Man who punched South Asian bus driver gets two more years in prison SEAN Tyler Quaye, 25, who punched bus driver Jagdeep Grewal and broke his nose on a bus plying from Newton Exchange to Guildford Mall on the evening of March 26, was sentenced on Thursday to two years in prison in addition to 31
months’ time already served. Quaye suddenly decided to plead guilty in B.C. Supreme Court in New Westminster. He also received three years’ probation and a three-year ban on taking transit. Quaye and a young woman who
got on the bus Grewal was driving didn’t pay their fare. As the bus moved on, Quaye suddenly punched Grewal in the face. The driver managed to stop the bus safely and the attacker ran away, but was arrested on April 2, driving a stolen car in Newton.
Quaye changed his not guilty plea, after the woman who got on the bus with him testified that he looked angry before he assaulted the driver. She said that when she later met up with him, he appeared to be proud of what he had done.
According to CKNW, union leader Nathan Woods said: “It’s long overdue to have a judge consider this type of sentencing. And for one, I think transit operators and riders especially happy that this has transpired today. It’s just the most amazing news.”
Piara Kang, 63, charged with second degree murder in death of his wife, Baldish Kang, 61, in Edmonton EDMONTON Police Service Homicide Section detectives have charged a man in connection with the death of a woman who was discovered dead in a southeast Edmonton residence on Friday last week.
At approximately 8:26 a.m. on Friday, August 29, Edmonton Police’s southeast division patrol officers responded to a call to check on the welfare of a resident at a house in the area of 37 Avenue and 13 Street.
A 61-year-old woman was discovered dead inside the residence. After speaking to witnesses, police took into custody a 63-year-old male resident of the home at approximately 1:36 p.m. in the area of 33 Avenue
and 34 Street. Police have identified the woman as Baldish Kang, 61. The death is considered a homicide. Piara Kang, 63, has been charged with second degree murder and possession of an
offensive weapon. Sources in Edmonton said the two were married and were living with other family members. Edmonton Police said the accused was cooperative and had no prior police involvement.

Langley RCMP seek public’s help in identifying South Asian wanted in June daytime break-in LANGLEY RCMP are seeking the public’s assistance to identify an individual involved in a June daytime break-in. Shortly before noon on June 12, two suspects forced their way into a home in the Aldergrove area. The men suggested they were in the neighbourhood investigating a gas leak. The lone female occupant of the house was bound with duct tape and the suspects began searching through drawers in the home. A short time later, they left the home and fled in a dark grey four compact SUV or crossover vehicle. The men took two small jewelry boxes from the resi-
dence. The victim was not injured in any way. The victim was able to work with a police sketch artist and a composite drawing of one of the suspects has been created. The suspects are described as South Asian, between 5’9” and 5’10” with short dark hair. One of the two
men was wearing a blue hoodie, grey sweatpants and grey Nike running shoes. The account states, “Although the police abducted and killed Kuljit Singh Dhatt on July 23, 1989, they later concocted a story implicating Kuljit Singh in the July 19, 1989 murder of a local villager Iqbal Singh. According to the police and their records, on July 26, 1989, the police apprehended Kuljit Singh and he confessed to the murder of Iqbal Singh. Then, after a few hours, around 2 to 3 a.m. in the morning, they took him to the River Beas, where he confessed he had hidden weapons. “At this point, the police give two versions of events. In one version, recorded in First Information Report (FIR) No. 78, a police constable began digging in the sand for the weapons, but then Kuljit Singh ripped away his handcuffs, which were linked to the belt of a different constable, and, while still handcuffed, jumped into the river and escaped. In the second version, stated in affidavits submitted before the Supreme Court by police officers DSP Ajit Sandhu and SI Sita Ram (dated Nov. 4, 1989), Kuljit Singh himself started digging in the sand while handcuffed, and then ripped his handcuffs from the belt of a policeman and disappeared into the river.” According to the account, “On September 11, 1989, after appeals to government officials fell on deaf ears, Parkash Kaur and Gurmeet Kaur filed a habeas corpus petition with the Supreme Court. … On March 30, 1990, the Supreme Court ordered the Punjab and Haryana High Court to appoint a retired Sessions Judge as a Commissioner of the Supreme Court, charged with conducting an inquiry into Dhatt’s disappearance. … It was almost two years
before the Commission, led by Justice H.L. Randev, could begin its inquiry. … In October 1993, Justice H.L. Randev submitted his report, implicating five police officers in the unlawful killing of Kuljit Singh Dhatt: namely Ajit S. Sandhu (who committed suicide in 1997, after serving as Senior Superintendent of Police), Jaspal Singh (in life imprisonment for murdering human rights activist Jaswant Singh Khalra), Sardool Singh (who died in 2008), SPS Basra (who retired in late 2013 as Deputy Inspector General), and Sita Ram.” What followed were scandalous delays, but the Dhatts pursued the case relentlessly. To cut a long story short, as The Tribune newspaper reported last May after the convictions: “The SC [Supreme Court] later ordered registration of a case against the accused policemen. They were booked for criminal conspiracy, abduction and illegal confinement. Parkash Kaur again moved the SC and after the SC rap, the FIR [First Information Report] was amended and Sections 364 (abduction with the motive of murder), 365, 466, 218, 201 and 120-B of the IPC were added. The accused moved the high court, seeking quashing of the FIR. “The case remained pending in the high court for more than 14 years. Canada-based Parkash Kaur moved the Supreme Court, seeking early hearing.” When the three surviving accused were convicted last May, the sentences just added insult to injury. But Harbhajan Dhatt remains determined to get justice for his brother. SECURITY GOING FROM BAD TO WORSE HARBHAJAN Dhatt, who visited The VOICE office with well-known local activist and volunteer Raminderjit Singh Dhami, told me that the security situation in Punjab is going from bad to worse, thanks to the politicization of the police. Mr. India Globe 2014 Kunwar Dodd and his best friend Dilpreet Virk have their sights set on Bollywood KUNWAR Dodd was born in India and raised in Canada - and got a break in America. On August 23, he won the title of Mr. India Globe 2014 in Los Angeles. Kunwar was born in Panchhat village in Punjab, India, He grew up in Adampur in the district of Jalandhar, attending St. Anthony's Convent School, Chomo. Then in 2004, he came to Canada and completed his high school in Surrey. Currently, he’s attending Kwantlen Polytechnic University to become a nurse. He also works as a security guard. Kunwar has a passion for acting. He’s very well-known on "Punjabi Vines" (seven-second comedy videos). But recently he discovered another talent of his, which is modeling, he told The VOICE. When an Indian American top model Dilpreet Virk saw his Vine video on Facebook, he was amazed at Kunwar’s talent, and sent him a message congratulating him for all the success. As they communicated over the months, they became really good friends. Kunwar saw Dilpreet’s modeling pictures and asked him to guide him into

