Modi pushes for increased economic engagement with ASEAN Nay Pyi Taw (IANS): Indian Prime Minister Narendra Modi Wednesday met a host of Southeast Asian leaders as he made a major push to increase economic engagement between India and the 10-member ASEAN and said his government places equal emphasis on ease of doing business in India as well as on making policies attractive. Modi met his Thai and Malaysian counterparts, Prayut Chan-o-cha and Najib Tun Razak, as well as Sultan of Brunei Hassanal Bolkiah and Singapore Prime Minister Lee Hsien Loong. In his separate meetings with the four ASEAN leaders, Modi spoke about the 'Make in India' campaign launched to attract business to India and discussed possibilities of economic cooperation with them. He also met Myanmar opposition leader Aung San Suu Kyi. In his maiden speech at the ASEAN-India Summit here, Modi said there will be major improvement in India's trade policy and environment and his government would move ahead with connectivity projects with ASEAN "with

speed". Modi said his government was laying stress on infrastructure, manufacturing, trade, agriculture, skill development, urban renewal and smart cities. "Make in India is a new mission. I invite you to this new environment in India. Indian companies are also keen to invest in and trade with ASEAN," he said. BJP wins trust vote, governor injured amid chaos

Mumbai (IANS): The 13-day-old BJP government of Chief Minister Devendra Fadnavis Wednesday won a confidence vote in the Maharashtra assembly amid bedlam that left Governor C.V. Rao slightly injured and the Shiv Sena and the Congress up in arms. The moment Speaker Haribhau

Bagde declared that a one-line motion by BJP's Ashish Shelar seeking the confidence of the house in the government had been passed by a voice vote, all hell broke loose. The ruling led to unprecedented chaos inside and outside the assembly, with the speaker sus-

pending five Congress legislators for two years after accusing them of pushing and injuring Governor Rao. Official sources said the governor sustained minor scratches on his left hand when some legislators jostled for his attention and got close to him as he alighted from his vehicle in the afternoon. Shortly after the vote of confidence, the speaker declared Shiv Sena's Eknath Shinde the Leader of Opposition, ending weeks of speculation on the Sena's stance vis-a-vis the government. In no time, Shinde hit out at the government. "The house must be run according to rules. The new government has strangled democracy. We wanted a division (of votes) but the trust vote has been passed by a voice vote," he said. The Congress called the speaker's ruling "a murder of

democracy". The Sena said it was "a black day" for Maharashtra. Both the Sena and Congress insisted that that the government had failed to prove its majority and it should be told to prove its majority again or quit as it did not enjoy the confidence of the house. The BJP has 121 MLAs and has the support of an ally and nine independents as well as some smaller parties besides the 'unconditional external support' of the Nationalist Congress Party (NCP) with 41 MLAs. Sena and Congress legislators, including former chief minster Prithviraj Chavan, trooped out of the house and squatted on the stairs, raising slogans against the government and demanding that the government prove its majority. Defending his ruling, Speaker Bagde said the demand for a vote came after the voice vote was passed. "It should have been made when I asked for those who were against the motion to say no. The entire process was done as per rules."

Nine arrested for torturing Assam woman as 'witch' Guwahati (IANS): Nine people were arrested Wednesday in Assam's Sivasagar district for torturing a woman and branding her a 'witch', police said. The incident took place Tuesday evening in Gorbhanga village. Police said an elderly woman was singled out as a witch and the nine people incited others to torture her. The woman was rescued by police after being informed by villagers and later admitted to a hospital. Her relatives filed a police complaint, based on which the nine, including seven women, were arrested, police said. Assam has recently seen a spike in cases related to 'witch-hunting'. A veteran athlete in Karbi Anglong district was tortured last month, while three other women were tortured in Tinsukia district. Over 140 people have been killed in the name of witch-hunting while several hundreds have been tortured in various places since 2002. Although about 500 people have been arrested, investigation into many cases is pending due to shortage of police officials with detailed knowledge of the issue. The practice of witch-hunting is common among some communities in Assam. Although various steps have been taken both by government agencies and NGOs to remove the social stigma, very little success has been achieved. Assam Police had launched 'Project Prahari' for participatory development and people friendly policing to fight social maladies and deprivation. Under the project, police have launched an awareness drive against 'witch-hunting' in remote areas where tribal and Adivasi communities are in the majority.

