HARJIT Singh Gill, Sher-e-Punjab talk show host, told The VOICE this week that he wants to press charges against a kabaddi player who he claims assaulted him at the radio station last week. The incident followed Gill’s talk shows on a story about a kabaddi player from India who allegedly didn’t get proper medical attention after breaking a bone in the final match between Vancouver Kabaddi Club and Azab Kabaddi Club the weekend before last at a tournament in Surrey. Ajit Singh Badh, CEO of Sher-EPunjab Radio, told The VOICE that “the Vancouver’s kabaddi sponsor said some wrong information had been given on the radio” and he told him to come over to talk it over. Badh said that six people turned up and “one of them started abusing. Police are investigating. The person took off Harjit’s turban.” (The VOICE will only mention the name of the kabaddi player who allegedly assaulted Gill if and when he is formally charged.) Richmond RCMP Cpl.

Gill told The VOICE that the injured man from India – Dulla was the star player for the Vancouver Kabaddi Club. He said that he was present at the match and witnessed what took place. Gill alleged that after Dulla’s bone was fractured (around the ankle area), the player “was screaming ... and after two hours the ambulance showed up ... They were all absorbed in the game while nobody took care of the player.” Gill alleged that the “organizer of Vancouver Kabaddi Club Gian Binning” went to the hospital only at 10:30 p.m. Gill said the doctor told them that Dulla was on a player’s visa and it would cost them $50,000 to 80,000 for an operation. RATTAN'S RUMBLE WHEN I was tipped off on Tuesday evening that Surrey Mayor Dianne Watts was going to announce on Wednesday that she was going to run as a Conservative candidate from Surrey-White Rock, I didn’t believe it because it didn’t make sense that she would do so BEFORE the civic election. Then on Wednesday afternoon I got a phone call that two South Asians had spotted Watts and federal Liberal fixer Prem Vinning at a small cafe just near Surrey-Newton MLA Harry Bains’ constituency office, which made me wonder what she was up to. Then on Wednesday evening she announced her decision to run for the Conservatives. That has given a severe jolt to Surrey First and it will be very interesting to see how things shape up now. Why couldn’t she have waited until November’s civic election? What was the hurry? As I see it, Watts evidently felt that Surrey First was not going to do well in the civic election and her image would get tarnished. That would botch up
her federal ambitions. So she very shrewdly and opportunistically decided to quit now. Of course, Watts is going to run from a very safe seat for Conservatives, but her opponents are sure to bring up her failure on the crime front – something that has always been a huge issue for the Conservatives.
LAST February in a piece titled “Why is Surrey Mayor Dianne Watts so scared of Councillor Barinder Rasode?” I exposed Watts’ failure on the crime front and her pettyminded actions. I wrote: “What’s up with Surrey Mayor Dianne Watts? She seems to be in a state of panic since the Julie Paskall murder in December exposed the dismal state of law and order in Surrey. “Watts acted in a highly irrational manner (does she need to see a psychiatrist?) when on Monday night she suddenly announced at the Council meeting that she was taking over from Councillor Barinder Rasode as chair of the police committee without having the simple courtesy and decency of talking first to Rasode. “As Surrey Now reporter noted, the change came when questions were raised about why the police committee meeting minutes for
EXACTLY the way that thenmayor Doug McCallum behaved with Watts herself: He took her off the police committee because she had asked for 100 more officers for the City. “It was history repeating itself!” Well, what does that tell you about Watts? Is she fit to be an MP? Well, according to the national polls since Justin Trudeau became the Liberal Party leader, the Conservatives are likely to be in the opposition when the next federal election is held. So I guess being an opposition MP should be ok for Watts!