He noted that whether it’s the Akali Dal or the Congress or the BJP, they just want to run the show according to their own whims. If they don’t like someone, they get a false case registered against that person. Talking about the menace of drugs plaguing Punjab currently, Dhatt pointed out that other states bordering Pakistan (from where the drugs are being smuggled into India) - Rajasthan, Gujarat, and Jammu and Kashmir – did not have the same problem. “What is the state’s intelligence services doing about it? What are the police doing?” he asked. Even the adjoining state of Haryana and the union territory of Chandigarh did not have a drug problem. He said Punjab had “no plan, focus or vision” on how to deal with the drug menace. Just after the terrorist threat had been dealt with, Punjab is now facing the drug problem, he lamented. Dhatt alleged that police themselves were harbouring criminal elements to do their dirty work, including grabbing land belonging to some Non-Resident Indians (NRIs). This was all well known. He said that in Faridkot there had been 23 kidnappings in just one year [2013-14] – “that is the home district of the Chief Minister [Prakash Singh Badal]” – and no case has been solved. “Ladies’ purse snatching” cases were rampant. “Why are these taking places and what measures are we taking to deal with them? This is all the result of the drug menace … laxity of police,” he added. “There is no purse snatchings in Chandigarh. Why is Punjab facing this problem? Haryana does not have this problem either.” He blamed all the political parties for these problems.

23-year-old Donovan Adams charged in connection with sexual assault of nine-year-old girl in Surrey

