block of Burrard Street. And a Red Scorpion gang founder testified that they used to conduct a ceremony for new members: they would make a cut on their hands and mix their blood and then burn incense to the God of Guan – the god of gangsters! He also revealed that when he began dial-a-dope lines at the age of 18, just one of them got him $125,000 and $150,000 a month. He used to buy cocaine from the Triads. THE false glamour of gangs was brutally exposed at the trial earlier this year. The hollowness of the concept that gangs are like families with loyalty and they have a great time was graphically brought out by the testimony of Crown witness Y. The witness, who was a protector of Red Scorpion leader Jamie Bacon, told court that he later realized that loyalty among criminals was “just a big mirage.” He said: “So many of the homicides that you hear about usually end up being by ex-friends.” He decided to become a police witness when he realized that the gang members were trying to kill him. So much for family and loyalty! He also revealed how he and other gang members, including Jarrod Bacon, were addicted to the powerful painkiller oxycodone because it ‘took the edge off ’ when there were “so many different people trying to kill you.” And last December, Haevischer’s former girlfriend, who could only be identified as KM, testified that she was “pretty stressed out” because she felt the police were

looking for her. She said that after the murders, the gang became paranoid about police and things started to fall apart. The tensions and infighting within the gang intensified as they realized that police were watching them. She said she really didn’t want to become a witness because the gang members were “my family and I loved Cody more than any-

White Rock, and James Riach of the Independent Soldiers along with two women, one of whom is related to several Hells Angels members in Haney, were attacked in Kelowna. While Bacon was killed, Amero and the two women sustained non-life-threatening injuries. Riach, who was also injured, fled the scene. Khun-Khun, Jones and McBride were arrested on February 22, 2013, and charged with the first degree murder of Bacon as well as four counts each of attempted murder. Manjinder “Manny” Hairan, 29, who was shot dead on January 15, 2013, in Surrey, is believed to have also been involved in the Kelowna shooting.
2008-09 and 2010-11 now coming to fruition as they make their way through the courts.” Vallee was arrested in Guadalajara, Mexico, on August 13 after four years of evading police in connection to the homicides of Jonathan Barber and Kevin LeClair. On May 9, 2008, at about 10 p.m. shots rang out in the 7000 block of Kingsway in Burnaby. Several rounds of gunfire hit a black 2008 Porsche Cayenne that was driven by 24-year-old Jonathan Barber. Barber was killed in the hail of gunfire. The vehicle was associated with the Bacon brothers and this was apparently a case of mistaken identity. On February 6, 2009, 27year-old Kevin LeClair, a high-ranking Red Scorpion member and very close associate of the Bacon crime group, was murdered in a hail of gunfire during a brazen daytime shooting. The gunfire erupted throughout the quiet community of Walnut Grove at the Thunderbird Shopping Center as LeClair left a restaurant and lounge located in that plaza.
HOUGHTON also pointed out to me at the time: “Only weeks ago, [there was] the arrest of Cory Vallee down in Mexico and his extradition to Canada. He was one of Canada’s most wanted men involved in the gang conflict at its height and he’s accused of murder. So we expect that sort of trend to continue - these very high profile things from

Supreme Court Justice Catherine Wedge delivered her verdict in the trial of Cody Haevischer and Matt Johnston on Thursday (October 2) and found the two each guilty of six counts of first-degree murder and one count of conspiracy to commit murder in the Surrey Six murders. Houghton then noted: “Not long after that the trial of Jamie Bacon is going to start and then we will have the trial for the murder of Jonathan Bacon and the attempted murder of James Riach and Larry Amero.” Surrey Six co-accused, Jamie Bacon, who is being tried separately, is charged with first-degree murder in the death of Corey Lal and, along with Haevischer and Johnston, conspiracy to commit murder in Lal’s death. In the Jonathan Bacon case, B.C. Supreme Court Justice Austin Cullen has ruled that the murder trial will be held in Kelowna. There is a publication ban on whatever was spoken at the hearing at which lawyers for the three accused – Jujhar KhunKhun of Surrey, Michael Kerry Hunter Jones of Gibsons, and Jason Thomas McBride of North Vancouver – had applied to move the trial out of that city. Young male shot dead in SUV in West Abbotsford. Reportedly related to ongoing tensions between two South Asian groups A young male, reportedly in his late teens, was found shot dead in the driver’s seat of a dark coloured SUV in the 30500 block of Sparrow Drive in West Abbotsford after police responded at 7:45 p.m. on Thursday to reports of shots fired in the area of Sparrow Drive and Goldfinch Street. (Hamdard Daily, a Punjabi newspaper of Toronto, identified the victim as Harman Singh Birring on its website.) No other potential victims or suspects were found. A vehicle or two were reported to

