The fourth and final element was 'agreed withdrawal' of troops on both sides.

Sydney (IANS): In a replay of the crowd and the euphoria at New York's Madison Square Garden, Indian Prime Minister Narendra Modi was Monday cheered lustily by an over 16,000-strong gathering of the Indian diaspora at Sydney's Allphones Arena, where he promised to fulfill their expectations of a resurgent India. Modi, who arrived from Brisbane earlier in the day after attending the G20 summit meeting, spoke for an hour at the Allphones Arena where people wore Tshirts with Modi photos emblazoned on them. Hundreds of fans had arrived by the "Modi Express" train from Melbourne in the morning.To deafening chants of "Modi, Modi" interrupting his speech, the prime minister, attired in a white kurta pyjama with a blue sleeveless jacket to match, also promised the diaspora visa on arrival and merging of
the Person of Indian Origin (PIO) and Overseas Citizenship of India (OCI) cards by January. Speaking in Hindi, Modi said there was no reason for India to lag behind any longer. "Do you believe that the country can rise again, become powerful and capable of helping other countries again," he asked to loud cheers from the crowd. "I don't see any reason for the country to remain behind, fate has decided that it must progress," he said to wild cheers. Organisers of the event had said Modi's address at the Allphones Arena would rival the Madison Square Garden address Sep 27 where too he had received an ecstatic welcome from an over 16,000-strong gathering of Indian diaspora. "Overwhelmed, honoured and humbled. Will never forget this day," is how Modi tweeted later. Modi also spoke of the schemes launched by his gov-
ernment, including the Clean India and Make in India programmes, and invited the diaspora to join in the Swachh Bharat campaign and contribute towards building toilets in their villages back home in India. He said that today, people, including industrialists, are participating in the Clean India mission. "I salute them." He said that on the 150th anniversary of Mahatma Gandhi's return to India in 2019, "the least we can do for Mahatma Gandhi is have a clean India". He said it would give a fillip to tourism in the country, besides improving the lives of the poor. "It took 28 years for an Indian PM to make the few hours journey to Australia. Now you will not have to wait 28 years," he said, referring to the shared values of democracy, and the love for cricket that India and Australia share.

India, Australia agree on new security cooperation framework
Canberra/Melbourne (IANS): India and Australia Tuesday marked a new synergy in bilateral relations as they agreed on a framework for security cooperation to boost defence, civil nuclear and economic ties even as Prime Minister Narendra Modi ended a hectic five-day, four-city visit. The two countries signed five agreements, including one on exchange of sentenced prisoners, while Modi also addressed the Australian parliament, the first Indian prime minister to do so. The distinctive feature in Modi's speeches Tuesday was that he spoke in English - to the media in Canberra after talks with his Australian counterpart Tony Abbott, in parliament, while addressing business honchos in Melbourne, and at the Melbourne Cricket Ground (MCG). Modi is the first Indian prime minister to visit Australia in 28 years -- after Rajiv Gandhi's 1986 trip. Modi ended his tour of Australia - he went to Brisbane, Sydney, Canberra and Melbourne - after a dinner hosted by Abbott at the MCG where former Indian cricket greats Kapil Dev, Sunil Gavaskar and V.V.S. Lakshman were present. Earlier, after talks with Abbot in Canberra, Modi said both countries agreed to seek early closure on their civil nuclear agreement and to speed up negotiations on a bilateral trade pact. India and Australia also agreed on a framework for security cooperation to reaffirm the bilateral strategic partnership. It calls for annual prime ministerial meetings, regular defence ministers' meetings and annual defence policy talks, and regular bilateral maritime exercises.
Both sides will cooperate in counter-terrorism. Australia will support Indian membership of the export control regimes. It also calls for "early operationalisation of civil nuclear energy cooperation and Australia's support for strengthening India's energy security by supply of uranium for India's safeguarded nuclear reactors". Modi said the two countries had agreed to speed up negotiations on a Comprehensive E c o n o m i c Pa r t n e r s h i p Agreement. He sought easier access for Indian business to the Australian market and quicker investment approvals. Modi began his 25minute address to parliament on a lighter note, bringing smiles and laughter among the members. "I am the third head of government you are listening to this week! I don't know how you are doing this! May be, this is Prime Minister Abbott's way of shirt fronting you!" Modi said both sides need to strengthen their security cooperation to combat terrorism and cooperate closely in international fora like the East Asia Summit, the G20 and the Indian Ocean association. Abbott said after the bilateral talks that Australia "will export uranium to India under suitable safeguards, of course". In a take-off on their close sporting links, Abbott referred to the