Photo by Jay Sharma of Mahi Photo Studio SURREY RCMP announced Tuesday that Donovan Adams, 23, has been charged with kidnapping, sexual assault, sexual interference, indecent act, and break and enter in last week's incident in which a nine-year-old girl was lured out her open bedroom window in the 9900-block of 128 Street where she was sleeping and then sexually assaulted. Adams did not know the victim. Surrey RCMP received a report about the incident from the victim's mother at about 10:40 p.m. last week on Wednesday (August 27). After being sexually assaulted, the victim was then taken to a nearby yard of a neighbourhood home and told by the suspect to remain there while he departed. Moments later
the girl fled to her residence and sought help from her mother. The girl was taken to the hospital where she was cared for by medical professionals. Last week itself, on Thursday evening (August 28), officers with the Surrey RCMP’s Special Victims Unit arrested Adams of no fixed address in the City Centre area of Surrey. After an extensive and intensive investigation over the weekend, he was formally charged on Tuesday. Home security video footage helped in identifying the suspect, police said. “The excellent work by our Special Victims Unit assisted by additional officers in our major crime and investigative services units along with our forensic and video forensic teams led to this investigation progressing
as quickly as it did,” said Surrey RCMP Supt. Trent Rolfe. “The Surrey RCMP would like to thank the community for their continued support and cooperation in this investigation. This file remained a top priority for our detachment as we understood the concern the community had regarding public safety since this incident.” As a large number of South Asians live in that area, the whole community had been under tension. According to the World Kabaddi League , Vancouver Lions beat United Singhs 5753 in one of the closest matches of the league to pick their first points and moved up one place from the bottom of the table. Gagandeep Singh Sabrawa was the main of the match as well as the Best Raider contributing 18 points to his team’s kitty, while Sandeep Singh put up a valiant show for United Singh with six stops in the 15th match of the League. The United Singh were narrowly ahead at 14-13 after the first quarter, but increased that to a sizeable 29-24 at the midway stage, before the Vancouver Lions staged a remarkable comeback to snatch the lead at 40-39 at the Indira Gandhi Indoor Stadium. The visitors from Canada then managed to nose ahead to 57-53 by the end for a huge morale-boosting win. The four-point difference also equaled the record for the smallest margin of four points – Yo Yo Tigers beat Royals Kings by a similar difference 58-54 last week at the same venue. United Singhs, who have now lost two games and won as many, have four points, while Khalsa Warriors, very popular winners over Lahore Lions last night, lead the table with eight points. Lahore Lions are second with six points, while United Singhs and Yo Yo Tigers, who have one more game to go against point-less California Eagles in the late night Sunday game, have also got four points. Spike in stolen Hondas in Abbotsford SINCE July 1, there has been a significant increase in stolen Honda passenger vehicles in Abbotsford. Of the 102 passenger vehicles stolen in the last two months (July 1 to September 2), 24 have been Honda products. This represents almost 24% of all stolen passenger vehicles. Police says these are unprecedented numbers and percentages. In the previous 64-day period
there were just two Honda passenger vehicles stolen. There were 37 Hondas stolen in all of 2013, but year to date in 2014 there have already been 41 stolen. B.C. Taxi Association wants Vancouver Mayor and Council to allow additional taxis on weekends to deal with the demand B.C. Taxi Association President Mohan Kang wants Vancouver Mayor Gregor Robertson and Vancouver City Council to amend the City’s bylaw to address the “perennial issue of shortages in peak period taxi service in the Downtown Vancouver Entertainment District on the weekends.” In a statement on Tuesday, Kang said: “On August 20, 2014, the Court of Appeal for British Columbia dismissed a challenge by the four Vancouver taxi companies on the granting of 38 additional parttime licences for seven suburban taxi companies to operate in the Downtown Vancouver Entertainment District, to alleviate the current shortage of taxis. “The granting of these 38 additional licences has a long history. In October 2012, the Passenger Transportation Board recognized the shortage of taxis in certain areas of Downtown Vancouver on Friday and Saturday nights. “As of October 2, 2012, the Passenger Transportation Board approved 137 additional part-time taxis. The City of Vancouver had been proactively lobbying for these additional taxis. “The four Vancouver taxi companies had objected to the granting of the 38 licences to the suburban

taxis. The four Vancouver taxi companies attempted to have the Passenger Transportation Board reconsider its decision. The Vancouver taxi companies brought a Judicial Review application in BC Supreme Court to quash the Board’s decision to issue the licences to the suburban taxi companies. That application was dismissed. The Vancouver taxi companies then appealed to the Court of Appeal of British Columbia and that appeal was dismissed. “In other words, the decision of the P a s s e n g e r Transportation Board on issuing 38 licences to the suburban taxi companies remains in full force and effect however the Vancouver taxi companies and the City of
Vancouver are continuing actions to prevent implementation of the licences. The Vancouver taxi companies have sought injunctions from the Supreme Court of BC to prevent these licences from being operated. “With taxi licencing in Vancouver, a person must have both a licence issued by the P a s s e n g e r Transportation Board and a licence issued by the City of Vancouver. “Pursuant to a City of Vancouver bylaw, the total number of taxi licences is capped at 588 taxis. Unless and until the City of Vancouver amends that section, the public need determined by the Board and the issue of the additional 137 taxi licences will be of no purpose for the taxi travelling public. “In spite of the City of Vancouver being instrumental in demanding further taxi service, and despite repeated requests from the suburban taxi companies, the City of Vancouver has not taken action to implement the required bylaw change. The City of Vancouver has had a staff report in hand since Summer 2013, however City of Vancouver Council has elected not to place the additional taxi issues on council agenda for consideration.
“If the travelling taxi public wants additional taxi service in the Downtown Vancouver Entertainment District, the Mayor and Council Members should be explaining why they are refusing to act to get these taxis into service, which will address the issues of public safety,

Minister of State Tim Uppal promotes peaceful pluralism on the international stage TIM Uppal, Minister of State for Multiculturalism, on Sunday concluded a trip to the United Kingdom, where he met with UK government officials to highlight Canada's success in encouraging and embracing peaceful pluralism. As part of his trip, Uppal also attended the Jalsa Salana 2014 International Convention, the formal annual gathering of the Ahmadiyya Muslim Community. There, he met with Hadhrat Mirza Masroor Ahmad, Khalifatul Masih, addressed participants and highlighted Canada's successful experience with multiculturalism, and the important contribution the Ahmadiyya community in Canada has made toward that success. On behalf of the Government of Canada, Uppal met with Lord Ahmad of Wimbledon, Parliamentary Under Secretary of State for the Department for Communities and Local Government, to discuss each country's approach to multiculturalism. Canada established the Office of Religious Freedom in February 2013 and has since established itself as a world leader in advancing and defending religious freedom around the world. The Office of Religious Freedom focuses on
advocacy, analysis, policy development and programming relating to protecting and advocating for the rights of religious communities facing threat and persecution. The opening of the Office was announced at the Ahmadiyya headquarters and mosque in Maple, Ontario. “Canada has seen great success with our world-renowned approach to multiculturalism, and I was proud to share this experience with our international partners in my discussions over the past few days. Our Government is committed to promoting intercultural understanding as well as inclusion and peaceful pluralism – in Canada and abroad,” said Uppal.

