South Asian family swarmed and assaulted by South Asian young males allegedly selling drugs in Surrey's Newton area SOUTH Asian families in Surrey’s Newton neighbourhood of 134th Street and 83 Avenue are reportedly terrified after South Asian young males swarmed and assaulted three male members of a South Asian family who were taking a walk around 10:30 p.m. on Friday when they reportedly refused to buy drugs from them. Residents say that it is common knowledge that people openly sell drugs in the playground near Newton elementary school in the area. One of the alleged victims said that he was with his father and younger brother when a group of young males in a vehicle approached them and asked them if they were interested in purchasing drugs. The father and two sons told them that they were not interested and didn’t want to get involved in such activity. But the alleged drug dealers grew more aggressive, trying to coerce them into buying drugs. The father then suggested to his sons that they should walk away. But as they were leaving, the young males, armed with broken fence panels and pipes, reportedly exited their vehicle and chased after them.

RATTAN'S RUMBLE INDIA has become the first country ever to successfully place a spacecraft into orbit around Mars on its very first attempt. What a proud achievement, indeed! The Mars Orbiter Mission (MOM) spacecraft successfully entered the Martian orbit at 7.55 a.m. [Wednesday, Indian Standard Time] and was located at about 515 km from its surface, according to a senior space official. Indian Space Research Organisation (ISRO) Chairman K. Radhakrishnan said: “We have demonstrated and proved our technological capabilities in undertaking outer space missions with an indigenous rocket and our own spacecraft.” "MOM is a major step towards our future missions in the inter-planetary space," he added. THERE had been all those lowdown snide remarks from a section of the Western media that has always been known for its racism,
blatant or subtle, about a poor country like India spending so much money on space probes when India successfully launched its first mission to Mars. The cost of the Mars Obiter Mission was reported to be about US$72.9 million. As I have written in the past, those journalists don’t write about how these Western countries grew so rich by exploiting their colonies and plundering their natural resources – and, in modern times, by controlling international institutions that skew rules and regulations in their favour – or, in the case of the U.S., Canada, Australia and New Zealand, of robbing the aboriginals of their lands and subjecting them to such terrible things! If all this were about poverty, then why don’t countries such as the U.S. spend their space budgets on the poor in their country? There are tens of millions of people in the U.S. who can’t even afford basic health care – or even a decent meal every day, as I have pointed out in the past. These countries talk of spin-offs from their space projects. That’s cool. So why can’t India have spin-offs, too? The West has always
tried to belittle India because they have not been able to control it as they had hoped when that country got its independence in 1947. The Associated Press, in its report on the mission last November, noted: “India’s US$1-billion-ayear space program has helped develop satellite, communication and remote sensing technologies that are being used to measure coastal soil erosion, assess the extent of remote flooding and manage forest cover for wildlife sanctuaries. They are giving fishermen real-time data on where to find fish and helping to predict natural disasters such as a cyclone that barrelled
into India’s eastern coast last month. Early warning information allowed Indian officials to evacuate nearly a million people from the massive storm’s path.” India’s progress has given Indians living outside that country a new sense of pride. INDIA’S launch on November 5 last year went off flawlessly from the Satish Dhawan Space Centre in Sriharikota, Andhra Pradesh, 80 km north of Chennai. The 1,350-kilo Orbiter Mangalyaan, which means Mars craft in Sanskrit, travelled 780 million km over 300 days to reach an orbit around
that planet. Indian scientists hope to discover more about the loss of water from Mars, map the sources of methane gas, and collect data about the Mars’ moons Phobos and Deimos during a sixmonth period. Radhakrishnan, Chairman of the Indian Space and Research Organization, said at the time: “The biggest challenge will be precisely navigating the spacecraft to Mars. RATTAN'S RUMBLE AS reported by The VOICE last week, Amrik Singh Gill, 59, of Delta died after a motor vehicle incident in Burnaby on September 15. He was working as a security guard at a site in Burnaby which was being set up for a film shoot the next day. An unattended truck rolled backwards and struck him. He was immediately rushed to Royal Columbian Hospital, but succumbed to his injuries shortly after arrival at hospital. The BC Coroners Service, WorkSafeBC, and RCMP are inves-
AN angry and upset union member phoned me on Monday to lash out at the American film production companies, government departments and the union for allegedly turning a blind eye to what’s going on. He was not specifically talking about the Gill case itself (only the inquiries that follow will establish what exactly took place and whether the accident could have been prevented), but about what he claims has been taking place. He noted that some of the film production companies are form the U.S. and added: “In the United States, they adhere to all the rules very stringently. They have the Department of Transportation rules
for commercial vehicles; commercial drivers and they [companies] adhere to them. Here, no one enforces.” He said he had been dealing with Victoria about this for three years, trying to get some kind of enforcement, but with no result. He added: “So when people work that many hours, you are impaired. There’s been many, many studies on people working crazy hours, and here they just turn a blind eye. I don’t know what it is!” He alleged: “The film production companies don’t care because no one’s giving them any hell for it. They are not forced to adhere to the rules of a normal commercial vehicle operator. Like people in the trucking business, any commercial vehicle has rules and these are also commercial vehicles, these are also commercial drivers but no one cares. So it doesn’t surprise
me.” He said it would be interesting to see what happens at the Coroner’s inquiry. He alleged: “None of those production companies have any records of anything. So when the Coroner says to them ‘show me the pre-trip inspection for the truck that killed Mr. Gill, show me the paperwork on that truck,’ I’d be shocked if they have it. “They are keeping a record of how many hours they work to get paid, but no one’s keeping a record of on-duty time. And that’s the tip of the iceberg for this stuff.” He also lashed out at the union, saying: “The union is not the employer. The union doesn’t care. The union just sends guys to the production company to go work in that film and after that they just wash their hands off it. They are not responsible for anything. The
production company’s responsible and no one’s keeping any of those records. “The American production companies go ‘you know Canada, you are the Wild West. No one’s giving us any problem up there. “And the union’s position is that ‘the guys aren’t working 12 months of the year, so it’s really in our interest if they work 16-18 hours a day – it doesn’t really matter because they’re not working every month like that.” But, as the union member noted: “It only takes a few months of a production to drain people where they become a danger.” I think the provincial government needs to look into this matter seriously. This shouldn’t just be about making big bucks from U.S. companies by turning a blind eye to such violations.
Modi enjoys immunity from court summons: US Washington (IANS): Ahead of Indian Prime Minister Narendra Modi's landmark visit, the US Friday made clear that as head of government, he enjoys "immunity and personal inviolability" and no US court summons can be served on him. Senior administration officials previewing the visit told reporters that they were aware of a law suit filed against Modi by a human rights group in a New York court for his alleged role in the 2002 Gujarat riots as state chief minister.
While they could not comment on the case, officials said "sitting heads of government enjoy immunity and also personal inviolability" which means no court papers can be served on them during their stay in the US. SURREY RCMP Cpl. Bert Paquet told The VOICE on Thursday that the incident took place just after 10:30 p.m. at 134th Street near a

