New Delhi (IANS): The Congress on Thursday came out in solidarity with former prime minister Manmohan Singh, who has been summoned by a Delhi court in a case relating to the allocation of coal blocks, describing him as a man of "integrity" who enjoys the party's "unstinting support". Congress president Sonia Gandhi personally led a march from the party headquarters here to Manmohan Singh's residence to express solidarity. "We are outraged at the news of summons being served on former prime minister Manmohan Singh... He is known for his integrity and probity not only in the country but across the world. We are here to offer our unstinting support to Manmohan ji," she told reporters. A special court conducting the coal block allocation case here on Wednesday summoned Manmohan S i n g h , i n d u s t r i a l i s t Ku m a r Mangalam Birla and former coal secretary P.C. It is the question of responsibility and failure of not taking action." "Manmohan Singh... will give his version but at the same time the Congress needs to explain to the country how these things have happened. It should take the responsibility (of the coal block allocation case) and not just an individual alone," he said. Minister of State for the Development of the North Eastern Region Minister Jitendra Singh said: "I would simply say... all of us should have the courage to accept the verdict in course of law. Insurance bill secures parliamentary approval

New Delhi (IANS): Marking a major milestone in the government's reform programme -- and despite opposition protests, parliamentary approval was on Thursday accorded to the insurance law amendment bill, with the Rajya Sabha adopting the measure seeking a hike in the foreign equity cap on domestic companies from 26 percent to 49 percent. Formally called the Insurance Laws (Amendment) Bill, the measure -- which seeks to replace an ordinance that was promulgated during the inter-session period -has been passed by the Lok Sabha on March 4. While the bill had secured easy approval in the Lok Sabha, its passage in the upper house, where the ruling National Democratic Alliance (NDA) does not enjoy majority, was the crucial test. The legislation seeks to raise foreign investment cap to 49 percent in the sector. While up to 26 percent foreign capital will be under the automatic route, the balance 23 percent has to secure approval from the Foreign Investment Promotion Board (FIPB). The Left parties questioned the need for a hike in the FDI limit. Members opposing the bill also pointed to the minuscule claims rejection rate of the

Kurien, however, ruled that there was nothing in the rule book or the constitution that could prevent the government from bringing the bill but added that the situation was "unprecedented". The issue was, however, sorted later after the house was adjourned for half an hour for discussions, after which the bill was taken up. SAARC Yatra marks incremental movement with Pakistan: Experts New Delhi (IANS): Foreign Secretary S. Jaishankar's fournation SAARC Yatra has given a fillip to India's outreach to neighbours, more so with Pakistan, say experts. Starting March 1, Jaishankar visited Bhutan, Bangladesh, Pakistan and Afghanistan, spending a day in each country, in the first phase of his journey to the eight-nation South Asian Association for Regional Cooperation (SAARC) nations. Former diplomat Sheel Kant Sharma, who served as secretary general of SAARC, says the trip was a "very good move", especially as the last SAARC summit took place in November in Nepal with the general understanding that members would work to strengthen the South Asian bloc. "And India has taken the initia-

tive to again meet and talk to people and activate the whole SAARC paradigm. In that sense it is good," Sharma told IANS. He said that with Pakistan being the next chair of SAARC, "it is incumbent on Pakistan to also be constructive so that their summit will be successful next year". "When Pakistan was the chair in 2004, we managed to sign the SAFTA (South Asian Free Trade Area), sign the SAARC social charter, lots of big steps were taken at the Islamabad summit. "I feel that the initiative (to send Jaishankar) is very good and it will activate people to think about next year and prepare for it so that some big steps are taken." Congress MP Shashi Tharoor, who is chair of the parliamentary standing committee on external

affairs, said the SAARC yatra "is a very good initiative". "It is very important that we develop and maintain close relations with our immediate neighbours, and to do this early in the tenure is a very valuable indication of the priorities the foreign secretary attaches to our relations with neighbours," Tharoor told IANS. "Second, to also speak to Pakistan where our dialogue process has been stalled for some time could indeed be valuable, provided indeed that the results of the visit, I don't know what the results are, but my gut instinct is that this was a trip in which there may or may not have been talks about talks," he said. Pakistan has a government which cannot deliver, the policies are run by the army... "Even diplomacy and world leaders from China, to the British, to the Americans, do business with (army chief) Raheel Sharif as though he is the National Security Adviser and the foreign minister of Pakistan," he said. "What we can do is look for incremental movement forward," he said, adding Jaishankar was likely to have suggested to his Pakistani counterpart Aizaz Chowdhury a meeting between the directors general of military operations

