New Delhi (IANS): The sealed envelope with the names of 627 Indians holding bank accounts overseas, against whom a probe is on to ascertain conformity with domestic tax laws, is to be passed on to a special team set up under the Supreme Court's direction. This directive from the apex court came after Attorney General Mukul Rohatgi submitted the envelope along with two others to a bench of Chief Justice H.L. Dattu, and Justices Ranjana Prakash Desai and Madan B. L okur Wednesday, as sought by them a day earlier. The Special Investigation Team (SIT), headed by Justice M.B. Shah, with Justice Arijit Pasayat as vice chair, was called for by the Supreme Court by way of an order July 4, 2011, and officially notified by the government end-May this year. The other two envelopes pertain to information furnished by the French government and the action taken by the Government of India thus far in trying to get back the illegal funds parked by Indians in overseas banks and estimated at between $426 billion and $1.4 trillion. that time, would submit its status report on the steps taken by it in pursuance to this list of 627 account holders.

Rohatgi told the apex court that half of these account holders were Indian residents and the other half non-resident Indians and pertained to a period up to 2006. He said action was initiated, with some of having paid the taxes and others under investigation. The top law officer requested on behalf of the government that care be taken such that nothing impedes the Indian authorities and probe agencies in getting information from these countries and others on foreign accounts in future. Importantly, he said, the Income Tax Act had been amended to extend the limitation period for recovering taxes from these account holders till March 31, 2015. Earlier, the limitation period was six years and would have expired in 2012. “Our only one request is: According to terms of the

treaties entered by the government with other countries, there is a confidentiality clause. Nothing should be done that may impede our ability to get information from these countries and others,” he said. The court agreed. “We have no intention of causing any embarrassment to the government. We will send all these names to the SIT and ask them to proceed in accordance with law." All the 627 accounts in the list are at HSBC Bank in Geneva and the details were secured from the French government. The data was actually stolen by a bank employee, as a result of which the Swiss authorities declined help in any manner, the court was told. At the same time, HSBC Bank had said that if the Indian authorities get a no-objection certificate from the account holders, it could then share the relevant details. Some 50-60 of the account holders had given their consent. The entire matter came up after senior counsel Ram Jethmalani and others filed a public interest suit wanting the government to be restrained from signing double tax avoidance pacts with other nations, and block information flow on ill-gotten money parked abroad.

Bangalore (IANS): Riding on the recent success of its Mars Orbiter Mission (MOM), India plans to revisit the planet in 2018, possibly with a lander and rover to conduct more experiments, a space official said Wednesday. "We plan to launch a second mission to Mars in 2018, probably with a lander and rover, to conduct more experiments for which we have to develop new technologies," Indian Space Research Organisation (ISRO) satellite centre director S. Shiva Kumar told reporters here. "We will be able to take the Mars-2 mission after launching the second mission to the moon (Chandrayaan-2) in 2016 with our own lander and rover, which will help us develop a separate lander and rover for the red planet," Kumar said, ahead of a three-day 'Engineers Conclave-2014' by the space agency with the Indian National Academy of Engineering here. As missions to Mars can be launched only at an interval of two years, the space agency is looking for a slot in 2018 and by which it hopes to have a heavy rocket fully operational to carry a lander and rover with scientific experiments as additional payloads. "We hope to have fully operational heavy rockets over the next two-three years for carrying communication satellites weighting two-three tonnes into the geo-stationary orbits around the earth," Kumar said. The space agency has developed the geo-synchronous satellite launch vehicle (GSLV-Mark I-III) with indigenous cryogenic engine to launch heavier satellites weighing more than two tonnes and three tonnes into the geo-orbit at 36,000 km above Earth. "GSLV-Mark I-III will be used for Chandrayaan-2, which will have heavier payload than its predecessor (Chandrayaan-1) and later for Mars-2 mission, as both will have a lander and rover in addition to scientific experiments," he said.

