Security guards at B.C. Legislature need to be armed and substantially trained, says Kash Heed BY RATTAN MALL IN the wake of the appalling attack on Wednesday in which Michael Zehaf-Bibeau shot Cpl. Nathan Cirillo at Ottawa’s National War Memorial before storming into Parliament Hill's Centre Block where he fired numerous shots before being killed by the security staff, former B.C. solicitor general Kash Heed is calling for security guards at the B.C. Legislature to be armed and substantially trained. Heed told The VOICE on Thursday: “I am very concerned about security not only in the B.C. Legislature but the security around our infrastructure and public places here in British Columbia when in fact you have our House of Commons attacked - and you can see how vulnerable the House of Commons was and the killing of a soldier who was guarding a cenotaph [ O t t a w a ’ s N a t i o n a l Wa r Memorial]. It’s very, very concerning.” Heed, who has been a police chief, added: “From my knowledge of the security at the Legislature, I think the people within that precinct are at risk because if we have someone

that’s determined to create havoc in the B.C. Legislature, it’s quite easy for that person to do it because we have not kept up with the security demands that’s required in this global world of terrorism now.” WHEN asked what security measures were required, Heed told me that the first thing was to secure public entrances and make sure that everyone – “no matter who you are” – has to go through the metal detector and have their bags searched.

Simultaneously, you have to make sure that the guards are armed. Heed that the guards at the Legislature are highly qualified personnel who include former police officers and military personnel. He added: “It’s not going to be a deterrent for anyone who wants to cause havoc when you’ve got guards standing there that are unarmed. Clash of Pakistani and Indian groups allegedly led to double shooting in Surrey last week SURREY RCMP on Monday confirmed to The VOICE that there was a second shooting on Wednesday night (October 15) last week – and it took place just about 50 minutes before the one that we were the first to report online (voiceonline.com) last week. On the weekend sources told me that another shooting had taken place earlier that night and claimed that the two were related and that it was a clash between Pakistani-Canadian and Indo-Canadian groups.

The shooting that we reported last week was at 121 Street and 82 Avenue where a house was shot at. There were people in the house but no one was injured though there was a broken window, Staff-Sgt. Joe Johal told me just hours after the incident. He said it was possibly a drive-by shooting as there was a report of a small greenish or grayish hatchback SUV taking off from the scene. The residents are South Asians.

RATTAN'S RUMBLE THE threat of the so-called ‘lone wolves’ is not something to dismiss as in ‘here we go again!’ as Monday and Wednesday’s incidents in Canada so graphically prove. Canadian Security Intelligence Service (CSIS) Director Michel Coulombe told a House of Commons committee that they are aware of some 130 people who have left the country to join terrorists abroad and 80 more who have returned. RCMP Commissioner Bob Paulson said that the RCMP are investigating 63 national security cases linked to terrorism and involving 90 suspects. That is a FRIGHTENING situation, indeed! From news reports and interviews over the past few days, it emerges that the authorities have to tread gingerly in dealing with these characters because of our laws.
Yes, I agree that neither the police nor the intelligence outfits should violate anyone’s rights, but in a situation where the authorities know that a Canadian has been radicalized and it’s on record, and he or she is spotted with a weapon, police should have the right to shoot and kill him or her right away. Because these scumbags do NOT have the right to go around killing other people – whether they are soldiers or civilians. Last Monday, Martin Couture-Rouleau reportedly waited in a car for some two hours in a parking lot before he struck two members of the military in SaintJean-sur-Richelieu, Quebec. One of the victims, Warrant Officer Patrice Vincent, later died. Couture-Rouleau then led the police on a high speed chase and ended up being shot and killed. The RCMP told the media that police had become concerned in June about his radicalization and arrested him last summer as he was about to leave the country. But he was released because they didn't have enough evidence to charge him. As they put it: “We could not arrest someone for having radical thoughts. Resident confessed to police he’d been involved in criminal activities in recent past CONTINUED FROM 1 Cpl. Bert Paquet on Thursday last week told me that one of the residents of the targeted house confessed to police investigators that he had been involved in criminal activities in the recent past. Paquet added: “But he stated he was no longer involved in any kind of criminal activities at this point, but we are still obviously investigating.”
PAQUET confirmed the second shooting on Monday. He told me that about 50 minutes before the second shooting, there was a shooting around 7:30 p.m. in the 5800-block of 126A Street. Witnesses reported a vehicle sped away from that area after what they said were between eight and 10 shots being fired. Police have not confirmed the exact number of shots that were fired, but they recovered some
shell casings at the scene. Paquet added: “We found an unoccupied vehicle parked in the driveway near that location with several bullet holes in it. There was no one in the vehicle when it was fired upon.” Police did some canvassing of the neighbourhood looking for surveillance video. At this point police have not identified people responsible for the shots. One of the witnesses described the vehicle that sped
away right after the shooting as a possibly newer model silver Toyota car. But there was no description of the driver or the passengers or any information about the number of occupants. Both the shootings are being currently investigated by the same Serious Crimes team. Because the shootings occurred within a short time frame, police are looking into the possibility they were related. The investigation is ongoing.