When I exposed that in this newspaper (I ran stories on it for four weeks as details kept coming in!) She wasn’t exactly very forthcoming about the facts and seemed terribly confused. What has happened to all the loud talk about ethics that Surrey Mayor Dianne Watts once used to howl about? When I confronted Surrey Mayor Dianne Watts on Thursday about the business – Pro Line Fittings - that has been operating from many months now from her property at 3020 176th Street, she replied: “A business licence has been applied for as a home-based business. I am on five and a half acres.” But wasn’t she supposed to get a licence BEFORE starting a business? Watts replied evasively: “Well, they’ve already applied for the business licence and … in the short-term because they’re just waiting for the building to
be completed where they’re moving.” When I asked her how long the business had been operating on her property, she claimed: “Oh, a couple of months.” However, many residents told me that the business had been running for many months and they had seen the pipes laying around the property as well as workers. When I asked Watts: “But are you generally allowed to run a business before actually getting the business licence?” she responded: “Well, you know what, it’s not my business, so if you want to talk to my husband, you can go right ahead and do that.” But I pointed out to her that it was on HER PROPERTY. After a slight hesitation, she replied, “Yes.” “So wouldn’t you have a responsibility too?” I asked.
Watts replied in a tense tone: “Okay, as I said, business licence has been applied for and they’re waiting for a building to be completed. And it’s been there for a couple of months. So we’re storing some stuff there.” When I contacted the city’s by-law section, I was informed that Pro Line Fittings at 3020 176th Street had applied for a business licence. But they would not reveal the date when the business had applied for it because “it’s not a valid licence just yet.” IN another story in November 2009 - Surrey Mayor Dianne Watts, Come Clean! Is It “A Couple Of Months” Or Five Months Or One Year? – I wrote: “The case of Surrey Mayor Dianne Watts’ husband’s business that is being run without a licence from her residence is
getting more and more curious. “When I confronted an apparently peeved Dianne Watts last month about the business, she claimed that it had been operating on her property for only “a couple of months.” “Then last week, I got information from the City of Surrey’s bylaw office that her husband’s company, Pro-Line Fittings Inc., had actually applied for a licence on June 4 – that is, five months ago. “This week, sources – who read The VOICE issues of October 31 and November 7 and decided to contact me pointed out that the business’s website http://www.pro-linefittings.com/ states that it was "established in 2008" and has listed all of their contact information as being on the mayor's property since the site opened.”
WHAT was even more shocking was that the Vancouver Sun and The Province did not write a single word on this scandal! These same newspapers would have gone ballistic if the mayor had been a NONWHITE person and you can imagine the hundreds of RACIST COMMENTS that would have followed in the letters sections and in the online comments! Why did they give Watts SPECIAL TREATMENT? That baffled mainstream media such as GEORGIA STRAIGHT. In January 2010, the Georgia Straight confronted Watts about the disgraceful scandal. The newspaper reported: “Chris Anquist, a spokesperson for Watts, told the Straight that she would be available for an interview before deadline, but he called back later to say
that the mayor no longer wanted to comment on the story. He said this was because the business does not belong to her husband but to her brother-in-law, Ron Watts. The Web site lists Ron Watts as president, Linda Watts in marketing, and Travis Watts as shipping-and-receiving manager.” The paper also noted: “In October, Indo-Canadian Voice editor Rattan Mall questioned Watts as to why a licence wasn’t applied for until June 2009. The paper quoted Watts as saying the business belonged to her husband. When asked whether or not businesses are allowed to operate without a licence, Watts told the Voice, “Well, you know what, it’s not my business, so if you want to talk to my husband, you can go right ahead and do that.” Hmmm, is this woman fit be even an Opposition MP?
Obama names Indian American Richard Rahul Verma as envoy to India Washington (IANS): Ahead of Prime Minister Narendra Modi’s visit, President Barack Obama has nominated Richard Rahul Verma as the new ambassador to India, the first Indian American to be named to the New Delhi post. Verma, a former key aide to then secretary of state Hillary Clinton, will be the second Indian American to be put in charge of a job involving India. Current Assistant Secretary of State for South and Central Asian Affairs, Nisha Desai Biswal, hailing from Modi’s home state of Gujarat became the first Indian American to head the South Asia bureau last November. The New Delhi post has been vacant since the previous
ambassador Nancy Powell quit in May after India-US ties hit a low after a major diplomatic spat over the December arrest and strip search of Indian diplomat Devyani Khobragade in New York. However, there is no chance of Verma being confirmed before the Modi visit as the Senate left town Thursday with lawmakers getting into campaign mode for the Nov 4 Congressional elections. Any confirmation hearing for Verma is likely to be scheduled only after the elections. Currently, he is a senior counsellor at the Steptoe & Johnson law firm and the Albright Stonebridge Group, a business advisory company led by former secretary of

state Madeleine Albright, according to a White House announcement. Verma is also a Senior National Security Fellow at the Centre for American Progress and serves on the boards of Human Rights First, the Clinton Foundation, and the National Democratic Institute. A Lehigh University graduate