THE incident is believed to be related to the tension between two South Asian groups that has been ongoing since May. IN August, The VOICE reported: ABBOTSFORD Police said that in recent days there has been increased tensions between the two groups of youths involved in an ongoing dispute in West Abbotsford. This dispute had subsided, particularly through the end of July, but began to show signs of volatility again in early August. As a result, the Abbotsford Police Department responded with high visibility enforcement in the area and coordinated meetings with community leaders and family members behind the scenes. Much of the enforcement resulted in interdicting and suppressing potential incidents before they could occur. Now police have installed security cameras in key locations to act as additional deterrents. Constable Ian MacDonald said: “Enforcement and partnership with the community will continue as our primary means to diffuse this conflict. We sincerely appreciate the assistance we have received from con-
cerned citizens and community leaders regarding this public safety matter. The APD continues to encourage people to immediately report any suspicious activity believed to be connected to this conflict.” IN July, The VOICE reported: ABBOTSFORD Police are urging parents and families to cooperate with them to end an ongoing conflict between two South Asian groups of males aged 15-25 in Abbotsford that has caused massive damage to homes and vehicles and that could result in serious injuries sooner or later. Since May 11, there have been over 25 reported incidents involving conflict between two groups of youths and young adults in the area of West Abbotsford. Thousands of dollars damage has been done to homes and vehicles in a dispute involving males aged 15 to 25. The majority of persons involved are South Asian. Constable Ian MacDonald told The VOICE on [July 7] that there is, however, no gang involvement. He said: “We have recommended assault charges against two young men but otherwise we are largely without cooperation.” He said Abbotsford Police Chief Bob Rich has reached out to two gurdwaras to help in diffusing the situation. He sent the gurdwaras’ leaders a letter “making them aware of what we were doing through the media in the form of a press release and giving them a little bit of background on what is going on and asking them for their assistance as well,” said MacDonald. These incidents have predominantly taken place late at night and it appears that the conflict involves two groups comprised of 20 or more associates. There have been a small number of actual faceto-face confrontations between members of each group. However, most of the activity to date has involved damage to homes or vehicles connected in some way to participants in the conflict. This includes property belonging to family and friends. It also appears that there is a pattern of incidents and retaliations over this two-month period.

Talented Jagdeep Singh Bihal: A passion for making models from chalk JAGDEEP Singh Bihal’s hidden talent is no longer hidden! The 28-year-old immigrant from Punjab (India) who came here two years ago has just completed his latest model made mainly from chalk: Canada Place and Pan Pacific Hotel. “When we had our daughter (Prabhnoor) in April, he had stopped working on it. But now has finally completed it,” his wife, Hardeep Kaur Chot, told The VOICE this week. The model, whose dimensions are 4.4 ft x 1.4 ft x 1 ft, is indeed a spectacular piece. Bihal, who has a Master’s degree in Computer Information Technology from India and currently works at Van Whole Produce as a warehouse worker, had a passion for making models since he was a kid. He has made mod-
els of the Golden Temple, the White House and about 25 other buildings with chalk. He kept his passion going here. After sightseeing in Vancouver, he decided to make a model of Canada Place, mainly from white chalk. “He worked on it during his free time after work nonstop and on his days off. It was much harder making the model here because of the lack of time. He started working on this from February and
just completed it in September. There were a lot of hours of detailed work put into it. There were no premade shapes used. He carved it to shape everything himself,” Hardeep told The VOICE. Bihal said he is from the village of Paddi Jagir village in Jalandhar district of Punjab. His parents are Makhan Singh Bihal and Amarjit Kaur Bihal. Bihal said we can expect to see more models in the future. Amazing stuff, indeed.

Public appeal in 2012 pedestrian hit and run at Surrey’s Dashmesh Darbar Gurdwara’s back entrance
THE Surrey RCMP’s Criminal Collision Investigation Team (CCIT) is re-appealing for public assistance in a hit and run incident that occurred two years ago this past Monday. On September 29, 2012, at about 8 p.m., a pedestrian was operating a leaf blower at the back entrance of the Dashmesh Darbar Sikh Gurdwara near 130th Street and 86th Avenue when he

was struck by an unknown vehicle which fled the scene. The victim was located by a passing motorist who called police. Upon arrival, the victim was taken by emergency services to a local area hospital in critical condition with significant head injuries. Jagdev Toor, 51, has since been released from the hospital, however he suffers from long term, life-altering injuries from the incident. Investigators located evidence at the scene that showed the suspect vehicle was of a reddish burgundy

Based on the evidence and skid marks on the roadway, the suspect vehicle also appeared to have been travelling in an eastbound direction. Despite numerous checks with auto body shops, vehicle manufacturers, ICBC, and other agency databases, the vehicle has not been located. A multitude of video surveillance in the area was also seized,
however, no footage was able to assist in the investigation. At the time of the collision, prayer service has just been completed at the Gurdwara temple and a crowd of people were exiting the temple from the other side of the property. Sikh delegation from US and Canada calls on Modi New York (IANS): A 29-member Sikh delegation from the US and Canada called on Prime Minister Narendra Modi Saturday and congratulated him for the initiatives taken by his government, an official release said. The Indian prime minister recalled the sacrifices made by the Sikh community for India and spoke about the "Make in
India" initiative. Some members of the delegation expressed concern over the spread of drug abuse among youth in Punjab. "Modi shared their concern and said the government would study the issue carefully and attempt to work out a solution," the government statement said.

Bhagat Singh's sister passes away in Canada Chandigarh (IANS): Parkash Kaur, the younger sister of revolutionary and freedom fighter Bhagat Singh, has died in Canada, a family member said here Monday. Kaur, 96, was the only surviving member of the martyr's immediate family. She was living in Toronto. Her son-in-law Harbhajan Dingh Dhatt, who lives near Hoshiarpur in Punjab, said Kaur passed away late Sunday. Kaur, in recent years, had pursued the case of the killing of Kuljit Singh Dhatt, brother of her sonin-law, by Punjab Police in a staged shootout. The police officers involved
were, earlier this year, convicted by a court. Bhagat Singh has been one of the most influential revolutionaries in the Indian independence movement against the British rule. He was awarded capital punishment for killing a British police officer in Lahore in 1928. He was hanged to death in March 1931. The 107th birth anniversary of Bhagat Singh was celebrated Sep 28.