In this early stage we believe this was a targeted shooting,” said IHIT Staff-Sgt. Jennifer Pound. IHIT had announced last Saturday that they had taken over the investigation of a murder at 145th Street and 83A Avenue in Surrey after “a
shots fired call” at about 12:15 a.m. that day. IHIT announced on Twitter: “1 deceased male located at scene. Appears targeted.” IHIT also announced: “IHIT will provide more of an update and victim id on Monday. No further information being released at this time.” But IHIT made no announcement on Monday or Tuesday and The VOICE started calling up IHIT media relations about it because of rumours in the South Asian community about the victim’s identity. IHIT said on Wednesday that police found a male in his
truck last Saturday suffering from apparent gunshot wounds. He was pronounced dead at the scene. It added: “Witnesses in the area reported a white minivan leaving the scene at the time the shots were heard. At approximately 12:30 a.m., a white Pontiac Montana was recovered in an alley in the 8300 block of 141 Street. Two South Asian doctors acquitted in sexual assault case in Toronto
DR. Amitabh Chauhan and Dr. Suganthan Kayilasanathan, who were charged with gang sexual assault and administering a drug with intent to stupefy in 2011, have been acquitted. They were found not guilty of sexually assaulting and drugging a 23year-old medical student in a downtown Toronto hotel by Ontario’s Superior Court Justice Julie Thorburn on Thursday. there was reasonable doubt that the woman did not consent to sexual encounters that night, according to a Toronto Star report. She said there is no evidence to support Crown assertion that the doctors planned to drug and sexually assault the woman, who appeared to be in full command of her faculties according to hotel security video taken shortly before the alleged
assault. Video in the club where the woman and the two doctors also went together does not show either man slipping anything into a drink. Thorburn noted that expert evidence presented at trial stated that her symptoms could be caused by an alcoholic blackout. She also found that the woman sent text messages during the time she described feeling drugged. Both doctors had claimed that all sexual contact that night was consensual.
Business lawyer Raj Grewal nets federal Liberal nomination for Brampton East RAJ Grewal, a business lawyer, won the federal Liberal nomination for Ontario’s Brampton East last Sunday – but with fireworks. There were complaints that hundreds of people weren’t able to take part in the nomination meeting in which 2.910 voted, according to a Toronto Star report. Those who couldn’t vote were apparently might upset and some said that a brawl ensued. Peel Regional Police dispatched officers to the International Centre in Mississauga, but said it was for crowd control. Brett Thalmann, Director of Operations for the Liberal Party of Canada Ontario,
told the Star that there was no brawl and only 245 people were turned away. Parminder Singh, a doctor and sports commentator, who lost said he intended to challenge Grewal’s victory.
Vancouver Police make arrests in jewellery scam VANCOUVER Police have arrested two men for selling fake gold jewellery on the street. The con artists, two men of Eastern European decent, allegedly approached their victims on the street or in parking lots, and offered a story of hardship and the need for money to buy gas and food. The men then produced gold jewellery from around their own necks and from their pocket and offered to sell it to the victims at a discount. The gold-coloured chains and rings were falsely stamped with “18k,” symbolizing 18 karat gold. It is not until later that the
victim discovered that the jewellery was fake. Thirty-nine-year-old Florin Mustata has been charged with one count of fraud under $5,000. Ion Mustata, 30, has been charged with two counts of fraud under $5,000. Both men are scheduled to appear in Surrey Provincial Court on Monday, October 6. “If something sounds too good to be true, it usually is,” says Sergeant Randy Fincham of the Vancouver Police Department. Surrey’s Lakshmi Narayan Temple election: Amrit Lal Arora slate on why it should be elected
SURREY’S Lakshmi Narayan Temple’s election are scheduled for October 5 and the slate led by Amrit Lal Arora, who has served as president three times in the past, is appealing to members to look at the recent happenings at the temple before casting their vote. This is their opinion (they also sent this newspaper a copy of the B.C. Supreme Court judgment of the defamation case mentioned here) and The VOICE does not endorse any slate:
IN the AGM held by the present management on February 5, 2012, the life membership of more than 400 members of the Society was cancelled. Some members of the executive committee, who principally disagreed with the decision, were removed from the management team due to personal differences. Among them are Mr. Narinder Singla, Chair of the Council, Mr. Kidar Joshi, Secretary of the Council, and Mrs. Karuna Joshi, the Vice President. These three members each have over 25 years of experience serving the temple and have devoted a great deal of time and money to the