India readies for full-fledged Black money can add up test of indigenous ICB to $35 bn forex, says New Delhi (IANS): India is readying for the full-fledged test-firing from a canister of an indigenous long-range missile that carries a one-tonne nuclear warhead and can target cities as far as Beijing. The previous two launches of the 5,000 km Agni-5 intercontinental ballistic missile (ICBM) with dummy warheads have been from open mobile launchers. The canisterised version has a much longer shelf-life, with the container being made of special steel that absorbs the blast of the takeoff. "The test will happen by the end of November or early December. It will be another feather in the cap of Indian missile scientists," an official of the Defence Research and Development Organisation (DRDO) that developed the 50tonne missile told IANS on con-

dition of anonymity. "We have already successfully fired two dummy missiles, and we are confident that the canister launch will be successful," the official added. The dummy missiles tested were of exact mass and height as the Agni-5, but without the warhead. According to the official, in the launch, a gas generator inside the canister ejects the missile up to a height of about 30 metres. A motor is then ignited to fire the missile. As the launch process happens inside a canister, it takes away the need of a jet deflector on the launcher that is otherwise needed for redirecting the high energy exhaust. The strength of the surface of the launch pad is not a critical factor either, making it possible to launch the missile from anywhere. In addition to giving the user

more flexibility, a canisterbased missile offers the option to launch at a very short notice and with less manpower. "Canister launch provides the missile a quick reaction stopand-launch system," the official said. "As the missile is sealed in a canister, there is no impact on the outside environment. This protects the missile, and many pre-checks are not needed, making the launch process shorter," the official added. The Agni-5 is the most advanced version of the Agni, or Fire, series, part of the Integrated Guided Missile Development Programme that started in the 1960s. Before this, DRDO scientists successfully conducted from an underwater pontoon the K15 ballistic missile that will be used to arm the Indian Navy's submarines.

New Delhi (IANS): The unearthing of untaxed income Indians have allegedly stashed away in foreign accounts could add up to $35 billion to the country's foreign exchange reserves, a Bank of America Merrill Lynch (BofA-ML) report said Wednesday. India to launch heavier satellite from Kourou Dec 4 Bangalore (IANS): India will launch Dec 4 a heavier and advanced communication satellite (GSAT-16) with 48 transponders on board an European rocket from Kourou spaceport in French Guiana, South America, a senior space agency official said Wednesday. "We are getting ready to launch GSAT-16 Dec 4 on an Ariane-5 rocket of the European space agency Arianespace with 48 transponders, including 24 in C band, 12 in Ku band and 12 in extended C-band," Indian Space Research Organisation

(ISRO) satellite centre director S. Shiva Kumar told reporters here. The 3.1-tonne GSAT-16 will be placed at 55 degrees east over India in the geo-stationary orbit, about 36,000 km above the earth. The satellite is the 11th among GSAT series and 24th geo-stationary communication satellite with a lifespan of 12 years. The transponders, which receive and transmit radio signals at high frequency (36MHz), will be used for various communication services, including VSATs (very small

aperture terminals), television broadcasting, civil aviation and back-up. "The transponders will be used by private industry and staterun agencies for their diverse communication needs," Kumar said. As GSAT-16 will be launched from an overseas spaceport (Kourou) using a procured rocket, the space agency has insured it for Rs.865 crore. "GSAT-16 will replace the INSAT-3E, which expired in April," Kumar added. INSAT-3E was also launched from Kourou onboard Ariane-