"Modi has the runs on the ball for getting the bureaucracy working (to get any job done)." In Melbourne, Modi addressed business honchos in English without a prepared text. He told the CEOs, including mining magnate Gina Rinehart, BHP chief Andrew Mackenzie, Lindsay Fox and Visy Industries chairman Anthony Pratt, that his government was undertaking reforms to enhance the ease of doing business in India. Modi said before his government took over in May, economic growth had slowed down over the last few years. "My government is making all efforts to ensure faster,
all round inclusive growth to revive economy, to create policy environment that is conducive, transparent and fair." At the CEOs Roundtable, Modi and the industry leaders discussed education, services, energy, banking and IT. At the dinner reception at the MCG, Modi said the interaction over the past five days showed that India and Australia have "more place for each other in their hopes and aspirations". He said their bilateral ties have taken on a new direction. A joint statement said that the existing Joint Working Group on CounterTerrorism would be renamed to cover other
transnational crimes, including ongoing cooperation on illegal migration. Both prime ministers directed that an equitable, balanced, mutually beneficial and high quality Comprehensive Economic Cooperation Agreement be brought to an early conclusion. It said the Framework for Security Cooperation showed "the unshakeable resolve of the two countries in combating and defeating terrorism, including threats posed by foreign fighters joining extremist groups". Modi later left for Fiji. In Brisbane, he attended the G20 and met several world leaders. In Sydney, he addressed a huge gathering of Indian diaspora.

No hike in wages of Indian workers, says envoy to UAE Dubai (IANS): Refuting a report published in a section of the media about a hike in wages of Indian workers in the Gulf Cooperation Council copuntries, Indian Ambassador to the UAE T.P. Seetharam said that no such revision in the minimum wages of Indian workers in this Gulf nation was made in the recent past. A media report Monday had said: "Over the past seven months Indian diplomats in Bahrain, Kuwait, Qatar, Oman, Saudi Arabia and the UAE, have sharply increased the minimum salaries that they recommend for Indian workers at private and public firms in those states." The report has also quoted the managing director of a recruitment agency in the UAE as saying that the minimum
wage for Indian blue-collar workers rose to 1,500 dirhams ($409) in recent weeks from 1,200 dirhams last year, "We had last revised minimum wages for various categories
of Indian workers employed in the UAE March 15, 2011," Khaleej Times Tuesday quoted Seetharam as saying. "What is happening obviously is that they might be enforcing these things now. The recruiting agencies have woken up to the fact that there is a minimum wage. So far, they might have been recruiting people without paying them the prescribed minimum wage," said the envoy. He said the comments from the managing director of the agency quoted were false. "His allegation that it has gone up in the recent weeks shows that he doesn’t know the facts. We have not made any changes in recent weeks as suggested in the story, which basically has a lot of inaccuracies.”