Cpl. Nathan Cirillo sion of marijuana and PCP. In mid 2005 and again in 2006, he was charged with marijuana possession in Montreal, for which he received first a small fine and, on the second occasion, another absolute discharge. In Vancouver, he was charged was charged with robbery and uttering threats and was found guilty of the lesser charge of uttering threats. He was sentenced to one day in jail, with credit for 66 days already served, according to court documents, CBC reported. Court documents show that during his bailing hearing in 2011, Zehaf-Bibeau told the court he committed another robbery just so he could go to jail and said: “I’m a crack addict and at the same time I’m a religious person. I want to sacrifice freedom and good things for a year maybe, so when I come out, I can appreciate things in life more and be clean.” CBC reported that Aasim Rashid, a spokesman for the B.C. Muslim Association, said a few people at the Masjid al-Salaam and Education Centre in Burnaby dealt with Zehaf-Bibeau before his arrest in 2011. Rashid told CBC he wasn’t well-behaved and added: “At one point, he raised an objection at the Burnaby mosque that he was sort of floating in and out of for a period of three to four months. He didn’t like the fact that the mosque was so open and welcoming.” Mosque administrators had to let him know that
ZEHAF-BIBEAU allegedly shot Cirillo at Ottawa’s National War Memorial on Wednesday morning. He was first identified by U.S. officials who spoke to CBS. Zehaf-Bibeau, who witnesses said had a hunting rifle, reportedly seized a car after shooting the soldier at the National War Memorial and drove to Parliament Hill. He then got out of that vehicle and ran to the grounds of Parliament where he reportedly hijacked another vehicle and drove to the Central Block. Inside Parliament building, he fired a large number of shots. Parliament’s Sergeant-at-Arms Kevin Vickers, and other security personnel, shot and killed Zehaf-Bibeau just outside the library at the foot of the Hall of Honour and the MPs’ caucus rooms where the MPs were having their weekly Wednesday caucus meetings. Prime Minister Stephen Harper and other party leaders and MPs were all safe. The World Sikh Organization said in a statement on Thursday that it is saddened and shocked by Wednesday’s terrorist attacks in Ottawa in which Cpl. Nathan Cirillo lost his life in the shooting at the Ottawa War Memorial. The attack was stopped in the Parliament building by Sergeant-at-Arms Kevin Vickers and other security personnel. The WSO pointed out that Vickers had been recognized by it in 2011 for upholding the right of Sikhs to wear kirpans in the Parliament. MP Jinny Sims partners with Muslim community to discuss ways of combating and preventing radicalization JINNY Sims, NDP MP (NewtonNorth Delta), and Mufti Aasin Rashid of the BC Muslim Association sent out an invitation for a roundtable meeting of the stakeholders and Muslim community leaders last Saturday (October 18) at the Surrey Jamia Masjid. The objective was to partner with the community to discuss ways of combating and preventing radicalization. Sims said: “We believe that greater emphasis must be placed on ensuring youth have positive support and options in the community, and want to hear ideas on how to move forward. We know that we have to enhance co-operation across communities in order to stem the tide of radicalization. Whatever our differences, the safety and security of every Canadian is paramount.” The event was well attended by representatives from social service organizations like MOSAIC and PICS, RCMP, local
NDP MLAs Bruce Ralston, Sue Hammell, Harry Bains and Muslim community leaders. The roundtable meeting was co-chaired by Jinny Sims and Musa Ismail, President of BC Muslim Association (BCMA). Mufti Rashid, spokesperson of BCMA, presented a blueprint of a proposed preventative and educational campaign against radicalization and recruitment
of Canadians for activities of criminal violence in Canada or abroad, which was followed by a robust discussion around the table. The outcome of the meeting was the formation of a steering committee which is to follow up on the proposed set of activities outlined in the blueprint and chalk out a firm action plan.
Citizenship of 22 people revoked this year CITIZENSHIP and Immigration Minister Chris Alexander announced last Sunday that since the beginning of 2014, the government has revoked the citizenship of 22 people who obtained their Canadian citizenship through fraud or misrepresentation. Recent changes to the Citizenship Act include further measures to help combat fraud and protect the citizenship program from abuse. These measures include: increasing penal-
ties for fraud; defining who is an authorized representative and providing authority to develop regulations to designate a regulatory body whose members would be authorized
to act as consultants in citizenship matters; and refusing an applicant for fraud at any point in the citizenship process and barring them from reapplying for five years. In addition, changes to the Citizenship Act will make it possible for the Government to revoke the citizenship of dual citizens convicted of serious crimes such as terrorism, high treason, treason or spying, depending on the sentence imposed.

