Bangalore (IANS): India Wednesday created space history by becoming the first country in the world to put a spacecraft into orbit around Mars in its debut attempt. A beaming Prime Minister Narendra Modi, wearing a red jacket symbolic of the Red Planet, described it as "achieving the near impossible", congratulated the feat of Indian scientists and called for challenging the next frontier. India's Mars Orbiter Mission (MOM) traversed over 650 million km through deep space for over nine months to successfully reach the planet's orbit. The US, Europe and Russia had failed in their first attempts. "The spacecraft (Orbiter) successfully entered the Martian orbit at 7.55 a.m. and is located at about 515 km from its surface...," a senior space official told IANS at the mission control centre here. Radars at the earth stations of NASA at Goldstone in the US, Madrid in Spain, Canberra in Australia and India's own deep space network at Baylalu near Bangalore received the radio signals from the Orbiter, confirming

After rotating the Orbiter towards Mars at 6.57 a.m., the main engine was ignited at 7.17 a.m. for enabling the spacecraft enter its orbit from the sun orbit, where it cruised for over nine months and 24 days during its voyage to Mars from the Earth. During the crucial operation, when a solar eclipse occurred on Mars from 7.12 a.m., the main engine started its burn at 7.30 a.m. and lasted for 24 minutes till 7.54 a.m. to swing the spacecraft into the Martian orbit. The speed of the spacecraft was also reduced. The Rs.450-crore ($70 million) ambitious mission was launched Nov 5, 2013, on board a polar rocket from spaceport Sriharikota off Bay of Bengal, about 80 km northeast of Chennai. As the fourth planet away from sun, Mars is the second smallest celestial body in the solar system. Named after the Roman god of war, it is also known as the Red Planet due to the presence of iron oxide in abundance on its surface, giving it a reddish appearance.

Address to UN General Assembly, dinner with Obama, 35 engagements for Modi in US

New Delhi (IANS): Prime Minister Narendra Modi has a packed schedule of 35 engagements, including an address to the UN General Assembly and a much-anticipated summit meeting with US President Barack Obama, during his Sep 26-30 visit to the US. Modi, who would be observing the nine-day Navratri fast during his trip, would also be holding three bilateral meetings with neighbours - Sri Lankan President Mahinda Rajapaksa, Nepal Prime Minister Sushil Koirala and Bangladesh Prime Minister Sheikh Hasina. He would also be meeting the UN Secretary General Ban Ki-Moon, New York City Mayor Bill de Blasio, and former US president Bill Clinton and his wife and former secretary of state Hillary Clinton. Modi would be meeting the CEOs of top US companies, including Boeing, Pepsico, Google, General Electric and Goldman Sachs among others. New Delhi (IANS) India ranks the lowest in the world on several health indicators and a large part of the country's population has little or no access to good quality healthcare, according to a report released here Wednesday. The health crisis is aggravated by a rising incidence of chronic and non-infectious diseases, the India Infrastructure Report 2013-14: The Road to Universal Health Coverage, released here said.

The report was released by Rajiv Lall, executive chairman, IDFC, a leading finance company. The report said that the public health system is in jeopardy, due to decades of appallingly low public investments, inadequate and antiquated infrastructure, severe shortage of human resources and inadequacies in government policies. "Failed public health systems have forced people to turn to the private sector, which is costly

and unregulated, with services often being provided by unqualified medical practitioners," it said. It goes on to say that preventive and primary healthcare have been marginalized with the focus having shifted to curative tertiary care, higher importance of clinical medicine, and extremely high dependence on clinical investigations. "Health expenditures can be prohibitively high with the rural population

and the urban poor being the worst sufferers," the report by IDFC said. The report draws the readers' attention to some of the emerging issues in the health sector such as rising burden of non-communicable diseases and mental health, human resource crisis in health sector and health concerns of informal sector workers, and steps required to attend to them within the Universal Healthcare Framework.

