Foreword Another year in the vast history of the European Law Students’ Association (ELSA) has come to an end as we mark even more milestones in our history along the way. With the 10th anniversary of the partnership of our main human rights partner, the Council of Europe, we have organised a record number of events in collaboration with the institution. Our impact continues to grow along with the expansion of the Network into new territories as we welcomed back ELSA Iceland into the family, had ELSA Russia upgrade to full membership and reach a total of 44 countries within the continent. Our impact stretched further than Europe both through new general partnership with Brooklyn Law School and new project partners, Hogan Lovells and Georgetown University for the John H. Jackson Competition. In addition to that, we have had the largest number of Student Trainee Exchange Programme providers outside of Europe offering our student members the widest variety of opportunities that the Association has ever offered internationally. With a record number of Summer and Winter ELSA Law Schools organised, exponentially increased number of trainings from our internal International Trainers Pool and the introduction of webinars as a communication, training and promotional tool, we have seen a Network of officers eager to learn and to develop the Association internally as well. As the Association rapidly moves forward, we recall what characterises us and our values of “human dignity and cultural diversity” by highlighting some of the activities and people behind the term of 2017/2018. I would like to take this opportunity to thank everyone who was part of it and trust that this builds a future that brings us even closer to ELSA’s vision than ever before.

About ELSA The Association The European Law Students' Association (ELSA) is an international, independent, non-political, non-profit, non-governmental organisation run by and for law students. ELSA activities comprise a large variety of academic and professional events that are organised to fulfil the stated vision of ELSA. Founded in 1981 by law students from Austria, Hungary, Poland and West Germany, ELSA is today the world’s largest independent law students’ association.

Flagship Projects

ELSA Law Schools are events lasting for a minimum of a week of 20 hours of scientific programme which includes lectures and workshops or any other interactive learning methods, which deepen and emphasise different areas of the topic. Some of these are also delivered by practising lawyers representing their law firm. ELS are organised in close cooperation with an academic or institutional partner. They are held either in the Winter or in the Summer months. lawschools.elsa.org

ELSA has gained a special status with several international institutions. In 2000, ELSA was granted Participatory Status with the Council of Europe. ELSA Members apply for a number of cycles throughout the year and compete for a place on delegations sent to these institutions, representing ELSA, thereby receiving a unique insight into their inner workings and policy-making. delegations.elsa.org

The Competition is a simulation of the procedure of applications before the European Court of Human Rights whereby the teams examine a fictive case and make Written Submissions for each party. The Competition is the first of its kind in English, Europe-wide moot court competition on the European Convention on Human Rights, with its Final Oral Round held in the European Court of Human Rights in Strasbourg, France. This is held in cooperation with the Court and the Council of Europe. ehrmcc.elsa.org

This Competition is a student-organised by ELSA with the help of several partners. It is designed to enhance knowledge of international trade law and WTO dispute settlement procedures. The Competition has global reach and its participants, more than 80 teams, come from every continent. The Competition is organised with the technical support of the World Trade Organization itself, as well as a number of WTO experts from all over the world, who volunteer their time to serve as Panellists and academic advisors. Corporate Partners of ELSA International get invited to the Final Oral Round in Geneva, Switzerland, and have the chance to network with leading trade law professionals and most talented students in the field. johnhjacksonmoot.elsa.org Legal Research Groups are one of the largest academic activities run in ELSA. They serve as a great opportunity to acquire extensive knowledge of the legislation in the chosen area, potentially in over 40 countries. The topic is selected alongside our corporate or institutional partners who wish to gather and examine large-scale research. Furthermore, a Legal Research Group constitutes a strong recruitment platform for law students with experience in legal research and legal writing. It engages students talented in research and specialised in the chosen field through their production of a written report and contribution to a larger collection from the entire Network. legalresearch.elsa.org The Student Trainee Exchange Programme of ELSA is the flagship project specifically centred on professional opportunity. ELSA members who are qualified law students from all over Europe are able to choose from hundreds of options of traineeship within law firms, institutions, NGOs, courts and in-house as trainees. The traineeship can vary anywhere between 2 weeks and 24 months and can take place in any law related area. The administration is conducted by ELSA and benefits young, internationally-minded lawyers to gain the work experience needed to advance or complete their studies in their home jurisdictions, as well as learn more about the law outside of it. step.elsa.org

International Internal Activities International Council Meetings The International Council Meeting (ICM) is the statutory meeting of ELSA happening biannually, in Autumn and in Spring, representing the supreme decision-making of the Association. Alongside the plenary sessions there are workshops and trainings held on ELSA-specific topics and developments. Partners have the opportunity to present themselves and their collaboration with ELSA during the plenary sessions which contain the full number of participants, between 300 - 400 national and local representative officers from across the entire Network.