Delta: Point Roberts Radio Tower proposal denied
THE Corporation of Delta announced that it received formal notification from the Whatcom County Hearing Examiner on Tuesday, denying the Point Roberts Radio Towers proposal. According to the Hearing Examiner, the application was denied based on the following: * “the height requirements of the Point Roberts Special District apply to this application; * that the application cannot functionally meet these requirements; * and that the requested Zoning Conditional Use Permit Application to allow BBC Broadcasting, Inc. to construct and operate a five-antenna array of AM Radio broadcast towers of approximately 145 feet to 150 feet in height, at 1563 McKenzie Way, Point Roberts, Washington, must be denied.” The Whatcom Country Public Hearing for the KPRI Point Roberts radio tower proposal originally scheduled to take place next week has been cancelled in light of the Hearing Examiner’s decision to deny

Walkers will also be addressed by Charan Gill, Founder and CEO of PICS, and a renowned humanitarian who has served victims of violence and worked tirelessly for immigrants. He will trace the journey of 376 passengers on board the Komagata Maru. The slogan of the walk is: End the Silence on Violence. The United Sikhs will screen a trailer of their film: “Where Are Our Dead,” which features the shocking realization, as the 30th anniversary of the November 1984 Sikh Genocide is commemorated, that no dead bodies were returned to the families and to date no final rites have been performed for the thousands who were killed by the mobs. Since this time, Delta Council received a considerable amount of correspondence from concerned Tsawwassen residents, related to the potential for blanketing interference effects, potential health impacts, and impacts on the environment and wildlife. With the proposal being in Point Roberts, Washington, the Corporation of Delta has no regulatory jurisdiction over this proposal. Prior to Tuesday’s announcement, key actions undertaken by Delta against this proposal include letters from Mayor Lois E. Jackson to Whatcom County to express concerns on behalf of residents and to E-Comm asking about potential adverse effects on emergency communications systems.
In November 2013, Jackson, Councillor Ian Paton and CAO George V. Harvie travelled to Ottawa to meet with federal government officials to outline the community's concerns. The strongest communication to date, Jackson wrote to the Whatcom County Hearing Examiner indicating that the
Conditional Use Permit should be denied on the basis that the project has potential to create adverse effects on local residents. Jackson also wrote to Industry Canada asking that it intercede on behalf of Delta residents to ensure adverse effects do not occur. At a “No Radio Towers”

McCallum leading in Surrey mayoral race, prestigious and objective poll shows AS had been suspected, the poll showing Surrey mayoral candidate Linda Hepner leading was apparently biased and distorted. The research company that conducted that poll was hired by Hepner’s Surrey First team. On Tuesday, the findings of a new Mainstreet Technologies poll of Surrey voters were released and they show that Doug McCallum is leading in the Surrey mayoral race with Linda Hepner coming in a close second. The poll found McCallum with 22% support, Hepner at 20% and Barinder Rasode at 8%. Forty-five percent of respondents were undecided, while 5% would vote for someone else. The poll had a margin of error of +/- 2.46%. Among decided voters, McCallum is ahead of
Hepner by 5%, 41% to 36%. With Rasode, McCallum is ahead by 14%. Nine percent of decided voters would vote for someone else.

