BOARD REPORT 2017 has been a year where Little Athletics WA (LAWA) has re-built the foundations of its governing function to provide greater support, structure and pathway development for its members and volunteers alike. Concurrently, LAWA also undertook to review its events and competition delivery as part of a commitment to continual improvement and growth for the sport. The year commenced with the final transition to the revised Board structure comprising five elected and three appointed Directors. The Board structure allows the sport to be governed by Directors with a variety of skills and different professional background to support the strategic development of Little Athletics to meet both current and future challenges. The operational functions previously undertaken by the Board have been transitioned to management, thus providing greater support and accountability to the members. The resourcing and recruitment of dynamic and innovative staff has resulted in an increased ability to support, guide, assist and communicate with the members, volunteers, and all other stakeholders. The LAWA 2016-19 Strategic Plan was implemented 12 months ago and is the core document outlining what LAWA is doing, and where we are focusing our energy and resources to achieve the future direction of the sport. It is an ambitious plan, and the past year has been a positive and productive one, where LAWA has clearly established itself as a leader in junior sport, and within the wider sporting community. LAWA’s increased communication and engagement in the sporting community, together with our dynamic and proactive approach to increase our profile, was acknowledged when the Hon Mia Davies, then Minister for Water, Sport and Recreation and Forestry, accepted an invitation to become the Patron for LAWA. As a former little athlete, Minister Davies understood the
value and importance of Little Athletics as a foundation sport for children, and the significance the sport has for personal growth, development and health benefits for the athletes and their families. We want to thank the Hon Mia Davies, MLA for her support and advocacy of Little Athletics over the past year. The LAWA internal business sustainability model has seen progressive development in governance compliance over the past year. Centre’s have also benefited from an increased level of support and guidance assisting in the reduction of workload burdens on Centre volunteers and increasing efficiencies. A ‘Whole of Sport’ approach to athletics in Western Australia has proactively commenced. Where good intentions have been discussed for many years, actions are now occurring through a joint commitment and genuine interest to progress the sport. The concept is not new, however for the first-time, formal initiatives will now be documented within the ‘Whole of Sport’ Strategic Plan. The plan will outline projects to achieve greater efficiencies such as the use of shared resources and better utilisation of funding. Creating clear and supported developmental pathways for athletes, coaches and volunteers will also contribute to the sports success, strength and sustainability into the future. Events and Competition reviews have been conducted over the past year to provide the best possible experience for athletes, their families, and volunteers. With the advent of new staff and key supporting personnel changes, lessons learnt will be used to implement further improvements and contribute to the desire to achieve a continuous improvement culture. A key benefit to achieving a supported governance structure, increasing our profile, and being proactive through wider community engagement is that LAWA has developed partnerships, with several key organisations including Volunteering WA, Inclusion WA, Office of Multicultural Interests, Perth Children’s Hospital Foundation, Communicare, Edmund Rice Foundation, Department of Sport and Recreation, and many more.

