BY RATTAN MALL UNFORTUNATELY, young South Asian men continue to be lured into the deadly world of gangs. When I asked gang expert Sgt. Lindsey Houghton about gang trends in the South Asian community and if there were fewer people joining gangs or whether it was the same old situation, he noted: “Well, it’s still the same old situation unfortunately.” Houghton, who is a high profile spokesperson for the Combined Forces Special Enforcement Unit – BC (CFSEU-BC), the province’s anti-gang unit, told me: “What we see is still the continuing trend of a handful of predominantly young South Asian men who are for whatever reason are attracted to this lifestyle despite having every opportunity afforded to them because they come from middle class / upper middle class families.” He added: “They have opportu-

nity for schooling. They have opportunity for good careers. They continue to be lured in and they believe all of the myths and lies that are fed to them about gangs and the gang lifestyle. “And unfortunately, as we have seen over the years that’s led to a significant number of young South Asian men being killed because of gangs or organized

crime violence.” But Houghton also pointed out: “As a result of that we’ve seen the South Asian community more than any other ethnic group mobilize against this and you know the work of Mr. Balwant Sanghera and the South Asian Community Coalition Against Youth Violence is a prime example of that. “No other community – ethnic or otherwise – has mobilized like they have and it’s a result of what happened – the Bindy Johals and all of the names, most of whom people have forgotten except their families; there’s too many of them.” Houghton added: “We all want this to stop and there is no reason why it shouldn’t stop, because trials like the Surrey Six and other very high profile gang murders should be reinforcing the [fact in people’s minds] that gang life is a dead end. OF the 160 victims of gang-related homicides in B.C. from January 2006 to March 2014, 34 were South Asians, according to the Combined Forces Special Enforcement Unit of British Columbia's newly released 2014 Community Report. South Asians formed 21.3 per cent of the total gang-related homicide victims. Just in 2012, for example, a number of highprofile gangsters were gunned down: * Sukhveer (Sukh) Dhak on November 26 in Burnaby * Randynesh Raman Naicker (aka Randy Naicker) on June 25 in Port Moody * Gurbinder Singh Toor on May 30 in Port Moody * Ranjit Singh Cheema on May 2 in southeast Vancouver * Sandip “Dip” Duhre on January 17 in downtown Vancouver The ethnicities of other victims of gangrelated homicides over the same period: * White: 74 (46.3 per cent) * East Asian: 33 (20.6 per cent) * Middle Eastern: 10 (6.3 per cent) * First Nations: 6 (3.8 per cent) * Hispanic: 3 (1.9 per cent)

RATTAN'S RUMBLE HEY dudes, dost thou remember that hated politician who once was our premier until British Columbians finally picked up enough courage to kick his butt out of power when they could no longer put up with his lies and deception? Back in 2001 and 2002 when he was busy tearing up union contracts and bulldozing unions left and right after having

lied to them that he would do no such thing if elected, he had to receive extra RCMP protection. What a disgrace that was – a premier in a democracy like ours didn’t feel safe at home! Well he and his Liberal MLA poodles had to face the wrath of British Columbians. Not that I would encourage anyone to break the law, but the Bible does say: “Oppression can drive the wise one into madness” (that was wise King Solomon in the book of Ecclesiastes). And that is what transpired back then.

The anger against Campbell was so intense that even his wife’s office at Sir Winston Churchill secondary, where she was vice-principal at the time, was firebombed. RCMP increased police protection for Campbell though they refused to confirm or deny that when I called them up at the time. They told me it was not their policy to comment on such security matters. Campbell's Vancouver constituency office was firebombed earlier that year. Someone threw a small fire bomb through a letter slot. A wall was

scorched, but no one was hurt. As the Canadian Press report in May 2002 stated: “Campbell and other MLAs have received death threats since the Liberal government starting implementing its job and budget cuts.” The report stated: “In the aftermath of the Sept. 11 [2001] terrorist attacks, Campbell was sent a letter containing a white powder that raised fears of the deadly anthrax letters in the United States. It turned out to be a hoax. “He was also swarmed in late January [2002] during an impromptu

protest about government cuts when he tried to enter a Victoria hotel to have lunch with the Canadian Alliance caucus.” Two Victoria area Liberal MLAs had manure piles dumped at their constituency offices. The then-caucus whip Kevin Krueger received death threats and had to lock his Kamloops-North Thompson constituency office. Then-MLA Patty Sihota said placards threatening Campbell's assassination were found outside her constituency office in BurnabyEdmonds.

