This guide provides all our residents with the ultimate guide to all things Carterton, whether you’re Carterton born and bred, or you have just moved here. Being in the heart of Wairarapa is a great place to be. Our central location makes us the perfect place for some of Wairarapa’s most popular events, including the balloon festival, Scarecrow’s Big Day Out, Wairarapa A&P show and Harvest Festival, to name just a few. Our central location also provides great opportunities for people to attend some of the world-class events hosted by our award-winning Events Centre. We are very fortunate here in Carterton to have the opportunity to experience the best of what rural and urban living has to offer and the contents of this guide reflect just that.

04 Introduction Our District’s History Stretching from the Tararuas in the west, to Flat Point in the east, the Carterton District offers plenty of room to unwind and enjoy the best of both urban and rural living.

In 1857, settlers chose to name the village Carterville in recognition of Charles Rooking Carter who was considered a great developer and advocate for Wairarapa. The name was changed to Carterton by the government in 1859. A statue commemorating Carter can be found in Millennium Park on the town’s High Street.
Carterton’s history is reflected through Hurunui-o-Rangi Marae, as well as the district’s many colonial buildings, such as the library building which is believed to be one of New Zealand’s oldest operating public libraries in its original building.
Things to do, see and enjoy

Traditional farming has always been part of Carterton’s economy,
and more recently includes newer agricultural ventures such as deer, dairy goats and the Mānuka honey industry. The district is also home to many artisanal businesses, retailers and eateries and has a rich arts, culture and heritage scene. Out-oftown visitors flock to Paua World, The Clareville Bakery and Parkvale Mushrooms, just to name a few. There are several successful and popular vineyards on the drier lands to the east of town in the Gladstone and Taratahi areas, providing a fantastic wine tour for both locals and visitors to the district. One of Carterton’s most popular

events is the annual Daffodil Festival, which sees over 10,000 patrons enjoy markets stalls, live entertainment, horse-drawn surrey rides, and the annual Big Wai Art Sale in the town’s CBD, as well as daffodil picking on the Booth’s ‘Middle Run’ family farm. The festival also gives people the opportunity to see and ride the Daffodil Express Steam Train. This iconic event has been going strong since the 1920s and is a must-do on the Wairarapa events calendar. The district is also home to the Scarecrow Festival held every November, with scarecrows lining the roads from Gladstone to
Longbush. Carterton is also home to the Wairarapa A&P Show at the Clareville Complex. This fantastic agricultural event showcasing some of the best our district has to offer has been running for over 142 years and is a family-friendly highlight. Every autumn, the Wairarapa International Balloon Festival brings several events and stunning hot air balloons to the district for a weeklong festival for all ages to enjoy. Other popular autumn festivals include the sell-out Harvest Festival and Gladstonebury.

A stable political climate Your council plays an important role in helping secure these outcomes.
Council Structure Your council is made up of elected members and council officers. Carterton District Council has 1 mayor and 8 councillors who are elected in the local body elections held every three years. The council is led by the Mayor, who provides leadership and direction to the council and its community, and chairs meetings. The elected members act on behalf of the community who elected them,
and the council officers carry out the services based on the elected members’ decisions made during council or committee meetings. Some activities must be approved by the full council. These include:

Council & Committee Meetings Open for the public to attend The 6-weekly meeting of Council is held on Wednesdays. Meetings are held in the Hurunui o Rangi room at the Carterton Events Centre and commence at 1pm.
Meetings
The Infrastructure and Services Committee and Policy and Strategy Committee meetings are also held 6-weekly, and the Audit and Risk Committee meetings are held four times a year. Agendas for all Council and Committee meetings are available for public inspection two days prior to the meeting, with the exception of any emergency meetings of Council where agendas are available at the meeting.
Public excluded items are not included. Copies of agendas and minutes with the exception of public excluded items are available to members of the public at the Council Office, Library or can be viewed on the council website www.cdc.govt.nz Members of the public are welcome and encouraged to attend meetings of Council and Committees. A public forum is provided for at the start of the meetings, where anyone can address elected members. Details about how to arrange to participate in the meetings are on our website.