BOARD REPORT LAWA is also building strong relationships with other sports to work in partnership to increase health and lifestyle choices to the community. LAWA wishes to acknowledge the work and dedication of Gymnastics WA, with whom LAWA is working closely with to co-ordinate the ‘Little Urban Jungle’; a community event held in the July school holidays at Perth Town Hall, for young children to come and try athletics and gymnastics for free. LAWA acknowledges and thanks McDonalds who have supported Little Athletics for the past five years as a major State sponsor. Their ongoing support and contribution to the sport throughout the sponsorship term has been very much appreciated and provided much needed assistance to the delivery of our sport. In January 2017, LAWA was pleased to announce a three-year commercial partnership with leading apparel brand ISC Teamwear as our Official Apparel Partner. The new agreement will see ISC produce apparel for Little Athletics events and State representatives in fresh, dynamic designs and quality apparel. Centres are also able to receive rebates and access online custom kit systems through ISC Teamwear. In a significant step for LAWA, we are pleased to announce and confirm Healthway has recently signed on as a major commercial partner for Little Athletics WA for the next two years. The healthy lifestyle message of both organisations is mutually exclusive and we are excited to support the ‘Go for 2 & 5’ message through our program delivery locally, regionally and within schools. LAWA will be working with Healthway to develop projects with mutual benefits to the sport, and within Centres. On the National front, LAA announced that the age group registration dates will be standardised at the commencement of 2018/19 season and aligned to age grouping and equipment specifications. The change will mean that at the commencement of 2018/19 season, registration will be structured on a calendar
year grouping, rather than the current structure, which is aligned to the summer competition season commencing in October. The States will continue to work with LAA to addressed the challenges that will occur due to the change. Nationally, LAA registration numbers have remained relatively consistent over several years, however with an increasing population and a broader range of sports available, the Little Athletics share of the sports market is increasingly declining. Essentially, the product being offered today has not changed significantly in 50 years. For the sport to remain relevant, viable, and sustainable going into the future, the Little Athletics product offering must be reviewed to meet changing society needs and demands. GEMBA, a qualified external agency offering specialised service insights, strategies and communication to the global sport and entertainment industry, has been engaged to assist Little Athletics to review its product and provide advice on implementation strategies across the States. Jetstar has been the national naming rights sponsor for the past three years and a proactive supporter of Little Athletics during this period. Recently, Jetstar announced they would not be continuing as the naming rights sponsor, however will remain a strong supporter and major partner of Little Athletics. ASICS has been a major partner for LAA, supplying quality shoes and sports clothing for the Australian Little Athletics Championships for the past few years. ASICS has declined to renew as a major partner as the company are directing their resources and strategic focus to TOKYO 2020. To the Little Athletics WA community, athletes, coaches, officials, administrators and volunteers, thank you for all that you have contributed to ensure the collective success and ongoing support for the sport.

BOARD REPORT It has been a pleasure to Chair a Board with a diverse mix of skills and expertise, including business and financial knowledge, but also have a great passion and understanding of athletics. I would like to sincerely thank the Board Directors, who have committed many hours to achieve organisational aims and to professionally develop their strategic outlook. I wish to acknowledge each of the Directors, David, Bruce, Megan, Fiona, Lee, Ryan and Alison for their personal contribution and support throughout the year. On a personal note, I would like to acknowledge and thank David Stanton for his contribution and commitment to the sport during his term to progress the sport future directions. David has not sought re-election however his contribution to ensure change and the future direction of the sport cannot be underestimated.

As I complete my first full year with LAWA, I would like to take the opportunity to acknowledge the support of the Board and Staff who continue to go above and beyond to make sure that we are continuing to raise the bar and better serve our members.
I also want to acknowledge and commend the CEO, Vince Del Prete and his staff for their contribution, leadership, and innovation throughout the year. All staff have put in significant hours and personal investment over and above their job description, to deliver the sport for our young athletes. I have watched each of them progress through significant learning curves, and develop their positions over the past 12 months. All have achieved outstanding results over the past year and are to be congratulated.
I would also like to thank all the Centres and Committees for the countless hours you give to the sport, which is very much appreciated.
We are all indebted to the large numbers of volunteers, coaches, officials, club, and centre executives who have put in numerous hours to support LAWA. We gratefully acknowledge and thank you all, as without you, we do not have a sport. Do not underestimate your value, and I urge you to continue to bring others along with you. All too often we tend to rely on the few; encourage succession planning, and spread the load. The more we do this, the more we can continue to grow as a successful and sustainable sport.
On a personal note, I would like to thank Chairman Teresa Blackman for her guidance and confidence in me to deliver on the needs of the sport.
Finally, whilst the past year has seen the organisational development build the foundation for the path ahead, the next year will be a year of consolidation, review, and continuous improvement to grow the sport. As we