Cabinet approves several MoUs with US New Delhi (IANS): Ahead of Prime Minister Narendra Modi's visit to the US, the union cabinet Wednesday approved a number of agreements between the two countries. Law Minister Ravi Shankar Prasad said that in a meeting chaired by the prime minister, the cabinet agreed on India participating in the construction of a 30-metre telescope being built by the US in Hawaii. The telescope will be constructed at a cost of $1.47 billion by an international consortium consisting of institutions from the US, Canada, Japan, India and China. India has earmarked Rs.1,299.8 crore for it. Another MoU between the two nations pertains to cooperation in "gas hydrates". "This is for cooperation in

exploring natural gas in marine sediments," Prasad said. The US Department of Energy (USDoE) in the field of gas hydrates, will facilitate active participation of the National Gas Hydrate Programme (NGHP) and DoE scientists in data collection, analysis and identification of sites for pilot production testing. On a number of initiatives announced on education, the cabinet gave its approval for signing a joint declaration between India's human resource development (HRD) ministry and the National Science Foundation (NSF) of the US, to initiate a new programme titled Global Initiative of Academic Networks (GIAN) in Higher Education. Another agreement will be

Mumbai (IANS): India has developed a remote-controlled drone for responding to and preventing radiological emergencies in public places, a top official said Wednesday. Atomic Energy Commission (AEC) Chairman R.K. Sinha announced the development at the 58th session of the International Atomic Energy Agency (IAEA) in Vienna. "For prevention of and response to radiological emergencies, including threat of Radiological Dispersal Device,

a Quadrotor-based Aerial Radiation Monitoring System (QARMS) has been developed," Sinha said. The QARMS can be used to search Orphan Radioactive Sources and assess any spread of radioactive contamination following radiological emergencies. A Quadrotor is a helicopter that is lifted and propelled by four rotors. Besides the QARMS, India has also developed a 'Quick Scantype Whole Body Monitor' to measure internal contamina-

tion in human beings. This will further enhance preparedness in radiological emergencies. With a counting time of one minute, the system can detect inhaled or ingested gamma emitters delivering less than 10 micro-Gray effective dose. With a rate of monitoring fifty individuals per hour, this system will serve as a valuable tool for quickly screening potentially affected individuals in case of a radiological emergency in public domain, Sinha explained.

According to her website, "Tulsi was born in 1981 in Leloaloa, American Samoa, the fourth of five children born to Carol and State Senator Mike Gabbard." Besides being the first member of the Hindu faith to be elected to the Congress, she is also one of just two female combat veterans ever to hold a seat. She joined the Hawaii Army National Guard after college and was deployed to Iraq in 2004 and in Kuwait in 2009. She was vocal in criticizing the arrest of Indian diplomat Devyani Khobragade and said in a statement last December that she was "disappointed" when she found out about Khobragade's initial treatment by law enforcement officials and added that while foreign diplomats must uphold US law they are also entitled to dignified treatment. Gabbard maintained that Khobragade's arrest should not come at the expense of such a vital partnership between the two nations. She has also been forceful in opposing a US House Resolution, 417, last year which condemned India's religious freedom record. The resolution was widely condemned by the Indian and Hindu American communities as flawed and inaccurate. Gabbard criticized the resolution, saying the "417 weakens, rather than strengthens, the friendship between the United States and India. The resolution runs counter to all the hard work that the American people, particularly those in the Indian American community, have done to improve the relationship." "Throughout history, India as a nation has been home to many religions, and has protected many as well, including Tibetan Buddhists, Jews, Christians, and Muslims," she had said in a statement. After Modi's victory in the AprilMay election, she issued a statement saying she looked forward to "working with Mr. Modi and other members of the Indian government toward our mutual goals of peace, stability, and economic growth in the Asia-Pacific region. "A partnership between the world's two largest and greatest democracies is necessary for us to successfully address the many global challenges we face, including economic growth, bilateral trade, the environment, terrorism, and security."