Premier says she’s “certain” classes will start before she heads to India QUITE obviously waking up to the reality that her popularity rating is dropping and British Columbians are getting increasingly frustrated and angry as the teachers’ dispute drags on, Premier Christy Clark and her Education Minister, Peter Fassbender, suddenly started hinting at the possibility of a legislated end to the strike. dropped five points to 32 per cent since June. Then the B.C. Federation of Labour announced an $8million loan to the B.C. Teachers’ Federation and 99.4 per cent of teachers voted yes for binding arbitration. Clark and Fassbender realized they were getting nowhere. Fassbender hinted that the government might resort to a legislated end to the dispute as he told the media: “The reality is, gov-

ernment has the ultimate ability to legislate in any situation,” although he claimed that the striking teachers' union and employers' association are talking with mediator Vince Ready about starting negotiations. On Thursday afternoon, Clark said: “My position on that hasn't changed, I want to get a negotiated agreement, I intend to get one.” But she added: “Well I'm very hopeful schools will

be back, in fact I'm certain schools will be back in session by the time I go to India [on October 9].” CBC reported on Thursday that Fassbender told them that the teachers' union and the employers' association were talking with mediator Vince Ready about resuming negotiations. There were expectations that the negotiations would begin on Friday.

Recent arsons linked to ongoing South Asian gang conflict in Vancouver’s South Slope VANCOUVER Police on Wednesday announced that they are continuing to investigate a series of targeted arsons in the city’s South Slope neighbourhood caused by suspects throwing Molotov cocktails. The first fire occurred on Tuesday, September 2 shortly after 4 a.m. The residents of a home on East 61st Avenue near Knight Street woke to a loud noise and flames inside their living room. The second incident happened two days later on September 4 on East 62nd Avenue. Vancouver Fire and Rescue Services and the VPD were called after a fire was set at about 3:40 a.m. to the detached garage of the house. The third fire was set early Tuesday at about 4 a.m. at the rear of a home in the same area as the first two arsons. The fire caused minor damage to the garage. This last victim lives very close to the first two fires and investigators believe that they were not the intended target. Police believe that all of the arsons are the result of an ongoing gang conflict. There is a concern that as the incidents continue to occur, there is a potential for injury or loss of life. In all three cases, the suspects fled on motorcycles. Photo courtesy CTV story “Vancouver’s South Slope is out of control as two South Asian groups of youths go at each other once again,” we had revealed that Jaskaran Singh Heer, 19, who had been charged with possession of a restricted weapon, unauthorized possession of a firearm in a motor vehicle, and possession of a weapon for a dangerous purpose earlier that month by Vancouver Police is alleged to be one of the key figures in the ongoing gang conflict between two South Asian groups of youths. The VOICE was the first to report about the conflict last February in an article titled “Is South Slope of Vancouver headed back to notorious days of Bindy Johal versus Dosanjh brothers type of rivalry?” Heer was one of four male occupants of a car that police officers

searched at the Esso gas station at Kingsway and Victoria Drive on August 7 and located bear spray and a bag containing a .44 calibre revolver, a box of ammunition and gloves. The Vancouver Police Gang Crime and Major Crime Units said they have been investigating a number of shootings, assaults, arsons and other acts of vandalism, all believed to be related and linked to the two opposing groups. Police sources told us that it all started “over petty stuff just like Johal and Dosanjh over high school things – a girl was involved and then as they got older, they have continued to hate each other and now its escalated to murder because some of them have gotten into criminal activities like drugs and now they answering to higher ups in the

South Slope and that’s causing this violence to pick up.” These youths have been “robbing stores, stealing cars, selling drugs, cell phone stuff.” Police sources told me last month that now the rivalry “is out of control.” They added: “They are driving around with loaded guns in their cars. It is similar to the Sanghera versus Manj group where they started doing this thing and then progressed.” We reported: “Police sources said that basically it’s a conflict between two groups of South Asian youths, from four different families. There are two main players and each of them has a special friend. “[In August], multiple shots were fired at East 22nd and Slocan Street at the house of one of the alleged chief players. Fortunately, no one was injured.” Police sources also told us: “Parents aren’t involved – it’s the kids. These are the new kids who are following in the steps of the Sanghera group. Violence is happening … shootings, assaults, arsons: a garage that was burned last week in the 400 East block of 63rd Avenue.” A friend of one of the chief players reportedly lives in that house. “Violence is escalating to the friends and associates of the two groups,” the sources noted. They added: “They are volatile groups. The parents don’t get it. We’ve told them to stop giving their kids their cars and all the money they need to go and do