BOARD AND STAFF Chairman Teresa Blackman Teresa Blackman was elected Chairman Little Athletics WA in Dec 2014. She was previously involved in coaching and administrative roles at Melville Little Athletics Centre. Teresa is an active member of the athletics community and currently a member of the Little Athletics Board, a Director with Athletics WA, and member of the Community Athletics Council WA. In her spare time, Teresa enjoys spending time with family and friends, travelling and following the Kangaroos (Nth Melbourne) football team. Director Megan Bye Megan brings over 20 years of marketing and communications experience to Little Athletics WA as an Independent Board Director. She has held a number of marketing manager roles in different industries and countries spanning both the government and the private sector. She has two young boys and is passionate about introducing children to the wonder the sport.
Director Lee Hutton Lee Hutton came to the Board as a casual director in 2016 and is the only Director from a regional area. "I have thoroughly enjoyed my time and hope to continue in the role to help develop the strategic plan and expand the Little Athletics brand. As a first time Board member, it gives a wonderful insight into the workings and efforts of the members that are all involved in different aspects of the sport." Director Bruce Wilkins Over 11 years Bruce Wilkins has been a Club President, Club coach, Centre Arena Manager, Centre Chairman, Centre Publicity Officer and now a Little Athletics WA Director. After 16 months in the role, I still consider every day a challenge; a challenge to make sure that the decisions that we make are always focused on the Strategic Plan for the benefit of young athletes in Western Australia. Director Ryan Hawkins Ryan has been an Independent Director of Little Athletics WA since November 2016. Ryan is currently employed as Senior Legal Counsel for the BGC group of companies where he provides advice on a range of contractual, health and safety, employment and dispute related issues. Ryan is a graduate of the Australian Institute of Company Directors’ Company Directors course which he completed earlier this year. Outside of work, Ryan is kept busy by his 18 month old son and enjoys spending time with his family and keeping fit. Ryan is a volunteer lifesaver with the North Cottesloe Surf Lifesaving Club. Director David Stanton It has been a privilege to have been part of the Board of LAWA for the last two years. I am proud of the contribution I have made in seeing the Association transition to a modern board format that is focussed on the strategic direction of the sport. In particular, ensuring that the finances of LAWA were sustainable and the new staffing structure was affordable. The benefits of the new structure both within the Board and the staff are being seen already and will continue to develop over the next few years. I have enjoyed my 14-year association with Little Athletics very much and wish everyone within the sport the very best.

BOARD AND STAFF Director Alison Moore Alison joined the Board in 2016 as an independent Director. She has experience working with the WAFC as the Female Talent Manager, organising Talent Pathways and elite coaching for female athletes. She was Australian Cross Country Coach for 12 years, State Cross Country Manager for 21 years, State Track + Field Coach/Manager for 4 years and initiated Kelmscott SHS Specialised Athletics course. Alison also spent over 30 years as an AFL boundary and field umpire. As an ex PE teacher she enjoys all sports especially: AFL, athletics, volleyball, swimming, cycling, netball and tennis. Director Fiona Bow Fiona has been involved in athletics both here and in the UK for 30 years, as an athlete, coach, volunteer, official and from 2016 a Board Member of LAWA. Fiona is an accredited Level 2 Coach and has been coaching summer and winter training at Inglewood Little Athletics Club (ILAC) over the past three years. While in the UK she was involved strategically with expansion and development of the Club membership base, team participation, innovative event programs and fun based skill learning. She was involved in the merger of two diverse and culturally different athletics clubs, to bring together a regional club that could train, compete and oversee the running of the club more effectively. Fiona gained a BA (Honours) in Business, Sport and Recreation and is a qualified accountant, working within the professional, corporate, sporting and not for profit (NFP) industry. She currently work as Finance Manager for Nature Play WA an NFP organisation.
Staff CEO Vince Del Prete From 2008, Vince has had a successful career as Team Leader for People Development with the Department of Sport and Recreation. He is acutely aware of the demands placed upon volunteers in sport having fulfilled numerous positions in sporting organisations including coach, team manager, club president and Board Director. Vince’s vast experience in sports management combined with leadership and business development skills, prove invaluable to Little Athletics as LAWA develop and grow the sport into the future, whilst ensuring the sustainability of athletics in WA.