Amrit Lal Arora Society. Karuna Joshi was also one of the original seven guarantors who personally guaranteed the loan for the construction of the temple in 2000. After having exhausted all democratic procedures, the petitioners were forced to go to the courts in order to restore over 400 life members, using their personal funds to finance the costs. On February 12, 2014 the courts agreed with the petitioners and reinstated the life membership of these members. A defamation case filed by Satish Kumar, Mahesh Gupta and Parshotam Goel against Karuna Joshi was dismissed by the court on June 13, 2014.
The result of this was the Temple was forced to pay $20,000 in Mrs. Joshi’s legal fees in addition to the legal fees already spent by the Society. On July 24, 2014 the Supreme Court of BC rejected 279 new members made by the current management, due to lack of documentary evidence of their membership. By our count we estimate the Temple has spent over $100,000 on questionable litigation, those funds are donations by the public and should have been used to improve the Society. Our future plans are: * Regain the trust of our members and the general public. * To be inclusive and welcoming of different opinions in the Temple’s Management. * To establish a library stocked with our scriptures. * To establish Vedic Hindi School and a Hindi newspaper * To maintain the sanctity and spirituality of the temple, we will focus on the all-round progress of the temple. Indian PM arrives in US to chants of 'Modi, Modi' New York (IANS): Indian Prime Minister Narendra Modi arrived in New York Friday on a five-day visit to the US to a tumultuous welcome by the Indian American community as diaspora members chanted "Modi, Modi" and held placards to greet him and express their enthusiasm. Barinder Rasode’s Surrey First opponents launch attack on her right away AS soon as Surrey Councillor Barinder Rasode announced she will run for mayor, her former Surrey First colleagues were at her jugular right away. Surrey First’s mayoral hopeful Linda Hepner said in a press release: “After essentially running a campaign office for several months, which she called a ‘community hub’, it’s great to finally have transparency, and I welcome her to the race. However, running a city takes more than one individual. It takes a team with experience. What this election is really about is who can do the best job for Surrey, and as we’ve seen, Barinder is accustomed to leaving
teams in order to further her personal ambitions. “The only thing this election is about is whether people feel better off now than they did nine years ago. Burnaby shooting victim Aladdin Ramadan, 20, had no criminal record THE Integrated Homicide Investigation Team announced Thursday that Aladdin Ramadan, 20, who was shot dead Wednesday just before 10:30 p.m. near Lougheed Highway and Rosser Avenue in Burnaby did not possess a criminal record. IHIT Staf-Sgt. Jennifer Pound said: “Although IHIT investigators are attempting to determine a motive, we believe it to be a targeted shooting.” IHIT took over the investigation from Burnaby RCMP and said it would be processing the scene throughout the day on Thursday. Pound said: “Following the shooting, three males fled the scene in a smaller, silver or blue compact vehicle, southbound on Rosser Avenue. The driver of the vehicle was described as a Persian male with a short haircut, shaved on the side with sideburns. He appeared cleancut and was wearing dark clothing. The other two suspects were also wearing dark clothing and had large builds. DURING the 8th Annual Radiothon, which was held on September 23, Sher-E-Punjab's listeners pledged over $117,000 to fund a new anaesthesia machine. Nimmi Daula, Program Director, said: "The support was amazing from our listeners and lines
were lit up the whole day. We do not raise funds in advance. So whatever we raise [on] the day of [the radiothon] is incredible. Our goal was to raise $130,000 for the new anaesthesia machine. “Many heartfelt stories were shared, in particular the car accident of the five-year-old Eknoor Sidhu from Abbotsford. The family shared the tragic story and also donated $500 to the fundraiser. One truck driver donated his full day's earning in support. This was just an emotional day and a very positive experience for the whole community." Since 2007, Sher-EPunjab's listeners have raised over $800,000 for BC Children's Hospital Foundation. Raymond Lee Caissie, 43, convicted of sexual assault in 1991, charged in murder of Serena Vermeersch together the evidence, and ultimately securing charge approval. “On September 20, IHIT located and arrested an adult male who has been charged with second degree murder.” He added: “Over the past seven days IHIT has worked in partnership with the community of Surrey, the Surrey RCMP and their Support Services and