Charges laid against two South Asians in bankruptcy fraud investigation in Greater Toronto Area THE Integrated Bankruptcy Enforcement Unit comprised of the Royal Canadian Mounted Police (RCMP) - Greater Toronto Area (GTA) Commercial Crime Section and the Ontario Region Special Investigation Unit of the Office of the Superintendent of Bankruptcy (OSB), charged Tanveer Baber, 55, of Mississauga, Ontario, with offences under the Criminal Code (CC) and the Bankruptcy and Insolvency Act (BIA): three counts of false statement in writing to obtain credit, one count of fraudulent disposal of property, and two counts of disposal of property obtained on
unpaid credit. Police allege that Baber obtained a significant amount of credit through fraudulent means, disposed of assets he obtained on credit, and then attempted to use the bankruptcy process to absolve himself of his financial responsibilities. At the time of his assignment into bankruptcy, he owed $702,951 to his creditors. IN the second case, Firoza Babar, 56, (no relative of Tanveer Baber), of Mississauga, Ontario, was charged with offences under the Criminal Code (CC) and the Bankruptcy and Insolvency Act (BIA): false statement in writing
to obtain credit, make a false entry or material omission in a statement, and disposal of property obtained on unpaid credit. It is alleged Babar attempted to use the bankruptcy process to absolve herself of $585,470.25 of debt, a significant amount of which had been fraudulently obtained. The RCMP and the OSB Special Investigation Units said they will continue to combine their efforts to investigate allegations of criminal wrongdoing related to bankruptcy and insolvency matters in order to protect the integrity of the insolvency system in Canada.

Amrita Kumar-Ratta headed for inaugural International Geneva Competition on ‘Empowering Women for Development’ AMRITA Kumar-Ratta, currently Project Lead for Regional Diversity Roundtable in Peel, is headed for Geneva, Switzerland, as part of the team of three finalists for a competition for a project for empowering women. Over 40 teams of M.A. students from all over the world entered the inaugural International Geneva Competition on the topic of Empowering Women for Development. Hosted by the Graduate Institute of International and Development Studies in Geneva, this international competition has been created under the patronage of Kofi Annan, former Secretary General of the UN. Among the three finalists chosen is the Canadian team comprised of four
The other two finalists are teams from the Universidad de los Andes in Colombia, and from the University of Reading in the United Kingdom. These two team of graduate students will be presenting their papers on: “Empowering Female Sex Workers in the City of Bogotá: From Stigma to a Health Rights Approach,” and “Market Match-up: using a participatory communications platform to raise women's self-efficacy,” respectively. The competition offers cash prizes to all finalists, and the Canadian team continues to seek opportunities to fund their pilot project in Indonesia. Amrita Kumar-Ratta studied in Mayfield Secondary School in Caledon, and is a graduate of McGill University and of the Munk Centre at the University of Toronto, with exten-
sive experience of working on development issues in Kenya, India and Thailand. A few years ago, she and her sister Ankita started an initiative “Save the Girls” for a campaign against female foeticide. They went on a tour in the United Kingdom to face one of the world's best sides, England, and then travelled to Wales to take on the Welsh. Prior to the 2014 Commonwealth Games in Glasgow, Scotland, the women had another test series in Ireland. The roster is young, but it now has more experience than it has ever had with this core of players. "The team has been working
hard at putting consistent, back-to-back performances on the field every game regardless of our opponents’ status," says Rutledge. "This approach will be no different and the players’ attention to detail and focus will be sorely tested." "The team is starting to come together well and it is promising to see that our players are increasing their understanding of what it is to be really successful on the international stage." This fall, a number of athletes who are a part of the Canadian Men’s National Field Hockey Program have headed overseas for a chance to play in the world’s best professional domestic field hockey leagues. Thirteen members of the Canadian Men’s National will be flying Canadian colours overseas as they join the world’s best field hockey players in the search for domestic titles. Kwantlen Polytechnic University awards honorary degree to chancellor KPU’s first chancellor in 2008, and was re-appointed in 2011. He is also a member of the Board of Governors, Senate and the Kwantlen Foundation Board. Again, Bubber’s community service was awarded when he was given a Fellow Chartered Accountant (FCA) designation by the Institute of Chartered Accountants of B.C. in 2009. He was also appointed as an honorary director of the Surrey Board of Trade in 2014, and named Business Person of the Year in 2010. Honorary degrees are awarded to those honoris causa in recognition of digKWANTLEN Polytechnic University (KPU) chancellor Arvinder Bubber has presented more than a dozen honorary degrees at university convocations over the past six years. In October, the tables will be turned and Bubber will receive one of his own, owing to his tireless dedication to post-secondary education and the success of Kwantlen students. “Few individuals so perfectly embody the KPU spirit like Arvinder,” said KPU President and ViceChancellor Dr. Alan Davis. “Not only was he integral to KPU becoming a university, but he continues to be a powerful and persuasive proponent of Kwantlen’s status.” Bubber has been the university’s chancellor since 2008. In October, he will hand the reins to George Melville, chairman and owner of Boston Pizza International. “I’m truly humbled by this recognition,” said Bubber. “I’m so proud of how KPU has grown to accommodate the needs of our students, and I take great pride in being part of that growth. And now to join the ranks of KPU’s other honorary degree recipients is wonderfully heartening.” Bubber grew up in the Punjab region of India, raised by parents with no higher than a Grade 10 education. Perhaps by virtue of what they didn’t have, Bubber’s parents placed a high value on education and worked hard to ensure their son had opportunities they didn’t. Bubber earned a Bachelor of Science degree from Panjab University in 1971, then immigrated to England, where he became a chartered accountant (CA). Bubber moved to Canada in 1976 and B.C. in 1991, where he opened his own accounting firm, A.S. Bubber and Associates in
Surrey. Bubber credits his work as a CA with opening doors and providing opportunities to give back to others. While active with organizations such as the Fraser Health Authority, the Surrey Board of Trade and the Premier’s Asia Pacific Trade Council (vicechair), he has often said education is his real passion. Bubber and other members of the South Asian community founded the SPARK E d u c a t i o n Foundation in 2003. The foundation – which started as a partnership between SPARK, the Surrey School District and KPU – provided encouragement, counselling, and academic and financial support to high school students who were at risk of dropping out, or who faced economic or cultural barriers to staying in school and pursuing post-secondary education. Bubber’s community spirit, vision and exceptional commitment in support of education earned him formal recognition from the Surrey School District in 2005. Bubber was appointed to the K w a n t l e n Po l y t e c h n i c University Board of Governors in 2001 and chaired the board from 2002 to 2007. He became