Carterton District Library Carterton District Library is full of energy and life with events running throughout the year Carterton District Library provides library services to members of the Wairarapa Library Service (WLS), along with Featherston, Greytown and Martinborough public libraries.

Our staff delivers excellent customer service by providing a comprehensive and professional service that is consistent, equitable and user-friendly. The combined library service means a card issued at any one of the WLS libraries may be used at any of its libraries. Books can be ordered from any of these libraries for a small fee and books borrowed from one library can be returned to any of the others.

What else is happening at the library? New activities, competitions and events take place throughout the year - Minecraft club, beginner painting classes and coding clubs are just a few we have run. We also offer a comprehensive maths, reading or activity programme in each of the school holidays. These are aimed at school aged children and are designed to keep them engaged with learning, especially during the long summer break. The children love the incentives they get from these programmes, and our library staff love hearing about the books they have read! We work with local schools, which means places in these programmes are taken up quickly, so make sure you register as soon as you see them advertised in your school newsletters, or contact the library to be added to our email list.

Carterton Daffodil Festival An abundance of activities
Daffodil Festival
Located in the heart of Wairarapa, Carterton’s popular Festival offers an abundance of activities ranging from the famous Daffodil picking at Middle Run, Street Markets, Horse Drawn Surrey, the Big Wai Art Sale in the Events Centre and loads more.
What is now for many a timehonoured tradition, the festival includes the picking of daffodils at Middle Run, a historic property at Gladstone. There are FREE buses throughout the day to shuttle people to and from Middle Run as parking is strictly prohibited.

Fensham Reserve
Open Spaces
Fensham Reserve is part of a total of 50 hectares gifted to the Royal Forest and Bird Protection Society. With a well established forest canopy and a walking track it makes for an ideal family outing. The reserve is located on the junction of Cobden Road and Haringa Road.
Carter Scenic Reserve Carter Scenic Reserve nestled alongside the RuamÄ hanga River 12km southeast of Carterton in the Gladstone District. The reserve is a rare mix of grassland, wetland, shrubland and lowland forest which was once typical of Wairarapa.

The Kourarau Dam
Mount Holdsworth is the main entrance to the eastern side of the Tararua Forest Park. Set against the backdrop of some of the highest peaks in the Tararua Ranges, Holdsworth offers short walks and longer tramps through forest and alpine environments.
The Kourarau Dam is a water supply lake that has been a popular fishing location for many years. A great location for a family outing, the dam holds impressive sized rainbow trout and perch.

Waiohine Gorge
At the end of Dalefield Road it leads into the valley of Kaipaitangata Stream, which flows from the Tararua Forest Park. Featuring a 3.7km 4x4 vehicle track which leads to the Mount Dick lookout. At about 400m above the Wairarapa Valley floor this provides fabulous elevated views.
Popular camping and recreation area; it’s also the southeastern entrance to the Tararua Forest Park. A long swing bridge spans the gorge, inviting you to venture into the forest. Several excellent walking adventures begin here, including the track to Cone Hut.

Flatpoint Beach’s idyllic location on the Wairarapa coast is accessed from the north or south by road from the Gladstone area of Wairarapa through Te Wharau. Flatpoint features some great accommodation options and coastal activities include fishing, diving & golf.

The Charles Rooking Carter Community Awards were created by the Carterton District Council in 1994 to publicly acknowledge and celebrate the outstanding volunteer work, business innovation and achievements of members in the community. The awards are named after Charles Rooking Carter, who was instrumental in developing many public services in Carterton including the library, an astronomical observatory, cemetery, post office, courthouse and police station. To date, over 130 Charles Rooking Carter Community Awards have been given to people who generously provide time, passion and commitment to making Carterton a caring and
thriving place. Nomination forms are easy to complete and can be collected from the Carterton Events Centre, Holloway Street, Carterton, or download from the council website www.cdc.govt.nz
Citizenship ceremonies Citizenship ceremonies are held by Carterton District Council on behalf of the Department of Internal Affairs to welcome new citizens to New Zealand. The ceremonies are usually held at the Carterton Events Centre and officiated by the Mayor after new citizens are welcomed onto the grounds with a powhiri led by representatives from Hurunuio-Rangi Marae and council staff. Candidates’ families and friends are also invited.