B.C. provincial court stays drug charges against Arpinder Singh Gill because of nine-year delay VANCOUVER Provincial Court Judge Gregory Rideout has stayed conspiracy to traffic in cocaine charges against Arpinder Singh Gill, noting, “I have found the delay in bringing Gill to trial to be extraordinary, with the passage of just over nine years from the date the conspiracy information was sworn until the arrest of Gill.” He added: “This delay is attributed to the Crown.” Rideout said in his ruling: “In looking at the totality of the circumstances surrounding this case, it is patently clear that the Crown failed to exercise any due diligence after Gill was charged with conspiracy to traffic in cocaine; to either advise him of the specifics of the conspiracy informa-
tion within a reasonable timeframe; or to take any reasonably diligent steps to request the extradition of Gill from India to Canada, when his whereabouts were known to the Crown. I find the failure to exercise due diligence in complying with s.11(a) and s. 11(b) of the Charter cannot be justified and cannot be condoned, particularly as Gill has not waived any delay nor is Gill to be faulted for any actions which impacted his s. 11 interests.” He added: “The circumstances surrounding the delay in bringing Gill to trial are serious and on their own would justify a remedy of a stay of proceedings. When I also take into account the circumstances surrounding the breach of Gill’s s. 11(a) right, the remedy of a stay of proceedings is all the more necessary.” ACCORDING to the ruling, Gill was charged on July 23, 2004, with conspiring with others between January 1 and July 31, 2003, at Vancouver and elsewhere in Canada and the United States, to import cocaine into Canada. On July 23, 2004, a Canada-wide arrest warrant was issued for his arrest. At the time the information was sworn, Gill was residing in India. He had left for India in September of 2003. Communications were exchanged between Canadian police authorities and police authorities in India concerning activities of Gill as early as January of 2004. Through 2004 and into February 2005, the whereabouts of Gill in India were known to police authorities in India. This information was relayed to Canadian police authorities who were investigating Gill’s involvement in the alleged conspiracy. Notwithstanding this information, no steps were ever taken by the Crown to request the extradition of Gill from India to Canada. On August 1, 2013, Gill was arrested after having returned to Canada one week earlier on July 26, 2013, to attend his eldest son’s engagement celebrations in Ontario. The conspiracy charge arose out of a five-month police investigation known as “Project Longhaul.” Between January and July 2003, the Organized Crime Agency of British Columbia (OCA) targeted Gill as the head of a cocaine and marijuana transportation network. The Crown alleged that Gill was involved as a principal in a large-scale drug trafficking conspiracy involving the exportation of hundreds of pounds of marijuana going south into the United States and the importation of multiple kilograms of cocaine moving north into Canada. The Crown alleged that Gill was the transportation network expert who arranged all aspects respecting the pickup and delivery of the drugs in Canada and the United States. The Crown alleged that this conspiracy resulted in millions of dollars changing hands. ACCORDING to the ruling, Gill submitted that this case involved allegations from over 11 years in the past and he was now forced to “attempt to reconstruct memories of what he was doing or saying at a particular time, to assist in his own defence.” Gill noted that he renewed his Canadian passport twice while overseas. He affirmed that as a result of the passage of time, he could no longer remember details of events and conversations which he may have had in 2003. He was unable to recall contact information of potentially relevant witnesses, and any documents that he may have tendered in support of his defence had been lost or destroyed. He also submitted that it was overly simplistic for the Crown to take the position that Gill need only review the disclosure package to refresh his memory of events in 2003. As a result of the extraordinary passage of time, Gill submitted that he could not be expected to have sufficient recall to make full answer and defence to the allegations that he faced. B.C. Court of Appeal says “no miscarriage of justice� in sentencing of Poonam Randhawa’s killer THE B.C. Court of Appeal says there was no miscarriage of justice in the sentencing of Poonam Randhawa’s killer, Ninderjit Singh. This week the court issued reasons for upholding the conviction of Ninderjit Singh, 36, who had pleaded guilty to the second-degree murder of his former girlfriend, Poonam Dhillon, 18, in 1999. Singh, who was arrested in California in August 2011 and subsequently extradited back to Canada to face a firstdegree murder charge in the 1999 slaying of Vancouver school student Poonam Randhawa, 18, pleaded guilty to the lesser charge of seconddegree murder in B.C. Supreme Court. He was sentenced to life in prison with no parole eligibility for 16 years.

Vancouver Police arrest Bobby Tajinder Gill BOBBY Tajinder Gill, 33, was arrested Wednesday evening by Vancouver Police on several outstanding warrants. Vancouver Police tracked him to New Westminster. He fled from officers and was apprehended with the help of a police dog. He remains in custody to until his next court appearance. Last month, police asked for the public’s help in finding
him. He was wanted for causing a police pursuit, dangerous operation of a motor vehicle, drive while disqualified and breach of a court order. Gill has an extensive criminal history, is well known to police and was considered armed and dangerous. He had connections to the North Shore and East Vancouver, in particular, the South Slope neighbourhood.