Keep an eye on them and be strict. “The parents’ response is quite ridiculous – they are basically saying ‘well, you know a fight is a fight’ or ‘we can’t control them.’” Last March, Vancouver Police seized a large quantity of drugs, money and ammunition in an investigation from Vancouver to Chilliwack, Abbotsford and Surrey in Project Trio and that, according to police sources, involved one of the two major players in the ongoing conflict. They told The VOICE last month: “We’ve been seizing lots of weapons and stuff. It’s ridiculous how much violence we deal with.” They said: “This conflict started over the last few years and it just progressed. This conflict also involves the murder of that kid Akalirai. [January 23 death of Manraj Akalirai, 19, of Vancouver, was brutally slain on January 23, 2013. He had just graduated from Gladstone High School and was attending Langara College.] ... They are the same groups that are involved ... because that murder happened on the front steps of the house of [one of the chief players in the ongoing conflict].” They added: “It’s not just your school fight anymore – this is violence where we’ve had a murder, we had shootings, we’ve had assaults, we’ve had arsons, we’ve had all these violent acts in retaliation and basically it’s going to continue – it’s volatile.”

enforcement and disruption efforts, make a profound impact on violent gangs and gang members in British Columbia. South Asian man shot in Surrey on Sunday night ON Sunday, at about 8:30 p.m., Surrey R.C.M.P. received a number of 911 calls reporting shots heard in the area of 134th Street and 90th Avenue. Witnesses said that several vehicles were observed driving away quickly from the area. Surrey General Duty members as well as Surrey General Investigations Unit attended to the area immediately. A short time later a 19-year-

old resident of Surrey arrived at a hospital suffering from a single non-life-threatening gunshot wound. Police officers spoke to the victim at the hospital, but he was not totally cooperative with them. Police sources confirmed that the male was South Asian. Police say they recovered physical evidence from the scene of the shooting and

canvassed the surrounding area for witnesses. It appears that the shooter is known to the victim, and the incident does not appear to be random. Surrey R.C.M.P. are seeking the public’s assistance, and requesting that anyone who may have witnessed this incident, and / or observed vehicles fleeing from the area call them at 604-599-0502 or to call CrimeStoppers.

‘Message is certainly getting through to some’ CONTINUED FROM 1 “Most of these people are just kids that end up getting shot and killed, and you are going to destroy your family or you are going to put your family at risk. Oftentimes families are victims as well. Either it’s directly from violence: their house is shot at or set on fire – that’s something we’ve seen happening for years whether it’s the South Slope of Vancouver or in other areas – or the family’s going to have to live with the stigma that their child was involved as a perpetrator or as a victim or both. “These are things that should mobilize a community and people shouldn’t bury their heads in the sand and think it’s not happening in their community. It’s happening in every community and people should care and talk to their kids about this issue.” COMMENTING on the 2014 Community Report of the CFSEU-BC that shows a significant decline in gang violence, Houghton told The VOICE: “We continue to be very aggressive in how we target the most violent gang members on our streets and the people who pose the greatest risk to public safety and we are not going to stop at anything until they are either behind bars or they have changed their behaviour. That’s a commitment we’ve made and we’ve told these people that we are going to be relentless in how we remove them from the equation.”

So is the message getting through to them? Houghton said: “The message is certainly getting through to some. We know that in the last six months there have been several of them who as a result of either our prevention or education or disruption or even enforcement have decided to change their behaviour or simply move. And that’s a success because it makes our community safer.” So are there fewer such threats now as compared to a year or two years ago? Houghton replied: “If you are looking at just the statistics, we’ve seen a significant decline in stats related to gang violence over the last year and that’s a very good thing. People always ask me ‘well, are we still in a gang war?’ Well, of course, we are! We always have been and we can’t take our eye off the ball or our foot off the gas just because the stats are low. “That’s one of the purposes of this report – to remind people that ‘hey look, we’re going in the right direction, we’ve been doing some great work, but if we don’t continue this work and if the communities don’t continue to work with the police or don’t continue their advocacy against gangs and gang violence, then it’s going to come back. The numbers are going to rise again.’ “There are gang members out on our streets every single day who look to commit violence or look to commit crimes whether it’s selling drugs or shooting somebody.