He was
arrested again last January for breach of recognizance and jailed for three months. A BC Corrections warning in June last year said that Caissie “has maintained a varied pattern of offending, having offended both violently and sexually, in both an opportunistic and impulsive manner.” The Integrated Homicide Investigation Team could not release his identity at a press conference on Monday morning because of a publication ban that had been granted to defence counsel. But later, in the afternoon, the ban was lifted and the accused was identified. A/Supt. Dwayne McDonald, Officer in Charge of the Integrated Homicide Investigation Team, told the media: “On September 15,

UFV Wrestling host Indian national team coach P.R. Sondhi in Abbotsford
UNIVERSITY of the Fraser Valley (UFV) Wrestling coaches Arjan Bhullar and Raj Virdi have spent the last year building a CIS team from the ground up at a university that has never before had a wrestling program. For most coaches that would be enough of a challenge, but Bhullar and Virdi are men of significant vision. Their goal is not only to find success at the highest level of international competition in Canada, but also to build positive connections with high calibre athletes and coaches in India, where wrestling is considered by many to be the national sport. As part of this vision, UFV Wrestling welcomed Indian national team coach P.R. Sondhi to the Abbotsford campus on
Tuesday, September 23. Sondhi watched the wrestling team’s training session before visiting the Centre for Indo-Canadian Studies (CICS) for a presentation from director Satwinder Bains. Bhullar, Virdi, and Sondhi are searching for ways to create better ties between the IndoCanadian wrestling community in the Fraser Valley, and the wrestling community in the Punjab and the rest of India. It has long been a dream of the UFV coaches to lead a team of young Indo-Canadian wrestlers back to India for a series of exhibition matches, and possibly host a group of elite Indian wrestlers in Abbotsford. Shortly after Bhullar wrestled in the 2012 Olympic Games, he
was invited by the Canadian federal government to participate in a trade mission to India as an Ambassador of Sport. The idea for a possible connection between the two countries based on a mutual passion for wrestling was born during that trip, and Bhullar has been pursuing it ever since. Upon his arrival at UFV in 2013, he was excited to see the foundation for such a connection already laid through the UFV Chandigarh campus and the mandate of the CICS. Coach Sondhi’s visit was a natural next step in bringing together the Indo-Canadian wrestling community of the Fraser Valley with the Indian wrestling community half a world away.

There will be a follow-up meeting taking place at the UFV in Chandigarh in a few weeks, during Premier Christie Clark’s trade mission. Satwinder Bains and President Evered will be flying to India. Sondhi is very pleased and eager to get going on this project, and has committed to get to work within Punjab once back in India. Sondhi was the chief head coach of Team India from 1995-
2011, and coached the 2008 Indian Olympic wrestling team to India’s first medal in the sport since 1952 (a bronze). He has also coached the national team at multiple Asian Games, Commonwealth Games, and World Championships during his career. Sondhi graduated from Punjab University in Chandigarh, where today UFV has an affiliate satellite campus. He received his coaching diploma from the National Institute of Sports in Patiala, Punjab, and his Masters in Sport (Wrestling) from the German College of Physical Education in Leipzig, Germany. Tej Kainth running for New Westminster City Council TEJ Kainth has announced she’s running for City Council in New Westminster. Kainth made the announcement last Saturday surrounded by her friends, family members, colleagues, and supporters. “I’m running because I love this city and I’m excited about all the opportunities ahead of us,” says Kainth. Kainth was born and raised in New Westminster and, with family roots in the city tracing back 101 years, she’s looking forward to what’s ahead for the city. “New West is built on a rich histo-