Phase One of Surrey Light Rail by 2018, says mayoral candidate Linda Hepner SURREY First mayoral candidate Linda Hepner wants to have phase one of a planned light rail rapid transit (LRT) system up and running by 2018, and she’s prepared to put revenues from development along the route towards paying for the system. “I’m committed to having phase one of the project designed, built and running by 2018,” said Hepner. “That particular portion would be 10 kilometres long and connect Surrey City Centre to Guildford in 10 minutes along 104 Avenue, and City Centre to Newton in 15 minutes along King George Boulevard, with 11 stops along the way. We chose light rail for a number of reasons, including lower costs and faster up start up time. Now, it’s time to get to work, because keeping our city moving is a big priority for our Surrey First team. So, we’re prepared to come to the table with land, and revenues from development along the route, to help move the project forward with partners such as TransLink and the federal and provincial governments. “Just look at the growth and development along the Canada Line, or the Expo or Millennium SkyTrain lines and you can see that transit routes are people want to live and work. Putting City revenues from those developments to work are just one way of making sure we get on with light rail. By the time the entire system is complete, we’ll also
have a second route from City Centre along Fraser Highway to Langley.” When complete, both phases will cover 27 kilometres with up to 20 stops. The full system is to be complete within five years of phase one completion. The LRT will complement additional traffic congestion solutions already being implemented in the city. The new Traffic Management Centre (TMC) based at City Hall utilizes leading edge technology capable of monitoring traffic 24 hours a day. By the end of December, the City will have 250 active intersection cameras, with plans to eventually cover every traffic light. With this system, traffic signal operation can be adjusted in real time, based on traffic conditions and delays such as traffic accidents. Hepner has also committed to working with the Ministry of Transportation and Infrastructure to advance the construction of a full interchange at 152 Street and
Highway 99. Hepner said that while the upcoming regional referendum on transit funding will play a big role in the development of Surrey’s light rail line system, she’s committed to doing everything the city can to make sure it passes. If it fails, Hepner is committed to getting the system built sooner rather than later. “We’re prepared to think outside of the box on this project, particularly when it comes to funding, which is why we’re going to look at development opportunities along the line and how we leverage development and put it to work to get things started” said Hepner. “Our citizens have told us loud and clear that transit, transportation and easing congestion on our roads are all important priorities to our city’s future. Rasode’s ‘One Surrey’ Team say they will create the largest field hockey hub in North America SURREY mayoral candidate Barinder Rasode and her One Surrey team will make Surrey the largest field hockey hub in North America by building a new facility at Tamanawis Park, the team announced on Monday. “Surrey has established itself as a premier field hockey destination and most of the top players in Canada come from our city,” said Rasode, adding the sport has become so popular, turf time is fully booked and junior programs are unable to expand. “We know that sport and public safety go hand-in-hand. If youth are engaged in recreation activities, they are much less likely to be lured into a life a crime and gangs. Enabling our clubs to expand will increase sporting opportunities for our young people, and allow Surrey to host more tournaments, which will be a big
boost to our economy.” The new facility will be built as part of the Build Surrey program of community investments. “I’m pleased to see that Barinder Rasode and her One Surrey team understand that sport and physical fitness play a critical role in keeping our kids on the right track,” said Olympian Ravi Kahlon. “The new field will allow us to reach more young people and expand our programming, which will benefit the entire city,” said Narinder Sangha, India Club President. Bhayani has over 23 years of diverse policing experience: 10 years with Delta Police Department and the past 13 years with the RCMP. He has worked at both Richmond and Burnaby detachments as well as the Combined Forces Special Enforcement Unit. In addition, he spent several months on a UN peacekeeping tour in Sudan as the Regional Security Officer. He recently completed a PhD from the London Metropolitan University with a focus on police accountability. Insp. Bhayani speaks several languages, and is the only Ismaili RCMP Inspector in Canada. “I am very pleased to welcome Insp. Bhayani to a position I believe is vitally important for this detachment and for the city as a whole,” said Officer in Charge, Chief Superintendent Bill Fordy. “I have known Ghalib for several years and he brings a wealth of both policing and life experience to the position.” Having spent much of his childhood in Surrey, Bhayani is looking forward to working with the largest RCMP detachment in Canada. “Surrey is a dynamic and diverse city, and I am eager to meet with the various community groups, businesses and partner agencies that all have an important role to play in preventing crime,” said Bhayani.

