When I was growing up, it seemed so impossible to save money. If I wanted something special, like a new pair of boots or a sound system, I would look at my parents with soulful eyes and ask them to buy these things for me. Sadly, the doe-eyed trick did not work. If I wanted expensive boots or even a trip down south with my friends, I had to save my allowance, or money from a part-time job, and pay for it myself. I wasní t a great saver so I didní t often get those boots, never mind that trip. Fast forward to now, and as an adult, Ií ve adjusted my habits and saving has become a routine. Buying a new home is not the same as getting a new pair of boots, thatí s for sure, but the process of saving to purchase them is. It takes discipline. And it takes sacrifice. According to the website moneyunder30. com, a 2017 survey by the U.S. Bureau of Labour Statistics reveals that in 2015, Americans spent more than $3,000 a year on dining out. Thatí s $30,000 in 10 years ó just from eating out. Ití s not necessary to give up going to restaurants altogether, but if you take a step back, you may be able to see where you can save, instead of spend. Ití s never too late to start putting money away to buy a house. Remember, keep your eye on the prize. Before you know it, you will have the down payment you need for your next new home.

RBC LOWERS FIVE-YEAR FIXED RATE MORTGAGE by TRISHA SALES
The big news last week in mortgage rates is RBCí s decision to cut its five-year fixed mortgage rate from 3.89 per cent to 3.74 per cent. The bank hasní t lowered its posted five-year fixed rate since October 2017, and thereí s an expectation that other banks will soon follow ó great news for those out shopping for a home and a mortgage. ì RBC is the largest mortgage lender in Canada, so whenever they move their mortgage rates, we can expect that the other four banks will follow suit,î says James Laird, co-founder of Ratehub Inc. and president of CanWise Financial. ì We anticipate that the other big banks will soon have a publicly posted rate of 3.74 per cent as well. We have expected this move from lenders since bond yields dropped in December, after the Bank of Canadaí s announcement stating that future rate hikes would be slower and less frequent,î he says. Laird continues: ì Canadians who need a mortgage this year should check back frequently with rate sites and mortgage providers. As the spring homebuying market approaches, many lenders will offer deep discounts and promotions in order to attract new customers. ì Anyone looking for a variable rate should act quickly, because the current stable interest rate environment is causing lenders to reduce the discounts being offered on variable rate mortgages.î 22 NextHome+CondoGuide | Feb. 9–23, 2019

With a provincial population recently topping five million, and still growing, new schools are popping up everywhere, and older institutions are being upgraded with cutting-edge technologies to keep up with the fast-paced and competitive educational scene. region is Surrey, enrolling nearly 71,000 students and employing more than 4,000 teachers and administrators, followed by Vancouver School District, which is among the most ethnically diverse public school systems in Canada, with an annual enrollment of approximately 50,000 students in Kindergarten to Grade 12. Though programs vary by district, each district includes elementary options for French Immersion, special needs support, English as a second language (ESL), and Vancouver specifically also offers public Montessori, arts-centric and even Mandarin options at selected locations. Applications for all programs of choice ñ including French Immersion, Montessori, Mandarin Bilingual, Aboriginal Focus School, and Fine Arts ñ began online in January. You will need a Personal Education Number (PEN) to apply. Students born outside of Canada must first register at the District Reception and Placement Centre before applying at any school. More specific information is available on the DRPC page (left-hand column) of the Vancouver Board of Education website (vsb.bc.ca). SECONDARY PUBLIC SCHOOLS These students across Metro Vancouver have many excellent specialty options, from competitive minischool and International Baccalaureate programs, to ESL, arts, technology, hockey and other competitive sports, outdoors, trades and more. For students who need more supportive or flexible learning environments, each district offers a variety of alternative schools with programs crafted for each individual studentí s learning needs. To learn more about what is offered where and how to apply to any
Metro Vancouver also has a thriving, world-class independent school community made up of religious schools, university prep schools, and others that specialize in Waldorf, arts, special needs such as dyslexia, or outdoors education. Enrollment at these schools is growing at about three per cent a year, with much of the influx coming from international students. These schools regularly appear at the top of the Fraser Instituteí s school rankings for the province, led by Kerrisdaleí s Crofton House (girlsí prep), Vancouver College (boysí Catholic) and St. Georgeí s (boysí prep), Surreyí s Southridge School (co-ed prep) and Shaughnessyí s York House (girlsí prep), and Little Flower Academy (girlsí Catholic). Tuition typically costs between $18,000 and $24,000 annually, up to about $50,000 for a boarding student. Students across the country have an opportunity to help families become homeowners by defining what home means to them in a story-writing contest in support of Habitat for Humanity called The Meaning of Home. The contest asks students in Grades 4, 5 and 6 to submit an essay or poem on what home means to them. The winner gets a $25,000 grant that goes to a Habitat build of their choice. Habitat for Humanity Canada is a non-profit organization that brings communities together to help families build strength, stability and independence through affordable homeownership. In the last 12 years, more than 50,000 students have shared what ì homeî h as meant to them, and thanks to their inspiring words, and the generous support of founding sponsor Genworth Canada, more than 3,300 families have benefited. Recently, Vancouver was named the second most expensive housing market in the world, second only to Hong Kong, according to the 15th Annual Demographia International Housing Affordability Study. This doesnít come as a huge surprise to Vancouverites who have long watched the housing situation worsen. If you listen to the news, you know that much of the blame has been placed on foreign ownership. According to Statistics Canada, non-residents own 4.8 per cent of residential property in metropolitan Vancouver, accounting for 5.1 per cent of total residential value. 56