She was accompanied by her husband Michael her staff as she paid obeisance at the Golden Temple. She said: “I feel so honoured just to be here today. I came here as a humble person to pray and pay my respect and not in the capacity of the governor of a state. "Punjab has been a victim of the union government's injustice for long. The time has come when the Modi government must do justice to the state by
handing over Chandigarh to it," Badal told the media here on the sidelines of the 65th World Sikh Education Conference. "Time and again, successive Congressled governments at the centre have done grave injustice to Punjab by denying it its capital, a legitimate share in river waters and even the Punjabispeaking areas," Badal said. "There is barely any example in the country where the parent state has been deprived of its capital ... other than Punjab. It is high time the union government must do justice by returning back its capital," he said. "Chandigarh was and will remain an integral part of Punjab." He underlined that Chandigarh was a "part and parcel" of Punjab and must be returned to it without delay. WITH a view to transforming existing cities into smart cities in the state, Punjab Deputy Chief Minister Sukhbir Singh Badal on Tuesday held detailed discussions with leading international companies and senior officials of World Bank as well as Barcelona city to ensure that Ludhiana and Amritsar cities in future should meet all economic, environmental and human sustainability requirements in Punjab, according to a Punjab government press release. During his visit to Barcelona, Spain, for the "Smart City Expo World Congress", Badal held talks with Barcelona Mayor Xavier Trias, Deputy Mayor Antony Vives, Madllin City Mayor Anibal Gaviria and other
senior officials on the planning and evolution of Barcelona as a model smart city. The keynote address during the world congress was delivered by India’s Urban Development Minister M. Venkaiah Naidu. Sunday said there was "palpable disappointment and even resentment" among members of the community. Drawing the attention of Prime Minister Narendra Modi over the compensation enhancement controversy through a letter, Badal said: "There is a sense of palpable disappointment and even resentment amongst the Sikh community as to why the compensation award for the victims of the Congress-orchestrated 1984 anti-Sikh riots was not implemented immediately after its announcement." The Election Commission had sought an explanation from the home ministry over the issue as the decision was announced while the election model code of conduct was in force in Delhi as
bypolls for three assembly seats there had been announced. Delhi has a considerable population of Sikhs and majority of the 1984 riot victims were also from
the capital. The home ministry, in its reply to the poll panel, said no such decision, to enhance compensation to the riot victims to Rs.5 lakh [Rs.500,000], has been taken. Badal, in his letter, told Modi: "A lot of ground had to be covered to ensure comprehensive justice to the 1984 victims. The compensation award was treated as the first concrete and meaningful step to apply balm to the hurt Sikh psyche, 30 years after the well planned riots took place. "Recent developments had given the impression that the Centre was yet to take a decision on awarding Rs.5 lakh each as compensation to the families of the riot victims as announced on Oct 30 and that the move was at a proposal stage only."
"I would like to draw your attention to the confusion created amongst the Sikh community on this issue," said Badal, who is also the president of Punjab's ruling Shiromani Akali Dal. He said the earlier announcement had generated a lot of "goodwill". Urging the prime minister to clear the air over the announcement controversy, Badal said: "The Centre must implement its award announcement immediately to avoid sending a wrong signal to the Sikh community." The Akali Dal and the Bharatiya Janata Party (BJP) have an alliance government in Punjab since 2007. The Akali Dal is part of the BJP-led National Democratic Alliance (NDA) government at the Centre.

Chandigarh (IANS): Punjab's ruling Shiromani Akali Dal Monday lodged a protest with state BJP President Kamal Sharma over the utterances of former BJP MP and cricketer-turned-politician Navjot Singh Sidhu against the Punjab government. Akali Dal secretary and Punjab Education Minister Daljit Singh Cheema called up Sharma and lodged a protest over the "derogatory remarks" by Sidhu at a religious function in Ludhiana Sunday. The Akali leader also asked the BJP to "tame Sidhu". Sidhu, while addressing the gathering, had openly called upon the people to throw out the "corrupt and evil" forces from Punjab in the next assembly elections. Though he did not name any leader or party, the obvious refer-
ence was to the Akali Dal leaders. "Sidhu's utterances were itself a violation of the advice of senior BJP national leadership which has recently publicly endorsed the continuation of alliance in Punjab," Cheema said while urging Sharma to take up the matter with the BJP high command "so as to tame Sidhu". Cheema said that Sidhu's action was "intolerable and is against the spirit of coalition dharma". The Akali Dal and the BJP have an alliance government in Punjab since 2007. The Akali Dal is part of the BJP-led National Democratic Alliance (NDA) government at the centre. Expressing surprise at Sidhu's outburst, Cheema said as the BJP high command in Delhi and in Punjab had openly clarified that
there were no differences between the Akali Dal and the BJP, there was no reason for Sidhu to speak out against the Akali Dal leadership. He also sought "strict disciplinary action" against Sidhu. Cheema said: "Such utterances
are creating bitterness in the SADBJP alliance. I hope that the BJP leadership takes the matter seriously." Sidhu had also criticised the Akali Dal and the Badals during the recent election campaign for the Haryana assembly polls.