Whitecaps Awards by BMO: Simmrin Dhaliwal bags Most Promising Player Award, Jeevin Kang gets RESP
SIMMRIN Dhaliwal, 17, Girls Elite defender, has bagged a Most Promising Player award presented by BMO on Wednesday as part of the 2014 Whitecaps FC Player Awards. The Most Promising Player Awards recognize younger players that exemplify a noticeable development throughout the season. The other award went to goalkeeper Marco Carducci, 18. Dhaliwal was selected as an underage player for Whitecaps FC's U-18 Girls Elite program at the age of 15 years old. She's been a standout for both the club and the Canadian youth program ever since. Highlights include gold medal with Whitecaps FC Girls Elite at the 2013 Gothia World Youth Cup in Sweden and with Team BC at the 2013 Canada Games in Quebec. The Surrey native also started all four matches for Canada at the 2014 FIFA U-17 Women's World Cup in Costa Rica. In conjunction with the BMO Player of the Year award, BMO also presented a Registered Education Savings Plan (RESP) to U-18 Residency defender Jeevin Kang. Kang, 17, has risen through the ranks with the club's Residency program, starting with the U14 Pre-Residency side in 2012 and working his way up to the U-18s. Last year, Kang started 24 of his 26 appearances with the U-16s, helping them reach the United States Soccer Development Academy (USSDA) quarterfinals for the first time in club history. Responding to a call for a disturbance, Surrey RCMP, the BC Ambulance Service and the Surrey Fire Department found a dead male in the basement suite of the residence. BC Sikh Gurdwara Council condemns attack on Canadian Parliament THE BC Sikh Gurdwara Council on Thursday said in a statement that it “condemns the attacks in and around the Canadian Parliament in Ottawa which resulted in the loss of life of Cpl. Nathan Cirillo, who was a 24-year-old reservist serving in Hamilton from the Argyll and Sutherland Highlanders of Canada regiment. We stand in solidarity with all our fellow Canadians against these heinous acts and we as a country will come out stronger because of love, understanding and tolerance while simultaneously not falling prey to fear-mongering or identifying a specific race, religion or ethnic group as per-
petrators.” It added: “This attack was an attack on all Canadians regardless of our differences in appearance or way of life. It is our hope for a safe, secure, discrimination free and equal Canada that binds us all together. Three orphan children receive legal status in Canada, grandmother granted custody PROGRESSIVE Intercultural Community Services (PICS) Society said Friday that after two and a half years of struggle, Canada has given legal status to the three orphaned children, Gurpinder Kaur Dhillon, Gurvinder Singh Dhillon, and Inderveer Singh Dhillon, whose mother was killed in the Netherlands. The three children, accompanied by their maternal grandmother and aunt,
visited PICS Society’s head office to share the news with the staff and the CEO that they’ve received legal status and their grandmother has received custody of the children. To commemorate this event, PICS Society presented them with a $2,500 cheque for their further education. This wasn’t an easy job given the nature of the case and the different legalities between the two countries.
However, the grandmother remained persistent to ensure the children remain here with the family. PICS Society said it was pleased to see everyone in the community support the family in this struggle and are hopeful the children will become great citizens of this country. Uganda Asians, including father of Richmond businessman Amarjit Singh Gupta, receive highest civilian award WITH great pomp and ceremony, Uganda celebrated the 52nd Independence Anniversary of the country that was attended by the Ugandan establishment and several African heads of state.
The country’s highest civilian award, the Gold Medal, was awarded to 21people who had contributed to the development of the country during the past 50 years. It was witnessed by some 10,000 people who had assem-
bled at the Kololo Airstrip in Kampala, the venue of celebrations. The celebrations were relayed live on the Ugandan TV channels. Among the recipients of the Gold Medal were five Asians. Three of them
were the late Muljibhai Madhvani, Nitin Madhvani and Jayant Madhvani (industrialists). Mayur Maddhvani, who is married to actress Mumtaz, collected the medal for his father Muljibhai Madhvani.