For years, buyers have mainly been coming from mainland China, but that is changing, says Robert Cheung, an independent mortgage broker who works with foreign buyers. Contrary to popular belief, by and large, Chinese buyers have been avoiding Vancouver as of late. ì Because of the new rules, foreign [buyer] taxes, and the Central Bankí s rigorous mortgage qualifications, they are staying away,î says Cheung. ì We also see foreign buyers coming from the United States, Southeast Asia and Europe.î The federal mortgage regulation policies, announced in January 2018, are making it harder

for people to get into the home market ñ esp ecially the young and middle class who find it difficult to afford a home due to the mortgage stress test. ì The stress test means people have to qualify at a two per cent higher interest rate than the bank is offering,î sa ys Cheung. ì This really hasní t been much of a problem for most foreign buyers because it is relatively easy for them to come up with a 35 per cent down payment.î Over the last few years, however, British Columbia has also introduced measures aimed at slowing down the number of non-residents looking to invest in Vancouver real estate. The foreign buyersí 15 per cent tax rate was initiated in Greater Vancouver in 2016; in 2018, it was increased to 20 per cent,
and expanded to apply to the Nanaimo, Victoria, Fraser Valley and Kelowna regions. Vancouverí s further attempt to address the cityí s housing crisis in 2016 was the introduction of a one per cent empty-homes tax on the assessed value of a home for homeowners who leave their residential properties vacant for more than 180 days a year. ì The goal of this tax is to have people either live in their homes or open them up to the rental market,î says Esther Lee, director of financial services in the City of Vancouver. ì This does not affect principal residences, or if you rent out your home for at least six months.î To further discourage foreign possession, the foreign tax also applies to ì satellite families.î ì Satellites families are
Canadian residents, however, if the major income earner in the family is working overseas, say in China, and not reporting or paying Canadian taxes, they will also be subject to the 20 per cent speculation tax,î says Raymond Lu, CA/partner, Manning Elliott. Perhaps one of the most contentious issues facing foreign buyers, adds Lu, is the speculation tax the NDP government announced in February 2018. This is a two per cent property tax targeting outof-province owners. To put that into perspective, a $5-million home not used as a primary residence will be subject to an additional $100,000 levy. ì The speculation tax will be levied on residential properties in certain urban areas, if they are not being used as primary residences,î explains Lu. Additionally, nonpermanently occupied second or vacation homes in Metro Vancouver, the Fraser Valley, Nanaimo and the southern tip of Vancouver Island, including Kelowna and West Kelowna, will be subject to this tax. ì These policies and regulations claim to solve market prices, but they arení t Ö they arení t fixing the affordability issue,î says Lu. ì Most Vancouverites caní t afford to rent these large, expensive houses most foreign buyers own nor can they afford to buy them.î