BCTF calls for binding arbitration to end strike IN an effort to find a fair settlement for all parties involved, open schools, and get children and teachers back into classrooms, the BCTF on Friday called for binding arbitration. If the BC Public School Employers’ Association agrees to binding arbitration, the BCTF would quickly put the vote to teachers to end the strike. First, I want to speak directly to the 40,000 teachers watching around the province in today’s study sessions. Thank you. Your determination, solidarity, and support move me every day. You have given up so much for your students and the future of BC’s education system. All British Columbians owe you their gratitude. Earlier this week, I outlined a simple, pragmatic, and practical way forward to ensure all parties involved reach a fair settlement so we can get schools open. I also said we would consider all options and close no doors. So today, I would like to open another one. Throughout this dispute, BC teachers have led the way in trying to reach a fair deal that gives our students more support. We have made moves, proposed creative ideas, and taken job action only when absolutely necessary. In return, the government has put up road blocks.

BC teachers remain 100% committed to improving the learning conditions of our students. And, we will continue to stand up for our Charter rights. But we don’t think arbitration is an appropriate avenue for matters before the courts. As you know, their attempt to bargain their way out of their two court losses has been the biggest obstacle to a settlement. They must drop E80 and negotiate a new fund that will provide meaningful improvements to students’ learning conditions in the interim. The government’s current Learning Improvement Fund does not meet the needs of our students. It’s just the same money they keep reannouncing. The status quo isn’t good enough. Everyone knows our schools are underfunded. We must take action now. Two days ago Premier Clark called class composition her number one priority. Parents and teachers will hold her to that. It’s time to see more investment throughout the public education system to improve the learning conditions of all students—those with special needs, those learning English, those who just need some more one-on-one time—all children. Every single one of our students deserves more than this government is currently giving them.

Their focus has been on delay tactics, a $40-a-day payout scheme, and attack ads on Twitter. I hope that all comes to an end today. This week, the BCTF Executive Committee met with our provincial bargaining team and we are proposing another way forward to get students and teachers back in the classroom. Today, we are not closing any doors, just opening a new one. Mediation with Vince Ready in our view is still a viable option. However, BCPSEA and government made it clear last weekend that they were not ready or willing to get the job done. They did not respond in any meaningful way to any of the significant moves teachers made. Today, we are putting forward another option for all of us— government and teachers to resolve this dispute and reach a fair settlement. Today, the BCTF is calling on BCPSEA and the BC Liberal government to agree to binding arbitration. If the BC Public School Employers’ Association agrees, the BCTF will quickly put the question to our membership for a province-wide vote to end the strike. It is the fastest and most fair option that will see schools open and kids back in classrooms. Teachers want to be in the classrooms teaching. I think parents and students will agree—and I hope government does as well. For this option to work, the BCTF is proposing to send matters of compensation, benefits, and preparation