Prosecutor examines racism against Dutch soccer players The Hague (IANS): The Dutch public prosecutor Tuesday began investigations into allegations of racist reactions on social media to a 'selfie' made by players of the Dutch national football (soccer) team. A decision on possible prosecution will be taken after a preliminary study, in which the public prosecutor will collect the facts, reports Xinhua. Last Friday Dutch international Leroy Fer posted a photo, made by colleague Memphis Depay, on Instagram and Twitter. On the picture Fer and Depay pose with seven other internationals, all

India seeks closer ties with Fiji, South Pacific island nations Suva (IANS): India sought to "renew an old relationship" with Fiji and forge closer ties with small South Pacific island nations as Prime Minister Narendra Modi Wednesday announced steps to boost closer ties with the geostrategically important region. Modi became the second Indian prime minister in 33 years - after Indira Gandhi - to visit the Fijian capital Suva. He later departed for home, ending a 10-day tour that earlier took him to Myanmar and Australia. The Fiji visit underlined the growing geo-strategic importance of the 14 South Pacific islands that lie at the centre of a key maritime route rich in resources. The islands dot the ocean east of Australia, over 11,500 km from India. The Fiji government accorded Modi a cere-
monial welcome. Prime Minister Voreqe Bainimarama received him at the airport. Modi's visit comes ahead of Chinese President Xi Jinping's three-day trip to Fiji from Friday. China has been busy forging close relations with the island nations and has set up diplomatic missions in almost all the islands. The 14 islands, although small, have a vote each in international fora. They hold strategic weight for New Delhi as it seeks to increasingly play a larger international role. Modi held talks with Prime Minister Bainimarama, presided over the signing of three MoUs, addressed the Fijian parliament, becoming the first foreign leader to do so, attended the first IndiaSouth Pacific Island nation meet and later spoke at the Fiji National
University. Modi admitted that the India-Fiji relations had "at times been adrift, and that our cooperation should be much stronger than it is". He said he saw his visit as an opportunity to renew an old relationship - and lay the foundation for a strong future partnership. The three MoUs were for the exchange of land for a new chancery building in New Delhi, on diplomatic exchanges to allow Fijian diplomats to train in India, and on project financing for an electricity co-generation plant funded through the Exim Bank of India. Fiji could serve as a hub for stronger Indian engagement with the Pacific Islands and become the centre for India's regional cooperation in space. He announced visa on arrival for Fijians and two Lines of Credit totalling $75 million for the sugar industry and a grant of $5 million to strengthen and modernise Fiji's village, small and medium industries. Modi offered India's help to build a Digital Fiji and thanked Fiji for hosting Indian scientists to track the Mars Mission, Mangalyaan. Remembering the people of Indian origin who comprise 37 percent of Fiji's nearly nine lakh population, Modi said: "Fiji will always have a special place (for us). Fiji is a leader in the region and a strong voice in the developing world." Addressing the first Pacific Island Leaders Meeting, Modi proposed a slew of steps for closer cooperation, including visa on arrival for all and an e-network to connect the islands to provide tele-medicine and tele-education. Addressing representatives of civil society at the Fiji Technical University, Modi said India will once again play the role of "Vishvaguru" or teacher to the world. He said India would use the strengths of its democracy and young population for the benefit of mankind. Modi said India's ancient sages had spoken about India's global responsibility and that India would play a pivotal role in the coming "Gyan Yug" playing the role of a "Vishvaguru".