New Delhi (IANS): With Prime Minister Narendra Modi all set to visit Australia in November for the G-20 summit, his Indian "community reception" planned on the lines of New York's Madison Square Garden event in Sydney is evoking high enthusiasm. Over 20 senior ministers and parliamentarians from federal and New South Wales (NSW) state have accepted invitations to attend the event. Many eminent scientists, including envrionmental scientists, will be present on this occasion, community leaders said. Cricketers Bret Lee and Steve Waugh will also be present at the event being sponsored by members of the Indian community, the source added. The Indian Australia Community Foundation (IACF), the main organising group, said there has been an overwhelming demand for tickets for the Nov 17 community reception programme at Sydney's AllPhones Arena. With preparations for the event now in full swing, the www.pmvisit.org.au website has been bombarded with registrations. Over 200 organisations have registered as "Reception Partners". "We are pleasantly surprised on receiving 21,000 registrations in just three days as compared to a similar event in New York. The population of the Indian diaspora in Australia is one-tenth compared to the US," IACF spokesperson Balesh Singh Dhankhar told IANS over phone from Sydney. "The pre-registrations for members of community organisations has now closed, and the registration for general public will open Oct 28," said Ramyavaran Ramaswamy, one of the IACF organisers, adding "those interested in attending the event should register for the general admission lottery at www.pmvisit.org". The event will also feature a cultural show to show the historical connection of Australia and India. Washington (IANS): In a major restructuring of Google management, India-born Sundar Pichai, who is already in-charge of Android, Chrome and Google Apps, has been made the chief of core Google products, according to a technology magazine. The highly respected Pichai, 42, will now have purview over research, search, maps, Google+, commerce and ad products and infrastructure, Re/code magazine said in an exclusive story citing a memo to staff by Google CEO Larry Page. The six executives in charge of newly added product areas, all of whom previously reported directly to Page, will now report to the fast-rising Pichai, it said. "The move seems born of Page's concern - which is not new - that Google will become less innovative as it ages," the magazine

said. In a memo to staff, Page noted that the changes will create less of a bottleneck and also help him focus his attention on existing and new products. Pichai will also continue to directly manage business and operations, including access and energy (a new unit run by Craig Barratt), Nest, Calico, Google X, corporate development, legal, finance and business (including ad sales). However, YouTube is being left out of the centralisation effort, with CEO Susan Wojcicki reporting to Page from the largely independent video unit. Re/Code cited sources as saying that Page has told the staff that he wants to focus on the "bigger picture". The move, however, is not designed to make Pichai, who has been adding key Google businesses to his orbit for years, heir apparent to Page, it said.

New York (IANS): An Indian citizen residing illegally in the US has been sentenced to 15 years in prison for allegedly trying to provide material support to Hezbollah, a designated foreign terrorist organisation. Patrick Nayyar, 50, who was convicted in March 2012 after a seven-day jury trial, was sentenced Monday in Manhattan federal court by US District Judge Robert W. Sweet.

Announcing the sentencing, Preet Bharara, the Indian-American US Attorney for the Southern District of New York, praised the investigative work of the FBI's New York Joint Terrorism Task Force. According to the prosecution, between July and September 2009, Nayyar and his co-conspirator, Conrad Stanisclaus Mulholland, agreed to provide weapons, ammunition, and vehicles to Lebanon-based

Hezbollah. During a series of meetings with a confidential informant working with the FBI, who represented himself as able to deliver materials to Hezballah, Nayyar and Mulholland agreed to sell guns, ammunition, vehicles, bulletproof vests, and night-vision goggles to the confidential informant, the indictment said. During these meetings, Nayyar and Mulholland also provided the

confidential informant with a handgun, a box of ammunition, and a pick-up truck, believing that the confidential informant would deliver the items to Hezbollah in Lebanon, it added. Nayyar's co-conspirator Mulholland, 47, who is not a citizen of the US and resides abroad, left the US before charges were filed, and remains at large. The charges against Mulholland are pending.

Punjab launches scheme for water-logged areas

Chandigarh (IANS): Starting with two villages in the worst affected district of Muktsar, the Punjab government Saturday launched a scheme for develpment of infrastructure in these villages. Chief Minister Parkash Singh Badal, while launching the scheme in Ratta Khera and Ratta Khera Chota villages, said that the Punjab government was committed to tackle the water-logging problem in the area. Badal said that under the scheme, development of infrastructure and promotion of skill training and allied farming sectors would be a priority. He was asked if there was a strain in the ties between the Akali Dal and the Bharatiya Janata Party. BSF recovers heroin near India-Pakistan border

Punjab are severely affected by water-logging problem in the last few years. Badal said that the scheme would be replicated in other parts of the state after getting the desired results in these two villages. He said that in the last two decades, these two villages had been adversely affected due to the water logging and people were confronting a lot of economic and social problems. Badal said that under this project Rs.23 crore would be spent on various development works in these villages, which include construction of toilets, schools, community sheds, anganwari centres, new houses and repair of old houses besides various others public centric projects.