India needs to revisit health strategy: WHO New Delhi (IANS): India needs to revisit its health promotion strategy for non-communicable diseases to increase awareness about simple and effective lifestyle changes to control diabetes, the World Health Organisation Wednesday said. "The number of people in the world suffering from diabetes is increasing. Nearly 87 million people with diabetes live in the WHO South-East Asia Region," Poonam Khetrapal Singh, regional director for WHO South-East Asia Region said. "We must act quickly to arrest this trend. Governments need to revisit their health promotion strategies for non-communicable diseases to increase awareness about simple and effective lifestyle changes, such as physical activity and healthy diet," she said in a statement. It is estimated that 5.1 million

deaths occurred globally last year on account of diabetes. Khetrapal Singh said enabling environments must be created for people to adapt these lifestyle changes, with improved access to areas for walking, bicycling, sports and other physical activities. "Healthy food should be made available at affordable rates to make healthy choice an easy choice. This requires a holistic approach and must include the private sector and engagement of sectors beyond health," she said. She said that while governments have a role in prevention and control of diabetes, individuals can also make a difference by taking responsibility for their own health. "Eating right and undertaking regular physical activity to maintain a healthy weight can cut the risk of diabetes or delay its onset".

Middle East businessman promises 5,000 nurses jobs Thiruvananthapuram (IANS): As many as 5,000 nurses in Kerala can look for a well-paying job in the Middle East in the next one year, UAE's Abu Dhabi-based businessman B.R. Shetty said here Saturday. Shetty, MD and CEO of UAE Exchange Centre and one who owns the SUT-NMC group of hospitals, said 5,000 nurses will be placed in one year. Shetty told reporters: "The salary and the working conditions would be the best in the industry. I have full faith in the Kerala nurses because their quality is highly commendable. The number is immaterial. I will be able to provide jobs to any number of nurses and it will be done without any charge."

He said this after an agreement between the Kerala Academy for Skills Excellence (KASE) and the SUT-NMC group of hospitals for setting up the KASE-Centre of Excellence in Nursing in the capital city was done. Shetty said: "In this centre we will offer highly specialised training for qualified nurses which will extend up to a maximum of six months. Worldclass value addition to their existing skills will be provided and they will be certified too, which will be accepted worldwide." Figures provided by the stateowned Kerala State Nursing Council, the body that gives the registration to nurses, revealed close to 20,000 nurs-

Sushma Swaraj says welfare of expatriates is priority

Abu Dhabi (IANS): External Affairs Minister Sushma Swaraj Tuesday here said

welfare of the Indian nationals residing abroad, particularly in the Gulf countries, is one of the top most priorities of her government. "We believe that the overseas Indians must be a part of the growth story of the nation," she said in an interactive session with the Indian diaspora here Tuesday. November 10-12 is her first visit to the UAE as external affairs minister. She said that her government in collaboration with the state governments has been proactively devising ways and means to address the concerns of the Indians living

abroad. "We have also been engaged with the UAE government in continuous dialogue on various matters concerning our community here," she said. "We have a Memorandum of Understanding on Manpower signed between the Ministry of Overseas Indian Affairs in India and Ministry of Labour in UAE." Sushma Swaraj said the Ministry of Overseas Indian Affairs has undertaken a number of measures to ensure the welfare of Indian community in UAE -through the institution of Indian Community Welfare Fund (ICWF), setting up of Indian Workers Resource Centre(IWRC) and online information sys-

tem regarding transportation of mortal remains. Since the inception of the ICWF, more than 6,000 Indians have benefitted directly from it, she noted. "IWRC has attended to more than 65,000 telephone calls, conducted 200 awareness camps and provided more than 4,500 free counselling sessions since its establishment in November 2010," she told the Indian diaspora. "Recently, our embassy in Abu Dhabi brought out an advance copy of 'Guidelines for Indians' in limited numbers which I hope will prove quite beneficial for the Indians in UAE. More numbers of this booklet will be printed in English, Hindi and other regional languages."

San Juan (IANS/EFE): Guyana's President of Indian origin Donald Ramotar announced the suspension of parliament for up to six months, saying that he wanted to avoid sterile debate with the opposition ahead of the January 2015 general elections. He defended the decision in an address to the nation Monday. "Some may ask why is it that my government has gone this constitutional route and not go along with the debate. The answer lies in the practical choice between an atmosphere of confrontation, as the noconfidence motion debate would fuel, or that of possible accommodation, as a prorogued Parliament can facilitate, if there is a genuine intent on all sides," Ramotar said. The Government Information Agency quoted Minister of Natural Resources and Environment Robert Persaud as saying that the president was pressing the "reset button" in an effort to resolve a number of critical issues. Persaud reasoned that prorogation of parliament would herald a cooling-off period between the government and the opposition. Article 70 (1) of Guyana's Constitution gives the president the right to prorogue parliament. If Ramotar prorogues parliament for the full six months, the 2015 National Budget cannot be passed. Several other measures will also be left hanging, including a bill to liberalise the telecommunications sector and the controversial Anti-Money Laundering and Countering of Financing Terrorism Amendment. But opposition leader David Granger has contended that the suspension of parliament would allow the government to go on a spending spree in a bid to woo muchneeded votes amid a series of scandals. While Granger conceded that the president enjoyed a legal right to prorogue or dissolve the parliament, he said Ramotar was cowardly to use the power to avoid a debate on the no-confidence motion.