Salman's sister ties the knot at star-studded wedding BOLLYWOOD superstar Salman Khan's sister Arpita Khan tied the knot with businessman Aayush Sharma on a star-studded Tuesday evening at Hyderabad’s Taj Falaknuma hotel. The celebrations, which kicked off with the 'baraat' at 4.30 p.m., continued till late in the night at the heritage hotel located in the old city area. The 'baraat' included horses and two bands, one from Delhi and one from Hyderabad. It was followed by the 'jaimala' and 'phere'. The wedding rituals were performed as per Punjabi Hindu traditions. Salman's father Salim Khan,

CRIME OF THE WEEK CHEESE CAKE B&E Date: September - 3 November 2014 Location: 2141 - Granville Street Details: On the morning of Nov 3, 2014, at 08:44 hours, a male was captured on video in the rear lane behind Cheesecake Etc, located 2141 Granville Street, Vancouver. He is later seen leaving with two cash boxes from the premise. During this time the safe was broken into and a considerable amount of cash stolen, in addition to the cash boxes. Upon reviewing video footage, from the previous night, the suspect has been identified; along with a female companion; as being a customer of the premise. At approx 7:15 pm, the male is captured on video entering an employee area. It is thought that during this brief period, he did something to make the rear door innoperable, before paying the bill and leaving with the female. The suspect's, as seen on video, are described as: Caucasian male, mid 30's, 5'8", 170 lbs, receding hairline, light brn hair, large puffy black jacket with white emblems on front, blue long sleeve shirt and blue jeans. Female late 20's, 5'6", long blonde hair.