International Internal Meetings Other international internal meetings are area-centred and gather the officers relevant to the specific responsibility they hold within the Association. This could be gathering Presidents specifically for their designated meeting (International Presidents’ Meeting; IPM) held bi-annually, discussing strategy, externals, management and general developments and improvements; or Key Area officers (Key Aream Meeting; KAM), whereby projects are covered, both in substance and in tactics; or Supporting Area officers (Supporting Area Meeting; SAM), whereby internal operational aspects of the Association are covered through internal and financial management, as well as marketing. The latter two are held annually during the summer months. In 2017/2018 we were honoured to have been hosted in the following locations:

Partners of ELSA General Partners The role of partners on the international level is crucial to the advancement of the cause behind our Association. We work in unison on projects and ideas and with their resourceful help, see these dreams come to fruition. Over the years we have joined forces with law firms, universities, international institutions, legal education providers, NGOs and other associations who align with our core values. The results of these partnerships came in the form of building the largest moot court competitions on the globe and phenomenal international experiences for our student members.

Council of Europe

World Trade Organisation

The Council of Europe (CoE), based in Strasbourg (France) and covering 47member countries is to date one of our largest partners. Founded on 5 May 1949 by 10 countries, the CoE seeks to develop throughout Europe common and democratic principles based on the European Convention on Human Rights and other reference texts on the protection of individuals. We have worked for a total of ten years together on a large and diverse number of projects and are continuously developing our relationship. One of the latest additions to the pool of collaborative events are webinars held on crucial current issues explored by both ELSA and the CoE. The largest project remains to be the European Human Rights Moot Court Competition and ELSA Day which engages actively a vast number of ELSA groups and students across the continent.

The World Trade Organisation (WTO) is a technical partner focusing on the support and organisation of the John H. Jackson Moot Court Competition (formerly known as the ELSA Moot Court Competition). The Competition’s engagement of students spans across the globe and outside ELSA members. Since its insurrection 16 years ago the Competition has developed thanks to the WTO’s involvement throughout the organisational process of all the five rounds alongside the Final Oral Round, held in Geneva and at the WTO Headquarters themselves. This is a great privilege for those who partake in the Competition to connect with trade law experts from across the world, covering academic, professional and institutional spheres. Alumni of the Competition are now dotted across the globe in some of the leading firms in the area, as well as within the WTO itself which highlights the ongoing success and quality of the Competition.

International Bar Association

Association for Young Lawyers (AIJA)

The International Bar Association (IBA) is the world’s leading organisation of international legal practitioners, bar associations, law firms and law societies. The IBA influences the development of international law reform and shapes the future of the legal profession throughout the world. It has a membership of more than 80,000 individual lawyers, and over 190 bar associations and law societies spanning 170 countries. We are proud to be partnered with the association behind all law associations that also stands behind global connection amongst law professionals, the human rights cause and further professional knowledge and development of its members. We hold an annual Student Conference in partnership in connect its professional network with our student one.

The International Association for Young Layers (AIJA) is the only global association devoted to lawyers and in-house counsels, aged 45 and under. Through a wide range of meetings, seminars, law courses and advocacy, AIJA promotes professional cooperation and friendship among young career-building legal professionals on an international stage. A busy calendar of topquality events and a unique platform for exceptional business and personal networking are what make AIJA the association to be part of. They are a natural partner for our Association as they follow through with the same level of engagement of their members across their wide network of young professionals through committee meetings, conferences and events, as well as professional development opportunities. Our members, familiar with the great networking opportunities and active engagement on a global level, benefit from an early introduction to the association making them some of the most active and forwardt h i n k i n g professionals on the market alongside fellow AIJA members.