23rd annual Ismaili Walk raises over $200,000 to improve lives of women and children ON Sunday, September 21, the 23rd annual Ismaili Walk took place at Lumberman’s Arch in Stanley Park. Celebrating in some great late summer weather, the spirit of service and caring for the community was alive. British Columbians from all across Vancouver attended the walk and together raised over $200,000 for this year’s annual walk. The Ismaili Muslim Community of BC partnered with the YWCA Metro Vancouver to help raise awareness and funds in support of YWCA Cause We Care House. Over the past 23 years,
the Ismaili Walk has become one of the cities favourite family events.
YWCA Cause We Care House is an integrated housing community being built to support some of Vancouver’s most vulnerable families: single mothers bravely raising children in challenging economic situations. The 23rd Annual Ismaili Walk featured a full day of live entertainment, delicious meals, and activities for the entire family. Since its’ inception, the Ismaili Walk has raised over $4.3 million. New University of Victoria field school in India spotlights intergenerational theatre A group of 14 University of Victoria theatre artists will depart Monday for the southeast coast of India to help launch the country’s first intergenerational theatre company. UVic PhD candidate Matthew Gusul, with 13 students from UVic’s Department of Theatre, will work with a team of Indian directors in India’s Tamil Nadu and Pondicherry regions to encourage local seniors and
rural youth—many of whom were displaced or otherwise made vulnerable by the 2006 tsunami—to perform their own stories and create new lines of dialogue across generations. Gusul, an applied theatre practitioner who has done similar fieldwork in Mexico and Guatemala, has been working for the past two years with 80 people in Tamil Nadu’s ecofriendly elder village

By positively highlighting the life experiences of these elders and 750 young students of the Isha Vidhya Matriculation School— the village and school were both created as a result of the tsunami—Gusul hopes to help nurture stronger community relations, with assistance on the ground from NGO HelpAge India.

TIM Uppal, Minister of State for Multiculturalism, on Wednesday participated in Langar on the Hill, which brought Canadians together to learn about Sikhism. “I would like to thank the many young Sikh volunteers from the Sikh Youth Foundation for their work to make this day possible,” said Uppal. “This is a wonderful opportunity for Canadians of all faiths and backgrounds to come together and learn about their Sikh neighbors. In Canada, our diversity is one of our greatest strengths and it is events such as this, which help to foster and enhance a greater understanding of our different cultures.” This all-day event in celebration of Sikh Awareness took place in the heart of Canada's capital on the steps of Parliament Hill with a variety of activities. The Good Will Walk Against Violence Date: Saturday, October 25 from 11 a.m. to 2 p.m. Starting Point: The Totem Poles, Brockton Point, Stanley Park, Vancouver Ending Point: The Komagata Maru Memorial Site, Coal Harbour, Vancouver THE November 1984 planned attacks against Sikhs in Delhi and throughout India are still open wounds. Surviving widows and orphaned children have not received justice, and their voices have not been heard. "Where Are Our Dead" is a United Sikhs documentary that reminds people that the November 1984 violence continues today. However, learning from these acts of atrocity, the Sikhs as a community stand with all victims of violence: hate crime, domestic violence, bullying, drugs, suicide, human trafficking, disappearances, war or genocide. In this spirit, the United Sikhs announced on Tuesday that it is organizing a Good Will Walk Against Violence on, Saturday, October 25 in Vancouver which will be hosted by the Sikh community of B.C. who will walk to commemorate the 30th Anniversary of the November 1984 Sikh Genocide. B.C. Premier Christy Clark has been invited to inaugurate the walk. United Sikhs is inviting participants from the First Nation, congregants from mosques, churches, temples and synagogues, students and NGOs who serve victims of