THE VOICE phoned Kashmir Singh Dhaliwal for his club’s version. Dhaliwal, who was very cooperative, also suggested after the interview that I speak to Binning as well because Dhaliwal himself was not present at the kabaddi match. I called up the cell number that Dhaliwal gave me several times over two days, but Binning didn’t get back to me. I even called Dhaliwal again to verify the number he gave me and he confirmed that it was the right one. (Incidentally, all the interviews were tape-recorded, including the phonecalls at Bining’s number.) Dhaliwal told me that Binning arranged a meeting with Badh for the club because they wanted to “clarify” matters. He said although Harjit Gill said that Dulla did not receive any help, they had all the medical receipts to prove that he did get help: there is a hospital receipt for $1,200, another for the specialist for $300. Dhaliwal said the specialist said the player requires surgery, but
that if it was performed here it would be five times more expensive than it would be in India, so it was “best” if he got his surgery done in India. Dhaliwal said that he wasn’t present there, but Binning and another person were and he learned of this from them. Dhaliwal claimed that the two asked the player what he wanted to do and he reportedly said: “I will get it done in India.” Dhaliwal added that Bining and the other person told the player that they would pay for all the surgery expenses in India. “They paid all the expenses for him here. We bought him a ticket [for the flight to India] and we have a copy of the ticket,” added Dhaliwal. Dhaliwal said the kabaddi player from another club brought up the topic of the ticket and he and Gill “had an argument and we intervened and separated them.” Dhaliwal at first told me: “There was some pushing and shoving, but there was no major matter.” But when I pointed out to Dhaliwal that pushing was assault, he said: “Nobody pushed anyone. They were trying to do that but people intervened and separated them.” I asked him if the kabaddi player touched Gill and Dhaliwal replied: “No ... they were trying, but the others prevented them from touching each other.” Dhaliwal said an ambulance came to the place “within half hour and took him to hospital and they did whatever had to be done.” Dhaliwal said that what he told me was what he had heard from the club management because he was busy with the gurdwara election matters. He asked them why they didn’t respond during his show on Monday and Tuesday when “the lines were open.” He said six people turned up at the radio station on Friday last week and they included Kashmir Singh Dhaliwal. Gill alleged that while Binning was talking to him, the kabaddi player who belongs to another kabaddi club “started the nonsense with me.” He alleged: “That’s why they were here they wanted to attack me and insult me.” He said he told them that he didn’t have their phone numbers to contact them for their side of the story and they should have “come on the open lines” during the talk shows. He alleged: “They were trying to pressure me that I wouldn’t give any negative news in the future.” And added: “It’s totally an attack on the media. 86 per cent of teachers vote in favour of agreement, classes start Monday B.C. Teachers' Federation President Jim Iker announced on Thursday night that 86 per cent or 27,275 teachers voted in favour of the agreement that the BCTF signed with the B.C. Public School Employers' Association on Tuesday. He said classes will start on Monday. EDUCATION Minister Peter Fassbender in a statement on Thursday night said: “On behalf of government, I want to thank and congratulate B.C. teachers for voting in favour of the agreement reached earlier this week
between the BCTF and BCPSEA bargaining teams. "We have one of the best public education systems in the world, and that's in large part because we have such great teachers. "We can now focus on the path forward. This long-term agreement is an historic opportunity to work together for students - to enhance their education experience and to support their achievements." SURREY School District Superintendent Jordan Tinney in an update for parents and guardians posted on the school district’s website on Friday said: “On Monday we will open our arms to the community and welcome over 70,000 Surrey students back to school. We know that our teachers, support staff and administrators will begin the process of starting the year with the same professionalism, care, and support that our students have always received in Surrey. We are proud of the work of our staff and we know your children will be well cared for. We have missed them. “... Our district website has all the information that parents will need about start times in your school. Monday will be a shortened day consistent with our usual routines that we follow on other September opening days.” DELTA School District Superintendent Dianne Turner in a press statement on Friday said: “I am delighted to confirm that school will start on Monday, September 22nd.” She said: “All students (except kindergarten students) will attend a shortened day. Please visit your school website for exact times for your school. The day will be dedicated to registration and class organization, following our normal opening day routines.” For Tuesday, she said: “All students (except kindergarten students) will be in full attendance. We will then proceed with school as it normally unfolds the rest of the school year.” B.C. Teachers' Federation President Jim Iker announced on Tuesday: "This morning, after several days of intensive negotiations, representatives of the BC Teachers’ Federation signed an agreement-in-committee with the BC Public School Employers’ Association. The BCTF
Executive Committee is recommending ratification. Teachers will vote on the agreement-in-committee on Thursday, September 18." He added: "The tentative agreement will provide new support for students, ensure there are more specialist and classroom teachers in schools working with children, and protect teachers’ constitutional rights as the court case continues. “Thanks to the courageous stand teachers took on the picket lines and the strong support of parents and other unions, BC teachers were able to get new money invested in schools and reach a mutually agreed-to process to deal with any future court decision on class size, class composition, and staffing levels.” Iker outlined that the BCTF Executive Committee is recommending a “yes” vote on Thursday based on several key achievements for teachers and students in the tentative agreement: * Several hundred new teaching positions each year as a result of an annual education fund that will be used exclusively for bargaining unit members. * A mutually agreed-to process to address any future Court decision as well as the removal of the contentious Article E.80. * A significant grievance remedy fund that will be used as a one-time payment to members and will provide improvements in elementary preparation time. * Improvements in salary and extended health benefits. * Fair pay for teachers teaching on call for every day they work. * There are no concessions. In announcing the Executive Committee’s recommendation, Iker thanked BC teachers for their commitment, persistence, and courage over the last few months. He also thanked the BC Federation of Labour, the Canadian Labour Congress, other unions from BC and across Canada, the Canadian Teachers’ Federation, as well as teacher unions— especially those in Ontario, parents, community groups, and concerned citizens for supporting and standing in solidarity with teachers. “BC’s teachers are proud of the stand we took for fairness and improved learning conditions and we were heartened every step of the way by the steady waves of public support,” said Iker. TEACHERS will get a wage increase of 7.25 per cent in the six-year deal that was reached thanks to mediator Vince Ready. Premier Christy Clark said the deal means five years of labour peace. Education Minister Peter Fassbender said plans are being made to make up for the time lost.

B.C. Court of Appeal Court rejects Ninderjit Singh’s application for new trial THE B.C. Court of Appeal this week upheld the conviction of Ninderjit Singh, 36, who had pleaded guilty to the second-degree murder of his former girlfriend, Poonam Dhillon, 18, in 1999. Singh, who was arrested in California in August 2011 and subsequently extradited back to Canada to face a firstdegree murder charge in the 1999 slaying of Vancouver school student Poonam Randhawa, 18, pleaded guilty to the lesser charge of second-degree murder in B.C. Supreme Court in a surprise move in March 2013 just when his trial by jury was to have begun. And the following month he was sentenced to life in prison with no parole eligibility for 16 years by B.C. Supreme Court Justice Bruce Butler. But Singh filed a notice in the B.C. Court of Appeal against that conviction and sentence claims that Butler erred in a number of ways and wants a new trial ordered. However, the Crown has also filed a notice in the Appeal Court that states that if a new trial is ordered then they should be allowed to try him for first-degree murder. Singh’s application was taken up in the Appeal Court on Wednesday, but the panel of three judges rejected Singh’s application and upheld his conviction. The reasons for the decision will be issued at a later date. Singh’s lawyer told media that defence will study the full reasons and see if they can appeal to the Supreme Court of Canada.
Ninderjit Singh when he was arrested in 2011. ON January 26, 1999, just after Randhawa had turned 18, Ninderjit, who also went by the names of Soos and Bira or Beera, took her in his car, shot her in the head and dumped her body in a Vancouver alleyway in the 1400-block West of 47th Avenue. Ninderjit had reportedly courted Randhawa for nearly a year, but she told no one about her secret dating. When she could not tolerate his advances, she moved to another school, Winston Churchill secondary in Vancouver, and also changed her home phone number. But Ninderjit kept stalking her. Her friends and family were baffled as to why she went out with him that afternoon. Ninderjit fled to the U.S., where he was nearly nabbed in San Jose. He managed to escape minutes before police knocked on his friend's house. But Vancouver Police never stopped looking for him and
on August 23, 2011, Deputy Chief Constable Warren Lemcke, Investigation Division, announced: “Today, I get to make an announcement from this podium and I can’t remember when any announcement has ever given me this much pleasure. We got him. After years of searching, near misses and heartbreaking attempts, we got him.” Ninderjit was nabbed on August 19 in Irvine, near Los Angeles. Inspector Brad Desmarais of Vancouver Police’s Major Crime Section told the media in 2011: “On January 29, 1999, a warrant was issued for the arrest of Ninderjit Singh for the first degree murder of Poonam Randhawa. “The VPD investigation determined that within hours of the murder, Ninderjit Singh had boarded a plane in Seattle, Washington, bound for Los Angeles, California, where he had family connec-