Chandigarh (IANS): The Punjab government will launch a new job policy for sportspersons bringing laurels to the state by registering victories at international events, Deputy Chief Minister Sukhbir Singh Badal said Tuesday. Badal, who is also the state sports minister, was addressing sportspersons

after giving awards to medallists from Punjab who have won medals in the recent Incheon Asian Games and Glasgow

Commonwealth Games. "The new sports policy will be cleared by the end of this month and is aimed at providing jobs to players on the basis of their national and international performance, besides fixing incentives for the coaches," he said. Badal said that the new policy would ensure that

sportspersons recruited in government services would spend initial 10 years in sports department on deputation to contribute in developing the sports in the state. "This policy will also ensure promotions to the players on the basis of their international performance," he said.

Punjab procures over 111 lakh tonnes paddy

Chandigarh (IANS): Over 111 lakh tonnes of paddy has been procured in Punjab this season, food and supplies department officials said Tuesday. Ludhiana district was leading in paddy procurement with over 14.13 lakh tonnes being procured there. Sangrur and Moga

followed with 13.66 and 11.07 lakh tonnes. The Punjab government has set up 1,806 purchase centres across the state. Procurement started Oct 1. Over 98.4 percent of the paddy has been procured by government agencies.

Dal Khalsa condemns Badal for Hindu-Sikh comment Amritsar (IANS): Punjab Chief Minister Parkash Singh Badal's recent statement that the alliance between the Akali Dal and the BJP was essential for Hindu-Sikh peace in the state has drawn criticism from radical Sikh group Dal Khalsa. Dal Khalsa spokesman Kanwar Pal Singh said Monday: "The relations between the two communities are not at the mercy of the relations between the Akali Dal and the BJP. The Akali Dal's alliance with the Hindutva party (BJP) should not be construed as guarantor of Sikh-Hindu amity."

The Dal Khalsa contested Badal's argument that if the Akali Dal-BJP alliance broke, it could disturb peace in Punjab. The Shiromani Akali Dal and the Bharatiya Janata Party (BJP) are running an

alliance government in the state since 2007. In recent days, there has been speculation that the BJP might dump the Akali Dal for the 2017 assembly polls in Punjab. Senior Akali Dal and BJP leaders have denied that there was any rift between them. "Playing cheap politics, Badal is pitting one community against the other. It's ironic and disgusting that Badal has tried to portray as if both Sikhs and Hindus were baying for each other's blood and that he (Badal) is sole guarantor of peace between the both," the Dal

Khalsa leader said. Terming the Akali Dal-BJP tie-up as an "unholy alliance", Kanwar Pal said that this was "nothing but a marriage of convenience between the two political entities that were ideologically apart". He said the alliance was an "opportunistic" one. "Neither does the Akali Dal solely represent the Sikh electorate, nor does the BJP represent all Punjabi Hindus," he observed. He added that the Akali Dal, led by the Badal family, had shunned the interests of the Sikh community for its own political existence.

Badminton great Lee Chong Wei provisionally suspended Kuala Lumpur (IANS): Malaysian great Lee Chong Wei was Tuesday provisionally suspended by the Badminton World Federation (BWF) due to an apparent anti-doping regulation violation."The world-governing body has imposed this suspension due to an adverse analytical finding of a sample taken at the World Championships in August," a BWF statement said. "The BWF has referred the matter to its Doping Hearing Panel

Members of the Hindi film fraternity have hailed the move.The Supreme Court struck down the provision that prohibited women from becoming members of the make-up artists and hairdressers association in the film industry. Without the association's membership, one could not practice the craft in the film industry. The apex court bench headed by Justice Dipak Misra also struck down the provision of the makeup artists and hairdressers association that mandated a person to be a resident of a particular place for five years to entitle him/her to become member of the association. The court order came on a petition by woman make-up artist Charu Khurana, who had challenged these two clauses of the association as being discriminatory against