Barinder Rasode launches 360-degree plan to fight crime that leading public safety experts endorse SURREY mayoral candidate Barinder Rasode on Thursday released her 10-point plan to crack down on crime and make Surrey one of the safest cities in Canada. The 360degree plan was developed in collaboration with senior law enforcement professionals and includes new investments in policing and crime prevention, as well as a new Office of Public Safety to coordinate the efforts of Surrey’s crime fighters. “The wait-and-see approach hasn’t worked - it’s time for action. Both my opponents seem to believe that doing things the same old way will lead to different outcomes, but it is clear to me that only a real change in approach will work. For too long the city has muzzled police and ignored the community’s safety concerns. And, money that should’ve gone into public safety went elsewhere,” said Rasode. “We need to hire more police, and get them out of their cars and into the streets. We need to keep our children out of trouble and on the right track. We need to empower our community leaders to address their concerns. And, we need to crack down on crime when it happens.” Rasode said leading public safety experts agree with her. “Barinder’s public safety plan is excellent and it will help make Surrey one of the safest cities in Canada,” said Chief Constable Jim Cessford of the Delta Police Department, who helped Rasode develop the action plan. “Her communitybased policing model, which incorporates best practices from around the country, is tailor-made for the City of Surrey and will be an effective strategy to reduce crime and improve safety.” “Surrey is facing a number of public safety challenges and it’s important that new strategies to tackle the issues are based on evidence and can be measured to ensure the highest level of effectiveness. The plan Barinder has developed is comprised of collaborative and innovative solutions that will help reduce crime and set new standards for public safety in Surrey,” said Professor Curt Taylor Griffiths, from the SFU Police Studies Program, who also provided input into the strategy. The action plan includes 10 key strategies: 1. Building a community-

Using problem-solving strategies to eliminate the root causes of crime. 5. Targeting high-risk and highcrime areas and properly managing chronic offenders. 6. Advocating for change in how we treat mental health, domestic violence and youth issues, while protecting our aging population. 7. Providing comprehensive care for victims of crime. 8. Establishing community courts to solve problems around mental health, addiction and domestic violence. 9. Listening to and empowering citizens through community consultations. 10. Keeping young people out of trouble by providing educational, economic, recreational and cultural opportunities. To help implement the new plan, Rasode will create an Office of Public Safety for the City of Surrey, which will manage policing, fire, by-law services and a new Community Safety Team. The Office will work for the citizens of Surrey to reduce crime and improve public safety. Each neighbourhood in Surrey has problems unique to that area. To address these issues, the new Office of Public Safety will be responsible for: * Establishing a funding model to get more officers on our streets. * Holding neighbourhood meetings to understand concerns. * Identifying problems and implementing strategies to eliminate the root causes of crime.
* Assigning city staff to assume responsibility of a neighbourhood and be accountable to its residents through an effective reporting structure. * Researching, hiring and training the new Community Safety Team. * Building a policing model where community safety personnel respond to non-priority, low-risk calls, so that our police can focus on fighting crime. Rasode is committed to acting on a number of new safety strategies, including: * Collaborating with the Surrey School District to determine the most effective ways to deliver drug and gang awareness education. * Identifying, assisting and mentoring high-risk teens to prevent crime before it happens. * Working with the provincial government to help at-risk youth access skills training and employment opportunities. * Dealing with unsightly properties and problem residences. The “broken window theory” proves that addressing petty crimes such as graffiti, fare evasion and broken windows has an effect on reducing violent crime overall. * Creating an enforceable strategy to hold corrupt or neglectful landlords accountable. * Using working groups to address the needs of our youth and elderly, families suffering from mental illness, and victims of domestic violence. Working groups on traffic and transportation safety will also be established. * Providing oversight of halfway and recovery houses in Surrey. * Curfew checks of offenders with court conditions to ensure compliance. * Holding interdepartmental public safety meetings to identify problems, develop collaborative strategies, assign tasks and establish a reporting structure that ensures accountability. “This is a critical time for our city, and we need a public safety model that is based on trust, accountability and community partnerships,” said Rasode. “We have made a lot of progress in our city, but safety is the foundation of happiness and prosperity. When communities live in fear, health suffers and opportunities are lost.”
Vancouver businessman Paramjit Singh Pandher fined for failing to file return THE Canada Revenue Agency (CRA) announced Thursday that Vancouver businessman Paramjit Singh Pandher pled guilty in Robson Square Provincial Court on September 25 to failing to file the 2011 corporate income tax return for 0740769 B.C. LTD. Pandher was fined $1,000, payable by December 19. The outstanding return has now been filed. The preceding information
was obtained from the court records, the CRA said. When taxpayers are convicted of failing to file tax returns, in addition to any fines imposed by the courts, they must still file the returns and pay the full amount of taxes owing, plus interest owed, as well as any civil penalties that may be assessed by the CRA. If you have ever made a tax mistake or omission, the CRA is
offering you a second chance to make things right through its Voluntary Disclosures Program (VDP). If you make a valid disclosure before you become aware that the CRA is taking action against you, you may only have to pay the taxes owing plus interest. Surrey’s Lakshmi Narayan Temple election on Sunday
SURREY’S Lakshmi Narayan Temple’s election is being held on Sunday (October 5). Challenging the incumbent slate is the one led by Amrit Lal Arora, who has served as president three times in the past. There appears to be widespread dissatisfaction with the current management whose actions have led to unnecessary bitterness and strife.
For example, at the AGM held by the present management on February 5, 2012, the life membership of more than 400 members of the Society was cancelled. Some members of the executive committee, including Narinder Singla, Chair of the Council, Kidar Joshi, Secretary of the Council, and Karuna Joshi, Vice President, were removed. These three members each have over 25 years of experience serving
the temple and have devoted a great deal of time and money to the Society. Karuna Joshi was also one of the original seven guarantors who personally guaranteed the loan for the construction of the temple in 2000. After having exhausted all democratic procedures, the petitioners were forced to go to the courts in order to restore over 400 life members, using their personal funds to
finance the costs. On February 12, 2014 the courts agreed with the petitioners and reinstated the life membership of these members. A defamation case filed by Satish Kumar, Mahesh Gupta and Parshotam Goel against Karuna Joshi was dismissed by the court on June 13, 2014. The result of this was the temple was forced to pay $20,000 in Mrs. Joshi’s legal fees in addition to the legal fees already
spent by the Society. On July 24, 2014 the Supreme Court of BC rejected 279 new members made by the current management, due to lack of documentary evidence of their membership. According to the Arora slate, the temple has spent over $100,000 on questionable litigation. They say those funds were donations by the public and should have been used to improve the Society.