He was married outside of California and obtained an out-of-state drivers licence, all of this using his false identity. He has worked as a long-haul truck driver and had made weekly trips between Los Angeles and the Seattle, Washington area for the past few years. “Ninderjit Singh’s wife has been interviewed. She has allegedly stated that she did not know his real identity or that he was wanted for murder.” Singh was lodged in a Los Angeles jail until his extradition back to Canada.

By the year 2000, investigators believed that Ninderjit Singh was living in an apartment in San Jose, California. Surveillance was conducted, but it is believed Singh became aware of the police presence and fled before he could be arrested. “Ninderjit Singh was featured on the TV show America’s Most Wanted and was the focus of numerous media appeals. Investigators received numerous tips and followed up leads from across North America over the next twelve and a half years but Ninderjit Singh was never located. “A core group of Vancouver Police investigators never gave up. They continued to aggressively search for Ninderjit Singh over the years. It was believed that Ninderjit Singh had assumed a false identity, had changed his appearance and was working as a long haul truck driver. “Several weeks ago, VPD investigators became aware of a name that Ninderjit Singh had possibly assumed as his false identity. They contacted Homeland Security Investigations at the US Consulate in Vancouver, who immediately made available numerous resources required by homicide investigators. “An intensive investigation began, which involved Homeland Security Investigations agents based in Los Angeles and VPD homicide investigators working in Southern California. As a result, investigators focused on a residence in Riverside County, California, approximately a two-hour drive east of Los Angeles. “On Friday, August 19, investigators located Ninderjit Singh at work in Irvine, California, but he had altered his appearance so much that investigators needed to be able to confirm his identity. “Around 11:30 a.m. that same day, investigators arranged for a California Highway Patrol officer to pull over Ninderjit Singh, who was driving a big rig, and issue him a ticket.
Ninderjit Singh’s thumbprints were obtained during the traffic stop. The thumbprints were rushed to a local police department to be compared to the fingerprints held by VPD homicide investigators. “By 1:15 p.m., investigators had what they needed: a confirmed fingerprint match. They had determined that the thumbprints taken from the truck driver in Irvine, California, matched those of Ninderjit Singh. “Just after 2 p.m., another traffic stop was conducted in Riverside County after a vehicle was observed leaving Ninderjit Singh’s residence. The traffic stop was co-ordinated by Homeland S e c u r i t y Investigations agents and VPD homicide investigators. In the vehicle was Ninderjit Singh, his wife and their two young children. “Ninderjit Singh was arrested on a provisional warrant without incident. He immediately confirmed his real identity and stated that he was aware he was wanted for murder in Canada. “In an effort to conceal his identity, Ninderjit Singh had gained weight, grown a beard and wore a turban at times. Today, he looks nothing like the 1998 photo seen in local media reports. “It has since been determined that Ninderjit Singh had allegedly used a false identity to acquire a US Social Security number in New York in 2000. He lived in Northern
IN March 2013, during the sentencing hearing for Singh, Crown counsel Sandy Cunningham told court that every member of his family lied to police about his
whereabouts and any contact with him. Yet his mom went to California to spend time with him and his wife after his two kids were born. Changing his appearance and with a false identity, he eluded police for more than 12 years. Vancouver Police investigators finally carried out a Mr. Big undercover operation. Posing as members of a crim-
inal organization, they zeroed in on Singh’s half-brother Parmjit Soos in Calgary and tracked down Singh in San Jacinto, California. Soos was trying to arrange an operation to alter his brother’s fingerprints and police told him that they knew a surgeon in Las Vegas. They provided him with a cellphone that was to be used only for contacting Singh. Through
that cellphone, police got hold of Singh’s phone number and address. Cunningham said Singh’s friend, Paul Aulakh, who was driving the vehicle in which Randhawa was shot signed an immunity agreement. He claimed that he didn’t know that Singh had a gun or that he planned to harm Randhawa. 9