That’s always a potential in every single community in British Columbia and across Canada. WHAT TO LOOK FOR NOW SO what will be happening on the gang front over the next year? Of course, CFSEUBC has ongoing investigations and we will learn of them as they get sufficient evidence to charge and arrest gang members. But some other things are more obvious, such as the high profile trials. * Houghton pointed out to The VOICE: “In the next six months to a year we are going to see a number of high-profile court-related matters come to fruition. The first of those is going to be the first verdict in the Surrey Six coming in early October.” B.C. Supreme Court Justice Catherine Wedge will deliver her verdict in the trial of Cody Haevischer and Matt Johnston, who are charged with six counts of first-degree murder and conspiracy to commit murder in the Surrey Six murders, on October 2. Innocent victims Chris Mohan, 22, a South Asian, and Edward J. Schellenberg, 55, of Abbotsford and four other victims who police say led criminal lifestyles - brothers Corey Jason Michael Lal, 21, and Michael Justin Lal, 26, and Edward (Eddie) Sousakhone Narong, 22, and Ryan Bartolomeo, 19 - were executed in typical gang-style fashion at Apartment 1505 of the Balmoral Towers at 9830

The vehicle was associated with the Bacon brothers and this was apparently a case of mistaken identity. On February 6, 2009, 27year-old Kevin LeClair, a high-ranking Red Scorpion member and very close associate of the Bacon

Jonathan Bacon * Houghton also noted: “Not long after that the trial of Jamie Bacon is going to start and then we will have the trial for the murder of Jonathan Bacon and the attempted murder of James Riach and Larry Amero. “So there is a number of very high profile big gangrelated events happening in our courts as a result of major public violence offenses that have happened.” Surrey Six co-accused, Jamie Bacon, who is being tried separately, is charged with first-degree murder in the death of Corey Lal and, along with Haevischer and Johnston, conspiracy to commit murder in Lal’s death. In the Jonathan Bacon case, B.C. Supreme Court Justice Austin Cullen has ruled that the murder trial will be held in Kelowna. There is a publication ban on whatever was spoken at the hearing at which lawyers for the three accused – Jujhar Khun-Khun of Surrey, Michael Kerry Hunter Jones of Gibsons, and Jason Thomas McBride of North Vancouver – had applied to move the trial out of that city. Bacon was killed on August 14, 2011. Bacon, Larry Amero, a full-patch Hells Angels member from White Rock, and James Riach of the Independent Soldiers along with two women, one of whom is related to several Hells Angels members in

Haney, were attacked in Kelowna. While Bacon was killed, Amero and the two women sustained non-lifethreatening injuries. Riach, who was also injured, fled the scene. Khun-Khun, Jones and McBride were arrested on February 22, 2013, and charged with the first degree murder of Bacon as well as four counts each of attempted murder. Manjinder “Manny” Hairan, 29, who was shot dead on January 15, 2013, in Surrey, is believed to have also been involved in the Kelowna shooting. * Houghton also noted: “Only weeks ago, [there was] the arrest of Cory Vallee down in Mexico and his extradition to Canada. He was one of Canada’s most wanted men involved in the gang conflict at its height and he’s accused of murder. So we expect that sort of trend to continue these very high profile things from 2008-09 and 2010-11 now coming to fruition as they make their way through the courts.” Vallee was arrested in Guadalajara, Mexico, on August 13 after four years of evading police in connection to the homicides of Jonathan Barber and Kevin LeClair. On May 9, 2008, at about 10 p.m. shots rang out in the 7000 block of Kingsway in Burnaby. Several

BCSC panel finds four B.C. residents, including four South Asians, engaged in market manipulation A British Columbia Securities Commission panel has found that five B.C. residents engaged in a market manipulation that led to a misleading appearance of trading activity in - or an artificial price for - shares in a company listed on the TSX Venture Exchange (TSX-V). The panel found that between September 2007 and March 2009, Thalbinder Singh Poonian, Shailu Sharon Poonian, Robert Joseph Leyk, Manjit Singh Sihota and Perminder Sihota coordinated their activities for the purpose of manipulating the share price of OSE Corp, an Ontario company whose shares traded on the TSX-V. OSE had its head office at a property owned by Perminder Sihota in Delta, B.C. In its decision, the panel found that the