UBCM provides a common voice for local government to carry to other orders of government and organizations involved in local affairs, enabling local governments to better influence local regional, provincial and federal policies. Family reunification wait times for New Delhi and other Asian cities skyrocketing: Federal NDP FEDERAL New Democrats are calling the family reunification wait times increase for Asian cities unacceptable and urge the government to take action now to clear the huge backlog. “For the first time, the waiting period for assessing a person being sponsored has exceeded 60 months in all visa offices in Asia, except one,” said NDP Deputy Immigration Critic Don Davies. “This number doesn’t even include the 3+ years it takes to assess the sponsor. All in all, the wait time to reunite with your
loved ones is taking nearly a decade.” Despite the moratorium on applications for Parent and Grandparent
Sponsorship, the wait times continue to grow. Visa offices in Beijing, New Delhi, Manila and Singapore are all affected and New Democrats are putting the blame squarely on the Conservatives. “The Conservative approach to family reunification has clearly failed and it is hurting specific communities here in Canada,” said Davies. “New Democrats, under the leadership of Tom Mulcair, will make family reunification a central priority and will work to clear the backlogs.”
16-year-old male arrested and charged for second degree murder in Ramadan’s death THE Integrated Homicide Investigation Team in partnership with Burnaby RCMP on Thursday arrested and charged a 16-year-old male with second degree murder in the killing of Aladdin Ramadan, 20, who was shot dead Wednesday just before 10:30 p.m. near Lougheed Highway and Rosser Avenue in Burnaby. He did not possess a criminal record. “This arrest took place in a very public location within Surrey. At the time he was arrested the suspect was car-
rying a loaded firearm. With the assistance of Burnaby RCMP and the LMD Emergency Response Team a quick arrest was actioned in order to prevent potential harm to police and the public,” said Staff-Sgt. Jennifer Pound. The name of the accused cannot be released as he is considered a young offender. Last week, Pound had said: “Although IHIT investigators are attempting to determine a motive, we believe it to be a targeted shooting.”
Pound said: “Following the shooting, three males fled the scene in a smaller, silver or blue compact vehicle, southbound on Rosser Avenue. The driver of the vehicle was described as a Persian male with a short haircut, shaved on the side with sideburns. He appeared clean-cut and was wearing dark clothing. The other two suspects were also wearing dark clothing and had large builds. They were described as over 6 feet tall and muscular.”

Surrey and Shaw Communications Inc. partner to offer free city-wide Wi-Fi service THE City of Surrey, in partnership with Shaw Communications Inc., will be providing citywide Wi-Fi service coverage at all recreation centres and at a number of parks, civic buildings and public spaces. Residents and visitors will be able to access the service free of charge at more than 40 key locations throughout Surrey. Mayor and Council have approved a licensing agreement that will see Shaw Communications Inc. install, operate and maintain the City Wide Wi-Fi network. As part of the multi-year agreement, the City will provide Shaw access to city facilities and shared marketing opportunities in exchange for Shaw’s Wi-Fi services and support. “Investing in technology and innovation is essential to building a city that is prepared for the challenges of the future,” says Surrey Mayor Dianne Watts. “Free, reliable and easily accessible City

Doug McCallum receives endorsement from five Surrey taxi companies after promising to ban Uber from Surrey SURREY Mayoral candidate Doug McCallum received the endorsement of five Surrey taxi companies on Wednesday following a meeting with over 100 representatives and executive members. The companies in attendance and now offering public support of McCallum are Newton Whalley HiWay Taxi, Surdell Kennedy Taxi, Delta Sunshine Taxi, Guildford Cab Ltd. and Pacific Cabs Ltd. McCallum received the
endorsement after expressing his staunch
opinions on fighting the entry of Uber into the Surrey market. Two killed in Southeast Vancouver road accident VANCOUVER Police continue their investigation into a fatal collision on Main Street near East 49th Avenue on Thursday night. Shortly after 8:30 p.m., a minivan travelling south on Main Street crossed into the northbound lanes at East 49th Avenue. The van struck the curb and five parked cars. A 38-year-old man driving the vehicle suffered significant injuries, but they are not lifethreatening. His 82-year-old father in the back seat was
pronounced dead at the scene. The driver’s 74-yearold mother who was in the front passengers seat was taken to hospital, but died shortly after. While it is still early in the investigation, it appears that both of the passengers killed in the crash were wearing their seatbelts, say police. Officers with the VPD Collision investigation Unit are trying to determine the cause of the collision, but alcohol is not believed to be a factor.
The speed of the van has not yet been determined. Investigators will see if any medical issues may have played a role in the incident and will also examine the older model mini-van for any mechanical problems. Both north and southbound traffic on Main Street between 49th and 50th Avenue was shut down as police continued their investigation. This is the sixth and seventh trafficrelated fatality of the year.