He was the only Sikh in Uganda to receive the “Coronation Medal” from the Queen and was honored and shook hands with the Queen and the Queen Mother. He was also affectionately referred to as “Father of Ankole” (the Ankole District of Uganda) for his philanthropic activities. He was always very keen to help the local Africans in whatever way he could. It seems he always had the welfare of local African people at heart. Alnoor Ramji admitted he participated in a scheme to conceal his ownership stake in Clean Power Concepts Inc. using offshore nominee accounts to conceal his identity and obtain undisclosed control of 16 per cent of Clean Power's shares. Clean Power, a Nevada company, was a B.C. OTC reporting issuer during the material times. The trading accounts obtained by Ramji and his nominees were in the name of companies incorporated in Panama or Belize, and were provided by Gibraltar Global Securities. (Gibraltar is a Bahamian broker / dealer that was permanently banned from B.C.'s capital markets in November 2012.) Between December 20, 2010, and January 20, 2011, Ramji and the nominees sold approximately 35.85 million shares of Clean Power and generated proceeds of about USD$8.3 million around the time a Montreal public relations firm carried out an internet-based promotional campaign on Clean Power. Ramji, directly and through the nominees, instructed Gibraltar to wire the proceeds to bank accounts in Hong Kong, Switzerland, Belize and Panama, in the names of other persons. Ramji, as an insider of Clean Power, admitted he breached securities laws by failing to file a report disclosing his beneficial ownership of, or control or direction over, Clean Power shares. As part of the settlement, Ramji is permanently banned from B.C.'s securities markets. He must resign any position he holds as a director and officer of any issuer and he is permanently prohibited from becoming or acting as a director or officer of any issuer or registrant. Whitecaps farm team recruitment by Surrey a huge mistake, will displace local sports clubs: Doug McCallum A City of Surrey staff report passed by City Council yesterday recommends displacing 29 sports local sports groups to accommodate the Whitecaps USL Pro team, which is a plan that has already been rejected by the City of New Westminster in
September due to concern over costs. The Whitecaps have spent the past year looking for a municipality to build a 3,500seat stadium (with expansion capability to 5,000 seats) on taxpayers' dime. Already bypassed by a number of Metro
Vancouver municipalities, the City of Surrey's aggressive recruitment campaign is baffling according to Surrey mayoral candidate Doug McCallum. "The Whitecaps are looking for a free ride, and it seems as though the only municipality
willing to fit the bill is the City of Surrey," says McCallum. "I met with over a dozen soccer clubs last night at the same time as the Council meeting, and players are more interested in investing in infrastructure that provides recreational opportunities for residents, not professional players." The City of Surrey is proposing an immediate expenditure of $214,000 to purchase bleachers and build new surfaces for the Newton Athletic Park to serve as a temporary home for the team. The staff report also recommends a feasibility study to determine the needs of the franchise and the millions of dollars in costs involved in building a
stadium in time for the 2017 season. City staff claim that the plan provides "a range of accessible and affordable recreation, cultural and library services that respond to the needs and interests of the City’s diverse population, including children, youth, seniors, multicultural groups, families and those with special needs." What is ignored in such an assertion, however, is that 29 local sports associations will be displaced during the USL Pro League season. This is indicative of the complete lack of attention to building sports and recreation facilities for the local community over the past six years,
according to McCallum. "The City of Surrey has not updated the official Parks, Recreation and Culture Strategic Plan since 2008, and several of the promised items have still not been delivered," adds McCallum. "When professional teams come calling, however, the City of Surrey jumps at the chance to spend taxpayers' money to court a business at the expense of our citizens. This is out of line and unacceptable." McCallum and the Safe Surrey Coalition have already released a policy platform that pledges to invest into a new Parks, Recreation and Culture Strategic Plan and update it annually.

"Institutionalizing mentally ill people does not work. The people of Surrey are being misled when it has been said that there's not a mayor in the Lower Mainland who doesn't think cities have been disadvantaged since Riverview closed. The truth is, any disadvantage that resulted came from the lack of transitioning and lack of supports offered to mentally ill individuals in their own communities. The human warehouse called Riverview, a facility built in 1913, had to be closed as both the physical space and healthcare objectives were not being met. That lack of support and lack of transitioning services are still evident today, which is why it makes no sense to go backward in time and throw out all the healthcare knowledge gained in the past 100 years.