respondents and certain relatives, friends and associates of Thalbinder and Sharon Poonian acquired a dominant share position in OSE through private placement purchase of shares and warrants. By trading through brokerage accounts in their own names and controlling the trades in accounts in the names of family and friends, the respondents manipulated OSE’s share price to a high of near $2 per share. The panel found that the respondents obtained approximately $7 million by selling OSE shares to unsuspecting buyers, including clients of Phoenix Credit Risk Management Consulting Inc. (and its affiliates), a company based in Richmond Hill, Ontario, that provided debt management services. Phoenix and its principals were paid commissions ranging from 10% to 20% and, in some cases, 28% each time they arranged for a Phoenix client to buy OSE shares. In December 2011, Phoenix and Jawad Rathore, Vincenzo Petrozza and Omar Maloney entered into a settlement agreement with Ontario Securities Commission in relation to this matter. Describing Thalbinder Poonian as the “mastermind” of the scheme, the panel wrote, “He was the person who found OSE and acquired control of its shares and board… He was the one who set up the arrangement with the Phoenix Group. He was the one who traded OSE shares through nominees.” The panel also noted that, as an experienced market participant and former registrant, Thalbinder Poonian, knew, or should have known, that his conduct resulted in or contributed to a misleading appearance of trading activity in, or an artificial price for, OSE shares. The panel directed the parties to make submissions on sanctions according to the schedule set out in the findings. NPA would help revitalize shuttered stretch of Main Street ignored by Vancouver Mayor Robertson THE once-flourishing Punjabi Market in South Vancouver has become a ghost town of shuttered businesses, yet Vancouver Mayor Gregor Robertson has done nothing to help support the community as it faces hardships, Non-Partisan Association (NPA) mayoral candidate Kirk LaPointe says in a video released Monday. “The Vision Vancouver machine has failed this area,” says LaPointe. Jay Jagpal, NPA Park Board Commissioner candidate, lives in the Punjabi Market area. His

Can you identify this alleged South Asian fraudster who’s preying on the elderly? SURREY RCMP is alerting the public and requesting their assistance in identifying a South Asian fraudster who has been recently preying on elderly people and their generosity. The scam involves the suspect advising homeowners that his car has been towed nearby and he needs money to retrieve it. In some cases, the suspect gains access to the residence during the conversation and steals further items from the homeowner. The suspect will sometimes offer the homeowner an item as collateral before a return payment is made which turns out to be stolen property. He has also returned the next day in an apparent attempt to re-pay the homeowner which results in a further theft or robbery of the homeowner. The suspect uses a number of

techniques in order to gain the victim’s trust including alleging knowledge of the victim’s family. Between May and June, police responded to three complaints of a similar nature, however Surrey RCMP believe there may be additional victims who have yet to come