CENTRE ENGAGEMENT The service delivery to our 35 Centres (36 as of 2017/18 season) has been in several ways, ranging from face to face Centre Executive Committee meetings, to email and telephone communications. Dependant on the needs required some Centres have received ongoing support throughout the 10 months where as some Centres have only required support from a distance. Centres have benefited from direct LAWA contact (32 times since July 2016.): 16 - Visits to Exec / Centre meeting; 7 - Formal meeting or request for support; and 9 - Centre visit / informal meeting/ support.
Over the past 12 months LAWA has made a concerted effort to support and visit its Member Centres around the state of Western Australia. A program of planned visits to Executive Centre Committee meeting’s, Centre Competitions and informal meetings with Centre Chair and Committee Members was undertaken to support the unique needs of each Centre. Information was sent to all Centres throughout the season to offer the opportunity for LAWA to visit the Centres, with the understanding that due to geographical locations, there were limitations on the time / date when some visits occurred. With the introduction of Zoom digital online conferencing it has meant that all Centres regardless of location have had the opportunity to attend the AGM and Associations meetings, without having to physically attend. In addition to this, several online only workshops and meetings have been held to support our volunteers who continue to give their own time to Little Athletics. With this tool, we have been able to meet and communicate with several of our Member Centres that we otherwise would not have been able to have such valuable communications with.
Several Centres have requested specific actions that LAWA is addressing as a whole rather than Centre by Centre request. Actions and outcomes are highlighted below. Constitution support (16 actions) Centres supplied with template constitution, support pack with how to guides, information on the rules and the changes required and how to register with Associations Online and lodge the completed constitution. Some Centres have had more individualised support than others.
Sponsorship Support (6 actions) Sponsorship support and documentation to approach potential funders – LAWA is currently developing a sponsorship document with Shunt marketing consultants outlining LAWA profile containing information on numbers, demographics and key sponsorship and engagement areas.
Coach volunteer training and development (14 actions) LAWA is developing a volunteer and coach development program to support with sustained training and delivery for Little Athletics in WA.
Fees Information (2 actions) Communication and transparency with fee’s – LAWA has developed a single page breakdown of fees for LAWA and LA nationally. This has been communicated at all Centre meetings.

PROGRAMS Skills Clinics held during September - November Throughout the season, LAWA coordinates clinics in specific event groups across the metropolitan area. Athletes are able to learn from leading coaches and elite athletes in discipline such as Sprints/Hurdles, Jumps, Throws, Walks and Cross Country. Five clinics were held with 300 athletes benefiting from the program. Development Squad Athletes in the Under 12 age group from the previous State Track & Field Championships are invited to join the Development Squad. Monthly training session are scheduled during the summer season when athletes work with some of the State’s leading coaches. 110 athletes have benefited from the program. Education and Training Clinic Athletes in the Under 9 to 11 age group select three favourite events for an opportunity to learn from qualified coaches in their preferred areas over a day. Held September 2016 as a warm up to the commencement of the summer season. 28 girls and 30 boys in the under 10 to 12 age groups, took part. Sprints & Hurdles Clinic with Lyn Foreman 83 athletes participated, 9 coaches also attended to develop their coaching skills in this area. Throws Skills Clinic: 20 under 10’s to 17’s took part Holiday Fun for under 8’s and 9’s was held in conjunction with the throws clinic. 20 athletes took part. Jumps Skills Clinic: 42 athletes in the under 10’s to 16’s participated and were upskilled.

LAPS Little Athletics Program for Schools (LAPS) LAWA delivers an educational program that provides a high-quality experience to every participant. The children Involved develop running, jumping and throwing skills by participating in highly active sessions with a Nationally Accredited Coach.

School Ambassador This program rewards, supports and empowers WA’s teachers to provide a greater standard of athletics coaching and raise the awareness of Little Athletics at schools. Development days are held where expert Olympic and International coaches share their knowledge of track and field. This program is to gain a renewed focus to ensure in-roads into WA primary schools.

VIRTUE CHARACTER HONESTY INTEGRITY Athletics is an individual pursuit in which our young athletes compete as a team. Teamwork builds character, leadership skills, camaraderie and a drive to be the best you can be. It’s an ethos we live by and promote to every member of our 9,018 strong extended athletics family.

COMPETITION Bravehearts Challenge (November 13, 2016) A fun event to introduce Under 6 to Under 10 boys and girls to the WA Athletics Stadium. Athletes participated in four events each and were encouraged to wear purple in support of Bravehearts message of child safety.
Country athletes may qualify via their Zones or through their personal best results.
185 boys and 241 girls from the 19 Metro Centres, plus athletes from Collie and Narrogin participated in the event.