Tejinder was raised in Vancouver, graduated from Gladstone Secondary School and received the Governor General’s Award for being the top Canadian history student. After high school, Tejinder attended the University of British Columbia and graduated with a bachelor of science degree with a minor in commerce. Tejinder has worked various jobs, including at the Pacific National Exhibition, a lab assistant at UBC, and as an inside sales representative for a medical research equipment firm. Tejinder coached basketball at Vancouver Technical Secondary School and is the head coach at Cariboo Hill Secondary School. Dr. Cabbie's Vinay Virmani talks to Georgia Straight Editor Charlie Smith on the immigrant experience ACTOR, writer, and producer Vinay Virmani spoke recently to Editor Charlie Smith of the highly popular newspaper Georgia Straight (www.straight.com) about how his new comedy, Dr. Cabbie, was inspired by a taxi trip in his hometown of Toronto. Virmani learned that the cabbie was trained as a doctor in India, but couldn’t practise medicine here because his credentials weren’t recognized by the Ontario licensing body. He told Smith: “He requalified, he retrained, and still, they couldn’t find him a suitable medical residency. He said something to me that really set off this whole thing, which was ‘I just came here to heal people. I just want to help people and treat people, and they won’t let me do that.’ ” Virmani plays a young and naive Delhi-trained doctor named Deepak Chopra in the
movie that opened this week. He can’t practise medicine after immigrating to Toronto, so he ends up driving a taxi. When he delivers a baby in a cab, Deepak gains celebrity status, prompting him to reflect on why he moved to Canada. Virmani told Smith: “He says to himself, ‘I don’t need a clinic to heal people. I can do it in the back of my cab because that’s the only thing I know
how to do.’ ” He noted: “I just feel that a subject like this—that is about something important—can be told a little bit more effectively if it’s done through comedy and if it’s entertaining. Hopefully, it will make you laugh, it will make you cry, [and] it will make you leave kind of feeling entertained but also picking up on an important social issue.” Virmani pointed out that his dad, Ajay Virmani, moved to Canada from Delhi in the 1970s with just $8 in his pocket. Security guard Amrik Singh Gill of Delta dies in motor vehicle incident THE BC Coroners Service has confirmed that Amrik Singh Gill, 59, of Delta died after a motor vehicle incident in Burnaby on Monday (September 15). The service said in a press statement: “On the evening of Sept. 15, 2014,
Mr. Gill was working as a security guard at a site in Burnaby which was being set up for a film shoot the next day. An unattended truck rolled backwards and struck him. Mr. Gill was immediately rushed to Royal Columbian

Network of North Delta high school students launch public service campaign about sustainability
NORTH Delta Environmental League is a network of high school students doing volunteer work towards sustainability. Group members Harleen Dhami, Kucia Lin, Simran Grewal and Sarthak Garg from North Delta and Seaquam secondary schools have
launched a public service campaign about sustainability with the support of the Delta School District and the Corporation of Delta. The campaign will raise awareness about energy consumption, waste management and water management. The campaign is a poster contest open to all Delta students from kindergarten to grade 12. The intent of the poster contest is to have the youth of Delta come up with inspiring artwork and messages to convey

Prime Minister Stephen Harper inaugurates ATN's new Digital Broadcast Centre
PRIME Minister Stephen Harper last week inaugurated the new High Definition Digital Broadcast Centre and studios of ASIAN Television Network International Limited (ATN), Canada's largest South Asian Broadcaster, in Markham. Harper visited ATN on September 12 for the official opening and tour of the facility. He also did a television interview with Dr. Shan Chandrasekar, President and CEO of ATN. Harper viewed ATN's huge programming library and archives, which is one of its kind in the world with a massive collection of ATN's Canadian and international productions from the past 35 years. Harper watched a short video presentation of ATN's history and its commitment to Canadian television and broadcast industry which includes Canadian productions and potential for export of Canadian content oversees. During his interview with Chandrasekar, Harper spoke about Canada- India trade relations and his recent meetings with the world leaders at the NATO summit. He spoke about the historic CanadaEuropean Trade Agreement. He also elaborated on the Economic Action Plan of Canada and identified the priorities of the government in
the immediate future. Harper said: “First of all, let me say, Shan, that I was delighted to tour your facility and cut the ribbon - you have a great operation and we are very impressed. This is a great Canadian success story and this is the model that the government wants to see. Here is

South Asian writers in the longlist of Scotiabank Giller Prize THE Scotiabank Giller Prize this week announced its longlist for this year’s award at founder Jack Rabinovitch’s alma mater, McGill University, from Moyse Hall Theatre. Rabinovitch also announced that, beginning this year, the prize purse will double to $140,000, with $100,000 going to the winner and $10,000 to each finalist, making the Scotiabank Giller Prize the richest fiction prize in Canada.

Death of Serena Vermeersch of Surrey being investigated as a homicide

ON September 16, Serena Vermeersch was reported missing by her mother when she didn’t arrive home on the evening of September 15. On September 16, the Surrey RCMP released a public advisory requesting the public’s assistance with locating Serena. Several hours later, Serena’ body was located by Search and Rescue in the 14600 block of 66th Avenue in Surrey. Surrey RCMP attended this location and at this point her death was deemed suspicious. Evidence retrieved by the Surrey RCMP to date supports the theory that Serena was murdered. The Integrated Homicide Investigation Team have now assumed conduct and are working closely with the Surrey RCMP to continue
the evidence retrieval process. Serena was last seen on September 15, just after 8 p.m., in the area of 64th Avenue and 128th Street getting on to a transit bus. Police are looking to speak with anyone who may have seen her on this bus or when she got off the bus.
Police continue to ask for public assistance in locating a male that was witnessed departing the area in a pickup truck. The description of this vehicle is described as a grey / silver Dodge full size, ¾ ton with a canopy and roof rack. This vehicle departed westbound on 66th Avenue, Uturned at Uplands Road and departed eastbound on 66th towards 148th Street. The male, described as wearing dark clothing, was witnessed walking across the tracks northbound and getting into his vehicle less than an hour prior to locating Serena’s body. Anyone with information is asked to contact the IHIT tip line at1-877-551-4448, or, to remain anonymous, call CrimeStoppers at 1-800-2228477.