WITH the important summer tourism season just passed, Citizenship and Immigration Minister Chris Alexander on Tuesday announced that 2014 is a record year for visas issued in the world’s key markets for legitimate travel and trade. Canada granted more visas in the first nine months of 2014 than ever before to people from China (272,608), India (117,927), Mexico (59,863) and Brazil (55,730) all of which contributes to creating economic growth and opportunities in Canada. These record-setting numbers are another indication that the government’s efforts to facilitate legitimate trade and travel are working. With CAN+ and various “Express” programs, it is now easier and faster for visitors, business people and students from highgrowth countries to come to Canada. The overwhelming majority (over 90 percent) of visitors to Canada are now opting for the ease and convenience of multiple-entry visas (MEVs). MEVs allow qualified visitors to enter Canada for six months at a time for up to 10 years. Last month alone, Canada

Surrey mayoral candidate Rasode expresses ‘very deep concerns’ about Uber model of passenger transportation SURREY Councillor and mayoral hopeful Barinder Rasode said on Wednesday that she has “very deep concerns” about the Uber model of passenger transportation. She said in a statement: “Not only does Uber not meet the minimum standards of accountability in terms of driver training, public safety and accountability, but they have been in violation of local by-laws in other jurisdictions in which they operate.” She added: “For this reason, I am calling on all municipalities and the
provincial government to say no to Uber until such time as we can fully study the implications of their model. “Furthermore, as Mayor, I would reach out to other regional municipalities to build a common position throughout the Lower Mainland.” She said that from speak-
ing with people in the industry, she has a number of specific concerns about Uber which include: 1. How do they recruit and train their drivers? 2. Will their cars be insured up to minimum standards? 3. Will they purchase licenses to operate and, if so, from who and how will their value be established? 4. Will there be cameras in their cars that police can have access to? If not, how can they guarantee the safety of women they pick up, especially if

Lions THE Purple Light Nights initiative originated in Covington, Washington state, in 2007 and has become a powerful international educational and awareness campaign. The colour purple represents the international colour that symbolizes domestic violence. By simply illuminating purple lights at night in homes and businesses, an impactful visual message of unity and support is demonstrated. Three years ago the Abbotsford / Mission Violence against Women in Relationships (VAWIR) committee adopted the Purple Lights Campaign throughout the month of October. This year, through continued support of the VAWIR committee, the Abbotsford Downtown Business Association, and other local businesses in the Abbotsford - Mission area, the campaign continues to grow. World university ratings by Times Higher Education: U of T is No. 20, UBC is No. 32 ONLY four Canadian universities made it in the top 100 of this year’s university ratings by the prestigious Times Higher Education. The Times Higher education says that the top 10 list “still consists almost entirely of US-based universities, with only the universities of Oxford (third) and Cambridge (fifth) and Imperial College London (joint ninth) preventing a clean sweep.” It says that although the California Institute of Technology (first), Harvard (second), Stanford (fourth), the Massachusetts Institute of Technology (sixth), Princeton University (seventh), the University of California, Berkeley (eighth) and Yale University (joint ninth) all make the top 10, there appears to be an overall decline for US universities. The significant losses are in the lower ranks. It also notes: “While the University of Toronto retains 20th place and the University of Victoria joins the top 200 in joint 173rd place, all other Canadian top 200 universities have lost ground.” On the other hand, Asia now has 24 universities in the world top 200, four more than last year. Two Asian universities make the world top 25 (the University of Tokyo and the National University of Singapore), while six feature among the top 50, it states.