The newly consolidated Dodge and SRT brands are launching out of the gate at full throttle – introducing the new 600-plus horsepower 2015 Dodge Challenger SRT with a Hellcat engine and its stable mate – the 2015 Dodge Challenger SRT just a few months after taking the wraps off the new Dodge Challenger 392 HEMI® Scat Pack Shaker at the New York Auto Show. Driven by the five SRT performance hallmarks, the new 2015 Dodge Challenger SRT and Challenger SRT with the Hellcat engine are redesigned and totally reengineered. The Dodge Challenger SRT Hellcat will feature the most powerful V8 engine ever produced by Chrysler Group – the supercharged 6.2-litre HEMI V8. The all-new V8 engine can be mated with an upgraded

six-speed manual transmission or a beefy, new TorqueFlite eight-speed automatic – the first such gearbox ever offered in the Dodge Challenger SRT’s time-honored segment. The breakthrough-supercharged engine features a forged-steel crankshaft with induction-hardened bearing surfaces. The result is a crank so well-engineered it can withstand firing pressures of 110 bar (1,595 psi) – the equivalent of five family sedans standing on each piston, every two revolutions. And its unique, specially tuned crank damper has been tested to 13,000 rpm. The 2015 Dodge Challenger SRT rides on new, SRT-exclusive “77” eight-spoke 20 x 9-inch forged-aluminum “Hyper Black” wheels. Standard 245/45ZR20 (front and rear) Goodyear RSA2 All-Season or available Goodyear F1 Supercar Three-Season tires deliver serious grip and handling. Standard wheels on the Challenger SRT with the Hellcat engine are new SRT-exclusive “Slingshot” split-seven spoke 20 x 9.5inch, lightweight forgedaluminum wheels with a matte black finish; available on the SRT 392 as part of the SRT Track Pack. New P275/40ZR20 Pirelli P Zero Nero tires (front and rear) provide all-season traction while the newest tire technology from Pirelli includes the class exclusive fourseason tire that is Y-Plus rated to handle the extreme speeds. Challenger SRT with the Hellcat engine is the largest front-brake package ever offered in an SRT vehicle, featuring all-new 390-mm (15.4-inch) Brembo twopiece rotors with six-piston calipers for outstanding heat management/thermal capacity and longevity. This upgraded high-performance brake package is available on the 392 HEMI SRT model as part of the SRT Track Pack. New anti-lock braking system (ABS), ESC and traction control systems are uniquely tuned and configurable for specific tire and powertrain configurations. Dodge and SRT designers and engineers spent 35 per cent more time in the Chrysler Group’s full-scale wind tunnel in Auburn Hills, Michigan, (compared with the previous-generation Dodge Challenger SRT) developing and further refining the aggressive and functional exteriors on the Challenger SRT and Challenger SRT Hellcat. At the front, new fascia designs and all-new vertical-split grille provide a menacing update of its 1971 inspiration. A larger, power-bulge aluminum hood features a dedicated “cold-air” intake – a visual styling cue from the first Viper coupe built in 1996. The hood on the new Dodge Challenger SRT with a Hellcat engine also

includes dual air extractors to ensure effective removal of heat and reduced air turbulence in the engine compartment. The hood is standard in body colour and is available in a Satin Black finish. Both models of the Challenger SRT feature allaluminum hoods designed to reduce weight. All-new quad projector headlamps give a more detailed appearance, while a more aggressive brow “chops” the upper portion of the lamp design for an even more sinister attitude. Integrated projector fog lamps on the Challenger 392 SRT are pushed to the lower corners to help accentuate the car’s width while illuminating the road. A new duckbill fascia splitter helps improve the vehicle’s aerodynamics. The Dodge Challenger SRT with a Hellcat engine features a larger front splitter designed for optimal downforce to minimize lift. The 2015 Dodge Challenger SRT 392 and SRT with HEMI Hellcat will be available in 11 exterior colours and twin, full-body stripes are available in Black Satin Gloss and Silver High Gloss on the SRT 392. CRIME OF THE WEEK SURREY CIG & LOTTO ROBBERS Date: September - November 2014 Location: Surrey BC Details: Surrey RCMP is seeking the public's assistance in identifying suspects involved in a series of service station and convenience store robberies this past month. Between September 24th and November 6th, 2014 ten robberies occurred at various gas station and convenience stores throughout Surrey. The similar method in which these robberies were committed suggests that the same suspects are involved. In a majority of these robberies, a stolen Dodge Caravan has been reversed into the locked businesses front doors in order to gain entry to the store. After gaining entry, the suspects proceed to steal a large amount of cigarettes and in some instances lottery tickets. None of the employees were physically harmed during the robberies; however, they were physically threatened and intimidated. The suspects appear to be white males, between 5'9” to 6'2”, and approximately 180-200 lbs. (Please see attached photos of one of the suspects). Police believe that the stolen cigarettes are being sold in bulk to an unidentified commercial buyer and are looking for further information that could help identify the suspects. A number of investigative steps have been taken including interviews with multiple witnesses, retrieval of forensic evidence, video surveillance, and identification of possible persons and vehicles of interest, however, the suspects have yet to be identified.