United Sikhs has joined forces with local leaders and organizations to ensure that all cross-sections of the community are well represented in this walk whose slogan is 'End the Silence on Violence.' In the response to this we cannot remain silent and so we stand up and say ‘No’," said Mejindarpal Kaur, United Sikhs International Legal Director, who is organizing the walk. "All forms of violence are bad. And when we remain silent about it we are as guilty as the violent person. I am participating in the Good Will Walk Against Violence because I want to show that I am thriving after surviving horrendous
abuse," said Kamal Kaur Dhillon, whose own experience has made her an awardwinning international authoradvocate against violence. United Sikhs says it has received a very good response from gurdwaras in B.C. who will prepare vegetarian roti roll langar which will be served to the public during the walk to promote the community spirit and humanitarianism. They will also arrange for their congregation members to join the Good Will Walk Against Violence. It is also visiting all the Sikh community schools to enroll students for the Good Will Walk Against Violence. It has requested each Sikh walker to invite a non-Sikh neighbour, colleague or friend to join the walk to ensure that a cross-section of the community walks to uphold the walk's slogan: ‘End the Silence on Violence.' He attended high school at Cloverdale Junior Secondary, and graduated from Langley Senior Secondary after his family moved to the city. Van Popta said: “It would be a dream come true for me to represent my home community in the House of Commons. I have a passion for my community, for Canada and for politics generally. I grew up here. I’m well established in both areas so when the new riding was created straddling both communities, I thought, ‘It’s perfect for me, it fits my life story perfectly.’” Van Popta spent 10 years in the construction industry as an electrician in Surrey and Langley before leaving to accomplish his goal of becoming a lawyer. After obtaining a degree at Trinity Western University, Tako graduated from the UBC School of Law in 1989. Since that time, he has been working at McQuarrie Hunter LLP, a Central Surrey law firm, first as an associate, then as a partner, and for the last eight years as the firm’s managing partner. Tako and his wife Inga have been married for 40 years and raised five children in Langley. Van Popta has served as director and then Chairman of the Langley Memorial Hospital Board (1989-1995), as well as director and Chairman of the Elim Housing Society Board (2006-2012) which operates a seniors’ housing village in Surrey. Tako also chaired the Langley Township Economic Development Commission, and is an active member of the Langley Area Cycling Coalition.

Will Spice Radio format on 1200AM in Vancouver be spicy enough for South Asians? i.t. Media Broadcast (ITMB) will introduce a spanking new format on 1200AM to offer a range of programming geared towards South Asians on September 29 under the name Spice Radio. Company President Shushma Datt said Thursday: “Radio is a hub of our culture. It’s a way to find out what’s going on, to learn different opinions and stimulate conversation. Unfortunately, there hasn’t really been a station that appeals to the full community. The perception is that there is a Punjabi radio station and a Hindi radio station. We’re out to change that.” Spice will differentiate itself and bridge communities through a range of first-ever programming—popular program styles that will be adapted to an ethnic format, she claimed. “We are working with several organizations. … There will be changes that will distinguish Spice as a leader in news and sports for the South Asian community.” She said the new format has been developed in response to countless requests, and ITMB has made a “significant investment” in distinguishing and promoting its new brand. Spice will introduce a range of programming in a fun, magazine style format. It will also be the first ever-ethnic broadcast service with a dedicated two-hour live sports talk show in primetime Monday to Friday.
“With the growth of this dynamic community, we wanted to take a leadership role,” said Vice President Sudhir Datta. “We’ve always been recognized for delivering quality information in an entertaining format. Our new mandate for this station will be to provide programming that’s intelligent, educational, timely, and conversational.” With the strongest signal among all the South Asian radio stations in the GVRD, Spice Radio will be heard from the Lower Mainland to Vancouver Island and from the US border up to Whistler. “Response to the new programming has been overwhelmingly positive,” claimed Datta. “Our MO is raising the community profile and bringing awareness to all the good things South Asians are doing locally, nationally, and internationally. NINA Grewal, MP for Fleetwood-Port Kells on Wednesday asked Justice Minister Peter McKay during Question Period in the House of Commons what the government was doing to protect Canadians from released offenders deemed a high risk to reoffend. The question came after the arrest earlier this week of Raymond Caissie who was charged by Surrey RCMP with second-degree murder in the death of 17-year-old Serena Vermeersch. Grewal asked: “Mr. Speaker, the community of Surrey is rightly outraged. On Monday, a convicted high-risk sex offender that was released into their community last year was charged with the second-degree murder of 17year-old Serena Vermeersch. Cases such as these make it clear that we must continue to make the protection of our communities a top priority, especially when it comes to protecting children. In last year’s Speech from the Throne, our government committed to supporting victims and punishing criminals. Can the Minister of Justice update this House on our progress?” McKay responded: “Mr. Speaker, while I cannot speak on the specifics of this case, what I will say is that after years of soft on crime policies from Liberal governments that catered to criminals, Canadians can count on this government to re-establish Canada as a country where those that break the law are punished with penalties that match the severity of the crime. “To date, our government has made it