2015 Toyota Tacoma: Compact pickup is firm
A firm favorite with small business owner, the family with an active lifestyle and the hard core off- road crowd, the 2015 Toyota Tacoma continues to build on its stellar reputation. Versatility is the key with the availability of Access Cab and Double Cab Styles, Four-Cylinder or V6
Powertrains, up to 6,500-pound Towing Capacity, Two Bed Lengths and a plethora of models trim lines and options In terms of the exterior, the Tacoma has a redesigned front fascia with new headlamps and flared wheel well fenders for a more aggressive chunky look that
predominates this class. The Access Cab models ride on a 127.4-inch wheelbase and have a 73.5-inch-long bed. The Double Cab is offered in two versions: the 127.4-inch wheelbase with a 60.3-inch bed or 140.6-inch wheelbase with the 73.5-inch bed.
The bed deck features two-tier loading and an integrated deckrail utility with four standard adjustable tie-down cleats. The rails are compatible with Genuine Toyota Accessories, such as cargo bed cross bars, a fork-mount bike rack, and storage boxes. An available 115V/400W power point also offers extra convenience and utility. The Tacoma continues to offer 2 engine choices: the standard 2.7liter dual overhead cam (DOHC) 4-cylinder, producing 159 horsepower and 180 lb.-ft. of torque, and the 4.0-liter DOHC V6 belting with 236 horsepower and 266 lb.ft. of torque. Variable valve timing with intelligence (VVT-i) features on both units. Four-cylinder models offer the choice of a 5-speed manual or 4speed automatic transmission. The V6 can be teamed with either a 6-speed manual or a 5speed automatic. When equipped with a V6 Tow Package, Access Cab models boast a SAEcertified maximum tow capacity of up to 6,500 pounds.
The Tacomaâ&#x20AC;&#x2122;s interior is durable, well finished and offer such practical features as a center console that integrates three cupholders, two of which can accommodate extra-large containers. The front doors meanwhile have dual bottle holders. Audio systems have been upgraded in the Tacoma and the base system now has six speakers, and satellite-radio capable. Also new to the Tacoma line is the Entune system, which includes navigation functions, text-to-voice capability, voice commands, HD Radio, Bluetooth audio streaming, and real-time traffic and weather, in addition to other features. Standard on all Toyota models is the Star Safety Systemâ&#x201E;˘, which includes Vehicle Stability Control (VSC), Traction Control (TRAC), an Anti-lock Braking System (ABS), Electronic Brake-force Distribution (EBD), Brake Assist (BA), and Smart Stop brake override technology (SST).*Every Tacoma has standard three-point seatbelts for all seating positions, front seat-mounted side airbags, roll-sensing side curtain airbags
(including a cutoff switch), and a front advanced dual-stage airbag system. A front passenger cutoff switch is standard on Access Cab models. In my opinion, the 4.0 liter V6 engined option is the one to get with 236 horsepower and 266 pound-feet of torque. The VVT-I ensures ample torque at the low and mid-range rpm. You have more than enough power to handle heavy loads with no stress. As in all compact pickups when empty, the ride can be choppy, but settles down with cargo or passengers. The steering is good with well-defined feel and control. Depending on equipment, the Tacoma can be anything from a sturdy work truck to an off-road boonie basher or a slick boulevard cruiser if you opt for the Limited Package. However let not forget the Tacoma's can haul a 3/4-ton load and has a tow rating up to 6,500 pounds when properly equipped. WINTER TIRES AND DRIVING SAFETY TIPS You know the drill. Every year, as the first autumn leaves fall, you start thinking about it (or at least you should be): Switching to your winter tires. Keeping in mind it is strongly recommended to use winter tires (not allseason) for an optimal grip on cold pavement and improved braking and cornering performance, these useful tips will make winter driving easier and safer for you and your family! According to the Tire and Rubber Association of Canada, winter tires offer up to 50% or more traction than all-seasons. Even if you drive an SUV or live where the streets are cleared of snow regularly, installing winter
tires on all-wheel positions will improve surface grip in every type of road condition at temperatures below 7°C.
How to choose your winter tires: • Look for the Mountain Snow Flake symbolembossed on the sidewall of the tire. • Ask your tire expert to help you find the right thread design for your driving style and local driving conditions. • Make sure all four tires are the same type, size and have the same tire line, speed rating and load index. • Remember winter tires are
mandatory in Quebec and some mountainous regions of British Columbia. • When you bring your car to the garage for your winter tire installation, ask your mechanic for a winter tune-up (brakes, battery, heaters, defrosters and wipers, etc).
Winter driving tips: • Always remember to test your brakes and steering as soon as you hit the road. • Reduce your speed, especially before corners and before going down hills. • Keep a safe distance from other vehicles and give yourself
extra time to stop safely. • Stay alert for black ice, especially on intersections, bridges and overpasses. • Avoid using cruise control in the winter. • For rough winter conditions, always make sure to keep the following items handy: jumper cables, towing cable, flares, gloves, boots, blankets, food, a flashlight, a cell phone, a first aid kit, and an ice scraper.
Getting out of a snow bank Remove snow from around the tires and try to get more traction with salt, sand, or traction
pads. Once one of these traction-aids is applied, try to slowly drive out. Avoid accelerating too hard, you will only dig yourself deeper. If you can't just drive right out at the first attempt, try to rock back and forth. Each rock back and forth should allow you to drive further, until you manage to completely get your vehicle out. If you still cannot get out of the snow bank, you may require the assistance of a towing expert.
Straightening a Skid If your vehicle starts to skid, resist the temptation of hitting
the brakes, release the accelerator and gently steer into the skid (if the rear of your car is sliding to the left, you should steer carefully to the left). If you overcorrect the skid, you'll end up sliding in the other direction. Once you have the vehicle straightened out, you can gradually accelerate to continue your forward movement. In general, our Canadian winter conditions are not what we could call ‘driving-friendly’. But, with the right equipment, a good amount of caution and awareness, you can maximize your safety and comfort throughout the entire season. Enjoy and drive safely!