THE World Sikh Organization of Canada welcomed the opening of the Canadian Museum for Human Rights (CMHR) in Winnipeg on Friday. WSO legal counsel Balpreet Singh attended the inauguration on behalf of the organization. The museum was the vision of Israel Asper who wished for a place where students could come to learn about human rights. In 2008 the CMHR was designated a national museum. Several exhibits in the CMHR feature the story of Sikhs in Canada including the voyage of the Komagata Maru and the landmark decision of the Supreme Court of Canada in the Multani decision, allowing the wearing of kirpans in
schools. One of the exhibits of particular interest to Canadian Sikhs is on Jaswant Singh Khalra. Khalra exposed the disappearance and illegal cremations of thousands of Sikhs by Indian security forces and made his findings public in Canada in 1995 during a visit organized by WSO. Upon his return to India in September 1995, S. Khalra was himself abducted by the Punjab Police, held in custody for 40 days and then mur-
dered. A group of Canadian Sikh youth led by Moninder Singh of Surrey British Columbia and members of the Sikh Activist Network and Five River Youth worked with the CMHR to conceptualize the exhibit and make it a reality. The WSO had suggested an exhibit on Khalra and his Canadian journey in a brief submitted to the CMHR in 2009. WSO legal counsel Balpreet Singh said, the museum symbolizes the importance of human rights in Canada. It was moving to see stories of Sikh Canadians also feature so prominently amongst the displays. The CMHR deserves a visit from all Canadian families and particularly our youth.”

New president, Arvind Gupta, pledges to boost UBC research excellence THE University of British Columbia’s new President Arvind Gupta pledged in his formal academic installation ceremony on Friday last week to increase funding for research excellence by $100 million during his presidency, supporting those who discover, develop, and deploy knowledge. He said the pledge to boost research excellence is fundamental to improving teaching and learning, building engagement throughout B.C. and the world, fostering a vibrant international learning community, and promoting innovation. Last year UBC received $564 million in research funding for more than 8,440 research projects. “Excellence in research is what distinguishes great institutions from the rest,” said Gupta. “It’s what puts our students at the cutting edge of knowledge, so they have access to the latest discoveries and revelations.” The installation ceremony, a formal academic tradition, was attended by more than 1,000 students, faculty, staff, as well as representatives of peer institutions and government. “The installation of Dr. Arvind Gupta as President and Vice Chancellor is a great moment for UBC and for post-secondary education in British Columbia,” said Premier Christy Clark. “Dr. Gupta’s outstanding track record in research, development, and innovation will further cement UBC’s position as a worldleading research and teaching university that strengthens our whole province.”

UBC Soccer's Navid Mashinchi and Jasmin Dhanda named 1st Stars of the Week UBC Thunderbirds’ Navid Mashinchi (men’s soccer) and Jasmin Dhanda (women’s soccer) were named Canada West 1st Stars of the Week after leading their teams in holding serve
in the second weekend of conference play. The two players were also named CIS (Canadian Interuniversity Sport) national athletes of the week for the period ending
September 14. Mashinchi totalled four assists and two goals in two victories, while Dhanda found the back of the net four times in the sweep of the visiting UNBC Timberwolves. UBC Okanagan’s Enzo Paal and Saskatchewan’s Brett Levis received 2nd and 3rd Stars honours in men’s. Trinity Western Spartan Jessica King and MacEwan Griffin Jenny Lam rounded out this weekend’s top performers for the women. 1st Star: #10 Navid Mashinchi, UBC (Soccer) Fifth-year midfielder Navid Mashinchi, last week's Canada West 3rd Star of the Week, had another excellent weekend in helping his No. 1ranked UBC Thunderbirds to a pair of victories over the visiting UNBC Timberwolves. Mashinchi recorded three assists in UBC's 5-1 win on Saturday afternoon. Then on Sunday, he figured into all the scoring in a 3-0 Thunderbirds victory. Mashinchi scored the game winner on a 36th-minute free kick from about 20 yards out. The Port Moody, B.C., native fired a rocket across the penalty area that
blew past the UNBC wall and a diving Timberwolves goalie Ty Venhola before finding the net just inside the left goal post. He got an assist, his fourth of the weekend, on UBC's 41st-minute goal. Mashinchi took another free kick, but this time, Paul Clerc got on the end of it and headed the ball into the net. Mashinchi then fired home a penalty kick in the 54th minute to finish off the scoring. He now has four goals on the season, tied for second in the Canada West, and five assists, which is the best in the league. The Thunderbirds will travel to the B.C. Second-year UBC Thunderbirds forward Jasmin Dhanda had a four-goal weekend to lead her team to two victories on the weekend against the UNBC Timberwolves in Vancouver. On Saturday afternoon, the Surrey, B.C., native opened the scoring in the 20th minute, recording an unassisted marker to send the T-Birds on the way to their first win of the 2014 Canada West season. Dhanda then capped off the day by scoring UBC's final goal in a 5-0 triumph. The reigning Canada West Rookie of the Year again found the net twice on Sunday as the T-Birds claimed a 3-0 victory. In the 29th minute, she one-timed a cross from Amrit Berar inside the left goalpost for the game winner. The Kinesiology student added an insurance goal in the 64th minute as UBC improved to 2-2 on the season. Dhanda's four goals put her third in the Canada West scoring race. University of Victoria’s Centre on Aging opens office in Ladner, Delta
A year or so ago, University of Victoria under Dr. Patrick McGowan’s leadership and thanks to the hard work of dedicated people like Jay Bains, Provincial Coordinator, Self-Management Programs, and his colleagues, did an excellent job in reaching out to the South Asian community in addressing some of the chronic diseases like diabetes, heart health and high blood
pressure. On Tuesday, September 9, University of Victoria opened a spacious office at 4907 Chisholm Street in Ladner (Delta). This office is a onestop Research and Operational office of Self Management Programs of University of Victoria’s Centre on Aging. They also provide information in English, Punjabi and
Chinese to potential participants and visitors. Masters’ training and Leaders' Training on various self management programs are also conducted in the space available in this office. The official purpose is to channelize operation of self management programs all over BC. The top floor of this building houses the administrative office which deals with administration and research studies on data collected in the field. The ground floor is designed to offer direct services to clients and those who walk in. University of Victoria’s Centre on Aging urges the pubic to make extensive use of these services. The centre has very well qualified professionals who are capable of providing these services in various languages.