Positive Ageing Strategy The Wairarapa Positive Ageing Strategy was developed by the three Wairarapa councils to prepare for the region’s rapidly ageing community. The aim of the Strategy is to improve and integrate council services for older people to help them lead valued, connected and fulfilling lives.
The strategy features six strategic goals, which were identified through extensive local research and consultation. These goals, which will be areas of council focus over the medium to long-term are: community support and health services, communication and engagement, transport, cultural diversity, housing, and places, spaces and activities. Putting the ‘Art’ Heart of Arts
artists in the Wairarapa region. It does this through exhibitions, children’s programmes and holiday workshops, outdoor artworks, monthly gettogethers and an annual Big Wai Art Sale which is held on Daffodil weekend in the Carterton Events Centre.
Heart of Arts [HOA] is a community art space/gallery in the middle of Carterton and is available to everyone. Locals contribute to art in the form of paintings, sculpture, repurposed items, prints and jewellery.

Our district’s Māori history
Iwi
Carterton District is the traditional homeland of many Māori entities that established themselves within the area before European exploration. Some of those entitities continue to have a presence within the Carterton District today, including Hurunui-o-Rangi Marae, hapū units including Ngai Taneroa, Ngai Tahu and Ngati Kahukuraawhitia; mandated iwi like Rangitāne o Wairarapa and Ngāti Kahungunu ki Wairarapa. The exciting Post Treaty Settlement era will bring many new developments which will allow Māori to develop within the Carterton District, with initiatives which will benefit the wider community as well.

The traditional, pre-European Hurunui-o-Rangi Marae was often used for the famous komitinui as a place between the power bases in the north and south.
The MOU formalised the working relationship between our council and iwi and represented the valued and growing relationship between us.

Many Māori places names in our district are references to traditional
events. You can see these depicted in our Events Centre hallway, describing many of the heritage, environmental and cultural aspects of Carterton. In 2019, the council also voted in favour of implementing bi-lingual signage around the district to acknowledge the special place Te Reo Māori holds in both our nation and the Carterton community. The council will be working with Hurunui-o-Rangi Marae over time to recognise the cultural names within our district so that work on the new signage can progress.

Preserving Our Past Revisiting our history through our museums Carterton Historical Society The Carterton Historical Society is a treasure trove of information about Carterton early society.
Museums
Situated on Broadway (opposite the RSA), the building houses old school rolls, photos and knowledge of old Carterton landmark buildings and businesses in the town. The Society is undertaking research all the time about the district’s early beginnings and families who made their homes here. There is also information about districts that once flourished (for example Parkvale) and schools that are now closed. Without the work of the Society, this information would have been lost.
Carterton Railway Museum Built from native timbers in the Vogel Style, the Carterton railway station was threatened with demolition by New Zealand Rail Ltd in 1990. A group of concerned people formed a steering committee to save the station which had been completed and opened in 1880. Over time the station developed into a museum of railway memorabilia, housing an archive of railway history which also covers aspects of some railway staff.
The station has recently undergone earthquake strengthening & been repainted. It still retains its original features. Carterton railway station and marshalling yard was the first in New Zealand to be recognised as an official “Historic Railway Precinct” as a result of an act passed in Parliament to protect heritage railway assets from permanent loss to the nation. Today hundreds of passengers use the Carterton railway station on a daily basis, many purchasing their tickets from the reopened ticket office. Car parking has been increased to cope with higher numbers of rail passengers using our station.