New Delhi (IANS): Stating that it was being penalised for fighting India's battle against prolonged militancy, the Punjab government Monday sought the intervention of Prime Minister Narendra Modi to bail out the state from debt and other issues that were hampering its growth. Chief Minister Parkash Singh Badal and Deputy Chief Minister Sukhbir Singh Badal met Modi here Monday and impressed upon him to grant a liberal financial package for bailing out the state from the financial stringency. Pressing for the waiver of outstanding debt of Rs.1.02 lakh crore on account of militancy (between 19811992), the chief minister said: "Punjab fought the national battle for which it should not be penalised anymore." He said Punjab was a revenue surplus state till 1982, but due to the burden of

this debt coupled with industrial concessions to the neighbouring states, led to further flight of capital and stopped any fresh investments. "This accentuated our woes and pushed our state in the whirlpool of debt trap," Badal said. The ruling Shiromani Akali Dal has been running an alliance government with the Bharatiya Janata Party (BJP) in the state since 2007. Pleading for a special term loan waiver and refund of Rs.2,694 crore paid by Punjab for fighting

militancy, the chief minister said the central government gave special term loan of Rs.5,800 crore for militancy-related expenditure and Punjab paid back Rs.2,694 crore. He said Rs.5,029 crore was outstanding when the Centre announced a complete waiver of the loan, and added that Rs.2,694 crore already paid by Punjab also needed to be returned to the state as this was also part of the complete waiver. Seeking a waiver in the central government's loans in view of the state's dis-

tressed financial position, Parkash Singh Badal said that the 13th Finance Commission had already placed Punjab, Kerala and West Bengal in the category of revenue deficit states and recommended to the Centre to find out ways and means to bail out these states from financial stress. Making a strong case for special industrial package for the state, the chief minister urged Modi to grant industrial concession to Punjab at par with those granted to Uttarakhand, Himachal Pradesh and Jammu and Kashmir. He said the concessions to neighbouring hill states have led to flight of industry from Punjab and the state was not getting any new investment. "Punjab is not against giving concessions to these states, but at the same time, such concessions must be granted to Punjab," he said.

Akali Dal-BJP alliance strong: Punjab Chief Minister Chandigarh (IANS): With the BJP's 25-year-old alliance with Shiv Sena coming under strain before the Maharashtra assembly polls, Punjab Chief Minister Parkash Singh Badal Sunday said the alliance between the Shiromani Akali Dal (SAD) and the BJP in Punjab is strong and not comparable to any other alliance. "The SAD-BJP alliance has always stood the test of time. It is wrong to compare this alliance with any other one in

the country," Badal told media in Faridkot, 225 km from here. Badal said: "The SAD-BJP alliance is everlasting and both the parties should not be seen as different from each other. It is a unique phenomenon of the Indian democratic system, which has passed every litmus test in last few decades." "It is sheer wastage of time to raise any sort of suspicion regarding the relationship between both the partners as the alliance was very strong

and impeccable." Badal's made the remarks while responding to queries on the strain the Bharatiya Janata Party-Shiv Sena alliance before the Maharashtra assembly polls over seat-sharing. "The alliance between the BJP and the Shiv Sena in Maharashtra is the personal matter of both these parties and it should not be linked with that of the SAD-BJP in Punjab," Badal said.

He said the relations between the SAD and BJP were "very cordial because they have been time and again been cemented with mutual affection and understanding". He said the alliance government in the state had put Punjab on high growth trajectory and made Punjab a peaceful state. The SAD-BJP alliance has been running the Punjab government since 2007.

Fatehgarh Sahib, Kuljit Singh Nagra, allegedly "misbehaved and used foul language" with a woman civil servant, SubDivisional Magistrate (SDM) Pooja Syal Grewal. The woman officer complained to the Fatehgarh Sahib deputy commissioner, alleging that Nagra misbehaved with her and used abusive language during a meeting over civic issues in Sirhind town. Nagra, on his part, alleged that the SDM misbehaved with him in front of other people and undermined his position as a public representative. He said when he went to meet the SDM over some civic problems being faced by the people, she reprimanded them from taking the issues to the legislator and told them to get in touch with her directly. This angered the Congress