ONE man was admitted to hospital after an alleged home invasion at a downtown Vancouver apartment. Shortly before 1 a.m., police were called to a high-rise residential building on Homer near Davie Street after receiving multiple reports that armed suspects had forced their way into an apartment. When officers arrived, they found a man suffering from multiple stab wounds. The suspects fled prior to police arrival and no arrests have been made. The 39-year-old victim was taken to hospital and has undergone surgery for his injuries. He remains in
serious but stable condition and is expected to survive. One other occupant in the apartment at the time of the incident was not seriously injured. The victim has no criminal record, but he is known to police and believed to be associated to gangs and drugs. While it is still early in the investigation, the attack appears targeted, say police. Anyone with information, or who may have witnessed anything suspicious in the area of Homer and Davie, is asked to contact the Vancouver Police Major Crime Section at (604) 717-2541 or CrimeStoppers at 1-800222-8477.
Richmond murder victim, who was targeted, identified THE Integrated Investigation Homicide Team say investigators have identified the male who was found dead after police responded to a shots-fired call on Thursday (October 2) just before 12:30 a.m. in the 3400 block of Regina Avenue in Richmond. Police found an unresponsive male suffering from apparent gunshot wounds when they arrived at the scene. The Integrated Homicide Investigation Team was called in and they are working with the Richmond RCMP to
obtain and process the evidence. IHIT said that although the male had been identified, his name would not be released until his family had been advised. “Investigators are looking to confirm the motive for this shooting and what we can say at this point is that this does appear to be a targeted homicide,” said IHIT Staff-Sgt. India commemorating 100 years of Komagata Maru with set of special coins New Delhi (IANS): India Monday released a set of special coins of denominations of Rs.100 and Rs.5 launching a year-long centenary commemoration of the 1914 Komagata Maru incident to create awareness about the heroic struggle of Indian migrants against discriminatory immigration laws of Canada. Komagata Maru, a Japanese ship carrying 376 Indians, was not allowed to disembark its passengers in Vancouver for two months and then forcibly sent back to India where 20 of the prospective migrants were shot dead by police on arrival in Calcutta (now Kolkata). "By commemorating Komagata Maru we
commemorate not only the 376 Indians on board the ship, but also all the Indians who have since the early decades of the last century landed on the shores of other countries in search of greener pastures," Culture and Tourism Minister Shripad Yesso Naik said at the inaugural function at Vigyan Bhawan in the capital. Naik said the incident reminds us of a "huge and vital" role played by those who lived away from the country but kept bonds with India intact and alive. "The overseas Indian community now constitutes a diverse, heterogeneous and eclectic
global community representing different regions, languages, cultures and faiths," he said, adding that "the common thread that binds them together is the idea of India and its intrinsic values". The government has constituted a National Implementation Committee to chalk out programs to be taken up during the year from September 29, 2014 to September 29, 2015. According to Culture Secretary Ravindra Singh, a number of programs such as national and interna-
tional conferences, publications, development of digital archives and preparation of films and documentaries have been chalked out under this committee.

Mandala Arts and Culture’s 5th Annual Dance Festival: “Gait to the Spirit 2014” MANDALA Arts and Culture’s 5th Annual Dance Festival: “Gait to the Spirit 2014” takes place from October 31 to November 2 at Scotiabank Dance Centre (677 Davie Street), Vancouver. For the fifth edition of the cultural festival “Gait to the Spirit 2014”, Mandala Arts and Culture is presenting and showcasing the Indian classical dance style Bharata Natyam featuring some of today’s best international exponents. Since Mandala presented Janaki Rangarajan at the 2010 festival, she has become one of the most sought after Bharata Natyam artists, and has been performing all over the world. Her refreshing approach to Bharata Natyam has won her many accolades and praise from dance lovers and critics alike. Janaki is one of those rare dancers who has studied in depth the various karanas (temple sculptures), and has imbibed their sensuality and softness in her very personal and unique style. She is at the forefront of the new generation of Bharata Natyam dancers, representing the future of the ancient art form. Janaki will be performing at the 5th Annual Festival. Mandala is presenting India's new Bharata Natyam sensation, Meenakshi Srinivasan, a dancer renowned for her grace and elegance. Meenakshi's dance is marked by fast paced agility and a power to emote subtle shades of poetry. She has brought a notably individual approach and creativity to classical art. Meenakshi has been touring throughout the world for the past few years, and is one of today's most popular and acclaimed Bharata Natyam dancers. Both Janaki and Meenakshi possess high quality technique, great virtuosity, and an appealing stage presence of exquisite beauty and femininity. For the festival’s popular Sunday matinee (pay what you can), Mandala will present Nivedha Ramalingam from Toronto, and Vancouver's male Bharata Natyam dancer Sujit Vaidya. Nivedha is one of the best dancers of her generation in Canada. She has won honours at many dance competitions, and has performed professionally in Canada, USA and India. She is at the pulse of the young new generation of bharata natyam dancers. Sujit has trained in BC under Jai Govinda and has received the 2012 "Mayor of Vancouver Arts Award" as an emerging dance artist. For the past few years, Sujit has continued to train and perform in India, and has given numerous presentations in Canada and Europe as well.
MANDALA Arts and Culture produces and presents the "Gait to the Spirit" Festival under the artistic direction of Jai Govinda, who also runs his own Bharata Natyam training centre: the "Jai Govinda Dance Academy". The Academy has been conducting Bharata Natyam classes in Vancouver for the past 20 years, and a professional dance training program recognized and supported by the Arts Training Funds of Heritage Canada. Over the years, some 35 students have graduated from that program, and many are pursuing a professional career in dance in Canada, USA and India. For their fifth festival they wanted to highlight this classical Indian dance style that is taught and performed in Vancouver, and that has also a devoted and loyal audience. In addition to the body of students learning this particular dance style is some 12 other Bharata Natyam schools in BC. Jai Govinda is the Artistic Director of Mandala Arts and Culture and the Curator of the Gait to the Spirit Festival. He has given relevance to the Bharata Natyam style within a contemporary Canadian context. Through creation, training, performances and collaborations, Jai Govinda expresses a broad vision for the dissemination of Bharata Natyam in Canada. He has been practicing Bharata Natyam for the past 30 years, and his work as a dancer, teacher, choreographer and presenter has been acclaimed nationally and internationally. Today, Jai Govinda is one of the nation's leading Bharata Natyam artists and advocates. The one potential hazard of a run-flat tire