Chandigarh (IANS): Border Security Force (BSF) troopers have recovered seven kg of heroin along the India-Pakistan border in the Gurdaspur sector, a BSF spokesman said here Sunday. He said the heroin, in seven packets, was found near the Border Out Post Momanpur in Gurdaspur sector. The heroin is said to be worth Rs.35 crore in the international market. The heroin packets were found with a 12-foot long plastic pipe, the spokesman said. With the latest seizure, the

BSF has seized over 283 kg of heroin this year. The seizure of heroin in the entire last year (2013) was

Odisha announces Rs.10 million for Olympic gold medallists Bhubaneswar (IANS): The Odisha government Wednesday announced a Rs.1 crore [1 crore = 10 million] award for sportspersons from the state for winning gold medals in the Olympics, World Championships and the Asian Games. Chief Minister Naveen Patnaik has decided to double the

cash award given that the centre gives to medal winners, a release from the Chief Minister's Office (CMO) said. The centre gives Rs.50 lakh to gold medalists, Rs.30 lakh to silver medalists and Rs.20 lakh to bronze medal winners. While doubling the cash award for gold medal winners, the Odisha government said

that silver and bronze medallists would be given Rs.60 lakh and Rs.40 lakh respectively. Similarly, the government has announced to double the amount to the medallists in World Cup and World Championships and Commonwealth Games. It would also give double amount in the junior and sub-

junior level international participants bringing laurel to the

state and the country. The Chief Minister hopes that

it would encourage the budding talents of the state.

Not ideal preparation for India tour: Matthews Mumbai (IANS): Sri Lanka captain Angelo Mathews said Wednesday that his side was never reluctant to tour India but hesitant since they were not properly prepared for a tough series. "Not that we were reluctant to play this series. It's not the ideal kind of preparation for a tour to India. India is a tough place to play cricket in and you need preparation to play India in India, especially," Mathews said after arriving in Mumbai. "We had been focusing a lot on our fitness over the last one and half months and suddenly this tour came up, so we had to take it. We'll take this as an opportunity to get our combinations right for the World Cup," he added. The Indian cricket board had to hurriedly organise a five-match ODI series with Sri Lanka after the West Indies team pulled out mid-way during the series this month. Sri Lanka will be missing seasoned bowlers Lasith Malinga and Rangana Herath, but

Matthews hoped that the experienced batsmen will flourish. Malinga is recovering from an ankle surgery. "Those two are the backbone of our bowling line-up and we don't have many experienced guys on this tour. But we know this is a hard place to play cricket. We all will learn from this tour," Matthews added. "Rangana Herath will certainly be missed. He is one of the most experienced players but it lets us give an opportunity to youngsters like Seekkuge Prasanna, Suraj Randiv and Chathuranga de Silva." Sangakkara. For both Jayawardene and Sangakkara this is likely their last tour to India. Cuttack will host the first of the five One-Day Internationals (ODI) between India and Sri Lanka Nov 2. Sri Lanka Cricket (SLC) agreed to step in and in return, the Board of Control for Cricket in India (BCCI) agreed to tour Sri Lanka in July-August 2015. I want to see the reaction to my performance as one of the film's protagonists," said Sonu. CRIME OF THE WEEK VANCOUVER SEX ASSAULT

Date: Oct. 25, 2014 Location: Joyce/Archimedes & 45/Rupert Details: Police continue to look for the suspect responsible for a violent sexual assault that occurred in East Vancouver, on October 25th. Just before midnight, a 35-year-old woman was walking in the east lane of Joyce Street near Archimedes when she was approached by a man in a vehicle. He dragged her inside, physically assaulted her and drove to an area near East 45th Avenue and Rupert Street. Once there, the woman was stabbed and sexually assaulted. The victim managed to scream and fight off her attacker, but not before receiving serious injuries. Investigators believe the suspect is a man in his mid to late 40s, described as Middle-Eastern, approximately 6'-6'2", with a heavy solid build. He has olive skin, spoke with an accent and was balding with a short shaved black fringe of hair around the sides and back of his head. The vehicle he used is described as an older model dark bluish-green coloured minivan with a sliding door on the passenger side and dark tinted windows along the sides. Investigators believe there were several witnesses at both of the locations who have not yet spoken to police.