(DGMOs) and the border security force commanders of the two countries. "Now Pakistan has to make a choice - does it want it or doesn't it?" Parthasarathy recalled then Pakistan president Pervez Musharraf's pledge that territory with Pakistan would not be used for terrorism against India. "I don't think (Prime Minister) Nawaz Sharif is prepared to reiterate that commitment nor is Raheel Sharif. So, incremental movement forward, yes." The SAARC Yatra was a "good thing because right now everybody, led by the Americans, are blaming us for not engaging (with Pakistan)", he said. "So we're telling the world we are engaging the whole region, not just Pakistan."

Britain opens deputy high commission in Chandigarh Chandigarh (IANS): Given the presence of a strong Punjabi community in Britain, a new deputy high commission (DHC) was opened in Chandigarh on Wednesday. The DHC was inaugurated by British Foreign Minister Philip Hammond. "We're determined to invest in our strategic partnerships around the world to boost cultural

and commercial links and promote shared security interests," Hammond said in his address at the inaugural event. Britain has its high commission in Delhi and deputy high commissions in Ahmedabad, Bangalore, Chennai, Hyderabad, Kolkata and Mumbai. It also has a trade office in Pune and a tourist information office in Goa.

Hammond said that Britain and India had great scope to further strengthen ties on the trade and other fronts. "The fact that we are opening a new deputy high commission in Chandigarh speaks of our belief in India's future. And it speaks of our desire to play a prominent partnership role with India's states, where so much of India's story is written," he said.

Pakistan has more nukes than India, shows new infographic Washington (IANS): Pakistan had about 120 atomic weapons, 10 more than India, in its nuclear arsenal last year, according to a new interactive infographic unveiled by the Bulletin of the Atomic Scientists. Designed by the Bulletin, founded in 1945 by University of Chicago scientists who had helped develop the first atomic weapons in the Manhattan Project, the infographic tracks the

number and history of nuclear weapons in the nine nuclear weapon states. The Nuclear Notebook Interactive Infographic provides a visual representation of the Bulletin's famed Nuclear Notebook, which since 1987 has tracked the number and type of the world's nuclear arsenals. Having reached a peak of over 65,000 in the late 1980s, the number of nuclear warheads has

dropped significantly to a little over 10,000, but more countries now possess them, it shows. According to the infographic, the United States and Russia both have about 5,000 weapons each. France has 300, China 250, the United Kingdom 225 and Israel 80. North Korea has only conducted nuclear tests in 2006, 2009 and 2013. "I don't think people truly understand just how

Arun Kumar Singh is new Indian envoy to US ARUN Kumar Singh, currently India’s envoy to France, is the next ambassador to the US, the Indian government announced on Sunday. He replaces S. Jaishankar, who was appointed foreign secretary on January 28.

According to his official bio, Singh joined the Indian Foreign Service in 1979 after completing his Masters Degree in Economics from Delhi University and teaching at the university for two years. His first assignment abroad

was at the Embassy of India, Moscow from 1981-1982, where he learnt Russian. Later, he served at the Indian missions in Addis Ababa as Second Secretary from 19821985, and in Tokyo as First Secretary from 1985 – 1988.