Time for Premier Clark to set a new tone with teachers

SEPTEMBER 2 should have been the first day of school in our province. It should have been the exciting beginning of a new year, but instead, it brought another day of frustration and disappointment for children and their families as Premier Christy Clark’s strike dragged on. The premier and her education minister have tried to say the things they think people want to hear – like that they are willing to meet 24/7, and that class size and composition issues are important – but their actions speak much louder than words. The premier’s only actions as the education labour dispute came to a head this week have been to inflame the situation further and show disrespect to our province’s teachers. This is now the longest province-wide strike in B.C. history I wrote to Premier Clark this week to urge her to stop standing on the sidelines pointing fingers and take a direct role in solving this dispute. When she announced a press conference Wednesday, my hope was that she would set a new tone that respects teachers and our public education system. I hoped that she would give her negotiator a new mandate: to put all issues on the table, rather than just the ones the government has cherry-picked, and work as hard as possible towards the goal of getting kids back in school. After months of absence from this issue, the premier could have taken a powerful first step towards reaching common ground and starting a better dialogue. Instead, where an olive branch was needed, she brought a club. She inflamed and blamed, reiterating her government’s tired rhetoric, offering no productive ideas, and accusing teachers of unreasonable demands that aren’t even on the bargaining table. Her government remains unwilling to negotiate on the vital issue of class size and composition until teachers give in to the government’s position on wages and benefits. Parents and children in this province deserve better. They deserve action
towards a real resolution that gets kids back in classrooms and improves the quality of education delivered in our public schools. Every day that kids are out of school, the lives of 500,000 children and their families are disrupted, and that ongoing struggle affects not only these families, but their communities and the productivity of our economy. If ever there was an issue that deserved the premier’s undivided attention, it is this one. Yet Premier Clark continues to support her ineffective minister on a destructive path, and involved herself only to inflame tensions. This is a very different Premier Clark than the one who proudly proclaimed her involvement in settling the truckers dispute at the federally-regulated Port Metro Va n c o u v e r . Although providing a high quality public education to young British Columbians is even more important to our future economic success, and despite the disruption to productivity this dispute is causing throughout the province, the premier has failed to make getting a resolution with teachers a priority. Parents know that in her days as education minister, Premier Clark was directly responsible for unconstitutionally stripping teachers of the right to bargain class size and composition, making it harder to learn and harder to teach a whole generation of B.C. students. It is past time that she begins to make amends for her record of disruption and decline in classroom quali-
ty. In order to move forward, we need the B.C. Liberal government to recognize this crisis for what it is and take action to get classrooms open again. We need government leadership that listens to parents, the public and the courts about the importance of addressing class size and composition, and recognizes that this will require better resources for our schools. The B.C. Liberal funding freeze is unrealistic and counter-productive to achieving their stated education goals and reaching an immediate settlement.
And we need a premier who shows that she cares more about reopening classrooms than scoring
political points. It’s time for this government to stop posturing and obstructing, and get to
work doing everything it can to get kids back in school where they belong.

With lockout lifted, Education Minister asks BCTF to suspend strike EDUCATION Minister Peter Fassbender issued the following statement on Thursday afternoon:
"On Aug. 27, 2014, I met with the lead negotiators for the BCTF and BCPSEA and asked them to suspend any strike and lockout activities if the parties entered mediation so students could start school and teachers could go to work. "The BCTF

refused to suspend their pickets and declined to even canvass their members on the proposal. "Today, I asked BCPSEA to confirm with the union that even though mediation has not yet commenced, BCPSEA will unilaterally extend its commitment to forego all lock out activities until further notice. "I am once again asking the BCTF to lift their pickets and suspend all strike activity while
we try to negotiate an agreement. Even though we are not yet in mediation, we need to get students back in the classroom and teachers back to work. "If the BCTF agrees, schools could reopen within two days. Let's get students back in school and teachers back in classrooms while the parties work towards mediating an end to this dispute."
Second walk for BC kids' education on Sunday in Surrey AFTER successfully holding their first walk on Wednesday, September 3 in Surrey, a group of parents and concerned individuals have planned a second walk on Sunday, September 7 at 5 p.m. at Holland Park (13428 Old Yale Road) and are asking the entire city to join them to ask the government

B.C. Teachers’ strike: Registration for parent support program PARENTS of public school students 12 years old and under can register at http://bcparentinfo.ca/ to receive $40 per student for each day school is not in session due to the ongoing labour disruption in B.C. public schools, the provincial government has announced. The Temporary Education Support for Parents (TESP) program is intended to help parents with the added cost of learning and supervision for the duration of the labour disruption. Parents and primary caregivers are eligible to apply. Primary caregivers can include step-
parents, legal guardians, foster parents, host parents for international students, caregivers with temporary custody arrangements, and family members who normally care for the student, such as grandparents. To register parents and primary caregivers will need to provide the name, address, date of birth, school district number and school for each eligible student. Payment will be made by cheque in a single payment mailed to the address provided during registration. Most payments will be processed within
30 days after the month that the labour disruption ends. Payments for students attending kindergarten, and for students who are new to B.C. public schools, will also be made after the labour disruption ends, once enrolment for the current school year can be confirmed. Eligible parents will have four months from the end of the month in which the labour disruption is settled to register for the temporary education support. No new registrations will be accepted after this date. * For those without access to a computer, registration by
paper form is also available by calling 1 877 387-3332 or 250 387-3332. * The payment is not taxable and will not affect provincial and federal tax credits and benefits such as the new BC Early Childhood Tax Benefit, BC Low Income Climate Action Tax Credit, Sales Tax Credit or the federal Canada Child Tax Benefit or GST credit. * The payment will not impact other provincial support assistance such as income or disability assistance, child care subsidy, subsidized housing, MSP subsidies, or Fair Pharmacare.