‘The Tiger of the Water’: Carleton researchers bring Canadian fishery expertise to India CARLETON University researchers Shannon Bower and Steven Cooke are applying leading Canadian expertise to the rapidly developing recreational fishing scene in India, one that at times conflicts with longstanding commercial and subsistence fishing. The goal is to develop a framework
for sustainable catch-and-release fisheries in India and the developing world. Global recreational fishing is a $190billion industry. A lot of the growth in the industry over the last decade has been in developing and emerging countries. Emerging nations are areas where
subsistence and commercial fishing provide employment and food security. The needs of all must be balanced, not just in human terms, but also in ecological terms. The researchers focused on the Mahseer, also known as ‘the tiger of the water.’ These fish are a group of iconic, slow-growing species that
have been targeted by recreational fishers in India since British occupation. They have been listed on the endangered species list and can grow up to 100 pounds. When it comes to recreational fisheries, Canada is at the forefront globally. We gather data on recreational fisheries and communicate it interna-

Surrey First Education announces candidates, including Garry Thind, for 2014 civic elections SURREY First Education on Thursday announced its slate of six candidates for November’s election. Seeking re-election in 2014 are current School Board Chair Shawn Wilson, Vice Chair Laurie Larsen and trustee Terry Allen. Joining them will be former school trustee and Surrey city councillor Gary Tymoschuk, along with current District Parent Advisory Council President Bob Holmes and Surrey Rotary President and local realtor Garry Thind. “Our Surrey First Education team has a wealth of experience across many sectors and 45 years of combined service
on the Surrey School Board,” says Shawn Wilson. “Our motivation is simple – we want the best education for the children of our community, and to assist teachers with the tools they need to be successful. The addition of three strong voices from the community will benefit our team and the residents of Surrey.” Garry Thind has been a resident of Surrey since moving from India more than 15 years ago. Garry is well known in the South Asian community for his dedication and hard work towards the non-profit charity Pingalwara where he has been involved since 2001. He is the current President for the
Rotary Club of Surrey and is involved with other community charities and local sports organizations. Garry is an electronics and communications engineer by training and currently an active realtor with the Fraser Valley Real Estate Board. Gary Tymoschuk served one term on School Board between 1996 and 1999, followed by two terms as a Surrey city councillor between 1999 and 2005. He is currently the Vice President of Operations for the Credit Counselling Society, a non-profit charity that helps Canadians solve debt problems and better manage their money. He is the past chair of
the Surrey Crime Prevention Society, where he has also held the positions of board chair, vice chair and treasurer. Bob Holmes, who has lived in Surrey and White Rock for 30 years, is the current CoPresident of the Surrey District Parent Advisory Committee (DPAC). He has been active in his children’s school PACs holding the positions of president, vice president and treasurer over the last 10 years. Holmes has also participated on a number of school district committees including budget, Montessori and French immersion. “We are thrilled to be able to add three high-calibre candi-

Hindu Temple Burnaby: Diwali Show on October 5, new temple building coming up HINDU Temple Burnaby’s Diwali Show this year will be held on Sunday, October 5 with the usual pomp and show as well as a delicious vegetarian dinner between 4:30 and 6:30 p.m. The show itself will kick off at 7 p.m. at Burnaby’s Michael J. Fox Theatre at 7373 McPherson Avenue and wrap up at 9:30 p.m. Tickets are $15 and include dinner. Meanwhile, the Fund Raising and Building Committees along with the Board of Directors have been work-

Phinder Dulai’s book of poems “dream / arteries” to be released September 27 PHINDER Dulai, Vancouverbased poet Phinder Dulai’s third book of poems – dream / arteries (Talonbooks) – is being released on September 27. approach to the Komagata Maru story and specifically I explore the record of the ship in its nautical history and as a
metaphor for exploring themes of journey, exile, settlement and the history of modern migration to the new world. The shift moves the story into a broader migrant story's timeline. “I also sourced the ship imagery when it was under two different names SS Stubbenhuk and the SS Sicillia; the ship records are located at the Ellis Island site and record site. I also sourced
two early photos of the ship from the early 1890s from Ellis Island and from the German Maritime Museum. These archival sources and exploring the archives serve as a key aspect of the book. The ship made trips to New York, Montreal and other stops over a 26-year nautical history through the great migratory period between 1890 to 1914.”