forward. The frauds have all taken place in the City Centre area of Surrey. Despite a number of investigative steps and persons of interest, police have failed to identify and locate the suspect. Officers are hoping that releasing this information and surveillance photo will help identify who he is. The suspect is described as a South Asian male, mid 20’s, short black hair, clean cut, approximately 6’0”, slim to average build. Officers believe the same suspect may be responsible for a series of similar frauds in the Richmond area. Punjab Thunder win appeal against Khalsa Warriors, California Eagles beat Vancouver Lions LUDHIANA, Punjab: Punjab Thunder completed a brilliant fight-back as their late-night appeal against the last point being awarded to Khalsa Warriors was upheld by the Technical Committee of the Wave World Kabaddi League on Sunday, resulting in the first tie as the Wave World Kabaddi League made its long-awaited arrival into Punjab, widely considered as the Home of Kabaddi. The powerful Jasmanpreet, one of the key raiders of Khalsa Warriors, was challenged and then locked into a hold by Yadwinder Singh, a three-time Best Stopper this season. In the initial decision, Jasmanpreet's raid was adjudged successful as the umpire on the court felt the defending team, Punjab Thunder had 'double-touched' meaning two stoppers had touched the raider in an effort to stop him. With the second match due to start in few minutes, the replays and the appeal were decided after the second game late into the night. in a decision that upheld Punjab Thunder's stopper Yadwinder was indeed successful in stopping Jasmanpreet and that there was no 'double-touch'. This resulted in the point being reversed. So, Punjab Thunder were awarded the point instead to make the final result in a heart-stopping 58-58 tie at the Hockey Ground in Punjab Agricultural University in the heart of Ludhiana on Saturday. The tie also ended Khalsa Warrior's winning streak. They now have four wins and one tie for nine points from five games, while Punjab Thunder with two wins, one tie and two losses have five points from the same number of games. Punjab Thunder's star raider, Sultan Singh, was adjudged the man of the match for his superb performance and he was also the Sonalika Power Raider of the day. Sultan's tally of 26 points equaled the previous best of 26 by his own teammate Talwinder Singh, who achieved it against Royal Lings USA last week in Delhi. The Best stopper was Khalsa Warriors was Gurpreet Singh Manki with seven stops. Raiders Gagandeep Jogewal, Talwinder Singh and Yugraj gave Khalsa Warriors the strength from the first quarter itself and stopper Gurpreet Singh ably supported them. Premier’s approval rating drops five points from June to 32 per cent IN the midst of a tense labour dispute between teachers and the provincial government, Premier Christy Clark’s job approval has dropped five points to 32 per cent (37% in June), according to the latest quarterly survey from Angus Reid Global (ARG). On the other hand, Ontario Premier Kathleen Wynne’s job performance approval has rebounded over the last three months. Wynne’s approval rating is experiencing a post-election surge of eight points among Ontario respondents to 41 per cent - up from 33 per cent since the last quarter. Saskatchewan Premier Brad Wall continues to be most popular in Canada with an approval rating of 66 per cent, essentially unchanged from June (67%). In second place is Nova Scotia Premier Stephen McNeil, who has seen his approval rating slip 13 points to 53 per cent from last quarter. Newfoundland and Labrador Premier Tom Marshall’s approval rating from respondents in his province is 52 per cent, down seven points from June. Quebec Premier Philippe Couillard has earned the job performance approval of half of respondents in his province (50%), down nine points from last quarter (59%). Manitoba Premier Greg Selinger has the approval of 30 per cent of respondents. This represents a four-point increase since last quarter. DEEPAN Budlakoti, 24, a Canadian-born Indian (South Asian), will remain stateless after a Federal Court of Canada judge rejected his claim for Canadian citizenship. Budlakoti was ordered deported in 2011 after being sentenced to three years for weapons and drug offences, but India’s position is that he is not an Indian citizen. Because of a technicality – his parents were reportedly employed with the then-

Indian high commissioner, w h i c h meant that their kid had diplomatic immunity – his Canadian birth didn’t give him the automatic right to citizenship. But Budlakoti argued he was born a few months after his parents stopped working for the high commission and that that had been confirmed by

the then-high commissioner. He has an Ontario birth certificate and was issued a Canadian passport, but the government maintains that he shouldn’t have been issued a passport. Justice Michael Phelan rejected Budlakoti’s sworn affidavits and accepted what he said were more reliable documentary evidence that indicated his parents left the Indian High Commission in December 1989, two months after his birth.

99.4 per cent of teachers vote yes for binding arbitration, but Education Minister rejects it B.C. Teachers’ Federation President Jim Iker on Wednesday night announced that teachers had “voted overwhelmingly to back the call for binding arbitration that would see an end to the strike and open schools. As many as 30,490 teachers – 99.4% – out of a total of 30,699 voted yes for binding arbitration. Iker said: “[Thursday] morning, custodial staff could be pulling chairs off desks and teachers could be setting up their classrooms. “School counsellors could be finalizing time tables. “Teachers could be powering up the smartboards. “Classes could start this week. Children could be learning. “Unfortunately tonight, there is a single group of people standing in the way of schools opening their doors tomorrow. “The BC Liberal government’s refusal to accept binding arbitration is now the only reason children won’t be back in class. “Every single one of those MLAs must ask themselves what is the real reason they are keeping schools closed. “Their refusal is certainly not in the best interests of students or the province.

B.C. Federation of Labour gives $8-million loan to BCTF, nurses’ union donates $500,000 THE B.C. Federation of Labour announced Wednesday that it will provide $8-million in interestfree loans to the striking teachers so that their rights are not undermined because of financial stress. Teachers will be able to apply for a loan from the general hardship fund of the B.C. Teachers Federation’s general hardship fund. The unions contributing the money are the BC Government Employees Union, the Public Service Alliance of Canada, Unifor, the Hospital Employees Union, United Steelworkers, International

Brotherhood of Electrical Workers, Canadian Office and Professional Employees Union, the Health Sciences Association and the Federation of Post Secondary Educators. Meanwhile, the B.C. Nurses’ Union President Gayle Duteil announced that the BCNU will provide striking teachers with half a million dollars to help defend public education. The money will be given to the teachers’ hardship fund, to support teachers and their families on the picket line. “BCNU is giving teachers $500,000 to assist