B.C. government, ICBC and police launch distracted driving campaign THE B.C. government, ICBC and police on Thursday launched a distracted driving campaign with new advertising and increased police enforcement. On average, 88 people are killed each year in B.C. due to driver distractions. That makes distracted driving now the second leading cause of car crash fatalities in B.C., trailing behind speed and narrowly ahead of impaired driving. "Both enforcement and advertising are ramping up to help reinforce a simple yet vital message: if you're driving, keep your hands on the wheel and your eyes on the road," said Suzanne Anton, Attorney General and Minister of Justice. "There really is no excuse for
looking away from the road for a text, call or other distraction. Changing driver attitudes about distracted driving is critical to saving lives and achieving our goal of having North America's safest roads by 2020." The campaign includes new television and radio advertising, theatre ads to run prior to movies in the Lower Mainland and PSAs. ICBC has also developed a decal for customers to display on their vehicles as a statement to other drivers that they don't use their cellphone while driving and encourage others to do the same. Decals are available at ICBC driver licensing offices across B.C. and participating Autoplan broker locations. "Texting or chatting on your cell
phone while driving creates a much greater crash risk," said Todd Stone, Minister of Transportation and Infrastructure. "In fact, you're four times more likely to crash if you're using your phone while driving. We are asking drivers to leave their phones alone and stay focused on the road. A text or a call is not worth risking your life over." Police across the province are cracking down on distracted drivers this month. Cell Watch volunteers will also be reminding drivers to leave their phones alone and visiting community events with a driving simulator that the public can try. "We all know distracted driving is dangerous yet many people
still aren't getting the message," said Superintendent Denis Boucher, "E" Division Traffic Services, RCMP and Vice-Chair of the B.C. Association of Chiefs of Police Traffic Safety Committee. "Every day we see drivers using their phones. The law applies whenever you're in control of the vehicle – even when you're at a red light or in bumper-to-bumper traffic, you're still driving." Studies show distracted drivers find it difficult to maintain lane position, a consistent following distance and speed, and their reaction time is significantly reduced. A recent Ipsos Reid survey, conducted on behalf of ICBC, showed that 84 per cent of B.C. drivers who own cell phones agree that texting while

New attractions and strong entertainment mean big gains for 2014 fair at the PNE BRITISH Columbia’s largest ticketed event, The Fair at the PNE, celebrated its 104th year by entertaining 769,242 guests, an 8% increase over last year’s attendance of 712,049. The annual event introduced a number of new entertainment features, including the incredibly successful Game of Thrones: The Exhibition, and some of the most talented musical guests the Fair has ever seen. “We are thrilled with the success of The Fair at the PNE this year,” says PNE President and CEO Mike McDaniel. “By offering traditional favourites that our guests have come to love, and featuring new programming that was available exclusively at the Fair for this year only, we really made sure the 104th Fair lived up to its iconic legacy.” This was the second year of a five-year plan to reenergize The Fair at the PNE. Successes of 2014 included an overwhelmingly positive response to Game of Thrones: The Exhibition; Summer Night Concerts including Boyz II Men, Phillip Phillips, and Gypsy Kings; the Get Animated! Exhibit; Mystic India; Jigu! Thunder Drums of China and the Mosaic Music Series. Fair guests enjoyed a wide variety of food offerings in 2014, from the Fair favourites of mini donuts, corn dogs, and the 4th Annual Vancouver Rib Festival Competition to the new offerings of cannolis from East Vancouvericon Cannoli King and fully loaded poutine from Unroutine Poutine. Grewal: Government strengthens Asia-Pacific Gateway with new Roberts Bank projects