legislator who objected to the statement. Patiala Division Commissioner Ajit Singh Pannu has been asked to conduct the inquiry into the incident. Accusing Badal of bowing to pressure of bureaucrats, Amarinder Singh said: "By marking an inquiry against a legislator to a commissionerlevel officer, Badal is undermining the standard protocol that places a legislator above the chief secretary." Amarinder Singh wondered why Badal marked the inquiry when the assembly speaker "was already seized of the matter and has summoned everybody involved in the case Sep 24". "You have not only tried to belittle the institution of a legislator, but also tried to undermine the constitutional author-

ity of the speaker of the Vidhan Sabha (assembly)," he said. "It is not the issue of a Congress legislator but about the elected representatives of the people who may belong to any party. Only the speaker can inquire into the matter and he was already on the job." "By assigning a parallel inquiry to the commissioner, Badal has apparently betrayed his lack of faith in the constitutional authority of the speaker," Amarinder Singh said. Punjab Congress leaders have defended the party legislator, saying that the woman officer's behaviour with him was uncalled for. The Congress leaders have also submitted a complaint with assembly Speaker Charanjit Singh Atwal on this issue. They sought action against the SDM.

Punjab warns officials against de-reserving posts Chandigarh (IANS): The Punjab government has issued strict directives against dereserving posts of reserved categories and converting these to other categories, an official spokesman said Sunday. All departments in the state government have been directed not to do this without securing prior approval from the welfare department's reservation cell. In a communique to all heads of departments (HoDs), divisional commissioners, deputy commissioners, registrar of Punjab and Haryana High Court, all sessions' judges and sub-divisional magistrates, the state government has clarified that the filling of vacant posts of reserved categories from other categories without approval would lead to a strict

disciplinary action. "If the posts reserved for SCs/BCs (Scheduled Castes/Backward Classes) were lying vacant due to nonavailability of qualified SC/BC category candidates, then the posts could not be de-reserved without getting prior approval from reservation cell of welfare department," the letter said. Punjab Welfare Minister Gulzar Singh Ranike said impartial and proper implementation of the reservation policy was constitutional responsibility of all departments and erring officers would have to face action if they failed to do this. The departments have been told that if there was non-availability of eligible candidates from reserved categories, the department concerned would

send a detailed dossier of proposed conversion of posts explaining that why these posts could not be filled from reserved categories, despite efforts. "It has been observed that some departments were violating the reservation laws and taking decisions in this regard at their own level without getting permission from reservation cell. The state government has taken a serious note in this regard as it affects the interests of Scheduled Castes and Backward Classes," the spokesman said. He added that in case of any violation of the instructions, strict action would be initiated against the erring officers who failed to implement the state's reservation policy in true spirit.

The light airy, cabin in our tester was further enhanced by the Cornsilk Beige leather trimmed seats and interior. VW’s attention to interior is awesomely impressive with superb ergonomics and design. Devoid of nonsense or trashy bling, it is a codified monument to impeccable taste, common sense and restraint. The plastics are high quality and the attention to fit and finish is first class. Seats are firm, yet comfortable and offer good lumbar support. Front driver and passenger room is good although rear legroom can be a little cramped for those adults with longer legs. On the road the Passat has a good whack of acceleration and tremendous torque delivered from the optional 6speed automatic DSG transmission. The new 1.8 liter five cylinder engine is very impressive with its 170 horsepower and its 184 pound-feet of torque.

'Liar's Dice' is India's entry for Oscar

For 2014 it arrives with a few changes, all SRX models now come standard with a 3.6-litre V6

This essentially combines the otherwise distinct Luxury and Driver’s packages, bringing together the Luxury Package’s wood trim, UltraView sunroof, cargo security shade; power adjustable pedals, automatic wipers, pushbutton start, power liftgate, front and rear parking assist and chrome roof rails. One of the SRX's most attractive features is its competent list of standard equipment. There are four available trim levels for the new SRX: base, Luxury Collection, Performance Collection and Premium Collection. Even the base model comes with 18-inch alloy wheels, a power driver seat, 60/40-split-folding and reclining rear seatbacks, dual-zone automatic climate control and an eight-speaker Bose sound system. Higher trim levels offer all the toys including a sunroof,