30 years on, Chandigarh's car bazaar doesn't have permanent home

Chandigarh (IANS): Thousands of people may have driven out of Chandigarh's Sunday car bazaar with their newlyacquired possessions in the past three decades, but the well-known used car market of the region is still looking to park itself in a permanent space to carry out its business. Car dealers operating from the parking space of the Sector 7 market on Madhya Marg (central street), the city's busiest of roads, are opposing a move by local authorities to auction sites for the Sunday car market. The car dealers have made it clear that they will neither allow the auction of parking space nor will participate in it till the Chandigarh Administration provides them a suitable and permanent site to ply their trade. From the basic Maruti 800s to the flashy BMWs, Mercedes, Audis and Pajeros, the Sunday car bazaar has nearly 1,000 vehicles on sale. Every week, over 100 used cars are sold by the 43 dealers operating from there. The Sunday car bazaar, touted to be among the biggest in northern India, attracts hundreds of cars and buyers from the region comprising Punjab, Haryana, Himachal Pradesh and

Chandigarh. Held only on Sundays, it sees a lot of business happening. On week days, the area is used for parking vehicles whose owners either visit the market or have their offices there. "Many car dealers have been running their business from the same site for the past nearly 30 years. The authorities should either allot us a permanent site or we will continue our business from here itself," Gulshan Kumar, president of the Car Bazaar Dealer Association, told IANS. "The traders have worked hard to establish the car bazaar, which has now become the biggest bazaar of north India. Now the MC (municipal corporation) wants to throw out the traders, some of whom are 60 or 70 years old. This is unjustified and cruel," Gulshan Kumar contended. The second hand car dealers are opposing the move by the Chandigarh Municipal Corporation to auction the parking sites for the Sunday car bazaar. Nearly 60 sites are proposed to be auctioned. But the corporation thinks differently.

Bus passes for students now in Punjab schools, colleges Chandigarh (IANS): Students in schools and colleges in Punjab now need not stand in long queues at bus stands to get their monthly bus passes made or renewed. The Punjab transport department on Monday announced its decision to make bus passes of school and college students in their own institutions. "The new scheme would be operational from the commencement of the new academic session starting

from April 1," Punjab Road Transport Corporation (PRTC) managing director Manjit Singh Narang said on Monday. He said teams of PRTC officials would visit schools and colleges and issue the passes to students. He said orders have already been given to the general managers of Patiala, Sangrur, Kapurthala, Bathinda, Budhladha, Ludhiana, Faridkot and Chandigarh divisions to implement the new scheme.

"Since the auction amount will eat into the profit margins of the car dealers, they are making all this noise. They were using the public parking space free of cost for so many years. Only a few years back, they were levied a charge for doing commercial activity from the area. They should now buy the sites in the auction," a senior municipal corporation officer, requesting anonymity, told IANS. The car dealers were levied a fee by the local authorities over a decade back for using public parking space for commercial purposes. The Sunday car bazaar dealers now pay over Rs.60 lakh to the corporation

annually for their commercial activity. Owners of showrooms in the market had approached the Punjab and Haryana High Court seeking that the car bazaar be shifted elsewhere

as it was affecting their businesses, besides leading to parking chaos. In 2009, the Chandigarh Administration had identified a five-acre plot of land in Chandigarh's Hallomajra

area for shifting the car bazaar. However, most dealers had refused to move from the Sector 7 site, which is in the heart of the city, to the new site saying that it would affect their business.

Punjab Police crack Rs.1.34 crore bank cash van heist Chandigarh (IANS): Claiming that they had cracked the daring broad-daylight bank cash van heist of Rs.1.34 crore near Mohali town, Punjab Police on Wednesday said all eight people accused in the sensational crime, including an engineering graduate, were arrested. Police also claimed that over Rs 1.28 crore was recovered from the gang that com-

mitted the crime on Monday. "Punjab Police today (Wednesday) cracked one of the biggest robberies of the region within 36 hours by arresting all the eight accused and recovering almost total amount (Rs.1,28,70,000) robbed by them," Inspector General of Police-Patiala zonal Paramjit Singh Gill told media persons at Mohali, 10 km from here.

The cash van of Axis Bank was waylaid by the gang, which was following it in a stolen Fortuner SUV, between villages Mauli and Saneta on March 9 while the van was going to deliver cash to various branches of the bank in Mohali district. Gill said the gang was traced after police received information that some suspected elements, equipped

with firearms and other weapons, were planning some big loot. The search parties cornered them in village Rurki Kalan and nabbed four criminals. These included Ranpreet Singh Rana, a B.Tech graduate, Joginder Singh, Talwinder Singh and Lakhwinder Singh with weapons and ammunition. A Hyundai I-20 car was

also recovered from them. Four other accomplices of these criminals, however, managed to escape from there in another car. Police chased them and nabbed them near the Sector 38-west grain market in Chandigarh. Investigations by police revealed that Rana was the mastermind of the cash van looting. The gang had snatched the Fortuner SUV

from a person in Sohana area of Mohali district on March 4 to carry out the heist. "After committing the loot, the gang abandoned the Fortuner in Banur area and split up to dodge the police. They again assembled in Chandigarh and divided the looted amount," Gill said. Police officials said all gang members had a criminal past.