NDP’s Backgrounder On September 8, 2014, the Ministry of Justice announced that charges had been laid against Brian Bonney, Mark Robertson and 075083 B.C. Ltd (doing business as Mainland Communications) for offences under B.C.’s Elections Act that the Crown alleges occurred between February 22, 2012 and April 19, 2012, in the period leading up to the Port Moody-Coquitlam by-election. Mark Robertson was at the material time, and remains, a director with Premier Christy Clark‘s B.C. Liberal Party. At the time of the alleged offences, Bonney was receiving a taxpayer-paid salary as a communications director in the Government Communications and Public Engagement (“GCPE”) office. Bonney was the 2009 cam-

paign manager for former MLA Harry Bloy, Christy Clark’s only caucus supporter in the 2011 BC Liberal leadership campaign. Bonney was himself a strong supporter and activist in the Clark leadership campaign. He was appointed as a GCPE director after Clark became premier and assigned to work with then minister Bloy in multiculturalism. At the time of the alleged offences, Athana Mentzelopoulos had been deputy minister of GCPE for about two months, having left an earlier four-month position directly in Clark’s premier’s office. While a GCPE director during Mentzelopoulos’ time as its deputy minister, Bonney was also a key player in the B.C. Liberals’ Burnaby Hospital scandal and the subsequent “Quick Wins” scandal.

PRIME Minister Stephen Harper on Friday joined the Aga Khan at the official opening of the Ismaili Centre and the Aga Khan Museum, situated in the Don Mills area of Toronto, Ontario. He was joined by Shelly Glover, Minister of Canadian Heritage and Official Languages. While at the Ismaili Centre, Harper toured the complex which incorporates spaces for social and cultural gatherings, intellectual engagement and reflection, as well as spiritual contemplation. Super Cruising in a Cadillac

EVERY third year, The Intelligent Transportation Society of America (ITS) hosts an international meeting concerning current plans and future goals for transportation. This year the event was held in Detroit, Michigan, September 7th to 11th. Attendees, according to the ITS website, included: “more than 10,000 of the world’s leading transportation policymakers, researchers, high-tech innovators, and business professionals from the United States, Europe and Asia”. The opening speech at the conference was made by the CEO of General Motors (GM). Within the speech (http://media.gm.com) emerged some details of the brilliant technology to be found in GM’s 2017 Cadillac vehicle. Cadillac will have driver assistance technology referred to by the manu-

facturer as Super Cruise. Some details from the speech are: * “hands-off lane following, braking and speed control in certain highway driving conditions” * these features to be present for “the comfort of an attentive driver on freeways, both in bumper-tobumper traffic and on long road trips” An essential part of Super Cruise concept is reported to be vehicle to vehicle communication (V2V). The intent according to GM (http://media.gm.com) is to: “mitigate many traffic collisions and improve traffic congestion by sending and receiving basic safety information such as location, speed and direction of travel between vehicles that are approaching each other. It will warn drivers and can supplement active safety features, such as forward collision warning, already available on many production cars.” GM notes that the technology will address the following social and economic issues: “As the world becomes more congested and new populations need access to personal mobility, accidents continue to be a global concern. A recent National Highway Traffic Safety Administration study estimated that the economic and societal

impact of motor vehicle crashes in the United States is more than $870 billion per year.” Current deaths from motor vehicle accidents annually (2012) in the United States are reported to be approximately 30,000. World-wide (2010) the number is generally suggested to be 1.2 million deaths. Implementation of the V2V technology has been underway for some time. GM demonstrated some V2V capability in 2006 in Cadillac test vehicles. For some time, V2V has been a development focus for all of the major motor vehicle m a n u f a c t u r e r s . Competition for refinement of the system will intensify, and the protection it affords will become another standard feature, like seat belts, airbags and ABS brakes. V2V will function in the 5.9 GHz band area, a frequency reserved by the American Government in 1999 for unlicensed use by technologies such as WiFi. It is reported that regulations for the standardization of V2V will be established by the end of this year for the United States. We can expect that the American leadership as regards to standards will be accepted internationally. All of this is good news. Not too long from now we

will see vehicles cooperating with each other, attempting to avoid traffic jams and collisions, and increasing the efficiency of existing roadways. "The Road Rules" strives to provide helpful infor-