a power liftgate, leather upholstery, heated front and rear seats, xenon headlamps and a hard-drive-based navigation system with a backup camera. I like the haptic control feedback from the sleek touch operated center control that buzzes back so you know the commands has been executed. I also got used to the vibrating warning buzz on the right seats thigh bolster that send an alert or warning for various safety measures…very clever. High-end all- wheeldrive models (including all turbocharged SRXs) also receive a sport-tuned suspension with continuously variable damping. All-wheel drive SRXs run in front-drive mode in normal driving, and will send power to the rear wheels automatically when the going gets slippery. As well, the system uses GM’s rear eLSD (electronic limited slip differential), which can split torque sent rearward between the leftand right-side wheels. On the road it is easy to switch between the normal and real-time suspension mode, which is done by moving the shifter into its

manual shift gate, which puts the transmission and suspension into “sport” mode. The 3.0-litre engine is adequate in the SRX and offers official fuel consumption ratings are 12.2/8.8 L/100 km (city/highway) with all-wheel drive; in city driving. The turbocharged motor helps considerably, thanks in large part to its ample low-end torque. The SRX boasts confident and capable handling and a highquality interior that's notably quiet at highway speeds. formance coupe in its many variants. The 1960's, two- door convertible version and coupes are still one of the most collectible series of Chevrolets ever made. So what's new after nine generations? Well, for 2014 the all-new,

tenth generation 2014 Chevrolet Impala returns with a fresh contemporary design and some newly minted mojo. For openers a dramatic, long lean body exterior is now offered with some real allAmerican flair. The recessed

side character line adds some tension and speed to the profile and a radical c-pillar puts some flourish along with some nice chrome trim on the exterior. This time around instead of giving us a rather bland front and rear fascia as has been the case previously, Chevrolet stylists went that little extra mile. The result is a more attractive chiseled front end and a defined rear end light treatment. In fact it is not all looks as the sweeping roofline, aero door mirrors and taillights have reduced drag by 14%. Based on GM's new Global Epsilon chassis the Chevrolet is well engineered and revised for maximum efficiency. The Impala arrives with a base 2.4L 4-cylinder engine producing 182 hp and 172 lb-ft of torque or a bigger. more powerful 3.6L V6 with 303 horsepower and 264 lb-ft of torque mated to a 6-speed automatic gearbox. Also new is an attractive, contemporary interior with a cool dual cockpit theme and the use of higher quality materials. The centre stack is attractively done and easy on the eye. There is a richer look and more substantial padding on the doors, armrest and dash. The cabin feels more generous and well- upholstered. The front seats are superbly comfortable and feature plenty of legroom. Like wise front headroom and shoulder room as in most domestic cars, is more than ample The dash is also bright and well laid out with clear, legible instruments and the addition of

a 8� touchscreen relaying and operating the Impalas climate, navigation and entertainment systems. There is also a smaller information screen between the gauges that is handy for relaying info at a quick glance. Push a button and the centre display rises to reveal a lockable secret storage cubby for valuables. The 2014 Chevrolet offers a slew of technology, including the newest generation MyLink infotainment system. Voice activation is used for navigation programming, dialing phone numbers and for the audio songs. Safety is also well catered for with a range of systems: An optional adaptive cruise control uses radar technology to calculate traffic ahead then adjusts the Impala's speed accordingly or brings the vehicle to a safe full stop, if necessary. Collision Mitigation Braking is also present, and uses an audio warning and, if necessary, applies the brakes to avoid a collision. On the road, the 2014 Chevrolet Impala like its predecessors makes for a smooth, sublime highway cruiser. The long wheelbase and well designed chassis make for a comfortable riding car. The Impalas is no harsh riding Euro sport sedan for sure and trades sport for luxury. However it no wallowing land yacht of old either with new engineering offering reinforced front strut towers and tuned suspension for more control and road feel. The hydraulic suspension bushings and well calibrated rear dampers offer