Severest punishment to acid attack offenders: Punjab CM Chandigarh (IANS): While claiming that the Punjab government would come down heavily on those involved in acid attacks in the state, Chief Minister Parkash Singh Badal on Friday said the severest punishment would be sought for offenders involved in a recent such attack on a class 12 student in

Gurdaspur district. Condemning the acid attack on the schoolgoing girl in Gurdaspur on Wednesday, Badal announced monetary compensation of Rs.3 lakh for her. He said the entire expenses on the victim's treatment would be borne by the state govern-

ment. The student, Rajinder Kaur, got burn injuries when acid was thrown at her while she was returning home after appearing for her class 12 board examination. The assailants, who had covered their faces, are yet to be arrested.

"The state government would initiate every step to ensure that exemplary punishment is awarded to the accused involved in such dastardly act. "Such offenders does not deserve leniency and they would be dealt with as per the law of land by meting out the severest of the severe punish-

ment to them so that it could act as a deterrent for others too," Badal said in a statement here. The Punjab government has already decided to give a special chance to the girl to appear in class 12 examinations to ensure that her result also declared with the rest of the class.

Sushant on how Dibakar framed him in kissing scene ACTOR Sushant Singh Rajput, who shares a kissing scene with his co-star Swastika Mukherjee in the period drama "Detective Byomkesh Bakshy!", says director Dibakar Banerjee played a "game" with him for the scene. "Dibakar (Banerjee) played a good game with me which eventually turned bad for me. He instructed me about a scene and I got ready for it, but I didn't know that Angoori Devi (the character) was going to kiss me in that scene," Sushant, who had earlier kissed actresses Parineeti Chopra and Vaani Kapoor on screen, said here. He says that usually he tells his girlfriend Ankita Lokhande about a film's script "so that she is mentally prepared" for whatever he needs to do. But in the case of "Detective Byomkesh Bakshy!", the director kept the kissing scene a secret.

"I was also not prepared for it. But the interesting thing is that even Byomkesh Bakshy (the character) in the film didn't know about it. So, the first take happened and I reacted the way I was sup-

posed to react as the character, and Dibakar got his take. He didn't tell me and pretended as if he also didn't know about it," added the actor. He even said that despite getting his