NINA Grewal, MP for Fleetwood-Port Kells, on Thursday on behalf of Lisa Raitt, Minister of Transport, joined with the federal government’s funding partners to mark the final completion of the Roberts Bank Rail Corridor infrastructure improvement projects. “Seven years ago, our government joined with our public and private sector partners to launch the Roberts Bank Rail Corridor projects with $307 million in funding,” said Grewal. “Today, we are marking the completion of all nine projects along the corridor, including two projects in Surrey totalling $41 million. This unprecedented government and industry partnership has built a rail corridor that enhances our transportation and trade links to the Asia-Pacific region while improving safety and liveability for local communities.” “The Roberts Bank Corridor project significantly strengthens Canada’s gateway to the Asia-Pacific region,” said Raitt. “This unprecedented government and industry partnership has built a rail corridor that enhances our transportation and trade links
to important markets while improving safety for local communities.” The Roberts Bank Rail Corridor (RBRC) Program is a comprehensive package of road and rail improvement projects funded through a unique collaboration of twelve public and private sector partners. It is designed to improve the safety and efficiency of the road and rail network, and enhance quality of life for residents of communities through which rail traffic travels to and from the Deltaport terminal at Roberts Bank in Delta. The RBRC projects have been made possible through a collaboration of partners including the Government of Canada, the Province of British Columbia, Port Metro Vancouver, TransLink, the City of Surrey, the
City of Langley, the Township of Langley, the Corporation of Delta, Canadian Pacific Railway (CP), Canadian National Railway (CN), the British Columbia Railway Company (BCRC), and the Burlington Northern Santa Fe Corp. “World-class infrastructure is the backbone of our country's economic productivity. That is why our government has committed to invest in Canada's infrastructure, not only through the Asia-Pacific Gateway and Corridor Initiative, but also the New Building Canada Plan, the largest and longest federal infrastructure plan in our nation’s history through which we are investing $53 billion in infrastructure across the country over the next decade,” said Grewal.

MP Stewart blasts Kinder Morgan for clear-cutting in Burnaby Conservation Area KENNEDY Stewart, MP for Burnaby –Douglas, on Wednesday joined community residents on Burnaby Mountain to support their efforts to stop Kinder Morgan from conducting destructive testing in the Conservation Area. On site, Stewart viewed the area where Kinder Morgan cut down 13 100-year-old trees to make way for a “heli-staging area.” “I never cease to be amazed at what this company does in pursuit of its pipeline project,” c o m m e n t e d Stewart. “This time they went too far. They have broken the law and cut down trees – ruining a natural habitat that was established by residents as an official conservation area in the 1970s.” Over the past few weeks, Kinder Morgan has been delivering letters to nearby residents saying its field work would be minimally disruptive and that the company will restore the site to its original condition. On Tuesday, the company sent work crews armed with chain saws into a secluded part of the conservation area and cleared trees in an area the size of a baseball diamond. “How will the company restore century old trees?” Stewart asked. “Kinder Morgan continues to demonstrate con-
tempt for Burnaby residents and their elected representatives. This may be the way they do business in Texas but in Burnaby we will not allow this blatant disregard for our democracy.” The National Energy Board is opening up the public application process for those who would like to participate in hearings related to the Burnaby Mountain section of the proposal. B e t w e e n September 8 and 24 Stewart’s office will once again be assisting residents apply online. “It strikes me that Burnaby Mountain is just one part of their proposed route in Burnaby, how will they deal with private landowners, the Fraser River crossing, streets, schools, parks and utilities?” Stewart added. “Every Burnaby resident should be concerned that this foreign-owned energy company is acting as though it is above the law and with utter disregard for local citizens.” If residents see any activity in the area that concerns them they are asked to contact Stewart’s office. Stewart has pledged to use every means at his disposal as a parliamentarian to raise this issue in The House of Commons including presenting citizen petitions, question period and resolutions.

Coquihalla bus crash: Good Samaritans set a great example of helping others THURSDAY, August 28 was the final day of a 56passenger bus tour through the Rockies organized by Super Vacation, a Richmond, BC company, selfdescribed as one of the largest specialty tour operators in North America. Super
Vacation had leased the bus from Western Bus Lines, “a major local bus company with 35 years of experience" and, by all reports, a good safety record. The afternoon of August 28 was weather-perfect and the road conditions were reported as ideal.

As the bus rolled, window-seat passengers were ejected through the windows. They lay on the shoulder beside and partially under the bus. Others who were able scrambled to get out. People cried out for their relatives. Almost everyone had been injured. Witnesses stopped to help and to muster the emergency response, which, in size and scope became a focus of the media coverage that followed for many days later. Professional emergency response comes in stages, with 19 road ambulances and six helicopter air ambulances arriving. Destination hospitals were in Merritt, Kamloops, Kelowna, Hope and New Westminster. Initial reports in the press suggest “22 of the 43 patients originally hospitalized remaining: eight at Royal Inland Hospital in Kamloops, 14 at Kelowna General Hospital; three in critical condition; two in serious condition, and 17 with non-life threatening injuries. Additional discharges expected (fol-
lowing) the Labour Day weekend.” It is also methodical— hence, in this case, the Code Orange alert at the various responding hospitals to inform all staff of the incoming high number of injured enabling them to prepare and respond according to pre-set protocols and hence as quickly, efficiently, and effectively as possible. The ever-improving sophistication of professional emergency response is one of the key factors contributing to the reduction in roadside fatalities and injury severity in the western motorized world. It has become an expectation of modern life, and yet remains marvelous and, indeed, inspirational. But the generosity and selflessness of the first ‘good-Samaritan’ responders, by all accounts was also remarkable – and so it should be. A commercial truck driver following the bus whose dashboard video cam caught most of the immediate aftermath of the crash described how quickly and smartly passing motorists stopped to help.