In 2014 the gala’s supporters have their sights set on completing the community’s $3-million pledge to support the construction of the Special Procedures Suites in the Teck Acute Care Centre, which will open in 2017 as the heart of the new BC Children’s Hospital. The sixth annual A Night of Miracles gala will take place on November 8 at the Vancouver Marriott Pinnacle Downtown Hotel. The gala will bring 400 guests together to share an evening known for its exquisite menu, live and silent auctions, and live entertainment. In 2011 A Night of Miracles’ founding chair Robin Dhir of Twin Brook Developments and others pledged $3 million for the Campaign for BC Children in support of the construction of the Special Procedures Suites. ventional radiology and cardiac catheterization. Children who are treated in these suites of operating and procedure rooms tend to have serious conditions that require very specialized procedures. Given the complexity of the procedures, and the fragile condition of the patients treated in this area, the Special Procedures Suites are located adjacent to the Pediatric Intensive Care Unit, where some of the province’s sickest children are cared for following major surgeries and other procedures. In 2013, BC Children’s Hospital’s surgeons performed over 9,000 surgical procedures, including 1,165 orthopedic surgeries, 313 cardiac surgeries and 253 neurosurgeries. Their 12-year-old daughter, Jeevan, was diagnosed with pulmonary valvular stenosis, a congenital heart condition at just two days old. After receiving care in the Neonatal Intensive Care Unit and having some time to grow, Jeevan underwent her first open-heart surgery at BC Children’s Hospital at six months old. The procedure was a success but her recovery was not – doctors were unable to wake Jeevan from her medically induced coma and she needed an emergency blood transfusion, as her blood was failing to clot properly after surgery. Waking up two weeks later, Jeevan began to thrive for the first time in her young life. Doctors confirmed Noonan syndrome, a congenital genetic condition, as the cause of her many health problems. In March 2014, at 12 years old, Jeevan returned to BC Children’s for another operation – this time, to replace the pulmonary valve in her heart. Jeevan was able to go home after just three days of recovery in the hospital. “My daughter has never been better. Government spending at Vancouver City Hall 78 per cent higher (per person) than Surrey City Hall WITH municipal elections around the corner, a new study from the rightwing Fraser Institute spotlights and compares government finances in 17 municipalities across Metro Vancouver. “Municipal governments across the region provide important public services, but their tax and spending policies tend not to receive a whole lot of scrutiny. Our report helps taxpayers and voters better understand the state of their municipality’s finances and how they compare to other municipalities,” said Charles Lammam, the Fraser Institute’s Associate Director of Tax and Fiscal Policy and coauthor of Comparing Municipal Government Finances in Metro Vancouver. The study compares 17 of Metro Vancouver’s 21 municipalities on several categories of fiscal policy (government spending, revenue, and debt) from 2002 to 2012 (the latest year of available data). For example, among the 17
est percentage among the 17 municipalities, compared to the lowest (7.9 per cent) in West Vancouver. Notably, Vancouver, the region’s economic hub, draws a much higher percentage (45.1 per cent) than Surrey Vancouver City Hall municipalities, West Vancouver was the highest spender in 2012 at $2,118 per person, followed by New Westminster ($1,837) and Vancouver ($1,689). Surrey, by contrast, was the lowest spender at $951, well below the regional spending average of $1,384 per person. In other words, Vancouver, the most populated municipality in Metro Vancouver, spends 78 per cent more (per person) than Surrey, the region’s second most populated municipality. Over the 10-year period, all 17 municipalities increased spending well beyond the rate needed to accommodate for inflation and population growth—a key benchmark for spending growth.
Surrey City Hall In addition to spending, the study also compares government revenue (including property taxes and other fees) in the 17 municipalities. Once again, West Vancouver topped the list, collecting $2,548 in revenue per person in 2012, followed by New Westminster ($2,424) and Vancouver ($2,167). Surrey collected the least amount of revenue per person ($1,451) while the regional average was $1,916. Specifically, on property taxes, a key revenue source, some municipalities rely more heavily on businesses over residents. For example, Burnaby draws 52 per cent of its property tax revenue from businesses, the high-
(31.3 per cent) and the regional average (40.7 per cent). “By relying too heavily on businesses for property tax revenue or maintaining uncompetitive tax rates, municipalities risk scaring off entrepreneurs and
business people who consider property taxes when making decisions about whether to continue operations, whether to expand, or whether to start a business in the first place,” Lammam said.