IE Law School

The Postgraduate School of Law at Queen Mary, University of London, is one of the leading law institutions in the UK for research and teaching and has a long tradition of attracting ELSA members, who primarily join their extensive LL.M. programme and interdisciplinary-taught Masters in Law. Our students can apply for scholarships for some of their most soughtafter LL.M. programmes and have some of their leading academics engage as part of ELSA events across the Network. This allows for the exchange of knowledge and expertise of the highest level, reaching all corners of the Network.

IE Law School, which is based in Madrid, has over three decades of experience in offering LLM. programs in partnership with IE Business School which combine legal and business administration courses with a unique problem-solving approach. As a partner of ELSA, IE Law School offers to ELSA members three scholarships of up to 30% of tuition fees for five different LL.M. programmes.

Brooklyn Law School

Católica Global School of Law

Brooklyn Law School is our only LL.M. partner based in the US and is our most recent addition to the Partners’ Pool. Its fundamental mission is to provide its students with the knowledge, skills, and ethical values needed for a career in the law. A well-rounded legal education exposes students to theory and legal doctrine and gives them the practical skills that will be expected of them as lawyers. In order to achieve its mission, the law school has created, and is continuing to create, a community of outstanding legal scholars and teachers and students who are among the best and the brightest. As a partner of ELSA, Brooklyn Law School offers ELSA members one scholarship of 50% off the tuition fee.

Católica Global School of Law of Universidade Católica Portuguesa (UCP) in Lisbon is a global centre of teaching and research, bringing together a top European and American faculty and a bright and diverse international group of students. ELSA members can apply for a full scholarship for an LL.M. in Law in a European and Global Context and Advanced LL.M. in International Business Law. Their top academic also support us throughout peer-review of the ELSA Law Review.

ELSA Lawyers Society The ELSA Lawyers Society (ELS) is the alumni association that was established in 1991, ten years after the establishment of ELSA. This came with the purpose of connecting alumni of ELSA together after their departure from the student Network. We have since worked very closely on our relations with the alumni exchanging professional contacts, receiving help for conferences and speakers and general support for the developmental changes to the association. One of the main ways in which they support us is through offering an ELSA scholarship to a number of student officers within the Association enabling them to attend International Council Meetings through funding from the ELS Trust. Over the years this has granted a number of students from under-represented country-groups to be present, voting and learning from the ICMs when otherwise the officers would have been unable to attend and benefit due to economic disadvatage. These students return to their home coutries and are able to pass the knowledge, increase motivation and ultimately help carry through our vision across countries that would be unable to have direct contact with the international sphere. This year the ELS has worked to support several conferences and events across the Network with providing speakers creating and connections for fundraising, further instilling their support for our members by connecting students with professionals.

Highlights 2017/2018 In overview, during the term of 2017/2018 we grew to a staggering amount of over 54,000 student members spanning over 350 local groups. With this our outreach widened to record amount of over 64,000 likes on Facebook which provided a strong platform for promoting all our activities and projects throughout the year. We were able to fulfill our goals of developing webinars through Facebook. We engaged partners and other externals to help increase visibility of the Association beyond its borders, whilst harnessing a stronger relation and internal communication directly with student m e m b e r s a n d o f fi c e r s w i t h i n t h e Association. Other significant changes including creating a LinkedIn followers base of over 6,000 to assist with boosting our professional image, promoting and growing internal trainings through the International Trainers’ Pool and getting on board new partners, amongst which were technical supporters to assist us with matters of GDPR, strategic planning and IT.

ELSA Law Schools The numbers of total ELSA Law Schools this year reached a record number of 46 in summer and five in winter. This was an increase in Law Schools offered both in the Summer and in the Winter cycle. The launch of the cycles is one of the most seminal moments in the academic year as this project remains to be one of the most promoted and attended activities across the Network encompassing both the elements of academic study, practical knowledge application and cultural exchange between ELSA members across borders and jurisdictions. The quality of the Law Schools is upheld through regulated standards and was supported by an International coaching team which oversees the project. This was further reinforced by the ELSA Law Schools Training Weekend which is held annually in the ELSA House in Brussels for organisers to obtain hands-on training and ensure best preparation for the organisation of the Law Schools. Our Law School Partners, CBL International were an additional option for those who wanted to expand further in terms of their options for destinations and topics for Summer Law Schools.