NEXT time you’re driving, look around at the other drivers on the road. What do you see? Chances are you’ll notice at least one driver using their cellphone. We all know it’s illegal and risky but yet some people still do it. With so many people dependent on their cell phones these days, distracted driving is a growing concern as people automatically reach for their phone whenever they hear a text message or call, even if they’re driving. That’s why we’re working hard to educate drivers to make our roads safer for everyone. This fall, you’ll likely see community volunteers conducting “cell watch” deployments in your neighbourhood. Volunteers set up signs to remind drivers to leave their phone alone and they also record how many drivers they see using their phones and share the information with police. Police may also be set up further down the road to give tickets to those drivers who didn’t heed the warning from volunteers. If your cell phone rings or you receive a text message while driving, are you ever tempted to check your
phone? You can avoid the temptation by putting your cellphone in the trunk or back seat. Pay attention to the habits of your friends and family and talk to them about how to avoid
using their cell phone while driving. You’re four times more likely to crash if you’re on the phone while driving. But it’s not just drivers who get distracted. Pedestrians also need to do their part and pay attention to what’s
going on around them, especially at intersections. That means removing your headphones and putting away your cellphone so you can see, hear and respond to keep yourself safe. As we head into darker, fall conditions, it’s more important than ever to stay alert – talk to your friends and family about it too. You can show your support by displaying a decal on your vehicle as a statement that you don’t use your phone while driving and encourage others to do the same. You can pick up a decal at any ICBC driver licensing office and participating Autoplan broker locations. You can also
take the “Fall of Distracted Driving” pledge at The Fox and Rock 101 websites. No call or text is so important that it’s worth risking your life or anyone else’s. Remember, when you’re on the road, stay off the phone.

Baba Saheb Dr. B.R. Ambedkar bust installation’s 10th anniversary ceremony
OCTOBER 14 will mark the tenth anniversary of the installation of the bronze bust of Baba Saheb Dr. B.R. Ambedkar on the Burnaby campus of Simon Fraser University and plans are now underway to celebrate this significant milestone and the legacy of Dr. Ambedkar – the champion of social justice, and a great thinker. The Bust was donated by the Dr. Ambedkar Mission Society, Bedford (UK), during the International Dalit
Conference hosted in Vancouver in 2003 and arrangements for the installation were facilitated by Chetna Association of Canada, a Vancouverbased community organization established to promote equality, liberty, and fraternity- principles of Buddhism brought forward by Dr. Ambedkar in 1956. Chetna Association acknowledges its continued partnership with Simon Fraser University’s Institute for
Humanities and the library and appreciates the support it receives for profiling the vision of Dr. Ambedkar who is now being recognized as not only a champion for the Dalits, but a visionary whose contributions are relevant globally. Since the installation of the bust, the spot has become a place of pilgrimage for social activists, patrons of Dr. Ambedkar and artists who frequently visit the Simon Fraser University library

THE Sikh Youth Federation is having a Sikh Awareness Day on Wednesday, September 24 at Parliament Hill, Ottawa. The purpose of this event is to showcase the Canadian-Sikh culture to Canadian's through meaningful, positive and fun engagement, at the same time eliminating stereotypical barriers. This is an all-day event taking place in the heart of Canada's capital – Parliament Hill. From 10 a.m. to 3 p.m., SYF will be celebrating Sikh Awareness on the Hill through a variety of activities. "Langar," is the concept of "free kitchen" and is a regular practice in Sikh institutions of worship (gurdwaras). Langar symbolizes equality of all as everyone sits on the floor together to eat a vegetarian meal regardless of their background (including: religion, race, gender and orientation). DELTA Police Chief Jim Cessford has announced his decision to retire in early 2015, a year that will mark two decades as chief in Delta. Cessford joined Delta Police in 1995 and has guided the department through 20 years of substantial changes in policing. Cessford said: “This is a personal decision and after discussing it with my family, I feel it is a good time for me to move on. The department is in a good place right now and we have an outstanding team ready to take on the challenge of leading the organization into the future.” Cessford added: “Delta is one of the safest communities in Canada, thanks to support from the public, our police board, our municipal Council and, most importantly, the men and women who come to work every day for the Delta Police. It has been an honour to work with all of these people and our community over the years.” [The VOICE’s Rattan Mall adds: Chief Cessford reached out to the South Asian community in a positive manner and was always very cooperative with me. He was a real friend of the community and will be really missed by us.] As Chair of the Police Board, Mayor Lois E. Chief Cessford, along with the Delta Police Board, has worked hard to implement an effective succession planning model to ensure our community continues to operate at the highest possible level of public safety standards. Delta Police has a reputation second to none
across Canada, and we plan on keeping that status.” Cessford began his policing career over 46 years ago in Alberta with the Edmonton Police Service, where he served 27 years in various roles ranging from a hostage negotiator to a homicide and major crimes investigator. He has been President of both the Municipal Chiefs of Police and the BC Association of Chiefs of Police (BCACP); a member of various BCACP committees; a member of the Steering Committee that built the Organized Crime Agency of BC (Combined Forces Special Enforcement Unit); and has lectured at the Justice Institute of BC, Simon Fraser University, University of Alberta and other organizations across Canada. Chief Cessford served as Chair of the Canadian Police Research Centre based in Ottawa and presently sits on the Kwantlen Criminology Advisory Board. Cessford received the Governor General’s First Bar for 40 years of Exemplary Police Service, was named Citizen of the Year by the Delta Chamber of Commerce in 2009, was granted the Order of Merit for Police Services in 2010 by Governor General Michaelle Jean, and the Queen’s Diamond Jubilee Medal in 2012 for his continued and outstanding service.