State Relay Championship (December 11, 2016) Under 8 to Under 17 boys and girls 19 Metro Centres and Bunbury LAC entered teams: • 248 girls track teams; • 243 boys track teams; • 90 boys field teams; and • 85 girls field teams. Winners:
Combined Event Championships (February 4-5, 2017) Athletes from Under 11 to Under 17 compete in a number of event disciplines (5 or 7 events depending upon ages) over 1 or 2 days. Points are awarded for performance and combined in an overall total.
State Championships Heats and Quarter Finals (Zones) (March 4-5, 2017) Under 7 and Under 8 athletes compete at Zones as their final championship event. 408 Gold, Silver and Bronze medals were awarded over 4 Zones. Zones is the qualifying event for State Championships for Under 9 to Under 15 athletes. 1981 athletes competed in Zone Championships - 22% of total registrations. Centres compete in one of four allocated Zones from which athletes may qualify for State Championships.

THE AUSTRALIAN LITTLE ATHLETICS CHAMPIONSHIPS (ALAC) (April 22 to 23, 2017) Held annually in April where the best under 13's athletes, along with under 15's Combined Event athletes compete against the other States. This year ALAC's was held at Olympic Park in Sydney on 22 and 23 April, 2017. The WA team was comprised of 13 boys and 13 girls from the under 13's age group, who were the top achievers at the LAWA State Championships and throughout the season. The Combined Events team included the top 3 under 15's boys and girls who achieved the best results at the LAWA Combined Events Championships. Team Management A big thankyou to the Team Management consisting of Phill Langley, Bec Miller, Toni Petts and Russell Mathanda for their hard work in ensuring a successful experience for the participants.

INTERNATIONAL MALAYSIA (July 2017) In July 2017 a team of 48 LAWA athletes in the under 14 and 15 age groups, travelled to Kuantan in Malaysia to compete alongside Malaysia and Singapore in the International Little Athletics Championships. Athletes who medal at State Championships in addition to the best performing athletes at Country Championships were invited to take part. Competition was held at Sekolah Sukan Malaysia Pahang Stadium outside Gambang, where our athlete’s performances were outstanding in the hot, humid conditions. The competition culminated in a closing ceremony hosted by His Royal Highness Tengku Arif Temenggong Pahang and featuring traditional Malaysian food and a cultural dance performance. Doug Hancy Award Under 15's athletes are nominated by their Centres, with 1 boy and 1 girl selected. They are not necessarily a champion but an athlete who shows sportsmanship and courage, someone who maintains an effort to do better and sees athletics as a challenge. An athlete who is honest and friendly and shows a willingness to help at Club training and at competition with the younger athletes. Nominees

VOLUNTEERS Volunteer Awards Each year in the lead up to State Championships, Centre volunteers are recognised for their contribution to our sport. Athletics requires a lot of assistance to run and couldn’t operate without our fantastic volunteers. • 119 Centre volunteers were recognised with a 3 year volunteer certificate; • 73 Centre volunteers were recognised with a 6 year volunteer certificate; • 20 Centre volunteers were recognised with a 10 year volunteer award; • 1 amazing volunteer, Bev McCagh from Bayswater LAC was presented with a 20 year volunteer award; • 9 Centre Coaches were recognised • 9 Centre Administrators were recognised; and • 12 Centre Officials were recognised.

In addition, LAWA were very please to receive a grant of $1,000 to hold a function to recognise Key Officials who give up their free time to officiate at State Events. Key Officials were invited to a social bowls evening at Cambridge Bowling Club on 10 May. Invitees were recognised with a certificate, followed by a game of social bowls and light supper.

VOLUNTEERS LAA Roll of Excellence LAWA were extremely proud to have long-time Volunteer, Kaye Runge inducted into the Little Athletics Australia Roll of Excellence October 2016. Kaye has been involved in Little Athletics for over 30 years in numerous roles, including as a Centre Registrar, Centre Record and Ranking Officer, Chief Judge, group leader for LAWA international tours, and former WA Board member.