This includes our homeschooling organisation, Te Kura (correspondence school) and the Wairarapa Forest School. The Wairarapa Forest School meets monthly in the winter and more often in the summer. Ka Pai Carterton was formed to help the community develop its own plan, and then provide access to the right advice, resources and funding to bring these community-led projects to life. A result of the partnership between the Department of Internal Affairs and Resilient Carterton, Ka Pai Carterton is the district’s own Community-Led Development Programme. The CLD programme works in partnership with the DIA and has been successful in 18 other districts across the country, giving communities access to the skills, knowledge and resources to implement a range of projects those communities value. Ka Pai Carterton’s role is not leadership but guidance, working with the community to formulate a district-wide development plan, assisting with applications, and securing the funding to make it all happen. Approachability is one of Ka Pai Carterton’s most important values, and locals are encouraged to use the programme’s website, Facebook and Instagram pages to keep up with developments and speak directly with staff (see the list of links at the end of this article).
Events are also a key driver of action, and Carterton residents have so far been treated to unique events like family-friendly Creative Forest consultation at the Carterton Events Centre. By making events like these fun, public and transparent, Ka Pai Carterton continues to get the community to take charge and have their say. Sustainability is a core principle of community-led development, ensuring that funding and resources go towards projects with real, ongoing benefits for the community. The value of this approach is that by engaging directly with the community at large, and seeking feedback in innovative ways, Ka Pai Carterton has been able to find themes and understand the community’s values. Several themes emerged during the initial community consultation, but two stood out more than most for the community support they gathered during this time: a need for collective, collaborative spaces, and more activities for the district’s youth. It’s this community support and ownership that will drive the projects implemented under Ka Pai Carterton’s Community-Led Development Plan. This includes our homeschooling organisation, Te Kura (correspondence school) and the Wairarapa Forest School. The Wairarapa Forest School meets monthly in the winter and more often in the summer. The 19 20 21 22 23 24 25 new recycling service was aimed at 26 27 28 29 30 31 being cleaner, greener and smarter. And how to conserve it
Where does our water come from?
Water
Water supply for the Carterton district comes from the Kaipatangata Stream and two underground bores. These sources are dependent on rainfall.
The average person uses: Toilet 86 litres per day
Carterton’s main water supply at the Kaipatangata has relatively little storage capacity so daily collection and treatment of the stream water is closely linked to the volume of water being consumed. In 1990 the Council undertook the construction of its additional bore system. The main purpose of this system is to ensure it can be brought on stream during times when the quality and quantity of the Kaipatangata supply is not adequate.
What increases our water consumption so drastically over the summer months? During the summer Carterton’s water consumption almost doubles that consumed over the winter period. This can be attributed to high levels of garden watering, and other usage such as swimming pool filling and topping up.

In 2014, Carterton District Council started irrigating treated waste water to land during the summer months using a newly installed pivot irrigator. In 2018, the council was granted a 35-year resource consent for Carterton waste water treatment and disposal activities.

Since then, major works have been underway to upgrade our Daleton Farm Waste Water Treatment plant. This is part of the council’s move into its new phase of longterm planning to improve the treatment of urban waste water in a sustainable way. The vision of the project is to improve fresh water quality by removing treated effluent from our streams. Our council believes this is the right thing to do, both culturally and environmentally. The start of 2019 saw excavations in full force with construction of the new storage reservoirs underway and commenced with ground water drainage. The council has also been keeping track of progress via use of drone footage which can be found on our website at www.cdc.govt.nz/ wastewater-treatment-plantupgrade-project/

A district plan contains guidance and rules about how you can use and develop your land. In Carterton, the Wairarapa Combined District Plan applies. Wairarapa Combined District Plan The three Wairarapa District Councils (Masterton, Carterton and South Wairarapa) have prepared a Combined District Plan, under the Resource Management Act. It is the first Combined District Plan in New Zealand and the first 2nd generation plan to become fully operative.

Some activities require a resource consent before they can be carried out.

The two volumes of the Plan can be purchased for $125 (incl GST). A disk of both volumes can be purchased for $30 (incl GST). The Combined District Plan can also be found on the council website. HEARTY MEALS
The activities requiring consent are determined by the Resource Management Act and the District Plan. The Council’s planning team can provide advice on this, and the resource consent process. Resource consents are different to building consents required under the Building Act. Some activities will involve the need for both a resource consent and a building consent. See the “Building” section in this guide for an explanation of building consents.