good rough road absorption and a well defined ride for rear passengers. The Impala is also admirably quite on the road with such measures as laminated glass and acoustic foam between body panels to insulate road noise and vibration. The 2.4 liter four cylinder engine is good for its performance and the 182 horsepower is perfectly adequate, however the bigger 305 horsepower engine turns the Impala into a much faster accelerating and more powerful sedan and gives it some more spark should you need it. This engine is rated at 11.1L/100km city and 6.9L highway. The Impala is easy on the eye, easy to drive and a very comfortable roomy sedan that does not seem a tad cramped and rushed like its Asian competition. For the money the Impala comes incredibly well equipped with luxury and option packs that won't break the bank and would cost you ten of thousands of dollars more in higher prices imports. Build quality is up as it has been for many years at GM and the Impala represents amazing value for money in term of and the engineering and technology you gain. payment is made which turns out to be stolen property. He has also returned the next day in an apparent attempt to re-pay the homeowner which results in a further theft or robbery of the homeowner. The suspect uses a number of techniques in order to gain the victim's trust including alleging knowledge of the victim's family. Between May and June 2014, police responded to three complaints of a similar nature, however Surrey RCMP believe there may be additional victims who have yet to come forward. The frauds have all taken place in the City Centre area of Surrey. Despite a number of investigative steps and persons of interest, police have failed to identify and locate the suspect. Officers are hoping that releasing this information and surveillance photo (attached) will help identify who he is. The suspect is described as a South Asian male, mid 20's, short black hair, clean cut, approximately 6'0†, slim to average build. Officers

2014 Toyota Tundra Crewmax Platinum pickup: The big truck with the big name! By Autoreviewman The Toyota Tundra is a handsome, full-size truck has just a few minor changes for 2014. Line-up wise, there are three body styles, three bed lengths and two trim levels available. The Double Cab models offer an adult-friendly backseat and front-hinged rear doors that make for easier access than the rear-hinged designs of competitors. The Crewmax Limited model with its huge rear cabin and superb luxury options is the one to get if you can run the tab. Other versions arrive in two-wheeldrive in SR5 trim, and 4X4 versions. Other models vary from basic and well- equipped to top-of-the-line Limited trim lines. Engine choices include a mighty 381-horsepower 5.7liter V8 that allows the Tundra to tow trailers that weigh up to 10,400 pounds. The styling is generally very good with a snub-nosed, broad shouldered look and big, ample proportions, the upmarket trim lines offer more exterior trim and bling. Opt for the Crewmax Limited and buyers – for a price gain such luxury amenities as dual-zone automatic climate control, heated and ventilated front seats and a 12-speaker JBL audio system. Standard equipment on entry-level Regular Cab models includes 18-inch steel wheels, chrome bumpers,

The pickup bed had a tough liner cargo tie down and restraint system and an easy to pull down lightweight rear door. . On or off-road the Tundra performs well. Power gets to all four wheels via a 6Speed automatic with sequential shift and shift-onthe-fly capabilities. The transmission is also pretty seamless and you can shift from 4Hi to 2Hi simply by pushing a button. Once handy feature is the tow/haul mode that holds gears longer, both on acceleration and when going down hills. The Tundra’s drivetrain is built to be tough and safe and

included one touch 4WD Vehicle Stability control (VSC), Active Traction Control (ATRAC), Engine Undercover, Auto Limited Slip Rear Differential, and Engine and Transfer Case Protector Plates. The suspension is full heavy duty specification with double wishbone and coils springs up front and heavy duty multi leaf springs in the rear. Combine the chassis with the big V8 and the Tundra's tow rating 3,580- to 4,715-kilogram (7,900- to 10,400-lb) capability, depending on configuration, is near top of its class. Meanwhile it can carry 565- to 855-kg (1,255- to 1885-lb) in payload in the rear pickup bed Claimed fuel economy figures are 15.2 L/100km city and 10.9 highway for the rear-drive Tundra or 16.7 and 12.1 with four-wheel drive. If you are in the market for a big, full sized pickup truck you do need to consider the Tundra Crewmax particularly if you will be hauling around workmates, or camping buddies and family members.