Two years ago, BCcampus launched its Open Textbook Project which, at the time, had 20 students accessing free textbooks in science, health, arts and business. That number has grown to 2,244, and one of the project’s goals is to eventually provide 40 openly-licensed textbooks that have been created, reviewed and adopted by B.C. faculty. Dr. Rajiv Jhangiani, a recent addition to Kwantlen Polytechnic University’s (KPU) Faculty of Arts, has revised two textbooks on research methods in psychology and social psychology for BCcampus. He believes open textbooks are the way
forward, for many. “There are tremendous benefits to be reaped from the adoption of open textbooks. For students, they bring greater access, convenience, cost-savings and course performance. For faculty, they permit the modification of the text to suit their course and pedagogical goals, including the embedding of assignments. And for institutions they have been linked with higher program completion and student retention rates,” he said. Dr. Jhangiani was recently selected as one of three “Faculty Fellows” on the BCcampus Open Textbook team. In his role, he will work to research the efficacy of open textbooks, and coach faculty on how to adopt them – a feat easier said than done. While immense progress has been made
to date, the KPU psychology instructor says there remain many disciplines and courses with no available open textbook alternatives. There has also been some skepticism around the quality of open texts. But the future is bright with BCcampus.
“Openness is a philosophy that is already transforming research and has the potential to do the same with textbooks and pedagogy. I am proud that B.C. is leading the world in this transformation and that KPU in turn is leading B.C.” In addition to his pioneering work around open textbooks, Dr. Jhangiani serves as the director of the Social & Political Cognition Lab at KPU, an associate editor of the journal Psychology Learning & Teaching, and the director of research, resources and special initiatives for the Early Career Psychologists Committee of the Society for the Teaching of Psychology. He is also the recipient of KPU’s Katalyst grant, which will go toward funding research he’s passionate about: “I will be looking at the impact of open textbook
adoption on students, faculty and institutions here in B.C., including variables such as access, convenience, cost-savings, course performance, program completion, as well as student retention.” This Thursday, Dr. Jhangiani will speak to new models of textbook production, and their impact on students, faculty and B.C. institutions. Hosted in celebration of Open Access Week, the discussion will take place at SFU’s Harbour Centre from 1-2:30 p.m. on October 23. The exhibit features Indian troops on the Western Front, where Canadians forged a proud military tradition in battles such as Vimy Ridge, and highlights the pivotal role that Sikh soldiers played as the war began, noting the shared heritage with Canadians and other allied powers. The exhibit’s creator, Steven Purewal, says the role of India's military force, particularly soldiers from the Punjab region, was substantive; more than 74,000 Indian troops were killed in WW1, a heritage shared with Canada and its 66,000 lives lost during the war. “As part of the war effort, South Asians made a significant contribution, and today, communities across Canada have little or no knowledge of the role India played and its shared history with Canadian counterparts,” said Purewal, a Surrey resident and community historian. “These are the ties that bind; it is a common heritage we can build upon.” The founder of the non-profit society Indus Media Foundation Canada, Purewal hopes to work with SFU and community groups to promote the Indian WW1 story among young people in schools across the country. During the exhibit’s November 10 visit to SFU, the Surrey campus will facilitate a daylong workshop for School District #36 teachers on creating lesson plans that focus on India’s war contributions. The same day, at 1 p.m., the campus will host a special presentation on The India Army and the Great War, featuring Major Gordon Corrigan, author of Sepoys in the Trenches: The Indian Corps on the Western Front 191415. An internationally known war historian, Corrigan is a former officer of the Royal Gurkha rifles. The free, public event will be held in the SFU Surrey theatre. Corrigan will place a wreath at the cenotaph in Cloverdale on November 11 during the community's Remembrance Day ceremony (11 a.m.). “It’s fitting that SFU is helping to raise awareness and bring this story closer to the community,” says SFU Surrey campus Executive Director Steve Dooley. “We will also be working on developing curriculum to tell the story in a formal educational setting, so that its relevance in WW1 history is not lost.” Says SFU historian John Craig, dean of the Faculty of Arts and Social Sciences: “It is important to remember that the terrible conflict of the First World War was a global war of empires. The events of the 20th century dismantled those empires but political change doesn't wipe out the importance of the experiences and memories of war. “The story of the Indian regiments of the British Army is a particularly telling instance of this. At the time they fought for a sovereign and cause common to Canada and the Commonwealth, with a cheerfulness, industry and sacrifice equal to any of the Dominions of Britain.” Purewal, an avid collector of military memorabilia, has spent many years tracking the India WW1 story. “The role of India is a huge piece of our heritage, and it deserves to be shared, with our local community, and all of Canada,” he says. “It is a chapter of this global war that needs to be added to our history books—even a century later.”

Whatever the cause, this crash was preventable

TWO 17-year-old high school students, a male and a female, died in a car crash around 3:15 p.m. on Thanksgiving afternoon, October 13, 2014, when the bright red car in which they were traveling to a Thanksgiving dinner crashed into oncoming traffic on Highway 10 between Highway 91 and 120th Street in Delta. Five vehicles were involved and
Highway 10 was closed for hours as police began investigating. Weather, speed and distraction are three factors in issue. Photos of the crash show the red car totally demolished. Amongst the speculative commentaries online following the report on www.cbc.ca is the effort to understand what happened. ‘Speed’ is at the top of the list, with messages such as: “Maybe this is a stretch of road that SENSE BC would like to see the speed limit raised on too...” “We have to get away from the mentality of raising speed limits.” There are numerous ‘engineering design’ queries about the red car and this stretch of Highway 10: “Just curious if their car pre-dates air bags or pre-dates traction control and stability control.” “Going up or down that stretch of Hwy 10 is dangerous and scary...” “This … section of Hwy 10
…should have a concrete divider down the middle. … When you head west past Scott Road/120th down the hill to highway 91 the road goes downhill and with a somewhat sharp curve. It is also very shaded. Very wet/icy conditions result in a slipping opportunity for anyone not paying careful attention to the road conditions. Now is the time for the highways department to step up and address this obvious safety issue.” “Drivers often take [that stretch of road] way too fast, probably still mentally at highway speed from exiting HWY 91. Even so, the limit there is 80km/h with no physical barrier between oncoming traffic. Extending the concrete barrier west beyond 120th street seems like a cheap nobrainer that could have saved these lives.” ‘Distracted driving’ was Elite Auto Spa presents a cheque of $7,671 to Make A Wish Foundation. The money was raised during a charity car wash and Elite Auto Spa was able to grant the wish of a terminally ill child in Surrey with a dream trip to Disneyland. but then … took them to the local wreckers to see smashed cars close up. That had more effect on them than the course itself.” We, the general public, at the moment do not know the cause of the crash. We can however, say almost certainly, that with the exercise of due care it would have been preventable.