IN the very early days of motoring – the first decade of the 20th century - flat tires were generally an unknown problem. Motor vehicle wheels where equipped with wheels based on technology inherited from horse drawn wagons – spoked wheels with a covering of solid rubber as a tread. The advent of the smoother riding pneumatic tire in the second
decade of the 20th century brought comfort, but inconvenience and danger as well. A small puncture could result in a flat tire with all the inconvenience that may be entailed with changing a wheel, sometimes in the rain. At night. In freezing weather. Worse still was the danger of a punctured tire disintegrating at speed, causing a loss of control and sometimes a tragic crash. Tire technology advanced considerably through the 1960s and 1970s with the development of belted radial tires which are resistant to catastrophic failure. But the experience of a puncture leading to a flat tire continued to be familiar to
many drivers. The run-flat concept – a pneumatic tire that could still perform over a short distance even when punctured – came under discussion as early as the 1930s. The Michelin Tire Company marketed a foam filled tire in 1934, calling it “semi-bullet proof ”. The cost was such that, reportedly, the only customers were specialized use organizations such as the military. The motoring public would have to wait for technology that allowed for production of an affordable product for everyday use. The solution for this obvious need did eventually arrive, if somewhat belatedly. In 1958 Chrysler offered on some
models a Goodyear tire that relied on an interlining to temporarily slow down air loss due to a puncture. Pressure cans of liquid rubber, for application to a flat tire to provide support for a brief ride to the tire shop, also started to appear on the market towards the end of the 20th century. Progressively through the 1970s to present, an alternative to the self-sealing or interlining technology emerged, involving auxiliary support of a support ring within the tire cavity, or extra-rigid sidewalls. Increased tire weight and vehicle handling problems have been associated with this engineering effort to build
what in effect is a sturdier tire. On the other hand, although the tire may be heavier, the argument is that a spare tire with its associated weight is no longer necessary. One critical concern in using the run-flat tire is the issue of how do we know that the tire is running in a damage condition, when it performs normally for an hour or two of driving, following a puncture? The answer is that a run-flat equipped vehicle must be equipped so as to reliably and unavoidably make the driver aware when a tire is damaged. Otherwise the run-flat may defeat the concern for safety and lull a driver into an unfortunate sense that all is
well. Rasode’s public safety plan a copy of Surrey First’s 2007 Crime Reduction Strategy, says Linda Hepner SURREY Councillor Linda Hepner said Thursday that if Councillor Barinder Rasode’s public safety platform looks familiar, it’s because it is. It's called the Surrey Crime Reduction Strategy which has been in place since 2007, is almost 90 per cent complete and was developed with input from more than 100 community agencies and organizations. The only real difference is that Rasode's version will spend $8 million to put 200 well-intentioned, but inexperienced, citizens on the street, creating a danger to themselves and the community, she added. "I really had to look at her plan twice to see what, if anything, was different from our existing crime prevention strategy that is already in place and well on its way to being completed as we
speak," said Hepner. "In addition, the public safety liaison position she mentions is something that's already in the works. The city manager and the chief of police in Surrey are already working on final details regarding the position, in order to coordinate public safety under one umbrella. I've also had discussions with the chief of police regarding the establishment of a devoted petty crime unit, to deal with those crimes that negatively impact people and communities." "It takes $140,000 to hire, train and equip an RCMP officer. $8 million works out to hiring people at minimum wage, and doesn't cover the associated operating costs for each officer," said Councillor Tom Gill, Chair of the city's Finance Committee. "That's not profes-
sional policing, and it's not what we need." Hepner said Rasode's plan to hire 200 so-called community safety officers/security guards is dangerous, and takes resources away from professional policing. "The ideas put forward by Councillor Rasode are little more than the regurgitation of our current award winning policies,” said Hepner. "She was the chair of the city's Police Committee for three-and-a-half years, with little accomplished under her watch. There was an inability to work with the professionals, the RCMP, that put their lives on the line every day for us. Mayor Watts eventually relieved her of those duties, and that's when improvements finally started to happen. Why would we

believe she has all the answers now? "Today we have 768 police officers in Surrey, with another 30 on the way this year. Our district police model is working, and I'm committed to extending that by adding another 100 officers on the ground over the next 24 months. Today, we're spending $123 million on policing, that's $54 million more than in 2005, and we'll continue to invest what it takes to keep our city safe." Hepner said Surrey needs real police, not the inexperienced citizens Rasode would put on city streets, individuals who could become a danger to themselves and the community. "The people she's talking about are not trained police officers," said Hepner. "They have no more authority to do anything than you or me, and with just a few weeks of very basic training, Policing is serious business and it needs to be handled by professionals. That's why I want more police, and I want them now, and I want them on the ground in the communities they serve" Hepner also said it's critical that the city, province and federal government work with the city and community to tackle the root causes of many crimes, because policing alone isn't enough. She says reestablishing a facility to care for people with mental health difficulties is a priority, in an effort to address the root causes of crime. "Ask any police officer in the country and they'll tell you that on many days they feel more like a social worker than a police officer," said Hepner. "Mental illness, addiction, poverty and homelessness are common threads in the lives of many criminals. In fact, it is the same in every city, big or small, right across the province and the country. If we don't deal with those issues by working with the community and the other levels of government, our courts simply become a revolving door. So, when I hear someone say they've got a simple solution to public safety, I say there's no such thing. It may not be the political answer, but it's the truth, and I think that's what our citizens want to hear. Anyone who wants to be mayor of Surrey and says they've got a simple solution to policing, crime and public safety isn't being honest with our citizens."