McCallum calls for emergency Surrey City Council meeting as ‘violence’ in city continues IN light of an overnight shooting that occurred with a good Samaritan stepping in during a violent home invasion, Surrey Mayoral candidate Doug McCallum on Tuesday called for an immediate City Council meeting to be convened. [Police attended to a call of shots fired in the 7600-block of 146A Street on Tuesday at 1 a.m. Four or five people demanded money from one of the residents of a home and a neighbour received minor injuries when he intervened and was shot in the chin. The targeted resident is known to police.] The latest incident comes on the heels of the tragic murder of 17-year old Serena Vermeersch, and another overnight shooting resulting in a homicide. With Surrey City Council currently in Whistler attending the UBCM conference, the City of
Surrey has been abandoned by those charged with ensuring the safety of residents, said McCallum. "I think it is disgraceful that the Mayor and Council are not here in Surrey dealing with this wave of violence and murders that are impacting every neighbourhood in this community. I am imploring the Mayor and all Surrey City Councillors to call an emergency meeting so that immediate measures can be taken to stem this upsurge in crime." In the absence of tangible leadership at the local level, residents are stepping up with events such as the upcoming "Take Back Surrey" rally to bring the community together, McCallum noted. He said that in the spring, the City of Surrey put an ad out on Craigslist for new Community Policing Officers, who have no ability to make arrests or
engage with criminal activity, and who also do not answer to the City of Surrey. The promised 30 new RCMP officers scheduled for 2014 have still not been implemented at the Surrey detachment. With new accountability measures outlined in the new 2012 RCMP contract, McCallum is suggesting that Council make an emergency request for all available officers to be put out on street patrol rather than sitting
behind a desk. Mayor and Council should be speaking to the RCMP to come up with a plan of action to ensure the safety of residents. "Instead of listening to speeches and attending hospitality suites in Whistler, Surrey City Council must be in direct contact with the RCMP to make direct asks for an immediate increase in the amount of general duty officers on street patrol," said McCallum. "Residents need leadership and have the right to know what the plan from the City of Surrey and the RCMP is going forward. Simplistic safety warnings to be vigilant are a complete cop out." Doug McCallum and the Safe Surrey Coalition have released a detailed six-point public safety platform calling for an immediate increase to the amount of RCMP officers on street patrol from 36 to 72, the

Driving etiquette: Plain old-fashioned good manners

PERSONAL integrity, good character and good manners are not subjects that get much attention in today’s world. The pervasive electronic media dwells mainly on group rights and group grievances. Any identifiable social problem is to be answered with a call for legislation. Morality expressed as good manners is, in the main, not regarded as useful. With regard to behaviour on the road, legislation that prohibits undesirable activity – for example
drunk driving – and provides unpleasant penalties upon conviction, can be highly effective if conscientiously enforced (which it is right now in Canada). Bad manners, however, cannot be legally abolished. The admonition “be ye kind, one to another” no longer resonates in society as it did a hundred years ago. For sure, in Canada we experience public behaviour on the road which is far more benign than in many parts of the world where unrestrained assertion of self-interest finds expression in a driving style which has been described as that of a “mad-cap road rally”, with no mercy shown to competing drivers. Will we lose this advantage? What to do? Well, the “do unto others as you would
have them do unto you” approach to life, buried deep down in our cultural heritage, demands that the following courtesies, among many others, be observed (and in no particular order): 1. Merging: Letting someone who is trying to merge, go ahead, may slow us down by five seconds or so. And as a benefit to us, it may prevent a “merging collision”, which will cost hours if not days of our time to sort out. 2. Stay in the right lane except to pass. Failure to do so results in speeding left lane aficionados weaving from lane to lane to navigate through traffic, in the style observed in the “dangerous places to drive” list of countries. 3. Yield to bicyclists when it is safe to do so, even if we as motorists technical-
ly have the right of way. In a car/bicycle collision the outcome is sometimes fatal, is always worse for the cyclists, and rarely causes more than a scratch to the motorist’s vehicle. This principle should be similar to the rules of the sea, where unwieldy and vulnerable sailing vessels must be shown exceptional courtesy by the more controllable motor vessels. 4. Pedestrians: Always just stepping out into the roadway without looking? It sure seems like that to many of us as drivers. This, however, is the reality (more or less) and will continue to be one of the biggest challenges for motorists in the urban environment. If we assume inattention on the part of people crossing the road, we will not then be surprised by sleep
walkers. Give pedestrians the right of way, when it is safe to do so, even if they are not technically entitled to cross the road. 5. The horn: Do not use the horn to show bad temper. This helps no one. If we are waiting to turn left and an oncoming vehicle runs the red, well, maybe we should honk to point out that this behavior did not go unnoticed. For the most part, however, a short sounding of the horn should be reserved for occasions when someone else using the road needs to know of our presence, for their own safety. 6. Emergency Vehicles: Pull over, please. Give way. There may be someone (a child, for example) in the ambulance who is moments from death. We do not want to be the ones who got in the way,
and slowed the ambulance’s journey by critical seconds which may contribute to a tragic outcome on the slightly delayed arrival at hospital. As a husband, father, grandfather, and retired tradesman and union member, Mattoo says he has a genuine interest in shaking up Delta's political scene by challenging