Student Trainee Exchange Programme The Student Trainee Exchange Programme (STEP) is one of the most popular and characteristic projects of ELSA and has seen development this year through a total of 515 traineeships as the total from both application cycles of the year. This came from a total number of 385 traineeship providers and there was also a record number of traineeships offered outside of Europe; this included Brazil, the Dominican Republic, Ecaduor, India, Israel, Paraguay, Malaysia, Bolivia and the United States. There were website and systematic changes internally in order to allow for a

better user experience in application. Similarly to ELSA Law Schools, the process of training and supporting the various ELSA Groups involved in organising and seeing through STEP traineeships, was down to a team of coaches of ELSA International. There was substantial work done with our IT Partner, Camscape and AIJA. The latter, apart from being an excellent source pool of traineeship providers, has also joined us for a promotional webinar for the second cycle.

ELSA Delegations ELSA Delegations continued to be in the top range of the most promoted flagship projects of ELSA. This flagship was marked by five cycles. Delegations were open for ELSA students across the Network and enabled them to witness the unique workings of major institutions such as UN ECOSOC, UNESCO, UNCITRAL, WIPO and more. This year opened new delegations to the United Nations Environmental Programme (UNEP) and United National Convention to Combat Desertification (UNCCD), in line with the Environmental Law International Focus Programme, as well as a delegation to the 11th Ministerial Conference of WTO, held this past year in Buenos Aires.

ELSA Legal Research Group The international Legal Research Group (LRGs) on Migration Law was published in March and our general partner, the Council of Europe, who has collaborated with us on a number of projects on the topic from the previous year kindly invited us to a presentation of its report at the Parliamentary Assembly of the Council of Europe in January 2018 and a live

interview on the topic was streamed to our Facebook group having a 27,000+ outreach.

European Human Rights Moot Court Competition This year’s edition of the European Human Rights Moot Court Competition (EHRMCC) was held in partnership with the Council of Europe who housed the Preliminary Rounds, whilst the Semi-Finals, Finals and Closing Ceremony were held at the European Court of Human Rights. The week in Strasbourg started with an Opening Reception at the Permanent Representation of Ukraine who kindly hosted it. The Closing Ceremony was marked by the honourable presence and speech of the Secretary General of the Council of Europe and ELSA’s official Patron, Mr Thorbjørn Jagland. The Closing Reception was hosted by the Permanent Representation of Denmark. Out of the 16 teams who competed in Strasbourg this year on a fictive case on Freedom of Religion, the runner-up was King’s College London and the winning team was IE Law School of Madrid. We look forward to having the Permanent Representation of Spain opening the next year’s edition in good tradition. As one of the biggest projects run by ELSA on the topic of Human Rights, we are very proud to be working directly with the Council of Europe and the European Court of Human Rights.

John H. Jackson Moot Court Competition The John H. Jackson Moot Court Competition (formerly known as the ELSA Moot Court Competition) is the largest Moot Court Competition of ELSA due to its wide professional engagement and global reach. Its influence spans all continents

and its Regional Rounds this year were held in Wroclaw (Poland) and Naples (Italy) for the European Regionals, in Bangkok ( T h a i l a n d ) c o v e r i n g A s i a - P a c i fi c , Washington DC (United States) for the American Round and Nairobi (Kenya) for the African Round. The Final Oral Round gathered the best teams to face the global challenge in Geneva, at the World Trade Organisation (WTO), our Technical Partner for the Competition. The winning team was from the Graduate Institute, Geneva. This year also marked the highest number of participants from ELSA and we were very pleased to see the influence and scope of the Competition grow even further within and outside of the borders of ELSA. This was further reinforced by the added partnership with Georgetown University and Hogan Lovells who joined the other long-standing corporate and institutional supporters of the Competition and leading firms in the area of International Trade Law.

IBA - ELSA Student Conference The IBA-ELSA Student Conference is partnered event held annually between the International Bar Association and ELSA to produce a two-day conference in November that bring students together to explore a topic of interest in depth. The speakers at the event are practitioners and academics at the centre of the discussions of the chosen topic and this year focussed on International Human Rights. This was very apt at highlighting topics that many ELSA members find of particular interest. The venue for the Conference was at Queen Mary University of London’s Centre for Commercial Legal Studies.