Bicyclists held to the same standards as motorists

IN British Columbia, there is no specific “Bicycle Act” dealing with “bicycle law”. We can expect one in the not too distant future. In the meantime, although a bicycle in the usual sense of the word a bicycle is not a motor vehicle, most of what bicyclists need to know about the rules of the
road is found in the BC Motor Vehicle Act. (Note that the Act likes to use the word “cycle”.) Apart from rules concerning helmet use, the main body of legislation in this regard Rights and Duties of Operator of Cycle- is found in section 183 of the Act, quoted here in part, with minor formatting changes, as follows: 1. A person operating a cycle on a highway has the same rights and duties as a driver of a vehicle. (Editorial note: the Motor Vehicle Act is a large statute, but the central theme is that a vehicle operator must always drive with “due care and attention”.) 2. A person operating a cycle
must: (a) not ride on a sidewalk unless authorized by a bylaw made under section 124 or unless otherwise directed by a sign, (b) not, for the purpose of crossing a highway, ride on a crosswalk unless authorized to do so by a bylaw made under section 124 or unless otherwise directed by a sign, (c) subject to paragraph (a), ride as near as practicable to the right side of the highway (except that nothing here requires a person to ride a cycle on any part of a highway that is not paved.) (d) not ride abreast of another person operating a cycle on
the roadway, (e) keep at least one hand on the handlebars, (f) not ride other than on or astride a regular seat of the cycle, (g) not use the cycle to carry more persons at one time than the number for which it is designed and equipped, and (h) not ride a cycle on a highway where signs prohibit their use. (Editorial note: a special rule for any bicyclists who do not understand what a “No Bicycles” sign means.) Under section 183(4), the Act goes on to choreograph the proper left turn scenario for bicyclists trying to negotiate this often terrifying manoeu-
vre on a major roadway. No one should ever ride a bicycle again until they have read, and been tested on the rules in this regard. See http://www.bclaws.ca/. Section 183 then deals with requirements for after dark lighting, brakes, requirements in the event of an accident causing injury or damage, and a significant list of safety concerns related to the obvious misuse of a bicycle. A conscientious bicyclist will no doubt make a point of reading all of section 183, which takes a few minutes and again, can be found at http://www.bclaws.ca/. And something fairly new: in
instances of egregious behaviour as defined by the Act, police may seize a bicycle for a prescribed period of time. WSO announces new director of development - Jaskaran Singh Sandhu THE World Sikh Organization of Canada this week announced the hiring of Jaskaran Singh Sandhu as Director of Development. Jaskaran is a Toronto area lawyer and community activist who earned his Bachelor of Arts from the University of Toronto in 2008, and received his Juris Doctorate from the University of Windsor Law School in 2011. Jaskaran is a proven consensus builder, and has been suc-
cessful in managing and executing several successful collaborative projects. Among his numerous achievements, Jaskaran is the President and co-founder of KarmaGrow, a charity which builds community farms and gardens in order to provide food banks with a sustainable source of fresh produce. The initiative has donated more than a ton of vegetables this year to Seva Food Bank, Knight's Table and Good Food Brampton, helping to combat food insecurity in
the Peel Region. Jaskaran is also a passionate advocate for human rights and social justice. He has assisted the WSO legal team
for the past two years, helping to resolve several cases related to Sikh articles of faith. Jaskaran's success has led to important policy changes, which in turn have acted as a model for other jurisdictions. His passion for human rights advocacy has also led to the co-founding of Hockey for Humanity, and the first annual Khalsa Cup. The Khalsa Cup is a charity ball hockey tournament which raised funds for the Khalra Centre for Human Rights Defenders in its inaugu-
ral year. Jaskaran currently serves as a Board Member with the Catholic Family Services Peel Dufferin, an organization which provides counselling services for issues ranging from domestic violence to emotional trauma. Jaskaran also volunteers with the Seva Food Bank, and is currently sitting on the Programming and Research Committee. As Director of Development, Jaskaran will be responsible for planning and funding
development activities for WSO including fundraising and community engagement. He will be commencing his duties with WSO immediately. WSO President Dr. Amritpal Singh Shergill said: “We are fortunate to have been able to bring someone of the caliber of Jaskaran onto the WSO team. He has spearheaded several very impressive initiatives and we are excited to see him put that experience to work for us at the WSO.”
Punjab to re-examine Non-Resident Indian (NRI) proclaimed offenders' list Chandigarh (IANS): The Punjab government will re-examine all cases of NRIs who had been declared proclaimed offenders (POs) in previous years for their involvement in various cases of terrorism and other crimes. Punjab's NRI Affairs Minister Tota Singh said Wednesday the state government was collecting complete data of proclaimed offender NRIs to re-examine their cases.
"The mechanism is being worked out to remove such persons from the list of POs who were not involved any heinous crimes or were booked for committing petty crimes. No one would be allowed to exploit NRIs to settle their personal family scores," Tota Singh said. The minister said investigation of cases involving NRIs will be done in a time-bound
manner. Issuing instructions to fast track the disposal of NRI complaints, the minister said the Punjab government has also requested the chief justice of the Punjab and Haryana High Court to set-up more NRI courts in the state for which the state was ready to bear all expenses. The minister asked NRIs to constitute five-
member district committees which would be given recognition by the state government. He said these committees would be attached with the NRI police stations that would help in resolving NRI disputes amicably. Singh appealed to NRIs to provide help in saving youth, who want to migrate abroad, from the fraudulent marriage and illegal travel agents.