perfect shot, Banerjee made him give six more takes. "He asked for a few more takes. I did six more takes and then called Ankita to tell her that she does not need to worry as nothing of that sort has happened," Sushant revealed here on Monday at the second trailer launch of the film. But it was upon seeing the film's trailer that he "saw the kiss". "I looked at Dibakar and was like 'What is this?' So this is how he played such a game with me," he added. Based on Saradindu Bandyopadhyay's well-known and successful fictional detective Byomkesh Bakshy, "Detective Byomkesh Bakshy!" is a contemporary interpretation of Calcutta (now Kolkata) during the 1940s. MEGASTAR Amitabh Bachchan, who unveiled the trailer for "Broken Horses" along with Aamir Khan here on Tuesday, says that if given an opportunity to choose between an Indian and a Hollywood film, he would pick the former. "If I get an opportunity to choose a film between Hollywood and and an Indian film, then I will choose our country's film," Amitabh, who featured in Hollywood film "The Great Gatsby", told reporters during the trailer launch of "Broken Horses". Aamir echoed the same sentiment. Adding to this, Aamir said: "My relation with my country is very deep and that will never fade away. I will not leave my country. If at all I like a Hollywood subject film, I will do it. But emotionally I am very rooted." For Aamir, language is not an issue. "For me, the language is not important, but the creative material has to excite me. Yes, I should know the language and the story has to be exciting." He says offers have come along from the West, but "of whatever scripts I have got from abroad, nothing excited me". Both Amitabh and Aamir looked happy and cheerful during the launch of the trailer of "Broken Horses", produced, directed and written by filmmaker Vidhu Vinod Chopra. "Not just the three fast bowlers, the spinners as well, and whenever we've had to use part-timers they've done a good job." India had no problems in chasing down the score courtesy knocks from openers Shikhar Dhawan (100) and Rohit Sharma (64). They eased past the total with eight wickets and 79 balls to spare. The skipper said they lacked intensity in the Triseries and the Tests. England need a world-class T20 tournament: Atherton Adelaide (IANS): Former England captain Michael Atherton on Tuesday felt that his country's cricket needs a "world-class Twenty20 tournament", to make them a strong contender in the limitedovers format. England on Monday slumped to fourth loss in five matches in Pool A of the ongoing World Cup. They lost to Bangladesh by 15 runs in a crucial clash. They earlier had suffered taming defeats against Australia, New Zealand and Sri Lanka. He said part of the development of the next generation is a willingness to promote young players to international cricket faster than England have in the past. "Twenty20 is the key to developing the next batch of 50-over cricketers because most countries are playing at that tempo now, albeit stretched over a longer period of time. Picking the right kind of players is like picking a good dividend-paying stock," Atherton wrote in a column as reported by cricket.com.au. "Choose right and stay faithful and they will provide compound interest for years to come. Moeen Ali, (Alex) Hales, (Jos) Buttler, Sam Billings, Joe Root, Ben Stokes and Chris Jordan, among others, provide a nucleus of a one-day squad to move

forward with." Atherton felt England's mindset when it comes to limited overs cricket is years behind the rest of the world which resulted in the failure to make the semifinals of the past six World Cups. "For too long, England have refused to accept that the game has changed and other teams are playing a more dynamic, more aggressive, more flexible form of the game," Atherton wrote. "They almost tiptoed to Champions Trophy success two summers ago in England, using that nearsuccess to defend an outdated template. (Coach Peter) Moores suggested England missed Jonathan Trott at No 3. Trott is not the type of player England should be trying to promote in one-day cricket as they move to the future." Atherton also said that appointing Alastair Cook as the One-Day International (ODI) side

captain was a wrong step. He also felt that they persisted with the left-hander batsman too long. "It was a denial that prompted them to appoint Alastair Cook as one-day captain in the first place, a decision made through the prism of Test cricket and to which they committed for far too long in the run-up to this tournament." While several pundits notably Geoffrey Boycott and Bob Willis - have called for heads to roll, Atherton has instead urged the England and Wales Cricket Board (ECB) to be more selective. He advised the board to assign important positions to those who subscribe to the modern way of thinking in limited-overs cricket. He says former England ODI captain Paul Collingwood would be a good addition to both the selection panel and the coaching staff. The 46year-old suggested that the current backroom team - besides Mark Ramprakash - lack credibility due to their inexperience as players at the international level. "It is a problem of perception - people need to have confidence in those making the decisions - but also of substance," Atherton, who represented England in 115 Tests

Musharraf faces arrest over Lal Masjid murders Islamabad (IANS): A Pakistan court on Tuesday issued a bailable arrest warrant against former president Pervez Musharraf regarding the murders of Lal Masjid cleric Ghazi Abdul Rasheed and his wife. Islamabad's Additional Sessions Judge Wajid Ali Khan presided over the hearing and rejected four requests by Musharraf's counsel and adjourned the hearing till April 2, Dawn online reported.

In 2013, police registered a case against Musharraf over the alleged murder of cleric Ghazi Abdul Rasheed and his wife during the Lal Masjid military operation. Musharraf faces a string of court cases dating back to his 1999-2008 rule, including the death of Ghazi, one of more than 100 people killed after Pakistani troops stormed the Lal Masjid in Islamabad on July 10, 2007.

The mosque was the scene of a week-long military siege against radicals that unleashed a wave of militant attacks across Pakistan. Musharraf also faces treason charges over his imposition of emergency rule in 2007. He further faces murder accusations over the 2006 death of Baloch leader Nawab Akbar Bugti and the 2007 assassination of former Prime Minister Benazir Bhutto.