Partners’ Reception 2018 For this year’s holding of the Partners’ Reception, for the second year in a row we were kindly hosted by Van Bael & Bellis, as partners of the JHJMCC. This was a

gathering of all partners, sponsors and external stakeholders of ELSA encouraging the same cultural and scientific exchange between them as between our members. We presented the achievements and updates of our year in term and provided all with the opportunity to network, ask questions and receive marketing materials. There was keynote speech given by Philippe de Baere and further word of our long-standing and largest institutional partner, Council of Europe and newest partner, Brooklyn Law School.

Webinars One of the biggest achievements of the year was the progress and development of webinars, particularly on the ELSA International level. Our own contribution to the Network’s activities on the ELSA Day topic of Access to Justice Beyond Borders was through a webinar on it gathering a viewing audience of over 26,000 on Facebook. Further to that, there was another interview streamed online and in partnership with the Council of Europe on the topic of Migration Law where we presented and explored some of the emerging topics of the Legal Research Group on the same topic, published in March 2018.

Training With the rise of improvements to our internal training programme, the International Trainers’ Pool (ITP), there was added activity and events in the sphere through the re-establishment of the Refreshment Weekend for existing trainers which was headed by Înes Moreira of Eduk8 of the Erasmus Student Network. This was held alongside the International Presidents’ Meeting in Malta. It was a forum for motivating, reconnecting and

developing existing trainers further. Meanwhile the change to an annual Train the Trainers’ Week meant there was an additional set of trainers introduced to the ITP this year. This was held in Paris, organised by the ELSA Sorbonne group with the added volunteering of other members of Paris-based ELSA groups. The additions will now happen more frequently providing a dynamic and more active pool of trainers to benefit the ELSA Network and its International Board even further. A special thanks goes to Tiago Moreira Alves and Alina Shchetinina for leading an excellent programme for the new trainers.

This year’s topic for ELSA Day was “Access to Justice Beyond Borders” and was covered by supporting AA activities. The International Focus Programme carried through into its second of three years on Environmental law. The numbers give the sum of activities contributed to widely by the Network and with a focus to further enhance the international aspect of the Network. The International Board has supported the organisation of these events, got involved actively and promoted the results. From holding a webinar for ELSA Day, organising the ELSA Day prize, further engaging the Network, to working actively t o c e n t r a l i s e S t u d y Vi s i t s , u n i f y International Conferences and support the holding of IFP events and activities.

People Role of the International Board

International Team 2017/2018

The International Board of ELSA resides in the ELSA House in Brussels, in what is considered to be the beating heart of the Association. Yearly, the Board receives numerous visits to the House by National and Local groups alike who wish to find out more about the inner workings of the highest executive board of the Association. Yearly, the Board is elected at its Spring International Council Meeting for a mandate of one year. This involves a fulltime position, living and working at its headquarters in Brussels. Frequent international visits are made by the team across the Network for international meetings, area meetings, coaching visits, events and networking, as well as partner negotiations.

The Board is also supported by a large number of officers who occupy the positions of Assistants, Directors, Organising Committee members, Coaches a n d o t h e r o f fi c e r s s u p p o r t i n g t h e International Team as a whole in the operation of the whole Network’s work and all its international projects and events. They are appointed by the International Board on a cyclical basis and operate from their bases, geographically dispersed across the 44 countries, meeting only for international meetings, trainings and for the holding of events. They are some of the most skilled and experienced officers of the Network and are behind a lot of the work of the International Board.

Transition Every year the International Board switches in summer where the incoming Board, elected at the Spring ICM is trained into their position as part of what is known as transition in the Network. For the International Board this occurs over the month of July. The two teams work together to ensure the new team eases into their areas and their new roles as smoothly as possible. For the old Board this marks the end of their one-year tenure in office and enables them to pass their work onwards for further development in the coming year. As the Association has grown, transition has become very complex on all levels and remains essential for the continuing success of ELSA’s work. We further mark the occasion with our annual Transition BBQ which is an informal gathering of the Network in the ELSA House. In July 2017, we welcomed the incoming Board of 2018/2019 and after a month of joint work have passed on the baton. We hope that with our efforts, further goals and ambitions can be reached both in the ELSA House and all across the 44 countries that we were honoured to have served for a year of our lives. May even more be accomplished each year with all that we have built together.
